The Philippine Navy wants to set up a base in the deep-sea harbor of the beleaguered Hanjin Heavy Industries and Construction Philippines shipyard in Subic Bay, and it is hoping whoever would be the company’s white knight would have the Navy in mind when a takeover does happen, said Navy chief Rear Admiral Giovanni Carlo Bacordo on Monday evening, February 3.

The Navy first expressed its interest in the Hanjin shipyard in January 2019, and it is now “asking the government agencies involved to please include the Navy as part of the equation. That means, whoever buys out that Hanjin property, [we ask them to] put a certain area for the Philippine Navy,” Bacordo added.

Having a deep-sea harbor is a core requirement of the Navy. Bacordo said none of the Navy’s current bases have a harbor deep enough to house its largest strategic vessels, which are two landing dock ships, 3, offshore patrol vessels, and a corvette.

These warships currently dock at commercial ports. With more powerful vessels up for acquisition, the Navy needs to have its own harbor able to accommodate these assets, Bacordo added.

With a minimum depth of about 10 meters, secluded by mountains, and with Grande Island at the mouth of the bay serving as a natural guard post, Hanjin shipyard is an ideal location for a naval base.

“From the Navy perspective, it is very close to the Naval Education and Training Command, just about 30 to 34 minutes away. It’s also close to the Philippine Merchant Marine Academy. It’s also close to the Maritime Academy of Asia and the Pacific,” which makes it convenient and accessible to Navy personnel, Bacordo said.

Besides, Hanjin’s employees happen to be “the remnants of the old ship repair facility of the US, so in terms of technology, in terms of capability, they have it,” he added.

On top of these, Subic Bay opens to the West Philippine Sea, a primary concern for the Navy as it seeks to establish a more formidable presence in the waters where China stakes a spurious claim of ownership by sending its own military and militia vessels.

Hanjin's loans
The financially troubled Hanjin earlier filed for voluntary rehabilitation due to $1.3 billion in outstanding loans – $400 million from local banks and $900 million from South Korean lenders.

In 2019, the Australian shipbuilder Austal informed the Subic Bay Metropolitan Authority and Hanjin’s creditors of its intention to bail out and acquire the shipyard.

It was earlier reported that Austal was in consortium with the private US equity firm Cerberus Capital Management for a planned takeover of Hanjin from its South Korean former operators.

The Board of Investments earlier denied reports that Chinese firms were interested in taking over Hanjin.

On the sidelines of the Navy’s change-of-command ceremony on Monday in which Bacordo took the helm as the Flag Officer-in-Command, he told reporters that he was not privy to the status of the bidding for the shipyard, or the identities of the bidders.

However, outgoing Navy chief Robert Empedrad, during his command relinquishment speech, mentioned the “possible acquisition next month of a 100-hectare modern strategic naval base from Hanjin facilities in Subic.”

Bacordo said he could not comment on what Empedrad said.

The Army said it overran a New People’s Army (NPA) encampment following separate clashes with the guerrillas in Pilar town, Abra province on Sunday (Feb. 2).

Cordillera police said the 73rd Reconnaissance Company recovered guns, magazines and ammunition from the rebel’s camp at the village of Nagcanasan after a 20-minute firefight with some 30 guerrillas at 2 p.m.

Earlier, a squad of the 69th Infantry Battalion figured in another clash with five guerrillas around 1 p.m. while on patrol at the village of Ocup near Nagcanasan.

Abra police said soldiers captured two farmers who were later released after authorities failed to get evidence that they were communist rebels.

But Florencio Baluga, alias “Ka Bram”, spokesperson of the Abra-based Agustin Begnalen Command of the Communist Party of the Philippines-NPA, said guerrillas have no unit operating in Pilar or areas nearby who may have set up camp in the area and clashed with soldiers.

BANGUED, Abra – Members of the 24th and 69th Infantry Battalions of the Philippine Army discovered an enemy camp after a firefight with 30 fully-armed Communist terrorists Sunday afternoon in Barangay Nagnasan, Pilar, Abra.

