Ano pa ba ang masusulingan ng mamamayan kung ang ipinantatapat sa kanilang mga lehitimong panawagan at pakikibaka ay baril, howitzer, killer drones at libu-libong mersenaryong tropang gumagamit ng mga ito? Paano nila mapapanagot ang rehimeng Duterte sa kanyang mga krimen sa bayan at sangkatauhan kung ang reaksyunaryong batas ang mismong ginagamit niya para umiral ang kultura ng impyunidad at patuloy na lapastanganin ang karapatan ng mamamayan?

Sa paglulunsad ng armadong rebolusyon, tiyak na maipagtatanggol at maipaglalaban ng mamamayan ang kanilang mga batayang karapatan. Ang dahas at terorismo ng rehimeng Duterte, sa pamamagitan ng AFP-PNP, ay esensyal upang mapanatili ang kanyang pasistang-paghahari. Ito ang instrumentong ginamit ni Duterte upang mamayagpag ang kanyang gera kontra-droga at itanghal ang sarili bilang numero-unong druglord sa bansa. Ang kanyang gera kontra-droga at mamamatay-taong kalikasan ay nagresulta sa pagkakapaslang ng 30,000 hanggang 35,000 biktima na pawang mga maralita, maliit na drug user-pusher at mga inosenteng sibilyan na nahagip lamang ng mga drug operations ng PNP at PDEA. Ito rin ang batayan ng nakasampang kaso sa International Criminal Court laban kay Duterte.

Sa ilalim ng paghahari ni Duterte, inilunsad ang gera laban sa droga, laban sa rebolusyonaryong kilusan at kontra terorismo na tigmak sa dugo. Nagresulta ito sa paparami at karumal-dumal na mga krimen at mga lansakang paglabag sa karapatang pantao.

Sa Southern Tagalog, tampok sa taong ito ang karumal-dumal na Bloody Sunday na kumitil sa buhay ng siyam na aktibista at lider-masa sa pamamaraang SEMPO noong Marso 7, habang iligal namang inaresto at ikinulong ang ibang lider-masa. Matapos ang Bloody Sunday, walang-awang pinaslang naman ng mga ahente ng reaksyunaryong estado ang lider-unyon na si Dandy Miguel. Pinagbabaril si Miguel habang lulan ng kanyang motorsiklo galing trabaho noong Marso 28.

Minasaker noong madaling araw ng Mayo 21 ang mga aktibista na sina Lowel Riza Mendoza, Christine Estocado at Cristopher Buton sa Brgy. Macabling, Sta. Rosa, Laguna sa reyd na inilunsad ng pinagsamang pwersa ng AFP-PNP. Noong Hulyo 29 naman, pinaslang ng 203rd Brigade at PNP Mimaropa si Salvador “Baduy” Dela Cruz sa Magsaysay, Occidental Mindoro. Si Badoy ay kilalang lider-katutubo sa kanilang lugar at matagal nang pinararatangang tagasuporta ng NPA bago siya paslangin.

Alang-alang naman sa matatanggap na pabuya, iligal na inaresto ng AFP-PNP ang isang nagngangalang Ernesto Panganiban sa Brgy. Lisap, Bongabong Oriental Mindoro. Pinalalabas ng mga pasista na isang mataas na upisyal ng CPP-NPA sa rehiyon si Panganiban na mariin namang pinabulaanan ng CPP-ST.

Bago ito, iligal na inaresto sina Maria Teresa Dioquino, Marlon Torres, Benny Hilamon, at Nolan Ramos o tinawag na Romblon 4, mga mangingisdang dinakip sa Romblon nang masalanta ng bagyo noong Hunyo. Patuloy silang nakapiit at nakararanas ng tortyur sa bilangguan. Dinakip naman ng pinagsanib na 50 pwersa ng PNP-CALABARZON at 2nd Infantry Division ng Philippine Army (IDPA) sina Erlindo Baez, tagapagsalita ng Bagong Alyansang Makabayan-Batangas at Wilfredo CapareƱo, coordinator ng Anakpawis-Batangas noong Oktubre 6 sa So Sentro, Brgy. Manggalang Uno, Sariaya, Quezon. Sinampahan sila ng mga gawa-gawang kaso at patuloy na binibinbin.

Ilan lamang ito sa mga kaso ng tumitinding paglabag sa karapatang pantao sa rehiyon. Samantala, nagpapatuloy pa rin ang walang-humpay na mga focused military operations (FMO) na naghahasik ng teror sa pamamagitan ng paggamit ng bata-batalyong tropa ng militar na sumasaklaw ng ilang magkakaratig na bayan at tumatagal ng ilang buwan. Inilulunsad din ang walang habas na pamumutok mula sa mga sasakyang panghimpapawid at mga pambobombang sumasalanta sa mga pamayanan at kabuhayan ng mga sibilyan sa kanayunan ng rehiyon. Sa kabilang banda, ang retooled community support program operations (RCSPO) ay walang ibang layunin kundi ang pananakot at panlilinlang sa mamamayan. Ibinunga ng mga ito ang maramihang kaso ng sapilitang pagpapasuko sa mga inosenteng sibilyan. Ito rin ang dahilan ng pagdami pa ng mga kaso ng paglabag sa karapatang pantao sa kanayunan na bumibiktima sa mga magsasaka, pambansang minorya at maralita.

