From Update Philippines (May 18): Air Force Nomad aircraft all mission ready
After a major maintenance inspection, twin-engined turboprop short takeoff and landing (STOL) Nomad aircraft (N22) with tail number 68 of the Philippine Air Force (PAF) is now back to operation, bringing all Nomad aircraft mission ready.
The Philippine Air Force has 3 Australian Government Aircraft Factories (GAF)-made Nomad aircraft operating under the 220th Airlift Wing (220AW).
220AW said Nomad aircrew and maintenance personnel led by Air Force Major Meritto Jay Quijano worked double time in order to bring the aircraft back to operational status in time.
“The inspection was completed in record time in barely almost a month covering all the required scope of works,” 220AW said in a statement released by PAF. “Thus, the aircraft was subjected to IRM scheduled ‘D’ inspection and has undergone a thorough inspection including some non-destructive, mandatory compliance service bulletin and repetitive periodic inspections.”
The said maintenance inspection was in accordance with the Aerospace Technologies of Australia (ASTA) published Inspection Requirements Manual (IRM) Nomad series N22 & N24 pub # 12.39-1, considering that Nomad with tail number 68 has accumulated almost one thousand eight hundred (1,800) hours time in service.
Aside from supporting the Armed Forces through delivery of munitions, medevac, troops transport, reconnaissance – Nomad aircraft are also providing assistance to government agencies.
“One of the many significant impact brought by the use of these aircraft was the airlift support provided to COMELEC personnel during the 2013 National and Local elections in Pag-Asa island,” 220AW said.

Nomad aircrew were accompanied by S-7 team from Camp General Artemio Ricarte Station Hospital. According to release made by 220th Airlift Wing posted in PAF, the patient, Danilo Belonyo, 41, was suffering from right upper quadrant body pain and was also diagnosed with acute colisitisis. He is now undergoing medical treatment at Camp General Artemio Ricarte Station Hospital in Puerto Princesa City.

President Rodrigo Duterte is expected to appoint a general based in his hometown Davao City to replace Armed Forces of the Philippines (AFP) chief General Eduardo Año, who will retire early to lead the Department of Interior and Local Government (DILG).
Lieutenant General Rey Guerrero, chief of the Davao City-based Eastern Mindanao Command (Eastmincom), is the top contender, according to Defense Secretary Delfin Lorenzana.
“He is the leading contender. He has the trust and confidence of the President,” Lorenzana told Rappler.
The change of command ceremony is scheduled on the first week of June, according to Rappler sources. Camp Aguinaldo has been told to prepare.
As Eastmincom chief, Guerrero has been at the forefront of military operations against the communist New People’s Army (NPA).
He belongs to the Army Special Forces and was previously assigned to the Presidential Security Group under former President Gloria Macapagal-Arroyo.
6-month terms for Duterte’s AFP chiefs
Guerrero’s appointment will mean that both the military and the police will be led by generals close to Duterte.
He will be the 3rd AFP chief under Duterte, all of them with very short terms of 6 months. Año, who was appointed in December 2016, was supposed to retire in October yet, but his term will be cut short following the President's decision to name him interior and local government chief. His predecessor, Ricardo Visaya, also served for 6 months.
A 1984 graduate of the Philippine Military Academy, Guerrero is scheduled to retire in December 2017, when he reaches the mandatory retirement age of 56.
In his speech in Camp Aguinaldo, Duterte promised he will not tinker with promotions in the military.
Año also served Davao region when he was chief of the 10th Infantry Division. But his headquarters was in Compostela Valley and he was not as close to Duterte.
Año’s early retirement

