BACOLOD City – Around 553 individuals fled their homes while two high-powered firearms were recovered as a result of the gun battle between the Philippine Army’s 94th Infantry Battalion (94IB) and the New People’s Army (NPA) in the hinterlands of Sitio Dangalon, Barangay Hilamonan, Kabankalan City, Negros Occidental on Thursday night, May 11.

Brigadier General Orlando Edralin, commander of the 303rd Infantry Brigade of the Philippine Army, said the soldiers engaged about 15 fighters of the NPA’s Sentro De Grabidad Platoon – Central Negros 2 after the rebels were spotted asking for medicines for their comrades wounded during a clash last week in adjacent Himamaylan City.

The 94IB soldiers did not suffer any casualty, although several of the rebels may have been wounded as bloodstains were discovered in their withdrawal route after about 20 minutes of gun battle, according to Lieutenant Colonel Van Donald Almonte, 94IB commander.


During the clearing operation, troops recovered an M16 rifle, an M4 rifle, two magazines for M16, 11 rounds of 5.56mm live ammunition, a bandolier, a backpack, and personal belongings.

Data from the Philippine Army as of Friday noon showed there were 15 individuals from three families staying at the barangay hall of Buenavista in Himamaylan City; 136 individuals from 24 families (Paloypoy Integrated School); 170 individuals from 34 families (Paloypoy Church); and 232 individuals from 61 families (Barangay Hilamonan gymnasium).

All internally displaced persons have been provided food packs by the City Social Welfare and Development Office of their local government units.

On May 3, an encounter took place in Sitio Paloypoy-Daku and Sitio Ulo-Tuburan, Barangay Buenavista. The Army reported one rebel casualty it identified as Crispin Tingal, 36, of Sitio Dangalon, Barangay Hilamonan. (With a report from the Philippine News Agency)/PN

CEBU CITY – A member of the New People’s Army (NPA) was killed in an encounter with government troops on Friday, May 12, in Antequera, Bohol.

In a report by the Bohol Provincial Police Office (BPPO), the fatality was identified as a certain “Jasper,” a political guide of the Sandatahang Yunit Propaganda (SYP) Platoon of the Bohol Party Committee (BPC).

A .45 caliber pistol was recovered after the firefight.


The report added that personnel of the 47th Infantry Battalion, Bohol Regional Intelligence Unit, Provincial Intelligence Unit, Provincial Mobile Force Company, Maneuver Company, Regional Mobile Force Battalion, Antequera Municipal Police Station, and San Isidro Municipal Police Station figured in a firefight with at least five members of the BPC.

The firefight lasted for about five minutes before the rebels retreated, the BPPO said.

There were no injuries or casualties on the government side.

Lt. Gen. Benedict Arevalo, commander of the Visayas Command, commended the continuing operations to ensure peace and security in the area.

“I commend our troops for their steadfast commitment in ending the local communist armed conflict in the Visayas region,” said Arevalo.

“This is a clear manifestation of our strong desire to attain just and lasting peace and sustain the democratic way of life for all the people in this part of the country,” added Arevalo.

Arevalo said the Communist Party of the Philippines-NPA (CPP-NPA) continues to suffer setbacks.

"We are resolute in our ceaseless campaign to end the local communist armed conflict which has disrupted the lives and progress of our people in the Visayas. We, therefore, reiterate our call to the few remaining members of the CPP-NPA to lay down their arms and return to the folds of the law. Heed the call of our government for genuine peace before the long arms of justice will catch up with you,” said Arevalo.

BACOLOD CITY – The Army 303rd Infantry Brigade (IBde) reported that 122 families composed of 441 individuals were evacuated following a clash between government forces and the New People’s Army (NPA) in Sitio Dangalon, Barangay Hilamonan, Kabankalan City, Negros Occidental on Thursday, May 11.

Capt. Melvin Rosal, civil military operations officer of the 303rd IBde, said the clash also affected some residents of Barangay Buenavista, Himamaylan City since the fighting happened at the boundaries of the two cities.

