AFP-CRS: High-powered arms cache uncovered

Elements of the Armed Forces of the Philippines under the 71st Infantry “Kaibigan” Battalion (71IB) uncovered arms caches and subversive documents in Pantukan, Davao de Oro on Tuesday, 10 March 2020.

Recovered by troops of the 71IB along with personnel from the Pantukan Municipal Police and 1101st Police Mobile Force Company were a rocket launcher light 40mm RPG, three 40mm high-explosives and subversive documents in Barangay Napnapan, Pantukan.

Authorities acted on information provided by rebel returnees who recently received cash and livelihood assistance from the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

Army officer killed in Basilan blast

An Army officer was killed while two of his men were wounded in an explosion in Maluso, Basilan yesterday.

Troopers from the Army’s 68th Infantry Battalion were
responding to reports about the presence of armed men in Barangay Limbolong when they accidentally tripped an improvised explosive device (IED), according to Maj. Arvin John Encinas, spokesman for the Western Mindanao Command (Westmincom).


The bomb exploded, hitting 2/Lt. Jordan Alberio, and Cpls. Jessie Nimer and Jerome Gonato.

Authorities expressed belief the IED was planted by Abu Sayyaf bandits to delay the arrival of responding troopers in the village.

Encinas said Alberio was killed in action.

The wounded troopers were taken to Camp Navarro General Hospital, located in the compound of the Westmincom headquarters in Zamboanga City, for treatment.

The Army launched a pursuit operation against the bandits.

The provincial government of Basilan alerted residents of neighboring barangays to be on the lookout for the fleeing bandits in their communities.

Authorities earlier said the Abu Sayyaf bandit group in Basilan has been isolated and in hiding due to the continuous military offensives and cooperation of barangays residents.

Outreach for Guigaquit barangay

Residents of Sitio Songcoy Barangay Mahanub, Guigaquit, Surigao del Norte benefited from the 2nd Serbisyo Caravan conducted by the 30th Infantry Battalion (30IB) and the Guigaquit’s Municipal Task-Force to End the Local Communist Armed Conflict (MTF-ELCAC) last March 11.

1Lt. Wilfredo Quilang, acting civil-military operations officer of the 30th IB, said the outreach program gave free medical consultation and treatment, free registration for the Philippine Statistics Authority and the Local Civil Registrar’s office.

A total of 20 toilet bowls, 10 empty gallons, 300 slippers, seedlings, 500 food packs, relief goods, and school supplies were also distributed to the residents. The soldiers also conducted a free concert and haircut during the activity.

In his message, Guigaquit Mayor Chandru Bonite said the LGU is committed to serving the poor communities, particularly those classified as conflict-affected areas. He promised to do more outreach programs in the future.

Lt. Col. Jeffrey Villarosa, the commander of the 30th IB, emphasized that the program was designed to address the problems with the New People’s Army.

“One way to address the problem in the community is to bring the basic services of the government to the people in the geographically isolated and disadvantaged areas and conflict-affected areas,” Villarosa said.

He said progress would not be attained if there is the continued influence of the New People’s Army.

Some sitios of Barangay Mahanub are identified as CPP-NPA-infiltrated communities, particularly Sitio Palilihan and Sitio Tiltilan.

Army overruns NPA cam

CAMP VICENTE LIM, Laguna , Philippines — Army troopers seized firearms and improvised explosive devices from an alleged New People’s Army (NPA) camp in Catanauan, Quezon yesterday.

A 20-minute firefight broke out between the troopers and NPA guerrillas before the military overran the camp in Barangay San Vicente Kanluran
, according to Maj. Gen. Arnulfo Marcelo Burgos Jr., commander of the Army’s 2nd Infantry Division.


The soldiers were responding to reports about the presence of armed men in the area when they encountered at least 20 guerrillas at around 2:20 a.m.

Among the items recovered from the camp were rifles, ammunition, IEDs, bomb paraphernalia and revolutionary documents.

Burgos said the rebels were led by Joseph delos Santos, alias Ken-Bingot, head of the NPA’s Platun Japson.
The military said Delos Santos is a former member of the NPA’s Special Partisan Unit or SPARU, which was reportedly responsible for the numerous atrocities committed by the revolutionary movement in Quezon.

PCID head calls for dramatic shift in public perception on Muslim insurgency in the South

CONSIDERING that violent extremism is a growing global threat that comes in different forms, a noted human-rights and peace advocate has called for a change of public perception in the country about it being mostly linked to the Muslim insurgency being waged in Mindanao.

“When you look at violent extremism, I think we should not be married to the idea that violent extremism is just faith-based,” said Amina Rasul-Bernardo, president of the Philippine Center for Islam and Democracy (PCID).

She made this appeal before government officials, foreign participants, representatives from different nongovernment organizations, members of the academe, media and others during the Talking Asean on “Preventing Violent Extremism through Good Governance and Rule of Law” forum held recently by think tank Stratbase ADR Institute and The Habibie Center’s Asean Studies Program in Makati City.

“When you talk about violent extremism, it’s always ISIS [Islamic State], the radicals or the Muslims. No. As far as I’m concerned and I come from the area of conflict, the ISIS is not as worrisome to meet,” she pointed out.

What these liberation fronts want, according to her, was just to “isolate themselves to carve out an independent kingdom” that will be recognized here and abroad.

“So please do not just focus your attention on Muslim Mindanao. Because all of these things are happening on a bigger scale outside of ARMM [Autonomous Region in Muslim Mindanao],” Bernardo told reporters on the sidelines of the forum.

The PCID official even cited that there are other huge problems now confronting the country, such as narco politics, smuggling, human trafficking, and gun running, among others.

“We are peanuts in Muslim Mindanao. So if you are going to be looking at cutting all of these criminal actions, is has to be a national government effort and not something that’s focused only on one sector of society,” she said.
Bigger danger

THE armed conflict that has been taking place in the country is not limited only in the south but all throughout the nation, Bernardo pointed out.

For Bernardo, the scarier and more dangerous threat for violent extremism would be those who want to overthrow governments and put in their own ideology.

