PIKIT, North Cotabato – Police authorities have intensified their campaign against lawlessness and terrorism here and nearby towns after separate attacks in the towns of Aleosan and Pikit earlier this week.

Lt. Col. Bernard Tayong, North Cotabato police spokesperson, said Thursday maximum safety measures are in place to prevent similar attacks in the province.

Tayong said extortion is eyed as the possible motive in the bombing of Mindanao Star bus on Tuesday that killed a 5-year-old boy and injured six others, including other children aged 5-months-old and 3-year-old in Aleosan, North Cotabato.

On Thursday, police personnel have been placed on heightened alert status after a joint Army-police checkpoint in Barangay Poblacion was subjected to twin grenade attacks on Wednesday night.

“All our police forces, including military and force multipliers, are on double alert status,”
Tayong said.


“Nobody was hurt in the twin grenade attacks that came at past 8 p.m.” he added.

Tayong clarified that the murder on Wednesday morning of Samsudin P. Masulot, a councilman of remote Barangay Gokutan, was not related to the police raid in the same village that left six persons dead and the recovery of 440 stolen motorcycles and high powered guns on Dec. 29, 2021.

A gunman flagged down the motorbike of Masulot in Barangay Balatican at 9 a.m. and shot him with a .45-caliber pistol.

Brig. Gen. Alexander Tagum, Soccsksargen region police director, denied allegations in the social media that Masulot has helped facilitate the recent police operation in Barangay Gokutan.

“That was a wrongful accusation,” he said.

Tagum said Masulot was an advocate of peace and development program in the village and was commended several times by government and non-government organizations for his dedication.

“Kagawad Masulot is one of the prime movers of peace in Gokotan, Pikit, but he was ruthlessly killed by the desperate criminals to continue their nefarious activities,” he said.

The North Cotabato police office has asked the public, especially the passengers, to help prevent bombings by alerting police or the bus driver should they notice something unusual inside the public transport vehicle.

A former leader of the New People’s Army (NPA) described Menandro Villanueva alias “Ka Bok” as a slaughterer of the poor and killer of freedom.

In a statement Thursday, Joy "Ka Amihan" Saguino, former secretary of Guerilla Front 20 under Sub-regional Committee 1 of the NPA’s Southern Mindanao Region, said the people of Davao Region and Mindanao are witnesses to the reign of terror and violence that Villanueva has planted for five decades.


Villanueva, who had several warrants of arrests for multiple murders, double frustrated murders, arson, robbery with intimidation, and rebellion, among others, was killed in an encounter with government troops in Davao de Oro on January 5.

Villanueva was the most wanted NPA leader in Mindanao and longest-serving secretary of the NPA's Southern Mindanao Regional Committee (SMRC). He was also secretary of Komisyong Mindanao (KOMMID), commanding officer of the NPA’s National Operations Command (NOC), and member of the POLITBURO of the Central Committee of the Communist Party of the Philippines (CPP).

“He died not serving the people, but serving the violent communist aspirations and imposing dictatorship and authoritarianism within our midst. He is never admired for the terror and fear he strewed in every Filipino community,” Sanguino said.

No hero

The word “hero”, she added, does not fit Bok as it is defined as a person “who is admired by many people for doing something brave or good.”

“Ka Bok is certainly a brave person, but definitely not for the good. He was a brave person for fighting to overthrow the government, a brave person to kill Filipino soldiers, and a brave person to murder in cold blood tens of thousands of innocent civilians mostly are farmers and indigenous peoples,” she said.

Sanguino also described Villanueva as a champion of terrorism and shall be remembered by the Filipino people as a patron of human rights violations and an apologist for violence.

Killing spree and atrocities under Villanueva’s leadership

Among the atrocities committed by Villanueva in various parts of Mindanao includes the killings of the following: Datu Bandajao Mampaundag and son, Jhonard Mampaundag, of Talaingod Davao del Norte; Datu Bobong Elizalde of San Miguel, Surigao del Sur; Mayor Dario Otaza and son Daryl Otaza of Loreto, Agusan del Sur; Talaingod Mayor Jose Libayao; Benedicto Dinoy or Datu Mantalasan of Impasug-ong, Bukidnon; and Datu Antonio Takinan in Magpet, North Cotabato.

