A Philippine Air Force helicopter crashed Saturday while resupplying troops fighting communist rebels in the southern province of Bukidnon, killing a colonel and six other troops, the military announced.

The helicopter, a Vietnam War-era Huey UH-1H, was ferrying supplies, along with another Huey chopper, to a forward military base in the remote Pantaron Mountain Range when the accident occurred, said Maj. Gen. Andres Centeno.

“The pilots of the other Huey radioed the ill-fated aircraft that they were trailing smoke,” Centeno said.

Centeno said soldiers who reached the crash site, some 25 kilometers (15 miles) east of Impasug-ong town in Bukidnon province, “found no survivors.”

He said they were withholding the names of crash victims, including an Air Force colonel, three crew members and three Army soldiers, pending notification of their kin.

He said the other Huey helicopter spotted smoke trailing from the engine of the ill-fated aircraft minutes before it crashed.

“The pilots of the other Huey radioed the ill-fated aircraft that they were trailing smoke,” Centeno said. “The pilots managed to steer the damaged aircraft and crashed into an open field.”

Centeno said the helicopter nosed-dived when it was executing a turn, and fell to the ground.

The two helicopters were flying supplies from the Army 403rd Infantry Brigade in Malaybalay City to a forward military base in the Pantaron Mountain Range.

He said the accident happened during its third ferry mission on Saturday afternoon.

The 4th Infantry Division said it established the forward operating base in the hinterlands as part of its mission to crush the communist New People’s Army (NPA), which has been waging one of the region’s longest rebellions, beginning in 1969.

This was the second time a Huey helicopter figured in an accident while supporting combat operations. In November, a soldier died when a Huey crashed in the town of Madalum in Lanao del Sur province while transporting soldiers wounded in a firefight with Islamic militants.

The same day, another Huey helicopter developed engine trouble while supporting the downed aircraft.

Armed Forces of the Philippines’ Chief of Staff General Gilbert Gapay ordered military commanders to work together in dismantling all remaining communist guerrilla fronts by end of 2021.

He gave the order during the yearend Command Conference on Friday, January 15, attended by top military commanders and officials of the AFP.

“All remaining communist guerrilla fronts shall be simultaneously addressed and defeated toward the end of 2021. I noticed a lot of these New People’s Army units have been weakened so this is our target for all the Unified Commands,” General Gapay said.

All Commanders of different area commands were allowed to set priority targets per quarter along with their task to expedite the clearing of identified focus areas to hasten the dismantling of remaining guerrilla fronts.

A total of 54 so-called guerrilla fronts remain with nine other regional armed groups which were already decimated and on the brink of collapse.

This is after the AFP reported the successful dismantling of 22 of these communist fighting and propaganda units.

“Focused military operations shall be intensified in order to destroy the armed groups, taking advantage of our newly acquired game-changer assets,” General Gapay added.

In line with this, AFP units were tasked to develop innovative employment of joint operations supported by enhanced and modernized intelligence gathering.

In defeating local terrorist groups, General Gapay also directed AFP units to further intensify focused military operations along with the conduct of “preventing and countering violent extremism” programs to avoid the radicalization and recruitment of vulnerable sectors and communities.

“We have significantly decimated these groups such that we could target to catch up on our goals toward the end of the first semester of this year,” General Gapay said.

The Abu Sayyaf Group in particular have incurred setbacks in all threat parameters, including the reduction in its manpower and firearms that stand at 171 and 182 respectively at the end of 2020.

On the other hand, the Bangsamoro Islamic Freedom Fighters, which remains as the primary spoiler in Central and Western Mindanao, have also incurred losses in all areas.

This include the reduction of their manpower from 278 in 2019 to 252 in 2020, and firearms from 236 to 208 in the same period.


In territorial defense, General Gapay said that the Philippine sovereignty and territorial integrity remains secured and the country’s strategic resources and critical infrastructures are protected.

“But we need to adjust to effectively address the growing challenges in the West Philippine Sea,” General Gapay said.

He tasked both field units and the General Headquarters to review lines of operations, lines of efforts and key tasks to ensure that the AFP remains effective in responding to prevailing situations.

“Continue to find innovative ways in asserting our sovereignty over our territorial claims and exercising our sovereign rights in the WPS,” General Gapay said.

He added that NOLCOM and WESCOM were designated as area task force chairs to rationalize the utilization of maritime patrol assets in coordination with the Philippine Coast Guard, BFAR, and other maritime law enforcement agencies.

“I enjoin everyone to observe excellence and professionalism in the performance of our duties while living up to our core values of honor, service, and patriotism,” General Gapay said.

