Troops of the Philippine Army’s 61st Infantry Battalion (61IB) overran a New People’s Army (NPA) camp following an encounter in Barangay Tigmarabo, Miag-ao, Iloilo over the weekend.

The 61IB soldiers were conducting a security patrol operation around 1 p.m. on Saturday when they chanced upon at least 40 armed men.

They were believed to be members of the NPA’s Suyak Platoon of the Southern Front, Komiteng Rehiyon Panay (KR-P) under Joven Ceralvo, according to 3rd Infantry Division spokesperson Major Cenon Pancito III.

For 20 minutes government troops exchanged fire with NPA rebels until the insurgents retreated.


“No casualties were reported in our men. We’re still scouring the area,” Pancito said.

Recovered from the clash site were one unit each of a 12-gauge shotgun, homemade shotgun, projector, binoculars and grenade; 10 backpacks; two cellular phones and anti-personnel mines; and subversive documents.

The encounter came a day after the Communist Party of the Philippines (CPP) marked its 52nd anniversary on Dec. 25.

The CPP usually marks its anniversary with attacks against the police and military carried out by its armed wing, the NPA.

“More soldiers will be deployed on the ground to make sure that our units – at all times – are at the advantage position against terrorist groups,” Pancito said.

Meanwhile, Brigadier General Marion Sison, 301st Infantry Brigade commander, lauded the community for being vigilant on the presence of the rebels in the area.

He also reminded the government troops not to lower their guards, especially this Yuletide season.

“Your army here in Panay will continue to protect and secure you from rebels,” Sison assured the public.

THE military reported that as the Communist Party of the Philippines was celebrating its s 52nd founding anniversary on December 26, nine members of the New People’s Army, its armed regulars, in Bukidnon surrendered to the 1st Special Forces Battalion.

2Lt Judy Ann Magsayo, Civil- Military Operation officer of the battalion, a couple who served as political instructor and medical officer of the guerilla Guerrilla Front 68 in Bukidnon were among those who surrendered.

Magsayo claimed the two accused the rebel movement of manipulating their mindset that led them to become its members of the armed struggle.

The rebels finally reached their breaking point because of what they realized as selfish social exploitation from their communist leaders, the military officer said.

She added the rebels claimed they felt that the movement was waging a meaningless war and was deceiving those that it has recruited to its cause, among them were those living in the mountainous communities of the province.

Lt Col Vercisio San Jose Jr., battalion commander, said: “The peace, development, and security operations of the Philippine Army and the Armed Forces of the Philippines are effective in bringing the national and local government closer to the people even in the most isolated and disadvantageous communities.”

” We assist the civil instrumentalities of the government in their main role of resolving the root causes of insurgency where the communist armed group thrive in their deceptive recruitment and exploitation of the local populace,” San Jose said.

One of the two NPA rebels killed in an encounter with soldiers and policemen on Christmas eve in Siaton, Negros Oriental*

The focused military and police operations and the absence of a yuletide truce led to an encounter that claimed the lives of two suspected New People’s Army rebels and the arrest of a ranking NPA leader in Negros Island, in the past several days.

The Christmas eve armed clash in Sitio Libjo, Brgy. Napacao, Siaton, Negros Oriental, led to the deaths of two suspected NPA rebels, who were identified by the NPA Rachelle Mae Palang Command later as Ricardo “Ka George” Sabinan, of Brgy. Mantiquil, Siaton, and Ebit “Ka MJ” Fuentes, of Brgy. San Vicente, Trinidad, Bohol.

Rebel group spokesperson, Estrella Banagbanag, admitted that Sabinan and Fuentes were their members, who she claimed in a statement she issued were on their way to join the masses for the Christmas festivity.

Maj. Cenon Pancito, 3rd Infantry Division spokesperson, said yesterday that Sabinan has a pending case for murder, and an arrest warrant was issued by Dumaguete Regional Trial Court Judge Leoncio Bancoro, who denied him bail.

Pancito added that the encounter ensued after soldiers of the 11th Infantry Battalion and troopers of the Regional Mobile Force Battalion 7 responded to reports of civilians about the presence of armed men in their community.

He said the firefight between remnants of the South East Front of the Komiteng Rehiyonal-Negros/Cebu/Bohol/Siquijor (KR-NCBS) and government troopers led to the death of the two rebels and the recovery of an M653 assault rifle, a .45 caliber pistol, a bandoleer with two magazines of M14 rifle, three back packs containing assorted medicines and personal belongings, and subversive documents.

Meanwhile, an alleged ranking NPA leader was reported by the Philippine Army to have been arrested in Brgy. Camindangan, Sipalay City in Negros Occidental.

Radino Villacarillo, with the aliases of Romil Villacarillo, Poldo, Rading, Ado, Kanor, Baldo, Tauros, and Yongyong, who is the regional committee secretary of the 2nd National Urban Center, formerly known as the Cebu Party Committee, was nabbed by a combined team of the 15th Infantry Battalion and Philippine National Police.

Lt. Col. Erwin Cariño, 15th IB commander, said yesterday that Villacarillo also served as the military hardware liaison for KR-NCBS, regional operational command ordnance staff, former commanding officer of the Rehiyon Sentro De Grabidad KR-Negros, committee member of North Negros Front, and front operational command NNF.

Cariño said the arrest of Villacarillo yielded a .45 caliber automatic pistol, two hand grenades, two laptop computers, eight cellular phones, two pocket Wi-Fis, external drive, four USBs, an unregistered motorcycle, and subversive documents.

He added that Villacarillo was among the NPA insiders tasked by the rebel group to spy not only on various personalities in urban areas, but also to closely monitor the operations of the Special Partisan Unit.

“He was also tasked to keep in touch with politician-sympathizers for him to move freely in the different municipalities, district clinics, and churches,” Cariño said.

Col. Leonardo Peña, 302nd Infantry Brigade commander, called on NPA remnants to embrace the peace being offered by the government.

“It is just unfortunate that lives were being wasted for a cause that offers no solution but only armed struggle and deception,” Peña said.

Both the government and CPP-NPA did not declare a holiday ceasefire that they traditionally observed in the past years. “They only have two options – surrender or die fighting for a lost cause,” Maj. Gen. Eric Vinoya, 3rd Infantry Division commander, said.*

The Apolinario Gatmaitan Command of the New People’s Army in Negros Island marked the 52nd founding anniversary of the Communist Party of the Philippines on Dec. 26, by honoring its former comrades, who offered their lives to advance the armed struggle.

Ka Juanito Magbanua, spokesperson of the command, in a statement he issued, said that they honored Ka Reymond, Ka Redo, Ka Marmar, Ka Javar, Ka Dennise, Ka Leo, Ka Junjun, Ka Joy and Ka Lakas, for their contributions to the armed struggle.

