The US’ War on Terror will continue to fail! Two decades since the 9/11 attacks and the Afghan invasion, the defeat of imperialist US’ Forever War in Afghanistan proved to be another nail in the coffin for US’ flailing aim of re-establishing its unchallengeable hegemonic position and military supremacy.

The war on terror stands as the banner campaign for US and its puppet states’ wars of aggression in their desperate attempt to overturn the inevitable imperialist crises. Yet, despite trillions spent, the war on terror only pushed US into a deeper strategic decline. The monopoly capitalist system continues to experience an ever-worsening crisis amidst the massacre of millions and economic destruction caused by wars of aggression and global militarization.

Of course, this imperialist war is far from over. But as the Afghan experience showed, such war could be defeated through the armed resistance of the people. Around the world, movements for national liberation and against foreign and imperialist domination as well as revolutionary armed movements, such as the CPP’s people’s war in the Philippines, continues to persevere, rise and advance in the face of US imperialism’s war binges. The exploited and oppressed are ever more inspired to finally end imperialism and establish a society truly ruled by the proletariat.

NSFA, Panacan, Davao City – The relentless military offensives launched by various units of Eastern Mindanao Command (EastMinCom) under LtGen. Greg T. Almerol continued to bring the Communist Terrorist Group’s (CTG) forces to a steady decline especially with the recent arrest of two high-ranking members and surrender of four more in Eastern Mindanao.

An intel operation launched by the combined forces of the 58th Infantry Battalion and an AFP intelligence units led to the arrest of two leaders of North Central Mindanao Regional Committee (SRC-1, NCMRC) identified as Manuelito Satur alias Misong/Estong, Secretary and Merlyn Satur alias Maya, Deputy Secretary in Brgy Alagatan, Gingoog City on September 16, 2021.

Troops also seized from their possession several high-powered firearms such as an M4 Rifle, an M203 Grenade launcher, a Cal .45 Pistol with magazine loaded with ammunitions, and four 40mm Grenades, among others.

Meanwhile, a series of Law Enforcement and Support Operation (LESO) launched by the joint forces of the 23rd Infantry Battalion and Philippine National Police also compelled another four CTG leaders of Guerilla Front 4A (GF4A), NCMRC identified as Khim Agad Mapoy alias Patrick, 27, the Front Secretary; Loreto Agad Mapoy alias Arvin, 34, Commanding Officer of Platoon Joker; Mary Chris Callanta alias Noem, 24, Political Guide of Squad Uno, Platoon Joker; and Rolando A Morata alias Pang, 52, Political Instructor, who yielded on September 15 after realizing that putting up a fight for a useless cause will only bring them harm and a hopeless future.

EastMinCom Commander LtGen. Greg T. Almerol said that the CTG leaders decided to surrender after experiencing hunger and fatigue in several encounters with the troops.

“The successive neutralization of high-ranking CTG leaders and members tilted the operational balance of the group that with just one false move, it could lead to their ultimate collapse in no time,” LtGen. Almerol said.

“As part of our mandated tasks as protector of the Filipino people, EastMinCom will never stop going after peace spoilers until the communist terrorism ends that is why we are urging the remaining CTG members to come forward and lay down your arms,” LtGen. Almerol stressed.

The EastMinCom Commander added that its door is wide open for those who want to embrace a new life and will see to it that they will get all the assistance they need through the Enhanced Comprehensive Local Integration Program (E-CLIP).

In a statement, LtGen. Almerol said that the only better option available for the CTG members is to yield peacefully than continue suffering from a cause that no longer has a place in the society.

“The populace, Local Government Units, and law enforcement agencies are all working hard together to put an end to the decades-old communist terrorism in the country,” LtGen. Almerol added.

Camp Melchor F Dela Cruz, Upi, Gamu, Isabela – Seven (7) Communist NPA Terrorists (CNTs) belonging to the East Front, Komiteng Probinsya (KOMPROB) Cagayan, Komiteng Rehiyon Cagayan Valley (KRCV) surrendered along with their high-powered firearms consisting of one (1) M14 rifle with 1 magazine, two (2) M653 rifles with magazines and 35 ammunition, and four (4) M16 rifles to the joint forces of 77th Infantry Battalion (77IB), 5th Infantry (Star ) Division, Philippine Army, Marine Battalion Landing Team 10 (MBLT10) and the local PNP in Cagayan Province on September 15, 2021.

Most of these former rebels said that they are constantly on the run, evading government forces on patrol, leaving them hungry and tired. The surrenderees’ age ranges from 18 to 26 years old and one of them is a female. Through their contacts in their barangays who have access to social media and the presentations of the CSP teams, they were also made aware of how the CPP-NPA-NDF leadership are having a luxurious life and this further demoralized them.

Lt. Col. Joe Boy D Kindipan, Commanding Officer of 77IB, 5ID, PA, lauded the involved government forces for the successful surrender of seven CNTs. He also acknowledged the support of the local government and the effort of the surrenderees relatives in their safe return to the folds of the law.

Brig. Gen. Steve D. Crespillo, 501st Infantry (Valiant) Brigade Commander, told the surrenderees to focus on education that will surely aid them to have a brighter future. At the same time, he also called the remaining members of the Communist Terrorist Group to surrender and live a peaceful life.

Meanwhile, Maj. Gen. Laurence E. Mina, Commander of 5ID, commended the AFP & PNP troops for their tireless effort to end insurgency in their area of operations. “This is not an accomplishment of the government forces alone, but an accomplishment of all the peace loving Filipinos.”

CLAVERIA, Misamis Oriental – The joint troops of the 58th Infantry “Dimalulupig” Battalion (58IB) and 42MICO with PNP units of PRO 10 conducted intelligence operations and captured high-ranking New People’s Army (NPA) leaders and key members; and recovered firearms and ammunition at Barangay Alagatan, Gingoog City, Misamis Oriental, September 16, 2021.

Authorities from the troops of 58IB and 42MICO acted quickly upon the verified information which resulted to the apprehension of the Communist Terrorist Group (CTG) leaders, two of whom are the top leaders and considered high value targets of Sub-Regional Committee 1 (SRC1), North Central Mindanao Regional Command (NCMRC); also belonging to the Most Wanted Persons, with standing cases of three counts of murder and frustrated murder.

