Bilateral talks ‘most effective’ way to resolve WPS dispute

From the Philippine News Agency (Apr 30, 2019): Bilateral talks ‘most effective’ way to resolve WPS dispute

Holding bilateral negotiations between the Philippines and China is currently the “most effective” way to resolve the dispute over the West Philippine Sea (South China Sea), MalacaƱang said on Tuesday.

Presidential Spokesperson Salvador Panelo made the statement as he justified President Rodrigo Duterte’s preference for bilateral negotiations over multilateral talks with other parties since the sea row is a problem the two countries should settle on their own.

“Sa ngayon bilateral muna. Kasi I remember si Presidente noong a year ago, parang hindi siya masyadong hot sa multilateral (For now, we stick with bilateral negotiations. Because I remember, the President a year ago, doesn’t seem to favor multilateral),” Panelo said in a Palace briefing.

“Kasi nga eh ang may problema iyong dalawang bansa, di mag-bilateral muna kayo (Because it’s the problem of two countries, so why don’t we begin with bilateral first),” he added.

Duterte has stood pat on his stand, despite remarks made by University of the Philippines (UP) Institute for Maritime Affairs and Law of the Sea Director Jay Batongbacal that it is time to go multilateral since the bilateral approach is ineffective.

Panelo said the maritime law expert is entitled to his own opinion but insisted that bilateral talks was the best option to avoid unnecessary conflict from arising.

“Of course, yes. You don’t resolve the conflict by going to war or armed hostilities; it will not solve anything. In fact, all the conflicts in the world when not resolved by means of negotiations end up in armed hostilities,” Panelo said.

“The advantage there is whatever difference you have, you can settle it by way of that mechanism,” he added.

He, however, said multilateral talks could still be an option in the future.

“Siguro (Parhaps) if that fails baka maging option iyon (it can be an options), among the claimants,” Panelo said.

Asked what would convince the President to take the sea row to a multilateral level, Panelo refrained from commenting saying he would rather not preempt the chief executive.

“We will have to wait for the President. The President is the one who charters the foreign policy. That is his right and discretion. We cannot be preempting the President on this,” Panelo said.

Panelo, meanwhile, expressed hope that China would remain open-minded to resolve the sea row and at the same time, respond to the Philippines’ diplomatic protest against the presence of Chinese vessels near Pag-asa Island and other Philippine-claimed territories.

“What is important to me is open sila na i-resolve ang dispute doon sa negotiation table (they are open to resolve the dispute in the negotiation table),” Panelo said.

“Considering that there has been a bilateral meeting between the two heads of the state, and they agreed that they can solve whatever irritants or challenges that confront both sides, then I’m confident that there will be response and there will be a basis for a dialogue or talk or a negotiation between the two countries,” he added.

Panelo earlier said "irritants" refer to the presence of the Chinese vessels surrounding Pag-asa Island and the alleged harassment of Filipino fishermen, among others.

In November 2018, Panelo noted that “collective action” coming from United Nations (UN) member-countries may help pressure China into respecting the 2016 arbitral ruling that favors the Philippines and invalidates China’s claims on the disputed sea.

“Perhaps if all the countries of the world will unite and pressure China, who knows? There must be a collective action by the countries of the world and either persuade or pressure China into respecting an arbitral decision,” Panelo added.

Kalinaw News: Army welcomes Congressional Inquiry on Agricultural and Livelihood Development and Tribal Filipino Program of Lianga, Surigao del Sur

From Kalinaw News (Apr 29): Army welcomes Congressional Inquiry on Agricultural and Livelihood Development and Tribal Filipino Program of Lianga, Surigao del Sur

CAMP EVANGELISTA, Cagayan de Oro City – The Philippine Army’s 4th Infantry Division lauded the recent visit of Committee on Indigenous Cultural Communities and Indigenous Peoples (CICCIP) of the House of Representatives in Lianga, Surigao del Sur to conduct a legislative inquiry on the Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV), and Tribal Filipino Program of Lianga, Surigao del Sur (TRIFPSS INC.).

“We gladly welcome CCIP’s interest in the issue involving ALACADEV and TRIFPSS as this will shed light on the true nature and purpose of these entities. We are expecting a comprehensive and unbiased result from the inquiry because we want the truth to come out”, Cpt. Regie Go, Chief of 4ID Public Affairs Office said.

