The Philippines, sustaining its bid to beef up its surveillance capabilities, is acquiring eight ScanEagle unmanned aerial vehicles (UAVs) worth $9,633,665 from a subsidiary of aircraft maker Boeing under the United States Foreign Military Sales program.

The contract was announced by Insitu Inc., maker of the drones, which said that the procurement will join its deliveries for Southeast Asia until 2022. Indonesia, Malaysia and Vietnam has also ordered the same type of UAV.

“In addition, this order provides for spare payloads, spare and repair parts, support equipment, tools, training, technical services and field service representatives,” the company said through the US Department of Defense.

The ScanEagle is a well-known tactical UAV and used principally for maritime surveillance, with most of the procuring states intending to use it to patrol their vast maritime waters.

The delivery of the eight UAV’s will add the Philippine Air Force’s inventory of such aircraft following the turnover in March last year by the US of six ScanEagle 2 drones to the Philippine Department of National Defense.

The six drones were acquired through a grant in the amount $13.2 million that was part of the financial assistance provided by the US to its allies in Southeast Asia.

In procuring the UAVs, the military is looking forward to further boosting its maritime domain awareness, especially in the West Philippine Sea, its humanitarian assistance, and disaster relief operations and counterterrorism capabilities.

The previously acquired drones are currently being operated by the Air Force’s 300thAir Intelligence and Security Wing at Antonio Bautista Air Base in Palawan, the province closest to the disputed portion of the South China Sea.

The ScanEagle 2 is capable of performing a variety of missions, including internal security operations, counterterrorism, reconnaissance and patrol.

The ScanEagle is launched through a catapult and recovered using a skyhook. It has more than 24 hours of flight endurance and a maximum speed of 148 kilometers per hour.

A former media practitioner is now the new face and voice of the Philippine Army’s 3rd Infantry Division.

Captain Cenon Pancito III was designated 3ID spokesperson and chief of the Division Public Affairs Office (DPAO).

He succeeded Captain Eduardo Precioso Jr., who’s now with the 3ID Civil Military Operations (CMO).


Pancito, a member of Philippine Military Academy (PMA) Class 2006, said he was surprised to be given such a task since he was just assigned at the 3ID headquarters on October 2018.

Prior to his new assigned, he was the assistant chief of staff of the 3ID’s Communication, Electronics and Information System.

But while it was a job that he foresaw, Pancito said he might be destined to be working with the persons close to his heart.

Before entering the PMA, Pancito was a Mass Communications student at Asian Development Foundation College in Tacloban City.

While a student at PMA, he did radio hosting during Saturdays in Baguio City.

In fact, he is a member of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP).

“I love the broadcasting industry and by this new task is still another paradigm shift in my career,” he said.

Pancito said he looked forward to be working with the media, whom he recognized, will bridge the gap between the Philippine Army and the public.

The appointment of Allen Capuyan, a retired colonel, as the chairperson of the National Commission on Indigenous Peoples was met with opposition from IP and rights organizations.

In separate statements Wednesday,
Sandugo Movement of Moro and Indigenous Peoples for Self-Determination and Karapatan said attacks against indigenous peoples would worsen with Capuyan heading the NCIP.


Capuyan was previously the executive director of the National Secretariat of the National Task Force to End Local Communist Armed Conflict. In 2004, he was appointed chief for operations of the Intelligence Service of the Armed Forces of the Philippines.

Karapatan secretary general Cristina Palabay said the NCIP has never been a supporter of indigenous rights but having the retired colonel as its head “will completely steer the agency off the course at the expense of indigenous communities and in the interest of military operations and economic plunder.”

“The appointment of Capuyan speaks loudly of the NTF to End Local Communist Armed Conflict that in fact targets the indigenous peoples organizations and leaders. These attacks against us with Capuyan at the helm of the NCIP will further intensify as if we are the enemies,” Sandugo said.

Sandugo added that Capuyan played a major role in the “reign of terror” in Mindanao as a former commander of the Task Force Gantangan. The special group, Sandugo said, was formed to set up Lumad paramilitary groups such as Alamara, Magahat-Bagani, among others.

“Now as head of NCIP, he can legitimize further militarization and terrorize IP communities nationwide,” the indigenous peoples group said.

Sandugo also warned that Capuyan’s appointment as NCIP chair could pave way for the approval of the construction of the Chico River Water Pump project in Pinukpok, Kalinga and the Kaliwa Dam project in General Nakar, Quezon and Tanay, Rizal—both strongly opposed by affected residents and IP communities.