Manuelito Satur, alias Mosong/Estong, was the Secretary Sub-Regional Committee 1 (SRC1), North Central Mindanao Regional Command (NCMRC), 56 years old and a resident of Barangay San Luis, Gingoog City. He was only 20 years old when he joined the armed group. He ascended through the ranks from there, finally becoming the secretary of SRC1. Merlyn Satur, alias Maya, was the Secretary of GF Huawei / Deputy Sec, SRC1, wife of Mosong, and a resident of Barangay Kibanban, Balingasag; Fidel Guinahon Romania, alias Johnson, was a Medical Staff of SRC1, NCMRC, from Barangay Umagos, Lagonglong; and Floramae Llagas Domo, alias Sayros, was also a Medical Staff, SRC1, NCMRC, from Barangay Quezon, Balingasag.

The same units also captured the following items: one M4 Rifle, one M203 Grenade launcher, one Cal 45 Pistol with magazine loaded with ammo, 40mm Grenade, 13 cellphones, power bank, SD cards, and subversive documents.

Lt. Col. Ricky L Canatoy, Commanding Officer, 58IB, shared the story behind this operation. “Two days ago, we were actually in Alagatan for the groundbreaking of the 1.5km farm to market road under the Support to Barangay Development Program (SBDP). Alagatan was among the NPA-cleared barangays last 2020, and we went there, together with the LGU and national agencies, to give service to the people. With this, the people of Alagatan saw the reality that the government is sincere in helping them for their community development. And I believe this is the reason why the people cooperated and reported NPA presence in their area. And for that, I would like to express my sincerest gratitude to the people who willingly shared this vital information.

This is a major setback for the group as its top leader and others were caught, based also on the standing warrant of arrests. With the capture of their leader, we expect the remaining members of SRC1 to willingly return to the folds of the law in the coming days. SRC 1 will eventually collapse, and it’s only a matter of time. Certainly, the remaining CNTs have low morale since they are constantly on the move, and our troops are always conducting operations.

They were brought to 58IB for the antigen test to ensure their safety; even though they are considered enemies of the state, they are still our fellow kababayans, so we ensure that they are given equal rights and that their health is taken care of; Mosong and Maya are both elderly, and their health is not ideal due to their lifestyle because they are always on the run. We will schedule their COVID vaccination later, in collaboration with the Claveria LGU.

My message to the remaining remnants of SRC1, you should not wait for the day when you, would be apprehended, like your commander, or worse, meet with the forces in an encounter and get killed. Please don’t wait for this day. All you have to do now is return to the folds of the law and not listen to the propaganda of your leaders. You can always approach your trustworthy local government official or the Army to express your submission to the government, and we will ensure that you will not be harmed nor killed, and that you can instead take advantage of the E-CLIP benefits and start living a worry-free life with your family. Especially now that the holiday season is approaching, it is always nicer to be with your families, despite the pandemic.” Lt. Col Canatoy ended.

Said personalities were brought to PNP Claveria for filing of cases.

Camp Navarro, Calarian, Zamboanga City – September 16, 2021

Three more members of the Bangsamoro Islamic Freedom Fighters yielded and handed over their firearms to the troops of the 92nd Infantry Battalion on September 14, 2021. They were subsequently presented to Brig. Gen. Ignatius Patrimonio, Commander of the 1st Brigade Combat Team at Old Capitol, Barangay Satan, Shariff Aguak, Maguindanao.

According to Brig. Gen. Patrimonio, the former violent extremists identified as a.k.a. Nasser/Abbang, a.k.a. Munib, and a.k.a. Bensar were members of the BIFF Karialan and Bungos Factions. They handed over one 7.62mm Sniper rifle, one 5.56mm Ultimax Sub-Machine Gun, and one rocket-propelled grenade.

The presentation of surrendered personalities was witnessed by Shariff Aguak Councilor Datukun Malaguial, Datu Hoffer Councilor Akas Ampatuan, and MPOC Focal Person of Datu Unsay Mr. Carlobon Peries. During the activity, the LGUs of Shariff Aguak, Datu Hoffer, and Datu Unsay, all of Maguindanao, handed over financial assistance to the trio.

Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central commended the troops and the LGU for the good aftermath of their strong collaboration and coordination.

Likewise, Maj. Gen. Generoso Ponio, Acting Commander of Western Mindanao Command said the breakthrough in the campaign against terrorism and violent extremism is attributable to the holistic approach embraced by the AFP and the unwavering support of the communities.

Subject personalities are currently undergoing custodial debriefing at the 92IB headquarters at Hill 150, Barangay Meta, Datu Unsay, Maguindanao. They will subsequently be enrolled in the reintegration program of the government.

CAMP EVANGELISTA, Cagayan de Oro City – High ranking Communist Terrorist Group (CTG) leaders continues to fall in the 4th Infantry Division AOR after a Guerilla Front Secretary and an NPA Platoon Commanding Officer along with seven (7) others surrendered to 23IB. Moreover, a fugitive CTG Central Committee member was apprehended during a joint AFP-PNP operations early today, September 15, 2021.

At around 8 o’clock this morning, Khim Agad Mapoy alias Patrick, single, 27 yrs old, the Front Secretary of Guerilla Front 4A (GF4A) of the North Central Mindanao Regional Committee (NCMRC) surrendered to the Commanding Officer of the 23rd Infantry Battalion, Lt. Col. Julius Cesar T. Paulo Jr., He also turned-over one (1) Caliber .45 Pistol with one (1) magazine and five (5) live ammunitions.

Also yielding to the government troops, along with alias Patrick, is his older brother, Loreto Agad Mapoy alias Arvin, married, 34 yrs old and the Commanding Officer of Platoon Joker of GF4A of NCMRC bringing along with him 1 Caliber .9MM Pistol with one (1) magazine and five (5) live ammunitions. Two (2) other key leaders of Platoon Joker, namely: Mary Chris S Callanta alias Noem, Single, 24 yrs old, Political Guide, Squad Uno, Platoon Joker, GF4A, NCMRC; and Arlene O Egom alias Joan, single, 30 yrs old, Medic, Squad Dos, Platoon Joker, GF4A, NCMRC were also brought along by alias Arvin.