And that would be the Marxist-Leninist-Maoist coalition of the Communist Party of the Philippines (CPP), the New People’s Army (NPA), and the National Democratic Front (NDF), she added.

“They are nationwide, whereas, the ISIS is really in areas that are predominantly Muslims. Therefore, [it’s a] minority. But you find the left-leaning violent groups in areas from Luzon to Mindanao, particularly in very rich hunting grounds called mining areas because this is where the indigenous peoples are. They have their own grievances and, therefore, also easy to recruit,” explained the top-ranking PCID officer.

These terror groups, despite their remote locations, have managed to sustain their rebellious activities for decades as they try to establish an independent state—thanks to the levy they impose on any kind of business that operates within their territories.

Proof of which, Bernardo cited, was a report from the Department of National Defense a couple of years ago about the revolutionary tax that was generated by the CPP-NPA-NDF. She said: “I think it was something like P5 billion a year.”

Such extortionist activity of these rebel groups ever since has not only robbed off potential earnings for the country, but also has averted the growth of their stronghold places.

“The CPP-NPA-NDF has been in existence for more than 50 years and it continues to drag down our economy, especially in those areas. There will be no massive development in those areas, primarily because [of constant concerns about the] CPP-NPA through attacks on government forces and through revolutionary taxation,” shared Jonathan Malaya, spokesman and undersecretary for plans, public affairs and communication at the Department of the Interior and Local Government (DILG).

“If you’re a Filipino, that’s the bigger threat because we are very married to the idea of a democratic form of government that we’ve lived under for how many decades now. And you do not want that government system being changed in non-democratic ways, in violent ways,” Bernardo added.
‘Cancerous cells’

AKIN to a cancer cell that continues to reproduce and spread out to cause harm to other parts of the body, violent extremism over time has occurred not only in poor states but even in progressive and highly developed economies.

“The scary part of the ISIS-inspired violent extremism is that it really has metamorphosed,” Bernardo said.

In fact, she noted that “the ISIS cancerous cells” are not only confined in the Muslim communities where problems, such as bad governance, conflict, low education rates, and high adult illiteracy rates, among others, exist.

“But you find them in the strong countries that are pillars of democracy, with good governance, respectful rule of law, high GDP [gross domestic product],” she said.

“You find them striking terror and operating in the areas like Washington, DC, New York, Australia, Japan and Europe. And the terror that they have struck there on their own is more damaging than what they have done in the Muslim communities.

“So when you try to equate good governance, corruption with violent extremism, I think you’re again missing out on more crucial factors that contribute to radicalization.”

As many have analyzed, it comes down almost to a case-by-case situation, regardless of the economic status, the kind of leadership and justice system a certain nation has.

“It’s something a little bit more that creates violent extremists out of .00001 percent of the population,” the PCID president said. “And you need trained people who know how to identify and how to deal with these people who have now been transformed from ideological radicals to violent extremists.”
National strategy

TAKING a whole-of-government approach to fight radicalization, the Duterte administration has come up with the National Action Plan on Preventing and Countering Violent Extremism (NAP P/CVE).

The government has adopted this strategy, which was started by the United Nations and picked up by the Asean, to prevent a repeat of the Marawi Siege in 2017, according to Malaya.

He said that it has been taken up via the Anti-Terrorism Council to address cultural, economic, political, psychosocial and religious factors of radicalization that result in violent extremism.

This plan, likewise, seeks to deal with other issues, such as marginalization, human-rights violations and non-adherence to the rule of law.

“Unsurprisingly, the plan also identifies the need to strengthen good governance and the rule of law as one of the keys to countering these root causes,” said Stratbase ADR Institute President Victor Andres Manhit.

“I was very impressed by what the Philippine government is doing,” said A. Ibrahim Almuttaqi, head of the Asean Studies Program at The Habibie Center. “It seems to be a very comprehensive national work plan.”

Indonesia, where he hails from, was among the first countries in the region to come up with a national workplan to avoid and combat violent extremism.

“I must congratulate Indonesia because the Indonesian process for creating the NAP for PVE has been exemplary in its inclusiveness,” Bernardo said as she recalled her participation, upon invitation by the Indonesian government, in three of the workshops held to discuss the crafting of this workplan for the most populous Muslim nations in the world.

“This is, I guess, the realization that it’s not Indonesia alone. It’s all of Asean together. So whatever it is they do must also find a mirror image on the other side of the sea in Mindanao, Sulu, so that things work as they should and it has to be supported by Asean,” she added.

Unfortunately, though, such approach in engaging the stakeholders was not embraced in the Philippines, observed the PCID president.

“The putting together of the National Action Plan is not as inclusive as, for instance, Indonesia has been,” she said critical of the NAP P/CVE. “There is no way government alone can do this because you cannot monitor what’s going on in the communities. It’s us who can—the religious leaders, the young people, the business sector, the teachers, the madrasahs. They’re the ones who know what’s going on. And if they are outside the policy formulation for prevention of violent extremism, who will be the partners of national government?”

While the course of action on a national scale has been already laid down, Bernardo remains hopeful that this will still be improved in the near future. Taking a cue from their counterpart officials from the Anti-Terror Council and the DILG, she stressed that the move of these agencies to do more consultations with stakeholders needs a lot of support.

Bangsamoro School of Peace and Democracy launched

Representatives from the base commands of the Bangsamoro Islamic Armed Forces-Moro Islamic Liberation Front (BIAF/MILF), development partners, and representatives of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) joined the Embassy of Australia, and the United Nations Development Programme (UNDP) in launching the Bangsamoro School of Peace and Democracy (SPD) — a virtual academy developed to equip the MILF and other Moro combatants with necessary tools and skills for their transition to civilian roles and leadership positions in the new government.



Established to support MILF during its post-conflict transition, the SPD focuses on two key areas — building the governance and administration capabilities of the Bangsamoro Transition Authority (BTA) under the vision of moral governance, and guiding the former combatants as they transition to civilian life.

NCCA Launching of Arts Month

The SPD initiative, implemented under the Stabilization, Recovery and Transformation for Peace (Start-Peace) Project by the UNDP with support from the Australian Government, is a key factor to Chief Minister Ahod Ebrahim’s vision for a Bangsamoro built on moral governance.

