'I'm not red-tagging anyone': Lacson

From the Philippine News Agency (Mar 7, 2022): 'I'm not red-tagging anyone': Lacson (By Priam Nepomuceno)

Partido Reporma standard bearer Senator Panfilo "Ping" Lacson denied allegations that he had purposely red-tagged anyone, saying he was merely warning against groups planning to create a coalition group with the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF).

"I never red-tagged anybody. I was simply warning those concerned to be wary of a possible coalition government with a movement whose sole objective is to seize power," he said in a Twitter post on Monday.

Lacson made it clear that his warning is not aimed at anyone in particular, even as he belied accusations that he was red-tagging the supporters of other presidential candidates.

In order for the country to prosper and develop, he added that insurgency like corruption must be ended decisively.

"Insurgency, like corruption, must end if we want peace and prosperity," he said in his post.

In another Twitter post on Sunday, Lacson said a coalition government with the CPP-NPA-NDF will set back government gains to end the more than 50-year-old insurgency problem.

His post was accompanied by a link to an article quoting Cavite Rep. Jesus Crispin Remulla who claimed that some participants of a campaign rally of a presidential candidate in Cavite over the weekend were paid to attend the event.

According to the article, Remulla said some students who attended the campaign rally looked like activists and were purportedly trained by the NDF.

"This is worrisome. A coalition government will the CPP-NPA-NDF will set back the gains of the government's efforts to end the country's decades-old insurgency problem," he added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

While the Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

"With all the bashing I'm getting for the 'coalition with the CPP-NPA-NDF' tweet I posted earlier, there must be the basis for the age-old quote 'truth hurts'. I care for my country which continues to suffer from the longest-running insurgency in the world. I just want it to end," Lacson said.

Army to secure candidates campaigning in remote areas

From Panay News (Mar 7, 2022): Army to secure candidates campaigning in remote areas (By Ruby P. Silubrico)

AREVALO

The Philippine Army’s 3rd Infantry Division (3ID) vowed to secure election candidates campaigning in remote barangays, especially in rebel-infested areas.

“Any candidate na need nila ang ating tulong can ask for security so they can freely campaign in far-flung barangays,” said Major General Benedict Arevalo, 3ID commander.

He reminded candidates not to give “campaign tax” to rebels.

If they are being extorted, they should seek the help of the Armed Forces or the Philippine National Police, said Arevalo.

The campaign period for those running for local elective posts begins on March 25.

“Hindi namin kayo pababayaan. We will protect you,” Arevalo said.

Leonardo Pena, 302nd Infantry Brigade commander and PCol. Germano Mallari, provincial police director of Negros Oriental, at Camp Leon Kilat in Tanjay City, Negros Oriental.

This becomes a challenge to the PNP, AFP, COMELEC, as well as other stakeholders to address the issue head on, with no let up to effectively deal with it, he added.

EASTMINCOM: Official Statement//Mandaya-Mansaka Tribal Executive Council of Elders on the New Bataan 5 Incident

Posted to the Eastern Mindanao Command (EASTMINCOM) Facebook Page (Mar 4, 2022): Official Statement//Mandaya-Mansaka Tribal Executive Council of Elders on the New Bataan 5 Incident

National Task Force to End Local Communist Armed Conflict

OFFICIAL STATEMENT
MANDAYA-MANSAKA TRIBAL EXECUTIVE COUNCIL OF ELDERS
ON NEW BATAAN 5 INCIDENT

The Mandaya-Mansaka Tribal Executive Council of Elders (MMTECE) -- the highest governing body of the ICCs/IPs of New Bataan headed by Datu Daniel L. Pagantupan, his legislative office counterpart, Municipal IPMR, Hon. Arnel B. Sugnoan and its development arm in the management of Mandaya-Mansaka Ancestral Domain, Ancestral Domain Management Office (ADMO) headed by Datu Jake Hanggam jointly denounce and belies the statements made by Save Our School Network (SOS) and other CPP-NPA-NDF mass-based organizations condemning the death of Chad Booc and four others whom they called “Lumad Volunteer Teacher and Community Health Worker” during the legitimate encounter with the government forces in Purok 8, Sitio Libuton, Andap, New Bataan, Davao de Oro last February 24, 2022.

May we emphasize the following ground for our dismissal of such irresponsible and fallacious statements made by SOS network, bias media outlets, and other CNN sympathizers;

1. Lumad Reference: The Mandaya-Mansaka tribe of New Bataan deems it atrocious to call us “Lumads” as this has been used by CPP-NPA-NDF to associate us with their aspirations which are not consistent with our beliefs, culture and practices. The term “Lumad” is no longer used to refer to our ethnolinguistic group. The use of this term is a violation of the NCIP Resolution No. 08-009-2021.

2. Alleged Massacre: if these are truly civilians and no NPA combatants, then there should have been no firefight and firearms recovered during the encounter. On the allegation that our IP residents said that no encounter happened and the incident is a massacre, we are more than willing to refute such claim with witnesses to prove that the AFPs operation is legitimate and is only aimed at protecting and securing our community.

3. Chad Booc’s Activity within AD: on the statement that they were only conducting research in the area, then show to the ICCs/IPs the proof of research work and answer us why did these people conduct such activities within our Ancestral Domain without securing Free Prior Informed Consent (FPIC) and coordination with the Tribal Office so that we can formally file a legal actions against the institution responsible for the illegal activity.