Villanueva also killed Nilo Bandalan, Naro Abegando, Asang Aranio, Balanggas Pupuan, Toto Latuan, Randy Latuan, Bae Aranio and others in San Fernando, Bukidnon, Benjamin Tobias, Edwin Catog, Rowena Masukasi, Dione Masukasi, Alvin Cabiza, Lotec Mendez, Ronie Lapedario, Seno Bangian, Clowed Hamesola, Morendo Liwatan, Mark Anthony Bautista, Rey Rollon and Joel Bayate all from Pantukan, Davao de Oro.

In Davao City, he was responsible for the killing of Datu Omelis Duyan, Datu Causing Ogao, Santos Sabuan and Ben Pandia while Datu Naom Mundasan, Ganary Casiguan and William Balid from Kapalong, Davao del Norte also suffered from the hands of the communist leader.

Saguino said Villanueva was also responsible for the burning of the following: construction equipment in Columbio, Sultan Kudarat; agricultural machines in a banana plantation in Valencia City, Bukidnon; agricultural equipment in Don Carlos, Bukidnon; and Lapanday Foods Corporation in Davao City.

He also spearheaded the bombing of the Philippine National Police (PNP) Municipal Police Station in Quezon, Bukidnon.


Clear message

Sanguino emphasized that the message of the Mindanao people is clear – CPP-NPA is no longer welcome in any part of Mindanao.

She said Marco Valbuena, the CPP’s Information Bureau, must draw lessons from the series of setbacks that NPA units in Mindanao have suffered in the past four years including the several arrests and deaths of its top leaders - Leonardo Nabong, the 1st deputy secretary of the Western Mindanao Regional Party (killed in Zamboanga del Norte on Nov. 13, 2020); Loida Magpatoc, peace consultant of the National Democratic Front (NDF) (arrested in Bukidnon on Sept. 15, 2021); Jorge Madlos commander and spokesperson of the NPA’s national operations command and spokesperson of NDFin Mindanao (killed in Bukidnon on Oct. 30, 2021); Anna Sandra Reyes alias “Kaye,” secretary of SMRC Regional White Area Committee (killed in Davao de Oro on Dec. 24, 2021); and lastly, Ka Bok.

“Valbuena has exhaustively and repeatedly tried to twist this truth by telling that they still earn the support of the people. He must be living in illusions. These people you claim ‘yours’ are the same people who have tipped information to our government forces about the whereabouts of your notorious NPA units that led to arrests and deaths of many of your members and leader,” Sanguino added.

She added that the communist aspirations of the NPA have long been rejected by the people, rooting from a foreign and an obsolete ideology, proven failed in the Union of Soviet Socialist Republics (USSR), China, Vietnam, among other nations who have tried to be socialists through a violent overthrow of the government.

“Your war, in fact, your terrorism, is never and has never been the highest aspirations of the people. If you are indeed paying attention to the interests of the people, you must have known that the people’s desires are peace, national progress, and development,” Sanguino said.

Appeal

She urged other members of the communist NPA to surrender, return to the folds of the law, collaborate with the government for progress and rural development, and render to the people the avenue of peace.

“Don’t wait for your body to rot to earth like your ideology. The people have learned already. They already know the deceptions and lies you have expertly mastered for five decades. You can no longer fool the people,” Sanguino said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

A former cadre of the Communist Party of the Philippines-New People’s Army (CPP-NPA) said the neutralization of Menandro "Ka Bok" Villanueva is long overdue and has long been wanted, most especially by the people he terrorized.

In a statement issued on Wednesday, Noel "Ka Efren" Legaspi refuted the claim of Marco Valbuena’s CPP information bureau that Villanueva dedicated his life to the oppressed masses.


“It is not true that all Ka Bok’s life was dedicated to the cause of the oppressed and exploited masses, but rather to the terroristic cause of the CPP-NPA-NDF which is the violent overthrow of our duly constituted government,” Legaspi said.

Legaspi served as deputy secretary of the CPP Far South Mindanao Regional Committee and long-time spokesperson of the National Democratic Front (NDF) Far South Mindanao before he returned to the fold of the law.

He surrendered to government troops in January 2018 in South Cotabato province along with his wife Jeanalyn Defensor Bendalian, after nearly 26 years in the communist terrorist organization and availed of the government’s reintegration program.


Futile death

Legaspi said Villanueva opted to die for the CPP’s futile and lost cause that is the national democratic revolution.

He added that Villanueva’s act was not heroism “but an act of stupidity and stubbornness”

“He wasn’t serving the Filipino people at all, instead, he sowed fear and terror within our midst,” Legaspi said.