Other CTG members who surrendered thru the joint effort of the 23IB and Buenavista Municipal Police Station were Rolando A Morata alias Pang, married, 52 yrs old, Political Instructor, GF4A, NCMRC bringing along with him 2 M16 Rifles; Revoden C Morata alias Denden/Sidlak, married, 29 yrs old, former member of Sandatahang Yunit Pampropaganda (SYP) Kingdom, GF4A, NCMRC with 1 CZ550 Sniper Rifle; and Rexdale C Morata alias Rex, single, 24 yrs old, former member of SYP Kingdom, GF4A, NCMRC with one M16A1 Rifle and 1 magazine.

Additionally, 2 CTG members also abandoned the armed struggle identified as Junrey Tinun-ogan alias Mikmik/Jovan, single, 22 yrs old, member, Squad Uno of Platoon Diego; and Rowell P Cardoniga alias Dennis, single, 32 yrs old, former member of SYP Kingdom, both from GF4A, NCRMC bringing with him 2 Caliber .45 Pistol with 2 magazines and 6 live ammunitions.

Said high ranking CTG leaders and key personalities of GF4A were presented today to Maj. Gen. Andres C. Centino, Commanding General of the Philippine Army, and Maj. Gen. Romeo S. Brawner Jr., Commander of the 4th Infantry Division, together with Brigade Commanders in Caraga and Northern Mindanao regions and some members of the Philippine Army Multi-Sectoral Advisory Board (MSAB) at the Headquarters of 23IB in Brgy Alubijid, Buenavista, Agusan del Norte.

Maj. Gen. Romeo S. Brawner Jr said that said surrenderers suffered so much hunger and hardship after the encounters in Nasipit and Buenavista, all of Agusan del Norte, on September 4 and 6, 2021, respectively. Due to the relentless focused military operations, they decided to leave the terrorist group and heed the call to return to a peaceful path.

In Quezon, Bukidnon, joint AFP-PNP operation resulted in the arrest of Adelaida “Loida” Magpatok alias Gwen/Emyang/Kudaw/Robby, former Secretary FMSR and NDF Consultant, and CPP-NPA-NDF Central Committee member, at around 2 o’clock early dawn today.

“Loida is one of the CTG leaders present during the encounter of 88IB at Brgy Laligan, Valencia City, Bukidnon last September 10, 2021 and has been on the run for several days to avoid being captured and continually evade the government troops. Justice will now be served as Loida is a fugitive with standing warrant of arrest issued by Executive Judge Zenaida P Placer of Branch 7 of the Regional Trial Court (RTC) in Bayugan City, Agusan del Sur for the crime of Robbery with Double Homicide and Damage to Properties with Criminal Case Nr 2252 with no bail recommended dated September 3, 2004”, Maj. Gen. Brawner disclosed.

He added that Loida was immediately subjected to Anti-Gen test and was found to be COVID-19 positive. “With the addition of Loida as COVID-19 positive, we can now safely assume that COVID-19 infections are already widespread among the CPP-NPA-NDF members and I would like to reiterate our offer to help them by sharing our vaccines with them”, Maj. Gen. Brawner Jr. explained.

Maj. Gen. Brawner Jr. Also said that “CPP-NPA-NDF leaders have continuously responded to our call for peace. They have already realized that their organization has no more direction and they have finally awakened from the mistake of joining the terrorist organization. The leaders themselves now are condemning the organization they served before, thinking that their lives were only wasted and exploited. They also revealed that the longingness from loved ones, party leadership feud, and unsupportive mass bases contributed to their decision to yield to the government and start new lives with better opportunities under the E-CLIP”.

It can be recalled that alias “Asyong”, a Vice Platoon Commander and Political Officer of SYP Platun, 16C1, GF16, Northeastern Mindanao Regional Committee (NEMRC), was killed in an encounter with 30IB at the mountainous area of Sitio Suoton, Brgy Cagdianao, Claver, Surigao del Norte last September 2, 2021 while Edgar Dagpin y Dobrea alias Adel, Vice Commander of Guerilla Front 8 (GF8), NEMRC, voluntarily abandoned his 21 years of futile struggle last July 19, 2021 by surrendering to 401st Brigade in Prosperidad, Agusand del Sur.

The Bukidnon clashes last September 8 to 10 by the 88IB under 403rd Brigade also resulted in the neutralization of key personalities including a Political Guide, Squad Supply Officer, Team Leader and Medic. These can be the tipping point for the eventual collapse of Guerilla Front Malayag of NCMRC in Bukidnon.

“The eventual end of the Communist Terrorist Group is very near. We must sustain our collective effort together with the civilian stakeholders and other law enforcement agencies to finally conclude the long standing insurgency problem in Northern Mindanao and Caraga regions”, Maj. Gen. Brawner Jr. ended.

NSFA, Panacan, Davao City – A wanted top leader of the Communist Terrorist Group (CTG) was arrested for multiple charges by the combined Army and Police forces at Purok 3, Barangay Paitan, Quezon, Bukidnon on September 15, 2021.

The arrested communist terrorist leader was identified as Adelaida “Loida” Magpatok alias Gwen/Emyang/Kudaw/Robby was the former Secretary of Far South Mindanao Region, National Democratic (NDF) consultant and also a member of its Central Committee.

Adelaida was arrested in a Law Enforcement and Support Operation launched by the joint forces of the 88th Infantry Battalion, 3rd Infantry Battalion, Philippine National Police (PNP) Quezon, and AFP Intelligence units based on warrant of arrest dated September 3, 2001 issued by Regional Trial Court (RTC) Branch 7 Executive Judge Zenaida Placer in Bayugan, Agusan del Sur for Robbery with Double Homicide and Damage to Properties.

Adelaida has another standing arrest warrant for murder charged before RTC Branch 10 in Cabadbaran City, Agusan del Norte issued by Presiding Judge Orlando Doyon on September 10, 2001. Adelaide has been considered by the PNP as one of the most wanted persons. She is currently detained at the PNP Quezon precinct for proper disposition.

LtGen. Greg T. Almerol, Commander of Eastern Mindanao Command (EastMinCom), lauded the joint AFP forces and the PNP for the recent feat.

“This is but an ultimate example that the security forces could accomplish more if there is synergy among us. Together, we can bring the peace and security situation in the country to newer heights,” the Eastmincom Commander said.

In a statement, LtGen. Almerol said that every arrest of a key CTG personality brings the country one step closer to its ultimate goal of becoming an insurgency-free nation. He added that this victory is not only a milestone for Eastmincom but a triumph for the people of Eastern Mindanao.