Sixty-one families or 232 individuals were evacuated to the gymnasium of Barangay Hilamonan, while three families or 15 individuals were brought to the Barangay Buenavista Hall.

Also, 24 families or 136 individuals were admitted to the Paloypoy Integrated School, and 34 families or 170 individuals stayed at the Paloypoy Church, both in Barangay Buenavista.


Rosal said the local government of Himamaylan and Kabankalan distributed food packs to the evacuees. He added that they already gave a clearance for them to go home.

According to the Army, the encounter happened while the troops of the 94th Infantry Battalion (IB) were conducting combat operations in response to information about the alleged presence of about 15 armed members of SDG Platoon, Central Negros 2 in the area, who were allegedly extorting medicines for their wounded comrades involved in the May 3 encounter in Barangay Buenavista.

Seized from the encounter site were an M16 rifle, M4 rifle, two short magazines for M16, 11 rounds of 5.56mm ammunition, a bandolier, backpack, and personal belongings.

The May 3 encounter also displaced some residents, and brought injuries to two soldiers and a civilian. An NPA rebel was also killed.


Brig. Gen. Orlando Edralin, 303rd IBde commander, said the recovery of high-powered firearms will surely weaken the capability of the NPA to stage their activities in the province.

Edralin warned the NPA rebels of relentless and more aggressive combat operations in the coming days and weeks, as they are determined to wipe out the NPA rebels in Negros.

“If they refuse to surrender peacefully, we will hit them hard to prevent them from conducting more illegal activities and atrocities,” he said.

TAGBILARAN CITY — A suspected New People’s Army (NPA) rebel was killed in an encounter Friday, May 12, with government troops in Antequera town, Bohol.

The firefight at 6:10 a.m. in the boundaries of Barangays Tabuan in Antequera town and Abehilan in San Isidro resulted in the death of a rebel and the recovery of a .45 pistol with magazine and several live ammunition, according to the Bohol police.

The Bohol Police Provincial Office reported that NPA surrenderers knew the fatality only as “Jasper.”

On May 11, soldiers under the 94th Infantry Battalion, clashed with NPA rebels for about 20 minutes in the Barangay Hilamonan, Kabankalan City, Negros Occidental.
Recovered after the firefight were an M16 rifle; an M4 rifle; two M16 magazines with live ammunition; a bandolier; a backpack, and personal belongings.

Several rebels were believed to have been wounded during the firefight as shown by bloodstains in the area.

MANILA – President Ferdinand R. Marcos Jr. arrived in Manila on Thursday following his participation in the successful 42nd Association of Southeast Asian Nations (ASEAN) Summit and Related Summits in Labuan Bajo, Indonesia.

The plane carrying Marcos and the official Philippine delegation, including First Lady Liza Araneta-Marcos, arrived at the Villamor Air Base in Pasay City around 5:54 p.m.

During the meeting with ASEAN leaders, Marcos emphasized the importance of upholding the international rules-based system, which has underpinned regional security, peace and order in the region.


Marcos also expressed the Philippines' commitment to the principles of free trade and the multilateral trading system.

He called for enhanced support for nano businesses, as well as micro, small, and medium enterprises, and their integration into the global economy.

"We continue to work towards long-term food and energy security, and to address the impacts of climate change, amongst other things," Marcos said in his arrival speech.

The Philippines, he said, likewise expressed support for the community-building efforts of the regional bloc, including the strengthening of ASEAN's institutions.

Marcos thanked Indonesian President Joko Widodo for the warm hospitality extended to him and his delegation.

He described the ASEAN summit as a success, as he expressed hope to see progress on both the economic and political fronts.

"I believe that the summit was a success and that it chartered the new directions that were initiated by the chairman, President Widodo, and with the concurrence of all the member-states. And, many new ideas were ventilated and many of those were adopted. And, we hopefully see some progress on the political front, and certainly on the economic front," he said.

Marcos shared that the ASEAN leaders also discussed regional and international developments, such as the situation in Myanmar, the conflict in Ukraine and the South China Sea dispute.

