Minister Mohagher Iqbal of the Ministry of Basic, Higher, and Technical Education visited the Western Mindanao Command at Camp Navarro, Calarian, this city, on Tuesday, May 9, 2023, to pay a courtesy call on WestMinCom Commander Lt. Gen. Roy Galido.

Lt. Gen. Galido, together with Deputy Commander Brig. Gen. Vincent Incognito and the Unified Command Staff led by Col. Emmanuel Cabasan welcomed Minister Igbal at the Laong Laan Hall of the Command.
 
Both leaders discussed areas of mutual cooperation for the growth and development in the Bangsamoro region.
 
“Your armed forces are always here to support you in all your endeavors. Let us continue to work together for our fellow Filipinos and the accomplishment of our respective organization’s mission,” Lt. Gen. Galido said.

During his visit to WestMinCom, Minister Iqbal was accompanied by Mr. Abdulgafor Kanain, Director II of the Liaison Office in Metro Manila; Mr.Abdullah Salik, Jr., Director General for Basic Education; Mr. Marjuni M. Wounded NPA with High-powered firearm yields in Surigao del Sur

PLACER, Surigao del Norte – A wounded NPA fighter voluntarily surrendered at the headquarters of the Army’s 36th Infantry (Valor) Battalion in Brgy Puyat, Carmen, Surigao del Sur bringing along with him one high-powered firearm on Sunday May 7, 2023.

According to LTC MICHAEL REY S REUYAN PA, commander of 36IB, the surrenderee was identified as Jonas Maayo Angeles @ Remboy/Angel of Barangay Pantukan, Carrascal, Surigao del Sur who brought along one (1) M16A1 AR18 rifle and one (1) magazine loaded with ammunitions. Jonas is an armed NPA member who belong to the Sentro De Grabidad (SDG) of the weakened Guerilla Front 16 of the Northeastern Mindanao Regional Committee of Komisyon Mindanao (KOMMID).

It can be recalled that an armed encounter ensued on April 15 in Brgy Esperanza, Carmen, Surigao del sur and on May 2 between the troops of 36IB and fully armed Communist-New People’s Army Terrorists (CNTs) in Brgy Maitom, Tandag City wherein the government troops recovered one (1) high powered firearm, ordnance items, medical paraphernalias and assorted personal belongings.

Alias Remboy said " Sa kadugayan nakahuna-huna nako ug desisyon nga mo hawa naku sa armadong grupo tungod kay lisod naman unya gikapoy naman ku, labi natong samaron ku nga nagka-engkwentro mi sa mga sundalo pitsa 15 sa Abril dito sa Brgy Esperanza, Carmen. Sukad ato, sige namig balhin-balhin bisan asang kalasangan og bukid, para lang na makalikay mi sa mga sundalo. Grabe ka lisod kaayo kay usahay batiun namig kagutom kulang naman ang amu-ang pagkaon, isa pa dili dayon makakuha ug supply nga pagkaon para sa amo-a tungod sa padayong operasyong militar.” (I finally decided to desert from the armed group because of tiredness and exhaustion I experienced after being wounded during our armed encounter with the government troops last April 15 in Brgy Esperanza, Carmen, SDS. Since then, our group frequently moved from one place to another in the hinterland areas to evade the operating troops and most of the time we experienced hunger and shortage of food because our supply lines were cut off due to the continuous military operation in the area.)


BGEN GEORGE L BANZON PA, Commander of the 901st Infantry (Fight ‘Em) Brigade commend the troops of 36IB under the leadership of LTC MICHAEL REY S REUYAN PA for their continuing effort in running after the remaining members of the terrorist NPA operating in the province of Surigao del Sur and he also recognized the effort and cooperation of concerned citizens for these accomplishments, particularly the Indigenous Communities for providing timely information every time they felt the presence of the CTGs in their communities. “This is a clear manifestation that the CTGs can no longer exploit the Indigenous People (IP) or Indigenous Cultural Communities (ICCs), I strongly believed that with the active cooperation of our IPs/ICCs, most especially the IP leaders we would be able to put an end to the countless atrocities perpetrated by the CTGs,” GEN BANZON added.

“I’m calling on the remaining NPA members to lay down their arms, refrain from hiding and surrender to the government authorities. We will continue the momentum of intensified focus military operations in areas where there are persistent reports of CTG’s presence. I am again appealing to you to abandon the armed struggle now before it’s too late, grab every chance or opportunity to desert from the armed group and lead a peaceful life”, the General said in his closing statement.

Metro Manila (CNN Philippines, May 11) — President Ferdinand Marcos Jr. on Thursday called on fellow Southeast Asian leaders to work together in preventing armed conflict in the disputed South China Sea, and renewed his call for the early conclusion of a rules-based conduct in the area.

Marcos noted the country’s concern over recent incidents that infringe on its rights in the contested waterway and reiterated the need for a code of conduct anchored on the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

"We must ensure that the South China Sea does not become a nexus for armed conflict," he said during his intervention at the 42nd Association of Southeast Asian Nations (ASEAN) Summit Retreat Session in Labuan Bajo, Indonesia.

"We must avoid the ascendance of might and the aggressive revision of the international order. In an increasingly volatile world, we require constraints on power contained by the force of the rule of law," the president added.


His call came amid continued aggressive actions by Chinese vessels in the resource-rich waters, nearly all of which the East Asian giant claims as its own.

This is despite a 2016 arbitral ruling in The Hague that invalidated Beijing's sweeping claims over the South China Sea, including the West Philippine Sea, and recognized Manila's rights within its exclusive economic zone.

Among the more recent tense encounters between the two countries was the near-collision of a Philippine vessel with a much bigger Chinese ship due to the latter's "dangerous maneuvers" in the vicinity of Ayungin Shoal over two weeks ago.

In late April, the Philippine Coast Guard also reported that over 100 Chinese ships linger in the West Philippine Sea despite being asked to leave.

"Despite the continued incidents of Filipino vessels in our waters and attempts to deny and obstruct our ability to exercise our sovereign rights in our exclusive economic zone, the Philippines will remain firm in upholding and protecting our entitlements under UNCLOS," Marcos said.

In the same speech, the president also urged all sides to work towards the immediate cessation of violence in Myanmar.

"We continue to call on Myanmar to abide by and implement the Five-Point Consensus, and for our external partners to complement ASEAN's efforts in the context of the Five-Point Consensus," Marcos said.

He also expressed concern over the heightened tensions in the Korean Peninsula, saying the Philippines continues to underscore the need for North Korea to abide by prevailing United Nations Security Council resolutions.

MANILA, Philippines – While the leaders of the 10 member-countries of the Association of Southeast Asian Nations (ASEAN) were meeting in Labuan Bajo, Indonesia, for their annual summit, the Philippines hosted Thursday, May 11, the ASEAN Fleet Review, featuring the naval forces of the region.

