CAMP ELIAS ANGELES, Pili, Camarines Sur – Isang engkwentro na naman ang naganap sa pagitan ng pinagsamang pwersa ng 2nd Infantry (SECOND TO NONE) Battalion at Philippine National Police (PNP) kontra sa Communist NPA Terrorist (CNT) sa Barangay Miabas, Palanas, Masbate, alas-dos ng hapon nitong ika-25 ng Abril (Lunes).

Ayon sa report, nagkaroon ng halos walong (8) minutong palitan ng putok ang magkabilang panig matapos magsagawa ng operasyon ang tropa ng gobyerno dahil sa sumbong ng mga residente ukol sa presensya ng aabot sa dalawampung (20) armadong miyembro ng CNT na may planong magsagawa ng pangingingikil at pangre-recruit sa nasabing lugar.

Matapos ang engkwentro, dalawang (2) miyembro ng mga terorista ang naitalang patay na basta na lamang iniwan ng mga kasamahan at agad nagsitakas papalayo.

Dagdag pa rito, ilang mga armas at kagamitan ang narekober sa mga kalaban kabilang na ang isang (1) M16 rifle, isang (1) granada, dalawang (2) claymore mines, limang (5) anti-personnel mines, ilang mga kasangkapan sa paggawa ng pampasabog, sari-saring mga bala, mga kagamitang pang komunikasyon, ilang mga maka-teroristang dokumentong pang propaganda, at ilang personal na kagamitan ng mga terorista.

Samantala, wala namang naiulat na nasugatan sa hanay ng mga sundalo at pulis.

Kaugnay nito, tiniyak ni Lt. Col. Siegfried Felipe Awichen, Battalion Commander ng 2nd Infantry (SECOND TO NONE) Battalion ang mas pinaigting at agresibong mga operasyon laban sa insurhensya sa nasabing probinsya.

Muli namang hinikayat ni Brig. Gen. Aldwine I. Almase, Brigade Commander ng 903rd Infantry (PATRIOT) Brigade, ang mga miyembro ng Communist Terrorist Group (CTG) na magbalik-loob na lamang sa gobyerno habang hindi pa huli ang lahat at upang makapamuhay na lamang ng mapayapa sa piling ng kani-kanilang mga pamilya.

Samantala, kinondena ni Maj. Gen. Alex Luna, Commander ng 9th Infantry (SPEAR) Division at Joint Task Force Bicolandia, ang patuloy na pagpapalano ng mga CTG sa pagsasagawa ng mga mapagsamantalang aktibidad at ang paggamit ng anti-personnel mines na nakakasira ng katahimikan sa Masbate.

“Kinokondena po ng pamunuan ng JTF Bicolandia ang mga tangkang panggugulo at pangsasamantala ng mga miyembro ng CTG sa lalawigan ng Masbate lalo na ang patuloy na paggawa at paggamit ng mga teroristang ito ng mga pampasabog na hindi lamang nakakasira ng mga pribadong ari-arian ng mga tao kundi nakakadagdag rin sa patuloy na banta sa mismong buhay ng mga Masbateño. Gaya ng nangyari noon sa mga Absalon at iba pang mga sibilyan na namatay at nasugatan dahil sa paggamit ng anti-personnel mines ng mga NPA,” pagbibigay-diin ni Maj. Gen. Luna.

ALINTAAN, OCCIDENTAL MINDORO – Ika-25 ng Abril 2022, habang nagsasagawa ng pursuit operation ang ating mga kasundaluhan mula sa 76th Infantry (Victrix) Battalion ng 203rd Brigade (Bantay Kapayapaan), 2ID, PA sa ikinasang combat operation ng pinagsamang pwersa ng ating mga kasundaluhan at kapulisan kasama ang mga pwersa ng 23MICO, 10th SAB, PNP-SAF, RFMB-4B, OMPMFC at PIB Occidental Mindoro ng PPO ay nasukol nila ang mga nagsipagtakas na mga miyembro ng Teroristang NPA na hinihinalang mga nalalabing miyembro ng Squad GMT, SRMA 4D, STRPC sa naganap na engkwentro sa Sitio Salad, Brgy Malpalon, Calintaan, Occidental Mindoro na tumagal ng sampong (10) minuto, bandang alas onse-bente (11:20PM) ng tanghali.
Hindi baba sa apat (4) na katao ang nakabak-bakan ng ating mga kasundaluhan at agad na nagresulta sa pagkaka-samsam ng mga sumusunod:

Ayon naman kay LTC WILLIAM O ROMERO INF (GSC) PA, Acting Commanding Officer ng 76IB, 2ID, PA “Bukas po ang pintuan ng ating kasundaluhan at kapulisan sa mga gustong mag balik-loob sa pamahalan, nariyan po ang Enhanced Comprehensive Local Integration Program o E-CLIP na makakatulong po sainyo sa inyong pagbabagong buhay, at para naman po sa mga nakasagupa ng ating kasundaluhan at kapulisan, handa rin po namin kayong tulungan upang madala kayo agad sa hospital at maipagamot.”

