Residents of a far-flung village affected by the Communist Party of the Philippines-New People’s Army (CPP-NPA) insurgency are requesting local and provincial officials to have the primary road leading to their village be rehabilitated.

This was one of the main issues and concerns that residents raised during a consultation-dialogue and peace concert on Thursday at Sitio Avocado in Barangay Talalak of Sta. Catalina town that was initiated by the 11th Infantry Battalion of the Philippine Army.

Lt. Col. Roderick Salayo, 11th IB commander, told the Philippine News Agency on Friday that “these primary and secondary issues raised by our compatriots in far-flung barangays can be solved through the local chief executives of the province, municipality, and barangays”.

Salayo said these officials are the chairpersons of the Task Forces to End Local Communist Armed Conflict (TF-ELCAC) at their respective levels and areas.


“Good governance can be manifested through these leaders and each agency, alongside us in the Armed Forces, respond immediately and help hasten the resolution of these issues for the peace and progress in the area,” he said in the Filipino dialect.

Talalak barangay chairperson Edmar Bigay, in an interview with the Philippine News Agency, said it is imperative that the 21-kilometer road from the national highway to Sitio Avocado, which passes through other sub-villages of Talalak, be rehabilitated to improve the quality of life of the residents.

He said Talalak used to be a “stronghold” of the CPP-NPA before the arrival of the 11IB. “Based on our observation, the insurgency problem in the barangay has greatly reduced," Bigay said in the Cebuano dialect, although he admitted that there are still a few villagers who are in the underground movement.

“Many have already returned to the folds of the law, while others in the barangay also already understand the sincerity of the government to help the people,” he added.

In the past, Bigay said government programs and projects rarely reach far-flung villages like Talalak, especially in Sitio Avocado.

He lauded the 11th IB and Salayo for a “well-managed peace and order” in the barangay and in other areas of the battalion's coverage.

Board Member Jessica Jane Villanueva, who chairs the Sangguniang Panlalawigan’s Committee on Peace and Order and represented Governor Pryde Henry Teves, said the issues and concerns of the villagers are valid and she will present this to the provincial chief executive.

“With Talalak being identified as one of the areas under the TF-ELCAC, we will prioritize giving attention to their priority concern, which is the road,” she said in mixed English and Cebuano.

Villanueva said she initially committed to the residents who requested the repair of a boarding house for Avocado government scholars at the Negros Oriental State University-Bayawan City campus which needs repair.

The legislator said she will help source materials for the repair of the facility to be undertaken through the “dagyawan” (bayanihan) approach. In the course of the consultation, Salayo offered that the 11IB would undertake the repair of the boarding house instead.

The residents pointed out that they could not possibly participate in the "bayanihan" in the absence of resources including transportation fares.

Other minor concerns include water distribution and power interruptions.

Also present during the activity was Vice Mayor Carl Jardiniano of Sta. Catalina town, who said he will also bring these issues and concerns to Mayor Peve Ligan.

Meanwhile, the officials and villagers alike praised the 11IB for holding a peace concert as another means to encourage NPA rebels to return to the folds of the law.

“It is a different way for the 11IB to reach out to civilians to encourage their participation in the government’s efforts to end the long-running insurgency,” Bigay said.

“Through their songs and interpretative dances, it is easy to understand the government’s sincerity in helping people like us in the hinterlands to not lose hope and trust the government’s sincerity to bring peace and development in our barangays,” he added.

Villanueva, meanwhile, lauded the peace concert saying “it is unique and a deviation from the usual talks in a dialogue or consultation that can sometimes be boring, with the people being overwhelmed with the information shared to them”.

“With this peace concert, people can understand the messages put forth and at the same enjoy the presentations,” she said.

“This also helps to improve the image of the Army and the police compared to previous times, as people can now see that they are approachable and willing to help them in whatever way possible,” she added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

Two more Abu Sayyaf Group (ASG) bandits have surrendered as a result of the military and police's intensified combat operations in Basilan province.

In a statement Friday, the Western Mindanao Command (Westmincom)
identified the ASG surrenderers as Salih Kiman Mustapha and a certain Abu Tuttuh, 28.

Brigadier Gen. Domingo Gobway, Joint Task Force (JTF)-Basilan commander, said Mustapha surrendered Thursday to government forces at the Basilan Provincial Police Office in Barangay Menzi, Isabela City, the province’s capital.

Mustapha, a follower of the late Basilan-based ASG leader Radzmil Jannatul, handed over his M1 Carbine rifle upon his surrender.