Police Major Carol Lacuata, spokesperson of the Police Regional Office-Cordillera, said they received reports from Philippine Army based in Abra, that government troopers were able to recover at the rebel camp an M16 upper receiver, 15 pieces empty shells, an M203 empty shell, eight pieces of M16 live ammunition, and a magazine spring.

Reports said, at 1:15 pm of February 2, combined personnel of the two battalions were on patrol in Barangay Ocup, Pilar, Abra, when they were fired upon by five terrorists, triggering a 20-minute firefight.

In the adjacent Barangay Nagcanasan, the government troops were also conducting combat patrol when they engaged 30 fully armed New People’s Army (NPA) warriors at about 2 p.m.

The operating troops discovered the mini-camp during hot pursuit of the fleeing rebels. The operation was still on-going as of press time.

GOVERNMENT troops braved two rebel attacks in a day in the province of Abra.

Two separate encounters by troops conducting internal security operations in the province against members of the New People’s Army Sunday afternoon, February 2, leaving neither casualties nor injuries.

The first attack happened 1:15 p.m. when the 69th Infantry Battalion of the Philippine Army (PA) led by 2nd Lieutenant Recto Jr. of the Infantry division was fired upon by more or less five fully armed Communist Terrorist Group (CTGs) while conducting combat patrol operations at Barangay Ocup, Pilar, Abra.

The gun battle lasted for about twenty minutes.

The second encounter occurred at minutes later at around 2 p.m. when a platoon led by 2nd Lieutenant Entoma of the Infantry division of the Philippine Army of 73 DRC at Barangay Nagcanasan, Pilar town.

The firefight lasted for twenty minutes as well.

Army Lieutenant Colonel Arcadio Posadas, commanding officer of the 69th Infantry Battalion of the Philippine Army said soldiers were conducting internal security operations at both areas when they received reports on the presence of said rebels who initiated the attack on the government forces.

The operating troops discovered the enemy camp and recovered one M16 Upper receiver; Fifteen pieces empty shells; One M203 empty shell; Eight pieces M16 live ammunition; Magazine spring; and liters of water.

A continuous scouring of the area is still being done by the government troops to confirm of any casualties on the side of the rebels and to guard against another attack by the rebels against government forces.

Two soldiers were injured in an encounter between the government troops and suspected members of the New People’s Army (NPA) in Lupi town in Camarines Sur province on Monday afternoon.

Maj. Maria Luisa Calubaquib, Bicol police spokesperson, said while the 9th Infantry Batallion of the Philippine Army were conducting combat operation, they
encountered some 15 rebels led by Marklim Mendoza, alias Al or Tibo.
The firefight lasted for about 25 minutes in Barangay Tible starting at around 12:20 p.m.


Wounded soldiers were identified only as Staff Sergeant Mabasag and Corporal Toledo.

Without explicitly mentioning the Visiting Forces Agreement (VFA), US Ambassador Sung Kim highlighted the benefits of US troops’ presence and cooperation in the Philippines sanctioned by the agreement, which is now under question after President Rodrigo Duterte ordered its termination in late January.

On Monday, February 3, Kim spoke and laid a wreath to mark the 75th anniversary of the liberation of the University of Santo Tomas (UST) in Manila from having been an internment camp for civilians – mostly American – during World War 2.


Emphasizing how cooperation between US forces and Filipino guerrillas led to the liberation of some 4,000 detainees at the UST in the final days of the war in 1945, Kim said that “the bonds formed during those difficult years helped to forge the deep and enduring partnership that has defined the US-Philippines relationship to this day.”

“The alliance remains as important today as it was 75 years ago,” Kim added, noting how the Filipino and American militaries “work together to respond to humanitarian disasters, counterterrorism, and keep the Indo-Pacific region free and open for all nations.”

Kim then enumerated instances during which, he said, the military alliance proved crucial: the onslaught of Supertyphoon Yolanda (Haiyan) in 2013, and the terrorist siege of Marawi City in 2017.

The US deployed 13,400 troops, 66 aircraft, and 12 ships to assist in relief efforts in the aftermath of Supertyphoon Yolanda, which killed at least 6,000 people in the Visayas region. US forces helped evacuate more than 21,000 Filipinos and brought in aid and personnel to disaster-hit areas, Kim said.


