4ID welcomes CHR probe vs. NPA recruitment of minors

From the Philippine News Agency (Dec 11, 2019): 4ID welcomes CHR probe vs. NPA recruitment of minors

CAGAYAN DE ORO CITY – The Army's 4th Infantry “Diamond” Division (4ID) has welcomed the decision of the Commission on Human Rights (CHR) to investigate the recruitment of minors by the Communist Party of the Philippines-New People's Army (CPP-NPA).

In a statement, 4ID said it hopes the probe could lead to "finally ending the recruitment of minors (by) the Communist Terrorist Groups (CTGs)"

"Their continuous recruitment is a clear violation of the Children’s Right and the International Humanitarian Law. The youth is the hope of our nation and the CTG is destroying our future,” said Maj. General Franco Nemesio Gacal, 4ID commander.

Earlier, CHR spokesperson Jacqueline de Guia told CNN Philippines that under the International Human Rights and Humanitarian Law, even non-state armed groups must respect the prohibition on the recruitment and use of children in armed conflict and hostilities.

“[The boy] was still in his development years and should be focusing on honing his potentials so he can pursue his goals and dreams but his life was snuffed out and can no longer be taken back,” De Guia said, referring to the 16-year old NPA member who was killed in an encounter with government troops in Butuan City recently.

The Army said the minor was recruited when he was just 14-years-old.

Based on 4ID records, a total of 63 NPA minor combatants aged 12 to 17 operating in Northern Mindanao and Caraga have either surrendered or killed since January 2019.

The Army division cited the case of alias Christine, 17, an NPA medic who surrendered to 23 Infantry Battalion in early October this year.

"They didn’t allow me to visit my family and they threatened to kill them if we tell the authorities," Christine was quoted by 4ID as having told military authorities during a debriefing.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP SIONGCO, Maguindanao – Two members of the Islamic State-inspired Bangsamoro Islamic Freedom Fighters (BIFF) yielded to military authorities in Pikit, North Cotabato on Monday.

Due to security reasons, Maj. Gen. Diosdado Carreon, Army’s 6th Infantry Division commander,
identified the surrenderers only as a certain Nash and Mhods, both members of the BIFF Karialan faction operating in the peripheries of North Cotabato and Maguindanao provinces.

Carreon said the duo’s surrender was motivated by the recent surrender of their sub-commander, a certain alias Nao, to the Army’s 7th Infantry Battalion in the area.

“The relentless military operation against the BIFF operating in Central Mindanao also led to the two to surrender,” said Carreon, who is also chief of Joint Task Force Central.

The surrenderers turned over their firearms and ammunition to the military that included one Noveske N4 Carbine rifle, a homemade grenade launcher, two 40mm grenade projectiles, and an M16 rifle magazine with 15 bullets.

Carreon also lauded Pikit Mayor Sumulong Sultan and the town’s community officials for "tirelessly" pushing for the government’s peace and reconciliation efforts in the area.

“The support of the local officials is a much-needed boost to win over those duped into the BIFF ideology back to the mainstream society,” he said.

President Rodrigo R. Duterte has promoted the Philippine Coast Guard (PCG) Commandant from Vice Admiral to Admiral – the highest rank of a PCG commissioned officer.

Duterte has approved the promotion of Admiral Joel Garcia effective Dec. 9, 2019. He formally took oath at the Malacañang Palace on Tuesday afternoon.

On Wednesday, officers and personnel of the PCG National Headquarters welcomed Garcia with arrival honors ceremony.

Garcia is the 26th Commandant of the PCG and the Director of the National Coast Watch Center (NCWC). He is also the chairperson of the Governing Council of the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) – the first regional government-to-government agreement that promotes and enhances cooperation to counter piracy and armed robbery against ships in Asia and the Pacific.

Garcia finished his Bachelor of Science in Marine Transportation in Navigational Science at the Philippine Merchant Marine Academy (PMMA) in 1985 and pursued his Master in Shipping Business Management at the PMMA in 1993 as a full scholar.

