Youth group Propelling Our Inherited Nation Through our Youth, Inc. (POINTY) in Surigao del Norte has forged partnerships with different government agencies to provide food relief to an indigenous peoples (IP) community in the province.

About 75 IP families belonging to the Mamanwa tribe in Sitio Songkoy, Barangay Mahanub, Gigaquit, Surigao del Norte received family food packs and hygiene kits in a distribution activity conducted on Friday.

POINTY also facilitated a feeding program for the children of the Mamanwa tribe in the area.

“The food distribution is part of the outreach program of POINTY Surigao del Norte, dubbed as ‘Alay Pagmamahal sa Katutubo’. The activity also highlighted the fifth-year anniversary of the group in the province,” POINTY said in a statement.

The distribution activity was supported by the 30th Infantry Battalion, the Surigao del Norte Police Provincial Office, the National Commission on Indigenous Peoples, and the local government of Gigaquit.

Private groups also extended support to the activity, including the local chapter of the MotorCycle Riders Club of the Philippines.

The group said the Mamanwa tribe in Barangay Mahanub is considered vulnerable to the terroristic activities of the communist New People’s Army (NPA).

“The activity was also aimed to educate and empower the IP community and help the IPs become resilient from adversities caused by the Communist Terrorist Group (CTG),” it added.

The group is also working to protect the IP youths from the recruitment activities of the NPA terrorists.

“POINTY Surigao (del) Norte will continue to fulfill its passion and commitment to empowering the youth to be catalysts of peace and development as (this) will lead for impactful change in the province,” it said.

The Communist Party of the Philippines - NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand.

The Criminal Investigation and Detection Group (CIDG) on Friday said it has filed another criminal case against Communist Party of the Philippines (CPP) founder Jose Maria "Joma" Sison and another communist cadre before the Department of Justice (DOJ) earlier this week.

"Another case for violations of Section 3 in relation to Sec 3(a)(b) of RA 9208 as amended by RA 10364 and Section 4(i) of RA 10364 (Expanded Ant-Trafficking in Person of 2012), and of Section 10 (a) in relation to Section 3(d) (4) of RA 7610 (Special Protection of Children against Abuse, Exploitation and Discrimination Acts) was filed on September 1, 2021, at about 10:30 a.m. before the DOJ in Manila docketed under NPS Docket No. XVI-INV-21I-00280,"
CIDG chief Maj. Gen. Albert Ignatius Ferro said in a statement.

The CIDG Anti-Fraud and Commercial Crimes Unit (AFCCU), Task Force Makabayan, National Intelligence Coordinating Agency, and 10th Infantry Division together with
the complainant, a former cadre of the CPP-New People's Army-National Democratic Front (NPA-NDF), surfaced at the DOJ to file the case before Sison and a certain Vince Hugo Villena.

In his statement, the 24-year-old complainant with aliases "Ka Ugnay," "Ka Dima," "Ka Intoy Karagatan," and "Job Paolo Valencia," said he was a freshman Journalism student of the Polytechnic University of the Philippines (PUP) when a certain JR Valencia alias “Bimbi” first tried to recruit him to join the League of Filipino Students (LFS).

In May 2015, as part of the Communist Terrorist Group (CTG) Urban Operation, he joined the other LFS members in their protest action from Liwasang Bonifacio to Mendiola.

He was the managing editor of the PUP’s university publication “The Catalyst” when he joined the Kabataan Makabayan (KM), an underground movement organization. He was made the team leader of the CTG’s own “The Catalyst” paper and became instrumental in the propaganda movement of the CPP in PUP. During those times, he studied Lipunan at Rebolusyong Pilipino and Basic Party Course.

Sometime in December 2015, while still a minor, he was immersed with the CTG under the Leo Cawilan Command of the CTG in Kalinga headed by a certain "Ka Batid".

In the same month, he took his oath as a candidate member of the CPP and after a year, he became a full-fledged communist terrorist. He continued and undergone other radicalization courses and even recruited students of National University in Valenzuela City.