“Our enduring military alliance enabled us to provide valuable advice, assistance, and equipment in support of the Armed Forces of the Philippines’ (AFP) efforts to liberate Marawi from terrorist control,” Kim added.

The US military’s presence in both instances were allowed for by the VFA, but Kim did not mention it in his speech at the UST. He has, so far, made no comment on Duterte’s order to terminate the pact.

Rotational presence

The Philippines gained independence from the US in 1946, after which they signed a Mutual Defense Treaty (MDT) in 1951. The US then had military bases in the Philippines until 1991, when the Philippine government voted not to renew the lease on the bases, forcing US forces to exit the country.

The VFA was signed and ratified in 1998, effectively allowing US forces to regain a rotational presence in the Philippines. It paved the way for joint exercises and other engagements between the two militaries.

An Enhanced Defense Cooperation Agreement (EDCA) was signed in 2014 to allow US troops to preposition assets in certain Philippine military bases, and in the process assist in the modernization of the AFP.

Showing aversion to the US ever since he took power in 2016, Duterte ordered to terminate the VFA on January 23, after Senator Ronald “Bato” dela Rosa said that his US visa had been cancelled.

The US Senate earlier passed a resolution to apply the Global Magnitsky Act to Philippine officials who had a role in extrajudicial killings in Duterte’s “war on drugs,” including denying them entry to the US. In its 2020 national budget, the US government included a provision calling for sanctions against Philippine officials behind the unlawful detention of Duterte critic Senator Leila de Lima, as well as extrajudicial killings.

Dela Rosa, as the first police chief under Duterte, operated the “war on drugs,” which the government said has killed more than 6,000 people since it began in mid-2016. Human rights groups estimate the number to exceed 20,000.

‘Enduring alliance’

It is unclear whether the Philippine government has officially notified the US government of an intention to end the VFA, but Duterte reiterated his order last week after his Cabinet said it would first study the implications and consequences of such a move.

Several members of Congress and even leftist groups, which usually oppose any US dealings with the Philippines, have criticized and opposed Duterte’s order to scrap the VFA, especially over Dela Rosa’s visa troubles.

Duterte and his spokesperson Salvador Panelo claimed it was a premeditated and calculated decision.

Defense Secretary Delfin Lorenzana said it was within the Philippine government’s rights to unilaterally call off the VFA if it no longer served the national interest.

The Philippine and US militaries hold 200 to 300 engagements every year, including a series of joint exercises in different parts of the Philippines.

There were some 300 such activities planned for 2020.

After Word War 2, the Philippines largely outsourced its external defense to the US. A drive to modernize the AFP to build a credible defense posture surged in recent years as China began occupying, reclaiming, and militarizing parts of the West Philippine Sea.

Security analysts have said that a robust military alliance with the US is a crucial deterrent to Chinese advances in the strategic waters.

At the ceremony at the UST, Department of National Defense Undersecretary for Defense Policy, Ricardo David Jr, said the liberation of the internment camp in 1945 “puts emphasis on the continuing imperative for like-minded nations to come together to defend our most cherished values of freedom, peace, justice, and democracy.”

“For this reason, we also celebrate in this gathering the deep foundation of our enduring alliance between the Philippines and the United States, and with other countries who have been with us in our fight for international peace,” David added.

Retired policeman shot dead

Motorcycle riding suspects struck again, this time killing a retired policeman, who was also considered by the police as a person of interest in the killing of Police Executive Master Sgt. Roldan Esmajer, on Saturday in Brgy. Ajong, Sibulan, Negros Oriental.

Col. Julian Entoma, officer-in-charge of the Negros Oriental Police Provincial Office, confirmed yesterday that the victim, identified as Rodrigo Soldivillo, was a retired policeman. He succumbed to multiple gunshot wounds, and was declared dead on arrival at the Silliman University Medical Center in Dumaguete City, the police said.

The police said the victim and two witnesses were sitting on a bench, in front of a sari-sari store, when the five suspects on board three motorcycles arrived. The gunman, armed with a .45 caliber pistol, disembarked from his motorcycle, and fired at the victim, while the four other suspects watched.


