PASAY CITY 20 September 2020 — As part of the efforts aimed at enhancing defense cooperation between the Philippines and Brazil, the Philippine Air Force (PAF), under the Revised Armed Forces of the Philippines Modernization Program (AFPMP), received four (4) units of Close Air Support Aircraft (A-29 Super Tucano) from Empresa Brasiliera de Aeronáutica (Embraer SA).

Four fighter planes arrived yesterday, 19 September 2020, at the Clark International Airport and two more will arrive in the coming week. An official arrival ceremony is being organized.

The A-29B Super Tucano aircraft is designed for light attack, close air support, counter-insurgency, and aerial reconnaissance missions in low threat environments. Additionally, the said aircraft is designed to operate in high temperature and humidity conditions in extremely rugged terrain similar to the country's operational environment.

Brazilian aerospace conglomerate, Embraer SA, is the world’s third largest producer of civil aircraft after Boeing and Airbus. It produces commercial, military, and executive aircraft and provides aeronautical services.

The Philippine Embassy in Brasilia provided assistance in coordinating the ferry flight and other necessary arrangements with Embraer SA to ensure the timely delivery of the aircraft. END

Philippines receives 4 fighter planes from Brazil

The Philippines received four units of Close Air Support Aircraft (A-29 Super Tucano) from Brazil, the Department of Foreign Affairs said in a statement on Sunday.

The DFA said four fighter planes from Empresa Brasiliera de Aeronáutica (Embraer SA) were given to the Philippine Air Force under the Revised Armed Forces of the Philippines Modernization Program.

This is part of the efforts to enhance the defense cooperation between the Philippines and Brazil, according to the DFA.

“Four fighter planes arrived yesterday, 19 September 2020, at the Clark International Airport and two more will arrive in the coming week. An official arrival ceremony is being organized,” DFA said.

Every class that graduates from the Philippine Military Academy has some unusual memory of the years spent at Fort del Pilar. In the case of Class of 1956, what was unusual considering present-day practice was that we never saw our commanders in chief, Presidents Elpidio Quirino and Ramon Magsaysay, on the parade grounds of PMA. In those days, it seemed that the academy was a world apart from politics and politicians as we focused on the academic workload while keeping physically fit for the months ahead. Each cold Baguio morning, we got up at the sound of reveille to salute the flag reminding us that our loyalty was to the nation and to the Filipino people, and not to any individual. Perhaps that is how things should be.

Some 30 years later, Class of 1986 would graduate under the most unusual circumstances. For most of the class members’ four years at the Fort, the commander in chief was President Ferdinand Marcos; the superintendent was Brig. Gen. Jose Ma. Zumel and the commandant of cadets was Col. Nicasio Rodriguez, both from the Air Force.

The Edsa revolt would test the character and idealism of the class members. Many were prepared to join the rebel forces if the situation called for their participation but cooler heads prevailed, advising them to remain in their barracks as events continued to unfold. The successful uprising brought about a new commander in chief, in fact the first woman commander in chief in the person of Cory Aquino. Military bands had to slow down their marching beat for the benefit of the new president.

Class of 1986, 357 strong, reported to Fort del Pilar in 1982. Only 128 of the original members would finish. They would be joined by others from different classes, bringing the total on graduation day to 174. The valedictorian was Cadet Gilbert Gapay of Tarlac and the first captain was Cadet Rozzano Briguez of Cebu City. The goat was Cadet Arthur Biyo, who would more than redeem himself by making it to star rank in the Marines.

In the four years of the Duterte presidency, only Class of 1986 has provided leadership for the Philippine National Police. The first appointee was a one-star police general, Ronald dela Rosa, who graduated No. 22 out of 174 in the class. In getting four stars on his shoulder, Dela Rosa jumped over Classes of 1982, 1983,1984 and 1985, plus some members of his own batch. He was the beneficiary of a process known as “deep selection.” As the term implies, it involves going deep into the ranks of qualified officers in search for new leadership. Deep selection does not happen very often. It is a presidential prerogative and its exercise has never been questioned in a court of law.

During the administration of President Cory Aquino, she picked Army Gen. Lisandro Abadia, Class of 1962, to serve as Armed Forces of the Philippines chief of staff, jumping him over Classes of 1959, 1960 and 1961. In his time, President Fidel V. Ramos chose Gen. Recaredo Sarmiento, Class of 1966, to head the PNP, bypassing Classes of 1962, 1963, 1964 and 1965.

The appointment of Dela Rosa ushered in a bloody war on illegal drugs that resulted in the deaths of anywhere from 5,000 to 20,000 suspected drug pushers and users, mostly from the marginalized sectors of society. The number depends on whose figures you are inclined to accept.

Dela Rosa was followed by Oscar Albayalde, whose exit from the service was clouded by allegations that he had been coddling police officers involved in the illegal drug trade. His case is still pending somewhere in our justice system.

Archie Francisco Gamboa survived a helicopter crash that could have ended in tragedy for the boy from Bukidnon. In the Sword of 1986, Gamboa wrote: “Life’s struggle does not go to the strongest or the fastest. The man who wins is the fellow who thinks he can.” The fourth member of Class of 1986 to head the PNP is Camilo Cascolan, “Picoy” to his classmates and friends. He will be around for only two months as he retires in November.

Class of 1986 has also made a mark on the AFP. General Gapay, its present chief, succeeded his classmate Gen. Felimon Santos Jr. The AFP vice chief of staff is Vice Adm. Gaudencio Collado Jr. and the deputy chief of staff is Air Force Lt. Gen. Ramon Lim. Former Army commander Gen. Macairog Alberto is now ambassador to Israel, and former Air Force chief Lt. Gen. Briguez is with the Philippine National Oil Commission. Vice Adm. Allan Cusi continues to serve as PMA superintendent.

PUERTO PRINCESA CITY, Palawan – The military has confirmed the identity of a woman, who was killed during an encounter between government forces and the New People’s Army (NPA) in Baranay Gapasan, Magsaysay, Occidental Mindoro last week.

Fourth Infantry Battalion, 203rd Infantry Brigade Commander Lt. Col. Alexander Arbolado said the woman, who was found dead in the encounter, was Justine Ella Vargas, also known as Star.

According to the result of an investigation, Vargas was a member of Gabriela and Pambansang Lakaw ng Kilusang Mamamalakayang Pilipinas (Pamalakaya)-Palawan. She also reportedly served as a medical staff of the armed group.

According to Arbolado, Vargas’ body was discovered after a firefight between government troops and the NPA in Barangay Gapasan at 6 a.m. last September 14 in Barangay Gapasan.


“May natanggap kaming report noon na mayroon daw mga armadong grupo-dalawang lalaki at dalawang babae na nakikituloy, himihingi ng tubig, pagkain at makikitulog na rin kaya napilitan ang caretaker,” he recounted.

Arbolado said military and police personnel went to the area early the next day to check on the reported presence of armed men and women.

At first, the troops mistook the caretaker as among the armed visitors, and later released him.

“After a few minutes, doon na, may lumabas na nga na mga armado at doon nagkaputukan, nagkahabulan, nakita natin na mga duguan ‘yong tatlo pa,” he said.

When the smoke cleared, Arbolado said the troops discovered the body of a woman, who had gunshot wounds, as well as a firearm.

