Ka Juanito Magbanua, spokesperson of the Apolinario Gatmaitan Command-New People’s Army Negros Regional Operation Command (AGC-NPA), lambasted the Armed Forces of the Philippines (AFP), through a statement released today, for squandering taxpayers’ money to cover up the murder of Ka Oris and his medical aide, Ka Pika who were hors de combat during the incident.

Contrary to the claims of AFP’s 4th Infantry Division that he was killed in an armed encounter, Ka Marco Valbuena, Communist Party of the Philippines spokesperson, clarified that NPA national spokesperson Jorge “Ka Oris” Madlos and his companion, Eighfel “Ka Pika” Dela Peña, were “riding on a motorcycle on their way to seek medical treatment” when the were ambushed “on the road between Impasug-ong town proper and the national highway at 9 p.m. of October 29.”

Magbanua, in his statement, expressed aversion over the AFP’s willingness to spend millions of pesos by dropping bombs and indiscriminately firing on the mountainous area near the crime scene just to make their story of an encounter between the AFP and NPA believable.

Revolution will go on

“Cowardice pushed them [AFP] to end the life of our comrades,” Magbanua stated.

If the AFP and Philippine National Police (PNP) expect to solve their “insurgency” problem through killing revolutionaries like Ka Oris, they are mistaken, according to Magbanua.

He added that the NPA is waging a just war against the ruling class and enjoys the broad and inexhaustible support of the people and that while the oppressive and exploitative semicolonial and semifeudal system persists prolonging the people’s suffering, armed revolution will go on with the participation of the broad masses especially the peasants and workers.

“We are saddened by the loss of a Party cadre and valiant Red commander but armed struggle will not stop here,” he said. “Surely Ka Oris will inspire the next generation to continue advancing the national democratic revolution through protracted people’s war.

Highest tribute

The AGC-NPA and the entire revolutionary movement in Negros Island gave the highest tribute to Ka Oris and Ka Pika and considered them as “heroes who offered their precious lives for the oppressed and exploited.”

“Martyrs and heroes of the revolution may have perished, but the people will be the ones to continue the armed revolution with the NPA at the forefront through the absolute leadership of the Communist Party of the Philippines (CPP),” Magbanua remarked.

“We will give the highest tribute and red salute to Ka Oris and Ka Pika through mounting extensive tactical offensives to punish those with blood debts against the people and the revolution,” he ended. ###

Sila nga duha ara sa status nga hors de combat bangud wala ini sang armas, wala sang kapasidad nga magbato kag may balatian si Ka Oris samtang sa Ka Pika isa ka medical personnel.

The Communist Party of the Philippines (CPP) and the New People’s Army (NPA) extend their solidarity with the International Action Day against the Prahaar military campaign of the Narendra Modi fascist regime. The Filipino people are one with the broad masses of oppressed and exploited people in India and their revolutionary forces led by the Communist Party of India (Maoist) in resisting the brutal campaign of fascist repression.

The CPI-Maoist and its support groups aptly chose November 24 as the day of action which coincides with the 10th year of the martyrdom of Comrade Kisanji, a member of its political bureau.

Operation Prahaar is the latest of the series of cruel counterinsurgency campaigns of the Indian government in the past such as the Salwa Judum (2004-2009), Operation Green Hunt (2009-2017), and the SAMADHAN (2017). All these vainly aim to end the revolutionary movement led by the CPI (Maoist). These campaigns, however, targeted primarily activists, progressives and civil society organizations in the desperate objective of instilling terror on the Indian masses. The Indian people, especially the masses of peasants and Adivasis, are being subjected ever brutal forms of military and police suppression.

The Indian reactionary classes are threatened and terrified by the rise of the people’s revolutionary resistance led by the CPI (Maoist) over the decades. Over the past years, it has whipped up “anti-terrorism” and ethnic and religious fanaticism to step up fascist attacks against the oppressed and exploited classes and minority groups. Countless revolutionaries and activists have been murdered, persecuted, and illegally arrested.

Despite intensified state attacks, the oppressed and exploited classes of India continue to persevere and to defy state terrorism. Over the past year, hundreds of millions of peasants and farmers have participated in mammoth protest actions against the neoliberal policies of the Modi regime. The announcement by Modi that it will repeal the three anti-peasant agricultural laws enacted in September 2020 is a major victory and push back against the fascist Modi regime.

The viciousness of the attacks of the reactionary state in India is similar to the brutal and cruel suppression of the state terrorist drive being carried out by the reactionary fascist state in the Philippines under the regime of Rodrigo Duterte. Both Modi and Duterte have declared to put an end to the people’s armed resistance by 2022 to please the imperialist big corporations who seek to intensify the exploitation of the people and plunder the vast resources of both countries. Like the Indian people, the oppressed and exploited classes and sectors in the Philippines aspire for national and social liberation.

The Filipino people draw inspiration from the struggles of the people of India as it faces the similar fascist onslaught mounted by the Duterte administration. In the Philippines, the reactionary armed forces has been carrying out a brutal campaign of suppression in both the cities and countryside. As in India, the US government is providing the reactionaries with military hardware to carry out a diabolic campaign of aerial bombing and strafing and artillery shelling in violation of universally accepted rules of war and humanitarian law.

We are certain that the Indian people and their revolutionary forces will be able to defend their rights and interests and frustrate the brutal Operation Prahaar of the fascist Modi regime. The CPI (Maoist) has consistently proven itself capable and determined to lead the people of India in their struggle for new democracy and socialism.

Suyang-suya at napapagod na ang mga mamamayang Sorsoganon sa paulit-ulit na “pagpapasurender” o pagpapasumpa sa kanila ng 31st IBPA. Ito ang reklamo ng mga sibilyang makalawang beses nang pinasurender ng AFP nitong mga nagdaang buwan.

Naglunsad ng tinaguriang Serbisyo Caravan at RCSP sa Brgy. San Jose at Brgy. San isidro sa bayan ng Bulusan at Brgy. San Ramon sa bayan ng Barcelona at Brgy. Bitan-O sa Sorsogon City. Ang mga barangay na ito ay kabilang sa 113 na barangay sa buong probinsya ng Sorsogon na may sapilitang pinasurender sa ilalim ng E-CLIP mula 2018 hangang kasalukuyan. Tulad ng dating gawi ng AFP nang una silang maglunsad ng RCSP sa naturang mga barangay noong 2020, ang mga target na sibilyan ay araw-araw na iniinterbyu na umabot hanggang tatlong beses, sapilitang pinapipirma sa mga dokumentong hindii malinaw kung para saan at pwersahang kinukunan ng litrato. Lumundo ang nakaririnding aktibidad sa pagpapatipon at sapilitang pagpapasumpa sa mga biktima ng katapatan sa estado at pagpapaamin na sila ay mga tagasuporta ng NPA.

