There is no end to the lies and intrigues mouthed by 303rd Brigade BGen. Benedict Arevalo to blemish the prestige of the New People’s Army (NPA) and the entire revolutionary movement.

Arevalo would like to project that his intelligence assets are innocent civilians that were mercilessly killed by the NPA. The revolutionary government of the people established in the countrysides exercises revolutionary justice based on the International Humanitarian Law and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), an agreement between the NDFP and GRP. The military agents and informers are subjected to revolutionary justice but are not automatically granted the death sentence. First, they are warned, given education and convinced to change their ways. If they continue to harm the revolutionary movement, especially if they have blood debts against the people, they are meted the capital punishment.

All those sentenced with the capital punishment are granted due process. This means that the cases are discussed and there are affidavits and witnesses. A people’s court is established to hear and judge the case. The people’s court ensures that the accused are informed of the complaint and are granted the freedom to reply and defend themselves. In cases that the accused fights back when arrested, the arresting team has the right to defend itself especially when the accused is armed and dangerous.

The fascist-terrorist AFP/PNP relies on their intelligence operatives and informers planted in the revolutionary bases to gather information and data on the movement of the NPA. BGen. Arevalo fumes mad along with his officers because losing their eyes and ears assures the failure of their counter-revolutionary campaign.

Arevalo is a hypocrite like his master Duterte. All those meted with the death penalty has been claimed and the basis explained by the NPA to the public unlike the murders committed by the butcher AFP and PNP of Duterte that continue to deny their crimes like the Sagay 9 Massacre, killing of peasant and human rights advocates Atty. Ben Ramos and Coun. Bernardino 鈥淭oto鈥 Patigas. In Oplan Sauron 1 & 2 and other Sauron-type of murders, illegal arrests and trumped up cases, there are clear accountabilities of state agents who shamelessly assert the legitimacy of their operations.

In the end of June and this month, more innocent civilians are victimized by human rights violations and bloody murders. These happened in Himamaylan City, La Castellana, Silay City and Escalante City in Negros Occidental and in Guihulngan City and Manjuyod in Negros Oriental. According to reports received by the Apolinario Gatmaitan Command (AGC), there are already 20 victims, 17 illegal arrests and 3 brutally murdered, in a new series of Sauron-type operations. As of now, political extrajudicial killings in Negros under Duterte’s tyrannical rule are beyond 70 wherein more than 50 are peasants. Thousands more were murdered nationwide under Duterte’s Oplan Tokhang.

In relation to the successful offensives of the NPA and its encounters, the policy of the mercenary AFP and PNP is to hide their KIA and WIA to save face. The AFP and PNP later falsely claim that the NPA is getting weaker in Negros and has lost its capacity to fight the troops of the reactionary government.

The 303rd Brigade spokesperson further spins that the NPA’s use of command detonated explosives (CDX) violates the CARHRIHL. This type of bomb utilized by the NPA requires an operator to control its explosion. As a matter of fact, it cannot be considered a landmine. It is safer for civilians compared to the military’s indiscriminate use of mortars, canyons and bombs dropped from their airplanes and helicopters such as what happened in Marawi City which resulted to thousands of deaths.

Arevalo spews lies to a greater extent by insisting that the NPA only ends up with three fates: to be killed, surrender or arrested. For the NPA sacrifices and hardships are daily companions and its members are ready to face these. The NPA and the entire revolutionary movement carry forward the national democratic revolution in order to gain national liberation and democracy for the people. Those who offered their lives are honored by the people and are regarded as great martyrs who contributed to establishing victory. Unlike the AFP/PNP that are hated by the people because they empty the coffers of the nation to spend for their bloody operations and for their corruption through fake surrenderees and recycled firearms.

Who are the true terrorists, liars and hypocrites? Who are the enemies of the people? They are BGen Arevalo and Duterte who vomit intrigues and deception if only to defend their already exposed anti-people intentions. It is clear to the people that the AFP and PNP are instruments to defend the interests of the ruling class of big bourgeois compradors and land lords.

The AGC calls on all patriotic and pro-democracy rank-and-file and officials of the AFP/PNP to unite with people and make a stand against human rights violations and mass murders committed by the US-Duterte regime. You will greatly help in exposing the corruption, lies, treachery and anti-people nature in your ranks to give justice to the victims and uphold genuine and lasting peace based on social justice.

To the Filipino people especially of Negros Island, it is about time that we face the evil intent of the US-Duterte regime to destroy the revolutionary movement all over the country and to preserve the fascist state. Let us intensify the armed revolution and raise the level of the people’s war until victory. Our people鈥檚 war is a just war because its goal is to free the people especially the peasants and workers to fight for their interests against the exploitative and repressive system under the US-Duterte regime. Our bright future depends on the victory of our armed revolution.###

Philippine Long Distance Telephone Company and its wireless subsidiary Smart Communications Inc. (Smart) have donated a decommissioned Sun facility in Pasuquin, Ilocos Norte to the Armed Forces of the Philippines (AFP) and the Philippine Air Force (PAF).

Under its C4iStar Project, the PAF is boosting its telecommunications capabilities by interconnecting its offices and bases nationwide and upgrading its internet facilities.

The donation of the tower located in the PAF’s Paredes Air Station in Pasuquin, will help the AFP and PAF in monitoring its operations, particularly in North Luzon.


PLDT-Smart chairman and CEO Manuel V. Pangilinan and Air Force Commanding General, Lt. Gen. Rozzano D. Briguez led the signing of the memorandum of agreement at a ceremonial turnover held recently at the Villamor Air Base.

“As a response to your request, we have donated the Smart tower in Camp Paredes, Pasuquin, Ilocos Norte,” Pangilinan said in a press statement, adding that the tower would help the operations of the Armed Forces and the AFP in Northern Luzon.

“Consonant with the AFP’s [C4iStar program], the PAF is understandably and necessarily improving its telecoms facilities. In that regard, I have assured the PAF that the PLDT group are prepared to support your telecommunications requirements,” Pangilinan added.

Briguez said in addition to the Ilocos Norte tower, the PAF is also set to deploy more radars all over the country in the coming years.

“For these kind and generous gestures, you are not only expanding our core competencies, but most importantly, you are actively assuring that we shall be able to provide continuous air space surveillance,” Briguez said.

“In support of your mission to protect the people and the state, we are committed to your C4iStar project. The cell tower that we are turning over today will play an important role in how your operations are carried out in the country, enhancing connectivity across different air force bases nationwide,” said Juan Victor Hernandez, senior vice president and head of enterprise for PLDT and Smart.