The Eastmincom Commander also reiterated that the participation of the local populace is crucial to the attainment of long-lasting peace in the communities.

“I enjoin the people to continue cultivating the culture of peace and security as we aim to make our country free from any threats of terrorism,” LtGen Almerol said.

The elite Special Action Force commandos of the Philippine National Police declared to have inflicted a major blow to the South West Front of the Komiteng Rehiyonal- Negros/Cebu/Bohol/Siquijor, following the death and capture of its top two leaders, respectively, in southern Negros on September 14.

Lt. Col. Ryan Manongdo, 6th Special Action Battalion (SAB) commander of the PNP SAF, yesterday said that one of the four slain rebels was identified as Christian Vargas, commanding officer of the NPA in southern Negros.

Manongdo also disclosed that Nilda Natan Bertulano, who was among the three captured rebels, is the secretary of the KR-NCBS South West Front.

Vargas and Bertulano, according to Manongdo, have pending arrest warrants for murder.

Troopers of the 61st, 64th and 65th Special Action Force (SAF), 2nd Provincial Mobile Force Company, Regional Mobile Force Battalion 6 and Army’s 15th Infantry Battalion, were conducting joint operations in response to reports by civilians on the presence of armed NPA rebels in Sitio Balik Balik, Brgy. Tabu, Ilog, when they figured in more than one hour of gunbattle with the NPA.

Manongdo said he believes that they were able to engage the main force of the KR-NCBS South West Front, estimated at 20 to 40 armed men.

With the neutralization of two top NPA leaders in southern Negros, Manongdo said there is now a vacuum of leadership at the South West Front.


Recovered from the encounter site were three M16 assault rifles, one of them with a M203 grenade launcher attached, an AK 47 assault rifle with several magazines containing ammunition, a .38 caliber revolver, several back packs containing hammocks and personal belongings, a radio handset and cellular phones.

Manongdo said that 10 other persons, who were invited for questioning, because of their presence at the encounter site, have been released from police custody, after it was found that they had no participation in the gunbattle.

Aside from Vargas, also killed in the gunbattle was Joel Fundador, alias Timot. The identities of two others have yet to be established, he added.

Bertulano is now being treated in a hospital in Kabankalan City, while a certain Cris, who was reported in serious condition, has been transferred to a hospital in Bacolod City for further treatment, Manongdo also said.

The other captured rebel identified as Jovel Mabayag is now detained at the Ilog Police Station jail, Manongdo said.

On Aug. 20, the Army’s79th Infantry Battalion also neutralized Kerima Lorena Tariman, secretary of the KR-NCBS Northern Negros Front, who, with her comrade, also died in an encounter in Brgy. Kapitan Ramon, Silay City, Negros Occidental.

PNP chief Gen. Guillermo Lorenzo Eleazar, in a statement issued by the PNP Public Information Office, commended the PNP SAF, RPSB6 , 2nd PMFC and 15th Infantry Battalion for their successful operations against the NPA in southern Negros.

Eleazar said they received information that the NPA were recruiting new members in the area when they engaged in a gunbattle with government troopers.

Manongdo said that pursuit operations against the fleeing rebels are still underway as of this time.

Maj. Gen. Benedict Arevalo is back in Western Visayas, as commanding general of the Army’s 3rd Infantry Division.

The designation of Arevalo as incoming 3ID commander effective September 6 was approved by President Rodrigo Duterte, as recommended by the AFP Board Of Generals and Defense Secretary Lorenzana.

Arevalo, who is presently the AFP Deputy Chief of Staff for Civil Military Operations (J7), yesterday said that the date 3ID change of command has not been known yet, as the availability of Army chief Maj. Gen. Andres Centino, who is the presiding officer, is still being determined.

Prior to his new position, Arevalo served as the 303rd Infantry Brigade commander two years ago, in Murcia, Negros Occidental, and assigned with the 66th Infantry Battalion in Brgy. Burgos, Cadiz City, in the early 1990s.

He also briefly served as commander of the 301st Infantry Brigade in Panay.

It was during the stint of Arevalo as 303rd Infantry Brigade commander, where elusive rebel priest Frank Fernandez, then secretary of the Komiteng Rehiyonal-Negros/Cebu/Bohol/ Siquijor, and his wife and deputy, Cleofe Lagtapon, had been neutralized through their arrests in Luzon.

Arevalo will replace Brig. Gen. Noel Baluyan, who is serving as acting 3ID commander, following the retirement of Maj. Gen. Eric Vinoya from the military service on September 6.

Baluyan is expected to slide down to his previous position as Assistant Division Commander of 3ID.

As 3ID commander, Arevalo will supervise three Army infantry brigades in Panay, Negros and Bohol islands.

President Duterte also appointed Maj. Gen. Robert Dauz as the new military chief of the AFP Visayas Command (VisCom). He replaced Negrense Lt. Gen. Roberto Ancan, who retired on August 21.

Before his appointment, Dauz served as the vice commander of the 100,000-strong Philippine Army.

Duterte also named Major General Alfredo Rosario Jr as the incoming Western Mindanao Command chief, replacing Lieutenant General Corleto Vinluan Jr who reached the mandatory age of 56 on August 25.

The vice chair of the Union of Peoples’ Lawyers in Mindanao (UPLM) was gunned down in front of his residence in Surallah, South Cotabato at around 5 p.m. on Wednesday, September 15.

Atty. Juan Macababbad, concurrent chair of the UPLM’s SoCSKSarGends chapter in Mindanao, a member of Bayan Muna and the National Union of Peoples Lawyers (NUPL), succumbed to multiple gunshots fired by two gunmen. He was the 58th lawyer killed under the Duterte administration and the third among the NUPL, the UPLM said in a statement.

Macababbad was “shot five times,” House Deputy Minority leader and Bayan Muna Rep. Carlos Isagani Zarate said in a statement.

“While the case may go through the usual investigation, as with the other growing number of unresolved cases, it is clear that the murder of Atty. Macababbad is connected to his vocation of lawyering for the people. Atty. Macababbad has been receiving death threats before his murder,” the UPLM said in a statement issued by its chair, Antonio Azarcon.

“The climate of impunity,” Azarcon noted, “pervades with the lack of serious investigation and prosecution over thousands of extrajudicial killings in the country” and the legal profession has not been spared.

