A 16-year-old recruit of the New People’s Army gave herself up to the 94th Infantry Battalion, and this is another proof that the CPP-NPA had long been violating the laws on recruiting minors, regional police spokesperson, Lt. Col. Joem Malong, said yesterday.

Missing her childhood life made alias Monica surrender to the government, Malong said.

Alias Monica said she was a member of Squad 1 under the Central Negros 2, led by alias Ka “Karding”, of the Southwest Front Committee Command that operates in the area of Himamaylan, Negros Occidental,
Malong added.


The minor, who surrendered to the 94IB on June 2, also said that she and her childhood friend, alias Alyssa, were both recruited by a certain “Ka Prior”, on August 10 last year.

Being minors and as new members of the armed group, alias Monica admitted that she and Alyssa were not allowed to carry firearms, but were tasked to cook during the operations of the NPA, Malong said.

‘NO FUTURE’

After nine miserable months of hardship she experienced with the CPP-NPA, “Monica” told the 94IB that she realized she has no future in the communist insurgency movement.

“I am tired. Living in the mountains was hard,” Monica, who had asked permission from her commander to return home because she missed her family, said.

When she got home last month, Malong said that Monica was encouraged by her family to surrender.

They sought the help of the 94IB, who turned her over to the Kabankalan City Police Station, to avail of the government’s Enhanced Comprehensive Local Integration Program, Malong added. She is now under the care of the Kabankalan City Social Welfare and Development Office.

KORONADAL CITY (MindaNews / 03 June) – Seven years after signing their final peace deal, the Philippine government (GPH) and the Moro Islamic Liberation Front (MILF) are demonstrating “a high-level of commitment” to the Comprehensive Agreement on the Bangsamoro (CAB), according to an evaluation by the independent Third Party Monitoring Team (TPMT).

The TPMT, formed in 2013 to monitor, review and assess the agreements forged by the parties, gave the thumbs up to the GPH and the MILF for reaching this far even amid the challenges posed by the coronavirus disease (COVID-19) pandemic.

“It has taken many years of dedicated effort and intense negotiations, of setbacks and advances to arrive at where we are today. The Filipino people can be proud of what has been achieved,” the TPMT said in a statement issued late last month and obtained on Thursday, 3 June.

“The peace process is now at a critical juncture, as bringing an end to five decades of this conflict has come within close reach. Realizing those dreams will require all partners to the peace process to continue to demonstrate the commitment, perseverance and patience which has achieved so much to this point,” it added.

German economist Heino Marius chairs the TPMT and counts as members Karen Tañada of the Gaston Z. Ortigas Peace Institute, Rahib Kudto of the United Youth for Peace and Development, Inc., Huseyin Oruc of IHH Humanitarian Relief Foundation and Sam Chittick of The Asia Foundation.

The GPH and the MILF signed the CAB in 2014 after 17 years of negotiations. Its key component, the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), was achieved in 2019 following the ratification of Republic Act 11054 or the Organic Law for the BARMM, popularly called the Bangsamoro Organic Law (BOL).

The TPMT noted that the BARMM is faced with a complex task of establishing an autonomous political entity, which should not be underestimated.

The BARMM is governed by the interim MILF-led Bangsamoro Transition Authority, whose mandate will end on June 30, 2022. The BTA had sought the extension of the transition period, which gained the support of peace advocates in Mindanao. At least one million people have affixed their signatures backing extension of the transition period for three years to 2025.

To date, the 18th Congress, however, has yet to decide on the bid to extend the Bangsamoro transition period. It will adjourn its second regular session on Friday, 4 June.

The TPMT declined to make a stand on whether or not an extension of the transition period in the Bangsamoro region is justified, saying it is not within their mandate.

However, the body noted that Presidential Peace Adviser Carlito Galvez, Jr. and BARMM Interim Chief Minister Ahod Ebrahim, who is also MILF chair, had both made clear their strong advocacy to extend the transition period to 2025 to give more time for the BTA to deliver and for the implementation of the provisions of the peace agreement.

“It would be of benefit to the peace process if the issue of extension could be resolved swiftly in the coming days in the interest of predictability and clarity on the way ahead,” the TPMT said.

The BOL mandates the passage of six priority measures by the BTA, which so far passed the administrative, civil and education codes of the region.

The other measures needed to be approved are the electoral, local government and revenue codes.

Currently, the GPH and the MILF are implementing the Annex on Normalization of the CAB, which provides for the decommissioning of MILF fighters and putting their weapons beyond use, and transforming MILF camps into peaceful and productive zones. (Bong S. Sarmiento / MindaNews)

CAMP SIONGCO, Maguindanao, June 3 (PIA )– Twenty-one former fighters of the New People’s Army (NPA) surrendered to the government after a successful negotiation with the 6th Infantry Division and Lebak Municipal Task Force to End Local Communist Armed Conflict (Lebak MTF-ELCAC) Tuesday at the Municipal Hall of Lebak, Sultan Kudarat.

Colonel Eduardo Gubat, commander of the 603rd Infantry Brigade, said the NPA combatants, led by a certain Ariel Odas Apang alias Ka Tats, were members of the Dragon Fruit Platoon of the East Daguma Front. Upon surrender, they brought along 21 firearms, assorted ammunitions, and war materials.

“The mass surrender of the NPA rebels is a result of the relentless efforts of the 603rd Infantry Brigade in partnership with the Local Government Unit of Lebak, Sultan Kudarat; member agencies of the Lebak MTF-ELCAC; and the community itself,” Col. Gubat said.

Major General Juvymax Uy, commander of JTF Central and 6ID, noted that since January 2021, a total of 60 former NPA combatants in the area of the JTF Central Joint Area of Operation have surrendered to the government. Also a total of 60 firearms and explosives were turned over during this period.

MGen Uy said "the recent mass surrender of NPA members will surely have significant impact to weaken the communist terrorist group in Region 12."

The former NPA rebels will temporarily be housed in halfway houses in the province while being processed to avail of the assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

Furthermore, immediate cash and livelihood assistance from Governor Suharto Teng T. Mangudadatu of the Province of Sultan Kudarat and Mayor Frederick Celestial of Lebak Municipality will be given to the 21 former NPA members to help them start a normal, peaceful, and sustainable life with their families. DAVAO CITY, June 3 (PIA) – Three members of the Blaan tribe in Kiblawan town, Davao del Sur, have surrendered to authorities on Tuesday (June 1) along with loose firearms.

The surrenderees, who were allegedly involved in the “pangayaw” or tribal wars in the past, voluntarily submitted themselves to Kiblawan Mayor Carl Jason Rama and to Kiblawan PNP Chief PMaj. Rodante Varona.

They handed over two (2) homemade shotguns and M1 Garand rifle with two (2) live ammos to Varona.



Rama extended cash assistance in exchange for the surrendered firearms and to support the needs of their families.

The surrenderees promised to the mayor not to get involved again in the “pangayaw” or in any other illegal activities, and that they will instead help in the peace and order activities in their barangays.

The loose firearms were brought to the police station for proper disposition.