He called for Myanmar to adhere to the peace plan, known as the Five-Point Consensus and expressed support for Indonesia's enhanced initiatives in its implementation.

"We also came into agreement that we will adjust our approach on the situation in Myanmar and to try to engage Myanmar at every level and to all political factions that are active and are involved in that crisis situation in Myanmar," he said.

Marcos, meanwhile, expressed deep concern regarding the humanitarian crisis and the continued economic impacts of the Russia-Ukraine war, which contributes to global food and energy insecurity.

On the South China Sea issue, he reaffirmed the Philippines' commitment to the peaceful resolution of disputes and advocated for a rules-based maritime order anchored on the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Marcos also called for increased collaboration among concerned nations in the Brunei Darussalam-Indonesia-Malaysia-Philippines-East ASEAN Growth Area (BIMP-EAGA) for further development of the region.

Marcos participated in the ASEAN Leaders’ Interface with Representatives of ASEAN-Interparliamentary Assembly (AIPA), and ASEAN Leaders’ Interface with Representatives of ASEAN Youth.

He also attended the ASEAN Leaders’ Interface with Representatives of ASEAN Business Advisory Council (ASEAN-ABAC), ASEAN Leaders’ Interface with High-Level Task Force on ASEAN Community Post 2025 Vision (HLTF-ACV).

MANILA – President Ferdinand R. Marcos Jr. has emphasized the need for the Philippines and Vietnam to reach an agreement to avoid potential maritime disputes.

Marcos discussed with Vietnamese Prime Minister Pham Minh Chinh his intent to hold a dialogue with Hanoi to avoid a repeat of sightings of Vietnamese vessels in the Philippines' exclusive economic zone (EEZ).

This was after the Philippine Coast Guard (PCG) spotted Vietnamese vessels in the West Philippine Sea (WPS) in March.


"Nag-usap kami ng Prime Minister (The Prime Minister and I talked). We have to find a way. Sabi ko huwag ‘yung ganito na nag-a-ano tayo, mag-usap tayo nang mabuti (I told him we have to have a thorough discussion on the issue)," Marcos said in a media interview on Thursday while on board PR001.

"And that’s why I have asked our foreign ministers, ating Foreign Secretary and then the Foreign Minister of Vietnam to begin, develop the talks so that we can have an agreement na hindi na siguro magkaproblema ng mga ganyang klase (to avoid any problem)."

In a report last month, the PCG said it spotted at least 20 Chinese and Vietnamese vessels near the Sabina Shoal during its maritime patrol from March 16 to 21.

Getting no response despite multiple radio challenges, the PCG deployed its personnel through rigid-hull inflatable boats in and around the shoal to disperse the foreign-flagged vessels.


Marcos said the talks between the Philippines and Vietnam should start as early as possible.

"Dahil hindi naman (Because it's not) contentious, it’s something that we never had to worry about before, ngayon lang (just now)," he said. "Kaya’t kailangan habang maaga eh pag-usapan na natin at makahanap na tayo ng sarili nating usapan. Mainam nga na hindi magkagulo, hindi magka-incident ng mga nangyayari sa atin ngayon (That's why we need to talk as early as now and find a way to avoid tension and a repeat of incidents like that)."

On May 1, Marcos directed the Department of Foreign Affairs and the PCG to map out the Philippines' fishing ground in the WPS.

His order came after the near-crash incident off Spratly Island between a Chinese coast guard ship and a Philippine patrol vessel.

During his intervention at the 42nd Association of Southeast Asian Nations (ASEAN) Summit Retreat Session in Labuan Bajo, Indonesia on Thursday, Marcos urged all parties to abide by the United Nations Convention on the Law of the Sea (UNCLOS) to prevent the South China Sea (SCS) from becoming the focal point of armed conflict.

The President also ensured that the Philippines is committed to the implementation of the Declaration on the Conduct (DOC) of Parties in the South China, as well as the early conclusion of an effective and substantive Code of Conduct (COC) in the South China Sea.