Recovered from the crime scene were eight empty shells and three deformed slugs of a .45 caliber pistol.

While Soldivillo was still in active service, Entoma said that he was a cockpit aficionado, who had many enemies, allegedly because of “dishonesty,” involving fighting cocks.He had also been charged for the murder of a fellow policeman, but the case did not prosper, Entoma said.

After the murder case was dismissed, Soldivillo retired from the police service, Entoma said.

Soldevillo used to be assigned at the San Jose Police Station in Negros Oriental, where its deputy police chief, Police Executive Master Sgt. Roldan Esmajer, 47, was also gunned down by two motorcycle-riding suspects a week ago.

Entoma said he is looking into personal grudges as having triggered the killing of Soldivillo.

He confirmed that Soldivillo was also supposed to be the subject of a search warrant, in connection with the death of Esmajer, as he was a person of interest in their investigation.*

Three alleged members of the New People’s Army surrenderred to the 73rd Infantry Battalion after a weeklong combat operation in Sitio Loot, Barangay Poblacion, Malapatan, Sarangani Province on Sunday morning.

identified them as alias Jemel, Onil, and Roger, all members of Platoon South, Guerrilla Front Tala, Far South Mindanao Region.

They turned over one .30 caliber M1 Garand rifle.


Hinampas said the relentless offensive operations of the troops resulted in the death of two rebels during a clash on Jan. 29 in Sitio Manag-agol, Barangay Kinam, Malapatan. The continued pressure forced the three communist guerrillas to surrender.

In addition, the three men also complained about anxiety, hunger, sleepless nights, and fatigue from days of walking.

“The return of the communist terrorist rebels to the folds of the law is the outcome of an effective combat operation, information provided by the populace, and collaboration with civil authorities,” Lt. Col. Ronaldo Valdez, the 73rd IB commander, said.

“We assured that the rebel returnees will be given financial assistance and livelihood package as part of the Enhanced Comprehensive Local Integration Program (ECLIP) of the government to former rebels,” Valdez said.

PRESIDENTIAL COMMUNICATIONS Operations Office (PCOO) Secretary Martin Andanar has lauded the 4th Infantry Division of the Philippine Army (4ID PA) for its commitment to facilitating peace and order in the regions of Northern Mindanao and Caraga.

Celebrating its 50th Founding Anniversary, the unit commemorated its past achievements and honored the selfless service of the men and women in the military on Saturday.

"The 4th ID PA is one of the most respected infantries in the Armed Forces of the Philippines,"
Secretary Andanar said.

"It has never failed to rise to numerous occasions to save our region from terrorism, natural calamities and in keeping our communities and environment safe and a healthy place for nation-building," he added.

The 4ID is one of the primary stakeholders in the local implementation of the policies under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Andanar, who is the designated Cabinet Officer for Regional Development and Security for Northern Mindanao (CORDS-10), also commended the leadership of 4ID commander, Maj. Gen. Franco Gacal.

"I commend the hard work and sacrifices of Maj. Gen. Franco Gacal, past commanding generals, their officers, and soldiers. Their patriotism has brought the 4th ID PA to its most admired golden year," he said.

Department of National Defense (DND) Secretary Delfin Lorenzana also attended the celebration and congratulated the unit.

“I hope you will have more successes in the future and we will be successful in our campaign against insurgency,” Lorenzana said.

“We only have two years to do it. Para naman pag-alis ni President ay meron siyang maiwang legacy at masasabi niya na, during his time, he was able to reduce the insurgency (So that when the President ends his term, he can leave a legacy and he could say that, during his time, he was able to reduce the insurgency),” he added.

Lorenzana also expressed his support for President Rodrigo Duterte’s earlier warning of terminating the Visiting Forces Agreement (VFA) with the United States (US).

“Maybe we should start looking for militaries in the neighborhood that we can do our exercises [with],” he noted.

THE DISINTEGRATION and downfall of the New People’s Army (NPA) in Bukidnon continues as another NPA combatant and a Militia ng Bayan (MB) surrendered to the 88th Infantry “Maringal” Battalion (88IB) in Maramag, Bukidnon.

