MALITA, Davao Occidental - Nakatanggap ng tulong-pinansiyal mula sa Department of Social Welfare and Development (DSWD) ang 19 na dating Communist NPA Terrorist (CNT) na sumuko sa 73rd Infantry Battalion na ginanap kahapon, Nobyembre 18, 2020 sa kampo ng kasundaluhan.

Sa pamamagitan ng programa ng DSWD na Community Base Services Section, ang mga dating rebelde ay nakatanggap ng salapi na nagkakahalaga ng anim na libong piso (PhP 6,000) bawat isa.

Sa panayam, sinabi ni Gemma Dela Cruz na "Mao nga gitawag kini nga Community Base Service (CBS) tungod kay kini iya sa komunidad ug nahimo ka nga bahin niini sa imong pagkabig sa gobyerno."



(Kaya ito tinawag na Community Base Service ay dahil para ito sa komunidad at naging parte na kayo nito nang kayo ay nagbalik-loob sa gobyerno).

Ipinarating din ni Lt. Col. Ronaldo G Valdez, Pinuno ng 73IB, ang kanyang pasasalamat sa ahensya ng DILG at DSWD. Kanya ding nabanggit ang kanyang mensahe sa mga sumuko. "Ang mga tulong na ibinibigay sa inyo ay upang mabago ang inyong nasirang buhay sa pagsanib sa mga rebelde. Nawa'y ang ibinigay ay makatulong sa inyo,” kanyang sabi.

Sa pamamagitan ng CBS, napipigilan ang karahasan at ang mga negatibong epekto nito sa komunidad. Isa ito sa pamamaraan ng gobyerno upang bigyan ng pagkakataong magkaroon ng panibagong buhay ang mga rebelde sa kabila ng mga nagawa nitong pagkakamali noon.

EASTMINCOM: LGU welcomes new surrenderees in Mis Or, provides food assistance

CLAVERIA, Misamis Oriental - Local Government Unit (LGU) of Claveria warmly welcomed the twelve (12) new surrenderees through a simple ceremony held at Sitio Moya, Brgy Eureka, Gingoog City, November 13, 2020.

In coordination with 58th Infantry “Dimalulupig” Battalion (58IB) and 2nd Scout Ranger Battalion (2SRB), LGU Claveria headed by Hon. Meraluna S Abrogar, Municipal Mayor initiated the program to personally welcome the former rebels (FRs) and to distribute food assistance and clothing to them.

The FRs received a total of fifteen (15) sacks of rice, assorted canned goods, and clothes that were donated from the office of Municipal Social and Welfare Development (MSWD) Claveria.



It can be recalled that the said 12 FRs surrendered to the combined forces of 58IB and 2SRB last November 8, 2020 at Sitio Langusahan, Brgy Minalwang, Claveria, Misamis Oriental due to hardship and hunger they experienced inside the NPA organization.

“Dako akong pasalamat sa gobyerno ug sa 58IB sa tabang na akong nadawa. Ang ako lang maingon sa akong kauban sa una, dili tinuod nga berdugo ang sundalo, mga buotan sila. Paghundang na sa armadong pakigbisog aron mag-uban ta diri sa saktong kinabuhi,” said Marcelo Simpana alias Kayo, one of the FRs. (To the government and the 58IB, thank you very much for all the assistance I received. To my former comrades, I just want to say that it is not true that soldiers are savages they are kind. I encourage you to cease the armed struggle so that we could be together in a better and peaceful life.



In her message, Hon. Mayor Meraluna S Abrogar said “As a mother of this municipality, I am grateful for the programs initiated by our President to end the local communist armed conflict in our nation. Because of this, we are experiencing influx of surrenders and together with other government agencies, I am happy to give my full support and to provide any assistance to our former rebels as they start a new life with their families.”

Meanwhile, Lieutenant Colonel Ricky L Canatoy, Commanding Officer of 58IB firmly said, “The collaborative effort of different government agencies shows the dedication of our public servants to help our misguided CTG brothers and sisters. We reiterate that is high time now to return to the folds of the law in the guidance of the Almighty. We are more than willing to assist you in reestablishing your life with peace and development but if you insist to follow an ambitious ideology then the Philippine Army will use force to hunt you.”

Camp Navarro, Calarian, Zamboanga City- November 20, 2020

Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr. stated that six more BIFF personalities laid down their arms and returned to the folds of the law in Maguindanao on Friday morning, November 20, 2020.

Lt. Gen. Vinluan, Jr. continued by saying that the sub-group leader of the Bungos Faction and five of his followers including Rasid Sangkali, a.k.a. Kensi; Nasrudin Talib, a.k.a. Alex; Mohammad Abdul Samad, a.k.a. Abu Baida; Khulo Amino a.k.a. Ulo; and Aladin Gaapar voluntarily surrendered to the 1st Mechanized Infantry Battalion led by Lt. Col. Cresencio Sanchez, Jr.


“This influx of BIFF surrender is a result of the continuing offensives coupled with the non-combat operations launched by the Joint Task Force Central,” Lt. Gen. Vinluan, Jr. said.

“Likewise, this is also attributable to the good governance of the local chief executives and to the collaborative efforts of the military, other security agencies, the different stakeholders, and the peace-loving people of Maguindanao,” Lt. Gen. Vinluan added.

From January 2020 to date, a total of 191 officials and members of the BIFF were disarmed through surrender, most of whom already benefitted from the livelihood programs of the government and are now living peacefully with their loved ones.

Furthermore, according to Lt. Col. Sanchez, Jr., the six handed over one locally made 81mm mortar with base plate and one modified M14, one locally made Cal.50 Barret, and two locally made 7.62mm Sniper rifles.

They were subsequently presented to Col. Ferdinand Lacadin, the Officer-in-Charge of the 1st Mechanized Infantry Brigade and Shariff Aguak Mayor Marop Ampatuan at the brigade headquarters in Barangay Kamasi, Ampatuan, Maguindanao.