Jannatul was killed in a clash with troops in March this year in Sumisip town, Basilan.

Meanwhile, Col. Frederick Sales, JTF-Basilan deputy commander, said Tuttuh also surrendered to the troops on Wednesday in Ungkaya Pukan town.

Tuttuh, a supporter of the late ASG leader of Furuji Indama, yielded a .38-caliber revolver.

In October 2020, Indama was slain in an encounter with military troops in R.T. Lim, Zamboanga Sibugay province.


Lt. Gen. Alfredo Rosario Jr., the Westmincom commander, said the influx of ASG surrenderers can be attributed to “good governance of our local chief executives and the programs initiated by the government.”

Since January this year, the JTF-Basilan has listed a total of 25 ASG surrenderers in their area of operation.

Two combatants of the New People’s Army (NPA) were killed Thursday during an encounter with military troops in Gingoog City, Misamis Oriental.

In a statement, Lt. Col. Ricky L. Canatoy, the Army’s 58th Infantry Battalion (IB) commander, said soldiers clashed with the rebels around 6:30 a.m. in Barangay Lunotan following a civilian tipoff of the rebels' location.

Canatoy said the slain rebels – a male and female – belong to the NPA's North Central Mindanao Regional Command. Their identities were still being verified as of posting time.

Recovered from the 20-minute encounter were two M16 rifles, an improvised explosive device, mobile phones, and other personal belongings.


“This encounter should serve as another eye-opener to the remaining members of the NPA to voluntarily surrender and avail the different programs of the government that are enough for them to start a new life,” Canatoy said.

He said the 58IB will coordinate with Gingoog City's Disaster Risk Reduction Management Office to inform the dead rebels' families.

Troops of the 94th Infantry Battalion (IB) have seized more firearms from Communist Party of the Philippines - New People’s Army (CPP-NPA) fighters after another skirmish in Himamaylan City, Negros Occidental on Thursday.

The encounter was the second in two days in Sitio Bulasot, Barangay Buenavista, where a male NPA fighter was killed when soldiers first engaged the rebels on Wednesday.

Lt. Col. Van Donald Almonte, commander of the 94IB, said in a statement on Friday that his men clashed with about 10 retreating rebels for 15 minutes after receiving information about their presence from residents.

After the clash, troops recovered an M16A1 assault rifle and two pistols, along with communication gadgets, such as a mobile phone and two-way radio units.

On Wednesday, they found an M16 rifle with four magazines and live ammunition, one magazine of M14 rifle with live ammunition, documents of high intelligence value, food supply, and personal items.


“The NPA in central Negros is reaping what they sow. The 94IB will not stop in hunting them down unless they surrender,” Almonte said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF) has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

PIKIT, North Cotabato – Negotiations are underway to end the infighting between two factions of the Moro Islamic Liberation Front here that has claimed four lives, including a civilian, police said Friday.

Major Maxim Peralta, the town police chief, said the series of clashes that erupted since Wednesday night involved the groups of MILF commander Bugdad Matalam Akas and Ustadz Walid Mamasamlang, both based in Barangay Macabual.

“Both groups are MILF members in the area,” Peralta told reporters here in an interview.


He identified those killed as Ronnie Dianalan 40; Makron Baginda, 20; and Mama Dianalan, 37; and Lito Quiñones, 59, a civilian.

Another civilian, identified as Reynaldo Mercado, 50, of Barangay Lower Ladtingan, was injured by stray bullets during the clashes.

“All those killed from Barangay Macabual are followers of the opposing groups,” Peralta said.

Bugdad Akas is a brother of Barangay Macabual chair Jalandoni Matalam Akas, whose killing last month was blamed on Mamasamlang.

Peralta said all affected 50 families in the village have started returning home amid the negotiations.

The new commander of the Army's 1st Infantry “Tabak” Division (1ID) has pledged to continue the plans and programs his predecessors have laid down against insurgency and terrorism.

Brig. Gen. Antonio Nafarrete assumed on Thursday afternoon his new post as commander of the 1ID, touted as the Philippine Army's premier command.

Nafarrete replaced Brig. Gen. Jose Randolph Sino Cruz, who served as 1ID acting commander when Maj. Gen. Generoso Ponio retired from military service on July 9.


“For the communist terrorist group (New People’s Army), our efforts will be anchored on the whole-of-nation approach of the government through the Task Force ELCAC (End Local Communist Armed Conflict),” he said.