“Napaputok na yung armas, its either sya or mga kasamahan niya. Hindi namin sya kilala , then late that night may tumawag kay mayor na nagpakilala na sila ang parents ni Justine, doon palang namin nalaman kung sino sya at na taga Palawan pala sya,” Arbolado said.

He added that medical paraphernalia, which were enough for a minor surgery, was also recovered from Justine.

He said that based on the information received through coordination with military in Palawan, Vargas’ parents surrendered to the government in December 2019.

“To find out, ito palang parents ni Justine were also members of Gabriela and Pamalakaya. ‘Yung mother nya I think chairman ng Pamalakaya-Palawan pero nagpabalik-loob na sila. According din sa ating mga contacts ay they have been trying to contact din itong si Justine para sumuko na last na pa. Last year pa nila hinahanap dahil wala na silang contact,” Arbolado added.

He also said that Justine’s remains will immediately be brought back to her family in Palawan.

“Ang sabi ng tatay ay may mga inaasikaso nalang na mga documents at pupunta na dito, kukunin nila dito. May mga nauna na din na mga relatives from Laguna ata,” he said.

Military still clueless on motive for the kidnapping of a ‘poor man’

ZAMBOANGA CITY, Zamboanga del Sur, Philippines — The municipal government and police in Sirawai town, Zamboanga del Norte province, has offered a P600,000 reward for information leading to the arrest of the kidnapper of a town resident on Wednesday.

Police authorities have
identified an Anerson Manambahi Tungayao, alias “Ganison,” as the principal suspect in the kidnapping of Rex Susulan Triplitt, 64.

The military said that Triplitt might have been taken because of his foreign-sounding name. He “is not a wealthy man,” said Maj. Gen. Generoso Ponio, commander of the Army’s 1st Infantry Division based in the Zamboanga Peninsula.

If not for ransom, Nicolas said the abduction could be meant to divert the military’s attention from pursuit operations in the Zamboanga Sibugay towns of Alicia and RT Lim, or in Sulu.

Abu Sayyaf bandits

Triplitt, his wife Celsa and their child were on a motorbike bound for their home in Barangay Piacan on Sept. 16 when armed men in camouflage uniform and believed to be Abu Sayyaf bandits intercepted them in Barangay Tapayanan.

Celsa managed to escape with the child and sought the help of village officials who, in turn, informed law enforcers.

Police immediately launched operations to pursue the kidnappers who brought Triplitt toward the village’s hinterland area.

“It’s still a mystery for us why he was abducted. He is known here and has been living in Piacan village for a long time. So we don’t think it’s a mistaken identity,” said Brig. Gen. Leonel Nicolas, commander of the Army’s 102nd Infantry Brigade.

“Who would have mistaken him for an American? He is known here as a poor farmer. So when it comes to motives, we are still clueless right now,” Nicolas said.
Wooden house

Triplitt was born in Piacan to a Cebuano father and a Tausug mother from Jolo, Sulu.

On Saturday, the military released a photo of the victim’s thatched two-story wooden house with walls of woven bamboo strips in the middle of a coconut farm. Nicolas said Sirawai officials, along with the members of the Moro Islamic Liberation Front and the Moro National Liberation Front, were working closely to negotiate with the families of “possible persons of interest that could be behind the abduction.”

Sea blockade

“Our partners are working on it, trying to seek their help, if they have knowledge about these persons of interest and how they can be convinced to release the victim,” he said.

Since Wednesday, the military has blocked the sea route of Sirawai to contain the movement of the kidnappers and the victim.

The municipal government will put up P500,000 for the reward while the police will come up with P100,000.

Nakikiisa ang Lejo Cawilan Command (LCC-NPA Kalinga) sa sambayanang Pilipino sa paggunita ng ika-48 taon mula ng naideklara ang batas militar noong Setyembre21 1972.Ginugunita ito ng mamamayang Pilipino ng may labis na puot at panghihinagpis lalo na ng mga biktima nito na niyurakan ang karapatan at dangal.

Ngunit dahil sa matibay ang pagkakaisa ng mamamayan, gaano man ito kalupit ay naibagsak ng nila ang diktadurang US-Marcos sa pamamagitan ng hayag at lihim na pagkilos ng sambayanan na dumulo sa EDSA People Power 1 noong Pebrero 1986. Ngunit ganun paman, dahil napalitan lang ang mga nakaupo sa pwesto at hindi ang sistema ng estado, tuloy-tuloy parin ang pagsasamantala at pang-aapi ng nagharing sistema sa mamamayang Pilipino hanggang sa ngayon

Pinatibay pa ni Duterte ang kanyang batas-militar sa pamamagitan ng bagong pasang batas na Anti-Terror Act kung saan sinasaad nito ang pag-apak sa mga batayang karapatang pangtao gaya ng pagtitipon-tipon, pag martsa rally, pagpapahayag sa sariling pananaw at mga kagaya nito. Ginagamit ito ni Duterte para sa balak niyang gupuin ang rebolusyonaryongkilusan. Pinapatupad ito sa pamamagitan ng red tagging, pagpapalaganap ng fake news, pekeng pasurender at matinding focus military operations para wasakin ang pagkakaisa ng sambayanan.Pangunahing diin ng batas na ito ang paigtingin ang pagsupil sa paglaban ng mamamayan kaya sa aktwal ay ang sambayanang Pilipino talaga ang target nito. Mas lalo pang tumitindi ang pagdurusa ng mamamayan sa patuloy na paglaganap ng pandemyang COVID-19. Mas inuna pa niya ang interes ng mga kalyado niya sa estado-poder sa usapin pagprayoridad sa mga ito sa testing kaysa sa mass testing para sa lahat ng bulnerableng sektor ng sambayanang Pilipino. Pagbili ng mga overpriced at maanomalyang PPE sa mga dayuhang kapitalista habang kulang ang suporta para sa lokal na manupaktura. Inuuna ng rehimen ang interes nito sa pulitika at ekonomiya habang binabalewa nito ang kaligtasan, kapakanan at kalusugan ng sambayanang Pilipino.

Sa kabilang banda nag-aaksaya ng rekurso ang rehimen sa patuloy ang pananalasa ng mga operasyong militar sa kanayunan na gumagamit ngmaramihang pwersa, pambobomba, mga attack helicopters at fighter jets, surveillance, drones at iba pang kagamitang militar imbes na tugunan ang pangangailangan para lutasin ang COVID-19. Patuloy na binubuhusan ng malaking pondo ng rehimen ang kampanyang militar nito habang kakarampot ang nilalaan na budget para sa pampublikong serbisyo, kalusugan at agrikultura. Masa ang kanilang pinapahamak at pinagkakaitan na mabuhay ng matahimik at payapa.

Dahil sa mga pangyayaring ito, wala ng ibang mapagbalingan ang taong bayan kundi ang tumindig at lumaban para sa tunay na hustisya at kapayapaan. Napagtanto nila na ang laban na kanilang sinimulan sa panahon ng diktadurang US-Marcos ay nagpapatuloy parin hanggang sa kasalukuyang rehimeng Duterte.