“I would like to commend the officers and men of the 1st Mechanized Infantry Battalion for the splendid job,” said Col. Lacadin.

During the debriefing, Boy Alas said that they decided to end their armed struggle because their manpower and capability are continuously dwindling and they are tired of moving from one place to another trying to get out of hock.

“With all our substantial gains and successful campaigns, Joint Task Force Central will remain steadfast in working for lasting peace in central Mindanao,” said Maj. Gen. Juvymax Uy, JTF Central Commander.

“To all our partners and stakeholders, thank you for being with us in this fight against terrorism and insurgency,” he added.

Five members of the New People’s Army (NPA) in northern Palawan have surrendered to government troops in Barangay Minara, Roxas.

In a statement, the 3rd Marine Brigade (3MBde),
identified the returnees as Reden Gatosan Angkik (Ka Justine, Jaguar, Jonas. and Arjay), Evelyn Eno Rodriguez (Ka Laisa), Robin Jalain Baylosis (Ka Marlo and Mayor), Charlane Egay Juan (Ka Yumie and Yuhie), and Jupiter Rundukan Gindaya (Ka Armak and Frankie) — all members of the unit of Ka Miggy and Ka Rise who are wanted personalities by the PTF ELCAC.

Brigadier General Nestor C. Herico, brigade commander, said the five insurgents voluntarily surrendered late last week after nearly a month of trekking through the mountains of northern Palawan to escape from the NPA’s Bienvenido Vallever Command (BVC).

“Nilakad nila ng halos isang buwan ang bulubunduking bahagi ng northen Palawan para makatakas mula sa mga kasamahang rebeldeng NPA. Nabalitaan nila na may mga marines na nagsasagawa ng community-based activities (Community Support Program) kaya yon ang tinumbok nilang lapitan at isuko ang kanilang mga sarili,” said Herico.

“Yong isa sa limang ito ay may tatay pa na nasa bundok at kasama nina Ka Rise at Ka Miggy, may pangamba din sila na posibleng pagdudahan ng teroristang NPA ang kanyang tatay dahil sa kanilang pagsuko, pero hindi na nila matiis ang hirap at gutom sa kabundukan,” he added.

Holding the CSP in the northern part of the province, he said, is in close cooperation with the local government units (LGUs) of Palawan, the Peace, Law Enforcement, and Development Support (PLEDS) Cluster which he chairs, and the commanders of the Coast Guard District Palawan, National Bureau of Investigation (NBI) local office, Puerto Princesa Police Office, and Palawan Provincial Police Office.

“The Marines will continue to work hand-in-hand with other government agencies to ensure the safe and fair treatment of all rebels who begin to trust the government rather than the false hopes, lost cause, and deceit of the CPP-NPA-NDF,” he said.

He encouraged other active rebels to surrender to the authorities and avail of the services and programs being offered by the government, particularly the Enhanced Comprehensive Local Integration Program (E-CLIP) of the Department of the Interior and Local Government (DILG) and the Local Social Integration Program (LSIP) of the Provincial Government of Palawan.

More local government chief executives in Negros Occidental are supporting the approval of P19 billion worth of development projects, for insurgency-cleared barangays, as included in the budget of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), that is being opposed by militant lawmakers.

Insurgency-cleared barangays are entitled to receive P20 million worth of development funds.

Moises Padilla Mayor Ella Celestina Garcia-Yulo, who expressed her support to the passing of the budget, said her town is classified among the Geographically Isolated and Disadvantaged Areas.


The passage of the P19 billion budget for projects will greatly aid their socio-economic development, especially to those barangays who have been cleared by the Philippine Army from local communists, she said.

The Philippine Army reported that they have cleared 76 insurgency-affected barangays in Negros Occidental, since last year, up to the third quarter of this year.

EB Magalona Mayor Marvin Malacon, Murcia Mayor Gerry Rojas, and Manapla Mayor Manuel Escalante also expressed their support to the passage of the budget, adding that it will boost the campaign of the government to achieve peace in Negros Occidental.

Cauayan Mayor John Rey Tabujara, who also supported the passing of the budget, said he also recognized the efforts and initiatives of the National Task Force-Ending Local Armed Communist Conflict by addressing the insurgency problem in his town, amid trying times and challenges.

Guihulngan City Mayor Carlo Jorge Joan Reyes said that TF-ELCAC has succeeded in many aspects, where previous peace efforts did not.

“We have now started reaping the benefits of its effectiveness in solving the communist armed conflict in Guihulngan City,” Reyes said.

“Thus, we express our strong support to the NTF-ELCAC proposed inclusion of Brgys, Baloogo, Binonohan, Hinakpan, Humay-humay, Imelda, Nagsaha, Platagasanon, Planas, Poblacion, Sandayao, Tacpao, Trinidad and Villegas,all in Guhulngan City. as recipients of development projects,” Reyes said.

Canlaon City Mayor Jose Chubasco Cardenas said the proposed P19 billion budget would eliminate the root causes of insurgency in communist-influenced barangays.

San Carlos City Mayor Renato Gustilo and Escalante City Mayor Melecio Yap also expressed their strong support to the passage of ELCAC budget.

Several remote barangays of Escalante City used to be hotbeds of insurgency in northern Negros, but some of them had already been declared insurgency-free by the 303rd Infantry Brigade.

“I am confident that our combined efforts can significantly contribute to the fulfillment of our common goals for poverty alleviation, economic productivity, equitable distribution of resources and benefits, and peaceful and environmentally sound community,” Yap said.*GPB

THE city government has commended the soldiers of the 27th Infantry Battalion for intensifying their operations against the New Peoples Army in Paquibato District.

In a statement, the city government said the bravery of the soldiers resulted in the capture of two members of the rebel movement during an operation in Sitio Quibolog, Barangay Mapula on November 14.

The statement also added that the arrest of the two exposed the truth about some groups that have been supporting the rebels as the two were former scholars of a group.