Sa ngayon, ang pwersa ng ating pamahalaan ay kasalukuyan paring nagsasagawa ng pursuit operation upang tugisin ang natitira pang mga teroristang grupo.

FORT MAGSAYSAY, Nueva Ecija — At least 540 individuals have benefited from a medical mission conducted by the Members Church of God International (MCGI) in partnership with the troops of 91st Infantry (SINAGTALA) Battalion on Good Friday at the Covered Court of Brgy Butas-na-Bato, Dingalan, Aurora on April 15, 2022.

LTC Julito B. Recto Jr., Commanding Officer of 91IB said that his unit participated in the activity by offering free hair cuts and distributing enhanced comprehensive local integration program (E-CLIP) and Army Recruitment leaflets to the beneficiaries.

Among the services offered by the MCGI are free medical consultation for both children and adults, optical and dental services, and distribution of free medicines and circumcisions which benefited not just the residents but the nearby barangays as well.

The medical mission was initiated by the Chairman of Barangay Butas-na-Bato, Roy Francisco thru the MCGI headed by Brother Daniel Razon.

Mayor Shierwin H. Taay, Mayor of the said municipality also attended the activity.

LTC Recto Jr said that Good Friday is one of the most important dates in the Catholic Church (Christians), and it has significant meaning as it lives out its healing mission of the said ministry of the MCGI.

“It is the day of the sacrifice, suffering, and death of Jesus. It also reminds us of the inevitable difficulties and suffering in our own lives and the wider world. Those in our care and their loved ones often feel these challenges acutely. It will encourage us to remain faithful to one another, especially in times of difficulty and uncertainty. It’s really good to see the people receiving the help and assistance that they need from our medical volunteers and paramedical group. It made a difference,” LTC Recto said.

Meanwhile, the Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army Major General Andrew D Costelo PA extended his gratitude to the members of MCGI for the partnership with the Army in their meaningful endeavor on Good Friday benefiting the locals of Dingalan, Aurora and said that they hope that will continue to extend their services to the needy.

FORT MAGSAYSAY, Nueva Ecija – In a bid to protect the students from the Communist Terrorist Group’s deceptive recruitment, the Army’s 91st Infantry (SINAGTALA) Battalion conducted an Information Awareness Campaign at Wesleyan University-Philippines (WU-P) in Maria Aurora, Aurora on April 21, 2022.

Said activity was led by the unit’s Acting Civil-Military Operations Officer, CPT ROBERTO G. APELADO wherein it was attended by 350 Criminology students of WU-P Extension headed by Ms. Janice B Aguinaldo Ph.D, Program Coordinator of College of Criminal Justice Education.

CPT APELADO emphasized during the activity on how dangerous the CTG infiltrates the education system and employs its deceptive scheme in its recruitment activities in Colleges and Universities.

“The CTG’s front were showing videos of human rights atrocities to students, to incite them to fight against the government including lectures on the issues on poverty, tuition fee increase among others to agitate students and even those youths living in depressed and isolated areas who are vulnerable to false ideologies due to their innocence,” CPT APELADO said.

He then also warned the school administrations and parents about some members of the NPA infiltrating the schools and also churches,” CPT APELADO said.

Meanwhile, LTC JULITO B RECTO JR, Commanding Officer of 91IB, extended his gratitude to the WU-P Administration for inviting his unit to disseminate the right information on the government’s sincerity in promoting sustainable peace and development, especially in the geographically isolated areas.

“We will continue to intensify this information drive and dialogue to the youth, making them aware together with the different sectors in the implementation of the goals of the National Task Force to End local communist armed conflict. We encourage the remnants of the Komiteng Larangang Guerrilla Sierra Madre (KLG-SM) to lay down their arms and surrender to the government,” LTC RECTO said.

MGEN ANDREW D COSTELO PA, Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army, said that the Army’s information awareness activities on CTG’s deceptive recruitment is vital to the campaign of the government in ending the local communist armed conflict in the countryside.

“We will be relentless in conducting this kind of activity as we know that the CTG mainly targets the youth in their deceptive recruitment in schools. That is why we are calling everyone’s cooperation if there are CTG activities in their Colleges and Universities to report such to the school administration or to the authorities,” said MGEN COSTELO.

CAMP GERONA, Murcia, Negros Occidental – Concerned locals of Sitio Halog, Brgy Sandayao, Guihulngan City, Negros Oriental tipped off the soldiers of 62IB and 33rd DRC under the operational control of 303rd Brigade about the NPA terrorist presence in their area and the plan extortion activities by the Communist NPA Terrorists (CNTs) which resulted to an encounter at around 6:15 in the morning of April 21, 2022 (Thursday).

