The military is looking at pro-Islamic State militants to blame for the blast that killed a spectator and hurt 7 others during a volleyball game in Datu Piang, Maguindanao Saturday afternoon.

Lt. Col. John Paul Baldomar of the Army’s 6th Infantry Division told the Inquirer by phone that members of the LGBT community were playing volleyball when a homemade bomb exploded in their midst around 3:39 p.m.at the municipal covered court near the center of Datu Piang town.

He said the blast left one spectator dead and wounded seven others.

According to investigators, the grenade was lobbed in the middle of the crowd while the volleyball game was in progress.

Baldomar said the attack could be a diversionary tactic of the Bangsamoro Islamic Freedom Fighters (BIFF) because of the government’s ongoing operation against them.

“We have recovered fragments of the bombs and we suspect it was carried out by the BIFF,” Badomar said.

In December last year, BIFF gunmen torched a police car in Datu Piang, causing panic among residents. The militants were thwarted after a brief exchange of gunfire with the police.

The BIFF spokesman, Abu Jihad, said the group attacked police vehicles in Datu Piang because it believed police were involved in illegal activities in the town.

Authorities have blamed the BIFF, which splintered from the MILF and declared support for the IS, for the series of attacks in the past in the region.

In January, BIFF militants carried out two roadside bombings in the south that killed three and injured scores of people. In 2019, the group carried out a series of bomb attacks in the south targeting a market and a restaurant that injured more than two dozen people.

The Bangsamoro Islamic Freedom Fighters was behind the bombing in Datu Piang, Maguindanao on Saturday that hurt eight people and caused panic among residents, local authorities said.

The BIFF, operating in the fashion of the Islamic State of Iraq and Syria and with a reputation for bombing establishments and public conveyances if owners refuse to shell out "protection money", has been accused of involvement in all deadly bombings in central Mindanao since 2013.


Eight Datu Piang residents — Norodin Musa, 21; Fahad Tato, 22; Samsudin Kadtugan, 21; Benzar Macogay, 24 ; Amid Miparanun, 19; Carlo Mobpon, 25; Wanti Mohamad, 21; and the 13-year-old Tukoy Abo — got hurt in the explosion.

They were in a covered court in the town center of Datu Piang when an explosive went off at one side of the facility.

The explosion triggered panic among local residents, no stranger to harassments by the BIFF.

The BIFF is led by religious extremists, among them Abu Toraife, Kagui Karialan and Imam Bongos, each facing more than 30 criminal cases in different courts.

BIFF bandits attacked the police station in Datu Piang in late 2020 and fired at the town's old Catholic chapel before they scampered away as Army reinforcements went to the scene.

The Communist Party of the Philippines (CPP) joins the Filipino people, and the community of lawyers and legal professionals, in condemning the killing of Atty. Juan Macababbad in Surallah, South Cotabato last Wednesday. Atty. Macababbad, vice-chair of Union of Peoples’ Lawyers in Mindanao and member of Bayan Muna, is known for his defense of human rights and the rights of the downtrodden people.

The killing of Atty. Macababbad comes just a few weeks after the murder in Cebu City of Atty. Rex Fernandez, another human rights lawyer and member of the National Union of Peoples’ Lawyers (NUPL).

We view the killing of attorneys Macababbad and Fernandez as part of the Duterte tyranny’s continuing campaign of murder and terrorism to sow fear among the people, silence all forms of dissent and paralyze the people to disable them from fighting back against worsening forms of oppression. All these form part of the scheme of the ruling regime to perpetuate itself in power.

The legal system, in particular, is under intense attack with the murder and red-baiting of lawyers and judges and the filling of dockets with trumped-up charges against activists and dissenters.

Everyday, the democratic rights of the people are wantonly being violated by military and police forces on the pretext of “counterinsurgency” and “anti-terrorism.” In the countryside, rights violations are a daily occurrence as entire communities are cordoned and placed under military control. In the cities, workers’ unions and student organizations are relentlessly harassed and coerced to “pledge loyalty” to the Duterte government.

Indeed, there is no freedom under fear, as the Integrated Bar of the Philippines pointed out. Amid this climate of murder and impunity, we urge all lawyers to strengthen their determination and heighten their courage to stand up for justice and fight alongside the people to uphold freedom and democracy.

BALER, Aurora-As proof of their sincerity to turn their back on the Communist Party of the Philippines-New People’s Army, some 36 individuals composed of ex-rebels and exploited local populace in Barangay Wenceslao in the town of Maria Aurora, Aurora burned the Communist Party of the Philippines-New People’s Army (CPP-NPA) flag and inked their strong rejection of the Communist Terrorist Groups (CTGs).

Lt. Col. Reandrew P. Rubio, commander of the 91st Infantry “Sinagtala’ Battalion, Philippine Army said that the activity was facilitated by the government troops led by national intelligence coordinating agency (NICA) region 3, regional director Maria Luisa F. De Guzman, 91st IB under the supervision of Colonel Joseph Norwin D. Pasamonte-Commander of 703rd Agila Brigade; 7th Civil Military Operation Battalion led by Lt. Col. Felix Emeterio Valdez; PRO3; Aurora Police Provincial Office (APPO); Maria Aurora Municipal Police Station; regional intelligence unit (RIU) region 3; 307th Community Defense Center, 3rd Regional Community Defense Group led by Major Alfadzhar M. Salim facilitated the withdrawal of support and surrender of the said individuals at covered court of Barangay Wenceslao, Maria Aurora on Friday, September 17, 2021.