ASEAN and China signed the DOC on Nov. 4, 2002 to exercise self-restraint and promote non-militarization within the busy waterway.

MANILA – This year's Association of Southeast Asian Nations Fleet Review (AFR) held in Subic Bay, Zambales on Thursday is a testament to the Philippines' "unwavering commitment" to promoting maritime security in the region.

Philippine Navy (PN) chief Vice Admiral Toribio Adaci Jr., in a statement Thursday night, said AFR participants highlighted their naval capabilities and readiness in the event.

He added that it sends a clear message to the world -- the Philippines is dedicated to safeguarding "our shared waters, countering maritime threats, and ensuring the stability that underpins our economic growth and prosperity."


“As we embark on the ASEAN Fleet Review and the second edition of the ASEAN Multinational Naval Exercise (AMNEX) under the auspices of the PN, I would like to extend my deepest appreciation to the Royal Thai (RT) Navy for setting the stage and spearheading the very first ASEAN Fleet Review and AMNEX in 2017. The RT Navy played a pivotal role in shaping AMNEX into a remarkable platform for addressing common regional maritime problems and enhancing military responsiveness,” Adaci said.

Participating ships in the AFR were the PN's BRP Antonio Luna (FF-151) and BRP Andres Bonifacio (PS-17); RSS Supreme (73) from the Republic of Singapore Navy; KRI Gusti Ngurah Rai (332) from the Indonesian Navy; KD Leiku (FF-G30) from the Royal Malaysian Navy; OPV 512 (Patanni Class) from the Royal Thai Navy; KDB Daruttaqwa(09) and KDB Afiat (20) from the Royal Brunei Navy; Trang Hung Dao (015) from the Vietnam People’s Navy.

With the theme “Synergy at Sea: Regional Cohesion for Peace and Stability,” the AFR 2023 provides an opportunity for the ASEAN members to be ambassadors of goodwill and catalysts of ASEAN centrality and cooperation.

Highly successful

Meanwhile, Department of National Defense (DND) chief Carlito Galvez Jr. who witnessed the AFR with Armed Forces of the Philippines (AFP) chief Gen. Andres C. Centino and Adaci called the event a success as two PN ships and another seven from ASEAN navies were able to participate in the event.

“The fleet review that we have witnessed today was indeed a pleasure to behold. More than the thrilling sights and sounds that delighted our senses, we are immensely elated for being able to bring together two PN and seven vessels from other ASEAN navies,” he added.

Galvez also said that even countries with no standing navies like Cambodia, Myanmar and Lao People’s Democratic Republic sent their observers to the event -- a laudable gesture of unity and solidarity to the ASEAN community.

“We are confident that this year’s AFR, conducted alongside the 2nd ASEAN Multilateral Naval Exercise, will further foster interoperability and cooperation among ASEAN member states in the conduct of responsible maritime security operations,” he stressed.

Galvez also emphasized that this activity was not a show of force, but rather a showcase of the ASEAN centrality and to show the oneness and unity of the different countries.

He added that the ASEAN navies come together to promote rule-based and safe maritime operations with our brothers and family of like-minded nations.

“If all the armed forces are talking to each other, we can prevent war from happening because we are talking about peace and understanding, and we are reaching out to everybody,” Galvez said. “To the Team Philippine Navy, congratulations and carry on! I commend you for graciously hosting the AFR 2023. Indeed, what a way to cap your 125th anniversary two weeks from now… to all our sailors and marines, I and the One Defense- AFP Team-Philippines wish you fair winds, clear skies, and following seas always,” he concluded.

PH Fleet conducts first-ever PFDEX

In a related development, the Philippine Fleet (PF) showcased its modern naval platforms and desired future capabilities of the PN at the first-ever Philippine Fleet Defense Expo (PFDEX) 2023 at the Naval Base Heracleo Alano, Sangley Point, Cavite City Thursday.

PFDEX 2023 will run from Thursday to Saturday and is open to all enthusiasts and interested individuals.

