Walang duda, si Duterte ang pambansang maton ng Pilipinas. Balot ng bakal, asta niya’y wala siyang kinatatakutan.

Hawak niya ang armadong mga tauhan na walang utos na di sinunod. Ilampung libo na ang pinatay, milyun-milyon ang sinisindak. Hawak niya ang kabang-yaman ng bayan. Nasa bulsa niya ang kongreso at hawak sa leeg ang mga korte. Ang sinumang humarang ay sinasagasaan at bara-barang idinadawit sa droga. Ang sinumang manindigan ay kaibigan ng mga komunista.

Ang buong bansa ay nakapailalim sa kanyang tiraniya. Buong bayan ang nagdurusa. Walang trabahong makuha, walang lupang masaka. Walang umento at walang awat ang pagtaas ng presyo. Pamilyang Duterte ang yumayaman, sampu ng mga sindikato at oligarkong pinapaburan at mga kasosyong kapitalistang dayuhan. Kaliwa’t kanan ang pangungutang para sa mga proyektong pinagkakakitaan. Hindi naman ang mamamayan ang makikinabang subalit ang pagbayad ay sa kanila pinapapapasan.

Subalit sa likod ng kanyang asta, nangangatog ang tuhod ni Duterte. Habang lango sa kapangyarihan, desperado ang kapit niya sa poder. Takot na takot siyang tumumba sa kanyang trono. Labis ang pangamba niyang papanagutin siya sa di mabilang na mga krimen at kasalanan sa bayan. Bangungot niya ang makulong at mamatay sa kulungan.

Pinakakinatatakutan ni Duterte ang magkaisa at magbangon ang milyun-milyong inaapi at pinagsasamantalahan, ang mga naghihirap at nagugutom, ang mga pumapasan ng bigat ng krisis, ang mga naghihikahos, ang mga naghihinagpis na ina, ang mga anak na di makapag-eskwela, sa madaling salita, ang masang magsasaka at manggagawang Pilipino. Kinatatakutan niyang siya’y ibagsak katulad nang ibinagsak ng sambayanan si Marcos at Estrada.

Sa takot ni Duterte na ito’y magkatotoo, walang patid ang panggigipit, paniniil, paninindak at pandarahas niya laban sa patriyotiko at demokratikong mga pwersa. Target niya ang mga aktibista, mga unyonista at organisador sa hanay ng iba’t ibang sektor, maging ang mga tagapagtaguyod sa karapatang-tao, taong-midya at mga abugado.

Gamit ang pinaglumaan nang doktrinang antikomunista at antiterorista, pinararatangan sila ni Duterte na sangkot sa armadong kilusan, minamanman ang bawat kilos, sinasampahan ng gawa-gawang kaso, ibinibilanggo at pinapaslang. Layunin ni Duterte na patahimkin ang pambansa-demokratikong kilusang masa na nasa unahan at gulugod ng paglaban ng buong sambayanang Pilipino.

Ang paggamit ni Duterte ng buong lakas ng estado para supilin ang bayan, sa saligan, ay tanda ng mahina at marupok na naghaharing sistema at malalim nitong krisis sa pulitika at ekonomya. Ipinakikita nito na hindi kaya ni Duterte na idaan sa pagkumbinse ang bayan sa pamamagitan ng pagharap sa kanilang mga hinaing at pagtugon sa kanilang pangangailangan.

Sa mata ng bayan, naubusan na ng karapatang moral si Duterte na mamuno, matapos ang tatlong taon ng maramihang pagpatay, lalong paglaganap ng droga, bigong mga pangakong tapusin ang kontraktwalisasyon, pagpigil sa pagtaas ng sahod, huwad na reporma sa lupa, gutom at paghihirap sa kanayunan, panunupil at mga abusong militar, kataksilan sa bayan, pagbenta sa karapatan at patrimonya ng bansa, pagyuko sa dayuhang kapangyarihan, habang siya’y nagpapakasasa at nagpapayaman sa krimen at paglustay sa bilyun-bilyong pondo ng bayan.

Ang kawalan ni Duterte ng karapatan at katayuang moral na mamuno ay binabawi lamang niya sa kapangyarihan hango sa purong pasistang dahas ng estado. Hangga’t hindi nakahaharap si Duterte ng mas malaking pwersa, patuloy niyang iwawasiwas ang kanyang kapangyarihan sa paniniwalang habampanahon siyang makapaghahari gamit ang takot at terorismo.

Sariling kasaysayan ng sambayanang Pilipino ang nagtuturo na pantasya lamang ang ambisyon ng mga diktador na habambuhay na maghari. Hangal si Duterte kung inaakala niyang walang kapangyarihang hihigit sa kanya. Tulad ng ipinakita ng sambayanang Pilipino noong 1986 at 2001, walang laban ang mga tirano’t diktador sa nagkakaisang bayan!

Napapanahon nang wakasan ang paghahari ni Duterte. Labis na pagdurusa pa ang daranasin ng bayan kung magtatagal pa siya nang tatlong taon sa poder. Dapat nang muling ipamalas ng sambayanan ang kanilang kapangyarihan. Ito ay kapangyarihan na nagmumula sa pagkakaisa sa diwang patriyotiko at demokratiko. Mula sa mga pabrika at paaralan, at mga komunidad sa kalunsuran at kanayunan, dapat sama-samang dagsain ng milyun-milyon ang lansangan sa mga syudad at sentrong bayan. Basagin ang takot at sabay-sabay na sumisigaw ng katarungan at kalayaan laban sa tiraniya at terorismo.

Dapat ubos-kayang magpunyagi ang Bagong Hukbong Bayan na kunin ang inisyatiba upang maglunsad ng mga taktikal na opensiba laban sa mga pwersang militar, pulis at mga armadong tauhan ni Duterte na naghahasik ng teroristang karahasan laban sa mamamayan.

Padagundungin sa buong kapuluan ang mga yabag ng masang anakpawis at lahat ng nagmamahal sa kalayaan at demokrasya. Yanigin ang rehimeng US-Duterte. Yanigin ang buong Pilipinas.

IBINASURA NG Department of Justice ang kasong kidnapping laban kay Atty. Katherine Panguban, pinuno ng Women and Children’s Committee ng National Union of People’s Lawyers, noong Hunyo 28. Ang pagbasura ay ibinatay ng korte sa testimonya ng ina at anak nitong menor de edad na nagsasabing kusang loob silang sumama at boluntaryong nagpailalim sa kustodiya ni Panguban. 

Nag-iisang saksi ang menor de edad na lalaki sa nangyaring Sagay 9 masaker noong Oktubre 20, 2018 sa Hacienda Nene, Sagay City, Negros Occidental. Idinetine ng pulisya ang batang saksi at isinailalim sa kustodiya ng Social Welfare and Development ng syudad nang walang pahintulot mula sa kanyang ina.

CPP/Ang bayan: Ika-6 na asembliya ng ILPS, ginanap

Ginanap ang ika-6 na asembilya ng International League of Peoples’ Struggle sa Hongkong noong Hunyo 23-26.

