Sabah sea curfew extended to July 9

KOTA KINABALU: Sabah’s ongoing dusk-to-dawn sea curfew has been extended another 14 days to July 9.

Sabah Police Commissioner Datuk Idris Abdullah said the curfew covers areas up to three nautical miles off several districts; Tawau, Semporna, Kunak, Lahad Datu, Kinabatangan, Sandakan and Beluran.

Idris said residents in these districts were required to stay at home from 6pm to 6am within this period, adding outsiders were not permitted to enter the curfew zones.

The further extension of the curfew was needed, he said, due to possible threats from cross-border criminals including from kidnap-for-ransom (KFR) groups.

"Based on the information gathered, we have found that KFR groups as well as the Abu Sayyaf group are still attempting to enter Malaysian waters and carry out kidnapping activities as well as other cross-border crimes," he said, in a statement here on Thursday (June 23).

He noted the curfew was vital so that the nation’s borders were not breached by terrorists or criminals from southern Philippines.

Idris said this would subsequently secure the safety of international researchers or foreign tourists visiting islands in Sabah.

"The curfew will allow security forces to look after the safety of people who travel at sea and those living in the Eastern Sabah Security Zone (Esszone)," he said.

The implementation of the curfew would also enable the authorities to better enforce the law and monitor the movement of vessels, he added.

In turn, he said, this would create a sense of security and confidence among chalet operators and fishermen through the omnipresence of security vessels enforcing this curfew.

Idris said the respective district police chiefs have been given the authority to issue travel permits to applicants who fulfilled the necessary requirements to conduct fishing activities or to ply through the water routes in the curfew areas.

The curfew was first implemented on July 19, 2014 following a spate of kidnappings that saw the beheading of Sarawakian Bernard Then Ted Fen and the killing of several others, including a policeman and tourists.

5 Abu bandits, soldier wounded in Basilan clash

Five Abu Sayyaf bandits and a soldier were wounded in an encounter in Tipo-Tipo, Basilan yesterday.

Brig. Gen. Domingo Gobway, Joint Task Force Basilan and 101st Brigade commander, said the clash occurred in Sitio Mapute, Barangay Baguindan at around 8:30 a.m.

He said among those encountered by government troopers were members of the group of Abaas, a follower of the late Furuji Indama who was tagged in bombing attacks in Isabela City on May 31.

Attack helicopters were deployed to provide air support for ground forces. Military operations were ongoing as of yesterday afternoon.

Kinundena ng mga demokratikong organisasyon ang panunugis ng militar sa mga lider ng Bagong Alyansang Makabayan (Bayan) sa prubinsya ng Aklan noong Hunyo 22. Pinaghahahanap ng mga elemento ng 301st IBde sa Barangay Poblacion, Kalibo sina Sin F. Tugna, tagapagsalita ng Bayan-Aklan at George T. Calaor, tagapangulo nito.

“Kung mapapahamak sina Calaor at Tugna, walang ibang responsable rito kundi ang 301st Brigade ng Philippine Army, lokal na pulis, at ang gubyernong Duterte,” pahayag ng pambansang tanggapan ng grupong Bayan.

Paahayag ng grupo, dapat kagyat na iatras ng militar ang mga tropa nilang nanggigipit sa mga myembro ng mga organisasyong masa at mga residente ng nabanggit na barangay. “Dapat itigil ng mga awtoridad ang pangrered-tag kina Calaor, Tugna at iba pang aktibista sa Aklan,” giit nito.

Ayon sa ulat ng mga residente, nag-iikot umano ang mga sundalo sa komunidad at ipinakikita ang larawan ng dalawa at inuusisa kung kakilala nila ang mga ito. Kinumpirma rin nila na ang mga sundalo ay umupa ng mga boarding house sa C. Laserna Street, Poblacion para sa kanilang “special operations.”

Ayon sa Bayan-Aklan, katulad ng operasyong ito ang isinagawa sa Tapaz, Capiz at Calinog, Iloilo na humantong sa masaker at iligal na pag-aresto sa mga Tumandok noong Disyembre 2021.

Inaakusahan ng militar si Tugna at Calaor na mga kasapi ng Partido Komunista ng Pilipinas (PKP) at ng rebolusyonaryong kilusan dahil sa kanilang aktibong paglalantad sa mga krimen at paglabag sa karapatang-tao ng 3rd ID sa prubinsya.