Troops of the 62nd Infantry Battalion under the leadership of Lt Colonel William Pesase Jr., Battalion Commander together with 33rd Division Reconnaissance Company responded to the reports of the locals regarding the presence of an armed group identified as members of NPA terrorists in the area. Accordingly, more or less fifteen (15) CNTs from SDG Platoon of Central Negros 1, KomitengRehiyon – Negros, Cebu, Bohol, and Siquijor (KR-NCBS) were encountered by the troops and the firefight lasted for about fifteen (15) minutes and enemy scampered to eastern direction leaving their personal belongings at the encounter site.

No casualty was reported from the government side, while the troops still determining the fatalities on the enemy side. Captured in the encounter site were various enemy war materials and personal belongings.

Seized war materials were the following: One (1) R4 Rifle with 1 short magazine loaded with 7 rounds, one (1) KG9 sub-machine gun with 1 magazine loaded with 5 rounds, 2 cooking pots full of steam rice, CTG flag, two (2) pairs of rainboots, three (3) water containers, one (1) sack of charcoal, 1/2 sack of rice, three (3) sim cards, one (1) backpack, one (1) solar panel, eight (8) packs sugar, two (2) hammock, hygiene kits, other subversive documents and personal belongings.

Brigadier General Inocencio Pasaporte, 303rd Brigade Commander lauded the immediate response of the troops in helping the locals of Brgy Sandayao against the extortion and atrocities of the NPA Terrorist. “I am also commending the quick action of the locals in the area showing their concern for the peace and order of their community as they reported this terrorist presence immediately, ” BGEN Pasaporte added.

MAWAB, Davao de Oro – The Chief of Staff of the Armed Forces of the Philippines (CSAFP) General Andres C Centino lauded the Agila Division for its excellent performance in defeating the insurgency in its area of responsibility during his visit at Camp General Manuel T Yan Sr., in Mawab, Davao De Oro on April 23, 2022.

In a briefing presented by 10th Infantry “Agila” Division Commander, MGen Nolasco A Mempin to General Centino and his staff, 10ID showcased the Campaign Evolution of the Command from 2016 up to the 1st Quarter of 2022 wherein out of the 17 confronted guerilla fronts, six (6) vertical NPA units, and five (5) Sub-Regional Committees (SRC) in 2016, only three (3) guerilla fronts, three (3) vertical NPA units and two (2) SRCs remain.

“Aside from the very impressive performance that you have had for the last year and this first quarter, you made it to a point that you were able to present it in a very good and impressive briefing,” General Centino said.

During his talk to troops, General Centino extended his gratitude to the officers, men, and women of 10ID. He also presented different awards to 11 Agila Troopers. “There’s no debate, all of us right now are doing our best. Lahat tayo ay producing results from 1st ID to 11th ID. It is because very clear ang ating mission at very clear ang ating task, dahil ngayon naka focus na tayo sa ating trabaho, very different from what we experienced in the past,” General Centino said.

Moreover, General Centino said that the Armed Forces of the Philippines have the momentum already, and have developed the skill, the core competence, confidence, and motivation to end the five-decade-long insurgency. “Tapusin natin ito,” Gen Centino added.

In his visit, General Centino also spoke with dismantled Guerilla Front 3 top leaders Maximo Catarata alias Datu Makatindog and his son Renard Catarata alias SM, who surrendered to 10ID last March 2022. Moreover, several firearms were presented by 10ID from a total of 159 firearms recovered from January 1, 2022, to date.

Cabadbaran City, AGUSAN DEL NORTE- Following an armed encounter between the government troops and the members of the Communist Terrorist Group (CTG), where troops of 29th Infantry “Matatag” Battalion seized 2 high powered firearms and killed one of the top ranking CTG personality, four (4) other members of the said group surrendered to the unit on April 22,2022 at Headquarters 29IB Brgy Del Pilar, Cabadbaran City, Agusan del Norte.

The four CTG members surrendered to Col. Jason M. Saldua and Lt.Col. Emerson De Vera Jr., Commanding Officers of 29IB and 65IB bringing with them four (4) improvised shotguns.

Colonel Saldua, identified the four CTG personalities as Joreb Antong, a CTG team leader, and a resident of Brgy Mahaba, Cabadbaran City; Junry Egom Gaan, a CTG team leader, and a resident of Sitio Tagkiling, Brgy Anticala, Butuan City; Cherry Mae Calinawan Maayo, a medical officer, and a resident of Brgy Mahaba, Cabadbaran City, Agusan del Norte; and Ejoy Egom Mabandos, a CTG combatant, and a resident of So. Tagkiling, Brgy Anticala, Butuan City.

According to them, they wanted to live a normal life because they were already tired of running and hiding from the successive combat operations conducted by the Army in the hinterlands of Cabadbaran City and Butuan City.

They added, that they also feared for the safety of their lives especially that they had heard of the death of their high ranking CTG leader during an armed encounter last April 17, 2022.

