Malapatan, Sarangani Province – Aksidenteng natuklasan ng isang skwad na pinamumunuan ni 2LT James Mark B Diwag (INF) PA ang mga gamit ng New Peoples Army (NPA) sa Sitio Kadlom, Brgy Upper Suyan ng nasabing munisipyo nitong Setyembre 18, 2020.

Dahil sa tinatawag na “Focused Military Operation” ng 73rd Infantry Battalion sa kabundukan, ang mga kasundaluhan ay puspusang hinahanap ang natitira pang anim (6) na mga NPA.

Sa paghahanap nila ay nakatuklas sila ng 1 Garan na may 5 bala ng 30 caliber, 4 na piraso ng dextrose liquid, at mga dokumento ng rebelde. Ang mga dokumento ay nakalagay sa isang bag na itinago sa ilalim ng puno.

Sa mensahe na ipinarating ni Lt. Col. Ronaldo G. Valdez, Kumander ng 73IB, kanyang binigyang-diin ang kahalagahan ng sundalo sa bundok. “Kahit na kaunti na lamang ang mga rebelde na nag-iikot sa kabundukan, ang mga kasundaluhan ay laging nakabantay. Ito ay upang maiwasan ang rekrutment na maaaring maganap,” kanyang dagdag.

Kasabay ng pagdeploy ng kasundaluhan ay mayroon ding tinatawag na Community Development Team upang suportahan ang rekrutment na magaganap. Sila ang tumatagal sa komunidad upang tulungan ang mga tao na magkaroon ng pangkabuhayan sa pamamagitan ng Peoples Organization.

CAMP ELIAS ANGELES, Pili, Camarines Sur-An M14 rifle and two anti-personnel mines were captured in the recent armed encounter that ensued between government troops and members of Communist Terrorist Group (CTG) around 3:18 in the afternoon in Bulan, Sorsogon, Saturday, September 19.

The encounter is a result of strong cooperation of the residents of Barangay R. Gerona in the said town, as well as civilian informants who helped the joint elements of 31st Infantry Battalion, 903rd Infantry Brigade and PNP to track down the communist NPA terrorists (CNTs) who were spotted in the area.

After a brief gunfight, the undetermined numbers of CNTs hurriedly escaped from the encounter site leaving the firearm and explosives as well as their personal belongings behind.

Joint Task Force Bicolandia (JTFB) under MGEN HENRY A ROBINSON JR PA once again expressed its appreciation for the growing support of the Bicolanos in the unrelenting efforts of the government to quell the unlawful activities of the CTG especially during this time of pandemic.

Furthermore, MGen. Robinson attributed this successful engagement yet again to the continuous effective interoperability of government forces in Sorsogon for the past months which resulted in the series of armed encounters, neutralization of CNTs and recovery of high powered firearms.

“Our encouragement to the few remaining members of CTG is to heed the call of the government and return to the fold of the law. Our extensive military operations will never cease until we finally put an end to this local armed conflict. Pero sa kabila nito, tuloy-tuloy pa rin ang panawagan natin sa kanila na sumuko na dahil hindi natin gustong patuloy na makakita ng kapwa nating Pilipino na namamatay lalo na ngayong panahon ng pandemya. Just like our soldiers, these men have their own families waiting for them to go home safe and alive,” MGen. Robinson added.

It can be recalled that last July 30, one CTG member was killed and an M60 machine gun, M16 riffle and anti-personnel mines were captured in a fierce firefight between government troops and CNTs in Sorsogon respectively.

Aside from the previous armed encounters in the said province, this incident and the recovery of arms cache demonstrates the waning capability of the CTG.

KITCHARAO, Agusan del Norte- Despite the increasing cases of COVID-19 infections in the country, the government remains hopeful that this health challenge will come to an end. Consistent with this positive outlook, the National Commission on Indigenous Peoples (NCIP) represented by Mrs Marcy Dulpina, the Community Development Officer, and the Community Support Team (CST) of the 29IB distributed hygiene kits recently in P-3 Brgy. Ima, Sison, Surigao del Norte.

The hygiene kits will be of great help to the Indigenous Cultural Communities (ICC/IPs) in preventing the spread of the Covid 19 virus and the increase in the number of positive cases in the area, especially now that the area has already one confirmed case of Covid-19.

Lt. Col. Isagani O. Criste, Commanding Officer of 29IB said,” We cannot deny the alarming effect and anxiety that this pandemic has brought us, for who would not fear an unseen enemy? But despite this, let us not forget that there will always be something that we can do and that is to continuously strengthen our immune system, follow safety health measures, and most of all strengthen our relationship and faith in God, who is in control of everything. Let us therefore help and care for each other and fight the unseen enemy of the deadly pandemic and the evil terrorists.

Kitcharao, Agusan del Norte- The Technical Education and Skills Development Authority (TESDA), Agusan Del Norte headed by Provincial Director Rey M. Cueva, in partnership with the 29th Infantry (Matatag Fighters) Battalion recently facilitated a 5-day skills training on Haircut and Manicure/Pedicure which was held at So. Zapanta Valley Multipurpose Hall, Brgy. Bangayan, Kitcharao, Agusan del Norte.

Thirteen trainees participated in the haircut training and 27 in the manicure and pedicure training. The training was conducted by the TESDA representative Mr. Marlito L. Castro, Technical Vocational Trainer. The 5 -day activity ended with satisfactory results and the absence of accidents. This training will be the means for the 40 participants to gain useful skills which can help them earn extra income.