“We have been partners with the PAF for a long time now and we have provided the Villamor Air Base, as well as the other bases nationwide with fiber. We hope that this will continue to enable the good work that you do,” Hernandez added.

Pangilinan, as chair of the Makati Medical Center Foundation, also signed with the PAF a memorandum of agreement (MOA) under the public-private partnership program between PAF and MMC Foundation.

Under the MOA, MMC Foundation and PAF will work together in providing quality healthcare for PAF personnel, in search and rescue missions, and emergency response. (PNA)

After a weeklong negotiation, five members of the Bangsamoro Islamic Freedom Fighters (BIFF) surrendered to military authorities in Talitay, Maguindanao on Thursday and handed over assorted high-powered firearms.

Maj. Gen. Diosdado Carreon, commander of the 6th Infantry Division, said the rebels, whose identities were concealed for security reasons, surrendered to the Army’s 90th Infantry Battalion of the 601st Infantry Brigade.


In a turnover ceremony attended by Talitay Mayor Allan Sabal in neighboring Datu Anggal Midtimbang municipality, the rebels brought along with them two .30 caliber Garand rifles, a homemade 60 mm. mortar and ammunition, a rocket-propelled grenade launcher, ammunition and a .45 caliber pistol.

Carreon said Sabal was instrumental in the surrender of the BIFF members.

“The former BIFF rebels decided to go back to the fold of the law because of the hardships they experienced in fighting government forces and also due to their desire to live normally as farmers and fishermen together with their families,” he said in a statement.

After their surrender, the former BIFF fighters received livelihood and housing assistance to help them start a new life.

Col. Jose Narciso, the Army’s 601st brigade commander, called on remaining BIFF members to surrender and lay down their arms so that peace can be achieved in Mindanao and for them to be with their families.

To boost the morale of soldiers' battle casualties and their families, the Philippine Army (PA) announced that it will be offering live-viewing of the Pacquiao-Thurman boxing match dubbed as the "Welterweight Supremacy" inside selected areas at Army headquarters in Fort Bonifacio, Taguig City on Sunday.

Lt. Col. Ramon Zagala, Army spokesperson, said live viewing will be available at Ricarte Hall, PA Officers' Clubhouse, the Multi-Purpose Hall, Army General Hospital and Army Wellness Center, all located inside Fort Bonifacio.

"(The) said venture aims to heighten the morale of Army personnel and their dependents, specifically, of the battle casualties," he said in a statement Thursday.

Viewing will start at 10 a.m. (Manila time).

The Pacquiao-Thurman bout will take place at the MGM Grand Garden Arena in Las Vegas, Nevada on Saturday night (local time).

Manny Pacquiao, a Filipino boxing legend, senator and popularly known as the "Pacman", will be going against undefeated American Keith Thurman, who is a world champion since 2013, holds a perfect 29-0 record with 22 knockouts.

While the Filipino boxing icon, who is 10 years older than the 30-year-old Thurman, holds the distinction of the only boxer who won 12 major world titles in eight different weight divisions.

Pacquiao has 61 wins, including 39 via knockouts, and seven defeats and two draws.

For Armed Forces of the Philippines (AFP) public affairs office chief Col. Noel Detoyato, President Rodrigo R. Duterte's frequent visit to military camps and taking time to talk with troops and their families is one of his most significant contributions to the security sector.

This is aside from supporting the ongoing modernization of the AFP and doubling the pay of all military personnel, he added.

"President Duterte has not only pursued and continued the AFP modernization but also displayed his genuine concern for the welfare of the soldiers by his frequent visits to (their) camps and personally award medals," Detoyato said to the Philippine News Agency when asked what is the most positive contribution the Commander-in-Chief has made to the military.

Also, the Chief Executive also takes time to talk and listen to what front-line troops say along with their families, he added.

"He (President Duterte) also takes time to listen to their stories and commiserate and emphatize with them and their families," Detoyato stressed.

Earlier, Department of National Defense (DND) Secretary Delfin Lorenzana said the continued support of the President to the AFP modernization and doubling of salaries of troops heightened the sense of duty on all active-duty military personnel.

"They can do their jobs better knowing that their family are taken care of with the salary increase. On the improvement of their equipment and know-how they will be more confident in doing their tasks. It also make them at par with the neighboring military who have been modernizing earlier. This brings pride to our soldiers," he stressed.

Last June, Lorenzana expressed his appreciation to President Rodrigo R. Duterte for approving and giving priority to the DND request to implement the provisions of Congress Joint Resolution (JR) No. 1 or Joint Resolution Authorizing the Increase in Base Pay of Military and Uniformed Personnel (MUP) in the Government, and for Other Purposes, s. 2018 which the Chief Executive signed on January 1 of this year.

“Truly, your unparalleled support for our uniformed personnel serves as our guiding light as the AFP continues to pursue its duty to the Filipino nation,” the DND chief said earlier. Through the MUP pension increase, Lorenzana said the sacrifice and dedicated service of all Filipino soldiers have been truly and duly recognized.

It will be recalled that the DND, by virtue of an official letter to Malacañang written on May 17, 2019, recommended that the Department of Budget and Management (DBM) be directed to implement the pension indexation under JR No. 1, s. 2018 and release additional funds for that purpose.

The letter was signed by Defense Undersecretary Cardozo M. Luna, who was then officer-in-charge of the DND.

MAGPET, Cotabato – The Municipality of President Roxas was added in the list of municipalities that declared CPP-NPA-NDF as Persona-Non-Grata in the 2nd district of North Cotabato under 901st Infantry Brigade’s area of responsibility.

72nd Infantry Battalion conducted Peace Building Seminar on July 12-14, 2019 held at Brgy Labuo, President Roxas participated by more than 200 members of Underground Mass Organizations (UGMOs) and CPP-NPA-NDF supporters and sympathizers.


The peace building activity includes a series of lectures that give the participants awareness on peace and order issues in their community. The activity also provides venture for them on how they could help in ending social conflicts.

As part of the culmination of the Peace Building Seminar on July 15, 2019, 9’Oclock in the morning a Peace Rally was conducted. Residents from the 25 barangays of Pres Roxas, brgy functionaries, Tanods and Peace and Development Volunteers from the whole municipality showed their support in denouncing CTG.

Approximately seven hundred (700) individuals voiced out their support to attain a genuine peace in the municipality.