“As one solid and unified team, we posted significant gains in our internal and external defense operations. Let us always work as a team and aspire for institutional gains, not individual interests, for a secure, peaceful, and developed country,” General Gapay concluded.

Senior officers of the Armed Forces of the Philippines’ Southern Luzon Command (AFP-Solcom) were forced to call off a “surrender” ceremony and kick-off of its bogus socio-economic projects in San Jose, Occidental Mindoro last January 9. This was after NPA fighters fired shots at a helicopter that was supposed to fetch the said officers from Sitio Mantay, Barangay Monte Claro. The helicopter took off to avoid damage.

The guest of honor was no other than Solcom’s Lt. General Antonio Parlade Jr., who was earlier dropped off by another helicopter, alongside officials of the province’s task force to end local communist insurgency. Due to their ride’s premature take-off, Parlade and his officials were forced to walk to the next barrio with a phalanx of soldiers guarding them. In a pique, the Solcom chief later declared Mindoro is the “center of war vs. Reds” in the whole of the Southern Tagalog.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela – A new Salaknib Battalion Commander is set to lead the fight against insurgency in the Area of Operation of 95th Infantry Battalion as Salaknib Startroopers welcome their newly installed Commanding Officer on January 16, 2020, at 95IB Headquarters, San Mariano, Isabela.

Through the Change of Command ceremony that was presided over by Major General Laurence E. Mina, Commander of 5th Infantry Division, Lieutenant Colonel Gladiuz C. Calilan formally relinquished his command to Lieutenant Colonel Lemuel A. Baduya.

LTC Baduya is the outgoing Deputy Chief of Operations Research Center of the Philippine Army. This is his first time to be assigned in Cagayan Valley Region.

In his junior years in the service, he was deployed in Mindanao Region for almost nine years and in the Visayas for almost four years before his deployment at National Capital Region. He held different vital designations that contributed to the success of the Philippine Army throughout.

LTC Baduya said in his acceptance speech that being chosen to lead the unit is a challenge and an opportunity for him to serve the people of Isabela, “I commit myself by all means. I will ensure to work consistently in harmony with the troops and in collaboration with our stakeholders and other agencies to cultivate the value of peace, security, and development in the province of Isabela.” Thus, he warned the terrorist CPP-NPA not to do any harm to the people of Isabela because he is more determined in hunting them down. He then encourages the remaining CPP-NPA members to yield in the government, “To the NPAs, now is the time to return to the fold of the law. Being a member of a rebel group, you have no place in Isabela.”

On the other hand, LTC Calilan effectively provided command and control to the unit and efficiently executed and supervised the implementation of the campaign against the Communist Terrorist Group (CTG) in Central and Northern Isabela. His efforts together with his troops resulted in the clearing of 23 CTG affected barangays and dismantling of the Central Front Committee, Komiteng Rehiyon-Cagayan Valley. The unit also co-opted the CTG affected mass organizations particularly the Danggayan Dagiti Mannalon ti Isabela (DAGAMI).

Additionally, during his stint, in their continuous conduct of Community Support Program and Focused Military Operations, 65 regular CPP-NPA members and 72 Militia ng Bayan members were neutralized while three enemies were killed in combat operations and four enemy encampments were discovered wherein one was the Regional NPA lair with more than 20 bunk houses. 53 high-powered and 24 low-powered firearms were also recovered.

The outgoing commander expressed his gratitude to the Salaknib Startroopers for their selfless efforts in order to attain the accomplishments of their unit.

MGen Mina recognized the success of LTC Calilan in leading the Salaknib Battalion. He then thanked the outgoing Battalion Commander in his effort in leading 95IB, “Saksi ako sa kanyang dedikasyon sa trabaho noon pa man. To LTC Calilan, thank you to your rendered service as the Battalion Commander of 95IB. The significant and immeasurable development you did in your area contributed to the success of the Star Division in the fight against insurgency in the province of Isabela,”
Furthermore, he challenged the incoming Salaknib Commander to continue the legacy of the Battalion, “It is quite challenging to take the responsibility as the newly installed Battalion Commander of this unit but, step up and accept the responsibility to do the things that must be done. With your skills, experience, and knowledge, I am confident that you can lead the Salaknib Startroopers and that this Battalion is in good hands.”

Meanwhile, LTC Calilan will sit as the Assistant Chief-of-Staff for Operations of the 5th Infantry Division, Philippine Army.