The rebels, based on the report of the military, were also former part-time teachers of children who were members of indigenous community, some of them were among those who stayed inside the compound of Haran Center in the city.

The military reported that the two were made to sign a “return to service contract” as part of their scholarship, they were made to serve the donor organizations, including teaching at Haran.

The military claimed that the rebels recruited the two early this year so they could become full-time cadres.

The city government said it has been relentless in its efforts in implementing programs for sustainable peace and development of the distrit.

“Through Peace 911, we are providing the people in Paquibato with livelihood and economic opportunities, education, roads, bridges, community health centers, and other infrastructure projects,” it said.

DAVAO DEL NORTE, Nov. 19 (PIA) – The New People’s Army makes false promises to recruit members and keeps them from returning home.

During Kapihan sa DavNor on November 18, 2020, two former rebels aliased “Yang-yang” and “Benjong” revealed how the NPA’s broken promises led them to surrender.

Yang-yang, a former rebel who was only 14-years old when she joined the NPA, served as a lookout and medic, said that the NPA promised to help her struggling family if she joined.

“Tungod sa ilang mga pasalig nga tabangan nila akong ginikanan. Syempre kami, nag lisud-lisud pud mi sa una mao to nga nisampa ko kay naa man silay pasalig nga tabangan nila akong pamilya (Because of their promises that they will help my parents; since at the time, we were struggling in life so that’s why I joined because they promised to help my family),” she said.

False Promises

However, when she was able to communicate with her parents, she found out that the NPA did not help her family at all.

“Nagka communicate mi sa akong mama, didto na nako nahibal-an nga wala diay. Miskan piso nga naabot sa ilaha, wala sila gitabangan (I communicated with my mother. I found out then that not even 1 peso was given to them for help),” she added.

Another former rebel, Benjong, who had been in the movement for 13 years when he was 13 years old, said that there was unfairness in how the NPA higher-ups would treat the members.

“Akong obserbasyon sa ilaha, kung sila ang naay problema sa ilahang han-ay, dali ra kaayo ma sulbad. Sila man ang nagdala sa budget, sa mga kinolekta nila sa extortion. Unya sa amoa nga maoy ginasugo pirmente, dili nila solbaron ang problema (From what I observed from them, if they [the higher-ups] have problems, it gets solved quickly. They’re the ones holding the budget collected from extortion. However, when it’s us, the ones working in the ground, who have problems, they don’t help us),” he said.

Benjong revealed being tasked to snipe soldiers as an underage, and became a squad leader at 23 as well as committee member.

Yang-Yang expressed the same experience saying, “Kung naa kay ipangayo sa ila, dili nila ihatag. Kung sila ang nanginahanglan dali ra kaayo, pero’g kami wala gyud intawun (If you ask them for something you need, they don’t give you. If they’re the ones who have needs, they get it quickly, but us, we get nothing).”

Benjong particularly recounted a time when his mother was sick and didn’t get help despite his request for it. It was the last straw that made him surrender.

“Nagtawag kog sekreto sa sundalo, kay ang akong obserbasyon wala naman gyuy klaro gyud. Naglagot pud ko ato kay akong ginikanan wala nila tabangi, tambal ra gani akong gipangayo sa ila ato, so kay wala man gyud. Ning iskapo ko pagka gabii. Bitbit nakong armas duha kabuok (I secretly contacted the soldiers, because from what I observed the movement truly was no good. I was also angry at the time because they didn’t help my mother, medicine was all I asked for, and since there wasn’t any help, I escaped at night bringing two firearms),” Benjong added.

Life of hardship

As a former armed member, Benjong shared how difficult life was when he was still part of the NPA.

“Daghan mi’g kasinati-an didto, kalisod. Di gyud lalim didto. Sa akong pagkuyog-kuyog nako sa ila didto, sakripisyo jud kaayo, usahay matulog nalang gani mi sa yuta lang, sa lapok. Unya basa among sanina, ma encounter pa gyud mi (We have a lot of difficult experiences there. It’s truly not easy, full of sacrifices. Sometimes we sleep in the mud and our clothes are drenched, and then we have encounters with the military),” he said.

“Usahay didto, may lang gani’g sa usa ka adlaw makakaon mi’g ika isa, gukuron pa gyud mi sa sundalo. Perte gyung luoya gyud (Sometimes there, you’d be lucky to have one meal in a day while you’re being chased by the military. It was really difficult),” he added.

Benjong revealed that the higher-ups’ only solution with the hardship was more promises.

“Inig makita na nila nga murag di na nimo kaya, doktrinahan na pud ka nila aron di ka kauli (When they see that we can longer take it, they convince you again so that you won’t go home),” Benjong said.

“Ginapadasig ko nila nga dili lang daw mu-uli kay dili daw na pirmente nga sitwasyon. Pero akong gina timbang pirmente, wa gyud klarong ka-ugmaon gyud kung magpabili gyud ko ani. Nag struggle na akong huna-huna ato (They promised me that the situation won’t last forever, that I shouldn’t go home. But I’ve already been weighing my options at the time, I saw that there was no future if I stayed. I had an inner struggle at the time),” he explained.

Life in government

With the both of them having surrendered and currently living in the government’s side, they expressed their satisfaction of their new life.

“Ganahan mi karon sa sundalo kay maayu ilang pagtagad sa amoa, ug kung unsa among kailangan tabangan mi nila (We like the soldiers now because they treat us well, whatever rudwe need they help us),” Yang-yang expressed.

After surrendering and going back to the government, Yang-yang received P65,000 cash from the Enhanced Comprehensive Local Integration Program (E-CLIP) along with rice assistances.

She hopes to continue her education.

Benjong, who surrendered along with two firearms, received over P200,000 and is now currently living in the 60IB as a CAFGU (Citizen Armed Force Geographical Unit). (Jan Vincent Leuterio, PIA-XI/jmda)

CAGAYAN DE ORO CITY, November 21 (PIA) – To further strengthen military public communication capabilities nationwide, the second day of the 12th Public Affairs seminar workshop 2020 for Visayas, EASTMINCOM, and WESMINCOM leg held in camp Evangelista started off with Semblitz Marketing Agency CEO Fervil von D. Tripoli presenting the proper methods in making digital documentaries to the military participants.

