The 4th Infantry (Diamond) Division, Philippine Army lauded the launching of the Regional Task Force in Ending Local Communist Armed Conflict (RTF-ELCAC) in Caraga Region and vows its full support during the Joint Caraga Regional Development Council (RDC)-Regional Peace and Order Council (RPOC) Full Councils Meeting on Wednesday, June 26, 2019, held this city.
The launching of RTF-ELCAC is in line with President Duterte’s proclamation of Executive Order No. 70 last December 28, 2019 institutionalizing the Whole-of-Nation Approach in attaining inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing the adoption of a national peace framework providing an efficient mechanism as a government policy for the attainment of inclusive and sustainable peace.
The Joint RDC-RPOC Full Council Meeting was highlighted with the presence of Cabinet Secretary Alexie Karlo Nograles, Cabinet Officer for Regional Development & Security (CORDS), as the Presiding Officer together with the leaders of RPOC and RDC and Municipal/City Mayors of Caraga.
The National Task Force has adopted a mechanism designating Cabinet Secretaries as CORDS per region.
In Caraga region, Secretary Nograles was appointed and designated by President Duterte.
“I will be your bridge in Malacanang,” he said.
He stated that his function is to assist in articulating the region’s concern; assist in seeking efficient and orderly resolution of problems; preside over joint meetings of RDC and RPOC to harmonize peace and security and development efforts; and ensure that all projects, programs and activities are well implemented.
In his statement, Col. Maurito Licudine, Commander of 402nd Infantry Brigade said that he was elated that finally the RTF-ELCAC was created in Caraga as the operationalization of the Whole of Nation Approach in addressing the insurgency problem.
"The RTF-ELCAC mechanism will synergize the inter-agency convergence embodied in the creation of 12 Clusters addressing the various concerns that is fueling the insurgency problem. In our part, we ensure our continuous commitment towards any government counter – insurgency efforts and assume our full support to the RTFB-ELCAC," he said.

Malacañang called for stricter security protocol in Sulu in the wake of the twin blasts that killed eight people and injured several others.
Presidential Spokesperson Salvador Panelo said that the mere fact that suicide bombers were anywhere near a military post in Indanan town showed that there was a need to enhance security efforts.
“The fact alone na nakapasok ang mga suicide bombers siguro kailangan dagdagan pa ang kanilang mga security protocols na tinatawag (that there are suicide bombers that came in means that they should add what they call security protocols),” Panelo said in a radio interview on Sunday.
Panelo said that the incident should teach government authorities to ensure preventive measures to avoid similar cases in the future.
“'Yun ang problema kasi 'pag suicide bomber ka talagang mahirap mo na i-stop-in 'yan (That’s the problem, if it’s a suicide bomber, you’ll really have a hard time to stop that),” Panelo said.
“Kailangan malayo pa, alam mo na. I’m sure marami sila natutuhan diyan sa insidente (Even if they are still far, you should already know. I’m sure they learned a lot from the incident),” he added.
Earlier, Panelo assured that authorities will “harness all its might” to run after all terrorist groups.
He said authorities are suspecting the Abu Sayyaf Group as responsible for the attack.
"The government will harness all its might to destroy the enemies of the state as well as their supporters to secure lasting peace in the region,” Panelo said.
“If these bandits have not learned from the terrorists who were annihilated in Marawi, then this time they will," he added.
On Friday (June 28), several people were killed after two alleged suicide bombers detonated the bombs they were carrying near the tactical command post of the 1st Brigade Combat Team in Barangay Kajatian, Indanan, Sulu.

Three ships from the Japan Maritime Self-Defense Force (JMSDF)'s Escort Flotilla One have docked off the East Rivera Wharf in SBMA, Olongapo City on Sunday for a goodwill visit until Wednesday.
Philippine Navy (PN) spokesperson Captain Jonathan Zata said this is the third visit of JMSDF ships in the country this year.
The first one was JS Ikazuchi (DD-107) in Manila last January and JS Samidare (DD-106) in Subic Bay last May.
The visiting JMSDF Escort Flotilla One is composed of the "helicopter destroyer" and flagship, JS Izumo (DDH-183) and two destroyers, JS Murasame (DD-101) and JS Akebono (DD-108).
Zata said the 850-member Japanese delegation is led by Rear Admiral Hiroshi Egawa, Escort Flotilla One commander. Aside from the three ships, the force is also equipped with five SH-60K patrol helicopters.
Meanwhile, the PN delegation, which welcomed the JSMDF contingent, is headed by Commodore Adeluis Bordado, Naval Installation Command chief.
“This visit underscores the continuing efforts of the Philippines and Japan to strengthen the relationship between our governments and navies. This further trumpets the Philippine Navy’s commitment to promoting naval diplomacy and camaraderie and fostering goodwill with our Japanese Navy counterparts,” he added.
As this develops, Egawa expressed his sincere gratitude to the PN for the welcome and support are given to them during their visit. He said that Japan and the Philippines are important partners which have made efforts together to maintain and strengthen maritime order in the region.
The Japanese naval official also cited the defense cooperation and exchanges between the JMSDF and the PN that have steadily been developing throughout the years. “The JMSDF will continue to strengthen the cooperation with the Philippine Navy as a very important partner in achieving Free and Open Indo-Pacific Region,” he further added.
Last Friday, BRP Davao Del Sur (LD-602) held a maritime activity with these JMSDF vessels in the Sulu Sea. The activity served as a prime opportunity for the two navies to enhance interoperability and strengthen relationship and partnership among like-minded navies.

The commanding officer of the Independence-class littoral combat ship USS Montgomery (LCS 8) clarified over the weekend that its presence in this city is purely a "goodwill visit".
USS Montgomery Commander Edward Rosso said they also want to strengthen exchanges of cultural ideas for an inter-operation with the Philippine Navy.
“Port visits allow us to demonstrate our commitment to maritime security in the region while strengthening relationships with our friends, partners, and allies,” Rosso said in an interview.

"Every port visit and exercise we complete together continues to strengthen maritime security and regional stability," Tynch said.

Discussions are underway for the possible Philippine procurement of French-made military equipment and material, visiting French Minister of State Jean-Baptiste Lemoyne said over the weekend.