The fleet review is part of the 42nd ASEAN Multilateral Naval Exercises at Subic Bay, in Zambales. Naval top brass of the different ASEAN countries and some of their ships attended this event.

The chief of staff of the United States Army visited the country and separately conferred with top Philippine military officials, including Armed Forces of the Philippines Chief of Staff Gen. Andres Centino and his counterpart from the Philippine Army.

General James McConville visited Camp Aguinaldo on Wednesday and talked with Centino on a trip to the country amid the ongoing US- Philippines Thunder Cope Exercise and following the conclusion of Balikatan Exercise which was participated by 17,600 Filipino and American troops.

Military public affairs office chief Col. Jorry Baclor said that during the meeting between Centino and McConville, the two military leaders discussed the growing bilateral relationship between the two countries that was highlighted by the recent visit of President Ferdinand R. Marcos Jr. to the US.


“I was very excited about his recent visit to Washington D.C. as it sets the stage for a bigger and stronger relationship,” the chief of the US Army said, according to Baclor, as the general welcomed the training exercises and high-level engagements as a sign of increasing partnership between the two countries.

“We’ve been friends and allies for a long time, and I think it is important that we stay that way. In fact, [I think it’s better that] we become better friends, partners, and allies in the future,” McConville added.

Centino returned his guest’s optimism on the Philippines and US alliance by welcoming the recent developments, especially those that will boost military capability and interoperability.

“We are thankful for your commitment and your support. We appreciate you for coming here as it goes a long way in strengthening our alliance and promoting cooperation,” Centino said.

The chief of the US Army also visited the headquarters of the Philippine Army and talked with Army chief Lt. Gen. Romeo Brawner Jr. where the two bolstered the Army-to-Army ties. McConville was accorded a 17-gun salute by the Army.

During their meeting, the two Army leaders emphasized the need to bolster the Army interoperability of both countries and affirmed their commitment to ensure and sustain a free and open Indo-Pacific region, according to Army spokesman Col. Xerxes Trinidad.

McConville also honored fallen Filipino soldiers during a wreath-laying ceremony at the Tomb of the Unknown Soldier at the Libingan ng mga Bayani where Brawner served as the military host, while the Army’s Security and Escort Battalion accorded ceremonial honors during the wreath-laying rites.

Human rights group Karapatan said that Dex and Bazoo are the seventh and eighth persons involuntarily disappeared under Ferdinand Marcos Jr.’s administration.

MANILA – Families of missing activists Dexter Capuyan and Gene Roz Jamil “Bazoo” de Jesus appealed to the public May 1 to help find their loved ones who reportedly went missing since April 28.

Capuyan and De Jesus were reportedly in Taytay, Rizal when their families last heard of them.

Capuyan was a former Cordillera-based activist while de Jesus is a staff of the Philippine Task Force on Indigenous Peoples Rights (TFIP), a network of non-government organizations focusing on the rights of indigenous peoples in the Philippines to their ancestral land.

“They say, a mother loses half her life when she loses her child. But I will give the other half of my life just to find my son,” Mercedita, mother of De Jesus, said in Filipino.

Mercedita arrived on Monday from Italy where she and her husband work as overseas Filipino workers.

“I know my son, he is not a terrorist. He is an activist fighting for the rights and welfare not only of the youth and students, but also of indigenous peoples,” she added.

Despite their distance from their son, she said that their communication was constant and they have remained intact as a family.

Beverly Longid of Katribu said both families of de Jesus and Capuyan, together with Cordillera Human Rights Alliance and other groups, have initiated several efforts to search and locate them since May 2. Initially, she said, they filed a blotter in the village in Taytay as well as with the police headquarters in the area.

Longid also said they have searched military camps like Camp Capinpin, Camp Vicente Lim, Camp Crame, Camp Aguinaldo, the office of Intelligence Service of the Armed Forces of the Philippines (ISAFP) and National Intelligence Coordinating Agency (NICA).

“Unfortunately, these units and agencies have refused or failed to accomplish the forms we brought for them to certify that they do not have them in custody or in detention in their facilities,” Longid said.

In their search, Longid said they were able to gather information that men matching the description of Capuyan and Bazoo were taken by unidentified men using at least three vehicles, introducing themselves as operatives of the Criminal Investigation and Detection Group.

“We also gathered information that days before their abduction, unfamiliar individuals, who we also strongly suspect as state agents, were around the vicinity of the place of their abduction,” Longid added.

She said that as they join the families in appealing to the public to help them find Capuyan and de Jesus, they also warn the military, police and state agents “to desist from any actions that will intimidate whoever will come forward to assist us further to locate and surface Dexter and Bazoo.”

“Our only concern is for Dexter and Bazoo to be surfaced as soon as possible,” Longid added.

Serving the people

De Jesus described her son as a student who frequently received medals of excellence. When he was in college at the University of the Philippines in Baguio, De Jesus said Bazoo joined different organizations and became a student leader. But despite many extracurricular activities, Bazoo was able to graduate cum laude with a Journalism degree, Mercedita said.

“We saw how he was well loved by the UP-Baguio. After his graduation speech, leaders of the employees union approached us and said ‘You are fortunate that you have a son like Haji. He is a genuine servant of the nation,’” Mercedita recalled.

Meanwhile, Capuyan was described by his younger brother, Eli, as someone who is a truly caring and kind person.

“We went to the same elementary school, he would always check on me and help me in whatever I need. The same as when we were in high school, he was always with me during enrollment because our parents were busy with their work. He always took care of me,” Eli said.

At school, Eli described his brother as someone who was sociable and a “crush ng bayan”. In college, Capuyan has extended his care to the students of his school and started to become part of the youth movement.

“He became a very passionate student activist and this has led him to help more people, such as the workers and the indigenous people of Cordillera,” Eli said.

Capuyan was also the former editor-in-chief of UP-Baguio’s student publication, Outcrop. He also formed the first League of Filipino Students in UP-Baguio.

“Our father was offering him to study law and become a lawyer so that he can continue helping those in need. But he did not do it. He continued to provide help directly to those who are in need, helping them find solutions to their problems,” Eli said.

“He continued and never gave up. He gave up on what could have been a beautiful and normal life, but he really wanted to help,” Eli said.

Eli expressed his concern on the welfare of his brother.

“It is difficult that we do not know where he is or what his situation is. I think about his welfare when I eat, and I wonder if he has eaten too. Or is he able to take rest or sleep soundly at night?” he said.

Mercedita said that they will not stop searching for Bazoo and Capuyan.

She added that they will remain strong because it is only what they can offer now.

“I will not cry because I know there is hope that we will see him once again, we can hug and kiss him once again,” she said.

Caselle Ton, spokesperson for the Cordillera Human Rights Alliance, said this was the third case of abduction of activists and human rights defenders in Cordillera.