Ilang beses nang inireklamo ng mga sibilyan ang sagabal na ginagawa ng ganitong mga aktibidad sa kanilang kabuhayan. Di na sila makapunta sa kanilang sakahan dahil inoobliga silang dumalo sa mga interbyung ginagawa ng mga sundalo para umano “linisin” ang kanilang mga pangalan. Kapag tumanggi silang dumalo sa patawag, aakusahan naman silang NPA. Natatakot din silang baka gamitin laban sa kanila ang mga dokumentong pinapirmahan sa kanila.

Minsan nang dumulog ang ilang biktima sa alkalde ng Barcelona at iba pang opisyal ng gobyerno pero walang anumang itinugon ang mga kinauukulan.

Tanong ng mga tao kina 9th ID commander MGen Henry Robinson Jr at 31st IB commander Lt. Col Marlon Mojica, ilang ulit ba sila dapat sumumpa at sumuko para lubayan na sila ng AFP? Kung anu-ano pang benepisyo sa ilalim ng E-CLIP ang ipinangangako ninyo sa mga biktima pero puro perwisyo lang ang dinaranas nila.

Sa paulit-ulit na paglulunsad ng ganitong panghaharas sa mga sibilyan ay lalo lamang ginagatungan ng AFP ang galit ng mamamayang Sorsoganon. Lalo pang nasusuklam ang mga tao sa reaksyunaryong estado at mga pasistang pakana nito. Hindi mapagtatakpan ng libreng gupit, masahe at kung anu-ano pang pakitang-tao ng AFP ang karahasan at pasismong dinaranas ng mamamayan sa kamay ng mga pwersa ng estado. Hungkag at hindi rin makalulutas sa armadong tunggalian sa bansa ang kahit ilang ulit na pagpapasuko at pagpapasumpa sa mamamayang walang kalaban-laban.

Red fighters of the LPC-NPA fired at a military detachment on November 21, 2021 around 4:30 PM in Sityo Mamballo, Barangay Quintin Remo, Moises Padilla, Negros Occidental. Reactionary troops fired back as the NPA maneuvered to safety, unharmed. The AFP incurred an unknown number of casualties after the harassment.

Military troops of the said detachment continue to perpetrate human rights violations against hapless civilians in their futile attempt to weaken the mass base of the NPA. The recent action is in line with the demands of the masses for justice.

Meanwhile, on the same day around 11 PM, troops of the military detachment in Sitio Kasingan, Barangay Trinidad, Guihulngan City, Negros Oriental indiscriminately fired while being stationed in their camp. As the detachment is surrounded by several households, residents feared for their safety as the trigger-happy yet cowardly soldiers wasted bullets out of fear of being attacked by the NPA.

In this regard, the AFP/PNP/NTF-ELCAC combine under the whims of their ailing commander-in-chief Duterte can no longer hide under the false pretense of decimating the revolutionary movement in 2022, a feat no reactionary regime was and will not be able to accomplish even with the support of the US war machine. As long as hunger, poverty, injustice, landlessness, joblessness, and oppression remain, more and more will be enticed to take up arms against the state and wage revolution.

The NPA will continue to staunchly defend the well-being of the Filipino people.

Guided by the CPP and supported by the masses, it will continue to steadily advance and grow as the socioeconomic conditions worsen under the status quo and become even more fertile ground for the flourishing of the armed revolution and the people’s war. ###

CAMP EVANGELISTA, Cagayan de Oro City– The 4th Infantry (Diamond) Division, in partnership with the Office of the Presidential Adviser on Peace Process (OPAPP), has concluded a 3-Day Basic Course on Conflict-Sensitive and Peace-Promoting (CSPP) Approaches at 4ID Gymnasium, Camp Evangelista, Patag, Cagayan de Oro City on November 26, 2021.

The 3-day basic course opened last November 24, and was formally culminated by Col Michele B Anayron Jr, the Assistant Division Commander for Reservist and Retirees Affairs (ADC for RRA), and Director Vanessa Vianca Pallarco, Director IV, Social Healing and Peace-Building Department of OPAPP, in a closing ceremony held at the 4ID Gymnasium on November 26.

The activity was attended by the Civil-Military Operations Officers, Community Support Program (CSP) Officers and Non-Commissioned Officers (NCOs) of the Battalions and Brigades under 4ID.

Col Anayron Jr, who represented the 4ID Commander, said that the course aimed to ensure that all personnel are equipped with the foundation of significant skills and knowledge to effectively perform daily operations. He further added that it will also provide them with a deeper understanding of the core causes of violence and conflict that is necessary for developing and maintaining peace.

“The 3-day basic course will help the participants identify the interventions and approaches for peacekeeping and non-conflict operations, as well as the current military training programs for the application of conflict-sensitivity,” Col Anayron Jr added.

Meanwhile, Major General Romeo S Brawner Jr, the Commander of the 4th Infantry (Diamond) Division, in a pre-recorded message, congratulated the participants. He also sincerely thanked OPAPP for the active collaboration and said he was looking forward to another partnership in the near future.

MGen Brawner Jr stated that the AFP is the major government organization tasked in maintaining peace and promote development and believed that the training is timely and relevant to capacitate the skills, learning, and approaches for peacekeeping of the soldiers in the 4ID area of responsibility.

“With the successive debacles of the Communist Terrorist Group (CTG) aggravated by the surrender of the former rebels (FRs), there is a need to strengthen our partnership with the vulnerable, marginalized, Indigenous Groups, LGUs and other institutions to maintain the peace and order, and to morally eradicate the CTG,” MGen Brawner Jr said.

MGen Brawner Jr urged the participants to continue supporting the major programs of the government that are conflict-sensitive and promote lasting peace and order. He is confident that the training deepened the understanding of the participants, particularly in the basic concepts of CSPP, and that they will be able to practice the acquired tools and skills in their respective units.

“We have been through so many campaigns and have overcome moral and encompassing challenges that tested our integrity and capability, and yet we’ve emerged stronger than ever. The year 2021 is no exception. Let us not lose sight of our mission and remain committed and dedicated to our mandated service. I encourage all personnel of 4ID to continue our invaluable work as defenders and guardians of democracy with the utmost loyalty and dedication. Let us sustain the culture of excellence that has become our trademark as we close another historic year of success,” MGen Brawner Jr said.

The CSPP training was conceptualized through the collaboration of the 4ID, AFPPDO, and OPAPP for peace and development to be implemented by the 4th Infantry Diamond Troopers in the field units, which will enhance different government peace-building interventions such as the Localized Peace Agreement (LPE), Community Support Program and Retooled Community Support Program (RCSP).

November 26, 2021, Kuta Heneral Teodulfo Bautista – Yesterday, some 208 internally displaced families finally returned to their homes in So Darayan Bgy Buhanginan, Patikul Sulu, highlighting the culmination of the government’s successful Balik Barangay Program in the province.

Also former ground zero of the fight against Abu Sayyaf Group (ASG), Sitio Darayan has been a no man’s land for about five years. That is until yesterday morning when it officially welcomes home residents who were forced to reside in the neighboring towns in Patikul to avoid being caught between the skirmishes of ASG and the government forces.

