A 45-min running gun battle ensued between the elements of the army’s 36th Infantry (Valor) Battalion and more or less 30-armed group believed to be members of the Platoon 1, Weakened Guerilla Front (WGF30) of the North Eastern Mindanao Regional Committee (NEMRC) under @ Nico (TN) Joel Maca Mahinay. Kalinaw News: 94IB discovers NPA camp; M16 rifle and IED recovered

Posted to Kalinaw News (May 20, 2020): 94IB discovers NPA camp; M16 rifle and IED recovered (By 3rd Infantry Division)

AYUNGON, Negros Oriental – The Army’s 94th Infantry Battalion discovered an abandoned Communist NPA Terrorists (CNT) camp, recovered an M16 rifle and an IED after a week-long clearing operations in the central part of Negros Island.

On May 10-17, 2020 the 94IB conducted clearing operations at the interior barangays of Buenavista of Himamaylan City and Tan-awan of Kabankalan City to ensure that said barangays are free from terror and presence of CNTs.

“These communities seem very peaceful, however, we have discovered an abandoned NPA camp in Brgy Buenavista, which was previously not in our records,” said 94IB Commander Lieutenant Colonel Angelo S Guzman.

The camp is fortified with running trenches, battle positions and can accommodate at least 60 CNTs. An IED and AK-47 ammos were also recovered in the area.

LtCol Guzman said that the abandoned camp is now a marked target for 105mm howitzers and FA-50 jet bombers once CNTs are monitored occupying them again.

Meanwhile, 94IB troops returned to Brgy Cambudlas, Bindoy, Negros Oriental on May 18, after receiving a tip from a local resident that an alleged CNT cadaver was seen near the creek-line after the encounter on April 30, 2020 which left two (2) CNTs killed.

“The alleged cadaver may have already been recovered or buried by the CNTs but the efforts of the troops scouring the area resulted to the recovery of an M16 rifle left behind by the CNTs during the encounter,” said LtCol Guzman.

LtCol Guzman said the 94IB will intensify its focused military operations in the central part of Negros Island to destroy CNT formations and neutralize identified CNT personalities and supporters in pursuit of peace in the area.

Kalinaw News: 77 NPAs neutralized as EMC intensifies Security Operations in May

Posted to Kalinaw News (May 20, 2020): 77 NPAs neutralized as EMC intensifies Security Operations in May (By 10TH INFANTRY DIVISION)

NSFA, Panacan, Davao City – The New People’s Army (NPA) suffered a series of debacle in less than a month as Eastern Mindanao Command intensified its security operations in the month of May 2020.

As of mid-May, the Command has already neutralized a total of (77) NPAs and MBs wherein (24) were killed, (11) captured, and (42) surrendered. This also includes the capture and surrender of (83) and (13) firearms respectively and the discovery of guerilla hideouts in the different parts of the Command’s area of responsibility.

To mention a few of EMC’s successful operations, an NPA front was earlier decimated after (10) NPAs were killed and (5) high powered firearms were captured on May 10, 2020, when the troops from the Joint Task Force Diamond figured in a running gun battle in the boundary of Misamis Oriental and Agusan del Norte Provinces.

On May 12, 2020, the 1st Special Forces Battalion also captured a machine gun during a series of clashes with the NPA at Sitio Kimutya, San Rafael, Talakag, Bukidnon.

In Davao Oriental, elements of the 28th Infantry Battalion (IB) recovered (2) Garand rifles, (1) M16 rifle, (1) AR15 rifle, and (1) Ultimax MK3 Machine Gun in an arms cache at Brgy. Maragatas, Lupon on the evening of May 16, 2020, during a pursuit operation after the unit figured in an encounter on May 13, 2020.

In a separate event, elements of the 36th IB located a guerilla hideout along the vicinity of Cabangahan, Cantilan, Surigao Del Sur, and confiscated one (1) IHL banned landmine, two-way radio, personal belongings, and subversive NPA documents.