In his presentation, Tripoli underscored the importance of adapting to the age of digitalization saying, “we have to subscribe with the idea of using the internet to share our stories and having a broader scope of audiences, as everything is going digital these days especially if you’re promoting or creating content.”

He also emphasized the crucial nature of the first ten to fifteen seconds when it comes to creating digital documentaries to pique the interest of viewers, giving technical tips such as putting a glimpse of the climax at the start of the story and ensuring consistency of the narrative.

In addition to leveraging on the right medium and having a strong introduction when creating digital documentaries, Tripoli reminded participants of the importance of being relatable when it comes to telling perspectives of the story. “We need to be audience-centric, we can document the struggles and triumphs, and how we are able to help get through that. It should directly relate to me as a civilian, your audience should be able to relate to the material you are creating,” he shared.

In his closing, Mr. Tripoli assured the participants that documentaries don’t have to be highly technical and expensive, as long as the participants follow the rules of consistency and relatability. “In making videos, you don’t have to be fancy or have high-end gear, the rawness can be used to your advantage and bring a sense of realism, it doesn’t have to be expensive,” he stressed.

Presenting the last topic in the workshop, Mr. Tripoli shared his best practices in Social Media Marketing, telling the participants that “there’s no such thing as overnight success when you’re doing social media marketing, when you’re using social media, results will vary from one industry to another,”noting the diverse and compounding nature of the subject.

He also shared the potential challenges and roadblocks in the doing effective campaigns, emphasizing that not all strategies will be fit to certain target audiences.

"There will be times na mahirap e-engage yung mga tao sa post mo, depende sa social media marketing campaign, yun yung sukatan kung anong gusto mong achieve through your social media marketing efforts,” he said.

(There will be times that it will be difficult to engage people with your posts. It all depends on the social media marketing campaign.That’ll be the true measure on what you really want to achieve through your social media marketing efforts.)

In the event of encountering difficulties, he urged participants to simplify things, ““hindi mo kailang sobrang expert sa social media in order to get good results in social media marketing campaign, you just need to stick with the basics, hindi mo kailangan i-complicate just for people to engage in your posts and like it,” he shared.

TACLOBAN CITY, Nov. 19 (PIA) -- In a sustained effort to fully implement EO 70, the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) Southern Leyte with its Chairperson, Governor Damian G. Mercado facilitated a Lokal Serbisyo Caravan and Grand Pulong-pulong at Brgy. Hitawos and Hilaan, both of Bontoc, Southern Leyte on November 17, 2020.

A report from the 14th Infantry Battalion stated that barangays Hitawos and Hilaan are ELCAC priority barangays.

The highlights of the caravan, the report said, were the delivery of basic services to the populace. These included tooth extraction that benefitted a total of 83 persons; medical check-up for 190 persons, circumcision/Operation “Tuli” for 54 persons, free haircut for 58 and distribution of food packs/grocery items to 175 households.

MAASIN CITY Nov. 20 (PIA) -- Government interventions in ELCAC priority barangays in Bontoc, Southern Leyte are seen to empower residents after a year inter-agency convergence.

These ELCAC priority barangays include Olisihan, Pamig-sian, Hilaan and Hitawos.

In a follow-up ELCAC Grand Pulong-pulong and Lokal Serbisyo Caravans held on November 13, 16 and 17, 2020, a newly constructed covered court in barangays Olisihan and Pamigsi-an were turned over to the said barangays with funding from the coffers of the provincial government of Southern Leyte headed by Provincial Governor Damian Mercado.

Both barangays were the venue of the convergence meetings last year together with the 14th IB Philippine Army. Meetings were held at the small and dilapidated structures and used canvass materials to serve as the extended roof.

The covered court in Brgy Pamigsi-an costs P2.4-M according to Punong Barangay Eduardo Papa.

Another new structure in Brgy. Pamigsi-an, which is a bakery store, with four ovens, gas tanks and hoses from the Department of Labor and Employment (DOLE) were also turned over to the barangay on November 13.

DOLE-Southern Leyte Field Office complements with TESDA skills training outputs by providing the tool kits for the bread making livelihood project for the 20 women-beneficiaries in the barangay.

According to TESDA Provincial Head Elizabeth Garcia, the bakery store is the output of the actual carpentry, masonry and tile setting skills training for men in the mentioned. Barangay.

ILOILO CITY, Nov. 21 (PIA) – Another member of the New People’s Army (NPA) from Tubungan, Iloilo voluntarily surrendered himself to the 61st Infantry (Hunter) Battalion on November 20, 2020.

The surrenderer is identified as Alyas Ramon, 30 years old and a member of Sibat Platoon, Southern Front, Komiteng Rehiyon – Panay.

He surrendered with one Cal .45 Colt pistol, one magazine of cal .45 loaded with seven rounds ammunition and one long homemade shotgun with five rounds ammunition, a press report from 61IB Civil Military Operations (CMO) Officer 1st Lt. Gil Gamay said.


Alias “Ramon,” in his vernacular language, said that he decided to surface and lay down his firearms because of hunger and hardship in the area and he realized that he had been in the group for a long time but has done nothing good.

“I was made to believe that we are fighting for the right cause. Instead, we harass and ambush government forces, conduct extortions, terrorize the people and recruit minors which are grave violations of human rights," Alias Ramon narrated.

For his part, Tubungan, Iloilo mayor Roquito Tacsagon expressed his sincere appreciation to Alias Ramon's decision to surrender.

"This was his best decision in life of going back to the folds of the law and live a normal life with his family. LGU Tubungan will help him start a new life and make him a productive member of the community,” Tacsagon said, adding that they have a lot of programs intended for former rebels.