During the closing program, the six participating barangays: New Cebu, Kamarahan, Tuael, La Esperanza, Sagcungan, and Mabuhay, thru their respective Barangay Captains, declared the CPP-NPA-NDF as “Persona non-grata” to their respective communities.

Afterwhich, Honorable Mayor Jonathan Mahimpit affirmed the declaration of Persona non grata of said barangays; and subsequently the LIGA President, Hon Romeo Roturas also announced in behalf of other Barangays denouncing the communists and eventually declare the same.

In addition, Honorable Mayor Jonathan Mahimpit, led the oath- taking of more than 200 participants who have completed the 3-day Peace Building Seminar. They oath condemning the communist groups and stopping all their support to the CPP-NPA-NDF terroristic ways which brought fear to the people.

“Never support these terrorists again. Your government is on your side. They have just polluted your mind in order to achieve their personal desires. You have your LGU, your PNP, and your Philippine Army. We are all on your side. What belongs to you, will be given to you,” Mayor Mahimpit said.

The closing program was also attended by all SB members, IPMR, LGAs, Col Zosimo Oliveros INF (GSC) PA, Deputy Brigade Commander 901st Brigade, Ltc Rey T Alvarado INF (GSC) PA, Commander 72IB; PMaj Oranza, COP and Media practioners. The 72nd Infantry Battalion will continue to support these kinds of LGU initiated activities to strengthen the collaboration with the local government and other
stakeholders in its Area of Operation.

“I was glad that this kind of activity like the peace building seminar was greatly participated and appreciated by the community. To see the local government empowering its people to cooperate with the government’s effort of peace and order was already a great manifestation that we are not far from reaching our desired peace
and development. We, the 901st brigade will continue our efforts in doing our mandate of securing the land and serving the people of North Cotabato,” Colonel Gabriel C Viray III, 901st IBde Commander, said.

PROSPERIDAD, Agusan Del Sur – Operating troops of the 3rd Special Forces ‘Arrowhead’ Battalion (3SFBn) seized one M60 General- purpose Machine Gun during the recent clash with NPA terrorists in the hinterlands of Sitio Tibog, Barangay Mabuhay last June 16, 2019.

As the Army’s clearing operations continue on its 10th day, another encounter occurred at 11 o’clock AM against 15 NPA terrorists led by Rizaldo Sumunod alias Mansoy which resulted to the recovery of one Light Machine Gun, three Cal. 45 pistols, one fragmentation grenade, six fully loaded magazines for M16 rifle, three fully loaded Cal. 45 magazines, 200 live ammunitions for M60 machine gun, 260 live ammunitions for M16 armalite rifle, 20 live rounds for Cal. 45 pistol, one video camera, one commercial radio, two cellular phones, medical supplies, five backpacks with personal items, subversive documents, demolition set which includes one soldiering iron with lead, two boxes detonating switch, three rubber antennas, one tool set and 50-meter wire. The troops also seized the terrorists’ hideout which can accommodate up to 20 persons, after the 8-minute firefight.

According to Lieutenant Colonel (LTC) Joey Baybayan, Commanding Officer of 3SFBn, this decisive encounter is the sixth tactical engagement of his operating troops against the NPA terrorists in the area. “This operation is part of our relentless effort to end the local communist armed conflict in our Area of Operation. As we gained significant results against this terrorist NPAs, we will continue with our pursuit operations against the fleeing terrorists. With the continuous support of the local residents in the area, I am confident that my troops can find them again and finally pin them down,” LTC Baybayan said.

“I am giving them one last chance, surrender now and avail the Enhanced Comprehensive Local Integration Program of the government. You still have your own family waiting for you alive,” LTC Baybayan added.

Colonel Allan Hambala, Commander of 401st Infantry Brigade on the other hand, highlighted that the successful security operation of the 3SFBn was a product of the combined efforts with former NPA members, who continuously provided important information about their comrade’s hideouts, and the tactical proficiency of the operating troops in accomplishing their mission.

“This is how sincere we are in our effort to end this communist-driven local insurgency. As long as the people of Agusan del Sur and Surigao del Sur continue to support us in all our peace initiatives, these accomplishments are always possible. Let us altogether end this menace in our society,” Col. Hambala added.

CAMP SANG-AN, Labangan, Zamboanga del Sur – Army troops under 44th Infantry Battalion and armed elements of Communist NPA Terrorist (CNT) figured in an encounter in Brgy Diampak, Kabasalan, Zamboanga Sibugay Province, 3:00 p.m. Wednesday July 17, 2019.

“Our troops immediately responded to the call of the local populace about the presence of armed CNTs in their community that are extorting money and foodstuffs. While we are approaching, the CNTs fired upon us which led to a firefight,” said Lt. Col. Don Templonuevo, 44th Infantry Battalion Commander.

The firefight which lasted for 30 minutes resulted to the killing of one CNT member and recovery of one M16 Rifle, magazines, ammunitions and subversive documents with high intelligence value.

One of the government troops was slightly wounded in the course of encounter. Said trooper was immediately brought to the nearest hospital for proper medication.

Templonuevo also said, “Our troops saw several wounded CNT members as they scampered to different directions during the encounter.”

The people of Kabasalan also reported to the government troops that they are already fed up with the threat, intimidation and extortion activities of the CNTs in their communities.

It can be recalled that 44IB troopers and the CNTs also figured in an encounter last July 14, 2019..

“We thank the people of Kabasalan for taking action against the CNTs’ threat and extortion activities in their localities,” said Brig. Gen. Bagnus Gaerlan, Jr., commander of 102nd Brigade.

“We also urge other CNTs especially those who were wounded to come out and be given proper medical treatment. We are assuring you of your safety and security. We will also assist you to avail the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) for you to live peacefully,” Gaerlan added.

Meanwhile, Maj. Gen. Roberto Ancan, the 1st Infantry Division and Joint Task Force Zampelan (Zamboanga Peninsula and Lanao Provinces) commander, commended the troops of 44IB for their swift response, and the people of Kabasalan for their cooperation which led to the successful conduct of operations.

“With the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) we will unify and harmonize our peace and development efforts with the the local government units, government agencies and other stakeholders to end the local communist armed conflict in the region,” said Ancan

“Our condolences also go to the family of the dead CNT member. It is tragic that he took arms against the government which led to his senseless demise”, added Ancan.

Additional troops were sent to the area to pursue the fleeing CNTs, while the PNP Scene of the Crime Operatives (SOCO) went to conduct investigation in the encounter area.