He said in the guise of nationalism and democracy, Villanueva led the party movement in Mindanao for five decades, and five years ago the entire NPA, in sowing terror across the country.

“They murdered civilians, burned properties and equipment, extorted money, destroyed families, deceived and killed the youth and the indigenous peoples, robbed government coffers through their operatives within the House of Representatives, and stunted the country’s economy,” Legaspi said.

He said Villanueva should be held responsible for the death of more or less 60,000 people since their so-called national democratic revolution started five decades back.

“More so, he should pay his share of debts from the Filipino people by robbing, extorting, and wasting billions of pesos for their terrorism,” he added.

Cooperation of the masses

Legaspi clarified that Villanueva’s neutralization on January 5 was long overdue as the people of Region 11 (Davao) and its neighboring regions whom the NPA members have victimized and terrorized, “long wanted his captivity and even death.”

He said this is proven by the neutralization of Villanueva that was made possible by the cooperation of the masses to the campaign of the government of putting an end to more than five decades of the communist scourge in the country.

“Ka Bok’s death is a manifestation of CPP’s losing grip, control, and influence over their so-called “revolutionary mass base,” he added.

Legaspi said the CPP-NPA may have previously earned the trust of the masses in the remote areas, but they achieved this through deception, brainwashing, radicalization, and indoctrination.

“But the situation now has changed in those areas, the masses were awakened and were able to see the true intention of the CPP-NPA-NDF. They already understand fully well that the CPP-NPA-NDF is just using them to advance further their terrorism. The masses already rejected CPP’s terrorism and one manifestation of it is their participation in neutralizing Ka Bok, the most wanted communist terrorist in Mindanao,” Legaspi said.

Big loss for CPP-NPA

The neutralization of Villanueva is a big loss for the entire revolutionary movement in the country, Legaspi said.

He added that Villanueva’s death will surely break the morale of CPP-NPA cadres and fighters, instead of inspiring them as the Red’s claim.

“Demoralization within their ranks will spread like wildfires that will surely lead to more defeats on the battlefields and will break their ideological, political, and organizational resoluteness, coherence, and firmness that may result in the surrender of the remaining cadres and fighters of the CPP-NPA-NDF. Ka Bok's demise is tantamount to the CPP-NPA-NDF’s final doom in Mindanao if not in the whole country,” Legaspi said.

Villanueva was the longest-serving secretary of the Southern Mindanao Regional Command (SMRC) and one of the top NPA leaders that were operating the country led by its founder Jose Maria "Joma" Sison.

He was killed by government troops in an encounter in Mabini Town, Davao de Oro.

‘Stop fooling people’

Legaspi urged Valbuena not to represent himself as the spokesperson of Mindanao “if you don’t want to be ridiculed.”

“Yours is the old-fashioned way of spreading lies and fake news which the Filipino people had long been aware of. You can’t fool the people anymore,” Legaspi said.

“Instead of trying hard to consolidate and force to remain intact the morale of your forces, you may take this unsolicited advice from a former CPP-NPA-NDF cadre, Mr. Valbuena: stop fooling people and spreading lies; stop your terrorism; find time and space to negotiate with the government for a political settlement before all of you will be captured or killed. It’s the only option left for you to redeem yourselves. Pity yourselves and don’t let your foolishness and stupidity go back to your bodies. You have still the world to win, not by armed terrorism but by peaceful means,” he added.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Communist Party of the Philippines (CPP) on Wednesday, January 12, confirmed the killing of one of the founders of the New People’s Army (NPA) in an encounter in Mabini town, Davao de Oro last week.

Marco Valbuena, CPP chief information officer, told Rappler that the body of Menandro Villanueva, also known as Bok, Jude, and Gipo, was now with his family.

Villanueva, 70, was active in the communist insurgency for more than five decades. He was among those who established the NPA.

Valbuena said it took time before the CPP could confirm the January 5 killing of the 70-year-old Villanueva because of the ongoing military operations in Davao de Oro.

Brigadier General Jesus Durante III, the commander of the Army’s 1001st Brigade, said Villanueva was the national operations commander and long-time secretary of the National Democratic Front’s Southern Mindanao Regional Committee (SMRC) and served in its Mindanao commission, and the politburo of the CPP’s central committee.