“From day 1, we have made moral governance as our foundation in leading the Bangsamoro government. Still, the past year has been quite a challenge for the Bangsamoro government and for the region as a whole. The task ahead is even greater. Efforts to establish an appropriate bureaucracy for the Bangsamoro government continues. There is no doubt that the Bangsamoro School of Peace and Democracy could contribute to our effort in governing and laying down the foundation for the Bangsamoro Autonomous region by capacitating our leaders both inside and outside bureaucracy,” noted the BARMM Interim Chief Minister and the chairman of the MILF in a message delivered by Assistant Secretary Atty. Aying Asis on his behalf.

Australian Ambassador Steven Robinson AO reiterated that “Australia is a longstanding supporter of peace in Mindanao. This school will help ensure that the gains of the past few years are translated into long-lasting stability, through good governance and an engaged population. I’m proud that we have been able to support the Bangsamoro School for Peace and Democracy through our broader support to UNDP’s work in Mindanao.”

Since the public report on the outbreak of Covid-19 in China in early January this year, the Duterte regime has downplayed it for more than two months and allowed more than half a million of travellers from China, including thousands from Wuhan to enter the Philippines. Until now, travellers from China can freely enter the Philippines as tourists and POGO employees.

It is unbelievable that only a few scores have been afflicted by Covid-19 in the Philippines. The number is probably much higher. As admitted by Department of Health (DOH) officials, no systematic testing and counting have been made due to lack of personnel and resources. The virus has spread nationwide, as reports come from various provinces about fatalities due to the virus.

The Duterte regime is totally unprepared to deal with the Covid-19 pandemic and to safeguard the health of the Filipino people because it has cut the meager DOH budget by Php 16.6 billion for 2020 in order to favor the regime’s military overspending and other graft-laden programs and projects.

There is gross absence of public health personnel and resources over wide areas. This abets the further spread of the pandemic. There is no testing for Covid-19 infection at the community level. In more than 95 percent of communities at the barangay level, there are definitely no testing kits for use by health workers.

Provisions are absent for bed spaces in hospitals, clinics and improvised places for patients. There is a scarce supply of masks, thermal scanners, disinfectants, medicines and oxygen tanks. Those already infected with pneumonia due to Covid-19 are certain to die in most cases.

In his recent press conference concerning the pandemic, Duterte exposed his utter lack of serious concern for the health and livelihood of the people by concentrating on the deployment of armed 40,000 soldiers and police at so many check points in order to enforce lock-down on Metro Manila, which he euphemistically called community quarantine.

He failed to mention how a sufficient number of health workers are to be deployed at the community level in order to check symptoms, test and treat those infected with Covid-19. In fact, his sole or main consideration is to use his armed minions to intimidate the people, deprive them of medical attention, prevent people from earning their daily bread and hamper the production and distribution of basic goods.

The Duterte regime is weaponizing the Covid-19 pandemic to intimidate and coerce the people to submit to the scheme of fascist dictatorship and perpetuation of the Duterte dynasty beyond 2022 despite the tyrant’s deteriorating health, which is conspicuously indicated by his ashen face and incoherent speech.

Duterte is completely out of his mind by failing to see the far-reaching consequences of the Covid-19 pandemic in relation to the rapidly worsening crisis of the semicolonial and semifeudal ruling system due to his own anti-national, anti-democratic and anti-people policies and actions as well as due to the rapid deterioration of the world capitalist system.

The Covid-19 pandemic is threatening the public health and national economy and is exposing how foul and inimical the Duterte polices and actions have been to public interest. The broad masses of the people are outraged and desirous of ousting Duterte from power.

The Duterte regime has aggravated the conditions of underdevelopment, unemployment and mass poverty by militarizing and making the government fascist in the name of anticommunism and by having no sense of development but to obtain onerous foreign loans in order to maintain the infrastructure for exporting raw materials and importing manufactures.

But abroad, Covid-19 has also some major damaging effect on the world capitalist system in terms of disrupting production and causing a financial crash and is exposing fundamental weaknesses of the system like over-accumulation by one percent of the population, inflation of assets, the crisis of overproduction, the aggravation of the prolonged depression since 2008 and the onset of a deeper round of depression.

The Duterte regime is now confronted by a situation similar to that faced by the Marcos fascist dictatorship from 1979 to 1986. The bankruptcy of the ruling system and the tightening of international credit due to the worsening crisis of global capitalism will drastically reduce the ability of the regime to buoy itself up by obtaining foreign loans and enlarging the entire public debt.

The rapidly worsening economic, social and political crisis is further debilitating and discrediting the Duterte regime and is outraging the people and making them desire revolutionary change. As a result, the revolutionary movement of the people is growing stronger than ever before. The persistence of the tyrannical, traitorous, genocidal and corrupt regime can only serve to generate favorable conditions for the advance of the new democratic revolution.###

CAMP EVANGELISTA, Cagayan de Oro City – A top ranking communist terrorist of Northern Mindanao was successfully apprehended by the joint elements of the 4th Infantry “Diamond” Division, 2nd Mechanized Infantry Brigade, MID, Criminal Investigation and Detection Group (CIDG) 10 and Police Regional Office (PRO) 10 at a safe house in Purok 3, Brgy San Manuel, Lala, Lanao del Norte early morning today, March 15, 2020.

Teresita Lapuz Naul @TESSIE/BESSY, Secretary of Regional White Area Committee (RWAC), North Central Mindanao Regional Committee (NCMRC) was arrested by virtue of warrants of arrest for her crimes of Destructive Arson with criminal case number 6524, Kidnapping and Serious Illegal Detention with Criminal Case no. 6525 and another Kidnapping and Serious Illegal Detention with criminal case no. 6527 all with no fixed bail issued by the Regional Trial Court, Branch 7, Bayugan City, Agusan del Sur.

MGen Franco Nemesio Gacal, Commander of 4ID said, “Teresita Naul @Tessie/Bessy attempted to flee at the backyard of her sister’s house in Purok 3, Brgy San Manuel, Lala, Lanao del Norte during the serving of the warrants of arrest. She was captured by apprehending authorities after being discovered hiding in the nearest rice field and was later brought to CIDG-10 office for proper disposition.”