Likewise, operating troops of the 26th IB discovered an NPA lair at Guibonon, Esperanza, Agusan Del Sur, and were able to confiscate one (1) tablet, four (4) containers of gasoline, ammunition, and subversive documents.

On May 18, 2020, at 11:30 AM, other troops of 36th IB, while conducting security operations, encountered an undetermined number of NPA at Brgy. Siagao, San Miguel, Surigao del Sur.

The said encounter lasted for 45 minutes, which led to the death of (1) NPA left by his scampering comrades. This also resulted in the recovery of (2) AK47 rifles, (2) International Humanitarian Law (IHL) banned landmine, various guerilla materiel, and medical supplies.

Follow-up clearing operations also allowed the troops to locate the same NPA group’s hideout, which can accommodate around 40 individuals.

Meanwhile, after the Enhanced Community Quarantine was extended, Lt. General Jose C. Faustino Jr., Commander of Eastern Mindanao Command has ordered the Units under EMC to intensify their implementation of security operations to prevent the NPAs to take advantage of the situation brought about by the COVID-19 pandemic, following the report of the NPA’s plan to conduct atrocities.

“While most of us are busy fighting COVID-19, we do not want to give the NPAs space and time to take advantage of the situation to carry out their evil plans and atrocities that will add misery to our communities,” Lt. Gen. Faustino said in his directive.

Kalinaw News: Army captures courier, NPA food supply after clash in Davao de Oro

Posted to Kalinaw News (May 19, 2020): Army captures courier, NPA food supply after clash in Davao de Oro (By 71st Infantry KAIBIGAN Battalion)

The 71st Infantry KAIBIGAN Battalion (71IB) discovers enemy lair and voluminous food stuffs and captures a New People’s Army (NPA) courier in Brgy Tibagon, Pantukan Davao de Oro, Tuesday, 2:00 o’clock in the afternoon. The 71IB conducts pursuit operation following an armed encounter last Monday that resulted in the recovery of enemy’s high-powered firearms, improvised explosive device and other valuable war materiel.

The enemy lair discovered at Sitio Kabahian of Brgy Tibagon, could accommodate more or less 15 Communist NPA Terrorists (CNTs) and was abandoned recently, ground troops said. Apparently, members of the Weakened Guerilla Front 2 (WGF2) who withdrew in Southwest direction during the armed encounter last Monday were the ones who occupied the lair. It was discovered by the troops who were in pursuit to the rebels.

While the ground forces were scouring the hideout, they captured an NPA courier identified as John Madrano, 30, a resident of Brgy Libudon, Mabini, Davao de Oro. The suspect onboard his motorcycle trying to approach the hideout, carried with him 10 kilograms of rice, 2 kg of sugar, 2 packs of cigarettes (More), 10 packs noodles (Quickchow), and 3 packs of coffee (NESCAFE). He revealed that a certain @Roy/Mantos, leader of the CNTs instructed him to buy such items. He further disclosed the exact location of 6 containers of rice hidden nearby the lair.

Per 71IB assessment, members of the WGF2 are now suffering from much hunger more so that the unit intercepted their food supply. The 71IB expects the WGF2 to become desperate in finding ways to feed their stomach and continue their extortion and coercion activities upon the innocent locals. The 71IB continues to conduct Focused Military Operation in its area operation to sustain its gains and finally destroy the WGF2.

Meanwhile, 71IB Commanding Officer, LTC SONNY GONZALES calls to all the people in its area of operation to withdrew their support from the CNTs but give their cooperation to the 71IB, PNP and LGU to finally dismantle the WGF2. “Peace and order is not just our concern in the military or PNP but a shared responsibility among all of us. I urge every local in our area of operation to extend your cooperation to the 71IB and stop helping CPP-NPA in any form so that we can successfully end local armed conflict and attain genuine peace.”