The Philippines had earlier expressed interest in acquiring French and Russian made submarines as part of the modernization program of the Armed Forces of the Philippines.
“Those discussions will continue… of course we have great expertise in a submarine and in the region, we established a strategic partnership with Australia and it’s a proof of the quality of our industry… France can establish (a) partnership in the region. The Philippines has to state what is the need, what they want and of course we will apply to fulfill these needs,” Leymone told journalists at the conclusion of the 8thPhilippines-France Joint Economic Council meeting in Makati City on Friday.
This developed as France, a country that is more than 10,300 kilometers from the South China Sea, reiterated its commitment to continue “patrolling” and “cruising” one of the world’s highly volatile waters in defense of freedom of navigation and the international law.
Lemoyne was short of responding to questions on whether France will accept the challenge posed by President Duterte for western powers like the United States, Great Britain and France to join him in challenging Chinese dominance in the South China Sea.
“France is very committed to promote and defend (the) rule of international law that’s why our navy is very often patrolling, cruising in the South China Sea and we will continue,” he said.
The French official pointed out that France, being part of the Indo-Pacific area, is strongly committed to maintain its links with countries in the region.
France administers several island territories in the Pacific and Indian oceans and maintains about 7,000 forces in those areas.
“And of course, freedom of navigation is at the heart of multilateralism, and we must ensure that freedom of navigation is effective. That’s why our navy, twice a year, cruises in the South China Sea, and we will continue,” Lemoyne said.
At the recent Shangri-la Dialogue in Singapore, French Defense Minister Florence Parly stressed her country’s commitment to continue its patrolling of the South China Sea, as it considers France as “part of the region.”
“France is not going anywhere, because we are part of the region. We have territories here; we have more than 1.6 million inhabitants, several islands with different statutes, vast exclusive economic zones and the responsibility that goes with the territory,” Parly said.

MANILA, Philippines — Defense Secretary Delfin Lorenzana said the explosions at a military camp in Sulu that killed eight people and wounded 22 others last Friday appears to be another case of suicide bombing.
“It is evident from the report because this guy knocked on the gate, so the guard went near to ask what the person [needed]. So when the guard was at the gate, the person exploded, so this is obviously a suicide bombing,” he told reporters on Monday.
“Personally, I think it’s a suicide bombing because he was carrying the bomb and he detonated it within the perimeter. There were two of them actually,” he added.
If it is indeed a case of suicide bombing, Lorenzana said this would be the third case of its kind in recent memory, a worrying development in southern Philippines that has been placed under martial law since 2017.
“This is actually a very important development in the south. This is the third one. The first one was in Lamitan, the second was in a cathedral in Jolo. It’s becoming an occurrence and we are very much concerned about this,” Lorenzana said.
The Islamic State has owned up to Friday’s explosions, saying the attack was carried out by its suicide bombers.
“The ISIS claimed [responsibility], but we are still checking. In fact, somebody said the bombers were Indonesians. Somebody said Filipinos, but let us wait for the conclusion until we check the DNA of these people,” Lorenzana said.

DAVAO CITY, Davao del Sur, Philippines — The former leader of the Philippines’ largest Muslim insurgency group on Sunday urged the militants behind the series of attacks in Mindanao to lay down their arms and join the former separatist rebels in developing the new Muslim homeland that they now govern.
Murad Ebrahim, now the interim chief minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and who once led the 12,000-strong Moro Islamic Liberation Front (MILF) through decades of insurgency, told the Inquirer that despite the militants’ defeat in 2017 after the five-month siege of Marawi City, there remained a small group of foreign jihadists in Mindanao.
On Friday, eight people were killed and 22 others wounded in bomb attacks at a military camp in Indanan, Sulu, the bailiwick of the bandit group Abu Sayyaf.
The Abu Sayyaf continued to operate even after its leader, Isnilon Hapilon, reportedly the “emir” of the Islamic State (IS) province in Southeast Asia, and Omarkhayam Maute, one of the leaders of the Maute terrorist group, were killed by the military in October 2017 at the end of the terrorist siege of Marawi.
Killed in the Indanan blasts were the two bombers, three soldiers and three civilians. The bombers remained unidentified as of Sunday.
IS claims responsibility
The US company SITE Intelligence Group that tracks online activity of Muslim militant groups globally, reported that the IS East Asia province had issued a statement claiming responsibility for the Indanan attack hours after the explosions.
IS, however, usually claims responsibility for almost any attacks, even insignificant ones, as a strategy to make known its continued existence despite its defeat in the Middle East.
Murad said the militants, numbering 20 to 30, with few foreign jihadists scattered all over Mindanao, were tied to local militants who were forced to join due to financial necessity.
He said the militants were busy recruiting young fighters, boys aged 13 to 15, enticing them with money.
“We are open for dialogue with them because we feel and believe most of these splinter groups were frustrated with the government,” Murad said, referring to Abu Sayyaf and the Bangsamoro Islamic Freedom Fighters (BIFF).
The BIFF, led by Abu Toraife, split from the MILF in 2008 after refusing to drop its separatist bid for an independent state in the south.
Terrorist organization
The Abu Sayyaf, founded in the early 1990s, is notorious for kidnappings, bombings and beheadings in southern Philippines. The group is blacklisted by the United States as a foreign terrorist organization.
“We see even though with these foreign elements, they are still open for negotiation,” Murad added, disclosing that some militants had been tracked by MILF intelligence in heavily populated areas of Mindanao.
Murad said the MILF was confident that it could get rid of the militants because they had no support from the people.
“We are offering them, if they want to join … we are open to accommodate them. Our agreement with the government there will be declaration of general amnesty. But this will cover [only] political crimes,” he said.
Those who took part in the siege of Marawi, where more than a thousand people were killed in five months of fighting, will not be covered by the general amnesty, he added.
The International Crisis Group, an independent organization working to prevent wars and shape policies, however, cited in a report released on June 27, a day before the suicide attack in Sulu, that Islamic militancy remained a threat.
Transition authority
“The [IS]-linked groups may be weakened and their numbers small, certainly compared with the MILF itself. But their attacks could erode confidence in the transition authority and they could benefit from MILF splinters or disillusioned former fighters,” the group said.
“While even a well-administered new autonomous region is unlikely to completely eradicate militancy, it can help address its main drivers. Its failure, however, would lead to disenchantment and frustration that could reinvigorate jihadist and other violent groups and prolong the tribulations of Muslim Mindanao,” it added.

