Camp Navarro, Calarian, Zamboanga City- December 17, 2020 

While conducting blocking operations, troops of the 3rd Scout Ranger Battalion chanced upon the fleeing terrorists earlier encountered by the rangers from the 5th Scout Ranger Battalion, the Commander of JTF Sulu said.

“The rangers were establishing blockade a few meters away from the first encounter site in Barangay Pansul, Patikul, Sulu when they encountered the fleeing enemies. A fierce firefight ensued which lasted for about 30 minutes after which the enemy withdrew bringing along their casualties with them,” said Maj. Gen. William Gonzales, JTF Sulu Commander.

The said encounter resulted in the wounding of five soldiers while casualties on the enemy side are yet to be determined. The wounded soldiers were immediately extricated from the area and evacuated to Kuta Heneral Teodulfo Bautista Station Hospital for medical attention. 

“We are certain that the ASG incurred numerous casualties as evidenced in the bloodstains that scampered in the encounter site,” said Lt. Col. Felicito Cutit, Commander of the 3SRB.

While scouring the area, the operating troops recovered a 5.56mm linked ammunition, one 5.56mm magazine, and enemy personal belongings.

1101st Infantry Brigade Commander Col. Antonio Bautista said that the battle casualties are now in stable condition. 

“We pray for their speedy recovery and we commend them for their gallantry,” Col. Bautista said.
Blocking and pursuit operations are continuously being conducted. 

Meanwhile, Lt. Gen. Corleto Vinluan, Jr., the Commander of the Western Mindanao Command, lauded the troops of the JTF Sulu for remaining steadfast in ending terrorism in their area of responsibility.

“We are utilizing all our capabilities to sustain the peace in our area of operation during this yuletide season. We are closely monitoring the enemies to prevent them from creating havoc in the peaceful communities,” Lt. Gen. Vinluan, Jr. said.

CLAVERIA, Misamis Oriental- In coordination with 58th Infantry “Dimalulupig” Battalion, the Provincial Local Government Unit of Misamis Oriental (PLGU Mis Or) conducted Groundbreaking ceremony of water system at Sitio Kamansi, Brgy Banglay, Lagonglong, Misamis Oriental on December 16, 2020.

The said project is worth of Php 289,000 and was funded under the First Community Cooperative (FICCO) Outreach Program. This aims to provide an easy access to safe and potable water to the locals of Sitio Kamansi as well as to prevent them from being afflicted by diseases caused by contaminated water.

According to the locals, this is one of the issues and concerns being exploited and used by the Communist Terrorist Groups (CTGs) in their community to recruit the local populace to join the armed struggle.

It can be recalled that Sitio Kamansi was a former Guerilla base of the CTGs operating in the unit Area of Operation which was successfully cleared through the intensified effort of 58IB and the LGU Lagonglong.

Moreover, present during the groundbreaking were Hon. Fredrick Khu, Board Member of 1st District Misamis Oriental, Director Anselmo Mercado, Chairman of FICCO Board of Trustee, Hon. Jay Albert Puertas, Municipal Mayor of Lagonglong, Mr. Jose Apollo Pacamalan, Provincial Agriculturist, Mr. Jonathan Rizalda, Environmental Officer of Minergy Power Corporation (MPC), and Hon. Edgardo Torres, Barangay Captain of Brgy Banglay, Lagonglong.

The activity was highlighted with the signing of Memorandum of Agreement (MOA ) among the different agencies and offices involved.

Meanwhile, the beneficiaries of said project conveyed their deepest gratitude to all the people behind the development of Sitio Kamansi.

On the other hand, Lieutenant Colonel Ricky L Canatoy, Commanding Officer of 58IB appreciated the continuous efforts of various government agencies in delivering basic services to different conflict-affected communities. “Your Philippine Army will always be your partners and will continuously support all your endeavors in delivering basic services to the peace-loving people of Misamis Oriental. Likewise, we will give our best effort to protect the people from any threat group that will disturb their peaceful community,” said Lt. Col. Canatoy.

“To the beneficiaries, our effort does not ends here, expect more socio-economic development projects from the government., Likewise, we assure you that the development of So Kamansi will be sustained and continuous so that there will be no reasons of joining the rebels in their armed struggle,” Lt. Col. Canatoy ended.

This initiative is a result of the collaboration effort of different government agencies and private stakeholders which manifest the effective implementation of Executive Order No.70 (EO70).

CAMP Siongco, Maguindanao – Various war materials were recovered in a clash between military troops and Bangsamoro Islamic Freedom Fighters (BIFF) at Sitio Macabenban, Barangay Indatuan, Kabuntalan, Maguindanao on December 14, 2020.

The troops from the 34th Infantry Battalion encountered approximately ten BIFF members under Omar Abdullah alias OV10 around 6:15 in the morning that resulted to the recovery of one caliber .45 pistol, one homemade Barret Caliber .50 sniper rifle, five rifle grenades, one IED, one commercial radio and one motorized banca engine.

Major General Juvymax Uy, Commander of Joint Task Force Central and 6th Infantry Division said that JTFC troops will continue to pursue the remnants of the local terrorists in Central Mindanao to finally put a stop on their terroristic activities in the area.

“I commend the efforts of our men from the 34th IB. Our hard work to end this cycle of violence that is hampering our nation’s progress will not stop until the said terrorist group is eradicated”, Maj. Gen. Uy, said.

