The Filipino people, their own mass organizations and benign institutions have to take care of public health and welfare, realize mass testing for Covid-19 at the community level and demand that the working people be allowed to go to their workplaces and earn their subsistence and those in need of medical testing and treatment for whatever serious illness to reach the community health centers, clinics and hospitals.

It is brutal for the Duterte regime to use the military and police to ban all forms of public transport, to mass up people at so many trunk lines and checkpoints just to check identification cards, mix up the healthy with possibly the unhealthy persons and order them to return home. What the regime is doing is to compel the impoverished working people to stay at home and starve to death and be unattended by health personnel.

What the people, mass organizations and benign institutions can do is to create health centers with competent health workers at the barangay level to carry out the testing of the people who have symptoms of Covid-19 and other serious illnesses and to facilitate their treatment at the appropriate clinics and hospitals. With health testing being done at the community level, there is no need to ban public transport and prevent workers from going to their work places and the sick from being brought to the clinics and hospitals in conveyances separate from those of the general public.

The Duterte regime cannot be relied upon to look after the health and welfare of the people. In the first place, it is criminally responsible for wilfully allowing the spread of the Covid-19 by letting into the Philippines hundreds of thousands of travellers and casino players from China, including thousands from Wuhan, in the last three months. Despite warnings from international health organizations, the regime has not undertaken adequate preparations against the Covid-19 pandemic but has cut down the budget for public health in favor of military overspending and corruption.



Even now, despite the conspicuously nationwide spread of the Covid-19, the Duterte regime is focused on using it as the pretext for escalating repressive measures, intimidating the people on the streets, misappropriating funds and begging for foreign loans and grants. While banning public transport, the regime is making the false promise that it will bring food and health care to the people while self-quarantined in their homes, shacks or improvised sleeping spaces on the streets and under the bridges.

It is quite obvious and understandable why the National Democratic Front of the Philippines cannot instantly reciprocate the so-called unilateral ceasefire declared by the Duterte regime. There are strong indications that the unilateral ceasefire declaration is insincere and fake and is calculated to counter and split the rapidly growing broad united front of the patriotic and democratic forces that are now holding the regime accountable for its crimes and are demanding its soonest possible ouster.

The NDFP has to weigh carefully whether the Duterte is merely out to divide and rule the people and even make the NDFP complicit with his crimes and lies. It is therefore necessary for the NDFP to require the Duterte regime to repent over the spread of Covid-19, provide the public health personnel and resources to carry out medical testing and treatment for free, allow the free movement of the working people or else require government agencies and private companies to cover the lost income of people through adequate compensation and food deliveries.

But it is difficult or impossible to believe that the Duterte regime can fulfil its promises to take care of the needs of the people for subsistence and health care. It cannot even promptly carry out what is well within its power, such as the public demand for the amnesty and release of all political prisoners who are now in danger of being afflicted by Covid-19. The Iranian and other government have released so many thousands of prisoners in consideration of their high vulnerability to the pandemic.

Duterte himself has publicly asked for ceasefire from the NDFP and expects reciprocation for his so-called ceasefire declaration . But this may be only a trick of psychological warfare to becloud his accountability for the nationwide spread of Covid-19 and other crimes, trap the NDFP into condoning these crimes and becoming complicit and gain more space for unleashing fascist attacks on the people and their patriotic and democratic forces in both urban and rural areas.

In fact, the Duterte regime and its armed minions have not stopped their systematic and gross violations of human rights with impunity under Executive Order 70 and other presidential issuances. According to reliable reports, despite the so-called unilateral ceasefire declaration of the regime, the reactionary military and police continue to engage in state terrorism and red tag, harass, abduct and murder social activists, peace advocates, human rights defenders and other people under the pretext of anti-communism but in furtherance of fascist dictatorship in a semicolonial and semifeudal ruling system. ###

WESTMINCOM: 172 new soldiers receive arms in Sibugay

At least 172 new soldiers received their firearms in a ceremony graced by key officials in Zamboanga Sibugay on March 18.

Col. Leonel Nicolas, 102nd Infantry Brigade commander, led the ceremonial entrustment of firearms in Ipil.

The entrustment of firearms is a rite of passage accorded to new soldiers who completed a rigorous and regimental training before their deployment.

“In the current situation, the augmenting force will help our troops accomplish our objective in ending the local communist armed conflict and in supporting the local government in its campaign against the spread of Coronavirus Disease-19 in the Zamboanga Peninsula,” said Col. Nicolas. “Remember, use your firearms prudently. They are entrusted to you not to harm but to protect the people that we serve.”

Zamboanga Sibugay Governor Wilter Pilma, represented by Executive Assistant II Noelito Salandro, said, “I ask you, dear soldiers, to strongly enforce the law, faithfully maintain the peace and order, and be part of the solution.”

Along with other local and military officials, Police Colonel Ronald Joseph Ocaya, provincial director of the Zamboanga Sibugay Provincial Police Office, witnessed the ceremony.

“I urge our new soldiers to live up to the standard and be the strong defenders of the Filipino people, bearing the weight of their badge with responsibility, commitment, and integrity. Remember that we are more than warriors; we are soldiers with fortitude and fidelity. We must remain a reliable armed force of our countrymen in these trying and defining times,” said Lt. Gen. Cirilito Sobejana, commander of the Western Mindanao Command.