According to Lt. Col. Isagani O. Criste, Commanding Officer of 29IB, “It is well to remember what the late Benjamin Franklin said- ‘an investment in knowledge pays the best interest’. I know the reason why the government has been continuously showering our people with support and skills training such as this is that it believes that these programs would not just make them qualify for future work but will also be the means to a far better future for their family. Thus, let us work together to support our government and never allow the Communist NPA terrorists (CNTs) to take control of our lives and our community.”

Kitcharao, Agusan del Norte- The troops of the 29th Infantry (Matatag Fighters) Battalion in collaboration with the Municipal Local Government Unit (MLGU) of Jabonga which is headed by Mayor Napoleon M. Montero, together with the Municipal Local Government Operations Officer (MLGOO), and various partner agencies held a 1-day ‘Serbisyo Caravan’ at Brgy. Bangonay, Jabonga, Agusan del Norte on September 18, 2020.

The 1-day ‘Serbisyo Caravan’ is a convergence of stakeholders supporting DILG’s Retooled Community Support Program (RCSP) Immersion. This is in line with Pres. Rodrigo Roa Duterte’s Executive Order (EO) 70 which institutionalizes the Whole-of-the-Nation approach to End Local Communist Armed Conflict (ELCAC) by delivering basic services to Conflict-Affected Areas (ConAAs) and Geographically Isolated Disadvantaged Areas (GIDAs).

A total of 899 beneficiaries received basic services and goods from the different line government agencies. These included prenatal consultation, medical check-up, tooth extraction and free tuli (circumcision) done by the Municipal Health Office and 29IB; free haircut rendered by the Jabonga Municipal Police Station and 29IB; various seeds of fruit trees distributed by the Municipal Agriculture Office; food packs and hygiene kits provided by the Municipal Social Welfare Development Office (MSWDO) who also provided psycho-social support counselling; and legal assistance from the Public Attorney’s Office.

In his statement, Lt. Col. Isagani O. Criste, Commanding Officer of 29IB said “This time of the year is crucial to us Filipinos since Christmas is approaching. During this time, we are accustomed to helping our fellow countrymen, but because of this pandemic, some of us became hesitant and complacent in doing what we used to. This pandemic outbreak is a challenge for us to extend our hospitality to those who are in need through the ‘bayanihan’ spirit. Also, as fellow frontliners, we are committed to giving our best in serving and performing our duties. We urge each one of you to also help and reach out to those who are in need because one single act of kindness can change a life.”

BUENAVISTA, Agusan del Norte –Troopers of the 23rd Infantry (Masigasig) Battalion discovered a Communist New People’s Army Terrorists’ (CNTs) hideout in the hinterlands of Barangay Amparo, Butuan City on the evening of September 17, 2020 after conducting a follow-up operation based on the information provided by Alias DANSOY/KEVIN, the Political Instructor (PI) of SDG CAOCAO, GF-4A, NCMRC.

It can be recalled that Alias DANSOY/KEVIN surrendered to 23rd IB on the same date. The discovered hideout has an estimated land area of three hundred square meters (300m2) which can accommodate more or less twenty-eight (28) persons. It was abandoned a few hours prior to discovery.

Seized from the said hideout were one (1) Motorcycle (SKYGO), three hundred and fourteen (314) rounds of live ammunition of Ctg Cal .30, Carbine; fifty-four (54) rounds of live ammunition of Ctg 5.56mm, M16 Rifle; four (4) rounds of live ammunition of Ctg 7.62mm, M14 Rifle, one (1) long magazine for M16 Rifle; one (1) short magazine for M16 Rifle; three (3) Short Magazines for Cal .30, Carbine, One (1) round of live ammunition of Ctg 40mm, HE M203 GL, One (1) short magazine for cal. .30, Carbine; six (6) blasting caps; one (1) handheld radio (Baofeng), three (3) batteries for handheld radio (Baofeng); one (1) charger for handheld radio (Baofeng); three (3) antennas for handheld radio (Baofeng); three (3) USB connectors; seventeen (17) pieces sim cards; two (2) memory adaptors; two (2) chargers for cellular phone; one (1) rubber duck; three (3) civilian bag packs; one jungle hammock; five (5) tents; assorted medical supplies; assorted clothing; one-half (½) sack of rice; and subversive documents.

Lt. Col. Julius Cesar C. Paulo, Commander of 23IB expressed gratitude to the former rebel (FR) who provided the positive information to the unit.

“Through the active cooperation of the FR who recently surrendered to our unit, we have located the CNT hideout and probably foil their hostile plans in the community. We now have two (2) best reliable sources of positive information — the weary civilian populace and the FRs,” Paulo said.

He also emphasized that the CNTs no longer have a place to hide as the civilians are now are showing their full support to the government particularly to the Army and the police.

“No matter where these CNTs will hide, we will still locate them and we will continue to pursue them because we know that they are just around the area,” Paulo said.

He again urged the remaining and tired CNT members in Agusan del Norte to listen to the call of the government and take hold of the opportunity being offered to them.

“Come down, lay down your arms, and avail of the Enhanced Comprehensive Local Integration Program (ECLIP) of the government. But, if you will not heed to our call, then we will never hesitate to use our force to neutralize you for the benefit of the Filipino people who longed to live peacefully,” Paulo said.

Paquibato District Davao City (15 September 2020) – Enlightened and awakened, 380 members of the underground mass organization (UGMO) to include 101 Sangay ng Partido sa Lokalidad (SPL) and 174 Militia ng Bayan (MB) from Barangay Lumiad and Barangay Malabog both of Paquibato District have eventually cut their ties and denounced the CPP/NPA/NDF. The withdrawal of support came after the said individuals undergo a 3-day Peace Building Seminar (PBS) jointly conducted by the 27th Infantry “ACTION” Battalion, 10ID, PA, 1003rd Infantry “RAPTOR” Brigade, 10ID, PA and 10th Civil Military Operations (CMO) Battalion, 10ID, PA, Davao City Police Office, Police Station 7, Paquibato District and the local government units of Davao City.