On April 28, the inspection team composed of Atty. Rueben Lingating, Chairman of the Indigenous People’s Peace Panel of the Office of the Presidential Adviser on the Peace Process (OPAPP); Adora Pueblo, CICCIP Committee Secretariat; and representatives from the Department of Education (DepEd), Department of Interior and Local Government (DILG) and National Commission on Indigenous People’s (NCIP) visited Km 16, Sitio Han-ayan, Bgy Diatagon, Lianga, Surigao del Sur to validate reports citing the said lumad (indigenous people) schools’ connection with the Communist- Terrorist CPP-NPA. CICCIP said “significant data and information (on the alleged involvement) have been endorsed to the committee as well as to the Office of the House Speaker by the National Security Adviser (NSA) in December 2018 and in January this year prompting the conduct of the inquiry.

Meanwhile, Maj. Gen. Franco Nemesio Gacal, 4ID Commander said the Army leadership fully supports the legislative inquiry in the interest of truth. “Let truth finally come out about these dubious organizations who continue to sow discord in our communities particularly among our lumads. I am confident their true colors will be exposed along with the persons and organizations behind them who lure unsuspecting people including our children and youth”, Gacal said. The Army commander also expressed confidence that the inquiry will result into laws that would ensure right education for children, and better protect IP or lumad communities from CPP-NPA exploitation and abuse.

“They have been hiding under the cloak of these schools and other entities all these years to promote communist-terrorist ideologies. Let’s save our children and youth from the clutches of the CPP-NPA. It is about time we stop them from destroying families, communities and the entire country”, he added.

Earlier this month, the said team also visited Salugpungan Schools in various parts of Davao which, according to former NPAs and captured documents, have been used by CPP-NPA as breeding and training grounds for new recruits for many years. Salugpungan, ALCADEV and TRIFPSS were among the CPP-NPA front organizationscited earlier by Maj. Gen. Antonio Parlade Jr., the AFP Deputy Chief of Staff for Civil-Military Operations, that have duped the European Union and Belgium for support andfunding along with the Rural Missionaries, Solidagro, Viva Salud, Kiyo, Gabriela, ANAKPAWIS and others. Parlade said these organizations used “fake reports of Bakwit and IP killings, in order to ask them (foreign NGOs) for donations.

Kalinaw News: Teenager NPA receives full assistance from government, rejoins family

From Kalinaw News (Apr 29): Teenager NPA receives full assistance from government, rejoins family

Asuncion, DDN – After almost a year since the Compostela Valley Provincial Social Welfare and Development Office took her in, Daisy (not her real name), now 17 years old, is ready to go back to her family. Under the Enhanced Comprehensive Local Integration Program (E-CLIP), Daisy received her full livelihood assistance Tuesday last week and thereafter was brought home to rejoin her family.

Daisy, a former Medic of the CPP-NPA’s Pulang Bagani Command 4 (PBC 4), Sub- regional Committee 4, Southern Mindanao Regional Committee, surrendered to the 60th Infantry (Mediator) Battalion on April 30, 2018, just a day after her group encountered the same government troops in Brgy Naga, Laak, Compostela Valley Province.

In her custodial interview, Daisy revealed that before joining PBC 4 sometime in 2018, she was already serving Guerrilla Front 33 of the same sub-regional committee also as a full-time member. She said she was recruited by a certain alias “Doy” (who also goes by the alias “Yade”) in 2017, recalling that it was her own mother who decided she must join the CPP-NPA full-time. Daisy’s mother was then a Militia ngBayan member under the Guerilla Front 33.

“I was a student then (before joining the CPP-NPA),” Daisy further recalls, “my father died when I was still little, and my mother left us when I was only 11 years old. I later learned that she was with the ‘movement’ [CPP-NPA] or was helping them somehow, though to what extent I never realized until she ‘sold me off’ herself to be indoctrinated with their communist ideology and also trained to fight [government] soldiers with bombs and guns,” Daisy narrated in the vernacular.

At only 16 years old, Daisy experienced her first armed encounter against government troops on December 2017 in Montevista town, CVP. Still a ‘scared newbie’ with a bare three months of training since joining the armed terrorist group, “It was scary. I will never forget it,” Daisy said.

Daisy went on to experience two more armed encounters afterwards; one on March 2018 and another on April 2018.

Daisy and her buddy alias Fe (also a minor at 16 years old) saw the opportunity to escape from their CPP-NPA cadres after their group was separated while going against government troops in Montevista town on March 2018. Their attempt, however, failed, after PBC 4 under Rodel Ogong alias Vlady/Tol, caught up on them and forced them to join their group.

Daisy’s second chance came after being involved in another firefight against government troops on April 2018 in Laak town, CVP. This time, Daisy went straight to the government troops, declaring her voluntary surrender. Daisy was immediately brought to the hospital for medical check-up and later, being a minor, was taken by the local social welfare and development office for debriefing and for other appropriate psycho social intervention.