“Similar initiatives will be undertaken to address the other terrorist group as well,” he added, referring to the Islamic State-inspired Dawlah Islamiya - Maute Group (DI-MG).

During Ponio's stint, Nafarrete noted that the 1ID managed to dismantle five NPA guerrilla fronts, a regional guerrilla unit, and a regional urban committee.

Likewise, he said, the 1ID diminished the capability of the DI-MG to wage hostilities.


“Equaling these accomplishments is already a great challenge for me and surpassing them would even be more daunting,” Nafarrete said.

Laying out his plans, he said collaboration with local government units and the private sector would be intensified “to infuse more development programs” to areas already cleared from NPA influence.

Cooperation with other law enforcement agencies, particularly the Philippine National Police, will also be improved further to address insurgency and terrorism.

Nafarrete noted that his new designation “is indeed like a homecoming to me” as his first assignment in the division was as platoon leader of the 10th Infantry Battalion’s Alpha Company, way back in 1991.

Before his new assignment, he served as the Westmincom's deputy commander for internal defense.

The 1ID covers the Zamboanga Peninsula, Lanao del Norte, Misamis Occidental, and parts of Lanao del Sur.

Former communist cadres here have called for the continuity of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), citing the program's contributions in the fight against insurgency.

“Before, we were clamoring and fighting for the government to help the poor, indigenous people. Through the NTF ELCAC, all agencies are now working, providing social services to the marginalized,”
Pedro Arnado, former chairperson of Kilusang Magbubukid ng Pilipinas in Southern Mindanao, said during Thursday afternoon’s dialogue with top government peace officials.

Present during the dialogue at the halfway house for the former rebels were National Security Adviser Clarita Carlos, Department of National Defense officer-in-charge Undersecretary Jose Faustino Jr., and NTF-ELCAC officials.

NTF-ELCAC was created by Executive Order 70 in 2018, which aims to “provide an efficient mechanism and structure for the implementation of the whole-of-nation approach to aid in the realization of collective aspirations for inclusive and sustainable peace.”


Arnado said they are living witnesses of how NTF-ELCAC changed their lives, a far cry from when they were still affiliated with the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

Joy “Ka Amihan” Saguino, former secretary of the NPA's Guerilla Front 20 in Southern Mindanao, shared Arnado's sentiment, noting how NTF-ELCAC’s “whole of nation” approach became the turning point for the government's quest to end the communist insurgency.

EO 70, she said, harmonizes the delivery of basic services and social development packages in conflict-affected communities that are vulnerable to rebel influence.

“The campaign of the government was strengthened. If there are no social services, there is insurgency,” she said.

Former cadres, she said, remain optimistic that President Ferdinand Marcos Jr. will continue the NTF ELCAC “since it has been a successful program based on its accomplishments.”

Meanwhile, Arian Jane Ramos, former secretary of NPA’s Guerilla Front 55, also based in Southern Mindanao, said among the NTF-ELCAC’s accomplishments is the dismantling of several NPA units in Davao Region.

“We must participate in a systematic education and thorough awareness of communism and how it can significantly affect our national security as well as the future of our children and our children’s children,” Ramos said.

Ramos also urged the other former members of the NPA to “expose the truth, to rescue the deceived and exploited youth.”

Carlos, on the other hand, assured the former rebels that they will continue the NTF-ELCAC program.

“Without any doubt, this is going to be continued,” she said.

The influx of surrender of Abu Sayyaf Group members continues as another former violent extremist yielded to the joint elements of the AFP and PNP in Isabela City, Basilan on Thursday morning, August 11.

Salih Kiman Mustapha, a.k.a. Alih Kiman Mustafa handed over his M1 Carbine to the government forces at the Basilan Provincial Police Office (BPPO) based in Barangay Menzi, same city. He is a former member of the Basilan-based ASG under the late sub-leader Radzmil Jannatul.

Brig. Gen. Domingo Gobway, Commander of Joint Task Force Basilan said the joint elements of the PNP’s BPPO under Police Col. Pedro Martirez, Jr., 53rd and 54th Special Action Company of the 5th Special Action Battalion, and Regional Mobile Force Battalion BaSulTa, and; the AFP’s JTF Basilan and 101st Infantry Brigade facilitated the surrender of Mustapha.

Surrendered personality is now undergoing custodial debriefing at BPPO while his firearm was turned over to the Regional Forensic Unit of Police Regional Office Bangsamoro Autonomous Region (PRO BAR) for proper disposition. Mustapha is the third member of the ASG to surrender in Basilan within the week.

Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command said the influx of the ASG surrenders is a result of the intensified military operations and the strengthened collaboration between the AFP and PNP. “Our successes are also attributable to the good governance of our local chief executives and the programs initiated by the government.”

MAWAB, Davao De Oro – National Security Adviser, Secretary Clarita R Carlos together with the Officer-in-Charge of the Department of National Defense, Senior Undersecretary Jose C Faustino Jr conducted a dialogue with the former rebels of the 10th Infantry “Agila” Division at Kalinaw Village, Mahayag, Bunawan District, Davao City on August 11, 2022.

During the program, 10ID Commander MGen Nolasco A Mempin presented the former rebels turned peace champions. MGen Mempin said that the presence of the former rebels is a testament of the peace that has been attained in the area of 10ID.

In the course of the dialogue, former Deputy Secretary of Sub-Regional Committee One, Joy James Saguino alias Amihan, said that insurgency exists due to lack of good governance, transparency, and accountability. “Kasi once walang good governance, walang social services, insurgency ay parating nandyan para umusbong,” said Saguino.

He also added that through to the efforts of 10ID, even the farthest communities have been made accessible for better livelihood and delivery of government services.

“The friends rescued in the Eastern Mindanao Command are very much committed to help and volunteer ourselves na maging katuwang po ng bagong hanay ng NTF-ELCAC para po once and for all we can put an end to this communist insurgency.” Saguino added.

Meanwhile, former Guerilla Front 55 Secretary, Arian Jane Ramos alias Marikit emphasized in her message the atrocities committed by the Communist Terrorist Groups in Southeastern Mindanao, and how they used the Peace Talks to advance their armed struggle.

“We, the former rebels and now peace champions of 10ID, highly recommend rejecting the national peace talks with the CPP-NPA-NDF. Resuming the peace negotiation is a betrayal to the Filipino people and a disgrace to the nation’s achievements in dismantling the CPP-NPA-NDF”, Ramos added.

She also said that during the peace negotiations in 2016, the Southern Mindanao Regional Committee leveraged their guerilla units by exploiting the ceasefire for base consolidation, recovery, and expansion.

In her response, Secretary Carlos congratulated the former rebels for having the courage to come back to the folds of the government. Likewise, she reminded them not to put the government in the vortex of their lives and encouraged them to become resolute individuals. “You can advocate any belief system, but we really have a problem when you move away from just believing in these things, and taking action to overthrow the government of the day.” Sec Carlos added.

It can be recalled that the 1003rd Infantry Brigade of the 10ID finished the insurgency five (5) months before the end of President Duterte’s term with a total of 104 Communist NPA Terrorists neutralized and 100 firearms recovered.

Camp Aquino, Tarlac City – Aug 11, 2022

Government troops of the Joint Task Force Tala recovered 20 high-powered firearms and war materiel after an encounter with members of the Communist terrorist group in Brgy Calassitan, Sto Niño, Cagayan in the afternoon of August 9, 2022.

In a report submitted by Brig Gen Steve Crespillo, Commander of Joint Task Group Valiant which oversees the operations of the involved army units in the encounter, he stated that the troops battled in a 15-minute shoot-out with more or less 15 fully armed communist terrorists led by Edgar Bautista alias Simoy, Secretary of the West Front Committee, Komiteng Probinsyang Cagayan.

After scouring the encounter site, the troops recovered the following firearms: two (2) M60 light machineguns; one (1) M14 rifle; one (1) Carbine rifle; one (1) AK47 rifle; one (1) M653 rifle; six (6) M16A1 rifles; and one (1) 12 gauge homemade shotgun.

Brig. Gen. Crespillo furthered that “the troops immediately conducted search and blocking operations in the vicinity wherein they discovered an arms cache of the communist terrorist group and recovered the following: one (1) AK47 with incomplete parts; three (3) M16A1 with incomplete parts; two (2) M14 with incomplete parts; one (1) Garand rifle; and ammunition such as 133 pcs for M14 7.62mm, 23 pcs for Cal.30 Carbine, and 95 pcs for AK47 5.62mm.”

Additionally, the Startroopers also recovered two (2) IED components; thirty (30) meters detonating cord; five (5) bandoliers with magazines; medical paraphernalia, food, and one CTG flag from the discovered arms cache near the vicinity of the encounter site.