James Balao was abducted and went missing on Sept. 17, 2008 after years of threats and vilification. Stephen Tauli, the regional council member of the Cordillera Peoples’ Alliance was also abducted on Aug. 20, 2022 but was released by his captors a day after. His abductors forced him to turn into a government spy and tried to force him to confirm fellow activists’ alleged links with revolutionary groups.

Ton said colleagues and friends of Capuyan and Bazoo in Baguio City also visited Camp Allen and Camp Dangwa and sought for a dialogue.

Eight people missing under Marcos Jr.

Meanwhile, human rights group Karapatan said that Capuyan and Bazoo are the seventh and eighth persons involuntarily disappeared under Ferdinand Marcos Jr.’s administration.

The others are Gabriela activists Ma. Elena Pampoza and Elgene Mungcal, New People’s Army members Aurily Havana and Jennifer Binungkasan, National Democratic Front of the Philippines consultant Ariel Badiang, and Negros peasant organizer Leonardo Sermona.

Cristina Palabay, Karapatan secretary general, expressed frustration over the non-cooperation of the military and police in implementing the Anti-Enforced Disappearance Act of 2012.

“This has always been the modus, people are abducted by suspected state agents because of the work that they do. And when you go searching to government agencies, which is in the law, they are always dismissive,” Palabay said.

She said that under the law, every unit is mandated to produce a report or a confirmatory document on the whereabouts of the victim and immediately issue a certification in writing to those who are inquiring. Palabay said that under the law, it does not have to be the relatives. Under Section 8 of the law, it can be the lawyer, the media, human rights organizations, and even a representative.

Palabay also asked the Commission on Human Rights to exercise its powers, which is also under the law, in inspecting the camps or safe houses to help the families in searching for the missing individuals.

Palabay also slammed the list of supposedly wanted persons posted by the Philippine National Police Regional Office 5 where Capuyan was included.

The wanted poster bears the names and faces of alleged “communist terrorist group personalities” and the bounties offered for their capture, dead or alive.

Capuyan’s photo is on the poster, which also contains the pictures of 81 other individuals, with bounties ranging from P150,000 ($2,693) to P10 million ($179,534).

Capuyan, a Bontoc-Ibaloi-Kankanaey, is listed with a P1.85 ($33,213) million-bounty, rendering him vulnerable to harm by those intent on collecting the bounty.

Karapatan said that so far, three persons on the wanted poster have gone missing, while five have been arrested.

Aside from Capuyan, the other missing persons on the list are NDFP consultants Leo Velasco, who has been missing since Feb. 19, 2017, and Prudencio Calubid, missing since June 26, 2006.

Those arrested and currently detained are Evelyn Munoz, Evangeline Rapanut, Rosita Serrano, Adora Faye de Vera, and Eric Jun Casilao.

Although disappearances and other human rights violations happen with every administration, the worst was during the martial law years of the father of Marcos Jr., the dictator Ferdinand Marcos Sr., 1,600 people. While some surfaced alive, many were found dead, and still many others continue to be missing. Of those who were disappeared during Marcos Sr’s term are student activist Rizalina Ilagan and Ma. NTF-ELCAC legal cooperation cluster head Assistant Solicitor-General Angelina Miranda asserts that 'red-tagging' is a 'legally non-existent' word

ZAMBOANGA, Philippines – President Ferdinand Marcos Jr. has ordered the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to continue its anti-communist insurgency campaign without letup, National Security Adviser Eduardo Año said on Wednesday night, May 10.

Año said this following the announcement of Vice President and Education Secretary Sara Duterte’s designation as co-vice-chairperson of the NTF-ELCAC, a government arm created by her father, former president Rodrigo Duterte, that gained notoriety because of its penchant for red-tagging citizens and groups critical of those in power.

The Department of Education (DepEd) itself has caught flak for red-tagging critics since the younger Duterte took over as its head.

Año told a media briefer that Marcos’ “marching orders to the NTF ELCAC is clear: Sustain the whole-of-nation approach to peace and development to prevent communist terrorists, their front organizations, and other lawless elements from recruiting, regrouping, and regaining power.”

“We truth tag, not red tag. We bring you the truth,” said Assistant Solicitor-General Angelina Miranda, the head of the task force’s legal cooperation cluster.

Miranda asserted that “red-tagging” – the practice, often undertaken by State actors, especially law enforcement agencies, in publicly labeling individuals, groups, or institutions as having affiliations with communist rebels – is a “legally non-existent” word.

This, she said, was the reason why cases of red-tagging filed during the Duterte administration were dismissed, and another filed after Marcos Jr. took over was sent by the Supreme Court to the Court of Appeals and, subsequently, to the Office of the Solicitor General.

In 2021, however, SC justices grilled government lawyers as a result of NTF-ELCAC’s relentless red-tagging, as they pointed out the risks of labeling people and groups without basis.

A year later, the High Tribunal cautioned that inciting violence against judges, in response to the threats made by former NTF-ELCAC spokesperson Lorraine Badoy against a Manila judge, may be seen as contempt of court.

Año said Vice President Duterte’s new task would complement her efforts as education secretary in keeping New People’s Army (NPA) rebels and their support groups away from basic education institutions.

He also said Duterte was seen as “invigorating” by the task force as it works to further weaken communist rebel forces, and proceed “towards sustained development” down to the barangay levels.

Armed Forces of the Philippines (AFP) Chief of Staff General Andres Centino said the military has seen the NPA significantly weakened since the NTF-ELCAC was created by Duterte’s father through Executive Order No. 70. From 89 NPA guerrilla fronts in 2019, only 22 are left, he said.

“We were able to dismantle 67 guerrilla fronts,” Centino said.

Of the 22 remaining fronts, he said 20 have weakened and lost their mass base support, and only two others in Northern Samar can still boast of having mass bases.

Centino said this was the reason troops from Western Mindanao were deployed to Northern Samar to finish off the two active guerrilla fronts there.

AT LEAST 250 individuals attended on Wednesday, May 10, 2023, the information drive against terror conducted by the Army’s 5th Infantry Battalion (IB) in Lanao del Sur.

Aside from anti-terrorism law, also discussed during the campaign were anti-drug abuse and violence against women and children law during the information drive held at the gymnasium of Calupaan village, Poona Bayabao, Lanao del Sur.

The attendees of the information drive include residents from the nearby villages of Pantao and Bubong.

First Lieutenant Cezr Mendez, civil-military officer, of the 5IB supervised the conduct of the activity.

The 5IB said in a statement Thursday, May 11, that the activity aimed to prevent the recruitment of vulnerable sectors such as the youth and women to join the New People’s Army and the Isis-inspired Dawlah Islamiya group.

“Terrorism imposes a serious threat to democracy and humanity. Hence, it must be prevented proactively through information drives and similar activities targeting vulnerable sectors of the community,” the 5IB said in a statement.