She commended the leadership of 1001st Brigade led by BGen Luis Rex D Bergante PA the Brigade Commander which was represented by Col Glenn Jun C Calambuhay, Deputy Brigade Commander for conducting a program such as De-Radicalization which will re-orient and redirects them from the deceiving principles of the CPP- NPA-NDF into a law abiding citizen of this country.

A suspected New People’s Army (NPA) rebel facing murder and frustrated murder charges was arrested in a joint military and police operation in Barangay San Fernando, Talisay City, Negros Occidental.

Ruffa “Ka Reniel” Baynosa, 44, was one of the 20 NPA rebels who allegedly ambushed civilians onboard a utility truck in Sitio Toril, Barangay Salamanca, Toboso town on July 13, 2009. Three persons were killed and three others were injured.

Baynosa’s arrest on Thursday came after troops of the Philippine Army’s 79th Infantry Battalion (79IB) pursued members of the communist-terrorist group sighted in the area on Wednesday.


At 12:30 p.m., troops deployed to Hacienda Ambulog saw a person suspiciously entering the house of villager Marilyn Dianton and held the said individual for questioning.

Later, they were able to identify her as Baynosa and the police confirmed that she had three warrants of arrest.

Baynosa was detained in the lockup cell of the Talisay City police station.

In the same area on Wednesday, troops of the 79IB found a two-month-old baby boy in the house of Dianton left by suspected NPA rebel “Ka Jandy” who fled with a comrade to evade the soldiers.
The infant was turned over by soldiers and policemen to the care of the City Social Welfare and Development Office.

Troops also recovered subversive documents, medical supplies, baby stuff, food items, three mobile phones, seven phone batteries, two cellular phone chargers, a power bank, and a gas stove with five butane fuel canisters.

THE military reported that a female New People’s Army member was killed, while another was captured following an encounter between their group and the soldiers of the 30th Infantry Battalion in Barangay Camam-onan, Gigaquit, Surigao del Norte on January 13.

The slain rebel was Danilyn Fabre, known in the movement as Karen, 25, of Mainit her captured companion was Jocelyn Hiningcagan, also known as Kayla, 22, of Gigaquit, both of Surigao del Norte.


This developed as those 11 who surrendered to the military and were presented to the media on Wednesday claimed the rebel movement deceived them.

They claimed there were promised of good life as they were supposed to engage in humanitarian activities and other peace and development efforts, only to find themselves fighting the government.

One of them, as many of them of them stayed in the movement for more than two decades, claimed that he saw children being recruited even when they were supposed to be protected from abuses.

“Sakit paminawon nga ang usa ka bata walay labot sa gubat ug wala siya kabalo unsay gubat. Bata nga naligo sa iyang sariling dugo, sa Barangay Bantuyan Caraga, looy kayo ang bata, overkilled pa gyud,”he said when he and the others were presented to the media at the Naval Apolinario Felix Station.

On the January 13 encounter, Second Lieutenant Benjamin Elisand de Dios, Civil- Military Operation officer of the battalion, both rebels were believed to be members of the Guerilla Front 16 of the North Eastern Mindanao Regional Committee.

The encounter took place as the soldiers were responding to a report about the presence of the rebels who were extorting money from the indigenous community in the area.

The report added the rebels, who were setting up camp in the area, ambushed the soldiers that resulted in a 45-minute gun battle. Her comrades left the slain rebel and her companion who was also wounded.

The rebels were found during the clearing operation which also resulted in the recovery of three rifles, ammunition and other personal belongings of the rebels.

NPA amazon nabbed

After more than 11 years of hiding from authorities, the long arm of the law finally caught up with one of the suspects allegedly behind the ambush of civilians in Toboso, Negros Occidental, in 2009.

The alleged amazon, identified as Ruffa Baynosa, alias Ka Reniel, was apprehended by the police and 79th Infantry Battalion soldiers in Hacienda Ambulong, Brgy. San Fernando, Talisay City, Negros Occidental on Thursday.

1Lt. Norman Sorila, 79IB Civil Military Operations officer, said Baynosa has pending arrest warrants for three counts of murder and five counts of frustrated murder, issued by San Carlos Regional Trial Court Judge Rita Bascos Sarabia.

Sorila said Baynosa was among the 20 armed NPA rebels, who ambushed civilians riding a utility truck in Purok Mabuhay, Brgy. Salamanca, Toboso, on July 13, 2009, and the incident claimed the lives of three civilians and injured three others.


He said Baynosa entered the house of Marilyn Dianton in the hacienda a day after suspected NPA rebels abandoned a two-month-old infant while fleeing from Army soldiers, who responded to reports from civilians on the presence of armed men in their community.