“Our colleagues have become main targets especially those who resist tyranny and defend human rights,” the UPLM said.

The UPLM also called on the international community “to denounce this and many other attacks against Filipino lawyers as this hampers the practice of the legal profession and makes a mockery of the Justice System and the Rule of Law.”

“If they cannot stop the killings, then they should give way to those who have the moral ascendancy to bring back peace and justice to our country,” the UPLM said.

“We are angry and we are outraged! We rage, we will continue and we fight back!,” the UPLM said as it called for justice for Macababbad and all victims of impunity.

Zarate said the climate of impunity is “growing berserk in the country while Pres. Duterte goes all out in attacking his critics but defending mightily his allies and cronies.”

“Atty. Juan we believe is a victim of extrajudicial killing due to his human rights lawyering and firm stand for the oppressed,” he said.

“We will not stop until justice is served not only for Atty. Juan but for the thousands killed and oppressed under the Duterte administration’s bloody reign,” Zarate said.

Zarate described Macababbad as a “soft-spoken but fearless and dedicated human rights defender. A Bayan Muna member who believes in the politics of change, in 2019 elections, he ran but lost in the vice mayoralty race in their town in Surallah, South Cotabato. DATU ODIN SINSUAT, Maguindanao — Amidst the threats of the COVID-19 pandemic, ceasefire mechanisms have continued to push forward the Bangsamoro peace process and are helping to pave the way for the full implementation of the normalization track.

This was the general consensus during the recently concluded special joint meeting held here on Tuesday, 14 September, attended by the Government of the Philippines – Coordinating Committee on the Cessation of Hostilities (GPH-CCCH) headed by its Chairman, BGen Antonio G Nafarrete PA; the Moro Islamic Liberation Front (MILF) – CCCH headed by its Chairman, Butch P. Malang; the GPH Ad Hoc Joint Action Group (AHJAG) headed by its Chairman, PMGen Nickson Muksan; MILF AHJAG headed by its Chairman, Anwar Alamada; and the International Monitoring Team (IMT) M-16 led by its Head of Mission, MGen Datuk Hamdan Bin Hj Ismael.

Special joint meetings between the ceasefire committees and the IMT are conducted regularly to update parties regarding developments in the security component of the Bangsamoro peace process, as well as resolve issues related to ceasefire mechanisms and protocols.

During the hybrid meeting wherein representatives attended personally and via virtual teleconference, BGen Nafarrete recognized the efforts of both parties to continue implementing their respective mandates despite the challenges caused by the health crisis.

“As we implement our mandate, we have observed that we have maintained an atmosphere conducive to the implementation of the peace agreements even if we faced some challenges like this pandemic,” BGen Nafarrete said.

He added that their peace efforts have paved the way to “continually preserve the gains of the peace process.”



According to BGen Nafarrete, regular meetings between the peace mechanisms are crucial, as they provide support for both the normalization and political tracks of the Comprehensive Agreement on the Bangsamoro (CAB).

Meanwhile, MGen Datuk Hamdan noted that though it is “very hard to be together during the pandemic,” it is essential to conduct joint meetings before the tripartite meeting scheduled during their tour of duty in the country.

“Most of us are aware that development and progression in the community will not take place without a peaceful and secure environment. All citizens need to abide [by] and follow the rule of law by the local authority in order to have a cordial and peaceful environment,” he stressed.

”No one is above the law, and if all parties concerned [show] patience, tolerances, give and take, and always approach a win-win situation, all disputes can be settled,” MGen Datuk Hamdan added.

For his part, Malang reiterated the call for strengthened participation between the ceasefire mechanisms and security forces to further build on the gains of peace on the ground.

“I hope that all those challenges will be appraised so that the normalization of the GPH-MILF peace agreement will continue and will be [a] success, In Shaa Allah. I also hope that the relationship between the GPH and MILF CCCH, including the security forces especially on the ground, will be strengthened through proper coordination and cooperation,” said Malang.

“I do hope that the fruit of the negotiations between the GPH and the MILF will be successful, In Shaa Allah, and this will be achieved only if every one of us will cooperate, and sincerely deliver our mandate,” he added.

The Senate on Monday, September 13, 2021 approved a measure which seeks to revise the charter of the Philippine Veterans Bank to benefit not only World War II veterans and their relatives and heirs.

With the unanimous vote of 23 senators physically and virtually present, Senate Bill No. (SBN) 2368, An Act Providing for the Revised Charter of the Philippine Veterans Bank, Repealing for the purpose Republic Act No. 3518, was passed on third and final reading.


Sen. Grace Poe, chairperson of the Committee on Banks, Financial Institutions and Currencies and sponsor of the measure, thanked colleagues for passing the bill that should have been enacted a long time ago, to benefit not just WWII veterans “but even those who are still fighting for our safety and country.”

Philippine Veterans Bank was created in 1963 under Republic Act No. (RA) 3518 and was last rehabilitated in 1992 under RA 7169.

Poe said it is high time the charter be revised to reflect the changes that happened during the half-century of its existence and “pay tribute to our heroic veterans and advance the constitutional mandate of providing immediate and adequate care, benefits and other forms of assistance to our war veterans and their surviving spouses and orphans.”

SBN 2368 provides “immediate and adequate benefits and other forms of assistance to all Filipino war veterans and the retired military personnel, including their surviving spouses, orphans, and compulsory heirs in recognition of the patriotic services in times of war and peace for the cause of freedom and democracy.”

Aside from expanding the definition of veterans, the measure also seeks to increase the bank’s capitalization, and some provisions to make it compliant with the Revised Corporation Code, and other pertinent laws, Poe said.


Among the corporate powers and duties of PVB are: to carry on a trust business subject to compliance with pertinent provisions of laws and in accordance with the applicable Bangko Sentral ng Pilipinas (BSP) rules and regulations; to grant loans and advances in accordance with Republic Act No. 8791 otherwise known as “The General Banking Law of 2000” and the BSP rules and regulations; and, to invest in stocks and other investment instruments in accordance with Republic Act No. 8791 and the BSP rules and regulations.

