Duterte ended yesterday his yearlong charade of “VFA termination.” After all the drama of standing for “an independent foreign policy,” Duterte revealed what he wanted all along: more bombs and more guns.

In exchange, he declared that America is “free to advance their troops on our land,” one of the most honest declaration of all the pimps who have masqueraded as presidents and sold the country’s national freedom for American dollars. All of Duterte’s pretensions of being “non-aligned” are now completely stripped away.

Duterte publicly revealed himself as a true-blue pro-America amid plans of the US to more aggressively use its overseas military force to “defend its interests” against its rising rival China. Getting signals from Sec. Lorenzana and the US yes-men in the AFP, Duterte is now openly siding with US and allowing it to use the Philippines as a military base of US overseas forces.

The Filipino people must stand up and oppose Duterte’s pimping of the country’s sovereignty in exchange for more weapons to train and use against his critics and all who stand against his tyranny.

They must demand the complete abrogation not only of the Visiting Forces Agreement (VFA) but also of the Mutual Defense Treaty (MDT) and the Enhanced Defense Cooperation Agreement (EDCA) and other one-sided military agreements which give US military forces extraterritorial rights in the Philippines and trample on Philippine sovereignty.

We urge the American people to call out the Biden government and to cease aligning itself with Duterte’s tyrannical regime and supporting it with arms that are being used in oppressing the people in exchange for securing US imperialists geopolitical and economic interests.

Naninindigan kami na ang ₱16.4 bilyong pondo ng Barangay Development Program (BDP) ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) ay walang dili’t pork barrel ng militar. At tulad ng pork barrel sa kongreso, ang BDP ay pupulpugin ng korapsyon sa porma ng kikbak sa mga proyektong imprastruktura ng gubyerno na ibubulsa kapwa ng mga local na upisyal ng gubyerno at upisyal ng militar sa pakikibagsabwatan sa mga kontraktor.

Tulad nang nauna naming nabanggit, ang programang ito, na gagamitin para akitin ang masang magsasaka na huwag nang suportahan ang Bagong Hukbong Bayan ay hindi hindi tumutugon sa pundamental na problema ng kawalan ng lupa na siyang dahilan ng armadong pakikibaka ng uring magsasaka. Ang malawakang kahirapan, kagutuman, pang-aapi at pagsasamantala sa kanayunan ay nag-uugat lahat sa usapin ng monopolyong pag-aari sa lupa. Kabilang dito ang mga problema tulad ng mapang-aping upa sa lupa, labis-labis na patubo sa utang, sobrang pagpepresyo sa mga kagamitang pansaka, pangangamkam sa lupa at pagpapalayas at panghihimasok sa lupang ninuno ng minoryang mamamayan.

Ni isa sa mga usaping ito ay hindi tinutugunan ng NTF-ELCAC. Batay sa pahayag ni National Security Adviser Hermogenes Esperon, ang pondo ng BDP ay mapupunta sa konstruksyon ng mga daanan, pagtatayo ng eskwelahan, sistema ng patubig, sanitasyon, reporestasyon at sentrong pangkalusugan. Lilikhain lamang ng mga ito ang pang-ibabaw na ilusyon ng pagbabago ngunit hindi babaguhin sa saligan ang sosyoekonomikong kalagayan ng mamamayan.

Ang pagiging pork barrel ng BDP barrel ay makikita sa paghihimay sa ilang aspeto nito.

1. Malinaw na pinapaboran ng BDP ang Davao City na kung saan mayroong 82 barangay (o 9.97%) na nakalista sa naturang programa. Sunod sa Davao City, ang sampung prubinsya na may pinakamalalaking bilang ng barangay sa BDP ay Bukidnon, Davao de Oro, Agusan del Norte, Surigao del Norte, Surigao del Sur, Agusan del Sur, Iloilo, Misamis Oriental at North Cotabato. Bukod sa Iloilo, ang lahat ng ito ay nasa Mindanao.

Halos kalahati (49.9%) ng buong pondo ng BDP ay nahahati sa dalawang rehiyon, ang Rehiyon 11 at Rehiyon 13 (Caraga). Ang natirirang pondo ay hinati-hati sa natitirang 12 rehiyon.

2. Ayon sa NT-ELCAC, ang mga pondong ito ay ilalaan sa tinatawag na “nalinis” na mga barangay, mga barangay na wala na umanong presensya ng BHB. Ngunit hindi malinaw ang batayan ng pagtutukoy sa mga ito. Kung isasaalang-alang ang pabagu-pabagong katangian ng digma, ang presensya ng BHB sa isang barangay ay hindi palagian. Sa patuloy na lumalalim na suporta ng masa, nakalilipat ang BHB mula sa isang baryo tungo sa isa depende sa kalagayan at prayoridad nito.

Batay sa datos simula 2020, mayroong naitalang hindi bababa sa 100 armadong engkwentro sa 46 (5.3%) na barangay na kabilang na kabilang sa nakalista sa BDP ng NTF-ELCAC. Nagkaroon ng 21 insidente sa unang kwarto ng 2020, 35 sa Q2, 15 sa Q3 at 24 sa Q4 sa mga barangay na kabilang sa BDP. Mula simula ng taong ito, naganap ang apat na engkwentro sa hindi bababa sa apat na barangay na kabilang sa BDP, lahat ay sa Bukidnon, sa partikular sa Canangaan, Cabanglasan; Banlag, Valencia City; Mandahikan, Cabanglasan; and Palacapao, Quezon.

Dagdag pang indikasyon ng kwestyunableng paraan ng pagtutukoy kung alin ang “nalinis” na barangay, 9 sa 16 na barangay sa Quezon na nakalista sa BDP ng NTF-ELCAC ay isinailalim sa ilang araw na malawakang operasyong militar noong Pebrero 5, matapos ang armadong engkwentrong naganap sa Catanauan, Quezon.

3. Pantay-pantay na distribusyon sa hindi pantay na pangangailangan. Sinasabi ng NTF-ELCAC na ang listahan ng BDP ay “masinop” na binuo ng mga upisyal ng gubyerno batay sa pangangailangan ng mga barangay. Pero ang pantay-pantay na pamamahagi ng ₱20 milyon kada isa ay nagbubunyag na wala talagang pagtatasa sa partikular na pangangailangan ng mga makatatanggap nito at ang halagang ito ay para lamang mabigyan ng pantay na kikbak ang mga lokal na upisyal. Siguradong ang pangangailangan ng isang barangay ay hindi katulad ng iba pa.

Kung ikukunsidera ang laki ng populasyon ng bawat barangay, mabilis na makikitang walang tunay na plano sa pamamahagi ng ₱20 million sa mga ito. Gamit ang datos ng sensus noong 2015, makikitang iba-iba ang populasyon ng bawat barangay sa listahan, mula 110 sa Barangay Minanga, Rizal, Cagayan; hanggang 43,758 sa Barangay Cabantian, Davao City. Resulta nito, mayroong malaking agwat sa distribusyong per capita ng pondo ng BDP mula ₱457.05 sa pinakamalaking barangay hanggang ₱181,818.18 sa pinakamaliit na barangay.

