Police, military always ‘on alert’ amid US travel advisory

From the Philippine News Agency (Apr 11, 2019): Police, military always ‘on alert’ amid US travel advisory

MalacaƱang on Thursday assured that the police and the military are always on alert after the US State Department updated travel advisories for 35 countries, including the Philippines, indicating the risk of kidnapping and hostage-taking.

“Well, iyong PNP naman natin at saka lahat ng military palagi silang on alert; mayroon silang mga intelligence surveillance (The Philippine National Police and military are always on alert; they have intelligence surveillance),” Presidential Spokesperson Salvador Panelo said in a Palace briefing.

“Pero somehow, may makakalusot at makakalusot (But somehow, it still keeps happening). It happens to every country,” he added.

The advisories came days after American tourist Kimberly Sue Endicott and her tour guide were abducted and eventually rescued in Queen Elizabeth National Park in Uganda.

Travel advisories have also been issued for the following high-threat countries: Afghanistan, Algeria, Angola, Bangladesh, Burkina Faso, Cameroon, Central African Republic, Colombia, Democratic Republic of the Congo, Ethiopia, Haiti, Iran, Iraq, Kenya, Lebanon, Libya, Malaysia, Mali, Mexico, Niger, Nigeria, Pakistan, Papua New Guinea, Russian Federation, Somalia, South Sudan, Sudan, Syria, Trinidad and Tobago, Turkey, Uganda, Ukraine (in Russian-controlled eastern Ukraine), Venezuela, and Yemen.

Panelo, meanwhile, described as an “isolated incident” the report on the kidnapping of businessman Allan Fajardo and his bodyguard Ricky Atienza in a restaurant of a hotel in Sta. Rosa City, Laguna.

“That’s an isolated incident. There must be a determined kidnapper,” Panelo said.

On the release of travel advisories, the defense department said that it is always the prerogative of countries to warn their citizens from traveling to areas they deem unsafe.

China took what is 'ours', Foreign Affairs chief says of West PH Sea

From ABS-CBN (Apr 10, 2019): China took what is 'ours', Foreign Affairs chief says of West PH Sea

Foreign Affairs Secretary Teodoro Locsin Jr. said Wednesday that the West Philippine Sea "is ours" and that China, from whom President Rodrigo Duterte sought investments and loans, "took it."

Teodoro made the remark in reply to a Twitter follower who asked for his agency's stand on the "clear evidence of China's power" in the waterway.

"The stand is that it is ours. And they took it. World's highest court ruled that. Period," said the official.

"Now the question is how to take it back," he added.

China refuses to recognize a United Nations-backed arbitral tribunal's ruling that invalidated its sweeping 9-dash line claim over the South China Sea.

Philippine authorities have repeatedly raised concerns over China's activities in the disputed waters, particularly militarization efforts, which Beijing denied.

President Rodrigo Duterte has said in several occasions that the Philippines could not afford to go to war against its more powerful Asian neighbor.

Locsin, in his tweet, said he has "no fear of war."

"One attack on a public vessel triggers World War 3 with the USofA which is impervious to attack from Asia," he said.

Locsin also claimed that Manila could not defend its maritime territory before because former US President Barrack Obama "was in love with China" and told Beijing it was "okay to take what it wants from the Philippines."

Washington and Manila are bound by a half century-old Mutual Defense Treaty, its respective military forces engaging in regular war games that see thousands of US troops and American military hardware brought to Manila.

US is Philippines' 'only military ally': Locsin

However, the treaty's role in the Philippines' sea dispute with China is unclear.

Under US interpretation, the treaty covers only "metropolitan" Philippines and does not include the Filipino-occupied areas in the South China Sea, Defense Secretary Delfin Lorenzana said last year as he sought a review of the pact.

Does PH-US Mutual Defense Treaty cover the South China Sea?

Before he stepped down from office, Obama had urged Beijing to adhere to the rule of law, saying the landmark ruling against its claims to South China Sea is "binding."

DVIDS: PH-US Exercise Balikatan increases warfighting capabilities, complex live fire training

From the Defense Visual Information Distribution Service (DVIDS) Website (Apr 10, 2019): PH-US Exercise Balikatan increases warfighting capabilities, complex live fire training

CROW VALLEY, PHILIPPINES
04.10.2019
Story by 2nd Lt. Tori Sharpe
3rd Marine Expeditionary Brigade

CAMP AGUINALDO, Quezon City--Philippine and U.S. Army, Marine Corps and Air Force service members conducted a Combined Arms Live Fire Exercise (CALFEX) Wednesday at Colonel Ernesto Ravina Air Base, Crow Valley as part of the Philippine-U.S. Exercise Balikatan 2019.