Operating under Company Thunder Guerilla Front 6 (GF6), Sub-Regional Committee 2 - Northern Central Mindanao Regional Command (SRC2-NCMRC), both surrendered on Sunday, January 26 around 8:00 in the morning.

They were identified as Saldy Manlus-ag alias “Jack,” 27 years old, Team Leader of Squad 3, Sentro de Grabidad, Company Thunder GF6 and Lito Umbak alias “Longhair,” 40 years old, Militia ng Bayan of the same group who reside in Barangay Dao, San Fernando town. They surrendered without firearms.

Alias Jack in dialect said “Sa pagkadungog ko sa balita nga ang among kanhing Kumander sa GF6 boluntaryong mitugyan sa iyang kaugalingon sa gobyerno, nakaamgo dayon ko nga ang pag-apil sa grupo usa ka dako nga sayop. Mapasalamaton kaayo ko sa gobyerno sa pag-abiabi kanamo bisan kung kaniadto kami mga kaaway.” (When I heard the news that our commanders [alias Jigger or War] of GF6 voluntarily surrendered to the government, I realized that joining the group was a great mistake. I am very grateful to the government for welcoming us though we were once enemies.)

This January, 12 high-ranking NPA rebels surrendered to the 88IB. It started when GF6’s Front Secretary and Political Leader alias Jamby, and her party husband alias Jigger/War, the Commander or ‘Military Leader’ of the same group, submitted themselves to the local government officials of Valencia City through localized peace engagement.

The couple expressed willingness to help the government especially in addressing insurgency in their former areas that cover the towns of San Fernando, Quezon, Kitaotao, Maramag, Don Carlos, Dangcagan, and the city of Valencia all in Bukidnon province.

Meanwhile, Lt. Col Franklin F. Fabic, 88IB Commanding Officer, appreciated those rebels who are getting in on the act of FRs (former rebels) who surrendered in order to live a peaceful life.

“You are now in good hands, you made the right decision. You can now avail of the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government. We are calling all the remaining members of GF6 to surrender now. The Philippine Army’s 1st Infantry Division has installed an Airborne Ranger-trained officer to head the 55th Infantry Battalion, one of the military units that liberated Marawi City and is continuously pursuing the remnants of the Dawlah Islamiyah group in Lanao del Sur.

Lt. Col. Franco Raphael Alano was installed as the new commander of the Army’s 55th Infantry Battalion, succeeding Lt. Col. Ian Noel Ignes.


Ignes had just finished his tour of duty as a battalion commander and is set to be assigned to a higher position in Visayas Region.

Brig. Gen. Generoso Ponio, the Army’s 1st Infantry Division commander, officiated the turnover of command ceremony Sunday at the headquarters of the 55th Infantry Battalion in Barangay Dilausan, Madalum, Lanao del Sur.

Alano implored local leaders, agency heads, community leaders, and other stakeholders for their cooperation in the pursuit of lasting peace and sustainable development.

Ignes, during his relinquishment speech, thanked the local chief executives for the trust, support, and cooperation with the battalion in accomplishing its mission.

Ignes also thanked the troops for their service and asked them to remain united and continue to work as a team.

Alano was a former Scout Ranger unit commander in his earlier years in the service. He was later designated as Civil-Military Operations (CMO) Officer of the Western Mindanao Command (Westmincom) of the Army’s 1st Infantry Division.

Alano is a member of the Philippine Military Academy class of 1998. He is a graduate of Command and General Staff Course, a prerequisite to the position he now assumed, in the Armed Forces of the Philippines (AFP) Education Training Doctrine Command.

He is also a Fellow of the Mindanao Bridging Leadership Program (MBLP) of the Asian Institute of Management (AIM) in Makati City.


Meanwhile, Ponio commended the outgoing battalion commander for his exemplary performance in Lanao del Sur and his tour of duty in 1st Infantry Division.

Ponio has awarded Alano for his service as the former Assistant Chief of Staff for Civil-Military Operations of the command.

“With his career and service reputation, I am confident that the new commander will steer the Vigilant (55th Infantry) Battalion to the greater heights,” Ponio said.

“Let us look forward to achieve our mission in Lanao del Sur and uphold the duties and responsibilities mandated by the higher headquarters,” he said.