Magbanua disputed military allegations that the NPA in Negros is on the brink of collapse, as indicated by the arrests of many of their members, those who surrendered or were killed in gun battles, and the declaration of the NPA as persona non grata by many local government units.

He maintained that not a single NPA guerilla front had been dismantled in Negros Island.


The Armed Forces of the Philippines Central Command reported earlier that the NPA South East Front was already dismantled, and two of its seven armed remnants died in a gun battle with 11th Infantry Battalion soldiers on Dec. 24 in Siaton, Negros Oriental.

There are still four NPA guerilla fronts in Negros up for dismantling by the 302nd and 303rd infantry brigades that supervise five Army battalions, it said. Despite the focused operations of the military against them, Magbanua claimed they were able to consolidate their forces.

December 28, 2020, Kuta Heneral Teodulfo Bautista, Jolo, Sulu – The 4th Marine Brigade welcomes the surrender of another Abu Sayyaf Group bandit.

Today, another ASG member from eastern Sulu have decided to lay down arms and surrender to security forces in Sulu led by Major General William N. Gonzales, Commander of Joint Task Force – Sulu (JTF-Sulu) and 11th Infantry Division.

“Along with his M16 rifle, 22 year-old ASG member Akri Bauddin Abdulhamsi under deceased ASG subleader Hairula Abdurajja surrendered to the JTF-Sulu’s 4th Marine Brigade (4MBde) led by Colonel Hernanie S. Songano. Abdulhamsi have also disclosed he was also utilized by ASG subleader Tista as an operator of M60 machine gun,” said MGen Gonzales.

Earlier this month of December, thirty-six former ASG members and supporters were also welcomed by MGen Gonzales and former 4MBde Commander Colonel Ruben B Candelario. According to Col Songano this trend of ASG finally returning to a life of peace was due to the fact that their leaders are already neutralized.

“Eastern Sulu based ASG leaders Hatib Munap Binda and Ismael Barahama alias Bencio were killed in a combat operation last November 20, 2020. So just like what is happening in other parts of the province, the ASG in our area of operation is experiencing a vacuum in their leadership,” said Col Songano.

To recall, two ASG subleader and fifteen ASG members have surrendered to the infantry brigades of the JTF-S. According to MGen Gonzales, this is the result of the mutual trust between the government forces and the local populace of the province.

“The people of Sulu have actively supported us in our fight to put an end to terrorism. We trust that they will continue to give tip-offs on ASG presence and that they will convince other bandits to return to a life of peace. In turn, we promise that the returnees will be treated fairly and will be given a chance for a new beginning. The JTF-Sulu, line government agencies, and local government units are always coordinating and collaborating on how the returnees could be reintegrated to the community,” MGen Gonzales added.

Mati City, Davao Oriental – The Department of Interior and Local Government (DILG) Davao Oriental spearheaded the distribution of Enhanced Comprehensive Local Integration Program (E-CLIP) cash and livelihood assistance to the 25 former rebels in Davao Oriental. The turnover of cash assistance was witnessed today December 28, 2020 by Honorable Niño Sotero L. Uy Jr, Vice Governor of Davao Oriental, Mr. Orle A. Cabaobao PD, DILG, Davao Oriental, Ms. Sarah D. Gudes, PSWDO, Davao Oriental and Maj Alex A Alod PA, CMO Officer of 701st Brigade at Happy Home, Brgy. Martin Marundan, Mati City, Davao Oriental.

The 25 former rebels (FR) received a total of Four Million Twenty One Thousand Five Hundred Pesos (P 4, 021,500.00). Meanwhile, 3 FRs also received their housing units at Freedom Village, Tagum City.

Hon. Niño Sotero L. Uy Jr, Vice Governor of Davao Oriental in his message emphasized that the“government is sincere in its program to help uplift the lives of the former rebels by way of giving them unlimited assistance not only cash assistance but also skills training to prepare the FRs.”

Col Krishnamurti A Mortela PA – Brigade Commander 701st Brigade said that “the military will always assist the DILG and Provincial government of Davao Oriental on the E-ECLIP Program with the former rebels as its priority for intervention and convergence to uplift their lives.”

CAMP SIONGCO, Maguindanao – Following a series of Military Assault in CTGs guerrilla base, two more ‘tired and weary” New People’s Army (NPA) members have yielded to government troops in Lake Sebu, South Cotabato on December 26, 2020.

Lt. Col. Randy Banaag, commanding officer of the Army’s 5th Special Forces Battalion, said the two are members of Platoon Central, Guerilla Front Musa, under Far South Mindanao Region that operates in the hinterlands of Lake Sebu and neighboring towns. The former rebels, whose identities are withheld for security reasons, surrendered along with them their firearms one 5.56mm Rifle (BOLT ACTION) and one IED (Cap-2) and one M14 Rifle.

Major General Juvymax R. Uy, Commander of 6ID and Joint Task Force Central stressed that the implementation of EO 70 and relentless conduct of Focus Military Operations compelled the CTG members to lay down their arms and return to the folds of the
government.

“These former rebels renewed their trust in the government that led them to turn their backs from the communist armed struggle after the JTF Central intensified its focused military operations against CTGs to thwart any hostile activities of the said rebels”, Maj.
Gen. Uy said. Meanwhile, the Commander of JTF Central also supported the position of Anti-Terrorism
Council (ATC) on December 26, 2020 during the 52nd founding anniversary of the Communist Party of the Philippines that designated the CPP-NDF and its armed wing, the New People’s Army, as a terrorist organization.

BALER, Aurora- A former supply officer and medic of the Komiteng Larangang Guerilla Sierra Madre (KLG-SM) of the New People’s Army (NPA) yielded to the government’s fold and peacefully laid his firearms to the troops of the 91st Infantry (Sinagtala) Battalion (91stIB), Philippine Army at its Headquarters in Barangay Calabunanan, Baler in this Capital town of Aurora during the Communist Party of the Philippines (CPP) anniversary on 26 December 2020.

LTC REANDREW P RUBIO INF (GSC) PA, Commander of 91st IB said that the surrenderee identified as alias Berong, former supply officer/medic of KLG-SM, armed with one (1) cal .45 pistol with one (1) magazine containing eight (8) rounds of live ammunition.

The voluntary surrender of Ka Berong was made possible through the joint efforts of the 91st IB, Aurora Police Provincial Office and other friendly forces in collaboration with the Peace, Law Enforcement and Development (PLED) Support Team Cluster of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) of Aurora.

LTC RUBIO commended the surrenderee for his courage and eagerness for returning back to the folds of law during the CPP anniversary.

“Welcome back to the mainstream society. You made the best decision in your life before this year ends. I am happy to commend you for coming back to the folds of law without fear and hesitation,” he said, explaining that the surrender is a result of intensified joint military and police operations targeting the remnants of KLG Sierra Madre.

The battalion commander calls to the armed group to lay down their arms in order to live peaceful and meaningful lives together with loved ones especially this coming New Year.