Sa ganitong kalagayan ng karapatang pantao sa rehiyon at sa bansa sa ilalim ng tiraniko at pasistang rehimeng Duterte, marapat lamang at nasa katwiran ang inilulunsad na digmang bayan ng rebolusyonaryong kilusan at CPP-NPA-NDF. Batayang karapatan ng mamamayan ang mag-aklas laban sa isang gubyernong hindi nagsisilbi sa kanilang interes. Karapatan nilang magtayo ng sarili nilang gubyernong tunay na magpapahalaga sa kanilang kapakanan at kagalingan. At ito mismo ang nasa kaibuturan ng pakikibaka ng mamamayan–ang igiit ang karapatan ng mamamayan para sa kabuhayan at isang makatarungang lipunan.

Sa pamamagitan ng mga inilulunsad na taktikal na opensiba ng NPA, patuloy na binibigwasan ang mersenaryong AFP-PNP na kasangkapan ni Duterte sa kanyang talamak na krimen at atrosidad laban sa mamamayan. Pinapatawan ng rebolusyonaryong hustisya ang mga maysala at may utang na dugo sa mamamayan upang pagbayarin at papanagutin sa kanilang mga krimen. Ngayon ay hindi panahon upang maging kimi ang mamamayan kundi panahon ito ng mas maigting na pakikipaglaban. Sa okasyon ng International Human Rights Day, hinahamon ng Melito Glor Command-NPA ST ang sambayanang Pilipino na tanganan ang armas na kanilang gagamitin para ipagtanggol ang kanilang mga karapatan at kamtin ang kanilang mga mithiin at adhikain sa pamamagitan ng makatarungang armadong pakikibaka. ###

Mula sa Revolutionary Council of Trade Unions – National Democratic Front – Southern Tagalog (RCTU-NDF-ST), taas kamao at rebolusyonaryong pagpupugay sa lahat ng mga demokratikong pwersa na nagpapahayag at kumikilos para gunitain sa ibat-ibang panig ng bansa ang Pandaigdigang Araw ng Karapatang Pantao. Sa araw na ito, malakas at nagka-kaisang isinisigaw ng sambayanang Pilipino ang pagsusulong at panawagang kamtin ang mga pundamental na karapatang lansakang nilalabag ng rehimeng US-Duterte, kaalinsa-bay sa matagal nang paghahangad ng hustisya para sa lahat ng mga biktima ng pasistang estado mula sa Martial Law ni Marcos hanggang kay Duterte.

Kaliwa’t kanan ang mga paglabag ng rehimeng US-Duterte sa mga pundamental na karapatan ng mga manggagawa at maralita. Sa loob ng halos anim na taon, mas lumubog sa kumunoy ng kahirapan ang mga manggagawa at pamilya nila dahil sa hindi makata-rungang pagbibigay ng nakabubuhay na sahod, pagpapatupad ng mga anti-manggagawang patakarang kontraktwalisasyon, malawakang tanggalan sa trabaho at pa-nunupil ng estado sa karapatang mag-unyon. Sa kabilang banda, habang ang mga mag-sasaka at katutubong minorya ay nanatiling walang lupang sinasaka, walang ayuda at im-bes na pangalagaan ang interes laban sa mga panginoong maylupa ay malawakang pinal-alayas at itinataboy sa kanilang mga sakahan at lupang ninuno. Ibinunsod nito ang paglitaw ng malalawak na kolonya ng mga maralitang lungsod na nagsisiksikan sa mga komunidad maralita. Dito, nakaranas sila ng kalunos-lunos at di-makataong kalagayan, nahaharap tuwina sa malawakang demolisyon at pwersahang pagpapalayas, wala o kundi man ay kapos sa serbisyong panlipunan tulad ng pabahay, pangkalusugan at edukasyon.

Walang pinag-iba ang pasistang rehimeng US-Duterte sa kanyang pangunahing idolong diktador at pasistang rehimeng US-Marcos. Pareho silang pahirap, mandarambong, ma-panupil at mamamatay-tao. Sa Loob lamang ng anim na taon, napantayan kung di man nalagpasan na ni Duterte ang malawakang pamamaslang na ginawa ni Marcos. Nagka-roon din ng malakihang pangungutang at malawakang pandarambong sa kaban ng yaman na hindi man kasinlaki ng bilyon-bilyong dolyar na dinambong ng pamilya Marcos sa loob ng 20 taon nito sa kapangyarihan, hindi naman magpapahuli sa pagkahayok sa pan-darambong ng bilyon-bilyong piso mula sa pondong publiko na nakalaan sa paglaban sa pandemyang Covid-19, mga proyektong pang-imprastruktura at iba pang serbisyo pub-liko.