“I know that the remaining CTG members are now struggling because of the scarcity of their food supply and resources due to civilians being aware on the government’s campaign to combat local communist insurgency under Executive Order No. 70. With our intensive information awareness campaign against the CTG; the people are now enlightened about their criminal and terroristic acts wherein they have already declared them as “Persona Non-Grata” in their community,” said Colonel Saldua.

Likewise, he reiterated his call to the remaining members of the CTG to surrender to the authorities while there is still time.

“I am calling on the remaining CTG members to lay down your weapons and surrender now so that you can now receive the promised help of the government through its Enhanced Comprehensive Local Integration Program (E-CLIP) benefits . We know that the said program will surely help you and your family to live more peacefully . So, come down now and surrender. We are here to help you,” Col Saldua assured.

NSFA, Panacan, Davao City – Months after typhoon Odette struck Dinagat Islands in 2021, the Eastern Mindanao Command led by LtGen. Greg T. Almerol made true his promise of continually supporting the recovery efforts of the island province as a “Turn-over of Seedlings, Lumber, and Logs” was held at the Kalikasang Buhay Park, Brgy. Cuarinta, in San Jose on April 21.

The event was graced by Undersecretary Joselin Marcus E. Fragada from the Department of Environment and Natural Resources (DENR) Field Operations – Mindanao; LtGen. Almerol; Gov. Arlene J. Bag-ao; DENR Caraga Regional Director Nonito M. Tamayo; 901st Brigade Deputy Commander, Col. Arnold T. Bernardo; and DENR Dinagat Officer-in-Charge Agapito T. Patubo.

During the program, the EastMinCom Commander expressed his strong support for the people of Dinagat Islands in its reconstruction efforts through the deployment of EastMinCom’s manpower units.

“I join everyone here in offering my sincere support to help the local government unit in its reconstruction efforts. The 901st Brigade, our Army Engineers, and the 4th and 10th Infantry Divisions will take the lead in supporting the government’s reconstruction efforts,” he said.

It can be recalled that LtGen. Almerol revisited the Province of Dinagat Islands on February 23 to render a courtesy call to Gov. Arlene J. Bag-ao and report the accomplishments of Joint Task Force (JTF) Sambisig after supporting the said province in various Humanitarian and Disaster Response (HADR) operations for two months.

During the said meeting, LtGen. Almerol also assured to deploy additional engineering units in the area to fast track the rehabilitation efforts in collaboration with the Local Government Units.

He also assured them of EastMinCom’s assistance for the continuation of distribution of relief goods and other construction materials through its ground units.

“Isa pong malaking karangalan ang maging parte sa pagbuo ng isang proyekto na naglalayong mabigyan ng ginhawa at magandang buhay kayong aming mga kapatid na naapektohan ng bagyo. Masaya po kaming maibahagi ang aming tulong sa inyong pagbangon,” LtGen. Almerol said during the ceremonial turn-over.

Camp Jorge Downes, Ormoc City – Kasabay sa pagdiriwang ng ika -34 na anibersaryo ng pag organisa ng 802nd Infantry (Peerless) Brigade, Philippine Army noong Abril 21, 2022 ay ang pag binyag kay Baby Jhana Mae I Depaz na anak ng mag-asawang dating rebeldeng NPA na sina Rutchelle Ilad @ Jero/Liam at ni Rene Boy T Depaz @ Boyet/Yumi/Jade/Ike.

Matatandaan na ang mag-aswang sina Boy T Depaz @ Boyet/Yumi/Jade/Ike at Rutchelle Ilad @ Ka Jeru ay sumuko sa 93rd Infantry Battalion noong ika-13 ng Enero 2022. Isinilang ang kanilang panganay na anak noong ika-3 ng Abril 2022 sa St. Mary Birthing Center sa bayan ng Albuera, Leyte, sa tulong ng mga kasundalohan ng 802nd Infantry (Peerless) Brigade.

Ang nasabing binyag ay dinaluhan ng mga ninong at ninang mula sa iba’t ibang ahensya ng gobyerno, mga kasundaluhan, mga dating rebelde, mga miyembro ng Ormoc Tandaya Eagles’ Club at mga prominenteng negosyante at individwal. Ang naturang mga ninong at ninang ay nakiisa sa hangarin ng 802nd Brigade na mabigyan ng maayos at marangal na binyag ang batang naging dahilan upang mamulat ang kanyang mga magulang upang tahakin ang mapayapang landas ng pagsimula sa pagbuo ng kanilang pamilya. Ang mga ninong at ninang ay pinangunahan nina Commodore Marco Antonio P Gines PCG, Commander, Philippine Coast Guard District Eastern Visayas; Colonel Noel A Vestuir, 802nd Brigade Commander at 25 pang iba.

Lubos naman ang pasasalamat ng mag-asawang Boy at Rutchelle sa kagandang loob na ipinakita ng 802nd Brigade sa kanila. Hindi nila sukat akalain at inaasahan na ang mga sundalong dati nilang tinuturing na mga kaaway ang siyang naging kaagapay sa kanilang pagbabagong buhay at sa pagsimula ng pagbuo ng kanilang pamilya.