4. Sinasabi ng NTF-ELCAC na hindi bababa sa 15% ng pondo ng BDP ay mapupunta sa pagtatayo ng mga eskwelahan (o ₱3 million kada barangay). Pero kung gagamitin ang datos ng Department of Education noong 2018, natukoy namin na sa 822 barangay na nasa listahan ng BDP ng NTF-ELCAC, hindi bababa sa 26% o 216 na barangay ang mayroon nang kahit isang paaralan sa kanilang barangay. Sa kabuuan, mayroong 346 na paaralan sa mga barangay na ito.

Sa Rehiyon 11, kung saan nabigay na ang unang bugso ng ₱4.3 bilyong pondo para sa BDP, 89 sa mga barangay dito ay mayroon nang paaralan. Kabilang dito ang 9 na paaralan sa Malabog, Davao City; 6 na paaralan sa Colosas, Davao City; tig-5 paaralan sa Barangay Kingking, Pantukan, at mga Barangay Tamugan at Malamba sa Davao City; ay 4 na paaralan sa Suawan, Davao City. Dagdag pa, sa naturang listahan ng mga barangay sa Rehiyon XI, mayroong 13 barangay na may hindi bababa sa tig-3 paaralan; 18 barangay na mayroong tig-2 paaralan, at 52 barangay na may tig-1 paaralan.

Sa 82 barangay na kabilang sa BDP sa Davao City, 70 (o 85%) ay mayroon nang paaralan, kung saan may 65 baranagay na mayroong tig-1 hanggang 3 paaralan, at 4 na barangay na mayroong hanggang 2 paaralan at isang barangay na mayroong 9 na paaralan.

Maaari pa nating himayin ang BDP at suriin ang iba pa nitong aspeto. Ngunit ang naturang apat na obserbasyon ay sapat na para isiwalat ang kasinungalingan at panlilinlang ng NTF-ELCAC sa usapin ng ₱16.4 bilyong pork barrel nito.

The Party adds its voice to the widespread denunciation of the horrific police raid earlier today against the Lumad bakwit school in the University of San Carlos (USC) Talamban Campus in Cebu City where 21 Lumad students, two Lumad elders and two teachers were manhandled and forcibly taken by the Duterte regime’s fascist thugs.

The CPP condemns the PNP for trampling on the Lumad children’s rights with utter contempt of the sanctuary provided them by the university campus. With the USC police raid, the UP campus shelter of the Lumad children are now also under threat.

The CPP condemns the NTF-ELCAC which undoubtedly is behind this monstrosity. The Lumads and their community schools have long been targeted by the AFP and the NTF-ELCAC for teaching their children how to love and defend their ancestral land and culture.

We also hold the NTF-ELCAC responsible for massacre of the Tumanduk people in Capiz last December 30 where nine of their leaders were murdered in their own homes. The NTF-ELCAC is also responsible for the torture and detention of two Aeta farmers from Zambales and the military oppression against their communities. The Igorot people are also under incessant attacks for standing to defend their land.

The Lumad people of Mindanao and other minority groups across the country are being punished by the Duterte fascist regime for not bowing to the armed might of the military, police and paramilitary monsters that have caused the masses untold suffering. For years now, their communities have stood firm against the government’s plans to allow big mining companies and agribusiness, dams, energy, ecotourism and other big capitalist firms to take over and plunder their ancestral lands.

The Party and all revolutionary forces join in demanding the immediate release of the Lumad children, their teachers and elders collectively known as the Lumad 25. We enjoin the Filipino people to voice out their protest against this latest attack against their democratic rights. Duterte’s military and police forces are set on carrying out more brutalities having been emboldened by the Anti-Terror Law and as the ruling Duterte clique aims to paralyze all those who will resist his scheme to perpetuate his dynasty in power.

The oppressors of the Lumad people will be made to pay. The Party and the New People’s Army (NPA) will do everything to avenge and attain justice for the Lumad people, the Tumanduks, the Aetas and the rest of the minority peoples, the workers, peasants and other democratic classes and sectors.

The fascist criminals will be punished.

For some days now, tyrant Duterte has continued “entreating the CPP-NPA not to disrupt the distribution of vaccines to farflung areas”, airing this out nationally through broadcast and social media. This is just another dirty and slanderous propaganda of autocrat Duterte to deflect the call of the Communist Party of the Philippines (CPP) to “the Filipino people to get Covid-19 vaccination and raise the demand for free vaccines to all”.

It is also a part of tyrant Duterte’s lie to parry the truth proclaimed by Comrade Marco L. Valbuena, the CPP Information Officer, who has told the Filipino people that “the NTF-ELCAC’s P16.4 billion Barangay Development Program does not address the basic economic needs of the people but is just pork barrel on steroids, and will only go to the pockets of contractors, government officials and the active and former officers of the AFP”. The Christians for National Liberation (CNL) here in Northern Luzon joins the CPP in calling the Filipino people to demand the end of the NTF-ELCAC and the use of the people’s money for the free inoculation of the Filipino masses, especially the health personnel, and the exploited and oppressed masses of workers, peasants, fisherfolks, urban poor and national minorities.

In particular, the CNL-NL is calling the local government units (LGUs) in the Cordillera to demand the AFP-PNP to end the NTF-ELCAC, and stop aerial bombings and helicopter machinegun strafings of the national minority territories. A total of thirty-nine (39) bombs have already been dropped; and the national minorities in the municipalities of Malibcong, Lacub and Tubo in Abra, and Besao in Mountain Province are pleading to stop bombing their ancestral territories. They accuse that their territories have been bombed by the reactionary and fascist armed forces as their shameless response to the defeat of the AFP-PNP in the three (3) tactical offensives launched by the Agustin Begnalen Command, NPA-Abra last January 4 in Malibcong and January 22 in Tubo, resulting to 16 fatalities of the fascist troops (11 KIA and 5 WIA) with no casualty on the side of the Red army.

For three (3) successive days from January 5 to 7, bomber planes dropped twenty-three (23) bombs in the forests and production areas of Barangays Pacgued and Mataragan in Malibcong and of Sitio Sap-al in Barangay Buneg in Lacub.

Then on January 24 and 25, fourteen (14) bombs were dropped in the hunting grounds and forested boundaries of Tubo and Besao. And just very recently last February 11, a bomber plane dropped 2 bombs and a helicopter strafed four (4) times the forested areas and hunting grounds of the Agawa tribe in Besao. Up to the present, joint combat and focused military operations are still being launched by the 54 1B, SAF, RMF and the 69 IB in the six (6) municipalities of Tubo in Abra; Besao, Sagada, Bauko and Tadian in Mountain Province; and Quirino in Ilocos Sur.