CAMP CAPINPIN, Tanay, Rizal — The regional intelligence and Rebolusyonaryong Buwis sa Kaaway na Uri staff of the NPA’s Sub-Regional Military Area or SRMA 4A along with three other terrorists were killed in Brgy. San Juan, Baras, Rizal by joint AFP-PNP forces who served a warrant of arrest at around 2:30 a.m. on Thursday, December 17.

The RBKU is the one focusing on extortion efforts to generate funds for their movement. With this milestone, the NPA’s source of funds will be greatly affected that will hamper their terroristic activities against our people and government.

Per report, the arresting party was underway to execute a warrant of arrest against Antonio Cule alias Dad, the Head of the Finance Staff and Execom member of the SRMA 4A for frustrated murder filed in RTC Branch 65, Infanta, Quezon — when terrorists opened fire that triggered the shootout and resulted in the death of five NPA terrorists and the recovery of two M16 rifles, one Cal.45 pistol, one Cal .38 pistol, one Uzi rifle, electronic devices, and voluminous enemy documents.

Brigadier General Alex Rillera, Commander of 202nd Infantry Brigade identified the killed rebels as alias Sandra, wife of alias Luis, Secretary of Guerilla Front Cesar, and concurrently designated as SRMA 4A’s RBKU staff and alias Onli, the terrorist group’s Intelligence Officer.

Meanwhile, the identities of the three other dead terrorists are still being verified.

BGen Rillera said that the security forces were notified by informants from within the terrorist group regarding the whereabouts of alias Dads, the same information was confirmed by some of the locals in the area.

For his part, Major General Greg T. Almerol, Commander of 2nd Infantry Division emphasized that the Armed Forces will never rejoice in the deaths of our fellowmen, but may these recent encounters serve as a warning to the enemies of the state that we are committed to ending the insurgency that is preventing the growth and potential of our nation.

“The continuous neutralization of NPA masterminds in our area of responsibility shows the growing demoralization across the NPA ranks which will further push them toward the insurgency’s nearing end.”

It can be recalled that 2ID had its breakthrough in Mindoro just three days ago after an encounter that resulted in the death of four NPAs under the NPA’s Komiteng Larangang Gerilya Mark Anthony Velasco or KLG MAV operating on the island.

“These deaths will further push the rebels to rethink their violent ideologies, thereby fast-tracking our efforts to defeat the insurgency and liberate our people from the clutches of terrorism in this part of the country.”

Since 2019, 2ID has neutralized a total of six high-ranking NPAs across Southern Tagalog.

Cule currently remains at large, however, the state forces are exerting all efforts to ensure that he will be behind bars or suffer the same fate as his fallen allies at the soonest possible time.

MAGPET, COTABATO – 74 former rebels who chose to return to our government received early Christmas gifts from Hon. Emmylou “Lala” Mendoza, Vice Governor, Cotabato; Hon. Rudy S Caoagdan, 2nd district representative of north cotabato; and Municipal Local Governement Unit of Magpet headed by Hon. Florenito T Gonzaga on December 16, 2020 at Headquarters 72nd Infantry Battalion, Brgy Pangao-an, Magpet, Cotabato.

The said activity with the theme “Pamaskong Handog para sa mga Nagbalik Loob” is intended to our former rebels who have chosen the right path to return to the real government. For many years they were fighting for their wrong beliefs and ideologies, finally they have chosen to live in peace and harmony with their families and loved ones.

The beneficiaries received various grocery items, calendar and additional 500 pesos worth of gift cash. This is a proof that our government with the help of various agencies accepted them with open arms for they are also victims of the recruitment of the terrorist groups.

It was graced by Hon. Jonathan Tabara, rep of the Office of the Vice Governor; Hon. Rudy S Caoagdan, 2nd District Rep. North Cotabato; Hon. Florenito T Gonzaga, Municipal Mayor, Magpet. Also present during the activity were MGEN. Reuben S. Basiao, Commander 10 Infantry Division; Colonel Potenciano C. Camba, Commander 1002nd Infantry Brigade; Lieutenant Colonel Rey T. Alvarado, Commanding Officer, 72IB; staff from the MLGU-Magpet and officers and troops of 1002ndBDE and 72IB.

“We are very thankful that you have finally chosen to go back to our government. We are all in one with this fight against insurgency. With the help of the different government agencies and your Army, rest assured that we will do our best to give you the kind of life you all deserve.” Hon. Rudy S Caoagdan said in his message.

The smile on their faces as they received the gifts were boundless. That army called on the remaining members of the CTGs to go down and return to the folds of the real government, embrace the government’s peace initiative under ELCAC program and start living a more peaceful and meaningful life together with their families and loved ones.

CAMP SANG-AN, ZAMBO SUR – An NPA Squad Leader surrendered to 4th Mechanized Battalion in Brgy. Rogongon, Iligan City, Monday, December 14,2020 around 6:00 in the morning.

“The said personality was identified as Ilan Talha Binongkasan, a.k.a. King, the squad leader of Squad Uno, Platoon Dos, Ace Company, Sub-Regional Committee 5, North Central Mindanao Regional Command,” WestMinCom Commander Lt. Gen. Vinluan, Jr. stated.

The former rebel was operating in the areas of Butuan City, Buenavista, Nasipit, and all parts of Agusan del Norte before and transferred to SRC 5, which is operating in hinterland boundaries of Iligan, Misamis Oriental and Bukidnon in year 2019.