Captain Roy Cuesta recounts his ordeal during the 2012 Scarborough Shoal standoff that prompted the Philippines to sue China before an arbitral tribunal in The Hague
The Philippines and China will hold their bilateral talks on the South China Sea territorial dispute from May 18-20 in Guiyang, China.
The bilateral mechanism, which President Rodrigo Duterte supports, is a departure from the multilateral tack adopted by the administration of then President Benigno Aquino III. The shift is seen as a way of kowtowing to Beijing’s demands, as the superpower has always insisted that the South China Sea conflict should be addressed bilaterally.
One of the flashpoints in the conflict between the Philippines and China was the Scarborough Shoal standoff which lasted from April to June 2012. Eight Chinese vessels surrounded the shoal, which is 198 kilometers west of Subic Bay, and the lagoon within it, blocking the entry of Philippine vessels. Onboard one of those vessels – MSC-3008 – is Captain Roy Cuesta of the Bureau of Fisheries and Aquatic Resources (BFAR). MSC-3008 went to Scarborough Shoal (which Filipinos call Bajo de Masinloc or Panatag Shoal) on May 26, 2012, to deliver provisions to the BRP Corregidor, one of the ships of the Philippine Coastguard.
Cuesta, now 56 and captain of the MV DA/BFAR research vessel which this time around will sail to Benham Rise, recounts to us the ordeal.
Did you expect that Chinese vessels will block you?
Inexpect na namin. We are always expecting it kasi 'yung Filipino fishermen doon bina-block na nila.
Ang purpose ng blocking is to say na lahat ng Pilipino 'wag na pupunta doon sa Scarborough, para makontrol niya, pero one time pupunta nga kami doon, we insisted na makapasok sa loob ng Scarborough kasi 'yun talaga purpose namin, makapunta sa loob ng Scarborough, ayun nga blinock nga kami.
We make a move to evade the block of the Chinese vessels. So gumawa kami ng plan na makapasok kami ng Scarborough. But in the interim, na-block kami ng 8 Chinese vessels. There were 3 fleet Chinese vessels and 5 Chinese coast guard [ships].
And then doon sa entrance, meron ika-8 na vessel nila 'yun e, siguro mga 50 meters ang haba. And then may Chinese fishing boat, naglagay sila ng tali doon sa entrance. Fortunately, noong nag-maneuever kami, 'yung nilagay nilang tali, naputol doon sa nilagyan nilang vessel, at 'yung tali napunta sa side namin.
Dalawang ropes 'yun e. Ang purpose noon e ma-entangle sa rope 'yung propeller namin which hindi naman nangyari. Pag-maneuver namin, kusang lumayo 'yung tali doon sa entrance, therefore nakapasok kami. Nakaiwas kami ng malaki doon sa barko na naka-block sa entrance.
(We already expected it. We are always expecting it because they already blocked Filipino fishermen. The purpose of blocking us is to say that that no Filipino should go to Scarborough Shoal so that they [the Chinese] can control it. But when we had to go there one time, we insisted that we should be able to go inside because that was really our purpose, but then they blocked us.
We made a move to evade the blocking of the Chinese vessels. We came up with a plan so we can go to Scarborough. But in the interim, we were blocked by 8 Chinese vessels. There were 3 fleet Chinese vessels and 5 Chinese coast guard [ships].
And then at the entrance was their 8th vessel, which was around 50 meters long. And then there was a Chinese fishing boat; they put a rope by the entrance. Fortunately, when we maneuvered, the rope they placed was cut from the vessel and veered towards the side nearer to us.
There were two ropes. The purpose was to entangle our propeller, which didn’t happen. When we maneuvered, the rope was pulled away from the entrance, hence we were able to go inside. We were able to evade the huge ship that blocked the entrance).

What did you feel when you were able to enter the shoal basin?
During that time na pumasok kami, siyempre nandoon 'yung nerbiyos. Anytime, in an instant error of maneuver, madidisgrasya kami. Kasi sa lagoon, it’s shallow water and purely stone.

How long did you stay inside the lagoon before you had to leave?
Seven days. Nag-stay kami sa loob ng lagoon then after, that aalis kami, may darating na naman na isang boat na tulad ng size namin na mag-replace sa amin. I can say that that was a dangerous maneuver. Noong nakapasok kami, blinock na nila lagoon, di na kami nakalabas. Nag-station sila ng 6 na fishing boats, nilagyan nila ng buoy, 3 patong ng ropes.

You were trapped inside. What was your state of mind then?
So okay, normal but we are thinking of how to go out that time.
Actually the coast guard commander talked to the Chinese vessel kung sino concerned doon na makalabas kami ng payapa; walang hassle. Pumayag sila, pero sabi nila kung lalabas kami, 'wag na kami babalik.
(Actually the coast guard commander talked to the Chinese vessel, the person concerned, if we can get out peacefully; without any hassle. The Chinese agreed but they said if go out, we should never return.)

Lumabas kami pero may naiwan pang barko doon sa Scarborough, 'yung 3001 at yung SAR (Search and Rescue) vessel nila, ng coast guard. Then the next time we come up, 'di na kami nakapasok talaga.
Doon na lang kami sa labas ng lagoon and during that time na nasa labas lang kami ng lagoon, doon na kami inabutan ng typhoon kasi June na 'yun e.

One of the options is that we – the people inside, will go out through a rubber boat, we will be ferried out and replaced by another set of personnel. Those who will replace us, their boat will be left outside, then we will take shifts with them, we will go to and fro using a rubber boat. The personnel from 3008, us, will move to the 3001 vessel, then the 3001 personnel will go to 3008. The 3008 vessel will be left inside the lagoon.
But this did not happen. That is another plan. Supposedly, 3001 will enter but because the tension was high already, the Philippine Coast Guard did not insist on it. We left but there were vessels which stayed behind in Scarborough Shoal, the MSC 3001 and the SAR vessel of the coast guard. Then the next time when we came, we weren’t able to go inside anymore.