The identity of Baynosa was later established after she was subjected to questioning by the police.

Col. Michael Samson, acting commander of the 303rd Infantry Brigade, said yesterday that they are not ruling out the possibility that Baynosa is the mother of the abandoned baby, who is now under the custody of the Talisay City Social Welfare and Development Office.

Lt. Col. Gerard Alvaran, 79th IB commanding officer, commended personnel of the Talisay City Police Station, led by Maj. Jigger Gimeno, for their perseverance and commitment that led to the apprehension of the rebel fugitive.

INTENSIFIED OPERATIONS

The Army in Negros Occidental also encouraged remnants of the NPA to return to the mainstream society and avail of programs being offered by the government.

If they will continue to stay in the revolutionary armed struggle, Samson warned them yesterday of intensified and relentless combat operations of the Philippine Army.

“We don’t want armed groups to roam around in our communities and intimidate the daily way of living of the people,” Samson, who led the three Army battalion commanders in paying a courtesy call on Governor Eugenio Jose Lacson yesterday at the Capitol, said.

Samson said they remain on the right track in accomplishing tasks given to them, including the dismantling of NPA guerilla fronts, although they are not fast-tracking it.

“We are more on quality and effectiveness in addressing the peace and order situation, by working hand-in-hand with the Philippine National Police and other stakeholders, and government agencies,” he added.

Samson said they will continue to employ all efforts in addressing the problem, as supervised by the Task Force ELCAC or Ending Local Communist Armed Conflict, where local government units also play a vital role.

“Hopefully, we can have great strides in these efforts,” he added. Samson added that the 303rd IB is committed to pursue peace and development in Negros.*

An ageing Philippine Air Force Huey helicopter crashed Saturday afternoon in the southern province of Bukidnon and killing all aboard – two pilots and a pair of gunners, and three army soldiers, reports said.

It said the aircraft with tail number 517 went down in the village called Bolonay in Impasu-ong town. The helicopter and another chopper were flying supplies to troops in the province.

But details of the tragedy were not immediately available, although there were reports that smoke was seen coming out from the chopper’s engine before it plunged into the ground.

The identities of those who perished from the crash were not made public.

Last year, two Philippine Air Force helicopters also crashed in the South, killing 5 people aboard.

In September, a military Sikorsky S-76A helicopter crashed in bad weather in Basilan province, south of Zamboanga, killing the two pilots and 2 crew members.

And a month later, a Huey helicopter transporting soldiers wounded in a bomb explosion crash landed in Lanao del Sur’s Madalum town and killing one of its passengers and injuring a crew member.

BORONGAN CITY, Jan. 16 (PIA) - - The 2020 milestones of the Eastern Visayas Regional Task Force - ELCAC were disclosed in a virtual presser organized and hosted by the Philippine Information Agency Head Erlinda Olivia Tiu on January 15.

In response to a question posed as to their milestone, Lt. Col Perfecto Penaredondo, Chief of Staff of the 8th Infantry Division (8th ID) said that despite the onset of the pandemic, the TF achieved significant milestones in the fight against insurgency.

For one, he reported that as of January 2020 came in, no less than President Rodrigo Roa Duterte awarded P13-M E-CLIP benefits to 262 former rebels in San Isidro, Leyte.

At the same time, the provincial government of Leyte also provided 120 hectares of an area called Peace and Prosperity Village where the former rebels are now engaged in profitable farming.

The official also stated that an influx of surrenderrees came about where 93 were hard-core NPAs, 653 that belong to Sangay ng Partido sa Lokalidad, 1,416 Underground Mass Organization (UGMO) members, and 592 Militia ng Banyan.

"We also had a series of consultative meetings with former rebels to know what made them turn against the government and how they can successfully re-integrate into mainstream society." said the army official.

As to ward-off communists from engaging with barangay officials, some 1,513 out of the 4,390 barangays have declared the NPAs as ‘persona non-grata.’

He added that all provinces have also declared NPAs as ‘persona non-grata.’

The official also took pride in saying that The Task Force has successfully engaged the religious sector in the fight against insurgency and the presence of Bishop Isabelo Abarquez of Calbayog Diocese who joined them ‘demilitarize’ at least 400 firearms. The bishop is also one of the convenors of the Samar Island Partnership for Peace and Development (SIPPAD) which is now part of the RTF8- ELCAC TWG.