The PCG Commandant utilized his vast seagoing experience as he served as a professor in Maritime Administration and Environmental Economics at the PMMA Graduate School as the chairman of the Committee on Islamic Religious Studies, and as a member of the Technical Panels in Humanities and Maritime Education of the Commission on Higher Education (CHED).

Garcia also served as the executive director of the Presidential Task Force on Maritime Development Secretariat in 1996 during the administration of former president Fidel V. Ramos, during which, he engineered the transfer of the PCG to DOTr in 1991.

As a scholar at the United States Coast Guard (USCG), Garcia pursued another Master’s degree in Maritime Affairs for Maritime Safety Administration from the World Maritime University (WMU) in Malmö, Sweden in 1996.

In recognition of their service to the country, Department of National Defense (DND) Secretary Delfin Lorenzana gave Christmas gifts to 36 soldiers who were wounded in action.

The gift-giving took place at the Army General Hospital in Fort Bonifacio, Taguig City, said PA spokesperson Lt. Col. Ramon Zagala.

The activity is part of the DND Christmas tradition project called "KAPAGDAKA" (Kapakanan at Gabay sa Dating Kaanyuan) that promotes the welfare of persons with disabilities particularly with the soldiers who were injured during their mission.

PA chief Lt. Gen. Gilbert Gapay assisted Lorenzana in the giving of grocery items and cash incentives to the 36 wounded soldiers, who were with their dependents.

We thank them for these Christmas gifts. We are happy because we feel that we are valued and given attention),” Sgt. Renato Eucogco, who is currently recovering at the hospital after he lost his legs during the Marawi Siege in 2017, said.

The DND chief said "KAPAGDAKA" also has additional programs like the distribution of wheelchairs and assistive devices; livelihood trainings for wounded-in-action (WIA) soldiers and their dependents; skills development opportunities to equip the WIA as they return or get discharged from the service; and other future programs that will further provide assistance to the wounded troops.

“Let me express my most serious thanks to you all for your great service to the nation, even risking your lives to serve our country and the people. I hope that you find comfort with the assurance that the government is at your back to support you and your families. You may have lost or injured a part of your body, but your spirit has definitely become stronger,” Lorenzana added. (

Navy’s BRP Conrado Yap to secure Palawan waters

The Philippine Navy (PN) will deploy its anti-submarine corvette, the BRP Conrado Yap (PS-39), to help secure Palawan waters.

In an update Tuesday, Navy flag-officer-in-command Vice Admiral Robert Empedrad said the South Korean-donated vessel is ideal for the "rough waters of Palawan".

BRP Conrado Yap is the former Pohang-class corvette ROKS Chungju.

Also, having BRP Conrado Yap based in Palawan will allow the ship to help ongoing efforts to eradicate piracy in the Celebes and Sulu Seas due to its proximity.

Empedrad said BRP Conrado Yap will augment one of the Del Pilar-class offshore patrol vessel and the World War II-era Rizal-class minesweepers securing the waters.

Pohang-class corvettes, especially those designated as Flight II, are optimized for anti-submarine warfare missions.

The ship is armed with two 76mm Oto Melara automatic guns, two Oto Breda 40mm light cannons, depth-charge racks, and two triple torpedo tubes and surveillance systems like radar and sonar.

BRP Conrado Yap was formally turned over and commissioned to the PN last August 5 during short ceremonies at Jinhae Naval Base in Changwon City, South Korea.

The ship measures 88.3 meters long, with a beam of 10 meters and draft of 2.9 meters with displacement at 1,216 tons full load and is rated for a crew of 118 personnel and can sustain operational presence for 20 days.

Duterte vows support for retired MUP, dependents of fallen troops

BENEFITS FOR MUP, FALLEN SOLDIERS. President Rodrigo Roa Duterte receives a plaque of appreciation from the beneficiaries of the killed-in-action (KIA) soldiers and killed-in-police operation (KIPO) personnel under the Comprehensive Social Benefits Program during the Thanksgiving party at the Malacañan Palace on Tuesday (Dec. 10, 2019). President Rodrigo Duterte on Tuesday promised to speed up the government’s assistance for retired military personnel, as well as the dependents of fallen soldiers and policemen, Malacañang said in a press statement.