Said personalities also pledged their support to the government and burned the NPA flag as proof of their willingness to return to the fold of the law.

Rubio said the government is not closing the door on the remaining remnants of the CPP-NPA to surrender and live peacefully.

He added that the surrender was a result of the intensified campaign initiated by the provincial government of Aurora down to barangays in ending local communist armed conflict in close coordination with PNP, AFP counterparts, Office of the Presidential Adviser on the Peace Process (OPAPP) retired Brigadier General Abraham Claro M. Casis, Provincial Directors and representatives of non-government agencies (NGAs) such as DILG, TESDA, DOLE, DTI, DSWD, DA, CDA and local officials.

The concerned agencies also facilitated the awarding of livelihood assistance and the 91st IB in coordination with DOLE will facilitate its registration as peoples organization (PO).

On the other hand, NICA regional director de Guzman express her gratitude to the residence of Barangay Wenceslao for their actions lambasting the terrorist organization and for revealing the truth to the public.

She also encouraged the remaining dismantled Komiteng Larangang Guerrilla Sierra Madre (KLG-SM) of the CPP-NPA to lay down their arms and surrender, to live a secure and peaceful life as productive members of society.

“Our government will assure that you will receive all necessary support and assistance. Our government agencies are here in front of you to help you for your reintegration as you begin a new chapter on your lives away from fear and lawlessness. And this we commit ourselves to do,” de Guzman said.

Meanwhile, Department of Agriculture Zenaida Castaneda said that the government continues to carry out programs that will provide people with source of income, financial assistance, livelihood opportunities among others.

“It will depend upon on what kind of suitable agricultural assistance that will be helpful to the group. We are giving free planting materials, vegetable seeds and other agricultural assistance to uplift the lives not only of the farmers but also of the less fortunate communities as part of Poverty Reduction, Livelihood and Employment Cluster (PRLEC). And we are ready to help them to change their lives,” Castaneda said.

Department of Trade and Industry (DTI) – Aurora Provincial Director Aldrin Veneracion said the national government is here to help people affected by calamities including those former rebels who are now in one with the government.

He cited the Pangkabuhayan sa Pagbangon at Ginhawa (PPG) Program as one of the initiatives of the government and DTI that aims to help micro entrepreneurs and individuals who were affected by local armed conflicts.

“Our program gives a fast and easy source of initial capital in the form of livelihood kits such as the food processing package, stores, among others to help micro-entrepreneurs recover from the effects of identified individuals like former rebels start a new business opportunity to uplift their lives,” Veneracion said.

SAGAY CITY, Negros Occidental — The Philippine Army’s 79th Infantry “Masaligan” Battalion conducted a Community Awareness on CTG Extortion Activities on Friday, September 17, 2021 at Barangay Balintawak, Escalante City, Negros Occidental. This one-day activity was attended by a total of 33 victims of Communist Terrorist Group’s (CTGs) exploitation.

The said activity was done in collaboration with the Local Government Unit of Escalante, Negros Occidental Provincial Police Office (NOCPPO), 65th Special Action Company, and 6SAB PNP-SAF. It was aimed to continually safeguard the people from CTG’s exploitation, to motivate them to be productive, responsible, well-informed members of society as well as to be partners in addressing the insurgency issues in the province of Negros Occidental.

The Guest lecturers during the activity were Atty. Charo Tupaz-Fajardo, Legal Officer of Escalante City; Ms. Sharon Cadigal, City Local Government Operations Officer; Patrolman Kenneth Garringo of 6SAB, PNP-SAF; and Police Captain Ceasar Pagapong Jr., Legal Officer of NOCPPO.

Among the topics discussed were Insurgency Awareness, Executive Order 70, Salient Provisions of Republic Act No. 11479 or the Anti-Terrorism Act of 2020, Anti Money Laundering Act (AMLA), and Retooled Community Support Program.

In his message, Mayor Melecio Yap challenged his constituents to reject and stop giving support to the CNTs and its allied organizations so that peace and progress may continue to flourish in the city.

The commanding officer of the 79IB, Lieutenant Colonel J-jay T Javines elaborated that this initiative is a part of the implementation of Executive Order No. 70 which is to counter the CTG’s recruitment and extortion activities in the City. In his speech he said, “We will continue to do our tasks and joint endeavors inspired by the spirit of “Bayanihan” under EO 70 or the Whole-of-Nation approach in ending local communist armed conflict. I encourage everyone to take their fair share of responsibility in resolving insurgency. Every sector of our society plays a vital role in this effort.”

The activity was culminated with a Pledge of Commitment by the attendees to stop extending any assistance to the communist terrorists and reaffirmed their full support to the programs of the government to resolve and eradicate insurgency problems in Northern Negros.

Maco, Davao de Oro – The Balik-Loob Assistance Center in Brgy Malamudao, Maco, Davao de Oro received two (2) female members of the local Communist Terror Group on September 14, 2021.

On September 10 and 12 troops of the 1001st Infantry Brigade figured in armed skirmishes with local CTGs in Barangay Malamudao, Maco, Davao de Oro which led to the recovery of war paraphernalia and their hideout.

Dialogues with the local leaders and members of the community accompanied by focused military operations led to the surrender of Alyas Audrey, the CTGs Medical Staff and Alyas Jenefer, the CTGs Squad Supply Officer both of whom belong to the Regional Headquarters of the Southern Mindanao Regional Committee (RHQ-SMRC) led by Alyas Bok/Jonny/Jeck.