The Abu Sayyaf continued to operate even after its leader, Isnilon Hapilon, reportedly the “emir” of the Islamic State (IS) province in Southeast Asia, and Omarkhayam Maute, one of the leaders of the Maute terrorist group, were killed by the military in October 2017 at the end of the terrorist siege of Marawi.
Killed in the Indanan blasts were the two bombers, three soldiers and three civilians. The bombers remained unidentified as of Sunday.
IS claims responsibility
The US company SITE Intelligence Group that tracks online activity of Muslim militant groups globally, reported that the IS East Asia province had issued a statement claiming responsibility for the Indanan attack hours after the explosions.
IS, however, usually claims responsibility for almost any attacks, even insignificant ones, as a strategy to make known its continued existence despite its defeat in the Middle East.
Murad said the militants, numbering 20 to 30, with few foreign jihadists scattered all over Mindanao, were tied to local militants who were forced to join due to financial necessity.
He said the militants were busy recruiting young fighters, boys aged 13 to 15, enticing them with money.
“We are open for dialogue with them because we feel and believe most of these splinter groups were frustrated with the government,” Murad said, referring to Abu Sayyaf and the Bangsamoro Islamic Freedom Fighters (BIFF).
The BIFF, led by Abu Toraife, split from the MILF in 2008 after refusing to drop its separatist bid for an independent state in the south.
Terrorist organization
The Abu Sayyaf, founded in the early 1990s, is notorious for kidnappings, bombings and beheadings in southern Philippines. The group is blacklisted by the United States as a foreign terrorist organization.
“We see even though with these foreign elements, they are still open for negotiation,” Murad added, disclosing that some militants had been tracked by MILF intelligence in heavily populated areas of Mindanao.
Murad said the MILF was confident that it could get rid of the militants because they had no support from the people.
“We are offering them, if they want to join … we are open to accommodate them. Our agreement with the government there will be declaration of general amnesty. But this will cover [only] political crimes,” he said.
Those who took part in the siege of Marawi, where more than a thousand people were killed in five months of fighting, will not be covered by the general amnesty, he added.
The International Crisis Group, an independent organization working to prevent wars and shape policies, however, cited in a report released on June 27, a day before the suicide attack in Sulu, that Islamic militancy remained a threat.
Transition authority
“The [IS]-linked groups may be weakened and their numbers small, certainly compared with the MILF itself. But their attacks could erode confidence in the transition authority and they could benefit from MILF splinters or disillusioned former fighters,” the group said.
“While even a well-administered new autonomous region is unlikely to completely eradicate militancy, it can help address its main drivers. Its failure, however, would lead to disenchantment and frustration that could reinvigorate jihadist and other violent groups and prolong the tribulations of Muslim Mindanao,” it added.

SAN FERNANDO CITY, June 30 (PIA) - - To have a temporary shelter for surrendered rebels in Ilocos region, a halfway house is set to be built in the provinces of Ilocos Norte, Ilocos Sur and Pangasinan, according to the Department of the Interior and Local Government (DILG).
DILG Region 1 Director James F. Fadrilan said the provincial government of the three provinces have already submitted some of the requirements for the construction of the halfway house in their area.
“We are now waiting for the completion of the requirements for the project by the provincial local government before we signal the start of the construction,” said Fadrilan.
He said the DILG Central Office had already downloaded to their regional office the P5 million each for the three provinces for the construction of a halfway house.
The facility will have dormitory rooms, function hall, office, among others.
“The halfway house will serve as a temporary shelter for former rebels during the processing of their documents as beneficiaries of the government’s Enhanced Comprehensive Local Integration Program or E-CLIP,” said Fadrilan.
Major General Lenard Agustin, the commander of the army’s 7th Infantry Division based in Fort Magsaysay, Nueva Ecija, said this halfway house will also serve as the venue of livelihood training and debriefing sessions for the former rebels.
The creation of a halfway house will shift the bulk of responsibilities to assist former rebels from the Philippine Army to the local government units (LGUs) considering that the LGUs are better equipped to respond to the needs of the rebel returnees.
In the Joint Memorandum Circular of the DILG and the Department of National Defense (DND) Number 2018-01, the DILG is assigned to implement the provision of a DILG-administered package of assistance for former rebels, who were members of the New People’s Army (NPA) and Militia ng Bayan.
The joint DILG – DND Memorandum Circular was realized in connection to the implementation of the Administrative Order Number 10 issued by President Rodrigo Roa Duterte on April 3, 2018 for the enhancement of the comprehensive local integration program or the E-CLIP.
Beneficiaries under E-CLIP are regular NPA members who surfaced on April 3, 2018 onwards and have expressed the desire to abandon armed violence and become productive members of society, including their immediate family members.
All former NPA rebels who surfaced starting July 1, 2016, as well as those who have been processed but did not receive the full assistance under the CLIP, may also be provided benefits from the program.
Under the E-CLIP program, a former rebel is entitled to P15,000 immediate assistance, P21,000 reintegration assistance, P50,000 livelihood assistance, low-cost housing, firearms remuneration in the amount that is double the cost valuation of turned-in firearms, and PhilHealth enrolment under the PAMANA-PhilHealth sponsored program.

TALAINGOD, Davao Del Norte- Soldiers of 56th Infantry “Tatag” Battalion headed by Ltc Norman E Valdez INF (GSC) PA, the Battalion Commander visited the lumad community at Sitio Naputkalan, Brgy Sto Niño, Talaingod, Davao del Norte on Saturday, June 29, 2019.
Ltc Valdez gladly interacted with the lumad community headed by Datu Bernardo Bawian and Datu Florendo Andilong, Sitio Tribal Leaders; Mr Landilino Bawian, Sitio Chairman and Pastor Efren Cognay. During their conversation, Ltc Valdez gathered the primary issues and concerns of the lumad community in the said area.
The tribal leaders expressed the community’s lack of source of potable water, concerns on formal education for their children, health problems and facilities, farm to market road, additional registration to 4P’s and the construction of their communal latrine and Tribal Hall.
Hearing all their issues and concerns, Ltc Valdez expressed his support to the tribe in finding ways and solutions to their concerns.
He introduced the Community Support Program (CSP) where the soldiers can become bridges to tap the concerned local government units (provincial and municipal) and national government agencies.
Consequently, he promoted the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government which intends to benefit the rebels (NPA) who want to return to the folds of the law from the armed struggle.
On the other hand, about 60 lumad youths enjoyed the fun games and snacks initiated by the soldiers led by Cpt John Louie Dema-ala, the Civil Military Operation (CMO) officer of the 56th IB and afterwards distributed 20 food packs to the lumad residents.
The lumad leaders and the youths profoundly expressed their appreciation and gratitude for the efforts of the soldiers.
In his statement during a brief program, Ltc Valdez said, “This visit aims to win the confidence, respect and trust of the lumad community through socialization with the uniformed personnel while identifying their issues and concerns and bridging the gaps between the Geographically Isolated and Disadvantaged Areas (GIDAs) such as Sitio Naputkalan, and the various concerned national government agencies and local government units for their appropriate aid and interventions.”
The Tatag troopers pledged to continuously look into the welfare of the residents through their CSP.