The CALFEX featured the careful orchestration of combined and joint ground and air elements to seize an objective. Prior to the live-fire execution, Philippine and U.S. Army, Marine Corps and Air Force troops spent many days rehearsing to coordinate the success of the mission.

“Service members from across the Philippine and U.S. militaries came together using their ground maneuver, artillery, mortars and air elements to successfully execute this complex live fire event,” said U.S. Army Col. Leo Wyszynski, 1-2 Stryker Brigade Combat Team Commander. “Throughout the exercise, from planning to execution, we've shared tactics and techniques that will allow us better operate together to ensure regional stability.”

During the execution of the CALFEX, the supporting air and ground combat elements worked together to provide indirect and suppressing fire in order to allow the main ground combat element to advance and destroy the notional enemy. Once the combined team neutralized the hypothetical threat, they consolidated in preparation for potential follow-on orders.

“The CALFEX does not only showcase the Philippine and U.S. militaries’ capabilities in combined arms, it also highlights how both militaries work together in joint operations," said Philippine Army Brig. Gen. Leopoldo A. Imbang Jr., 1st Brigade Combat Team Commander.

The CALFEX tested the service members’ maneuver warfare skills and strengthened their ability to fight together. Military training events like CALFEX help participating forces maintain a high level of responsiveness and enhance combined military-to-military relations by enabling a multi-national, multi-service cadre of troops to work together towards accomplishing a common goal.

“Without a doubt, training over the last week has increased the readiness of our forces,” said Wyszynski. “It was an honor to work with the Philippine Army's first ever Brigade Combat Team, the Aegis Brigade, throughout Balikatan and during this exercise. We have learned a great deal about operating in this tropical environment from their leaders and Soldiers.”

The CALFEX was part of a broader series of joint Philippine-U.S. interoperability events during Balikatan, which also includes an amphibious exercise, military operations in urban terrain, and aviation operations.

Exercises like Balikatan strengthen the longstanding alliance between the Philippines and United States. The United States remains committed to promoting military-to-military relations and interoperability with the Philippines and other regional allies and partners, in order to promote regional security.

No less than the Col. Manny Sequitin, the Brigade Commander of the 701st Bde covering Davao Oriental and 67th IB Commander Lt. Col Jake Obligado and PNP Provincial Director Colonel Marcial Mariano P. Majistrado IV engaged the barangay government and law enforcement functionaries like the BPATS, BIN, Barangay Police, Peace volunteers, and the barangay anti-drug guys. Organizational development such as Training needs and deficiencies in equipments may have to be addressed.

While the EO 70 of PRRD provides for the civilian authorities to lead the execution of the EO in delivering the government services thru Inclusive Good Governance to address the roots of the insurgency, the security sector are indispensable partners because of the nature of the armed conflict.

This barangay Taocanga is part of the Ancestral Domain of the Mandaya tribe , and is the farthest of the 17 barangays of the town of Manay, bordering Compostela Province. It is 25 kms from the town proper and with now good roads the travel time has been cut due to better roads now from 2.5 hours in February to 1 hour and 30 minutes by 4x4 pick up.

In 2016 the CPP-NPA-NDF held their December 26 anniversary in this barangay, however with the inclusive governance strategy of the Province of Davao Oriental supported by the national agencies, the AFP and the PNP, this barangay has now become ready for development..

This is a piloting activity of the Province of Davao Orienatal led by Governor Nelson L. Dayanghirang as part of PRRD EO 70 Whole of Nation Approach to End Local Communist Armed Conflict in the Philippines. It is expected that within the month of April, interventions from agencies will have to be started already.

Gaps and challenges in Brgy Taocanga will be addressed through the Barangay, Municipal Provincial and National Task Force convergence.

Pres. Duterte’s “Whole-of-Nation Approach” to Attain Sustainable Peace, Ending Insurgency Is Piloted in Davao Oriental

Posted to the Province of Davao Oriental Facebook page (Apr 10, 2019): Pres. Duterte’s “Whole-of-Nation Approach” to Attain Sustainable Peace, Ending Insurgency Is Piloted in Davao Oriental

BARANGAY NEW TAOKANGA, MANAY– The Province of Davao Oriental takes its peace and development efforts one step further as it successfully held the pilot implementation of President Duterte’s Executive Order 70 which bids to build sustainable and peaceful communities that will ultimately end the long-running Communist insurgency in this part of the country.