The PBS is a 3-day program designed to enlighten the members of the underground mass organizations (UGMO) about the NPA terrorist’s deception, recruitment efforts and deceitful objectives in infiltrating and exploiting the community. The conduct of PBS serves as the reversal mechanism of the CTG indoctrination process. Part also of the program was the information drive on programs and services of the LGU and LGAs and other partner stakeholders which are imperative in refuting the issues exploited by the NPA terrorists.

The activity was highlighted by the Peace Rally and Burning of NPA terrorist flag which demonstrate realization of the former UGMO members about the deception of the NPA terrorists. Through the PBS they came to realize that the issues that were exploited by the NPA terrorist are all fabricated and the programs and services that would uplift their living conditions could only be fulfilled by the government. According to one of the participants who was installed as the Chairman of the Komiteng Rebolusyonaryo sa Barrio (KRB), they were victims of NPA terrorist’s exploitation for decades. He then encouraged all the participants to support the military and the government and be united to change the branding of their barangay as an NPA terrorist’s bailiwicks and safe haven. As such, he thanked the LGU of Davao, other agencies and the uniformed sector for conducting the PBS and continuously reaching out to make them stand for a peaceful community. Another participant also condemned the NPA terrorist for creating chaos in their community and making their lives miserable contrary to what the NPA terrorists had promised.

On the other hand, LTC VICTORINO M SEÑO INF (GSC) PA, Battalion Commander of 27IB during his message said, “Akong gi-encourage ang matag-usa ka nato ug kitang tanan nga atong gakson ang kalinaw ug suportahan ang atong goberno sa pagtapos sa local communist armed conflict. Ang kalinaw ato tanang responsibiladad nga dapat tabangan ug makab-ot lamang nato kini kung kita magkahi-usa batok sa teroristang NPA. Panahon na para kita mubarog batok niining mga teroristang NPA dili lamang para sa atong maayong kaugmaon kung dili mas importante para sa kaugmaon sa atong mga anak ug sa mga musunod pa nga henerasyon.”

The said seminar was made possible through the support of the City Government of Davao City and other government units and agencies such as National Commission on Indigenous People (NCIP), City Agricultural Office (CAO) Department of Agrarian Reform (DAR), Department of Environment and National Resources (DENR), Department of Labor and Employment (DOLE), City Social Welfare Development Office (CSWDO), Technical Education and Skills Development Authority (TESDA), Philippine National Police (PNP) and Religious Sector. These agencies provided lectures on their respective mandates, provided pledges and introduced means to uplift the living condition of the participants. The activity as a whole showcases the whole of nation approach (WNA) in in ending local communist armed conflict (ELCAC).

The closing ceremony was graced by no less than the Commander of 10th Infantry Division, Philippine Army, MGEN REUBEN S BASIAO PA, TESDA Regional Director Engr Lorenzo G. Macapili, City Councillor Danny Dayanghirang, COL CONSOLITO YECLA (MNSA) PA, Commander, Task Force Davao and other dignitaries. They extend their appreciation to the participants for finally making a stand to denounce the NPA terrorist that have been troubling their community for decades and in return embrace and support the government. After the closing, distribution of food packs, face masks, slippers, school supplies, seeds and seedlings, and hot meals for the participants was undertaken.

Revolutionary united front organization of the Filipino people

The NDFP is the revolutionary united front organization of the Filipino people fighting for national freedom and for the democratic rights of the people. Established on 24 April 1973, the NDFP seeks to develop and coordinate all progressive classes, sectors and forces in the Filipino people’s struggle to end the rule of US imperialism and its local allies of big landlords and compradors, and attain national and social liberation.

The most important responsibilities of the NDFP include promoting national unity for the revolutionary struggle. It makes pronouncements on behalf of the revolutionary forces upon their authorization. It conducts proto-diplomatic and relations work abroad to gather moral, political and material support for the revolutionary movement.

Since 1992, the NDFP has been holding peace talks with the Government of the Republic of the Philippines (GRP) to address the roots of the armed conflict. Ten Agreements have been signed between the two parties including the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). At present, the current Manila government under President Benigno Aquino III is carrying out a US-designed counter-insurgency plan called Oplan Bayanihan. It is intensifying the exploitation and oppression of the Filipino people. It has sabotaged the peace talks. It seeks only the pacification and capitulation of the revolutionary movement. On the other hand, The CPP, the NPA and other revolutionary forces are intensifying their revolutionary struggle. They aim for advancing from the strategic defensive to the strategic stalemate of the people’s war in the next few years.

Today, the NDFP is found in 70 provinces in the Philippines, out of a total 81 provinces. The New People’s Army (NPA), under the absolute leadership of the Communist Party of the Philippines (CPP), operates in more than 100 guerrilla fronts throughout the country. In these fronts, revolutionary organs of political power hold sway and form part of the people’s democratic government which continues to be built and consolidated.

Programs that benefit the people are carried out by the CPP, the NPA and 15 other revolutionary allied organizations in the NDFP. These programs include land reform, health care, literacy, cooperatives and livelihood programs with the marked involvement of women and the youth.

Malacanang and presidential factotum Harry Roque should just shut up and order their fascist brutes and death squads to stop the killing of activists, the harassment of Philippine media and opposition leaders.