According to the revelation of Former Rebel (FR) @Kris a former liaison of WAC, NCMRC, “niadtong 2019, gitagaan ko ni Nanay Tessie, ang financer sa region, og P25,000 aron ipalit og mga tambal ug gamit para sa mga myembro sa SRC 2, NCMRC.” (Last 2019, Nanay Tessie, the finance officer of the region, gave me P25,000 intended for medical and other supplies of the members of SRC 2, NCMRC.)

In another statement, @Joy former Political Officer (PO) of SRC4, NCMRC said that, “niadtong PO pako, mismong si Nanay Tessie, ang Secretary General sa Karapatan-NMR, ang mihatag kanako og P50,000 aron ibayad sa pagkaon, ug sakyanan sa hakuton nga mga tawo alang sa rally sa Cagayan de Oro City.” (When I was still a PO, Nanay Tessie, the Secretary General of Karapatan-NMR, personally gave me P50,000 purposely to support the food and mobility requirements of the anti-government rally in Cagayan de Oro City.)

It can be recalled that last July 4, 2018, Naul together with 12 others were also arrested in General Santos City while holding series of meetings to plan for anti-government activities. They violated Presidential Decree (PD) 1829 or Obstruction of Justice during the arrest of Francis Madria @FX/KIANG who has standing warrants of arrest for Kidnapping, Kidnapping with Murder, Murder, Attempted Murder and Frustrated Murder and Maria Limbaga Unabia @DEL, who has standing warrants of arrest for Murder, Frustrated Murder and Multiple Murder.

Gen Gacal added, “I laud the personnel involved in the joint AFP-PNP law enforcement operation which resulted in the successful arrest of @Tessie/Bessy. This will have an important impact on the morale and operational capability of NCMRC since she holds a significant position by providing financial and logistical support to the armed group.” “I urge all the CTG members and supporters, abandon your lost cause and join the government in attaining lasting peace and sustainable development in Northern Mindanao and Caraga regions,” He ended.

BALER, Aurora – In partnership with Rural Health Unit headed by Dr. Jose R. Magno Municipal Health Officer, Dr. Paulino J Garcia of Memorial Research and Medical Center, PNP and Alpha (ALAKDAN) Company, 91IB, 7ID, PA donated bloods to save lives.

The 91st Infantry (SINAGTALA) Battalion under the leadership of LTC REANDREW P RUBIO INF (GSC) PA, Acting Commanding Officer 91IB successfully conducted bloodletting activity at Gabaldon, Nueva Ecija on 12 March 2020 through the initiative of the Municipal Mayor Hon. Jobby P. Emata.

The activity started at 8 o’clock in the morning which was attended by Alpha (ALAKDAN) Company, 91IB, 7ID, PA led by 2LT ZAMZAMYN K DIMASIDSING (INF) PA and seventy-six (76) qualified donor from volunteered citizens of Gabaldon and Military Personnel including Civilian Auxiliary Force and Geographical Unit (CAFGU) of the 91IB participated in the said cause.

The bloodletting activity is a great kind of preparation for any medical emergency purposes and it is to gather people to share their lives voluntarily by means of giving their blood.

LTC RUBIO expressed his heartfelt gratitude and appreciation to the active participation of those who voluntarily donated their blood to save lives with the help of Gabaldon Municipal Mayor, Municipal Health Unit, Memorial Research and Medical Center, Philippine National Police and Philippine Army for the effort and support.

He also assured that the Sinagtala troopers are always ready to provide service to the constituents of Gabaldon, Nueva Ecija and Aurora Province.

“This noble activity hopes to encourage more donors and ensures blood supply for those in need. Your usual support and voluntary act made this activity a success,” LTC RUBIO said.

Likewise, COL ANDREW D COSTELO INF (GSC) PA, Commander 703rd Infantry Brigade, 7ID, PA also appreciated the local government unit of Gabaldon and other health sectors for their usual support and promoting the effective and genuine health services.

Relissa Lucena, mother of Alicia Jasper (AJ), a student activist who was reportedly recruited by a militant organization, expressed anxiety on Saturday about her child's condition and the risks she might get into amid the threat of the coronavirus disease 2019 (CoVid-19).

"I'm scared for Alicia because she's prone to tonsillitis infection. I'm worried about her health condition. I just don't know, as a legal organization, what are their precautionary measures to prevent Covid-19. Are they taking care of our recruited children? They are using them without any compensation," she told the PNA on Saturday.

She said when she heard reports that the national government will implement a community quarantine for the entire National Capital Region (NCR), she immediately thought about the minors allegedly recruited by militant groups.

“Of course, as parents, we don’t even know where they are now. Are they in good condition? How about the food? Are they being fed properly? Are they safe from the occurring coronavirus?” Lucena’s said.

She said she and the rest of the parents whose children were recruited by militant groups are worrying, especially that the contagious disease is hitting the country.

“Imagine? They pulled out my daughter from school to become a full-time member of the organization, and used her for political motives. I can’t help but worry about my daughter’s current condition and her colleagues. Are they being treated if they are sick?” she said.

Lucena said while the parents in Metro Manila are taking care of their children against the possible infection of Covid-19, she on the other hand, grieves for her daughter’s absence.

“It breaks my heart thinking that I could not even protect my child against the threat of the Covid-19 because they took her away from me,” she said, citing that AJ was just a minor when she was reportedly recruited by militant groups.

She said militant organizations have recruited AJ inside the campus premises of Far Eastern University (FEU)-Morayta with no parental consent.

Lucena has been repeatedly posting stuff about her daughter, AJ, in an attempt to reconnect with her.

She said she only wants to express her love to AJ, saying she is "more than excited to welcome her home."

"I miss her very much. Our family wouldn’t be complete without her,” she said. “While another family is protecting their children, here I am, worried and anxious about my daughter.”

“Why don’t you just return AJ back to us, to her real family?,” she said.