We vehemently condemn these aerial bombings as clear violations of the rules of war declared in the International Humanitarian Law. These aerial bombings have damaged the environment, hunting grounds, pastoral lands, production areas and upland farms of national minorities. These terror military campaigns, machinegun strafings and the combat and focused military operations of the fascist reactionary forces have caused psychosocial distress among the masses and great disturbance to the livelihood of national minorities amidst the continuing health and economic crises due to Covid-19 pandemic and Duterte’s tyranny.

We, therefore, call on the Filipino people to continue various forms of massive protest actions for the dismantling of the NTF-ELCAC because this satanic military instrument will surely fail and will never resolve the root causes of the armed conflict. The dismantling of this extremely vicious NTF-ELCAC has to be done so that the taxes of the people, uselessly spent by the pro-U.S. imperialist and fascist AFP-PNP for their anti-people NTF-ELCAC activities, would be used for the development of the agrarian reform, and for free health services and free education of the Filipino people, especially for the families of workers, peasants, urban poor, fishermen, national minorities, and informal employees. And for peace, justice and human rights to reign in the Philippines, we also call for the repeal of the ATA of 2020.

Furthermore, we call on the Filipino people to actively participate in the oust tyrant Duterte movement so that a new president, who would be willing to establish a patriotic and democratic government, would take over and resume the national peace negotiations between the GRP and the NDFP for the concrete resolution of the root roots of the more-than-a-half-a-century-old armed conflict. In relation to this, we call on the Congressmen and Senators, especially those who have faith in Christ the Redeemer, to help in the implementation of the already signed and approved peace agreements such as JASIG and CARHRIHL, and support the resumption of the national peace talks between the GRP and the NDFP peace negotiation panels in order to finalize CASER for the signature and approval of both panels and their respective principals, and draft and finalize agreements on political and constitutional reforms and on the end of hostilities between the AFP-PNP and NPA and the disposition of these forces.

Kabataang Makabayan stands with the Filipino masses who are enraged by the regime’s audacity to storm into an academic institution with military, paramilitary, and police personnel, brutalize Lumad students and teachers, illegally arrest them, and still call it a “rescue operation.”

The earlier raid of a Lumad bakwit school in the University of San Carlos (USC) Talamban Campus, wherein 21 lumad students were illegally arrested along with two Lumad elders and two Lumad teachers, is a continuation of the Duterte regime’s outright and incessant attack on national minorities who have continuously been at the forefront of the fight against human rights violations, land grabbing, and militarization in their communities.

During the past year, the fascist Duterte regime brought unrivaled terror to the countryside. Nine Moro peasants were killed by the PNP in North Cotabato, a Manobo tribe leader was decapitated in Magpet, Igorot communities suffered indiscriminate firing, harassment, and illegal arrests during the military’s prolonged occupation of their villages, Aetas in Zambales were tortured by the military’s 7th Infantry Division (7ID) and subsequently became the first to be charged under the Anti-Terror Act, and Tumandok leaders were massacred and others were arrested in Capiz. All the while, the Armed Forces of the Philippines (AFP) has continued bombing, intimidating, and exploiting Lumad communities in Mindanao.

Since the start of Duterte’s rule, 166 Lumad schools have been forcibly shut down and hundreds of thousands of communities have been left no choice but to evacuate because of intensified militarization. Plainly, the Lumad youth have long sought to flee from the clutches of the AFP and PNP.

How does the state expect the people to believe that they were there to rescue the same people their fascist butchers were out in the countryside to terrorize?

There is no sanctuary for human rights under the Duterte fascist regime.

This is a brazen assault not only against the rights of Lumad students, but also the academic integrity of the USC. Coming not long after the Department of National Defense’s (DND) pronouncements to cancel the UP-DND accord as well as other such agreements with different state universities and colleges, this displays how much the state is willing to abuse its power and trample on freedoms to ensure and strengthen its tyrannic rule.

Duterte is growing increasingly concerned about the consolidation of the people’s strength and sentiment. He wants, at all costs, to prevent the masses from waging bigger campaigns to protest the worsening economic situation and the regime’s lackluster band-aid solutions, coupled with a disastrous coronavirus pandemic response. Simply, it is Duterte’s worst nightmare realized should the youth and students storm their schools, colleges, and universities and flood the streets arm-in-arm with workers, peasants, and the national minority.

Make Duterte’s worst nightmare a reality!

The National Democratic Front – Negros joins the resounding call of the people to denounce the police raid of a Lumad Bakwit School in the University of San Carlos – Talamban Campus (USC-TC) in Cebu City earlier today.

Duterte regime proves once again that it has no heart as it continues to terrorize the Lumads as combined forces of the Police Regional Office 7 and the Department of Social Welfare and Development Region 7 manhandled and forcibly arrested 21 students, two teachers and two Lumad elders (datu).

The people are not easily fooled by the “rescue operation” narrative by state forces. State forces are once again over-reaching in their narrative that the Lumad students are training as future combatants. It is widely known that the intensified militarization of Lumad communities, incessant aerial bombings and escalating human rights violations forced the Lumads to evacuate from their homes in Mindanao and take shelter in other places – including the Bakwit School in USC-TC.

These same forces who “rescued” the Lumad students are the very ones who terrorized and wreaked havoc in their communities – including the closure of 178 Lumad schools. These are the very same bloodthirsty mercenary lapdogs of the Duterte regime who massacred Tumandok leaders in Capiz and tortured and arrested Aeta farmers in Zambales who were the first to be charged under the Anti-Terror Act.

We echo the resounding call of the people to immediately release the Lumad students, their teachers and their elders, collectively known as Lumad 25. Calls to stop the attacks on the Lumads and all indigenous people must be reverberated. Duterte must be held accountable for all his gruesome crimes against the indigenous people!

Ultimately, the people’s democratic revolution is the refuge of the indigenous people’s fight for self-determination and for peace based on justice.

“Following a heavy skirmish yesterday, troops of the Joint Task Force ZamPeLan successfully overran an enemy stronghold in the hinterlands of Barangay Bawang, Madamba, Lanao del Sur,” said Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command.

The military troops were conducting combat operations past ten in the morning, the same day when they encountered more or less 15 Daulah Islamiyah-Maute Group members. A fierce gun battle ensued which forced the enemies to disengage and hide in their foxholes.

“We deployed air and artillery troops to conduct assault forcing the enemies to abandon their position,” said Maj. Gen. Generoso Ponio, Commander of the Joint Task Force ZamPeLan.
 
The group then scattered for survival, abandoning their stronghold due to the intense ground and air support.
 
The intermittent firefight lasted for about six hours and 55 minutes.

No one from the government side was hurt during the encounter while the number of casualties from the enemy side is yet to be determined.
 
“Our troops were able to penetrate the enemy’s defensive line through timely and accurate supporting fires,” Maj. Gen. Ponio added.

The JTF ZamPeLan lauded valiant soldiers of the 1st Scout Ranger Battalion, 1st Field Artillery Battalion, and Tactical Operations Group-9 for the successful operation.
 