Instead of resorting to its vile habit of blurting out senseless expletives, the Duterte regime should pay close attention to the latest resolution of the European Union Parliament condemning the killing and harassment of political activists and dissenters, and drug suspects, and ignoring international conventions on human rights.

The EU has also threatened to revoke the trading privileges extended to the Philippines that reportedly allows the Philippines to export 6,200 products tariff-free to the 27 EU member states.

Many concerned European citizens, churches, and solidarity organizations for the Philippines have long been watching the Filipino people suffer – the killings, the mass murder of poor drug suspects, the harassment of critical media and political opposition, the hunger and poverty, the massive corruption and greed of Duterte’s oligarchs, and the red-tagging of anyone critical of the Duterte regime!

They, together with the armed revolutionary movement, the legal democratic movement and political opposition, want to end the suffering of the Filipino people under the Duterte regime.

Indeed, the end of the fascist Duterte regime, its death squads, political sycophants, trolls and red-taggers, is fast coming.

Today we commemorate the 48th anniversary of the declaration of Martial Law in the country by the fascist US-Marcos dictatorship, as well as, the great struggle of the people in all fields that culminated in the Edsa Uprising that toppled that dictatorship.

The slogan “People’s War the Answer to Martial Law!” was popular at gigantic rallies especially among the youth during that time. This slogan remains valid at present in view of the unrelenting fascist attacks on the people of the openly terrorist and dictatorial reign of the US-Duterte regime.

By zealously implementing the neo-liberal economic policies of imperialism, people’s condition became ever more abysmal and poverty and hunger greatly pervasive. This condition pushed the people to wage all forms of struggles to fight for their just demands. But these are viciously suppressed by militarist measures, programs and campaigns.

In Negros, de facto martial law prevailed through Memo Order 32 implemented by means of Synchronized Enhanced Management of Police Operations (SEMPO) and attendant operational campaign plans such as Oplan Sauron 1, 2 and Oplan Bran Stark that murdered at least 30 farmers and personalities in which 7 hailed from the 3rd District of Negros Oriental.

As a result, the people are driven to traverse the path of armed struggle to put an end to exploitation and oppression and constitute a society that is truly democratic, prosperous and just.

The ouster of the US-Duterte regime is an urgent imperative at present. While the objective situation is exceedingly favorable to advance the revolution to a higher level.

The US-Duterte regime is dreaming in broad daylight if it thinks that it can browbeat the people and extirpate their struggle through state terrorism. The nation and people united can never be defeated. The darkness of the new martial law cannot impede nor deter the advance of the revolution. ###

On this September 21, 2020, the Filipino people are united in commemorating the day on which the puppet fascist dictator Ferdinand Marcos signed Proclamation No. 1081, putting the entire Philippines under martial law, marking the beginning of his 14-year one-man dystopian rule over the nation.

With the prevalence of the Duterte clique’s civil-military junta that effectively lords over the country, and the fairly recent ratification of the Anti-Terrorism Act, this year’s 48th anniversary of the pangs of the puppet Marcos fascist dictatorship entails grave significance to all patriotic and freedom loving Filipinos, in that the open terrorist US-Duterte regime–unlike the predecessor pseudo-democratic administrations that followed after the first People Power Revolution, cloaking their fascist puppetry with thin veils of so called democracy– more than parallels the puppet Marcos fascist dictatorship, in terms of human rights violations, imperialist subservience bootlicking, foreign debt, neoliberal economic offensives, criminality, graft and corruption, anti-people scheming, an ever worsening political-economic crisis, and outright terrorist attacks on the people.

The Filipino people, especially the great masses of workers and peasants, are enduring unprecedented levels of hardships and sufferings due to the US-Duterte civil-military junta’s open terrorist, treacherous, bloodthirsty, plundering dominion over the Filipino nation; and its failed response to the public health and economic crises engendered by the novel coronavirus.

In the midst of unprecedented global economic and public health crises in the modern history of monopoly capitalism, amidst increasingly heightening inter-imperialist contradictions, a new puppet fascist dictatorship has arisen, exploiting to the maximum extent the COVID-19 pandemic and its concomitant political-economic crisis, grips the Filipino nation, unleashing the full might of the puppet reactionary armed forces to suppress the struggles of the people, pillaging the land, siphoning and milking the nation’s coffers and wealth dry, all to the benefit of a wicked few, the parasites of Philippine society – the big comprador-landlords, the criminal bureaucrats, and their imperialist masters.

In the social volcano that is Negros Island, notably in the province of Negros Oriental, this new martial law has turned Sugarland into a killing field, robbing the workers and peasants of life and property, devastating the broad masses of Negrosanons, who have been treated like cattle for fascist slaughter. The Sagay 9 massacre, SEMPO 1 (Oplan Sauron 1), SEMPO 2 (Oplan Sauron 2), SEMPO 3 (Oplan Bran Stark), and the hundreds of cases of extrajudicial killings, enforced disappearances, tortures, enforced and fake surrenders, fabricated evidences and charges, illegal arrests and detentions, military occupations of communities, destruction of civilian properties, and numerous other types of human rights violations perpetrated since the implementation of Oplan Kapayapaan, MO32, EO70, and Oplan Kapanatagan, and the Anti-Terrorism Act on the island will forever live in infamy, etched into the annals of Philippine history as one of the most bloody attacks executed by the fascist puppet GRP on the people of Negros.

