SAN MARIANO, Isabela — Five suspected New People’s Army rebels and a militiaman surrendered with their weapons to the Philippine Army’s 95th Infantry Battalion and police on Thursday here, a belated military report said on Saturday.

The rebels were identified only by their aliases and former units. The report identified Ka Onyok, 25, Squad Uno team leader; Ka Eugene, 55, Squad Tres team leader; Ka Jun-jun, 30; Ka Jeffrey, 24; Ka Jeffrey, 30; and Ka Merson, 30, all New People’s Army rebels belonging to the Regional Sentro De Gravidad (RSDG)-Komiteng Rehiyon-Cagayan Valley (KR-CV), and Ka Bad Boy, 56, a sympathizer and alleged member of the Militia ng Bayan in the province.

The alleged rebels surrendered an M-653 rifle, an M-14 rifle and two M-16 rifles, a caliber .38 revolver, 12 improvised explosive devices (IEDs), five magazines for an M-14 rifle, 100 rounds of 7.62 bullets, and a bandolier.


Major General Laurence Mina, 5th Infantry Division commander, lauded the rebel returnees “for taking the right decision to give up armed struggle and embrace the opportunity to live a peaceful and meaningful life with their loved ones.”

MAGUINDANAO, Philippines — The military collected Friday 42 assorted firearms from sympathizers of the New People’s Army and the Dawlah Islamiya in Maitum and nearby towns in Sarangani province.


Major Gen. Juvymax Uy, commander of the Army’s 6th Infantry Division, said Saturday the firearms were turned in by owners through the intercession of officials of the 38th Infantry Battalion and local leaders.


Maitum is a seaside town in Sarangani province, where there is presence of NPAs and members of the Dawlah Islamiya.

“It took time for the 38th IB and local executives to make the owners of the firearms realize that there is nothing good in supporting the two groups. We are happy that their efforts gained breakthrough,” Uy told reporters Saturday via online Messenger.

Many of the villagers who turned in unlicensed firearms are supporters of the NPA’s self-styled Militia ng Bayan under the group’s Far South Mindanao Region Command.

A number of them are confessed supporters of the Dawlah Islamiya, operating in the fashion of the Islamic State of Iraq and Syria, blamed for all deadly bomb attacks in central Mindanao since 2014.

There are two groups using the Dawlah Islamiya’s banner, the Ansa’r Kilafah Philippines and the Bangsamoro Islamic Freedom Fighters, both espousing hatred for non-Muslims.

Uy said the firearms collected by the 38th IB are now kept in its battalion headquarters in Maasim town also in Sarangani province.

A former part-time religious teacher and housewife in Singapore was detained in April this year for planning to Syria to join Islamic State (IS) group. In August last year, she was found to have been radicalised by her Malaysian husband and supported his intention to travel together along with their two children to join IS.

While her husband was arrested and deported back to Malaysia, she was placed under Restriction Order (RO) which she was subjected to certain restrictions such as seeking permission to travel abroad instead of being detained. Since being subjected to RO, she remains entrenched in her radical beliefs and persisted in communicating with IS overseas supporters online. She also refused to make any genuine effort to participate in rehabilitation programme.

This is not a new case where women are influenced by radical ideology in Singapore. Prior to this, several other women had been arrested and detained for supporting terror groups.

A WORRYING TREND

As we celebrate women’s multi-faceted roles across societies in many areas today, there are still a handful of women who are being influenced by violent extremist ideologies. There is a growing trend of radicalisation amongst Muslim women locally and globally.

Earlier this year, nine women suspected of plotting to blow up military targets in southern Philippines were arrested. Security forces seized bomb-making equipments in their houses. The women were also accused of channeling financial and logistical assistance to the Abu Sayyaf group. Three of them are the children of former Abu Sayyaf leader, Hatib Hajan Sawadjaan, who is accused of planning the deadly attack on Jolo Cathedral in 2019 which left 20 people killed and at least 100 injured.

Indonesia in recent years witnessed an increasing number of women become involved in violent attacks across the archipelago. Two attacks in Makassar and Jakarta earlier this year involved two women appeared to be inspired by IS. In Singapore, at least 24 women in have been radicalised since 2015. Most of them were arrested and detained for showing their support for IS.