In October 2017, he joined the Sub-Regional Guerilla Unit (SRGU) of Sub-Regional Command 5 (SRC 5) in Sitio Bolo, Talaingod, Davao del Norte, and a month after, he was transferred to Guerilla Front (GF) 34, SRC 5 in Agusan del Sur and became its political instructor and intelligence officer until September 2018.

He was later transferred to GF 55 in San Fernando, Bukidnon, and became a staff of the Regional Politico-Military Academy (RPMA) of Southern Mindanao Regional Committee (SMRC).

While with the SMRC, he was promoted as the deputy secretary of SRC 5 where he served as Front Secretary of GF 3 and 34 of SRC 4, until his surrender to the government on November 28, 2020.

The complainant said he finally realized that he was deceived by the communist movement.

"They have exploited my vulnerability as a child being a minor at that time with the ultimate purpose of engaging myself in the armed revolution. The systematic recruitment of the CTG denied me of my development, from a proficient government scholar I dropped out from my studies to join the armed revolution. I experienced the tremendous suffering I had to bear while being an active member of the CTG in the mountainous parts of Southern Mindanao, which could have been prevented if the Group’s urban operations within school grounds were disallowed and if the permissive environment provided by school administrators was at least regulated”, the complainant said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973.

US helps PH strengthen maritime domain awareness

The United States Coast Guard (USCG) is helping its Philippine counterpart strengthen the country's maritime domain awareness.

In a teleconference on Friday, USCG Vice Admiral Michael McAllister said Washington DC wants to give Manila the capacity and the capability "to spend more time beyond their littorals".

The USCG and the Philippine Coast Guard recently concluded joint exercises in the West Philippine Sea but McAllister clarified this does not necessarily mean there was an intention to send a message.

"I’m not going to say that activity near the Scarborough Shoals was necessarily intended to send a message; but when you think about the Philippines’ claim for their waters, that opportunity to get them out further from shore, do maritime awareness, and – when appropriate – enforce laws and treaties within their Exclusive Economic Zone (EEZ), it simply requires that we get them further from shore,"
he said.

Scarborough Shoal or the Bajo de Masinloc was the site of a tense standoff between China and the Philippines back in 2012. The shoal is around 124 nautical miles off the coast of Zambales.

McAllister said maritime domain awareness involves increasing capacity to identify activities going on in a country's sovereign waters, "with the idea that you would be able to respond to any threats."

Aside from this, the USCG and PCG had also run a series of search-and-rescue and communication exercises as well as small boat operations and multi-vessel maneuvering while at sea.

The USCG Cutter Munro arrived at the Subic Bay in Zambales on Tuesday following the maritime exercises in the West Philippine Sea. It departed its homeport of Alameda, California, in July for a months-long deployment to the Western Pacific.

Munro, a 418-foot national security cutter, operates under the tactical control of the US 7th Fleet and engages with capacity-building exercises with partner nations.

282 NPA members, supporters surrender in N. Samar town

From the Manila Bulletin (Sep 1, 2021): 282 NPA members, supporters surrender in N. Samar town (By Marie Tonette Marticio)

At least 282 members and supporters of the New People’s Army (NPA) in Silvino Lubos in Northern Samar have surrendered to the army.

LtCol Fernando Engcot, commander of 19th Infantry Battalion, said that the mass surrender and withdrawal of support are strong indicators of the NPA-terrorists’ nearing defeat in Northern Samar province.

“This mass surrender of Milisya ng Bayan and party members from the different NPA-affiliated mass organizations is a testament that the communist-terrorists no longer enjoy the mass base support in these areas,” he said.

A total of 65 members of Batakang Batakang Organisayon ng Pampartido (BOP), 65 Yunit Militia (YM), and 152 Legal na Organisadong Masa (LOM) pledged allegiance to the government as they conducted a peace rally in the entire town proper of Silvino Lubos to condemn the NPAs.

The Underground Mass Organization (UGMOs) and mass base supporters also burned flags of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

Engcot said the mass surrender is not the end of their anti-insurgency campaign in the municipality.