The troops of 44IB are also in close coordination with the barangay officials to ensure the safety and security of the residents in the area.

The surrenderers were accompanied by Hon. Alan Sabal, Mayor of Talitay Municipality who was instrumental in the surrender of the BIFF members. The former BIFF members decided to go back to the folds of the law because of the hardships they experienced fighting the government and because of their desire to live normally as farmers and fishermen together with their families.

The LGU of Talitay distributed livelihood and housing assistance to the former BIFF members in order for them to start a new life and contribute to establishing peace as productive constituents of Talitay Municipality.

Col Jose H Narciso, 601st Brigade Commander, called on the remaining BIFF members to surrender and lay down their arms so that peace can be achieved in Mindanao and for them to be with their families.

Maj. Gen. Diosdado C Carreon, Commander 6ID said, “thru the active involvement and support of the LGU’s in the 6ID AOR, I am full of hope that the remaining BIFF members will lay down their arms and return to the folds of law so that the people of Maguindanao and the other areas under 6ID AO can live in peace and receive the benefits of the programs of the government without fear.”

TAGO, Surigao del Sur, July 18– Another 92 NPA member and supporters surrendered again to the Army’s 36th Infantry (Valor) Battalion (36IB), yesterday July 17, 2019, held at Madrid Gymnasium, Poblacion, Madrid, SDS.

The mass surrender is composed of eleven (11) regular member on lie low status, one (1) Sangay sa Partido sa Lokalidad (SPL), three (3) Milisyang Bayan (MB) and seventy-seven (77) Under Ground Mass Organization member (UGMO) withdrew their support from local communist movement and surrendered to LTC Xerxes A Trinidad thru the Community Support Team deployed in Brgy, Bayugo of Madrid, Brgy Pakwan of Lanuza and Brgy Cabas-an of Cantilan all of SDS.

Said surrenderees were presented and took their Oath of Allegiance to Government which were administered by their respective Local Chief Executive (LCE).

According to the Army CSP, the 92 FRs decided to voluntarily surrender because they saw the sincere gesture of the government in addressing the needs of the community especially in the marginalized and geographically isolated and disadvantaged areas (GIDAs).

“We realized that we supported the wrong organization. We thought that the government protects only the interest of the few. But, we’re just deceived, the CNTs make us believed thru their sweet talks and false promises to arouse us and instil hatred and discredit the government,” one of the surrender SPL said.

Just recently, 20 FR also voluntarily surrendered to army CSP last July 15, 2019. In just a week, a total of 112 NPA members and supporters awakened by the deception and lies of the CNTs that mislead their lives to misery.

The growing numbers of surrenders and shift of support of the masses to the government is getting bigger and en masse which indicates that the grasp of the CNTs to the community that once served as their solid ground is now eradicating and a proof that the mass has already awakened by the deception and lies of the CNTs that mislead their lives to misery.

In his statement, Ltc Xerxes Trinidad, Commander, 36IB said that the relentless efforts of the CSP teams with the support of the local government leads to the successful surrender of the 92 FRs.

“With the sincere desire of the community to achieve lasting peace and developed community, Convergence of efforts and working hand in hand is proven effective in achieving the peace that we are longing for,” Army official said.

“We are appealing to those remaining CNT members to surrender now and return to the folds of the law. Lay down your arms and avail the ECLIP, the government intervention package for FR’s. ” Lt Col Trinidad concluded.

KOTA KINABALU: The security issues in Sabah are rather unique and complicated, said Chief Minister Datuk Seri Panglima Mohd Shafie Apdal.

He said several of the issues were related to national and foreign sovereignty due to Sabah’s location being in close proximity with Indonesia, Brunei and the Philippines.
Therefore, it would require the federal government’s involvement and intervention, he said after highlighting that Malaysia had allocated a total of RM5.9 billion to the security sector under Budget 2019, which covered defence, public order and enforcement.

Shafie stated this in his keynote address which was delivered by Sabah State Secretary Datuk Seri Hashim Paijan at the seminar on ‘Regional and Local Security Issues in Sabah: Identifying Core Problems and Prospects for Resolution’, which was held at the Marriott Hotel here, yesterday.

The seminar was organized by the Institute for Development Studies (Sabah) (IDS) and sponsored by The Konrad-Adenauer-Stiftung (KAS).

Shafie further explained that security issues were further complicated by the free movement of people between the said regions due to historical, cultural and family ties that went back many decades.

“Cross border movements for trade and economic activities are also common features in the east coast of Sabah where the population living in the remote villages on the islands in this region procure their food and daily supplies from the east coast towns of Sabah.

“Many of them also seek medical treatment and find employment in Sabah instead of their own countries,” he said.


Meanwhile, the terrorism and kidnapping at the east coast waters of the state have a similar issue due to nearly five decades of internal conflicts and civil war in the southern Sulu region of the Philippines.

He said the war had caused an influx of thousands of Filipinos from the Moro ancestry to seek refuge in Sabah. However they were regarded as illegal immigrants due to the 1951 UN Refugee Convention and its 1967 Protocol Relating to the Status of Refugees.

“The migration of large numbers of Filipinos into Sabah is still incessant, despite the peace agreement that had been signed between the Philippine government and the Moro National Liberal Front (MNLF) in 1976 and again in 2014,” he said.

He also explained that the Malaysian Maritime Enforcement Agency (MMEA) was established on August 21, 2002 following a series of kidnapping cases which started two decades ago but it was not enough.

“From 2000 to 2016, 20 kidnapping cases perpetrated by the Abu Sayyaf were recorded, involving a total of 33 Malaysians and 31 foreigners,” he said and added that the dark episode of intrusion by a group of terrorists from the Southern Philippines into Kampung Tanduo, Lahad Datu in 2013 had led to the establishment of ESSCom and ESSZone.

ESSCom is a civil military command, abbreviated as Eastern Sabah Security Command, while ESSZone is Eastern Sabah Security Zone which is the entire eastern portion of Sabah.


The cooperation between the civil components including ESSCom, Customs, Immigration, MMEA, Malaysian Armed Forces and the Police Department is enhanced through regular meetings to achieve the security goals, Shafie added.

Apart from that, he also touched on the importance of the media to provide responsible reporting, especially on incidences such as kidnappings and terrorism which could reflect the image of Sabah while sensational reporting as done by the international media often created a negative impression of Sabah as unsafe to outsiders, which is not true.