The 71IB area of operation covers the municipalities of Mawab, Maco, Mabini and Pantukan, all of Davao de Oro and Tagum City of Davao del Norte.

The 3rd Marine Battalion Landing Team (MBLT3) has launched its “Damayan para sa Kapwa” program in Barangay Banbanan, Taytay town this week.

According to 3rd Marine Company acting commanding officer Captain Benzon Babang, the program aims to support the needs of the selected indigent families during the pandemic.

Around 100 food packs were distributed in the barangay. He explained that the number of beneficiaries will depend on the sponsors.

“Maghahanap kami ng sponsor tapos ibibigay one-time lang per barangay. Depende kung ilan ang mapo-produce ng mga sponsors,” he said.

In addition, he said that those who did not qualify to receive from the national government’s Social Amelioration Program (SAP) are the priority of the program.

He noted that many families lost their income during the implementation of Luzon-wide quarantine.

“‘Yong mga hindi nakatanggap sa SAP galing sa gobyerno at ‘yong nga walang natanggap mismo ay sila ang priority namin. ‘Yong nga nasa far flung barangays at mga indigent ay kasama sa priority,” Babang said.

The program, he said, will continue after the general community quarantine (GCQ) but depends on the sponsors.

“After GCQ ay tuloy pa rin kasi hindi pa nakakarecover ang mga tao pero depende sa sponsors,” he added.

Babang said Damayan para sa Kapwa is a series of food packs distribution in different barangays started in Barangay Banbanan.

Taytay local government unit executive assistant Silverio Catedral also welcomed the program.

“Ito ay napakalaking tulong na rin sa bayan ng Taytay kung saan ang mga lugar na hindi naabut ng serbisyo ay ating napupuntahan kaya saludo po kami sa kanila lalo na mabigyan din ng tulong ang mga PWDs, senior citizens at mga magsasaka na nasa malalayong lugar.

Recently, the Western Command (WESCOM) also launched the same program dubbed “Kapwa ko, Sagot ko” followed by “Tulungan si Kapwa” of the 3rd Marine Brigade. (with reports from Bella Mutia)

17-year-old boy rescued from NPA; Army slams recruitment

From the Mindanao Times (May 19, 2020): 17-year-old boy rescued from NPA; Army slams recruitment (BY RHODA GRACE SARON)

The military slammed the communist rebels for continuing to deploy child combatants to fight its war.

Troops from the 28th Infantry (Kamagong) Battalion, under the leadership of Lt. Col. Alexander Banatao,
rescued a 17-year-old following a skirmish in Sitio Tawas, Barangay Maragatas, Lupon on May 9. The guerrilla was identified only as alias Jack.

Jack was a resident of Barangay Cabay-angan, Dujali, Davao del Norte who luckily survived the encounter unscathed. He told soldiers that he was forced to join the NPA out of fear.

He also claimed that guerrillas would ask his parents to hide firearms and ammunition inside their house for safekeeping.

He also claimed that there were three other minors, with ages ranging from 15 to 16, in his group.

Banatao immediately organized a team, composed of intelligence operatives from the 28th IB and Davao Oriental Provincial Mobile Force Company, to recover the arms cache from the house of his parents in Dujali.

On May 15, troops were able to recover one M4 rifle, two bandoliers, five magazines with live ammunition.

Banatao condemned the actions of the NPA to expose minors to danger by recruiting them as part of the armed group. He said that it is a gross violation of the Geneva Convention and other domestic laws in the country.

Republic Act 7610 of the 1987 Constitution provides “stronger deterrence and special protection against child abuse, exploitation and discrimination.”

“It also stipulates that ‘children shall not be an object of attack and shall be entitled to special respect,’” he said. “They shall be protected from any form of threat, assault, torture, or other cruel, inhuman or degrading treatment.”

Meanwhile, the soldiers from the same battalion pooled their money to buy clothes for the rescued minor. He was then brought to the Lupon Municipal Police Station for processing.