Was there a time when you feared that you will not see your loved ones again?
Sa side ko kasi civilian ako e, di naman ako Philippine Coast Guard, medyo aware ako. Paano ba ito, nandito na ko sa crossfire.
(On my part, since I am a civilian, I’m not part of the Philippine Goast Guard, I was aware of the situation. What now, I’m caught in the crossfire).
Did it cross your mind that this may be your last voyage?
Meron, meron, kaso nandoon na ko e. Trabaho lang. This is part of my work.
(Yes it did, it did, but I was already there. It was my job. This was part of my work).
After that experience, do you think you can still go back to Scarborough Shoal?
Sa akin e, wala namang ganoon. As long as you’re asked to go there by the office, you have to follow orders. 'Pag sinabing pumunta ka doon, pupunta pa rin ako as long as there will be no trouble. Ngayon kung i-ri-risk na natin buhay natin, mahirap na 'yun. I’m a civilian, not a military personnel. Ang gusto ko sa akin lang, peaceful.
(I have no issue with that. As long as you’re asked to go there by the office, you have to follow orders. When they tell you have to go, I will still go as long as there will be no trouble. The Philippines and Russia will sign a defense cooperation agreement and other bilateral deals when President Rodrigo Duterte goes on a 5-day official visit to the country next week.
Duterte will visit the cities of Moscow and St Petersburg during his visit from May 22 to 26, and will be accompanied by several Cabinet officials and a large business delegation, Foreign Assistant Secretary Maria Cleofe Natividad said in a Palace briefing Friday, May 19.
Natividad said deals expected to be signed during the visit include a defense cooperation agreement, a Memorandum of Understanding on cooperation between Russian and Philippine security councils, treaty on mutual legal assistance in criminal matters, and an extradition treaty.
The defense agreement, which will deal specifically with "military and technical cooperation," will set the stage for the Philippines' possible acquisition of defense assets from Russia.
"The agreement on military technical cooperation will pave the way for the Philippines to explore a possibility of military procurement from Russia," said Natividad.
Defense Secretary Delfin Lorenzana had earlier confirmed he would sign a defense cooperation deal with Russia's defense ministry involving information sharing, training, and technical cooperation.
Another expected outcome of the visit is the establishment of a Philippine defense office in Moscow and a Russian defense office in Manila.

The decision on the type of visit was made by the Russian government as the inviting party. But Natividad is confident that Russia will still give Duterte a red carpet welcome.
She also emphasized the significance of the visit as it is upon the invitation of Putin himself.
The last Philippine president to visit Russia upon the invitation of its leaders was Fidel Ramos.
The formal invitation to Duterte reached the Philippine government as early as January but due to Duterte's busy schedule, which included hosting an Association of Southeast Asian Nations Summit, the visit had to be pushed back.

A MILITIAMAN was abducted by members of the New People’s Army (NPA) in Tandag City, Surigao del Sur.
Capt. Al Anthony Pueblas, civil-military operation (CMO) officer of 36th Infantry Battalion (IB), identified the victims as Jeremias Estrada, 58, a member of Civilian Active Auxiliary (CAA) assigned at Matho Patrol Base stationed in Barangay Matho, Cortes, Surigao del Sur.
Pueblas told TIMES that Estrada was at home attending his family needs in Purok Lanzones, Barangay San Agustin when four men, armed with AK-47, suddenly barged into their house and abducted the victim.

SOLDIERS of the 60th Infantry Battalion engaged communist rebels in a firefight in Barangay Malinao, Laak, Compostela Valley on Wednesday.
1Lt. Irene Rivera, acting civil military operations officer of 60th infantry Battalion, said the clash started around 4:15 a.m. where army troopers engaged about 40 NPA rebels reportedly belonging to Guerilla Front 34 (GF 34) under Ka Iros or Mitsel of Southern Mindanao Regional Committee (SMRC).
The platoon Howitzer, Charlie Battery, 2nd Field Altillery Battery (2FAB) provided indirect fire support for the troops.
Rivera said there was no soldier hurt in the clash. The troops and the local police conducted clearing operation in the area after the clash. Checkpoints have been mounted in various access points to capture the escaping rebels.
Meanwhile, Mayor Antonio Libuangan called for the activation of an incident command post under the Municipal Disaster Risk Reduction Management Office.
Different departments of the municipal government, concerned line agencies and the Civil-Military Operations unit of 60IB have already been alerted to deliver immediate assistance to families affected by hostilities.
Lt. Col. Emmanuel A. Canilla, commander of 60th IB, ensured the public that his troops will strictly follow standard operating procedures, act only on legal orders, and put primacy on human rights in the ongoing fight to quell atrocities committed by rebels.
Canilla said the troops were acting on reports that the rebels conducted extortion activities and threatening communiities in the area.

