Metro Manila (CNN Philippines, April 12) — The United States will allocate more than $100 million in infrastructure investments at new and existing Enhanced Defense Cooperation Agreement (EDCA) sites by the end of fiscal year 2023.

In a joint media briefing with US and Philippine officials on Wednesday, US Secretary of Defense Lloyd Austin III said plans to operationalize the four new EDCA sites in Palawan and Northern Luzon will ensure that the two countries are “even better prepared for future crises."

"We're proud of the investments we are making. By the end of FY (fiscal year) 2023, we expect to have allocated more than $100 million in infrastructure investments at the new and existing EDCA sites," the US official said.

Austin added that the investments will "spur job creations and economic growth in local Philippine communities."

He also said the US has committed to "swiftly finalizing" Philippines-US Bilateral Defense Guidelines which chart the "vision for alliance cooperation across all operational domains, space and cyberspace."

Philippine Foreign Affairs Secretary Enrique Manalo and Department of National Defense Officer-in-Charge Carlito Galvez Jr., who were also present in the media briefing, welcomed the US move to support the country through EDCA.

Manalo, however, said on Tuesday that the extent of the use of the four new EDCA sites are still up for discussion.

US, Philippines agree to complete road map for security assistance for next 5-10 years

From Rappler (Apr 12, 2023): US, Philippines agree to complete road map for security assistance for next 5-10 years (By REUTERS)

Experts say the United States sees the Philippines as a potential location for rockets, missiles and artillery systems to counter a Chinese amphibious invasion of Taiwan, which China claims as its own

WASHINGTON, DC, USA – The top defense and diplomatic officials from the United States and Philippines agreed on Tuesday, April 11, to complete a road map in coming months to cover the delivery of US defense assistance to the Philippines over the next five to 10 years.

US Defense Secretary Lloyd Austin said the long-time allies, which share concerns about an increasingly assertive China, discussed delivery of “priority defense platforms” including radars, drones, military transport aircraft and coastal and air defense systems at a so-called 2+2 meeting in Washington that also involved US Secretary of State Antony Blinken and Philippine counterparts.

A joint statement said “adoption of a Security Sector Assistance Roadmap in the coming months will guide shared defense modernization investments and inform the delivery of priority platforms over the next 5 to 10 years.”

Philippine Foreign Minister Enrique Manalo told the same news conference the two sides “redoubled” their commitment to modernizing the Philippines-US alliance in recognition that “our partnership will need to play a stronger role in preserving an international law-based international order.”

Experts say the United States sees the Philippines as a potential location for rockets, missiles and artillery systems to counter a Chinese amphibious invasion of Taiwan, which China claims as its own.

Austin said that it was “too early” to discuss what assets the United States would like to station at Philippine military bases under a recently expanded Enhanced Defense Cooperation Agreement (EDCA).

Manalo said the EDCA sites were mainly aimed at improving military interoperability, addressing potential humanitarian disasters “and perhaps respond to other types of security challenges,” but did not elaborate.

The Pentagon has not specifically said what the additional sites will be used for, except that work would include airport expansion and training involving naval assets.

Manalo said on Monday Washington and Manila will need to discuss what the U.S. may do with its access to the EDCA sites.

EDCA allows US access to Philippine bases for joint training, pre-positioning of equipment and building of facilities such as runways, fuel storage and military housing, but not a permanent presence.

The joint statement said the United States expects to boost its allocated spending for EDCA sites to over $100 million by the end of 2023, against a previously announced $80 million.

The two sides also agreed to fast track new bilateral defense guidelines.

Southeast Asia expert Greg Poling at Washington’s Center for Strategic and International Studies said such guidelines were aimed at providing strategic direction and to lay out each side’s responsibilities.

“The U.S. and Japan negotiated defense guidelines in 1978 for the Cold War, 1998 focused on North Korea, and 2015 focused on China, whereas the U.S. and Philippines have never done so,” he said.

The Washington meeting came after more than 17,000 Philippine and U.S. soldiers began their largest ever joint military drills on Tuesday, highlighting their shared concern about China, which has rival territorial claims to the Philippines in the disputed South China Sea.

US-Philippines relations have warmed considerably under Philippines President Ferdinand Marcos Jr, and the 2+2 meeting underlined that as the first of its kind in seven years. But Manila treads a delicate path with China, the region’s economic powerhouse.

Marcos assured China on Monday that military bases accessible to the US would not be used in offensive action, stressing that the arrangement with Washington was designed to boost his country’s defenses.

CPP/NPA-Northern Negros: On the recent armed clash in Toboso

April 10, 2023

Asmall armed unit of Roselyn Jean Pelle Command – Northern Negros Guerilla Front of the New People’s Army (RJPC-NPA) came in armed contact with 79IB’s Bravo Company of the AFP on April 6, 2023 at around 3:47 PM in Sitio Serahe, Barangay San Isidro, Toboso, Negros Occidental resulting in at least three (3) enemy KIA and several more WIA. NPA fighters safely withdrawn from the encounter site after two (2) minutes of armed exchange, with no casualties or even slight injuries.