Nasa interes ng malawak na hanay ng masa na ipagpatuloy ang laban para sa tunay na hustisya at kapayapaan kasabay ng panawagan nila para sa pagsusulong ng kanilang mga demokratikong karapatan sa harap ng pandemyang COVID-19 at pasismo ng rehimen.

On the 48th commemoration of the declaration of Marcos’ Martial Law, the Apolinario Gatmaitan Command New People’s Army Negros Island calls on the Filipino masses to resist the new Martial Law of the Duterte regime.

The number one terrorist in this country is Duterte and his imperialist masters. The Duterte regime has overshadowed Marcos’ legacy of gross human rights violation and plunder. Duterte’s thirst for blood is insatiable as he wage his war against the people. Duterte and his fascist military and police continue to step up further various extra-judicial killings, harassment, torture, baseless arrests, red-tagging and trumped-up criminal cases against the people. There is no one to blame but the Duterte regime over the series of killings and culture of impunity.

The reactionary armed force of the Duterte regime is unleashing terror over the people of Negros. The additional military troops in the island through Memorandum Order 32 only meant more human rights violation and even killings of innocent civilians. Coupled with Executive Order 70, the regime has made Negros its “killings fields” where he mercilessly launched Oplan Sauron and Operation Bran Stark. It already claimed the lives of more than 90 individuals and gross neglect of human rights.

The Duterte government’s inept response to the Covid19 pandemic has only added the burden and sacrifice for the Filipino masses. What the government has done so far is to to go on a borrowing binge and pocket the large amounts of money. To appease the public, they present token programs yet they remain deaf and blind to the demand of the people for improved public health and economic aide. Due to the corona and Duterte virus, we are facing a worst crisis in the economy and public health.

In actual facts, it is the tyrant Duterte and his reactionary armed forces that have actually become the best recruiters for the NPA, and are daily compelling the Filipino masses to take up arms and join the NPA. The NPA is fighting a just war and it becomes even more just as it confronts a brutal and tyrannical regime.

As the true army of the people, the NPA will continue to heed the call for justice for all the victims of state-sponsored killings. The day of reckoning is near for the fascist dogs as the NPA is always ready to punish the most rabid police, military and paramilitary forces to defend the people. Even the dictator wannabe who sits in Malacañang will not be in power for long. The NPA will continue to launch all-out offensives to end the reign of terror of the Duterte regime. ###

Today is the 48th anniversary of the declaration of martial law and the start of the 14-year fascist dictatorship of Ferdinand Marcos. As in the past years, the Filipino people mark this day with an ardent vow “Never again!” to do their utmost to prevent a return to the dark days of brutal military rule. The vow echoes significantly strong as the Filipino people confront a new and especially cruel tyranny under Rodrigo Duterte.

The Party is in solidarity with the various democratic sectors and classes, organizations and individuals who are set to march today to protest the reign of de facto new martial law under Duterte.

The Party pays tribute to the tens of thousands of patriots and democrats who chose the difficult and dangerous path of struggle to take back their freedoms and attain democracy and justice. Scores of thousands suffered detention and torture, were abducted, disappeared and “salvaged” (summarily executed). Their sacrifices made in sweat and blood nurtured the people’s resistance in all fields of struggle.

Let us draw inspiration from our heroes and martyrs and their ideals of freedom, democracy and an end to oppression and exploitation. Let us fight with great energy and determination to end Duterte’s reign of murder and gross abuses of human rights, unbridled corruption, cronyism, subservience to foreign powers, burdensome debt, joblessness and economic crisis.

Duterte and his cohorts are like insatiable leeches sucking the people’s blood. They are doing everything to cling to power. State terrorism is their ultimate weapon to perpetuate their power and aggrandize greater wealth. The constitution and its laws are mere embellishments to dress the tyrant, but are unreservedly trampled to serve his illegitimate aims.

The demand for the resignation of Duterte or the ouster of his fascist regime has become urgent as the Filipino people suffer more and more amid the pandemic and economic and political crisis. Only by removing Duterte can the Filipino people have a better chance at fighting the disease, overcoming the grave economic crisis and attaining a just and lasting peace.

Let us be ready to make the necessary sacrifices as we seek an end to the reign of thieves and fascists who will do everything to cling to power. All democracy- and freedom-loving people must unite and fight. History has shown that no tyrant, not Marcos, not even Duterte, can withstand a million people marching as one.

Pinapahayag ng Kabataang Makabayan ang mahigpit na pakikiisa sa lahat ng patriyotiko at militanteng kabataan at mamamayan na lalahok sa mga demontrasyon bukas, Setyembre 21, bilang paggunita sa ika-48 na taon ng pagdedeklara ng batas militar ng diktadurang Marcos.

Matapos ang halos limang dekada, wala pa ring nakakamit na hustisya para sa mga biktima ng mga krimen ng rehimeng US-Marcos noon. Ngayon, kinakaharap ng mamamayan ang isang panibagong batas militar sa kumpas ng tiranong Duterte.

Katambal ng grabeng kapabayaan ng estado sa harap ng pandemya na nagbunga ng halos hindi pa napapantayang kawalan ng trabaho ng mamamayang Pilipino at krisis sa ekonomiya sa loob ng bansa, ramdam ng masa ang bangis ng pananalasa ng militar at kapulisan ni Duterte na inilagay ng rehimen sa harapan ng aksyon nito kontra Covid-19. Sunod-sunod ang pagpatay at panghaharas sa mga aktibista at progresibo. Lalong nililimitahan ang kakayahan ng mamamayan na gumalaw sa itsura ng mga mapanupil na patakaran sa lockdown. Inaatake ang espasyo ng kabataan-estudyante sa mukha ng panininiktik at pagbabantay sa social media. Ang lahat ng ito ay sinasamantala ni Duterte para sa lalong pagpapatibay ng kanyang diktadura.

Mula sa ang Anti-Terror Act (ATA) of 2020 na nagbabantang supilin ang mga progresibong grupo at mamamayan na tumutuligsa sa administrasyon, hanggang sa Bayanihan to Recover as One Act (Bayanihan 2) na nagbibigay ng lalong konsolidadong kapangyarihan kay Duterte, hindi maikakaila na pangalan na lang ang kulang sa bagong batas militar na dinaranas ng masang Pilipino ngayon.

Malinaw sa masa na ang mga hakbangin ng rehimeng Duterte ay hindi naiiba kay Marcos. Sa katunayan, ang pamamaslang, tortyur, atake sa karapatan ng mamamayan, at diktadura ni Duterte ay matagal nang naungusan ang kabulukan at pagkapasista ng diktadurang nakaraan.

Sa kabila nito, mapagpasya pa ring nilabanan ng masa ang mga maniobra ng rehimeng Duterte. Taliwas sa plano at hangarin ng mga berdugo, hindi napigilan ng pananakot, panlalansi, at pagbabanta ang militanteng kabataan at mamamayan na patuloy na manawagan ng hustisya para sa mga krimen ni Duterte at ng kanyang mga alipores, at igiit ang kanilang mga demokratikong karapatan — sa lansangan at saanman.

Ang mga pagkilos bukas sa anibersayo ng pagdedeklara ng batas militar ay isa lamang sa napakaraming patunay na nananatiling buhay ang militansya at diwa ng paglaban sa hanay ng kabataan, kakabit ng malawak na hanay ng mamamayang pinagsasamantalahan at api.