Ang ILPS ang pinakamalawak, pinakamahalaga at pinakamilitanteng pormasyon ng mga anti-imperyalistang organisasyon. Dala ng asembliya ang temang “Ipagtagumpay ang maningning na sosyalistang hinaharap para sa sangkatauhan! Pagkaisahin ang mamamayan para labanan at wakasan ang imperyalistang digma, rasismo at pasismo.” 

Dumalo ang 400 delegado mula sa 44 na bansa at teritoryo sa ginanap na asembliya. Nalampasan nito ang rekord ng mga nagdaang pagtitipon. Ginanap ang asembliya sa gitna ng tumitinding kahirapan, kawalan ng trabaho, muling pagsikad ng pasistang mga rehimen at lider sa daigdig at tumitinding ligalig ng mamamayan.

Isinalaysay ng mga upisyal ang malaking pagsulong ng liga sa ekspansyon partikular sa Africa at Asia. Ilang organisasyon ang naa- bot sa mga rehiyong ito at nakapagtayo ng mga lokal na tsapter. Pinangunahan din ng liga ang pagbuo sa pandaigdigang network na People Over Profit at kilusang kampanya na Resist US War. 

Sa nagdaang mga taon, ikinumpas ng ILPS sa kasapian at lokal na mga tsapter nito ang mga kampanya tulad ng paglaban sa Trans-Pacific Partnership (TPP), pagkundena sa mga pagpupulong ng ASEAN at APEC at maging ng NATO. Nakiisa ito sa panawagan ng mamamayan sa pagbabawal kay Donald Trump sa kani-kanilang mga bansa. 

Noong 2015, inilunsad ang pandaigdigang araw para sa lupa, pagkain at hustisya bilang pakikiisa sa mga magsasaka sa Pilipinas. Lumahok ang mga organisasyon at pormasyong kasapi ng ILPS sa iba’t ibang panig ng mundo. Nakiisa ang ILPS sa laban sa IMF-World Bank. 

Lubos ang naging pagsuporta ng ILPS sa mamamayan ng Venezuela at Palestine sa harap ng patuloy na pang-aatake ng US at mga Zionist sa Israel na sinusulsulan ng US. Sinuportahan din ng liga ang mamamayan ng France sa kanilang “Yellow Vest Movement” laban sa mga pahirap na buwis ng gubyerno ni Macron.

CPP/Ang Bayan: Esperon, maton ng pasistang mga pangulo

Mariing tinuligsa ng Karapatan ang pagsasampa ni National Security Adviser Hermogenes Esperon Jr. ng kasong perjury (pagsisinungaling sa korte) laban sa Karapatan, Gabriela at Rural Missionaries of the Philippines matapos ibasura ng Court of Appeals noong Hunyo 28 ang kanilang petisyon para sa writ of amparo at habeas data. Ayon sa Karapatan, ang pagkaso ni Esperon ay patunay na pursigido ang rehimeng Duterte na patahimikin ang mga kritiko nito.

Hindi na bago ang mga atake ni Esperon sa mga progresibong organisasyon. Mula noong rehimeng Arroyo hanggang sa kasalukuyan, gumagampan siya bilang panatikong maton ng mga pasistang nakaupo sa kapangyarihan.

Kampon ni Gloria 

Kilalang masugid na kampon ni dating presidente Gloria Macapagal-Arroyo si Esperon. Pinamunuan niya ang Presidential Security Group noong 2002-2003 bago naitalaga sa Special Operations Command. Noong eleksyong 2004, malaki ang kanyang naging papel sa pandaraya ni Arroyo upang manalo, partikular sa Mindanao. Ginamit ni Esperon ang mataas na katungkulan sa AFP upang manuhol sa mga kumander ng militar, o kaya’y alisin sa pwesto yaon namang mga kontrolado ng kalabang kandidato. 

Bilang gantimpala, pinaburan siya ni Arroyo upang maging punong kumander ng Philippine Army. Kasunod nito’y ginawaran siya ng pinalawig na pusisyon bilang Armed Forces of the Philippines (AFP) Chief of Staff kung saan nasangkot siya sa mga kaso ng korapsyon, kabilang ang pagpatong ng P800 milyon sa gastos para sa pagkumpuni ng tatlong bangkang pampatrulya ng Philippine Navy. 

Humawak si Esperon ng mga susing pusisyon sa AFP sa panahon ng brutal na kampanyang Oplan Bantay Laya 1 at 2. Sa ilalim ng pamumuno ni Arroyo mula 2001-2010, mahigit 1,300 ang naitalang kaso ng ekstrahudisyal na pagpatay at sapilitang pagkawala. Malaking bahagi nito ay pananagutan ni Esperon—bilang Deputy Chief of Staff for Operations (2003), hepe ng Philippine Army (2004) at AFP Chief of Staff (2006-2008). Sa mga panahong ito namayagpag ang mga pusakal na pasistang sina Jovito Palparan at Eduardo Año. 

Maliban dito, 32 kaso ng tortyur ang isinampa laban kay Esperon noong 2001 bilang kumander ng 103rd Infantry Brigade sa Basilan.

Ahente ng US 

Mula nang maupo si Esperon bilang AFP Chief of Staff hanggang maging Presidential Adviser on the Peace Process sa ilalim ng rehimeng Arroyo, madalas siyang nakikipagpulong nang pribado kay dating US ambassador Kristie Kenney. Sa mga pulong na ito iniuulat ni Esperon ang kalagayang pampulitika sa bansa—mula sa mga tangkang kudeta, ekstrahudisyal na pagpatay sa mga aktibista, gera laban sa rebolusyonaryong kilusan at Bangsamoro, at iba pa. 

Sa mga pulong din na ito naitutulak ng US ang direksyong tatahakin ng AFP, partikular sa “kontrainsurhensya.” Bago pa man inilabas ng US State Department ang Counterinsurgency (COIN) Guide noong 2009, makailang ulit nang idiniin ni Kenney at mga upisyal ng US Embassy ang pagsustine sa “gera kontra-terorismo,” “pagtaguyod sa demokrasya,” pagtugon sa “palagay ng publiko kaugnay ng korapsyon sa gubyerno”, at iba pang sangkap ng “kontrainsurhensya.” 

Dadalhin ni Esperon ang mga kabuktutan at panlilinlang ng US COIN Guide sa kanyang paghawak ng pusisyon bilang pangkalahatang direktor ng National Security Council ng gubyernong Duterte. 
Batay sa COIN Guide, itinulak niya ang pagbubuo ng National Task Force (NTF) “para tapusin ang lokal na komunistang armadong sigalot” at tumayong kanang-kamay ni Duterte sa pagpapatupad nito. Bahagi ng NTF ang “whole-of-nation approach” o pagpapailalim ng mga sibilyang ahensya ng gubyerno sa kumand ng AFP, pagpapatindi ng saywar at kaakibat nitong pagtindi rin ng armadong pagsupil sa paglaban ng mamamayan.