Bgy Iba, Cabanglasan, Bukidnon – Millions of worth of Government projects and services were delivered to the people of Brgy. Iba, Cabanglasan, Bukidnon Province during the launching of the Convergence Areas for Peace and Development (CAPDev) yesterday, June 28, 2019.
This is in connection with the implementation of CAPDev as the banner program of Region 10 to operationalize EO 70 and address the root causes of insurgencies, internal disturbances and tensions, and other forms of armed conflict and threats through sustained delivery of basic services and social development packages in poor, conflict affected areas and geographically isolated and disadvantaged areas.
The Department of Social Welfare and Development (DSWD) Region 10 awarded 50 concrete and ready houses to the Internally Displaced Persons (IDPs), IndigenousPeoples (IPs), and Former Rebels from Brgy. Iba and Cabanglasan. The ribbon- cutting and turn-over ceremony was headed by Sec Jose Ruperto Martin M Andanar,the Cabinet Officer for Regional Development and Security (CORDS) for Northern Mindanao together with DSWD Sec Rolando Joselito Bautista. The DSWD Core Shelter project is worth P16.8 Million pesos.
@Alay, 29, a Former Rebel and a lumad member of the Omayamnon tribe who is one of the recipients said, “Pasalamat ko og daku sa programa sa gobyerno sa amoa nga mga FR ug wala ko nagmahay nga misurrender ko sa gobyerno. Bisan pa man nga 14 ka tuig ko sa sulod sa kalihukan gidawat gihapon ko sa gobyerno. Alang sa akong kanhing mga kauban, mas maayong mobalik na mo sa sabakan sa gobyerno tungod sayang ang panahon nga adunay programa ang gobyerno.” (I am thankful to the program of the government for us FRs and I never regretted my decision to surrender.
Although I spent 14 years inside the group, the government still accepted me. To my former comrades, it is better to surrender now and avail of the programs of the government while you still can.)
Aside from the Housing Project, an Information and Service Caravan was brought by the different government agencies, the Provincial Government Unit of Bukidnon, 4th Infantry (Diamond) Division and Police Regional Office (PRO) 13 personnel for the residents of Cabanglasan. The Serbisyo Caravan consists of free medical/dental check-up and circumcision, Civil Registration, ALS and Scholarship Registration and free haircut services. Story telling with magical show from the Army also entertained the local populace.
The government services and projects did not end with the conduct of Information and Service Caravan because the people of Iba and Cabanglasan also received Brgy. Health Station equipment, Hygiene Kits and Medical supplies and equipment from the Department of Health, a 26-Million worth of School Buildings from the Department of Education (DepEd) and seedlings and farming equipment from Bukidnon PLGU.
Likewise, the Department of Labor and Employment (DOLE) gave a total of P1.1 Million worth of projects and equipment to three registered associations of Cabanglasan. Moreover, the Department of Agriculture also funded a farm to market road worth P8-Million pesos and distributed thousands of sacks and bags of assorted seedlings to the farmers of Brgy. Iba.
The grateful Reynard Encarguez, Brgy. Chairman said, “From the bottom of our hearts, we thank all the national and regional government agencies here who gave us these projects and services. Saying thank you is not enough for this will change the lives of the people of Brgy. Iba.”
On his part, Maj Gen Franco Nemesio M Gacal said, “The projects and services delivered in Brgy. Iba are the result of the Community Support Program (CSP).
Together with the RTF-ELCAC and the implementation of CAPDev in Region 10, we will continue the delivery of basic services and social development packages in poor, conflict affected areas and geographically isolated and disadvantaged areas in order to address the root causes of insurgencies, internal disturbances and tensions, and other forms of armed conflict and threats”. This is just the start, we will conduct same activity in all CAPDev areas in the region”, Gacal added.

Sultan Kudarat, Maguindanao– In a speech delivered in front of newly-elected local officials in Malacañang on June 25, 2019, President Rodrigo Duterte told the leadership of Bangsamoro Transition Authority (BTA) to "hurry up." He said that country is still far away.
“We still have to perfect the BOL. I am now the one government that is hurrying them up," said Duterte in his speech.
In a Rappler report on June 26, Duterte spoke of the need to develop resources in the new Bangsamoro autonomous region, mentioning specifically Liguasan Marsh, said to hold $1 billion worth of natural gas deposits.
Duterte cited a "communication" problem delaying the work of the BTA.
"Ako na ang nagsasabi ‘bilisan ninyo, ayusin ninyo.’ (I am the one saying, hurry up.) The problem is there seems to be a breakdown in the efficient communication between the central government at ang (BTA)," he saida s quoted by Rappler.
"And I seldom see them in the official – well, ceremonies, functions and all. I could not even gather them in one room to sit down and discuss what needs to be done," he said.
"This is really the opportunity for us now to connect to them and be true to our word, the majority of Christians, to give you what is yours," said Duterte Rappler quoted him saying.
The last time Duterte joined BTA members in an official gathering was during an Eid'l Fitr celebration in Davao City.
The BTA, led by former rebel group Moro Islamic Liberation Front, has its work cut out for it given much pressure to fulfill the BOL's promises of improved delivery of social services, peace and order, and economic development for Muslim Mindanao.

The Filipino people people have had enough under Duterte’s three-year reign of tyranny and terrorism, mass murder, abuse of military and police powers, dictatorial threats, national treason, subservience to foreign interests, misogyny, lies, threats and intimidation.
Under Duterte, the broad masses have suffered from ever worsening oppression in the face of low wages, job loss and joblessness, gross working conditions, job insecurity, rural landlessness, dispossession and displacement, burdensome taxes, high prices, lack of social services, widespread drug trafficking and crime.
In stark contrast, Duterte and his cohorts continue to amass wealth from bribery, misuse of so-called discretionary funds, kickbacks from anomalous Chinese loans, cuts in overpriced infrastructure projects as well as from criminal operations of drug syndicates. Favored big oligarchs including Dennis Uy, Ramon Ang, Lucio Tan, the Villars, Cojuangcos and Sys continue to accumulate wealth from government contracts and business accommodations.
Not soon after taking power, the Duterte regime would carry out one of the most vicious campaign of mass violence and expose itself as one of the worst since the Marcos dictatorship. He has imposed martial law on Mindanao and put Samar, Negros and Bicol under military rule resulting in widespread abuses of people’s rights. Supported by the US, Duterte has mounted a brutal war to suppress the people’s revolutionary movement as well as their patriotic and democratic forces.
Duterte’s all-out war of suppression aims to secure the ruling system by preventing the people from resisting and rising up as they are subjected to the most despicable and oppressive neoliberal policies. Duterte’s misrepresentation of himself as a “socialist” three years ago is now all but forgotten as he has attacked with outright brutality the economic and social rights of the people to serve the interests of transnational corporations and foreign big capitalists, big compradors and big landlords.
The brutal, treasonous, corrupt and oppressive US-Duterte regime is a grotesque outgrowth of the rotten ruling semicolonial and semifeudal system. As the ruling system slumps from one crisis to a deeper one, the reactionary state increasingly sheds all pretensions and exposes its real essence as an instrument of oppression and exploitation against the people.
Duterte has assimilated and aggravated the worst aspects of all the past regimes and has set sights on surpassing his idol Marcos. He has succeeded to concentrate under his three-year regime all the political, social and economic evils of the past three decades.
There is urgent need to strengthen the organized ranks of the Filipino people and intensify their mass struggles. They need to build unions and all forms of organizations, raise their collective consciousness and take action in great numbers.
Under the leadership of the Party, all commands of the New People’s Army must carry out tactical offensives in order to deal one blow after another against Duterte’s fascist troops, serve justice for the people, and build their revolutionary strength and raise the level of the people’s war.