Capuyan joins the long list of former military men appointed by President Rodrigo Duterte to head civilian agencies. The chief executive earlier admitted his preference to appoint former soldiers, saying they get the job done.

Palabay said this is indicative of Duterte’s use of powers to install an “undemocratic and militarist government.”

“Public office has not been only capitalized for private gain, but also for military operations. This is blurring the lines between civilian and military functions and serves only to normalize an emerging dictatorship masked in a different, indirect form,” she said.

Capuyan had a stint as Duterte’s adviser for indigenous people’s concerns.

Prior to that, he was Manila International Airport Authority assistant manager for security and emergency services. He resigned in 2018 months after alleged Customs fixer Mark Taguba described him as “big brother” and linked him in the alleged corruption at the BOC.

President Rodrigo Duterte on Tuesday visited the injured soldiers in a recent firefight with the militant Abu Sayyaf group.

During his visit to the Camp General Teodulfo Bautista in Sulu, Duterte conferred the Order of Lapu-Lapu with the rank of Kampilan on 11 soldiers wounded during the May 31 encounter with the Abu Sayyaf forces at Barangay Pansul in Patikul, Sulu.

The recipients of the Order of Lapu-Lapu were Cpl. Arsenio Opaco Jr., Cpl. Sonny Jumoc, Pfc. Edwin Yurong, Pfc. Edeson Alom, Pfc. Abduhasad Baladji, Pcf. Joevertt Ramirez, Pvt. Dominic Osorio, Pvt. Jeric Peñaredondo, Pvt. Raymund Balambao, Pvt. Ramil Diaz Jr., and Pvt. Albert Daligdig.

Pfc. Haliboy Calapiz and Pfc. Dieth Sarabe, who sustained major injuries, were airlifted to Camp Navarro General Hospital in Zamboanga City.

The Order of Lapu-Lapu is given to persons in government or private sector who have rendered extraordinary service or have made exceptional contributions to the success of the President’s campaign or advocacy.

The Kampilan medal is conferred on persons who were seriously wounded or have suffered great loss of property as a direct result of their participation in such action.

The President also awarded the Gold Cross Medal to Lt. Col. Abdulmoel Alamaia, Lt. Col. Ronaldo Amteo, 1st Lt. Romel Pacer, 1st Lt. Geronimo Vergara, Cpl. Ariel Sanchez, Cpl. Engelbert Tañan and Cpl. Reylan Busmeon.

Duterte also led the donning of ranks to Brig. Gen. Divino Rey Pabayo and Brig. Gen. Andres Centino.

In his speech, Duterte said his camp visits are intended to recognize the bravery of soldiers and boost their morale by ensuring his continued support.

"Sa panahon na kailangan ninyo ang inyong commander-in-chief to be with you, beside you, and to die with you, nandito ako sa mga panahon na 'yan,” the President said.

He also vowed payment of soldiers’ hazard pays for the recent months.

Cotabato City – Chief Minister Ahod Balawag Ebrahim (aka Al Hajj Murad) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has appointed Romeo K. Sema as Minister of Labor and Employment (MOLE) of the BARMM. The appointment was announced at the flag ceremony attended by BARMM employees Monday morning.

“Today, I gladly accept a great challenge toward the realization of the aspirations of the Bangsamoro. I have been appointed by Interim Chief Minister Ahod Balawag Ebrahim as minister of the Ministry of Labor and Employment (MOLE-BARMM),” Sema posted in his Facebook page early on Monday.

This was confirmed later by BARMM Executive Secretary Abdullah Cosain.

“As a revolutionary and public servant, I commit my life to work to build a better Bangsamoro,” Sema said.

Nominated by the Moro National Liberation Front (MNLF), President Rodrigo Duterte appointed Sema is a member of the Bangsamoro Transition Authority (BTA) early this year.

The Central Committee of the MNLF under the chairmanship of former Sulu provincial governor and congressman Yusoph Jikiri elected Sema as vice chairmen for political affairs on February 19, 2017.

During the time of Mujiv Hataman as regional governor of the defunct Autonomous Region in Muslim Mindanao (ARMM), Sema served as chairman Regional Reconciliation and Unification Commission (RRUC) from 2016 to 2019.

He was the executive director of commissioner in the RRUC in 2011 and its executive director in 2010.