Korap at oportunista

Nang bumalik sa gubyerno, nasangkot si Esperon sa burukrata-kapitalistang korapsyon. Nalantad ang papel niya sa pagkopo ng negosyanteng si Dennis Uy sa kontrata sa pagtatayo ng ikatlong kumpanya sa telekomunikasyon sa bansa. Bahagi si Esperon ng komiteng namamahala sa pagpili ng kumpanya ni Uy. Hindi kagulat-gulat sapagkat matagal na siyang “konsultant” ng Phoenix Petroleum, isang kumpanya ni Uy. Sinampahan siya noong 2010 ng kasong ismagling ng langis na ipinabasura ni Duterte. Nabunyag na tumatanggap siya ng mga pabuya kay Uy kabilang ang paggamit ng pribadong eroplano. 

Sa kasagsagan naman ng operasyon ni Janet Lim Napoles, ang binansagang “pork barrel queen,” kasosyo niya si Esperon sa isang kumpanya na pinaniniwalaang pinaglalagakan ng nakulimbat na pera mula sa pork barrel.

CPP/Ang Bayan: 1 pinatay, 13 iligal na inaresto sa Negros

Patuloy pa rin ang paghahasik ng lagim ng pinagsamang pwersa ng Philippine National Police (PNP), Armed Forces of the Philippines (AFP) at mga paramilitar sa isla ng Negros sa bisa ng Memorandum Order No. 32 at Joint AFP-PNP Campaign Plan Kapanatagan ni Rodrigo Duterte. Sa loob lamang ng tatlong araw nakapagtala ang mga grupo sa karapatang-tao ng 13 kaso ng iligal na pag-aresto at isang pagpaslang.

Noong Hunyo 27, binaril at napatay ng hindi pa nakikilalang salarin si Lito Itao, awditor ng Guihulngan City Habal-habal United Operators and Drivers Association at punong barangay tanod ng Barangay Buenavista. Si Itao ang ika-67 biktima ng ekstrahudisyal na pamamaslang sa Negros sa ilalim ni Duterte. 

Mula Hunyo 26 hanggang Hunyo 27 magkakasunod na pag-aresto ang isinagawa ng magkasanib na tropa ng 62nd IB at PNP sa mga komunidad ng Negros Occidental sa tabing ng Synchronized Enhanced Management of Police Operations (SEMPO).

Nagsimula ang pag-atake noong hatinggabi ng Hunyo 26 hanggang alas-3 ng madaling-araw noong Hunyo 27. Inaresto sa mga operasyong ito ang mag-asawang sina Francisco at Kapid Alabangan sa Barangay Mansalanao, La Castellana; si Jorex Escapalao sa Hacienda Raymunda, Barangay Kapitan Ramon, Silay City; pastor ng UCCP na si Jimmy Teves at mga magsasakang sina Jodito Montecino, Eliseo Andres, JP Romana, Rodrigo Medes at Roger Sabanal sa Barangay Buenavista, Himamaylan.
 
Noong Hunyo 28, dinakip din ang mga magsasakang sina Rea Casido, Teodor Casido, Danny Casido at Venancio Cadeliña sa Barangay Lamogong, Manjuyod. Sila ay inaakusahang mga myembro at tagasuporta ng Bagong Hukbong Bayan. 

Dinukot naman ng limang armadong kalalakihan si Arnaldo Namu sa kanyang bahay sa Barangay Mansalanao, La Castellana, alas-dose ng hatinggabi noong Hunyo 27. 

Mula Hunyo 17 inokupa ng mga sundalo ng 62nd IB ang mga barangay ng Mansalanao, Camandag, Manghanoy at Sag-ang sa bayan ng La Castellana. Okupado rin ng militar ang Barangay Macagahay sa bayan ng Moises Padilla at Barangay Planas sa Guihulngan City. 

Samantala, mahigit 2,000 residente ang nagbakwit mula sa mga barangay ng Bantolinao, Salvacion, Candabong, Butong at Lamogong sa Manjuyod noong Hunyo 23 dahil sa operasyong militar sa kanilang mga komunidad. Ayon sa mga residente, nakarinig sila ng putukan noong gabi ng Hunyo 22, kung saan isang sibilyan ang naiulat na nasawi. 

Sa Camarines Sur, pinatay sa pamamaril si Albert Caballero Villarete noong Hulyo 2 habang sakay ng kanyang motorsiklo patungong Barangay Sta. Cruz, Caramoan. Nakilala ang suspek na si Randy Santileses na myembro ng CAFGU at hawak ng 83rd IB. 

Kilala si Villarete sa kanyang progresibong tindig at paglahok sa anti-pasistang mga pagkilos sa lugar. 

Samantala, noong Hunyo 29, walang-awang pinaslang ng magkasamang pwersa ng 4th IB at PNP si Prente “Lolo Printis” Gutierez, 80-taong gulang na magsasaka sa Sityo Cambiswer 1, Barangay Poblacion, Calintaan, Occidental Mindoro. Si Gutierez ay bantog na lider ng lokal na simbahan sa Calintaan. Pinalalabas ng AFP at PNP na kasapi siya ng BHB sa kabila ng kanyang edad. 

Pinamunuan ni Lt. Col. Alexander Arbolado ng 4th IB at PCpt. Ariel Roldan ang operasyon.
Bago ito, dinumog ng pwersa ng 203rd Brigade, 4th IB, 76th IB at PNP Oriental Mindoro ang mga komunidad ng Mangyan sa Panaytayan, Mansalay, Oriental Mindoro. Hanggang sa kasalukuyan ay hinaharang ng militar ang mga ayuda para sa mga residente. Noong Hulyo 3, nag-ulat ang mga residente ng Barangay San Cristobal, Victoria, Oriental Mindoro na dalawang beses na nagpalipad ang 203rd Brigade ng drone sa kanilang komunidad at limang beses silang binomba at inistraping. 

Sa Quezon, iligal ding inaresto ng 85th IB si Crispin Gonzales, magsasaka, at si Albert Julita, manggagawa sa konstruksyon, sa Barangay San Francisco B, Lopez noong Hunyo 23. Noong Hulyo 3, binugbog at dinukot ng parehong yunit ng militar si Rico Quidor at isa pang magsasaka naman mula sa Vista Hermosa, Macalelon. 

Samantala, ligalig ang dulot ng patuloy na militarisasyon ng mga komunidad sa mga bayan ng Catanauan, General Luna, Lopez at Macalelon. Ayon sa mga residente, sapilitang pinapasok at hinahalughog ng militar ang kanilang mga kabahayan. 

Sa Bukidnon, inaresto ng PNP si Jun Guianaonao, tagapangulo ng KASAMA-Bukidnon at Ronnie Estonzo noong Hunyo 19 sa Valencia City. 