“Bear your arms as implements to aid the rule of law and defeat prolonged struggles in Mindanao,” he added.

Even before the Duterte government declared yesterday a 27-day ceasefire in line with its imposition of a lockdown, the Party had already issued directives to all revolutionary forces to carry out a mass campaign to encourage collective action to respond comprehensively and extensively to the threat of a Covid-19 outbreak.

Ceasefire or not, NPA Red fighters have already been directed to step up efforts to render social, economic, medical and public health services to the people. In particular, units of the NPA are working with local people’s health committees. Red fighters and the people are coordinating efforts to prevent the spread of the Covid-19 in their areas.

Whether Duterte’s ceasefire order will indeed supersede previous orders to mount all-out war to crush the NPA remains to be seen. Right now, the AFP and PNP are conducting intense combat, intelligence, psywar and suppression operations in Abra, Mt. Province, Quezon, Mindoro, Masbate, Sorsogon, Camarines Sur, Capiz, Samar, Negros, Bukidnon, South Cotabato and other provinces. There are widespread abuses of human rights. Less than a week ago, state forces carried out the cold-blooded murder of Party leader Comrade Julius Giron who was convalescing in Baguio City.

In light of Duterte’s Covid-19 lockdown, rural peasant communities are worried that the emerging public health emergency might be used as pretext to impose even worse population control measures and economic blockade in their villages which will cause further hardships on the people. There is concern that Duterte’s ceasefire might be used to make available more soldiers to further reinforce the military lockdown against the population which have already caused grave hardships on the people in the National Capital Region and across the provinces.

In due time, the Party can issue its own unilateral ceasefire declaration, when conditions or negotiations warrant such. At the moment, all units of the NPA are advised to remain on alert even with Duterte’s ceasefire declaration. They must remain on active defense and ready to give battle to AFP and PNP units which continue to conduct offensive operations or conduct suppression activities against the people.

The NPA and all revolutionary forces must closely monitor whether the AFP and PNP actually implement their ceasefire declaration, whether troops conducting combat operations are ordered withdrawn, and whether it has put to stop aerial and human surveillance and intelligence operations, psywar and suppression activities in rural communities, conscription of paramilitary forces, forcing to “surrender,” requiring residents to render unpaid labor to construct military detachments in villages, and other military abuses.

All units of the NPA, as well as local revolutionary organizations and committees, must promptly submit their reports to their higher commands and to the leading committees of the Party.

Nakikiisa ang Agustin Begnalen Command – NPA Abra sa paglaban sa COVID19. Kinakailangan ang mahigpit na pagkakaisa ng buong mamamayang Pilipino at Abrenio upang hadlangan ang paglaganap ng sakit na COVID19 hanggang sa tuluyang mapuksa ang bayrus na ito. Sa landas lamang ng rebolusyonaryong pakikibaka at pagkilos ng mamamayan, makakaya nating masolusyonan ang mga sagabal na dinadanas ng bansa. Sinsero ang Partido Komunista ng Pilipinas at kami, sa Agustin Begnalen Command, na makibahagi sa kampanya laban sa COVID19.

Kasabay nito, ipinapanawagan namin sa lahat ng rebolusyonaryong pwersa at mamamayang Abrenio ang masigla at aktibong pagpapaliwanag hinggil sa kasaysayan, katangian at kung paano harapin ang COVID19. Kailangan ding tanggapin ng mga LGU at pribadong sektor sa probinsya ng Abra ang mensaheng ito bilang tulong upang kongkreto at kumprehensibong masolusyonan ang kasalukuyang kalagayan natin – bilang naideklara na ang Pilipinas na “under state of calamity”. Gawing gabay ang mga sumusunod na punto:

Una, dapat mahusay na ipaliwanag na ang community quarantine ay para lang sana sa mga masuspetsahan na nahawaan ng bayrus o nag-positive na nagkaroon ng bayrus. Hindi total lockdown ang solusyon. Kahit pa man ito ay nagmamadaling hakbang ni Duterte na binunga ng pagpapabaya nya sa serbisyong pangkalusugan sa mamamayang Pilipino at pagmamaliit nya sa posibilidad sa paglaganap ng bayrus, huwag tayong magpatianod sa mas lalo pang makakapatay, magpapagutom at mekanikal nyang solusyon. Huwag tayong magpanic na kahit lumabas ng bahay ay ipinagbabawal. Mas lalo pang dapat pakilusin natin ang mga kinauukulan sa komunidad kabilang ang mga barangay officials, BHW, RHU, nars at doktor at ang mga rebolusyonaryong komiteng pangkalusugan upang isakatuparan ang mga programang sumusuporta sa paglaban sa COVID19 kagaya ng:

– Information drive campaign sa kasaysayan, katangian at paglaban sa COVID19. Ang sakit na ito ay nagagamot kung maaasikaso nang mahusay.
– Sanitation drive sa kapaligiran
– Personal Hygiene
– Pamamahagi ng mga gamot na nagpapalakas ng resistensya kagaya ng Vitamin C at pagpapakilala sa mga pagkain na mayaman sa nutrisyon (kagaya ng mga gulay na maaaring ipalaganap at agad itanim kung wala pa sa isang komunidad).

PAGPAPALAKAS SA RESISTENSYA NG BUONG BAYAN ANG KAILANGAN.