Duterte made the commitment during a thanksgiving party held at Malacañan Palace on Tuesday night.

The commander-in-chief sought the immediate distribution of pension differential for retired personnel of the Armed Forces of the Philippines (AFP), as he acknowledged their significant contributions in securing the nation, upholding the rule of law, and defending the country’s democratic institutions, the Palace said.

“The Chief Executive assured the members of the AFP that the administration will remain steadfast in protecting and advancing their welfare through modernization, capacity-enhancing initiatives, and provision of benefits for their families,”
it said in a statement released late Tuesday.

“Responding to concerns raised by the soldiers, he vowed to expedite the release of the pension differentials of retired enlisted personnel,” Malacañang added.

In October, the Department of Budget and Management announced that around PHP22.3 billion has been released to cover the pension differential of military and uniformed personnel retirees, pursuant to the increased base pay of those in active services.

The amount has been released to the Department of National Defense, the Department of the Interior and Local Government (DILG), the National Mapping and Resource Information Authority, and the Philippine Coast Guard (PCG) for pension differentials of their retirees for the period of June to December 2019.

Comfortable lives for dependents of fallen troops

Meantime, Duterte also pledged that dependents of military and police officers killed in action would get support through the Comprehensive Social Benefits Program (CBSP), the Palace said in a separate statement on Wednesday.

“President Rodrigo Roa Duterte on Tuesday assured the dependents of killed-in-action soldiers and killed-in-police operations (KIA-KIPO) of government assistance to attain comfortable lives,” Malacañang said.

“Despite the challenges ahead, the President has expressed optimism that with the steadfast dedication and firm leadership that those organizations have displayed, the government will not waver on its promise of uplifting the welfare of the people, especially those who have sacrificed their lives in order to protect and serve the country,” it added.

Under the CSBP, dependents of fallen soldiers and policemen will receive financial, employment, livelihood, educational, housing and healthcare assistance.

Malacañang said the President thanked the DILG, the AFP, the Philippine National Police, and other concerned government agencies for ensuring the proper implementation of CSBP.

“The administration will continue to do its best to honor the KIA soldiers and KIPO officers’ memory by staying true to the commitment of upholding the country’s sovereignty, preventing lawless violence, and protecting democratic institutions,” Duterte, as quoted by Malacañang, said.

AFP Sergeant Majors lauded

Duterte also vowed to institutionalize CSBP before his term ends, in a bid to ensure that the program will also cover personnel from the Bureau of Jail Management and Penology, the Bureau of Fire Protection, and the PCG, the Palace noted.

Malacañang said the Chief Executive also took time to acknowledge the contributions of AFP Council of Sergeant Majors for the improvement of the country’s armed services.

“During the thanksgiving gathering with the AFP Council of Sergeant Majors in Malacañang, President Duterte expressed his gratitude to the council for its dedication to boost the morale and ensuring the welfare of the enlisted personnel of the AFP,” it said.

“The President highlighted the council’s vital role in steering the direction and performance of AFP’s enlisted personnel within their respective units,” it added.

The Sergeant Majors of the AFP serve as the bridge of the AFP enlisted personnel and the Corps of Non-Commissioned Officers to the AFP Chief of Staff and to the Officer Corps.

They ensure that the concerns and welfare of the troops down to the lowest foot soldier are known to the AFP leadership and are addressed appropriate.

MALOLOS CITY, Bulacan -- Presidential Peace Adviser Carlito G. Galvez Jr. underscored that good governance should be among the foundations of a peaceful and progressive nation.

As frontliners of your communities, we believe that good governance is key in resolving issues in your communities and livelihood),” Galvez said in his keynote message during the “Gawad Galing Barangay 2019” held in this city on Tuesday.