In hopes for a better solution to the security problems in Sabah, Shafie believes that a smart monitoring system, coupled with a super rapid response system, will be a more effective and cost saving alternative system to the traditional systems that had been deployed in the past decade in ESSCom, which has not much of a deterrent effect and extremely costly in terms of human resources and operational costs.

He also said the government required information and intelligence and constant monitoring and rapid response system, including the latest technologies on surveillance, where he gave an example of Singapore deploying pseudo satellites in the form of high-altitude balloons that have the capacity to monitor within 200 km of its shores.

“Only recently, the Minister of Defence had stated in Sandakan that ESSCom would be organized. There is also a proposal to relocate the Lok Kawi Army Camp and place MMEA in the east coast especially in Tawau, Sandakan, Semporna and Lahad Datu to boost the security of the east coast,” he said.

Also present during the event were the Institute for Development Studies (Sabah) chairman Tan Sri Simon Sipaun, representative of Konrad-Adenauer-Stiftung (KAS) Wolfgang Hruschka and relevant authorities and stakeholders who were in either uniforms or coats, sitting on seats with aligned table across the ballroom.

MANILA, Philippines — The second suspect in the twin blasts at a military camp in Indanan, Sulu is not the son of the Moroccan suicide bomber who attacked a military checkpoint in Lamitan City, Basilan last year, Philippine National Police (PNP) chief Gen. Oscar Albayalde said Thursday.

Albayalde said a DNA test conducted by the PNP Crime Laboratory on the pair of feet recovered at the blast site and believed to be from the second suspect did not match samples from the remains of Abu Kathir al-Maghribi, who detonated an improvised explosive device inside a white van on July 31, 2018.

“Based doon sa laboratory of Crime Lab, nagnegative result n‘yun. ‘Yung allegations na ‘yun, hindi positive yun [Based on laboratory test of the Crime Lab, the result was negative. Those allegations are not true],” he said in a press briefing at Camp Crame.

While this suspicion has already been cleared, Albayalde said authorities still cannot identify the nationality or the name of the second suspect.

He said the situation is different from the case of 23-year-old Norman Lasuca, believed to be the first suicide bomber on the June 28 attack, who was confirmed to be Filipino based on a DNA test with samples of a woman who claimed to be his mother.

Lt. Col. Cirilito Sobejana, commander of the Armed Forces’ Western Mindanao Command, earlier said that the presumption that the second bomber was Moroccan came from visual assessment of ground troops.

He said they also based the presumption on an old video showing two Moroccan boys, then aged nine and 11, were left in the care of Hatib Hajan Sawadjaan, a sub leader of the Abu Sayyaf in Sulu province.

The boys were believed to be left behind by Abu Kathir al-Maghribi before carrying out the bombing in Lamitan City last year, killing himself and 10 persons.

AFP Chief-of-Staff Gen. Benjamin Madrigal had also earlier described the second suspect, who wore a black shirt and a bonnet during the attack, as a “short man,” but said ground troops were not sure if he was indeed a young man.

The military earlier reported that the first bomb went off as they were inspecting Lasuca, a suspected member of the Abu Sayyaf, at the gate of the camp of the 1st Brigade Combat Team.

This is when the second bomber then ran inside the camp. Soldiers fired at him, but at the moment his body hit the ground, the IED he was wearing also went off. Authorities said the twin bombings have killed seven persons and injured 22 others.

NORTH COTABATO, Philippines — Two unarmed soldiers were killed by New People’s Army (NPA) rebels in an ambush in Arakan town in this province on Wednesday.

Privates Lendo Borja and Paul Devara of the 19th Infantry Battalion (IB) died at the scene.

The military said the soldiers were returning to their camp after a public service mission in remote farming enclaves when they were shot in Barangay Kinawayan.

One of the soldiers reportedly tried to escape, but the rebels chased him and shot him several times.
The communist guerrillas also reportedly took the wallets and other personal belongings of the fatalities.

The ambush came three days after residents of a village in nearby President Roxas town burned an NPA flag in a public gymnasium to show their indignation over the atrocities committed by the rebels in their area.

In Zamboanga Sibugay, a soldier was among those wounded while a communist guerrilla was killed in an encounter in Kabasalan town also on Wednesday.

Soldiers of the 44th IB were deployed in Barangay Diampak to check the reported presence of NPA rebels extorting money and demanding food from villagers when the clash occurred, Lt. Col. Don Templonuevo, 44th IB commander, said.

Templonuevo said an M16 rifle and ammunition were among those recovered at the scene.

THREE elusive “enemies of the state,” one of them a most wanted New People’s Army member and two members of the ISIS-inspired Abu Sayyaf Group, were captured by agents of the Philippine National Police Intelligence Group (PNP-IG) in separate manhunt operations.

Saripada was arrested in Sitio Looc Sural, Bgy. Looc Labuan in Tungawan, Zamboanga Sibugay.

Hamsain was caught in Bgy. Kasanyangan in Zamboanga City while Tolino was caught in a PNP-IG-led operation in Sitio Blanga, Bgy. Nalidlidan, Kalamansig, Sultan Kudarat.

Actor Robin Padilla visited Thursday morning soldiers recuperating at Camp Navarro General Hospital in this city.

Padilla saluted wounded soldiers and bade their fast recovery during his visit in Calarian at around 11am on July 18.

“Isa akong practicing Muslim at I pray 5 times a day. Allah Hu Akbar din ang sinasabi ko, pero wala akong terorismo sa katawan,” said Padilla.

The action star was accompanied by Army officials, Major Jean Alia Robles, of the Office of Plans and Research Branch, and Captain Abdulraq Mohammad, Command Imam.

Officials of Western Mindanao Command welcomed Padilla at Laong Laan in Camp Navarro.

He and other military officials met with Islamic leaders in this city to discuss the military’s campaign against terrorism in Mindanao.

WESTMINCOM: NPA rebel neutralized in Zambo Sibugay

Soldiers neutralized a communist rebel in an armed engagement in Zamboanga Sibugay on July 17.

Troops from 44th Infantry Battalion recovered a firearm, magazines, and subversive documents of the communist group following a 30-minute gunfight in Barangay Diampak, Kabasalan at 3pm on Wednesday.



Lt. Col. Don Templonuevo, 44IB Commander, said military troops acted on reports of armed rebels extorting money and foodstuff in said barangay.

“Soldiers witnessed some wounded rebels scamper and retreat from the area of engagement,” he added.