Lucena is a member of “Hands Off Our Children”, a group of parents whose children were recruited by alleged front organizations of the Communist Party of the Philippines-New People’s Army (CPP-NPA).

The group campaigns against the recruitment activities of left-leaning youth groups.
Lucena, along with the parents whose children have been allegedly recruited by militant organizations, have been actively participating in the government and academe’s awareness campaigns in the state universities.

MANILA – Having the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) personnel man the checkpoints to enforce the month-long community quarantine of Metro Manila is part of the “whole-of-government approach” to prevent the spread of the coronavirus 2019 (Covid-19) in the country.

AFP spokesperson, Marine Brig. Gen. Edgard Arevalo made this clarification after some sectors criticized the deployment of security troops to address a health problem.

"The AFP (along with the PNP) is part of the whole-of-government approach in addressing the Covid-19 pandemic. Hence, all agencies of government—national and local— take part in this endeavor," he said in a statement to reporters Sunday.

Arevalo said the measures outlined by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases have to be enforced diligently, otherwise they will become a law and order problem, not just a health issue.

Measures include community quarantine, curfew, and the so-called social distancing.

"That notwithstanding, soldiers are there to assist line departments of government. Their arms are primarily not rifles and pistols; they are not boarded in tanks or armored personnel carriers," he added.

Arevalo said deployment of troops with the Department of Health, includes military doctors, nurses, and aid men armed with health and diagnostic equipment aboard ambulances.

"The AFP is manned and ready not only to address attacks by terrorists and other enemies of the state hiding under the cloak of legality or anonymity," he added.

As institution tasked by the Constitution to protect the people and state, Arevalo said the AFP is prepared to respond to pandemics like Covid-19.

Members of the United Filipino Global (UFG) in Europe early this week demanded the arrest of Communist Party of the Philippines (CPP) founding chairperson Jose Maria Sison for his involvement in the Inopacan Massacre – a mass “purging” perpetrated by the CPP armed wing, New People’s Army (NPA), in the 1980s.

In a picket rally held in front of the Dutch Parliament House, The Netherlands on March 10, more or less 20 members of UFG from London, Paris, The Hague, Amsterdam, Dusseldorf, and Brussels also denounced the 51 years of terrorism of the NPA, recruitment of child warriors, and killing of indigenous people’s leaders in the Philippines.


According to Emily Barrameda, an Overseas Filipino Worker (OFW) and chairperson of Duterte Die-Hard Supporters (DDS) in The Netherlands, despite the weather and amid the Coronavirus Disease pandemic, OFWs traveled to participate in the rally.

“We are more than what we expected. We all volunteered to travel and show support, she said, adding that nobody forced them to take part in the activity.

She added that what they did and will be doing is for the Philippines and to show support to President Rodrigo R. Duterte.

“Basta kami masaya sa ginawa namin at hindi po kami nadidiktahan. Hindi po kami mga bata st may mga sarili po kaming mga isip (We are happey with what we did and we will not be dictated upon because we are no longer children),” she added.

The picket-rally, she said, was intentionally held on a weekday when employees and officials including Prime Minister Mark Rutte are at work inside the Parliament House.

“At may lumapit sa amin from inside the Parliament. Binigyan namin ng leaflets at front page ng court (arrest) warrant ni Joma Sison (We handed leaflets and the front page of the court arrest warrant against Joma Sison),” Barrameda said. “That’s good enough that they heard our call.”

The rallyists also expressed support to the National Task Force to End Local Communist Armed Conflict which was created pursuant to Executive Order 70 signed by President Duterte on Dec. 4, 2018, which institutionalizes a whole-of-nation approach n a bid to attain "inclusive and sustainable peace."

Sison, who has aliases Joma, Armando Guerrero, Armando Liwanag, and his wife Juliet, former National Democratic Front of the Philippines (NDFP) peace negotiator, along with 36 others including rebel group leaders and members were ordered arrested by Judge Thelma Bunyi-Medina, of the Regional Trial Court Branch 32 in Manila, on August 28, 2019.

Based on estimates of former rebels and the victims’ relatives, the Inopacan massacre or mass purging, dubbed by the NPA as “Oplan Venereal Disease”, claimed the lives of about 300 residents in Leyte province.

Charges were filed in 2006 after the skeletal remains of 67 victims were exhumed from shallow graves in Subang Daku village, Inopacan town, Leyte on August 28, 2006.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Armed Forces of the Philippines' (AFP) Joint Task Force-National Capital Region (JTF-NCR), which was deployed to help the police in the 30-day community quarantine in Metro Manila, said people being inspected in the checkpoints have initially proven cooperative.

This was said by JTF-NCR public affairs officer, 1st Lt. Arrianne Bichara when asked by reporters for an initial assessment on the first day of the implementation of the coronavirus disease (Covid-19) countermeasure on Sunday.

She added that their deployment was smooth and reports coming from troops helping the police in the checkpoint boundaries revealed that the public was cooperative and that no problems were being encountered.

"As of this time wala naman naging problem pa in (there are no problems) dealing with the civilians. The JTF-NCR is here to assist the PNP and help the people," Bichara said.

She added that additional thermal scanners and personal protection equipment (PPEs) are expected to augment those now being used by JTF-NCR personnel.

"Rest assured that the JTF-NCR is implementing the preventive measures instituted by the IATF (Inter-Agency Task Force)," she added.

As of this time, military squads deployed to help man the checkpoints have two thermal scanners for checking temperatures of persons passing through while the remainder are tasked to look into identification cards of these individuals.

The life-saving helmet

The government’s procurement of close to P3 billion worth of new equipment that includes additional helicopters, troop carriers, assault rifles, explosive ordnance disposal (EOD) robots, night vision goggles and numerous items, further boosts the modernization program of the Philippine National Police (PNP).

But while choppers, carriers, assault rifles and other firearms enhance the mobility and fighting capability of our troops, simple gear like helmets can, in fact, spell the difference between life and death for policemen during encounters with rebels, terrorists and other criminal elements.