The said personality also yielded his M16 Rifle and three (3) magazines with ammunition. The surrendered firearms are now in the custody of the 4Mechanized Battalion for safekeeping and documentation. Moreover, the CTG member is currently undergoing custodial debriefing.

According to 2nd Mechanized Infantry Brigade Commander, Brig. Gen. Facundo Palafox IV, “the surrender of this rebel is a welcome development in our ongoing efforts in supporting the peace and development agenda of the government.”

“We also urge the surrendered rebel to cooperate with us in order to encourage his comrades to surrender and benefit the program of the government for FRs,” he added.

Meanwhile, 1st Infantry Division Commander, Maj. Gen. Generoso “Gene” Ponio, said, “Our efforts are relentless as we are tirelessly urging the remaining members of the Communist Terrorist Group and their supporters here in Western Mindanao to just lay down their arms, surrender, and return to the folds of the law. We will help you start a new life.”

He also expressed his confidence to the efforts and convergence of stakeholders involved of Task Force ELCAC and its way of addressing the insurgency in his area of responsibility.

IPIL, ZSP – The Provincial Government of Zamboanga Sibugay inaugurated the PhP5-million Halfway House at Capitol Site, Ipil Heights, Ipil, Zamboanga Sibugay Province, Tuesday morning, December 15, 2020.

The Halfway House is a joint project of the Department of Interior and Local Government (DILG) and the Provincial Government of Zamboanga Sibugay.

“The establishment will serve as a temporary housing facility for former rebels from the province who returned to the folds of law as they undergo transformational psychosocial recovery before they will be reintegrated to the mainstream society,” said Brig. Gen. Leonel Nicolas, Commander, 102nd Infantry Brigade.

Meanwhile, Gov. Wilter Y Palma encouraged the former rebels to continue to support the government’s plans and programs to end local communist insurgency.

“Kung walay kalinaw walay development. In this administration, nakita nato ang mga interventions na gipaabot sa ato na gikan sa taas, “said Gov. Palma. (Without peace there will be no development. In this administration, we have witnessed the interventions provided by the national goverment)”

Gov. Palma added, “Magtinabangay ta arun mahinay hinay nato na makabarog mo balik sa inyong kaugalingon.”

(Let us help each other, so that we can slowly assist you stand on your own feet again).

This will also serve as the training facility for livelihood programs, education and skills enhancement which is part of the packages under the Enhanced Comprehensive Local Integration Program.

BALER, Aurora- A 29-year-old former supply officer of Aurora PCOM of the New People’s Army (NPA) has voluntarily surrendered to the Army’s 91st Infantry “Sinagtala” Battalion with firearms and grenade.

The surrenderer, whose name was withheld for safety reason, was presented on Monday (December 14, 2020) to Lt. Col. Reandrew P. Rubio, commander of 91st IB at the Headquarters in Barangay Calabuanan, in this capital town of Aurora.

Rubio said the surrendered NPA officer yielded one high-powered firearm M1 carbine, one (1) magazine for M1 carbine with one (1) round of ammo for M1 carbine and one (1) hand grenade.

The surrenderee who is an Agta is tired of fighting in the military wherein Ka Arnold said that he slept at night for 2 hours only while running in the mountains.

“Kumakain po kami ng munggo sa loob ng isang lingo at nalilipasan ng gutom. Gusto ko na pong magbagong buhay upang makapiling ang aking tatlong anak,” Ka Arnold said, explaining his experiences on hardship for two years in the mountain while with the insurgent group under the leadership of a certain Ka Isaac/Abraham/Peter as his commander aliases.

He Arnold reiterated that he experiences of starvation caused by the dwindling support from the masses.

“The support of the masses are continually decreasing and weakening. They return to the fold of the law. They believe in the goodness efforts being conducted by the government and that is the reason why I decided to return to the folds of the law. I want a peaceful live with my family as the yuletide season is coming,” the former rebel said.

Rubio said that the surrender of Ka Arnold is an excellent manifestation that the government efforts on winning against communist terrorists through focused military operations and Community Support Program (CSP) activities are effective.

“Ka Arnold will avail the Enhanced Comprehensive Local Integration Program (ECLIP). I and calling other NPA members to lay down their arms, surrender, and be with their love ones as the breeze of Christmas is already in the air. His surrender to government forces, described as “best Christmas ever” as he will reunite with his family this holiday season,” he said.

Rubio likewise said that the government is willing to help and to support NPA terrorists who wanted to return to the fold of the law.

“We will give them livelihood and more trainings are lined up to help the former rebels acquire new skills for employment,” Rubio ended.

San Mariano, Isabela — Youth Group birthday celebrants gave gifts to former rebels and Indigenous People at the 95th Infantry Battalion Headquarters in Barangay Zone 1.

KASALIKA Youth members Ms Daiserie Salvador and Mr Emman Paguirigan chose to celebrate their birthday by giving various gifts. Members of the Salaknib Former Rebels Integrated Farmers Association (SARIFA) and IPs were happy for the presents.

Sangguniang Bayan member, Hon. Susana Duca, also participated in the event. The SARIFA and IPs are currently under the care of the 95th Infantry Battalion.

The Philippine Army has welcomed the surrender of a young fighter of the New People’s Army (NPA) after repeated calls for him to return to his family.