Iniulat naman noong Hunyo ng Alyansa ng Magbubukid sa Gitnang Luzon (AMGL)-Nueva Ecija ang panghahalihaw ng mga pwersa ng 69th IB, 91st IB at 84th IB sa barangay Putlan, Caranggalan; 32 barangay sa Guimba; at Barangay San Antonio, Cuyapo. 

Sa Cagayan de Oro at Cebu, tuluy-tuloy pa rin ang Red-tagging laban sa mga aktibista, abugado at tagapagtanggol ng karapatang tao. Kabilang sa mga pinakabagong kaso ang muling pagbabanta kay Beverly Musni at Dr. Phoebe Zoe Sanchez nitong Hunyo.

LAMPAS PITONG DEKADA na ang nakalilipas matapos bigyan ng huwad na kalayaan ng US ang Pilipinas. Hanggang ngayon, malinaw na dominado pa rin ng US ang ekonomya, pulitika, militar at kultura ng bansa. Dapat na itong wakasan para ganap nang lumaya ang mamamayan sa pagkaalipin ng bansa sa US.

Sa loob ng 73 taon, malayang nakapagpapatuloy ng paghahari ang US sa pamamagitan ng masugid na papet nito sa gubyerno mula kay Manuel Roxas hanggang kay Rodrigo Duterte. Walang patid na ipinatupad ng mga ito ang mga patakarang tumitiyak sa interes ng imperyalismong US sa bansa. Itinayo at nagsisilbing pangunahing haligi ang Armed Forces of the Philippines (AFP). Sa ilalim ng paghahari nito, bigong umusad ang kakayahan ng lokal na ekonomya sa produksyon at nananatiling nangangayupapa sa malalaking korporasyon ng US, mga bangko at institusyong pampinansya ang bansa. 

Higit pang tumindi ang sosyo-ekonomikong kalagayan ng mamamayan matapos ipatupad ng US ang globalisasyon noong 1990s na nagbuyangyang sa rekurso ng bansa at lumansag sa mga patakarang nagpuprotekta sa pambansang industriya, nagsapribado sa mga pag-aari ng estado, nagbigay laya sa mga dayuhan at malalaking negosyo na magmay-ari ng mga susing utilidad, nag-alis sa mga regularisasyon sa paggawa at pamantayan sa pangangalaga ng kalikasan at iba pang mga mapagsamantalang patakaran. 

Sa panig ng AFP, hawak ng US ang indoktrinasyon, pagsasanay, armas at pondo ng mga upisyal at sundalo. Daan-daang tropa ng US at mga tagapayo nito ang nakakampo sa loob ng bansa, nangunguna sa mga kontra-rebolusyonaryong operasyon at madalas na nagpapadala ng kanilang tropa at kagamitan sa gera.

Protesta sa embahada 

Nagprotesta ang mga pambansa-demokratikong organisasyon sa harap ng embahada ng US noong Hulyo 4 para pabulaanan ang kunwa’y pagkakaibigan ng US at Pilipinas. Binatikos nila ang palagian at tumitinding interbensyon ng US sa bansa. Kabilang sa kinundena nila ang tuluy-tuloy na paggamit ng AFP ng mga bombang mula sa US sa pangwawasak ng mga komunidad at lupang ninuno ng mga Pilipino. 

Naglunsad din ng katulad na pagkilos ang Bayan-Panay sa Plazoleta Gay, Iloilo City.

TUMIBAY ANG MGA batayan para patalsikin si Rodrigo Duterte bilang presidente sa pamamagitan ng impeachment dulot ng pagpapahintulot niya sa China na mangisda sa teritoryong dagat ng bansa.

Ginagamit niyang dahilan ang “usapan” para bigyang-matwid ang pagtangging pagbawalan ang China na dambungin ang rekursong dagat ng Pilipinas at itaguyod ang kautusan ng konstitusyong 1987 na proteksyunan ang mga rekurso ng Pilipinas na nasa loob ng eksklusibong sonang pang-ekonomya nito. 

Ngayon pa lamang, mabilis nang nasasaid ng mga barkong pangisda ng China ang mga rekurso sa Recto Bank dahil sa kanilang modernong mga kagamitan, kumpara sa mababang uri na mga bangkang pangisda ng mga Pilipino.

Sinusubsidyuhan ng China, at maging ng Vietnam, ang kanilang mga mangingisda para pumalaot sa South China Sea.

Isa naman ang napatay at isa ang nasugatan sa mga sundalo ng 50th IB sa Barangay Balantoy Balbalan, Kalinga. Pinaputukan sila ng mga Pulang mandirigma ng BHB-Kalinga (Lejo Cawilan Command) noong Mayo 30.

Si William Tailon, mas kilala bilang ‘Ka Wang’ ng kanyang mga kababayan, 59 taong gulang ng Brgy. Larap, Jose Panganiban ay walang awang pinaslang at itinapon sa gilid ng Capalonga St., Camarines Norte Hunyo 22 taong kasalukuyan.

Ayon sa asawa ni Tailon, tumawag sa kanyang asawa noong Hunyo 21 ng gabi ang kakilala nilang pulis at inalok ang biktimang mangulipaw sa minahan sa Tide. Kinabukasan, nakarating na lamang sa kanya ang balitang patay na ang kanyang asawa at nasa isang punerarya sa Labo. Ayon kay Gng. Tailon, bakas ang matinding hirapsa bangkay ng kanyang asawa. Ayon pa sa kanya, apat na araw bago ang pamamaslang, may mga hindi kilalang taong umaaligid na nakamotorsiklo ng nakabonet na nakilala ng kanyang asawa na isang pulis mula sa Jose Panganiban.

Ang pagpatay kay Tailon ay malinaw na larawan ng lagim at brutalidad sa ilalim ng rehimeng US-Duterte. Si Tailon ay ilan lamang sa mga walang awang pinatay sa Camarines Norte sa ilalim ng kasalukuyang rehimen. Nauna nito, pinatay din ng mga ahente ng estado sina Ernesto Natada na taga-Bagong Sirang 1 Labo, Tope Balani, Paracale at Allan Casulla ng Macogon, Labo.

Nananawagan ang Armando Catapia Command sa mamamayan ng Camarines Norte na ubos-kayang lakasan at itakwil ang walang habas na pamamaslang, sistematiko at malaganap na karahasan ng rehimen.

Rodrigo Duterte repeatedly makes the faulty argument that the only option for the Philippines to defend its maritime territory and exclusive economic zone is to go to a “losing war” with China, or have the US military wage the war for the country.

As pointed out by so many experts in international relations, academics and commentators, there is a wide range of political, diplomatic and military measures that the country can take to assert its rights recognized under the UN Convention on the Law of the Seas (UNCLOS).

Duterte makes the “no option but war” to justify his kowtowing to China and his refusal to take action against Chinese incursions in Philippine seas which violate the country’s sovereign rights.

On the other hand, Duterte is making himself look foolish by his public dare for the US to fire the first shot against China and that he will back it.