A conflagration hit three villages in Jolo, the capital of Sulu, on Monday morning, which the Bureau of Fire Protection (BFP) has yet to determine the cause and worth of properties damaged in the incident.

Maj. Arvin John Encinas, Western Mindanao Command (Westmincom) spokesperson, said the fire broke out around 9:17 a.m. Monday in Barangay Chinese Pier, Jolo.


Quoting a report from the BFP-Jolo, Encinas said the fire started at the residence of Mustamil Hadil in Barangay Chinese Pier and rapidly spread to nearby houses and to Barangays Taku-Takut and Zones 1, 2, and 3 in Barangay Tulay.

He said the responding firemen from the BFP placed the fire under control around 11:05 a.m. and declared fire out around 12:30 p.m. with no reported injury and casualty.

“The BFP is still on the process of investigation to determine the cause of the incident, estimated damages and affected families,” the Army official said.

He said troops belonging to the Army’s 41st and 35th Infantry Battalions provided assistance to the BFP, fire volunteers, and traffic in crowd control, and provided area security at the evacuation center in Santanina Rasul Complex, Barangay San Raymundo, Jolo.

Some 105 personnel of the Philippine National Police (PNP) are ready to assist other government agencies in the repatriation of Filipinos from China and other countries due to the 2019 novel coronavirus virus spread.

PNP chief, Gen. Archie Gamboa on Monday said their personnel are ready for deployment once called upon by the Department of Health to help in controlling the spread of the deadly virus.

"The deployment of PNP personnel is primarily bent on DOH kasi sila 'yung overall in-charge nito (because they are overall in-charge). We do not move on our own because they are the authority," Gamboa said.

The chemical, biological, radiological, nuclear and explosives (CBRNE)-trained personnel belong to the SAF (Special Action Force), Health Service, Crime Lab and EOD-K9 units.

The doctors from the PNP Health Service would help in the mandatory quarantine procedures of returning Filipinos from countries affected by nCoV, Gamboa said.

"The PNP will help but we're just presenting na meron kaming ganitong pwersa (this kind of force or unit) whom they can use," Gamboa said.

Gamboa also directed regional police units to make available individual face masks for all police personnel and assure the availability of hand sanitizers in offices and facilities.

Gamboa said the PNP is also studying the possibility of implementing a temporary lockdown on all its training facilities including the Philippine National Police Academy and the National Training Police Institute to ensure the safety and protection of cadets and trainees.

"As I have said, we are considering kasi nga kailangan talagang ng assessment ng experts (we need the assessment from the experts). You just do not execute something kasi (because) we also have to balance. It might create panic or we might be overreacting so dapat evidence-based kumbaga," Gamboa said.

Newly-appointed Philippine Navy (PN) flag-officer-in-command, Rear Admiral Giovanni Carlo J. Bacordo on Monday said he will work to ensure the sustainability and fighting form of the new ships and platforms the Navy is acquiring as part of its modernization thrust.

In an interview with the Philippine News Agency, Bacordo said materiel and facilities are needed for the maintenance of the PN’s vessels and platforms.

"Before the arrival of these new assets, we (must) prepare for the materiel and facility requirements of these vessels and platforms so that we'll be ensured that in 10, 20 years’ time, they are still operational and (in) fighting form," Bacordo said when asked on what will be his thrust as new PN’s highest ranking officer.

In the pipeline for the PN are the two missile-armed Jose Rizal-class frigates which are expected to be delivered by May and September this year.

Still awaiting approval is the acquisition of six offshore patrol vessels and eight fast-attack interdictor craft-missile and two corvettes.

Bacordo said the maintenance and upkeep facilities are needed to ensure that the Navy’s ships and platforms won't be rundown like the other assets of the PN due to the lack of maintenance.

He was referring to the Navy’s patrol interdiction craft armed with the 30mm Emerlec guns and the three 76mm Oto-Melara automatic cannon-equipped Jacinto-class patrol vessels acquired in the 1980s and 1990s, respectively. Those weapons deteriorated due to a lack of maintenance.