He also mentioned that the Poverty Reduction Livelihood and Employment Cluster (PRLEC) with TESDA as head has reached the most remote and conflict area Brgy. Balagon, in Can-avid, E. Samar and has brought skills training to the residents with the program Agrikultura at Kabuhayan Tungo sa Kaunlaran at Pangkapayapaan (AKKAP).

Significant arrests were also achieved notably the Tacloban 5 where high-ranking NPAs were cornered.

As the year 2020 brought in the pandemic COVID-19, the task force also assisted in the COVID-19 Response by assisting the local governments man border controls, transport logistics involving other units like the navy, coast guard and other security forces.

With all those accomplishments in the past year, Penaredondo said that the Task Force is willing to meet the year 2021 head-on. (nbq/PIA 8-E. Samar)

ZAMBOANGA CITY, Jan 16 (PIA) – The Western Mindanao Command (WESMINCOM) convened the Multi-Sector Governance Consultative Board (MSGCB) on January 15 for possible adoption of its Transformation Roadmap.

In a press release, WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr. said that the MSGCB has been instrumental in all its triumphs.

“Let us continue to work in unison so that together we will achieve our common goal that is to bring lasting peace and sustainable development here in Mindanao,” Lt. Gen. Vinluan, Jr. added.

In realizing its vision to become a world-class armed force by 2028, the WestMinCom formed the MSGCB, a diverse group of leaders from different stakeholders. They serve as advisers in the implementation of the WestMinCom Transformation Roadmap.




Since its launch in 2019, the MSGCB has played a significant role that immensely contributed to the mission accomplishment of the command.

The unit has been conferred with the Gold Trailblazer Award for two consecutive years (2019-2020).

The MSGCB meeting at the Eisenhower Hall, Khadaffy Mansion, Camp Navarro, Calarian, Zamboanga City discussed the adoption of the MSGCB constitution and by-laws, address the concerns of each member of the board, and give updates on the MSGC initiatives for the past year.

Zamboanga City Mayor Maria Isabelle Climaco-Salazar, the Chairperson, presided over the meeting and administered the oath-taking of the new members of the board, Ministers Atty. Naguib Sinarimbo and Dickson Hermoso of the Bangsamoro government.

Physically present during the meeting were WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr., Deputy Commander for Admin Brig. Gen. Antonio Nafarrete, and the Command Staff; and the MSGCB members including Hon. Mujiv Hataman, Fr. Karel San Juan SJ, Rev. Carlos Gulane, Dr. Grace Rebollos, Prof. Ali Yacub, Commissioner Jose Suan, Edwin To, Roel Pareño, Raymond Domingo, Dominic Sanchez, Teofilo Garcia, Jr., Timothy Ijiran, Abdulwahid Lutian, RPh, and Engr. CABANATUAN CITY, Jan.16 (PIA) -- A total of eight rebels voluntarily surrendered to security forces in Nueva Ecija Friday after a series of localized peace negotiations.

The group consists of five regular New People’s Army members and three members of the Militia ng Bayan from different communist terrorist groups operating in Central and Southern Luzon.

Army 7th Infantry Division Commander Major General Alfredo Rosario Jr. disclosed that they turned-over as well one M14 rifle with three magazines and 30 rounds of live ammunition, one M16 rifle with one magazine and nine rounds of live ammunition, and three Caliber .38 pistol.

Names of the returnees are being withheld as part of the security protocol being implemented to prevent possible retaliation that may be launched by their former comrades against them for turning their backs from the movement.

"This accomplishment is a result of a series of localized peace negotiations which soldiers and police have undertaken to encourage members of the communist terrorists, who are victims of the deception and lies of the communist terrorist group, to lay down their arms and return to the folds of the law,” Rosario said.

"The returnees will undergo debriefing and profiling as part of the enrollment process to the government's Enhanced Comprehensive Local Integration Program, which will entitle them to receive immediate cash assistance, livelihood assistance and firearms remuneration for their surrendered firearms,” the official furthered.

For his part, Armed Forces of the Philippines Northern Luzon Command Commander Lieutenant General Arnulfo Marcelo Burgos Jr. lauded the returnees for choosing the path of peace instead of conflict and for responding to the call of the government for social healing and reconciliation in order to attain peace in this part of the country.

“More members of the communist terrorists in Central and Northern Luzon are expected to abandon their armed struggle and return to the folds of the law due to loss of trust in their leaders and after witnessing the sincere gesture of the government to deliver basic services and address local issues in their community,” Burgos added.