Valbuena described Villanueva as a “humble, silent ardent revolutionary who chose to be in the background yet his presence was felt in his deep, sharp political and military sense.”

Lieutenant General Greg Almerol, the commander of the Armed Forces of the Philippines Eastern Command (Eastmincom) based in Panacan, Davao City, on Wednesday said Villanueva’s death was another big blow to the longest communist insurgency in Southeast Asia, and it would take time for the CPP-NPA to find his replacement.

“As a result of this, we expect more communist terrorists to either yield to the troops or continue to suffer defeats under an inexperienced leader in the coming days,” said Almerol.

Almerol said it was Villanueva who trained the best commanders the NPA ever had.

“His death is a loss to the Party and the NPA. Hundreds upon hundreds of cadres and NPA commanders were trained by him…in the Davao region and across the country. Not a few are ready to take up the cudgels,” said Valbuena.

Villanueva started as a student activist from the Ateneo de Manila University (ADMU) under the Kabataang Makabayan (KM) before he went underground in the ’70s when Martial Law was declared by the then-strongman Ferdinand E. Marcos.

Durante said Villanueva lived the life of a fugitive who was wanted for multiple murders, double frustrated murder, arson, robbery with intimidation, and rebellion, among others.

Before Villanueva’s violent death in an encounter, Durante said, soldiers also killed Anna Sandra Reyes, the secretary of the NDF’s Regional White Area Committee (RWAC) under the SMRC, during an encounter in the region on Christmas eve.

Valbuena too confirmed Reyes’ death.

Major General Ernesto Torres Jr., commander of the Army’s 10th Infantry Division, said the deaths of the two leaders were a “colossal blow” to the NPA and “signal the end of the communist insurgency.”

Torres said soldiers have launched a manhunt for two other NPA leaders – Eric “Jun” Casilao and his wife May who managed to escape during the encounter with Villanueva’s group. On Eric’s head is a P5.4-million bounty.

The Casilaos, the military said, are likely to be the next top leaders of the NPA. – Rappler.com

Marcelo Gonzales as the new commander of the 307th Community Defense Center, 3rd Regional Community Defense Group (3RCDG), Aurora Ready Reserve Infantry Battalion in a simple Change of Command Ceremony today, January 12, 2022, at Aurora Trading Center Compound, Sitio Setan, Barangay Calabuanan, Baler,Aurora.

Colonel Sarmiento presided over the ceremony as Major Edward Pineda relinquished his position to the new commander Major Gonzales.

Before his assumption, Maj. Gonzales served as the battalion executive officer and S3 Training Operation Officer chief of the ARRIBn.

He is also the school head of Rosario R. Tangson Sr. National High School at Barangay San Isidro, San Luis, Aurora, and an advanced ROTC at Mt. Carmel College sometime in 1993.

He has a Master of Arts in Educational Management (MA-EM) from Aurora State College of Technology, Barangay Zabali, Baler, Aurora, a Master of Arts in Teaching Mathematics (Mat-Math) NEUST, Cabanatuan City, and a Doctor of Education (Ed.D.) at Wesleyan – CARMA 2021.

Gonzales said that he will continue the role of the ARRIBn to provide a ready and credible reserve force for disaster response operations search and rescue missions and environmental protection.

“Let us multiply our force and have strong defense for our territory, a ready and disciplined reserve force of the country,” Gonzales said.

He also hailed Major Pineda’s service in taking the helm of the Philippine Army’s Aurora Ready Reserve Infantry Battalion in putting the reservist to greater heights.

Northern Luzon Command revealed on January 13, 2022, that a total of 130 Communist Terrorist Group members and supporters returned to the folds of the law since December 1, 2021.

According to the Acting Commander of the Northern Luzon Command (NoLCom) and the concurrent Commander of Joint Task Force Kaugnay, Maj. Gen. Andrew Costelo, the surrenders include 15 regular Communist terrorist members; 12 Milisya ng Bayan; 1 arrested personality; and 102 party members from the different NPA-affiliated mass organizations in Northern and Central Luzon

“In addition to the surrendered personalities, a total of 17 firearms and 3 Improvised Explosive devices were recovered since December last year,” said Maj. Gen. Costelo.

“As our soldiers on the ground deliver successive blows to the Communist terrorist groups in the region, it is only indicative of their already dwindling forces as more of their members realize the manipulative ploys of their leaders, and yield to the government,” Maj. Gen. Costelo added.