Two army soldiers were wounded Thursday in a roadside bomb explosion blamed by the authorities to rebels in the restive province of Maguindanao and another attack on a convoy of military vehicles in nearby Sultan Kudarat province.
The soldiers were patrolling the village of Timbangan in Shariff Aguak town when the blast occurred and injured the soldiers who are members of the 40th Infantry Battalion, according to Captain Arvin Encinas, a spokesman for the 6th Infantry Division in Maguinanao.
He said the victims were rushed to hospital, but their condition remains unknown.
The second bombing targeted the convoy of Marine Battalion Landing Team 2 in Boledad village in Lebak town, but there were no reports of military casualties. No individual or group claimed responsibility for both attacks, but rebel groups are actively operating in the two provinces.

Two motorcycle gunmen killed a civilian agent of the Criminal Investigation and Detection Group in Cotabato City in southern Philippines, officials said Thursday.
Officials said Allan Takbir was driving his motorcycle when one of the gunmen shot him along Santos Street in downtown Cotabato late Wednesday. The 32-year old Takbir was killed on the spot.
Police were still investigating the motive of the murder and whether it had something to do with his work as confidential agent of the police unit.

The Naval Forces Western Mindanao – under Rear Admiral Rene Medina – said its patrol boat, BRP Felix Apolinario, which was deployed at sea in Zamboanga del Norte province, quickly sailed back to Zamboanga and searched for MT Denise 2 and found the tanker about 4 nautical miles off Colorado Point and stayed within its vicinity until the vessel’s engine had been fixed.
Captain Emilio Peralta, Chelsea’s chief security officer, praised and thanked the Philippine Navy for its immediate response to emergency.
MT Denise 2 is one of the tankers owned and operated by Chelsea Shipping Corporation, whose main office is located in Taguig City in Luzon. Established in 2006, it transport oil, fuel and other liquid cargo all around the Philippines. Currently, it manages a fleet of 10 vessels to transport petroleum products.

This, as recent clashes have caused the death of some army elements during combat operations.
On May 16, 2017 some 20 armed men believed to be NPAs engaged some government troops under the 43rd Infantry (We Search) Battalion in Barangay Mahayag, Matuguinao, Samar.
The clash resulted to the death of one Corporal Renjie P Ada (Inf).
The 43rd IB believed they have inflicted an undetermined casualty on the enemy’s side.
The 15-minute firefight occurred as government troops were heading towards the location of the armed groups tipped off by a villager who was said to be asking for assorted foodstuffs and medicines in their area.
The army conducted pursuit operation to track down and apprehend the rebels. Army units in nearby areas were also ordered to conduct checkpoints along possible entries/exits of withdrawals of the enemy and to verify possible accommodation of wounded enemy in nearby hospitals.
The 8th ID issued a statement: Your Army is sincere in its offer of peace. We will ensure the personal safety of those who will choose to lay down their arms and peacefully return to their families. Lay down your arms and return to the comfort of your families and friends. Live peacefully and take care of your children as they grow and become productive members of the community.
Massive military operations will be relentless against these lawless elements as long as peace and development in Eastern Visayas region is at stake.

A young member of the New People’s Army (NPA) operating in Agusan del Norte voluntarily surrendered to the 29th Infantry Battalion (29IB) under the supervision of Col. Cristobal N. Zaragoza of 401st Infantry Brigade.
According to 29IB commanding officer Lt. Colonel Glenn Jy U. Aynera, the rebel identified as Rudy Sagaysay Alimbuyong also known as Ka Bunso surrendered on Tuesday, May 16, 2017.
Ka Bunso was an active member of the Sandatahang Platoon Pangpropaganda (SPP) 16A, Guerilla Front Committee (GFC) 16, Northeastern Mindanao Regional Committee before deciding to quit the armed struggle due to the “hardships and disenchantment” in the fake revolutionary promises.
He also turned over an M14 rifle with several rounds of ammunition.
Aynera revealed that Ka Bunso was with the NPA for 13 months operating in the area of Santiago, Jabonga and Kitcharao all of Agusan del Norte and was involved in the recent encounters in Brgy Hinimbangan, Kitcharao, Agusan del Norte.
"Ka Bunso decided to surrender upon seeing the change of lives of former rebels who already surrendered to 29th Infantry Battalion and believes that he has also a chance to live a peaceful and normal life," Aynera said.
"His being with the NPAs, left him no time with his family and has not availed of the monthly support the NPA has promised him. He also believed that most of his comrades are already thinking of laying down their arms at any opportune time as they saw in the Duterte’s administration a real change for peace and development," he added.
MGen Benjamin R. Madrigal, Jr. of the 4th Infantry Division congratulated the Brigade and the Battalion for their continued support to the peace building efforts and further instructed to coordinate with the DILG for the enrollment of the surrenderee to the Comprehensive Local Integration Program (CLIP).