While scouring the area, troops discovered that the lair contains 20 foxholes and eight makeshift huts that can accommodate more or less 70 individuals. They also recovered assorted empty shells of 7.62mm linked, 40mm Grenade Launcher, and 5.56mm and Cal. 30 cartridges in the area. Blocking and pursuit operations continue.

“I commend the troops of the Joint Task Force ZamPeLan for this recent accomplishment,” said Lt. Gen. Vinluan, Jr.

“Rest assured that our intensified campaign against terrorism will not falter and we thank our partner stakeholders for their undying support to all our endeavors,” the commander added.

SIATON, Negros Oriental – Operating troops of the 11th Infantry (Lapu-Lapu) Battalion, Philippine Army engaged in an encounter with MOL six (6) NPA members believed to be remnants of Southeast Front, Komiteng Rehiyon Negros, Cebu, Bohol, and Siquijor (SEF, KR – NCBS) at Sitio Balaskan, Barangay Napacao, Siaton, Negros Oriental at about 6:00 AM of February 14, 2021 (Sunday).

The 11IB launched relentless Focused Military Operations (FMOs) as a response to the reports of some peace-loving and concerned residents on the armed group’s presence in the area.

The firefight lasted for about 15 minutes.

No casualty was reported on the government side, while an undetermined number of casualties from the terrorist side were reported following the bloodstains found in the withdrawal route.

Recovered from the encounter site were one (1) M16 rifle, one (1) caliber .45 pistol, one (1) Laptop, five (5) cellular phones, personal belongings, and subversive documents containing high intelligence value.

It can be recalled that elements of the 11th Infantry (Lapu-Lapu) Battalion, Philippine Army also encountered the said remnants of SEF, KR – NCBS at Sitio Libjo, Barangay Tayak, Siaton, Negros Oriental on Christmas eve, December 24, 2020 (Thursday), that resulted to the death of two (2) communist terrorist members – Ka George and Ka MJ.

Lieutenant Colonel Ramir Redosendo, Commanding officer of 11IB, stated, “I would like to express my gratitude to the community for providing timely information that led to the successful operation. Another win for the government forces and Negrosanon.”

“Your army in Negros Oriental is determined to end the local communist armed conflict in the province. We will continue to safeguard the people and the community against those who continue to pursue their twisted ideology and sow terror,” Ltc Redosendo added.

Voicing out loudly their sentiments against the NPA rebels, the IP community from the isolated far flung barangays of Salumping and Legodon all of Esperanza, Sultan Kudarat Province gathered on indignation rally last February 13, 2021 held in the covered court of Brgy. Legodon, Esperanza, Sultan Kudarat.

Among the participants were the affected tribes of Monobo-Dulangan communities from the mentioned barangays spearheaded by their chairmen which further supported by the PLGU-Sultan Kudarat; MLGU-Esperanza; Provincial NCIP; and the 7th Infantry Battalion of the AFP.

The said activity aimed to empower the IP communities, become resilient and be firm to denounce the encroachment of CTG decade influenced in their respective communities.

During the conduct of the rally, affected IPs expressed their sentiments and grieves on the continuous exploitation, deception and recruitment of the NPA terrorist among their tribes victimizing IP members in the isolated communities.

On the other hand, IP leaders from the said barangays conveyed their sincere gratitude to the efforts of the provincial government of Sultan Kudarat and to the AFP as well in protecting IP communities at the far flung areas as manifested during the implementation of full military operations on last quarter of CY 2020.

Lt. Col. Rommel Valencia, commanding officer of 7IB said, “It is our mandate to protect your community. Let us work hand-in-hand to achieve peaceful community and we will further synergize our efforts together with the local government units and agencies to build a resilient IP community, free from the influenced of CTG”.

Meanwhile, Brig. Gen. Roy M. Galido, commander, 601st Infantry Brigade lauded the efforts of PLGU-Sultan Kudarat, MLGU-Esperanza and the 7IB as well on their endeavour to insulate the minorities in the province especially in the far flung areas against the deceptive strategy of the NPA

Major General Juvymax R. Uy, commander of the Joint Task Force Central and 6th Infantry Division, said that the success of the government’s campaign against extremism cannot be achieved without the cooperation of the government and stakeholders. The indignation rally held by the IP Community proves that they no longer want to be deceived by the said terrorist group, especially their youth.

“The hope of the nation is our youth. So let’s not let their dreams in life be hindered because of the recruitment of communist terrorist group”, Maj. Gen. Uy recalled.Further, the program ends by burning of CTG flag as a symbol of condemning the different atrocities of the NPA rebels.

MADALUM, Lanao del Sur — The military addresses security concerns of residents during a community gathering at Barangay Tongan Tongan morning of February 14, 2021.

103rd Infantry Brigade CMO Officer Major Palawan D Miondas led the lecture on Preventing and Countering Violent Extremism. He also discussed the concept of haram, halal, and jihad. He gained his sultanate in 2019.

Meanwhile, Former Rebels shared their hardships.



They also conducted a symbolic flag-burning ceremony. This signifies their contempt against terrorists.

12th Civil-Military Operations Battalion Commander Lieutenant Colonel Rey David Taqueban gave an inspiring speech about unity and peace.



“We must always think that development comes with peace,” said Lt Col Taqueban.

He added, “Without peace, we cannot reach our goals.”

Meanwhile, the 12CMOBn conducted Psychosocial Intervention and guerilla theater.

The 51st Infantry Battalion also participated in the activity. JCI Iligan Dayang Dayang and the local authorities also played a role in the event.

SAGAY CITY, Negros Occidental — The Army’s 79th Infantry (Masaligan) Battalion celebrated Valentine’s day through a medical mission and outreach activity to the local populace of Brgy San Fernando, Talisay City, Negros Occidental on Sunday, February 14, 2021.

The said medical mission and outreach program was in partnership with the Provincial Health Office of Negros Occidental, Local Government Unit (LGU) of Talisay City headed by Mayor Jesus Antonio “Neil” Lizares III represented by Executive Assistants Jerome Bagtas and Nicolai Jalandoni with Hon. Dan Tribaco, Sangguniang Panglungsod member; 1st NOCPMFC personnel headed by Police Lieutenant Colonel Nazer Canja; Talisay CPS headed by Police Major Jigger C Gimeno; PNP SAF-6th SAB; 5th Air Reserve Center; Felix G Yusay Foundation; Amity Volunteer Fire Brigade, Bacolod Eagles Club; Kindness Bakery – St Ezekiel Moreno Monastery; Youth for Peace Movement- Northern Negros Chapter headed by Mr. Eric Mariposa; Ms. Katrina Ylosorio and Ms. Banessa Oloroso of Eco-vengers Silay, Ms. Sharmaigne Baquiano of Terramedic Inc.; Dr. Michael Braun, General Practitioner; Dra. Yna Paez, Paez Medical Clinic; and Dr. Mon Gonzaga of Bago City Hospital. The activity was hosted by the Brgy Council of San Fernando headed by Brgy Captain Rogelio Parreñas.