The activity was also held to provide awareness of the effects of using illegal drugs and strengthen information dissemination about violence against women and children.

The 5IB together with the members of the Kambong Eagles Club of Poona Bayabao also distributed toys and hygiene kits to the participants and children present during the activity. (SunStar Zamboanga)

As the peace agreement between the KAPATIRAN, formerly known as the Rebolusyonaryong Partido ng Mangagawa Pilipinas, Revolutionary Proletarian Army – Alex Boncayao Brigade (RPM P RPA ABB) is now on final phase of implementation, its leaders are asking the government to protect its resettlement sites in Negros Occidental.

Alan Gozon, KAPATIRAN secretary general, yesterday disclosed that 13 of their leaders have been assassinated by the New People’s Army after entering into peace agreements with the government in year 2000.

Among them was Arturo Tabara, former secretary of the defunct CPP Visayas Commission, who broke from the mainstream rebel group, and formed the RPM P and its armed wing, the RPA ABB with Carapali Lualhati, nom de guerre of Stephen Joseph Paduano, now the Abang Lingkod party list group representative.

Prior to the demobilization of RPA ABB combatants in 2019 as part of the peace agreement, Veronica Tabara, KAPATIRAN president, recalled that NPA rebels attacked their resettlement sites in Brgy. Locotan, Kabankalan City, where three of its members died.

Veronica, the widow of Arturo Tabara, known as Ka Inca when she was still a member of the Communist Party of the Philippines Central Committee, said that the CPP and its armed wing, the New People’s Army, declared them as their “enemy” for cooperating with the government.


“It is true, but for peace and development,” she admitted.

Tabara said the policy of the CPP-NPA now is to wipe them out by targeting their units and leaders.

She also reported that more of their leaders are now also under surveillance by the Special Partisan Units of the NPA.

This was also confirmed by Gozon, who also served as chairman of the Democratic Association of Labor Organizations, that he received information since April this year on the deployment of suspected NPA assassins in Brgy. Bata, Bacolod City, where he resides.

Paduano, who used to be the RPA ABB national commander, is also a resident of the barangay.


From May 6 to 11, Gozon reported the visit of unidentified persons at his residence, wearing helmets despite the extreme heat, while others are wandering near his residence, based on the testimonies of his neighbors.

While we are also vigilant, Tabara said they are asking the government to help them in the protection of their lives.

By killing us, they want to project that there should be no serious peace talks with the government, as the CPP NPA vowed to overthrow the government, through a People’s Protracted War, she stressed.

Of the 727 former RPM P RPA ABB members, more than 450 reside in Negros Occidental.

VERONICA Tabara, president of Kapatiran Para sa Progresong Panlipunan Inc. (Kapatiran), revealed Thursday, May 11, that Rafael Baylosis will take the place left by the late Jose Maria Sison as chairman of the Communist Party of the Philippines (CPP), and the face of the country's communist movement.

Tabara, a former member of the party's central committee, said that based on her knowledge of the members of the senior cadres, Baylosis will replace Sison as party chairman.

She said Baylosis, who is from Luzon, is the most senior CPP official.


In December last year, the CPP confirmed that Sison, the iconic leader of the communist movement in the Philippines died at age 83.

Sison has lived in self-imposed exile in Europe ever since peace talks with the government bogged down in 1987.

Baylosis, a member of the NDFP Reciprocal Working Group on Political and Constitutional Reforms and allegedly the acting secretary of the New People's Army, was arrested in January 2018 by the Criminal Investigation and Detection Group

Kapatiran is composed of former members of the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade-Tabara Paduano Group (RPMP/RPA/ABB-TPG) who has signed a peace agreement with the national government.

Tabara who is co-chair of the Joint Enforcement Monitoring Committee was at the Capitol for the meeting of the Provincial Peace and Order Site Coordinating Team meeting.


The Provincial Site Coordinating Team was created through Executive Order No.29-12, Series of 2020, to assist the Joint Enforcement Monitoring Committee (JEMC) in providing appropriate interventions to Kapatiran under the three year normalization to sustain and strengthen the peace and development agenda of the province.

On December 6, 2000, the government and RPM-P/RP/ABB signed a peace agreement to end armed hostilities and commence the process of addressing the root causes of armed conflict.

The agreement resulted in the joint execution to end hostilities with the commitment of then RPM-P/RPA/ABB to the disposition of arms and forces, and the commitment of GPH for the release of alleged political offenders and/or political prisoners and the dropping or dismissal of charges of RPM-P/RPA/ABB officers and members, in accordance with existing laws.

Vice President and Education Secretary Sara Duterte has been given a third hat to wear, this time as a vice chair of the anti-insurgency task force, cementing her stature as the most powerful woman in government while stirring disquiet among her critics.

Duterte, in a speech on Wednesday, described her new role in the National Task Force to End Local Communist Armed Conflict (NTF-Elcac) as a “show of force” and a “powerful statement
against enemies of the state,” referring to combatants and sympathizers of the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines.

“The so-called protracted war must end, and it must end now,” Duterte said, addressing the NTF-Elcac’s executive committee. “We cannot let these things continue,” she added.

The NTF-Elcac is an agency created by Duterte’s father, former President Rodrigo Duterte, in December 2018, through Executive Order No. 70, which sought what it called a “whole-of-nation” approach to ending the decades-old communist insurgency. But the body has courted controversy over its members’ practice of “Red-tagging,” or branding critics, especially activists and journalists, as communists, often without basis.


President’s orders

National Security Adviser Eduardo Año, also a concurrent NTF-Elcac vice chair, said Duterte’s “unstinting commitment” to the fight against the communist insurgency “will undoubtedly be very valuable to the task force and we thank her for accepting the challenge.” President Marcos serves as the chair of the NTF-Elcac.

The announcement of Duterte’s new designation was made at a press conference on Wednesday night after an executive committee meeting presided over by Executive Secretary Lucas Bersamin.

Año said the appointment was approved in compliance with Marcos’ directives.

“The President’s marching orders to the NTF-Elcac is clear: sustain the whole-of-nation approach to peace and development to prevent communist terrorists, their front organizations, and other lawless elements from recruiting, regrouping and regaining power,” he said. But human rights and activist groups expressed worry that Duterte’s appointment would only heighten attacks and threats faced by dissenters, noting her own track record of Red-tagging groups and individuals critical of her policies in the Department of Education (DepEd).

Karapatan secretary general Cristina Palabay said Duterte’s appointment “reinforces the fascist character of the task force.”

“It only shows the greater need for the abolition of this task force,” she added.