As of press time, the 91st IB conducted Custodial Debriefing to the surrenderee who was processed for the enrollment in the Enhanced Comprehensive Local Integration Program (E-CLIP) benefits, a government program that aims to help the rebel members of Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) and to restore their allegiance to the Philippine government.

KITCHARAO, Agusan Del Norte – The 29th Infantry (Matatag) Battalion scored anew after a firefight ensued between soldiers and communist NPA terrorists in Sitio Tinago, Barangay Baleguian, Jabonga, Agusan del Norte, 7 o’clock in the morning, December 27.

According to report of 29IB under Lieutenant Colonel Aristotle Antonio, the unit launched an operation in response the information provided by displeased civilians regarding the presence of more or less 15 armed NPA terrorists who were seen staging celebration of Communist Party of the Philippines founding anniversary a day before the said clash transpired. The said group was believed to be under Marvin Bugas alias Eman of SYP16A, Guerilla Front 16.

The said encounter lasted for almost an hour and resulted to the death of two NPA members (1 male and 1 female) and seizure of two AK47 rifles, assorted magazines with live ammunition, one cellphone, personal belongings and subversive documents with high intelligence value.

In the statement of Mayor Napoleon M. Montero of Jabonga, he said that the local government fully understand that the incident was a result of legitimate military operation conducted by the government forces in their area. He further cited that Barangay Baleguian was among the identified conflict-affected areas in the province and one of the recipients of the Retooled Community Support Program with the objective of ending the local communist armed conflict.

He also added that the local government will do its part to support the Philippine Army and all the involved government agencies and instrumentalities in ending the insurgency problem to finally bring peace and development in their area.

Meanwhile, Colonel George L. Banzon, Commander of 901st Infantry “Fight ’Em” Brigade, said that the encounter was a product of the continuing efforts and proactive measures being implemented by the unit to deny the communist terrorists from conducting atrocities while the communities are in observance of yuletide season.

“We intensified our monitoring and operations during these holidays to ensure that these communist terrorists will not have the opportunity to unleash violence to highlight CPP’s anniversary which they usually practice in the past years”, the Commander said.

He further said that the intensified operations will continue particularly in the areas where the armed CNTs are frequently sighted in order to keep them away from their traditional guerilla bases and be isolated from their former masses. He further said that with the convergence of different sectors and cooperation being extended by the civilians the CNTs are now losing grounds and running out of space.

“The recent encounter may serve as stern warning for the remaining members of the CTG that there’s no more safe place for them. The people nowadays are aware of their deceitful tactics and they are already cooperative in our peace efforts. The CTG’s remaining option is to surrender and abandoned the armed struggle ” he added.

On the other hand, Col. Banzon expressed condolences to the families of the NPA casualties citing that they were just victims of CTG’s deceptions and lies.

“We offer our deepest sympathy to the families of two NPA members who were killed in the recent encounter and we also condemn the CPP-NPA-NDF for endangering the lives of many just to pursue their communist agenda”, he said.

As of this press time, pursuit operations are ongoing while the identities of the casualties are being verified.

When the Communist Party of the Philippines and the New People’s Army were still small and weak from 1968 to 1972, Marcos exaggerated their size and strength and referred to them as his pretext for imposing fascist dictatorship on the Filipino people. He was supposed to nip them in the bud. But instead the fascist dictatorship became the biggest stimulus for the armed revolution to gain strength and spread nationwide.

All successors of the Marcos regime have boasted of being able to destroy the armed revolution with campaigns of military suppression and deception. All have failed miserably. Now the Duterte regime is trying hard to surpass the state terrorism and brutality of the Marcos fascist dictatorship. He will continue to fail in his futile attempt to destroy the armed revolution and will continue to drive more people to take the road of armed revolution.

The Armed Revolution Continues to Grow in Strength

As long as the root causes persist, the conditions for the growth of the armed revolution will be fertile and the reactionary government and its imperialist masters will fail to destroy it. The root causes are imperialism, domestic feudalism and bureaucrat capitalism. They are accountable for the gross underdevelopment, high unemployment and mass poverty. They determine the semicolonial and semifeudal character of the ruling system and are responsible for the brutal and corrupt government that tries to preserve the status quo.

The people and their revolutionary forces are determined to fight for national and social liberation. They will continue to carry out the people’s democratic revolution through protracted people’s war until they achieve total victory. The revolutionary movement is the direct opposite to the tyrannical, traitorous, mass-murdering, plundering and swindling Duterte regime. The crimes of this regime drive the people to take the road of armed revolution.

The people can never accept suffering forever the worsening chronic crisis of the ruling system and the escalating conditions of oppression and exploitation. The armed revolutionary movement has been tempered by thousands of battles and has already spread nationwide and taken deep roots among the people, especially the workers and peasants. The reactionary armed forces have admitted that the New People’s Army has wiped out more than 13,000 of their troops, while they have killed more than 40,000 civilians in blind actions of reprisal since 1969.

According to the publications of the Communist Party of the Philippines, the point now is to develop the guerrilla fronts in every region to become revolutionary base areas, bring about the maturation of the strategic defensive and enter the stage of the strategic stalemate in due course. The frequent tactical offensives by NPA platoons and companies in the strategic defensive will pass to frequent tactical offensives by NPA companies and battalions in the strategic stalemate. The time will will surely come when NPA battalions and regiments will accomplish the strategic offensive on a nationwide scale.

In every guerrilla front today, the Communist Party, the New People’s Army, the revolutionary mass organizations, alliances, the National Democratic Front and the people’s democratic government are thriving. There is no way that the brutal and corrupt Duterte regime and its armed minions can destroy the armed revolution for so long as the people condemn them as instruments of imperialism, feudalism and bureaucrat capitalism.

Under the guidance of Marxism-Leninism-Maoism, the universal theory of the revolutionary proletariat, the CPP has correctly set the program and general line of the people’s democratic revolution through the strategic line of protracted people’s war. It started with only some 80 Party members and candidate-members on December 26, 1960 with an urban mass following of some 10,000 workers and youth with political education in the new democratic revolution with a socialist perspective. Now, it has tens of thousands of Party members and a mass following in the millions.

Everyday the CPP recruits and develops a large number of new cadres and members through theoretical and political education, mass work in various classes and sectors, armed struggle and establishing Party branches and groups in localities and various types of organizations. It is simply impossible for the Duterte regime and its armed minions to stop the growth of the CPP. Their military, police and paramilitary operatives are too limited to spy on the accelerated and widespread recruitment, education and training of CPP candidate-members.

In fact, they are goading more mass activists in the urban and rural areas to join the CPP and the armed revolution, especially because of the red-tagging, arbitrary arrests, torture and murder, which are being perpetrated with impunity. Reminiscent of the Marcos fascist dictatorship, there is an upsurge of mass activists who wish to join the New People’s Army. The Red commanders and fighters are striving to launch more tactical offensives in order to provide arms to the increasing NPA recruits.