According to the bill, the capital stock of the PVB shall be P10 billion divided into 75 million common shares and 25 million preferred shares with a par value of P100 each. “The Board of Directors and stockholders are hereby authorized to increase the authorized capital stock and provide the features of preferred shares, subject to pertinent laws and BSP and Securities and Exchange Commission (SEC) rules and regulations,” the measure stated.

The term “veteran or veterans,” according to the bill also includes “the widow, orphan or a compulsory heir of a deceased veteran, as determined by existing laws.” Post-WWII veterans and Armed Forces of the Philippines (AFP) retirees shall enjoy the benefits and privileges after they have invested in the Veterans Bank, the measure added. The Bureau of Immigration (BI) said its personnel in the country’s ports remain on alert to thwart any attempt by international terrorists to enter the country.

“Our personnel in all international airports and seaports nationwide are always on alert to prevent these foreign terrorists from slipping into the country,” Immigration Commissioner Jaime Morente said in a statement.


Morente bared that immigration officers are extra cautious in allowing the entry of foreign nationals with doubtful purpose. He said aliens deemed as likely to become public charge or pose threat to public safety are subjected to secondary inspection.

“Those who fail to satisfactorily explain their purpose in coming are turned away and booked on the first available flight back to their port of origin,” Morente added.

Morente assured that the BI continues to maintain a database of suspected international terrorists and any attempt by them to enter the Philippines will surely be foiled by immigration inspectors at the port of entry.

“We have a shared database with numerous local and international intelligence agencies including the Interpol. This database and other derogatory files are integrated into the electronic system, regularly updated, and is used by our immigration officers in processing and conducting arrival formalities for passengers, thus allowing us to detect such attempts,” the BI chief explained.

Morente added that due to ongoing travel bans following the Covid-19 pandemic, the entry of aliens remain restricted.

The BI issued the statement following reports of terror threats on some countries in Southeast Asia.

Local authorities however, said the reports have yet to be confirmed and validated, and assured that said information is being investigated and taken seriously. (BI)

BAUKO, Mt. Province — Presidential Peace Adviser Sec. Carlito G. Galvez, Jr. affirmed the national government’s pledge to honor the commitments it had made under the 1986 Mt. Data Sipat with the Cordillera Bodong Administration – Cordillera People’s Liberation Army (CBA-CPLA).

These commitments include, among others, the implementation of the Normalization Program for CBA-CPLA members, as well as supporting the Cordillerans people’s push for genuine autonomy in the region.


“Patuloy po nating isusulong ang ating adbokasiya tungo sa pagkamit ng tunay na awtonomiya sa Cordillera gayundin sa pagsuporta sa implementasyon ng Normalization program para sa mga miyembro ng CBA-CPLA,” Galvez said in a taped video message shown during the commemoration of the 35th anniversary of the 1986 Sipat here on Monday.

“Ang inyong selebrasyon ay isang paalala sa ating lahat na kinakailangan pa nating paigtingin ang ating pagsisikap upang makamit ang pangmatagalang kapayapaan at mas makahulugang awtonomiya sa rehiyon,” Galvez added.

The theme of this year’s Sipat celebration, “Commemoration of the Mt. Data Sipat: Strengthening the Bodong Towards Cordillera Autonomy,” highlights the importance of the bodong — a judicial system unique to the indigenous peoples — and its instrumental role as a peace framework in realizing the aspirations of the Cordillera people.

For his part, Mountain Province Governor Bonifacio Lacwasan Jr. noted that the commemoration of the Sipat will serve as an opportunity for Cordillerans to push for self-determination and meaningful governance.

“May this occasion remind us of the many nameless martyrs who died fighting our land and resources. May this occasion remind us how the unfinished battle started with these martyrs. May this occasion give us the opportunity to make sure that the third attempt to autonomy will be successful,” Lacwasan said.

Two bills were filed in the House of Representative, House Bills No. 5687 and 7778, as well as Senate Bill No. 1232, which aimed to realize the Cordilleran people’s dream of achieving genuine autonomy.

A substitute bill, filed by Baguio City District Representative Mark Go, which reconciled House Bill Nos. 5687 and 7778, was approved by the House Committee on Local Government on August 24, 2021.

The still unnumbered substitute bill is now under consideration by the House Committee on Appropriations and House Committee on Ways and Means. (OPAPP)

A top leader of the New People’s Army (NPA) and eight of his followers on Wednesday surrendered to the 23rd Infantry Battalion (23IB) at the unit’s headquarters in Barangay Alubihid, Buenavista, Agusan del Norte.

Lt. Col. Julius Cesar C. Paulo, 23IB commander, told the Philippine News Agency Thursday that the surrenderers belong to the dismantled Guerrilla Front 4A (DGF-4A), North Central Mindanao Regional Committee of the NPA, armed wing of the Communist Party of the Philippines (CPP).

Among those who surrendered were Khim Agad Mapoy alias Patrick, the front secretary of DGF-4A; and his brother Loreto Agad Mapoy Jr. alias Arvin, the commanding officer of Platoon Joker of DGF-4A.

The other surrenderers from DGF-4A include Rolando A. Morata alias Pang, the political instructor of Platoon Diego of DGF-4A; Mary Chris S. Callanta alias Noem, the political guide of Squad Uno, Platoon Joker; Arlene Egom alias Joan, the medical officer of Squad Dos, Platoon Joker; Revoden C. Morata alias Denden/Sidlak, a member of Sandatahang Yunit Pamproparanda (SYP) Kingdom of DGF-4A; Rexdale C. Morata alias Rex, member of SYP Kingdom; Junrey Tinun-ogan alias Mikmik/Jovan, member of squad uno of Platoon Diego, DGF-4A; and Rowell P. Cardoniga alias Dennis, a member of SYP Kingdom.

The NPA surrenders also handed over to the 23IB three M16A1 rifles, one CZ550 sniper rifle, three .45 caliber pistols, one 9mm pistol and magazines with ammunition.

“They are the remnants of DGF-4A who are already tired of running and hiding due to our intensified focused military operations,” Paulo said.


He added that the insurgents also experienced hunger as most of their underground mass supporters have already cut off their ties with the communist movement and pledged loyalty to the government.

The DGF-4A was dismantled when it suffered heavy losses during an encounter in August 2020 in the boundary of Agusan del Norte and Misamis Oriental where most of its key leaders and members were killed.

Follow-up operations by the 23IB and the series of encounters coupled with the mass surrender of its underground supporters in villages in the two provinces further lessened the capabilities of the front.

