From the Manila Times (Nov 1): Police, military operatives seize guns in Sultan Kudarat
Operatives of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) have confiscated assorted firearms from residents of two villages in Sultan Kudarat whom they believe are sympathizers of communist rebels.
Chief Insp. Aldrin Gonzales, chief of Police Regional Office 12 (PRO-12) information office, said elements of Sultan Kudarat police office, Columbio PNP and the Army’s 39th Infantry Battalion carried out “Oplan Galugad” in Barangays Sinapulan and Sucob in Columbio on Tuesday morning to confiscate loose firearms and conduct a community anti-terrorism awareness (CATA) campaign.
Gonzales added that officials led by Columbio Mayor Amirh Musali and officials of the two barangay (villages) and residents alerted police authorities to end indiscriminate firing and shooting incidents in their localities in support of President Rodrigo Duterte’s anti-criminality program.
He said the raiding team confiscated five homemade shotguns, a cal. 38 revolver and ammunition during the operation in Barangay Sinapulan while two other 12gauge shotguns and bullets were recovered in Barangay Sucob.
Some of the guns were voluntarily surrendered by the residents, Gonzales added.
Gonzales said residents have been complaining about the presence of communist New People’s Army (NPA) rebels belonging to Guerrilla Front 72 Far South Mindanao Region.
The rebels had formed “Hunit Militia” (Humil) in the two villages.
Humil is the equivalent of the military’s Civilian Armed Forces Geographical Unit (Cafgu).
Columbio is one of the towns in Sultan Kudarat where the NPA rebels are very active.

Philippine National Police Regional Office 7 (PRO7) considers insurgency threat in Negros Oriental as serious, said Police Chief Superintendent Mario Espino to the media. Espino told PNP Provincial Director, Police Superintendent Edwin Portento, to address this problem so that the economy of the province will not be adversely affected.
In his first visit to the province earlier, Espino held a command conference here and brought his staff from the Regional Office, including one platoon in full battle gear from the Regional Public Safety Battalion, who would conduct operations against the New People’s Army (NPA).
General Espino said the number of New People’s Army (NPA) in the province has not increased, but when the NPA plans to attack police stations, they would ask for reinforcements from NPAs in the neighboring provinces.

At least 12 former members of the New People’s Army (NPA) received cash assistance and firearms remuneration, Tuesday, in a simple ceremony dubbed as “Pagbalik sa Sabakan, ” at Camp Osito Bahian, Malaybalay, Bukidnon province, the Fourth Infantry Division, here, said.
Five of the 12 surenderees were regular members of the NPA, and received P65,000 and firearms remuneration each.
The eight others, who were members of the NPA’s Militia ng Bayan, each received remuneration for the firearms they surrendered under the government’s Comprehensive Local Integration Program (CLIP), Capt. Norman Tagros, spokesman of the 403rd Infantry Brigade, said.
CLIP offers livelihood assistance amounting to P50,000, and immediate cash assistance of P15,000 to NPA members who surrender, including cash gift for each firearm they surrender.
It also offers a re-integration package that includes livelihood and capacity development training, said Tagros.
The CLIP Committee of Bukidnon, headed by Brigadier General Eric Vinoya, commander of the 403rd Infantry “Peacemaker” Brigade, and Provincial Board Indigenous Peoples (IP) representative Richard Macas, together with representatives from the Department of the Interior and Local Government (DILG), the Philippine National Police (PNP) and the Provincial Social Welfare and Development Office, facilitated the distribution of CLIP assistance.
Vinoya emphasized the government’s genuine program for the NPA members who would opt to surrender through the CLIP.
“I am deeply pleased and thankful that our brothers who were former NPA members received their assistance from the government through the CLIP of the Office of the Presidential Adviser on the Peace Process or OPAPP. With this, I urge all those NPA members who still remain victims of the futility of the armed struggle and misguided by the ill propaganda of the NPA leaders to go down, surrender, and live your lives peacefully,” he said.