Augmenting troops pursue evading communist terrorists while personnel of the Scene of the Crime Operatives (SOCO) investigated the encounter site.

The military immediately coordinated with barangay officials to secure residents in the area.

Meanwhile, a soldier incurred slight wounds in the course of said armed encounter. Troops brought him to the nearest hospital for proper medication.

“We will unify and harmonize our peace and development efforts with the local government units, government agencies, and other stakeholders to end the local communist armed conflict in the region,” said Maj. Gen. Roberto Ancan, Joint Task Force ZamPeLan Commander.

“We also commiserate with the bereaved family of the communist terrorist neutralized in the recent gunfight,” he added.

“It is befitting that we attribute this operational feat to the steadfast dedication and swift action of our military forces and the peace-loving community. Our concerted efforts will continue to bear unprecedented results in our anti-insurgency campaign in Mindanao,” said Lt. Gen. Cirilito Sobejana, commander of Western Mindanao Command.

Sixty-four former rebels received Kabuhayan Starter Kits from the combined efforts of the 103rd Infantry (HARIBON) Brigade and the Department of Labor and Employment in a civic program held at the brigade’s headquarters on Tuesday (July 16).

Former Local Terrorist Group members from Lanao del Sur and Misamis Oriental were aided with farming livelihood grants; six cellular phone accessories business starter kits; 35 rice trading; one package of vulcanizing equipment, and 36 sari-sari store business starter kits.



“We are fulfilling our commitment to the FRs for them to fully reintegrate to the mainstream society,” said Ms. Criste Perpekto, DOLE Supervising Labor and Employment Officer.



According to Alinor Montic, one of the FRs, “Masaya kami at sa pag-uwi namin ay mayroon na kaming panimula sa bagong buhay”.



In his message, 103rd Infantry Brigade commander, Brigadier General Romeo Brawner Jr., said, “Pag nagkita-kita tayo sana ay lumago na ang kabuhayan niyo.”

“Mas masarap mabuhay nang normal at maging partner sa kapayapaan at pag-unlad sa komunidad kung saan kayo nakatira,” adds BGen Brawner.

The joint activity of the LGU and the military is part of the government’s peace-building effort to prevent and counter violent extremism.

“I am very much grateful of the overwhelming support of other government agencies in our quest for peace in Western and Central Mindanao,” Lieutenant General Cirilito Sobejana, WestMinCom Commander said.

“We call on the rest of our brothers and sisters who are still contemplating to come out and take advantage of the livelihood programs implemented by the government,” LtGen Sobejana added.

Two supporters of the Local Terrorist Group yielded and turned over two 1911 Caliber .45 handguns to the troops of the 55th Infantry Battalion in Barangay Matitikop, Tubaran, Lanao del Sur at 1pm Monday, July 15, 2019.

“The two surrenderors revealed that they’ve
provided logistical support to the group of Owayda Marohombsar, a.k.a Abu Dar, before he was neutralized in the neighboring barangay,” said Lieutenant Colonel Ian Noel Ignes, commander of the 55th Infantry Battalion.


Abu Dar and three of his followers were decapitated in an encounter with the government forces in Barangay Dinaigan, Tubaran, Lanao del Sur.

Tubaran Mayor Khaledyassin Papandayan and the 55IB facilitated the successful surrender of the two.

“The death of top LTG leaders, including the Maute brothers, and the surrender of their members have significantly contributed to the sustained peaceful environment in the province of Lanao del Sur,” said 103rd Infantry Brigade Commander Brigadier General Romeo Brawner, Jr.

“We continuously collaborate with local chief executives and other stakeholders to encourage other supporters or even the locals with loose firearms to surrender and submit themselves to the folds of the law in order to stop the criminalities and attain a more peaceful community,” BGen Brawner added.

Likewise, Joint Task Force ZamPeLan commander Major General Roberto Ancan expressed his gratitude to the local government and stakeholders for their continued trust and support to the troops in sustaining an environment conducive to peace and development in Lanao del Sur.

“The peace efforts of the Western Mindanao Command will never falter. We will continue to eradicate terrorism and criminalities in the entire Western and Central Mindanao through the whole-of-nation approach institutionalized by the President,” said Lieutenant General Cirilito Sobejana, WestMinCom commander.

97 policemen undergo anti-insurgency training

Ninety seven personnel of the Police Regional Office 7 have availed of the services of the Philippine Army in their counter-insurgency campaign training.

Capt. Cenon Pancito, 3rd Infantry Division Public Affairs Office chief, said yesterday that the 45-day training period is part of the collaborative efforts of the Army and PNP in implementing internal security operations through the expanded cross-trained training.

Pancito said that it is designed to train and equip PNP personnel with right attitude, knowledge, skills, and capability in public safety in order to secure the people against criminality, violence, terrorism and threats of insurgency.


A total of 317 personnel of the Police Regional Office 6 earlier completed the PNP Basic Internal Security Course on May 3. They were trained by the 25 Community Support Program (CSP) instructors from the 3rd Infantry Division.

The training of 97 neophyte police officers of PRO7 that started yesterday at Camp Macario Peralta in Jamindan, Capiz was also attended by Brig. Gen. Debold Sinas, PRO 7 director, and Maj. Gen. Dinoh Dolina, 3ID commanding general.

Dolina, in a statement, said that “As partner agency in securing the people against any form of threat and violence, sharing of knowledge between the Army and PNP is necessary for us to come up with an effective and resilient inter-agency effort in addressing and resolving peace and security concerns in the region.”

Slain NPA leader identified

The suspected New People’s Army squad leader killed in a recent encounter with the 62nd Infantry Battalion at the boundary of Kabankalan City and Ayungon, Negros Oriental, has already been identified.

He was identified by Brig. Gen. Benedict Arevalo, 303rd Infantry Brigade commander, as
Joseph Pacheco, 22, of Brgy. Buenavista, Himamaylan City, Negros Occidental.

Pacheco, alias Emjay, had been tagged by the military as a squad leader of the Sandatahang Yunit Pampropaganda of the Central Negros Front.

The cadaver of Pacheco was positively identified by his mother, Julita Pacheco, of Brgy. Buenavista, Himamaylan City. through a burn scar in his left arm and back. He was buried at the Ayungon public cemetery.


The July 13 encounter also yielded M-16 assault rifle, an improvised explosive device, two improvised black bandoleers, 237 rounds of ammunition for an M-16 rifle, two rifle grenades, 10 rounds for an AK 47 assault rifle, a 40mm live ammunition for a M-203 grenade launcher, four back packs containing personal belongings and subversive documents and three firearm magazines.