On the other hand, 61IB Commanding Officer Lt. Col. Joel Benedict G Batara said that the surrender of Alias Ramon only shows that these NPA members have realized that their armed struggle has tremendously created a miserable effect to the country's peace and progress.

“They now prefer to live peacefully with their family,” Batara said.

He also reminded the remaining members of the NPA that fighting with our government can never be the solution to the problem.

“We should work hand in hand for a better society, without terror and disunity. Rest assured we are always open to give equal opportunities to those who want to embrace peace," Batara stressed.

Mapagu on Thursday denounced the deceptive recruitment of minors into the CPP-NPA-NDF [Communist Party of the Philippines-New Peoples' Army-National Democratic Front] and said it is not only a blatant disregard of the rights of young Filipinos but also a violation of Philippine and International Humanitarian Laws.

In a press conference with two former NPA child warriors, organized by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), Mapagu noted that the administration of President Rodrigo Roa Duterte, through TFBL,
is willing to assist former members of the CPP-NPA-NDF who have decided to abandon their futile armed conflict with the Filipino people and return to a peaceful life with their loved ones.


Mapagu, who is also the Head of the E-CLIP and Amnesty Program Cluster of the NTF-ELCAC, said under the Enhanced Comprehensive Local Integration Program (E-CLIP), former rebels can receive various forms of assistance and interventions from different government agencies.

He also reminded everyone that the nation will benefit from the dividends of peace, and called on everyone, especially the youth, to join the efforts against the CPP-NPA-NDF and end the more than five-decade-long local communist armed conflict.

Those whose applications to the E-CLIP have been processed have received a P65,000.00 cash assistance, as well as livelihood training and housing benefits, among others. (PIA NCR)

Saying he feared for his life, a member of the Sulu-based Abu Sayyaf Group (ASG) has surrendered to government authorities in Tawi-Tawi province, military officials said Saturday.

Lt. Gen. Corleto Vinluan Jr., commander of the Western Mindanao Command,
identified the ASG surrenderer as Al-Habi Jundam, who turned over a US-made caliber .30 M1 Garand rifle to the Joint Task Force (JTF) Tawi-Tawi on Friday.

Based on the report submitted by Col Arturo Rojas, JTF Tawi-Tawi commander, Vinluan said
Jundam acted as a guard for several victims kidnapped by the ASG between 2013 and 2015.

“He (Jundam) was also involved in the series of encounters against military troops in Sulu province,” he said.


Jundam was turned over to the provincial government of Tawi-Tawi and has undergone custodial debriefing conducted by the Forward Support Medical Team 21.

“During the debriefing, Jundam revealed that he was already tired of hiding, and he was afraid that he would eventually be the military’s target; thus his surrender,” Rojas said.

CAMP SIONGCO, Maguindanao – Six members of the outlawed Bangsamoro Islamic Freedom Fighters (BIFF) surrendered Friday afternoon to military authorities with the help of local government officials of Shariff Aguak in the province.

Maj. Gen. Juvymax Uy, 6th Infantry Division commander,
identified the six surrenderers as Badtongan Amino, Rasid Sangkali, Nasrudin Talib, Mohammad Abdul Samad, Khulo Amino, and Aladin Gaapar, all under the BIFF-Karialan faction.

Shariff Aguak Mayor Marop Ampatuan and Lt. Col. Cresencio Sanchez Jr. of the 1st Mechanized Infantry Battalion, presented the surrenderers to the 6ID chief at the Army headquarters in Barangay Kamasi, Ampatuan town, Maguindanao.


“We were convinced by the Army and Mayor Ampatuan to surrender, we were duped into taking up arms against the government, and we realized later it is the government will help us,” said Badtongan Amino, 45, a sub-leader of BIFF operating in Shariff Aguak and Datu Hofer towns, both in Maguindanao.

Uy, also the commander of Joint Task Force Central (JTFC), lauded the mayor and Sanchez for helping secure the surrender of the six bandits through backchannel dialogues.

“The partnership between the LGUs and the 6ID has been proven helpful once more in the surrender by batches of BIFF gunmen in the province,” Uy said.

More than 200 members of lawless armed groups and the BIFF operating in Maguindanao and North Cotabato have surrendered to the 6ID since 2017.

Police authorities are hot on the trail of gunmen, who shot dead a former police chief of Jolo, Sulu, in Sultan Mastura town of Maguindanao province on Saturday afternoon.

Killed was Capt. Walter Annayo, 41, former police chief of Jolo, Sulu who was relieved from his post following the alleged “misencounter” between his men and four Army intelligence officers on June 29 this year.


Annayo was reassigned at the Police Regional Office-Bangsamoro Autonomous Region in Muslim Mindanao in Parang, Maguindanao following the incident.

“Police investigators are still looking into Annayo’s shooting,” said Major Bangon Mamako, the Sultan Mastura municipal police chief, in a report submitted to PRO-BARMM director, Brig. Gen. Samuel Rodriguez, later on the same day.

Mamako said Annayo was driving his black Toyota Fortuner (GAL-2258) and had a short stopover by the roadside to buy buko juice at a stall in Barangay Macabiso, Sultan Mastura at around 1:45 p.m. when armed men onboard another vehicle opened fire at him.

Annayo fell on the ground as his attackers sped off towards the direction of Parang town after the incident. He died on the spot.

Mamako said all possible angles are being looked into by investigators in connection with Annayo’s killing.

The Philippine Navy (PN) has announced that one of its landing craft heavy, the BRP Ivatan (LC-298), left Sangley Point in Cavite on Saturday to transport National Identification System (PhilSys) registration kits to the Visayas.

Lt. Commander Maria Christina Roxas, PN public affairs office chief, said the vessel is skippered by Commander Paul Anthony Yamamoto and is carrying 35.48 tons of cargoes.

This includes 1,897 PhilSys registration kits to be distributed to eight provinces in the region – Cebu, Bohol, Iloilo, Antique, Capiz, Negros Oriental, Negros Occidental, and Leyte.