Pangalawa, isigurado na sa bawat baryo ay mayroong maitalaga na quarantine house upang pagtipunan ng pasyente. Ihiwalay ang para sa masuspetsahan na carrier at ang mga napatunayan na positibo sa bayrus. Ang hakbang na ito ay kung sakaling dumami ang bilang ng kaso sa probinsya.

Pangatlo, ilaan ang mas malaking pondo ng munisipyo at probinsya (na maaaring manggaling sa Excise tax ng tabako, Calamity fund, pondo ng iba pang ahensya ng gubyerno at donasyon ng mga nasa sektor ng negosyo) para sa ANTI-COVID19 na kampanya. Magagamit ito para sa test kit, face mask, alcohol, clorox, sabong panligo at panlaba at kahit sa pagkain kagaya ng bigas at mga kinakailangang rekado na pangkusina. Ayuda ito para sa kalagayang hindi pa tayo maaaring lumabas sa probinsya o munisipyo. Kaya ipanawagan sa mga namumunong opisyales ng barangay kung ilang items ang lahat na kinakailangan upang iyon ang maipahatid sa kada munisipyo hanggang sa mga barangay. Mabigyan din ng dagdag na protective gear ang mga health workers natin lalo at sila ang humaharap sa mga may sakit.

Pang-apat, ipahinto ang mga operasyong militar. Huwag nilang samantalahin ang COVID 19 para sa anti-insurhensya na programa nila. Hindi makatarungan ang mandatory checkpoint at paghadlang sa mamamayan na pumunta sa mga lugar na pinagtatrabahuan nila kagaya ng palayan at uma. Itigil din nila ang pagsasamantala sa sitwasyong ito para sa kampanya nila sa pilit at pekeng pagpapasurender sa mga sibilyan hanggang sa harassment at pagbabanta sa mga sinususpetsaan nila bilang supporters o myembro ng NPA.

Sa ganitong sitwasyon, kasama ng mamamayang Pilipino ang CPP-NPA-NDF sa paglulunsad ng tunay na reporma para sa serbisyo sa mamamayan. Nakahanda ang yunit ng NPA na tumulong sa mga eryang nakikilusan ayon sa mapagkaisahan ng mamamayan. Sa ilalim lamang ng rebolusyonaryong pakikibaka makakamit natin ang tunay na pagbabago at magagamot ang mas malalim pang sakit ng bansa na binunga ng malakolonyal at malapyudal na kalagayan nya.

Attempts here and there have been made by the US-Duterte regime to fool the nation into thinking that the people’s war under the CPP’s leadership have weakened.

Under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) being led by the AFP-PNP, the reactionary government has launched a national drama consisting of “peace rallies,” “persona non grata” declarations against CPP-NPA-NDF, fake news and black propaganda against the revolutionary movement, and surrender campaign against civilans and members of progressive organizations.

These past months, “peace rallies” were launched to register the supposed condemnation of local government units and ordinary citizens towards CPP-NPA-NDF. In the communities of Mt. Province during the Christmas and New Year celebrations, LGU officials and employees were obliged to take part in the AFP-PNP’s pictorials tagged as “peace rally”. It is a preposterous attempt to thwart the celebrations of the CPP’s 51st anniversary, and the coercion by the military and police involved behind these “peace rallies” cannot be denied. The said LGUs are merely led on with the promise of projects and aid that they have long sought, lest they undertake the local ELCAC task force scheme being directed by the AFP-PNP.

Also included in the script are the supposed “persona non grata” declarations of LGUs against the CPP-NPA-NDF, as the AFP-PNP’s Community Support Program Operations (CSPO) continue to hound the communities. The deceptive CSPO aims to quell the legitimate struggle of the people for their rights. It also seeks to clear the way for the entry of destructive companies in mining and energy, like CEXCI and Chevron. The scheme also legitimizes the outright violation of CARHRIHL with regards to encampment in communities, like the military’s encampment of upland Bontoc, parts of Sagada since October 2019, and Bauko since January 2020.

To spice up the national drama – security plan of the rulling classes, these scenes have been peppered by the AFP-PNP with various fake news against the revolutionary movement. Examples are the long-disproven stories on extortion and landmines being planted by the NPA, which are being fed by the AFP-PNP to the locals and media.

Such scenes are duplicates of those that were spread in Bauko, Tadian, Besao, and Sagada after the series of victorious offensives by NPA-Mt. Province in 2019.

Another favorite antic of the AFP-PNP is parading “NPA surrenderees” who are in fact peasants, activists, even LGU officials, and others coerced into having their names “cleared” because of fear. Aside from a number of “recycled” surrenderees and materiel and explosives displayed and reshown at whim, the fascist regime has also resorted to ridiculous manipulation of pictures and stories to show people surrendering in droves. On the other hand, while bloating the actual number of surrenderees, the AFP-PNP’s higher-ups watch from their director’s seats and production rooms, as they relish in the riches promised to those who have surrendered – funds that head straight into their pockets.

The AFP-PNP’s deceptive and fascist tactics must be exposed and frustrated. The challenge is upon the people of Mt. Province to not be cowed into taking part in the US-Duterte regime’s national drama. What must be amplified are the people’s legitimate calls for social aervices, genuine land reform, national industrialization and self-determination; the immediate repeal of oppressive dictates such as the PD 705, Mining Act of 1995, EPIRA, IPRA, Rice Liberalization Law and TRAIN, the cessation of operations of large-scale and destructive mining, dam and energy, and the militarization of communities.