According to 29IB commanding officer Lt. Colonel Glenn Jy U. Aynera, the rebel identified as Rudy Sagaysay Alimbuyong also known as Ka Bunso surrendered on Tuesday, May 16, 2017.
Ka Bunso was an active member of the Sandatahang Platoon Pangpropaganda (SPP) 16A, Guerilla Front Committee (GFC) 16, Northeastern Mindanao Regional Committee before deciding to quit the armed struggle due to the “hardships and disenchantment” in the fake revolutionary promises.
He also turned over an M14 rifle with several rounds of ammunition.
Aynera revealed that Ka Bunso was with the NPA for 13 months operating in the area of Santiago, Jabonga and Kitcharao all of Agusan del Norte and was involved in the recent encounters in Brgy Hinimbangan, Kitcharao, Agusan del Norte.
"Ka Bunso decided to surrender upon seeing the change of lives of former rebels who already surrendered to 29th Infantry Battalion and believes that he has also a chance to live a peaceful and normal life," Aynera said.
"His being with the NPAs, left him no time with his family and has not availed of the monthly support the NPA has promised him. He also believed that most of his comrades are already thinking of laying down their arms at any opportune time as they saw in the Duterte’s administration a real change for peace and development," he added.
MGen Benjamin R. Madrigal, Jr. of the 4th Infantry Division congratulated the Brigade and the Battalion for their continued support to the peace building efforts and further instructed to coordinate with the DILG for the enrollment of the surrenderee to the Comprehensive Local Integration Program (CLIP).

Under the premise that disaster strikes everywhere and anywhere and could cause irreversible damage to lives and properties, Naga City Councilor Lito Del Rosario chooses to adhere to the principle that there should be trained responders in every family who could immediately act on an emergency situation.
On March 28, Del Rosario created Ordinance No. 2017-007, which institutionalizes a community-level disaster preparedness training program that will set its eye on the community’s first responders and the provision of basic life support training for representatives of every family.
On Monday, the first set of responders who would commence the Community –Level Disaster Preparedness Training Program trooped at the 9th Infantry Division Headquarters at the Armed Forces’ grounds to listen to various lectures and practical drills regarding disaster preparedness and management.
The AFP’s headquarters serves as their home for five days, from May 15 to 19 for the live-in Training of Trainers.
On behalf of 9th Infantry Division Commander Major General Manolito P. Orense, Brigadier General Danilo Chad Isleta, 9th ID assistant division commander, warmly welcomed the participants and expressed his full support to the program.
Isleta assured the participants that the Philippine Army is willing to take part in any worthwhile endeavor that would ensure peace and safety of the community.
Vice Mayor Nelson Legacion, who represented City Mayor John Bongat in the activity, lauded Del Rosario for coming up with the said ordinance that would strengthen the community’s capacity on how to better prepare for disaster and ensure that lives and properties will be protected.

The 16th Infantry Battalion has been deployed to Davao City from Jolo, Sulu.
The 400-strong battalion was sent to the city to help augment security measures against threats to peace and security.
They will reinforce the Task Force Davao in securing the peripheries of the sprawling city.
“We are thankful for the added security.” Mayor Sara Duterte said of the deployment.
Last April 29, New People’s Army attack several facilities of private businesses in Davao City and Panabo. One of the targets was the box manufacturing plant of the banana company Lapanday. The manufacturing plant was burned down, estimates to the damage was pegged at P2-billion while displacing 700 to1000 workers.
Four persons were killed in the attack which included three rebels and a civilian, Larry Timbal, a fish vendor hit by an IED exploded intended for responding Army’s armored personnel carriers.