Brig. Gen. Zosimo Oliveros, commander of the Philippine Army’s 802nd Brigade, said on Wednesday night the decision of 18-year-old Erwin Tigbawan alias Jordan was a result of efforts of soldiers, parents, and friends to rescue the young recruit.


“This is the best Christmas gift we received this year. In the spirit of Christmas, I will reiterate our call to all deceived members of the NPA in the provinces of Leyte, Southern Leyte, and Biliran to put down their weapons and return to the mainstream of the society,” Oliveros said.

The official issued the statement four days after Jordan surrendered to authorities in Kananga, Leyte, and turned over his NPA-issued M16 rifle.

Oliveros said the young rebel was convinced to surrender after a concerned comrade secretly relayed to Jordan that his parents have been pleading for his return.

“When he found a rare opportunity to escape from his CPP-NPA unit that hostage him somewhere in a mountain village of Kananga town in Leyte, Jordan made a dash to freedom and went straight to the waiting arms of his parents in Monterico village, this city,” the army official added.

The military made a call for him to surrender after Rochelle May Bacalso, 21 was killed in a clash between the communist terrorist group and soldiers on Nov. 27 in the mountains of Kananga. Bacalso is Jordan’s recruiter.

Three days later after the bloody encounter, Jordan was among the small band of rebels who fought with soldiers in Rizal village. The firefight has displaced over 400 families on Nov. 30.

Jordan joined the NPA middle of this year after he got an offer from Bacalso to work in farmland in Kananga.

Instead of landing a job, he was indoctrinated with basic Communist Party of the Philippines (CPP)-NPA- National Democratic Front (NDF) propaganda, forced to engage in NPA’s illegal operations, and trained to fight government forces.

After Bacalso’s death, the military reached out to Jordan's father, Edgar, to cooperate on the possible rescue of his son.

The father is a former member of the CPP-established small farmers’ group in Eastern Visayas.

Since mid-September, the army has been posting calls for Jordan to surrender few days after the encounter between striking troops of the Army’s 93rd Infantry Battalion and the remnants of marauding NPA under Juanito Selleza alias Tibor at Sitio Kanawagan, Poblacion, Kananga.

Government forces reiterated their call to cooperate for the surrender of other newly-recruited NPA warriors identified as Lito, 17; Kulot, 14; and Titing, 17, all from Kananga.

“We can work together for the improvement of our people. You don't have to bear arms to correct social injustices. We can address them in many peaceful and legal ways. The CPP-NPA-NDF is only capitalizing on these social issues to topple our government and seize political power thru the barrel of the gun. Let us stop the senseless killing,” Oliveros added.

The NPA, the armed wing of the CPP, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

identified the suspect as Ibrahim Anduhol of the Barahama Ali crime syndicate.

The Barahama Ali crime group--allegedly engaged in kidnapping, robbery, and other criminal activities--is linked with the ASG led by sub-leader Rakib Abdurahman, Duco said.

Anduhol was killed in a shootout during a law enforcement operation around 2:35 a.m. Thursday in Barangay Upper Pangi, Ipil, Zamboanga Sibugay, Duco said.


Duco said the shootout broke out after Anduhol, armed with a caliber .45 pistol, opened fire on law enforcers, prompting them to retaliate.

Police recovered two caliber .45 pistols with ammunition, an M-16 “Baby Armalite” rifle, and suspected shabu, Duco said.

He said Anduhol, who had a standing warrant of arrest for murder, was involved in killing a soldier and kidnappings of a businesswoman in Imelda, Zamboanga Sibugay, and a businessman in Kabasalan in 2018.

Duco said the suspect was also involved in the killing of Patrolman Arthur Decena on December 6, in Ipil, Zamboanga Sibugay.

The military has pointed to the Daesh-inspired Bangsamoro Islamic Freedom Fighters (BIFF) in rifle grenades and mortar attacks in civilians communities in Maguindanao that recently left a pregnant woman dead and six others injured.

Lt. Colonel Anhouvic Atilano, speaking for the Army’s 6th Infantry Division, said the shelling in two communities in Maguindanao towns of Datu Salibo and Shariff Saydona Mustapha was the handiwork of the BIFF, a local terror group operating in the marshy areas of the province.

"It was a diversionary tactic; they did it to force the Army to cease artillery attacks against them in the marshland of Maguindanao,” Atilano said in an interview with reporters here Thursday.

Since last week, Atilano said the Army has been pounding BIFF positions in the adjoining towns of Shariff Aguak, Datu Saudi Ampatuan (formerly Pagatin), Mamasapano, and Datu Salibo termed by the Army as “SPMS Box” with artillery fire.

The “SPMS Box,” situated in Maguindanao’s second district, is where the BIFF mostly operates.

Six civilians were wounded Monday evening when a rifle grenade fired from afar landed in one of the houses in Barangay Sambolawan, Datu Salibo, Maguindanao.

Among those injured in the incident were three children aged 5, 8, and 15.

The evening, another rifle grenade landed in a house in Barangay Pusao, Shariff Saydona Mustapha, that killed Rahima Damada, 35, a 7-month-old pregnant woman about to leave her home as fighting between government forces and BIFF come closer to the village.

“We have precise targets, the military knows where to let the explosives land, definitely not in civilian areas,” Atilano said, adding that the Army does not use rifle grenade, which is commonly used by BIFF combatants.