As we aim to reaffirm the unity of the people, we must not kneel to the AFP-PNP as intelligence agents or submissive CAFGU elements. The foulest agents of the enemy who owe much blood to the people must be exposed, while those coerced by the AFP-PNP due to poverty and unemployment must be encouraged to take the side of their own oppressed and exploited class. To side with the revolutionary movement that truly represents the interest of the oppressed masses is nothing but just.

The US-Duterte regime and AFP-PNP’s national drama is bound to flop and fail. Since Duterte signed into paper EO 70 which formed the NTF-ELCAC, the AFP-PNP has yet to liquidate even one unit of the NPA-Mt. Province. This as the number of casualties in their ranks grows. The fascist regime’s tactics are being uncovered because of its growing list of human rights violations such as firing at a civilian in Ambagiw, aerial bombing in Suquib, illegal search and destruction of rice granaries and structures in Tamboan and Catengan, and harassment of gardeners and peasants in Besao, Sagada and Tadian.

Contrary to what is being said and shown on speakers and screens, units of the NPA remain firm and the CPP-NPA-NDF continue to earn support from the ranks of the toiling masses. The downfall of the economy, civil liberties, and national sovereignty will break the illusion of putting an easy end to the armed conflict and instead compel the peasants, minorities, and masses to advance the people’s democratic revolution to victory.

The National Democratic Front in Southern Mindanao vehemently denounces the US-Duterte regime’s month-long lockdown at the National Capital Region and the regional/local/city community quarantine declarations in handling the outbreak of Coronavirus-19 disease in the country. Workers, urban poor and other members of the working class who live and thrive in hand-to-mouth subsistence and were placed under curfew, curtailment of movement, and restricted transport bear the brunt of this militaristic pandemic remedy.

As the situation unfolds, it is becoming clear to the Filipino people that the US-Duterte regime’s militarist strategy is not meant to address the health crisis but to preemptively stifle dissent that is sure to ensue as the burdensome effects of lockdowns and community quarantines become increasingly felt by the civilian population.

Feeding the prevalent confusion of the masses, Davao City Mayor Sara Duterte has prescribed “prohibition” on travelling in and out of the city and restricting the people’s movements with community quarantine, while refusing to declare such measures as “lockdown.” The general public find no consolation in her words nor viable means to address their problems such as food, work and other needs. Ever the supporter of militaristic approach in dealing with civilian situations, Sara Duterte has effectively placed the workers, urban poor, and plantation workers of Davao City at the mercy of the fascist discretion of the AFP and PNP, with no regard to how the masses will be able to feed their families—they who are forced to live with paltry wages or under no-work-no-pay schemes; odd jobs and/or selling lowly priced agricultural produce on a daily basis.

In the few days following the national declaration, Davao City and its neighboring provinces have either become virtual ghost towns or are uncertain as to how to cope; prices of basic goods have fluctuated, with medical supplies becoming very expensive or scarce; and civilians were left to fend for themselves despite of restrictions in their movement and with fear of being arbitrarily arrested by armed state agents.

Flaunting their sheltered and insensitive ruling class status, Duterte’s sycophantic minions meanwhile insist that the effects of the pandemic in the people’s economic situation will be “ephemeral,” going as far as idiotically insisting that the poor can afford to go hungry since no one has died of hunger.

As is the policy of this fascist reactionary regime, Duterte has elected to subject the Filipino people under military control instead of delivering concrete remedies such as beefing up the country’s health sector to squarely address the spread of the disease, and ensure that the masses of workers and peasants receive economic safety nets to tide them over as the effects of the pandemic unfold.

The US-Duterte regime is mainly scrambling to remedy the systemic flaws of the semi-colonial and semi-feudal system with stopgap measures such as lockdown and community quarantine. It refuses to recognize that beyond the immediate result of increasing toll of deaths and confirmed cases of infection, its band-aid militarist solution bodes a far worse scenario of widespread hunger and poverty, social unrest, and rapid economic decline that will hit the poor with severity and persistence.

Presently, the Philippines has had 8 deaths and 111 confirmed Covid-19 cases in the alarming toll of pandemic involving 128,000 cases and almost 5,000 deaths worldwide. While other countries had exercised some degree of action in dealing with travel to and from China, Duterte’s patent flip-flopping in the past weeks and his recent assertion to even depend on China in the event of the situation becoming worse, shows his inveterate subservience to imperialist interests, endangering Filipino lives in exchange for maintaining his lopsided relations.

We urge our revolutionary health professionals and forces to help educate the masses regarding the disease and practical preventive measures to avoid contraction. They must expose the inutile and fascist measures the US-Duterte regime is employing, which are meant not to provide solution but to inoculate itself from liability.

Revolutionary forces in Southern Mindanao are enjoined to conduct information drive among the masses to ensure that they are able to draw up plans of action to keep their communities safe and be kept abreast of the development of this health crisis. Consultations must also be undertaken to prepare for the expected consequences in the economic activity of the masses as a result of the regime’s restrictions and regulations.

The masses, led by their revolutionary organizations, must prepare for and launch all forms of political action to oppose the Covid-justified de facto martial law of the US-Duterte regime. Furthermore, NDF-SMR urges the masses to be vigilant and assiduous in the machinations of the US-Duterte regime to use the pandemic and deploy its ubiquitous fake news peddling as an excuse to suppress social unrest and perpetuate itself in power.