We, as prime movers in the protection and management of our Ancestral Domain has always been consistent with our position and strong commitment to maintaining peace and development within our communities with the use of our traditional conflict resolution and customary law. We have always been supportive of National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) since the day of its implementation. Our Support includes the closure of Salugpungan Schools and declaring CPP-NPA-NDF “Persona-Non-Grata” within our Ancestral Domain together with the government and private partners, the Provincial, Municipal, and Barangay Local Government Units, and the Armed Forces of the Philippines.

These partnerships and moves have resulted to significant projects and developments within the Ancestral Domain which directly benefited the ICCs/IPS especially those communities considered Geographically Isolated and Disadvantaged Areas (GIDA). The ICCs/IPs do not welcome any intrusion within the Ancestral Domain without prior consultation with the concerned IP Leaders specially the MMTECE leadership. Hence, the illegal incursion and disturbance of peace and security in the IP community in Brgy. Andap is deemed appalling and a grave violation of our human right to peaceful living.

While we are saddened for the unnecessary loss of a very precious life as that of Chad Booc’s and colleagues, we believe that such incident calls for our young generation to think rationally and contemplate before joining the impractical arm struggle and obsolete ideologies. We also call on the Mass-based organizations of the CPP-NPA-NDF to stop sensationalizing the incident and capitalizing on our young people’s vulnerabilities to advance your decades-long commitment to violence and insurgency. The ICCs/IPs of New Bataan are not ignorant of your false narratives of the incident.

Towards this end, may we extend our sincerest commendation to the Armed Forces of the Philippines (AFP) 1001st Brigade and 66th Infantry Battalion for quickly responding and neutralizing the intruders and for continually providing security to our Ancestral Domain and ICCs/IPs. May we also thank the Provincial Government of Davao de Oro headed by Governor Jayvee Tyron L. Uy, SBM Arturo T. Uy, Cong. Maricar Zamora, Mayor Geraldford N. Balbin and municipal officials for attending to the needs and for providing assistance to our disturbed IP Community in Sitio Libuton during and after the bloody encounter. The ICCs/IPs of New Bataan will be forever grateful to your timely responses in times of unexpected crises.

A FORMER student of Chad Booc claimed that the volunteer community school teacher was a New People's Army (NPA) leader and recruiter who lured children to become rebel warriors.

Rurelyn Bay-ao, a former student of Booc in Salungpungan and Bakwit schools, said during the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) virtual press briefing that the slain teacher was also a leader in the Communist Party of the Philippines - New People's Army - National Democratic Front (CPP-NPA-NDF).

Bay-ao, who is also a member of an Indigenous People (IP) tribe in Talaingod, Davao, said she was taught by Booc in Saver's School Network, a community-based learning scheme used by the Communist Terrorist Group (CTG) to lure IP children and train them to become NPA warriors.

"Naging mag-aaral po ako ni teacher Chad. Si Sir Chad ay di basta-basta aktibista lang, at di basta-bastang guro lang, kung di ay NPA mismo (I was a student of teacher Chad. Sir Chad is not just an activist, he was also an NPA)," she said.

She recalled that in 2020, she was with Booc at the University of the Philippines-Diliman as a member of the so-called Bakwit School where Booc taught and indoctrinated them through "PaDaPa" (Pambansang Demokratikong Paaralan).

EASTMINCOM: EASTMINCOM Troopers Dismantle Communist Terrorist Group in Davao de Oro

Posted to the Eastern Mindanao Command (EASTMINCOM) Facebook Page (Mar 5, 2022): EASTMINCOM Troopers Dismantle Communist Terrorist Group in Davao de Oro

EASTMINCOM CONFIRMS | February 24, 2022, Communist Terrorist Group (CTG) members were killed following a series of armed clashes with the troops of 10th Infantry Division’s 1001st Brigade (1001st Bde) at Purok-8, Barangay Andap, New Bataan, Davao de Oro. Fatalities were identified as Chad Errol Booc alleged trafficker of Indigenous Peoples (IP) along with Jojarain Alce Nguho II, identified as a former volunteer teacher at the Community Technical College of Southeastern Mindanao, Inc. (CTCSM), allegedly being run by the CTG in Maco, Davao de Oro, before it was shut down in 2020.

Chad Booc was one of the personalities arrested by government authorities at the University of San Carlos – Talamban Campus in Cebu City after some parents from Talaingod, Davao del Norte reported about the alleged kidnapping of their IP children. The court in Cebu, later on, released him together with six others.

"The death of Booc and Nguho allows us to confirm the identity of these breeding grounds of the CTG, which are hiding behind the walls of so-called Lumad Schools. They are recruiters of the terrorist organization, pretending to be activists and volunteer teachers," LtGen. Almerol said.

The Commander of EastMinCom LtGen. Greg T. Almerol shared that all CTG-operated schools in the EastMinCom area are closed down by the Department of Education and communities due to incomplete submissions of documentary requirements and complaints from parents on their ways of teaching.
LtGen. Almerol also urged the remaining CTG leaders and members to peacefully surrender to the government before they face the consequences of their atrocities.

Meanwhile, the EastMinCom Commander reiterated his call to the remaining leaders and members of the CTG to surrender, emulating the right decision of their comrades who capitulated peacefully, before it’s too late.

“To the remaining CTG out there come and lay down your arms. The government’s door is always open to accept and help you to start a new life with your family through the Enhanced Comprehensive Local Integration Program. However, if you refuse to heed our call, we will not think twice in using our force to neutralize you for the greater good of the Filipino people who desire nothing but peace,” he also warned.