The military reported one suspected New People’s Army guerilla was killed and a soldier was slightly wounded during an encounter last May 13 at Sitio Ibong, Balbalasang, this town.
A team led by 2Lt. Julius Tecson of the 50th Infantry Battalion identified the dead NPA as a certain Rudy Miguel @Marcial/Dek/Alay), alleged member of Squad Uno, Marcial Daggay Command.
Recovered from the encounter scene were a rifle and two magazines with 46 rounds 5.56 ammunition believed to belong to the slain, a press release of the 56th IB Civil-Military Operations stated.
On May 10, operating troops also led by 2Lt. Tecson discovered two NPA camps in this hinterland municipality bringing to four the discovered camps in the area of responsibility of the Defender Battalion this year.
Found on these camps were 15 huts, 2 kitchens, 4 comfort rooms, 2 guard posts, a camouflage poncho, 2 pieces tent, flashlight, cooking pan, 9 coconut shells used as bowls, 30 pieces plastic spoons, 3 celpone chargers, 1 celphone headset, 5 batch soap, a 1.5 meters long wire, and a sketch map.
In February of this year, Army troopers also seized two camps of the NPA in Balbalan.
Last week, government negotiators tasked to secure peace with the National Democratic Front (NDF) held a two-day consultation-workshop with government officials and community leaders of the Cordilleras on proposed social and economic reforms being discussed with communist guerrillas.
The consultation centered on the discussions of the Comprehensive Agreement on Social and Economic Reforms (CASER) and joint ceasefire agreement has to be ensured in order to put at work the successful implementation of reforms, a security mechanism – ceasefire.

Ten alleged bandits were killed and a soldier was slightly injured following an encounter with a lawless armed group in a remote village in Isulan, Sultan Kudarat late Thursday afternoon, the military said.
Lt. Colonel Harold Cabunoc, 33rd Infantry Battalion (B) commander, said soldiers and the local police were serving a warrant of arrest against a certain “Commander Dimas” alias “Dragon,” a former Moro Islamic Liberation Front (MILF) field commander who turned into banditry, when the clash occurred in Barangay Bual.
Commander Dimas is facing multiple murder and multiple frustrated murder charges.
“We were fired upon as we approach the target wanted person, and that triggered a firefight,” Cabunoc said.
Cabunoc said Sgt. Davides Endario of 33rd IB was slightly injured.
Commander Dimas fled with his men deeper into the forest of Bual, leaving his slain companions and several firearms, Cabunoc said.
The remains of the 10 fatalities were turned over to local officials, he said.
Cabunoc said pursuit operations continue.

Acccording to Major Celeste Frank Sayson, spokesman BK17, the exercise is one of the few peculiar events of BK2017 for it involves Combined Army Forces (CARFOR) between PH and US. The exercise is called Bilateral Service Interoperability Event of our land base forces. The exercise was a culmination of a series of Subject Matter Expert Exchanges Simulations conducted by CaRFOR ar various site like headquarters 5th Infantry Division in Upo Isabela, and Sta Ana Cagayan and some areas of 7th Infantry Division. The event was participated by Calayan LGU, local populace, municipal disaster response teams, and US and PH forces coming from the Army of both forces. It was participated by more than 200 individuals. US Black Hawk helicopters were used during the air evacuation scenarious.

HEADQUARTERS WESTERN MINDANAO COMMAND, Camp Navarro, Calarian, Zamboanga City – (DWDD) – In collaboration with the Muslim leaders, local officials, Ulama and other stakeholders, the Western Mindanao Command through its Joint Task Forces and the PNP launched the Brigada Masjid within the whole area of Western Mindanao today (May 16) to assist our Muslim brothers and sisters in preparing the mosques for the upcoming Ramadan.
The Brigada Masjid, which was conceptualized by Lieutenant General Carlito G. Galvez, Jr., Commander of the WestMinCom, is the first of its kind to be conducted in Mindanao involving Muslim soldiers and engineers.
The ceremonial launching was held in a 30 year old Masjid in Barangay Arena Blanco in Zamboanga City.
Attending the ceremony were the Deputy Grand Mufti Sheik Abdul Tanjilil; a representative of the Zamboanga City Government; an envoy from the Muslim Affairs; and the Muslim religious leaders, and Islam followers of Brgy Arena Blanco.
Honorable Abdulhusin, the Brgy Chairman of the place expressed his gratitude to the WestMinCom Commander for initiating the activity, saying this was the first time that the Brigada Masjid was launched in Mindanao. He also said that he was surprised of the endeavor since he did not expect soldiers whom they only perceive as combatants help them in the repair of an important structure and symbol for their religion and that is the mosque.
The Deputy Grand Mufti Shiek Tanjilil expressed his support to the endevour saying “The mosque is a place where we should love one another and live in harmony. Therefore, keeping it safe and conducive for all Islam believers is important and significant.
” He also mentioned about some Muslim brothers who use religion for their own interest and for propagating terrorism. He emphasized that Islam never taught Terrorism as part of its preachings, therefore must be avoided.
The WestMinCom chief who sees the activity as a good venue to promote cultural understanding and harmony felt elated with the comments he heard from the community.
It is also his intent that Brigada Masjid be institutionalize in the AFP as a regular activity yearly before Ramadan season starts.
“We are one, Christians and Muslims, in working for peace and development in Mindanao amid the diversity in culture and beliefs. The men and women of the armed forces join you as you prepare for the coming of the Ramadan,” said Lieutenant General Carlito G Galvez, Jr, Commander of the Western Mindanao Command.