This event, in partnership with EXPOASIA as the event organizer, is part of the preluding activities for the 125th PN anniversary later this month.

It gathers maritime and naval defense industries in an exhibition area to showcase their products and technology developments.

Considered as the first of its kind in the AFP, the PFDEX also features lectures/symposium from industry experts, and gives a glimpse of the Navy’s upcoming assets like submarines, offshore patrol vessels, unmanned systems, naval weapons and combat systems, cyber and electronic warfare, ISR systems, naval aviation, force protection, logistical systems, and support systems.

This activity highlights the Navy’s stepped-up efforts to bolster its capabilities in maritime defense while also providing an enabling platform for the defense and security sector to expand networks and explore opportunities for collaboration with policymakers and industry leaders.

MANILA – Australian Foreign Affairs Minister Penny Wong will discuss with her Filipino counterpart, Foreign Affairs Secretary Enrique Manalo, the two nations' growing defense and security partnership, as well as other areas of cooperation, during her official visit to the Philippines next week.

The Department of Foreign Affairs (DFA) said Friday Wong would be in Manila from May 16 to 19 at the invitation of Manalo.


Manalo will meet with Wong on May 18 and discuss a broad range of issues of mutual interest, including development cooperation, trade and investment, and people-to-people ties.

“This bilateral meeting will allow both countries to assess the current state of their bilateral relations and chart the course for further collaboration,” the DFA said.

Wong will also pay a courtesy call on President Ferdinand R. Marcos Jr. and Vice President Sara Z. Duterte.

The Australian official’s Manila trip follows a series of high-level exchanges between the Philippines and Australia as both have sought to upgrade their comprehensive partnership to a “higher level.”

“This visit is also an excellent opportunity to renew and deepen the friendship between the two nations and explore new areas of cooperation,” the DFA said.

This will be Wong’s first visit to the country since assuming office in May 2022 after the election of Prime Minister Anthony Albanese’s Labor Government.

MANILA – The meeting between Department of National Defense (DND) chief Carlito Galvez Jr. and United States Army chief Gen. James McConville highlights the positive momentum of the defense alliance between Manila and Washington DC.

"The meeting between the two officials builds on the positive momentum of the Philippines-US defense alliance and further reinforces the close and cooperative military relationship between the two nations," DND spokesperson Arsenio Andolong said in a statement Friday.

He added that McConville's visit to the DND chief on May 10 is part of a series of high-level visits by American officials, which indicate the US government's desire to strengthen the alliance between the two nations.

Other US officials who have visited the Philippines during the Marcos administration were Vice President Kamala Harris; Secretary of State Anthony Blinken; Secretary of Defense Lloyd Austin; Secretary of the Air Force Frank Kendall III; Admiral John Aquilino, US Indo-Pacifc Command chief; Admiral Michael Gilday, US Chief of Navy Operations; Lindsey Ford, Deputy Assistant Secretary for Defense for South and Southeast Asia; and Mira Resnick, Deputy Assistant Secretary, Bureau of Political and Military Affairs, Department of State.


The two officials also discussed the strong and enduring defense partnership between the Philippines and the United States.

Andolong said the meeting highlighted the productive outcomes of high-level engagements between the two countries such as President Ferdinand R. Marcos Jr.'s recent official visit to the US
"Senior Undersecretary Galvez expressed his deepest appreciation for the warm hospitality accorded by the US Government to the President and the Philippine delegation during his visit to the US Department of Defense. President Marcos was given military honors with a 21-gun salute at both the Pentagon and Arlington Memorial Cemetery -- a rare, one-of-a-kind privilege given to a visiting dignitary," he added.

During the meeting, Galvez welcomed the successful execution of the largest iteration of the "Balikatan" Exercise as well as the conduct of Exercise "Salaknib," the annual Army-to-Army exercise geared at strengthening the interoperability between Filipino and American soldiers.

"He also recalled that both activities featured live-fire exercises and utilized capabilities such as the Javelin anti-tank weapon system, and the high mobility artillery rocket system (HIMARS)," Andolong said.