Alyas Audrey and Alyas Jenefer said they feared for their lives as the intense focused military operations in their area intensified and waited for an opportune time to make a run for their lives that led them to Barangay Malamudao’s Barangay Hall where Barangay Chairman, the Honorable Edgardo Reambonanza received them. The surrenderees were immediately turned over to the 1001st Brigade and their minor bruises were immediately attended to.

At the 1001st Brigade Alyas Audrey said she feared she would never see her three (3) children again. “Nagkurog ko sa kahadlok. Nahadlok ko na mamatay unya dili na nako makita akong mga anak” Alyas Audrey narrated. Alyas Jenelyn said the fear of being killed without seeing her siblings haunted her.

Brigadier General Jesus P Durante III assured the surrenderees of their safety and appealed to other members of CTGs to return to the fold of the law. “Surrender now while you still can and have time on your hands. I personally will guarantee your safety and the protection of your rights, however, I reiterate my firm stand for those who continue this armed struggle against the government, any member of the CTG who sows terror and disrupts the peace in Davao de Oro shall be met head on by the full force of the troops of the 1001st Brigade,” Durante said.

Magpet, North Cotabato – The Department of Social Welfare and Development (DSWD) Field Office (FO) XII headed by Director Restituto B Macuto, Regional Director, DSWD FO XII, in partnership with Provincial Local Government Unit – North Cotabato; Provincial Social Welfare and Development Office (PSWDO), Department of Interior and Local Government (DILG) – North Cotabato, 1002nd Infantry (Bagwis) Brigade, 39th Infantry (Smash ‘Em) Battalion and 72nd Infantry (Gabay) Battalion, distributed financial assistance to sixty-three (63) Former Rebels (FRs) at Provincial Gymnasium, Brgy Amas, Kidapawan City, on September 15, 2021.

The said financial assistance is part of the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government to the former members of the Communist Terrorist Groups (CTGs) who chose to return to the folds of the law and live normally with their loved ones.

Present also during the activity were: Hon Nancy A Catamco, Governor, Province of North Cotabato, represented by Mr Efren Piñol, Provincial Administrator; Director Ali B Abdullah, Provincial Director, DILG, represented by Ms Vita Gumahad, DILG Project Officer 1; Ms Jocelyn G Maceda, PSWD Officer; Police Colonel Henry Villar, PNP Provincial Director, represented by Police Lieutenant Colonel Bernard Tayong, Deputy Provincial Director for Admin; Brigadier General Potenciano C Camba, Commander, 1002nd Brigade; Lieutenant Colonel Ezra L Balagtey, Commanding Officer, 39IB; Major Ferdinand L Mopal, CMO Officer, 1002nd Brigade; Major Eliseo L Marcolino Jr, Executive Officer, 72IB; Second Lieutenant Ailene Marrie J Loria, CMO Officer; officers and enlisted personnel of 1002nd Brigade, 39IB and 72IB.

Sixty-three (63) former rebels received cash assistance worth five thousand pesos (PhP5,000.00) each. A total of three hundred fifteen thousand pesos (PhP315,000.00) were distributed to the FRs of the Province of North Cotabato. Aside from the cash, family food packs were also distributed to all of them.

Mr Piñol in his message, “Our Honorable Governor Nancy Catamco is very grateful that you responded to the efforts of the government in ending local communist armed conflict. The Provincial Government of North Cotabato will do its best in guiding you in this new journey of your lives.”

“This activity is one of the many plans of the government for you to start a new life with your respective family. You are the living testimony that the implementation of EO 70 of President Rodrigo Duterte is very effective,” said Director Macuto.

In response, Brigadier General Camba expressed his gratitude for the support of partners LGU and DSWD to the former rebels. He encouraged the FRs to help their former comrades who were deceived and became miserable victims of the communist terrorist group to peacefully lay down their arms and return to their families. The government is sincere in ending this decades-long insurgency because it hampered and continuously disrupting all our development agenda. With the convergence amongst the government agencies and cooperation of the citizenry, ending the local communist armed conflict is achievable before President Duterte ends his term by 30 June 2022.

MAKILALA, COTABATO – Three New People’s Army (NPA) members believed to be remnants of Guerrilla Front (GF) ALIP, Far South Mindanao Regional Committee (FSMRC) returned to the folds of the law in Davao del Sur at 7:00 p.m., August 16, 2021.

AKA Boyet 55 years old, AKA Bongcayaw 51 years old, and AKA Sonny Boy, 32 years old all residents of Purok 6, Brgy San Miguel, Magsaysay, Davao del Sur submitted themselves to Magsaysay Municipal Task Force on Ending Local Communist Armed Conflict. The surrendered personalities were the courier, organizer, and Special Partisan Unit (SPARU) of the GF ALIP, FSMRC.

These NPA members turned over one (1) homemade carbine with SN: 1779969, one (1) homemade cal 45 pistol, two (2) homemade UZI pistol, one (1) homemade 12 gauge, two (2) hand grenades, five (5) magazines, four (4) 9mm ammunition, two (2) 12 gauge ammunition, and one (1) 30mm ammunition.

The successful surrender of the three (3) was facilitated by the LGU of Magsaysay in coordination with the 39th Infantry Battalion, 1002nd Brigade, 10th Infantry Division, Philippine Army.