Since the BIFF attacked Datu Piang town on Dec. 3, the Army has been pounding rebels’ position with artillery fire to prevent them from launching similar attacks in the future.

ILOILO CITY – Police personnel of the Tubungan Municipal Police Station (MPS) were unscathed when their patrol car hit a landmine planted by alleged members of the communist terrorist group (CTG) on Thursday.

Police Col. Gilbert Gorero, in a text message, said the police officers, led by assistant chief of police Lt. Jose Romel Samson, were on board a Hilux patrol car ) in Brgy. Balicua, Tubungan, Iloilo around 2:45 p.m. when they were hit by a blast from an anti-personnel mine.

“All personnel on board were safe and returned to the station while the Hilux patrol car incurred broken windows on the driver side and holes and scratches on the left side,” he said.

He added that policemen were “alerted and reminded to be more vigilant, alert at all times and maintain minimum defensive security posture”.

Meanwhile, Capt. Cenon Pancito III, Public Affairs Office chief of the 3rd Infantry Division (3ID) of the Philippine Army, said they are still waiting for more details about the incident.

He said Tubungan is part of the area of operation of the Southern Front, Kilusang Rehiyon Panay of the New People’s Army (NPA).

Authorities said the use of anti-personnel landmine is a clear violation of Republic Act 9851 or the crimes against International Humanitarian Law, genocide, and other crimes against humanity.

CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Police and military authorities have launched an investigation into the reported mortar shelling in Maguindanao that left a pregnant woman dead on Tuesday evening.

The explosion occurred in Barangay Pusao of Shariff Saydona Mustapha town at about 10 p.m., according to Mursid Mamolintao, the victim’s brother-in-law.

He identified the victim as Rabiyah Damada Lakim, 37, who was declared dead on arrival at the Maguindanao provincial hospital in nearby Shariff Aguak town.

Mamolintao could not specifically say where the rifle grenade or the mortar came from, although he said government forces and Bangsamoro Islamic Freedom Fighters (BIFF) have been trading bullets and mortars in Shariff Saydona.

“We heard some six explosions before the one that hit my sister-in-law,” Mamolintao said in the vernacular over a radio interview here Wednesday.

Major Gen. Juvymax Uy, commander of Army’s 6th Infantry Division and Brig. Gen. Samuel Rodriguez, police director for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), have ordered police and military units to probe the incident.

Earlier, six civilians were injured, including three children, when a rifle grenade landed on the roof of a house in Datu Salibo, Maguindanao.

Local police in Datu Salibo could not say where the explosives emanated from, although authorities said militants and government forces have been fighting near the peripheries of their town and those of neighboring Shariff Saydona Mustapha, Mamasapano, and Shariff Aguak municipalities.

The three towns are situated near the vast Liguasan marshland, where the BIFF is known to operate.

The government has completed the construction of the PHP5-million halfway house that would serve as a temporary shelter for former New People’s Army (NPA) rebels in Zamboanga Sibugay province.

Brig. Gen. Leonel Nicolas, commander of the 102nd Infantry Brigade, said the halfway house that was inaugurated Tuesday in Ipil town is a joint project of the Department of the Interior and Local Government and the provincial government of Zamboanga Sibugay.

“The establishment will serve as a temporary housing facility for former (NPA) rebels from the province who returned to the folds of law as they undergo transformational psycho-social recovery before they are reintegrated to the mainstream society,” Nicolas said Wednesday.

During the inauguration, Zamboanga Sibugay Gov. Wilter Palma encouraged the former NPA rebels to continue supporting the government's plans and programs to end the local communist insurgency.

“Without peace, there will be no development. In this administration, we have witnessed the interventions provided by the national government,” Palma said. “Let us help each other so that we can slowly assist you to stand on your own feet again."

Palma said the facility would also serve as the training facility for livelihood programs, education, and skills enhancement, which is part of the packages under the Enhanced Comprehensive Local Integration Program.

Thirteen former NPA rebels and 20 rebel militiamen witnessed the inauguration.

Police arrested a member of the Communist Party of the Philippines - New People's Army (CPP-NPA) wanted for a string of criminal cases, in San Fabian, Pangasinan on Monday night.

Philippine National Police Chief, Gen. Debold Sinas, citing reports from Police Regional Office 2 (Cagayan Valley) Director, Brig. Gen. Crizaldo Nieves, identified the arrested suspect as Allan Rey Balanay, 48.

Considered the eighth most-wanted suspect in the region, Balanay was arrested in Barangay San Mabilao, San Fabian at about 10:45 p.m. by police intelligence operatives who came from Cagayan Valley to serve the warrant of arrest against him.

Balanay has four separate criminal cases for murder, frustrated murder, Illegal possession of explosives, and illegal possession of firearms filed before Judge Edmar Castillo, executive judge of Regional Trial Court Branch 11 of Tuao, Cagayan.

Sinas said Balanay was listed in PNP records as an officer of the Henry Abraham Command of the CPP-NPA Northern Front Committee operating in northern Cagayan.

"This is the same CPP-NPA outfit held responsible for the killing of Mayor Carlito Pentecostes during the attack on the town hall of Gonzaga, Cagayan in 2014," he added.

Balanay is wanted for his alleged involvement in the February 2016 ambush-slay of six members of the PNP Regional Public Safety Battalion in Baggao, Cagayan.