CAGAYAN DE ORO CITY, June 3 (PIA)--Outgoing 4ID commander, MGen. Andres Centino, recently met with the members of the technical working group of the Regional Task Force to End Local Communist Armed Conflict (RTF ELCAC)-10, as he bade goodbye to assume as the new chief of the Philippine Army.

“I call for this special meeting for RTF TWG to discuss important matters, recommendations or suggestions, as I relinquish my post as chair of the TWG,” said outgoing RTF ELCAC-TWG chairperson MGen. Andres Centino.

Centino expressed his gratitude to each member for his/her contribution to the success of the ELCAC programs in the region during his term. He also calls for a continuous cooperation with whole-of-nation approach for human and economic development.

“The government is on the brink of ending insurgents. We have gained headway because we have done so much convergence efforts not just in the security sector. This is why we have become successful. But there is still so much to be done,” he maintained.

Under his chairmanship, Centino sustained the implementation of Convergence Areas for Peace and Development (CAPDev) and Support to Barangay Development Plan (SBDP), created a Special Task Group on Countering CTG Resource Generation (STG-CCRG), bolstered support on socioeconomic interventions in sitios within forward operating bases (FOBs), and the creation and launching of some Local Task Forces in the region, among others.

Although he is leaving the region, Centino assured of his continued support toward RTF-ELCAC 10’s programs.

“As I relinquish my post as the chair of the technical working group and leave you here in Cagayan de Oro please be assured that my distance will not prevent me from continuing my contribution to our efforts here in Northern Mindanao,” he said. (VPSBautista/PIA10)

MUNAI, Lanao del Norte, June 3 (PIA)--Despite the coronavirus diseases (COVID)-19 pandemic, the government remains steadfast to fulfill its commitment under the normalization track of the Comprehensive Agreement on the Bangsamoro (CAB).

This, as the Department of Trade and Industry (DTI) and Office of the Presidential Adviser on the Peace Process (OPAPP), started today the rollout of mobile rice mill projects
for decommissioned Moro Islamic Liberation From (MILF) combatants and their families in major MILF camps.

Under the Inter-Cabinet Cluster Mechanism on Normalization - Peaceful Return and Aggressive Inclusion Social Entrepreneurship (ICCMN-PRAISE) program, DTI and OPAPP turned over five mobile rice mills to Camp Bilal in Brgy Tamparan, this municipality.


Undersecretary Abdulgani Macatoman of DTI Special Concerns and Trade Promotions Group said the mobile rice mill project is one of the requests of Member of Parliament (MP) Abdullah "Bravo" Macapaar.

"Mayroon tayong mandato sa DTI paano makacreate ng trabaho at makapagturo tayo ng negosyo para magkaroon ng kabuhayan. Adhikain ng Duterte administraion na makapagbigay tayo ng pangkabuhayan at yung mga pwede nating maibigay at mapakinabangan dito sa Camp Bilal," he said.

[We have a mandate in DTI on job creation and creating livelihood opportunities through businesses. It is the aspiration of the Duterte administration to provide livelihood and whatever we can give that will benefit Camp Bilal.]

Seeking to transform government-acknowledged MILF camps into show windows of peace and development, the ICCMN-PRAISE helps decommissioned MILF combatants reintegrate into mainstream society and become entrepreneurs through the provision of livelihood projects and services.

Macatoman said it also includes the equipment needs of the project supported under a “usufruct arrangement" patterned after the Shared Services Facilities (SSF) program of the Department.

Meanwhile, MP Macapaar expressed his gratitude for the implementation of the normalization projects.

"Kami ay nagpapasalamat sa inyong lahat. Alhamdullillah, nandito na ng ibat-ibang proyekto at programa ng goberyno para sa mga community ng dating combatant," he said.

MUNAI, Lanao del Norte, June 3 (PIA)--Moro Islamic Liberation Front (MILF) North Western Mindanao Front’s commander and Bangsamoro Parliament member Hadji Abdullah Macapaar, better known as Commander Bravo, reiterated his assurance of supporting the government’s continuous rollout of development in the country.

“Ako rin ay kasamahan ninyo sa gobyerno para paunlarin at panatilihin ang ating ekonomiya at ang ating mga programa sa BARMM at sa MILF,” he pronounced in his opening message during the launching of mobile rice mill projects spearheaded by the Department of Trade and Industry (DTI) and the Office of the Presidential Adviser on the Peace Process (OPAPP) at Camp Bilal in Lanao del Norte today. [I am also an ally of the government in improving and maintaining the economy and the programs for BARMM and MILF.]

Macapaar stressed that together with his entire camp, they will continue to secure the peace and order in the area to pave way for further development, which has already been noticed by the community.

“Kami ay tumutulong. Imemaintain po namin ang peace and order dahil kung walang peace and order, walang development… Nandito ang peace and order, Alhamdulillah. Nandito ang iba't ibang proyekto at programa ng ating gobyerno para sa ating community,” he firmly stated. [We are helping. We will maintain peace and order because if there is no peace and order, there will be no development… The peace and order is here, Alhamdulillah. Various projects and programs of the government are here for our community.]

He expressed their sincerest gratitude to the government for the delivered projects and services, such as the recently launched rice mill project which will be greatly serviceable to them.

Today, the DTI alongside the OPAPP formally commenced the operation of the rice mill project in Camp Bilal under the implementation of the socio-economic development aspect of normalization under the comprehensive agreement on Bangsamoro (CAB) and Inter Cabinet Cluster Mechanism on Normalization-Peaceful Return and Aggressive Inclusion Social Entrepreneurship (ICCMN-PRAISE).

MUNAI, LANAO DEL NORTE, June 3 (PIA)--The government, through the joint partnership of the Department of Trade and Industry (DTI) and the Office of the Presidential Adviser on the Peace Process (OPAPP), launched the mobile rice mill project in Camp Bilal, Sitio Kura-Kura in this municipality.

The project was launched through the Inter Cabinet Cluster Mechanism on Normalization-Peaceful Return and Aggressive Inclusion Social Entrepreneurship (ICCMN-PRAISE). It is a socio-economic project of DTI to create economic opportunities for decommissioned Moro Islamic Liberation Front (MILF) combatants and their families in Bangsamoro communities.


“Meron tayong mandato sa DTI na magcreate ng trabaho at tumulong sa negosyo para magkaroon ng kabuhayan,” said Usec. Abdulgani Macatoman of DTI Special Concerns and Trade Promotions Group.

[We have a mandate in DTI to create jobs and help create businesses to make a living.]

Macatoman also shared that they are committed to discuss other projects that can help boost the livelihood in the community.

Asec. Ameenah Fajardo of DTI Special Concerns also said that the livelihood project will be a big help to the community.

Each of the five established cooperatives in the community received a mobile rice mill namely a) 102nd Base Command: Tangisun Agriculture Cooperative, b) Ansar 126th Base Command: BIAF MILF Marketing Cooperative, c) 124th Base Command: Camp Abaga Agriculture Cooperative, d) 123rd Base Command: Al-Fajr Producers Cooperative, and e) Central Base Command (Main Camp): Al-Hajj Abdullah Bravo Macapaar Agriculture Cooperative.

Member of Parliament Abdullah “Commander Bravo” Macapaar conveyed gratitude to the government for the project implemented in their community.