Another example, he said, is the three Gregorio Del Pilar-class offshore patrol vessels which were equipped with two marine gas turbines each which allows the ships to run faster and with less noise.

And due to lack of upkeep, only two of the six gas turbines are still operational, Bacordo said.

Bacordo said these issues would have been avoided had the PN invested also on acquiring dry-docks, special tools, equipment, and skills that would allow its personnel to perform intermediate, depot-level maintenance on its assets and port or harbor facilities for its larger vessels.

To address the problem, Bacordo vowed to work hard to ensure that the PN will have the capabilities to maintain well its military materials and equipment during his tenure.

"In order to do, we have to have a change in mindset. For me, that is the biggest challenge. Changing the mindset of every sailors and marines from that of a 'legacy navy' to that of a modern navy,” Bacordo said.

“This means that old systems that are counter-productive will be removed. You to have to think modern and do modern. Among the things that we have to remove are temporary solutions," he added.

Bacordo cited as an example the habit of fixing leaky pipes aboard ship by wrapping the hole with rubber strips rather than removing the pipe and determining whether there is rust inside and replacing it with new ones.

He said this temporary solution mentality is not needed when operating equipment or platforms worth billions of pesos.

As new PN chief, Bacordo said he will also allow naval officers to specialize in their chosen fields rather than emphasizing on the career track that will eventually lead to the command of a naval ship.

"Let these people specialized also in their respective areas. Give them space in the organization. Give them room also so they will have their respective careers as personnel officers, as logisticians, as communications officers, (as weapons officers, electronics, information system officers)," he added.

Bacordo, a member of the Philippine Military Academy Class of 1987, replaced outgoing PN chief Vice Admiral Robert Empedrad, who formally retired from the service Monday (Feb. 3) after reaching the mandatory retirement age of 56.

Empedrad is a member of the PMA Class of 1986 and served as PN chief since December 2017.

Besides being the Philippine Fleet commander since April 2019, the new PN chief also served as head of the Naval Sea Systems Command and Naval Forces Southern Luzon among others.

President Rodrigo Duterte on Monday expressed confidence that the Philippine Navy will achieve more milestones under the leadership of newly-appointed PN flag-officer-in-command, Rear Admiral Giovanni Carlo Bacordo.

“Admiral Bacordo, I am confident that our Navy under your leadership will continue to achieve more milestones in the campaign to protect the freedoms and democratic values that we hold dear,” Duterte said in his speech during the change of command ceremony at the PN headquarters in Manila.

“It is my hope you will become the embodiment of integrity and valor as you lead your Navy in securing the seas and the future of our land,” he added.

Duterte also assured full support and that his administration will always assist in enhancing the PN’s capabilities.

Earlier, Bacordo vowed to ensure the sustainability and fighting form of the new ships and platforms the Navy is acquiring as part of its modernization thrust.

Meanwhile, Duterte also thanked outgoing PN chief, Vice Admiral Robert Empedrad for his successful tenure which will be remembered for fostering “a dependable and credible naval force”.

“Let me take this occasion to acknowledge your more than three decades of professional career in the Armed Forces of the Philippines. And on behalf of a grateful nation, I thank you for your remarkable service, sir,” Duterte told Empedrad.

Duterte said under Empedrad’s leadership, the Philippine Navy increased naval presence in Philippine waters, deterred various threats to territorial integrity, defended sovereignty from foreign elements, maintained peace and order in Mindanao during Martial Law, and protected people against terrorism, smuggling and human trafficking.

The President also lauded Empedrad’s efforts in spearheading humanitarian assistance and disaster response operations for compatriots working in Iran and those affected by the eruption of Taal Volcano.

He said he could attest to the outgoing Navy chief’s “faithful adherence to military professionalism and selfless dedication to duty”.

Duterte also recognized Empedrad’s support for the Armed Forces of the Philippines (AFP) Modernization Program which seeks to provide Navy personnel necessary equipment and skills to excel in their role as defenders of this nation.

He, meanwhile, urged officers and personnel of the Navy to rally behind Bacordo.

“Under his leadership, may you all remain steadfast in protecting our country against all threats in the seas,” Duterte said.