Alinsnod sa whole of nation strategy ng Campaign Plan “Kapanatagan” binuo ng rehimeng US-Duterte ang National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) sa ilusyong ganap na tapusin ang limang dekadang armadong tunggalian sa Pilipinas sa pagitan ng mga rebolusyonaryong grupo na kinakatawan ng CPP-NPA-NDFP laban sa mga malalaking burgesya kumprador, panginoong may-lupa, burukrata-kapitalista at alipures nitong AFP at PNP.
Ang hakbang na ito ay asal-maton na tugon ng rehimen sa sinserong alok ng NDFP na magkaroon ng seryosong usapang pangkapayapaan upang hanapan ng angkop na solusyon na lulutas sa ugat ng nagaganap na armadong tunggalian sa bansa upang makamtan ng sambayanan ang mithing kaginhawahan at tunay na hustisyang panlipunan.
Hindi inisip ni pinag-aralan ng militaristang rehimeng Duterte ang maningning na kasaysayan ng makatarungang pakikibaka ng sambayanang Pilipino na nakatungtong sa pagpawi ng pang-aapi at pagsasamantala sa lipunan—isang katotohanan na habang may pagsasamantala at pang-aapi naroon ang paglaban ng mamamayan. Itinutulak nito ang mga LGU na magpasa ng mga resolusyong nagdideklara sa CPP-NPA bilang mga “persona non grata”.
Ang pagtutulak ng RTF-ELCAC at mga teritoryal na kumand ng AFP/PNP gayundin ng katumbas nito sa mga probinsya ay naglalayong lumikha ng ilusyon ng isang bandwagon effect para pagmistulaing nagtatamasa ng popular na suporta ang pakanang ito at nagtatagumpay ang whole of nation strategy sa ilalim ng Campaign Plan “Kapanatagan”.
Sa Palawan, ang Sangguniang Bayan ng Brooke’s Point ay nagpasa ng Resolution No. 2019-77A nuong Marso 13, 2019 na nilagdaan ni Mayor Maryjean D. Feliciano noong Marso 18, 2019 na sinundan naman ng Sangguniang Bayan ng Taytay na nagpasa rin ng kahalintulad na resolusyon na nilagdaan ni Mayor Romy L. Salvame nitong Mayo. Ang Sangguniang Bayan ng Quezon, Palawan sa ilalim ni Mayor Joselito O. Ayala ay nagpahayag na ring tutugon. Samantala, ang Palawan Provincial Peace and Order Council (PPOC) ay nagpasa na rin ng resolusyon na nagdideklara sa CPP-NPA bilang persona non grata.
Nais naming ipaaabot sa lahat lalo na sa mga nasa lokal na pamahalaan na dapat ay pag-aralan ninyong mabuti bago kayo gumawa ng anumang hakbang katulad ng pagpapagamit sa mga reaksyonaryo at mersenaryong militar at pulis na inyong ideklara bilang mga persona non grata ang CPP-NPA dahil ang pagdedeklara nito ay kasingkahulugan na rin ng inyong tahasang paglaban at pagdedeklara ng gyera laban sa rebolusyonaryong kilusan. At kung gayun ay maaaring maglagay sa inyo sa isang peligrosong sitwasyon. Gayundin, magkakaroon ng pananagutan sa rebolusyonaryong kilusan ang lahat ng mga nasa pribadong sektor at mga negosyanteng nagtataguyod at nagsisilbing mga padrino upang linlangin ang mga dating NPA at masa na pumaloob sa pakanang pagpapasuko at ECLIP.

This is a further response of the National Democratic Front-Eastern
Visayas to the slated implementation of Leyte Gov. Leopoldo Dominico
Petilla and the provincial government of Executive Order 70.
We wish to make it clear that EO 70 is GRP President Rodrigo Duterte’s
scheme for fascist dictatorship. Under EO 70 and its “whole of
government” approach, the entire government is subordinated to the
“counterinsurgency” campaign of the Armed Forces of the Philippines.
While the Duterte regime vows to end “communist insurgency,” its real
agenda is to stifle all opposition, sweep aside basic rights and due
process and install a fascist dictatorship.
Duterte has already militarized the civilian agencies by appointing to
key positions over 60 former generals and military officers. His EO 70
further weaponizes the civilian bureaucracy to serve his corrupt
tyranny. It also mobilizes provincial kingpins like Petilla to rally
behind Duterte and his scheme for fascist dictatorship.
The people will thus be subjected to the notorious atrocities of the
Duterte regime, including the “Red-tagging” of legal activists to
harass them and to legitimize their mass murder a la Oplan Tokhang and
the recent Oplan Sauron in Negros. The people can only expect worse
violations of human rights and international humanitarian law both in
the cities and in the countryside with escalating attacks on civilians
and their communities. In the final analysis, there is no other way
out for the people but to rise up and end the Duterte regime and its
unconscionable crimes.
For its part, in the face of intensified fascist state terrorism, the
NDF-EV calls on the New People’s Army to defend the people and further
intensify the guerrilla offensives against the police, military,
paramilitary and intelligence units of the GRP. The worst human rights
violators must be singled out from these legitimate targets to serve
notice they will pay for their crimes and they will never rest easy.
At the same time, the NDF-EV sternly reminds Leyte Gov. Petilla that
he will be held accountable for implementing and promoting EO 70. Such
complicity that will surely result in massive human rights violations
and war crimes in Leyte will not go unpunished.
Therefore, the NDF-EV unequivocally warns Gov. Petilla and other
officials in the local government and civilian bureaucracy who
actively campaign for EO 70 that the People’s Democratic Government
will surely include them for investigation and arrest and punish them
as collaborators in the human rights violations and war crimes of the
Duterte regime and its AFP. ##

NDF-EV calls on the New People’s Army to defend the people and further
intensify the guerrilla offensives against the police, military,
paramilitary and intelligence units of the GRP. The worst human rights
violators must be singled out from these legitimate targets to serve
notice they will pay for their crimes and they will never rest easy.
At the same time, the NDF-EV sternly reminds Leyte Gov. Petilla that
he will be held accountable for implementing and promoting EO 70. Such
complicity that will surely result in massive human rights violations
and war crimes in Leyte will not go unpunished.
Therefore, the NDF-EV unequivocally warns Gov. Petilla and other
officials in the local government and civilian bureaucracy who
actively campaign for EO 70 that the People’s Democratic Government
will surely include them for investigation and arrest and punish them
as collaborators in the human rights violations and war crimes of the