He is among the 12 CPP-NPA personalities accused of 11 counts of attempted murder in the landmine ambush of Philippine Marines in Gattaran, Cagayan in March 2019.

In 2010, Balanay and 20 other members of the Henry Abraham Command reportedly attacked the warehouse of Unimaster Conglomeration, Inc. in Gonzaga, Cagayan and burned heavy equipment valued at PHP5 million.


The CPP-NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

MANILA – The military and police forces remain on high alert even during the holidays to quell possible security threats posed by the communist rebels and other lawless elements, National Security Adviser Hermogenes Esperon, Jr. said Wednesday.

In a Laging Handa briefing aired on PTV-4 Wednesday, Esperon said the Armed Forces of the Philippines and the Philippine National Police are on red alert and ready to thwart attempts to sow violence during the Christmas season.

"Kung meron mang banta ang CPP-NPA eh ano ba ang bago, dati naman silang nandiyan na, meron na mga armas. Kung may gagawin silang kaguluhan ay nakahanda ang atin mga tropa (What's new, they have been there for a long time and they have weapons. If they would be creating trouble, our troops are ready for that)," Esperon said in a Laging Handa briefing aired on PTV-4 Wednesday.

The Communist Party of the Philippines (CPP) earlier urged its armed wing, the New People's Army (NPA), to conduct secret meetings to mark its 52nd founding on December 26.

It said they would continue with their offensives during the holidays since the AFP did not declare a ceasefire this year.

The military is not inclined to recommend any holiday truce with the communist terrorists, saying the CPP-NPA has been demonstrating insincerity in previous agreements.

In a public address last December 8, President Rodrigo Duterte declared as "dead" the ceasefire with the communist rebels.

He said he was forced to walk away from "peace talks" after the CPP and its political wing, the National Democratic Front, asked for the formation of a "coalition government".

Department of National Defense (DND) Secretary Delfin Lorenzana on Wednesday said he is fine with the decision of the Communist Party of the Philippines (CPP) not to declare a ceasefire during the Yuletide Season.

"Okay lang sa amin kasi kami hindi nagdeclare ng ceasefire, kailangan naman dalawang magkasundo para magdeclare ng ceasefire (It's okay with us [referring to the defense and military sectors] as we did not declare a ceasefire, it needs two parties to agree to declare a ceasefire)," he said during an interview with reporters at the sidelines of the fleet review and wing flyby held off Morong, Bataan on Wednesday.

Earlier, the CPP urged all New People's Army (NPA) units to conduct secret meetings to mark its 52nd founding on December 26.

The communist terrorists also said they will continue with their harassments during the holiday season since the Armed Forces of the Philippines (AFP) did not declare a ceasefire for this year.

Lorenzana said the CPP-NPA probably opted not to declare their own ceasefire after learning that President Rodrigo R. Duterte is no longer interested in one.

The DND chief added that during ceasefires in past years, the CPP-NPA was known to use the opportunity to resupply, refurbish, regroup, and recruit new members in far-off barangays.

"So huwag na nating pag-usapan ang ceasefire kung ganun ang ginagawa nila (So let us not talk of any ceasefire if they only do that," he said.

The DND chief also dismissed CPP-NPA claims that AFP units are attacking them during ceasefires, adding that it is the communist terrorists who are known to violate such truces.

The fleet review and wing flyby held off Morong, Bataan on Wednesday highlighted the development of the Armed Forces of the Philippines (AFP) into a respectable military force.

"The fleet review and wing flyby showcases the AFP's development into world-class armed forces and a regional power through the modest but well-planned AFP modernization program," AFP chief-of-staff General Gilbert Gapay said.

The event is one of the highlights of the AFP's 85th founding anniversary which is on December 21. Around 63 air and naval assets took part in the said activities. Among those who participated were the newly-commissioned missile frigate, BRP Jose Rizal (FF-150), and strategic sealift vessel BRP Davao Del Sur (LD-602), which led the Philippine Navy (PN) contingent while three Mach 1.5 capable FA-50PH light-lift jet trainers and two S-70i "Black Hawk" combat utility helicopters spearheaded those of the Philippine Air Force (PAF).

Other naval assets present include the BRP Ramon Alcaraz (PS-16), BRP Emilio Jacinto (PS-35), BRP Batak (LCC-299), BRP Abraham Campo (PC-296), and BRP Ang Pangulo (AT-25).

Meanwhile, 36 fixed-wing and rotary aircraft also joined the FA-50PH and the S-71is, including the two AugustaWestland AW-159 "Wildcat" anti-submarine and three AW-109 "Power" combat utility helicopters.

Onboard BRP Batak, a Navy landing craft, is the Philippine Army's Simba armored personnel carrier and the Philippine Marine Corps' V-150.

"We are truly grateful to our Commander-in-Chief, President Rodrigo Duterte, for the unprecedented support to our modernization," Gapay said.

A short ceremony was held on-site and was headed by Defense Secretary Delfin Lorenzana, who was aboard BRP Tarlac (LD-601) that served as the viewing deck for defense officials and senior military officers attending the activity.

"This showcase of our reliable and modern assets is our gift to the Filipino people. This is where your taxes go. The AFP as protector of the people and the state shall continue its judicious use of its resources and protect the trust and support the people have vested on us," Gapay said.