Meanwhile, Maj. Gen. Laurence Mina, Commander of Joint Task Force Tala, assured the public that the Tala troopers will remain relentless in their pursuit to decimate the few remaining communist terrorists in their area of operations.

Likewise, Lt. Gen. Ernesto Torres Jr expressed his elation upon the accomplishments of the troops in Cagayan saying that “the continuous depletion of arms of the CTGs manifests the nearing end of insurgency in the northern region.”

The NOLCOM commander also reiterated his call to the remaining communist terrorists to “surrender while they still have the chance and take the arm of peace because the military will only further intensify efforts in clearing insurgency in the north and central Luzon.”

CAMP GERONA, Murcia, Negros Occidental – Another encounter transpired between elements of 94IB against the fleeing Communist NPA Terrorist members belonging to Central Negros 2, Komiteng Rehiyon – Negros (CN2, KR-N) in Sitio Bulasot, Brgy Buenavista, Himamaylan City, Negros Occidental, August 11, 2022 (Thursday).

With the continuous information coming from the locals, elements of 94IB were able to track down the fleeing Communist NPA Terrorists in the aforementioned area.

It can be recalled that on August 10, 2022 government forces after responding to the information given by concerned residents and former rebels, figured in an encounter against the CNTs at Sitio Bulasot, Brgy Buenavista, Himamaylan City wherein one (1) CNT was killed and war material including one (1) M16 rifle, numerous magazines with live ammunitions along with medical supplies, foodstuffs, and subversive documents were captured.

94IB troops have again captured additional war materials in the encounter site including: one (1) M16 rifle; two (2) Cal. 45 pistols, backpacks, propaganda materials and subversive documents.

Brigadier General Inocencio Pasaporte, 303rd Infantry Brigade Commander again commended the relentless and sustained efforts displayed by the 94th Infantry “Mandirigma” Battalion headed by Lt.Colonel Van Donald Almonte, Battalion Commander, and the local populace of Barangay Buenavista, Himamaylan, Negros Occidental to thwart terroristic acts of the CNTs in the area.

Further, BGen Pasaporte said that “The CNTs in Negros have nowhere to hide as locals even in far-flung areas are cooperative and willing to take part in the government’s thrust of ending the local communist armed conflict, thus, the CNT’s presence anywhere will always be reported to the proper authorities. The communities here in Negros are now aware and have fully realized that the senseless cause of the Communist NPA Terrorist group will never contribute to the development and progress of their community and their families as well.” BGen Pasaporte added.

TALACOGON, Agusan del Sur- 15 Former Rebels (FRs) of this unit undergo a 10-day Land Preparation for Agricultural Crops Production leading to Agricultural Crops Production NCIII Training at the Main Command Post, 26IB, 4ID, PA, Brgy Zamora, Talacogon, Agusan del Sur that started on August 09, 2022.

The training will be seven (7) days of land preparation for agricultural crops production and three (3) days of entrepreneurship training that aims to empower the FRs to be more economically-resilient by enhancing and developing their individual skills and capability toward sustainable livelihood.

The opening ceremony was attended by senior government officials of Talacogon headed by Hon. Mayor Pauline Marie R. Masendo, R.N, and Hon. Vice Mayor Melchor P. Demegillo as well as of Technical Education and Skills Development Authority (TESDA) led by Regional Director Tarhata S. Mapandi, CESO III, and Acting Provincial Director Novielita A. Dispo.

“Isip representanti sa katawhan sa Talacogon, ako ug uban sa akong kaubanan sa local nga panggamhanan naninguha nga mahatag ang kalinaw ug kalambuan sa atong dapit sulod sa taas nga panahon, andam kami nga musuporta sa mga panginahanglan sa atong mga kaigsuonang nahigmata ug nibalik na sa sabakan sa pang-gobyerno pinaagi sa nagkalain-laing programa alang sa
panginabuhian sa atong mga kaigsuonang Former Rebels”, Hon. Pauline Marie R Masendo, R.N, Municipal Mayor of Talacogon said on her inspirational message during the ceremony.

Ms. Tarhata S Mapandi, CESO III, TESDA Regional Director in Caraga, expressed her gratitude to the local task force for the unified effort in the implementation of government programs and services to the most vulnerable sectors in the community. She also mentioned the TESDA Abot Lahat Services for the front runners and explained to the FR participants the skills training and seminars for their livelihood development which will improve their lives for the better.