CAMP GENERAL VICENTE LUKBAN, Catbalogan City, Samar (DWDD) – The 43rd Infantry (We Search) Battalion again clashed with more or less 20 NPA rebels at Barangay Mahayag, Matuguinao, Samar on May 16, 2017 at 9:45 in the morning that resulted to the death of Corporal Renjie P Ada (Inf) PA while undetermined casualty on the enemy’s side. The 15-minute firefight occurred during the combat operation going to the location of the armed group which is according to the concerned villager, asking for assorted foodstuffs and medicines in their area.
A pursuit operation is being conducted to track down and apprehend the rebels. Army units in nearby areas were ordered to conduct checkpoints along possible entries/exits of withdrawals of the enemy and to verify possible accommodation of wounded enemy in nearby hospitals.
Your Army is sincere in its offer of peace. We will ensure the personal safety of those who will choose to lay down their arms and peacefully return to their families. CAMP EVANGELISTA, Cagayan de Oro City (DWDD) – 96 individuals will be joining the noble profession of arms as they take their oath as the AFP’s promising peace advocates. The activity was conducted in Headquarters 4th Infantry Division, Patag Cagayan de Oro City at 4:00pm today.
These 96 candidate soldiers are composed of 87 males and 9 females whom had underwent series of stages of the selection process such as qualifying examinations that tested their mental and physical ability to prove their worth as finest from the poll of aspirants to join the Army. After taking their oath, they will be undergoing the rigors of Basic Military Training to help them transform from their carefree civilian life to fine grown military men and women. Their training will be conducted in a six-month duration covering skills and knowledge not only in combat fighting but also in life-saving imperatives, disaster response operation, peacekeeping initiatives, Human Rights, Rule of Law, and Rule of Engagement.
In addition, these new breed of peace advocates will fill up the needed number of personnel due to attrition such as optional and compulsory retirement, and other causes. They will also continue the efforts of their predecessor in devoting their lives in the pursuit for peace.
MGen Benjamin R Madrigal Jr, Commander 4ID, said “Today is your oath-taking and we presume that each and every one of you came here in your own will and is ready to be of service to the country”.

NAVAL STATION JOSE ANDRADA, Roxas Boulevard, Manila (DWDD) – The Philippine Navy and the Republic of Singapore Navy signed over the weekend a Memorandum of Understanding (MOU) Concerning the Exchange of Information relating to White Shipping.
Vice Admiral Ronald Joseph S. Mercado, the Flag Officer In Command, Philippine Navy and Rear Admiral Lai Chung Han, Chief of Navy, Republic of Singapore Navy (CNV, RSN) signed the Memorandum of Understanding (MOU) at Pan Pacific Singapore Hotel, Singapore on Sunday.
The MOU signing manifests the strong desire of both navies to further strengthen existing bilateral relations in order to enhance cooperation beneficial to the defense and security of both countries.
Core of this understanding emphasizes the need to enhance information sharing relating to White Shipping which generally covers general commercial ships, passenger liners, pleasure craft and fishing boats, which are non-military and non-government in nature.
“This MOU underscores the establishment of policies and procedures for the conduct of information sharing and reciprocal protection of information relating to White Shipping between the two nations in order to enhance maritime awareness in their respective areas,” the Philippine Navy said in a statement.
The MOU signing, at the same time, highlights the PN’s strong commitment and desire to enhance its maritime awareness through partnership and cooperation with the end in view of strengthening its security and protecting common maritime interests.