DavOr execs, military condemn NPA attacks

From the Philippine News Agency (May 19, 2020): DavOr execs, military condemn NPA attacks (By Che Palicte)

Google map of Lupon, Davao Oriental.

Officials of the Davao Oriental provincial government and the military condemned Tuesday the recent attack of the communist New People’s Army’s (NPA) on government troops and civilians.

In a statement, Governor Nelson Dayanghirang said the "unceasing atrocities" by the communist guerillas against the military and the police as well as civilian targets in the province "must be stopped."

Dayanghirang was referring to the NPA attack on the remote village of Maragatas in Lupon town, resulting in two armed encounters between NPA and government forces.

He also lauded the military and the police forces for “knocking the enemy down” to ensure the "safety and protection of the people.'

“This is a major accomplishment not only for the government but a huge victory for the people. Because this would not have been possible without the community’s help,” the governor said.

Prior to the attack on the village, Barangay Maragatas Chief Beverly Rebalde declared the NPA as "persona non-grata" or unwelcome, even as she called on her constituents to resist the NPA's influence in the area.

Maragatas accused the NPA of "inflicting terror on civilians" even amid the coronavirus pandemic.

Lt. Col. Alexander Banatao, commander of the Army's 28th Infantry Battalion (28IB), condemned the NPAs use of improvised explosive devices during the encounters.

Banatao said the use of banned weapons “only shows the NPA rebels’ blatant disregard of the International Humanitarian Law which strongly prohibits the use of landmines or improvised explosive devices.”

“Timely and accurate information from the community greatly helped us in our pursuit to end insurgency and attain a genuine and lasting peace in our area of responsibility,” he added.

Banatao said the first encounter occurred on May 9 in Sitio Tawas, Barangay Maragatas, Lupon, during which government forces managed to rescue a 17-year-old NPA rebel.

Jack (not his real name), told the military that he was “forcibly recruited” and that three of his former comrades aged 15-16 years old also fled the NPA.

Banato said Jack led them to an NPA weapons’ cache hidden near their house in Barangay Cabayangan, Dujali, Davao del Norte, where the military and the police recovered an M4 rifle, two bandoliers, and five magazines with live ammunition.

He said the second encounter broke out in Sitio Piagdugan, Barangay Maragatas, on May 16 where members of the NPA detonated two IEDs, causing minor injuries on three soldiers.

1st Lt. Justin Yu, 28IB civil-military operations officer, said the encounter erupted when NPA rebels opened fire on military troopers responding to civilian reports of NPA sightings.

Yu said the injured soldiers were immediately airlifted to Camp Panacan Hospital here for treatment and are now in stable condition.

The NPA is listed as a terrorist organization by the United Kingdom, the European Union, the United States, Canada, New Zealand, and the Philippines.

Army official cites ex-rebels’ resolve to leave armed struggle

From the Philippine News Agency (May 19, 2020): Army official cites ex-rebels’ resolve to leave armed struggle (By Nanette Guadalquiver)

SURRENDER. Lt. Col. Erwin Cariño (right), commander of 15th Infantry Battalion, and 2nd Lt. Weann Sandag (left), civil-military operations officer, with former rebels Hermosilla “Aya” Villamor (2nd from right) and Teody “Koko” Manorte, who surrendered to the unit in Cauayan, Negros Occidental last Thursday (May 14, 2020). (Photo courtesy of 15th Infantry Battalion, Philippine Army)

The top official of the Philippine Army in Western and Central Visayas lauded former communist-terrorist rebels in Negros and Panay for their resolve to leave the Communist Party of the Philippines-New People’s Army (CPP-NPA).

Maj. Gen. Eric Vinoya, commander of the 3rd Infantry Division, said their decision to leave the armed struggle provides hope, inspiration, and encouragement to those who also want to return to the fold of the law.