During their initial debriefing, the three disclosed that they turned in due to the collapse of mass base support and fear brought about by the barangay visitations of the Community Development Teams, continuous conduct of Community Support Programs, and unending government interventions in the area.

Meanwhile, Lieutenant Colonel Ezra Balagtey, Commander of 39IB expressed his appreciation for the intervention of different agencies in attaining peaceful communities.

“We are thankful to the different interventions of different agencies in establishing peaceful communities, these interventions render their propaganda irrelevant that led to the collapse of their mass base and we hope that this will lead to the surrender of the remnants of the armed group,” Balagtey said

The surrenderers are now undergoing debriefing and need assessment for their enrollment to E-CLIP.

CAMP ELIAS ANGELES, Pili, Camarines Sur – Despising the evil acts of the Communist Terrorist Group (CTG) and convinced of the government’s sincerity to help them live a better life, 113 members and supporters of the terrorist group surrendered and withdrew their membership and support from the CPP-NPA-NDF in Masbate.

Of the number, 21 surrendered on September 14 (nine were members of Militiang Bayan (MB), three were members of Sangay ng Partido sa Lokalidad (SPL) and nine supporters) who also turned in nine low-powered firearms; 20 surrendered on September 15 (six MB, seven SPL, seven supporters); 48 surrendered on September 16 (10 MB, 32 SPL and six supporters); and 24 surrendered on September 17 (one regular NPA member, 12 SPL and 11 supporters).

They surrendered to the different Community Support Program (CSP) Teams deployed in the province.

After series of debriefings, qualified surrenderees will be enrolled in the Enhanced Comprehensive Local Integration Program (E-CLIP) which will grant them cash, livelihood, medical, housing and educational assistance.

The group also pledged their all-out support to end the more than five-decade armed struggle.

Lieutenant Colonel Siegfried Felipe Awichen, Battalion Commander of 2nd Infantry Battalion (2IB) attributed the mass surrender to the joint efforts of the Army, police and the strong clamor of the Masbateños for an armed conflict-free province.

For Colonel Aldwine Almase, Brigade Commander of 903rd Infantry Brigade, the continuous snowballing of surrenderees in the island province shows the hopeless fight of the CTG.

“The losing battle of the CTG will eventually lead to the natural death of communist insurgency, especially now that its very own members have lost their trust and confidence to their false ideology and useless cause,” Colonel Amase said.

Moreover, Police Brigadier General Jonnel Estomo, Regional Director of Police Regional Office 5 (PRO-5) highlighted that the PNP and Army are not just intensifying its interoperability but also its call on the CTG members to abandon the armed movement.

“Kung gaano tayo kasigasig sa pagtugis sa mga komunistang terorista, ganun din tayo kaseryoso sa panawagan natin sa kanilang magbalik-loob na sa pamahalaan dahil alam nating biktima lang sila ng panlilinlang ng CTG,” Police Brigadier General Estomo said.

Meanwhile, Major General Henry A Robinson Jr, Commander of the Joint Task Force (JTF) Bicolandia commended the security forces and the Masbateños for staying committed to the government’s anti-insurgency campaign.

“Hindi po natin inaangkin ang tagumpay na ito dahil lahat ng positibong resulta ng ating mga kampanya ay bunga ng ating pagtutulungan. This is now the result of the consistent convergence of efforts of all the local government units (LGUs) including the local chief executives, from their Governor down to the Mayors and Barangay officials of Masbate not to mention the leading government agencies as well as the cooperation of the Masbateños. Seeing how our plans are now coming into fruition, we are even more driven to press on the fight and totally extricate communist insurgency,” Major General Robinson said.

For 2021 alone, more than 700 CTG members and supporters have returned to the folds of the law.

CAMP EVANGELISTA, Cagayan de Oro City – Following the arrest of two (2) high-ranking CPP-NPA Terrorist leaders and two (2) others in Brgy Alagatan, Gingoog City, Misamis Oriental on September 16, 2021, Major General Romeo S Brawner Jr, Commander of the 4th Infantry (Diamond) Division, said that the forces of the CPP-NPA-NDF also known as the Communist Terrorist Group (CTG) are on the brink of their collapse in 4ID’s area of responsibility.

Per the 4ID record, thirty-five (35) high-ranking CTG leaders and key personalities have been neutralized since January 2021 either thru surrender or arrest or killed during encounters that paralyzed the CTG and impressed upon an overwhelming chilling effect on the ranks of the CTG. Leadership vacuum also looms particularly with the recent surrender of the head of North Central Mindanao Regional Committees (NCRMCs) Guerilla Front 4A (GF4A) and the capture of a CTG Central Committee member.

Since the assumption of Major General Brawner Jr as 4ID Commander on July 5, 2021, 85 CTG leaders and members have surrendered, were apprehended, or were killed during military operations. A total of 94 high-powered and low-powered firearms were gained. Since January 2021, a total of 377 CTG members have been neutralized with a total of 334 high-powered and low-powered firearms gained.

Khim Agad Mapoy alias Patrick, the Secretary of the dismantled Guerilla Front 4A of North Central Mindanao Regional Committee (NCMRC) who surrendered on Wednesday to 23rd Infantry Battalion (23IB) in Agusan del Norte, revealed that NPA forces are now at their lowest morale due to the series of setbacks of their organization in CARAGA and Northern Mindanao regions. Adding to their woes, he said, is the diminishing mass support that crippled their ideological, political, and organizational (IPO) works in areas that they have targeted for recovery and continuous expansion.