Albeit Duterte’s dare is a potshot against those who question his subservience to China, he is, on the other hand, painting himself a charlatan by making people believe that the only other option is to turn the country into a US protectorate, much like the way Aguinaldo wrongly believed in US “benevolence” more than 120 years ago.

Indeed, Duterte is demonstrating clearly his double-sided subservience.

The Filipino people must be reminded that both the US and China are imperialist superpowers whose geopolitical policies are not in line with anything but their own interests. The Filipino people must unite and act to defend the country’s national sovereignty, first and foremost, by ousting the national traitor Duterte.

The members of the Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC) of Davao Oriental has convened on July 4, 2019 at the Capitol Grand Conference Room to finalize the piloting of Executive Order 70 or the “Whole-of-Nation in attaining inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing the adoption of a National Peace Framework" in Barangay Marayag, Municipality of Lupon set next week.

The PTF ELCAC is set to visit 22 Puroks in the said barangay within four days to conduct assessment through multi-sectoral participatory and inclusive barangay development workshop. The task force will be composed of representatives from the 15 different sectors who will diagnose the root causes of the problems in the community.

Despite its large population, with roughly 19,000 voters and a total of 46 Puroks, Barangay Marayag is identified by the Philippine Army as a Conflict Affected Area (CAA) due to the geographic location of some of its sitios and economic disadvantages.

As mandated in the EO 70, the Provincial Government will help the Barangay Local Government Unit to craft its Barangay Development Plan. These plans will be endorsed to the Municipal and Provincial LGU for funding.

The provincial government hopes to incorporate the projects that will be identified into the year Provincial Government 2020 budget. By Riza Golez

Last 4th of July 2019 at 2 o’clock in the afternoon, BGEN BAGNUS P GAERLAN JR AFP, Commander, 102ND (IGSOON) Brigade represented by LTC DON D TEMPLONUEVO INF (GSC) PA, Commanding Officer, 44IB with 2LT LEAHLET M MANIEGO (QMS) PA, Brigade Acting CMO Officer and 2LT MA MELVA G LOGROÑO (SC) PA, Civil Military Operations Officer, 44IB participated in the Certification Ceremony of the Former Rebels under the TESDA Livelihood Training Program held at Provincial Capitol Center Podium, Ipil, Zamboanga Sibugay Province.

This activity was made successful because of the commitment of the Province of Zamboanga Sibugay under the leadership of Hon. Wilter Yap Palma, Provincial Governor – ZSP in support to the Executive Order No. 70 (A Whole of Nation Approach to end Local Communist Armed Conflict) and the Provincial Task Force – ELCAC of Zamboanga Sibugay through the Community Support Program (CSP).

This interagency coordination seeks to help the NPA affected barangays of Sibugay and give a chance to the rebels to return to the folds of the law, start a new life and be reintegrated in the mainstream society.

A total of ninety five (95) former rebels successfully completed the TESDA Livelihood Training (masonry, carpentry, SMAW and plumbing). It aims to educate the former rebels and their immediate families to earn skills to improve their way of living and convince their CNT family members and friends to surrender and avail the Enhancement Comprehensive Local Integration Program (E-CLIP).

Other attendees were: PCOL JERRY V PROTACIO, Provincial Director, ZSPPO; Engr. Romel G. Duran, Provincial Poverty Reduction Action Officer (PPRAO); Dir. Vincent Atienza Cifra, MA, Regional Director, TESDA Region IX; Engr. Amir M. TAGO, Surigao del Sur, July 4 – Seventeen Former Rebels (FR) of the town of San Miguel, Surigao del Sur received cash assistance as part of their reintegration to the mainstream society today, July 4, 2019, at the Office of Municipal Mayor, San Miguel, this province.

The Local Government of San Miguel awarded a total of 170,000 cash assistance to the 17 FRs to start a new life to live better lives together with their families and avail the government services.

Hon. Hazel O Elizalde, Mun Mayor of San Miguel town, led the awarding of Cash Assistance worth of 10,000 pesos each to 17 FRs coming from Guerilla Fronts (GFs) 30, 21 and 19 to include members of Milisya ng Bayan (MB) from San Miguel, Surigao del Sur. Municipal Social Welfare Development Office (MSWDO) and army’s 36IB under 1st Lt John Marayag, commander of Bravo Company, 36IB assisted the activity.

In her statement, Hon. Elizalde highlighted the commitment of the Local Government of San Miguel in supporting the FRs.

"The government puts forth its utmost and sincerest effort in providing the assistance intended for the FRs who after a long time have realized the importance of bringing back the normalcy of their lives within them and placing loyalty to the government in return," said Elizalde.

Meanwhile, Lt. Col. Xerxes Trinidad, commander of 36IB said that the government is sincere in their gesture in helping the FRs return to the mainstream society and start a new life in peace and harmony. ”These benefits do not serve as an end, but rather a means to aid the FRs in securing a foothold in restarting their lives,” he said.

“We are calling all remaining CPP-NPA Terrorist (CNT) to avail the E-CLIP of the government and live a peaceful life”. Lt. Col. Trinidad concluded. (1st Lt. Jonald Romorosa, CMO, 36IB).

CAMP PERALTA, Jamindan, Capiz- The Army’s 61st Infantry (Hunter) Battalion thwarted the plan of the CPP-NPA Terrorist to stage atrocities in President Roxas, Capiz.

This, after the troops from 61IB clashed with more or less fifteen (15) members of Sangay sa Partido sa Platoon (SPP)-East, Komiteng Rehiyon – Panay of CPP-NPA Terrorist led by a certain Guning at about 08:20 in the morning of July 05.

According to LTC Joel Benedict Batara, Commanding Officer, 61IB, they received information from the civilian populace on the presence of the fully-armed CPP-NPA terrorists conducting recruitment activities among minors and planning to conduct atrocities in the area, hence he immediately deployed his troops to conduct combat operations in the said barangay.

“Our troops were approaching in the target area when they were fired upon by the communist terrorists which prompted them to fire back”, LTC Batara said.

The firefight lasted for about twenty (20) minutes before the communist-terrorists withdrew towards Barangay Badiangon of same municipality. No one was hurt on the government side while it remains undetermined on the enemy’s side.

Upon scouring the area, the troops recovered the following items: one (1) portable generator, one (1) multi-media projector, two (2) hand grenades, one (1) anti-personnel mine, eight (8) rifle grenades, four (4) back packs, two (2) cellular phones, one (1) container of gasoline, two (2) sacks of rice, and other personal belongings and subversive documents with high intelligence value. The troops are still conducting pursuit operations.

LTC Batara highlighted that, “Our recoveries prove that the CPP-NPA Terrorist is planning to launch attacks not only against government security forces but also with the defenseless civilians. That’s why I am commending the vigilance of the civilian populace for giving us accurate information on the movements and whereabouts of the communist-terrorists. This is a clear indication that the people are now fed up with the cruelty of the CPP-NPA Terrorist. Supporting and cooperating with the Army through giving information is their way of expressing their fervent desire for a CPP-NPA Terrorist-free community”.