The CPP has absolute leadership over the NPA. It has set the strategic line of the protracted people’s war, which is to encircle the cities from the countryside and accumulate strength until conditions become ripe for the seizure of the cities. The NPA has grown self-reliantly through tactical offensives from a force of only 60 Red fighters with only 9 automatic rifles and 26 inferior firearms to nearly 10,000, augmented by tens of thousands of members of the people’s militia and hundreds of thousands of self-defense units of mass organizations.

The CPP leads millions of people in the countryside because the revolutionary armed struggle is integrated with agrarian revolution and with mass base-building through the mass organizations and the local organs of political power which constitute the people’s democratic government. There are more than 110 guerrilla fronts in the rural areas of 17 regions and in 73 provinces. The peoples democratic government being developed in the countryside aims to overthrow the reactionary state in due time in the strategic offensive.

The CPP is determined to solve the problem of conservatism by having two-thirds of the NPA devoted to mass work and one third devoted to armed tactical offensives with short rest periods. The Red commanders and fighters are rotated to carry out mass work and armed tactical offensives. But all the time the entire NPA is alert to adopt the correct defensive and counter-offensive measures. Whenever advantageous, without the risk of decisive engagement at the expense of any guerrilla front, the highest possible concentration of the NPA strength in a guerrilla front can be used in a planned series of tactical offensives against the enemy.

The flexible tactics necessary for a people’s war of fluid movement are made possible by knowing the strong points and most vulnerable points of the revolutioinary and enemy side and by using concentration, dispersal and shifting the strength oif the NPA in order to frustrate and defeat the enemy . The constant surveillance of the enemy by the NPA and the people provides the knowledge of the limits of enemy strength and capabilities on varying scales and allows the CPP and NPA to take the initiative in carrying out tactical offensives. The strength and capabilities of the enemy are not limitless. In fact, they have become extremely limited by the nationwide development of the revolutionary movement in the last 52 years.

When the enemy attacks in superior force, the NPA can retreat to deprive him of a target but he is given a fair share of land mines, sniper fire and even a lightning ambush on any column of his that is isolated. While in retreat from any guerrilla front, the NPA and the people observe the weak points of the enemy for the purpose of soonest possible tactical counter-offensives. Elsewhere, NPA units can take full initiative to launch tactical offensives against the most vulnerable points of the enemy, which include small-unit detachments of the military, police stations, paramilitary units, and the security guards of plantations, logging sites and mines.

The leading organs of the CPP and the commands of the NPA are well aware of the continuous US military support for the Duterte tyranny and the total strength and deployment of the reactionary armed forces, police and paramiltary forces. They are determined to avoid decisive engagements which put at risk the entire srength of any guerrilla front. But they are well determined to seize the initiative in launching counter-offensives against the weakest points of the enemy. The NPA has learned positive and lessons in the course of overcoming and frustrating the various scales and sizes of enemy operations (intelligence, psywar and combat) and the use of drones and bombings.

Around 124 battalions or 40 brigades of the reactionary armed forces are deployed in the eight priority regions of Southern Tagalog, Southern Mindanao, Eastern Visayas, North Central Mindanao, Bicol, Northeast Mindanao, Negros and Far South Mindanao. Around 23 battalions have been spread thinly in Western Mindanao, Cagayan Valley, Ilocos-Cordillera, Central Luzon, Panay and Central Visayas. While they fail to destroy the armed revolution, the fascists are out to enrich themselves and beat themselves in the civil war by wasting public money on military overspending. The military budget for 2020 is more than Php 200 billion, overshadowing the budget for any of the vital social services, especially education, health, public housing, disaster relief and so on.

The main foundation of the revolutionary united front is being developed by the National Democratic Front of the Philippines, with its comprehensive range of 18 allied organizations. This is the united front for armed struggle. At the same time, there is the broad united front of the legal democratic forces of the basic toiling masses, the middle social strata and the conservative opposition that are not engaged in armed struggle. The conservative opposition continues to be weak because of the tendency of the traditional reactionary politicians to join whoever is the new president until this moves into his lameduck years and it becomes increasing isolated and weak.

The Duterte regime is going crazy by using anti-communist witchhunts, spreading guilt by association and equating the CPP with the NDFP as the revolutionary united front as well as with the broad united front of legal democratic forces of the toiling masses, middle strata and the conservative opposition. Any individual, organization or institution can be accused of being “communist” and therefore “terrorist”.

The regime is engaged in blind red-tagging, slander, extortion, arbitrary arrests, torture and murder. All these are being done to realize state terrorism and fascist dictatorship under the so-called Anti-Terrorism Act. But they grievously offend the people and drive them in general to engage in various forms of struggle and the most threatened young militants to join the NPA.



On the Enemy’s Rejection of Peace Negotiations

To the disgust of the social activists, peace advocates, human rights defenders and the broad masses of the people, the Duterte regime has terminated the GRP-NDFP peace negotiations and designated the CPP and NPA as “terrorist” organizations since 2017. It has nullified all previous agreements and engaged in a rampage of brutal murders directed against NDFP consultants and against the CPP and NPA with the clear objective of ending the peace negotiations once and for all time and allowing Duterte to become fascist dictator.

Since then, the Duterte regime has engaged in “localized peace talks” for the purpose of psywar and intelligence against those known as close relatives and friends of suspected revolutionaries, has compelled local units of the reactionary government to issue persona non grata declarations against the CPP and NPA, stage fake surrender ceremonies and fake military encounters with those killed extrajudicially and issue press releases about payments to the fake surrenderers and fake community development projects. But in fact, public money is openly being pocketed by the corrupt military officers.

Duterte no less has put to shame the retired and active military and police officers by declaring publicly that he maintains their loyalty to him because he literally feeds them with money. To ingratiate himself with them, he has engaged in unprecedented military overspending, militarized his cabinet and allowed the active military and police officers to engage in corrupt practices in the acquisition of local and foreign supplies and in the implementation of the bogus war on drugs and the so-called counterinsurgency plans.

For as long as the tyrant Duterte and his loyalist military and police officers are hell-bent on continuing the civil war between the reactionary state and the broad masses of the people, there will be no more peace negotiations between the GRP and NDFP. The CPP, NPA and the NDFP have no choice but to continue the armed revolution as the sovereign right of the people to fight tyranny and state terrorism.

The CPP, NPA and the NDFP are not terrorists because they adhere to the international law on human rights and humanitarian conduct in the civil war and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law. And they have always been willing to engage in peace negotiations in accordance with The Hague Joint Declaration of 1992. They are willing to negotiate with a future regime that will reject state terrorism and seek peace negotiations.