The most recent accomplishment of the NoLCom troopers is the withdrawal of support of 50 CTG Underground Mass Organization members to Joint Task Force Kaugnay’s 81st Infantry Battalion in Brgy Alfonso and Brgy Matue both in Gregorio del Pilar, Ilocos Sur in the morning of January 11, 2022.

“Following the surrender was the presentation of the former terror group mass base supporters to Hon. Alfonso Bailing, the Committee on Peace and Order in the municipality as he administered the Oath of Allegiance to the government and their formal dissociation from the Communist terrorist movement,” as reported by Lt. Col. Racii Alajandro Sotto, Commanding Officer of the 81IB.

In a statement, Brig. Gen. Krishnamurti Mortela, Commander of 702nd Infantry Brigade which covers the area of Ilocos Sur, attributed the continuous withdrawal of support of CTG members and supporters from CPP-NPA-NDF to the effective joint operations of the AFP and PNP, complemented by the cooperation of the local populace, as well as the relentless conduct of the military’s Community Support Program (CSP).

“With the conduct of various community engagements geared towards addressing the needs of the people, the 81IB led by Lt. Col. Sotto focused on the issues that are being exploited by the communist terrorists to deceive the community folks of Ilocos, thus bridging the gap that was once created by the deceptions and lies of Communist terrorist groups,” said Brig. Gen.

Maj. Gen. Costelo expressed his optimism that the Communist insurgency is already on the brink of its extinction, and continues to encourage remaining Communist terrorists to lay down their arms and yield to the government.

“The growing number of surrenders manifest the exasperation of the members and supporters of the Communist terrorist groups of fighting for a false ideology that only threatens their safety as well as that of their families,” said Maj. Gen. Costelo.

Acting Commander NoLCom attributes the multitude of accomplishments of the command to its ground units and partner stakeholders for their unrelenting support to their campaign of ending local communist armed conflict, including its humanitarian mission in support of the victims of typhoon Odette in Visayas and Mindanao.

Maj. Gen. Costelo lauded the relentless efforts of the JTF Tala led by Maj. Gen Laurence Mina, JTF Karagatan led by Captain Francisco Tagamolila Jr, Tactical Operations Wing led by Brig. Gen. Araus Robert Musico, and the JTF Kaugnay for their dedication to their sworn duty in pursuit of lasting peace and development for our nation.

“Rest assured that your soldiers, sailors, airmen, and marines will ensure that the people of Northern and Central Luzon will thrive in peace, and attain lasting prosperity,” said Maj. Gen. Costelo.

Caranglan, Nueva Ecija – A platoon of soldiers from the 84th Infantry (Victorious) Battalion (84th IB) operating in barangay Minuli, Carranglan, Nueva Ecija discovered today a Communist Terrorist Group (CTG) Arms Cache while conducting combat operations.

Responding to a tip from civilians from the communities, the Army platoon led by First Lieutenant Edmar Inte, Commanding Officer of Charlie Company, 84th IB discovered One M203 Grenade Launcher, ten rounds of 40mm M203 grenade, three stock/butt plates for M14 rifle, six Ctg. 5.56mm ball, four long and two short 5.56mm magazine assembly, five Icom Radios with one charger, one 30-liter container of rice, two keypad cellphones, and assorted medical paraphernalia container that was buried on the ground in a drum by the remnants of the CY2021 defeated CTG Komiteng Larangan Gerilya-Sierra Madre (KLG-SM).

Lieutenant Colonel Enrico Gil C Ileto, Commanding Officer of the 84th Infantry (Victorious) Battalion said that “The discovery of this arms and food cache with the community’s involvement is a success not only for the Army but for the people in that area. No longer can these arms and supplies will fall back in the hands of these terrorists that have long brought hardship and fear to the said barangay. We can now truly look forward to a more peaceful future for the development of barangay Minuli.

During the day, a dialogue with the community was organized by the 84IB troops to personally thank the locals for their bold support to the government’s initiative in ending insurgency in the country that lead to the discovery of war materials.

1Lt Inte on his part said that “We are very much thankful for your audacious support (Community) that lead to the discovery of the arms and food caches, and hoping that this active collaboration of us will continue to finally end the more than half-century-old insurgency in the country.”

Barangay Minuli was the hometown of former CTG leader Eleuterio S Agmaliw @Omeng/Yano/Andre who was the head of the CTGs Komiteng Larangan Gerilya-Sierra Madre (KLG-SM). He was killed in an encounter at Novaliches, Quezon City on December 19, 2019, which contributed to the dismantling of KLG-SM which for years have brought havoc and fear in Nueva Ecija with their terroristic and violent actions against the people.