In an interview with reporters, Lorenzana said the fleet review and wing flyby shows to the Filipinos that the AFP is starting to upgrade itself albeit modestly.

"I feel proud (that) this happened during my term as the Secretary of Defense but more than anything else, we should thank the President for his concern, his push to buy more equipment," he said.

National Security Adviser (NSA) Hermogenes Esperon, Jr., on Wednesday denied claims that government security troops are using "creative ways" in detaining individuals allegedly red-tagged by the government.

The "creative ways" reportedly include the filing of false charges like homicide and illegal possession of firearms and reportedly being done to offset the repeal of the Anti-Subversion Law of 1957 or Republic Act 1700 which was repealed in 1992.

"Ano namang creative ways eh talaga namang nangyayari yan dahil miyembro sila ng armandong grupo dahil sila gusto nilang pataubin ang ating gobyerno sa pamamagitan ng armed struggle (What creative ways are they saying? Such incidents are really happening because they are members of the armed group and they want to topple our government via armed struggle)," Esperon said when asked to comment during a "Laging Handa" briefing at PTV-4.

Being part of an armed struggle against the government, he said, means members of these groups are known to carry weapons that are often found in their underground safehouses when discovered and caught by authorities.

"Doon sila talaga nakikita, ayon yung nagiging ebidensya sa kanila na kasama sila sa violent overthrow ng Republika ng Pilipinas (Those are seen there and used as evidence against them for their role or part in violent overthrow of the Republic of the Philippines)," he said.

Also, during the course of operations aimed at neutralizing communist terrorists, such weapons and other equipment, including laptops, are seized by government forces.

He added that these captured laptops, when checked, often revealed the extent of the involvement of their owners to the armed struggle or armed revolution being espoused by the Communist Party of the Philippines-New People's Army (CPP-NPA) and its allies and aimed at the overthrow of the existing government.

"Wala tayong ginagawa na sinasabi nilang planting of evidences, yung mga nakukuha sa kanila ay talaga kanila yun at malimit naman ay sa engkwentro nakukuha yan. Kung ano talagang makuha sa engkwentro, ayon yung ebidensya natin (We do not plant evidence as they claim, all items seized from their possessions are recovered during encounters with them. What was captured or taken during encounters are our evidence against them)," he said.

Republic Act 1700 outlawed the Communist Party of the Philippines of 1930 (Partido Komunista ng Pilipinas-1930), the Hukbalahap, and organizations succeeding them, including the Communist Party of the Philippines (CPP), the National Democratic Front of the Philippines (NDF) and the New People's Army (NPA) on the grounds that these groups are involved in a "conspiracy to overthrow the government and imposed a totalitarian regime".

It also prohibited association with these groups. It was repealed by then President Fidel V. Ramos in 1992 through Republic Act 7636.

Esperon said the red-tagging did not come from the government, adding that it was CPP founder Jose Maria "Joma" Sison, in a video clip, who identified progressive groups allied to the communist terrorists.

In the same video clip, Sison identified the Alliance of Concerned Teachers, Gabriela, League of Filipino Students, Bayan, Kilusang Magbubukid ng Pilipinas, Kilusang Mayo Uno, and many others as his allies in the so-called "National Democratic Revolution", he said.

"Kaya siya mismo, kung may masasabi tayong-red tagging, siya mismo ang nag-red-tag (It is Sison himself who red-tagged his companions, if others are saying that we are the ones red-tagging, it is Sison himself who did that," Esperon said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

"Sa totoo lang, tama yung sinabi ng Pangulo na ini-inform natin ang public. We are informing, we are identifying them and that was for the information ng public para hindi mapasubo ang kabataan na sumama sa kanila (What the President said about informing the public about them is right. We are informing, we are identifying the public so that the youths won't be lured into joining them)," he said.

The Civil-Military Operations Group of the Philippine Navy (PN) in partnership with the PN Officers' Wives and Husbands Association (PNOWHA) gave necessities to child patients at the Center for Health Improvement and Life Development (CHILD) Haus in Ermita, Manila on Wednesday.

Led by Ms. Rachel Cruz Bacordo, wife of Navy chief Vice Adm. Giovanni Carlo Bacordo, the Navy donated a total of 26 gift bags and seven gift boxes consisting of hygiene kits intended for the improvement of the patients’ health and welfare.

"The PN and the PNOWHA continue to deliver selfless service to our poor citizens, as our commitment and in fulfillment of our desire to make life better for all," said Mrs. Bacordo.

The gift-giving activity is part of the Navy's Christmas Celebration 2020 Program that aims to show humanitarian concern and the spirit of Christmas to deprived children who are diagnosed with critical illnesses.

Whether the Communist Party of the Philippines-New People's Army (CPP-NPA) declares a ceasefire or not during the Yuletide season is "immaterial", a military official said.

"It’s immaterial whether the Communist Terrorist Group (CTG) declares a holiday ceasefire or not. They have been consistently and treacherously violating that after all," Armed Forces of the Philippines (AFP) spokesperson, Marine Maj. Gen. Edgard Arevalo said in a message to reporters late Wednesday.

He was responding to reports saying the CPP will not declare a holiday ceasefire with the government this year.

Arevalo said these pronouncements are much better than hoping that the CPP-NPA will honor its commitment to a ceasefire with the government.