A total of 135 local residents of Brgy San Fernando benefited the medical consultation with free medicines, massage and haircut.

After the activity, local residents also received food packs from the Local Government of Talisay and different donors/stakeholders.

Hon. Rogelio Parreñas, Brgy Captain of San Fernando expressed his gratitude to the Philippine Army, the Talisay LGU and the concerned stakeholders for choosing their barangay as recipient of the activity.

The locals also appreciated the efforts made by the Philippine Army and PNP and praised the doctors for their help.

Meanwhile, Lieutenant Colonel Gerard T Alvaran, Commanding Officer said, “the activity is one of our way of expressing love to the community. The Philippine Army and PNP in collaboration with the LGUs will continue to extend social services to the people and community and sustain the peace and development effort in order to finally end the local communist armed conflict.

“We hope that through these efforts we would be able to give love in a more meaningful way,” Lt.Col Alvaran added.

February 13, 2021, Kuta Heneral Teodulfo Bautista, Jolo, Sulu – Forces from the Philippine Army, Air Force and Navy under the Joint Task Force-Sulu launched its massive Joint Training Exercise (JTX) dubbed “LUPAHSUG 01-2021” today, in an effort to further enhance our interoperability and strengthen their camaraderie as they fight against terrorism in Mindanao.

Saturday morning, MGen William N Gonzales officially declared JTX LUPAHSUG 01-2021 open in the presence of Army, Air Force, and Navy officers who will participate in the massive military exercise until 19 February 2021.

According to MGen Gonzales, the JTX was conceptualized even before the JTF-Sulu’s successful interdiction operation called Perfect Storm 2 that led to the neutralization of key Abu Sayyaf Group member on November 3,2020.

“I am very proud of the JTF- Sulu’s notable achievements. Our brave men and women who steered the Perfect Storm operation were able to bring down the terrorists and prevented them from conducting kidnapping activities and other atrocities in northern Mindanao. These accomplishments demonstrate how our collaboration is significantly weakening the terrorists. It also reminds us that we should always gear up and remain focused on our mission, which is to ultimately obliterate the Abu Sayyaff Group and other terrorist groups that continue to threaten our security as a nation.”

“So for the following days, through this Joint Training Exercise, let us concentrate on how we can further synchronize our capabilities. While we recognize our cultural and organizational diversities, we should work as one strong JTF-Sulu. Through this exercise I expect that we will be able to close the land-air-sea gaps, develop solid camaraderie, and together, defeat the scourge of terrorism and usher in lasting peace and development into Sulu” MGen Gonzales added.

The ceremony, and the joint planning that followed, was attended by 11th Infantry Assistant Division Commander BGen Manuel V Sequitin, LUPAHSUG Exercise Director Col Emmanuel L Mariano, 11th Infantry Division Brigade Commanders including 1102nd Brigade Commander Col Benjamin G Batara Jr, NTGS / 4th Marine Brigade Commander Col Hernanie S Songano, Boat Attack Division Commander Cdr Philip Edward Lamug and Tactical Operations Group Sulu Tawi-Tawi (Air Force unit in Sulu) represented by 1Lt Ralph Adrian V Salvacion, Commanders of Special Operations Forces (Ranger and Special Forces), and the officers of 906th Ready Reserve Battalion.

CAMP HERNANDEZ, Dingle, Iloilo—The Army’s 301st Infantry (BAYANIHAN) Brigade, 3ID, celebrate its 38th Founding Anniversary on 11 February 2021 at Headquarters 301BDE, Camp Adriano Hernandez, Dingle, Iloilo.

This years’ anniversary celebration carried the theme “301BDE @ 38: Providing the Strongest Link for Peace and Security in Panay and Guimaras Islands.”

In an austere celebration, the 301st Infantry Brigade commemorated its milestone in serving and securing the Filipino People, especially in Panay and Guimaras Islands, engaging major stakeholders, churches and university leaders and supporting development efforts of the government.

One of the highlights of the event is the giving of awards to all deserving personnel of the brigade for their outstanding contributions to the accomplishment of the unit’s mission. The donning of rank to the newly promoted officer was also conducted during the celebration.

BGen Marion R Sison, the Brigade Commander, congratulated all the Bayanihan troopers for hurdling the whole year with unseen challenges like COVID-19 pandemic and wholeheartedly working for peace and security in Panay and Guimaras Islands.

MGen Eric C Vinoya, Commander of the 3rd Infantry (Spearhead) Division graced the occasion as the Guest of Honor and Speaker.

In his message, MGen Vinoya urged all the men and women of Bayanihan Brigade to set the example and served as a source of national pride and inspiration for the rest of the people of Panay and Guimaras islands to be determined to attain goals, solidarity and work continuously towards our nation’s progress.

CAUAYAN, Negros Occidental – Sipalay Local Chief Executives declare the communist terrorist group persona-non-grata in support of the implementation of Executive Order no. 70 on Friday, February 12, 2021, at Brgy Montilla Gil, Covered Court, Sipalay City, Negros Occidental.

The activity was facilitated by the 15th Infantry (Molave Warrior) Battalion through the support and collaboration of Sipalay City Government headed by Mayor Maria Gina Lizares.

A total of 145 individuals participated in the activity, composed of all Barangay Captains, Barangay Councils, and SK chairmen.

The program was highlighted by the peace parade, insurgency and Anti-terrorism law awareness, and Persona-Non Grata tarpaulin distribution to every barangay. These strengthen the understanding of the Anti-terror law of 2020 or RA 11479 and the campaign against insurgency.

The collaborative effort of this program was participated by various local, provincial, and regional government agencies.

The Barangay Officials were reminded of their duties and responsibilities to ensure the realization and operationalization of the Barangay Task force to End the Local Communist Armed Conflict (ELCAC).

All 17 barangays of Sipalay City have passed a resolution to declare the Communist Terrorist Group members as Persona-non Grata in their respective areas. This signifies their commitment in preventing and removing the spear of CTG influence in their communities.

Lt. Col Erwin Cariño, Commanding Officer, 15IB, said that “The activity is a good start of devoting ourselves to being exemplars of peace and development. Declaring the CPP-NPA-NDF as Persona-Non-Grata to the public is a bold move in eradicating and totally preventing CTG influence in the city. It lifted our resolve and ensured everyone’s commitment in fighting and ending the Local Communist Armed Conflict.”

“It’s time to shift our mindset and behavior as we cannot be afraid of this menace in the society. We need to stand-up in this fight against terrorism and work together to ensure the protection of our communities and the Sipalaynon’s,” Cariño added.

Colonel Leo Peña, the Commander of the 302nd Brigade, likewise conveyed his message acknowledging the collaborative peace initiatives of all the barangay local chiefs executive in the City of Sipalay under the innovative leadership of Mayor Maria Gina M. Lizares, being the Chairperson of Sipalay City Task Force-ELCAC.

He urged them to be more participative in the whole of government and whole of nation approach to further alienate the public against the communist-terrorists.