Ahod “Al Haj Murad” Ebrahim, chair of the 40,000-strong Moro Islamic Liberation Front (MILF), has directed its members to vote all the candidates fielded and supported by the United Bangsamoro Justice Party (UBJP), the front’s regional political party.

Ebrahim described the May 9 polls as “very historic for the Bangsamoro people.”

“This (elections) is one of the most historic events in the Bangsamoro because this is the first time that the MILF is fielding candidates in the country’s elections,” Murad recently told the front’s members and supporters.

“As chairman of the MILF, I order all MILF members to vote all the candidates of the UBJP,” he added.


Ebrahim stressed that by voting the UBJP candidates in the region, and making them win, the MILF is ensuring the sustainability of the Bangsamoro peace process.

The MILF signed a final peace accord called the Comprehensive Agreement on the Bangsamoro (CAB) with the Philippine government in 2014 after 17 years of negotiations.

The CAB paved the way for the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in 2019, after a plebiscite that ratified Republic Act 11054 or the Organic Law for the BARMM, popularly known as the Bangsamoro Organic Law (BOL).

Ebrahim, also the UBJP president and concurrent interim Chief Minister of the BARMM, said the candidates that they fielded and supported helped push the Bangsamoro peace process.

The UBJP fielded full slates in Cotabato City, the seat of the Bangsamoro region, and in Maguindanao, the MILF’s bailiwick.

Its standard bearer in Cotabato City, which voted for inclusion to the BARMM during the plebiscite, is three-termer councilor Bruce Matabalao, who is challenging reelectionist Mayor Cynthia Guiani-Sayadi.

In Maguindanao, the UBJP is fielding 2nd District Rep. Esmael “Toto” Mangudadatu for governor. Mangudadatu is former three-termer governor of Maguindanao and is gunning to defeat reelectionist Gov. Bai Mariam Sangki-Mangudadatu, wife of Sultan Kudarat Gov. Suharto Mangudadatu, Toto’s cousin.

There are four other candidates vying for the post.

On Saturday, the UBJP endorsed the presidential bid of Vice President Leni Robredo, whom Ebrahim described as a “friend of the Bangsamoro.”

Ebrahim said Robredo “was there for us… was there for Marawi … makes time for the Bangsamoro” and whose track record “consistently demonstrates strong support to the advocacies of the Bangsamoro.”

Mohagher Iqbal, UBJP vice president for Central Mindanao, also stressed the need for the party’s candidates to win in the May 9 polls to sustain the gains of the peace process.

“There’s a need to sustain the peace and justice that we’re reaping now. There is no other path to thread but only the way of peace,” said Iqbal, also the Bangsamoro Minister of Education and chair of the MILF Peace Implementing panel.

Currently, the MILF combatants and their weapons are being subjected to the third phase of decommissioning as part of the normalization aspect of the CAB.

Iqbal expressed hopes the 2022 elections, both in the local and national levels, will be clean and orderly.

House Deputy Speaker Basilan Rep. Mujiv Hataman, a staunch supporter and campaigner of Vice President Leni Robredo, has gladly welcomed the support of the United Bangsamoro Justice Party (UBJP) to the presidential aspirant.

“We welcome and laud the endorsement and full support of the United Bangsamoro Justice Party – the MILF’s (Moro Islamic Liberation Front) political party – of the presidential candidacy of Vice President Leni Robredo,” Hataman said Saturday in a statement here.

Officials of the MILF and UBJP, including those who are part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government, made the declaration in a press conference Saturday inside Camp Darapanan in Sultan Kudarat, Maguindanao.

Hataman said the UBJP has made the right choice since Robredo recognizes the principles of self-governance and self-determination.


Hataman noted that Robredo supported the Bangsamoro Basic Law (BBL) during her stint as congresswoman in the third district of Camarines Sur.

“The MILF is an organization that is founded on the principles embodying the Moro people's clamor for self-governance and self-determination. And I believe that no other presidential candidate genuinely believes in and recognizes these principles more than VP Leni,” he said.

Hataman added that the UBJP and MILF’s support is indeed a big boost to Robredo’s campaign not only in BARMM but in the entire of Mindanao.

However, he said they should not be complacent as there are more things to be done.

“We must double our efforts if we wish to elect a leader who will ensure there is good governance in public service,” he said.

Meanwhile, the group of the Youth for Leni in Basilan conducted a house-to-house campaign as a birthday gift to Robredo on Saturday.

The youth started the house-to-house campaign at 8 a.m. seeking the full support of the residents for her candidacy.

PARANG, Maguindanao – At least three passengers were hurt after a powerful blast rocked a unit of the Rural Tours Bus parked along the national highway here on Sunday morning.