“Khim Agad Mapoy alias Patrick took over the front leadership after their secretary was killed, together with their key leaders in the Agusan del Norte-Misamis Oriental skirmish in August last year,” Paulo said.

He added that based on the declaration of the surrenderers, life inside the movement nowadays is very difficult as they already lost their mass support.

“The remnants of DGF-4A are affected by hunger and are already tired of evading as our troops who unrelentingly pursue them through the continued focused military operations. There is no other option left for them but to lay down their arms and return peacefully to their families and communities,” Paulo said.

On Wednesday, the surrenderers were formally presented to Maj. Gen. Andres Centino, the commanding general of the Philippine Army and Maj. Gen. Romeo S. Brawner Jr., the commander of the 4th Infantry Division of the Army.

Centino welcomed the surrender that will lead to the total dissolution of DGF-4A that will allow more government interventions to fully develop the conflict-affected communities in Agusan del Norte.

Paulo also thanked Centino for the support and encouragement to the troopers of 23IB.

He assured the Army chief that the unit will continue to strive for excellence, deliver the mandated tasks, and constantly seek victory to attain lasting peace and development.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand.

More than 100 members of a progressive group organized by the New People’s Army (NPA) have formally abandoned the armed wing of the Communist Party of the Philippines (CPP) through a ceremony in Naval, Biliran on Wednesday.

After their disaffiliation from the People Surge Alliance, residents from seven towns in the province joined the Biliran Integrated Peace and Development Workers Federation (BIPDWF) to help sustain peace efforts in the province.

Many former members of the progressive group are from the towns of Culaba, Caibiran, Cabucgayan, Biliran, Naval, Almeria, and Kawayan.

In a statement on Thursday, the Philippine Army’s 802nd Infantry Brigade said the 100 Biliran residents will serve as leaders of the 8,000 former People Surge members who already joined BIPDWF.


Biliran Governor Rogelio Espina, chairman of the Biliran Provincial Task Force to End Local Communist Armed Conflict inducted en masse into office the elected officers of the Biliran IPDWF at the Biliran Province State University campus.

Army’s 802nd IBde commander Brig. Gen. Zosimo Oliveros thanked them for joining the fight against insurgency despite the challenges of movement restrictions.

“If we have been fighting the spread coronavirus, we have to stop also this ‘insurgency virus’ that has plagued the country in the past 53 years. There has been no armed encounter in Biliran, but the NPA used different tactics to deceive the people here,” Oliveros said.

People’s Surge, which was formed in Tacloban City in 2014, is said to be a group of Super Typhoon Yolanda survivors, who have been victims of “continuing government incompetence.”

“We have been asked to join rallies demanding assistance from the government. Their real intent is to destroy the government. Some of us are even asked to go up to the mountains and fight the government,” said Jonathan Corea, a former member of People Surge in Biliran.

The group also collected membership fees and some were transported to Tacloban City and Metro Manila to join anti-government demonstrations, according to Corea.

Witnessing the ceremony are key officials from the Office of Civil Defense, Department of Social Welfare and Development, Technical Education and Skills Development Authority, Department of Agriculture, Department of Agrarian Reform, Department of the Interior and Local Government, Department of Education, among others.

Residents declared their commitment of support for the newly organized BIPDWF as partners of the Biliran Provincial Task Force ELCAC in all the efforts of ending the local communist armed conflict in the province.

They also staged a brief peace rally to manifest their disgust on the People Surge and the CPP-NPA. They displayed placards denouncing the lies, deceptions, and atrocities of the communist terrorist group.

The CPP-NPA is also listed as a terrorist organization by the United States, United Kingdom, European Union, Australia, Canada, New Zealand, and the Philippines.

CAMP AQUINO, Tarlac – Tired and weary of fighting the government forces, some seven members of the New People’s Army (NPA) surrendered in Baggao, Cagayan on Wednesday.

The Northern Luzon Command (Nolcom) reported on Thursday that the surrenderers, who have been on the government’s watchlist, are all members of the NPA’s East Front under the Komiteng Rehiyon–Cagayan Valley (KR-CV).

The surrenderers yielded five M16 rifles, an M653 rifle, an M14 Rifle, and other war materials.

The latest surrender brought the total number of NPA members who returned to the government fold in Northern and Central Luzon to 633 from Jan. 1, 2021 to date. A total of 259 firearms were turned over to the authorities.

The number of returnees is on top of the 780 members of different NPA-affiliated mass organizations who withdrew their support from the terrorist group.


Maj. Gen. Laurence E. Mina, commander of the Philippine Army's 5th Infantry Division who supervised the efforts that led to the latest surrender, said in a statement, “we will be relentless in performing various military operations and community support programs to encourage more rebel surrenders. We will not rest until this decades-long security problem is concluded.”

Nolcom chief Lt. Gen. Arnulfo Marcelo B. Burgos Jr. lauded the troops, saying “your recent feat is a clear indication of your efficiency and effectiveness in the performance of your mandate to win the peace and end the NPA’s atrocities in Northern Luzon.”

“With a rate of three NPA rebels returning to government fold with one firearm every day, the NPA’s complete decimation in Northern Luzon is within reach. We will continue with our relentless operations and community support activities to sustain our gains to liberate our people in this part of the country from this decades-long menace,” he said.

Burgos said the surrendered rebels will be assisted by the military and various government agencies as they avail the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) prior to reintegration into mainstream society.

The Communist Party of the Philippines - NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Two high-ranking New People's Army (NPA) leaders and two others were arrested after a joint military and police operation in Alagatan village, Gingoog City, Misamis Oriental on Thursday.

A press release from the Army’s 58th Infantry Battalion (58IB) identified the two leaders as Manuelito Satur, alias Mosong, 56, resident of Barangay San Luis, Gingoog City; and his wife Merlyn, alias Maya, of Barangay Kibanban, Balingasag town, Misamis Oriental.

Both are from the NPA’s Sub-Regional Committee 1 (SRC1), North Central Mindanao Regional Command (NCMRC).

The two other arrested NPA rebels were identified as Fidel Guinahon Romania, alias Johnson, of Barangay Umagos, Lagonglong town; and Floramae Llagas Domo, alias Sayros, of Barangay Quezon, Balingasag town. Both are medical staff of the NPA’s SRC1, NCMRC.