Ltc Ileto commended the troops of Lt Inte for a job well done and hopes to find more of the same arms and food cache in the future.

Recovered items and other materials from Sitio Bayugon include a M14 rifle, six M14 magazines, one 9mm magazine, 111 rounds of 7.62mm ammunition, six rounds 5.56 ammunition, 10 rounds of 9mm ammunition, 15 rounds of cal22 ammunition, and a close combat optic.

Government troops operating in the hinterlands of Sitio Bayugon, Barangay Tinitian in the town of Roxas, have recovered firearms, ammunition, and other items believed to be owned by remaining rebel leader Sonny Rogelio, alias Ka Miggy, on January 11.

According to the 3rd Marine Brigade (3MBde) on Thursday, they were discovered at an area considered to be one of Rogelio’s hideouts.

Rogelio, the Brigade previously said, is the only remaining leader of the Bienvenido Vallever Command (BVC) of the New People’s Army (NPA) in Palawan.

Recovered items and other materials from Sitio Bayugon include an M14 rifle, six M14 magazines, one 9mm magazine, 111 rounds of 7.62mm ammunition, six rounds 5.56 ammunition, 10 rounds of 9mm ammunition, 15 rounds of cal22 ammunition, and a close combat optic.


Their recovery was part of the military operation carried out by the Marine Battalion Landing Team-3 (MBLT-3) and the Western Command (WESCOM) to collect dangerous weapons hidden by the NPA’s Bienvenido Valliver Command (BVC) after the December 2021 encounter in Brgy. Tinitian.

The place where they were hidden, stated the 3MBde, was part of a set of information supplied by Justine Kate Raca (Ka Rohan) and Warren Pandanio (Ka Japet and Nike), two members of the BVC who are now in their custody.


Brig. Gen. Jimmy Larida, in a statement, reiterated his call for Ka Miggy to “return to the folds of the law and avail the government programs for rebel returnees.”

A MUSLIM woman was killed in a bomb explosion after stepping a tripwire on a village in Sumisip town in the southern Philippine province of Basilan where pro-ISIS Abu Sayyaf militants are actively operating.

Police said Junayra Saad was killed instantly by the blast in Upper Benembengan village on Tuesday. It was unknown who planted the bomb or whether the Abu Sayyaf was involved as army soldiers are known to patrol villages in the town.

The victim’s family has not release any statement, but authorities have in the past blamed the Abu Sayyaf group for the spate of bombings and attacks on innocent civilians in Basilan, one of five provinces under the Muslim autonomous region.

The militant group did not say whether it was their explosive, but security has been tightened in the town following Saad’s tragic death.

Leaders of the Abu Sayyaf have pledged allegiance to the ISIS or Islamic State and vowed to fight for the establishment of a strict caliphate in the restive, but mineral-rich region of Mindanao.

A total of 130 communist terrorist group members and supporters in Northern and Central Luzon have returned to the fold of the law since Dec. 1, 2021.

Maj. Gen. Andrew Costelo, acting commander of the Northern Luzon Command (Nolcom) and concurrent commander of Joint Task Force Kaugnay, said on Thursday the surrenderers include 15 regular New People's Army (NPA) rebels, 12 Militia ng Bayan, one arrested personality, and 102 members of different NPA-affiliated mass organizations in the two Luzon areas.

In addition, Costelo said a total of 17 firearms and three improvised explosive devices were recovered since December last year.


“As our soldiers on the ground deliver successive blows to the communist terrorist groups in the region, it is only indicative of their already dwindling forces as more of their members realize the manipulative ploys of their leaders, and yield to the government,” he said in a statement.

Costelo expressed optimism that the communist insurgency is already on the brink of extinction, and continues to encourage remaining communist terrorists to lay down their arms and yield to the government.

“The growing number of surrenders manifests the exasperation of the members and supporters of the communist terrorist groups of fighting for a false ideology that only threatens their safety as well as that of their families,” he said.

Costelo attributed the accomplishments of the command to its ground units and partner stakeholders for their unrelenting support to their campaign of ending local communist armed conflict, as well as its humanitarian mission to assist the victims of Typhoon Odette in Visayas and Mindanao.