This program, which took several months of planning and preparation involved security operations of the military, construction of roads and other infrastructures courtesy of the local government agencies and information drive for the residents through the local chief executives.

Yesterday, it culminated with the distribution of starter kits from various entities to include the International Organization for Migration and representatives from the U.S. military. Another highlight was the pronouncement of peace covenant which enjoined everyone to collectively act to ensure the attainment of peace and order in the community.

To recall, the Balik Barangay Program – through the Municipal Task Force in Ending Local Armed Conflict (MTF-ELAC)’s – first catered to the residents of Brgy Bungkaong on February 17, 2020. During the course of year 2020 and 2021, the Patikul MTF-ELAC was also successful in rehabilitating and bringing home the IDPs of Brgys Latih, Tugas, Maligay, Kabbon Takas, Pansul, Bakung and Panglayahan.

“At first, many had doubts about this program since the fight is still ongoing. Pero noong unti-unting nararamdaman na yung kapayapaan at nakikita ‘yung pagtutulungan ng iba’t-ibang sangay ng gobyerno, pati kooperasyon ng komunidad, naramadaman namin na ito talaga ang nararapat na gawin. Hindi maaring masira ang buhay ng libo-libong mga Tausug dahil lang sa iilan na naghahasik ng terorismo,” said Joint Task Force – Sulu and 11th Infantry Division MGen William N Gonzales.

According to MGen Gonzales, what is unexpected is how effective the Program for IDPs was able to help in the campaign to make Sulu a more peaceful place. “Maliban sa gumanda ang buhay ng tao, gumanda rin ang relasyon sa pagitan ng mga mamamayan, ng LGU at ng military. Maraming nagvo-volunteer bilang CAFGU. Marami ring mga ASG na nagbabalik-loob.”

One CAFGU Active Auxilliary who’s from Sitio Darayan is CAA Taha H Luddani.

“Pumasok ako bilang CAA noong gagawin pa lang ang Balik Barangay dito sa Darayan dahil kailangan talaga nila ng Tausug. Nag-volunteer po ako sapagkat ako po ay taga rito. Kaya tama lang na kami ang manguna sa pag-secure sa mismong lugar namin. Ngayon ho labing-apat na kaming CAFGU na taga rito. Gagawin po namin ang lahat, wag lang maulit ang hirap ng buhay bilang bakwit”, notes CAA Luddani.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Troops of the 17th Infantry Battalion encountered Communist NPA Terrorists (CNTs) in a firefight in Sitio Ligay, Barangay Masi, Rizal, Cagayan on November 25, 2021.

The residents of the said place reported the presence of the CNTs to the military troops. 17IB troopers immediately acted on the report and conducted Military Operations. While verifying the said information, they were fired upon by more or less 15 members of the Komiteng Probinsya (KOMPROB) Cagayan, Komiteng Rehiyon-Cagayan Valley (KR-CV) under a certain alias Sarol. The encounter lasted for about 20 minutes wherein the members of the CTG immediately escaped the encounter site leaving one AK47 and one handguard of M16 rifle.

Vice Mayor Joel Ruma of Rizal, Cagayan conveyed the message of Mayor Brenda Ruma regarding the said armed encounter between the government forces and the enemy of the state. He said that the Local Government Unit of Rizal is giving their full support in the campaign against insurgency to achieve a peaceful and progressive Rizal, especially in Zinundungan Valley. “Kagustuhan natin na mawala na ang NPA sa Zinundungan Valley. We are one with our National Government in its campaign to end local communist armed conflict. Nariyan ang tunay na gobyerno na nangangalaga sa taong bayan at nakikita ito ng mga residente ng Zinundungan. Ikinalulugod natin ang pangyayaring ito upang tuluyan ng maitaboy ang mga teroristang NPA mula sa lugar. Patuloy ang pagliit ng kanilang pwersa pati narin ang lugar na kanilang ginagalawan dahil narin sa kooperasyon ng taumbayan.”

BGen Steve D Crespillo, Brigade Commander of 501st Infantry Brigade warned the remaining members of the KOMPROB Cagayan who are still doing atrocities against the people. “As I have repeatedly expressed our willingness to receive and help surrenderers from the NPA units of KOMPROB CAGAYAN, our military operations to track those who will not heed to our call will definitely continue.”

While MGen Laurence E Mina, Commander of 5th Infantry Division, Philippine Army thanked the locals for their support and cooperation together with the local government of Rizal, Cagayan. “The support of the people proves to be the most important factor in our campaign against insurgency. The Command is also grateful to the LGU of Rizal, Cagayan for their continued effort to shield their people against the terrorist NPAs. In the same manner, we commit to perform our mandate to protect our people against the atrocities and abuses of the CNTs.”

“In spite of the recent armed encounter, we are still waiting for the remaining members of the CNTs to return to the folds of the law. It is our wish to see you live peacefully with your families,” the general concluded.

CAMP DOWNES, Ormoc City, November 24, 2021 – Two disgruntled members of the CPP-NPA-NDF from the Third Legislative District of Leyte Province recently surrendered with their high-powered firearms to the government as the campaign to account for the remaining members of the communist terrorist group (CTG) in Leyte island continues to gain momentum.

First to voluntarily turn himself in to the 802nd Infantry (Peerless) Brigade is the 52-year old alias Nonoy of Barangay Tapol, Leyte town who brought along with him an M16 rifle with six magazines and 15 rounds of caliber 5.56 mm ammunition.

Based on his revelation, alias Nonoy appeared to be a peasant organizer of the Mataloto Farmers Association and a member of an underground mass organization (UGMO) where he functioned as an armorer, among others. He went on lie low with the UGMO, Pambansang Katipunan ng Mambubukid (PKM).

Sometime in 2002, his nephew, a certain alias Gamay, left with him an M16 rifle. He kept the weapon since alias Gamay died sometime later in an encounter with government forces at the vicinity of Sitio Taghoy, Barangay Bagabao, Leyte, Leyte.

Induced by the recent surfacing and surrender of lie-low cpp-npa-ndf members and supporters in the area of operation of the 802nd Brigade, alias Nonoy decided to return to the mainstream of the society by turning over the weapon. He also revealed that he was tired of continuously hiding from government forces operating in the area.

On the other hand, a certain alias Itchoy, who claimed to be a member of a local NPA unit led by one alias Botoy, voluntarily surrendered with a KG9 submachine gun.

Recruited by one alias Kael in 2015, alias Itchoy revealed to have undergone military training under alias Botoy and had attended meetings with the Batakang Organisasyon sa Partido (BOP) in Barangays Capinyahan and Sta. Cruz, both in Villaba, Leyte in early 2017.

Alias Itchoy, 26 years old and resident of Barangay Tag-abaca, Leyte, also claimed that a certain Geronimo Maceda alias Maning, then secretary of sub-regional committee Levox, Eastern Visayas Regional Party Committee (EVRPC), together with nine others visited their encampment at “Diversion” in Barangay Cabungahan, Villaba.