“Let us raise our flag, the Philippine Flag, as our identity that we are all Filipinos who deserve a long-lasting and harmonious way of living,” he urged.

Engcot noted that the mass withdrawal of support from the NPA-terrorists is the result of the unit’s deployment of the Community Support Program (CSP) team to sixteen (16) barangays since last March 03 under the implementation of President Rodrigo Duterte’s Executive Order (EO) 70.

In 2015, Silvino Lubos was listed under Level 4 with the highest poverty incidence among the population with 78.5 percent according to the Philippine Statistics Authority.

Many factors caused Black Hawk, C-130 mishaps: AFP

From the Philippine News Agency (Sep 2, 2021): Many factors caused Black Hawk, C-130 mishaps: AFP (By Priam Nepomuceno)

AFP spokesperson, Col. Ramon Zagala (File photo)

The recent crash of a brand-new S-70i Black Hawk helicopter in Tarlac and the C-130 transport aircraft in Sulu were due to multiple factors, the Armed Forces of the Philippines (AFP) said on Thursday.

"Material, human and environmental factors were determined by the Philippine Air Force Accident Investigation Board as the cause of the ill-fated C-130 crash in Sulu,"
AFP spokesperson, Col. Ramon Zagala said in a statement.

Based on the investigating team’s report, no single factor can be determined as the only cause of these mishaps.

"It was most probably due to actual or perceived material factors, and induced human factors which were aggravated by local and environmental conditions," Zagala said.

He added that the aircraft component, the environmental condition, and the aircrew response led to the "unrecoverable stall" in a critical phase of the aircraft operation.

Stall, in aviation, refers to the disruption of the smooth airflow over the aircraft's wings, resulting in the loss of lift.

The C-130 aircraft crash in Patikul, Sulu last July 4 killed 50 soldiers aboard while 46 other personnel were injured.

Three civilians on the ground were also killed while four others were wounded.

Zagala, meanwhile, said "confluence of events" also triggered the crash of the S-70i Black Hawk helicopter in Tarlac last June 23.

"Investigators found out that the chopper inadvertently entered a thunderstorm and was compounded by spatial disorientation or vertigo by the pilot, as the cause of the accident," he added.

Six PAF personnel were killed in the mishap. The aircraft and its crew were conducting night-flying exercises at the time of the accident.

Zagala said the goal of the investigation, based on international practice on handling crashed aircraft, is to determine the cause of the accident rather than determine who should be blamed.

"This will help us avoid similar events in the future by implementing additional safety initiatives, strengthening protocols and procedures, as well as instituting training interventions for our aircrew and personnel," he added.

CPP/CIO: Demand justice for abduction and murder of Cebu NGO worker

Propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Sep 1, 2021): Demand justice for abduction and murder of Cebu NGO worker

MARCO VALBUENA
CHIEF INFORMATION OFFICER
COMMUNIST PARTY OF THE PHILIPPINES

SEPTEMBER 01, 2021

We hold Rodrigo Duterte, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and their armed agents responsible for the abduction and murder of Elena Tijamo, an official of the Farmers Development Center (Fardec) in Cebu.

We commiserate with her family as they grieve and demand justice for her death.

Tijamo was abducted in June 2020 in her home in Bantayan, Cebu and went missing for over a year. It is the height of the regime’s cruelty that she was surfaced dead on the day when Filipino families commemorate the International Day of the Disappeared. Family members found her body in a funeral parlor in Mandaluyong City on August 30 after being informed by an unidentified caller.

Tijamo was targeted by the NTF-ELCAC because of her work with a non-government organization that offers paralegal and educational services to farmers in Central Visayas. Fardec has been repeatedly Red-tagged by the regime. Weeks before she was abducted, Tijamo was placed under surveillance by the police and elements of the regime’s intelligence arms.