IN spite of the more than five months of lull in the negotiating table, the government is not yet ready to give up on the prospect of peace with the communists.
This was revealed by President Duterte in a news briefing on Tuesday night. “We can talk continuously with the Left,” the President said.
“I am not about ready to give up everything and anything in the altar of peace for our country,” Duterte added. Peace talks with the National Democratic Front (NDF) was suspended in May due to a battle order of the Communist Party of the Philippines to the New People’s Army (NPA) to heighten offensives in the face of martial law in Mindanao.
Since then, the government did not force the issue of returning immediately to the negotiating table, citing complexities on the ground and alleged attacks of the NPA.
Duterte maintained the easiest way to resolve the armed conflict is for the communists to lay down their arms and return their loyalty to the Philippine flag.
“I’m just saying that if you want to surrender, if you are tired of killing your fellow Filipino, then you surrender. I will give you a house and a job, no questions asked,” the President said.
“But you have to work [because] this is not an honorarium thing. You have to work for it,” Duterte added.
The President also said he is backing efforts of local government units to initiate localized peace talks with the communists, like what Davao City Mayor Sara Duterte-Carpio is doing.
In a television interview on Wednesday, Government Chief Negotiator and Labor Secretary Silvestre H. Bello III revealed the resumption of peace talks with the communists is gaining ground. “In my perspective, the prospect of a resumption is very bright,” Bello said.
Bello added the government panel is ready to return to the negotiating table with the NDF, and that all they are waiting for is Duterte’s green light. Bello also said he believes the President has not abandoned his aspiration for a “just and lasting peace.”
“We, in the panel, are hopeful that he will eventually order us to proceed with the talks with the [communists],” the peace negotiator said.

Newly-acquired ships and helicopters of the Philippine Navy (PN) were continuously deployed during the five-month battle to retake Marawi City from the clutches of the Maute Group terrorists.
Vice Admiral Ronald Joseph Mercado, PN flag-officer-in-command, identified the ships as the newly-acquired BRP Tarlac (LD-601) and BRP Davao Del Sur (LD-602).
"The PN vessels (which were deployed during the Marawi Siege) include LD-601 and LD-602, her sister ship, these are the products of our PN Modernization Program (that we) were able to complete," he added.
BRP Tarlac was delivered and commissioned in May 2016 while BRP Davao Del Sur was also activated May this year.
Both ships have an overall length of 120 meters,breadth of 21 meters, draft of five meters and can carry a payload of 2,800 tons and a cruising speed of 13 knots and maximum speed of 16 knots and a minimum operating range of 7,500 nautical miles.
Both vessels are capable of transporting 500 troops, two rigid-hull inflatable boats, two landing craft units and three helicopters.
Mercado said the ships were utilized to transport much needed equipment combat vehicles artillery, ammunitions, various logistics requirements and military personnel critical to the successful conclusion of the Marawi City operation.
Also deployed for recon and air strikes missions were the Agusta Westland AW-109 combat utility and attack helicopters of the PN.
These aircraft were acquired during 2014 and 2015 period.
"On the other hand, our pilots aboard of our Agusta helicopters (AgustaWestland AW-109s) provided the aerial intelligence surveillance and (recon) operations and the air strikes day and night to support the operating ground troops," the PN chief added.
Around 920 Maute Group terrorists were killed in the five-month campaign that started last May 23 when government troops tried to arrest Abu Sayyaf leader Isnilon Hapilon and his cohorts.
In the fierce fighting that followed, around 165 government troops were killed and this includes 35 marines.

The Indonesian national, believed to be one of the remaining Maute Group stragglers who was arrested in Marawi City, was formally turned over to the Philippine National Police’s (PNP) Criminal Investigation and Detection Group (CIDG) on Wednesday night.
Muhammad Ilham Syahputra arrived at the CIDG headquarters in Camp Crame, Quezon City at about 10 p.m. and was immediately subjected to booking procedures, PNP deputy spokesperson, Supt. Vemily Madrid, said Thursday.
He will be charged with violation of Republic Act 134 (Rebellion), Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act), Republic Act 9516 (Explosives Act), and Republic Act 9851 (International Humanitarian Law).
Syahputra will be detained at the PNP-CIDG headquarters while charges against him are being prepared.
He was arrested 7 a.m. Wednesday by operatives of the Marawi City police in Barangay Luksa Datu. Seized from his possession were a .45-caliber pistol, a fragmentation grenade, and a backpack containing a pink tablet, 10 pieces of PHP1,000 bills, 15 PHP500 bills, and two PHP100 bills.
Upon questioning, the Indonesian admitted to being a member of the ISIS terror group that came to the Philippines and took part in various terror operations.
He also told government troops the location of 20 other companions in Marawi City.
As this develops, two more Maute Group stragglers were killed during an encounter with government troops in Marawi City Wednesday night.
The incident took place at 8:40 p.m. and also resulted in the wounding of two soldiers.
One of the killed terrorists was identified as Abu Talja, said to be the right-hand man of Isnilon Hapilon, the designated emir and leader of the Abu Sayyaf Group, who was earlier killed by government troops.
This brings to 923 the total number of Maute Group members killed, as another straggler was killed earlier this week.