He said he went on lie-low in December 2018 when the promised salary and other offers made by alias Kael were not realized and he wanted to be with his sickly mother at Brgy Tagaytay, Kananga, Leyte.

Alias Botoy is believed to be the same Nicolas P. Ibanez who died in a clash with 93IB, PA in Calubian, Leyte earlier this year. Alyas Itchoy also revealed that he doesn’t want to suffer the same fate that happened to alyas Botoy, hence he surrendered.

Recently, he noticed the formal return to the fold of the law of many cpp-npa-ndf members and followers that he was encouraged to follow suit in order to live a normal life.

Both alias Nonoy and alias Itchoy admitted they were having difficulties living as fugitives because of their past association with the cpp-npa-ndf that their recent surrender is a great relief.

More than two thousand lie-low and active cpp-npa-ndf members and mass supporters either surfaced or surrendered themselves recently to the operating units of 802nd Brigade in the provinces of Biliran, Leyte and Southern Leyte.

Brigadier General Zosimo A. Oliveros, 802nd Brigade Commander welcomed the surrender of the two cpp-npa-ndf members. He said that the revelation of the two surrenderers is an indication of the near extinction of the remaining armed components of the cpp-npa-ndf terrorists in the province of Leyte. Brigadier General Oliveros also calls on the remaining cpp-npa-ndf to surrender, else the government forces will continue to hunt them in order to secure and protect the peace-loving people in the area.

“Now is the best time for the enemies of the people like the cpp-npa-ndf members to return to the mainstream of the society as the present government is giving them the great opportunity to live a normal life once again,” Brig. Gen. Zosimo A. Oliveros, Commander of the 802nd Brigade, concluded.

Camp Navarro, Calarian, Zamboanga City – November 24, 2021

A field commander of the Bangsamoro Islamic Freedom Fighters-Karialan Faction and five of his cohorts yielded to the military in Sultan Kudarat on Wednesday morning, November 24. The six turned themselves in at the headquarters of the 40th Infantry Battalion in Barangay Tual, President Quirino, same province.

According to Maj. Gen. Alfredo Rosario, Jr., Commander of the Western Mindanao Command, the six-handed over their firearms including one 5.56mm M16 A1 rifle, one 5.56mm Ultimax 100 light machine gun, one 7.62mm M14 rifle, two 7.62mm Barret rifles, one 40mm grenade launcher, and one heat rocket-propelled grenade.

Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central said, “This feat is a result of the joint efforts of our troops, Datu Paglas Municipal Police Station, and the local government of Datu Paglas. We hope that his remaining followers will be enlightened by the surrender of their field commander”.

The identities of the surrendered personalities were not disclosed for their safety. They are currently undergoing custodial debriefing at the 40IB headquarters.

“The influx of surrenders weakened the terror group hence more of its members opt to abandon their armed struggle and return to the folds of the law,” said Maj. Gen. Rosario, Jr. “Our security campaign in Central Mindanao is gaining significant headway with already 237 neutralized BIFF personalities for this year alone.”

“My congratulations to the soldiers of the units under the command and control of WestMinCom for continuously reaping successes. The command will step up its effort towards the end state of defeating all threat groups especially those that are connected with identified terror groups,” the WestMinCom chief added.

The Joint Task Force Central continuously intensifies its security operations against the BIFF and other terrorist groups in Central Mindanao.

NSFA, Panacan, Davao City – Commander of Eastern Mindanao Command, LtGen. Greg T. Almerol said that the number of communist terrorists neutralized in Eastern Mindanao skyrocketed to 2,000, covering the period from January 1 to November 24, 2021.

Out of this figure, 66 were killed during the legitimate operations with government troops, 127 were captured, and 586 capitulated.

One thousand two hundred allies also withdrew their support from the Communist Terrorist Group (CTG) as a result of EastMinCom’s focused military operations.

EastMinCom units also seized more than 600 high-powered and low-powered firearms in combat operations and through the surrender of former rebels. On top of that, the Command also seized 87 anti-personnel mines and discovered 180 CTG lairs within the same period.

Just recently, the 3rd Infantry Battalion (3rd IB) seized two AK47 rifles from Guerrilla Front Malayag, Sub-Regional Committee 2, North Central Mindanao Regional Committee (GF Malayag, SRC2, NCMRC) during an intel operation launched at Sitio Trucut, Barangay Cawayan, Quezon, Bukidnon on November 24, 2021.

A former communist terrorist identified as Jeffrey Ardita alias Lingling, Squad Leader of Platun Dos/Team Leader of SPARU, Sub-Regional Sentro de Grabidad (Peddler), SRC2, NCMRC disclosed the location of the firearms after he surrendered to the troops on November 5, 2021.

Meanwhile, the Matigsalog tribe of Sitio Gamot, Barangay Sta. Felomina, Quezon, Bukidnon also turned over a Springfield M1 Garand rifle to the troops of 3rd IB on November 23, 2021, which was believed to be owned by a member of Platoon Bagsik of GF Malayag. The turnover happened following the three-day peacebuilding seminar conducted by the said unit in the area.

In a separate incident, a high-ranking CTG member identified as Iresh Ayuma Ramos alias Nene/Kam, Medical/Finance Officer of GF Motorola, SRC 1, NCMRC, surrendered to the Commanding Officer of 58th Infantry Battalion on November 21, 2021.

LtGen. Almerol said that the growing number of neutralized CTG members is a clear manifestation of the effective strategies employed by EastMinCom units in their respective areas.

“With no letup in our intensified combat operations, coupled with the strong support from the Local Government Units and the populace, we are optimistic that we can dismantle the remaining Guerilla Fronts in Eastern Mindanao and finally make way for unhampered peace and development,” LtGen. Almerol expressed.

The EastMinCom Commander ensured the public that his troops are working hard and doing their job with excellence for the benefit of the people of Eastern Mindanao and the country as a whole.

He also urged the remaining CTG members and their leaders to choose the greater path of peace by abandoning the armed struggle and accepting the government’s sincere offer to help them start a new life with their families, especially this Christmas season.

LtGen. Almerol also assured the public that EastMinCom’s resolve is stronger than ever as it continues to use every opportunity it could find in the pursuit of sustainable peace and development in Eastern Mindanao.

FORT MAGSAYSAY, Nueva Ecija – The apparent downfall of the Komiteng Larangang Guerilla Tarlac – Zambales (KLG-TARZAM) of the Communist Terrorist Group (CTG) is near as another three (3) of its CNT in the Barrio members and six (6) supporters have cut their ties with the terrorist group during a simple ceremony held at Masinloc Municipal Hall, Brgy. Inhobol, Masinloc, Zambales on November 22, 2021.

Lieutenant Colonel Eugene Henry Z. Cabusao, Commanding Officer of the 3rd Mechanized (MAKATARUNGAN) Battalion, Armor Division, Philippine Army said that the intensive implementation of the Community Support Program of the Army-PNP in Zambales has resulted in the surrender of the 3 CNT in the Barrio along with one (1) .357 pistol and 10 ammunition and severance of ties of 6 supporters.