Also, Ms. Novelita A. Dispo, Acting Provincial Director of TESDA-Agusan del Sur, applauded the strengthened partnership with the unit and the LGU for the successful implementation of the program and further discussed the 10-day training rationale and benefits of taking the said training. Lastly, she reminded the participants to take and complete the training seriously, “Ako lang hangyo sa inyoha nga kung pwede ato lang tiwason ang training, kay dili mani para sa amoa kundi para sa inyoha. In fact, nagpasalamat me nga nibalik namu sa sabakan sa gobyerno alang sa kalinaw ug kabag-ohan sa atong kumunidad”, she said.

Meanwhile, Lt. Col Sandy R Majarocon, Commanding Officer of this unit commended and thanked the agencies who dedicated their selfless support for the FRs, “Ako mapasalamaton sa LGU- Talacogon ug sa TESDA alang sa gipahigayon nga Land Preparation for Agricultural Crops Production Training alang sa mga kaigsuonang nahibalik sa sabakan sa gobyerno. Daku na kining tabang kanila sa ilang panginabuhian aron sila mamahimong maayo ug mabungahong lumulupyo sa atong komunidad, he said.

The local government agencies are working hand in hand thru the Local Task Force to ELCAC in serving various initiatives to help sustain the needs of the FRs for them to be reintegrated back into the community, be with their families, and start over with their new lives, especially in this pandemic crisis.

CAMP GERONA, Murcia, Negros Occidental – One (1) communist-Terrorist member was killed in another armed encounter that ensued between the troops of the 94th Infantry Battalion and Communist NPA Terrorist group in Sitio Bulasot, Brgy Buenavista, Himamaylan City, Negros Occidental on August 10, 2022 (Wednesday).

Accordingly, the troops received information given by the residents that there are NPA terrorists in the area who are conducting extortion activities. The 40-minute firefight resulted in one (1) killed believed to be a CNT personality who is yet to be identified, one (1) M16 rifle with four (4) magazines and live ammunitions, one (1) magazine for M14 with live ammunitions, and assorted documents of high intelligence value.

Brigadier General Inocencio Pasaporte, 303rd Infantry Brigade Commander commended the efforts of the 94th Infantry “Mandirigma” Battalion headed by Lt.Colonel Van Donald Almonte, Battalion Commander, and the local populace of Barangay Buenavista, Himamaylan, Negros Occidental that resulted in the encounter.

In a statement, BGen Pasaporte further said that the immediate response of the troops greatly helped the Brgy Buenavista villagers and protected them against the extortion activities and planned atrocities of the CPP-NPA Terrorist. “It only shows that the locals are already fed up with the NPA terrorist lies, deceptions, and “extortion activities” in their community who have no other agenda but only to terrorize and extort them, ” BGen Pasaporte added.

CLAVERIA, Misamis Oriental- Two NPA rebels were killed, and two (2) high powered firearms were recovered during encounter between the government troops under 58th Infantry (Dimalulupig) Battalion and the Communist Terrorist Groups (CTGs) at Sitio Haruhay, Brgy Lunotan, Gingoog City, Misamis Oriental this morning, August 11, 2022.

The government troops were conducting combat operations acting upon reports from concerned civilians when they encountered communist terrorist groups believed to be combined elements of Platoon Falcon and SR SDG Eagles all of SRC1, NCMRC. The said encounter happened at around 6:30 in the morning and the firefight lasted for about 20 minutes which resulted to the death of two NPA members, one male and one female;capture of two M16 rifles; one IED;cellphones and other materials.
The said cadavers are yet to be identified.

Meanwhile, Lieutenant Colonel Ricky L. Canatoy, the Commanding Officer of the 58th Infantry (Dimalulupig) Battalion said “Another lives were lost just because of failed ideology of the Communist Terrorists. I am reiterating our call to the remnants of the CTGs who are still hiding in the hinterlands to lay down their arms and return to the folds of the law while you have the opportunity. Otherwise, our troops will not hesitate to use force against you and you will end up the same fate as the two casualties.

Lt.Col. Canatoy also said that “This encounter should serve as an another eye-opener to the remaining members of the NPA to voluntarily surrender and avail the different programs of the government that are enough for them to start a new life.”

“We extend our heartfelt condolences to the bereaved families,” Lt. Col. Canatoy added. Likewise, the government troops will coordinate with the City DRRMO of Gingoog City for the proper diaposition of the cadavers and exhaust all means to inform their respective families.