“Maraming-maraming salamat sa tulong lalong-lalo na kay President Duterte dahil hindi niya pinabayaan ang mga Muslim,” he said.

[Thank you very much for the help, especially to President Duterte because he did not abandon the Muslims.]

Macapaar also expressed his commitment to support the development and to maintain peace and order.

MUNAI, Lanao del Norte, June 3 (PIA)--The Moro Islamic Liberation Front (MILF) North Western Mindanao Front based at Camp Bilal in the province of Lanao del Norte is seen to receive more livelihood facilities from the government through the Department of Trade and Industry (DTI).

DTI Special Concerns and Trade Promotions Group Usec. Abdulgani Macatoman shared that this effort is pursuant to the department’s mandate of initiating business and entrepreneurship for communities in addition to the government’s goal of providing livelihood to needing communities.

“Mayroon tayong mandato sa DTI paano tayo makacreate ng trabaho at makapagturo tayo ng negosyo para tayo ay magkaroon ng kabuhayan... Adhikain po ng ating pamahalaan, ang Duterte administration, na makapagbigay ng pangkabuhayan. Ito ay pinapattern natin sa shared service facility,” he stated.

[We have a mandate in DTI on how we will create employment and introduce business so that we will have livelihood… It is our government’s aim, the Duterte administration, to give livelihood. We pattern this with shared service facility.]

Macatoman bared that the DTI’s shared service facility (SSF)-Phase 2 will deliver the camp’s additional necessary equipment comprising machines to boost coconut, palapa and abaca production.

“Alam niyo po na ang Pilipinas ay isa sa mga malalaking exporters ng coconut so makakapagbigay din tayo ng highly mechanized na mga makina na pwede nating gamitin dito sa Camp Bilal... Kasama din po sa high value crop na tinitignan natin iyong palapa production, abaca extractor. Magkakasama po iyan,” he detailed.

[We all know that the Philippines is one of the big exporters of coconut so we can also give highly mechanized machines that we can use here in Camp Bilal… Along with the high-value crops that we also assess are the palapa production and abaca extractor. Those go together.]

Meanwhile, the DTI in partnership with the Office of the Presidential Adviser on the Peace Process (OPAPP) launched just today the rice mill project for five identified cooperatives of the community.

“Ito ay isa sa mga request ng ating pinakamamahal na si Commander Bravo, member of the parliament. Adhikain natin na madeliver lahat ng pinangako natin. Ito ay umpisa pa lamang doon sa ibibigay natin na pangkabuhayan,” said Macatoman.

DIPOLOG, Zamboanga del Norte, June 3 (PIA) - Some eight former rebels (FRs) received cash assistance totalling to P250,000 here on Tuesday morning, June 1.

A mother and daughter FRs, formerly known in the Communist Terrorist Group as alias Mariz and Aika, each received P15,000 immediate cash assistance and P50,000 livelihood assistance from Department of the Interior and Local Government (DILG) under the Enhanced Comprehensive Local Integration Program (E-CLIP).



"Dako akong kalipay sa hinabang na gihatag sa gobyerno para sa amo nga mga kanhing NPA (I am very happy to receive assistance from the government as former rebels)," said Mariz, who have been in the armed struggle for 20 years together with her husband and three children.

Meanwhile, six newly surfaced Communist NPA Terrorists (CNTs) were also presented to E-CLIP Committe Chairman and Zamboanga del Norte Governor Roberto Uy, who handed-over PhP20,000 financial assistance from the Provincial Government's Office.

"These former rebels are the most recent among the many other former Communist NPA Terrorists who have decided to take the path to peace and progress with the government," said Brigadier General Leonel Nicolas, commander of the 102nd Infantry Brigade.

"Rest assured that the 102nd Infantry Brigade will remain steadfast in rescuing other victims of deception and lies by the Communist Terrorist Group," he added.

The six others will also be processed for E-CLIP program which include the P65,000 cash and livelihood assistance as well as the firearm remuneration for the firearms that they have surrendered to the government.

BORONGAN CITY, June 3 (PIA) - - The Agrikultura at Kabuhayan tungo sa Kaunlaran at Pangkapayapaan (AKKAP) program of the TF ELCAC-Poverty Reduction, Livelihood and Employment Cluster (PRLEC) led by TESDA continues to implement the program that will benefit 150 scholars in conflict-stricken barangays.

The TF-ELCAC-PRLEC launched the AKKAP program on May 26, 2021 in Brgy. Pinanag-an, and on May 27, 2021, in Brgy. Benowangan and Brgy. Hebacong, Borongan City.

Dr. Antonio C. Waniwan, TESDA provincial director, said that through Executive Order No. 70 of Pres. Rodrigo R. Duterte, the whole-of-nation approach mandates to deliver the government services to the identified conflict-stricken barangays.

He added that some 150 scholars who were identified as beneficiaries of TESDA will benefit from the said program.

The scholars will benefit from the TESDA program Training for Work Scholarship Program (TWSP).

They will be trained by TESDA through the different courses starting May 27, 2021. For Bread and Pastry – NC-II there are 25 scholars for 18 days from Brgy. Baras, Borongan City. As to Organic Agriculture Production – NC-II some 25 scholars for 20 days come from Brgy. Patag, Maydolong, E. Samar.

Another Bread and Pastry – NC-II course will have 25 scholars for 18 days from Brgy. Pinanag-an, Borongan City. Another 25 scholars will study Animal Production - (Poultry Chicken) – NC-II for 29 days from Sitio Bagong Barrio, Brgy. Pinanag-an, Borongan City.

Meanwhile, in Brgy. Benowangan they have 25 scholars for Animal Production (Swine) – NC- II to be trained for 39 days while Brgy. Hebacong has 25 scholars for Dressmaking to be trained for 35 days.

In his message during the launching, Dr. Waniwan said that the skills they learned from TESDA are for a lifetime.

“The skills you learn will be used for your future. It can be for self- employment, for livelihood, or for wage employment.”

“The concept of the said training is a training with output, if there is an output that is already your source of income,” Dr. Waniwan added.

TESDA is the lead agency of the TF ELCAC-PRLEC - it will give P5,000.00 for the instructional materials, Protective Personal Equipment (PPEs), Internet Allowance of P500.00, and a Daily Living Allowance of P160.00.

The Philippine Army (PA) is the one who identified the barangays.

Dr. Waniwan said that in Borongan there are nine barangays and one sitio that are identified by the army.

These are Pinanag-an, Baras, Benowangan, Hebacong, Canyupay, Banuyo, San Andres Lower, San Mateo, San Gabriel, and Sitio Bagong Barrio while in Maydolong town, there are two barangays, Brgy. Patag and Canluterio.

In an interview with PIA, Ms. Judy Ann D. Casimo, one of the scholars from Barangay Baras said she wants to learn bread and pastry making.

On the other hand, Brgy. Captain Nelly D. Andia of Brgy. Pinanag-an, a far-flung barangay of Borongan City said, that for so many years their barangay is considered a ‘land of promise’ as politicians never deliver their promises, but with the PRLEC’s return after two months, the promise has finally been delivered.

“The government is already here in our barangay to deliver the government services especially the livelihood program to my poor constituents,” Andia said.