Kasabay ng lalong paglakas ng mga demokratiko at progresibong pwersa ng masang Pilipino, sumusulong ang pambansa demokratikong rebolusyon sa kanayunan dulot ng dumaraming bilang ng mga kabataang magsasaka, manggagawa, at estudyante na natututo sa aral ng kasaysayan — ang pasismo, tiraniya, at diktadura ay magagapi lamang sa pamamagitan ng nagkaisang lakas ng masang handang tumangan ng armas tungo sa landas ng pakikibaka.

BALER, Aurora – A closing ceremony of 5-day Community Support Program (CSP) refresher Training was held here on Saturday (September 19, 2020) at Bayanihan Hall, headquarters of 91st Infantry “Sinagtala” Battalion, Philippine Army.

LTC REANDREW P RUBIO INF (GSC), commanding officer of 91st Infantry (Sinagtala) Battalion, Philippine Army said the graduation ceremony of 68 participants who underwent CSP refresher training was graced by Maria Aurora town Mayor Amado M. Geneta.

Of the said figure, 54 are from 91st IB, eight (8) from Aurora Police Provincial Office (APPO) and six (6) are from Nueva Ecija Police Provincial Police Office (NEPPO).

“Completing the training is not enough but this is the beginning of another deliverables which is the immersion of our troops with PNP for the Community Support Program in the focus areas with an end view of dismantling Komiteng Larangang Guerilla Sierra madre (KLG-SM) of the New People’s Army (NPA) who continuously posed as threat in our Area of Operations,” Rubio said.

He said that the CSP is a people-centered program which aims to bring peace and development in conflict-affected barangays and an initiative to bring the government closer to the people through an immediate delivery of basic services especially to grassroots communities.

Meanwhile, Captain Bethoven B. Cabanlit, operation/training officer of 91st IB said that the country is battling from a long decade of insurgency and recently the commander in chief of the Armed Forces of the Philippines (AFP) to end the insurgency before his terms ends.

“Our main task is to clear our area of operation against communist terrorist group. Part of our task is the CSP training in order to equip CSP team necessary knowledge to be used when they will be immersed in the target barangays for clearing,” Cabanlit said.

He said that the students gained very significant knowledge from the different resources persons from military, PNP and othr government agencies like DAR, DOLE, Unit legal retainer and DILG who explains their current trust and programs which is necessary for the CSP operators once they will be deploy in target barangays and encounter different issues exploited from the CTGs.

Maria Aurora town Mayor Geneta who served as Guest of Honor and Speaker lauded the people behind the CSP training explaining the training is timely and should apply what they learned to be much creative, bold and determined for peace and security in the province of Aurora.

“Your role and success lies in your hands. You will talk to the different sectors of the society especially in the grass roots. We should undertake the whole-of-nation approach to end the local communist armed conflict as stipulated in Executive Order 70 of President Rodrigo Duterte. Let us work in our areas to address peace and security concerns and let us bring our government closer to the people,” Mayor Geneta said.

BALER, Aurora-Four Former Rebels (FRs) who recently surrendered to the government were given financial aid in this province, a top military official said on Wednesday (September 17, 2020).

LTC REANDREW P RUBIO INF (GSC), PA Commanding Officer of 91st Infantry (Sinagtala) Battalion, Philippine Army said that four former rebels were given immediate and livelihood assistance totaling P210,000.00 under the Enhanced Comprehensive Local Integration Program (E-CLIP) of the Department of Interior and Local Government (DILG).

He added that the beneficiaries of cash assistance were in the aliases of Ka Jovi who received Php65K, Ka Andoy-Php65k, Ka Bogs-Php65k and Ka Kaloy-Php15k of Komiteng Larangang Guerrilla Sierra Madre (KLG-SM) of the New People’s Army (NPA).

“The awarding of E-CLIP benefits to the FRs as initial assistance will basically support them to start a new life through livelihood opportunities. This will encourage those active NPA bandits to return to the folds of the law and avail the ECLIP and other benefits from the government,” Rubio said.

LTC RUBIO encourage the FRs to continually help the government by informing their relatives, friends, and fellow rebels who are still in the NPA ranks to lay down their arms and avail of the E-CLIP.

The battalion commander also advised the FRs to utilize the money wisely to become productive in the community.

Governor Gerardo A. Noveras expresses his sincerest thanks and gratitude to the ex-rebels for trusting the government and assures that they will be given benefits and livelihood assistance to start a normal and new life.

“Ang pamahalaang panlalawigan ay lubos na nagpapasalamat sa inyo dahil naniwala kayo sa ating gobyerno. Alam kong hindi madali ang ginawa ninyo dahil may grupo din na magagalit o hindi matutuwa mula sa mga dati ninyong kasama. Bagamat naligaw kayo ng landas sa maling paniniwala, ikinagagalak ko ang pagbabalik ninyo sa ating pamahalaan,” Noveras said.

One of the former rebels who gave his testimony said that poverty and lack of opportunities are one of the reasons why he joined in the NPA.

“I was convinced by their flowery words saying a brighter future if i joined in the armed group until we found out the truth, the hardship in the mountains, fatigues, lack of foods. Now, I am back to the folds of the law, trusting the programs of our government to get more help through E-CLIP program. I thanks the government for giving me the chance to become productive members of the community,” Ka Bogs said.

He quoted: “Hindi namin ginustong mapunta sa ganitong sitwasyon subalit dahil na rin sa kahirapan ng buhay, napaniwala kami sa mga pangako nilang magiging maayos ang lahat. Napakiharap ng aming dinanas at ayaw na naming bumalik. Hinihikayat ko din ang aking mga dating kasamahan na sumuko na upang magkaroon ng maayos na pamumuhay.

DILG Aurora Provincial Director Tactac, Jr. also expresses his thanks to Gov. Noveras for his full support to the E-CLIP program, Col. Siriban of the APPO and Lt. Col. Rubio for paving the way for the surrenderees to live in peaceful lives.

CAMP SANG-AN, Zamboanga del Sur – One NPA Terrorist was killed and four high-powered firearms were captured by Army’s 53rd Infantry Battalion during a clash in Barangay Marangan, Dumingag, Zamboanga del Sur, 10:30 a.m. Monday, September 21, 2020.

“The killed NPA was identified by one of former rebel as Bernie Nunez or known as alias “GOGO” a member of the Main Regional Guerilla Unit (MRGU) of the Western Mindanao Regional Party Committee (WMRPC)”, said Lt. Col. Jo-ar Herrera, 53IB commander.

Captured firearms consists of two (2) M16 rifles one (1) M203 grenade launcher and 1 AK47 assault rifle.

Lt. Col. Herrera further said that the encounter is a fruit of Dumingag’s Counterinsurgency Action Plan dubbed as “OPLAN AMUMA.”

Last August, the Municipality launched the plan to address the insurgency and terrorism because the town is long treated by Communist-Terrorist Groups (CTGs) as one of their safe haven.

Meanwhile, Army’s 102nd Infantry Brigade Commander Brig. Gen. Leonel Nicolas, who has operational jurisdiction over Zamboanga Peninsula, stressed that the encounter is a proof of the Brigade’s intensified efforts against NPA terrorists in its area of operation.