As a member of the Regional Legislative Assembly (RLA) in 2012, he was the chairman of the Committee on Rules and Amendments and vice chairman of the Committee on Peace and Security.

From 2001 to 2002, Sema served as the national co-director of the Special Zone of Peace and Development (SZOPAD) Rehabilitation Project, a project funded by the European Union.

His first stint with the defunct ARMM, however, was his appointment as executive assistant in the office of the cabinet secretary under the Office of the Regional Governor from 1996 to 1999.

MILF: UNYPAD hosts iftar, series of Ramadhan Symposia in Bangsamoro communities

COTABATO CITY – The United Youth for Peace and Development (UNYPAD) have intensively implemented its Da’wah program this month of Ramadhan 2019 in Mindanao and in Manila chapters that included free iftar and community Islamic symposia.

The Cotabato City Chapter initiated to ask for donations, collect sadaqa from its members and from some philanthropies intended for iftar to be served in Masjid in Cotabato City and Datu Odin Sinsuat, Maguindanao. 


Plah Macabuat, Cotabato City chapter chairman said that Ramadhan is a miracle. “We didn’t expect that a day before our iftar, there were additional donations given to complete our budget for the iftar,” Plah said.

“They called us to pick up their donations, others brought their goods directly to us that were included in repacking of meals for iftar,” he said.

Plah said it is a big accomplishment of their chapter. On May 9, Plah said they have conducted their first free iftar in Masjid Poblacion 9, Cotabato City.

Islamic Symposium was also held in Barangay Semba, DOS, Maguindanao and the second free iftar was held at Masjid Hassan, Sitio Pimbaglan, Kalanganan 2, Cotabato City, Plah also said.

On June 2, an Islamic Symposium was held at AVR Room, Cotabato City State Polytechnic College in partnership with Women Affairs Committee (WAC) of UNYPAD.

The iftar targeted over 100 individuals in every Masjid, said the UNYPAD Cotabato City Chapter Chairman.

UNYPAD Deputy Secretary General Dats Magon said that this Ramadhan, the UNYPAD continued its massive organizing activities in Moro communities, informing the grassroots on the status of the Bangsamoro peace process and the Bangsamoro Transition Authority (BTA).

Dats is one of the national officers of UNYPAD who is deeply involved in community immersion particularly in North Cotabato areas to give update on peace processes this holy month.

The Maguindanao Provincial Chapter – Cluster 1 chaired by Mohammad Aratuc also said that his chapters have done series of Ramadhan Symposia in Parang, Buldon, Barira and Matanog, all in Maguindanao province.

Kamim Macmod, Chairman of the UNYPAD National Capital Region chapter said, they organized iftar for at least 200 persons in Panangan Pangandamin Masjid in Maharlika Village, Taguig City.

“Aside from the free iftar, we taught our children age 8-14 years old on how to perform salah or prayer. That is part of UNYPAD-NCR activities during the Ramadhan,” Kamim said.

In UNYPAD Western Mindanao, Davao, Lanao, Maguindanao and Sultan Kudarat provincial chapters have also organized similar activities.

The UNYPAD is a non-profit Moro youth organization that aims to render peace and development services in grassroots communities of Moro, Indigenous People, and Christian settlers in Mindanao and other areas.

CAMP SIONGCO, Maguindanao – The Muslim believers of 6th Infantry Division gathered here early morning (June 05, 2019) to commemorate the Eid’l Fitr or Feast of the Breaking of the Fast.

The military Muslim personnel were joined by their families and other civilians living near the camp in an early morning prayer in front of the 6th ID Grandstand.

This year’s celebration was led by Assistant Division Commander for Reservist and Retirees Affairs, Colonel Carlito R Bueno and greeted everyone with Eid Mubarak or blessing on their celebration.

“Ang kahulugan ng pag-aayuno sa Islam ay isang uri ng gawaing pagsamba sa Allah sa pamamagitan ng pagpigil at pag-iwas mula sa pagkain, inumin, pakikipagtalik at sa iba pang nakakasira sa pag-aayuno, simula sa pagsapit ng madaling araw hangang sa paglubog ng araw.” said Col Bueno.

Col. Bueno, in his message outlined the purpose of fasting, which is considered the holiest among the Islamic celebration.

The Commander of 6th Infantry Division, Maj. General Cirilito E. Sobejana, extended his greetings to the Muslim brothers and sisters of 6th ID and stakeholders and thanked them for choosing 6th ID camp to celebrate Eid’l Fitr.