The Government of the Republic of the Philippines (GRP) has issued its unilateral ceasefire declaration in advance of any such declaration by the National Democratic Front of the Philippines. However, from the viewpoint of the NDFP, there is yet no clear basis for the NDFP to reciprocate the aforesaid declaration of the GRP.

There is communication going on between the GRP and NDFP negotiating panels. But there is yet no agreement for reciprocal unilateral ceasefires in connection with certain considerations, requirements and modalities. There has to be catch-up on these matters, if still possible. The ceasefire declaration by the GRP or the Duterte regime is premature, if not insincere and false.

The NDFP is not assured and satisfied that the reciprocal unilateral ceasefires are based on national unity against Covid-19, the appropriate solution of the pandemic as a medical problem and protection of the most vulnerable sectors of the population, including workers, health workers, those with any serious ailments and the political prisoners.

Unless it receives sufficient assurances from the GRP, the NDFP will be inclined to think that the GRP unilateral ceasefire declaration is not sincere and is not intended to invite reciprocation by the NDFP but is meant to be a mere psywar trick.

According to the people and the revolutionary forces in the Philippines, the lack of sincerity of Duterte in seeking a ceasefire with the NDFP is manifested by the following:

1. The militarist lockdown on the whole of Luzon is meant not to fight the Covid-19 pandemic but to intimidate the people, suppress democratic rights, commit human rights violations and prevent the working people from going to their workplaces, and immobilize even the health workers and people who wish to tested and treated for Covid-19 and other serious ailments.

2. The AFP and PNP continue to redtag, abduct and murder social activists, including human rights defenders, in urban areas and to unleash attacks against the people in the guerrilla fronts of the New People’s Army.

Despite all the above, the NDFP continues to hope that the GRP and NDFP negotiating panels come to clear terms on certain considerations, requirements and modalities for the benefit of the people. Promises of Duterte, such as doing a good turn from a good heart, can be believed only as they are realized promptly and according to a definite schedule.###

BUTUAN CITY – The Philippine Army blasted the communist New People’s Army (NPA) for putting in danger the lives of villagers in Agusan del Sur by planting two improvised explosive devices (IEDs) near their community.

In a statement on Thursday, the Army’s 3rd Special Forces Battalion (3SFBn) said the IEDs were retrieved after civilians in Barangay New Salem, Bayugan City, reported the presence of the bombs to a military detachment in the area.

“Our explosive ordinance disposal (EOD) team was immediately dispatched in the area and recovered two pieces of 12-kilogram grapeshot pressurized type of improvised anti-personnel mine,” said 1st Lt. Krisjuper Andreo Punsalan, 3SFBn civil-military operations officer.

Punsalan said residents confirmed that the IEDs were intentionally placed by NPA rebels.

“The IEDs were mounted beside the barangay road less than 10 meters away from the houses in Purok 4,” the Army official said.

An Army EOD expert, who was part of the retrieving team, said the “pressurized type of IEDs is extremely dangerous than command-detonated IEDs. A gentle contact by the victim to the IEDs will immediately cause its explosion because these are pressurized.”

The EOD personnel added that the pressurized types of IEDs can inflict fatal damage to victims within the 10-meter to 15-meter radius.

In the same statement, the military scored the NPA for “continuously doing terroristic acts despite the fear the people face in the midst of Coronavirus disease 2019 (Covid-19) pandemic and the recent declaration of a unilateral ceasefire by the government.”

It also quoted a farmer in the area decrying the “complete disregard” of the NPA to the safety and welfare of the people in the village.

“I passed by this road early morning to check my farm. I was not aware that IEDs were planted by the NPA. It was only late when I was informed that the Army already recovered the IEDs. I’m afraid. What if it exploded when I passed by? I would be dead by now,” the resident said.

Lt. Col. Joey Baybayan, 3SFBn commander, said the retrieval of the IEDs showed that the “Communist NPA Terrorists (CNTs) violated and dishonored the provisions of the International Humanitarian Law (IHL) by using banned anti-personnel mines that cause severe or long term damage to the environment,” including “injury or unnecessary suffering to potential victims.”

“We are battling the Covid-19 but the fact is, real virus stronger than the Coronavirus are these CNTs who corrupt the nation and take advantage of the Coronavirus crisis and situation because it is a potential scenario for them to stage a violent revolution,” Baybayan said.

Meanwhile, Col. Allan Hambala, commander of the Army’s 401st Infantry Brigade, called on the public to be vigilant, saying the communist NPA rebels “are known violators of ceasefire agreements.”

“They are terrorists and know no laws and agreements. The Covid-19 crisis, if not managed properly would be advantageous for them. We need the help and vigilance of everyone to cooperate with the procedures, checkpoints to stop the spread of the virus,” Hambala said.

“In the same manner, we appeal to the public to report immediately the terroristic activities and the terrorists’ presence so we can act accordingly based on our constitutional mandate,” he added.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP CAPINPIN, Tanay, Rizal – In an effort to contain the spread of COVID-19, soldiers onboard military trucks with loudspeakers roved around every day in neighboring communities to broadcast messages of calm, unity and cooperation amidst the prevailing uncertainty.