Gayundin, kabilang ang Bayan-Aklan sa mga naninindigan laban sa Boracay Island Development Authority (BIDA) bill na magpalalayas sa mga katutubong Aeta, mga residente at lokal na mga negosyante sa saklaw na lugar ng panukala. Sa ilalim ng naturang panukala, magiging ekslusibo para sa malalaking kapitalista at big-time na sugarol ang isla ng Boracay.

Kaugnay ng serye ng insidente, naglabas ng bukas na liham si Calaor para sa mga kapwa niya Aklanon. Ipinabatid niya dito na nangamngamba siya sa ginagawa ng militar dahil maaaring gamitin itong pangangatwiran para saktan sila o di kaya ay patayin.

“Lumalapit kami sa mga kapwa naming Aklanon, Pilipino…na tulungan kami at suportahan laban sa masasamang aktibidad na ito ng estado na naglalagay sa aming kalayaan, seguridad at buhay sa kapahamakan.”

Sa huli, nanawagan si Calaor ng interbensyon at imbestigasyon sa lokal na gubyerno gayundin sa Commission on Human Rights para mapangalagaan ang kanilang kalayaang sibil at demokratikong mga karapatan.

Ikinalugod ng grupong Rise Up ang desisyon ng international Criminal Court na ipagpatuloy ang pormal na imbestigasyon sa mga krimen laban sa sangkatuhan ni Rodrigo Duterte at mga kasapakat kaugnay sa madugong “gera kontra-droga” ng kanyang rehimen. Tinapos nito ang pansamantalang pagpapaliban na noo’y hiningi ng gubyerno ng Pilipinas.

Ayon sa ICC, nakita nitong hindi seryoso ang gubyerno ni Duterte na tugunan ang panawagan para sa hustisya ng mga biktima ng huwad na gera. Isinuspinde ng ICC ang imbestigasyon nito noong Nobyembre 2021. “Matapos ang maingat at masusing pagrepaso sa lahat ng mga impormasyon na isinumite ng Pilipinas, gayundin ng mga impormasyong pampubliko…nakita kong hindi nararapat ang pagpapaliban na hinihingi ng Pilipinas, at na dapat magpatuloy ang imbestigasyon sa pinakamaagang panahon,” ayon kay Karim Khan, ang prosekyutor sa kaso.

“Nababagay” ang pagpapatuloy sa imbestigasyon bilang “huling regalo” sa papatapos na termino ni Duterte bilang presidente, ayon sa pahayag ng Rise Up ngayong araw, Hunyo 25. Isinapubliko ng ICC ang desisyon kahapon.

“Tulad ng ibang mga kaso sa ICC, naisasapanganib ng sobrang nagtatagal na mga imbestigasyon ang pagkamit ng hustisya at pananagutan para sa pinakakahindik-hindik na mga krimen,” ayon sa mga abugado ng grupo. “Isa itong malaking usapin lalupa’t sumasang-ayon at nangako pa ang administrasyong Marcos-Duterte na ipagpatulloy ang mga patakaran ni Duterte sa droga.”

“Nasisiyahan” ang mga biktima at kanilang mga abugado sa sistematiko at metikulosong pagsusuri ng ICC sa mga dokumentong isinumite ng gubyerno ng Pilipinas sa korte. Sang-ayon sila sa kongklusyon ng prosekyutor ng korte na “walang indikasyon na inimbestigahan ng gubyerno ng Pilipinas ang anumang padron ng kriminalidad o sistema nito, kabilang yaong malamang na pinakaresponsable sa pagbubuo o pagpapatupad ng isang patakaran.”

Ang Rise Up ay binubuo ng mga pamilya ng mga biktima na nagsampa ng kaso sa ICC. Kinakatawan sila nina Atty. Neri Colmenares at Atty. Maria Kristina Conti, mga abugado mula sa National Union of Philippine Lawyers.

Tulad ng Rise Up, ikinalugod din ng mga organisasyon sa karapatang-tao ang muling pagbubukas ng ICC sa imbestigasyon.