All personalities are residents of Brgy. Sta Rita, Masinloc, Zambales.

Meanwhile, the Local Government Unit of Masinloc have Php 25,000 pesos to each CNT in the Barrio and distribute gift packs to the 6 CTG supporters.

It can be recalled the 7th Infantry (KAUGNAY) Division, Philippine Army led by Acting Commander, Brigadier General Luis Rex D. Bergante PA, deployed 11 CSP teams early this month in the provinces of Tarlac, Zambales, and Pangasinan to assist the LGUs in its peace and development efforts to curb the local communist insurgency.

BGen Bergante attributed the said accomplishments to the dedication and hard work of the CSP teams in the Barangays with the full support of the PTF-ELCAC.

“Our CSP teams are intensifying its information campaign in the far-flung communities to open the eyes of the CTG supporters with the reality that terrorists are dangerous to their lives that it disrupts the peace and development in their community,” said BGen Bergante

FORT MAGSAYSAY, Nueva Ecija – Acting on the information given by a former member of the dismantled Komiteng Larangang Guerilla – Sierra Madre (KLG-SM) of the Communist Terrorist Group (CTG), the joint operatives of Army-PNP discovered firearms, Improvised Explosive Device (EID) and assorted war materiel in the hinterlands of Brgy. Labi, Bongabon, Nueva Ecija on November 22, 2021.

According to Lieutenant Colonel Reandrew P. Rubio, Commanding Officer of 91st Infantry (SINAGTALA) Battalion, Philippine Army, the personnel from 1st Police Mobile Force Company – Nueva Ecija Provincial Police Office, Special Action Force, Bongabon Municipal Police Station, 303rd MC-RMFB3, and CIDG Nueva Ecija together with his troops, upon receiving the information conducted a joint operation to locate the said war materiel.

Among the items recovered were: one (1) M16 Colt Rifle; one long magazine for M16; 19 rounds of ammunition for m16; improvised landmine (cylindrical); rifle grenade; non-electrical blasting cap; and improvised electric blasting cap and assorted medical supplies.

The Acting Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army, Brigadier General Luis Rex D Bergante PA, attributed the success of the joint operation with the full cooperation and trust of former members of the dismantled KLG-SM in Nueva Ecija and also the efforts of the MTF-ELCAC in Bongabon, Nueva Ecija.

“Nagpapasalamat ang inyong kasundaluhan sa tiwala na binibigay ng mga dating miyembro ng teroristang grupo na ngayon ay gising na sa katotohanan at kasama natin sa pagtataguyod ng kapayapaan,” said BGen Bergante.

He also emphasized how vital is the recovery of the CTG’s war materiel to the safety of innocent civilians.

FORT MAGSAYSAY, Nueva Ecija — Deceived with false promises by the members of the Komiteng Larangang Guerilla – Abra, Mt. Province and Ilocos Sur, (KLG-AMPIS), a CNT in the Barrio or Milisyang Bayan member yielded to the authorities following the intensive implementation of Community Support Program (CSP) of the 71st Infantry (KAIBIGAN) Battalion, Philippine Army on November 21, 2021.

Lieutenant Colonel Sonny E. Gonzales, Commanding Officer of 71IB identified the personality as alias “Gino” a resident of Brgy Ampalioc, Luba, Abra who surrendered along with one (1) M16 rifle, one (1) short magazine with 18 live ammunition.

Alias “Gino” told the authorities that it was alias “Jess”, a deceased Squad Leader of KLG-AMPIS, who recruited him to become a courier and supporter of the armed terrorists in their community.

“Nangako silang bibigyan kami ng gamit sa pagsasaka at irigasyon kaya naman napaniwala kami sa mga sinasabi nila, yun pala hindi pala tototo yun,” said alias Gino.

On the same day, a female CNT in the Barrio named “Ana” also surrendered to the Army in Brgy. Sallapadan Barrio, Sal-lapadan, Abra along with one (1) Carbine rifle, one (1) magazine, and one (1) KG9 pistol with one (1) magazine and three (3) live ammunition.

Meanwhile, the Acting Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army Brigadier General Luis Rex D. Bergante PA said that the series of surrenders of the CNT in the Barrio is the result of the Army’s continuous engagement with the community through its intensified information campaign against the deceptive recruitment of the CTG.

“We welcome these two CNT in the Barrio into the folds of the law. Sana ay maging halimbawa ang kanilang naging karanasan para hindi na muling maka biktima pa ng iba sa kumonidad,” said BGen Bergante.

MAWAB, DAVAO DE ORO – A Dedication for the newborn child of a former high-ranking NPA leader named Arian Jane Ramos alias Marikit was conducted at Kalinaw Village, Bunawan, Davao City yesterday afternoon, November 23, 2021.

Hon Sara Z Duterte, Mayor of Davao City, and MGen Ernesto C Torres Jr, Division Commander of 10ID together with his wife, Evangeline, attended the said event as godparents for Amir Vlad Paglaum Ramos, the second son of Arian who is the former Front Secretary of the Guerilla Front 55, Southern Mindanao Regional Committee (SMRC).

Indeed, it is a symbolic event as Paglaum’s Dedication enabled other former front secretaries and commanders of the 10ID to once again meet, this time not on a discussion table but a more personal and spiritual occasion.

Moreover, other godparents were Consolito P Yecla, 1003rd Brigade Commander; Eduardo S. Genelsa alias “Lando” former Commander of the dismantled PBC 6, former Front Secretary of the Guerilla Front 2, and former consultant of the National Democratic Front of the Philippines (NDF); Kurt Russel Sosa alias Ugnay, former Front Secretary of the Weakened Guerilla Front 3, SMRC; and selected battalion commanders and officers of the 10th Infantry Agila Division.

“Isang napakalaking karangalan na mapili bilang Ninang ni Amir Vlad Paglaum Ramos, anak ni Ariane Ramos na dating nasa kabundukan at nakikipaglaban sa gobyerno. Ngunit ngayon, tinutulungan na kami ni Ariane na mapalawak pa ang pagsisilbi sa mga tao sa ating Geographically Isolated and Disadvantaged Areas. Sobra ang aking saya noong pumayag ang pamilya nila na kasali ang pangalan na “Paglaum” na aking suhestiyon. Paglaum means hope because each child is a blessing and hope for a better future!” Hon. Duterte said.

Codcod, Nataban, and Quezon, declared as CTG-cleared Barangays, are among the 25 LGSF-SBDP recipients in Northern Negros which will receive PHP20 million each following the identification of their issues and concerns through the Retooled Community Support Program (RCSP).

The LGSF-SBDP funding will be used for the construction of a local access/farm to market road from proper Nataban to Binone Elementary School in Brgy. Nataban; So. Alinga-ob to Balabag Elementary School in Brgy. Quezon; and So. Cabagtasan, Natuyay and Bedio in Barangay Codcod.