"You have seen the harsh reality of being part of the terrorist group, now is the time for you to heed the call of the government to abandon your armed struggle and return to the folds of the law. We assure you of your safety as the government opens its doors for you to have a peaceful and progressive life with your loved ones,” the official told the rebels. (CLJD-PIA 3)

Eight members of the communist terrorist groups (CTGs) voluntarily surrendered to authorities following localized peace negotiations in Nueva Ecija on Friday.

The surrenderers were five regular members of the New People’s Army (NPA) and three members of the Militia ng Bayan operating in Central and Southern Luzon.

The rebels also yielded an M14 rifle with three magazines and 30 rounds of live ammunition, an M16 rifle with a magazine and nine rounds of live ammunition, and three ca. .38 pistols.

The Northern Luzon Command (Nolcom) said the names of the surrenderers are being withheld as part of the security protocol to prevent possible retaliation by their former comrades against them for turning their backs from the communist terrorist movement.

Lt. Gen. Arnulfo Marcelo Burgos Jr., Nolcom commander, lauded the surrenderers "for choosing the path of peace instead of conflict and for responding to the call of the government for social healing and reconciliation in order to attain peace in this part of the country."

He said more members of the communist terrorists in Central and Northern Luzon are expected to abandon their armed struggle and return to the folds of the law due to loss of trust in their leaders and after witnessing the sincere gesture of the government to deliver basic services and address local issues in their community.

He called on the few remaining members of the communist terrorists in Central and Northern Luzon to surrender and live peacefully with their families.

"You have seen the harsh reality of being part of the terrorist group, now is the time for you to heed the call of the government to abandon your armed struggle and return to the folds of the law. We assure you of your safety as the government opens its doors for you to have a peaceful and progressive life with your loved ones,” Burgos said in a statement.

Maj. Gen. Inside Duterte’s Failed Response to the Philippines’ Communist Insurgency and the Appeal of New People’s Army among Indigenous Peoples

On December 7, 2020, following speculation in the news, the Philippines President Rodrigo Duterte finally announced that the government would not offer a holiday ceasefire—as is tradition for this time of year—to the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP). Duterte’s announcement came during his weekly address to the nation on the government’s response to the COVID-19 pandemic, but Duterte went one step further by declaring that peace talks are “dead” and there would no longer be any ceasefires for the remainder of his presidency (abs-cbn.com, December 8, 2020).

The Promise of Peace

Despite the apparent conviction behind Duterte’s statement, the Duterte administration’s approach towards the NPA and the issue of Communism as a whole has been marked by variability and inconsistency. This reflects the complexity of Duterte’s own relationship with left-wing politics in the Philippines. He is a former student of CPP founder, Jose Maria Sison, who Duterte admitted played a pivotal role in the formation of his political views and led him to become a member of Kabataang Makabayan, a socialist youth organization that Sison also founded (inquirer.net, March 28, 2017). The influence of Duterte’s early exposure to socialism can also be seen in his partisan affiliation with Partido Demokratiko Pilipino–Lakas ng Bayan (PDP–Laban), which has its roots in the era of former Filipino President Ferdinand Marcos and was established through the convergence of key members of the political opposition, including Aquilino Pimentel Jr., and anti-authoritarian protest leaders, including Duterte himself.

Duterte’s personal relationships and political background placed him in a unique position to secure an end to the 50-year-long NPA insurgency. Indeed, Sison believed that if Duterte were elected, then peace could be achieved. Prior to his election in 2016, Duterte also made clear his intentions by promising to release political prisoners, including CPP leaders Wilma and Benito Tiamzo, and allow the return of Sison to the Philippines from his exile in the Netherlands (cnnphilippines.com, June 16, 2016).

During his time as Mayor of Davao in Mindanao, Duterte had also gained a reputation for bringing law and order to the city, which until recently was one of the worst affected by crime in the Philippines. It is likely Duterte wished to replicate this success with the Communist threat, especially as the surrounding region of Davao is an NPA stronghold.

Upon ascension to the presidency, in his first State of the Nation Address, Duterte announced a unilateral ceasefire and called on the Communist rebels to reciprocate (abs-cbn.com, July 25, 2016). The ceasefire was revoked after just five days, however, after the NPA failed to respond. Following a series of clashes, a ceasefire was finally agreed when Duterte released the Tiamzos. A few days later, the first round of peace talks was held in Oslo, Norway and for the first time ever, both sides agreed to an indefinite, unilateral ceasefire (abs-cbn.com, August 22, 2016; abs-cbn.com, February 04, 2017). Talks progressed, but were later hampered by the government’s refusal to release all political prisoners until a permanent ceasefire was signed. Finally, in February 2017, the process collapsed after the military blamed the NPA for the killings of two soldiers (abs-cbn.com, January 31, 2017).