"This is in line with the logistics support extended by the Armed Forces of the Philippines (AFP) to the National Economic and Development Authority (NEDA) and Philippine Statistics Authority (PSA) using its sea, air, and land assets to enable the distribution of PhilSys registration kits to 32 PSA provincial offices all over the country," Roxas added.

Aside from the Navy, the Philippine Army covers the distribution in Luzon and the Philippine Air Force in Mindanao.



"This mission underscores the capability of the PN, among other AFP branches of service, to provide much needed logistical support, especially in this time of pandemic when interisland and provincial transportation are limited," she added.

Roxas said this further demonstrates the PN's readiness to collaborate with other government agencies toward bringing to the people the services they need. (

National Security Adviser (NSA) Hermogenes Esperon, Jr., on Friday said the inclusion of Davao City barangays in the proposed Barangay Development Program (BDP) is vital because of their proximity to five communist guerrilla fronts.

Secretary Esperon was referring to reports that around 79 of the city's barangays would benefit from the BDP that seeks to provide PHP20 million worth of development funds for villages cleared of the communist insurgency threat but still vulnerable to the recruitment by the Communist Party of the Philippines-New People's Army (CPP-NPA)

The BDP, which has a proposed budget of PHP16.4 billion for 2021 that will benefit 800 barangays nationwide, is under the auspices of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) wherein Esperon is also vice-chairperson.


5 guerilla fronts

"It is worth noting that, according to the Armed Forces of the Philippines (AFP), the Davao area accounted for an appreciable number of cleared barangays from the period of 2016-2019. Security forces estimate that Davao City is within the vicinity of five guerilla fronts, with one guerilla front inside its jurisdiction," said Esperon, who is also National Security Council Director General, in a statement forwarded to the Philippine News Agency Friday.

He added that the inclusion also stems from the fact that the Eastern Mindanao Command (EastMinCom), the AFP unit tasked to secure the region, is confronting 17 guerilla fronts, which is the highest among all of the unified commands.

"Particular to Davao City is the need for school buildings to replace the Salugpungan schools illegally operating in the area. In 2019, more than 55 Salugpungan schools were illegally operating and recruiting Indigenous children into armed conflict," Esperon said.

In Davao City alone, several Salugpungan schools have been identified, with the Department of Education (DepED) planning to set up legitimate schools to replace those in nearby areas.

"Data from security forces indicate that Davao region is a recruitment and training ground for the NPA," Esperon added.

He added that there are 11 ethnic tribes of indigenous peoples in Davao City alone whose children are vulnerable to recruitment.

"In fact, eight out of ten NPAs in Eastern Mindanao have been recruited from Indigenous Peoples (communities)," Esperon said.

Davao City, he said, comprises an extensive area and a substantial population.

"Initially, the Regional Task Force XI of the National Task Force to End Local Communist Armed Conflict (RTF-ELCAC) had included geographically-isolated and disadvantaged areas of Magtuod, Tapak, Colosas, Salapawan, Lumiad, Mapula, Panalum, Mabuhay, Tibuloy, Salaysay, Malamba, Guitan, Biao Joaquin, Talandang and Dominga, totaling to 15 communities," Esperon said.

The Regional Task Force, however, had recommended the inclusion of several other barangays in consideration of local issues of conflicts, and specific areas identified by former rebels thus, the increase in the total number of identified barangays in Davao City for the BDP.

Mindanao’s economic hub

"Clearly, the facts show that Davao City can be considered a province by itself. Davao City is the hub of the economy in Mindanao, with a Gross Regional Domestic Product (GRDP) rate of 9.4 percent and 40,499 businesses established within the city, and a population of 1,673,832 people as of 2018," Esperon said.

He added that the city is likewise home to three consular offices and six honorary consular offices of our diplomatic partners in Mindanao.

"The profile of Davao City indicates that it is an essential area for regional growth. For a City nearly as large as the surrounding provinces of Davao City, it is able to generate substantial economic activity and progress not just for the region but for the entire Mindanao," he said.

Peace and stability

Also, the abundance of culture, people, and wealth makes it an attractive resource for the NPA, particularly in terms of ease of logistics for the insurgents.

"Hence, the overall progress in Mindanao points to the fact that we cannot forgo the stability, peace, and order now prevailing in Davao City. Should Davao City succumb to the NPA, so goes the rest of Mindanao," he added.

Taking into consideration the population, landmass, economy, and strategic significance of Davao City, Esperon said the city is the lynchpin of peace and stability for all of Mindanao.

He added that factors serve as justification for the added emphasis of the BDPs implementation in Davao City and its surrounding areas.

"We at the NTF-ELCAC stand behind the thorough vetting process and the parameters of the BDP. It is our intent that the causes of insurgency in these areas will be addressed through the timely implementation of the BDP," he said.

Barangays selected for the BDP, he added, had already gone through validation from various national government agencies, in partnership with the AFP.

"Their regional counterparts have verified that these are indeed areas vulnerable to the threat and influence of the NPA," he said, adding that local chief executives, as well as the regional operating units of the national government, have determined a total number of priority areas for the BDP.

The BDP consists of a package of development programs that aim to alleviate the conditions of priority barangays.

Projects earmarked for each barangay are as follows: PHP12 million for farm-to-market roads (Department of Agriculture-Department of Public Works and Highways); PHP3 million for school buildings (DepEd); PHP2 million for water and sanitation systems (Department of Interior and Local Government); PHP1.5 million for national greening/forest protection (Department of Environment and Natural Resources); and PHP1.5 million for health stations (Department of Health).

The AFP and local operating units of national government agencies have validated the need for development programs, he added.

"The NTF ELCAC intends to ensure that the projects in these priority areas are sustainable. Thus, to prevent the NPA from exploiting these communities, communities threatened by the influence of the armed rebels were included in the final list of priority areas," Esperon said.