Meanwhile, the capture of NCMRC’s Sub-Regional Committee 1 (SRC1) Secretary and Deputy Secretary, Manuelito Satur alias Misong and Merlyn Satur alias Maya by the joint forces of 58IB, Intelligence units, and Police Regional Office 10 (PRO10) in Gingoog City last September 16, 2021, is another devastating blow to the National Operations Command of the CTG in Mindanao. Moreover, Adelaida ‘Loida’ Magpatoc, alias Gwen/Emyang/Kudaw/Robby, a former secretary of Far South Mindanao Regional Party Committee (FSMR), NDF consultant and CPP-NPA-NDF Central Committee member was also captured in Brgy Paitan, Quezon, Bukidnon.

In his statement, Major General Brawner Jr underscored the vital role of the Regional Task Force in Ending Local Communist Armed Conflict (RTF-ELCAC) in steering the wheel, sustaining the momentum on the government’s peace efforts, and now reaping the gains in the fight against the CPP-NPA-NDF.

Major General Brawner Jr also said that the support of the Local Chief Executives and the top officials of regional government agencies is the driving force that fueled the participation of the local populace to stand firm and fight the menace of the society, the CPP-NPA-NDF.

“The people have seen that their government leaders, civil society, and key heads of the indigenous cultural communities are serious in their collective task to end the local communist armed conflict. The whole-of-nation approach has been the common language that resonated to all peace-seeking partners with the end view of ending over 5 decades of insurgency problem in CARAGA and Northern Mindanao regions. While the AFP and other law enforcement agencies run after the CTG’s armed component, the government agencies led by the local leaders address the roots of the problem and implement development projects,” Major General Brawner Jr said.

“With the said peace strategy, eventually the CTGs were easily located and exposed, leaders and members walks away and respond to our call of peace, and mass supporters were dissuaded to join the CTG and are no longer fascinated with the idea of the armed struggle as a means or a hope to transform their communities. Now, we can say that the CTG crumbles like no other before and clearly nearing its collapse and eventual end,” Major General Brawner Jr added.

'If we don't have that and if we don't have pre-planning and contingency plans and interoperability and all the things you need to effectively work the alliance, then commitment only gets you so far,' says Southeast Asia Analyst Greg Poling

The long-stalled implementation of the Enhanced Defense Cooperation Agreement (EDCA), a key agreement between the Philippine and US militaries, is necessary for both countries to fully deliver on commitments under its military alliance, Southeast Asia Analyst Greg Poling said on Thursday, September 16.

In a recent episode of Rappler’s Southeast Asia Speaks, Poling told Rappler editor at large Marites Vitug that the full implementation of EDCA was a “big deliverable” for both countries after Philippine and US officials met in Washington DC on September 10.

During the US trip, Foreign Secretary Teodoro Locsin Jr. and Defense Secretary Delfin Lorenzana met with their US counterparts. Lorenzana renewed his call for a review of the two countries’ 70-year-old Mutual Defense Treaty (MDT).

Lorenzana claimed that the MDT – where both countries commit to defend one another in the case of an external attack – “has been beneficial to the Philippines, but not enough to make it stand on its own feet.”

“The big deliverable for me…that Lorenzana and (US Defense Secretary Lloyd) Austin had in their meeting last weekend was restarting the infrastructure construction at the EDCA sites which has been stalled since President [Rodrigo] Duterte came to office,” said Poling, who heads the Asia Maritime Transparency Initiative at the Center for Strategic and International Studies (CSIS) in Washington DC.

The EDCA, negotiated during the administrations of Benigno "Noynoy" Aquino III and Barack Obama, allows the US military to construct facilities and preposition defense assets inside Philippine military bases. The Supreme Court upheld the constitutionality of EDCA amid protests that it was a de-facto basing agreement.

MDT review

In calling for a review of the MDT, Lorenzana listed three “key areas of consideration” for both sides in upgrading ties between the old allies.

This includes a “clarification” on the “precise extent of America’s commitments to the Philippines, especially against the backdrop of rising tensions in the South China Sea, including the West Philippine Sea; revisions to the treaty to address China’s “gray zone” tactics; and US support for the Philippine military’s modernization program that went beyond handing over “Vietnam-era” hardware.

Poling said the Philippines has been continually receiving clarification from the US that the MDT would cover the South China Sea since former state secretary Michael Pompeo declared this and officials under the Biden administration, including State Secretary Antony Blinken and Austin, continually reiterated this.

“It is hard to see how it could be any clearer…. They've all repeatedly said that Article 5 of the US-Philippines defense treaty applies to any attack on Philippine armed forces public vessels or aircraft in the South China Sea. Doesn't matter where they are, doesn't matter if they're on land or on water, if Filipino troops are attacked, the US is obligated to meet the common danger under the treaty,” Poling said.

On addressing China’s gray zone tactics, Poling said he viewed this as one of the areas that a newly set up maritime dialogue should be able to address.

Poling agreed that the US “should certainly get on board with” supporting the modernization of the Armed Forces in the Philippines, which remains one of the weakest in the region.

For this to happen, however, EDCA’s implementation needs to move forward, he added. Since it was signed in 2014, the implementation of the Agreement has been slow with construction done in just one of five EDCA locations previously identified by the military.