Walang ibang hangarin ang mga mandarambong na pamilyang ito kundi maipagpatuloy lamang ang kanilang pang-ekonomiya at pampulitikang pakinabang, walang habas na pangungurakot sa kaban ng yaman habang nasa poder, patuloy na pangangayupapa sa imperyalismong US at China, pagkokonsentra sa lahat ng pakinabang sa mga proyektong nasa ilalim ng Build-Build-Build, malaking pakinabang sa utang panlabas at ayuda mula sa labas ng bansa.

Hangarin ding pagtakpan ng pasistang rehimen ang kanyang mga krimen at patuloy na hinahadlangang makamit ng mga biktima at pamilya nila ang katarungan sa malawakang pamamaslang na dulot ng “gera kontra droga” na kumitil sa may 35,000 na pinaghihi-nalaang adik at tulak mula sa hanay ng mga maralita. Hindi pa kabilang dito ang mga bru-tal na pinaslang na mga lider-masa, aktibista at kritiko gamit ang duguang kamay ng NTF-ELCAC.

Sa kanyang pagtakbo bilang senador, nagmamaniubra si Duterte para maka-iwas at protektahan ang kanyang mga tirador sa Davao Death Squad mula sa pag-uusig ng Inter-national Criminal Court sa kanilang madugong krimen laban sa sangkatauhan.

Sa pagsasanib ng apat na pamilya ng mga mandarambong, asahan natin na gagawin nila ang lahat ng paraan para matiyak ang kanilang panalo sa darating na halalang 2022. Sistematiko din nilang ilulunsad ang malawakang pandaraya gamit ang de-kompyuter na pagbilang ng boto at COMELEC. Gagamitin nila ang pondong publiko sa pamimili ng bo-to, panunuhol at pagbili ng pampulitikang impluwensya upang pwersahang mailuklok sa kapangyarihan ang pangkating Marcos-Duterte-GMA-Estrada. At tulad ng isang maton, ang sinumang mga lokal na pulitikong hindi kapanalig ay nakakatikim ng iba’t ibang anyo ng panggigipit hanggang sa mapaluhod nya ang mga ito at ang mga nagmamatigas ay na-papabilang na lamang sa mahabang listahan ng mga EJK.

Ang tambalang Bongbong Marcos at Sara Duterte-Carpio ay perpektong tambalan na higit na maglulubog sa bansa at mamamayan sa ibayong pagdarahop, kadustaan at ligalig dahil ipagpapatuloy lamang ng tambalang ito, at malaman na higitan pa, ang mabangis at madi-lim na paghahari ng kanilang mga pamilya sa lipunang Pilipino. Si Rodrigo Duterte ang nagsilbing litmus test para sa pagpapanumbalik ng madilim at pasistang paghahari sa bansa.

Dahil dito, makatarungan lamang at dapat na hadlangan nang buong lakas ng uring manggagawa at sambayanan ang hangarin ng pamilyang Duterte at Marcos na itayo ang kanilang imperyo at dinastiyang pulitikal sa pamamagitan ng pananatili sa poder ng ka-pangyarihan ng pamilyang Duterte at muling pagbabalik ng pamilyang Marcos sa Mala-kanyang. Makikita ang buktot na hangarin ng pagsasama-sama ng apat na pamilyang MANDURUGAS na sina Marcos-Duterte-GMA-Estrada.

Kinakailangang magkaisa ang buong hanay ng mga manggagawa, magsasaka at iba pang maralita upang mahigpit na maisanib nito ang kanyang lakas sa ibat-ibang progresibong grupo, sektor at alyansa para labanan ang pangkatin ng mga mandarambong at mamama-tay tao. Huwag nating hayaan na manaig ang mga buktot na hangarin ng pamilyang Mar-cos-Duterte-GMA-Estrada na iluklok sa poder ng kapangyarihan ang tambalang Bongbong Marcos-Sara Duterte-Carpio.

Aktibo nating ipanawagan sa lahat ng mga manggagawa sa ibat-ibang kumpanya, mga pabrika at mga komunidad ng maralita ang paglaban sa imbing pakana ng pangkatin ng mga mandarambong. Ilunsad ang malawakang edukasyong masa hinggil sa reaksyunaryong katangian ng burges na eleksyon at sa lipunan at rebolusyong Pilipino. Pukawin, organisahin at pakilusin ang mamamayan upang aktibong sagkaan ang patuloy na paglapastangan at paglabag sa mga batayang karapatan ng mga manggagawa at maralita. Buuin ang kanilang sariling lakas sa pulitika upang magkaroon sila ng malakas na makinarya at sentro ng paglaban.

LAHAD DATU: The Eastern Sabah Security Command (Esscom) has destroyed 41 clans involved in Kidnap For Ransom (KFR) and militants, including two in Sabah.

Esscom Commander Datuk Ahmad Fuad Othman disclosed that the two clans linked to Abu Sayyaf were Clan Hatib Munap Binda and Clan Jemaah Group led by Ustaz Mamay Aburi.

The success was due to swift action in carrying intelligence exchange with the Join Task Force Sulu (JTFS) and Western Mindanao Command (Westmincom).