However, for the first time in three years, on March 18, 2020 the government declared a ceasefire to free-up personnel to focus on combating the spread of the COVID-19 virus (rappler.com, March 18, 2020). Although initially hesitant, the CPP agreed to the ceasefire one week later (Inquirer.net, March 25, 2020). The ceasefire was short-lived though, as it failed to prevent continuing clashes. Duterte even threatened to impose martial law in response to an April 2020 NPA attack on soldiers distributing cash assistance to residents in Agusan del Sur as part of the government’s COVID-19 relief package (pna.gov, April 17, 2020; abs-cbn.com, April 24, 2020).

Since the return to hostilities, almost daily reports of NPA soldiers either captured, killed or capitulated have appeared, and in late 2020, the Armed Forces of the Philippines (AFP) and the government repeatedly stated that the NPA is on the verge of collapse (kalinawnews.com, November 18, 2020). Yet at the same time, National Security Adviser Hermogenes Esperon alleged that the NPA took advantage of the COVID-19 pandemic and became “the number one political security threat” according to the president (benarnews.org, October 28, 2020).

Duterte’s Anti-Communist Campaign

The government’s constant flip-flopping on its approach towards the Communist insurgency is a symptom of how politically motivated the issue has become. Since having made it a central part of his election campaign, Duterte has been under significant pressure to find a resolution to the conflict. After the ceasefire collapsed in March 2020, Duterte promised that where engagement had failed, more hardline measures would prevail instead. In early July, Duterte unilaterally declared the NPA a terrorist organization without following the necessary legal procedure, which requires gaining prior approval from the Department of Justice (Inquirer.net, July 9, 2020; Inquirer.net, July 9, 2020). One month later, Randall Enchalis, a peace consultant with the CPP’s political branch, the National Democratic Front of the Philippines (NDFP), was killed by agents who were widely assumed to have acted under the government’s direction (abs-cbn.com, August 11, 2020). This pattern continued through November 2020 with the deaths of two further NDFP peace consultants, as well as the arrest of a third, and then into December with the announcement that the NDFP-Mindanao spokesperson had been killed (sunstar.com, December 2, 2020; Inquirer.net, November 27, 2020; Inquirer.net, December 10, 2020).

Meanwhile, “red-tagging”, which refers to the labeling of someone as a Communist sympathizer for political gain, remained unchecked. Duterte has been accused of using red-tagging as a diversionary tactic to detract attention away from his government’s inadequate response to the COVID-19 pandemic (Inquirer.net, December 2, 2020). Blame has also been placed on the military for employing red-tagging as a means to exaggerate the threat of communism and the NPA-led insurgency and thereby increase military budgetary funding (Inquirer.net, December 3, 2020).

Red-tagging has become so common that, in November 2020, the Philippine Senate was forced to initiate an inquiry to address the problem. Far from rectifying the issue, however, the inquiry simply became an additional forum for red-tagging (Inquirer.net, November 24, 2020). In fact, while the inquiry was still ongoing, Duterte identified the Makabayan bloc, a coalition of leftist party-list political parties, as a CPP legal front (sunstar.com, November 30, 2020).

The Philippines’ indigenous peoples, which the Makabayan bloc seeks to represent through organizations like Katribu and Kalipunan ng mga Katutubong Mamamayan ng Pilipinas (KAMP), were also implicated in this fresh wave of red-tagging. Two days before Duterte’s announcement, the daughter of Representative Eufemia Campos Cullamat, whose party Bayan Muna is in the Makabayan bloc, was killed during a clash with the AFP. The military said that the daughter, Jevilyn, was a medic for the NPA’s youth propaganda wing (benarnews.org, November 30, 2020). Jevilyn and her mother are members of the Manobo ethnic minority group, which is among more than 20 different indigenous Austronesian ethnicities based in Mindanao and collectively referred to as Lumads.

Indigenous Peoples and Communism in the Philippines

The Duterte administration’s difficulty in finding an effective policy solution to the communist insurgency is not because of the conflict’s apparent intractability, but rather the government’s failure to address its underlying causes. This can be most clearly seen in the enduring appeal of militant Communism among the Philippines’ indigenous communities. The Lumads, for example, accounted for 70 percent of NPA fighters in 2019, according to the Senate Cultural Communities Committee (mb.com.ph, August 27, 2019). At one time, Lumads controlled land covering 17 of Mindanao’s 24 provinces. However, in response to government-sponsored in-migration of Visayan people from the middle islands of the country, Lumads were forced to retreat to the highlands and forests. Due to the loss of their lands and economic livelihoods, as well as their relative isolation from mainstream society, Lumads are now disproportionately affected by issues related to poverty and poor access to education.