“We hoped that through our convergence, peace will be finally achieved in Dumingag – a known safe heaven of NPA terrorists for a very long time,” said Brig. Gen. Nicolas.

Maj. Gen. Gene Ponio, Army’s 1st Infantry Division Commander, said in his statement that now is the best time for the NPAs to surrender to the folds of the law and avail of the government programs and initiatives.

“There is no future in the NPA organization, you could either be killed or live a life always running or evading the government forces,” said Maj. Gen. Ponio.

“Your government is sincere in its programs and we will assure that your surrender will make you progressive or productive citizen”, he added.

The troops are still pursuing the withdrawing NPA terrorists as of this posting.

STA. CRUZ, ILOCOS SUR – With the recent successes of the government against the Communist Terrorist Groups (CTG) in the province and the snowballing of Militiang Bayan members surrendering with their CTG-issued firearms, the mass supporters of the CPP-NPA, specifically the Komiteng Larangan Guerilla – South Ilocos Sur (KLG-SIS) and its armed wing the Alfredo Cesar Command which are operating in the province of Ilocos Sur, are awakening from the lies and deception of the communist terrorists. This is evident when 25 exploited members of the Underground Mass Organization (UGMO) from Barangay Babal-lasioan, Santa Maria, Ilocos Sur withdrew their supports from the CPP-NPA Terrorists and took their Oath of Allegiance yesterday, September 19, 2020.

These 25 exploited former UGMO members of the said brgy are composed of one (1) Sangay sa Partido sa Lokalidad (SPL)/ Milisyang Bayan (MB), seven (7) members of the Pambansang Kilusan ng Magsasaka (PKM), eight (8) Malayang Kilusan ng Bagong Kababaihan (MAKIBAKA) members and nine (9) Kabataang Makabayan (KM) members from Sitio Paring, Barangay Baballasioan, Sta Maria, Ilocos Sur.

Prior to their withdrawal of support, these former mass supporters were reoriented and enlightened on the deceptive recruitment and organizing of the CNTs and its effects to their community. They acknowledged that they were afraid of the presence of the armed elements of KLG SIS in their communities and unaware that they were slowly being exploited and deceived by the CTGs when they were just according and showing hospitality to some members of the armed group whenever they visit their community unarmed.

Further, they were swayed by the various teachings provided to them until their visits became frequent and the numbers of the CTGs frequenting their sitio grew to include armed individuals. Among those who provided teachings to these former UGMO members that they recognized through a gallery of pictures of KLG-SIS members were Ranny Velle Urbis @ MARIA/ NISE, who was recently captured by the authorities in Brgy Damacuag, Sta Lucia, Ilocos Sur and the late Pamela Peralta @MAYMAY, who was one of those killed during the encounter in Brgy Suagayan, Sta Lucia, Ilocos Sur. According to them, Ranny Velle Urbis introduced herself as @ABEL, while the late Pamela Peralta used @JOAN as her alias.

After their reorientation, these former UGMO members voluntarily took their Oath of Allegiance to the Government and Withdrawal of Support and Cooperation to the CTG as well as Panunumpa sa Watawat, which was administered by Hon. Brigido C. Camarillo Jr, the Municipal Mayor and Chairman of the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC). Also present during the activity were Sangguniang Bayan (SB) members headed by Hon. Vice Mayor Michael Florendo, Barangay Officials of Barangay Babal-lasioan headed by Barangay Chairman Darlito L. Santiago, LTC RODRIGO A MARIÑAS JR, Commanding Officer of the 81IB, personnel from Santa Maria MPS and Municipal Social Welfare Development Office (MSWDO) of said municipality.

During the simple ceremony, Aka Peling, one of the UGMO members provided a testimony and stated that “Patawarin ninyo po sana ako… dahil sa takot ko sa mga CPP-NPA-NDF kaya naman napilitan akong magsuporta sa kanila na siyang tigahatid o di kaya naman ay tiga bili ng kanilang mga panganga-ilangan at pagkain.”

We hope that other sitios and barangays from other municipalities will follow the example of these former CTG supporters here in Sta Maria and in other places in the province”.

Doña Remedios Trinidad, Bulacan – A Memorandum of Understanding (MOU) was signed by the heads of Bulacan State University (BulSU)- City of Malolos Campus, 48th Infantry (Guardians) Battalion and 304th Bulacan Ready Reserve Infantry Battalion (RRIBn) September 20, 2020.

The MOU signing, held in virtual via StreamYard, marks the partnership of BulSu, 48IB and 304th Bulacan RRIBn through a program called Brave Hearts Alliances and Initiatives + U (BUHAI) Skills Training that will provide 48IB personnel additional education in terms of industrial technology related to building wiring, automotive,video editing and welding trainings.

University President Dr. Cecilia S. Navasero- Gascon directed the BulSU’s College of Industrial Technology (CIT) headed by Dean Dr. Deno C. Piad to supervise the training with respect to the existing rules and regulations stipulated in the MOU and of the Inter-Agency Task Force for COVID-19.

Dr. Gascon, being the Guest of Honor and Speaker, emphasized the importance of the partnership and of the training in the advancement of learning and continuing academic education of every student.

The virtual MOU signing was done in the presence of 48IB Commanding Officer Lieutenant Colonel Felix Emeterio M. Valdez, 304th Bulacan Ready Reserve Infantry Battalion Commanding Officer Lieutenant Colonel Alberto J. Valenzuela (Res) PA, BulSU President Dr. Cecilia Gascon, Ph.D., Dean Keno C. Piad of CIT,BulSu Vice- President for Research Development and Extension Erwin DR. Magsakay and other representatives as witnesses.

It is expected that the building wiring training will be the first program to kick-off next week with invited lecturers and subject matter experts from BulSU’s College of Industrial Technology.

Costelo, 703rd Brigade Commander said, “I would like commend those who made this partnership possible as it entails trust, confidence and camaraderie in between parties for whatever endeavour they agreed. CLAVERIA, Misamis Oriental – A New People’s Army (NPA) was captured and two high powered rifles were seized during a series of clash between members of the Communist Terrorist Group (CTG), Sub-Regional Committee 1 (SRC1) of North Central Mindanao Regional Committee (NCMRC) and 58th Infantry Battalion (IB) in the hinterlands of So Kalahaan, Barangay Minalwang, Claveria, Misamis Oriental Sunday Morning, September 20, 2020.

The captured male NPA was later identified by his former comrade as Arnel Ayuma Ramos alias Green, 32 years old and a squad leader of Sentro de Grabidad, MTJ, SRC1 who was hit on his right thigh and right arm, and a resident of So Anahaw, Barangay Bantaawan, Gingoog City. The troops upon noticing the severity of his situation immediately applied first aid to save the life of the captured NPA.

The 58th IB conducted Focused Military Operations following the condemnation and reports of the residents on the wrong doings of the armed group who are threatening the lives of the residents. The first clash happened at around 8:20 in the morning that led to the recovery of One M16 rifle, One AK47 rifle, one bandolier and the captivity of said NPA. Another clash transpired at 12 noon while the troops were pursuing the fleeing enemy wherein they recovered six backpacks with personal belongings and assorted medical paraphernalia.