The bottom line of the operations is to encourage the people to heed the government’s call to stay at home and educate the audience on the rationale behind such advice and how it benefits the individual, including their families.

Major General Arnulfo Marcelo B Burgos Jr, Commander of the Philippine Army’s 2nd Infantry Division, said that his soldiers are tasked to provide support operations to health workers and security forces manning the checkpoints that were strategically emplaced to control the people’s movement in and out of the nation’s capital in accordance to President Rodrigo Duterte’s order placing the NCR under Enhanced Community Quarantine.

“We believe that through these loudspeaker operations, we are able to explain to our people the essence of that Presidential Directive thereby igniting every citizen’s sense of patriotism and civic duty to do their share and cooperate during what we can consider as the most challenging time of our generation”, said MGen Burgos.

He added that loudspeaker operations were instrumental to the government’s victory, particularly in inducing the surrender of numerous terrorists, during the Zamboanga Siege and the Campaign for the Liberation of Marawi.

Such unconventional type of operations also gained headways in the aftermath of Typhoon Yolanda when soldiers started roaming around Tacloban City broadcasting Christmas songs which uplifted the victims’ spirits amidst the horrors brought about by the calamity.

MGen Burgos added that “with those success stories, we are once again tapping the ever-reliable capabilities of these humble equipment”, referring to the loudspeakers, “with the hope that through the essential messages that we convey, we will be able to make our people rise above their individual comforts, rally around our government and move them to make sacrifices to ensure humanity’s survival during this trying moments in our history.”

He assured the people of Southern Tagalog that “although we are committed in the government’s effort to curtail the spread of COVID-19, your soldiers will remain steadfast in our mandate as advocates of peace, servants of the people and defenders of Southern Tagalog.”

Incidentally, President Duterte declared unilateral ceasefire with the NPA terrorists on Wednesday to focus the security forces’ efforts in supporting the government’s fight against the deadly virus.

According to MGen Burgos, such proclamation only shows that the President, and the government in general, is sincere in his call for national unity and highlights the need for our nation to be united to survive this crisis. “We will obey and comply with this order from the Commander-in-Chief but shall remain vigilant and proactive in ensuring peace, security and development in CALABARZON region and MIMARO provinces”, ended MGen Burgos as he wished for everyone to be safe, healthy and COVID free.

CAMP SIONGCO, Maguindanao – A New People’s Army (NPA) leader with outstanding warrant of arrest was caught in a joint operation yesterday afternoon, March 16, 2020 in Lebak, Sultan Kudarat.

The arrested person was
identified as Leon Tacduro a.k.a. Paeng at a residential area where he was hiding at Sitio Kipopo, Barangay Keytodak of Lebak town.

He was arrested by the combined government forces of 6th Infantry Battalion, and Lebak Municipal Police for three (3) counts of murder with criminal case numbers 236, 237 and 238 last 2015.


Also recovered during his arrest were one (1) caliber .45 pistol, one (1) homemade pistol, two (2) fragmentary hand grenades, magazine with ammunition, cell phones, digital camera, and subversive documents.

The suspect is the head of Regional Peasant Bureau of Far South Mindanao Region (FSMR)

“I commend our government troops for the arrest of one of the leaders of the NPA,” said Joint Task Force Central Commander, Maj. Gen. Diosdado C. Carreon.

The suspect was immediately brought to the Headquarters of 6th IB and underwent medical check-up before he will be turned over to proper authorities for legal dispositive action.

The AFP fully supports the President and C-in-C’s declaration of government’s own ceasefire to take effect 00:00 of 19March2020 to last until 23:59 of 15April2020.

By this declaration, the C-in-C shows clearly that he is willing to go beyond the usual means—including that of making temporary halt to hostilities with an arch-enemy of the state— if only to create the condition where troopers will not be attacked and the delivery of government services to and the provision of the needs of fellow Filipinos are unimpeded.

By the President’s action, the message is clear: the safety, health, and well-being of our countrymen in the face of COVID-19 pandemic is primordial.

I call on every soldier, airmen, sailors, marines, and reservists to continue their keen focus on their mission to protect our people from and assist medical health practitioners in the fight against this dreaded disease.

We have been through ceasefire declarations in the past where the NPA disregards government’s good faith.

While I direct the troops to observe guarded optimism, your AFP will not be deterred by similar treacherous attacks by Communist Terrorist Group.

We will be there where and when we are needed.

All military flights are exempted from the suspension of air travel to and from the city.

However, the pilots and passengers on board must undergo body temperature screening before they can pass through the checkpoints.


On Wednesday night, Mayor Sara Duterte issued Executive Orders no. 12 and 13, suspending all international and domestic flights in Francisco Bangoy International Airport.

Col. Dennis Estrella, the wing commander of Tactical Operation Wing Eastern Mindanao (TOW EastMin) told TIMES, “Military personnel and other cargoes are allowed on the presidential directives. But all passengers need to have mission orders.”

The wing commander said all passengers must also wear personal protective equipment.

According to Estrella, there are one to two military flights per week and a maximum to seven to eight flights.

Meanwhile, on March 17, the TOW EastMin conducted an Immune System Enhancement activity on its personnel, as well as the Tactical Operation Group XI, at the open field area in Davao Air Station, Old Airport, in Sasa.