Walang kahihiyan ang pagsisinungaling ng Southern Luzon Command ng Armed Forces of the Philippines sa inilabas nitong balita pagkatapos ng labanan sa pagitan ng NPA at AFP noong Hunyo 11 sa Sityo Bunga, Barangay Villa Nacaob sa bayan ng Lopez.
Ayon sa balita sa internet ng Philippine News Agency (Hunyo 12, 2019):
“A band of New People’s Army (NPA) rebels was reported to have suffered heavy casualties following a 10-minute skirmish with government troops Tuesday afternoon in the boundaries of Barangays Villa Nacaob and Binahian C, in Lopez, Quezon.
Reports reaching this camp (Camp Gen. Nakar in Tanay, Rizal) here on Wednesday said troops from the 21st Division Reconnaissance Company (DRC) came face to face with the rebels around 3:30 p.m., after soldiers responded to civilians’ tip about the presence of NPAs extorting rice and money from residents.”
Ang totoong pangyayari: Ang nakasagupa ng yunit ng NPA ay ang nag-ooperasyong sundalo na noong gabi pa ng Hunyo 7 namonitor na pumasok sa Barangay Camojaguin sa bayan ng Gumaca. Kinaumagahan pa lamang ay pinasubaybayan na ang 16 na elemento ng sundalo para birahin habang nasa loob ng pulang purok.
Noong hapon ng Hunyo 11, inabangan at maingat na kinomando ng mga NPA ang hinihimpilan ng mga sundalo na karamihan ay mga tulog sa duyan. Ilang metro lamang ang layo nang putukan ng mga pulang mandirigma ang nasorpresang sundalo.
Tumagal lamang ng limang minuto ang palitan ng putok na nagsimula ganap na 3:19 ng hapon. Pero umabot sa mahigit kalahating oras ang pamumutok ng mga sundalo kahit wala na silang tiyak na target.
Kinabukasan, sa ulat ng mga residente, nakasalubong nila ang mga napalabang sundalo na nakabihis sibilyan kasama ang isang sugatan na ayon sa mga sundalo ay NPA at dadalhin nila sa ospital. Hindi raw sila nanlaban dahil maraming sibilyan at bahayan sa lugar.
Ang totoo: Walang anumang galos ang mga operatiba ng NPA at dalawang daang metro ang agwat ng pinakamalapit na bahay sa pinangyarihan ng labanan.

Sapilitang pinupwersa ng DILG, sa pangunguna ni Eduardo Año, ang mga lokal na gubyerno sa Timog Katagalugan na ideklarang persona non grata ang buong rebolusyunaryong pwersa. Tulad ng mga palakang kukak sina Año at Parlade sa pag-iingay ng inilalakong paghihiwalay sa CPP-NPA-NDFP sa malawak na inaapi at pinagsasamantalahang sambayanan ng Timog Katagalugan at sa buong bnasa.
Sa Palawan, nagsasabwatan ang pamahalaang panlalawigan at ng WesCom para pilipitin ang kamay ng mga lokal na gubyerno ng Brook’s Point at Taytay na ipasa ang resolusyong nagdedeklarang persona non grata ang CPP-NPA at mga rebolusyonaryong pwersa. Isa itong psywar na puno ng panlilinlang upang pagmukhaing nanalo ang gubyernong Duterte at AFP-PNP sa larangan ng propaganda laban sa rebolusyunaryong kilusan. Patunay ito ng pakanang tapyasan ang otoridad ng mga lokal na gubyerno at ipailalim sa kapangyarihang militar.
Napipintong gawin sa iba pang lalawigan at bayan ng rehiyon Timog Katagalugan ang kahalintulad na pakana gamit ang intimidasyon, pananakot at pamimilit. Walang patutunguhan ang ganitong hakbangin ng rehimeng US-Duterte kundi ang paglikha ng mas malaking kaguluhan at kawalang kapanatagan ng mamamayan sa kanayunan at kalunsuran. Ang rehimen mismo ang lumilikha ng pangugulo sa paggamit ng taktikang hatiin at pagharian ang buong bayan—isang lipas at laos nang taktika ng mga naunang kolonyalista at mananakop sa bansa. Pinapurol na ito sa harap ng syentipiko’t rebolusyonaryong teorya ng Marxismo-Leninismo-Maoismo na gumagabay sa rebolusyong Pilipino at tiyak na bibiguin ng aktibong paglaban ng sambayanang Pilipino.
Higit at marapat na itakwil ng sambayanang Pilipino at ideklarang persona non grata ang mga taksil, anti-nasyunal at antidemokratikong mga tuta ng US at China tulad ni Duterte, Año, Lorenzana, Esperon, Parlade kabilang ang mga mandarambong, korap at tiwaling upisyal ng gubyerno at berdugong AFP at PNP na patuloy sa pagyurak sa dignidad at karapatang tao ng mamamayang Pilipino.

Taliwas sa nais ipahiwatig ng bagong pangalan nito, aanihin lamang ng Campaign Plan “Kapanatagan” ang galit ng mamamayan ng Timog Katagalugan at buong bansa. Katahimikan ng libingan ang layunin ng bagong kampanyang ito kaya’t pinaiigting ang ligalig sa mamamayan.
Sa kabila nito, hindi magtatagumpay ang NTF-ELCAC at lokal na bersyon nito na RTF-ELCAC sa balangkas ng whole of nation strategy ng Campaign Plan “Kapanatagan”. Matutulad ang rehimeng US-Duterte sa mga naunang rehimen na pawang nabigo sa kanilang layuning durugin, gapiin o pahinain ang CPP-NPA-NDFP. Lalo itong nagtatamasa ng malawak na suporta ng mamamayan tulad ng magsasaka, manggagawa, kabataan-estudyante, mga propesyunal, taong simbahan at mananampalataya, civil society groups, at mga makabayan at patriotikong indibidwal at organisasyon. Batas ng kasaysayan na ang lahat ng mapaniil na estado ng mga reaksyunaryo ay patungo sa pagkabigo at pagbagsak sa harap ng patuloy na paglaban ng inaapi at pinagsasamantalahang mamamayan.
Nanawagan ang Melito Glor Command NPA-ST sa lahat ng mga may mabuting-loob sa hanay ng lokal na gubyerno na huwag magpabitag at magpalinlang sa mga pambubuyo ng DILG at AFP-PNP na lumaban sa rebolusyunaryong kilusan. Magsilbing huwaran ang Sangguniang Lunsod ng Iloilo na hindi nagpailalim sa takot at presyur ng berdugong AFP-PNP. Dapat laging ikintal sa isip na ang kasalukuyang katayuan ninyo ay pawang pansamantala lamang habang ang rebolusyon ay magpapatuloy sa bawat henerasyon na darating hanggang makamit ang tunay na kalayaan, kapanatagan at kaunlaran ng buong bayan. Patuloy na lumalawak ang hanay ng mamamayang nagnanais ibagsak ang kinasusuklamang rehimeng US-Duterte at ang di na matiis na pahirap ng buong reaksyunaryong sistema. Huwag na nating paabutin sa isang antagonistikong relasyon ang magandang relasyon sa pagitan ng rebolusyunaryong kilusan at mga lokal na gubyerno. Itakwil ng mga tunay na lingkod-bayan ang malalaking burgesya-kumprador, malalaking panginoong maylupa at mga burukrata-kapitalista. Kapwa natin itaguyod ang kapakanan ng mga api at pinagsasamantalahang mamamayan sa rehiyon at bansa.