“The US has been clear, I think at least behind closed doors, that if that's going to happen then – if in fact if both that and the MDT performance would be real – the key to both is EDCA,” Poling said.

“The US cannot protect Filipino troops from Guam. We have to be in the Philippines to do it. That's what EDCA was supposed to do and the most efficient way to upgrade Philippine defense capabilities, at least base infrastructure, is to build it at the EDCA site,” Poling added.

In a recent CSIS forum, Lorenzana said that the Philippines has to “rethink” if it needs to add more sites under the EDCA.

Opportunity for PH, US

Without EDCA and plans to improve interoperability between the two militaries, “commitment only gets you so far,” Poling said.

Like the Visiting Forces Agreement, Duterte had threatened to scrap EDCA early in his presidency, saying he did not want to see soldiers of “any foreign power” in the Philippines. He later upheld the agreement in a meeting with former US president Donald Trump in 2017.

Diplomats and security experts have said that aside from restoring the VFA, equally important would be seeing progress in the implementation of EDCA. Analysts also pointed out that pushing the two deals forward is an opportunity for both US President Joe Biden and Duterte in the Philippines.

“Our hearts are all in the right place, now it's time to do the work to make sure we can actually implement it,” Poling said.

They spent two days listening to what some of them called a "red-tagging spree" of the Cordillera Administrative Region (CAR) Task Force to End Local Communist Armed Conflict (RTF-ELCAC).

As the webinar wound down on Thursday, September 16, with an invitation to join hosts in reciting a “pledge of loyalty,” student activists who were among the participants staged a protest in the Zoom chatbox, as they held placards and banners against red-tagging, while one participant managed to annotate the Zoom meeting screen with "Defund ELCAC."

“Kung may pinatunayan ang forum na ito, ito ay mayroong solidarity sa mga estudyante. Hindi kami tanga, at walang masama sa pagiging kritikal,” said University of the Philippines Baguio University Student Council (UPB USC) chairperson Cheska Kapunan. (If there is anything this forum has proven, it is that students have solidarity. We are not dumb and there is nothing wrong with being critical.)

Attack on legal progressive organizations

On September 2, the Commission on Higher Education (CHED) endorsed the RTF-ELCAC’s “Cordillera Youth for Peace Convergence: Orientation on the Communist Terrorist Group (CTG) Youth and Student Recruitment." It was held in four segments and ran from September 15 to 16.

The webinar aimed to “identify and educate students on the threat of student organizations as deceptive fronts in the recruitment of Communist Terrorist Group.” The host was the secretariat of the RTF-ELCAC’s Cluster on Situational Awareness and Knowledge Management (SKM).

Kapunan said the webinar organizers focused their efforts “to link legal, progressive organizations to the Communist Party of the Philippines and the New People’s Army (CPP-NPA).”

Kapunan pointed out that some of the organizations attacked are recognized by the UP Baguio administration,
including the League of Filipino Students and Anakbayan.


Other red-tagged groups were the College Editors Guild of the Philippines, the Student Christian Movement of the Philippines, the Kabataan Partylist, and the National Union of Students of the Philippines, which includes the UPB USC.

Online protest

Fed up with sessions that lasted four hours while going around in circles, the students expressed their boredom, dismay, and dissatisfaction in a flood of chat box messages.

“Na-red tag na nga kami, kina-cut pa kami noong open forum,” said Joshua Mendoza, a third-year nursing student from the University of the Cordilleras. He said the students wanted to discuss “pressing matters” from the perspective of college students but organizers just wanted a vehicle for red-tagging.

Mendoza said he was disappointed with the answers to his queries. He and Kapunan have been victims of red-tagging, both online and on the ground, for some time.

Kapunan said: "These students have openly shared their experiences with being red-tagged, even citing court rulings to support their statements, only to be dismissed by the organizers. It is worth noting, however, that other participants who sang praises about the forum were freely able to conclude their manifestations."

"We came to the orientation to state facts and debunk the systematic disinformation peddled by the RTF-ELCAC, we cited the law to back up our defense that red-tagging seriously endangers the lives of students. When confronted with the truth, the fascists did what fascists do best – they interrupted and silenced us, dismissing our legitimate concerns,” she added.

When the RTF-ELCAC hosts ended the webinar with a “pledge of loyalty,” several students flooded the chatbox with expressions of disgust, others held up protest banners and refused to join them as a symbolic act of defiance and to reiterate their call to stop attacks and red-tagging.

The protest peaked when an unidentified participant annotated “Defund ELCAC” on the Zoom meeting screen.

The students’ tirades continued for minutes, while others left the meeting in protest.

“We will continue to assert that because we know it is right,” Kapunan said.

Rappler has tried to reach out to RTF-ELCAC but it has yet to receive a response as of posting time. This page will be updated with their statement once we receive it.

Following the incident, youth leaders renewed their call to defund the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which has asked for the P28.1-billion budget for 2022 – 75% more than its budget in 2021.

1Sambayan Youth Convenor Rae Reposa said in an online news conference on Saturday, September 17, that they want the NTF-ELCAC's funds realigned to social services and aid for vulnerable sectors hardest hit by the pandemic.

An explosion injured eight persons in the town of Datu Piang, Maguindanao province on Saturday afternoon, September 18.

A 13-year-old boy was among the injured, said Lieutenant Colonel John Paul Baldomar, spokesperson of the Philippine Army's 6th Infantry Division.

The incident happened during a volleyball game at the town plaza, according to Baldomar.