Aboard elf trucks, workers from the Provincial Government and national agencies get ready to head to Barangay New Taocanga, situated 25 kilometers from the town center of Manay

Just recently, the Provincial Government led a large team composed of the heads and representatives of different provincial government offices and partner agencies in an immersion activity held in Barangay New Taokanga, a remote village perched on the mountains of Manay town, known for its hidden gem – the pristine Lake Diomaboc and known as the gateway to the majestic Mount Campalili frequented by many mountain climbing enthusiasts.

Lake Diomaboc surrounded by breathtaking landscapes of verdant green mountains of the distant Mount Campalili

The two-day community engagement, which served as the first step of a broad peace process, saw government entities communicating with the Mandaya villagers about their community’s vital needs which requires urgent government interventions.

Diagnosing the Ills of the Community

With focus group discussion as a major tool to assess the situation at the grassroots, the activity enabled the participating agencies to listen to the voices of the people in order to diagnose the community’s ills.

Focus group discussion with the Barangay Council

Among the many gaps identified that urgently needs to be addressed is the strengthening of the barangay-based institutions such as the councils on anti-drug abuse, peace and order, and disaster risk reduction and management.

DILG Provincial Director Yvette Tolentino-Sunga lead the discussion at the barangay

Department of Interior and Local Government Provincial Director Yvette Tolentino-Sunga said that based on her department’s discussion with the barangay council, workers of the barangay need to undergo capacity development trainings that will guide them on how to do proper plans as well as basic legislations fundamental in pushing their priority development projects.

“We can still do a lot for our people in the remotest of barangays,” she said, noting the importance of government agencies and offices conducting regular barangay visitations and consultations to monitor the progress, capacitate, and mentor the workers of the barangays, especially those that belong to the Geographically Isolated and Disadvantaged Areas (GIDA) that are seldom reached by government services.

Hundreds of villagers turned up during the pilot implementation of the President's Executive Order 70

Governor Nelson Dayanghirang has always stressed the need for the government to look at barangay governance first since the barangay, as an institution, is the government’s first line of defense against Communist influences which preys on the insecurities of the masses.

Consultation with the locals

Other areas which require government interventions here include concerns in the livelihood sector such as provision of livestock, seedlings, and technical trainings on farming, particularly in growing abaca which is the village’s primary produce and mainstay crop.

The Provincial Government eyes developing the Lake Diomaboc

Tourism is also another potential area to pursue here. This Mandayan village boasts of breathtaking landscapes of verdant green mountains of the distant Mount Campalili and the mesmerizing beauty of Lake Diomaboc. The Provincial Government sees this potential as an opportunity for development that will drive tourism which, in turn, will boost local economic activities.

Aside from tourism and agriculture, the Yamog Foundation, being supported by the European Union, also sees the potential of tapping the village’s abundant water resources to put up micro hydroelectric systems to provide enough power to all households here which are currently dependent on power generators and solar panels to generate electricity.

Whole-of-Nation Approach to End Insurgency

Widely known as “Institutionalization of the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating A National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework”, the Executive Order 70 signed by the President on December 4, 2018, aims to address the root causes of insurgency by bridging the critical gaps in the community.

Governor Nelson Dayanghirang, whose flagship program Nagkakaisang Lingkod-Bayan ng Davao Oriental – Barangay Outreach Caravan forms a huge part in the said Executive Order, is warmly responsive to the President’s landmark national policy for peace and development which calls for the government’s intensified efforts to fight insurgency.

As Governor Nelson Dayanghirang had always put it, “the success of the anti-insurgency efforts all boils down to the effective delivery of public services.”

The Governor says that since resolving insurgency has now become a key national policy, the Provincial Government has also been pouring a lot of efforts and resources for this cause, this time in building a “climate of good governance” as a widely-recognized potent weapon to counter insurgency.

The Governor’s Chief of Staff Ednar Dayanghirang

“The country’s decades-old insurgency had always been seen through the military perspective,” said the Governor’s Chief of Staff Ednar Dayanghirang. He said that through President Rodrigo Duterte’s Executive Order 70, the nation’s peace and counter-insurgency efforts have essentially evolved.

“We are still partnering with the Armed Forces of the Philippines and the Philippine National Police but it is us in the local government who will take the lead. Our drive is a peace effort that is civilian- led. This is the new strategy which will help end the Communist armed conflict,” he said.

The Pilot Area

Despite its rich potentials, Barangay New Taokanga, which is part of the Mandaya ancestral domain, was used to be influenced by the Communist insurgency—the reason why the Provincial Government opted to make it the pilot area for its Barangay Outreach Caravan in 2016.

Situated 25 kilometers from the town center, this village is farthest among the 17 barangays in Manay town, making government services such as health, education, and livelihood out of reach for most of the residents, thus, predisposing the community to Communist group which formerly have large strongholds in mountainous remote areas.