For as long as it is clear to the people that it is the reactionary government which rejects the peace negotiations with the NDFP, it is just and advantageous for the armed revolutionary movement to continue and intensify the people’s war against the reactionary ruling clique and the entire ruling system. The armed revolutionary movement has grown in strength in long periods of intensified people’s war, with no distraction and with no exposure of cadres and their connections by peace negotiations, such as in the long period of no negotiations with the Marcos regime from 1969 to 1986 and during long breakdowns of peace negotiations with the post-Marcos regimes.

The rapidly worsening crisis of the world capitalist system and of the Philippine ruling system are exceedingly favorable for the armed revolution of the Filipino people. The global economic depression that has beset the world since the financial meltdown of 2008 has resulted in less demand for the raw materials and semi-manufactures produced by the Philippines, in less foreign exchange income for paying the manufactured imports, in rising trade and budgetary deficits and in a rapidly rising public debt.

The Covid-19 pandemic has aggravated the crisis of the world capitalist system and that of the Philippine ruling system. The lockdowns have drastically brought down the demand for the raw material and semi-manufacture exports of the Philippines as well as the demand for the cheap labor of Filipino men and women. Millions of overseas Filipino workers have returned home, greatly reducing the foreign exchange remittances to pay for the import of consumer imports and servicing the foreign debt.

Worst of all the Duterte regime has taken advantage of the pandemic to engage in massive corruption, escalate focused military operations and enact the law of state terrorism. The tyrant Duterte took emergency powers supposedly to realign this year’s budget and next year’s. He promised to provide mass testing, adequate medical services and economic assistance to those who have lost their jobs and other means of livelihood.

But more than 590,000 billion pesos for such purposes are unaccounted for and have been pocketed by Duterte and his gangster clique. He has increased the budget of the military and police for the purpose of repression and the enactment of the law of state terrorism to realize his scheme of fascist dictatorship even before expected charter change and proclamation of national martial law.

The tyranny and thievery of the Duterte regime have combined to bankrupt the Philippine economy and the reactionary government. The conditions for the armed revolution have become far more favorable than before the pandemic lockdowns. The broad masses of the people detest the regime for bringing about far worse conditions of mass poverty and misery and for scandalously imposing on them state terrorism and wasting huge amounts of public funds on military overspending.

The Duterte ruling clique has undermined its own economic and political position and has dug its own grave by engaging in flagrant plunder and repression. The broad masses of the people are now on the verge of coming out to the streets in gigantic numbers to condemn and oust the fascist tyrant. Even within the reactionary armed forces and police, there is a rapidly increasing number of groups of officers who have long resented the sell-out of sovereign rights over the West Philippine Sea to China and the favoritism bestowed by Duterte on the so-called Davao boys who have engaged in all kinds of criminality and corruption.

It is widespread within the reactionary armed forces and police that Duterte is physically and mentally sick and that he keeps himself most of the time in Davao for his dialysis after every few days. But he still pretends to be physically and politically strong enough to take all powers and become a fascist dictator or else to handpick a presidential stooge by using his power to rig the Comelec vote count as he did in the 2019 mid-elections to gain overwhelming control over both houses of Congress..

At the same time, it is well known that he bought a presidential jet to be able to escape to China at anytime. He knows that his end is coming near with every month that passes. He has only one year and six months left of his 6-year term. And several judicial systems are after him. If the International Criminal Court fails to arrest him, the people’s court of the people’s democratic government is expected to run after him and all his principal accomplices in gross and systematic violations of human rights.

We know exactly the broad range of forces that converged against the fascist dictatorship from the assassination of Benigno Aquino, Jr. in 1983 to the downfall of Marcos in February 1986. The Duterte ruling clique is trying desperately to manipulate the rabid anti-communist and militarist elements in the conservative opposition to disrupt the broad anti-fascist united front by red-tagging the legal patriotic and democratic forces and slandering them as having “enabled” Duterte to become president and consolidate his presidency.

In fact, the biggest enablers of Duterte have been the traditional politicians who made an exodus to his regime as soon as he became president and turned overnight the previous ruling party into an emaciated and weak minority. The armed revolutionary movement has never stopped, despite short periods of ceasefires on grounds of promoting peace negotiations. And the legal patriotic and democratic forces have condemned the Duterte regime as soon as it terminated the peace negotiations in 2017. The regime is now angling that it can retain power by separating the entire conservative opposition from the impending gigantic mass actions.

Whether Duterte will succeed to rule the people beyond 2022 as a fascist dictator or to handpick his successor by rigging the 2022 presidential elections, there will be a highly explosive political situation from day to day. The broad masses of the people and the broad united front against the tyrant Duterte will be outraged and angered by the brazen violation of their sovereign will and by the rapid worsening of the socio-economic and political crisis of the ruling system. As of now, the broad masses of the people are already seething with just anger over the rapidly deteriorating conditions of oppression and exploitation.

In order to ensure the realization of the gigantic mass actions on a nationwide scale for the ouster of the Dutete fascist regime or its successor regime, the toiling masses of workers and peasants, the middle social strata of the urban petty bourgeioisie and middle bourgeoisie and the allies in the conservative opposition must be aroused, organized and mobilized to protest against the rapidly deteriorating socio-economic and political conditions and the intolerable conditions of escalating oppression and exploitation.



They must protest and condemn the puppetry, brutality and corruption of the Duterte fascist regime and demand respect for the sovereign rights of thepeople, justice for the victims of human rights violations, return of the stolen public funds, economic and social assistance to all who have lost their jobs and means of livelihood and who have been victimized by the regime during the pandemic and aggravated crisis of the ruling system.

In the meantime, the armed revolution wiill continue. The CPP will continue to wage the people’s democratic revolution through protracted people’s war and will aim for the bright future of socialism. The struggle for national and social liberation coincides with the worldwide antiimperialist and democratic struggles and the foreseeable resurgence of the world proletarian-socialist revolution. The advance of the revolutionary mass movement has a direct bearing on the prospects of realizing a just peace in the Philippines.

That there is once more a brazenly brutal and corrupt regime reminiscent of the Marcos fascist regime proves that the semicolonial and semifeudal ruling system continues to rot and has never been fixed by the pseudo-democratic regimes preceding the fascist regime of Duterte to remove the root causes of the armed revolution. Once more the worst of the ruling system comes out in the form of the traitorous, fascist, genocidal and plundering Duterte regime and generates the conditions and opportunities for accelerating the advance of the people’s democratic revolution through protracted people’s war.

CPP/CIO: Reject the ATC designation of the CPP/NPA

1. The Communist Party of the Philippines (CPP) rejects and challenges the December 9 resolution of Duterte’s Anti-Terror Council (ATC) “designating” the CPP and the New People’s Army (NPA) as “terrorists.”

2. The designation by the ATC is a precursor for heightened fascist suppression against the broad democratic forces which are being red-baited and persecuted for fighting Duterte’s tyrannical rule and schemes to perpetuate the Duterte political dynasty. The regime is setting the stage for all-out suppression of democratic rights using “anti-terrorism” as pretext.