Investigators were looking at whether the explosion came from a grenade or a phone-triggered explosive device, he said.

The explosive went off right where several people were watching a volleyball game, he added.


Datu Piang Mayor Victor Samama said most of the victims belong to the LGBTQ+ community. He claimed still unknown groups had given warning against what they considered unorthodox behavior. He did not give further details.

Samana said the injured were treated at a medical clinic in the town while the serious cases were brought to a hospital in nearby Cotabato City. The names of the victims have been withheld for security reasons, he added.

Baldomar said they have yet to identify who could be behind the attack. The town is known to be frequented by the ISIS-inspired Dawlah Islamiyah guerrillas, who are known to impose their religious teachings.

Samama was suspicious that the group could be behind Saturday's attack. If so, he said it is the same group that laid siege in Datu Piang last December, but was thwarted by soldiers and policemen.

In their escape, the group burned a police patrol vehicle which they had earlier commandeered.

2 NPA leaders arrested in Misamis

TWO HIGH-RANKING leaders of the New People’s Army were arrested while four others surrendered to the soldiers of the 58th Infantry Battalion in Barangay Alagatan, Gingoog City on Sept. 16.

The military identified them as Manuelito Satur alias Misong/Estong, secretary, and Merlyn Satur alias Maya, deputy secretary of North Central Mindanao Regional Committee (SRC-1, NCMRC).

An intel operation launched by the combined forces of the 58th Infantry Battalion and AFP intelligence unit led to the arrest of the two leaders.

Maj. Alex Mindalano, Eastern Mindanao Command spokesperson, said the troops also seized from their possession several high-powered firearms, such as an M4 rifle, M203 grenade launcher, a .45 .45 caliber pistol with magazine loaded with ammunition, and four 40mm grenades, among others.

Meanwhile, a series of offensives launched by the joint forces of the 23rd Infantry Battalion and Philippine National Police also forced four leaders of Guerilla Front 4A (GF4A), NCMRC to surrender.

They were identified as Khim Agad Mapoy alias Patrick, 27, the front secretary; Loreto Agad Mapoy alias Arvin, 34, commanding officer of Platoon Joker; Mary Chris Callanta alias Noem, 24, political guide of Squad Uno, Platoon Joker; and Rolando A Morata alias Pang, 52, political instructor. They surrendered on Sept. 15.

LtGen. Greg T. Almerol, EastMinCom commander, said that the NPA leaders decided to surrender after experiencing hunger and fatigue in several encounters with the troops.

“The successive neutralization of high-ranking CTG (communist terrorist group) leaders and members tilted the operational balance of the group that, with just one false move, could lead to their ultimate collapse in no time,” LtGen. Almerol said.

“As part of our mandated tasks as protector of the Filipino people, the EastMinCom will never stop going after peace spoilers until the communist terrorism ends that is why we are urging the remaining CTG members to come forward and lay down your arms,” Almerol stressed.

The EastMinCom commander added that its door is wide open for those who want to embrace a new life as he promised assistance through the Enhanced Comprehensive Local Integration Program (E-CLIP).

“The populace, local government units, and law enforcement agencies are all working hard together to put an end to the decades-old communist terrorism in the country,” he said.

AWARDS. The Visayas-based 14th Civil-Military Operations Battalion has been recognized as Best Battalion of the Philippine Army’s Civil-Military Operations Regiment for the second consecutive year during the virtual awarding rites held on Sept. 8, 2021 from the regiment’s headquarters in Fort Bonifacio, Taguig City. Though not deployed for combat duty, troops of the Philippine Army’s Civil-Military Operations Regiment (CMOR) play a vital role in the government’s anti-insurgency campaign.

With the mission of “winning hearts, winning minds”, the 14th Civil-Military Operations Battalion (CMOB), whose troops are based in Negros Occidental, Panay and Cebu, has reached out to more people in the past year to deliver basic services and conduct information campaign in identified communities.

Their efforts have been rewarded after their unit has been named the CMOR’s Best Battalion for the second consecutive year during the Sept. 8 virtual awarding rites held from the regiment’s headquarters in Fort Bonifacio, Taguig City.


“We are grateful for the support of our stakeholders, media friends, and civil society groups that make our endeavors successful. Being awarded Best Battalion for the second time is a fruit of our service to the country,” Lt. Col. Arturo Dumalagan, commanding officer of the 14th CMOB, told the Philippine News Agency, on Saturday.

In Negros Occidental, the “Voice of Peace” Battalion troops are based in Cauayan town while in Panay, they are mainly operating in Roxas City.

Those deployed in Cebu are under the Task Group Cebu, Bohol, Siquijor based in Camp Lapu-Lapu in Cebu City.

Aside from being awarded Best Battalion for 2021, the 14th CMOB also won Best in CMO Operations, Best in Audio-Visual Production/Short Film, and Best in Social Media Operations.

The unit’s campaign for peace includes projects such as providing slippers, toys, and food items to children and their families in far-flung villages in Negros Occidental.

Recently, the 14th CMOB launched the “Bahay-yanihan” project of building a house for an elderly couple in Barangay Linaon, Cauayan through donations from the unit’s various benefactors.

In Cebu, troops join the Barangayanihan for identified village residents, where they distribute foodstuff and conduct information awareness on the deception of the Communist Party of the Philippines-New People’s Army-National Democratic Front and the campaign against illegal drugs.

In Roxas City, troops also conduct similar information campaigns and support social endeavors such as tree-planting activities.