This was particularly highlighted by PNP Chief Gen. Archie Gamboa during the recent turnover ceremony of new equipment at the PNP headquarters in Camp Crame. Gen. Gamboa narrated the story of Patrolman Juvannie Libradilla of the 1st Bukidnon Provincial Mobile Force, whose unit was attacked by New People’s Army terrorist group. Libradilla was shot in the head, but luckily for him, he was wearing an enhanced combat helmet that saved him from sure death.

In 2018, the PNP took delivery of the first batch of the high-quality protective headgear known as the L110 Combat II Ballistic Helmet manufactured by US-based company Ceradyne and exclusively distributed in the Philippines by Armscor Global Defense, the largest firearms and ammunition manufacturing company not only in the Philippines but in Southeast Asia.

The initial 14,000 lightweight ballistic helmets are in line with the PNP’s 10-year modernization program. To date, Armscor Global has turned over a total 22,630 units of the L110 helmet to the PNP.

“If not for the high-quality equipment, it could have been a different story,” noted Gen. Gamboa, adding that the helmet will be turned over to the PNP Museum to serve as a reminder of the government’s commitment to provide quality equipment and protect the lives of personnel as they perform their duty to maintain peace and order, and protect the lives of Filipinos.

Stressing that “every life saved is important and precious,” Armscor Global deputy CEO and SEVP Gina Marie Angangco — who is a Philippine Army reservist with the rank of lieutenant colonel — noted that our military and police “need to have the best equipment” considering the sacrifices they are making.

Armscor, the country’s biggest and oldest ammunition and firearms manufacturer, whose products are exported to over 60 countries worldwide, recently organized a Tactical, Survival and Arms (TACS) Expo that discussed pandemic preparedness and the issue of coronavirus disease 2019 or COVID-19 to inform and educate the public on preparing for emergency situations.

One of the discussion segments tackled ways to combat the spread of COVID-19, highlighting the importance of getting the right information instead of spreading fake news that will only aggravate the situation. The TACS Expo is one of Armscor’s efforts to help build a disaster-resilient Philippines, and equip Filipinos in preparing for situations that threaten the country’s security and health as a nation such as the coronavirus, noted Angangco.

Ten Abu Sayyaf bandits have surrendered in Sulu.

Maj. Gen. Corleto Vinluan Jr. of the Joint Task Force Sulu and 11th Army Division said a group of bandits surrendered to the 1102nd Brigade under Col. Ignatius Patrimonio on March 6 and turned over their Garand rifles.

Another group of bandits surrendered on March 9 to Lt. Col. Alaric Avelino delos Santos, commander of the 41st Infantry Battalion. They were said to be followers of Hatib Hakan Sawadjaan, a local leader of the Islamic State of Iraq and Syria.


The bandits cited lack of support from residents due to sustained military humanitarian missions and operations for their surrender.

ILIGAN CITY—For years, people in the remote village of Masalag in Masiu, Lanao del Sur province, had to use a zipline to cross the Malaig River on their way to town.

“People who wanted to reach town even used to swim across the river, which was too dangerous because the river was deep. That was how they came up with the zipline,” said Halil Amerol, regional manager of the Bangsamoro Development Agency (BDA) for Lanao del Sur and Lanao del Norte.

“For years, the place has been isolated,” he said.

But this finally came to an end on March 6 when a hanging bridge opened here to connect this former camp of the Moro Islamic Liberation Front (MILF) to the Lanao del Sur town.

The 70-meter long, 1.4-m wide bridge, which was turned over here in a simple ceremony, would make it easier for people in the remote community to bring their goods to the market, said Amerol.

It took the BDA one year to finish the P7-million project funded by the World Bank.

Barangay Masalag is the site of the MILF’s Camp Bushra Somiyorang, where the late MILF vice chair, Alim Abdul Asiz Mimbantas, used to live.
Bridge of hope

His son, Dr. Marjanie Salic Macasalong Mimbantas, who sits as executive director of the Office of the Bangsamoro Youth Affairs, called the new hanging bridge as “Pagasa Bridge” (Bridge of hope) because it allowed the former MILF community a chance to be part of the life of the larger town of Masiu.

“It is easier now for them to bring their goods to the market,” Mimbantas said. He also called the bridge as the “Kalilintad” because it was the fruit of the peace process between the government and the MILF.

“It is the direct result of negotiations,” he said, referring to the long years of peace talks between the MILF and the government. “[The bridge was] implemented by the BDA, the development arm of the MILF,” he added.

First of its kind

But Mimbantas said other people also called the project the Bangsamoro hanging bridge because it was the first of its kind to be put up by the Bangsamoro government.

“Regardless of the name, the bridge definitely brings hope, dreams and inspiration to the local community,” he said. “May we all pray and work for lasting peace.”

The bridge also makes it easier to travel to as far as the towns of Butig, Bumbaran and Wao town. Masiu is about two and a half hours away from Marawi City.

The community had suffered heavy bombardment at the height of the war between the MILF and the military in 2000-2003 and in 2018 after the Supreme Court junked the proposed memorandum of agreement-ancestral domain pact.

Amerol said it was time to move on.

Philippine security forces have recovered the bodies of three more pro-Islamic State Filipino militants who were killed in new air and artillery assaults in southern Maguindanao province, military officials said Friday.

The discovery of the bodies brought to at least 17 the number of militants with the Bangsamoro Islamic Freedom Fighters (BIFF) who have been killed since the Philippine armed forces launched an offensive against the group in several municipalities around Maguindanao earlier this month, the military said.

Troops found the corpses of the enemy combatants, which were left behind by their BIFF comrades, while clearing an area near Ampatuan town on Thursday, amid ongoing military strikes in the province, officials said.

“This is how heartless the terrorists are. They just leave their slain comrades behind,” Army Col. Jose Narciso, commander of the 601st Infantry Brigade, told reporters.

Soldiers overran the militants’ encampment where they recovered one anti-personnel mine and personal belongings of the fleeing militants, he said.

Locals and village officials were called on by the military to help identify the corpses.

“The recoveries indicate substantial gains and weakening of the enemy’s manpower and capability,” said Lt. Gen. Cirilito Sobejana, commander of the Western Mindanao Command.