3. We can observe some falsehoods and infirmities in the ATC’s “designation” of the CPP/NPA.

– Contrary to its claims, the CPP/NPA is not included in the list of proscribed terrorist organizations of the United Kingdom, not even in its July 17, 2020 updated list (https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/901434/20200717_Proscription.pdf)

– Contrary to the ATC resolution, neither is the CPP/NPA included in the updated list of Australia (https://www.nationalsecurity.gov.au/listedterroristorganisations/pages/default.aspx)

– Based on the Anti-Terror Law, the ATC can adopt the terrorist proscription by foreign countries (including that of the United States) if there is a request for designation coming from these jurisdictions. The ATC does not cite any such request made by the US, New Zealand or the European Union.

– The ATC claims that the CPP/NPA were organized with the aim of “overthrow(ing) the duly constituted authorities and seize control of the Philippine Government through armed struggle.” Some legal experts would classify this as rebellion, not terrorism. The ATC does not cite any provision of the ATA pertaining to rebellion or overthrowing of the government.

4. The CPP and the NPA are revolutionary organizations that are fighting for the national and democratic interests of the Filipino people. The CPP and NPA stand against terrorism which involves inflicting violence on unarmed civilians in violation of international humanitarian law.

The national democratic cause of CPP and NPA has long been recognized as legitimate. Its status of belligerency is recognized practically by various countries and international organizations. Recently, the United Nations Secretary General acknowledged the CPP and NPA’s ceasefire declaration issued in respond to the UNSG’s call for a global ceasefire in the face of the Covid-19 pandemic. For many years, the Royal Norweigian Government has served as Third Party Facilitator of peace negotiations between the Philippine government and the National Democratic Front of the Philippines (NDFP).

As a belligerent in the civil war, the NPA formally recognizes and applies the Geneva Conventions in the conduct of its military operations. The NPA’s Three Rules of Discipline and Eights Points of Attention, which serve as the moral code of its Red fighters, both uphold respect and guarantee for the rights and welfare of the people.

Past 7:00 pm on December 24, a small team of lightly-armed red fighters from the Rachelle Mae Palang Command (RMPC) was on the way to their respective area to join the masses in Christmas festivity when they chanced upon much larger units of 11th IB soldiers and police mobile forces in Sitio Libjo, Barangay Tayak (not Napacao as earlier reported in the news media) in the town of Siaton, Negros Oriental.

Eventually a firefight ensued, although the comrades tried to avoid a battle in consideration of Christmas. But they have no choice but to defend themselves from the fascist onslaught.

In the process, two comrades were martyred while others managed to effect a safe withdrawal through ferocious fire and maneuver engagement.

The comrades were greatly outnumbered and at a disadvantageous position but they fought with bravery and courage.

Meanwhile, as per data gathered at funeral homes that processed the cadavers, four soldiers were among the dead.

The two martyred comrades are Ricardo “Ka George” Sabinan, 45, who hailed from Barangay Mantiquil, Siaton; and Ebit “Ka MJ” Fuentes, 24, of Barangay San Vicente, Trinidad, Bohol.

Ka George was actively involved in land reform advocacy and organizing for years in a hacienda situated in Barangay Napacao previously owned by Don Vicente Gaspar Family, but since 2016 occupied and cultivated by more than 200 farming families.

Later, Ka George went into hiding because of trumped-up murder and others criminal cases filed by Gaspar’s minions and several attempts on life by state security forces. It is only recently that Ka George enlisted in the NPA as he realized that the struggle for land reform can only be won and completely achieved through armed struggle.

Early in his youth, Ka MJ has been involved in various movements and people’s struggles in his province Bohol. He was active in cultural work among the youth before, and without a bit of hesitation, responded to the call to go to the countryside of Negros and serve in the revolutionary peasant movement and enlist in the NPA.

He is known for his down-to-earth demeanor and diligence in work and perseverance.

The RMPC renders its highest honor and red salute to the two brave people’s warriors who gave up their very lives in the service of the oppressed and exploited.

Long live the memories of Ka George and Ka MJ and all revolutionary martyrs! Let them inspire us to resolutely advance the revolution forward and accumulate more victories! ###

Sinasalubong ng malawak na hanay ng kababaihan at mamamayan ng buong saya at militansya ang anibersayo ng pinakadakilang saligang alyansa ng mga rebolusyonaryong manggagawa at magsasaka, ang muling-tatag na Partido Komunista ng Pilipinas. Higit pang mayaman at matatag sa larangan ng ideolohiya, pulitika, at organisasyon sa kabila ng napakatinding panunupil ng kasalukuyang rehimen. Mahigpit itong nakaugat sa masang inaapi at pinagsasamantalahan kung kaya naman hindi magapi-gapi ng reaksyunaryong estado. Sa loob ng 52 taon, matatag at magiting na pinamunuan ng Partido ang bagong demokratikong rebolusyon ng sambayanang Pilipino upang mapawi ang pagsasamantala sa ilalim ng malapyudal at malakolonyal na sistema ng naghaharing malalaking burgesyang kumprador, panginoong maylupa’t mga burukratang kapitalista.

Napakayaman ng kasaysayan ng Partido. Kaya habang natututo at nagpapaunlad pa ng mga bagong praktika, stratehiya, at taktika sa pakikidigma, matibay ang pagtangan nito sa mga saligang prinsipyo sa pagtatagumpay ng armadong pakikibaka sa kanayunan na sinasabayan ng parlamentaryong pakikibaka bilang segundaryong anyo. Mahigpit nitong hawak ang ideolohiyang Marxismo-Leninismo-Maoismo bilang teoretikong sandata sa pagsusulong ng proletaryong rebolusyon sa konteksto ng lipunang Pilipino.

Sa buhay-at-kamatayang pakikibaka ng Partido at mamamayang Pilipino, walang pag-iimbot na inialay ng mga matatapat na kadre at kasapi ng Partido at Bagong Hukbong Bayan ang kanilang buhay sa rebolusyonaryong kilusan. Marapat lamang na bigyan natin ng pinakamataas na pagpupugay ang ating mga dakilang bayani at martir katulad nina Rona Jane “Ka Orya” Manalo, Andrea “Ka Naya” Rosal, Justin Ella “Ka Star” Vargas, Lorilyn Saligumba, at Eugenia Magpantay.

Ang Pakikibaka ng Aping Kababaihan

Mayorya ng mga kababaihan ay nakapaloob sa uring inaapi at pinagsasamantalahan. Mga magsasaka at manggagawa ang bumubuo sa 90% ng kababaihan sa buong bansa. Ang mga magsasaka sa kanayunan ay biktima ng kawalan ng lupa, mataas na upa sa lupa, at militarisasyon. Ang mga manggagawa ay uhaw sa regular na trabaho, nakasasapat na sahod, at mga benepisyo sa paggawa. Maging ang mga kababaihang kabilang sa petiburgesyang lunsod ay nakararanas ng pagliit ng kanilang kinikita mula sa kanilang trabaho at/o negosyo dahil sa taas ng interes sa utang, taas ng buwis at lagayan sa burukrasya.