The personnel of TOW EastMin took advantage of the benefits of sunlight for about 30 mins. They turned sideways in a five-minute interval so that their bodies are fully exposed to sunlight. They also maintain social distancing protocol while performing the said activity.

The activity is part of the proactive measures of TOW EastMin to fight the prevailing spread of COVID-19.

On March 15, the TOW EastMin conducted an information awareness about the safety precautions against the COVID-19.

A COMMUNIST New People’s Army Terrorist (CNT) was killed while a soldier was wounded in a series of encounters, March 17 at an isolated area in Sitio Bendum, Barangay Busdi, Malaybalay City, here. 

In response to reports from Sitio Bendum residents on the CNTs presence in the area, the Dependable Troopers promptly conducted a combat operation to prevent CNTs from executing any terroristic activities. 

During the operation, the troops encountered around 15 rebels under Sentro De Grabidad (SDG) Dario of Guerilla Front (GF) 89, SRC2, North Central Mindanao Regional Committee (NCMRC). A fierce gunfight ensued killing one New People’s Army (NPA) rebel combatant. The troopers also seized an M16 rifle.

While conducting pursuit operations, the troopers again encountered groups of NPA. A firefight once again followed wounding a soldier who was rushed to the hospital.

Lt. Col. Edgardo Talaroc Jr, commanding officer of the 8th Infantry Battalion said, “Mapasalamaton ako sa komunidad nga nagsumbong sa presensya sa maong teroristang NPA nga nagresulta sa dali nga pagresponde sa atong kasundalohan (I am thankful to the community who reported the presence of the NPA that led to the quick response of your Philippine Army).”

The rebels were said to be extorting residents in the area, prompting civilians to seek military assistance.

Soldiers are now pursuing other rebels who fled after the encounter.

“Ako manawagan pa ug utro sa mga teroristang grupo sa pagnaog ug pagsurrender sa inyong armas. Kami andam mutabang nga mabalik kamo sa inyong mga pamilya. Ang atong gobyerno aduna'y Enhanced-Comprehensive Local Integration Program (E-CLIP) aron mahimong mas luwas kamo ug mamaayo ang inyong kinabuhi," Talaroc said.

ZAMBOANGA CITY – Police captured a communist rebel in the southern Philippine prot city of Zamboanga a day before the government’s unilateral ceasefire with the New People’s Army begins.



A police photo released to The Zamboanga Post newspaper shows  captured communist rebel Camilo Bucoy.

Police said Camilo Bucoy, who is facing charges of frustrated murder, was tracked down in his hideout in the village of Curuan after escaping military operations in Zamboanga Sibugay province.

The 57-year old communist is a member of the New People’s Army’s Militia ng Bayan and operated in Zamboanga Peninsula,
according to Major Helen Galvez, a regional police spokeswoman.


Galvez described the police operation that resulted in Bucoy’s capture as “intelligence-driven” mounted by members of the Titay Municipal Police Station, Regional Intelligence Unit 9 and Zamboanga City Police Station 2.

“Camilo Bucoy is a member of Militia ng Bayan under Kumander Garry Pagente of Front Committee 13, Western Mindanao Regional Party Committee operating in the municipalities of Titay and R.T. Lim in Zamboanga Sibugay and municipalities of Gutalac, Labason, Kalawit and Baliguian, all in Zamboanga del Norte,” she said.

Regional police chief Brigadier General Froilan Quidilla praised the operation and lauded the units involved in the capture of Bucoy. He also urged communist rebels to surrender peacefully and take advantage of the government’s peace offer.

“There is no other way to peace, not through violence; and our government is determined to achieve peace so I urged rebels to yield peacefully and take advantage of the government’s Enhanced Comprehensive Local Integration Program or E-CLIP,” he said.

E-CLIP is a peace-building and social protection program that provides interventions to former rebels in becoming productive citizens of society. Under the E-CLIP, former rebels or their qualified beneficiaries are entitled to benefits ranging from guaranteed safety and security; monetary and livelihood assistance, among others.

President Rodrigo Duterte declared a unilateral ceasefire with the communist rebel group and the Communist Party of the Philippines and its political wing, the National Democratic Front of the Philippines from March 19 to April 15.

He ordered the police and military not to launch offensives against the rebel group, blamed for the spate of attacks on civilian and government targets across the country. (Zamboanga Post)

Abra IPMRs stand against CTGs

BANGUED, Abra, Mar. 18(PIA) -- Elders and the municipal Indigenous People’s Mandatory representatives (IPMRs) in the province have voiced out their stand against the communist-terrorist groups during a provincial campaign to end local communist armed conflicts (ELCAC).

During a recent dialogue with National Security Council Deputy Director General Vicente M. Agdamag and the Abra Provincial Task Force (PTF)-ELCAC led by Gov. Maria Jocelyn Bernos, the IMPRs affirmed that their ancestral domains are zones of peace, hence their communities do not want to be disturbed and trampled by armed conflicts. IPMRs of the three conflict-affected municipalities and BUDABOSA area (Bucloc, Daguioman, Boliney and Sallapadan) even individually expressed their position against the CTGs.




They also signed a pledge of commitment firmly supporting President Rodrigo R. Duterte’s Executive Order No. 70 or the whole of nation approach to end insurgency in the country towards the attainment of sustainable and inclusive peace.

The IPs were also oriented about E.0. 70, the stages of recruitment by the CTGs and their exploitations of the IP communities and the role of IPs in the combat against insurgency.