Isang desperadong hakbang at malinaw na paglabag sa karapatan ng mga kamag-anak na kunin ang kanilang mga kapamilya upang mabigyan ng disenteng libing. Nais ng mga mersenaryong tropa na bago ibigay ang bangkay sa kanilang mga kaanak ay pumirma muna ang pamilya ng isa sa mga martir sa kasulatan na ang kanilang kamag-anak ay yaong diumanong mataas na kumander. Pinag-iinteresan ni Brig. Gen Teofilo at ng mga upisyal ng 203rd Bde ang reward money at promosyon sukdang pekein ang identidad ng napaslang na kasama at palitawing ito ay ang mataas na upisyal ng NPA na nasa kanilang Order of Battle.
Higit na pinapatunayan ang pagiging mersenaryo at malupit ng AFP at PNP sa ginawang pag-hostage sa bangkay ng mga kasamang martir at pagkakait nito sa mga kapamilya para pasunurin sa kanilang kagustuhang pekein ang identidad ng isa sa mga martir. Bago pa ito, pinuntirya ng kanilang mga walang-tigil na operasyon ang mga katutubong Mangyan at mga magsasaka sa Sityo Mawan. Ginipit din ng mga pulis at militar ang humanitarian mission sa mga itinayong check point sa bawat bayan na dinadaan, pag-spike sa gulong ng kanilang mga sasakyan hanggang sa pagbabanta sa mga lokal na upisyales na huwag tulungan at tanggapin ang humanitarian mission. Hunyo 11 — nagulantang ang nagpapatrulyang 85th IBPA sa Sitio Bunga, Villa Nacaob, Lopez nang gapangin ng mga operatiba ng NPA at paputukan ang mga sundalo na nagresulta ng isang sugatan;
Hunyo 13 — tinambangan ng isang yunit ng NPA ang mahigit 30 elemento ng 85th IBPA sa Sitio Tanauan, Villa Nacaob, Lopez kung saan 2 ang napatay sa hanay ng mersenaryong militar;
Hunyo 22 — tinambangan ng mga Pulang Mandirigma sa Brgy. Cagsiay II, Mauban ang 1st Company ng 80th IBPA na nagbunsod sa pagkamatay ng isang sundalo at tatlong sugatan;
Hunyo 25 — alas dose ng tanghali sa Brgy. Cagsiay II, Mauban, muling tinambangan ang 80th IBPA kung saan tatlong sundalo ang nasugatan;
Hunyo 26 — sa Sityo Cagbibiguin, Brgy. Malabahay Macalelon, inisnayp ng mga NPA ang nakahimpil na sundalo na nagresulta sa labanan ng magkabilang panig;
Hunyo 27 — alas dose ng tanghali, naka-engkwentro ng NPA at 85th IBPA sa Sitio Halindog, Brgy. Sta. Maria Dao, Catanauan, habang alas-onse naman ng gabi, ginapang ng mga Pulang Mandirigma ang CAFGU detachment sa Sitio Rekudo, Brgy. Don Juan Vercelos, San Fransisco at pinasabugan ito ng command detonated explosive.
Hindi nilubayan ng focused at sustained military operations ang mamamayan ng Quezon sa simula pa lamang ng buwan bilang bahagi ng bagong Campaign Plan Kapantagan. Hinalihaw at niligalig ng AFP ang mga larangang gerilya subalit bigong makapinsala sa hanay ng NPA. Higit na pinatunayang superyor ang mga taktika at teknika ng pakikidigmang gerilya ng mga Pulang mandirigma nang tambangan nito ang mga berdugong pwersa ng AFP sa mga bigong operasyong militar laban sa mamamayan at NPA. Samantala, inaaasahan na ng mamamayan ang mga niresiklo at inulit-ulit na propaganda ng AFP na “mga NPA ang napinsala sa mga nasabing labanan”. Wala itong ibang pakinabang kundi para palakasin ang loob ng kanilang demoralisadong pwersa at lokohin ang kanilang mga sarili.
Patunay itong ang mga larangang gerilyang saklaw ng MGC – NPA ST ay hinding-hindi magiging kanlungan ng mga sundalo para sa kanilang matagalang operasyon. Inilunsad ng AMC – NPA ang mga sumusunod na aksyong militar:

Hindi nilubayan ng focused at sustained military operations ang mamamayan ng Quezon sa simula pa lamang ng buwan bilang bahagi ng bagong Campaign Plan Kapantagan. Hinalihaw at niligalig ng AFP ang mga larangang gerilya subalit bigong makapinsala sa hanay ng NPA. Higit na pinatunayang superyor ang mga taktika at teknika ng pakikidigmang gerilya ng mga Pulang mandirigma nang tambangan nito ang mga berdugong pwersa ng AFP sa mga bigong operasyong militar laban sa mamamayan at NPA. Samantala, inaaasahan na ng mamamayan ang mga niresiklo at inulit-ulit na propaganda ng AFP na “mga NPA ang napinsala sa mga nasabing labanan”. Wala itong ibang pakinabang kundi para palakasin ang loob ng kanilang demoralisadong pwersa at lokohin ang kanilang mga sarili.

Unti unti nang naglalabasan ang katotohan sa likod ng mga inihayag na deklarasyon ng ilang lokal na pamahalaan sa rehiyong Timog Katagalugan (TK) sa CPP-NPA-NDFP bilang persona non grata. Sa aming pagsisiyasat at ginawang beripikasyon mula sa mapagkakatiwalaang mga indibidwal at grupo na may akses sa panloob na mga impormasyon ng mga lokal na gubyerno sa TK, ang mga resolusyon na nagdedeklara sa CPP-NPA-NDFP bilang persona non grata ay mga yari’t ganap nang dokumento na nagmula mismo sa pambansang pamahalaan at pinapaikot para papirmahan sa mga lokal na opisyales ilang buwan bago ang halalan ng Mayo 2019.
Ayon din sa aming mapagkakatiwalaang mga indibidwal at grupo, ang pagpapapirma sa mga inihandang resolusyon ay may dalawang pamamaraan. Una, ang mahinay na lapit kung saan susuhulan at pangangakuang tutulungan sa kampanya ang mga lokal na opisyales. At kapag di umubra ang una, saka gagawin ang ikalawang lapit—gigipitin at tatakutin sila. Ganito ang ginawa ng Task Force Peacock sa Palawan para gipitin ang mga lokal na gubyerno tungo sa pagdideklarang persona non grata sa CPP-NPA-NDFP.
Samakatuwid, ang pagpirma sa resolusyon at pormal na pagpapahayag sa publiko ng mga Sangguniang Bayan sa rehiyon na persona non grata ang CPP-NPA-NDFP ay hindi kusang-loob na kagustuhan ng mga lokal na opisyales na itaya ang sarili sa peligro at batikos mula sa kanilang mga nasasakupan. Sila’y pinilit at isinandal sa pader na pumirma sa resolusyon hindi lang dahil sa hayagang panunuhol at pangakong tutulungan sila sa kampanyahan, kundi dahil din sa todong panggigipit at pananakot na sila’y kakasuhan na nakikipagmabutihan sa CPP-NPA-NDFP.
Sa kabilang banda, mabibilang lang sa daliri ang mga lokal na opisyal na hayagang sumusuporta sa pakanang ito ng administrasyong Duterte. Sila ang mga sagadsaring anti-komunista na patong-patong na ang nagawang kasalanan sa taumbayan at rebolusyonaryong kilusan. Hindi na nakapagtataka ang kanilang ginawang pagpanig at lantarang pagsuporta sa mga pasistang hakbangin ni Duterte laban sa taumbayan.
Hindi nagkamali ang rebolusyonaryong kilusan sa TK sa mga nauna nitong mga inilabas na pahayag na ang deklarasyon ng mga lokal na pamahalaan sa CPP-NPA-NDFP bilang persona non grata ay resulta ng panggigipit at pananakot ng pasistang rehimeng Duterte para palitawin na nagtatagumpay ang kanyang kontra-rebolusyonaryong digma sa CPP-NPA-NDFP. Bukod dito, sinamantala din ni Duterte at ng AFP at PNP ang panahon ng elektoral na kampanya para manlinlang, manuhol at mangakong tutulungan sa kampanya ang mga lokal na opisyales kapalit ng pagpirma nila sa inihandang resolusyon ng kanyang mga alipures.