The honest service of government employees from the highest level down to the barangays will serve as the foundation of a peaceful and progressive nation),” he pointed out.

The Gawad Galing Barangay is a competition spearheaded by the provincial government of Bulacan which aims to both showcase and recognize the best governance practices of barangays in the province.

The award has three categories: 1) Parangal sa Natatanging Gawaing Pambarangay; 2) Parangal sa mga Natatanging Lingkod Barangay; and 3) Parangal sa mga Natatanging Volunteer Workers at Volunteer Groups.

Chairperson Ryan P. Espiritu of Barangay Poblacion, Pulilan, bagged the “Natatanging Punong Barangay” award. He launched an anti-drug advocacy program dubbed ‘Katiwasayan at Kaayusan at Kalikasan at Kapaligiran.’

The innovative program encourages residents to become health and environmental advocates and at the same time help barangay officials maintain peace and order and join the crusade against illegal substance abuse.

The Parangal sa Natatanging Gawaing Pambarangay award went to: ‘Tara Na Tarcan Tungo sa Malinis na Kapaligiran’ of Barangay Tarcan, Baliwag; ‘Mabuting Pamamahala’ of Barangay Caingin, Malolos City and Barangay Tibig, Bulakan; and “Luntiang Kapaligiran Para sa Malusog na Pamayanan”: Bio Intensive Organic Gardening of Barangay Basuit, San Ildefonso.

Meanwhile, the ‘Buklod Lingap Foundation of Bulacan, Inc.’ of Barangay Sta. Barbara, Baliwag won the categories for best volunteer workers and volunteer groups.

(I hope that our awardees today will serve as an inspiration to everyone. It is our hope that barangay workers and officials throughout the nation will do their best to perform their duties and to use their positions to help maintain peace and order in your communities),” Galvez said.

“Bilang isang Bulakenyo, ako po ay nandito para suportahan kayo (As a fellow Bulakenyo, I am here to support you),” he said.

Galvez, who hails from Bustos, Bulacan, was appointed by President Rodrigo Roa Duterte as the Cabinet Officer for Regional Development and Security (CORDS) for Region 3.

Under Executive Order 70, the CORDS serves as a mechanism of the national government to strengthen the implementation of anti-insurgency efforts throughout the country.

In the same event, Bulacan Governor Daniel Fernando noted that the main role of barangay local government units is to ensure that much-needed government services are provided to residents in a timely, efficient, and responsive manner.

Kayo po ang unang hanay ng depensa sa anumang panganib, sa pag-lunas sa may karamdaman, at takbuhan sa ano mang pangangailangan(You are the government workers who most accessible to our countrymen. You are the first line of defense during trying times, and attend to the sick and other needs of your constituents),” Fernando said.

“Hindi po matatawaran nino man ang inyong gampanin para sa kabutihan ng ating pamayanan (Nothing compares to your crucial roles in making sure that the well-being of our communities is achieved),” he added.

A plaque of appreciation was awarded to Galvez for keynoting the event.

Mindanao checkpoints to continue even without martial law

From the Philippine News Agency (Dec 11, 2019): Mindanao checkpoints to continue even without martial law (By Priam Nepomuceno)

AFP spokesperson Marine Brig. Gen. Edgard Arevalo. (File photo)

Checkpoint operations in Mindanao will continue despite the lifting of martial law by year-end.

"Well definitely checkpoints are going to continue, after all even without the martial law, checkpoints are there," Armed Forces of the Philippines (AFP) spokesperson Marine Brig. Gen. Edgard Arevalo said in an interview with CNN Philippines' "The Source" Wednesday.

Arevalo was responding to questions on how Mindanao will look with the lifting of martial law.
He added the military will not be putting its guard down even with the improved security situation in Mindanao.

The AFP earlier welcomed President Rodrigo R. Duterte's decision heeding its recommendation not to extend martial law in Mindanao.