Operatives of New People’s Army under Roselyn Jean Pelle Command – Northern Negros Guerrilla Front (RJPC-NPA) ambushed Jimmy Dela Cruz, also known as Ka Guanzon, in Sitio Binabuyan, Barangay Cambayobo, Calatrava on February 4, 2022 at 8:00 o’clock in the morning. Dela Cruz was an ex-NPA member turned intelligence asset of the 79th IB-PA.

Dela Cruz, from Himamaylan City, served the NPA from 2017 until 2020. RJPC-NPA allowed him to stay in a guerilla zone (GZ) to help him recover from his traumas and to make a living as a civilian citizen. Year 2021, the masses in the said GZ reported that Dela Cruz disobeyed the policies laid down by the masses and gone AWOL in the area for a couple of months. After his disappearance, the masses observed new habits and questioned his actions, which they reported to RJPC-NPA. The masses know that Dela Cruz has a pending warrant of arrest of trumped-up charges but was observed to be seemingly comfortable engaging with government troops in various areas.

In an investigation conducted by a unit of RJPC-NPA, it was found out that Dela Cruz was controlled by a circle of former NPA members turned AFP-assets, namely “Ka Dodong George”, Richard “Ka Prince” Gallego and his wife “Ka Mia”. Dela Cruz was converted and was missioned to be a deep penetrating agent (DPA) of RJPC-NPA.

RJPC-NPA respects the decisions of NPA members who lay down their arms and chose to live a normal life, so long they do not harm the revolutionary masses and the whole revolutionary movement by cooperating with AFP, as what Dela Cruz did.

Dela Cruz became a traitor of the revolutionary movement and the revolutionary people’s court sentenced him with death penalty. RJPC-NPA swiftly implemented the decision and meted death to Dela Cruz.

Traitors of the revolution have long forgotten the principle of simple living and untiring struggle, and was blinded by promises of thousands of cash in lieu of people’s lives of whom showered them with kindness and hospitality.

The 79th IB-PA, together with the traitors of the revolution, is spewing lies that the RJPC-NPA is incapable now and members are now shaken to the series of traitors’ cooperation resulting to the martyrdom of comrades, among others.

Red commanders and fighters of RJPC-NPA has a strong unity of identifying and overcoming the weaknesses, and turned each failure to strength. RJPC-NPA is keen in serving the people in whatever means they can, in spite the turns of events.

RJPC-NPA calls on counter-revolutionaries and former comrades to withdraw from doing disreputable work and surrender to the nearest Party and NPA unit or revolutionary mass organization. We remind former comrades that you have no immunity in the face of serving justice.

Almost but not quite.

In a press junket on June 21, Major Gen. Nolasco Mempin, commander of the AFP’s 10th Infantry Division, declared in barely-suppressed glee that Davao de Oro, Davao City, Davao del Sur and Davao Occidental were now “insurgency-free.” He also said that it was only one province short, that being Davao Oriental, of declaring the whole of Southern Mindanao to be free of NPA influence. To illustrate his point, he made note of the “cooptation of 1,248 NPAs in the barangays, and more than 6,000 members of the Underground Mass Organizations (UGMOs).”

Let us make the fascist general’s jargon clear: the more than 7,248 individuals he was referring to were all civilian, unarmed peasants, who had suffered relentless red-tagging and harassment and been made to sit through hundreds of hours of either aggressive interrogation or “pulong-pulong” (community meetings) until they had no choice but to acquiesce to “surrendering.”

For peasants and peasant workers across Southern Mindanao, the question of whether insurgency has in fact been stamped out extends far more than the enemy’s statistics achieved mainly through the humongous budget of the NTF-ELCAC and AFP’s state terrorism of relentless militarization, bombings, killings and coercion.

Indeed, how can the flames of peasant unrest be snuffed out when the very reason for its existence is being perennially stoked by widespread landlessness and loss of livelihood? In Southern Mindanao, prime agricultural lands are being gobbled up by banana and other export crop
companies that aggressively expand and encroach even on the Lumad’s ancestral domain, buoyed by the financial and production assistance extended by the reactionary government. Likewise, mining and quarrying in the countryside, which local governments in the region insist posted the fastest economic activity during the pandemic, have displaced peasants in some areas or made farming even more difficult in others.