Muhammad Ilham Syahputra was subjected to inquest proceedings for violation of Republic Act 134 (Rebellion), Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act), Republic Act 9516 (Explosives Act), and Republic Act 9851 (International Humanitarian Law).
Deputy City Prosecutor Alfredo Agcaoili and Assistant State Prosecutor Roldan Parrocha conducted the inquest proceeding based on the complaint filed by the Philippine National Police (PNP).
Prosecutors have already submitted the case against Syahputra for resolution.
Syahputra was arrested 7 a.m. Wednesday by operatives of the Marawi City Police in Barangay Luksa Datu.

Some 59,276 security forces are set to be deployed for the 31st Association of Southeast Asian Nations (ASEAN) Summit this month.
Department of the Interior and Local Government (DILG) Officer-in-Charge Catalino Cuy said the troops would be deployed to key strategic areas in Metro Manila and Pampanga to ensure the safety and security of the ASEAN delegates.
“All eyes will be on the Philippines as we host this year’s ASEAN Summit. This is an opportunity for us to shine and to show the world that we are not only a gracious host but we can also effectively handle an international event of this magnitude,” Cuy said in a statement Thursday.
“We are therefore mobilizing thousands of troops and resources and even get augmentations from nearby regions just to make sure that there will be no untoward incident during the summit,” he added.
Cuy said the largest contingent would come from the Philippine National Police and the Armed Forces of the Philippines.
Motorists are also advised of the traffic re-routing scheme and closure of roads around the vicinity of Quirino Grandstand on November 5 when a send-off ceremony for the troops will be held.
Independence Road from Katigbak Drive to South Drive will be closed to traffic as early as 6 a.m. and will be reopened once the send-off ceremony is finished. The right and left portions of Quirino Grandstand, including Bonifacio Drive, P. Burgos and T. M. Kalaw will be re-routed while the ceremony is ongoing.

One particular story that stood out was that of Army Captain Rommel Sandoval, Company Commander, 11th Scout Ranger Company, 4th Scout Ranger Battalion, First Scout Ranger Regiment, Special Operations Command.
While on a mission in Marawi, Capt. Sandoval was trying to retrieve a comrade who was caught in a crossfire. While trying to approach the wounded comrade, Capt Sandoval was hit, pinning both of them in the process.
But in his desire to save his comrade, Capt Sandoval used his body to shield his equally wounded partner from further harm, thus saving his soldier friend but sacrificing his own life. CAMP GEN EMILIO AGUINALDO, QuezoN City (DWDD) – This year’s commemoration of All Saints Day was more sentimental to the families and loved ones of the 158 soldiers and 7 police who made the ultimate sacrifice in liberating the City of Marawi.
According to Armed Forces of the Philippines spokesperson MGen Restituto Padilla, the sacrifice of these men in uniform should be remembered and emulated.
The siege of Marawi gave birth to many stories of bravery and heroism of our Men and Women in uniform proving their dedication to service and the love of country.