The explosion occurred at about 8:45 a.m. at the back portion of the bus while some of its passengers, driver and conductor were having breakfast at a roadside eatery in Barangay Making.

The blast was about a kilometer away from the regional headquarters of the Police Regional Office-Bangsamoro Autonomous Region in Muslim Mindanao (PRO-BARMM) situated in this town.


“Bomb experts are still at the scene,” Lt. Colonel Joseph D. Macatangay, town police chief, said.

No one has claimed responsibility for the bomb attack, he added.

Police said one of the injured passengers was a woman. She and the two others were brought by responding policemen to the Parang District Hospital.

Macatangay said the bus driver and conductor, as well as other passengers, had a stopover in Barangay Making, Parang, Maguindanao for a quick breakfast.

DAVAO CITY – The Eastern Mindanao Command (Eastmincom) and its partner agencies have finalized the preparations for secure, accurate, free, and fair elections in May 2022.

Lt. Gen. Greg Almerol, Eastmincom commander, said security preparations are in place, particularly on the deployment of troops and contingency measures in sites identified as "election areas of concern" in the region.

In a statement on Monday, Almerol said the preparation was the result of the series of Regional Joint Security Control Center command conferences with the Commission on Elections (Comelec), Philippine National Police (PNP), and other government security agencies.

In addition, Almerol said they are also eyeing the possibility of tapping reserved and forward service units to beef up the deployment of troops on May 9.

He said the preparations include intensified random checkpoints and ensuring that available resources are ready for deployment, especially during the transport of election materials to polling centers.

Apart from this, he assured the public that the series of surrenders among the communist New People's Army (NPA) members and the collapse of their units has undermined the group enough to prevent it from conducting atrocities.

"Now that they are in a very weak position, we are confident that the NPA cannot disrupt our people from exercising their rights," Almerol said.

Despite this, however, he said the military remain on high alert to prevent any untoward incident to happen, especially in areas with security concerns.

Comelec deputized the Eastmincom as one of the law enforcement agencies and government instrumentalities to undertake security operations during the election period.

Police authorities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) released the facial composite (formerly referred to as cartographic sketch) and closed-circuit television (CCTV) security footage of a man suspected to have carried out the bus bombing in Parang, Maguindanao, Sunday.

In an interview Tuesday, Lt. Col. Cristio Lagyop, BARMM police spokesperson, said they hope the images of the suspect's face would lead to his identification and help resolve the case faster.


Initial findings from the special investigation task group pointed to business rivalry as a possible motive for the attack.

Passenger van operators and drivers plying the Cotabato-Pagadian route that collect PHP1,000 per passenger have reportedly been disenfranchised with the entry of Rural Tours Bus (RTB) in its route.

The RTB fare is about PHP850 per passenger while public commuter vans charge P1,500 per client.

Local and military officials have also condemned the bomb attack.

“An act of cowardice and unprovoked aggression targeting innocent civilians in the middle of the observance of the Holy Month of Ramadan,” Maj. Gen. Juvymax Uy, commander of the Army’s 6th Infantry Division, said in a statement Tuesday.

Uy, also the commander of the Army’s Joint Task Force Central (JTFC), urged all the security forces in Central Mindanao and BARMM to always stay on alert and vigilant against peace saboteurs.

“I also call on all residents of Central Mindanao to cooperate with the government in identifying those responsible for this attack in order for us to preempt and thwart similar attacks against our communities and forces,” he said.

BARMM Transportation and Communication Minister Dickson P. Hermoso also condemned the incident.

“This dastardly act happened at a time when we are beginning to reap the fruits of peace brought about by the establishment of the new BARMM,” he said.

Hermoso said BARMM is working hard with other government agencies and the private transport sector to open the travel routes that will connect the new region to other areas in Mindanao.

“This is crucial in bringing about peace and development to a region recovering from several decades of armed conflict that stunted its economic growth and mired its people deeper into poverty,” Hermoso said.

He recalled that the newly opened bus route was greeted with so much enthusiasm and hope for better mobility of people and goods, especially in the BARMM.

Injured in the blast while the bus was parked in Barangay Making, Parang, Maguindanao, were Fesel Culag, 40; John Paul Capio, 18; Expedito Ocay, 45; and Benjamin Wahab, 32, all from Cotabato City; and also Pastor Bularon, 53; and bus conductor Elgen Palma, 30, both from Dipolog City.

Bomb experts also defused a secondary bomb left by the suspect inside the rear section of the bus. They also found a damaged mobile phone, metal sheets, and cut nails that served as the shrapnel of the bomb.

Some 54 soldiers of the Philippine Army and a paramilitary trooper have been awarded medals for their participation in a series of successful encounters with Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels in central and southern Negros earlier this month.

In separate rites on Monday, Maj. Gen. Benedict Arevalo, commander of 3rd Infantry Division, bestowed Military Merit Medals on 33 recipients from the 15th Infantry Battalion (15IB), comprising two officers, 31 enlisted personnel, and a Cafgu Active Auxiliary member, based in Cauayan town, as well as on 20 soldiers of 62IB, including two officers and 18 enlisted personnel, at the unit's headquarters in Isabela town.