For his part, Major General Dinoh Dolina, the Commander of the Army’s 3 rd Infantry (Spearhead) Division slammed the CPP-NPA Terrorist for continued stockpiling and producing anti-personnel mines which is a clear violation of the Ottawa Treaty, a convention on the prohibition of the use, storing, production and transfer of its kind. He called on LGUs and the Capizeños to declare CPP-NPA Terrorist persona non grata toprevent them from entering and casting terror and violence in the communities.

Further, MGen Dolina called on the remaining members of the CPP-NPA Terrorist to come down and return to the mainstream society. “Your government together with your Army and PNP is willing to ensure your safety if you choose to lay down your arms, embrace the culture of peace, and start a new and peaceful life through the government’s Enhance-Comprehensive Local Integration Program (E-CLIP)”, he added.

Bulalacao, Oriental Mindoro – Dalawang regular na meyembro ng New People’s Army (NPA) na kusang loob na sumuko sa 4th Infantry Battalion, 2ID, PA sa Mindoro nakatanggap ng tulong pinansyal mula sa pamahalaan sa pamagitan ng Enhanced-Comprehensive Local Integration Program (E-CLIP) na ginanap sa Halcon Hall, Provincial Capitol, Oriental Mindoro kahapon araw ng Martes ika-02 ng Hulyo 2019.

Pinangunahan ni Hon Humerlito “Bonz” Dolor, Provincial Governor ng Oriental Mindoro ang nasabing aktibidad at dinaluhan ng ibat-ibang ahensya ng pamahalaan katulad ng DILG sa pangunguna ni Mr Juanito D Olave Jr, Provincial Director, DILG OrMin; PSWD sa pangunguna ni Ms Zarah C Magboo, PSWDO OrMin; mga kapulisan mula sa Police Provincial Office sa pamumuno ni P/LTC FERDINAND B ANCHETA, Chief Provincial Police Community Relation (PPCR) PPO OrMin; at CPT RONNIE C SARMIENTO, CMO Officer 203rd Brigade.

Nakatangap ang dalawa ng tig 15,000.00 pesos bawat isa bilang paunang tulong at 50,000.00 pesos bawat isa bilang puhunan sa kanilang pangkabuhayan at ito ay umabot ng 65,000.00 pesos ang kabuuang natanggap ng bawat isa.

Ang E-CLIP ay isa sa mga programa ng ating pamahalaan para sa mga rebelde at mga taga suporta nito na nagnanais magbalik loob sa pamahalaan at magkaroon ng pagkakataon na mag bagong buhay kasama ang kanilang pamilya. Layunin ng programang ito na ipakita sa ating mga kapatid na naliligaw ang landas na seryoso ang ating pamahalaan na tulungan sila para sa ikabubuti ng kanilang buhay at pamilya.

Sa pakikipagtulungan ng Lokal na Pamahalaan at Sangguniang Panlalawigan ng Oriental Mindoro sa pamamagitan ng DILG, PSWDO at ng 4th Infantry (Scorpion) Battalion sa pamumuno ni LTC ALEXANDER M ARBOLADO kasama ang kapulisan ay matagumpay na nabigyan ng paunang tulong at puhunan para sa kanilang pangkabuhayan ang mga nasabing nagbalik loob na rebelde sa pamahalaan.

Patuloy parin nananawagan sa mamamayan at sa mga miyembro ng teroristang NPA ang 203rd Infantry (Bantay Kapayapaan) Brigade sa pamumuno ni B/GEN MARCELIANO V TEOFILO kasama ang Sangguniang Panlalawigan ng dalawang probinsya ng Mindoro na tuldukan na ang pagsusuporta at pagsama sa mapaglinlang at mapanggamit na teroristang grupong NPA at magbalik loob na sa pamahalaan upang matulungan na magbagong buhay.

Handa ang pamahalaan tanggapin muli at tulungan ang mga teroristang NPA na gustong mag bagong buhay. Sa mga aktibong miyembro ng NPA at taga suporta na nabulag sa katutuhanan at nalinlang sa gawaing terorista, huwag na kayo mag alinlangan pa lumapit lamang sa mga taong inyong pweding pagkatiwalaan para matulungan kayo sa inyong pag bagong buhay.

With a joyful heart, the pupils of 3 schools (namely Tigbawan Elementary School, Luyong Elementary School, and Limot Elementary School) received basic school supplies, vitamins, stuffed toys, and hygiene kits. The activity includes Career Awareness Lectures, Games and recreation, and Supplemental feeding to the pupils and their parents.

“We are here to give hope and happiness to the children of far flang barangays in our area of operation. Securing their future is very important for us and seeing smiles on every faces of these children gives us the inspiration to perform our duties well to achieve lasting peace and development.” LTC LOUIE G DEMA-ALA, Commanding Officer, 67IB said on his message.

Authorities in Zamboanga City showcased Saturday their capabilities in handling the situation in the event of a bomb attack.

The two-hour simulation exercise (SIMEX) on a bomb explosion, which was held at the IBT in Divisoria, was part of the security sector’s incident preparedness training.

Mayor Beng Climaco witnessed the exercise, which was participated by the operatives from the Regional Mobile Force Battalion 9, Task Force Zamboanga and City Police Office in collaboration with the City Disaster Risk Reduction and Management Office.

She hailed the authorities for continuously enhancing and upgrading their skills/reactions to different emergency situations.

The Philippine National Police (PNP) is open to recruit former fighters of the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) provided that they meet the requirements, except the age and height.

This was reached during the meeting Friday, June 6, by Department of Interior Local Government (DILG) Secretary Eduardo M. Año, Bangsamoro Transition Authority (BTA) Interim Chief Minister Ahod B. Ebrahim, and Presidential Peace Adviser Carlito G. Galvez Jr.

Under the agreement, the government will be waiving the age and height requirements of the MILF and MNLF applicants.

“We welcome the admission of MILF and MNLF members to the police force, provided that they meet the general requirements in the national level, and of course we will waive some requirements to accommodate our Moro brothers,” Año said.

“You can actually start the identification of MILF and MNLF members who are qualified for the immediate recruitment so we can make this arrangement and start training,” he told Murad.

Major General Jonas Calleja, PNP Director for Plans, said his agency is in the process of drafting the memorandum circular to operationalize the said arrangement.

“We’re preparing the draft memo circular and it’s stated there that only age and height may be waived, provided the educational attainment requirement shall be applied within 15 years,” he said.

Under Republic Act 11054 or the Bangsamoro Organic Law (BOL), the age, height, and educational requirements of the ex-fighters may be waived by the National Police Commission (Napolcom).

The law also states that those who want to be part of the police force shall apply within five years from the ratification of the BOL, and that they should meet all the educational requirements within 15 years after joining the PNP.

On the appointment of the Police Regional Director for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Año said his office “shall be getting the recommendation of the Chief Minister, as long as these police officers are qualified,” he said.

“Rest assured that I will respect your preference, including the fire and jail directors for the BARMM,” he added.