“Rest assured, we will continue with our focused operations to penetrate BIFF lairs and totally eradicate their remaining members for the people of Central Mindanao to savor lasting peace and sustainable development,” he said.

Between March 2 and 7, military officials reported that 14 BIFF members were killed in fighting that also claimed the lives of four soldiers and injured 11 others.

The BIFF is a splinter group of the Moro Islamic Liberation Front (MILF), a former armed separatist group that signed a peace deal with the government in exchange for control of an expanded autonomous region in Mindanao.

MILF leaders are part of a transition government in the south and many of its fighters have given up their weapons to join the military.

The BIFF, meanwhile, is one of several groups in the southern Philippines that have pledged allegiance to Islamic State (IS).

Despite that pledge, BIFF guerrillas did not join other pro-IS militants in taking over the southern city of Marawi three years ago. That five-month siege killed an estimated 1,200 enemy combatants, soldiers and civilians.

CAMP CAPINPIN, Tanay, Rizal – A 20-minute firefight transpired between soldiers and NPA terrorists in Catanauan, Quezon at around 2:20 a.m. Sunday.

The government troops were acting on reports from concerned citizens about the location of a terrorist harbour area at Brgy San Vicente Kanluran of said municipality when the encounter happened.

Brigadier General Norwyn Romeo P Tolentino, Commander of the 201st Infantry Brigade which has operational jurisdiction over the area, said that his forces recovered an M14 rifle, magazines with ammunition for M16 rifle, IED components and other personal effects which the fleeing terrorists left behind.

“We believe that the NPA terrorists, belonging to Platun Japson, suffered multiple casualties — something which we are still validating through our assets from the ground — while none was recorded on the part of the government”, said BGen Tolentino.

He ended his statement by attributing the success of military campaign in his area to the “active collaboration at all levels, particularly the Local Government Units, in the implementation and operationalization of Provincial Task Force to End Local Communist Armed Conflict or PTF-ELCAC thereby denying the communist terrorists the space that they need to thrive and further their terroristic plans in this part of the country.”

Lieutenant Colonel Emmanuel Cabahug, Commanding Officer of 85IB, said that the more or less 20 NPAs which the troops encountered were under a certain Joseph Delos Santos alias Ken/Bingot, Platoon Leader of Platun Japson of SRMA-4B and a former Special Partisan Unit or SPARU, who is believed to be the mastermind of numerous communist atrocities that were perpetrated in Quezon Province in the past.

Major General Arnulfo Marcelo B Burgos Jr, Commander of the Philippine Army’s 2nd Infantry (Jungle Fighter) Division, expressed his gratitude to the “patriots who disregarded their personal safety to pass the information to our troops knowing that our society will be better off without the extortion, coercion and other terroristic actions perpetrated by the NPAs.”

He also congratulated his soldiers for being steadfast in accomplishing their mission as advocates of peace, servants of the people and defenders of Southern Tagalog while assuring their constituents of the troops’ commitment and dedication to attain peace, prosperity and development in the region.

MGen Burgos ended his statement by reiterating his call to the few remaining NPA terrorists “to lay down your arms, live peacefully with your families, avail government grants through E-CLIP and be part of the solution to the problems that our country is facing because the soldiers will never hesitate to use our full military might and resources against any individual or group whose intentions are to harm our people, disrupt progress and spoil the peace in our communities.”

Joint AFP-PNP checkpoints have been established in the area to support the ongoing pursuit operations against the escaping NPA terrorists.

All available military assets have been placed on high alert.

The Monitoring and Evaluation Committee of the PRLEC SDS convened to follow up and monitor the ongoing peace and development efforts of the cluster at Sitio Ibuan. It can be recalled last Oct 1, 2019, the Poverty Reduction, Livelihood, and Employment Cluster (PRLEC) of SurSur, chaired by TESDA in close coordination of the army’s 36IB conducted a Mass Graduation and Inauguration of Ibuan Enterprise Village to the community and Former Rebels as its pilot community for peace and development intervention and empowerment under the implementation of EO70.

The activity was spearheaded by Eng. Charlyn Binghoy, Provincial Officer of NCIP, SDS, as the head of Monitoring and Evaluation Committee of PRLEC together with Lt Col Jezreel Diagmel, ACO, 36IB, Dir Pedrito Alacaba, PD, DILG, Genebelle Bal, Provincial Head, DOLE with the representative from TESDA, SDS, BFAR and the participation of the barangay officials headed by Hon DaniloDuazo, Brgy Chairman and tribal leaders of the said community.

In his statement, LTC Jezreel Diagmel, Acting Battalion Commander of 36IB lauded the commitment of the PRLEC Monitoring and Evaluation Committee in heeding the call of the locals of SitioIbuan.

“The convergence of the PRLEC Monitoring and Evaluation Committee is a sincere gesture that the government is responding to the call of the community. The government will be able to sustain the gains of peace and development and ensure that the basic services and social development packages are delivered and implemented to the community,” This is one way also of strengthening our breakthrough goals towards the Army Transformation Roadmap (ATR) by serving the people and securing the land. Lt Col Diagmel added. Sitio Ibuan, Brgy Mampi, Lanuza is one of the chosen community among the Conflict-Affected Areas (ConAAs) and Geographically Isolated and Disadvantaged Areas (GIDAS) in the province of Surigao del Sur as a pilot community for the implementation of EO 70 under the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC).

Placer, Surigao del Norte – Task Force Python (TFP) has welcomed its new commander during the turnover ceremony held March 12,2020 at Headquarters Task Force Python, Barangay Taganito, Claver, Surigao del Norte.

Lt. Col Ryan Charles Callanta assumed as the 11th commander of the Task Force Python after Lt. Col. Jeffrey A Villarosa relinquished his post to the incoming commander.

Villarosa has been in the TFP since he assumed the command last year, July 12, 2019 as commanding officer of the 30th Infantry Python Battalion (30IB) and has been instrumental in securing its area of operation in collaboration with the mining companies and civil authorities to establish manageable security and investment condition in the municipality of Claver, Surigao, del Norte.