The SEMPO framework, tried and tested in Negros Oriental, in tandem with the methods and tactics of the old Duterte Death Squad tokhang style assassinations that swept every nook and cranny of the country’s urban dwellings, has been applied nationwide, sowing terror, wreaking havoc in the urban and rural communities, severely putting at risk the lives and properties of the masses of workers and peasants, deliberately targeting them for counter-revolutionary fascist violence.

Coming face-to-face with the fascist mercenaries, with the enemy employing more than 3,000 fascist troops, the settler masses of Negros Oriental, notably in its 3rd District, have tasted the bitterness of SEMPO. Not giving into fear, throwing themselves right into violent class struggle, the organized masses of the mountainous baryos of Southeast Negros have victoriously faced and overcome the 3 waves of SEMPO, emerging out of the onslaught much stronger, grittier, and more solid than ever before.

During this time of economic hardships and counter-revolutionary state terrorism, circumstances are gradually turning the revolutionary workers, peasants, urban petty-bourgeoisie, especially the youth of Southeast Negros onto the path of revolutionary armed struggle for national and social liberation.

The Kabataang Makabayan – Southeast Negros echoes the Communist Party of the Philippines’ call to the Filipino nation’s vigorous youth, to follow on the footsteps of the KM pioneers and forefathers, to flock to the countryside, take up arms, and wage revolutionary war to oust the puppet fascist dictator Rodrigo Duterte, to destroy the semi-colonial and semi-feudal foundations of Philippine society, and to build a new Philippines that is truly free, prosperous progressive, just, democratic, and peaceful, paving the way for a bright socialist future.

The AFP and PNP are fascist dogs and liars. Each day, more lies are being spewed from the AFP/PNP factory.

In their desperation to chase the New People’s Army, the AFP once again hopelessly retaliated on civilians. While conducting clearing operations in the boundaries of Canlaon, Moises Padilla, and Guihulngan last September 17, elements of the 62nd Infantry Batallion went on a strafing-spree.

Ernie Jacolbe, resident of Sitio Owayan, Brgy Budlasan, Canlaon City was just about to get his grazing carabao when elements of the 62nd Infantry Batallion open fired at his direction. Gilbert Reyes, resident of the same barangay, was just chasing his horrified carabao upon hearing the gunshots when he was picked up by elements of the 62nd IB. In true army fashion, they planted firearms on him and accused him as an NPA fighter. With the intervention of his family and barangay officials, he was released later that day but signs of torture was evident in his body.

In Sitio Bungao, Brgy Trinidad, Guihulngan, a group of youngsters resting in a nipa hut were strafed by elements of the 62nd IB. They then bound the youngsters but was able to escape. The AFP was quick to plant a motley of firearms and projected to the public that it was the NPA that they exchanged firefight with. This only proves their desperation and failure to chase the NPA.

No amount of spin stories can misled the toiling masses. The broad masses of the people know that the AFP/PNP are mercenaries for further exploitation and oppression. It is then imperative for the people to link arms and resist the fascist Duterte regime.

In response, the NPA is more than ready to punish the AFP/PNP butchers and defend the people of Negros.

Suspected members of the Abu Sayyaf Group (ASG) failed to create havoc in the town of Jolo in Sulu after elements of the Philippine Coast Guard–Explosive and Ordnance Division (PCG-EOD) discovered a baggage that contained an improvised explosive device (IED) that the bandits planted at the local port, Saturday night, September 19.

Armed Force of the Philippines- Western Mindanao Command (AFP-WestMinCom) Commander Lt Gen Corleto Vinluan, Jr. said PCG EOD wharf security personnel found the abandoned baggage between the Harbor Master and Maritime Police Office located in Barangay Walled City in about 6:02 p.m., Saturday.

Vinluan said the PCG security personnel immediately brought their bomb-sniffing dog to verify the content of the box.

The bomb-sniffing dog immediately sat beside the boc, indicating that an explosive was inside it.


A careful inspection was immediately conducted which resulted in the discovery of two electric blasting caps, one rifle grenade, one spark plug, and concrete nails.

Upon receipt of the information, troops of the 35th Infantry Battalion immediately cordoned off the area, while the EOD Team of the Sulu Provincial Police Office and Jolo Municipal Police Station responded in the area to assess the situation and facilitate the verification and confirmation of the said item.

Joint Task Force Sulu (JTF-Sulu) Commander Brig. Gen. William Gonzales said: “I commend our troops and our partners for this accomplishment. You saved the lives of the innocent people and foiled this terroristic activity of our heartless enemies,”

“This success is a result of the intensified conduct of intelligence operations and the strengthened collaboration with the police and other security agencies, thus preempting the terrorists from executing their terror plan. I commend the troops of the JTF Sulu for a job well done,” Vinluan added.

Opinion: Bohol’s insurgency problem persists

Central Visayas Police chief BGen. Albert Ignatius Ferro, on a recent command visit to the Bohol Provincial Police Office, told his men that he sees a resurgence of activities of the communist movement in Bohol in recent years (The Bohol Chronicle, Sept. 16, 2020). A few days later, Junifie Dagale, with a P5-million bounty on her head, was arrested in the island municipality of Carlos P. Garcia. She was wanted for a string of high-profile crimes in Mindanao, including abduction, armed attacks and a robbery that netted 46 pieces of AK-47s and two dozens of other firearms. Congratulations to the Police and military for arresting this Most Wanted personality.

Whether Dagale was in Bohol simply to hide — she was reportedly staying at the house of a relative of her husband — or to aide the local communist movement has not been disclosed. Bohol officially remains insurgency-free now on the 11th year. However, there have been at least four encounters this year: on February 29, April 26, May 9 and June 26. A soldier and one New People’s Army (NPA) fighter were killed in the February 29 encounter.