701st Brigade Commander Col. Manuel Sequitin

Philippine Army 701st Brigade Commander Col. Manuel Sequitin said that with the Whole-of-Nation initiative and with all the key players coming in, the villagers here can now see new horizons for development. “The government is expected to pour down projects such as construction of roads and provision of livelihood opportunities to prevent the resurgence of insurgency here,” he said, adding that the security sector will focus more on organizing people’s organizations who will be the government’s main allies to protect the community against Communist influence.

Meanwhile, as the participating agencies headed back to their respective offices in the City of Mati, they are expected to come up with plans based on the gaps they have identified. While it will take time before projects will be implemented on the ground, it is expected that the initial interventions will be felt within one month.

ZAMBOANGA CITY – An alleged trusted aide of an Abu Sayyaf leader and another member of the dreaded kidnap group surrendered to the military and voluntarily handed over their firearms on Monday, the military announced on Wednesday.

Colonel Gerry Besana, public affairs officer of the Western Mindanao Command (Westmincom) identified the two Abu Sayyaf surrenderers as Nidsmar Annuddin, 23, one of the trusted men of Sulu-based Abu Sayyaf chief Radullan Sahiron; and Limo Ammad, 45, a follower of ASG’s late sub-leader Alhabsy Misaya.

Annuddin also surrendered his M16 rifle while Ammad handed over his Garand rifle to the personnel of the 2nd Special Forces Battalion on Monday afternoon.

Besana said the duo were now undergoing custodial debriefing and medical check-up at the military headquarters of the 21st Infantry Battalion in Danag, Patikul, Sulu.

They were presented to Brigadier-General Ariel Felicidario III, the 1101st Brigade commander also based in Danag, following their surrender.

Brigadier-General Divino Rey Pabayo, commander of the Joint Task Force Sulu, said the surrender of Sahiron’s man was “one blow to their group.”

“Many members will be on low morale now and soon, many will plan to follow on his footstep,” he added.

Almost a hundred bandits have surrendered in Sulu within 313 days or from May 30, 2018 to April 8, 2019, Pabayo said.

Based on their count, 96 Abu Sayyaf have surrendered during this period, including sub-leader Jaber Susukan, while 69 others were killed in different military operations.

Among those killed were Idang Susukan and Anga Adji, both sub-leaders involved in kidnappings on the Malaysian waters off Sabah.

Pabayo said the surrenders have also turned over 115 high-powered firearms and 13 watercraft.

“Within the 313 days, we also rescued 25 kidnap victims,” Pabayo added./lzb

MalacaƱang considers the presence of Chinese vessels in the West Philippine Sea as an attack on the country’s sovereignty.

Aside from the Chinese vessels sighted near Pag-asa island, there are also Chinese vessels sighted near Koto and Panata island.

According to Presidential Spokesperson Salvador Panelo, once the report is validated it will be included in the diplomatic protest against China.

“Then we will object to their presence. We already filed a diplomatic protest and that applies to everything, anything that concern Chinese vessels in our territory,” he said.

Salvador also said that the Palace is against the presence of these Chinese vessels and insists that they should leave the West Philippine Sea.

“They will know that we are against it. That we will not allow it. That we will not tolerate such presence in our territory. They have no business being there. It is if they continue to be present to our territory then it is an assault to our sovereignty,” he said.

The Department of Foreign Affairs already submitted a diplomatic protest against China regarding the presence of Chinese vessels near Pag-asa Island.

3 killed in Abu Sayyaf militants' attack in southern Philippines

From Xinhua (Apr 10, 2019): 3 killed in Abu Sayyaf militants' attack in southern Philippines

Suspected Abu Sayyaf militants shot dead on Wednesday an army soldier and two militiamen in Basilan, an island province in the southern Philippines, the military said.

The military said the three were travelling on board two motorcycles when the militants shot them dead around 8:45 a.m. on Wednesday in Sumisip town in Basilan.

"The recent attack is a clear manifestation that the Abu Sayyaf group is incapable of engaging combat troops who are conducting intensified operations in the area. Rather, they are resorting to diversionary tactics to disrupt the peaceful situation in the province," Lt. Gen. Arnel Dela Vega, commander of the Western Mindanao Command, said in a statement.

Abu Sayyaf is a radical insurgent group in the Philippines, and often carry out kidnappings, bombings and beheadings in western Mindanao, particularly in their lair in the island provinces of Basilan and Sulu.

Abu Sayyaf gained notice in the southern Philippines in the early 1990s. It acquired a worldwide notoriety with a series of kidnappings and beheadings.