“With their resolve of giving up their senseless and bloody flight, these returnees are giving new hope not only to themselves, but also to those who have intentions to leave the armed movement, but forced to stay due to threats and intimidation from their comrades,” Vinoya said in a statement on Tuesday.

The latest who voluntarily surrendered on May 14 were two former NPA cadres of the South West Front in Negros Island.

Hermosilla “Aya” Villamor, 45, member of Front Committee; and Teody “Koko” Manorte, 27, squad leader of SYP Platoon, turned themselves in to the 15th Infantry Battalion (15IB) based in Barangay Tiling in Cauayan, Negros Occidental.

Lt. Col. Erwin Cariño, commander of 15IB, said the two yielded through the effort of the battalion’s Community Support Program (CSP) team operating in Barangay Sangke, Hinobaan town.

Villamor, a former finance and medical officer of the NPA South East Front and medical staff of Front 1B, Bohol Party Committee, is now the political guide of the SYP Platoon of South West Front.

“Their surrender is concrete proof of increasing dissatisfaction among the NPA ranks brought by their false ideological hopes and dwindling leadership,” Cariño said.

He added that the 15IB will assist the former rebels in the processing of documentary requirements for their enrollment in the government’s Enhanced-Comprehensive Local Integration Program (E-CLIP).

Meanwhile, Col. Noel Baluyan, commander of 302nd Infantry Brigade, which supervises the 15IB, commended Cariño’s unit for facilitating the surrender of the two communist rebels.

“Negrenses are already fed up with the NPA’s extortion activities and deceitful tactics of exploiting and agitating vulnerable sectors of the society, including the youth,” he said.

Completion of BRP Gregorio Del Pilar repairs moved to 2021

From the Philippine News Agency (May 19, 2020): Completion of BRP Gregorio Del Pilar repairs moved to 2021 (By Priam Nepomuceno)

BRP Gregorio Del Pilar. (File photo)

Due to the difficulties in procuring parts and the ongoing coronavirus disease 2019 (Covid-19) pandemic, the completion of the repairs of BRP Gregorio Del Pilar (PS-15) has been moved to the second quarter of 2021.

"ETC (estimated time of completion) will be moved to the 2nd quarter of 2021 due to the delays (in acquiring) the propeller hub and (parts) for the (repairs) of controllable pitch propellers," said Philippine Navy (PN) public affairs office chief, Lt. Commander Maria Christina Roxas, in an interview Tuesday.

The ongoing Covid-19 pandemic is also a factor in the delay of BRP Gregorio Del Pilar's repairs, Roxas added.

One of the ship's two variable pitch propellers was damaged along with its propeller hub following its grounding off Hasa-Hasa Shoal in August 2018.

Prior to the Covid-19 outbreak, the propeller hub for the ship is expected to arrive in July with repairs and upgrades completion slated in the fourth quarter of 2020.

At present, the BRP Gregorio Del Pilar is still on drydock in Subic Bay, Zambales.

The ship has a gross tonnage of 3,250 tons, a length of 378 feet, a beam of 43 feet, and a draft of 15 feet while its propulsion systems consist of two diesel engines and two gas turbine engines, giving it a top speed of 29 knots.

It is armed with a 76mm Oto Melara automatic cannon, 25mm, and 20mm light cannons, and .50-caliber machine guns.

In an interview Tuesday, PN public affairs office chief, Lt. Commander Maria Christina Roxas said the donation from the South Korean government consists of 35,000 Covid-19 test kits; 20,000 face masks and 2,000 units of hand sanitizers.

The ship and the medical supplies donation, expected to arrive this weekend, will augment the Philippines' capacity in battling the coronavirus disease 2019 (Covid-19) pandemic.

Hyundai Heavy Industries (HHI), the shipyard that constructed the BRP Jose Rizal, also gave 180 bottles of environmental disinfectants; 300 packs of disinfectant wipes; and 1,080 pieces of face shields.