“During the period I served as Commander of Esscom, my mission and order to the Esscom head of intelligence were well executed in which two major clans of Abu Sayaff Group were destroyed. Upon this success, the emphasis of the intelligence division on addressing key threats in the Eastern Sabah Security Zone (Esszone) will continue despite financial constraints,” he said, at the farewell parade in conjunction with his retirement on Wednesday.

Ahmad Fuad also disclosed that five major operations including three for domestic have been implemented with JTFS to address the ASG activities, KFR group and drug smuggling activities.

“The sharing of intelligence information with the Philippines and Indonesia to maintain Zero Kidnapping has also been fully successful during the period I served as Esscom Commander,” he said.

He said Esscom’s action to strengthen Esszone land and sea borders including the setting up of Sungai Aji Kuning post in Pulau Sebatik, Tawau and gazetting the Road Check Point (RCP) in Sapi Nangoh and Kalabakan were discussed.

To further strengthen security in Esszone, the way forward includes placing General Operation Force posts in populated areas as small police huts for policing and first responder.

“Esscom also suggested the setting up of Forward Operation Base (FOB) of Air Wing Units (PGU) in Tawau for long -term asset placement and maintenance,” he said.

Ahmad Fuad who had been serving in Royal Malaysia Police for 39 years and nine months ends his service on Dec.11.

MAWAB, DAVAO DE ORO – The 10th Infantry “Agila” Division prepares its troops this yuletide season as it raises its alert level for the 53rd Communist Party of the Philippines anniversary celebration on December 26, 2021, urging people to exercise the culture of security.

Agila Division Commander MGen Ernesto C Torres Jr said that despite the heightened alert this yuletide season, troops in 10ID remain prepared all year long for any possible atrocities by the communist terrorist group.

Likewise, MGen Torres urges the people to exercise the culture of security and to remain vigilant at all times to help the army and the police prevent untoward incidents perpetrated by the CPP-NPA terrorist this yuletide season.

The general public is urged to cooperate with the troops and to report suspicious activities and individuals within their vicinity.

On the other hand, 10ID has recorded a dwindling number of CTG members in its area of responsibility following the series of surrenders in the last quarter of 2021 with only five guerilla fronts remaining wherein two are set for dismantling.

At present, the Division reports generally a peaceful area of responsibility despite the recent encounter of the troops under 701st Infantry Brigade at Sitio Kidaraan, Brgy Mascareg,
Mabini, Davao de Oro last December 10, 2021 which lasted for 10-minutes against Southern Mindanao Regional Committee members.

The troops inflicted no casualties on the terrorist side. However, they recovered several items that include: nine (9) long magazines, six (6) cellular phones, two (2) internal hard drives, one (1) handheld radio, one (1) binocular, food supplies, hammock, poncho, sim cards, flash drive, medical kits, and subversive documents.

The recovered supplies from the encounter site are estimated to sustain thirty (30) people according to reports.

Moreover, the Division is ready to assist surrendering rebels this yuletide season with government aid from the Enhanced Comprehensive Local Integration Program (E-CLIP), and other programs by the national and local government units.

“I urge all our peace-loving countrymen that with your cooperation we can achieve a peaceful Christmas celebration together with our loved ones. Let the peace within us thrive and multiply a hundred-fold that will resonate to the hearts of our remaining brothers and sisters who are still trapped in the CTG to join us in our quest for lasting peace.” MGen Torres said.

NSFA, Panacan, Davao City – Eastern Mindanao Command’s (EastMinCom) relentless operations against the Communist Terrorist Group, as directed by Commander LtGen. Greg T. Almerol, elicited a spike in surrender as 11 more communist terrorists capitulated while troops also seized high-powered firearms and explosives on separate incidents.

LtGen. Almerol said that the surrenderers belong to the CTG’s Far South Mindanao Region (FSMR) and Sub-Regional Committee 3 of North Central Mindanao Regional Committee (SRC3, NCMRC) who capitulated on December 5 and 7, respectively.

Out of the 11 surrenderers, eight belong to FSMR identified as Orlando Potol Igalan alias Carding/Arman, Jerome Sogotan Palapan alias Rockey, Rosita Mansibad Bualan alias Tban, Rita Damaoso Panay alias Goliau Black, Jonathan Sarno Arcala alias Ariel, Ryan Sarno Arcala alias Tamsi, Boy Bilog Caway alias Boyka/ Baking, and Rolan Lipay alias Happy who yielded to the troops of 1002nd Brigade’s 73rd Infantry Battalion (73rd IB) and Intel units at Sitio Kibayo, Barangay Sugai, Jose Abad Santos, Davao Occidental on December 7, 2021.

The eight surrenderers also endorsed their high-powered firearms composed of two M16 rifles and an M653 rifle to the troops.

Another communist terrorist identified as Janrex Oganap alias Nilo, a member of GF Musa, FSMR, also surrendered to the troops of 73rd IB and gave up his Cal. 45 pistol, two cellular phones, and a Baofeng radio on December 5, 2021.

On the same day, combined troops of the 73rd IB, 10th K9 Team, Intel units, and PNP who were pursuing CTG leader Meredio Sambilad alias Yoyong of the now-defunct GF Tala seized an M60 machine gun at Sitio Sabu, Barangay Tuyan, Malapatan, Sarangani Province through the aid of former rebels.