No casualty was reported on the government side, according to the military.

The encounter in the boundary of Kabankalan City and Guihulngan was the fourth gunbattle between government forces and the NPA within three weeks in central Negros.*

NEGROS ORIENTAL, Philippines (UPDATED) – Four policemen here were killed after they were ambushed by armed men at Barangay Mabato in Ayungon town on Thursday afternoon, July 18.

Police Brigadier General Debold Sinas, director of Police Regional Office in Central Visayas (PRO-7) based in Cebu City, identified the fatalities as the following:

Based on the initial report by Major Leo Logronio of Regional Mobile Battalion Force Region VII, the 4 policemen were on board two motorcycles when they were waylaid and fired upon by an undetermined number of suspects.

The report said the 4 policemen succumbed to multiple gunshot wounds which caused their instant deaths.

Sinas said the policemen were verifying the reported presence of the New People’s Army in the area when they were attacked by the rebels. He also said they were on their way to meet their contact at Sitio Yamut when the incident occurred.

Their bodies were only recovered 5 hours later, at 7:30 pm, due to the presence of the rebels in the area, who were believed to be in an ambush position, he said.

The 4 issued firearms of the policemen were carted away by the NPA, while the 2 motorcycles were nowhere in sight, he added.


The suspected rebels were last seen in the forested area of Barangay Mabato in Ayungon.

Five days before the ambush, on July 13, army troopers clashed with the suspected rebels at the boundary of Kabankalan City in Negros Occidental and Ayungon town in Negros Oriental. This led to the death of an alleged squad leader of Sandatahang Yunit Pampropaganda platoon, Central Negros Front.

In 2017, Superintendent Arnel Arpon, former chief of Guihulngan City Police Station, was killed along with 4 other colleagues after being ambushed by suspected NPA members in Barangay Magsaysay in Guihulngan City. The policemen responded to a call for assistance from Councilor Edison de la Rita, who was also killed by the rebels at Barangay Poblacion in 2018.

More and more local government units are flexing their muscles against the New People’s Army as shown by resolutions condemning the rebel group.

According to the data from the Department of Interior and Local Government (DILG), there were already 272 LGUs that have passed resolutions declaring the NPA persona non grata.


Secretary of Interior and Local Government Eduardo Año, during a press briefing on Wednesday afternoon in The Royal Mandaya Hotel, said that since the implementation of Executive Order 70, the government has taken massive steps in ending the decades-old conflict.

“We already adopted a whole of nation approach along with all national government agencies led by the President,” he said, adding that the LGUs, AFP and the PNP are also supporting the initiative.

As outlined by the strategy, the provincial governor will be the commander of provincial task force to end local communist armed conflict; the mayors will be the commander of their respective municipalities.

“If they don’t perform their mandate, there’s a corresponding sanction and we will replace them with the acting mayor who will then assumed responsibilities for the national task force,” he added.

The fact that 272 LGUs have declared the NPA persona non grata is a manifestation that the strategy is working. “So the President was right in saying that in two years we will finish this (insurgency),” he added.

Earlier, two barangays in Paquibato District have declared the communist NPA persona non grata.

Lawyer Elisa Lapina, focal person of Peace 911, said that several other barangays in
Paquibato, the former stronghold of the Maoist rebels, have also rejected support for the NPA.


The official said she talked to the leaders and the people of Colosas and Tapak villages to make sure that the decision was their own and they were not forced or intimidated by the soldiers.

Also, Col. Nolasco Mempin, the commander of the 1003rd Infantry Brigade, welcomed the barangays’ withdrawal of support for the NPA.

“It shows that our communities, through their local leaders, expressed abhorrence to violence, intimidation, and the sufferings caused by the insurgents,” he said.

The declaration came barely five months after Colosas and Tapak were declared insurgency-free, alongside 12 other barangays in Paquibato District.

Based on the record of the Eastern Mindanao Command as of yesterday, there were already 51 tribes and municipalities that declared the NPA persona non grata. Among these are:

President Roxas in Cotabato, Barangay Colosas and Tapak in Paquibato district, Brgy Cagawasan, Kibawe in Bukidnon, Higaonon, Manobo and Banwaon Tribes of Agusan del Norte, Brgy Simbala, Buenavista, Agusan del Norte, Brgy. Anticala, Butuan city, Agusan del sur, Banwaon tribe/ Brgy Balit, San Luis, Agusan del Sur, Hinatuan, Surigao del Sur, Brgy Canaway, Kitcharao, Agusan del Norte, CADT 090 Manobo Tribal chieftains and Council of Elders (Agusan), Bislig, Surigao del Sur, North Cotabato; Rosario, Bunawan, Barobo, San Francisco in Agusan del Sur, Tagbina in Surigao del Sur and Brgy Ilang – ilang in Loreto; Brgy San Pedro in San Luis, Agusan Sur.

Datu Joel Unad, chair of the Mindanao Indigenous Peoples Council, tells reporters that the tribal leaders want Salugpongan learning schools out of their communities, during an interview in SMX convention on Wednesday.

The group Pasaka denied accusations that the Salugpongan Ta ‘Tanu Igkanogon Community Learning Center (Salugpongan) administrators did not acquire the free, prior and informed consent (FPIC) before putting up the schools.

In an interview with Jong Monzon, the secretary general of Pasaka Confederation of Lumad Organizations in Mindanao, said the accusation is both baseless and malicious.


“We have complied the free, informed, and prior consent before we enter the communities,” he said. “This just means that the Armed Forces of the Philippines, especially (National Security Adviser Hermogenes) Esperon, is just looking for loopholes to pin on us.”

But Monzon’s claim is refuted by another Lumad leader, Datu Joel Unad, chair of the Mindanao Indigenous Peoples Council of Elders and Leaders (MIPCEL).

“The basic for us is the proper coordination with the IP Leaders. This means they have to get the free, prior and informed consent. They can’t put up any development or institution without the FPIC,” said Unad at the sidelines of the Pre-Sona event at the SMX Convention Center Wednesday.

“This FPIC is facilitated by the National Commission on Indigenous Peoples,” he added.

Meanwhile, Esperon, also in the Pre-Sona event, maintained his stance that Salugpongan schools are the breeding ground of rebel groups.