According to Danille Marie Osorio, DILG Local Government Operations Officer in San Carlos, these road projects which will begin in the first week of December, will accord the residents better economic opportunities and ease in the transport of their farm products direct to the market.

Leading the groundbreaking were San Carlos City Task Force-ELCAC Chairperson and City Mayor Hon. Renato Gustilo, Department of the Interior and Local Government- NegOcc OIC Provincial Director Roselyn Quintana; 1st District Representative Cong. Gerardo P. Valmayor Jr; 303rd Infantry Brigade Commander Brigadier General Inocencio Pasaporte; 79IB Commander Lt. Col J-jay Javines; Chief of Police, San Carlos City PLt Col Arthur Baybayan; officials of San Carlos City and the recipient Barangays, and other member agencies of the task force.

Mayor Gustilo, in his message expressed his deep appreciation to the efforts of the National Government thru PRRDs EO70. He further said that the city government will also provide an additional P20M in order for the road concreting project to reach So. Natuyay and Bedio in Brgy. Codcod. With the help of the provincial government and Cong. Valmayor these projects will soon be realized to give the farmers ease of movement and transport of their products to the city.

Further, BGen. Pasaporte said that the realization of the BDP projects is seen to boost the economic livelihood of the people and help resolve insurgency. He also assured the residents and City Government of San Carlos of the full support of the Philippine Army in the continued implementation and monitoring of BDP projects.

“This activity is a solid proof that our government is sincere in its commitment to bring its services closer to the people. Once completed, these projects will surely help improve the quality of life of the farmers and the residents to have an easy access to the basic and social services of the government. As your partner in this endeavor, your Army in Negros will continue to sustain its efforts in providing security and monitoring of the ongoing BDP projects in the area to ensure unhampered construction of the projects”, said BGen. Pasaporte.

For his part, Lieutenant Colonel J-jay Javines, Commanding Officer of 79IB expressed his gratitude for the full support of the community and the leaderhip of City Government of San Carlos for their untiring efforts to ensure the implementation of BDP projects. Likewise, he assured the 79IB’s continued collaboration and partnership with its stakeholders to sustain the peace and development efforts not only in the City of San Carlos but the whole of Northern Negros.

NINETEEN members of the New People’s Army (NPA) surrendered to the soldiers on Monday following the continued operations of the Eastern Mindanao Command (EastMinCom) against the communist insurgents.

The military identified them as Eloy Bontolan alias Eloy, vice political officer; Lita Ehem alias Maya, secretariat for medical; Emil Bontolan alias Admiral, team leader of Platoon Basil; Merlyn Bontolan alias Aya, member of Platoon Andoy; Angeline Balite alias Angeline, member of Platoon Andoy; Anggil Banlas alias Dante, political instructor of Platoon Basil; Jeysin Tibalao alias JM, team leader of Platoon Basil; Manuel Mantikinon alias Kardo, team leader of Platoon Andoy; Piyot Ehem alias Piyot; Diboy Mantoaw alias Talolong; Aiza Bontolan alias Sky; Dante Tumagsa alias Dante; and Raya Tumagsa alias Raya.

Among the returnees were six Milisyang Bayan members, and they are Boni Bontolan alias Boni, Gambil Bontolan alias Gambil, Ambog Landahay alias Ambog, Jimmy Mantikinon alias Jemmy, Boboy Anlagpang alias Boboy, and Gibang Gamot alias Gibang.


Maj. Alex Mindalano, the EastMinCom spokesperson, said the former rebels were all under the Sub-Regional Guerilla Unit, Sub-Regional Committee 5, Southern Mindanao Regional Committee (SRGU, SRC5, SMRC).

Mindalano said they surrendered to the combined forces of the 10th Infantry Division’s (10th ID) 1003rd Infantry Brigade, 56th Infantry Battalion (56th IB), 89th IB, 27th IB, 3rd IB, and intelligence units in Sitio Pongpong, Barangay Dagohoy, Davao del Norte.

The surrenderees also handed six M16 rifles and an M14 rifle to the soldiers.

Davao del Norte Governor Edwin Jubahib and Talaingod Municipal Mayor Junnie Libayao witnessed the surrender of the communist rebels, which was facilitated by the troops under the 1003rd Brigade.

Accordingly, the 19 rebels confessed to government forces that hunger and fatigue, along with losing their leaders as a result of the military operations, affected their morale.

Meanwhile, Billy Berana Jr. alias Borjack/Simeon, secretary of the Guerrilla Front Alip, Regional Operations Command, Regional Sentro de Grabidad, Far South Mindanao Region, also surrendered to the troops of the 1002nd Brigade on Nov. 9.

He cited the loss of financial support, the collapse of the mass base, and weak leadership that prompted him to surrender.

EastMinCom chief Lt. Gen. Greg T. Almerol praised the troops for the accomplishment, saying that they are a true source of pride for the whole military organization. He also thanked the Davao del Norte government officials for their proactive support for EastMinCom’s campaign for peace.

“These non-stop accomplishments speak volumes of your relentless efforts to subdue the communist terrorists. I am optimistic that we are communicating to the masses that, indeed, we are doing our excellent job in protecting the people from all forms of threats,” the EastMinCom commander said.

Almerol also pointed out that the series of surrenders is a manifestation of the growing distrust among the communist rebels for their leaders. He reiterated that this is also a strong indication of the crumbling organization that has already been abandoned by the communities it exploited for so long.

The EastMinCom commander also called on the remaining rebels to surrender and avail of the assistance being offered by the government through the Enhanced Comprehensive Local Integration Program (E-CLIP).

“Before it’s too late, heed the call of the government and abandon the armed struggle. Now is the best time to surrender peacefully so that you can be reunited with your families and friends in time for the Christmas season. Rest assured that EastMinCom will be your partner as you embrace a new life under the government’s care,” Almerol further said.

DAVAO CITY: Nineteen members of communist terrorist groups surrendered in Davao del Norte due to the relentless drive by the Eastern Mindanao Command (EastMinCom) against the insurgents in the province.

The rebels who surrendered at Sitio Pongpong, Barangay Dagohoy, Davao del Norte on Monday, November 22, are members of Sub-Regional Guerilla Unit, Sub-Regional Committee 5, and Southern Mindanao Regional Committee (SRGU, SRC5, SMRC) operating in Davao del Norte and neighboring areas.


The military identified them as Eloy Bontolan, Lita Ehem, Emil Bontolan, Merlyn Bontolan, Angeline Balite, Anggil Banlas, Jeysin Tibalao, Manuel Mantikinon, Piyot Ehem, Diboy Mantoaw, Aiza Bontolan, Dante Tumagsa, and Raya Tumagsa.

The military also said six members of Milisyang Bayan yielded to authorities. They are identified as Boni Bontolan, Gambil Bontolan, Ambog Landahay, Jimmy Mantikinon, Boboy Anlagpang and Gibang Gamot.


The surrenderers also collectively gave up six M-16 rifles and one M-14 rifle.

Davao del Norte Gov. Edwin Jubahib and Talaingod Mayor Junnie Libayao witnessed the surrender of the communist rebels in a simple ceremony facilitated by the troops under the 1003rd Brigade.