Meanwhile, two communist terrorists belonging to SRC3, NCMRC identified as Armando Rabanes alias Antoy/Dagat/Omar Ibarra, Deputy Secretary/Finance Officer/Political Officer/Spokesperson, and Marvin Hinampas Campos alias Manoy, Squad Leader, Squad 1, Platoon Sagay also surrendered to the troops of 402nd Brigade and Intel units and gave up their firearms consist of an M16 rifle and AK47 on December 7, 2021.

On top of these, troops of the 1002nd Bde’s 72nd IB and Intel units also recovered four CDX “capto” Improvised Explosive Devices (IED) weighing 12 kilograms each as a result of the revelation of a CTG courier of Guerrilla Front 57, SRC-3, SMRC during a joint intel operation launched at Sitio Upper Banban, Barangay Miaray, Dangcagan, Bukidnon on December 7, 2021.

The EastMinCom Commander decried the CTG’s continued use of IED’s which is a violation of the International Humanitarian Law.

“This detestable act is a great manifestation of the CTG’s utter disregard of IHL. Clearly, they have no qualms about endangering innocent lives in the pursuit of their violent and selfish agenda,” LtGen. Almerol said.

LtGen. Almerol lauded the troops for ensuring the safety of the people by removing the Improvised Explosive Device (IED) left by the CTG in communities. He also commended the soldiers for their unceasing support for the Command’s campaign for peace and development to meet the goal of ending the local communist armed conflict by 2022.

“We will never stop until the remaining CTG members are neutralized. We are determined more than ever to capture them that is why I urge them to surrender peacefully instead of continuing to evade our forces,” LtGen. Almerol said.

“The level of determination that our troops in Eastern Mindanao have since the beginning never wavered. Our men are strong and resolute in ending the local communist armed conflict in the country and finally pave way for unhampered development” LtGen. Almerol added.

LtGen. NSFA, Panacan, Davao City – Eastern Mindanao Command (EastMinCom) troops under the leadership of LtGen. Greg T. Almerol captured three more communist terrorists and seized some firearms along with other supplies during combat operations conducted on December 7, 8, and 9, respectively.

The three communist terrorists are members of the Sub-Regional Guerrilla Unit, Sub-Regional Committee 5, Southern Mindanao Regional Committee (SRGU, SRC5, SMRC) identified as Emelita Tausan alias Beauty, Medic of Basil Platun; Judy Ann Malurag alias Eba, Supply Officer, Squad Primera of Basil Platun; and Biring Dagkitan alias Ailyn, Medic, Squad Primera of Basil Platun who were seized by the troops 1003rd Brigade’s 89th Infantry Battalion (89th IB) and intel units in an encounter at Sitio Pusod, Barangay Cayaga, San Fernando, Bukidnon on December 7, 2021.

The clash ensued when government forces encountered around six members of the Communist Terrorist Group (CTG) headed by Ida Marie Montero alias Mandy of SRGU, SRC5, SMRC.

Troops were also able to seize the CTG’s supplies consisted of three backpacks, assorted food, and 30 kilos of rice during the encounter.

On a separate incident, soldiers of the 901st Bde’s 36th Infantry Battalion (36th IB) also seized high-powered firearms and other war materials composed of an M16 rifle with four magazines, 35 rounds of ammunition, a bandolier, a hand grenade, components of an improvised explosive device, and some personal belongings during an encounter against Platoon 1, Guerilla Front 30, North Eastern Mindanao Regional Committee (Pltn 1, GF 30, NEMRC) at Sitio Catupgas, Barangay Nurcia, Lanuza, Surigao del Sur on December 9, 2021.

Based on the report of the 36th IB, the encounter stemmed from a tip-off by local officials and civilians regarding the presence of communist terrorists in the area which prompted the troops to pursue the group especially that it was allegedly behind the murder of two individuals identified as former Barangay Sibahay Captain Ramir Silvano and former rebel Richard Sarabosing in Lanuza, Surigao del Sur on April 29 and December 1, 2021, respectively.

GF30, NEMRC is also associated with the killing of another individual identified as Expedito Gonzales Sr. alias Datu Bidao of Sitio Lubcon, Barangay Mabahin, Cortes, Surigao del Sur on December 7, 2021.

Meanwhile, troops of 402nd Brigade’s 23rd IB also seized another set of firearms composed of an M4 rifle with a magazine and 21 rounds of ammunition and two containers containing assorted ammunitions after figuring in a 10-minute clash against the members of the Sub-Regional Sentro De Grabidad Sagay of the North Central Mindanao Regional Committee (NCMRC) led by alias Napnap at Sitio Tacub, Barangay Rizal, Buenavista, Agusan del Norte on December 8, 2021.

LtGen. Greg T. Almerol, Commander of EastMinCom, said that manhunt operations and other combat operations are simultaneously being conducted all over Eastern Mindanao to subjugate the remaining CTG members.