Hanwha Systems also provided 492 packs of Vitamin C tablets, with each pack containing 180 pieces.

BRP Jose Rizal departed from the HHI shipyard in Ulsan, South Korea, Monday afternoon.

The missile frigate is expected to arrive in Subic Anchorage Area, Zambales on May 23 where its crew will first undergo a 14-day mandatory quarantine prior to the ship’s technical inspection and low-key acceptance ceremony.

With the arrival of the BRP Jose Rizal, the PN will have its first-ever multi-mission frigate capable of conducting anti-air warfare, anti-surface warfare, anti-submarine warfare, and electronic warfare operations.

With a maximum designed speed of 25 knots and a cruising speed of 15 knots and a range of 4,500 nautical miles, the frigate has successfully undergone sea trials and sea acceptance tests.

The first of the two frigates contracted under HHI was supposed to be delivered by the third or fourth week of April this year but was extended due to travel restrictions as a result of the Covid-19 pandemic.

The second frigate, to be named BRP Antonio Luna (FF-151), is expected to be delivered by end of this year.

The United States government on Tuesday provided PHP10 million worth of medical supplies and personal protective equipment (PPE) to hospitals in 10 provinces across the Philippines.

Washington's total assistance to Manila's fight against the coronavirus disease 2019 is now more than PHP780 million or nearly USD15.5 million.

The new donation was delivered by service members from the US Army, Marines, and Air Force in partnership with the Philippine Coast Guard, Army, Marines, and Air Force.

“With this effort, we are trying to do our part to provide the heroes of this fight, the medical professionals, with the necessary tools that they need to protect their fellow workers and citizens. Times like these show the strength of our friendship, partnership, and alliance as we work together to combat this virus,” said Capt. Tim Johnson, team leader of the Civil Military Support Element-Philippines.

The supplies include disposable gloves, masks, medical clothing, various types of face protection, and tools such as infrared thermometers.

Over the next few months, these will be distributed to 14 medical clinics, hospitals, and local Departments of Health in Palawan, Isabela, Tarlac, Laguna, Bataan, Bulacan, Sulu, Zamboanga del Sur, Maguindanao, and Basilan.

Lt. Gen. Ramiro Manuel Rey, AFP Northern Luzon Commander, thanked the US government, saying the aid would further improve the Covid-19 response at the Bataan General Hospital and Medical Center and Talon General Hospital in Tarlac City.

"Indeed, there is strength in unity. We would like to express our gratitude for the aid given by the U.S. Embassy... With the world in unison, we truly will heal as one,” he said.

Over the past 20 years, the US has provided more than PHP228 billion in development aid to the Philippines, including over PHP29 billion in health assistance.

The embassy said the latest joint US-Philippine operation builds on decades of bilateral military cooperation in counterterrorism, humanitarian relief, maritime security, and other fields.

Philippine Army (PA) commander Lt. Gen. Gilbert Gapay led the blessing of 50 newly acquired troop carrier trucks in Fort Bonifacio, Taguig City on Tuesday.

The ceremony was held at the PA Grandstand, Army spokesperson Col. Ramon Zagala said in a statement.

The troop carrier trucks, designated as KM-250, were procured by the Army through the Revised Armed Forces of the Philippines Modernization Program.

“(The) KM-250s, along with their other counterparts, have become synonymous (with) the Army’s sustainment operations. These two-and-a-half-ton workhorses are all over the country – in internal security operations, development efforts, reliefs, partnerships, and now in our pandemic operations," Gapay said.

These vehicles will augment the PA's existing mobility assets and were temporarily issued to the Army Support Command to further increase its mobility readiness. They will be used in operations against the coronavirus disease 2019 (Covid-19) outbreak in the country.

"Let us take care of our vehicles, and keep them always on top working condition. As more transports enable us to become more mobile, we ensure that our service keeps rolling smoothly,” he said.