The recent verbal slur of Senator-elect Imee Marcos, calling upon Igorots to perform a ritual dance to supposedly drive away bad spirits from the office of Senator Trillanes, which she would take over soon, shows her disrespect and utter ignorance of Cordillera culture. Even if she has claimed lately that it was only a ‘joke,’ it is in fact a joke that is all the more offensive to the Cordillera people. Adding insult to injury, she referred to the Cordillerans as “our Igorots” relegating the Cordillerans into a second class status as if to imply that the Igorots are owned by the ruling class in the country that can be easily summoned to slavishly run errands for the tyrant master anytime. These verbal misfires only reflect her omnipotent mentality that her dictator father has instilled on her.
The Cordillera culture that we have inherited from our ancestors is closely woven with the lands, the resources and the lives that we continue to defend and develop. It is not something to be mocked or to be joked about. To allow our indigenous rituals performed for the self-serving interest of the hated dictator’s descendant is a betrayal of the revolutionary aspirations fought by the Cordillera people since the US-Marcos dictatorial rule.
Her denigration of Igorots is not surprising, since she grew up with a silver platter and has been raised by a dictator who regard ancestral lands and the country as something to be conquered and bidded to the highest bidder. Since greed is in her blood, she has now offered her services to the worst plunderous and vicious regime since the rule of the dictatorship.
The bad spirit of the tyrannical rule that befell the Marcos family and continue to possess Imee haunts the Cordillera people and the entire country. She badly needs cleansing of conscience. Instead of exhorting Igorots to do the cleansing ritual, why can’t she do it herself? She can very well do herself a favor if she will publicly recognize the many crimes and human rights violations committed by her father and his fascist machinery against the Cordillera people, indemnify the victims, prosecute the perpetrators and serve justice to all aggrieved parties. She can further redeem herself from eternal damnation if she will take a stand against her close friend Digong’s unceasing cheap peddling of Cordillera resources to foreign investors like the sell-out of the geothermal energy of Kalinga to Chevron, destruction of ancestral lands in the controversial Chico River Irrigation Pump Project, favoring Chinese workers over poor Igorots. Further still, she should just help the hundreds of thousands of Cordillera people who are burdened by the repeated battering of tropical typhoons last year and the present drought.
May we remind her that the Cordillera people has been waging a revolutionary struggle for nationalism and democracy along with the entire Filipino people against imperialism, feudalism and bureaucrat capitalism for more than four decades now. Specifically, we are fighting to establish the Cordillera People’s Revolutionary Autonomous Government, the genuine embodiment of the recognition of our right to self-determination. Certainly, we do not wish to remain an oppressed and exploited people under a semi-feudal and semi-colonial system, much less dream of becoming a people Imee Marcos calls her own Igorots.
We cannot forget the worst inhumanity that was unleashed by the US-Marcos dictatorship in the form of the imposition of the Chico Dam, Cellophil logging concession and the like and the subsequent massive militarization of our communities. Because of the firm militant opposition of the Cordillera people against the plans of the dictatorship to sell our land and resources to foreign companies, Cordillerans have been subjected to various kinds of reactionary violence to crush our resistance. And for that, she nor anyone has the right and temerity to call our people as their ‘Igorot.’
The irresponsible remarks of Imee may seem to be a trivial issue amidst major political & economic issues currently besetting the Filipino people. But minor as it may be, it manifests the far larger problem of national oppression perpetrated by the reactionary state against national minorities. It reflects the discrimination against the Cordillera people. Combined with the plunder of our resources, historical neglect of the government, militarization and commercialization of our culture, we are coerced to accept the neoliberal impositions of the state at the expense of our land and culture.
The triumph of Cordillera people’s struggle against the Chico Dam and Cellophil logging projects is forever etched on our collective memory. It was a hard-fought victory paid for by the many hardships and sacrifices beyond measure. As the Cordillera People’s Democratic Front carries forward the fight to this day, we are ever determined to ensure that the blood, sweat, tears, and the very lives of many Cordillerans offered in the altar of the anti-dictatorship revolutionary struggle will not come to naught.
The Cordillera People’s Democratic Front calls on all Cordillerans to fight against the three basic problems of imperialism, bureaucrat capitalism and feudalism that perpertrates national oppression against against national minorities and the toiling masses as a whole. We will never be silent against these unjust depictions and misrepresentation of Cordillera people. We will always show our indignation and fight against the tyranny and fascism of the US-Duterte regime that Imee Marcos serves. The warrior tradition of the Cordillera people, together with the strong will and aspiration of the majority of the Filipino peoples to fight for freedom, national democracy and self-determination, will ultimately prevail in toppling down the whole semifeudal and semicolonial system.

Even as Duterte displays outright slavishness to China over the Recto Bank incident, he manifests utter subservience to the US imperialists by allowing US warships and military troops to continue using the country as a large military base.
Yesterday, one of these ships, the US Navy’s USS Montgomery, a littoral combat ship, docked at the civilian port Sasa Wharf in the Dutertes’ Davao City and proceeded to conduct “friendship” activities in the city.
The docking of the USS Montgomery dwarves China’s trawl ships in the South China Sea, literally and politically. While Chinese ships plunder and roam the Philippine seas, US warships carrying guns, missiles, fighter jets, hundreds of soldiers and nuclear arms, dock directly on Philippine civilian ports and airports, unload and store war materiél on US-controlled facilities, and offloads foreign troops who enjoy protection under the US-RP Visiting Forces Agreement.