“We are calling all the peace-loving Negrosanons not to allow their loved ones, relatives, and friends to fall into the trap of the CPP-NPA-NDF. Let us help each other, encourage one another, and learn how to bring a better foundation and future for our children. Let us all unite and protect the true Democratic society, “Col Peña said.

Faustino named as acting Army Chief

EASTERN Mindanao Command chief Lieutenant General Jose Faustino Jr., was named as acting chief of the Philippine Army.

Defense Secretary Delfin Lorenzana on Friday confirmed the appointment letter signed by Executive Secretary Salvador Medialdea.

Faustino will replace Lt. Gen. Cirilito Sobejana who was recently appointed as chief of staff of the Armed Forces of the Philippines.

Faustino will take an acting role as Army chief since he has only less a year in military service as he is set to retire by November this year.

In a text message, Faustino thanked those who supported him during his stint as Eastern Mindanao Command chief.

A member of the Philippine Military Academy Maringal Class of 1988, Faustino also served as commander of the 10th Infantry Division and the the 11th Intelligence Service Unit in Davao City.

Guns seized in encounter

Army soldiers recovered firearms during an encounter with suspected New People’s Army rebels in Sitio Nabalaskan, Brgy. Napacao, Siaton, Negros Oriental, on Saturday.

Soldiers of the 11th Infantry Battalion figured in an encounter with six NPA rebels, believed to be remnants of the South East Front of the Komiteng Rehiyonal-Negros, Maj. Cenon Pancito, 3rd Infantry Division spokesman, said.

After about 15 minutes of armed skirmishes, Pancito said rebels withdrew toward the north direction, and left behind an M16 assault rifle, a .45 caliber pistol, a laptop, and five cellular phones.


No soldier was hurt in the armed skirmishes, and 11IB troopers are still scouring the encounter site, and pursuing the rebels, he added.

RIFLE GRENADE

A rifle grenade was also recovered by the police from a suspect, who managed to elude arrest, at a checkpoint in Brgy. Hacienda Fe, Escalante City, Negros Occidental, on Saturday.

The unidentified suspect was riding a blue Rusi motorcycle without plate number and ignored the police, who tried to stop him, at the checkpoint. While being chased by the police, the suspect threw away a sling bag containing the explosive and managed to escape.

Good news for insurgency-cleared barangays!

The Department of Budget and Management has allocated P520 million in development funds for 26 insurgency-cleared barangays in Negros Occidental.

The DBM, through a local budget circular, dated Jan. 20 this year, has issued the guidelines on the release and utilization of the Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), in the 2021 General Appropriations Act.

Each of the 26 insurgency-cleared barangays is entitled to receive P20 million worth of projects, such as farm-to-market roads, school buildings, water and sanitation system, health stations, rural electrification, reconstruction, rehabilitation, repair, and other similar projects, in connection with the occurrence of natural or human-induced calamities, epidemics, crises resulting from armed conflicts, insurgency, terrorism, and other catastrophes, housing, Covid-19 vaccination, immunization, and other health related projects, and agricultural, livelihood and technical vocational trainings/ projects, the DBM circular states.

RECIPIENTS

The recipient barangays are Alimango, Binagyuhan, Buenavista, Dian-ay, Japitan, Langub, Libertad, Mabini, Malasibog, Paitan, Pinapugasan, Rizal, Udtungan, and Washington in Escalante City, Canlusong in EB Magalona, Gawahon and Estado in Victorias City, Caduha-an in Cadiz City, Banago in Bacolod City, Carabalan in Himamaylan City, San Pablo in Manapla, and Bulwangan, Codcod, Guadalope, Quezon, and Nataban in San Carlos City.

Maj. Cenon Pancito, 3rd Infantry Division spokesman, said yesterday that the Barangay Development Program is the government’s flagship program to end local armed communist conflict by addressing the root causes of insurgency.

Pancito said that, aside from Negros Occidental, 48 other barangays in Region 6 will also receive P20 million in BDP assistance each, for a total of P960 million.

He added that the BDP is an offshoot of the efforts of the 3ID Community Support Program Teams to clear the grassroots of CPP-NPA presence, threats and infiltration, through multi-sectoral consultations on communities in geographically-isolated and disadvantaged areas. The selection of barangay recipients and their corresponding programs and projects had undergone stringent vetting from national agencies, he said.

The 26 Negros Occidental barangays were among the 822 declared insurgency-free nationwide, from 2016 to 2019.

The barangay development funds have already been made available by the DBM and Pancito said this is a manifestation that the government is true to its promise of alleviating the life of every Filipino, even those in the remotest barangays.

The funds will be coursed through concerned local government units, and Pancito said the 3ID will ensure that the projects shall be the high impact ones, indentified on issues and concerns raised.

President Rodrigo Duterte has ordered that the LGSF-SBDP shall be released to the provincial governments where the identified barangays are situated. In case a provincial government is technically incapable of implementing the projects, the DBM circular said the projects may be undertaken by an appropriate national government agency, including, but not limited to, the AFP Engineering Brigade.*

The Sultans of Sulu are protesting the proposed extension of the interim Bangsamoro government for another 3 years, and called on Muslims in the country and President Rodrigo Duterte and Congress to disallow all attempts and maneuver to extend the tenure of those trying to hold on power.



Influential Sultans Muizuddin Bahjin, Ibrahim Bahjin and Vennizar Julkarnain said that aspiring members of the Bangsamoro parliament should be compelled to submit themselves before the true will of the people to legitimize their mandate through the electoral process as set and scheduled by the Constitution.

Chief Minister Murad Ebrahim, of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and his allies in the Bangsamoro Transition Authority (BTA) are pushing and lobbying for the extension of the interim government. It would also extend Ebrahim’s term and BTA members and those holding key positions in the regional government.

Ebrahim, also chieftain of the former rebel group Moro Islamic Liberation Front (MILF), said he is pushing for the extension of the interim government based on the recommendation of the so-called peace advocacy group Mindanao Peoples’ Caucus following its “rapid midterm review” on the Bangsamoro transition period. Ebrahim has met several times with Duterte to lobby the proposed extension even without public consultations, not even a meeting with the governors and mayors of the volatile region.

But House Deputy Speaker Mujiv Hataman and former governor of the Muslim autonomous region, also wanted to review the implementation of the Bangsamoro Organic Law (BOL), but this too was quickly rejected by BARMM and it also asked lawmakers to audit the previous Hataman administration.

Manifesto





Both Sultans also issued a signed manifesto on February 13 enumerating the reasons for their opposition to the extension. A copy of the manifesto was obtained by the regional newspaper Mindanao Examiner and it reads: “Royal House of Patikul, Sultanate of Sulu and North Borneo, after having gone through series of consultation to gauge and register the pulse of our Ra’ayats viz-avis the performance of the BTA, conscious of the fact that Sulu registered a majority NO votes in a (2019) plebiscite to ratify the BOL forming the so-called Bangsamoro Autonomous Region in Muslim Mindanao, hereby make a stand arrived at in a consensus based on common observations.”