“May this award serve as inspiration and motivation to do your best as a soldier and to serve and secure the peace-loving people not only in Negros Island, but also in other areas of Western and Central Visayas,” Arevalo said.

The Army official recognized the strategies employed by the troops in locating and hitting the enemies as he told the soldiers to remember they were once involved in an encounter that led to victory and their efforts were recognized.

On April 19, troops of 15IB clashed with communist rebels in Sitio Bajay, Barangay Caliling, Cauayan, resulting in the death of NPA squad leader Celso Tribunalo, 62, and the recovery of a high-powered firearm.

Two days later on April 21, another encounter took place between soldiers of 62IB and NPA fighters in Sitio Halog, Barangay Sandayao in Guihulngan City, Negros Oriental, where troops seized several high-powered firearms and ammunition.

Meanwhile, a soldier of 94IB received the Wounded Personnel Medal from Brig. Gen. Inocencio Pasaporte, commander of 303rd Infantry Brigade, in a ceremony held at a detachment in Barangay Mahalang, Himamaylan City, Negros Occidental on April 18.

On April 14, Cpl. Reno Gicole was wounded during a firefight at Sitio Pandan, Barangay Caradio-an in the same city that claimed the life of alias Johnny, leader of Squad 1, Sentro de Grabidad Platoon of the NPA’s Central Negros Front 2.


The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF) has also been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

The Naval Forces Central (NFC) on Tuesday said the Philippine Navy’s landing craft "BRP Tausug" transported 34 tons of relief goods for distribution to the victims of the recent Typhoon Agaton in the city of Baybay and the town of Abuyog in Leyte.

In a statement, Lt. Junior Grade Frances Maye Macapinig, NFC’s public affairs officer, said BRP Tausug unloaded the relief items from the Naval Reserve-Eastern Visayas headquarters here, the Tanging Yaman Foundation, and the Fraternal Order of Eagles, at the Baybay Port.


Macapinig said Commander Allan Roy Canilang skippered the LC-295 in transporting the relief items last week.

Canilang is also the acting commander of Naval Task Group 2, a naval component under Joint Task Force Storm that continuously monitors the deployment of the Disaster Risk Reduction Team of Naval Installation Facilities Central (NIF-C) and the two teams of Naval Operations Unit 5 (NAVSOU-5), all under the NFC.

“BRP Tausug continues to transport the much-needed relief items and rotations of different teams of Search, Rescue and Retrieval Operations in the different barangays of both Baybay and Abuyog, Leyte,” Macapinig said.

She said the recent transport of relief goods for “Agaton” victims in Leyte was the second sortie since its onslaught two weeks ago.

She said military officers, including the commander of BRP Tausug, 802nd Infantry Brigade commander, Col. Noel Vestuir, and personnel from the Bureau of Fire Protection, the Philippine National Police, and the Philippine Coast Guard offered a Holy Mass for the casualties of the typhoon in Barangay Kantagnos, Baybay City.

BRP Tausug also transported relief goods for the Typhoon Odette victims in parts of the Visayas and Mindanao in December 2021.

A suspect in the 2015 killing of an executive of a tribal school in the Surigao del Sur town of Lianga has been arrested, police said Tuesday.

Brig. Gen. Romeo Caramat Jr., director of the Police Regional Office in the Caraga Region (PRO-13), said Daniel Lovero Tejero was arrested Monday by the Lianga police by virtue of arrest warrants.

Tejero, 30, a resident of Barangay Banahao, Lianga, is the primary suspect in the killing of
Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV) executive director Emerito Samarca and two civilians on September 1, 2015.


Tejero has eight standing arrest warrants for murder, robbery, robbery with violence against or intimidation of persons, grave coercion, grave threats, and destructive arson.

Police said Tejero is a member of the Magahat, a paramilitary group operating in Lianga.

The ALCADEV, together with the Tribal Filipino Program of Surigao del Sur or TRIFPSS that formerly operated in the areas of Barangay Diatagon in Lianga, are suspected of having links with the communist New People’s Army (NPA).

The two schools ceased operations after several indigenous people (IP) leaders in the area demanded their closure over suspicions that they are being used as fronts for NPA recruitment.


After their closures, IP schools duly accredited by the Department of Education were immediately established in the towns of Lianga and Marihatag.

President Rodrigo R. Duterte personally relayed his congratulations to three members of the Presidential Security Group (PSG) who passed the 2020-2021 Bar examinations on April 12.

PSG spokesperson Maj. Zeerah Blanche Lucrecia said the three PSG troopers were invited for a photo opportunity with Duterte at Malago Clubhouse, Malacaňang Park, Manila.