The Punong Barangay is very thankful to the different agencies who came to deliver the government services especially TESDA who leads the PRLEC.

Some members of the PRLEC such as DTI, DAR, DA, DepEd, PIA, and PA gave their commitment of support to the AKKAP program.

CEBU CITY, June 5 (PIA) -- The Philippine Air Force Tactical Operations Wing Central (PAF TOWCEN) conducted a campus peace and development forum as one of their initiatives to help end local communist armed conflict (ELCAC) here in the country.

PAF TOWCEN 2Lt. Edibert Baguio, in an interview over DYAR radio program “Kasayuran,” said the forum aimed to raise awareness among the students on the recruitment activities of the communist terrorist group.

Baguio explained that “this is to prevent the students from joining the leftist group. This forum will inform the students on how the group is working to persuade them to join the said group.”

“Students must be aware also of what these groups are doing and at the same time, they can also share or spread the information to others so that the recruitment will be stopped,” he continued.

PAF also organized the Supreme Student Council Society of the Philippines (SSCP) Cebu Chapter led by Chrysler Ian Vizcayno from the University of San Jose Recoletos (USJR).

Part of the activities of the SSCP Cebu Chapter is the conduct of the campus peace and development forum in partnership with the PAF and various school organizations.

President SSCP Cebu Chapter Chrysler Ian Vizcayno disclosed that “there are certain groups that have been calling some schools requesting them to suspend their classes for the reason that schools are not prepared, the tuition fees are increasing, and they want a safer environment. These groups also meet via Zoom.”

Vizcayno said “they never entertained or tolerated these kinds of actions.”

He added that since they are still new as an organization, they are visiting every campus in Cebu explaining their mission, vision, and goal.

“Part of their plans is to do public services and support the community programs of the PAF such as the community activities,” Baguio said.

PAF also organized a task force in support of the National Task Force ELCAC in achieving peace and development.

“Usapang Pangkayapaan - Usapang Pangkaunaran” (UP-UP) Cebu is one of their activities to let the people know about the various programs and services of the government.

This is an avenue where the government agencies are invited to share their initiatives.

PAF is also undertaking a community support program led by the Civil Military Operations Intervention Team to support barangay development programs in their areas of responsibility.

The PAF is willing to assist all the programs of the Regional Task Force ELCAC in achieving peace and development of the community. (hfg/PIA7)

ILOILO CITY, June 4 (PIA) - - Three former rebels recently decided to surrender to the folds of the law and lay down their arms in Iloilo province, according to Police Regional Office 6, showing their confidence in the government’s program in ending local communist armed conflict.

Police Regional Office (PRO) 6 director Police Brigadier General Rolando Miranda said the continuous voluntary surrender of CPP-NPA members in the whole region manifests their belief on the stand of the government to end local communist armed conflict.

“Ito ang patunay na marami na ang naniniwala sa programa ng gobyerno na tapusin ang karahasan ng CPP-NPA,” said Miranda in a PRO 6 press report.

Using their aliases, “June”, “Kim” and "Ka Alvin," the three voluntarily surrendered on different dates and areas in the province.

Twenty-five-year old alias “June,” a former member of Igabon Platoon, Central Front Committee, surrendered around 5 o’clock in the afternoon on June 1, 2021 to Bingawan Municipal Police Station due to deception and disappointment.

“There is no truth to their promise that they will fully support my family in times of need,” said June who was with the CPP-NPA since November 11, 2012 and left on March 10, 2018.

From 2019 to the present, he hid from the CPP-NPA terrorist group after he decided to leave due to disappointment because his request for a medical support for his ill mother was denied by the group.

He surrendered to the local government of Bingawan where he was assured of the medical treatment of his mother.

June said he was in 5 encounters against the government forces in Barangays Abangay, Acuña, Aglinab, Natip, and Lahug, all in Tapaz, Capiz from 2013 to 2015.

PRO 6 reported that at around 12 noon on June 2, alias “Kim,” another self-confessed member of communist terrorist group CPP-NPA, surrendered to Leon Municipal Police Station.

Twenty-one-year old Kim is a member of team 15 led by a certain Ka Romel, under Nonito Aguirre Command of Central Front Committee that operates at the mountainous area of President Roxas and Maayon, all in the Province of Capiz.

He joined the underground movement on March 16, 2018 due to the influence of his cousins who are all active CPP-NPA members.

Unfortunately, after nine months, he couldn’t bear the extreme fatigue and hunger and tried to escape many times but failed until the night of December 31, 2018 when he was lucky to escape.

He hid for more than two years until he made a decision to come out and surrender to authorities in order to clear himself, his name and to have a peaceful life with his family.

Earlier this year, specifically on May 28 , a 47-year old CPPA-NPA member "Ka Alvin" voluntarily surrendered to the Criminal Investigation and Detection Unit 6 in one of the towns in the first district of Iloilo.

He surrendered because he was thinking of his wife and four children and wanted to live in peace with them, without the fear of being chased by the government troops.

Ka Alvin, who had not finished school, joined the CPP-NPA in 1986 at the age of 12. He was able to pass the advance learning alternative and qualified as High School when he was arrested and stayed at BJMP in Pototan, Iloilo for the crime of murder and violation of Republic Act 9516 (Laws on Illegal/Unlawful Possession, Manufacture, Dealing in, Acquisition or Disposition, of Firearms, Ammunition or Explosives) in 2009 and was released in 2016 when the cases filed against him were dismissed.

PRO 6 said Ka Alvin, in an interview, revealed his involvement in several CPP-NPA-initiated atrocities which some resulted to the deaths of some members of government troops.

At the age of 15, he was sent to Malaysia for a “Demolition Course” and later went back to the country and stayed in Iloilo City as the Team Leader of the Regional Command Armed Liquidation Squad Special Operations Group.

Ka Alvin surrendered his firearm, a baby M16 armalite with magazines and ammunition.

Just like with June and Kim, Ka Alvin will be recommended by PRO 6 to be included in the Enhanced-Comprehensive Local Integration Program to avail of assistance that will help them start peaceful lives over.

BAGUIO CITY, June 4(PIA) - -The Technical Education and Skills Development Authority – Cordillera (TESDA – CAR), in support to the whole – of – nation approach to end local communist armed conflict, is bringing technical-vocational and skills development training and other programs to identified ELCAC barangays in the region.

TESDA–CAR Regional Director Dante Navarro, in a kapihan media forum here, reported that their office has allotted around P7.65 million for the skills training and livelihood programs for 445 target beneficiaries in eight ELCAC barangays in Kalinga, Mountain Province and Abra.

TESDA has “Project Kalinga, Kapwa Ko Lingkod Alay” in barangay Balabag in Rizal, Kalinga and Project ESEK (Environmental Sustainability and Ecological Kinetics ) in Tamboan in Besao, Mountain Province that are set to benefit a total of 145 members of indigenous people in the said communities.

Under the Retooled Community Support Program – Barangay Development Program (RCSP – BDP), 300 beneficiaries from barangays Buanao, Duldulao, Dulao and Bayabas in Malibcong and barangays Naguilian and Ud – Udao of Sallapadan in Abra are also set to benefit from various TVET trainings.