“May the blessings of Allah fill your life with happiness and this worthy celebration will touch the love and peace to each and every one of us,” the Commander expressed.

Fort Magsaysay, Nueva Ecija – The 7th Infantry (Kaugnay) Division, Philippine Army urges the local government units to declare the Communist Terrorist Groups (CTGs) in Northern and Central Luzon as Persona Non Grata during a conference held at its headquarters in Fort Magsaysay, Nueva Ecija, today.

Major General Lenard T Agustin AFP, Commander of 7ID headed the conference which was attended by the division staff and unit commanders of the Kaugnay Division.

The conference aims to appraise the Commander, 7ID, division staffs and other commanders about the operational situation and administrative requirements of the division and its units as they perform their duties in compliance with its campaign plan.

One of the highlights of the conference is the update of the declaration of CTGs as Persona Non Grata of the provinces, municipalities and barangays within the 7ID area of responsibility.

The declaration is an essential action that should be taken by the local government units as part of their committment to the Whole of Nation Approach or the Executive Order Nr.70.

As of this moment, there are one province, eight municipalities and 34 barangays that declared CTGs Persona Mon Grata through their respective resolutions.

MGen Agustin said, “Now that the election is done, I believe our elected local government officials, regardless if they were previously or newly elected, may now focus on their platforms and projects which they promised to their constituents. Rest assured that the Army is always ready to provide assistance in whatever programs that you will make for the people.”

“Likewise, we encourage the LGUs to look into the importance of declaration of persona non grata against the CTGs and take action on it. The declaration has a great impact not only in the security aspect but most importantly in the development of an area,” he added.

Relatedly, MGen Agustin also encourage the LGUs to have a localized peace negotiations with the CTGs within their jurisdiction.

Camp Evangelista, Cagayan de Oro City— A total of 251 determined applicants who aspire to become members of the Philippine Army took their oath at 4th Infantry “Diamond” Division, Philippine Army, Camp Evangelista, Patag, Cagayan de Oro City on June 4, 2019, Wednesday at around 3:30 in the afternoon.

The Candidate Soldier Selection Board recommended to Commander, 4ID the latest batch composed of 236 males and 15 females coming from Regions 9, 10, 11 and CARAGA. They underwent a comprehensive and very competitive selection process that include passing the written, physical and medical exams, trade test, board interviews and completed the basic clearances from various government agencies.

These young individuals were the most qualified among the 558 applicants. They diligently complied with the requirements, compete in all the tests and endeavor to perform their best to be included in the Calendar Year 2019 quota for the Candidate Soldier Course. The Candidate Soldiers will undergo six-months of intensive military training.

It was observed that an increasing number of applicants wanted to join the noble profession of arms and serve their country. There is also an increasing number of inquiries about the coming schedules for the next batches of Armed Forces of the Philippines Service Aptitude Test (AFPSAT).

Floriza Maca, 24 years old, a graduate of Bachelor of Science in Hotel and Restaurant Management and an IP member of Manobo tribe from San Miguel, Surigao del Sur is very grateful. “I’m very much thankful to God for giving me this opportunity, I’ll do my best so that I could help my parents, other members of our tribe and the community. It is an honor and privilege for me as an IP to join this noble profession of arms. It is a dream come true to be able to serve and become one of the respected heroes in our country.” “As a graduate of the Youth Leadership Summit, my heartfelt gratitude also goes to the Army troops who guided me all the way.” Maca added.

Likewise, Aldo Maderal, 24 years old, a license criminologist from Balingasag, Misamis Oriental said, “I am thankful to the government because my family is a 4Ps recipient. I also grew up in a conflict affected area and observed the hardships in our community. This will serve as my motivation to strive hard and finish the training so that later on, I can be of greater help to my community and set as an example to the youth in our barangay. My dream to join the Army started when I participated in the ROTC program during College.” Further, he proudly said, “Sir, I hope not to fail because this is a very rare opportunity accorded to me. I want to make my family proud of me someday”.

On his message, Col Philip S Lapinid, Assistant Division Commander for Reservist and Retirees Affairs said, “Today’s Oath Taking ceremony signifies that you are now prepared to begin your metamorphosis as soldiers who shall be ready to take on the challenges of partaking a role in national defense and as a soldier who shall be equipped to contribute in the goal of attaining sustainable peace and development”. “Remember that this significant day will remind you of the life you have to leave behind. Your profession will transport you to a new world of service to the nation. From now on, you no longer carry the identities that you once possessed as civilians before you entered the military service. You will be trained and molded to become a professional soldier”. Lapinid added.