"The AFP was among security-related agencies that were consulted as to whether or not martial law will be extended. And we’re pleased that our recommendation for the non-extension of martial law was considered by the Commander-in-Chief," Arevalo said.

In recommending the non-extension of martial law in Mindanao, the AFP cited the following reasons: Improved security climate in Mindanao; the continuous decline of the Islamic State-inspired local terrorist groups; and the need to further promote an environment more conducive to economic activities as it did in terms of increase in trade and commerce in Mindanao.

"We will continue to collaborate with local chief executives, and the people in the communities in the conduct of our current activities to sustain these gains brought about by martial law," Arevalo said.

He added the AFP will continue to pursue its advocacy towards the amendment of the Human Security Act into an Anti-Terrorism Law that will not be too restrictive to security forces but has more teeth to prevent or counter-terrorism.

Martial law in the southern part of the country will expire on December 31.

Presidential Spokesperson Salvador Panelo said Duterte was optimistic that state forces are on top of the situation to maintain peace and order in Mindanao even without the implementation of martial law.

He likewise assured Mindanao residents that any impending major threat in the besieged region "would be nipped in the bud".

PATNUBAY DE GUIA
NDF-SOUTHERN TAGALOG
DECEMBER 10, 2019

NDF-Southern Tagalog propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Dec 10, 2019): Gunitain ang Pandaigdigang Araw ng Karapatang Tao na may ibayong determinasyong lumaban sa pasistang rehimeng US-Duterte

PATNUBAY DE GUIA
NDF-SOUTHERN TAGALOG
NATIONAL DEMOCRATIC FRONT OF THE PHILIPPINES

DECEMBER 10, 2019

CPP/NDF: Kasamang Ermin “Ka Romano” Bellen at 2 pang kasamang pinaslang
sa Antipolo Masaker, Martir ng Sambayanang Pilipino!

NDF propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Dec 10, 2019): Kasamang Ermin “Ka Romano” Bellen at 2 pang kasamang pinaslang
sa Antipolo Masaker, Martir ng Sambayanang Pilipino!

NATIONAL DEMOCRATIC FRONT OF THE PHILIPPINES

DECEMBER 10, 2019

” Human rights are not only violated by repression or assassination, but also by unfair economic structures that creates huge inequalities.”. – Pope Francis

The Christians for National Liberation joins the international community this year 2019 in commemorating the 71st Anniversary of Human Rights Day. Pope Francis aptly describes human rights that include the unfair economic structures creating huge inequalities. Activities across the world are marked with protests to alert people of circumstances where human rights are not recognized or respected, or where these rights are not considered to be important.
For us here in the country, glaring inequalities is very obvious, the much talked about the cost of the “cauldron” for the Southeast Asian Games. The spiraling prices of basic commodities slowly dehumanizes majority who are poor. The President is not only lying about issues affecting the country, and his minions demonize and harass those who resist and expose the truth. The latest statistics provided by Karapatan Alliance for the Advancement of People’s Rights (Karapatan), 3rd quarter this year the administration for illegal arrests alone for Luzon 234, Visayas 423 and Mindanao has the highest 1,777or a total of 2.484. This statistics is in addition amidst the rampant, unabated killings of farmers, red-tagging of human rights defenders and has no qualms of victimizing anyone, including church people like the Rural Missionaries.

CNL condemn in the highest and strongest terms, how this administration is perpetrating the culture of impunity, and believes that state efforts to silence its critics are failing miserably, instead their voices are growing louder with every human rights violation instigated by the coercive apparatus of the state. What is inspiring is that fellow Christians have been awakened i.e. groups and sectors vowed to continue the fight of the Filipino masses to attain genuine social change. Together we will not allow the President to complete his establishment of a fascist dictatorship and kill us with bullets and worsening hunger and poverty.

We call on fellow Christians and faith believers to unite and Resist the Looming Tyranny and Human Rights Attack on the people.

Long live the People’s Democratic Revolution! !
Onward the people’s struggle towards national liberation!