Bayan secretary general Renato Reyes Jr. wondered why Duterte would even want to head the task force at a time when DepEd was suffering major setbacks in addressing the education crisis. “Schools have reduced face-to-face classes to twice a week. School hours have been shortened. Classes are now just 40 minutes each. Students and teachers are struggling … This should be the DepEd secretary’s priority instead of counterinsurgency,” he said.


Confidential, intel funds

On Thursday, two lawmakers from the opposition Makabayan bloc pointed out that Duterte might have access to more confidential and intelligence funds, or lump-sum funds earmarked for surveillance and intelligence-gathering activities, which are not subject to the same level of auditing scrutiny as other types of public money.

Under the 2023 General Appropriations Act, the Office of the Vice President was allocated P500 million in confidential funds while DepEd was given P30 million.

The NTF-Elcac, on the other hand, was allocated P6.3 billion in 2023 to support its Barangay Development Program, which targets 959 villages declared by the authorities as having been “cleared” of communist influence. But in a statement, ACT Teachers Rep. France Castro suggested that Duterte would enjoy “discretion” over confidential and intelligence funds lodged in other Cabinet departments comprising the task force.

The NTF-Elcac members include the heads of some agencies with sizable secret funds, such as the Department of the Interior and Local Government, Department of National Defense, and Department of Justice, as well as the chiefs of the Armed Forces of the Philippines and the Philippine National Police.

Kabataan Rep. Raoul Manuel said Duterte’s appointment to the NTF-Elcac “did not bode well for academic freedom and the protection from militarization of civilian agencies.”

“Education should be liberating and not oppressive,” he said in Filipino.

Progressive teachers also expressed alarm over Duterte’s new assignment.

Raymond Basilio, Alliance of Concerned Teachers secretary general, said he worried that Duterte’s “Red-tagging activities will just get worse and will continue to undermine teachers’ freedom of association and human rights.”


“Instead of listening to us, she might use the NTF-Elcac to silence us, just like how she did when we called for the hiring of additional teachers and construction of more classrooms,” he said in a Viber message to the Inquirer.

In a statement on Thursday, the Congress of Teachers/Educators for Nationalism and Democracy also assailed the appointment, saying: “How can an education secretary promote critical and historical thinking when they are also heading an institution that, for the longest time, has espoused lies and demonized dissent?”

Attacks on groups

In recent months, Duterte has become increasingly vocal in attacking groups and individuals she believes to be sympathetic to the communist cause.

For instance, a series of public statements posted on DepEd’s official Facebook page sought to associate ACT with the insurgency, after the group called for the hiring of 30,000 public teachers and the allocation of a P100-billion budget for the annual construction of classrooms.

Duterte accused ACT of diverting the public’s attention away from NPA attacks in Masbate province that had affected some schools.

In March, Duterte described a weeklong transport strike as “communist-inspired,” “pointless” and a “painful interference” in DepEd’s efforts to fix the problems in the system.

She also commented that peace negotiation efforts were meaningless with “terrorist groups” that “thirst” for the blood of their fellow Filipinos.

Duterte’s new stint in the NTF-Elcac puts her somewhat closer to the post she had originally wanted before accepting the education portfolio.

Shortly after she and her then running mate, Marcos, won the elections last year, Duterte had publicly expressed her desire to be the defense secretary. She also pushed for the revival of compulsory military training in college.

BACOLOD CITY: A labor leader in Negros Occidental said that he is being harassed by suspected members of the communist New People's Army (NPA) in the province.

Allan Gozon, chairman of the Democratic Alliance of Labor Sector (DALO), on Thursday said he received information last April that a team of a special partisan unit (Sparu) of the NPA has been deployed to Barangay Bata, Bacolod City, where he resides.

Gozon said two persons in their mid-30s and wearing helmets went to their house on May 6, 2023.


"They acted suspiciously because they were wearing helmets despite the extreme heat. Our CCTV monitored their presence at our sari- sari (variety) store," the DALO chairman added.

On Monday, May 8, a group of suspicious-looking persons were seen "wandering near my house and when we verified their identities they were suspected rebels," Gozon said.

On Tuesday, May 9, another group composed of one female and three males "came to our area monitoring my movement and today (Thursday, May 11) the same group of unidentified individuals were seen by my neighbors returning," he said.

Gozon said that he was the target.


"My movement is legal. I regularly go to the offices of the Department of Labor and Employment and the National Labor Reconciliation Commission and other government agencies," he said.

"Right now, I am not staying home," Gozon added.

He said he had been advised that he is "a fixed target."

Gozon is the secretary general of the Kapatiran Para sa Progresong Panlipunan Inc. composed of former members of the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade-Tabara Paduano Group who signed a peace agreement with the national government.

"Why are they targeting me? I am not a combatant, I am not anti-people," he said.

Gozon also said he knows that as former members of the communist movement, the NPA "will be going after us."

"If they intend to assassinate me, that is not good propaganda. It seems they want to prove that they are a strong movement by assassinating individuals who are not even their enemies," he added.

"Our group does not want to wage war against them. We just want to protect our people."

He claimed that NPA rebels "had killed 13 of our leaders since the start of our peace agreement with the government."

Gozon called on the government to provide protection to three resettlement sites where they have built communities.

"We are asking the government to allow the putting up of a community defense unit to protect our community," he said.

TACLOBAN CITY – At least 15 firearms were seized in an encounter between the 74th Infantry Battalion (IB) and the New People’s Army in Barangay Magsaysay, Mapanas, Northern Samar, on Wednesday, May 10.

These were two M14 rifles, two AK47 rifles, two M16 rifles, two M4 rifles, an Ingram, an Uzi submachine gun, a homemade shotgun, three caliber .45 pistols, a .38 revolver, a bandolier, 12 backpacks, and subversive documents.

The 20-minute firefight between the Army and Platoon 1, Front Committee 15 (FC15), of the Sub-Regional Committee (SRC) Arctic of the Eastern Visayas Regional Party Committee (EVRPC), occurred following the information disclosed by a former rebel who recently surrendered.


Col. Efren Morados, 803rd Infantry Brigade commander, lauded the collaboration of the 74th IB and former rebels that resulted in the major setback in NPA operations in Northern Samar.

"We will relentlessly pursue them, for we are determined to put an end to their atrocities here in Northern Samar. Despite this, we are still offering you peace to start a new life with your loved ones. Lay down your arms and return to the folds of the law,” Morados urged the NPA.

Major Gen. Camilo Ligayo, 8th Infantry Division commander, commended the troops for their unwavering efforts and commitment to sustain the operations in addressing the NPA and ensuring safety and security in Eastern Visayas.

Barangay Magsaysay was immersed by the Community Support Program (CSP) of the 803rd Brigade and was declared cleared on Nov. 10, 2022. The village was also where an underground mass organization was unearthed and politico-military structures were dismantled.

(UPDATE) THE National Task Force to End Local Communist Armed Conflict (NTF-Elcac) has vowed to eradicate the remaining New People's Army (NPA) "within the year."

