The 4th Infantry (Diamond) Division, Philippine Army (4ID, PA) hailed the issuance of en banc resolutions by the National Commission on Indigenous Peoples (NCIP) condemning in the strongest terms the Communist Party of the Philippines-New People’s Army-National Democratic Front’s (CPP-NPA-NDF) continued killings, radicalization and recruitment including its misrepresentation of the Indigenous Peoples’.

The NCIP issued four (4) en banc resolutions on October 20, 2021 against the atrocious activities of the CPP-NPA-NDF & its Front Organizations in support to the Indigenous Cultural Communities/ Indigenous Peoples (ICCs/IPs) all over the country.

The resolutions pertain to the condemnation and call of justice for the CPP-NPA-NDF’s continued killings of IP leaders and members; radicalization, recruitment, and exploitation of IP youth; misrepresentation of the interests of the IPs through the establishment of IP organizations without consent; and continued exploitation of Bae Bibyaon, the culture bearer and highly respected “Bae” of the Matigsalug Indigenous Cultural Communities in San Fernando, Bukidnon.

The 4ID firmly supports the NCIP resolutions as it reverberated the voice of our IP brothers and sisters that has long been silenced by the CPP-NPA-NDF’s threat and terror strategy to hold control and influence over the IP communities and its ancestral lands for the longest time. Hence, it is the best opportune time that the IP’s true voice must not be left unheard anymore and make it part of the tipping point in resolving the 5-decade insurgency problem in this part of our country.

Moreover, the issuance of the NCIP resolutions is a bold move to further awaken everyone concerned for the necessary actions in helping ICCs/IP against the CPP-NPA-NDF. It is a reflection of the true sentiments of the IPs in seeking justice and expose the CPP-NPA-NDF’s masquerade as the supposed champion for the people where in fact has been the bearer of death and misery to the ICCs/IPs.

4ID has long been cognizant of the deplorable situation of the ICCs/IPs as it has been working hand and hand with genuine IP leaders in Caraga and Northern Mindanao regions over the past years wherein significant milestones were attained in promoting the ICCs/IPs welfare. It has been the commitment of 4ID in linkaging with other government agencies and facilitating an avenue and platform to strengthen the Indigenous People Structure (IPS) and to make them freely exercise their right to self-determination. The 4ID is centering its community support programs at the heart of ICCs consistent with the Indigenous Peoples Rights Act (IPRA) to bring about development and attain lasting peace.

Major General Romeo S Brawner Jr, Commander of 4ID, assures that the Officers and Enlisted Personnel of 4ID stands side by side with their IP brothers and sisters in fighting for their rights and in pursuing justice and accountability against the CPP-NPA-NDF over the crimes they have committed under our fundamental laws and the international humanitarian law. As per 4ID data, a total of 85 willful killings were perpetrated by the CPP-NPA-NDF against IP leaders and members since 2010.

Hence, the 4ID appeals to all peace loving individuals and communities, the local government units and local government agencies to enhance a notch higher their support and commitment in condemning the atrocities of the CPP-NPA-NDFs against the ICCs/IPs thru a credible fact finding mission and credible investigations and collectively address the problems brought about by these terrorists.

Once again, let us all continue to support the fight and collectively seek justice in order to bring lasting peace for the ICCs/IPs. Finally, it is our pride and honor to greet all ICCs and IPs on the celebration of the 24th year of IPRA and IPRA month this year.