Both the February 29 and April 26 encounters happened at Barangay Cambigsi, Bilar, while the May 9 and June 26 encounters took place in Upper Cabacnitan, Batuan and Bayawahan, Sevilla, respectively. Batuan, Bilar and Sevilla are adjacent towns. Cambigsi and Upper Cabacnitan are neighboring barangay (villages).

On June 15, 24-year-old Jason Deliman, a resident of Upper Cabacnitan, was liquidated by suspected NPA when he visited his mother in Cambigsi. Jason was believed to have given information to the government. What happened to him and others before him is the reason why people in the villages most affected by insurgency usually won’t report suspicious activities or persons to authorities.

On July 21, a military vehicle carrying soldiers from 47th Infantry Battalion passed through the same Barangay Cambigsi when it was fired upon by an undetermined number of suspects, likely members of the NPA.

I do not know if this was reported, but some farmers claim to have seen about 80 suspected NPA members — men and women, some armed with AK-47 — in the most remote corner of Batuan, a place called Behind the Clouds. This was sometime last month.

The villages where the NPA seems to be able to operate unhindered and again and again engage the military are located in an area where forest provides cover, a local river ensures supply of water, relatives take care of essential supplies, and lack of roads and bridges make it difficult for the military to penetrate. As for the police they have reportedly long ago stopped patrolling or responding to reports of enemy presence or activity. Maybe that could explain the resurgence of leftist activities mentioned by General Ferro, at least partly.

On his command visit to Bohol, the police general presented to media Joseph Gulle Galagar, an alleged NPA leader who surrendered to the police last September 2. Galagar is said to be a “close-in comrade” of elusive NPA Commander Domingo Compoc. He “served as Coastal Transport Support Unit leader” and as such operated a motorized banca, transporting rebels, weapons and other supplies between Bohol, Cebu and Negros islands. Galagar and his wife were, in May 2018, accused of hiding wounded rebels in their house in Barangay Cogtong, Candijay, after an encounter in Campagao, Bilar. Though the two places are very far apart, there must have been a reason why the police and barangay tanod (village police) suspected Galagar.

Galagar and his wife were at the time both members of local chapters of organizations under the umbrella of the national democratic movement, the wife of Gabriela, the husband of Cogtong Fishermen’s Association — Bol-anong Kahugpongan sa mga Kabus nga Nananagat (Bohol Organization of Poor Fisherfolks) or Cogfa-Bokkana-Pamalakaya. Pamalakaya is the national democratic movement’s sectoral organization for fisher folks.

The military, together with various entities of the national government has been busy giving livelihood assistance to former rebels. This is fine. However, the persistence of the insurgency in insurgency-free Bohol doesn’t seem to be due to economic deprivation or social injustice. The insurgency problem is mostly confined to a few small towns. This area isn’t underdeveloped, but more roads and bridges connecting remote villages to the rest of the world could go a long way in making it less easy for the rebels to hide. The national government is literally swimming in money for infrastructure projects in insurgency-affected communities. This is the time to put some of this money to good use and help Bohol stop the NPA menace before it spreads further.

The police have been busy lately on the coronavirus front. But this should not stop them from doing their regular job of securing peace and order in remote communities that need protection from criminal elements.

An armed encounter erupted between the Philippine Army and suspected New People’s Army (NPA) rebels in Bulan, Sorsogon on Saturday afternoon.

In a statement Sunday night, Major General Henry Robinson, commander of Joint Task Force Bicolandia, said joint elements of the Army’s 31st Infantry Battalion (31IB), 903rd Infantry Brigade (903IBgde), and local police
responded to reports about the sighting of armed men in Barangay R. Gerona before the clash occurred at 3:18 p.m.


Robinson said the troops spotted the suspects in a secluded area in the village. The suspects allegedly fired the first shot, prompting the state forces to retaliate.

After a brief gunfight, the armed men allegedly fled on foot while leaving behind their personal belongings.


The troops recovered an M14 rifle and two anti-personnel mines at the encounter site.

Robinson said he was elated with the “growing support of the Bicolanos in the unrelenting efforts of the government to quell the unlawful activities” of the NPA rebels especially amid the COVID-19 pandemic.

He cited the continuous interoperability of government forces in Sorsogon for the past months which resulted in a series of armed encounters, neutralization of communist rebels and recovery of high powered firearms.

Just last July 30, an unidentified female rebel was killed in a clash between the military and communist guerillas in Barangay Daganas in Bulan town. An M60 machine gun, M16 riffle and an anti-personnel mine were recovered by the troops during the encounter.

Also killed were two soldiers identified as Private First Class Greyan Andus and Corporal Arnel Divinagracia, of the Army’s 22nd Infantry Battalion.

“Our extensive military operations will never cease until we finally put an end to this local armed conflict,” Robinson said.

“Pero sa kabila nito, tuloy-tuloy pa rin ang panawagan natin sa kanila na sumuko na dahil hindi natin gustong patuloy na makakita ng kapwa nating Pilipino na namamatay lalo na ngayong panahon ng pandemya (Despite this, we continuously call on them to surrender because we do not want to see fellow Filipinos dying especially amid the pandemic),” he appealed.

“Just like our soldiers, these men have their own families waiting for them to go home safe and alive,” he added.

The Philippine Coast Guard discovered abandoned explosive materials in Barangay Walled City in Jolo, Sulu Saturday evening, nearly a month after the twin blasts in the same village on August 24 that killed 15 people and wounded more than 70 others.