Lt. Col. Ricky L Canatoy, the Commanding Officer of 58th IB said, “we encourage the remaining members of the NPA to lay down their arms and live peaceful and normal lives to avoid the unnecessary waste of lives. However, those who will persist in hindering peace, we will continue to use force to protect the people.”

Lt. Col. Canatoy also extended his warm gratitude to the residents for cooperating with the government. The wounded high-ranking NPA was turned over to the 4th Infantry Division, Camp Evangelista Station Hospital and is now recuperating.

CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao – The 90th Infantry Battalion of the 6th Infantry Division has discovered an arms cache while conducting a combat clearing operation at Barangay Tukanalipao, Mamasapano, Maguindanao last September 17, 2020 around 2:40 in the afternoon.

The troops recovered one (1) Cal. 50 barret rifle, one (1) 7.62mm snipper rifle, and one (1) M79 grenade launcher.

“I commend the troops for their successful recovery of these war materials as well as the community for their full support to our government’s thrust to end this decade long insurgency. Our efforts to end this cycle of tyranny of the BIFF that is hampering our nation’s progress will not stop until the said terrorist group is eradicated in JTFC AO.” Major General Juvymax R. DAVAO CITY, Philippines – In the commemoration of the September 21 Martial Law, progressive groups forego holding their rally at Freedom Park where police awaited them to force them again to sit on plastic chairs.

The city government made this similar maneuver during the July 27 President Rodrigo Duterte’s State of the Nation Address, insisting that this is part of the protocols of social distancing. This thwarted the activists from staging their rally.

This time, the activists took their protest actions in some areas downtown while observing social distancing.


Activists all across the country staged protest actions today September 21 commemorating the 48th anniversary of the Martial Law declaration of the late dictator President Ferdinand Marcos, which ushered media censorship and attacks on human rights.

They also assailed the “de facto martial law” under Duterte with the signing of the Anti-Terror Law and worsening attacks on rights defenders and journalists.

“Activists and human rights defenders are being tagged as terrorists to justify the passage of the anti-terror law. This attack from the State is not new to us,” said PJ Dizon, spokesperson of the labor group Kilusang Mayo Uno Southern Mindanao chapter.

Progressive groups denounced the recent vilification campaign against their leaders, such as the series of “wanted posters” posted in the city branding them as “terrorists”, endangering their lives for attacks.

‘Defenders not terrorists’

“But we are unionists, activists, and human rights defenders who continue to struggle for the interest of the Filipinos,” Dizon said.

The labor group reiterated their demand for a comprehensive plan from the government to address the COVID-19 pandemic and extend more economic aid to poor Filipino families as they suffering the brunt of the health crisis.

“As this pandemic closed down industries and bankrupt the government, millions of Filipinos have lost their jobs and are suffering,” Dizon said.

But instead of focusing on the people’s needs, “national debt is piling up, thousands of activists have been killed, the government sold out to foreign capitalists, corruption and plunder of our resources continued,” Dizon added.

In Manila, Human rights advocates offered wreaths at the Bantayog ng mga Bayani to honor the martyrs during the Marcos dictatorship. They also joined various groups in a protest action at the University of the Philippines Diliman on Monday afternoon.

Survivors of Marcos’ Martial Law organized under Samahan ng Ex-detainees Laban sa Detensyon at Aresto (SELDA) described the Duterte administration as “another fascist regime” with its abuse of power and brazen attacks on human rights.

“Even without the formal declaration of martial rule, Duterte shamelessly appointed military and police generals in different civilian government posts and agencies. Under the guise of maintaining “peace and order” and “going after corruption and terrorism”, state forces have come after members of the political opposition, activists working for social change, human rights defenders, and critics through vicious red-tagging, threats, illegal arrest, and killings,” they said.

Bagong Alyansang Makabayan (Bayan), said that the Duterte administration exploited the COVID-19 health crisis in the past six months under to push for the ambitions of a “dictatorship”.

“Duterte is as corrupt and fascist-like Marcos,” Dizon said, “he should be ousted.”

Armed Forces of the Philippines (AFP) Southern Luzon commander Maj. Gen. Antonio Parlade, Jr. has accused the Makabayan bloc in Congress of maintaining links with the New People’s Army (NPA), citing alleged “subversive” documents found in the possession of rebels killed in recent encounters and similar evidence.

Parlade, in an interview with the government-run Philippine News Agency (PNA), cited several instances including the reported death in a recent encounter in Palaawan of a female NPA rebel that the military said was also a member of the militant group Gabriela.

“Members of these same organizations have been complaining of being red-tagged yet many of their members are dying in gunfights against government forces, like Ren (Rona Jane) Manalo alias ‘Pandan,’ a Gabriela ‘activist’ who was recently killed in an encounter in Palawan. (While) Alexandra Pacalda of Gabriela Youth and Karapatan, and Jhenelyn Malabanan of Karapatan were earlier captured,” he said.


In a deliberate broadside at the congressional partylist caucus Makabayan bloc, Parlade referred to the group as “Kamatayan bloc”.

“While the Kamatayan (Makabayan) Bloc members are desperately haggling to block the budget of the NTF-ELCAC, nine NPA members of the Southern Tagalog Regional Party (STRPC) returned to the fold of the law in several areas,” Parlade said.

The Makabayan bloc is a coalition of 12 political party lists with progressive left ideologies. Notable members are Bayan Muna, Kabataan, and Piston. Member-organizations and their representatives have cried afoul over alleged of red-tagging and so-called malicious labeling, especially lawmakers Sarah Elago and Carlos Isagani Zarate.

He bloc has sought to block the proposed P19.1-billion 2021 budget for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), accusing the body of perpetrating the so-called “red tagging” of their members.

Even with the coronavirus pandemic, several progressive groups will stage activities and protests today to mark the 48th anniversary of the declaration of Martial Law.

Clarizza Singson, secretary-general of Karapatan Negros, said the September 21 Movement group will have a mass and noise barrage in Kabankalan City, while there will be an online rally in the afternoon.

She said the virtual rally will be streamed live over the Facebook page of Karapatan Negros Island.

She said the de facto martial law and the state fascism of the current administration are worst compared to the time of the late dictator Ferdinand Marcos.

She said the government right now is taking advantage of the Covid-19 to push its anti-people policies, such as the Anti-Terror Law that will legalize the repression of human rights.

She also pointed out that the administration of President Rodrigo Duterte killed the country’s democratic space by shutting down broadcast giant ABS-CBN, and the government has waged war against its people by being a puppet to imperialist countries, like China and the United States.

On September 21, 1972, Marcos signed Proclamation No. 1081 that placed the Philippines under Martial Law, which saw a number of human rights violations, extrajudicial killings, and disappearances.

ESCALANTE MASSACRE

Progressive groups also held online protest and cultural tribute for the martyrs of the Escalante Massacre yesterday.

Local groups such as Teatro Obrero, the Northern Negros Alliance of Human Rights Advocates and Mothers and Relatives Against Tyranny were founded by survivors, friends, and relatives of massacre victims to hold the yearly ‘EscaM’ in a bid against historical amnesia, Arje Marangga of the National Federation of Sugar Workers in North Negros said.

Youth cultural workers gather every year to reenact the massacre in the streets.