It listed the following issues with BARMM and BTA: “That since its inception, the BTA which constitutes the so-called Bangsamoro Parliament and Regional Government have been markedly slow in the delivery of government services as mandated to Sulu, and for almost 2 years, all it delivered were the retrenchment and separation from services of regional employees causing a great distraught to the affected and their families, and rather spent long working hours if only to deliberate and enact codes and bills while the administration of component localities, in particular, the insular provinces, were left to fend for themselves.”

“That, BARMM’s response to the Covid-19 pandemic in Sulu, thus far, have been unsubstantial and wanting; That, gauging from the general observation on the operation and performance of the BTA, it can be construed as deliberate delaying maneuver to justify the plan they seemingly hatched from the very star, that is, to ask for an extension, accordingly for as long as 7 years.”

And “That, to allow the extension of the transition (period) would be tantamount to escape judgment by the constituents of the BARMM on the performance of the latter viz-a-vis its capability to administer a region, and would be a blatant denial of the people’s right of suffrage that is enshrined in the Constitution to which the BOL has been incorporated into, and thus requiring constitutional amendment or legislative intervention, failing which possibly legal redress maybe sought; That, the region, and the country in general, should be spared the humility and made a laughing stock for perpetuating the condescending brand “failed experiment.”

Other Sultans of Sulu - Muedzul-Lail Kiram, Julkarnain Jainal Abirin and Phugdalun Kiram have rejected the BOL.

Rejected

Governor Sakur Tan said municipal mayors and their constituents are also opposing the extension of the interim government and the BTA. “People are now protesting here (in Sulu) because they are opposing the self-serving proposal to extend the interim Bangsamoro government for another 3 years,” he said.

Sulu has previously cited various reasons for rejecting the proposed extension, according to a manifesto passed November 17 by the Provincial Board after consulting with municipal mayors and peoples’ organizations, among other sectors. The manifesto said the Bangsamoro Parliament and the Regional Government have not delivered even the most basic of government services, as mandated, to Sulu. And for almost 2 years, all it delivered were the retrenchment and separation from services of regional employees causing a great distraught to the affected and their families.

It said that after almost 2 years, “all they can afford to banner is but the passing of an Administrative Code while the administration of component localities, in particular, the insular provinces, was left to fend for themselves.”

The manifesto also said BARMM’s response to the Covid-19 pandemic in Sulu, thus far, have been unsubstantial and wanting, almost negligible; And to allow the extension of the transition (period) would be tantamount to escape judgment by the constituents of the BARMM on the performance of the latter vis-a-vis its capability to administer a region, and would be a blatant denial of the people’s constitutional right of suffrage to which the BOL has been incorporated into, and thus requiring constitutional amendment or legislative intervention, failing which possible legal redress maybe sough.

It further said “that the region and the country in general, should be spared the humility and made a laughing stock for perpetuating the condescending brand of a failed experiment.”

“The question should be asked to those who are in the seat of authority in the BARMM on why are they so hesitant to submit themselves to an election when even before the transition they have repeatedly boasted of their readiness and preparedness to rule and govern; and how could they have the moral ascendancy to sit as an authority over a region when they are devoid of a mandate by the true will of the people, thereby casting doubts on their platform of so-called “Moral Governance?”, the manifesto reads.

It also called on the Office of the President, House of Representatives and the Senate, and Constitutional Commissions and other concerned groupings and individuals and the BARMM general populace to deny all attempts to extend the tenure of the BTA.

Fears

Ebrahim admitted last November that he fears he may not win should the elections push through in 2022 and that is why there is a need to extend the term of the interim government. “We are very concerned kasi ang tingin namin, nag-i-start pa lang kami. And then parang wala pa kaming tangible na accomplishment talaga na maipakita namin. So ‘yun ang challenge sa amin, na kung mag-eleksyon, baka sabihin ng mga tao, wala naman ginawa ito,” he said in a podcast interview on November 13 with journalist Christian Esguerra on Press One.

He said new transition schedule might not be enough to complete systemic and structural changes in the region, including the crucial decommissioning of combatants under the peace deal’s normalization process. “Kasi nga nakita natin na kailangan talaga na meron. Halimbawa, mabuti kung talagang siguradong manalo kami (in 2022 elections). Pero walang assurance ‘yun kasi anybody’s game na pagka-eleksyon na. Pag hindi, ano mangyayari dun sa other aspects ng negotiation?” he told Esguerra.

Esguerra’s report said BARMM was allocated a much bigger budget compared with the old Autonomous Region in Muslim Mindanao. Its block grant is worth P65.3 billion in this year’s appropriations law, on top of a P10-billion special development fund it was supposed to receive. (Mindanao Examiner)

Military forces pursuing Moro bandits in Maguindanao have found an abandoned lair in the periphery of South Upi town in the province.

Lt. Col. Jonathan Pondanera, commander of the Army’s 57th Infantry Battalion, said the hideout was discovered on Friday in the village of Pilar following a two-day air and ground assault launched by their mother unit, the Army’s 6th Infantry Division (6ID), against the Islamic State-inspired Bangsamoro Islamic Freedom Fighters (BIFF).

In a statement, Pondanera said the directive of 6ID commander, Maj. Gen. Juvymax Uy, was clear – to ensure the safety of the people and restore normalcy in South Upi.

The farming communities, occupied mostly by the Teduray Indigenous Peoples (IPs), have been repeatedly harassed by the BIFF since January 1.


Uy assured the people of South Upi that the military would continue its relentless campaign against the BIFF terrorists.

At the same time, he called on them to support the police and military authorities by providing vital intelligence information.

“Without your support, we in the security sector will have a hard time containing this domestic problem,” Uy said.

At least 3,000 families have been displaced by the harassment initiated by the BIFF over the issue of land ownership in several villages in South Upi.

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is also addressing the land ownership and ancestral domain issues in the area.

The BRP Ramon Alcaraz completed its patrol missions in Cebu and eastern seawaters of the Visayas on Friday with the visit of the Central Command (Centcom) chief on board the warship.

Lt. Gen. Roberto Ancan, Centcom commander, conducted an appreciation visit to the second ship of the Gregorio del Pilar-class OPV (offshore patrol vessels) and received a briefing on the Philippine Navy ship’s capability in securing the territorial waters within the joint area of operation (JAO) in Regions 6,7, and 8.


“The presence of the patrol ship BRP Ramon Alcaraz (PS16) and its conduct of maritime patrol strengthens our position against foreign and internal threats in the Visayas region,” Ancan said in a statement. .

Ancan said being part of the “peacemaker in the Visayas”, BRP Ramon Alcaraz “signifies our preparedness, and (at) the same time, the continuous effort of the AFP, particularly of the Central Command, (in maintaining) peace and continuous development in the Visayas”.