Lt. Col. Alaric delos Santos, spokesperson of the Armed Forces of the Philippines – Western Mindanao Command (Westmincom), said the Explosives Ordnance Division of the Philippine Coast Guard was conducting area paneling at the Jolo pier when they discovered a suspicious item abandoned in between the Harbor Master and Maritime Police Office at 6:02 p.m., September 19.


“The PCG personnel were prompted when the bomb-sniffing dog sat beside the item,” Delos Santos said.

Upon inspection, they discovered two electric blasting caps, one rifle grenade, one spark plug, and concrete nails.

Members of the 35th Infantry Battalion immediately cordoned the area upon receipt of the information.

The Explosive Ordnance Disposal teams of the Sulu Provincial Police Office and Jolo Municipal Police Station also went to the site and verified that the items were explosive materials.

“I commend our troops and our partners for this accomplishment. You saved the lives of the innocent people and foiled this terroristic activity of our heartless enemies,” said Brig. Gen. William Gonzales, Joint Task Force Sulu Commander.

Meanwhile, WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr. attributed the discovery of the explosive items to the intensified intelligence operations and strengthened collaboration between government security agencies.

Retired Supreme Court Associate Justice Antonio Carpio has warned of violation of the Constitution and national security risk if Congress enacted a law allowing 100 percent foreign ownership of telecommunication companies.

In a webinar of the Philippine Bar Association Friday, Carpio said, “The Supreme Court is supreme because it’s the final interpreter of words and phrases in the constitution. But if Congress will pass a law interpreting and redefining these terms and phrases you are taking away the power of the Supreme Court.

“This is a battle of turf between the Congress and the Supreme Court. It is the Supreme Court that will decide and they will also decide that Congress cannot reserve the power of the Supreme Court and to be the final arbiter of interpreting the constitution.”

On the risk of third Chinese ownership of third Telco Dito, Carpio warned that, “Chinese law is mandating all Chinese companies, as citizens, to disclose to their intelligence services any information required by the intelligence service.

“That is a problem that the Philippines is allowing ChinaTel to install telecom equipment in military camps and the fact that we have a conflict with China.”

Earlier on, the chief of the Intelligence Service of the Armed Forces of the Philippines gave assurances that allowing China-backed Dito Telecommunity Corp. to construct facilities inside military camps would not compromise national security.

During a hearing of the Commission on Appointments, Maj. Gen. Jose Eriel Niembra, a former commander of the Presidential Security Group, said they considered a lot of threats such as radio frequency jamming and interception but found the risks low.

He even told lawmakers that letting Dito build in military installations would give them access to these facilities to prevent possible Chinese intrusion of Philippine networks.

Niembra told Sen. Risa Hontiveros they conducted a risk assessment on the possible threat.

“The question with Dito Communications is because we perceive that because of this its Chinese nature, there may be threats,” he said.

“We considered four threats actually. First, the RF (radio frequency) interception, eavesdropping, radio frequency jamming and the result was that all the technical people in the Armed Forces found the risks to be low. So, there’s low risk or low possibility that these cell sites might intrude into our networks,” Niembra said.

Carpio added, “China is stealing territories such as the West Philippine sea and our maritime zones. We do not have that problem with Globe, PLDT, or with the Indonesians because we do not have territorial disputes with them.

“So, this is unique to DITO and ChinaTel. We have to be very careful because we are fighting to preserve our territorial maritime zones in the West Philippine sea and China is encroaching on our territory maritime zones.”

Commenting on the country’s Digital Infrastructure, Carpio said, “The problem of telcos is that they do not have enough towers because they cannot get permits from the local governments.

“But under the Bayanihan Act 2, all permits have been suspended except for the building permits. So, they need only one permit which is good for three years. There is this window of opportunity.

“They can build all the towers that they want now and that will solve the problem of speed and availability of boundaries.”

Prof. Dindo Manhit, president of Stratbase ADR Institute, who was also at the webinar, said, “Top priority must be the building of a robust and nationwide digital infrastructure that all sectors now realize as a critical service that must be accessible to all Filipinos. The sudden shift to cloud-based technologies for communications and economic activities will need strategic partnerships between the private sector and government and will be instrumental in recovering from this economic crisis.”

He added, “A conducive policy environment that inspires confidence and boosts competitiveness will attract the right kind of investors who have the resources and technology to create long term positive impact to our economy and create the millions of jobs that our people need,” Manhit said.

The Department of Information and Communications Technology (DICT) reported that 23 tower companies had been granted provisional certificates to participate in its accelerated tower program.

The DICT said the country needed over 50,000 towers to improve mobile connectivity nationwide, from Batanes to Tawi Tawi. Permitting timelines have also been limited to two weeks by drastic reforms in the permitting process.

The Philippine National Police (PNP) sent on Saturday, Sept. 19, its elite forces to Maguindanao to help the local security forces hunt down those responsible for the roadside bombing that left a member of the Philippine Marine Corps dead and four others wounded.

PNP chief Gen. Camilo Pancratius Cascolan said he also ordered all local police forces in Maguindanao to initiate security protocols to contain the movement of those responsible, including checkpoints and chokepoints, and intensified intelligence-gathering.

Among those sent were members of the Provincial Headquarters, Maguindanao Police Provincial Office, 2nd Provincial Mobile Force Company , 404th Special Action Company and Light Armor Unit of the PNP-SAF.

The roadside bombing occurred at around 8 p.m. on Friday, Sept. 18, near the Integrated Provincial Health Office (IPHO) in the capital town of Shariff Aguak in Maguindanao.