Camp Navarro, Calarian, Zamboanga City – August 11, 2022

Another Basilan-based member of the Abu Sayyaf Group under its late leader Furuji Indama surrendered to the army troops in Basilan on Wednesday morning, August 10.

A.k.a. Tuttuh, 28, married, a resident of Bohe Suyak, Barangay Sungkayot, Ungkaya Pukan turned over his cal. 38 revolver to the troops of the 101st Infantry Brigade. He was then presented to Joint Task Force Basilan Deputy Commander Col. Frederick Sales.

Col. Sales said that the surrender is a result of the combined efforts of the intelligence groups composed of Air Force and Army personnel who continuously employ peaceful mechanisms to convince the remaining terrorists in Basilan to lay down their arms and return to the folds of the law.

It can be recalled that a couple of days ago, a member of the ASG also yielded to the military in Sumisip town.

Western Mindanao Command Chief Lt. Gen. Alfredo Rosario, Jr. said, “We gladly welcome and encourage the remaining Abu Sayyaf Group members to return to the fold of the law and join the government in working for internal security and development in Basilan. Let us contribute to the collective efforts of the different government and non-government sectors to bring about progress in the province.

From January 1 to date, JTF Basilan has listed a total of 24 ASG surrenders in their area of operation.

This, after the troops, conducted a combat operation in the area after receiving reliable information from the local populace on the presence of NPAs conducting extortion activity in the adjacent Barangay.

BANGAG, Lal-lo – Troops of the 17th Infantry Battalion, under 501st Infantry (Valiant) Brigade, 5th Infantry Division recovered various war materiel and overrun enemy temporary hideout of the Communist Terrorist Group after a 15-minute firefight at Barangay Calassitan, Sto. Niño, Cagayan on August 09, 2022.

The said military troops recovered a total of seventeen (17) high-powered firearms and three (3) low powered firearms of which thirteen (13) are serviceable captured in the encounter site and seven (7) unserviceable recovered in an armed cache. It includes the following; (2) M60 Light Machine Guns, nine (6) M16A1 Rifles, one (1) M653 Rifle, one (1) M14 Rifle, one (1) AK-47 Rifle, one (1) Carbine Rifle and one (1) homemade shotgun.

The recovered unserviceable materiel also are the incomplete parts of two (2) M14 Rifles, three (3) M16A1 Rifles, one (1) AK-47 Rifle, one (1) Garand Rifle, one (1) barrel together with one (1) butt stock of M60, four (4) barrel of Carbine Rifle and two (2) lower receivers together with three (3) carrying handle of M16 Rifles. Along with the firearms are nine (9) magazines for M16 Rifle, eighteen (18) magazines for M14 Rifle, eight (8) magazines for AK-47 Rifle and one (1) magazine for Carbine Rifle with assorted ammunition.

Also, five bandoliers, medical paraphernalia, two Improvised Explosive Devices (IEDs), thirty-five meters detonating chord, one CTG flag and food supplies were also recovered upon scouring the encounter site.

LTC OLIVER C LOGAN, Battalion Commander of 17IB said that the troops are now conducting blocking positions for possible apprehension of the members of the West Front Committee, Komiteng Probinsya Cagayan, Komiteng Rehiyon- Cagayan Valley. “We thank the residents for informing us about the presence of the terrorist group. Their support in our campaign to end local communist armed conflict is very vital to attain our success.”

Moreover, BGEN STEVE CRESPILLO, Brigade Commander of the 501st Infantry Brigade, said that the Improvise Explosive Device (IED) recovered are just proof that the CTGs are violators of the International Humanitarian Law.

“As we observe the International Humanitarian Law month, we strongly condemn the terroristic act of the CTG that traumatizes innocent civilians. This only proves that they do not value the rights of the civilians. This is contrary to what they are proclaiming as the defenders of human rights, the terrorist groups do not care about the rights of any individual as long as they carry out their atrocities.”

Further, BGEN CRESPILLO said that the recovery of their war materiel means saving innocent lives. “Your Army troops will not hesitate to risk their own lives just to protect the people against the inhumane and unlawful acts of the CTGs. So, I urge the remaining members of the CTGs to just lay down their arms and enjoy a better life with family and friends. This achievement will be a step closer to an insurgency free Cagayan,” the general ended.

FORT MAGSAYSAY, Nueva Ecija – A Youth Leader Assembly was conducted by the 3rd Mechanized Infantry (Makatarungan) Battalion on August 06, 2022 at Sitio Pugo, Barangay Burgos, San Jose, Tarlac. During the activity, 25 youth leaders of Tarlac assured to support the government to end deceitful recruitment of Communist-Terrorist among young generation.