NPA’s counter-offensive action was a result of AFP’s massive military campaign in northern Negros. Despite observance of Holy Week, 79IB deployed at least three (3) columns in Sitio Serahe alone putting the NPA unit nearby in active defense posture. The said NPA unit tried to evade an armed clash but a golden opportunity arise from 79IB’s deployment of troops.

To cover up AFP’s defeat, 79IB spewed lies on the recent armed clash:
1. #DiMasaligan79IB said that they were conducting operations after civilians reported NPA presence in the area. Should that be true, the operating enemy troops should be on full alert. Actual armed combat happened when 79IB was at rest and caught off guard by the NPA unit positioned less than 100 meters away.

2. #DiMasaligan79IB stated to have recovered home-made shotguns and ammunitions from the encounter site. Previous NPA actions in the area reported to have recovered empty shells of high-powered automatic rifles. In that armed encounter alone, 79IB should expose the shells used to determine NPA armory.

3. #DiMasaligan79IB exposed that their only casualty was one (1) slightly wounded who is now in stable condition. With a slight wound, enemy troops could have brought the casualty to nearest healthcare facility, be it in Toboso Health Center, Calatrava District Hospital, Sagay District Hospital and not to Bacolod City for immediate medical care. That lie alone is an outright downplaying of the sacrifice made by their own troops.

4. #DiMasaligan79IB announced that NPA has three (3) WIA. With alleged blood stains in withdrawal route as only evidence, enemy troops immediately publicized the exact number of NPA casualty. How come they haven’t figured out scores of NPA casualty in other areas? It’s a laughable AFP act to have always seen blood stains when in reality they have not inflicted casualty to Red fighters.

Lt. Col. J-jay Javinez of 79IB, BGen. Orlando Edralin of 303Bde and the AFP in general, unmask its dire desperation to crush the NPA in northern Negros that they spread laughingstocks claims.

With the latest experience of NPA’s counter-offensive action, RJPC-NPA is optimistic on the course of armed revolution in northern Negros. It is ever more determined to stir and spread the flames of armed revolution. ###

With the Party, all revolutionary forces and the Filipino people, we also give highest tribute to the thousands of heroes and martyrs of the people’s army and the people’s armed revolution.

In the Ilocos-Cordillera region, we pay tribute to Mando ‘Ka Demsen’ Eduarte, Onal Osias ‘Ka Paot’ Balaoing and Gonzalo ‘Ka IB’ Battawang, Igorot peasants who left a life of oppression to commit their whole lives in service to the Filipino people.

In the spirit of their ultimate sacrifices and amidst the intensifying oppression and exploitation of the Filipino people under the US-Marcos Jr regime, we are confident that more shall rise from the ranks of the peasants, laborers, national minorities and other oppressed masses to join the NPA.

In the light of the worsening socio-economic crisis and the unrelenting fascist attacks of the US-Marcos Jr. regime, the bases for waging the people’s democratic revolution persist.

In the region, peasants continue to suffer from all forms of intensifying feudal and semi-feudal exploitation in the hands of landlords and big business. Farmgate prices of their products remain pegged at very low rates while cost of production has almost doubled or tripled due to unhampered rise in the prices of gasoline and agricultural inputs. Their ancestral and agricultural lands are endlessly threatened by plunderous multinational, transnational and local companies in energy, mining and agribusiness. The people have registered their strong opposition to large dam projects such as the Gened dams in Kabugao, Apayao and the Saltan River dams in Balbalan and Pinukpok, Kalinga that shall wreak havoc on their lands, lives and livelihood.

To stifle the peasants’ anti-feudal struggles and the defense of their lands, and in subservience to imperialist companies and the local ruling class of landlords and comprador big bourgeoisie, the AFP-PNP incessantly intensified its attacks on the people, sowing fear and terror in the communities of peasants, workers, miners and national minorities.

Human rights violations have been widespread and evident wherever the troops of AFP-PNP are. Aerial bombings and straffings, indiscriminate firing, attempted murders and massacres, harassment and intimidation of civilians and encampment of military and police elements within communities have been rampant, especially in areas where people firmly uphold their struggle for their rights. All these have been legitimized by the deceptive and brutal RCSP (Retooled Community Support Program), the corruption laden BDP (Barangay Development Plan) and the fascist NTF-ELCAC.

Indeed, the situation remains a fertile ground for the overall advancement of the national democratic revolution. Under the strong leadership of the Communist Party of the Philippines (CPP), the NPA and all revolutionary forces shall remain steadfast in their commitment to the just path of the armed struggle.

While the AFP-PNP holds on to its pipe dream of putting out the flame of the people’s revolutionary fervor, the NPA shall remain firm and forward-looking in the execution of its tasks as the genuine army of the Filipino people: building the foundation of the people’s democratic government in the countryside, advancing the agrarian revolution and sustaining the progress of the armed struggle. Drawing rich lessons from launching guerilla warfare amidst the continuous focused military operation of the AFP-PNP in recent years, they are more than ever determined to overcome hurdles and difficulties, and persevere to contribute to the advancement of the people’s war to a higher stage.