Zamboanga City Mayor Beng Climaco has renewed her order to the police and military to tighten security after she observed “lapses” in some areas in the city that she recently checked.

“The opportunity for them (terrorists) to attack is always there. So, what we should do is deny them that (opportunity), especially now that Zamboanga City is under full alert status (coded Red),” Climaco said when she convened the City Peace and Order Council (CPOC) meeting Thursday, July 4, at City Hall conference room.

The local chief executive lamented what she termed as “breach of security” and certain lapses in security measures for places of worship that she personally observed, particularly at Fort Pilar Shrine.

“The security (in that area) was not tightened. There were no security checks or frisking of people going inside, and some people were seen entering a supposedly restricted (no entry) area,” she said.

She asked the Tourist Police Action Center to address the matter.

The full alert status in the city came after the June 28 suicide bombings in Indanan, Sulu last June 28 that killed eight people, including the two alleged suicide bombers, and injured several others. #

Around 300 Lumad students benefited from the community outreach program conducted by the Philippine Army’s 67th Infantry Battalion at Tigbawan Elementary School in Barangay Binondo, Baganga, Davao Oriental on Saturday.

1Lt. Jei-Em Tagufa, the 67th IB Civil-Military Operations (CMO) officer, said pupils of three schools – Tigbawan Elementary School, Luyong Elementary School, and Limot Elementary School – received basic school supplies, vitamins, stuffed toys, and hygiene kits.

The activity, done in cooperation with the Fenixia Foundation, Inc., included Career Awareness Lectures, Games and Recreation, and Supplemental feeding to the pupils.


“We are here to give hope and happiness to the children of far-flung barangays in our area of operation,” said Lt. Col. Louie Dema-ala, the commander of the unit also known as the Agila Battalion.

“Securing their future is very important for us and seeing smiles on every face of these children gives us the inspiration to perform our duties well to achieve lasting peace and development,” Dema-ala said.

“Collaboration, cooperation, and involvement of various stakeholders with the same goal of reaching to far-flung sitios… is the key to the success of the outreach program,” the army officer said citing the participation of Fenixia Foundation Inc. headed by Ms. Robbie Jimenez and other volunteers

According to its facbook page, the US-based Fenixia Foundation Inc. is “dedicated to helping special needs children and their families thrive.”

“Our mission is to help children realize their potential, help families support their kids, and help caregivers and educators develop their capacity to make a positive difference in children’s lives,” its Facebook page said.
“The ultimate goal of our nonprofit is to bring diagnostics, resources and interventions to children, families and communities all over the world with sole intent of improving the lives and outcomes of those with special needs.”

The 67th Infantry “Agila” Battalion is under the 10th Infantry Division, based in Mawab, Compostela Valley, which covers, among others, Davao Region.

DSWD-7 distributes aid to displaced families in Manjuyod

The Department of Social Welfare and Development in region 7 distributed family food packs and hygiene kits to the 300 internally displaced families affected by the armed encounter between the government forces and members of the rebel groups in Sitio Kabugtong, Barangay Bantolinao in Manjuyod, Negros Oriental.

According to DSWD-7 Regional Director Rebecca P. Geamala, the local government workers and the members of the Philippine National Police helped the DSWD’s Municipal Action Team members in the distribution of goods on June 24, 2019.

DSWD provided 300 family food packs and 300 hygiene kits worth P226,950

The local government uniot of Manjuyod also provided hot meals to the affected families.

Out of the 300 displaced families, 237 are from barangays Bantolinao, Butong, Mandalupang, Candabong, Lamogong and Salvacion while the 63 families are from barangay Maaslum.

The incident happened on June 22, 2019 which affected seven (7) barangays.

The 300 displaced families took temporary shelter in two evacuation centers: Soter Singco Memorial Elementary School in Barangay Maaslum Gym in the Poblacion.

In its own initiative to support the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), the Philippine Air Force Civil Military Operations (PAF CMO) launched during the weekend ‘Usapang Pangkapayapaan, Usapang Pangkaunlaran' or UP UP Cebu forum at the BGen. Benito Ebuen Air Base in Lapulapu City, Cebu.

Assistant chief of air staff for CMO, Col. Gerardo Zamudio Jr., said the UP UP Cebu provides a venue to communicate to the public that armed struggle is not the remedy to achieve peace.

“During the time of the Marcos era, the New People’s Army (NPAs) numbered around 27,000; but today, the figure has dwindled to about 3,000 and yet, the war still continues,” said Zamudio.

Now, most of the casualties however are from the NPA side, he added.

Zamudio further said the most gullible to recruitment are students that start out as activists until they end up training for war to fight against government troops.

Veteran journalist Rey Langit, who is also the president of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) Metro Manila Chapter, hosted the pilot episode of the UP UP Cebu forum, detailing his stints with the PAF covering various events over the years.

According to Langit, PAF has always been there to lend help in case he needed it and in turn, he is supporting its efforts to promote peace advocacies like the UP UP fora initiatives throughout the country.

Basically, the forum invites government agencies to talk on their programs and services for the public to be informed that government’s intention is to improve the lives of communities and fast track development, said Zamudio.

“We have a government that is more responsive and we need to let the public know that armed struggle will lead us nowhere. It is time that we need to promote messages of peace and save lives of students, who are at risk of recruitment by the NPA,” said Zamudio.

In Central Visayas, the province of Negros Oriental has been identified as the only remaining hotbed of insurgency.

Just recently, the military figured in an encounter with about 20 rebels, which left one soldier dead and wounding two others in Manjuyod town on June 22, 2019.

Zamudio said there is a need to inform the public on government efforts to end local communist armed conflict for development to fully prosper especially in areas beleaguered by the NPA.

During the UP UP Cebu forum, invited panelists are regional heads from the National Economic and Development Authority and the Philippine Information Agency 7, as well as top representatives from the Regional Development Council 7, KBP-Cebu Chapter, and the AFP-Central Command.

After the forum, PAF-CMO inked an agreement with Radyo Pilipinas Cebu to continue the UP UP Cebu forum over the airwaves.

The Cebu visit was the 3rd leg of a nationwide campaign to visit six major PAF bases that include launching the UP UP forum throughout the country.

Datu Awing Apuga was only five years old when his father brought him to an alternative school which projects itself as a safe haven for underprivileged children in conflict-ridden Mindanao.

The Salugpungan school in Talaingod, Davao Del Norte, he said, opened doors for him to rise in life and raise his dreams.

“Masayang-masaya ako, kasi hindi lahat sa amin marunong magsulat at magbasa. Tinuruan nila ako nun (I was very happy because not all of us had the opportunity to learn how to read and write. They taught me these things),” Apuga recalled in an interview.

But little did he know that the institution, which prides itself as a platform borne out of the indigenous peoples’ thirst for self-determination, would sweep him up into a life of violence.

“Habang tinuturuan akong magsulat at magbasa, tinuturuan na nila akong maghawak ng baril, paano mag-target kung may kaaway (While they were teaching me how to read and write, they would teach me how to handle guns, how to target enemies if a fight ensues),” he said.