Major General Franco Nemesio M Gacal, Commander 4ID said, “This is a welcome infusion of younger generation who has the burning desire to become professional soldiers in the Philippine Army. The Division Training School will properly train and transform them so that in the days to come, they will significantly contribute to the government’s campaign of ending local communist armed conflict in Regions 10 and CARAGA. Do your best, train hard and learn the basics because while you are training, 4ID will carry on with its campaign to sustain the peace in the area. There will be no let-up in our operations until Communist NPA Terrorists surrender and avail of the Enhanced Comprehensive Local Integration Program (E-CLIP)”, Gacal ended.

The Philippine Army will train members of the defunct Revolutionary Proletarian Army-Alex Boncayao Brigade on how to secure themselves and their communities, Brig. Gen. Benedict Arevalo said yesterday.

The New People’s Army had earlier attacked the settlement site established by the government for members of the defunct RPA-ABB in Brgy. Locotan, Kabankalan City, Negros Occidental.

The NPA attack at the settlement site claimed the lives of two members of the RPA-ABB, now known as Kapatiran, and caused injuries to three others.

The Apolinario Gatmaitan Command issued a statement claiming the attack, and also having confiscated eight high-powered firearms, including an M-60 machine gun, ammunition and communication radios last month.


“Because of the incident, we are looking into how to strengthen the security of RPA settlement sites.” Arevalo said.

Aside from Locotan in Kabankalan City, there are two other settlement sites for the RPA-ABB members and their families located in Brgy. Bagonbon, San Carlos City, and Brgy. Celestino Villacin in Cadiz City.

As of now, they are not yet under total control of the military. They (RPA-ABB) are just securing themselves. But the next step is to train their community security forces, Arevalo said.

The RPA-AB and its political wing, Rebolusyonaryong Partido ng Manggagawa-Pilipinas, entered into peace agreement with the government in year 2000, after breaking its ties with the mainstream Communist Party of the Philippines- New People’s Army.

After completion of their training, Arevalo said the security forces of RPA-ABB communities will be placed under the supervision of the Philippine Army.

He added that they will provide handlers to their community security forces where they are located.

“It is similar to the CAFGUs (Civilian Active Geographical Auxiliary Unit), but they don’t want to be called as such” Arevalo said.

The Office of the Presidential Adviser on Peace Process already completed the profiling of all RPA-ABB members, as well as firearms and explosives in their possession, pending finalization of closure agreement.

Over the years, several key leaders of the RPA-ABB, including one of its founders, Arturo Tabara, had been liquidated by the NPA.

The RPM-P has dismissed the recent violent attack against its members in Brgy. Locotan, Kabankalan City, as a sign of desperation of the New People’s Army in its plan to intensify a self-serving armed struggle and establish political power.

The Office of the Presidential Adviser on Peace Process also condemned the attack, saying it only shows the gruesome and inhumane methods the CPP-NPA would utilize to promote their twisted brand of ideology.

A former NPA commander, his wife, and three others surrendered to government forces in Barangay Poblacion, Loreto, Agusan del Sur on Friday, May 31.

Capt. Aldim Viernes, Civil Military Operation officer of the 26th Infantry Battalion,
identified them as Javier and his wife Ann, a squad political officer, supply officers Ricky and Yaw, and team leader James (not their real names).

All five belonged to the Guerilla Front 34 of the CPP-NPA’s Southern Mindanao Regional Committee (SMRC), which operates in the boundaries of Caraga and Davao de Oro (Compostela Valley).

They brought along with them two caliber .30 Carbine rifles with three magazines; one caliber .30 sub-machine gun with two magazines; one KG9 sub-machine gun; two shotguns, one caliber .45 with one magazine, one fragmentation grenade, and one anti-personnel mine.

Ann said the NPA never fulfilled any of its promises when they were recruited years ago. Instead, they were separated from their five children who were left to fend for themselves.

“I wanted to visit my children but our leaders did not allow me, even though they knew I needed to attend to my sick son. Also, the support they promised to us for our children never came especially when my youngest son was hospitalized. They did not even bother to provide a single centavo. They don’t care about family,” she claimed.

The couple learned of the Enhanced Comprehensive Local Integration Program (ECLIP), and decided to surrender.

Meanwhile, Ricky, who was only 17 when he was recruited last year, also lamented about the hardships he suffered as a member of the NPA.