These trainings are on carpentry, masonry, organic agriculture production, animal production, bread and pastry, shielded metal arc welding, electrical installation and maintenance, motorcycle/small engine service and maintenance and entrepreneurship.

Similar programs are also set in pre - identified GIDAs (Geographically Isolated and Displaced Area) in the Cordillera provinces of Apayao, Benguet and Ifugao, Navarro added.

TESDA heads the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Regional Task Force ELCAC.

Aside from the ELCAC barangays, Navarro also assured that TESDA – CAR will continue to bring in its training programs especially to those whose jobs or livelihoods are affected by the Coronavirus Disease (COVID – 19) pandemic utilizating flexible learning delivery and in close coordination with partner tech – voc institutions and industry.

For Fiscal Year 2021, TESDA – CAR’s budget includes P2.89M scholarship training expenses for Private Education Student Fund Assistance , around P25M for the Training for Work Scholarship Program, P17.27M for Rice Extension Service Program and P129.83M for the Universal Access to Quality Tertiary Education Act.

DAGUPAN CITY, June 4 (PIA) - - Teaching and non-teaching personnel from the Schools Division of Alaminos, Dagupan and San Carlos City attended the Pangasinan leg of the virtual Peace Education Forum from June 1-3.

The forum was hosted by the Philippine Information Agency (PIA) as the lead of the Strategic Communications Cluster of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in partnership with the Department of Education in the Ilocos Region.

Participants were school paper advisers, Araling Panlipunan teachers, disaster risk reduction management coordinators, and information coordinators in the three cities.

PIA-1 Regional Director Jennilyne Role said the activity was conceptualized by the PIA to provide relevant and accurate information to the public, across all sectors, about the whole-of-nation approach to end the insurgency in the country.

Director Role said, as the lead agency, PIA is tasked to highlight the advocacies on ending the local communist armed conflict in our country.

“Napaka-kritikal ng gampanin ng ating mga guro bilang sila ang tumatayong mga pangalawang magulang at humubog sa ating mga kabataan. We cannot afford na isa na namang kabataan ang mahikayat na mamundok. Alam kong hindi lang kayo mga guro kundi mga magulang din kaya sana ay tulungan ninyo kami and be our multipliers in protecting the youth.” Director Role said.

A briefing on Executive Order No. 70 and the Oplan Pagbubunyag was provided by LTC Mario Jose Chico, the Director for Operations of the NTF-ELCAC; the Communist-Terrorist (CTG) Youth and Students’ Recruitment was discussed by Director Alden Masagca of the National Intelligence Coordinating Agency; and the Anti-Terror Law was tackled by Prosecutor Alfred Ganaban and City Prosecutor Conrado Catral, Jr. of the Department of Justice.

Mothers Luisa Espina, Mary Mariveles and Annabelle Sabado of the Hands Off Our Children Movement, whose children were victims of the deceptive recruitment of the Communist Terrorist Groups, also shared their first-hand experiences during the seminar.

Teachers in the division were thankful for the information relayed to them and were moved by the testimonies of the parents.

“Ito po yung sinsabi nating providing the proper information to guide and empower students,” said teacher Giliane Sable.

Another teacher said: “It is heartbreaking to listen and see the testimonies of the parents. Napapaisip din po ako ngayon kung paano ko gagabayan ang mga anak ko, mga estudyante namin sa paaralan. Nakasalalay na lamang sa wastong edukasyon sa paaralan o pagtuturo ang paghubog sa mga bata na walang curtailment of their freedom of expression,”

A total of 18 members of the communist New People's Army (NPA) from North Cotabato and Davao del Norte surrendered to the Army’s 10th Infantry Division (10ID) from May 20 to June 1.

A report from the 10ID said soldiers of the 39th Infantry Battalion
arrested seven Pulang Bagani Command’s Guerrilla Front (GF) 55 guerrillas, including their leader identified as alias Maruz, during an encounter in Barangay New Israel in Makilala on May 20.

On May 21, two members of GF 51 were arrested.

They all yielded a total of 10 high-powered firearms.

Meanwhile, eight members of GF 55 and Sub-Regional Guerrilla Unit (SRGU) voluntarily surrendered without firearms to the 56th Infantry Battalion (56IB) on May 29 as a result of localized peace engagement initiatives of the provincial government and their relatives in Barangay Palma Gil in Talaingod, Davao del Norte.

An NPA militia identified only as alias Dan-dan also surrendered on June 1 to the 56IB bringing with him one M16A1 Elisco rifle and one plastic magazine assembly with seven cartridges of caliber 5.56mm ball.


The 10ID attributed the achievement to the localized peace engagement initiatives of the Army and local chief executives with the active participation of communities.

Maj. Gen. Ernesto Torres Jr., commander of 10ID, said the series of surrenders is a manifestation of trust towards the government and the troops.

"The surrender of the 18 rebels is an indicator of the success of peace initiatives by local chief executives and the Army under the helm of Executive Order No. 70," he said.

Torres urged the remaining rebels to unite with the government in rebuilding the nation from the 53 years of suffering under the Communist Party of the Philippines (CPP) - NPA - National Democratic Front (NDF).

The CPP-NPA, which has been waging more than five decades of armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The campaign against the proliferation of loose firearms continues to gain headway as two more towns expressed support to the Small Arms and Light Weapons (SALW) program of the government in Basilan province.

Lt. Gen. Corleto Vinluan Jr., commander of the Western Mindanao Command (Westmincom), said Saturday the towns of Akbar and Tuburan also seek to lessen, if not eradicate, the number of small arms and light weapons of individuals and groups to prevent them from creating havoc in the communities.

Vinluan said the support was made through the signing of the memorandum of understanding (MOU) between mayors Alih Sali of Akbar and Durie Kalahal of Tuburan in a ceremony Thursday at the headquarters of the 68th Infantry Battalion in Barangay Campo Uno, Lamitan City, Basilan.

Last month, the local government officials of the municipalities of Hadji Mohammad Ajul, Tabuan-Lasa, and Lantawan signed the MOU in support of the SALW program.

Brig. Gen. Domingo Gobway, Joint Task Force (JTF)-Basilan commander, stressed the importance of the SALW program in achieving lasting peace and continuous development in the province of Basilan.

“This bold move is a great help in our effort to sustain peace for the peace-loving Basileños,” Gobway said.

Meanwhile, Basilan Gov. Hadjiman Hataman-Salliman, emphasized that the SALW program is not a program of the provincial government, but an initiative of the national government, through the Office of the Presidential Adviser on Peace Process (OPAPP) and Joint Normalization Committee (JNC).

“We should not politicize this SALW program. We should support this in order to lessen the number of crimes that are related to the proliferation of loose firearms,” Salliman said.

Maj. Gen. Bartolome Vicente Bacarro, 2nd Infantry Division commander, who witnessed the activity, expressed his admiration for the unwavering support of the local government officials of Basilan to the military.

“I am astounded by the sincerity of the Basileños to support the call of President Duterte to end terrorism and insurgency here in Mindanao,” Bacarro said.

The activity was highlighted by the surrender of loose firearms by residents of Akbar town, through Sali, including seven Garand rifles, and two grenade launchers.