With the theme “Unity, Solidarity for Dignified and Just Peace”, the North Cotabato Provincial Committee organized a one-day Leaders’ Assembly at Magatos, Kabacan, Cotabato on May 14, 2017.
About 1,185 people from different sectors participated actively in the activity. The activity became more informative as two of the known Bangsamoro leaders served as the Resource Speakers.
Among the invited resource persons was Sheikh Said Salendab, General Secretary, Hayatul Ulama. He centered his speech on strengthening the spiritual, intellectual, physical and moral aspect of Bangsamoro people as one way of showing our fear to the Almighty God.
Atty. Ali Lanang, Jr., representative of the Moro Islamic Liberation Front Peace Implementing Panel explained the status of peace implementation with the government.
“The Philippine Government signed an administrative order that urge the Armed Forces of the Philippines (AFP) to set free political prisoners, among them are 32 members of the MILF held in various prisons”, Atty Ali said.
He also elaborated the 8 components of Normalization Annex of the Framework Agreement on the Bangsamoro (FAB) signed between the GPH-MILF and updates on the proposed Bangsamoro Basic Law being crafted by the expanded Bangsamoro Transition Commission (BTC).
“Transitional Justice and Reconciliation Commission (TJRC) is mandated to undertake a study and recommend appropriate mechanisms such as legitimate grievances, historical injustices, human rights violations and marginalisation through land dispossession”, he pointed out.
“Convergence and harmonization of Bangsamoro peace agreement is the main goal of the Bangsamoro Coordinating Forum (BCF) spearheaded by the Organization of Islamic Cooperation (OIC), he added.
Board member Mohammad “Khellie” Antao mentioned in his speech that he indorse the incoming consultation that will be held at Midsayap, North Cotabato on May 19, 2017. “The North Cotabato Provincial Office assures to sponsor and host the said program”, he added.
The Chairman of Local Monitoring Team, Jabib Guiabar, Al Haj assumed that the Bangsamoro now days are headed for being fearless and united since facing challenges, behind those images are the ideal composition/structure of organization.
The Vice Chairman of the MNLF Eastern Kutawato Revolutionary Committee also joined the said activity. He stressed that participation of people is very important part of a struggle and he reminded everyone to prepare for war in times of peace.
Abdulnasser Mustapha, Vice Chairman of North Provincial Committee centered his closing remarks informing the Bangsamoro people on his desire to achieve the undying peace that we are aiming for.
” We are Bangsamoro, we are united, we are bind by strong brotherhood, unity and Solidarity, Calling the attention of the Philippine Congress for the passage of the Bangsamoro Basic Law (BBL) that maybe drafted and certify as urgent bill, for the resolution of the decades Bangsamoro struggle for Right to Self-determination (RSD)”, he said.

Muslim Clerics and Aleema in Southern Philippines attended an Ulama Summit against Terrorism held at the Shariff Kabunsuan Cultural Complex, ORC Compound, Cotabato City from May 12-14, 2017.
The activity was organized and sponsored by the Regional Darul Ifta (House of Opinion) of the Autonomous Region in Muslim Mindanao (ARMM).
In their statement issued on the last day of the activity, they said, “as obliged and duty-bound” as religious leaders to shepherd the Moro people and their communities away from the darkness of ignorance and violence to the justness and peacefulness of Islamic way of life.
“In the light of current situation where the people are confronted with the threat and problem of violent extremism and terrorism engulfing the world today and the country as well, the urgency of working together is imperative”, they said.
“The threat of violent extremism and terrorism is not solely the problem and responsibility of our government and political leaders, but more so for us as religious leaders because many terrorists misrepresent and misuse our Islamic faith to legitimize and justify their wrongdoings. And as such, they have tarnished the image of Islam and Muslims’, they said in the statement.
They declared in the statement that:
It is HARAM (forbidden and unlawful) to use Islam to justify or legitimize violent extremism and terrorism:
It is incumbent upon us all to reeducate our constituents to rediscover our Islamic faith for justice, compassion, harmony and peace; and.

It is incumbent upon us all to reeducate our constituents to rediscover our Islamic faith for justice, compassion, harmony and peace; and.
Finally, they said, “It is imperative upon us all to cooperate and collaborate with stakeholders in preventing and countering violent extremism and terrorism in its many forms and manifestations”.
The summit was also attended by the MILF Grand Mufti Abuhuraira Udasan who delivered a very inspiring message.

After investigation and going through TSgt. Joseph’ Paredes personal records, the NDF-NCMR has proven that he is an intelligence officer of the 4th IDPA. He has civilian assets operating in different areas in NCMR. He is actively involved in intel work against NPA members. He maintains a group dubbed the Magic 7 which serve as guns-for-hire and is involved in robberies. They are also involved in extortion activities against smallscale quarry miners in Brgy. Kahaponan in Valencia City. He is a known gambler and has swindled many, assured that he is armed. His sins are so numerous that it will take time to list them all.
Nevertheless, in lieu of the continuing series of peace negotiations between the NDFP and the GRP with its fifth round due to start this May 26, and the NCMR revolutionary forces’ full support for its success, we are open to releasing him after he issues a public apology for his crimes and promises not to repeat them.
We also ask the Third Party Facilitator (TFP) though Bishop Felixberto Calang and Archbishop Antonio Ledesma to convey our request to the Local Crisis Committee and appropriate GRP agencies that can help in the safe and orderly turnover of TSgt. Paredes. We demand that the AFP and PNP cease their combat operations in specific areas which list we will be furnishing the Thrid Party Facilitators in consideration to their safety.
The AFP’s positive response to these demands will facilitate the quick release of TSgt. Joseph Paredes. Through the Party Committee in NCMR, a reciprocal suspension of operations will be issued by the NPA operational command in the area upon receipt of the AFP’s agreement. The NDF-NCMR will transmit to the TPF the actual place, date and time of the release in due time.