Authorities said the Satur couple are considered high-value targets and tagged as most wanted persons, both facing three counts of murder and frustrated murder.

Seized from the operation were one M4 Rifle, one M203 Grenade launcher, one .45 caliber pistol with magazine loaded with ammo, 40mm grenade, 13 cellphones, power bank, SD cards, and subversive documents.


Lt. Col. Ricky L Canatoy, 58IB commanding officer, commended the people of Alagatan village for their cooperation, sharing vital information on the presence of NPA rebels in their locality.

"The people of Alagatan saw the reality that the government is sincere in helping them for their community development and I believe this is the reason why the people cooperated and reported NPA presence in their area. For that, I would like to express my sincerest gratitude to the people who willingly shared this vital information," Canatoy said.

The four rebels were initially brought to the 58IB headquarters for coronavirus disease 2019 (Covid-19) antigen test, and scheduled for vaccination, in coordination with the local government unit of Claveria town. They were later brought to the Claveria police station for filing of cases.

Defense Secretary Delfin Lorenzana on Thursday said the Philippines is unlikely to acquire Lockheed Martin F-16 jet fighters for its multi-role fighter (MFR) program for now due to budgetary constraints.

"Sa ngayon, malabo pa dahil yun pera natin, yun perang nakalaan ay kung bibili tayo ng F-16 jets, ay dalawa lang ang mabibili natin. Samantala kung bibilhin tayo ng Gripen, yung Swedish-made fighter aircraft, ay anim (For now, it is very unlikely that we will be able to acquire F-16s as our budget for (the MRF project) will only allow us to get two (if we will proceed). And if we will decide to acquire the Gripen, the Swedish-made fighter aircraft, (Saab JAS-39), we can get six),"
Lorenzana said in an online press briefing.

Fighter aircraft manufacturers do not normally advertise the prices of their jet fighters but it is known that F-16Vs, the specific jet fighter version the Philippines is looking to acquire, costs between USD12 million (around PHP598 million) to USD35 million (around PHP1.7 billion) each and depending on its configuration.


Lorenzana made this comment when asked whether the F-16 fighter aircraft is the top pick for the country's MRF program after pictures of him trying its simulator during his visit to the United States last week appeared on social media.

"Alam ng mga Amerikano na iyong ang atin dahilan kung bakit tayo tumitingin sa iba (The Americans know of our reason and why we are still looking at other (aircraft manufacturers)," Lorenzana said.

He, however, admitted that the F-16 is a very good aircraft as even new or rookie pilots can operate and land it safely after some instructions as proven by his experience in the aircraft's simulator.

He said the only way the Philippines can acquire F-16 jet fighters is through a favorable "financing scheme" by the US.

If this will not happen, he said the Philippines has no choice but to look into the Gripen fighter aircraft.

The Swedish-made 'Gripen' is a light single-engine MRF capable of speeds up to Mach 2.0. It is armed with a 20mm automatic cannon and is capable of carrying a variety of rockets, bombs, missiles, and surveillance equipment.

Meanwhile, the American F-16V has a top speed of Mach 2.0, can also carry an assortment of bombs and missiles and sensors, and is armed with a 20mm cannon.

The MRF is part of Horizon Two of the Armed Forces of the Philippines Modernization Program slated for 2018 to 2022, which aims to acquire more equipment for external defense.

Any aircraft that will be selected must be able to integrate with existing radar systems that have a range of around 250 nautical miles.

Once these MRFs are acquired, the Philippine Air Force (PAF), with the help of these radar systems, can be deployed to determine whether the aircraft flying in Philippine airspace is friendly or hostile.

These proposed MRFs are expected to augment the existing fleet of 12 South Korean-made Mach 1.5 capable FA-50PH jet aircraft acquired from 2015 to 2017 by the PAF as its first supersonic aircraft after the decommissioning its Northrop F-5 "Tiger" jet fighters in 2005.

The Department of National Defense (DND) is now coordinating with Japan to get more details on its advisory on possible terror attacks in six countries in Southeast Asia, including the Philippines.

In an online press briefing Thursday, Defense Secretary Delfin Lorenzana said they have yet to get a response from Japan's defense attaché at its embassy in Manila regarding their request for information on the matter.

"Kailangan malaman natin yung mga details ng sinasabi niyang attack kasi, hindi naman tayo manghuhula kung anong ibig sabihin nyang tinatawag na attack, kung ano ang basehan nyan, saan galing yung report, kailangan nangyari yung report, sino ang kumuha, so napakaraming tanong ang dapat masagot nyan ng Japan (We need to get the details of the attack they are saying, we cannot just guess on what attack they are saying, what is their basis, and where they did they get the report, and when it happened, who took it, so we have a lot of questions which only Japan can answer),"
he added.


Earlier this week, Japan's Foreign Ministry issued an alert cautioning its citizens in Southeast Asia, particularly in the Philippines, Indonesia, Singapore, Malaysia, Thailand, and Myanmar, against possible terror attacks.

Lorenzana said he was surprised by Tokyo's advisory considering that the Philippines has a lot of experience in terrorist attacks compared to Japan.

He, meanwhile, added that troops are always on alert for terror attacks as the Philippines have been combating terrorists since the 1990s.

Lorenzana said the Armed Forces of the Philippines (AFP) has yet to see any indications of an imminent terror attack.

He added the AFP has intensified monitoring and intelligence gathering activities against terrorist groups known to be operating in the country.

"Alam naman natin kung nasaan sila, dyan sa Basilan, Jolo, BARMM (Bangsamoro Autonomous Region in Muslim Mindanao) yung BARMM region na yan, nandyan yung mga na pwedeng gumawa ng terror act, so yung lang wala naman tayong nakikitang ikakabahala natin, under control naman, yung pulis ay ganun din ang sinasabi wala naman silang nakikitang imminent attack dito sa atin. (We know where they are in hiding in Basilan, Jolo, and the BARMM. In the BARMM region, groups that could conduct terrorists are known to be there but we are still to see any activity that could cause concern. They are under control even the police are saying that they are still to detect any imminent attack)," Lorenzana said.

He was referring to members of the Abu Sayyaf, Bangsamoro Islamic Freedom Fighters, and the Jemaah Islamiyah.

Lorenzana said the intelligence community has yet to detect the presence of foreign terrorists operating in the country.