Armed Forces of the Philippines Chief of Staff Gen. Andres Centino made the pronouncement Wednesday, assuring that the military "has sufficient forces to address these threats."

The task force said 20 of the 22 known communist fronts "have been weakened." The two remaining in Northern Samar are "the subject of focused military operations and development efforts by the NTF-Elcac agencies," it said.

"We have deployed forces and added battalions of infantry units to Samar to help in our campaign there," Centino said in a briefing.

"Within the year, we will be able to address these remaining active fronts, although we are still chasing after those what we call as weakened. We have sufficient forces to address these threats," he added.

Malacañang earlier reorganized the task force in a change of strategy to address the country's decades-old problem with the insurgency.


National Security Adviser Eduardo Año said the NTF-Elcac is shifting from its "aggressive" policy to become "bringers of peace."

The task force has President Ferdinand Marcos Jr. as chairman, while Año and Vice President Sara Duterte are the co-vice chairmen.

Año said he recommended the designation of the vice president during the Executive Committee meeting with Executive Secretary Lucas Bersamin on Wednesday.

"Her unstinting commitment to the cause of NTF-Elcac will undoubtedly be very valuable to the Task Force, and we thank her for accepting the challenge," he said.

Año said Marcos directed the NTF-Elcac and local government units to continue working together to "seize the gains" in the regions and ensure that the task force carries this momentum toward a total victory over communist terrorism.

Recently, government forces apprehended in Malabon City Dindo Monsanto, a high-ranking commander of the NPA and member of the Central Committee of the CPP.

Monsanto was linked to the killing of football player Kieth Absalon and his cousin, Nolven, in Masbate nearly two years ago.

"We are on the cusp of victory, and we give credit to those who came before us for making this possible. To them, all of us in this strong alliance will forever be grateful," Año said.

ZAMBOANGA CITY (MindaNews / 11 May) — President Ferdinand Marcos Jr. is now the chair of the reorganized National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), National Security Adviser Sec. Eduardo Año announced during the virtual media briefing Wednesday following the agency’s executive committee meeting held on the same day.

Año serves as vice chair while Vice President Sara Duterte was designated as co-vice chair.

Año said Duterte’s new position will boost her efforts as concurrent Education secretary to reopen and support basic education institutions that have been closed in the past years due to insurgency.

He said Duterte’s presence is an “invigorating” move to the organization vis-a-vis the weakening of New People’s Army (NPA) forces across the country and the new direction of the NTF-ELCAC “towards sustained development” and the realization of the barangay development program.

He said there is no conflict between his tasks as vice chair and Duterte’s as co-vice chair, as they have worked together in the past.


Año said schools that have been earlier closed due to insurgency were replaced through DepEd’s Last Mile School Program.

He further said that the Vice President’s past experience as Davao City mayor, along with the “best practices” of other agencies, is of big help in supervising the representatives of the 12 clusters of NTF-ELCAC.

General Andres Centeno, Armed Forces of the Philippines Chief of Staff said that following then-president Rodrigo Duterte’s issuance of Executive Order No. 70 creating the NTF-ELCAC, only 22 of the 89 NPA guerrilla fronts in 2019 have remained.

Centeno added that out of the 22 remaining guerrilla fronts, 20 have already weakened and no longer enjoy mass base support.

The two guerrilla fronts that still have fighters and mass bases are in Northern Samar, he said.

He said that while the AFP has sufficient forces to confront the rebels, their surrender is still being urged.

Military units from Western Mindanao have been deployed in Northern Samar to dismantle or at least weaken those two active guerrilla fronts, he said.

The other weakened fronts are in Bicol, Caraga, Masbate, Negros, and Panay, Centeno said.

Año said the President’s “marching orders to the NTF ELCAC is clear: Sustain the whole-of-nation approach to peace and development to prevent communist terrorists, their front organizations, and other lawless elements from recruiting, regrouping, and regaining power.”

In the same briefing, Assistant Solicitor-General Angelina Miranda said red-tagging is “legally (a) non-existent” word.

Miranda said that under the present administration, “We truth-tag, not ‘red-tag’. We bring you the truth.”

“I call on the people, the 115 million Filipinos, and a special call to the members of the media to help us being bearers of truth as we are truth-taggers We are always here to protect the Republic and its body politic,” Miranda, who belongs to the NTF-ELCAC Legal Cooperation Cluster, said.

Red-tagging refers to an act of State actors, mostly law enforcement agencies, publicly branding individuals, groups, or institutions as affiliated with the communist underground movement.

NTF-ELCAC has been accused of red-tagging groups and personalities belonging to Left-leaning groups, as well as journalists and other individuals deemed critical of the government.

Secretary Isidro Purisima, chief of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity said the NTF-ELCAC is a “framework of peace.”

He said the way forward for the peace process is “localized peace engagement, nationally directed and centrally supervised, but locally implemented to be led by the local government units.”

MANILA – The increasing engagements between the Philippine and United States (US) militaries are aimed at maintaining a free Indo-Pacific region.

Armed Forces of the Philippines (AFP) chief of staff Gen. Andres Centino and US Army chief Gen. James McConville made this commitment during their meeting at Camp Aguinaldo in Quezon City on Wednesday.

"The two affirmed that the increase in engagements is geared towards preventing conflict, advancing rules-based international order, and maintaining a free and open Indo-Pacific region," AFP public affairs office chief Col. Jorry Baclor said in a statement late Wednesday.

He said Centino and McConville also discussed the growing bilateral relationship between the Philippines and the US which was highlighted by the recent visit of President Ferdinand R. Marcos Jr. to the United States.

"I was very excited about his recent visit to Washington D.C. as it sets the stage for a bigger and stronger relationship," the US general was quoted as saying.

McConville added he welcomes the training exercises and high-level engagements as a sign of increasing partnership. "We've been friends and allies for a long time, and I think it is important that we stay that way. In fact, [I think it's better that] we become better friends, partners, and allies in the future," the American military official added.

Meanwhile, Centino reciprocated the optimism on the Philippine-US alliance and welcomed the recent developments, especially those that boost capability and interoperability.

"We are thankful for your commitment and your support. We appreciate you for coming here as it goes a long way in strengthening our alliance and promoting cooperation," he said.

AFP, UP Manila forge dental advocacy, training agreement

MANILA – The Armed Forces of the Philippines (AFP) and the University of the Philippines (UP)-Manila on Wednesday signed a memorandum of agreement aimed at bolstering the partnership of the two institutions in dental advocacy, education and training.

AFP chief of staff Gen. Andres Centino signed the MOA on behalf of the military while UP-Manila chancellor Dr. Carmencita Padilla signed for the educational institution in simple rites at the AFP headquarters in Camp Aguinaldo, Quezon City.