“I commend the troops for their unwavering passion and determination to end the local communist armed conflict by 2022 by working hard day and night. Their professionalism is indeed unmatched as they do their job of protecting the people,” LtGen. Almerol said.

The EastMinCom Commander also reiterated his call upon the remaining CTG members and leaders to stop their futile attempt of hiding from the authorities and urged them to surrender peacefully so that they can be reunited with their loved ones this Christmas season.

“May they choose the path of peace instead of continuing to resist the government for the sake of a violent and senseless cause. Your loved ones are already missing you. It’s time that you embrace the government’s offer to help by yielding peacefully,” LtGen. Almerol said, addressing the remaining CTG members and leaders.

LtGen. Almerol reminded CTG members and leaders that the government’s Enhanced Comprehensive Local Integration Program, a government program that extends remuneration and other forms of assistance such as livelihood, scholarship, and housing, among others, is still being offered to rebels who choose to surrender peacefully to the government.

Sagay City, Negros Occidental — The Army’s 79th Infantry (Masaligan) Battalion has intensified its awareness campaign to counter the recruitment and extortion activities of the Communist Terrorists Groups (CTG’s), particularly among the government officials in Toboso Municipality.

An information awareness drive was conducted on Friday, December 10, 2021, at the Municipal Hall of Toboso, Negros Occidental, and was participated by Hon. Richard Jaojoco, Municipal Mayor; Barangay Captains and representatives from the nine (9) barangays of Toboso headed by Hon. Roberto Villasis and PNP personnel headed by PCpt Paul Kenneth Magan, Toboso MPS Chief of Police.

Lieutenant Colonel J-jay Javines, Commanding Officer of 79IB provided the overview of the activity highlighting how the Barangay Officials can contribute to the government’s whole-of-nation approach to end local armed conflict and finally eliminate insurgency particularly in the municipality of Toboso.

The participants were briefed on the local security threats, various strategies of the NPA in luring residents into the terrorist organization, and their infiltration efforts to the different sectors such as labor, indigenous people, farmers, and students/youth. They were also informed of the salient provisions of Republic Act 11479 or the Anti-Terrorism Act of 2020 and the penalties it provides for public officials who extend support to a terrorist group like the CTG.

The various efforts of the Philippine Army in clearing focus barangays under the influence of the CTGs were likewise shared with the participants.

In his message, Mayor Jaojoco thanked 79IB for initiating the activity. He urged the barangay captains to closely collaborate with the Philippine Army and local PNP to ensure that NPA’s would never regain their strength and conduct recovery efforts in their respective Barangays.

Meanwhile, Lt.Col. Javines enjoined the participants not to be persuaded by the senseless ideology and so called-help from the NPA’s.

“The attainment of an insurgency-free community requires a collective effort from all sectors of the society, much from public officials. The AFP and PNP cannot do it alone. Without your support, we can only do so little. Hence, I encourage the local officials to perform their duties and obligations on the ambit of good governance. Let us give our people the peace and development they certainly deserve. Further, let us continue to strive and help the government’s effort to finally put an end to the decades-long insurgency”, said Lt.Col. Javines.

Tan-Hayudini, Municipal Mayor spearheaded the conduct of Maimbung Task Force-Ending Local Armed Conflict (MTF-ELAC) meeting and Area Clearing Evaluation (ACE) at Municipal Hall, Maimbung, Sulu on December 9, 2021.

Two (2) barangays namely Barangay Lantong and Barangay Lunggang both from the municipality of Maimbung, Sulu have been declared cleared from ASG affectation and influence during a meeting conducted on Thursday by the Area Clearing Evaluation Team (ACET) composed of the Armed Forces of the Philippines, Philippine National Police, and Local Government Unit of Maimbung, Sulu.

LTC GAGNI presented the output of CSP-PCVE conducted in both barangays and satisfies the parameters and is worthy to be categorized as cleared from ASG influence and affectation.

COL LEROY S DAANTON INF (MNSA) PA, Deputy Brigade Commander of the Army’s 1101ST Infantry Brigade and the same time the ACET chairman and together with the rest of the board agreed that Barangay Lantong and Barangay Lunggang have passed the deliberation and evaluation conducted by the ACET.

The ACET meeting was also graced by Hon. Datu Shabandar Abdusakur M. Tan, Provincial Governor of Sulu, MPS Maimbung led by Police Cpt. Ergie T. Wanawan, Sangguniang Bayan members and Barangay Chairpersons headed by ABC President Edzfar M. Tan, Mrs. Shelaine Tan, Maimbung MSSDO, Ms. Brinda Mohammad the Sangguniang Kabataan President and Mr. Nur-sadat Irani the MLGOO.

Governor Tan, for his part, extended his appreciation to the men in uniform and other line agencies for their unwavering support and intensified efforts in partnership with the LGU of Maimbung for being helpful in bringing the services of the government, including security, peace, and stability to their respective communities. During the event, other issues were also raised by barangay officials such as electrification, water system, livelihood, rido settlement, among others.