It boggles our imagination that local governments, dominated by the landlord class, have the nerve to claim that rice sufficiency in Southern Mindanao has risen to 54 percent in 2021 from 47 percent in 2016, when, because of the Duterte regime’s kowtowing to neoliberal policies, prices of farm inputs have consistently skyrocketed while farmgate gate prices of palay either stagnated or dipped, causing loss of income or bankruptcies of rice farmers.

Financing for production in rural villages has also become difficult to come buy, even those that levy usurious interest rates. With prices of pesticides and fertilizers doubling in a span of two years, peasants find themselves opting out of individual farming, and instead desperately looking for seasonal farm work and other odd jobs. In Davao de Oro and Davao del Norte, many so-called CARP beneficiaries were forced to either pawn off their land to settle debts or tie up their land to banana, coffee or cacao farms owned by middle and big landlords. In some areas still, some peasants were forced to sell their lands for various reasons.

Members of Pambansang Katipunan ng mga Magbubukid in Southern Mindanao have reported that in many areas, which used to have rice paddies, corn fields and vegetable farms, food production has dwindled or ceased. “Mingaw na ang uma,” (The farm has gone quiet) is one heartbreaking sentiment shared by a peasant in Davao del Sur.

In the hype and haste of self-congratulatory posturing, the 10th ID and the ultra-sychophantic landlord-bureaucrat capitalists of Southern Mindanao adamantly refuse to behold the biggest twin carabaos in the room, that of feudal and semi-feudal exploitation. These roots of peasant unrest, which bottomlessly fuel the revolutionary armed struggle, are what drives the masses in the countryside to continue to resist in all forms, amid and in spite of the sacrifices and difficulties.

In declaring all but one province in Southern Mindanao as insurgency-free, the 10th ID aims to invalidate the long-standing demand of the peasant class for genuine land reform. After all, despite of the billions it poured into its counterinsurgency campaign and modernization program, the AFP in the region did claim that “about 145 People’s Organizations (POs) with 7,722 members mostly former rebels and mass supporters benefited from various programs and projects from the province which eventually helped them uplift their social and economic status as part of the re-integration program.”

To be sure, these so-called programs and projects such as housing, trainings, and the like are nothing but “compliance activities” meant to bolster the enemy’s counterinsurgency portfolio but are woefully off-mark in addressing the problem of landgrabbing and landlessness. The “POs,” meanwhile, were mere sounding boards of anti-communist propaganda and turned into campaign machineries for Ferdinand Marcos Jr. and Sara Duterte’s stolen victory in the May 9 elections.

On the whole, the tyrannical Duterte regime and the terrorists in the AFP desperately needs to declare Southern Mindanao to be insurgency-free in order to justify their bloody trail of war crimes, obscene military budget-cum-well of corruption, and breathe new life to the NTF-ELCAC and their murderous counterinsurgency campaign. For us peasants, it’s merely hot air coming out of the enemy’s overinflated egos.

In his shameful exit, Duterte leaves behind a blood-stained legacy of a semi-feudal and semi-colonial Philippines, supposedly to be perpetuated by the illegitimate Marcos II regime, where peasants like us are expected to subsist in mumho (food scraps) instead of a decent meal, raise cash crops for export instead of ensuring food security, work as slaves in lands we do not own and act as though all is bright and well. Unfortunately for the enemy, we refuse to.

The Roselyn Jean Pelle Command – Northern Negros Guerilla Front of the New People’s Army (RJPC-NPA) denies the allegation of the 303rd Infantry Brigade that an armed clash occurred between the 79th Infantry Battalion (79th IB-PA) and RJPC-NPA on June 22, 2022 around 6 o’clock in the morning in Purok Puting Bato, Sitio Tinibiangan, Barangay Minapasuk, Calatrava. No unit of RJPC-NPA was operating on the said location at the time of the alleged encounter.

On a radio interview aired on the same day, Brigadier General Inocencio Pasaporte, 303rd IBde Commanding Officer, made an outright lie that during 79th IB-PA’s combat operation, the said reactionary troop made a clash with about 10 elements of RJPC-NPA for about 15 minutes and retreated to the mountainous portion of the said barangay. On a separate interview, Pasaporte reiterated that the Northern Negros Guerilla Front was long dismantled and only the remnants of the said front wishes to penetrate the said barangay.