CLASHED| Troops of 14th Infantry Battalion, 8th Infantry Division, Philippine Army encountered undetermined number of fully armed NPA members at vicinityof Barangay Hiluctogan, Carigara, Leyte on November 17, 2020.

The encounter transpired as the army troops continue to conduct pursuit operations against NPA Terrorist who recently abandoned a temporary encampment in the area. Firefight lasted for about five minutes before the enemy fled to different direction.

NADISKUBRE| A 30-minute gun battle transpired between government troops and a group of armed NPA terrorists believed to be members of NPA's South Front near a populated community in Barangay Marayag early this morning.

After receiving reports from concerned residents about the presence of armed men near their place, the Commander of the 28th Infantry (KAMAGONG) Battalion, LT COL ALEXANDER D BANATAO, immediately and deliberately planned out a strike security operation in order to safeguard the community from the presence of the terrorists that poses fear and danger in the lives of the residents.

CAMP AGUINALDO, Quezon City – After 38 years of service, Armed Forces of the Philippines (AFP) Vice Chief of Staff, Vice Admiral Gaudencio Collado Jr. formally retired from the military in a joint change of chief of office and retirement ceremony on Saturday, November 21.

The AFP Chief of Staff, General Gilbert Gapay, presided over the activity via virtual teleconference at his office while the ceremonies were held on-site at Tejeros Hall, AFP Commissioned Officers Country. Vice Admiral Collado turned over his post to the Commander of Western Command (WESCOM), Lieutenant General Erickson Gloria.

“This time-honored military tradition of the formal passing of responsibility and accountability from one leadership to another is a testament of how the AFP values the importance of undertaking the continuity of command, and the necessity to adapt to change. Thus we remain adept and relevant in fulfilling our sworn mandate to the nation and the people,” General Gapay said.

The dynamism in the military profession is important in carrying out its missions especially now that the AFP is conducting non-stop humanitarian assistance and relief operations to citizens affected by recent calamities.

November 21, 2020, Camp Bautista, Jolo, Sulu – The 6th Special Forces Battalion facilitated the surrender of four Abu Sayyaf Group members.

Today, Brigade Commander of 1102 Infantry Brigade Brigadier General Ignatius N Patrimonio met with four former ASG members who surrendered to Lieutenant Colonel Rafael P. Caido, Commanding Officer of 6th Special Forces Battalion. One of them is Radzmel D. Said alias Amil under the group of the late ASG Senior Leader Hatib Hajan Sawadjaan bringing along with his M1 Garand Rifle and ammunitions.

According to LTC Caido, alias Amil is a known member of the group of the deceased senior leader and had long been in the wanted list of government forces in Sulu. “He is a resident of Brgy Sandah, Patikul and nephew of Hatib Majid Said alias Amah Patit. Moreover, mayroon siyang dalawang kapatid na active Abu Sayyaf. Despite that, Captain Froilan Pinay-an of 20th Special Forces Company was able to convince alias Amil to surrender. Ang sabi sa akin ni Amil, nakita kasi niya na maganda ang nagiging treatment ng mga sundalo sa mga sincere sa pagbabalik loob,” said LTC Caido.

Meanwhile, the 13th SF Company led by First Lieutenant Filmar Luzon facilitated the surrender of Serhamal Bahjin Alli a grandson of ASG Senior Leader Radulan Sahiron. Per LT Luzon, Alli served as the M60 machine gunner of his grandfather. He surrendered his M16 Rifle with ammunitions.

The two other ASG member who surrendered and were presented to Brigadier General Patrimonio were Muknan S. Hadjirudin and Sali Kadil Ammad, both under Subleader Alhabsy Misaya and are residents of Brgy Punjungan, Kalinggalan Caluang Municipality. The two also turned over their respective M1 Garand rifles.

BGen Patrimonio expressed that aside from the intensified intelligence operations of battalions under 1102nd Brigade, the Municipal Task Force in Ending Local Armed Conflict (MTF-ELAC) of Patikul’s project greatly affected the landscape of Patikul, Sulu. “The Balik Barangay Program and People’s Peace Covenant have assured the people that we, the government troops, are partners in bringing back peace in the municipality.”

For his part, Joint Task Force Sulu and 11th Infantry Commander Major General William N. Gonzales recognized the active participation of all unit commanders of JTF-Sulu. “Earlier today I was at the headquarters of Marine Brigade Landing Team – 1 to personally commend the troops of 4MBde for the neutralization of two ASG Subleaders. To the troops of 6th Special Forces Battalion, I also congratulate you for the series of accomplishments you have done for the overall thrust of JTF – Sulu. We are gaining momentum in this fight for peace. We need and we are going to accelerate our efforts in service of the Tausugs.”

CLAVERIA, Misamis Oriental- A total of eighty-three (83) Former Rebels (FRs) received financial assistance amounting to Php 420,000 from Provincial Local Government Unit (PLGU) Misamis Oriental during an awarding ceremony held at Headquarters 58th Infantry “Dimalulupig” Battalion (58IB), Sitio Migbanday, Poblacion, CLaveria, Misamis Oriental last November 16, 2020.

The awarding was graced by Hon. Yevgeny Vincente Emano, Provincial Governor of Misamis Oriental, and was attended by Mr. Jhunleymar Abella, Office-In-Charge of PSWD Misamis Oriental.

The financial assistance is a benefit under the Enhanced Comprehensive and Local Integration Program (E-CLIP) which is in line with President Rodrigo Duterte’s advocacy in reintegrating the FRs back to the mainstream society and help improves their living conditions.

Each of the 83 beneficiaries received a cash worth of Php 5,000 which could eventually help them to start a small business that is for the improvement of their lives to help in community and nation-building. With this, the beneficiaries expressed their gratitude to the government for remaining sincere in helping those who became victims of the lies and deception of the communist terrorist groups.