“The gesture was gladly received by the new board passers led by Captain Joan Don A. Napay (Mac) who is currently assigned at PSG Station Hospital; Lt. April Z. Bayabao PN from the Office of the Assistant Chief of Staff for Logistics, G4 and PSSg Byron Angelo D Bacud PNP from the Presidential Police Security Force Unit (PPSFU),” Lucrecia told reporters in a Viber message.


Napay said Duterte shared with them his personal experiences as a lawyer and as a prosecutor when he was still in practice.

She said the President also recommended reading more books on trial techniques and encouraged them to engage in practice whether in the Armed Forces of the Philippines (AFP) or in private.

Despite passing the Bar, Napay said she plans to serve the AFP “in the meantime.”

Bacu said while he may be leaving the PSG soon, he will continue working for the Philippine National Police (PNP).

“I am already preparing the documents required by the PNP for my application through lateral entry for legal officers. This means I will be commissioned with the rank of Police Captain and will be reassigned to Legal Service, a technical unit in the PNP which provides legal service to the PNP and its members,” he said.

Bayabao said she will also continue working for the AFP, noting that she still has “a lot to learn.” However, she is also open to working in private practice.

“Hopefully while in the AFP, I can practice the profession. As to private practice, maybe in the future. I am open to any kind of practice of law. Anyway, there is only one goal, to promote justice and protect the rights of people,” she said.

A total of 8,241 examinees out of 11,402 takers passed the 2020-2021 Bar Examinations for a 72.28 percent passing rate, according to the Supreme Court.

Only 14 successful Bar takers earned recognition for “excellent” performance, obtaining grades higher than 90 percent.

Around 751 Bar passers were also recognized for their “exemplary” performance for earning a grade of 85 percent to 90 percent.

This year's exam was the first in two years since the Covid-19 pandemic in March 2020, the first to be held in various sites, and the first that used digital means, with examinees in 29 local testing centers nationwide bringing their own laptops.

There were two cancellations prior to the February 4 and 6 schedule because of a considerable number of SC personnel and examinees who contracted Covid-19 and the damage sustained by local government units from December’s Typhoon Odette.

The oath-taking of the latest batch of lawyers is scheduled for May 2 at the SM Mall of Asia Arena.

Despite default apologies because they “got it wrong”, social media giant Facebook (Meta) continued to bar netizens from posting and sharing select stories from the Philippine News Agency (PNA) website for alleged violations against “community standards”.

Near midnight Saturday, Facebook started flagging multiple posts and removed some previously shared contents of both state-run PNA and Radyo Pilipinas.

On Sunday afternoon, individual account-sharers of PNA articles, including PNA reporters and editors, were notified that their flagged posts have been restored while links from the website were allowed for sharing anew.

However, the same issues recurred on Monday and until posting time, have not been solved.

Facebook told the PNA that it is a technical issue.

One particular post that Facebook flagged was the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) reaction on the issue.

On April 24, 2022, at 9:32 p.m., PNA's original post of the story titled "Abusive fact-checkers behind flagged Facebook posts: NTF-ELCAC," which garnered over 3,500 “likes” and thousands of shares and comments that mostly slammed Facebook was removed for "purportedly violating its community standards on cybersecurity".

The story of the NTF-ELAC reaction (https://www.pna.gov.ph/articles/1172815) on the website was not available for sharing on Facebook because it was tagged as “spam” based on community guidelines.

We also aim to prevent people from abusing our platform, products, or features to artificially increase viewership or distribute content en masse for commercial gain,” it stated.

Meanwhile, Facebook’s Policy Rationale on Cybersecurity said the attempts to gather or access “sensitive and unauthorized” information will count as violations.

“We recognize that the safety of our users includes the security of their personal information, accounts, profiles, and other Facebook entities they may manage, as well as our products and services more broadly. Attempts to gather sensitive personal information or engage in unauthorized access by deceptive or invasive methods are harmful to the authentic, open, and safe atmosphere that we want to foster. Therefore, we do not allow attempts to gather sensitive user information or engage in unauthorized access through the abuse of our platform, products, or services,” it said.

Facebook’s Transparency Center also lists the following online activities that would be considered in violation of its cybersecurity policies.

• Gaining access to accounts, profiles Facebook, Inc. entities, or user data other than your own through deceptive means or without explicit permission from the account, profile, or entity owner.
• Encouraging or deceiving users to download or run files or programs that will compromise a user’s online or data security, including through malicious software or websites. Such files and programs will be deemed malicious software or “malware” if they harm or gain unauthorized access to a computer, device, or network.
• Attempting to obtain, acquire or request another user’s login credentials or other sensitive information, whether explicitly or through deceptive means such as phishing (e.g. fake surveys designed to capture log-in info or links to fake login pages or impostor websites) or the use of malicious software or websites.
• Publicly sharing your own or others’ login information, either on a platform or through a third-party service.

Facebook’s parent company, Meta, has yet to provide an explanation on how the flagged posts violated community standards, specifically on cybersecurity.