CPP/NPA-Negros Island ROC: Army black prop coverup its servility to hacienderos and big business

Propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Sep 1, 2021): Army black prop coverup its servility to hacienderos and big business

JUANITO MAGBANUA

NEGROS ISLAND REGIONAL OPERATIONAL COMMAND (APOLINARIO GATMAITAN COMMAND)
NEW PEOPLE'S ARMY

SEPTEMBER 01, 2021

The New People’s Army in Negros Island Apolinario Gatmaitan Command (AGC-NPA) called the “barkers” of the military “fools who think people still believe what they say.”

Ka Juanito Magbanua, AGC-NPA spokesperson, referred to allegations from 79th Infantry Battalion (79th IB) commanding officer Lt. Col. J-Jay Javines and 3rd Infantry Division spokesperson Major Cenon Pancito that recent revolutionary martyrs Ka Ella and Ka Pabling were “extortionists” and “notorious terrorists.”

“These are recurring black propaganda to smear the good image of the NPA and revolutionary movement and coverup the servility of the Philippine Army to hacienderos and big business particularly in Silay City,” Magbanua said.

He recalled how the people praised the Roselyn Jean Pelle Command of the NPA North Negros Front (RJPC-NPA) for its punitive action against the destructive quarry operation of Silay City Mayor Mark Andrew J. Golez last April 12 wherein three backhoes were burned at the quarry site in Hacienda Vista Alegre, Barangay E. Lopez, Silay City.

According to him, it was a response to the people’s demands to punish abusive large-scale quarrying operations along Malogo river that caused a series of flash floods in northern Negros starting New Year’s Eve that affected more than 70,000 families.

He reiterated that the People’s Democratic Government is not interested in collecting revolutionary tax from big businesses that operate within its territory causing massive destruction to the environment such as soil erosion, flash floods during rainy season and poison from chemicals used in its operations.

“These are harmful to the people,” he added, “they should be punished for destroying natural resources that could be used for genuine national industrialization and land reform that are the foundations of national development.”

Magbanua pointed out that the “extortionists” are those in government and the mercenary Armed Forces of the Philippines and Philippine National Police (AFP/PNP) who collected millions of protection money from big businessmen in exchange for people’s lives and the environment.

He stated further that the “notorious terrorists” are the AFP/PNP and National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) that implement the “counter-insurgency” campaign which resulted to a long list of human rights violations.

“Ka Ella was a victim of the 79th IB’s violation of International Humanitarian Law when they killed her despite her inability to fight,” he said.

That the People’s Democratic Government has persisted for more than five decades under the leadership of the Communist Party of the Philippines proves the support of the broad masses and they happily benefit from the its services, he ended.###

CPP/CIO: Condemn US drone strikes in Afghanistan

Propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Aug 31, 2021): Condemn US drone strikes in Afghanistan

MARCO VALBUENA
CHIEF INFORMATION OFFICER
COMMUNIST PARTY OF THE PHILIPPINES

AUGUST 31, 2021

We join the Afghan people and international community in denouncing two successive attacks carried out by US military drones which killed several civilians, including women and children, and which outrightly violates Afghanistan sovereignty.

On August 28 and 29, missiles fired from US drones, purportedly targeting ISIS-K forces, struck in Nangarhar province and a residential area in Kabul. Reports indicate that at least 20 civilians were killed, including eight children. Several others were injured. The attacks also caused damages to homes and properties and trauma to those in the vicinity.

The US government said their military strikes were in retaliation for the suicide bomb attacks in the Kabul airport which killed at least 10 American soldiers and scores of civilians. They, however, carried out their strikes unilaterally and in total disrespect for Afghanistan’s new political leaders.

Until the last days of its occupation, the US displayed utter contempt for the sovereignty of Afghanistan which the country just won back after two decades of difficult resistance. Even as the US military withdraws in defeat, it showed the same arrogance that has earned the hatred of the Afghan people for the past 20 years.

We join the Afghan people in celebrating their complete freedom from US occupying forces with the departure of the last American soldier yesterday. At the same time, we denounce the threat of continuing US attacks after US Pres. Joe Biden declared that the drone attacks are not the last.