A day after the event, Kallahal handed over the loose firearms to Lt. Col. Freddie Calosing, 68th Infantry Battalion commander.

“This is a brilliant action that others should emulate to ease and hasten our campaign against terrorism and criminalities,” Vinluan said.

“The armed forces fully support this program and through this, we expect an enhanced cooperation between and among peace advocates,” he added.

The National Task Force to End Local Communist Armed Conflict (NTF ELCAC), with its whole-of-nation approach, is so far the most potent strategy being utilized by the Duterte administration in defeating the more than 50-year insurgency problem created by communist terrorists.

"End Local Communist Armed Conflict or ELCAC, the much-debated DU30 whole-of-nation-approach in fighting the insurgency being waged by the CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front) is by far the most comprehensive, very potent, and lethal strategy ever conceptualized and launched by the national government against this five decades-old insurgency problem," said Mayor Gabino P. Ganggangan, of Sadanga, Mt. Province, on his Facebook post on June 2.

This approach, Ganggangan said, is very timely and apt considering that insurgency has been treated in the past as a military problem with the Armed Forces of the Philippines being utilized to counter its spread.

"In the past, the insurgency had always been seen as a military problem hence only the armed services of (the) national government has been utilized to fight it mainly in armed combat with not much success in defeating it and its roots. To the contrary, this insurgency had even entrenched itself in many sectors of our society to include government executive agencies and Congress itself," he said.

But this time, he said, the Duterte administration has recognized that insurgency is also a social-economic, and political problem aside from being a military one and wants to confront it squarely.

"This new strategy aimed at finally defeating this half a century ideology that seeks to supplant the constitutionally established political and economic system of the country is mandated under E.O #70. (Executive Order No. 70). It mobilizes all relevant agencies of the executive branch of government to deliver their respective share in this Whole-of-Nation Approach," he added.

But in order for this strategy to work, he said some basic goals and objectives must have to be substantively accomplished by the various respective role players in this initiative.

Communist funding

This includes stopping the local and foreign funding sources of the communist terrorists, Ganggangan said.

"For decades, the CPP-NPA-NDF were able to build up and establish their sources of financing thru various international funding donors and agencies. These fund donors had been deceived and were made to believe that what they are financially supporting are legitimate Programs, Projects, Activities (PPA’s) that cater to the poor sector of society such as the IPs (indigenous peoples) and urban poor, etc. This flow of funds from various sources both from international as well as from local sources must have to be stopped by NTF ELCAC," he added.

Youth, IP recruitment

Ganggangan said recruitment of the youth, the Indigenous Peoples (IPs), and college students, who are being molded and shaped as NPA fighters, by the so-called "legal fronts" must also be stopped.

"The regular source of armed combatants (NPA) of the CPP is mostly from the IPs, the youth and university or college students. They are deceived and made to believe that they are rendering public service and even to feel 'heroic' and patriotic by hating and fighting the government. This recruitment process is being done by the political cadres of the 'legal front' organizations as well as the underground organization of the CPP NDF," he added.

The NTF and Regional Task Forces, together with school authorities, must work together to combat and stop this recruitment by exposing the lies, deceptions of these front organizations and CPP political organizers in doing their “antagonizing organizing and mobilizing” works among these sectors of society.

Military, legal offensives

Ganggangan suggested that the AFP needs to intensify and sustain the military offensive against the guerrilla fighters, continue dismantling guerrilla zones, and shield these liberated areas from being regained back by the “party” political organizers such as the “legal party lists” and their underground and front organizations.

He added that the government's legal prosecution arm also needs to file strong and winnable cases in court against CPP-NPA-NDF officials and leaders responsible for the past murders, terroristic violence that victimized their former comrades, and other citizens, in order to give transitional justice to all their victims.

Party-list groups duplicity

Ganggangan added that exposing the duplicity of these leftist party-list representatives and intensifying the campaign against them in the coming elections will weed out these CPP-NPA-NDF members from Congress and other government offices.

This is to deny them from infiltrating and utilizing government resources to advance their clandestine terroristic activities and intentions to overthrow the national government.

He cited the need for more and sustained information and education campaigns to inform the general public of the workings of the CPP-NPA-NDF, their party-list groups, and front organizations.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

"For LGUs (local government units), provincial, municipal, as well as barangay governments especially the political leaders to make a firm stand against these leftist groups especially their front organizations operating in their respective areas of jurisdiction, and deny them of any civilian political support. Expose and publicize these front organizations and their officers in order to forewarn their constituents to refrain from joining these organizations and supporting their mass actions or activities," he said.

He added that duly-elected leaders must lead the advocacy to reject and declare these front organizations and declare them persona non grata.

"Enough of the usual 'playing safe' attitude and playing friendly to them just for our political convenience," Ganggangan said.

Cordillera regional autonomy

He proposed that Congress should finally pass an Organic Act to establish Cordillrea’s regional autonomy to “divest” or deprive communists of their long-time political mass issue to exploit in their agitation works against the government.

"Let’s remember that the insurgency took roots here in the Cordillera Region mainly due to the issue of asserting our right to self-determination. We Cordillerans want to have control and exercise our decision making over our resources, self-governance, culture, etc. Hence, this must be satisfactorily addressed and acted upon by Congress," he said.

While various agencies, departments of the Executive Branch of government down to the various levels of LGUs are being mobilized to do their respective share in NTF ELCAC’s whole-of-nation approach, he said Congress must do their mandate to pass a law on Cordillera autonomy.

"This legislative piece of work is also a major if not an indispensable ingredient in the whole menu to end this insurgency in the Cordillera. This comprehensive whole-of-nation approach must be sustained by the next administrations until this 'virus' is finally eradicated in our country," he added.

Taking care of former rebels' mental health is essential in their reintegration into mainstream society, a defense official said.

"Aside from deradicalization, psychosocial assistance is also integral for our former rebels to be able to start their lives anew. We want them to also live a life with an optimal state of mental health and overall well-being,”
Defense Undersecretary and Task Force Balik-Loob chair Reynaldo Mapagu said in a statement Thursday night.

Mapagu's remarks came after the Philippine Army's 53rd Infantry Battalion and the JH Cerilles State College signed a memorandum of agreement (MOA) for a mental rehabilitation project for FRs dubbed as "Project Good Life".


The signing of the MOA took place at 53rd Infantry Battalion (53IB) Headquarters in Camp Maj. David Sabido, Guipos, Zamboanga del Sur last May 28.

"I applaud the 53rd Infantry Battalion and JH Cerilles State College (JHCSC)'s recent Project Good Life. The psychoeducation program will be a huge help for the reintegration of former rebels, or rather, "friends rescued" into our society," said Mapagu, who is also head of the E-CLIP and Amnesty Program (EAP) Cluster of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC).

"Project Good Life" is a psychoeducation program for former rebels who surrendered to the 53rd Infantry Battalion which carries the theme "Threading the Path to Fulfillment and Authentic Happiness with FRs (Friends Rescued)".

The project takes a holistic approach to improve the mental health and overall wellness of the FRs, as well as address their other rehabilitation needs.