NAVAL STATION ROMULO ESPALDON, Zamboanga City (DWDD) – Naval Forces Western Mindanao (NFWM) and Combat Service Support Brigade (CSSBde) rendered Heroes’ Welcome to its returning troops from Marawi City on Monday, Oct. 30, 2017 held at NFWM Helipad, Bagong Calarian, Zamboanga City.
NFWM and CSSBde troops were ferried from Iligan City by the Philippine Navy Vessel, BRP IWAK (LC 289) and arrived at Brig. Gen. Asuncion Beaching Area on Monday, at around 5 o’clock in the morning. Along with the troops are their impediments and rolling equipment that they have used during the height of Marawi Crisis.
The returning troops were from the 61st and 64th Marine Company of Marine Special Operations Group (MARSOG), Armor Assault Battalion, Field Artillery Battalion, Shore Patrol Unit (SPU) of NFWM and Civil Military Operations Unit-Western Mindanao (CMOU-WM). These gallant men marched off from the beaching area to NFWM Helipad where their families await them.
The Commander of Combat Service Support Battalion, Col. Ariel R Caculitan PN (M) (GSC) expressed that these men arrived with military standard grooming despite the lack of preparation to groom and fix themselves; he added that this bespeaks the discipline of the men from the Philippine Marine Corps.
Rear Admiral Rene V Medina AFP, Commander NFWM commended the troops’ dedication to duty and expressed his pride of these gallant men and women. He quoted Burke, “The only thing necessary for the triumph of evil is for good men to do nothing.” He further added that, “The evil in Marawi did not succeed because you all did something. Something not everyone can do. Carry that thought as a badge of honor and as an oath that as always, we shall remain steadfast in service to our country and to our people, be it in peace time or in times of war.”
After the Ceremony, a traditional boodle fight followed at Tangan Gym, NSRE which was attended by the returning troops, their families and the officers and men of NFWM.

Accordingly, the surrenderee was identified as Eugene Agdap Y Lumadao also known as KaItan / Rense / Berting, 33years old, single and a resident of Abra. The said former rebel was the Squad Leader of KLG MONTES with the Codename of Chadi Molintas Command of ICRC.
This accomplishment was a result of the government’s appeal to the misguided members of the local terrorist group (NPA) to come down and return to the folds of the law and live a normal and productive life with their families, rather than living a life of violence. TALACOGON, Agusan del Sur (DWDD) – A group of soldiers and Citizen Armed Forces Geographical Unit (CAFGU), while on their way towards their patrol base in Brgy Sta Rita (KM24), San Luis, Agusan del Sur were ambushed by the New People`s Army, (NPA) belonging to Guerilla Front 88 (GF88), North Central Mindanao Regional Committee (NCMRC) at about 2pm yesterday (October 22, 2017).
The incident resulted to a ten-minute gun battle where the outnumbered government troops out maneuvered the communist terrorist group and seized their positions.
Subsequently, two (2) NPA members were found dead, one (1) AK47 rifle with magazine and twenty-seven (27) rounds of ammunition and two (2) Improvised Explosive Devices with blasting caps were recovered.
One civilian (name withheld for security purposes) who was travelling with the group of soldiers was caught in the cross fires and was hit on his leg by terrorist fires.
“The troops were alert while on the move that`s why they were able to prevent this cowardly act of the NPAs. These terrorists (NPA) clearly committed a crime and violation of CARHRIHL in this incident”. – Ltc Rommel Pagayon, CO 26IB, said.

TALACOGON, Agusan del Sur (DWDD) – With the intensified joint collaboration between 26th Infantry “Ever Onward” Battalion and local PNP forces in the province of Agusan del Sur, high-ranking NPA personalities were arrested this October 27, 2017 in Brgy Balit, San Luis, Agusan del Sur.
Authorities confirmed that six (6) NPA members were apprehended of which two (2) of them holds the position as Regional Military Instructor Jonas Acosta alias Dodong of the North Central Mindanao Regional Committee (NCMRC) and Commanding Officer (CO) Noli M. Tahudan alias Moloy of Sandatahang Platun Pampropaganda (SPP) Peacock of the NPA Guerilla Front Committee 88.
The arrest was made possible by virtue of a Search Warrant number 2017-03 to 2017-10 wherein firearms and explosives and its components were confiscated in their possession. Additional confiscated items were backpacks, revolutionary flags, foodstuff and subversive documents.
Colonel Andres Centino, the Army’s 401st Brigade Commander, asserted that synergy of efforts of security forces coupled with the cooperation of the local populace is one key to the attainment of peace and development.