Sa pagtindi ng epekto ng pandemya sa malakolonya at malapyudal na lipunan at ekonomya, dobleng pinapasan ng kababaihan ang pang-aapi dahil kaakibat nito ang pyudal-patriyarkal na sistema dulot ng imperyalismo, pyudalismo, at burukrata-kapitalismo. Ang kababaihan ay nakararanas ng dagdag sekswal na pang-aabuso dahil sa busabos na katayuan nila batay sa kasarian. Sa kasalukuyang rehimen, masahol ang trato ni Duterte sa babae kung paano maliitin, murahin, bastusin o harasin, at dustain.Ibayong kahirapan sa mamamayan at kultura ng terorismo ng estado ang solusyon ng rehimeng US-Duterte sa krisis ng pandemya sa bansa. Kaya maugong na ang kampanyang pagpapatalsik sa papet na presidente sa hanay ng mga kababaihan dahil wala na itong kakayanang mamuno at solusyunan ang problema ng mga Pilipino.

Malaon nang tumatawag ang pangangailangan ng kilusang magpapalaya sa kababaihan. Ang pagkatatag ng rebolusyonaryong organisasyon ng ating hanay ay patunay lamang na handa na ang kababaihan na tahakin ang landas ng matagalang digmang bayan. Sa gabay ng Partido, ang MAKIBAKA ay unang nag-organisa sa hanay ng mga kababaihang estudyante, at umabante hanggang lumawak na sa mga maralitang komunidad at pagawaan. Nagpasimuno rin ng isang alyansa para sa kampanya laban sa pagtataas ng presyo ng mga bilihin na nagpasikad sa unang rali ng kababaihan noong 1971.

Nang ideklara ang batas militar noong 1972, pumunta sa kanayunan ang mga kasapi ng MAKIBAKA upang lumahok sa armadong pakikibaka. Patuloy pa rin itong nag-organisa at kumilos nang lihim sa kalunsuran, nakiisa sa Ikalawang Dakilang Kilusang Pagwawasto at nagpunyagi para ibayo pang maisulong ang pambansa-demokratikong rebolusyon.

Ang Partido bilang Tanglaw ng Kababaihan sa Paglaya

Tulad ng Partido, sa gabay ng aral ng Marxismo-Leninismo-Maoismo, ang MAKIBAKA (maging dito sa Timog Katagalugan) ay mahigpit na nakatalima sa syentipikong paraan upang malutas ang ugat ng kahirapan at karahasan—demokratikong rebolusyong bayan. Tanging sa DRB lamang na lalahukan din ng hanay ng kababaihan tunay na lalaya ang buong bayan.

Tunay na maihahalintulad ang kababaihan sa mga bulaklak, at ang Partido bilang siyang araw na nagbibigay buhay at sigla sa mga ito. Walang bulaklak ang magiging mayabong, sariwa at matikas na tatayo saanman umulan at umihip ang hangin, kung walang araw na magbibigay init at liwanag. Ang Partido ang tanglaw ng kababaihan tungong sosyalismo—sa lipunang malaya, payapa, at masagana. Tanging ang Partido lamang ang seryosong nagpapatupad ng programa na pataasin ang antas ng pamumuhay at pagkilala sa mga kababaihan sa lipunan. BIlang abanteng taliba ng kababaihan at mamamayan, taglay nito ang komprehensibo at matibay na pundasyon sa ideolohiya, pulitika, at organisasyon.

Sa ika-52 anibersaryo ng Partido, kinikilala natin ang mga dakilang ambag nito sa pagmulat at pagkilos ng aping kababaihan sa kalunsuran at kanayunan upang ang kilusang kababaihan ay mapalahok sa armadong rebolusyon, pabagsakin ang impersyalismo, at itatag ang sosyalismo!

Ang Rebolusyonaryong Tungkulin ng Kababaihan

Kasama ang Partido at buong sambayanang nakikibaka, patuloy nating isulong ang mahigpit nating mga tungkulin para sa pagpapalaya ng kababaihan at ng buong bayan:

1) Ibagsak ang reaksyunaryong estado at itayo ang demokratikong gubyernong bayan.

2)Ipaglaban ang isang ekonomyang umaasa-sa-sarili at malaya sa kontrol ng malalaking dayuhan at lokal na interes.

3)Itaguyod ang partisipasyon ng kababaihan sa sandatahang pakikibaka.

4)Labanan ang reaksyunaryong kulturang mapang-api’t mapagsamantala sa kababaihan at palaganapin ang kulturang rebolusyonaryo at mapagpalaya sa kababaihan.

5)Itaguyod ang pantay at demokratikong relasyon ng mga kasarian at ng pamilya.

6)Ipaglaban ang karapatan at kagalingan ng mga bata.

7)Pahigpitin ang pakikiisa sa kababaihan ng buong daigdig laban sa imperyalismo at lahat ng anyo ng reaksyon.

Kababaihan, puspusan at determinadong abutin ang landas tungong mas mataas na subyugto ng estratehikong depensiba!

Kababaihan, umambag sa patatagumpay ng demokratikong rebolusyong bayan! Sumapi sa New People’s Army!

The statement of RMPC yesterday said that four soldiers were killed along with two red fighters in Siaton AFP/PNP-NPA clash on Christmas Eve.

But latest data from reliable sources within the reactionary government further revealed that among those killed in action (KIA) was an Army lieutenant and an enlisted personnel. And another two soldiers were wounded in action (WIA).

Thus, only two were KIAs from the enemy side not four as earlier stated by RMPC. But regardless of the exact number, the 11th IB and PNP hid this fact to the public and brazenly continue to project an image of invincibility.

Because it is indeed shameful for a preponderant attacking force positioned in advantageous terrain with superiority not only terms of personnel but also in firepower not to totally wipe out a small unit of lightly-armed NPA fighters and instead suffered casualties.

In gross violations of IHL (International Humanitarian Law), the remains of two martyred comrades, Ricardo “Ka George” Sabinan and Ebit “Ka MJ” Fuentes, were desecrated and treated like animals. They were hog-tied and inhumanely tossed at the back of the police car.

While the cadavers of two KIAs from 11th IB were processed and disposed of by a funeral homes with military escort.

The Party, the New People’s Army and the revolutionary movement are outside the legal jurisdiction of the Government of the Republic of the Philippines (GRP). They are governed by the rules of the People’s Democratic Government (PDG) that the revolutionary movement is building and has established in the course of waging a revolutionary war to advance the national and democratic rights of the people.