Mapagu hailed the unit's intervention program with JHCSC and commended its unwavering support to Executive Order No. 70 and sustained efforts to the whole-of-nation approach in ending local communist armed conflict in the country.

He added that "Project Good Life" is a fine example of the government’s whole-of-nation approach to end communist insurgency in the country.

"This clearly shows that we can be all united to achieve the peace that we deserve," he said.

The defense chiefs of the Philippines and Japan have agreed to further strengthen cooperation in all areas.

Defense Secretary Delfin Lorenzana and Japanese Defense Minister Nobuo Kishi made this commitment during a video conference on Wednesday.


"Both officials noted the increasing activities between the two countries' militaries across all major services and agreed that the Philippines and Japan should further deepen cooperation in all areas," Department of National Defense (DND) spokesperson Arsenio Andolong said in a statement on Friday.

He added that both officials reaffirmed commitment to support the upcoming activities between "Philippine and Japanese defense establishments".

Lorenzana, Andolong said, also expressed his appreciation for Japan's continued support to the capability-upgrade program of the Armed Forces of the Philippines (AFP).

He said the TC-90 aircraft donation from Tokyo is being highly utilized for the AFP's reconnaissance missions.

Meanwhile, Kishi noted that the transfer of radar systems to the Philippines is progressing smoothly.


Both officials also acknowledged the importance of cooperation in fighting the spread of infectious diseases in light of the coronavirus disease 2019 (Covid-19) pandemic.

Kishi also thanked Manila for its support and participation in the recently conducted virtual Japan-Asean Humanitarian Assistance and Disaster Relief (HADR) Program, which focused on the military's role in addressing the pandemic.

The two officials also discussed various regional security issues, including the situation in Southeast Asia, Korean Peninsula, and the South China Sea/West Philippine Sea (SCS/WPS) and East China Sea (ECS).

Expressing grave concern over unilateral actions in the SCS/WPS and ECS, both Lorenzana and Kishi underscored the need for all parties to uphold the principles of freedom of navigation and to exercise self-restraint in accordance with universally recognized principles of international law, specifically the United Nations Convention on the Law of the Sea.

Hopes are up for the continuation of the Visiting Forces Agreement (VFA) as Philippine Ambassador to Washington, DC Jose Manuel Romualdez cites "improvement" in the series of negotiations since its termination was suspended in November 2020.

"In the provisions, I'm afraid I don't have the details but I know there's been an improvement, a lot of time has been spent by both our countries and panels to discuss some of the things that they wanted to improve in that agreement," the Filipino envoy told reporters in a virtual presser on Friday.

US Embassy Chargé d'Affaires John Law said representatives from both nations had "productive" and "very good conversations" on VFA over a series of weeks, where specific proposals to clarify and strengthen its implementation have been made.

"[We're] currently awaiting a decision from President Duterte so the status is that we are awaiting the Philippine government's decision... We think that the VFA has been a fundamental part of helping make the MDT (Mutual Defense Treaty) successful and we are committed to the success of our alliance with the Philippines," he said.

Romualdez, meanwhile, is hopeful that the VFA would continue as it gives "more teeth" to the two nations' MDT and remains part of a "bigger picture of our relations".

"It's now in the Office of the President and I expect it to come out anytime now," he said.

"The VFA is very important for the MDT to be operational and gives it a little more teeth actually. So we've had it for a number of years and we're very hopeful, hopefully confident that the President will approve the continuance of the VFA," he added.

The government in February 2020 formally terminated the VFA, which exempts American troops from passport and visa regulations upon entry and departure from the Philippines.

The abrogation was then suspended for six months twice, the second one of which was announced last November 2020.

Department of National Defense (DND) Secretary Delfin Lorenzana said the United Kingdom's Carrier Strike Group's (CSG) upcoming visit to Manila will demonstrate freedom of navigation in the South China Sea (SCS).

Lorenzana made this comment in an online conference with British Ambassador Daniel Pruce where several issues of mutual concern were discussed on Wednesday, Defense spokesperson Arsenio Andolong said in a statement Friday.

"Secretary Lorenzana welcomed the CSG as well as the port visit to Manila of its component vessel, which will demonstrate freedom of navigation in the SCS and promote closer bilateral relations between the Philippines and the UK," he added.

The UK's CSG is composed of the Royal Navy's brand-new aircraft carrier, the HMS Queen Elizabeth, two Type 45 destroyers, HMS Diamond and HMS Defender, Type 23 frigates HMS Kent and HMS Richmond, and an Astute-class submarine along with two replenishment ships.

"Also discussed during the call was the UK’s CSG, which has already set sail towards the Indo-Pacific region," Andolong added.

Lorenzana and Pruce also exchanged updates on the vaccine rollout, challenges encountered, as well as other developments regarding the coronavirus disease 2019 (Covid-19) situation in the Philippines and the UK.

Lorenzana also recognized London's important role in the delivery of the AstraZeneca vaccine to the Philippines.

Both officials emphasized the importance of cooperation in dealing with common challenges such as the pandemic.
Lorenzana also shared ongoing efforts in the Philippines to raise understanding and build capacity in dealing with the situation in the SCS.

On the other hand, Pruce reiterated the UK’s position on the SCS issue with an emphasis that the United Nations Convention on the Law of the Sea must take precedence, as well as the UK’s readiness to provide support in related capacity-building efforts.

"Secretary Lorenzana and Ambassador Pruce also took up other matters concerning Philippines-UK defense cooperation, such as acquisition projects, counter-terrorism, and the establishment of a resident defense attaché post in the territory of the other," Andolong said.

The Philippines and the UK will be convening the 2nd Joint Defense Committee Meeting this month.

The Rizal town in Kalinga province has received around PHP20 million to fund its anti-insurgency projects in Balabag East village.

According to a report by Radio Mindanao Network (RMN), Rizal Mayor Karl Bugao Baac was thankful to the National Task Force to End Local Communist Armed Conflict’s (NTF ELCAC) Barangay Development Program (BDP) for allotting funds for Balabag East village that is now cleared of infestation of the New People’s Army (NPA).

Of the PHP20 million, around PHP15 million will be used for the rehabilitation of the Barroga-Baggas farm-to-market road, Bugac said.

Baac added that about PHP3 million will be used to improve the water system and the remaining PHP2 million will be allotted for the rehabilitation of the health center building in Balabag East village.

Balabag is one of the 822 villages initially identified by NTF ELCAC to have been cleared of NPA influence.


The Communist Party of the Philippines - NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Under the 2021 national budget, a total of PHP19 billion is earmarked for NTF-ELCAC.

Around PHP16 billion of the PHP19 billion budget of the NTF-ELCAC is allocated to its BDP, a hallmark program with the end goal of bringing development to former conflict-prone communities.

The PHP16 billion BDP budget goes directly to local government units from the Department of Budget and Management.

The BDP’s major programs include farm-to-market roads, livelihood, irrigation, and health stations.

The NTF-ELCAC, created by virtue of Executive Order 70 issued on Dec. 4, 2018, is tasked to “provide an efficient mechanism and structure for the implementation of the whole-of-nation approach to aid in the realization of collective aspirations for inclusive and sustainable peace.”