“One of the characteristics of Salugpongan is that they don’t have the Learner’s Reference Number. If you don’t have the LRN, how are you supposed to be promoted to the higher grade? This just means that they are now the property of the NPA,” Esperon said.

Monzon, meanwhile, said the show cause order is just a ploy to close down the schools.

“The administrators in Salugpongan have always complied with the requirements. So, we were really shocked when Esperon issued the complaint mandating the Department of Education for the closure of the Salugpongan schools,” he said.

Monzon said the show cause order of the Department of Education with a deadline of just five days is a malicious intent to intimidate the Lumads (it was extended to 10 days –ed).

“We are complying with the show cause but we would like to tell them that it is really unfair that after 12 years of operation, we are just given five days to comply. Where is justice in that case? We would like to tell the people that the government is giving injustice to Lumad instead of helping us,” Monzon said.

The government will set aside P500 million for the construction of new schools in far-flung areas to bring educational services closer to Lumad children, according to Allan Capuyan, executive director of the National Task Force to End Local Communist Armed Conflict.

Capuyan said this in an open forum during the “Tatak ng Pagbabago 2019: The Pre-SONA Forum” held at the SMX Convention Center Davao on Wednesday in response to the question of Datu George Mandahay on government efforts to close schools that are allegedly teaching their students communism.

The announcement came days after the Department of Education-Region 11 suspended 55 schools of Salugpongan Ta’ Tanu Igkanogon Community Learning Center for Lumad children in the Davao Region for alleged links to the Communist Party of the Philippines-New People’s Army.

Mandahay, an Obu-Manuvu from Davao City, is a member of the Mindanao Indigenous Peoples Council of Elders and Leaders, an organization allied with the government.

The tribal leader claimed that the “legitimate indigenous councils” no longer wanted the Salugpongan, Alternative Learning Center for Agricultural and livelihood Development, Inc. (ALCADEV), Tribal Filipino Program of Surigao del Sur (TRIFPSS Inc.) and Mindanao Interfaith Services Foundation Inc. (MISFI) to operate in their communities.

He alleged that these schools are teaching the lumad children how to assemble firearms and fight the government.


“If you were to ask us, we no longer want them. We need to close the Salugpongan. That’s our question, what can the government do about it?” he said.

Capuyan said that many schools managed by ALCADEV, TRIFPSS, and MISFI had been shut down in Agusan and Surigao provinces on the same grounds and, in some instances, the community leaders themselves with the local government took the initiative to padlock these institutions.

“Ibang grupo katulad ng ALCADEV, TRIFPSS, and MISFI, lalo na sa Agusan at Surigao ito ay marami ng nasara. Maingat lang po ang ating pamahalaan (Other groups like ALCADEV, TRIFPSS, and MISFI, particularly in Agusan and Surigao provinces, many had been closed. The government is just careful),” he said.

DepEd-Region 11 issued last Friday an order suspending the “permit to operate” of 55 Salugpongan schools across the Davao region catering to Lumad or indigenous peoples.

Dr. Evelyn Fetalvero, Officer-in-charge Regional Director of DepEd Region 11 issued the order based on an instruction of Education Secretary Leonor Briones to suspend schools that are operating only with a permit for their recognition status.

The suspension order was also based on allegations by National Security Adviser Secretary Hermogenes Esperon Jr. that the schools were teaching students to rebel against the government and using children for rallies.

Meggie Nolasco, the school’s executive director, called the suspension order irregular and illegal.

“We are surprised to receive this order as we have been persistent in complying with all the necessary requirements stated in the guidelines for schools for indigenous people and are in constant communication with the DepEd Region 11 Office regarding the release of our permit to operate,” the Salugpongan said in its Facebook page over the weekend.

“We are saddened that the government’s mandate to recognize and uphold the right of the Lumad to education and self-determination is superseded by a militaristic approach that further marginalizes the Lumad.

“Education is an issue that directly concerns the public. We appeal to the public to support the Lumad children and their right to education and to oppose the injustice depriving them of this right,” it added.

DepEd-11 gave Salugpongan until July 22 to answer to the allegations hurled against them.

Capuyan said Education Secretary Leonor Briones and Esperson agreed to work for the construction of new school buildings to replace those that had been closed to accommodate the displaced students.

The European Union has halted its financial aid to the Rural Missionaries of the Philippines (RMP) after the government asked EU to stop supporting the group that it accused of being allied with the Communist Party of the Philippines (CPP), according to Allan Capuyan, executive director of the National Task Force to End Local Communist Armed Conflict.

Capuyan announced this during the “Tatak ng Pagbabago 2019: The Pre-SONA Forum” at the SMX Convention Center Davao on Wednesday or four months after the EU commissioned an external audit to verify government allegations the RMP was supporting the communist movement.

“Nagkaroon ng kasagutan. Ang Europe Union sumulat at hininto na nila ang pagbigay ng suporta sa Rural Missionaries of the Philippines (There was an answer. The European Union wrote to us that it had stopped giving support to the Rural Missionaries of the Philippines),” he said.

The 28-member EU, in a press statement dated March 30, 2019, said it told Philippine key Cabinet officials during a “Press Freedom and Truth Caravan” in Belgium in February that CPP and its armed wing, the New People’s Army, had been listed as terrorist groups since 2005 and, as such, “no assets can be held in EU by these organizations.”

It would also take full legal action if the allegations would be established, the EU said.

In a statement last July 4, Sr. Elenita Belardo, RMP National Coordinator, denied the “red-tagging” accusation of National Security Adviser Hermogenes Esperon Jr. who alleged that the people behind the organization are communists and are facilitating the Lumad schools where the students are being taught communism.

“They’ve been spreading these lies. They’ve been red-tagging, harassing and threatening us. These are the reasons why we filed the petition for writ of amparo and habeas data in the first place,” she said.

Belardo said the perjury case filed by Esperon against RMP and its co-petitioners was intended to silence the vocal critics of the “anti-people policies and programs of this government”.

“This perjury case against us and our co-petitioners aims to turn people’s attention away from the real issue. This is about the violations of state forces against our members and we want protection from whatever harm they may inflict on us,” she said.

She maintained that the RMP, an organization registered with the Securities and Exchange Commission, had been submitting General Information Sheet and Audited Financial Statements to the SEC contrary to Esperon’s claim.

The RMP, founded on August 15, 1969, is “a national organization, inter-congregational and inter-diocesan in character, of women and men religious, priests and lay,” living and working with peasants such as farmers, fisherfolks, indigenous peoples, and agricultural workers.