“It’s an honor to be part of the TFP for almost a year as your commander, it was indeed challenging yet most fulfilling and rewarding assignment as TFP commander at the same time the commanding officer of the 30IB, rest assured that we will not stop supporting the TFP against any threat and atrocities from the enemy of the state,” said Villarosa in his message during the turnover ceremony.

He has led the TFP in accomplishing numerous conducts of internal security operations (ISO), tree planting activities, bloodletting and assistance in delivery of basic services in barangays of the Claver.

The TFP also conducted search and rescue retrieval operations assistance during the landslide in the municipality, and assistance during music festivals, as well as holding security awareness seminars in the municipality.

The turnover ceremony was presided by Brigadier General Maurito L. Licudine, Commander of the 402nd Infantry Brigade, 4th Infantry Division of the Philippine Army (PA).

Villarosa still assigned as commander of the 30IB, covering the whole provinces of Surigao del Norte and Dinagat Island.

Placer, Surigao del Norte – The 30th Infantry Python Battalion (30IB) together with the Guigaquit’s Municipal Task-Force to End the Local Communist Armed Conflict (MTF-ELCAC) conducted its 2nd Serbisyo Caravan at Sitio Songcoy, Barangay Mahanub, Gigaquit, Surigao del Norte last March 11, 2020.

The Gigaquit’s MTF-ELCAC “Serbisyo Caravan” linked to the “Government on wheels” Program of Mayor Bonite offered services such as free medical consultation and treatment, Free Registration from the LCR and PSA.

A total of 20 toilet bowls, 10 empty gallons,300 slippers, seedlings, 500 food packs, relief goods, and school supplies were distributed. In addition, participants were entertained by the jolly performance of mascots Elsa and Captain America.

Moreover, the 30IB also conducted a Peace Concert and free haircut during the said activity.

In his message, Mayor Chandru said that the LGU will lead to bring services especially to Conflict Affected Areas (ConAAs) where there is recruitment of the CPP-NPA Terrorist (CNTs) is conducted. He also added that they will do this activity regularly and support the EO70 thru the conduct Community Support Program (CSP) and Retooled CSP so that his constituents will no longer struggle.

Lt. Col. Villarosa lauded and congratulated Team Gigaquit for continuously exerting their effort in the implementation of the programs of the Municipal Task Force to End the Local Communist Armed Conflict (MTF-ELCAC). He also emphasized that this project was designed to address the problems with the CNTs.

“One way to address problem in the community is to bring the basic services of the government to the people in the Geographically Isolated and Disadvantage Areas (GIDAs) and ConAAs. The progress will not be achieved if there is a presence of CNTs who continuously conducts atrocities in our areas. We assure you that the 30IB will be more resolved to rid Gigaquit and the whole province of SDN with all elements of the CPP-NPA Terrorists”,Lt. Col. Villarosa said

It can be recalled that last December 17, 2019, LGU Gigaquit launched its MTF-ELCAC in Sitio Tiltilan of same barangay in support to EO70 which aims to deliver the basic needs and programs of the government to the far-flung areas of the barangay. Some sitios of Barangay Mahanub are identified as CPP-NPA infiltrated Brgy particularly Sitio Palilihan and Sitio Tiltilan where they released their abducted PNP personnel stationed at Placer; which are also an NPA stronghold and guerrilla base.

An arms cache was seized by soldiers of the 71st Infantry Battalion and police officers in Pantukan, Davao del Oro on March 4 and 10.

According to the delayed report,
the stockpile contained one rocket-propelled gun, pistol, ammo, bombs, helmets, and subversive documents.

1Lt. Kim Carlos, the civil-military operations officer of the 71st IB, said the seizure was made possible by the tip of former rebels, who were enrolled in the government’s Enhanced Comprehensive Local Integration Program.

The soldiers coordinated with the Pantukan Municipal Police and 1101st Police Mobile Force Company to conduct the operation.

One hoard containing a 40mm RPG, three 40mm high explosives, and subversive documents were recovered in Barangay Napnapan, Pantukan, on Tuesday.

Alias Lando, former leader of the NPA, said they confiscated the RPG from an MILF group under Kumander Faisal sometime in 2008. The RPG was used during an armed encounter between the military and NPA in July 2015.


Moreover, another cache containing one 9mm pistol with one magazine containing eight live bullets, 32 pairs of knee paddings, 32 pairs of US Army elbow paddings, and eight kevlar helmets were recovered on March 4 in Barangay Bongabong of the same municipality.

“The E-CLIP proves effective as it enticed the NPA members to surrender and further disclose information that led to the recovery and capture of firearms and ammunition, thereby decreasing the adversary’s firepower,” Lt. Col. Sonny E. Gonzales, commanding officer of the 71st IB, said.

The E-CLIP is a government program, which provides cash and livelihood assistance or housing program for surrendering NPA members.

9 surrenderees receive P650-K total from E-Clip

Nine former rebels received a total of P650,000 from the national government’s Enhanced Comprehensive Local Integration Program (ECLIP) in an awarding ceremony conducted at Grand Men Seng Hotel in Davao City on March 11.

Another one will receive the check at a later date after failing to join the turnover ceremony.

Capt. Erick Wynmer Calulot, the 1003rd Infantry Brigade civil-military operations officer, said each of the recipients was handed P65,000 worth of checks by the E-Clip committee of Davao City.

Meanwhile, a total of P210,000 was also handed over to the respective Army and PNP units representing the reintegration assistance. The money will be used to support the former rebels under their custody while their benefits are being processed.

DILG Davao City cirector Vicky P. Sarcena welcomed the participants and gave the rationale for the activity. They also learned about EO 56 or the “Order Reconstituting the Davao City E-CLIP Committee for Former Rebels” and financial literacy.

Col. Nolasco A. Mempin, commander of the 1003rd Infantry Brigade, presented the former rebels to the E-Clip committee members and Davao City Administrator Zuleika Lopez, who represented Mayor Sara Duterte.

Mempin expressed his gratitude to the E-Clip committee for their efforts, the units involved, and the city government for the successful implementation the program.

“The E-Clip program aims to provide a venue and option for rebels who already opted to lay down their arms and go back to mainstream society and live normal lives with their family,” he added.