He added, “We might not have the traditional reenactment, the crowds and the marches in the streets of northern Negros this year, but we must let the voice of Escalante martyrs and heroes be heard by the whole world.”

RECONCILIATION

The call for reconciliation and healing was reiterated by government officials and massacre survivors during the 35th anniversary of the Escalante massacre yesterday.

“Let this incident served as a painful reminder for us not to commit the same mistake,” Col. Inocencio Pasaporte, 303rd Infantry Brigade commander, who was among the speakers of the commemoration activity yesterday in Escalante City, said.

Pasaporte said the Escalante massacre incident is an unfortunate incident that was taken advantage of by the Left for the longest time.

“They use it to foment hatred and incite the people of Escalante for their selfish ideological motives,” he stressed.

Mayor Melecio Yap and city officials of Escalante spearheaded the commemoration activity, with survivors and families of the victims, military and police officials as among the participants.

Yap thanked the Philippine Army for their sacrifices, and called on the Philippine National Police to double efforts in addressing unresolved crimes in Escalante City.

Janet Pantunyaw, who spoke in behalf of the massacre survivors, said they are thanking the Escalante City LGU and the Armed Forces of the Philippines for giving them a chance to be one with the government, by giving them importance, and providing them with livelihood assistance.

“Now, we see a bright peaceful future for us,” she added.

The series of military operations in Negros Island led to two encounters and the recovery of 17 firearms with ammunition and several explosives, as well as the arrest of a suspected member of the New People’s Army, military officials reported last night.

Lt Col. Melvin Flores, 62nd Infantry Battalion commander, reported yesterday that they seized a firearms cache during a security operation in Sitio Bongao, Brgy, Trinidad, Guihulngan City, Negros Oriental.

The seized firearms consisted of 12 firearms, including M16 assault rifles, .38 caliber revolvers and homemade 12 gauge shotguns, a magazine of M14 rifle containing 10 ammunition, and a back pack with subversive documents and a CPP-NPA flag.

During pursuit operations, Flores said his troops also figured in an encounter with seven suspected NPA rebels in Sitio Anatuling, Brgy. Budlasan, Canlaon City, Negros Oriental.

Recovered were war materials, a .45 caliber pistol, a 22 caliber revolver, seven back packs containing personal belongings, and subversive documents.

Assorted guns and explosives were also recovered by Army soldiers, after an encounter with another group of suspected NPA rebels Thursday last week in Sitio Amian, Brgy. Tan-awan, Kabankalan City, Negros Occidental.

The assorted firearms and explosives left behind by the fleeing rebels included an M16 assault with 15 magazines containing ammunition, a .45 caliber pistol, a .357 Magnum pistol, four rifle grenades, a hand grenade, five backpacks, and three bandoliers, among others.

NINE high-powered firearms belonging to the NPA’s Guerilla Front 55 were recovered by joint elements of the 89th Infantry Battalion, 1003rd Brigade, and 103rd MICO in a remote area of Sitio Bibislig, Barangay Gamot, Quezon, Bukidnon on Sept. 18.

Capt. John Louie Dema-ala, the Civil-Military Operations (CMO) officer of the 1003rd Infantry Brigade, said
the recovered arms cache was a result of the revelations of alias Sara, one of the wounded NPA members left to die by her fleeing comrades during an encounter between the 27th Infantry Battalion and GF 55 in Calinan District last Sept. 9, 2020.

Sara was rescued by the 27th Infantry Battalion and brought to the Southern Philippines Medical Center by the 1003rd Brigade.

The nine firearms, all in operational condition, consisted of seven M16 rifles, one M653 rifle, and one AK-47 rifle.


Since the Sept. 9 clash in Calinan District, the GF 55, had lost 16 firearms to the government troops. Moreover, the New People’s Army unit also lost seven members who were either killed, captured, or had surrendered.


Guerilla Front 55 operates in Davao City, Talaingod, Davao Del Norte, and parts of Bukidnon.

Brig. Gen. Nolasco A Mempin, commander of the 1003rd Brigade, lauded his troops for bringing the wounded guerrilla to the hospital for treatment. In the same vein, he warned the remaining NPA fighters to lay down their arms or suffer the consequences.

“We will be relentless in our mandated task as protectors of the people until lasting peace is finally established in all communities under our area of responsibility,” he said.

Three soldiers were wounded in a clash with pro-ISIS Abu Sayyaf fighters in the southern Philippine province of Sulu, security officials said Monday.

Officials said the fighting erupted in the village of Bungkaong in Patikul town, a known stronghold of the Abu Sayyaf, where members of the 45th Infantry Battalion are operating.

Brig. Gen. William Gonzales, commander of the anti-terror Joint Task Force Sulu, said the weekend fighting lasted 45 minutes.

He said troops f
ought over a dozen gunmen, but it was not immediately known if there were casualties on the side of the Abu Sayyaf, blamed by the military and police as behind the spate of deadly terror attacks in Sulu, one of 5 provinces under the troubled Muslim autonomous region.


“Three of our soldiers were slightly wounded in the encounter and we pray for their fast recovery,” Gonzales said, adding, “The casualties on the enemy side are yet to be determined.”

Lt. Gen. Corleto Vinluan Jr., chief of the Western Mindanao Command, said the operations against the Abu Sayyaf are going and troops were told to destroy the terrorist group. “We sustain our focused military operations to destroy enemy strongholds and to thwart terror plots of the local terrorist group,” he said.

Vinluan also called on the public to pray for the safety of the soldiers battling the terrorists. “We call on our prayer warriors to continuously pray for the safety and protection of our soldiers,” he said.

Thousands of soldiers and policemen are deployed in Sulu where foreign terrorists are fighting alongside the Abu Sayyaf in an effort to put an ISIS caliphate in the province.

On Saturday night, a patrolling team from the Philippine Coast Guard discovered an improvised bomb near the headquarters of the Maritime Police and the office of the Harbor Master.

Members of the police bomb squad disarmed the explosive which was assembled from a rifle grenade and packed with concrete nails attached to a pair of blasting caps and a spark plug.

MAGUINDANAO – Nakubkob ng mga sundalo mula sa 33rd Infantry Battalion ang isang kampo ng Bangsamoro Islamic Freedom Fighters o BIFF sa isinagawang military operations sa Barangay Saniag sa bayan ng Ampatuan kahapon lamang.

Sinabi ni Joint Task Force Central at 6th Infantry Division commander, Maj. Gen. Juvymax Uy, na pasado alas-8:00 ng umaga ng magsagawa ng operasyon ang mga tropa at natunton ang nasabing kampo.

Ngunit wala na umano ang mga terorista sa lugar, subalit naiwan naman nila ang ilang mga pampasabog. Posibleng may balak ang BIFF na maghasik na naman ng lagim.

Matatandaan na nitong mga nakaraang araw ay sunod-sunod namang mga pampasabog ang natagpuan ng mga sundalo sa mga mas pinaigting nilang operasiyon laban sa grupo ng BIFF at ng Dawlah Islamiya na siyang responsable sa mga pambobomba sa Mindanao. (Rhoderick Beñez)

BUTUAN CITY, Sept. 21 – Twenty-nine (29) Communist Party of the Philippines -New People’s Army (CPP-NPA) terrorist members, 80 Milisya ng Bayan (MBs) members, and 212 mass supporters have abandoned the CPP-NPA Terrorist (CNT) movement in Esperanza, Agusan del Sur during the Peace Rally and Mass Withdrawal of support Ceremony on September 15, 2020 held at the Esperanza National High School Gymnasium, Barangay Poblacion, Esperanza, Agusan del Sur.