A year after her surrender, Daisy still remembers the hardships she endured by the CPP-NPA “like they were only yesterday.” But a strong-willed child, Daisy says she has never felt ever sure of her future like she does today. Revealing further that at least four (4) others of her former comrades in GF 33 and PBC 4 were also minors aged 16 to 17, Daisy adds, “I only pray that those other ‘kids’ who were with me [with the CPP-NPA] back then will also find a way to escape. They don’t like it there. No one really does.”

Daisy is now with her relatives and will be continuously monitored by government assigned social workers on her progress. She plans to go back to school this coming academic year 2019-2020.

CPP-NPA legal fronts have been denying allegations that minors are being recruited to join the Party and its armed wing, the NPA. But as revealed by the former rebels themselves, the CPP-NPA deliberately recruits and organizes vulnerable sectors such as the youth and indigenous peoples whom they can use not only for their propaganda but also in their terroristic acts. Some FRs even attest that this is what the Salugpongan schools are for; a recruitment hub for strong, able-bodied youths who can further the CPP-NPA’s terroristic cause.

In 60IB’s Area of Operations alone, 8 out of 10 former rebels are indigenous peoples while 4 out of 10 are youths. Records also show that many of the former rebels were recruited when they were still of minor age.

Kalinaw News: Two (2) Young NPA Rebels, Surrender to 48 Infantry Battalion

Kalinaw News (Apr 29, 2019): Two (2) Young NPA Rebels, Surrender to 48 Infantry Battalion

Fort Magsaysay, Nueva Ecija – Two CPP-NPA Terrorists (CNTs) voluntarily surrendered to the 48th Infantry (Guardians) Battalion at its headquarters, last Saturday.

The two surrenderees who were both 19 years old sought refuge from the Army with the help of the community.

According to the surrenderees, they joined the armed group when they were still minors after being recruited by the Anakbayan. They were later enticed to join Kabataang Makabayan, an underground organization of Anakbayan.

The disillusioned young rebels quit the armed struggle because of too much pressure and hardship in the organization. They said that they were lured by the leftist organizations to join the New People’s Army and took advantage of their curiosity and their youth. They left the armed group in December 2018.

Prior to their surrender, the two were on lie-low status and asked help from the local government of Pandi, Bulacan where they are from.

The two surrenderees will be provided with protection and will be assisted in their application for Enhanced Comprehensive Local Integration Program (E-CLIP).

Major General Lenard T Agustin AFP, Commander of the 7th Infantry (Kaugnay) Division, expressed his gratitude to the local government of Pandi, Bulacan and his congratulatory message to the Community Support Team (CSP) of 48IB.

“The recent accomplishment of our troops in Bulacan can be accredited to the LGUs of Pandi. The surrender of the two young rebels is one of the results of their declaration of Persona Non Grata against the CTGs. This is what we have been waiting and wanting – that our stakeholders will be intentional in playing their role against Insurgency”, MGen Agustin said.

“We support the petition filed against the groups who are affiliated with the CPP-NPA. We don’t need to red tag or ‘black tag’ them. The individuals who have been surrendering to the government are enough proof that they were deceived by organizations supported by the party lists mentioned in the petition last April 26. Also, the National Democratic Front in Panay mentioned the left leaning groups in it’s statement so, need we say more? “, MGen Agustin added.

Brigadier General Rowen S Tolentino AFP, Commander of 703rd Infantry (Agila) Brigade said that the youth has been the target of CPP-NPA recruitment and has been very vulnerable to the false ideologies, promises and principles of communism, putting the lives of the future leaders in vain.

“The revelation of these young rebels is a clear evidence left leaning organizations lile Anakbayan or Kabataang Makabayan exploit young minds of our youth to join their armed struggle. Your Army will continue to protect the youth in many ways and prevent them to join organizations against the government”, said Lieutenant Colonel Felix Emeterio M Valdez , Acting Commanding Officer,

Kalinaw News: Army captures NPA in Batangas, preempts Labor Day atrocity

From Kalinaw News (Apr 30, 2019): Army captures NPA in Batangas, preempts Labor Day atrocity

Camp Cainpin, Tanay, Rizal – One female NPA fighter was captured and many other terrorists are believed to have died after an encounter against joint elements of soldiers and intelligence operatives at Sitio Maquitib, Brgy Quipot, San Juan, Batangas at around 6:30 a.m. Monday.

Brigadier General Arnulfo Marcelo B Burgos Jr, Commander of the 202nd Infantry (UNIFIER) Brigade which has operational jurisdiction over the area, said that the encounter preempted an atrocity in Region 4A which the NPAs are planning to conduct on May 1.

He added that the “encounter shows that your soldiers are on top of the security situation in CALABARZON and that we are always one step ahead of the enemies-of-the-state”. He ended his statement by reaffirming the soldiers’ “unwavering commitment to serve the people and secure this part of our land from the communist terrorists so that our countrymen may continue to enjoy the fruits of peace, prosperity and development” in this part of the country.