The said activity was made possible with the collaboration of Unified Command Staff for Civil Military Operation U7, Northern Luzon Command, 3rd Mechanized Infantry Battalion and with the help of Situational Awareness and Knowledge Management Cluster of The Regional Task Force to End Local Communist Armed Conflict.

In his message, Lieutenant Colonel Jeszer M Bautista, Acting Battalion Commander of 3Mech Bn remind the youth leaders about the real intention of the CTG. “Huwag nating kalimutan na ang layunin ng komunistang grupo ay sirain ang demokrasya ng Pilipinas. Gusto nilang baguhin ang paraan ng pamumuhay sa ating bansa at palitan ng komunismong pamumuhay”, Lt Col Bautista said.

The assembly aims to raise awareness among young leaders about the reality of Communist Terrorist Group and how they slowly exploited and deceive the hearts and minds of young generation by means of Arouse-Organize-Mobilize concept to take down the government.

Meanwhile, Major General Andrew D Costelo, Commander of 7th Infantry (Kaugnay) Division emphasized to strengthen collaboration of the army with other government agencies to promote awareness among the young generation about the CTG deceitful agenda.Also, MGen Costelo encouraged the Youth leaders to disseminate the knowledge they gain from the assembly. “May these new ideas be used not only for yourselves but share it, so that it will become a powerful tool to end local armed conflict.” MGen Costelo said.

MAWAB, Davao De Oro – Different livelihood products were displayed and sold during the Opening of the Barrio Fiesta in connection with the 16th Founding Anniversary of the 10th Infantry “Agila” Division at Camp General Manuel T Yan Senior in Mawab, Davao De Oro on August 9, 2022.

Thirty-three (33) People’s Organizations out of the 622 all over 10ID area of responsibility participated in the said event. Souvenir items such as driftwood, personal accessories made of native materials, local delicacies, and native coffees were some of the local products sold by the participating POs.

Jocelyn M Minggong, a former member of the underground mass organization (UGMO) and now a member of Asbag Lumad Farmer’s Association in Matanao, Davao Del Sur said that she was grateful to the soldiers because the latter convinced them to go back to the folds of the government in order for them to live a peaceful life ahead.

“Dakog tabang ang gobyerno tungod wala nay mo recruit sa amoa didtoa sa Matanao, Davao Del Sur tungod maayo gyud ang pagdala sa gobyerno sa amoa.” (The government helped us a lot. Now, there’s no recruitment anymore in Matanao, Davao Del Sur because of the good governance.) Minggong added.

Likewise, Davao De Oro 2nd District Representative Ruwel Peter Gonzaga said that he is thankful and cited that the Army is one of the most important components for achieving the insurgency-free status of the province.

“Ang mga POs nga naa karun dinhi, salamat kaayo sa inyong pag salmot ug pagtabang sa gobyerno ug pagtabang sa atong kasundaluhan. Kami nga naa sa gobyerno, rest assured na we are 100% pro-government. Tanang resources nga naa sa gobyerno labi na gyud ang peace and order fund mopadulong na gyud sa dapat adtuan.” (I am grateful to our people’s organizations who joined in today’s event and thank you for helping the government and the army. Rest assured that the provincial government of Davao De Oro is 100% pro-government. All resources of the government especially the peace and order fund will reach where it should be allocated.) Congressman Gonzaga added.

On the other hand, Davao De Oro Governor Dorothy Gonzaga thanked the people’s organization for its efforts in catching up in doing business. “We are confident that if we can further empower your organizations, you will never experience hardships just like in the past.” Governor Gonzaga added.

Moreover, Governor Gonzaga hopes to maintain the status of being insurgency free even beyond her term.

In his message, 10ID Commander MGen Nolasco A Mempin emphasized the importance of Bayanihan.

“Isa sa mga layunin kung bakit natin isinagawa ang pistang ito ay dahil gusto nating ipakita ang sari-saring mga produkto ng ating mga people’s organizations at maipamalas natin ang bayanihan o pagtutulugan sa pamamagitan ng pagsuporta sa kanilang mga pangkabuhayang local.” (One of the objectives why we are doing this is to showcase the different products of our people’s organizations and to show the true spirit of Bayanihan by supporting their local livelihood.) MGen Mempin added.

The displayed products will be until August 13, and Camp General Manuel T Yan Senior is open for visitors who wish to come and visit.