The former NPA members and the Communist Terrorist Group (CTG) supporters have openly denounced through a march protest rally, the atrocities and continuous exploitation of the Communist Terrorist Group (CTG) of their communities. They expressed their sentiments against the CTG’s deception method and the continuous hardship they have brought to them.

A total of 321 members and supporters of the CTG composed of 29 regular NPA members, 80 Milisya ng Bayan members, 12 supporters, 151 mass organization members, 23 contacts, and 26 couriers, all residents of Esperanza town have pledged allegiance to the government and vowed to eradicate the influence of the CTG in their communities.

Guerilla Front (GF) 88, GF89 and GF4B of North Central Mindanao Regional Command (NCMRC) are the CTGs conducting agitation, organizing and recruitment in the said municipality to include extortion and threat.

Since January 2020, a total of 607 CNTs were already neutralized (killed, apprehended or surrendered) thru combat operations, joint law enforcement operations and the Community Support Program of the government.

The Municipal Task Force in Ending Local Communist Armed Conflict spearheaded by Mayor Leonida Manpatilan through the efforts of the Community Support Teams (CSTs) of the 26th Infantry (Ever Onward) Battalion under the operational control of the 402nd Infantry (Stingers) Brigade (402nd) facilitated the Signing of Manifesto entitled “Manipesto sa Among Pagbugto sa Pagka-miyembro sa Kalihukan sa CPP-NPA-NDF Organisasyong Masa ug Militar.”


Mayor Manpatilan lamented the continuous threat brought about by the CNTs who sow fear by killing innocent civilians who refuse to support their movement in order to maintain control and influence in the communities. She also commended the courage and bravery of her constituents for coming back to the folds of the law and have now become peace partners of the government.

Fifteen members received financial assistance worth Php15,000.00 each from the LGU of Esperanza while the rest will still undergo validation.

Meanwhile, Brigadier General Maurito Licudine, 402nd Brigade Commander, said the shift of support of the former members of the CNTs and its mass supporters were already anticipated due to the strong advocacy of the Local Government Unit (LGU) of Esperanza led by their Municipal Mayor in facilitating the Whole of Nation Approach convergence to address the insurgency problem in their municipality.

“Local Chief Executives need to rise up and be the voice of their people in addressing this menace plaguing our communities for several decades. We are fortunate that Mayor Manpatilan and Vice Mayor Siohan together with their Sangguniang Members have joined hands with the security sector and recognized that only in an environment of peace that use can realize peaceful and progressive communities,” BGen. Licudine said.

“We call on the other Local Chief Executives to strengthen their resolve to fight these terrorists. Much is expected from our local leaders as they are the key element in leading their respective constituents in driving away the communist terrorist from their communities. Together let’s fight these pests who hamper the socio-economic development potentials of communities for the past decades,” added Licudine.

BGen. Licudine also encouraged remaining members of the CTG to surrender and avail the E-CLIP that can provide opportunities for them to start a new life.

BUENAVISTA, Agusan del Norte, Sept. 21 -- The head of the Sangay ng Partido sa Lokalidad (SPL) and Milisya ng Bayan (MB) in Agusan del Norte surrendered to the troops of the 23rd Infantry (Masigasig) Battalion (23rd IB), Philippine Army on September 16, 2020, at around 9:50am.

The MB head identified as “Rico," 28, was operating in Barangay Durian, Las Nieves town under the Guerrilla Front (GF) 4A of the North Central Mindanao Regional Committee (NCMRC) of the New People’s Army (NPA). Alias Rico voluntarily surrendered to Lt. Col. Julius Cesar C. Paulo, the commander of 23rd IB at the battalion headquarters in Jamboree Site, Purok 6, Barangay Alubihid, Buenavista, Agusan del Norte.

He also turned over to the 23rd IB one (1) Honda XRM 125 Motorcycle, one (1) ACER Laptop, one (1) Baofeng Radio, two (2) assorted Andriod phones, seven (7) assorted keypad phones, two (2) gun tuckers and assorted receipts. He also revealed that the Honda motorcycle is owned by Khim Agad Mapoy @PATRICK, the Secretary of GF4A, NCMRC.


During the interview, “Rico” said that being an MB of the Communist NPA Terrorist (CNT), he was tasked to keep the gears, equipment, firearms and personal belongings of the CNT members inside his residence. He added that keeping such belongings had risked and put into danger the lives of his family members. He admitted of living in fear as he is already known in their community as a supporter and the keeper of CNT belongings.

It can be recalled that the residents and the members of the council in Barangay Durian already declared the CPP-NPA-NDF and all its allied organizations as persona non grata last November 6, 2019. The declaration showed the will of the people to get rid of the presence of the CNTs in their community. On December 4, 2019, a young NPA combatant died during an encounter between the 23rd IB troopers and the CNTs in Sitio San Jose, Durian. Series of peace consultations and dialogues were also facilitated in the said barangay where the residents and the council requested the Army for the establishment of a patrol base in their community to neutralize the CNT members. Through the joint efforts of the 23rd IB and the members of the barangay council, “Rico” finally realized that he was not on the right path and voluntarily surrendered to the Army. “Rico” also admitted that he is already tired of giving support to the CNTs and he also wanted to clear his name.

“Nibalik ko sa sabakan sa balaod kay gusto nako hinluan akong pangalan kay gibantog na gyud ko sa among lugar nga usa ka full time NPA, pero ang tinuod, usa lang ko ka MB busa wala ko mahadlok nga mo dangop sa kasundaluhan. Gawas pa ana, gikapoy na ko sulod sa halos tulo (3) ka tuig nga nagpaulipon nako sa walhong grupo. Ako ang ilang sugoon sa pagpalusot sa ilang bugas ug mga supplies ug mangitag ka plastaran nila nga kampo, Ang nakapait pa kay sa sinako nga bugas nga akong ihatod sa kampo, maayo nalang ug mahatagan ko ug lima (5) ka salmon. Ila pang ibilin ug itago ang ilang mga gamit s among balay ug mahadlok ko nga masakpan sa otoridad,” “Rico” said.

Lt. Col. Paulo was grateful for “Rico's” realization which led to his decision to return to the folds of the law.

“I am glad that the SPL/CO MB in Barangay Durian now returned to the folds of the law and I am grateful for his decision to surrender because through this, the CNT activities will also be neutralized in their community,” Paulo said.

He emphasized that the surrender of “Rico” indicates that the government is winning the war without the use of arms and violence.

“We don’t want the residents of Barangay Durian to once again experience armed conflict because it only brought senseless deaths, miseries and destroyed the future of the people. Hence, we will ensure his personal safety and well-being as he returns to the folds of the law,” Paulo said.

The 23rd IB commander is also seeing the decline of the atrocities of the CNTs in the area, such as extortion and recruitment because of the loss of their trusted MB leader. (1Lt. Roel T. Maglalang, CMO Officer, 23IB, 4ID, PA/PIA Agusan del Norte)