Lt. Commander Neil Rafael Ybera of Naval Forces Central, in a separate statement, said apart from the patrol missions in the eastern seawaters of the Visayas, the patrol vessel also conducted sea lines of communications (SLOCS) activities.

Before patrolling towards the Cebu seawater areas, the vessel conducted maritime territorial defense operations in the eastern seawaters of Samar Island and checked for the presence of unauthorized entry of foreign vessels to guarantee the protection of territory and local fishermen.

The warship is a high-endurance cutter formerly commissioned as United States Coast Guard Cutter Dallas and was later acquired by the government as a commissioned vessel in the Philippine Navy on Nov. 22, 2013 under the excess defense article transfer program.

The vessel is named after Commodore Ramon Alcaraz, a Filipino naval officer known for receiving a silver star medal for heroism and gallantry during World War 2.

She arrived on Feb. 10 and departed the Cebu’s pier located at the back of the Malacañang sa Sugbo (old customs house) shortly after Ancan’s visit.

All 17 villages in Sipalay City, Negros Occidental have declared the Communist Party of the Philippines-New People’s Army (CPP-NPA) and its political wing, National Democratic Front (NDF), persona non-grata, the Philippine Amy said in a report on Saturday.

The public declaration was made in a gathering held in the covered court of Barangay Gil Montilla Gil on Feb. 12 after the barangays passed a resolution stating that the communist-terrorist groups are unwelcome in their respective localities.

The activity, attended by local and barangay officials led by Mayor Maria Gina Lizares and city police chief Maj. James Latayon Jr. was participated in by 145 individuals, who also held a peace parade while carrying placards
expressing their rejection of the presence of the CPP-NPA-NDF in the southern Negros city.


Col. Leo Peña, commander of the 302nd Infantry Brigade, acknowledged the collaborative peace initiatives of all village chiefs under the leadership of Lizares, who chairs the city’s Task Force to End Local Communist Armed Conflict (TF-ELCAC).

“I urge you to be more participative in the whole of government and whole of nation approach to further alienate the public against the communist-terrorists,” he said.

Lt. Col. Erwin Cariño, commanding officer of 15th Infantry Battalion based in neighboring Cauayan town, said publicly declaring the CPP-NPA-NDF persona non-grata is a bold move in eradicating and preventing the communist-terrorist group’s influence in Sipalay, the top tourist destination in Negros Occidental known for its beaches and dive sites.

“The activity is a good start in devoting ourselves to being exemplars of peace and development…It lifted our resolve and ensured everyone's commitment in fighting and ending the local communist armed conflict…We need to stand up in this fight against terrorism and work together to ensure the protection of the Sipalaynons and their communities,” he added.

During the program, the village officials were reminded of their duties and responsibilities to ensure the realization and operationalization of the TF-ELCAC at the barangay level and given an orientation on the campaign against insurgency and the Republic Act 11479 or the Anti-Terrorism Act of 2020.

Each barangay also received the persona non-grata tarpaulin to be mounted in their respective villages.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand.

Indigenous peoples (IP) groups lambasted Bayan Muna Rep. Eufemia Cullamat and individuals whom they said are “pretending to be human rights defenders that had contributed in a system of exploitation.”

The Mindanao Indigenous Peoples Council of Elders and Leaders (MIPCEL) and the Mindanao Indigenous Peoples Youth Organization (MIPYO)
criticized Bayan Muna Rep. Eufemia Cullamat for allowing her daughter to be victimized by the communist terrorist group New People’s Army’s (NPA).

“We condemn the adults pretending to be human rights defenders that had contributed in this system of exploitation like Representative Eufemia Culiamat, whose daughter fell victim to this systematic recruitment and still believes that it is the right of the children to enter the path of violence,” Datu Lipatuan Joel Unad, MIPCEL chairperson and Albin James Binayao, MIPYO chair, said in a statement on Feb. 12.

Jevilyn Campos Cullamat alias “Ka Reb”, 22, a member of the Sandatahan Yunit Pampropaganda (SYP) of Guerrilla Front (GF) 19 was killed in an encounter in the hinterlands of Barangay San Isidro, Marihatag, Surigao del Sur in November last year.


“She is a failure as a mother and as a leader. She, for a long time, had exchanged tradition with revolution. The tribe’s elders and leaders are promoters of peace; that’s the essence of why the community chooses leaders,” they said.

In time for the International Day of Condemnation on the use of Child Warriors in Armed Conflict, the IP groups expressed concern about the exploitation of IP children which eventually led them to become child warriors of the NPA.

“We are talking here of our children, brothers, and sisters. We are talking here of Awing Apoga, Asenad Bago, Manuel Salangani and more youth from Talaingod, of Magdalena Gano of San Miguel, Surigao del Sur and of Jocelyn Danwata of Arakan, North Cotabato. We are talking here of the stories of IP pupils brought to the University of the Philippines (UP) in Manila like Michael and Lance,” the statement added.

It also added that at the young age of 10 and 12, they had been recruited to the NPA, bore arms against government forces, got wounded and scarred, saw relatives being killed by their own comrades, and witnessed the horror of wars.

“We also condemn the strongest possible the terroristic and cowardly act of the CPP-NPA-NDF, they who cannot bring their fight to their own home and territories and used our ancestral domains as their battlegrounds. Bringing the curse of death and destruction into our communities and our lives. Cursed that suffered our future, our children,” the statement said.

MIPCEL and MIPYO also sought for the help of the government and international institutions to inform the world of the communist terrorists’ exploitation of IP children in order to bring justice to their children and people.

“(This is) so they will not be victimized into a deception that will make them unconscious supporters of these terrorist organizations,” the statement read.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand.

clashed with around 15 terrorists shortly after 10 a.m. Saturday in Barangay Bawang, Madamba.

Vinluan said the terrorists disengaged and hide in their foxholes as fierce gun battle ensued.

The troops pounded the lair with air assault and artillery fires that flushed out the terrorists out of their foxholes.


“We deployed air and artillery troops to conduct assault forcing the enemies to abandon their position,” said Maj. Gen. Generoso Ponio, commander of the Joint Task Force ZamPeLan (Zamboanga Peninsula and Lanao provinces).

After the air and artillery assaults, intermittent firefight ensued and lasted for about six hours and 55 minutes as the terrorists “scattered for survival", Ponio said.

No one from the government side was hurt during the encounter while the number of casualties from the enemy side is yet to be determined.

“Our troops were able to penetrate the enemy’s defensive line through timely and accurate supporting fires,” said Ponio, who is also the 1st Infantry division commander.

The ground troops are from the 1st Scout Ranger Battalion, who were supported by the 1st Field Artillery Battalion and Tactical Operations Group-9.

He said the captured lair has 20 foxholes and eight makeshift huts that can accommodate around 70 people.

He said the troops saw several empty shells 7.62-millimeter linked, 40-mm grenade launcher, 5.56-mm and caliber 30 scattered in the area.

Meantime, Vinluan assured that the campaign against terrorism will not falter and “we thank our partner stakeholders for their undying support to all our endeavors.”