The sacrifices of our revolutionary martyrs shall not be in vain, as more and more from the masses shall stir up the flames of the people’s war.

Together with all revolutionary forces in the Ilocos-Cordillera region and across the archipelago, the CMC enjoins the best sons and daughters of the nation to keep the fire of revolution burning in the best way possible: by joining the NPA and committing a lifetime of service for the freedom of the Filipino people.

Persevere in advancing the people’s war to the next higher stage!
Long live the CPP!
Long live the NPA!
Long live the Filipino people!

'EDCA key pillar of US, PH alliance'

From the Manila Times (Apr 12, 2023): 'EDCA key pillar of US, PH alliance' (By Bernadette E. Tamayo)

FOREIGN Affairs Secretary Enrique Manalo said the Enhanced Defense Cooperation Agreement (EDCA) is a "key pillar" of the alliance between the Philippines and the United States as they aim to "reforge" their relations in a high-level dialogue this week.

Manalo made the remark on Monday in Washington, D.C., during a forum organized by the Center for Strategic International Studies (CSIS) ahead of the 2+2 Ministerial Dialogue between top foreign affairs and defense officials of both countries.

Manalo and Defense department Officer in Charge Carlito Galvez Jr. will hold the dialogue with their US counterparts, State Secretary Antony Blinken and Defense Secretary Lloyd James Austin.

He noted that last week the Philippines identified four new locations to "house" US troops and equipment under the EDCA.

These are in Cagayan's Naval Base Camilo Osias and Lal-lo Airport; Camp Melchor F. Dela Cruz in Gamu, Isabela; and Balabac Island in Palawan.

The Philippines and the US, according to Manalo, are conducting this month "the biggest joint [Balikatan or shoulder-to-shoulder] exercises in EDCA history" with over 17,600 Filipino and American troops and observers from Japan and Australia.

"The EDCA is a key pillar of our alliance, and the Balikatan exercises, for the first time, build on our interoperability in the context of external defense," Manalo said in a speech.

He noted that the 2+2 Dialogue will resume on Tuesday (Washington time) after a seven-year hiatus.

"This highlights the positive trajectory of our bilateral relations, which is happening now at all levels, and the shared intention of Manila and Washington to sustain this momentum," Manalo said.

"This reforging of our alliance is taking place on the heels of the 75th anniversary of our formal diplomatic relations and the 70th year of the conclusion of the Mutual Defense Treaty," he added.

Manalo said, "We've only begun to underline that beyond aiding the modernization of military facilities, the EDCA sites support the local economies and present new interfaces for socioeconomic projects involving the national and host local governments."

He, however, declined to provide more information when asked whether US weaponry such as artillery and missile systems will be allowed on EDCA sites for possible defense of Taiwan against Chinese invasion.

"I think at this stage we basically identified the sites. There will have to be, as in the case of the other sites, discussions on terms of reference, the type of activities, and I think these all have to be agreed on," Manalo said.

"So, at this stage it's really very difficult to respond to questions like that. It will all depend on how discussions go on the type of activities and the terms of reference of those activities within any of those sites," he added.

Gregory Poling, CSIS Southeast Asia Program and Asia Maritime Transparency Initiative director, said the US and Philippines "have been engaged in a once-in-a-generation effort to update and modernize the alliance since 2021."

The allies, he added, have also set up a new maritime security dialogue, substantially increased US financial support for Philippine military modernization, boosted the size and ambition of joint exercises and trainings, deepened trilateral cooperation with the Japanese and Australians, and are undertaking negotiations on new defense guidelines and a military information sharing agreement.

"These are the bones of a modern and more equal alliance. A similar set of institutions were built into the US-Japan alliance over about a decade from the mid-1990s to mid-2000s," Poling said.

He added that the US and the Philippines are trying to do it in about two years.

"That speaks to the urgency and sense of threat that both sides feel from China," Poling said.

"Beijing's bad behavior has made this possible. By continuing to harass and bully Filipinos at sea during the previous presidency of Rodrigo Duterte, in spite of his outreach to Beijing, China strengthened a strategic consensus in Manila that it is a threat that must be deterred, making the US alliance more vital than ever," he added.

TUGUEGARAO CITY: Hoping to further rekindle the camaraderie with Filipinos, the soldiers of the United States of America resumed their "quick parachute diving" off the island province of Batanes on Tuesday.

The soldiers earlier arrived via a United States-owned Osprey helicopter which landed at Basco Airport in Basco, Batanes on Monday afternoon, April 10.

Batanes Gov. Marilou Cayco, however, clarified in a statement that the soldiers arrived for a "quick parachute diving practice within the island-province area" and not for anything else.

The practice is a part of the ongoing Balikatan Exercises between the Armed Forces of the Philippines and the United States of America that are initiated annually by the two countries.

"We would like to clarify that these have nothing to do with the ongoing tension between China and Taiwan," she said. "Let's not spread any false information that gives fear to our countrymen," the governor added.