RJPC-NPA contradicts such statements of Pasaporte and reiterates that no Red fighter was in that area during the claimed armed encounter. The truth is, 79th IB-PA was monitored in the mountainous Sitio Ekogan of the same barangay since last week of May 2022 and has conducted military operation in sitios Ekogan, Victory, Wingsing, Nabaisan, among others. Days before the supposed encounter, the salaried troops have reached sitios Tinibiangan, Kapanuyan and Palala.

Pasaporte must have been pressured with his higher ups to put together RJPC-NPA’s successive tactical offensives despite his fabricated claims that the RJPC-NPA was long dismantled; as such he gives high regards to his humbug subordinates without verification of submitted reports.

With AFP’S reliable intelligence network, such a claim of dismantled NPA guerilla front do not need a prolonged and costly company-sized military operation.

On an investigation conducted by the RJPC-NPA, reports of human rights violations (HRVs) perpetrated by reactionary uniformed troops, 79th IB-PA in particular, amidst their operation. A number of helpless civilians were physically assaulted by elements of such paid military. Incidents of threat and intimidation, including death threat, were also recorded. During the presumed encounter, frightened civilians were threatened by 79th IB-PA that their homes will be bombed or they will be tagged as NPAs should they not evacuate immediately. By the time they evacuated, enemy troops freely ransacked the homes and stole farm animals. A farm house was also burned down by the fascist elements. To confine the issues, the perpetrators hindered the victims to report and make blotter entries to proper authorities.

History tells us that human rights violations perpetrated by the reactionary AFP are a great way to increase the number of the revolutionary NPA. Defenseless HRV victims, as well as terrorized residents, are driven to take the revolutionary path, either as a full-time NPA combatant or trusted mass base leaders.

Despite claim of being dismantled, RJPC-NPA is welcomed with arms wide-open by the masses in their homes. Despite numerous hocus-pocus of massive surrenders, declaration of persona non grata, among others, Red commanders and fighters of RJPC-NPA continue to fulfill its duties in serving the people as much they can in consideration with the current situation. With the absolute leadership of the Party and skillful assistance of the great masses, RJPC-NPA is not dismantled and still intact.

The cover-up stories, false claims and twisted acts are all laughably entangled that one supposed dismantled guerilla front was in a supposed armed encounter with a voluminous company-sized AFP troops. These show the sky-high desperation of Pasaporte and his subordinate, Lieutenant Colonel J-jay Javinez (79th IB-PA Commanding Officer) as their deadline to destroy the whole revolutionary movement comes near as US-Duterte regime comes to an end.

RJPC-NPA is calling all patriotic within the ranks of the uniformed personnel to unite with revolutionary forces in rendering genuine service to the people. RJPC-NPA welcomes those who are tired following marching orders of targeting civilians and those burned-out making up fake news and stories.

RJPC-NPA challenges the Commission on Human Rights and all human rights group to conduct an independent investigation on the fake encounter and rights violations during the combat operation.

RJPC-NPA calls on all media outlets in Negros Island to get factual news reports straight from the affected civilian’s mouth and give malice to what has been submitted to your respective offices, especially by the fake news peddler AFP troops. Our claims can also be subjected to your separate investigation.

Furthermore, RJPC-NPA calls on all the Filipino people, especially of Northern Negros, to expose all rights violation and oppose militarization of your community.

Four drug personalities were apprehended and more or less 25 grams of shabu were seized in a law enforcement operation in Buldon, Maguindanao on June 25, 2022.

Soldiers of the Marine Battalion Landing Team 5 successfully conducted support to law enforcement operation to the Philippine Drug Enforcement Agency-BARMM and PNP Maritime-Maguindanao during the anti-illegal drug operation at Sitio Kitob, Barangay Rumidas of the municipality of Buldon. Operating troops raided and successfully dismantled a drug den operated by a certain Sadam in the area. The operation further resulted in the apprehension of four of his cohorts identified as Jalil S Maguilis, Johaiver Mamalumpong Usop, Jhonari Mamalacat, and Alenajer Manalao. Sadam and his other cohorts, however, managed to escape.