Meanwhile, McConville highlighted the importance of both armed forces working together and building long-lasting relationships.

"He mentioned that in the region, there is peace through strength, and strength comes from allies and friends working together," Andolong said.

Both officials emphasized the strong people-to-people engagements between the Philippines and the US, recalling fond memories and shared experiences of junior officers participating in joint courses with the US Army and other prestigious multi-level International Military Education and Training program being provided by the US Armed Forces.

"Gen. McConville was amazed when Senior Undersecretary Galvez shared that no less than six cabinet secretaries in the previous administration were graduates of US training programs in Fort Benning, Georgia and other military courses and institutions," Andolong said.

The Philippines and the United States have a longstanding and strong defense alliance forged through decades of cooperation and mutual support.

DUMAGUETE CITY – The Department of Trade and Industry (DTI) on Thursday called on the local government units and congressional representatives in Negros Oriental to allocate funds for livelihood assistance to barangays affected by the communist insurgency.

This developed as DTI-Negros Oriental provincial director Nimfa Virtucio said that agency funds intended for the government’s whole-of-nation approach through the Task Force to End Local Communist Armed Conflict (TF-ELCAC) have already been fully exhausted.

“We already distributed last year some PHP1.8 million worth of livelihood projects to several former rebels (FRs) and organized groups in areas identified under the TF-ELCAC but unfortunately, we no longer have the money for this year,” Virtucio said during the Kapihan sa PIA forum.

“This is a reality. Government agencies were not given funds for this year,” she said.

Virtucio added that they had to be innovative in using funds intended for DTI’s regular projects and other purposes to continuously accommodate displaced individuals in conflict-affected areas.


Her statement comes as 34 new barangays in Negros Oriental have been identified this year to be included in the TF-ELCAC list of areas already “cleared” of the insurgency and are set to benefit from the government’s various interventions.

Virtucio said the DTI cannot give cash to pre-identified beneficiaries in conflict areas as it is prohibited hence, they distribute goat, cattle, and/or sari-sari store livelihood packages that they procure themselves.

She admitted that with the new barangays identified in the ELCAC list, it is now a “dilemma” for them to find ways to be able to provide livelihood packages, especially for FRs who are promised a new life once they surrender to authorities.

The DTI official is hopeful that the National TF-ELCAC will allocate more funds this year to continue the programs and projects that were initiated during the time of then-President Rodrigo Duterte to end the communist insurgency.

BACOLOD CITY – At least 553 individuals have fled their homes while high-powered weapons have been recovered as fresh clashes took place between the Philippine Army's 94th Infantry Battalion (IB) and New People's Army (NPA) rebels in the hinterlands of Kabankalan City, Negros Occidental Thursday night.

In a statement on Friday, Brig. Gen. Orlando Edralin, commander of the 303rd Infantry Brigade (IBde), said the soldiers engaged about 15 fighters of Sentro De Grabidad Platoon (SDG) of Central Negros 2 after they were spotted asking for medicines for their comrades wounded during a clash last week in adjacent Barangay Hilamonan, Himamaylan City.

“Operating troops of 94IB were conducting combat operation in response to the information about the presence of armed men,” he added.

The firefight, which took place around 6 p.m. in Sitio Dangalon, Barangay Hilamonan, lasted for about 20 minutes.

According to the 303IBde report, the rebels were believed to have lost at least two of their comrades "based on heavy bloodstains found on the encounter site."

During the clearing operation, troops recovered an M16 rifle, an M4 rifle, two magazines for M16, 11 rounds of 5.56mm live ammunition, a bandolier, a backpack, and personal belongings.


“The capture of the high-powered firearms will surely reduce the capacity and weaken the capability of the communist-terrorists to stage terroristic activities in Negros Occidental," Edralin said.

Lt. Col. Van Donald Almonte, commander of 94IB, acknowledged the locals for providing information and village officials for their vigilance and cooperation.