THE INFLUENCE OF IS PROPAGANDA

Violent extremist narratives like IS propaganda is highly appealing and able to attract the attention of many regardless of their background including women. Despite losing the physical territories on the battle front, the main strength of IS lies in the spreading of its narratives in the virtual world including websites, chat groups, forums and social media. The internet and social media remain as main platforms for IS to reach out to a wider audience. This is done in such a sophisticated and appealing way. The messaging conveyed is targeted directly at Muslim women at all levels.

The use of social media websites is used by IS as one of the methods not only to radicalise but also to recruit new members. Recruitment and the process of radicalisation on social media have led to changes in the traditional role played by women in the issue of terrorism. Previously, women’s participation in IS revolves in the form of domestic support such as educating and grooming next generation of fighters and did not involved taking up arms.

Today, they play a variety of roles including online recruitment, raising funds online for operations and even taking part in suicide attacks. By expanding the role of women beyond domestic duties, IS certainly view women as equally important that of its male combatant. In fact, IS continue to spread narratives which claim that women involvement is also a jihad and sacrifice on the religious side that promises godly rewards.

WOMEN AS FIRST LINE OF DEFENCE

Despite the increasing trends of women getting radicalised by terrorist propaganda, it does not discount their role from being involved in the fight against terrorism. In fact, women play a huge role in the fight against terrorism and radicalisation, Women, especially mothers and wives are known to be key agencies in helping to prevent the process of radicalisation from occurring in the family. They should be the first responders in sensing suspicious behaviours among family members.

Among the main roles that women play is to protect family members, especially their husbands and children from getting caught up in the process of radicalisation. They ought to protect their husbands and children by giving words of advice and prevent them from falling prey to terrorist propaganda. This includes reporting about the misconduct of their family members to the authorities if deemed necessary.

The role of women as the foundation of the family structure needs to be strengthened. Women as wives and mothers, typically have intimate knowledge of their immediate family members. They are able to detect any changes in attitude or behavior. In summary, women play a major role in preventing the process of radicalisation if they:

(1) always on the lookout for suspicious behaviour of their family members

(2) be aware of the tell tale signs of a radicalised individual

(3) seek help from accredited institutions and share their concerns

(4) report to the authorities if the advice and warnings that have been given to them previously do not yield positive results.

THE ROLE OF WOMEN

In general, women have a role to play in fostering an environment that rejects any adherence to extremist ideology or support for terrorist activities. They play an important role in encouraging their children to adopt positive attitudes and values ​​such as tolerance, forgiveness, mutual respect for each other regardless of religion and race.

By doing so, parents can reduce the risk of their children becoming radicalised by cultivating the nature of understanding, respect and even tolerance towards fellow human beings. Indirectly, this can strengthen their children’s resilience from being influenced by extremist narratives.

As mothers as well as fathers, they should also constantly monitor their children’s online activities and explain to children about the dangers of radical ideology that is rampant in the online world.

CONCLUSION

Women play a huge role in the formation and development of families and communities.

The great role that has been played by the wives of the Prophet Muhammad and the companions in supporting Islamic religious activities led to the formation of an early Islamic nation in Medina.

Due to the high regards of women in Islam and also the nature of gentleness that God has created in them, women have a huge role in bringing peace to the world and not the other way around.

The trend of women becoming radicalised in societies today is something of great concern. It should be addressed even more seriously with effective and long term strategy.

Hopefully with this awareness, we will be able to produce a generation of women who are key advocates of peace and can play an important role in the ongoing efforts against terrorism and extremism.

THE military has launched an operation to run after a group of communist rebels who burned heavy equipment in Surigao del Norte Wednesday.

Based on the report, the rebels who were behind the burning of the heavy equipment were members of the Guerilla Front 16 of North Eastern Mindanao Regional Committee led by Gelan Ybanez Alias Sanjo.


Billhill Construction owned the equipment which it was using in the ongoing road rehabilitation and concreting project along Surigao Del Norte West coastal road.

Members of the 29th Infantry Battalion were the ones pursuing the group as the military said the incident was a violation of the rule of law and of the International Humanitarian Law.

42 guns seized in Sarangani town

SOLDIERS of 38th Infantry Battalion seized 42 firearms in an operation in Maitum, Sarangani Thursday.