Recovered from the apprehended personalities’ possession were five heat-sealed transparent plastic sachets containing more or less 25 grams of shabu with an estimated national average price of PHP136, 000.00, assorted improvised drug paraphernalia, two M16 rifles with five short magazine assemblies containing 70 rounds of 5.56mm ammunition, one M14 rifle with five magazine assemblies containing 55 rounds of 7.62mm ammunition, three bandoliers, and other items.

Apprehended individuals, recovered firearms, and confiscated evidence (drugs and drug paraphernalia) are now in the custody of PDEA-BARMM for documentation and proper disposition.

Lt. Gen. Alfredo Rosario, Jr., Commander of the Western Mindanao Command said the Armed Forces continue to strengthen collaboration and coordination with other security agencies to ensure the successful conduct of law enforcement operations.

Maramag Bukidnon – Five (5) members of the Communist Terrorist Group (CTG) voluntarily surrendered to the elements of 88th Infantry Battalion and NICA-10 last 23 June 2022 at Sitio Natampod, Brgy Namnam, San Fernando, Bukidnon. With them are five (5) High Powered Firearms composed of one (1) M16A1 Rifle and four (4) Cal. 30mm M1 Garand Rifles. The said surrender came as a result of the unit’s relentless campaign against the said terrorist group in the mountainous areas of Pantaron Mountain Ranges, covering Malaybalay City, San Fernando, and Cabanglasan all of Bukidnon.

88th IB Commanding Officer Lt. Col. Christian James Vingno said that the surrenderees were positively identified by their former comrades who earlier surrendered to the government. They are the remnants of the recently Dismantled Guerilla Front Malayag, Sub Regional Command (SRC) 2, North Central Mindanao Regional Committee.

According to Alias Bebot, after several months of hiding and fleeing from government troops, they realized that their struggle for the sake of the revolution is pointless. Also the fear of death, hunger and their great desire to be with their families and loved ones were the reasons they decided to abandon the armed struggle.

It can be recalled that last September 8, 2021, the said Communist Terrorist Group was decisively engaged by elements of 88IB at the forested area of Barangay Mabuhay, San Fernando Bukidnon, which resulted to 4 CNTs killed, captured of 10 other CNTs including a child-soldier, and the seizure of 16 High Powered Firearms (HPFAs) with ammunitions, subversive documents with high intelligence value, assorted medicines and personal belongings of CNTs. Likewise, on September 10, 2021, another major engagement between elements of 88IB and the said group resulted to the seizures of six (6) High Powered Firearms (HPFAs) and capture of four (4) Communist NPA Terrorist including two (2) minors at forested area of Purok 10, Sitio Narulang, Barangay Laligan, Valencia City, Bukidnon.

LTC CHRISTIAN JAMES P VINGNO, Commanding Officer of 88IB in his statement said: I laud the decision of Alias Bebot and his four (4) comrades for finally abandoning the Communist Terrorist Group. Welcome to the new chapter of your life. Surely, the government will provide you all the benefits you are entitled to receive. To the remaining members of NPA, I encourage you to surrender and return to the folds of the law. Now is the right time to come down and help the government bring peace and order to the countryside. Vingno added.

The former rebels are now undergoing debriefing and documentation that will allow authorities to facilitate the granting of their benefits under the Enhanced Comprehensive Local Integration Program.

MAWAB, Davao De Oro – Troops under the 1002nd Infantry Brigade of the 10th Infantry “Agila” Division encountered more or less ten (10) Communist NPA Terrorists at Sitio Talaytay, Malibatuan, Arakan, Cotabato on June 20, 2022.

The encounter transpired after a concerned citizen tip-off the location of the said armed group. Likewise, the government forces recovered one (1) M16 rifle, two (2) bandoliers, two (2) backpacks, one (1) M16 short magazine, one (1) AK 47 long magazine, five (5) cellular phones, ammunition, and other subversive documents while no reported casualties from the government side.

10ID Commander MGen Nolasco A Mempin lauded the Agila troopers involved in the said operations. “We call on the remaining Communist NPA Terrorists operating in North Cotabato to surrender and live a normal life with their families. However, if they resist, we assure them that the military will continue to hunt them down as they insist in sowing terror and violence to our countrymen,” MGen Mempin added.

CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao — Troops from 40th Infantry (Magiting) Battalion seized high-powered firearm and explosives during the conduct of focus military operation this morning, June 20, 2022 in Brgy. Kitapok, Datu Saudi Ampatuan, Maguindanao.

Lieutenant Colonel Edwin Alburo, Commanding Officer of 40IB said that the operating team recovered one (1) M16 Rifle with one (1) steel magazine loaded with 27 rounds of 5.56mm Ball. Prior to the recovery of the said firearm, troops are conducting a focus military operation targeting alias Banjo, BIFF-Bungos faction sub-leader together with his five-armed followers when they recovered one (1) unexploded ordnance (UXO), 60mm Mortar; three (3) Anti-Personnel Mine; six (6) rounds of 5.56mm Ball; handguard for R4, four (4) handheld radios with charger, motolite battery and other personal belongings of the terrorist group.

“Nasabat ng ating mga tauhan ang mga kagamitang pandigma ng kalaban habang tinutugis sila ng ating tropa sa masukal na bahagi ng Brgy. Kitapok sa nasabing bayan”, Lt. Col. Alburo said. “As a result, we continue to conduct relentless pursuit against this enemy of the state to thwart them in executing any eventualities that will harm our people”, Lt. Col. Alburo further stated.

Colonel Oriel Pangcog, Commander of the 601st Infantry Brigade said “we have been gaining grounds and materiel against the lawless groups due to our tenacious focus military operations thus, I urge everyone to continue support and cooperate with our troops because every weapon we gain and remove from the enemy’s hands is tantamount to saving a lot of innocent lives and securing them a better future.”

Meanwhile, the Acting Commander of the 6th Infantry (Kampilan) Division and Joint Task Force Central, Major General Roberto Capulong lauded the troops of 40IB for the job well done. “The recovery of these armaments is vital in our quest for achieving and sustaining peace and tranquility in our area of operations”, MGen. Capulong said.

The Joint Task Force West (JTF West) of Western Command (WESCOM) was once again at the receiving end of radio challenges from a China Coast Guard (CCG) vessel as it conducted a troop rotation and reprovisioning of personnel stationed in BRP Sierra Madre (LS 57) in Ayungin Shoal last June 20-22.

WESCOM said Saturday that personnel of JTF West aboard indigenous boats Unaizah Mae 2 and 3, with assistance from a Philippine Coast Guard (PCG) vessel, delivered fresh supplies for the troops and ferried the new batch of personnel to be posted at the Ayungin detachment.

It was part of the Philippine military’s mission to sustain its presence in the Kalayaan municipality, West Philippine Sea, under the multi-stakeholder cooperation of Area Task Force West (ATF West)

WESCOM also said that it had sent reports to the National Task Force for the West Philippine Sea (NTF WPS) about the Chinese ships that were seen in the Kalayaan Island Group during the recent mission and what steps should be taken.

Negros Occidental Governor Eugenio Jose Lacson has renewed his call to Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels to return to the fold of the law, saying that “choosing peace is always the better choice.”

Lacson issued the invitation in his inaugural address after taking his oath for a second term during the ceremonies held at the provincial capitol grounds here on Saturday.

“To our Negrense brothers and sisters who are still active in the rebel movement, please know that we are eager to welcome you back as we vow to build a stronger and progressive Negros Occidental,” he said.

On June 22, Lacson, together with officials of the Philippine Army and the Department of the Interior and Local Government (DILG), turned over a total of PHP770,000 in cash assistance to 27 former rebels under the government's Enhanced Comprehensive Local Integration Program.

The governor, who chairs the Provincial Task Force to End Local Communist Armed Conflict, said the provincial government will continue to provide socio-economic interventions to former rebels, including education subsidies and health cards for their dependents.

“We shall endeavor to capacitate them in handling and managing their own socio-entrepreneurial projects to make them sustainable and active partners in community development,” he added.

Lacson also said the province will continue to work closely with the DILG, the Armed Forces of the Philippines, and the Philippine National Police as well as with civil society groups and multi- stakeholders to implement peace-building activities, particularly in the rural communities.

“I often say that the walk of peace is a long one, and that for peace to be real, we must address, preserve, and respect the core of humanity and human dignity, and it must be the kind that leaves no one behind,” he added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.