Reports revealed that the Philippine Marines personnel on board a troop carrier were coming from a military operation against elements of the Bangsamoro Islamic Freedom Fighters (BIFF) in Barangay Salman when the incident happened.

Responding police personnel immediately rushed the wounded to the nearby IPHO for treatment.

Cascolan said police investigators are sifting through debris around the site of the explosion of the suspected Improvised Explosive Device.

Authorities on Saturday discovered explosive materials in a barangay in Jolo, Sulu, the same site of the twin explosions caused by suicide bombers last month.

In a statement, the Armed Forces of the Philippines - Western Mindanao Command (WestMinCom) said on Sunday that the Philippine Coast Guard discovered a set of abandoned explosives, consisting of two electric blasting caps, a rifle grenade, a spark plug, and some concrete nails in Barangay Walled City, between Harbor Master and the Maritime Police Office.


A bomb-sniffing dog had sat beside the materials, prompting the attention of authorities who were conducting area paneling at Jolo pier at 6:02 p.m. on Saturday.

Troops of the 35th Infantry Battalion immediately cordoned the area while the Explosive Ordinance Disposal Team of Sulu Provincial Police Office and Jolo Municipal Police Station visited the site to confirm the explosives, the WestMinCom added.

"I commend our troops and our partners for this accomplishment. You saved the lives of the innocent people and foiled this terroristic activity of our heartless enemies,” said Brig. Gen. William Gonzales, JTF Sulu Commander.

Lt. Gen. Corleto Vinluan, Jr., WestMinCom Commander, added that they have been intensifying intelligence operations and strengthening collaboration with the police and other security agencies to quell another possible terror attack in the area.

Barangay Walled City was the same village where the twin blasts left 15 people dead and 78 wounded on August 24.

Abu Sayyaf group subleader Mundi Sawadjaan was tagged as the mastermind behind the explosions. Authorities have offered up to ₱6 million worth of cash reward for anyone who can provide information that will lead to the arrest of Sawadjaan, along with other suspects involved in the blasts.

DAVAO CITY, Philippines – The displaced Manobo Lumad from Talaingod and Kapalong and the UCCP Haran are once again charged with trafficking persons and child abuse, charges they say is orchestrated by the lies of the government’s anti-insurgency task force.

On September 15, some Manobo filed before the Davao City Prosecution Office the cases against the administrators of United Church of Christ in the Philippines Haran and other individuals they tag as New People’s Army.

48 persons who are not identified had been charged of violations of Republic Act No. 9208, as amended by Republic Act No. 10364, or the Anti-Trafficking in Persons Act (RA 9208), and Republic Act No. 7610 (RA 7610) or the “Special Protection of Children Against Abuse, Exploitation and Discrimination Act”, and Republic Act No. 9851 (RA 9851) or the “Philippine Act on Crimes Against International Humanitarian Law, Genocide and Other Crimes Against Humanity”.

The complaint was based on the case build-up conducted by the National Commission on Indigenous Peoples (NCIP), Police Regional Office XI, Criminal Investigation and Detection Group XI, and the Armed Forces of the Philippines.

The filing was posted on government agencies social media and information websites including the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) which has constantly red-tagged the Lumad and its supporters as communist rebels.

A press conference was held in Davao City with NCIP Director for Legal Affairs Atty. Marlon Bosantog and Presidential Communications Undersecretary and NTF-ELCAC spokesperson Lorraine Badoy as panelists.

The NCIP in a statement claimed that the complainants were minors at the time they were “transported, transferred, received, maintained, and harbored” by members of the NPA “for the purpose of engaging them in armed activities, forced labor, involuntary servitude, using them in armed conflict, and for other exploitative purposes.”

It also claimed that the Lumad were brought from their communities to UCCP Haran and also to different parts of the country all the way to Metro Manila, and were allegedly subjected to “anti-military and anti-government indoctrination and firearms training.”

But the displaced Manobo came to the defense of UCCP.

“To set the record straight, the intensified militarization in our communities, forced us to leave and sought sanctuary in UCCP Haran,” the Pasaka Confederation of Lumad Organizations in Southern Mindanao Region, of which the Talaingod Manobo are members, said in a statement released September 18.

Pasaka said these charges are “purely trumped-up and baseless” similar to the charges of kidnapping and serious legal detention filed against their secretary general Kerlan Fanagel and 14 activists on May 2015 known as Haran 15. The case was dropped by the Davao City Prosecution on September 8 of that year for lack of evidence.

The Lumad group believes this filing of same charges are meant by the NTF-ELCAC to “divide the Lumad to further their interest that is to destroy the tribe’s unity through trump-up charges filed by the inutile NCIP against us and church people, that shows their longing to silence us and cover up our legitimate demands to defend our ancestral domain”.

The UCCP has yet to release a statement, but they had reacted defending Southeastern Mindanao Bishop Hamuel Tequis who was blatantly tagged in a poster as a member of the Communist Party of the Philippines (CPP).

“This is obviously a handiwork of those who aim at besmirching the reputation and integrity of peace and justice advocates as well as those in the religious sector who are engaged in the work of peacemaking and human rights,” the UCCP Council of Bishops said in their previous statement.

The Pasaka called on the public to condemn the NTF-ELCAC for what they say is an orchestration of attacks on their tribes.

“This is nothing new to the Lumad who have always been disrespected through fake surrender of Lumad and farmers which became a source of corruption for the NTF-ELCAC,” the group said. “They also forcibly recruit our fellow Lumad into Alamara and Cafgu to use them as pawns to fight us and join in military operations.”

“We call on those who had the chance to know us, to intensify the call to junk these trumped up cases against us and our sanctuary,” the Pasaka said.