On Thursday night, Mayor Benjie Miranda posted on his Facebook page his visit to the families staying at Barangay Hilamonan gymnasium while on Friday, he also showed a live video of residents leaving their homes under his supervision.

Data from the Philippine Army as of Friday noon showed there are 15 individuals from three families staying at the Barangay Hall of Buenavista; 136 individuals from 24 families, Paloypoy Integrated School; 170 individuals from 34 families, Paloypoy Church; and 232 individuals from 61 families, Barangay Hilamonan Gymnasium.

All internally displaced persons have been provided food packs by the City Social Welfare and Development Office of their local government units.

On May 3, an encounter took place in the area of Sitio Paloypoy-Daku and Sitio Ulo-Tuburan, Barangay Buenavista, resulting in the death of NPA rebel Crispin Tingal, 36, and a resident of Sitio Dangalon, Barangay Hilamonan.

CEBU CITY – An alleged remnant of the New People’s Army (NPA) was killed in an encounter with troops of the 47th Infantry Battalion in Barangay Tabuan, Antequera, Bohol province on Friday morning, a police official said.

Col. Lorenzo Batuan, chief of the Bohol provincial police, identified the slain rebel as a certain “Jasper.”

He was with four of his comrades when the gunfight ensued. The four others managed to escape.

“The Bohol Party Committee has long been dismantled by the government. But there were reported sightings of their remnants in the area. That alias Jasper was identified by his former comrades who have already surrendered and availed of the assistance from the government,” Batuan told the Philippine News Agency (PNA) in a phone interview.


He said the town police have joined the soldiers in pursuing the four other rebels while the Scene of the Crime Operation in the province rushed to the area to gather evidence.

Authorities have recovered a caliber .45 pistol with a magazine, and several live ammunition, the Visayas Command (Viscom) said in a statement.

Lt. Col. Israel Galorio, Viscom’s spokesperson, said the real name of “Jasper” is yet to be known.

TACLOBAN CITY – The Philippine National Police (PNP) said the death of an armed group leader and the arrest of 15 of his cohorts in Calbayog City will reduce crimes, particularly illegal drug trade in Samar province.

Speaking to reporters on Friday, PNP Eastern Visayas regional director Brig. Gen. Vincent Calanoga commended joint operations for the neutralization of the group on May 10.


“The turn of events was inevitable since a firefight ensued during the operation. His doing was indeed a significant threat to the community and the whole of Eastern Visayas. If he had not been neutralized, he would have continued in all his illegal activities that would cause disorder and havoc to the populace. Likewise, the seizure and recovery of assorted firearms and ammunition is truly an accomplishment,” Calanoga said.

The official said that Magbutay, 26, alias "Alas," was reportedly behind recent shooting incidents in Calbayog City and allegedly involved in the illegal drugs trade.

Police operatives conducted an intelligence-driven operation and service of two warrants of arrest for murder cases against Magbutay on May 10 in Hamorawan village in Calbayog City.

Policemen raided the place where Magbutay and his men were sighted. The troops managed to rescue a minor who evaded from police and caught several men in illegal possession of firearms and ammunition.

Magbutay fired at the cops who shoot back, killing the gang leader instantly.

Recovered from Magbutay were a .45-caliber pistol and assorted ammunition.

Seized from his men were ammunition rack containing hundreds of live ammunition for .45-caliber pistols and M1 Garand, rifle grenades, sets of bandoliers, magazines for different types of rifles, tropical combat shoes, jungle hammock, raincoats, military and police uniforms.


The operation was a joint effort of the PNP Regional Intelligence Division, Provincial Intelligence Unit, Provincial Drug Enforcement Unit, Samar Police Provincial Office, 2nd Samar Police Mobile Force Company 12th Special Action Battalion, and Calbayog City Police Station.

Samar police provincial director Col. Peter Limbauan said the dismantling of the armed drug group led by Magbutay and his cohorts has a great impact on the peace and security of Calbayog and Samar province.

“The trust and confidence of the populace in the PNP is somehow regained. We expect that shooting incidents and illegal drugs trade will be minimized,” Limbauan said.