Marita Mandokita alias Bae Maputi said, “Nagpasalamat ko sa gobyerno karon nga nakadawat kami sa grabe nga hinabang kanamo. Wala ko magdahom tungod sa akong paglihok sa kabukiran, wala kong magdahom nga makatagamtam kami sa dako nga hinabang sa pagtabang sa among gobyerno.” (I would like to thank the government because we have received so much assistance from them. I did not expect that despite joining the terrorist group, we would enjoy and receive numerous assistance.)

Mga kaigsoonan kung naa pa kamo sa kabukiran, ang akong ikaaghat sa inyo nga balik gyud mo sa atong sabakan tungod kay dili diay sayon nga kung naa ta sa kabukiran, wala tay katagamtaman nga maayo pero kung dinhi ta sa sabakan sa gobyerno naa gyud ang tanan nga tabang nga ibukbuk ka nato ug unsa pa man ang atong pangitaon nga sakto man ang atong kahimtang,” she added.

(To my brothers and sisters who are still in the mountains, I encourage you to lay down your arms and return to the folds of the law because life in the mountain is not easy, you are just wasting your lives, unlike here in government that we have all the help and assistance we need. We are in a good situation so what are we looking for?)

Meanwhile, Gov. Yevgeny Vincente Emano said, “Peace cannot be achieved through armed struggle, it can be achieved through the cooperation of every citizen of this country. Cooperate with the government, talk with the government, and listen to each other’s issues and concerns so that problems of every community will be resolved, and insurgency would be prevented.”

In his message, Lt. Col. Ricky L Canatoy, Commanding Officer of 58IB said, “The government’s commitment to deliver E-CLIP benefits will pursue even during this COVID-19 pandemic. We believe that this will give more reasons for the remaining members of the NPA to surrender. Moreover, the Army will continue to work hand in hand with other government agencies to help facilitate and fast track the delivery of benefits intended for the former rebels.”

Pinalaki ang badyet ng Armed Forces of the Philippines (AFP) para sa 2021 mula ₱208.7 bilyon tungong ₱215 bilyon sa pagdinig ng Senado sa panukalang badyet noong Nobyembre 20. Isa sa dinagdagan ng pondo ang modernisasyon ng AFP mula ₱25 bilyon tungong ₱83 bilyon (dagdag na ₱58 bilyon).

Ilan pang idinagdag sa badyet ng AFP ang ₱5 bilyong pondong “di programado” na walang pagkakaiba sa pork barrel ng Kongreso, ₱2 bilyon para sa pagbili ng dalawa pang malalaking eroplano at ₱2 bilyon para sa gamit ng 11th ID. Sa ilalim nito, ₱800 milyon ang nakalaan para sa pagbili ng mga bomba at bala para sa mga eroplano at helikopter pandigma. Mayroon ding nakalaan na ₱190 milyong pondong “pansuporta” sa National Task Force to End Local Communist Armed Conflict. Ito ay sa kabila ng lumalakas na panawagang tanggalan ng pondo ang naturang task force at ilaan sa ayuda at rehabilitasyon ng mga nasalanta ng pandemya at sakuna ang badyet nito.

Dinumog ng 900 sundalo ng 82nd IB, 51st IB, 58th IB, 1st Special Forces Battalion at Scout Rangers ang mga barangay sa hangganan ng Talakag, Bukidnon at Tagoloan II, Lanao del Sur noong Oktubre 15-21.

Umatake sa mga barangay ng San Rafael, Lemonsudan at Kibulag sa Talakag noong Oktubre 15 ang mga sundalo lulan ng limang trak at dalawang armored personnel carrier (APC). Nagpwesto din ng dalawang kanyon sa lugar. Kinabukasan sa Tagoloan II, 16 na trak ng militar ang dumumog sa Barangay Pinilayan, liban pa sa tigdalawa ring APC at kanyon. Nagdagdagan pa ito ng apat na trak ng sundalo at walong trak ng suplay nang sumunod na araw.

Makalipas ang isang linggo, tatlong araw namang hinalihaw ng 5th IB ang mga baryo ng Maguing, Lanao del Sur. Walang-habas na nagpaputok ng 60mm na kanyon ang mga sundalo. Sapilitan ding pinasurender ang mga residente.

Muling dumagsa sa Barangay Lemonsudan ang limang KM35 na trak at 10 pang sasakyan lulan ang mga sundalo noong Oktubre 31. Nagsilbi silang pwersang panseguridad sa pagdating ng meyor ng Talakag at ni Communications Sec. Martin Andanar.

Ibinunyag ng National Union of People’s Lawyers (NUPL) sa Korte Suprema noong Nobyembre 17 ang unang kaso ng paggamit ng Anti-Terror Law (ATL) laban sa inosenteng mamamayan. Dalawang Aeta, sina Jasper Gurung at Junior Ramos, ay walang batayang kinasuhan ng 7th ID ng paglabag ng Seksyon 4 (paglahok sa mga aktibidad na may layuning pumatay o manakit) ng naturang batas noong Setyembre. Noon pang Agosto nakakulong ang dalawa, kasama ng dalawa pang Aeta, sa gawa-gawang kasong illegal possession of firearms and explosives. Inaresto sila habang tumatakas sa pambobomba at pang-aabuso ng militar sa kanilang lugar.

Ayon sa NUPL, ang pagsasampa ng kaso ay ganti ng 7th ID sa mga sibiliyan matapos isang sundalo ang napatay sa pananambang ng Bagong Hukbong Bayan sa kanilang yunit noong Agosto 21. Pinatutunayan ng kaso kung papaanong maaaring gamitin ang ATL para baluktutin ang mga ebidensya at ituring na “terorista” ang mga kritiko at kalaban ng gubyerno..

Sa ngalan din pagsugpo sa “terorismo,” pinagbawalan ng Anti-Money Laundering Council (AMLC) na galawin ng Rural Missionaries of the Philippines (RMP) ang mga impok nito sa 22 na akawnt sa bangko. Iligal na ibinimbin ng AMLC ang mga account ng RMP mula Disyembre 2019 hanggang Oktubre nitong taon batay lamang sa petisyon ng National Intelligence Coordinating Agency.