Mindanao is often cited by the government as the last remaining NPA stronghold and therefore a key area of focus for the AFP’s counter-insurgency activities. Unfortunately for the AFP, the remoteness of areas inhabited by Lumads also makes them ideal hideouts for the Communist insurgents and means that Lumad civilians are frequently caught in the midst of conflict between the NPA and government forces. Such factors have made Lumads easy targets for NPA recruiters, and have only been exacerbated by the government’s aggressive attempts to combat NPA recruitment. For instance, 50 Lumad schools, which Duterte had previously threatened to bomb after declaring them to be NPA recruiting centers, were closed in 2017 (abs-cbn.com, July 24, 2017).

Lumad communities have been further destabilized due to the AFP’s sponsorship of Lumad paramilitary groups as a means of preventing the NPA infiltration of Lumad lands. One such group is the Magahat Baghani Force, which roughly translates to “tribal defense force” (thenewhumanitarian.org, April 28, 2016). Despite the name, in 2015 Magahat Baghani fighters were blamed for killing two Lumad schoolteachers and a tribal leader, and burning teacher’s cottages (mindanews.com, September 1, 2015; Inquirer.net, November 12, 2015). The attacks triggered mass evacuations of Lumads from surrounding areas and Magahat Baghani claimed that, in both cases, the schools were facilitating NPA recruitment. Indicative of the degree of power and autonomy afforded to Magahat Baghani by the military, an army battalion was camped only 100 meters away from the site in which the first Lumad schoolteachers’ killings occurred, but it made no attempt to intervene (thenewhumanitarian.org, April 28, 2016). The Magahat Baghani leader was alleged to have been killed by the NPA in October 2020 (Inquirer.net, October 5, 2020).

For similar reasons to the Lumads, several other Philippines’ indigenous peoples have become embroiled in the conflict between the NPA and the government. Recently, Aeta communities in Zambales have been particularly affected. Aeta is another collective term for a group of ethnicities indigenous to the island of Luzon in the northern Philippines. In August 2020, clashes between the military and the NPA displaced up to 200 Aeta families, after which five Aetas were detained on suspicion of being NPA members (Inquirer.net, August 24, 2020). During this conflict period, government soldiers were accused of mistreating Aeta community members and forcing them to eat human excrement (abs-cbn.com, September 1, 2020). Two Aetas were also the first people to be charged under the controversial Anti-Terrorism Act after they were accused of killing a soldier in the August 2020 clashes (Inquirer.net, November 18, 2020; philstar.com, August 23, 2020). While under military custody, the two were alleged to have suffered ‘horrendous’ torture, including being threatened with execution (abs-cbn.com, November 20, 2020).

Another indigenous group to be affected by the Communist insurgency is the Tumanduk (also known as Suludnon), who are an alliance of 17 indigenous communities in Panay Islands. In December 2020, nine residents of remote Tumanduk villages were killed in a joint police and military operation and at least 17 other people from nearby villages were arrested. The Philippine National Police (PNP) claimed that those killed were NPA members who resisted when officers served search warrants for the illegal possession of firearms, ammunition and explosives (Inquirer.net, December 30, 2020). Also in December 2020, four members of the Mangyan tribe in Oriental Mindoro, who were alleged leaders of an NPA unit operating on the island, surrendered to the military (Inquirer.net, December 30, 2020).

Conclusion

The Duterte administration’s lack of a clear strategy when it comes to resolving the Communist insurgency, as well as its failure to address the conflict’s underlying causes, present significant obstacles to the government’s goal of securing peace by the end of Duterte’s term in 2022 (Inquirer.net, October 13, 2019). Already the military are managing expectations by claiming that only central and northern Luzon will be Communist-free by 2022 (philstar.com, December 23, 2020). The government further backed itself into a corner when the Anti-Terrorism Council (ATC) formally declared the CPP and the NPA a terrorist organization on December 25, 2020 (Inquirer.net, December 25, 2020). Both legally and from a political perspective, this makes it difficult for Duterte to resume negotiations with the CPP-NDFP-NPA in the future. Shortly after the ATC’s declaration, for example, the NPA announced that it would revive urban hit squads to attack “enemy units and officers who have committed bloody crimes against the people” (benarnews.org, January 4). For a president who many thought was best placed to deal with the Communists, a negotiated settlement to the conflict now seems further off than it did at the beginning of Duterte’s term.