Sagay City, Negros Occidental — The 79th Infantry (Masaligan) Battalion together with the Local Task Force to End Local Communist Armed Conflict (LTF-ELCAC) and Center for Collaborative Solutions (CCS) of Escalante City facilitated a Consultation Dialogue with the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) beneficiaries of Brgy Pinapugasan, yesterday, June 04, 2021(Friday), at the New Admin Building of Escalante City Hall, Brgy Balintawak, Escalante City, Negros Occidental.

Eight (8) DILEEP beneficiaries from Brgy Pinapugasan, Escalante City accompanied by their Brgy Officials were gathered in a consultation dialogue highlighting the completion and submission of documentary requirements to fast track the delivery of livelihood projects and employment opportunities through DILEEP. The benefitted personalities were former victims of the Communist Terrorist Groups (CTGs) operating in the hinterlands of the City of Escalante.

The beneficiaries were also briefed by select speakers to include Former Rebels regarding insurgency and threat situation, deception and recruitment strategies of the CPP-NPA-NDF and countering extortion activities carried out by the CTG specifically in Northern Negros.

Beneficiaries took their oath and affirmed their commitment and allegiance to support the government in its campaign to end local communist armed conflict followed by the issuance of certificates by TF-ELCAC to complete documentary requirements.

Mary Agnes N Capigon, the Office Head of DOLE Negros Occidental Field Office extends gratitude to the 79IB, TF-ELCAC Escalante City, and the CCS for the support and assistance to the beneficiaries. “This joint initiative helps the DILEEP beneficiaries and to realize the program they have availed. Escalante City constituents were chosen as the first DILEEP beneficiary in North Negros and we are committed to funding the project and I asked the beneficiaries to handle promptly the package for they are about to receive 1M worth of goods for the Consumer Store as their livelihood assistance”.

On the other hand, Hon. Melecio J Yap Jr, the Escalante City Mayor said; “The same with the E-CLIP, the DILEEP will not only be a great help to our constituents but it will also prevent the victims from CTG deceptions and opportunity to reestablish connections with their former allies. The transparency of the government programs is remarkable and highly appreciated by everyone. there is no ground for the people of Escalante to be victimized again from the human rights abuses by the communist terrorist perpetrators”.

Meanwhile, LTC J-JAY T JAVINES INF (GSC) PA, Commanding Officer of 79th Infantry Battalion, has high praises for the DOLE provincial office for extending the DILEEP to the formerly insurgency affected communities and the sincere efforts of Escalante City TF-ELCAC and the CCS for its continuous initiatives to achieve lasting peace and development. “I am hoping the initiative started will extend more assistance to other beneficiaries in all formerly insurgency affected communities in Northern Negros.

“As we experience a peaceful environment, we will expect an abundance of government programs and projects for the former insurgency-affected communities. The AFP will always be a reliable partner to the LGUs and national and local government agencies in bringing basic social and economic services for the Negrense. This whole-of-nation approach and initiative will undoubtedly weaken the CTGs will to fight and its recovery efforts to deceive their former victims. CLAVERIA, MISAMIS ORIENTAL – Two high-ranking members of the New People’s Army (NPA) surrendered with one firearm to the 58th Infantry Dimalulupig Battalion’s headquarters at Sitio Migbanday, Brgy. Poblacion, Claveria, Misamis Oriental last May 30, 2021.

The couple surrenderees were identified as alias Venus, a former political guide of Squad 1, and alias Rene, team leader of Squad 2, both from SDG SAMSUNG, Guerilla Front Huawei, Sub-regional Committee 1 of North Central Mindanao Regional Command (NCMRC).

Alias Rene brought along with him one Garand rifle, and two clips of 30 cal. ammunition. According to him, he intended to surrender and seek government assistance for the wellbeing of their children, and that he had intended to join his old colleagues who had already returned to mainstream society for a long time. “Wala man tay kaugmaon ana. Mamatay ra man gihapon.” he recalls a fellow comrade telling him before their recent surrender, and it made an impression on him. And he reveals that it is indeed true that there is no other future in the revolution except death, as his wife, alias Venus was critically injured when she was wounded by a bullet during an encounter with the troops.

Meanwhile, alias Venus claims that she chose to surrender because of their children. “Gusto pa ko katan-aw sa akong mga anak na mudako. Ug wala ko naigo sir, dili gyud nako mahuna hunaan, dili ko mag surrender.” She then explains that individuals in higher positions’ political progranda include anyone who surrenders will be good as dead meat or immediately be put to prison. That is why, even though many NPA combatants in the hinterlands want to go down in peace and surrender, they are hesitant to do so for fear of their commanders fabricating false claims.

Lieutenant Colonel Ricky L Canatoy, Commanding Officer, 58IB, lauded alias Rene and alias Venus on their decision to surrender, recognizing their bravery and courage in leaving the revolutionary movement. He also hopes that the remaining NPA members in MisOr would do the same.

“Come down now and accept the government’s programs and services that are being provided to you. This is for your own good and the good of your families’ futures. Surrender right now and begin living in peace within your communities,” Lt. Canatoy ended.

Alias Rene and his wife, alias Venus, are presently in the custody of 58IB until their enrollment to E-CLIP is processed.

Mawab, Davao de Oro – The 10th Infantry “Agila” Division initiated the localized peace engagement in active participation with the local chief executives and communities resulted in the neutralization of 18 communist terrorist rebels in Davao Del Norte and North Cotabato on May 20 to June 1, 2021.

Another (8) eight members voluntarily surrendered on May 29, 2021, from Guerilla Front 55 and the Sub-Regional Guerrilla Unit (SRGU). They submit themselves without firearms to the 56th Infantry Battalion as a result of localized peace engagement initiatives of the provincial government and their relatives in Barangay Palma Gil in Talaingod, Davao Del Norte.

Among the surrenderors are;

Likewise, in North Cotabato on May 20 in the same year, troops of the 39th Infantry Battalion apprehended the group of Alias Maruz under Pulang Bagani Command/GF51 along with six others after a series of encounters in Brgy. New Israel in Makilala followed by the surrender of two other members on May 21, 2021, and afterward presented to 10th Infantry Division Commander Maj. Gen. Ernesto C Torres Jr and North Cotabato Governor Nancy Catamco in a press conference.

The surrenderors yielded nine high-powered firearms and several war materials with a total of 10 high-powered firearms recovered from both neutralized rebels from 56th IB in Davao Del Norte and 39IB in Makilala, North Cotabato.

10th Infantry Division Commander Maj. Gen. Ernesto C Torres Jr lauded the troops from both 56th and 39th Infantry Battalion on the series of neutralization of communist terrorist groups.

Maj. Gen. Torres also said that the series of surrender is a manifestation of trust towards the government and the troops attributed to the success of the localized peace engagement initiatives by numerous provincial governments together with the army.

“It is very clear that our programs and services in the government are being felt and heard even to the farthest hinterlands inside Agila Division’s area of responsibility. The surrender of 18 rebels is an indicator of the success of peace initiatives by local chief executives and the army under the helm of Executive Order no 70. I urge the remaining rebels to unite with the government in rebuilding the nation from the 53 years of suffering the CPP-NPA-NDF has brought.”