The MOA will support the continuing education of military and civilian dentists of the AFP with the UPM College of Dentistry as the primary training provider.

"In return, the AFP through the Office of the Chief Dental Service will support the various dental community projects of UP," AFP public affairs office chief Col. Jorry Baclor said in a statement Wednesday night.

Under the MOA, AFP will also provide employment options for UP dentistry graduates and assist their college faculty and personnel in their application to the AFP Reserve Force.


The AFP and UPM also agreed to engage in collaborative research.

The signing was witnessed by Dr. Michelle Segarra, Dean of the UP College of Dentistry, and Brig. Gen. Angelica Torres, head of the AFP's Office of the Chief Dental Service.

The agreement will be in effect for three years starting from the approval of Defense Chief Carlito Galvez Jr.

“This kind of partnership is something that we must nurture so that we can continue to serve the country beyond our terms,” Padilla said as she acknowledged previous engagements with the military in reaching far-flung communities.

“I respect the uniformed personnel because we need you not only in keeping our country safe but in the daily fight for oral health,” she added.

Meanwhile, Centino emphasized the AFP’s need for partnership and collaboration with civilian agencies “who share the same vision for the country and care for the Filipino people.”

“We’re glad to work with you. This is just the beginning and we’re looking forward to having a fruitful relationship with UP,” he added.

MANILA – National Security Adviser (NSA) Eduardo Año on Wednesday night announced that President Ferdinand R. Marcos Jr. has ordered the recalibration of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), with Vice President Sara Duterte being designated as the body's co-vice chair.

Año, in a statement, said that he made the motion which was unanimously approved for the designation of Duterte, also concurrent Secretary of the Department of Education, during the Executive Committee (ExeCom) meeting with Executive Secretary Lucas Bersamin in Malacañang.


Año said the ExeCom welcomed Duterte’s designation as one of the NTF-ELCAC's ranking officials. He and Duterte now serve as co-vice chairpersons of the agency led by the President.

"Her unstinting commitment to the cause of NTF-ELCAC will undoubtedly be very valuable to the Task Force and we thank her for accepting the challenge," Año said.


The NSA also revealed the task force has infused into its strategic objective the President's call for peace and unity and economic development as core principles to finally end the violent 54-year-old Maoist-inspired armed conflict being waged by the terrorist group New People's Army (NPA).

"What is most significant from today's meeting is the fact that we are shifting from the old to the new NTF-ELCAC with the primary role of us being 'bringers of peace.' This is what the president desires for our people. That each and every Filipino can live a life of genuine and enduring peace. For where there is peace and unity, economic development comes behind," Año stressed.

He also said the President’s marching orders to the NTF ELCAC is clear: Sustain the whole-of-nation approach to peace and development to prevent communist terrorists, their front organizations and other lawless elements from recruiting, regrouping and regaining power.

Marcos also directed the task force and local government units to continue working together to seize the gains in the regions and ensure that the task force carry this momentum toward total victory over communist terrorism under his administration.


"We wish to reiterate that the administration is firmly committed to the whole of nation approach to finally ending communist terrorism in the country. The President, in fact, has directed the task force to intensify its efforts since we have already attained strategic victory over the CPP-NPA-NDF," Año said.

He assured the government that NTF ELCAC will relentlessly deliver on its commitment to unity, peace and development anchored on the principles of good and inclusive governance.

"With the support of all instrumentalities of government and the entire nation, we shall be enablers of positive change in the lives of our people as we remain steadfast in our commitment to end the long standing communist armed conflict and terrorism by addressing its root causes and pursuing its last remaining armed and violent components. Nonetheless, we shall continue to reach out and offer them peace through our highly effective local peace engagements," Año stressed.

Since its inception in 2018 through Executive Order 70, data by the NTF-ELCAC showed that 75 percent of all NPA guerrilla fronts have been dismantled.

Only 22 out of the original 89 fronts are still existing. Of the 22 left, 20 are weakened and the remaining 2 are the subject of focused military operations and development efforts by NTF ELCAC agencies.

Earlier this week, government forces arrested ranking NPA leader Dindo Monsanto in Malabon City.

"He is a high-ranking commander of the NPA and member of the Central Committee of the CPP and was instrumental in the gruesome killing of football player Kieth Absalon and his cousin, Nolven, in Masbate nearly two years ago," Año said.


Año also said the ExeCom tackled the following during the meeting:

-- ensuring funding support for the Barangay Development Program by all concerned agencies such as the Department of Agriculture, the Department of Public Works and Highways, the Department of Education and others;

-- the reactivation of the Cabinet Officers for Regional Development and Security or CORDS

-- activation of a Project Management Office in every agency that will institutionalize the implementation of NTF-ELCAC programs and projects.

"We are on the cusps of victory and we give credit to those who came before us for making this possible. To them, all of us in this strong alliance will forever be grateful," Año said.

MANILA – The ASEAN Naval Chiefs Meeting (ANCM) has always been an effective tool for discussing major maritime issues in the region.

"ANCM has always been an effective avenue for regional cooperation particularly in tackling major maritime issues that shape not just the maritime domain but also the entire region," Philippine Navy (PN) chief Vice Admiral Toribio Adaci Jr., at the 17th ANCM in Taguig City hosted by the service on Wednesday.

The PN said the ANCM is a premier meeting among naval leaders of ASEAN countries to discuss and exchange ideas about strategic steps to be taken collectively in maintaining maritime security in the Southeast Asian region.

This year's iteration was steered by the theme "Synergy At Sea: Regional Cohesion for Peace and Stability."


Adaci also said he looks forward to a fruitful session and "substantive discussions that further strengthen our relations on the seas."

The PN chief was joined in the plenary session by his counterparts from various ASEAN navies.

The plenary session included the viewpoint exchange among navy chiefs on the 17th ANCM theme.

Adaci emphasized here the importance of synergy and working collectively in ensuring a secure, peaceful and prosperous Southeast Asia as "the plethora of challenges that we face remain imminent."

The 17th ANCM approved key initiatives such as the ANCM Roadmap 2024-2032, and the Guidelines for Maritime Interaction (GMI). Also discussed were the proposed amendments in the conduct of ASEAN Multilateral Naval Exercise (AMNEX), and the overviews of future activities as presented by those in charge.

In closing, Adaci thanked the delegates for this productive meeting and expressed high hopes for "future ASEAN activities to continue to synergize our efforts toward this security and stability within Southeast Asia.”

Hosting this event, along with the 2nd AMNEX and ASEAN Fleet Review to take place in Zambales this May 11, is an unprecedented major undertaking for the PN in demonstrating leadership and solidarity in the region.

It likewise positions the PN as an ambassador of goodwill and a catalyst of ASEAN centrality and cooperation.

Aside from the Philippines, the regional bloc is composed of Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand and Vietnam.