COTABATO CITY – Philippine National Police (PNP) chief, General Benjamin Acorda Jr., welcomed Friday the surrender of 50 outlawed Bangsamoro Islamic Freedom Fighters in Parang town, Maguindanao del Norte province.

The surrenderers turned in their firearms and pledge allegiance to the Philippine flag during surrender ceremonies held at the Camp SK Pendatun, the headquarters of the Police Regional Office in the Bangsamoro Autonomous Region (PRO-BAR), situated in Parang.

One of the surrenderers told police officials that the group decided to lay down their guns and abandon their armed struggle to "live normal lives, away from fears of engaging a more powerful government force."

The BIFF surrenderers had been operating in Maguindanao del Norte and Maguindanao del Sur provinces.
The group turned in several mortar rounds, assault rifles, grenade launchers, and bomb-making devices.

Brig. Gen. Allan Nobleza, the PRO-BAR director, presented the 50 former Moro extremists to Gen. Acorda in the presence of police officials and local leaders.

Acorda lauded the local political leaders for assisting the police in establishing a peaceful environment across BARMM.

“I appreciate your brave decision to embrace peace and work towards a better future for their communities,” Acorda told the surrenderers, adding that the event marks a crucial step towards lasting peace and reconciliation in the region.

Acorda presented the "Pedtabanga Tanu" livelihood assistance program to the former BIFF combatants during the ceremony.

“This program aims to empower and support the surrenderers in their transition to a peaceful and productive civilian life. Through livelihood training, skills development, and financial aid, the PNP and its partners are committed to ensuring that the former combatants have sustainable means of income and livelihood,” Acorda said in a statement on Friday.

An estimated 150 BIFF have so far surrendered to police and military authorities in the BARMM since January this year.

Acorda arrived here Thursday and presided over the BARMM Stakeholders’ Summit for Unity and Peace inside the BARMM regional government center in this city before proceeding to the PRO-BARMM headquarters for an overnight stay.

With Acorda were Brig. Gen. Nobleza, BARMM Senior Minister Abunawas Maslamama and BARMM Interior Minister Naguib Sinarimbo.

The meeting focused on the region's peace and order situation, encompassing security measures in preparation for the upcoming Barangay and Sangguniang Kabataan elections.

The forum aims to bolster the collaboration between the PNP and local government officials for the implementation of plans and programs to preserve peace and order in the region.

During the summit, Acorda also emphasized the importance of inclusive and participatory governance, highlighting the need for sustained efforts in addressing the root causes of conflict and promoting social cohesion.

He said the discussions centered on collaborative initiatives, capacity-building programs, and community engagement strategies to build a united and prosperous Bangsamoro region.

He also conducted a command conference with the PRO-BAR leadership to discuss key issues and strategic plans for maintaining peace and security in the region, and held a special talk with police officers there.

DAVAO CITY – Authorities exhumed the remains of a News People’s Army (NPA) rebel in Maragusan town, Davao de Oro province, a military official said Friday.

In a statement, Col. Ronnie Babac, the Army’s 1001st Infantry Brigade (101Bde) commander, identified the fatality as Leonardo Ellera Sr., a former squad leader of the dismantled NPA Guerrilla Front 2 (DGF-2)

Ellera’s remains were unearthed in Barangay Coronobe, Maragusan, on Thursday.

Babac said the exhumation was made possible through the information relayed by a certain Jeg, the former commanding officer of the DGF-2, and was witnessed by the deceased’s son, Leonardo Jr.

Jeg surrendered to the government on June 2022 with his party wife, Dan-dan, the former secretary of the DGF-2, and two others.


He revealed that Ellera died of hypothermia on April 27, 2022.

Relentless combat operations conducted by security forces forced them to bury the latter in a knee-deep unmarked grave, Jeg said.

Ellera's remains were immediately transported to his residence in Barangay Del Pilar, Mabini, Davao de Oro, and received by his wife, Elena.

He was laid to rest at the Mabini public cemetery in the afternoon of the same day.