At 10 years old, Apuga said he was already an expert in assembling firearms — one that would launch him to become a fighter in the countryside.

Apuga would not only ride the tide in his community, but would excel in combat trainings and target shooting, which led him to take on a bigger role in the community.

Would-be warriors

He was only 12 when his comrades, whom he didn’t know were members of a communist terrorist group, sent him to hinterland villlages in his province to train young kids in combat and become instruments of war.

“Ako ang kinuha nila para makapasok ang mga comrades ko doon, sa mga sitio na hindi nila makontrol (They chose me so they could penetrate the sitios which were difficult for them to contol),” he said.

He was chosen, he said, because his father was a respected leader in the Ata Manobo tribe, and he himself was brimming with potential at a tender age.

“Kung ano ang itinuturo sa akin ng mga NPA, yun din ang tinuturo ko sa mga bata. Kasi yun lang ang alam ko (Whatever NPA members tell me, I would pass it on to the children. Because that’s the only thing I know),” he said.

‘Bakwit’

Later on, he would join the exodus of tribespeople who would “bakwit” — a vernacular term for evacuate — which comes against the backdrop of increasing government militarization in IP communities, as what his comrades would tell him.

He said he was among the ones strategizing their “bakwits” and mobilizing the people, given his strong command among the youth.

“Ako ang nag-oorganize sa mga tao, sa mga tactic ng bakwit, dahil ang mga tao dun, isang sabi ko lang, naniniwala agad sa akin (I was the one organizing the people, the tactics of bakwit. I would just say one word, and they would listen to me),” he said.

In 2015, Apuga helped mobilize the youth in Davao Oriental to join several protests including the Manilakbayan, a series of demonstrations held in Manila calling for accountability from the government against alleged human rights violations against the IPs in their community.

Apuga, however, said many of the protesters who joined the rallies didn’t even know what they are fighting for.

“Sinisigaw lang namin, ibagsak ang gobyerno, ibagsak ang burukrata kapitalismo. Hindi nga namin alam ano yun (We would shout, ‘bring down the government, or ‘bring down bureaucrat capitalism,’ but we don’t even know what that is),” he said.

Apuga said he was a witness to hundreds of students joining the NPA, where a lot of them died in the encounters with the Philippine Army.

A few years later, Apuga said he decided to give death to deception, and returned to the folds of law.

“Naisip ko, bakit lagi nalang ako nagsasabi ng hindi totoo? Na-realize ko na tinuturuan pala nila ako magsalita ng mga hindi totoo, ng mga sinungaling na salita para sirain ang gobyerno (Why am I not telling the truth? I realized that they were only teaching me how to tell lies, how to tell stories that would destroy the government),” he said.

In 2018, Apuga said he left their hideout in the hinterland without informing his comrades, as he made a bold move to go back to the government fold.

Apuga, now 25 years old, joined other tribal leaders in voicing out the atrocities of communist terrorist groups in the Philippines.

He is among the eight tribal chieftains who are making their way across the United States to rally the international community to resist the armed insurgency movement’s narratives.

Apuga’s youth may have started with guns and bombs, but this time, he said he is willing to fight with the power of words — arming himself with nothing but the truth.

PLACER, Surigao del Norte - Some 396 communist New People’s Army (NPA) supporters from different towns of Surigao del Norte surrendered to 30th Infantry Battalion earlier in the week, and military revealed on Sunday.

Among those who surrendered were 37 Sangay sa Partido Lokal (SPL) or local party members, 46 Militia ng Bayan (MB), 146 Underground Mass Organization (UGMO) members, and 167 mass supporters.

The mass surrender happened last Thursday, but in two separate locations: 244 in Malimono town while the other 152 surrendered at the 30th Infantry Battalion headquarters in Sta Cruz, Placer.

The 244 NPA supporters underwent a deradicalization seminar before taking their oath of allegiance in front of the Municipal Hall of Malimono, with Mayor Wallace Senaca presiding over the oath-taking.

Meanwhile, the 152 NPA supporters who surrendered at the 30th Infantry Battalion headquarters came from Surigao City, and Tagana-an, San Francisco, and Sison towns.

Eleven assorted firearms were also surrendered during the ceremonies.

"The massive surrenders of NPA supporters were attributed to the combined efforts of the development programs of the AFP thru its Community Support Program, creation of Peace and Development Zone to counter insurgency in CARAGA; and the intensified campaign of Local Government Units in leading their constituents to stop supporting the NPA and its failed ideology urging them instead to support the government in the fight to end insurgency" said 30th IB commander Lt. Col Allen Raymund C. Tomas.

DEFENSE Secretary Delfin N. Lorenzana said the government must be prepared to deal with suicide bombing pending official pronouncement that the twin blasts at a military camp in Sulu more than a week ago was by suicide bombers.

“We have to be prepared,” Lorenzana said. To note, the defense chief confirmed last week that the attack on the camp of the Army’s 1st Brigade Combat Team at Barangay Kajatian in Indanan, Sulu, was a suicide bombing based on the statement of soldiers.

The blast killed the two bombers—one of who may be a Filipino—along with six others, including three soldiers and wounded 22 others.

Officials have agreed that if the twin explosions were a case of a suicide bombing and involving the Filipino, then it has elevated the government’s fight against terrorism to a higher level by now dealing with what Islamic militants’ considered as the ultimate act of martyrdom, which is new front in the anti-terror campaign.

Two cases of suicide bombings have been recorded in Lamitan City, Basilan, and in Jolo, Sulu, but both were perpetrated by a Moroccan and an Indonesian couple who were said to be members of the Islamic State. The attacks were carried out in coordination with local terrorists.

Major Gen. Cirilito E. Sobejana said that while one of the bombers in the Indanan attack was a Filipino, they were still in the process of determining whether he had deliberately blew himself or the bomb that was in his possession was remotely detonated by somebody. However, the military confirmed he was a member of the Abu Sayyaf Group.

Sobejana said the probability of a suicide bombing was very high but this would have to be thoroughly validated.

He added that the bomber, Norman Lasuca, a 23-year-old native of Asturias, Jolo, was identified when his mother and a brother went to a military morgue in Busbos and claimed his severed head. The mother said his son left home five years ago and they have not seen him since.

Lorenzana softened a little bit on his claim of suicide bombing, saying that while the military “said that,” it was still “working to determine the veracity of that claim.”

He said that while the bomber has been claimed by a Filipino family in Jolo, this still has to be validated through DNA matching.

“We have to match it first. If their DNA matches; then he is a Filipino,” Lorenzana added.

The defense secretary, however, said he would not be surprised if the attack was a suicide bombing and it was done by a Filipino, citing the history of the Moro’s suicide attacks against American troops in Sulu in the early 1900s.

“If they can do it before when there [was] still no bombs [available]; now there are already bombs,” Lorenzana said. “So the fight is different now. They are capable of doing, it’s in the culture.”