MANILA – The Department of Public Works and Highways (DPWH) and the Department of National Defense (DND) will reactivate a technical working group (TWG) to discuss better coordination on infrastructure programs that would benefit uniformed personnel and other members of the Armed Forces of the Philippines.

In a news release Thursday, the DPWH said the reactivation of the group was among the issues discussed during the courtesy visit of Public Works Secretary Manuel Bonoan and DND chief Carlito Galvez Jr. at the DPWH Central Office in Port Area, Manila on Wednesday.

Both officials briefly talked about the program supporting the vision of a modernized armed forces through the provision of quality infrastructure projects.

The TWG will be composed of officials from both government agencies.

Also discussed during the meeting were updates on the ongoing projects under the Tatag ng Imprastraktura para sa Kapayapaan at Seguridad (TIKAS) Convergence Program.

They also talked about their efforts to provide much-needed infrastructure facilities to enhance the capability and readiness of the military in providing an environment of peace and security in the country.

Galvez, meanwhile, assured that the DND would remain committed to supporting the DPWH and its project contractors with better protection and unhampered implementation of infrastructure projects in conflict-affected areas and those vulnerable to communist terrorist groups.

MANILA – The Department of the Interior and Local Government (DILG) on Thursday announced that 1,715 peace and order councils (POCs) of local government units (LGUs) will be subjected anew to an annual performance audit.

In this year’s performance audit, the DILG stressed that local POCs need to have a rating of at least 70 percent compared to the 2022 passing rate of 65 percent for them to be considered functional based on the pillars of "organization, meetings, policies, plan and budget, reports and general supervision".

“Through this yearly audit, we want to make sure that our regional, provincial, city and municipal POCs are functional and are carrying out strategies and interventions to further improve the peace and order situation in their areas,” Interior Secretary Benjamin Abalos Jr. said in a statement.


The DILG chief bared that "bonus points" await the POCs that have made innovations or new programs that contribute dramatically to maintaining peace, order and security in their respective localities.

“Ang mas mataas na functionality rate ng POCs ay repleksyon ng mas kaaya-ayang mga LGUs (The higher the functionality rate of the PCO is a reflection of a more appealing LGUs),’’ Abalos stressed.

“POCs will bring meaningful development in their areas such as an increase in participation and engagements of various sectors,” he added.

Based on Executive Order 773, the POCs are required to meet every three months, must have a three-term based plan in peace and order and public safety (POPS), allocate yearly budget for the illegal drug campaign and submit accomplishment reports using the POPS Plan Policy Compliance Monitoring System.

In this year’s audit performance, the DILG, for the first time, will add ‘development indicators’ like the effectiveness in addressing criminality issues, citizens' satisfaction with peace and order and public safety and women’s participation in POCs.

However, Abalos clarified that such an indicator will only serve as the "baseline data" and will not be part of the overall performance scores.

The National Audit Team is led by the Bureau of Local Government Supervision of the DILG with the various government agencies and civil society organizations representatives acting as members.

MANILA – Ranking members of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) can participate in local peace talks.

In a statement on Thursday, Presidential Peace Adviser Isidro Purisima said this would support the Marcos administration's peace agenda.

“They can join us in the local peace dialogues, kaya nga hinikayat natin ‘yung mga leaders ng (we are encouraging the leaders of the) CPP-NPA-NDF that sana magbago na ‘yung direksyon nila. Na sana ma-prevent na natin ‘yung violence sa ating communities (hopefully, their direction will change. This will prevent violence in our communities)," he added.

Purisima also made the statement during a special press conference organized by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) titled “TAGGED Reloaded: Debunking Lies By Telling The Truth” Wednesday night.

He explained that the shift from national peace talks to localized peace engagement (LPE) was meant to engage not just the rebels, but also the communities and families affected by the armed conflict through the conduct of community consultations and bringing essential government services to these areas.

The Philippine government, under the leadership of then President Rodrigo Roa Duterte, officially terminated peace talks with the CPP-NPA-NDF in 2017 due to the insincerity and lack of commitment on the part of the communist movement.


“The national government never abandoned the peace process nor the framework of peace. The way forward for the peace process is LPE, which is nationally directed and centrally supervised but locally implemented,” Purisima said.

The LPE is one of the 12 lines of effort under the NTF-ELCAC which was created through Executive Order (EO) No. 70 signed by President Duterte’s in 2018. EO 70 mandates a whole-of-nation, whole-of-society approach in addressing the root causes of the communist insurgency.

Purisima said this is why they are inviting these communist insurgents to join them in LPE as interventions should be community driven. He also added LPE is anchored on community-driven consultations because by engaging members of the community, the peacebuilding process becomes inclusive, participatory and more importantly, sustainable.

“The peace process is not only about peace talks. It also involves other components like peacekeeping -- making sure that the people and communities are safe and secured, peace-making -- the transformation of the different combatants, their families and communities, and peacebuilding that includes the socio-economic dimension and development in the different areas,” Purisima stressed.

At the same press conference, National Security Adviser (NSA) Eduardo Año announced the designation of Vice President Sara Duterte as NTF-ELCAC co-vice chairperson.

In a statement, Duterte expressed her commitment and support, as she takes on her role as vice-chairperson of the task force.

“We have already learned that our battle against the CTG (communist terrorist group) takes more than military prowess for us to come out victorious. The whole-of-government and whole-of-nation approach proved to be truly effective in this battle against the despicable ways of the CPP-NPA-NDF,” she said.

As education secretary, Duterte said she had seen “how deeply ingrained the problem of insurgency in our country is.”

“They have infiltrated our institutions and sectors and remained a serious threat to the well-being of the Filipino People, particularly our youth. Education, therefore, is one of the greatest weapons we can use in suppressing the lies and deceptions of these terrorists and their allied organizations,” Duterte said.

“We shall take advantage of strength derived from unity and good governance, as we promote sustainable peace and development for every Filipino to enjoy,” she added.

In the same briefing, NTF-ELCAC Executive Director Ernesto Torres Jr. said that the task force is on the “road to victory” as the task force intensified its peacekeeping efforts which resulted in the dismantling of 75 percent of all CPP-NPA guerrilla fronts.

“We are now on the road to final victory and with the commitment that were expressed by the member-agencies in this afternoon's meeting. Masasabi ko na abot-kamay na natin ang ating tagumpay,” he said.

The country's top security adviser also vowed to deliver on its commitment to help push forward unity, peace and development across the country, with their interventions anchored on the principles of good and inclusive governance.

“The President’s marching orders to the NTF ELCAC is clear: Sustain the whole-of-nation approach to peace and development to prevent Communist terrorists, their front organizations, and other lawless elements from recruiting, regrouping, and regaining power. He also directed the task force and the local government units to continue working together to seize the gains in the regions and ensure that we carry this momentum towards total victory over communist terrorism under his administration,” Año said.