Initial reports indicate that a soldier was wounded after the 20-minute firefight wherein the government recovered one M653 rifle, one Caliber .45 pistol, IED, assorted ammunition and other war materiel as well as voluminous enemy documents with high intelligence value.

Lt Col Jonathan Manio, Commander of 1st Infantry Battalion, emphasized that the military operation was intelligence-driven and a calibrated response to an information given by a reliable source that “a group of NPAs will conduct atrocity in Batangas as part of the left’s nationwide coordinated anti-government actions” to commemorate Labor Day.

He added that the wounded soldier has been evacuated and is now listed as stable while “additional forces have been deployed to pursue the fleeing terrorists who have been on the run trying to escape the long arms of the law.”

The military believes that the captured female NPA member is the wife of @ Jethro, the leader of the NPA remnants in Batangas. She will undergo custodial debriefing while appropriate charges are being prepared to be filed in court.

Major General Rhoderick Parayno, Commander of the Philippine Army’s 2nd Infantry Division, lauded his troops for their unwavering commitment and respect for human rights, including those of the NPA’s. According to him, “the fact that the female NPA member was unharmed is a clear manifestation of your soldiers’ professionalism and adherence to internationally accepted conventions as well as rules of engagements.”

Eleven NPAs surrendered and took their oath of allegiance to the government during a ceremony at Cavinti, Laguna on April 24. It was the highlight of an activity which was attended by 23 Tribal Chieftains who witnessed the awarding of E-CLIP grants to 20 former rebels who surrendered to the military early this year.

Army claims foiling NPA Labor Day attack in Batangas

From the Philippine Daily Inquirer (Apr 30, 2019): Army claims foiling NPA Labor Day attack in Batangas

LAGUNA, Philippines – The Philippine Army claimed thwarting a planned attack by the New People’s Army (NPA) in Batangas in time for the Labor Day celebration.

As of Tuesday, government soldiers were still pursuing a band of NPA rebels, who escaped following an encounter in San Juan, Batangas on Monday morning.

The firefight that happened at around 6:30 a.m. in Sitio Maquitib in Barangay Quipot lasted some 20 minutes. During the clash, a soldier was hurt and a female NPA fighter was captured, the military said.

Captain Patrick Jay Retumban, spokesperson of the Army’s 2nd Infantry Division, on Tuesday, refused to disclose the identity of the captured NPA fighter but disclosed that she is the wife of a certain Jethro, an NPA leader in Batangas.

“She is still undergoing debriefing,” Retumban said in a phone interview.

In a statement, Army officials said the rebels were planning to carry out an act of “atrocity in Batangas as part of the Left’s nationwide coordinated anti-government action” on May 1, based on intelligence gathered prior to Monday’s encounter, said 1st Infantry Battalion commander Lt. Col. Jonathan Manio.

The Army however did not disclose details on the alleged NPA attack or what is the target of the rebel attack.

Soldiers recovered an M653 carbine, a .45 caliber gun, and an improvised explosive device in the encounter site. Manio said additional forces were sent to San Juan to pursue the rebels.

Last week, 11 NPA fighters from Southern Luzon surrendered in Cavinti, Laguna. The government also awarded grants to 20 rebel returnees who surrendered to the military early this year.

Military says it has captured female NPA member after firefight in Batangas

From GMA News (Apr 30, 2019): Military says it has captured female NPA member after firefight in Batangas

A female member of the New People's Army (NPA) was captured by the military in San Juan, Batangas following an encounter on Monday.

Brigadier General Arnulfo Marcelo Burgos Jr., commander of the Philippine Army's 202nd Infantry Brigade, on Tuesday said the military operation at Maquitib in Barangay Quipot preempted an atrocity in Region IV-A which the communist rebels were supposedly planning to conduct on May 1, Labor Day.

The military said the female communist could be the wife of alias Jethro who is the leader of the NPA remnants in the province.

According to the military, one soldier was wounded during the 20-minute firefight while "many other terrorists are believed to have died" after the encounter.

Lieutenant Colonel Jonathan Manio, commander of the 1st Infantry Battalion, said the operation against the communists was conducted after a reliable source bared that NPA members will cause hostility in Batangas as part of the "left’s nationwide coordinated anti-government actions to commemorate Labor Day."

Security forces were able to recover one M653 rifle, one caliber .45 pistol, improvised explosive device, ammunition, other war materiel as well as documents with high-intelligence value.

Meanwhile, the captured NPA member will undergo custodial debriefing while appropriate charges are being prepared to be filed against her in court.