The 19 rebels confessed to government forces that the continuous focused military operations conducted by EastMinCom has weakened the forces of the New People's Army in the province. They said they experienced hunger and fatigue on the battlefield, prompting them to surrender.

Lt. Gen. Greg Almerol, EastMinCom chief, lauded the troops for their accomplishments, saying that they are a true source of pride for the whole military organization for exemplifying an extraordinary job in maintaining peace in Eastern Mindanao.

He also thanked the province officials for their proactive support to EastMinCom's campaign for peace.

A 55-YEAR-OLD bomb maker allegedly linked with the New People’s Army (NPA) has voluntarily surrendered to the authorities in Eastern Samar.

Alias Elias, married, and a resident of Gen. Mac Arthur town, was operating in the areas of Lawaan to Borongan City.

In the information released by the police regional command, alias Elias also turned in one caliber .38 revolver with five live ammunition, two improvised explosive anti-personnel landmines, 16 pieces caliber 5. 56 live ammunition and a cassette tape.


The surrender of alias Elias was made possible through the “relentless efforts” of the 2nd Eastern Samar Provincial Mobile Force Company (ESPMFC), Philippine Army’s 63rd Infantry Battalion-Bravo Coy and the Advocacy Support Group.

"This is good news, especially that we just had an encounter with the communist group in Northern Samar,” said Brigadier General Rommel Bernardo Cabagnot, police regional director.

Meanwhile, Cabagnot urged all field units and mobile force companies to “strengthen and intensify their anti-insurgency campaigns.”

Alias Elias has been placed under the custody of the 2nd ESPMFC for proper documentation.

Three rebel-cleared remote barangays in San Carlos City, Negros Occidental got farm to market roads, courtesy of the Support to the Barangay Development Program of the National Task Force – Ending Local Communist Armed Conflict.

groundbreaking of road concreting projects in Sitio Balabag, Brgy. Quezon, Sitio Vinone in Brgy. Nataban and Sitio Cabagtasan, Brgy. Codcod, all in San Carlos City, on November 23.

Each rebel-cleared village is entitled to receive P20 million worth of infrastructure projects under the Support to the Barangay Development Program of NTF-ELCAC.


This endeavor will benefit the residents of the three remote barangays, especially in the transport of goods and services to the area, Pasaporte said.

Liga ng mga Barangay president Robero Tuting pledged to protect the projects, as he also hoping that the SBDP programs of NTF-ELCAC will continue.

Gustilo said that it is the responsibility of barangay officials to keep their respective villages free from the influence of the New People’s Army and its allied groups.

Pasaporte, on the other hand, said that the infrastructure projects would bring benefits not only to the recipient barangays but also to the entire province in general.

Also attending the groundbreaking rites were DILG provincial director Roselyn Quintana, Lt. Colonel J-Jay Javines, 79th Infantry Battalion commander, P/Lt.Col. Arthur Baybayan, San Carlos City police chief, among others.

Pasaporte said that barangays Nataban, Quezon and Brgy Codcod are among the rebel-cleared barangays in northern Negros that received P20 million in funds each from NTF-ELCAC Support to Brgy. Development Program (SBDP).

The military’s Eastern Mindanao command (Eastmincom) is looking to dismantle all communist guerilla fronts in its area by next year through its continuing intensified focused operations which has seen the death or capture of top-ranked New People’s Army (NPA) fighters including Jorge Madlos. 

Eastmincom chief Lt. Gen. Greg Almerol said his unit has successfully dismantled six guerilla fronts and was looking to disband 13 more by next year. 

He pointed out that the Eastmincom is aiming to dismantle six of the 13 remaining guerilla fronts before the end of the year and the rest in 2022. 

Almerol said the neutralization of 21 high-ranking NPA leaders, including Jorge Madlos, has resulted in more communist rebel surrenders. 

Madlos’ death in an Oct. 31 skirmish in Impasug-ong, Bukidnon, has ushered in the surrender of 138 NPA rebels, when before that since January, a total of 283 regular communist fighters surrendered in trickles.

AROUND 2,000 members of the New People’s Army (NPA) were already neutralized in Eastern Mindanao Command area from Jan. 1 to Nov. 24 this year.

This was reported by EastMinCom chief, Lt. Gen. Greg T. Almerol, saying that, out of this figure, 66 were killed during the legitimate operations with government troops, 127 were captured, and 586 surrendered.

Around 1,200 allies also withdrew their support from the Communist rebels as a result of EastMinCom’s focused military operations.

EastMinCom units also seized more than 600 high-powered and low-powered firearms in combat operations and through the surrender of former rebels. On top of that, the command also seized 87 anti-personnel mines and overran 180 NPA camps within the same period.

Just recently, the 3rd Infantry Battalion (3rd IB) seized two AK47 rifles from Guerrilla Front Malayag, Sub-Regional Committee 2, North Central Mindanao Regional Committee (GF Malayag, SRC2, NCMRC) during an intel operation launched at Sitio Trucut, Barangay Cawayan, Quezon, Bukidnon on Nov. 24.


A former communist rebel identified as Jeffrey Ardita alias Lingling, squad leader of Platun Dos/Team Leader of Sparu, Sub-Regional Sentro de Grabidad (Peddler), SRC2, NCMRC disclosed the location of the firearms after he surrendered to the troops on Nov. 5.

Meanwhile, the Matigsalog tribe of Sitio Gamot, Barangay Sta. Felomina, Quezon, Bukidnon also turned over a Springfield M1 Garand rifle to the troops of 3rd IB on Nov. 23, 2021, which was believed to be owned by a member of Platoon Bagsik of GF Malayag.

The turnover happened following the three-day peacebuilding seminar conducted by the said unit in the area.

In addition, a high-ranking NPA leader, identified as Iresh Ayuma Ramos alias Nene/Kam, medical/finance officer of GF Motorola, SRC 1, NCMRC, surrendered to the 58th Infantry Battalion on Nov. 21.

Almerol said that the growing number of neutralized NPA members is a clear manifestation of the effective strategies employed by EastMinCom units in its respective areas.

“With no letup in our intensified combat operations, coupled with the strong support from the local government units and the populace, we are optimistic that we can dismantle the remaining guerilla fronts in Eastern Mindanao and finally make way for unhampered peace and development,” he said

The EastMinCom commander ensured the public that his troops are working hard and doing their job with excellence for the benefit of the people of Eastern Mindanao and the country as a whole.

He also urged the remaining guerrilas and their supporters to abandon the armed struggle and accept the government’s sincere offer to help them start a new life with their families, especially this Christmas season.

The provincial government of Bukidnon has sent the Senate a resolution, appealing that it reconsider its decision to slash the budget of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) by P24 billion.

The resolution, approved by the provincial board, said the Senate move would adversely affect the government's barangay development program to communities of special concerns especially in the province.

Called as the generals' pork barrel, the Senate reduced the NTF-ELCAC's 2022 budget to P4 billion from its proposed P28 billion.