The Party does not recognize the juridical authority of the GRP. Neither does the CPP recognize the Anti-Terror Law as a legitimate law. The constitutionality of the ATL is also being questioned before the GRP’s Supreme Court which has already received more than 30 complaints calling for its repeal.

Legal experts and luminaries, however, can take independent action to question the ATC’s designation of the CPP as “terrorist.” They can take this option as a first step to prevent the legal consequence of the CPP designation by the ATC against the people’s civil and political rights.

The ATL is an anti-democratic law which was enacted for the purpose of suppressing the broad democratic forces who oppose Duterte’s tyrannical rule and who stand against his plans to perpetuate his rule. It is merely using the veil of “anti-terrorism” to suppress and clampdown on patriotic and democratic forces and delegitimize their mass-oriented cause.

The so-called ATC is a pro-Duterte fascist anticommunist directorate. It is composed close-minded Duterte die-hards that aim to silence all criticism of their boss. It is a twin of the NTF-ELCAC whose sworn duty is to destroy the CPP and the patriotic and democratic forces.

The Anti-Terror Council’s designation against the Communist Party of the Philippines (CPP) is directed not against the CPP per se. It is merely a precursor for heightened political repression and clampdown against the national democratic forces and the broader anti-Duterte movement.

Because it stands outside the bounds of the constitution of the Government of the Republic of the Philippines (GRP), and for all intents and purposes is considered illegal by the GRP, the CPP will not and cannot take legal action the said designation.

It must be pointed out, however, that since the adverse legal implication of the designation actually goes beyond the CPP, other groups and individuals can take the necessary steps, both legal and political, as part of the defense of their legal rights.

As Gen. Hermogenes Esperon, National Security Adviser, himself yesterday threatened, the designation will have implications against individuals and organizations which they have long red-baited and indicted without court procedure as “legal fronts.” They are being persecuted because of their patriotic and democratic cause and because they have relentlessly criticized and opposed Duterte’s fascism, corruption and oppression against the people.

Even now, “bank accounts of the CPP and NPA” have been ordered frozen by the government, which will have implication not against the CPP (which does not maintain bank accounts), but against various organizations who have been accused of “funneling funds to the NPA” (again without proof) including party-list organizations, other political parties, religious and human rights organizations, unions, service-oriented NGOs, community schools and others.

Thus, the ATC designation against the CPP must be opposed by all democratic forces, even those who may consider themselves CPP-ambivalent or even anti-CPP or anti-NPA, because of the far-reaching harm it may cause against their legal and political rights.

They can take action to oppose the ATC’s terror-designation of the CPP in whatever legal forum that is available to them. Among the many reasons that they can cite are:

One, the ATC designation was issued treacherously at a time that the Supreme Court is just about to start deliberations on the question of the ATL’s constitutionality.

Two, the ATC resolution is legally infirm as the act of waging an armed revolution constitutes rebellion and not terrorism even under the GRP’s own laws.

Three, because the ATC resolution misrepresented foreign entities, namely, the UK and Australia, by claiming that the CPP is included in their “terror lists.”

Four, that no request has been made by any foreign entity to have their terror listing included in the GRP’s own list.

Surely, other infirmities can be pointed out by experts on GRP laws.

The Communist Party of the Philippines rejects and denounces the anti-people P4.506-trillion national budget for 2021 which Rodrigo Duterte signed today. The budget reflects the regime’s perverse priorities amid the pandemic.

Instead of giving top priority to health, it earmarked the largest funds to fund Duterte’s corruption-laden infrastructure projects. The regime also provided hefty increases to the budget of its military and police in order to heighten its suppression campaign against the Filipino people.

In particular, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is set to receive a P19-billion budget for 2021 (3,000% increase from this year) despite mounting calls for it to be defunded.

The regime also appropriated P38 billion for the Armed Forces of the Philippines (AFP) modernization program which will be used to beef up its fascist arsenal in a vain attempt to decimate the revolutionary movement before the end of Duterte’s term. Similarly, the Philippine Army, Air Force and Navy will receive a total increase of P1.6 billion.

Initial estimates also indicate that nearly a fourth of the budget or more than P1 trillion will be spent to railroad Build, Build, Build projects. As in previous years, rotten politicians will treat infrastructure funds as pork barrel and be used to siphon huge kickbacks and for politicking in anticipation of the 2022 elections. Majority of these projects are lodged under the Department of Public Works and Highways which is set to receive a budget of P694.8 billion for 2021 (113.9 billion increase from this year). This includes the P68 billion worth of “skeletal” infrastructure projects or structures which remain incomplete despite being funded millions in previous years.

In stark contrast, the regime did not allocate a single centavo to fund the urgent need for modernization of health and education.

It appropriated only a measly P6.497 billion for the enhancement of the country’s deteriorating health facilities and P15.7 billion for the hiring of additional health workers on top of other token health programs. Only ₱2 billion has been allocated for the procurement of vaccines. The supposed ₱70-billion budget is classified as an “unprogrammed appropriation” which means there is no guarantee that enough vaccines will be purchased. Instead, the regime is now scrambling for more foreign loans for acquiring vaccines.

In utter contempt of students’ plight, the regime slashed the P754.4-billion budget proposal submitted by education agencies by P46.3 billion. The amount could have been used to ensure the safe reopening of schools.

Facing widening budget deficit, the Duterte regime will certainly utilize the continuing pandemic crisis to obtain onerous foreign loans under the guise of stimulating the economy to fund his fascist and corrupt agenda. This is bound to further aggravate the Filipino people’s plight as they will be made to shoulder payments in the form of new and higher taxes.

Duterte’s unapologetic announcement that his Cabinet men and soldiers have been inoculated against the Covid-19 virus is downright obscene. It smacks of privilged callousness.

Sobrang nakakasuka. Inuna pa ang mga killer na sundalo, bago ang mga nars at duktor. Inuna ang mga walang kwentang heneral, kaysa ang pinakanangangailangang matatanda at mga manggagawang lumiliha ng yaman.

In the face of the country’s still rising levels of infection and stress to the public health system, Duterte and his men are displaying boundless levels of selfishness. They claim special entitlement to Covid-19 vaccinations and then make merry over what they believe is their immunity to infections.

Duterte’s abuse of his powers and privilege rouse the people’s outrage.

Kasuklam-suklam ang mga upisyal ng AFP na nagkakandarapa ngayong magpaliwanag sa publiko kung saan galing ang bakuna at bakit nabigyan ng katangi-tanging pribilehiyo ang mga upisyal at sundalo.

It will be no wonder if Duterte himself deliberately scuttled the Pfizer vaccine deal as he himself is promoting the the untested, less efficacious and more expensive vaccines from China. Without a doubt, Duterte’s pockets are bulging from hundreds of millions of pesos of kickbacks and “finder’s fees.”