KIDAPAWAN CITY, North Cotabato – Government and military officials here broke ground the past two days some PHP67 million worth of infrastructure projects funded under the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) program.

The projects, composed of four farm-to-market roads (FMRs), are implemented under the Barangay Development Project (BDP).

The BDP is a hallmark program of NTF-ELCAC with the end goal of bringing development to former conflict-prone communities.

The ELCAC program is the government‘s whole-of-nation approach in fighting the insurgency by the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) in the countryside.


On Friday, Department of the Interior and Local Government-Region 12 Director Josephine Leysa, North Cotabato Governor Nancy Catamco, Provincial Police Director Col. Henry Villar, and Brig. Gen. Potenciano Camba, the Army’s 1002nd Brigade commander, led the ceremonial groundbreaking of two FMR projects in Magpet town.

Both are FMR projects in remote Barangays Don Panaca and Bantac, each amounting to some PHP19.9 million.

“This will give access to all our agricultural products harvested from stiff mountains down to the town proper”, Bantac Chairman Hercules T. Elequin said during the program in his village.

Leysa commended the village officials of Panaca and Bantac in fully supporting the program through swift submission of requirements and consistent coordination to concerned sectors.

“This is a corroborative effort of amplifying our objective which is to deliver peace as well as development in rural, formerly rebel influenced areas”, she said.

Meanwhile, in her message, the governor also assured the commitment of the provincial government in facilitating all initiatives to attain peace in the province.

“We will be all together on these projects for development,” Catamco said.

On Thursday, the officials also broke ground similar FMR projects in Barangays New Cebu and La Esperanza in the adjacent town of President Roxas with each undertaking costing some PHP13.4 million each.

The BDP is directed to rehabilitate and develop 822 barangays formerly established as guerilla fronts of the CPP-NPA-NDF in several parts of the countryside.

Each barangay is allotted PHP20 million for their respective projects, for a total of PHP16.44 billion allocated funding.

The BDP budget goes directly to local government units from the Department of Budget and Management.

Leysa said the FMR projects are expected to be completed by the end of this year.

CAMP SIONGO, Maguindanao – Still unidentified suspects hurled an explosive device that hurt eight persons at the covered court of the Datu Piang town center in Maguindanao at about 3 p.m. on Saturday.

The suspected grenade went off during a volleyball game, Lt. Col. John Paul Baldomar of the Army’s 6th Infantry Division said in a statement.


He added that police and Army bomb experts are also looking at the possibility that the suspects used a phone-triggered improvised explosive device in the attack.

“The explosive was lobbed toward the middle of the spectators,” Baldomar added.

A post-blast investigation is ongoing as of posting time.

The commander of the Army's 4th Infantry Division (4ID) on Saturday said communist groups in Northern Mindanao and Caraga regions are on the brink of collapse following successive operations that resulted in surrenders and deaths.

Maj. Gen. Romeo Brawner Jr., commander of the 4ID, said in a statement there are already 35 leaders of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) who have been "neutralized" since January 2021.

They were either killed during military operations or surrendered to authorities.


“The people have seen that their government leaders, civil society, and key heads of the indigenous cultural communities are serious in their collective task to end the local communist armed conflict. The whole of nation approach has been the common language that resonated to all peace-seeking partners with the end in view of ending over five decades of insurgency problem in Caraga and Northern Mindanao regions," Brawner said.

He said there is now a leadership vacuum, particularly with the recent surrender of the head of North Central Mindanao Regional Committee’s (NCMRC) Guerilla Front 4A (GF4A) and the capture of a Central Committee member.

Since the assumption of Brawner as 4ID Commander on July 5, 2021, there were already 85 communist leaders and members who surrendered, were apprehended or got killed during clashes with the military.

Firearms and ammunition were also seized.

Khim Agad Mapoy, secretary of the dismantled GF4A of NCMRC, surrendered on Sept. 15 to the 23rd Infantry Battalion (23IB) in Agusan del Norte.

Adding to the low morale of rebels, Brawner said, is the diminishing mass support that crippled their ideological, political, and organizational works in areas that they have targeted for expansion.

Meanwhile, the capture of Manuelito Satur and Merlyn Satur, NCMRC’s Sub Regional Committee 1 (SRC1) secretary and deputy secretary, respectively, by the military and police in Gingoog City on September 16 was another blow to the National Operations Command of the communist forces in Mindanao.

Adelaida Magpatoc, a former secretary of Far South Mindanao Regional Party Committee, NDF consultant, and CPP-NPA-NDF Central Committee member, was nabbed in Barangay Paitan, Quezon, Bukidnon.


Brawner credited the vital role of the Regional Task Force in Ending Local Communist Armed Conflict in sustaining the momentum of government peace efforts and reaping the gains in the fight against the CPP-NPA-NDF.

He also cited the support of local chief executives and the officials of regional government agencies that fueled the participation of communities.

"While the Armed Forces of the Philippines and other law enforcement agencies run after CTGs’ (communist terrorist groups) armed components, the government agencies address the roots of the problem and implement development projects," Brawner said.

The CPP, NPA, and NDF are tagged as communist organizations in the Philippines while the European Union, through Council Decision 2011/70/CFSP dated Jan. 11, 2011, designated the CPP-NPA as a terrorist organization.

The CPP-NPA is also listed as a terrorist group by the United States, the United Kingdom, Australia, Canada, and New Zealand.