The 41st Infantry (Partner for Peace) Battalion, through the unending support of the 11th Infantry Division, LGUs, and line agencies, the program will be integrated to rekindle economic growth and address the fundamental issues to be confronted and focused in seeking peace and harmony and will continue to support the Whole of Nation Approach at the municipal level in addressing conflict and delivering basic services and social development packages in conflict areas such as Barangay Lantong and Lunggang, both of Maimbung, Sulu.

The body of a suspected New People’s Army (NPA) member killed in a clash with government troops in Barangay Tinitian in Roxas town on Friday afternoon has been recovered.

Remil Padilla Rodriguez, alias “Azumi”, was positively identified by his uncle, Gilbert Rodriguez, based on a cut toe from a snake bite on his left foot. He was a resident of Brgy. Magara.


He was reportedly killed in an encounter with troops belonging to the Marine Battalion Landing Team-3 (MBLT-3) headed by Maj. Ryan Lacuesta around 4:30 p.m. on December 10, only a kilometer from the national highway in Maumbong, Brgy. Tinitian.

An M14 and three M16s with m203 were retrieved by the Marines in the vicinity where the encounter took place.

Magara barangay chairman Bernie Valdez in an earlier interview with Palawan News said Remil’s uncle is in Brgy. Tinitian to identify his body.

“Wala pa kami sa area, pero ngayong umaga din patungo tayo sa lugar kasama nga ang tiyuhin ng sinasabing NPA na napatay sa engkwentro. Kasama natin ang tiyuhin nito, para siya ang mag-kumpirma, kung ito nga si Remil, na sinabi niya na umalis para mag-trabaho, at umuuwi lang paminsan-minsan dito sa pamilya niya,” Valdez said.

Roxas mayor Dennis Sabando, meanwhile, appealed to local rebels reportedly operating out of the municipality to surrender.Video from Roxas taken after Remil Padilla Rodriguez’ body was retrieved.

“Sana mapag-isipan na nila na maayos na ito, at kung maaari sana, sumuko na sila,” he said.

“Ang ating mga kasundaluhan talagang gusto rin nila na wala ring mapahamak, at saka wala ring mamatay ano, kaya ginagawaan nila ng paraan na [mapasuko],” he added.

Sabando said the family had thought that Gilbert had a job and was away because of it.

“Ang pamilya daw ay kinausap na nila, kaya lang ang akala daw ng pamilya, ang isinagot daw sa kanila ay akala ng pamilya ay may trabaho at hindi alam kung anong nangyari,” he added.

Sabando said that when Gilbert, the uncle, was in the process of identifying Remil’s body, he almost did not recognize him. “May palatandaan lang yong bata na kinagat ng ahas yong hinliliit niya, naputol. Yon lang yong palatandaan na yon siya naalala ng uncle niya”.

Meanwhile, a military source said Remil belonged to the team of rebel leader Ka Miggy, who operates around the Tinitian area.

Previously, three troops from the Philippine Marines apprehended three members of the NPA in Sitio Karatong in Tinitian, including two minors, one of them a pregnant 14-year-old. (with reports from Arphil Ballarta)

The 3rd Infantry Division (3ID) of the Philippines Army is open to being investigated for the Dec. 1 airstrike in Barangay Alimodias, Miag-ao town, according to Major General Benedict Arevalo, commander.

The Commission on Human Rights (CHR) Region 6 is interested, according to Atty. Jonnie Dabuco, regional director.

The clash in Barangay Alimodias left 16 suspected New People’s Army (NPA) rebels dead.


“Wala pa gid man kami naka-conduct sang mas madalum nga imbestigasyon. Nag-coordinate lang kami anay sa police kag sa Philippine Army just to get some initial information regarding sa natabu sa Miag-ao,” said Dabuco.

The 3ID denied committing violations.

“As the legitimate Armed Forces, we must defend the people in our area of responsibility against these NPA terrorists who are blatantly abusing the rights and dignity of the civilians,” said Arevalo.

He added that CHR should investigate the NPA’s recruitment of youth and minors, too.

Arevalo pointed out that two suspected rebels killed in the encounter were recruited to the NPA when they were 17 years old, based on the allegations of their family members.

According to Arevalo, the abuses and human rights violation made by the rebels were rampant.

Based on the records submitted by the AFP’s Center for the Law on Armed Conflict to CHR, around 1,672 cases of rebels’ human rights violations were committed between 2010 and 2021 in the country.

For this year alone, 166 new violations have been recorded including 16 cases of recruitment and use of child combatants, 10 cases of destruction of civilian-owned properties, 113 cases of anti-personnel mine use, 20 cases of willful killings and seven other alleged violations of international humanitarian law, data showed.

“Let us be wary of these terrorists, for they are hiding behind the mask of fake human rights advocates. Let us not be fooled by their deceptive tactics,” Arevalo added.

THE NEWLY designated Philippine Army chief Maj. Gen. Romeo Brawner Jr. vows to take care of soldiers, enhance skills and competencies, and push for more resources. These measures will allow the Army not only to be victorious against the enemies, but also be ready for the elections next year.

In his assumption message on Friday at the headquarters Philippine Army, Fort Bonifacio, Taguig city, Brawner said that he would focus on taking care of troops’ health, morale, and welfare and honing their skills and competencies to ensure that they can accomplish the mission given to them.