“Rest assured that your soldiers, sailors, airmen, and marines will ensure that the people of Northern and Central Luzon will thrive in peace, and attain lasting prosperity,” he added.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

In July last year, the NDF has also been formally designated as a terrorist organization by the Philippines’ Anti-Terrorism Council.

In line with ongoing modernization efforts, the Philippine Navy (PN) and the Technical Education and Skills Development Authority (TESDA) signed Wednesday a memorandum of agreement (MOA) that will provide free skills training and certification related to the specialization of interested naval personnel.

"Through this partnership, TESDA is providing free skills training, assessment, and certification to PN beneficiaries through the TESDA Technology Institutions (TTIs). The skills that will be taught are related to their respective specializations, such as construction, maintenance and repair, and information technology," PN spokesperson Commander Benjo Negranza said Wednesday night.

Navy chief, Vice Adm. Adeluis Bordado and TESDA Secretary Isidro Lapeña signed the MOA in a virtual ceremony witnessed by ranking personnel of both agencies.

Under the agreement, TESDA will also provide technical assistance to enhance the PN workforce and skills development capabilities and provide trainers with skills-related workshops, seminars, and other relevant training programs.

It is also open to dependents of PN personnel and the Navy's civilian employees.

"TESDA is privileged to further strengthen the capacity and competence of our Navy personnel through this agreement. Through this, our PN will be able to learn or expand their skills through TESDA's scholarship programs. The Navy personnel and their dependents will be given free skills training on different courses under the information and communication technology and construction sectors," Lapeña said.

He also lauded the PN for coming up with this initiative and collaborating with them to make this partnership possible.

Meanwhile, Bordado said the partnership will help improve the technical skills of PN personnel.

“(The) success of this partnership will definitely support the Navy’s Human Capital Strategy and help sustain our future force projection. We will continue to strive to achieve significant transition milestones while we shift from a legacy Navy into a modern and multi-capable naval defense force, ready and able to perform our mandate to protect the Philippines’ maritime rights and interests,” he added.

The designation of police personnel as focal persons for media workers who need security assistance is timely and relevant, the Philippine National Police (PNP) said on Thursday.

PNP spokesperson, Col. Roderick Alba, made the remark after the Department of the Interior and Local Government (DILG) designated officers of the PNP as media security focal persons in each province and city nationwide to provide a mantle of protection for members of the media who may face threats or intimidation in the course of the 2022 elections.

“The PNP finds it timely and relevant to designate focal persons purposely for media security, ayon na rin sa kautusan ng DILG (based on the order of DILG). Our PNP Chief (Gen. Dionardo Carlos) has high regard sa trabaho (job) and the sacrifices of our media partners. The job will be more challenging sa pagko-cover ng (to cover) election. Sila ang magiging takbuhan ng ating (these are the person to go of our) media practitioners kung may mga (if there is) threat or intimidation that relates to the performance of their profession,” Alba said in a message sent to reporters when sought for a comment.

“In other words, these focal personnel will serve as the quick response component sa pagtugon sa mga ganitong insidente. We condemn any form of violence, that definitely includes violence against media but in the meantime, we will wait for the official guidelines from the top PNP Leadership,” he added.

Speaking for the DILG as a member agency of the Presidential Task Force of Media Security (PTFoMS), DILG Undersecretary Jonathan Malaya said the memorandum was issued by Secretary Eduardo M. Año to Carlos upon the request of PTFoMS Executive Director Joel Sy Egco in anticipation of a possible increase in violent incidents involving media members during the election season.

"The infamous massacre in Ampatuan, Maguindanao in November 2009 is a constant reminder that media workers are most vulnerable a few months before, during, and a few months after every election," Malaya said in a statement.

He said that the DILG and the PTFoMS are particularly concerned over the fact that the problem of media killings and other acts of violence against members of the media are "directly related to the geopolitical environment."

"We share the views of PTFoMS Executive Director Usec. Egco, whose office has data on the prevalence of media violence during the election season. The best example of that is, of course, the Maguindanao massacre. Secretary Eduardo Año saw the wisdom in the request and as a result, he gave the directive to the PNP," Malaya pointed out.

Based on the memorandum, the PNP is directed to designate a focal person for media security who will be the first to receive information and respond to any threats leveled against a media worker and shall also directly coordinate with assigned Special Agents (SAs) of the PTFoMS and assist the Task Force in expediting the resolution of cases of violence against journalists.