One of the main issues raised by the elders is the apparent focus of government to CTG influenced and threatened barangays. How about incentives also for barangays which are not threatened or influenced by the CTGs.

Bernos clarified that allowing insurgency in their areas must not be their reason just to acquire project and funds.

“Just because the government grants more priority projects and funds for the affected barangays, this should not be your reason not to continue fighting insurgency anymore,” she stressed.

She enjoined their sincerity and commitment to participate the battle against insurgency by protecting their lands and ancestral domains against the CTGs.

Agdamag assured the IPs that their concerns will be reported to the President for immediate action planning. He shared that the President last January approved the package of P34 billion for the 842 affected barangays including all the listed barangays of the province of Abra. (JDP/CAGT-PIA CAR, Abra)

OROQUIETA CITY, Misamis Occidental, March 12 (PIA)— The Enhanced Comprehensive Integration Program (ECLIP) Committee of Misamis Occidental has launched a reintegration program for the former rebels at the Headquarters of the 10th Infantry Battalion, Burgos, Oroquieta City to enqble them to lead a normal life.

ECLIP is a multi-dimensional intervention that covers spiritual enrichment, family therapy, psychiatric and psychological services, livelihood planning, and skills development and among others through a convergence of various national and local government agencies.

The 20-day Rapid Reintegration Program was initiated to further prepare the FRs as active partners in nation-building.

In his welcome message, 10th IB Commanding Officer, LTC Ray Tiongson is very happy that 13 former members of the Communist Party of the Philippines – New People’s Army (CPP-NPA) surrendered to the Philippine Army’s 10th Infantry Battalion (IB).

“We believe in the kindness of their hearts before they were radicalized by the Communist Party of the Philippines (CPP) through the New People's Army. Their innocence was abused. They were made to believe that bearing arms and waging war against the government is the way to achieve their means,” Tiongson shared.

“Ngayon nandito na kayo, titiyakin namin ang inyong seguridad hanggang sa inyong pagbabalik sa ating shudad." - Now, that you are here we will make sure that you are secure until such time that you will be able to go back to the community, Tiangson added.

Tiangson emphasized, “Malaya na kayo sa sibilisasyon ng Kumunistang Groupo- New People’s Army at magkakaroon ng bagong pag-asa.” - You are now liberated from the bondage of the rebel group the New People’s Army therefore you have the choice to live a new life.)

For his part, DILG MisOcc, Provincial Director, Pablio Benitez Jr said the initiatives and fulfillment of this government program is one of the important projects that help not only the former rebels who are returning to the folds of the society but also to their families and communities they came from. Benitez also assured the ex-rebels of the government's support and the immediate release of their benefits.

Benitez explained that under the ECLIP each former rebel receives P15,000 immediate cash assistance and P50,000 livelihood assistance as well as remuneration for every firearm they will bring along during their surrender.

“The ECLIP committee is sincere in improving the lives of the former rebels by giving them financial assistance and sustainable source of livelihood for them to support their families. With this program, we are hoping that more rebels will return to the fold of law and seek a peaceful and productive life,” Benitez said

Representing Governor Philip Tan, Provincial Administrator Edimar Alota assures former rebels that the government of Misamis Occidental supports this reintegration program.

On behalf of fellow FRs, John Cualopez expressed gratitude to the government for the renewed hope and for giving them another chance to catch up and recover from lost times and opportunities. The program from the government will surely help them start anew, he said.

1 NPA killed, soldier wounded in Bukidnon encounters

BUKIDNON, Mar. 18 (PIA)--A Communist New People’s Army Terrorist (CNT) was killed while a soldier was wounded in a series of encounters, March 17 at an isolated area in Sitio Bendum, Barangay Busdi, Malaybalay City, here.

In response to reports from Sitio Bendum residents on the CNTs presence in the area, the Dependable Troopers promptly conducted a combat operation to prevent CNTs from executing any terroristic activities.

During the operation, the troops
encountered around 15 rebels under Sentro De Grabidad (SDG) Dario of Guerilla Front (GF) 89, SRC2, North Central Mindanao Regional Committee (NCMRC). A fierce gunfight ensued killing one New People’s Army (NPA) rebel combatant. The troopers also seized an M16 rifle.


While conducting pursuit operations, the troopers again encountered groups of NPA. A firefight once again followed wounding a soldier who was rushed to the hospital.

Lt. Col. Edgardo Talaroc Jr, commanding officer of the 8th Infantry Battalion said, “Mapasalamaton ako sa komunidad nga nagsumbong sa presensya sa maong teroristang NPA nga nagresulta sa dali nga pagresponde sa atong kasundalohan (I am thankful to the community who reported the presence of the NPA that led to the quick response of your Philippine Army).”

The rebels were said to be extorting residents in the area, prompting civilians to seek military assistance.

Soldiers are now pursuing other rebels who fled after the encounter.

“Ako manawagan pa ug utro sa mga teroristang grupo sa pagnaog ug pagsurrender sa inyong armas. Kami andam mutabang nga mabalik kamo sa inyong mga pamilya. Ang atong gobyerno aduna'y Enhanced-Comprehensive Local Integration Program (E-CLIP) aron mahimong mas luwas kamo ug mamaayo ang inyong kinabuhi," Talaroc said.