This year, the NTF-ELCAC has been given a P19-billion budget.

Provincial board member Oliver Owen Garcia on Friday, November 26, said the Sangguniang Panlalawigan passed Resolution No. 2021-3724 as a show of support to NTF-ELCAC given how Bukidnon benefited from the campaign to end the decades-old communist insurgency problem in the province.

Garcia, the chairman of the provincial board's peace and order committee, cited the capture of ranking New People’s Army (NPA) rebels and the surrender of many guerrillas in Bukidnon.

It was also in the Bukidnon town of Impasug-ong where the military killed NPA chief Jorge "Ka Oris" Madlos in late October.

These show, according to Garcia, that the government's anti-insurgency campaign was succeeding in the "neutralization" of the communist guerrilla forces.

“The NTF-ELCAC has effectively addressed the root cause of insurgency by bringing infrastructure projects to conflict-stricken barangays and indigenous peoples’ communities through livelihood opportunities, assistance, and social services they need most,” read part of the resolution that Garcia authored.

Bukidnon Governor Jose Maria Zubiri Jr., who urged the provincial board to craft the resolution, said he was disappointed with the Senate's move to cut the budget because there were 71 barangays in 14 municipalities in the province where NTF-ELCAC projects were ongoing.

Each of the barangay received P20 million for mostly access roads, water systems, classroom repairs, and day care centers, among others.

Officials said Bukidnon alone received P1.4 billion of this year's P19-billion NTF-ELCAC funds, or 7.3%, for projects completed as of April.

Next to the Davao region, northern Mindanao, particularly Bukidnon, received the biggest chunk of the task force’s budget.

“We are now reaping the benefits of the programs under NTF-ELCAC that are geared toward better development," said Zubiri.

In 2022, another 81 barangays in Bukidnon are supposed to receive similar projects through the NTF-ELCAC, but the reduced budget could change things.

Bukidnon, dubbed as northern Mindanao's food basket, has an approved annual budget of P5.2 billion in 2022.

Marco Valbuena, chief information officer of the CPP-NPA, said Zubiri’s support to the NTF-ELCAC was expected because Bukidnon cornered a huge amount of the task force's budget.

But he questioned the projects, especially the roads, alleging that these tend to benefit mining firms, and plantations owned by big companies rather than villagers.

“Can Zubiri show proof that these funds have been used to implement genuine agrarian reform? These are concrete solutions to the root cause of the conflict in Bukidnon and elsewhere in the country,” Valbuena said.

In an online forum, retired Supreme Court Associate Justice Antonio Carpio said the NTF-ELCAC funds, if left unchecked, could be misused or, worse, used for vote-buying.

Carpio noted that the task force, a “civilian entity” under the Office of the President, has been releasing P20 million to barangays supposedly cleared of communist insurgency as determined by NTF-ELCAC.

“This means the President can dole out P20 million to any barangay he chooses. This will debilitate the opposition in the 2022 national elections,” said Carpio.

Carpio said the task force should be prohibited from releasing funds 45 days before the elections similar to funds for public works and social services.

A total of 186 supporters of the New People’s Army (NPA) from 10 villages of Carigara, Leyte surrendered to government authorities on Friday.

Among the surrenderers is 24-year-old Jonnel Anos, the lone NPA fighter among those who yielded.

Traumatized by clashes with soldiers in the outskirts of Hilongos, Leyte, and sleepless nights and hunger, Anos decided to return to his family in December 2018.

“We were told that the fight is for the welfare of the poor, but I realized that it’s all about their propaganda,” said Anos, of Canlampay village here.

The NPA persuaded him to join as a combatant when he was 20 years old in 2017.

The ceremony for the surrender of Anos and 185 NPA mass base supporters at the town gymnasium was witnessed by members of the regional and local Task Force to End Local Communist Armed Conflict (ELCAC).

Three of the surrenderers belonged to the NPA’s Yunit Militia, 25 were underground mass organization members, and 157 were mass supporters.

As mass supporters, these residents served as contacts and couriers where they provided and facilitated the procurement and delivery of supplies, food, and medicines, said Capt. Kaharudin Cadil, spokesperson of Army’s 802nd Infantry Brigade (802nd IB).

He said they also acted as the eyes and ears of the NPAs by monitoring the presence of government forces in the area and identifying possible targets for recruitment.


The mass supporters were also asked to join anti-government rallies in Tacloban City.

Between 2019 to 2020, NPA remnants have moved to the mountains of Carigara after soldiers cleared the infiltrated areas in Ormoc City and Kananga, Leyte.

“They have been deceiving people by organizing them into groups. They have been exploiting the poor in their plot to control the government,” said Brig. Gen. Zosimo Oliveros, commander of the Philippine Army’s 802nd IB.

The Philippine Army lauded the different Barangay Task Force ELCAC in Carigara for helping the military in encouraging NPA allies to surrender.

The surrenderers are now members of the Carigara Integrated Peace and Development Workers Association.

Carigara is about 48 kilometers northwest of Tacloban, the regional capital. It is a 2nd class town with a population of over 51,000.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

The former insurgents also turned over to the military three bolt-action sniper rifles and an M14 assault rifle.

Maj. Gen. Juvymax Uy, commander of the Army's 6th Infantry Division (ID), said on Tuesday that Mamalumpong, Sandato, Butuan and Katog belonged to a BIFF faction led by Kagui Karialan.

Karialan is wanted for more than 30 criminal cases in different courts, including multiple murder for his alleged role in the deadly bombings in Central Mindanao.

The four followers of Karialan confessed to their role in the bombings either as look outs or bomb couriers.

According to Uy, the four men shall be reintroduced to mainstream society.

More than 300 BIFF members have surrendered in batches to the 6th ID since 2017, with more than a hundred turning themselves voluntarily in groups in the past 13 months.

Authorities said they shot dead a bomb maker of the Dawlah Islamiya terror group in a brief gunfight in Barangay Lapu in Polomolok on Thursday.

The slain Dawlah Islamiya member, Esmael Sambial, and 15 companions are wanted for acts of terror and other heinous offenses.

Sambial was good at fabricating improvised explosive devices that can be detonated from a distance using a mobile phone, according to Army and police intelligence sources.

A police team was to arrest Sambial and other Dawlah Islamiya members peacefully but the operation went haywire when they resisted and opened fire, provoking a gunfight that resulted in his death.


Sambial's companions scampered away when they sensed that more policemen were closing in, leaving his bullet-riddled cadaver behind.

Sambial was a henchman of Zadee Nilong, leader of a Dawlah Islamiya group tagged in recent deadly bombings in central Mindanao.

The Dawlah Islamiya is connected with the outlawed Bangsamoro Islamic Freedom Fighters whose bastions are in the adjoining North Cotabato and Maguindanao provinces.

Both terror groups are using the flag of the Islamic State of Iraq and Syria as banner and have a reputation for bombing commercial establishments and public conveyances if owners refuse to shell out "protection money."