Año expressed optimism that the presence of Police Focal Persons for Media Security will be an effective deterrent or strategy for a quick response measure to protect journalists at the local level.

“We are one with the PTFoMS in providing security and other protective measures for media workers. They deserve to be shielded from every form of harm that they might be exposed to in the line of duty particularly during elections,” the DILG chief said, adding that “the 4th Estate is an integral part of our democracy and government’s partner for a more peaceful, honest and orderly polls.”

He explained that the DILG, as well as all the other member agencies of the Task Force such as the PNP, is fully supportive of the programs and projects of the PTFoMS aimed at ensuring a better and safer working environment for all media workers in the country.

“As government officials, we have a sworn duty to protect our countrymen against all forms of violence, especially journalists who are in the frontlines to provide news and information to the public. As the President has stated time and again, this government does not and will not condone any form of violence against media people," Malaya said.

Egco, meanwhile, welcomed the directive of the DILG to designate officers of the PNP as media security focal persons in each province and city nationwide.

“With the elections fast approaching, we are very grateful to DILG Secretary Eduardo Año and Undersecretary Jonathan Malaya for this welcome and important development in our quest to protect the life, liberty, and security of media workers,” Egco said in a news release on Wednesday.

He added that “this is a significant milestone to shield journalists from threats and other forms of violence throughout the archipelago.”

61 trainees start basic course for PDEA agents

The Philippine Drug Enforcement Agency (PDEA) on Thursday said it has started the training of 61 agent-trainees for Drug Enforcement Officers Basic Course (DEOBC) in its academy in Camp Castaňeda, Silang, Cavite.

The DEOBC Class 2022-20 is composed of 41 males and 20 females who took their oath and underwent reception on Wednesday, marking the beginning of their six-month regimented training as drug enforcement officers.

The hiring of DEOBC Class 2022-20 started on March 2, 2020 wherein a total of 1,380 applicants applied. They took qualifying and neuro-psychological examinations simultaneously held week-long in 16 testing centers nationwide

“For the first time, the neuro-psychological examinations for entry-level DEOs were held in-house and online. All four major stages of the examination were made simultaneous and regionalized, thus bringing the recruitment accessible to all applicants,” PDEA Director General Wilkins Villanueva said in a statement.

After undergoing neuro-psychological examination, qualifiers went through medical and dental examination, physical fitness test, and panel interview.

“The continuous hiring of DEOs will boost the government’s efforts in the national anti-drug campaign, and ensure the effective and efficient implementation of the Barangay Drug Clearing Program (BDCP) on a nationwide scale,” Villanueva said.

The PDEA Drug Enforcement Officers Basic Course comprises basic management and leadership, communication enhancement skills, community-based anti-illegal drug advocacy, legal studies, anti-illegal drug intelligence and tactics, interdiction operations and investigation, and other non-academic activities.

Philippine Navy (PN) landing craft BRP Iwak (LC-289) has transported urgently needed relief supplies and goods to Typhoon Odette-battered Dinagat Islands and Surigao del Norte province on Wednesday.

"The PN, through Naval Forces Eastern Mindanao's landing craft BRP Iwak (LC-289), is continuing its sealift, humanitarian assistance, and disaster relief mission for the residents of the Dinagat Islands and Surigao Del Norte," the PN said in its Facebook post on Thursday afternoon.

The BRP Iwak is among the 27 ships deployed by the PN to help in the ongoing relief efforts for "Odette" devastated communities.

"LC-289 departed Eva Macapagal (a ferry terminal in Surigao Del Norte) January 12, bound for Dinagat Islands, transporting rolling cargo from Butuan City's local government unit, rolling cargo from the Office of Civil Defense with 7.1 tons of water to be distributed throughout the province, and rolling cargo from other stakeholders," the PN added.

There were also 20 passengers on board the ship, 10 from the Philippine National Police and 10 civilians.

Another ship, the BRP Ang Pangulo (ACS-25), the presidential yacht which has been repurposed into floating hospital shortly after the onslaught of Typhoon Odette last month, has so far provided medical aid to 842 patients from Siargao and the Dinagat Islands.

BRP Ang Pangulo left Manila on December 19, carrying thousands of relief goods and other essential items intended for the affected population in Mindanao.

PN spokesperson Commander Benjo Negranza earlier said they use their resources to assist disaster-stricken areas to ensure the timely delivery of relief goods to the typhoon victims.