Lt. Gen. Corleto Vinluan, Jr., commander of Western Mindanao Command, said the soldiers were conducting operations in Barangays Batian and Zion where they seized the firearms, homemade shotguns.

Colonel Eduardo Gubat, 603rd Infantry Brigade commander, theorized that the firearms were from members of the “Militiang Bayan” under Platoon West, Guerilla Front Musa, Far South Mindanao Region of the New People’s Army.


“Our troops are currently conducting dialogue with the villagers so that they will not anymore be deceived,” Gubat said as the firearms were brought to the headquarters of the soldiers inKamanga, Maasim, Sarangani.

North Cotabato Governor Nancy Catamco on Friday lauded 70 former communist rebels who are now ready for reintegration into mainstream society after completing their 15-day deradicalization program.

“I am happy that you have survived. May you live normal and productive lives hence,” Catamco said in a statement released to media.

After completing the 15-day program on June 28, they stayed for several days at the headquarters of the Army's 72nd Infantry Battalion (72IB) for the processing of their certificates and benefits before returning to their respective families.

The former rebels once operated in the areas covered by the 72IB, the maneuver unit of the 10th Infantry Division. These areas include Magpet, President Roxas, Antipas, and Kidapawan City in the province.


“Now, your mission is primarily to facilitate sustainable peace in your communities,” Catamco told the former NPA fighters in the same statement.

She said she was emotional after learning from military reports that 98 percent of the NPA recruits belonged to the indigenous peoples’ (IP) communities.

"As the first IP governor of North Cotabato, I am more concern(ed) on the welfare and future of the indigenous communities,” she said.

Catamco, who was also present during the recent graduation of the former rebels, said aside from certificates of completion, 57 graduates from North Cotabato received a total cash of PHP855,000.

The 13 other rebels will receive cash from Bukidnon’s provincial government.

“Each received PHP15,000 cash as startup capital for whatever income-generating project they will engage in and grocery items plus rice,” she said.

A certain alias Diwata, 30, who joined the communist organization when she was 16, said the deradicalization program had taught her that turning against the government is wrong.

“I came to realize that no matter how the revolution tries, it will not succeed against the government. It is better we join the government so peace can be attained for us,” she said in the vernacular.

In a separate statement, Brig. Gen. Potenciano Camba, 1002nd Infantry Brigade commander, also lauded the former rebels for choosing the right path by rejoining the mainstream.

“The government loves you. Always bear that in mind and be an inspiration of hope in your communities,” Camba said.

The deradicalization program for former communist rebels is under the National Task Force to End Local Communist Armed Conflict, a whole-of-nation approach aimed at bringing the communist rebels to the mainstream by extending government services to them through various government agencies.

The Communist Party of the Philippines, together with the NPA being its armed wing, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Police Regional Office in Caraga (PRO-13) has warned its personnel to be on alert in the wake of a new threat by the communist New People’s Army (NPA) rebels in the area.

The warning came after PRO-13 received information from individuals on the NPA plan to attack police personnel even in their residences.

In a statement Saturday, PRO-13 Director Brig. Gen. Romeo Caramat Jr. told the police personnel to take precautionary measures and intensify intelligence gathering to monitor the movements of the NPA insurgents in their respective areas of responsibility.


“The NPA movement is now affected by the series of surrenders of their members and supporters. They attacked and destroyed equipment and businesses due to their failure to extract money extortions,” Caramat said.

He added that the recent attacks made by the NPA were to show the public that they are still intact and powerful.

“These are all for the shows because, in reality, the NPA rebels are now slowing down due to the withdrawal of support of their mass organizations,” Caramat said.

The remaining guerrillas are also experiencing hardships and hunger due to the difficulties they encounter in securing food and other needs due to the pandemic, he added.

“With the grueling situation they face, our informants said that the NPA rebels are now eyeing soft targets to inflict damages in urban centers through their special units. The insurgents are also planning to sabotage and attack vital infrastructure and installations in the region,” he said.

He added that as a countermeasure, the different police stations and units in Caraga are ordered to intensify their coordination with the other security sectors, particularly with the Armed Forces of the Philippines.

He also told the communities to continue their support to the Philippine National Police by providing information on the activities and presence of the insurgents.

“Together, we can defeat the terroristic activities of the NPA rebels and end the violence they inflict for years to the people and their communities,” Caramat said.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand.