Bacordo, a member of the Philippine Military Academy Class of 1987, replaced Empedrad, who formally retired from the service Monday (Feb. 3) after reaching the mandatory retirement age of 56.

Empedrad is a member of the PMA Class of 1986 and served as PN chief since December 2017.

The Office of the Presidential Adviser on the Peace Process (OPAPP) is calling on the youth of Mindanao to act as agents of peace and development as the nation continues to face challenges at the local and international fronts.

“The youth can do so much more with your vast potential to do great things. We encourage all of you to play a more active part in helping build a culture of peace and development,” said Ariel Hernandez, co-chairperson of the Joint Normalization Committee, during the culmination of the OURmindaNOW Summit 2020 here on February 1.

The Joint Normalization Committee (JNC) is among the joint peace mechanisms of the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF), which through OPAPP, coordinates the implementation of the Normalization Program under the Comprehensive Agreement on the Bangsamoro (CAB), the peace agreement signed between the GPH and MILF in 2014.

According to Hernandez, the island-region’s youth “come from an incredible lineage of visionary leaders who have aspired and worked very hard for a more just, peaceful and progressive Mindanao -- one that is free from violence and conflict, and capable of realizing its full socioeconomic potential.”

“The journey of these outstanding leaders - both past and present - continues through each and every one of you. And this summit is one of the best avenues to channel your creativity, talent and ideas in order to come up with innovative ways to achieve the aspirations of every Mindanawon - and Filipino,” he said.

Organized by Equal Access International Philippines, the three-day summit with the theme “Bridging Generations of Peace Influencers,” gathered youth leaders from across Mindanao and provided them an opportunity to discuss the importance of collaboration, coordination, and communication in pushing for a more peaceful and progressive Mindanao.

Peace tables: Open spaces for dialogue

Hernandez highlighted the various efforts being carried out by OPAPP through its various peace tables, which he described as “platforms or open spaces wherein we can raise key issues, offer insights, and share best practices based on the principles of mutual trust, respect, and solidarity.”

“Through these peace tables, we have been able to reach out to the various revolutionary groups across the nation and engage them in peaceful and productive conversation. The beauty about these peace tables is that they provide both sides the opportunity to present their views without fear of being judged or criticized,” he explained.

“Over the years, these peace tables have enabled us to resolve situations of conflict and build bridges of hope, peace, and understanding among stakeholders,” Hernandez added.

Combating violent extremism in Mindanao
However, he cautioned the youth leaders to be vigilant, as there are “spoilers of peace [who] remain by our doorstep and continue to promote the culture of fear, mistrust, and violence among our people,”

“We are all aware that the threat of violent extremism and armed rebellion remains a harsh reality, and is something we cannot ignore and turn a blind eye to,” Hernandez said.

“There is no room for compromise, especially if the safety and security of our families are at stake. We need to cast our doubts and fears aside and confront this menace head on,” he stressed.

This is the reason, Hernandez pointed out, why OPAPP’s peacebuilding initiatives in Mindanao are anchored on preventing and countering violent extremism (PCVE) through the implementation of conflict-sensitive and peace promoting practices (CSPP).

“Based on the work we are doing in Marawi and other parts of Mindanao, peacebuilding initiatives that are anchored on PCVE are undoubtedly among the most effective ways to neutralize the threat of violent extremists and communist groups, and bring enduring peace to our communities,” he said.

“The strength of these efforts lie in their ability to address the main drivers of conflict, which fuel hatred, animosity and discrimination. Once these drivers are eliminated, trust, respect and confidence among the people is restored, creating an atmosphere where genuine peace and development can take root,” Hernandez added.

Over the past three years, OPAPP has been implementing the Social Healing and Peacebuilding (SHAPE) Program in Marawi and other areas affected by the 2017 siege. The program aims to promote social cohesion and reconciliation among residents, while mainstreaming the culture of peace, mutual understanding and solidarity among the people.

Through SHAPE, OPAPP, in partnership with its peace partners which include national line agencies, local government units, civil society, security sector, and the foreign donor community have been carrying out initiatives such as peace conversations, inter-faith dialogues and peace fairs which seek to help the victims recover from the tragic incident and rebuild their lives.