"It’s better a barefaced pronouncement such as that than again trust their declaration of a truce hoping that they will honor their word this time," Arevalo, who is also the spokesperson, National Task Force to End Local Communist Armed Conflict (NTF ELCAC) Peace, Law Enforcement, Development and Security (PLEDS) Cluster, added.

The resolution filed by members of the Makabayan bloc urging the House Justice Committee to conduct an investigation on the warrants issued by Quezon City Regional Trial Court (RTC) Judge Cecilyn Burgos-Villavert against militants, does not fall under the power of inquiry of the legislative branch.

Thus, said State Solicitor Gabriel S, Villanueva, Office of the Solicitor General’s spokesperson for the National Task Force to End Local Communist Armed Conflict (NTF ELCAC), in a statement on Dec. 16.

“The Legislative branch of government, much more any of its members, should not cross over the field of the determination of probable cause by the judge in the issuance of search warrants since, as earlier stated, the same is properly the domain of the Judiciary,” Villanueva said.

Villanueva was reacting to Bayan party-list representatives who have reportedly been on a media blitz trying to discredit Judge Villavert who issued search warrants that resulted in the arrest of trade union organizers and a journalist last week.

The Makabayan bloc, on Dec. 15, filed House Resolution 1427 urging the House Justice Committee to conduct an investigation, in aid of legislation.

The resolution said it was Villavert who authorized the conduct of raids in various offices of some militant groups in Tondo and Paco, Manila and in Bacolod last year.

It also pointed to Villavert as the one who issued "questionable" search warrants that led to the Dec. 10 arrest of Manila Today journalist Lady Ann Salem, and union organizers of labor group Defend Jobs Philippines namely Dennise Velasco, Mark Ryan Cruz, Romina Astudillo, Jaymie Gregorio, Joel Demate, and Rodrigo Esparago.

The seven suspects, who are reportedly officials of the Metro Manila Regional Party Committee (MMRPC) of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF), were arrested in simultaneous operations in Manila, Quezon City, and Mandaluyong.

Separation of powers

“House Resolution 1427 is a clear violation of the constitutional guarantee of separation of powers between and among co-equal branches of the government. In this case, between the legislative branch and the judicial branch of the government,” the statement added.

The determination of probable cause in the issuance of the search warrant, Villanueva said, is indisputably a function both constitutionally assigned and properly entrusted to the Judicial branch of government.

“What the Constitution underscores is the exclusive and personal responsibility of the issuing judge to satisfy himself of the existence of probable cause,” he added.

The contents of the House Resolution, he said, embody accusations that the issuance of the search warrants was founded on fabricated facts.

“Clearly the resolution was drafted not in aid of legislation, as Makabayan bloc claims, rather, to accuse and impose judgment to the judge who issued the warrants,” he said. “There is no re-examination of the law to speak of, as the mandate for the determination of probable cause in the issuance of search warrants is given by the Constitution itself.

Villanueva went on to say that the personal determination of the judge as to the existence of a probable cause is within the realm of its wisdom and it cannot be questioned by anybody unless there is grave abuse of discretion.

“The determination of grave abuse of discretion is also a matter lodged before the judiciary and not the legislative,” he added.

Accusations against Villavert, he said, amount to nothing more than an attempt to undermine her position as an impartial judge.

Lack of respect for rule of law

“This betrays their lack of respect for the rule of law. There are judicial processes by which they could have challenged the judge’s actions. If they have failed or have been remiss in their efforts to do so, it serves no one to attack a judge’s credibility and impartiality,” he said.

He added that a judge is under no obligation to lean to one side simply on the strength of their belief in their cause.

“The rule of law is paramount, regardless of where the chips may fall. We must not erode the public’s trust in the judicial system, simply because we find a judge’s ruling landing on the other side of the political divide,” Villanueva said. “Let justice prevail.”

Foreign Affairs Assistant Secretary of Association of Southeast Asian (Asean) Affairs and Asean-Philippines Director-General Junever Mahilum-West urged states to uphold the 1982 United Nations (UN) Convention on the Law of the Seas (UNCLOS) as the legal framework under which all ocean activities are regulated at the 10th Asean Maritime Forum (AMF) and the 8th Expanded Asean Maritime Forum (EAMF) held on Dec. 15, 2020.

“We urge the members of the AMF and the EAMF to work towards fulfilling their obligations under the 1982 UNCLOS for the peace, stability, and prosperity of our region,” Assistant Secretary Mahilum-West said in a news release on Thursday.

Mahilum-West also expressed the Philippines’ steadfast commitment to achieving the early conclusion of an effective and substantive Code of Conduct in the South China Sea (COC) that is in accordance with international law, particularly the 1982 UNCLOS; and proposed the harmonization of national governance efforts with regional and international maritime cooperation frameworks, or at least the enhancement of their complementaries.

Highlighting the priorities of the Philippines in the area of maritime governance and cooperation during the series of Asean meetings, the diplomat highlighted national efforts in maritime governance, including the establishment of the National Coast Watch Council to strengthen interagency coordination on maritime affairs; and cited the Trilateral Cooperation Arrangement with Indonesia and Malaysia to combat transnational maritime crimes in the Sulu-Sulawesi Sea.

Established in 2010, the AMF is a venue for dialogue on a wide range of maritime issues such as maritime security trends, maritime cooperation, maritime domain awareness, and maritime environmental protection, among others.

The EAMF, on the other hand, includes Asean’s partners.