He said he will continue the accomplishments of his predecessor, Lt. Gen. Andres Centino.

“My task is to make sure that our soldier’s are highly competent, skilled, and well equipped so that they can perform their tasks,” Brawner said.

“So we’ll continue what General Centino has done but more especially, on releasing resources down to the units. We have to fill not just financial resources but human resources,” he added.

One of his advocacies is also on mental health because soldiers are also humans with their respective personal problems.

Lastly, “we will push down the needed resources to our units in the field all over the country so that your army soldiers and units are capacitated to perform their assign task effectively and efficiently,” he further said.

He said he will pursue these measures, in part, to accomplish the marching order of President Duterte, which is to end the local armed communist armed conflict before the end of his term.

Further his thrusts will allow the army to perform another important task that is to help the Commission on Elections to ensure that next year’s election is credible, orderly, and peaceful.

Ending local armed conflict

“As of now, we are looking at the target. It’s a tough job and we still have a lot of work to do to reach that. But we will do our best to meet the target set by our President, which is defeating the local communist armed conflict by dismantling the guerilla fronts and neutralizing the New People’s Army,” he said.

Brawner assumed the leadership of the 100,000-strong Philippine Army from outgoing chief, Lt. Gen. Andres C. Centino, in a ceremony presided by Defense Secretary Delfin N. Lorenzana.

As commander of the 4th Infantry Division (4ID), Brawner led the division in neutralizing high-ranking communist terrorist groups in Northern Mindanao and Caraga regions, including the head of the NPA’s national operations command Jorge “Ka Oris” Madlos. This feat demoralized the NPA nationwide, resulting in the mass surrender of CPP-NPA-terrorists (CNTs), he said.

Brawner held various key positions in the AFP, such as a commanding officer of the 2nd Special Forces Battalion, chief of staff of the 6th Infantry Division, spokesman of the Philippine Army, and the Armed Forces of the Philippines, and regiment commander of the Civil-Military Operations Regiment.

During the Marawi Siege, he was designated as deputy commander of the Task Group Ranao and spokesperson of Task Force Marawi.

Later, he assumed the position of brigade commander of the 103rd Infantry Brigade based in Marawi City. He then became the commandant of cadets at the Philippine Military Academy (PMA), where he considered the eradication of hazing as his most significant contribution.

Brawner was also the first deputy chief of staff for financial management, J10, of the Armed Forces of the Philippines.

The new CGPA is a graduate of the Philippine Military Academy “Makatao,” Class of 1989, where he graduated salutatorian and was a “Baron” or regiment commander of the Cadet Corps.

He acquired three masters degrees – Master of Science in Information Management from the Ateneo de Manila University, Master of Business Administration (Management of Technology) from the Asian Institute of Technology in Thailand, and the European School of Management in Oxford, United Kingdom, and a Master in Strategic Studies from the United States Army War College.

Meanwhile, Sec. Lorenzana commended Lt. Gen. Centino for his outstanding tour of duty as the 64th CGPA and challenged Brawner to build upon the foundations laid by his predecessors with utmost integrity, dedication, and professionalism.

Centino pursued four significant thrusts: implementing intel-driven operations; optimal use of resources; advancement of professionalism and meritocracy within the organization; and perfection of ownership of military camps and reservations for capability and base development.

He has visited remote detachments and patrol bases as part of his commitment to boost the troop’s morale, check their readiness to perform their duties, and reiterate the AFP’s drive to eradicate insurgency within the June 2022 deadline set by the Commander-in-Chief.

Centino has also directed commanders to “lead from the front” and make their presence felt even in the remotest parts of their respective areas of responsibility. He ordered the establishment of the new forward operating detachments to support and boost anti-insurgency operations.

The outgoing CGPA assumed as the 57th chief of staff of the Armed Forces of the Philippines last Nov. 12.

The Philippine Marine Corps (PMC) on Friday installed a seasoned officer as the new commander of the 4th Marine Brigade (4MBde), one of the units of the Joint Task Force (JTF) - Sulu fighting the Abu Sayyaf Group.

Col. Vicente Mark Anthony Blanco III replaced Col. Hernanie Songano, who bowed out from military service after serving the PMC for more than 32 years, according to 1Lt. Jerrica Angela Manongdo, JTF-Sulu information officer.

Maj. Gen. Ariel Caculitan, PMC commandant, presided over the turnover of command ceremony at the 4MBde headquarters in Barangay Tandu Bato in Luuk town.


During Songano’s stint, the 4MBde significantly contributed to JTF-Sulu's anti-terrorism campaign as the unit neutralized 148 Abu Sayyaf bandits, seized high-powered firearms and documents of high-value information, facilitated social integration programs for Abu Sayyaf surrenderers, and recovered contraband amounting to more than PHP38 million.

Caculitan asked the 4MBde to give their full support to Blanco as they did to Songano.

He also lauded Songano for his dedication to service.

“Songano's retirement is a big loss to the organization for he will be missed but a major gain for his family as he will now be full-time husband and father. Hence, once a marine will always be a marine,” Caculitan said.