“Sometimes we go two days without eating because the supplies were delayed,” he said. “We couldn’t take it anymore.”

Lt. Col. Romeo Jimenea, the 26th IB commander, said the five were all victims of the CPP-NDF-NPA’s lies and propaganda, especially Ricky who was a minor when he was recruited.

“The International Humanitarian Law prohibits the recruitment of persons under 18 years old to become combatants, even in a local armed conflict,” Jimenea said.

Jimenea attributed the influx of surrenders from Loreto to the recent resolution by the Municipal Peace and Order Council and the Manobo tribal leaders declaring the CPP-NDF-NPA as persona non grata.

Records show that from January to date, 151 NPAs from Agusan del Sur have already surrendered to the government. They also handed over 50 firearms of various calibers.

Col. Allan Hambala, 401st Brigade Commander lauded the troops for facilitating the peaceful surrender of the five former rebels. He vowed to help them live normal lives again through the government’s E-CLIP.

IMPASUGONG, Bukidnon -- A group of criminals, believed to be New People’s Army (NPA), burned four vehicles and a motorcycle around 11:30 evening, May 27, at Purok 3, Barangay Sto. Niño, Manolo Fortich, Bukidnon.

Field reports said the ‘Barangay Tanod (security volunteers)’ earlier accosted the hoodlums but the ‘Tanod’ on duty were outnumbered. The terrorists then hog-tied some of the security volunteers.

Using boulders, the terrorists immediately set up a roadblock and torched the vehicles they themselves used to reach barangay Sto. Niño.


The Manolo Fortich Police responded and sought the support of the Army’s Special Forces Battalion. The composite team arrived at the crime scene and freed the hog-tied security volunteer left by the fleeing armed bandits.

Destroyed were two L-300 utility vans; one Toyota Hilux; one Isuzu elf truck; and a motorcycle.

“Sa ngayon pinag-aaralan pa ng kapulisan ang modus operandi kung anong criminal gang ang gumawa ng pag carnap at pagsunog ng mga sasakyan (As of this report, police is still investigating identities of the perpetrators),” said Col. Edgardo De Leon, Commander, 403rd Infantry Brigade, Philippine Army.

Heeding the government’s call to finally end communist insurgency in the country, various sectors in Bukidnon joined in the peace and development forum recently at Kaamulan Folk Arts Theater, Malaybalay City.

Participated by more than 200 barangay captains and leaders; city and municipal planning and development officers; and representatives of local and national government agencies in the province, the Regional Development Council (RDC) 10’s chairman Bukidnon governor Jose Maria R. Zubiri led the delegation in discussing Executive Order No. 70 (EO 70) and Convergence Areas for Peace and Development (CAPDev).

The workshop on “Validation of Needs” highlighted the forum by giving participants enough time to validate the programs, projects, and activities (PPAs) needed in their respective communities.

These PPAs, were earlier endorsed by RDC for inclusion in the 2020 National Budget. These were also included in the 25 Billion budget for conflict-affected areas in Bukidnon, which already earned RDC’s nod last March.

The event is in line with the operationalization of President Rodrigo Duterte’s EO 70 that institutionalizes a “whole-of-nation approach.”

The executive order created the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) that leads all government’s move in ending the local communist rebellion.

Chaired by President Duterte himself, NTF-ELCAC’s mission is to ensure inter-agency convergence in project implementation to address causes of armed conflict at the local level. The task force works towards ensuring that social services, employment opportunities and improved quality of life should be spread out in areas experiencing clashes with communist rebels.

The CAPDev, on the other hand, is Region 10’s banner program to set EO 70 in motion.

This move aims to address the root causes of insurgency through focused, coordinated and sustained delivery of basic services and social development packages by the government in poor, conflict-affected and Geographically Isolated and Disadvantaged Areas (GIDAs) in region 10.

Major General Franco Nemesio Gacal, commander of the Army’s 4th Infantry Division, who also serves as chairperson of RTF-ELCAC technical working group in the region, said despite continuing successes of the operations by the security sector, some of the government’s attempt in stopping insurgency was in vain because of the lack of harmonization and synchronization of government plans and programs with civilian agencies.

Further, it failed to encourage the participation of all sectors of society, Gacal said.

“In effect, EO 70 shifts the traditional military-centric approach into a civilian-led approach in confronting the communist terrorist group. Good governance is the key ingredient in the ‘whole-of-nation approach.

From our experience, the military solution should be just one of the many components in addressing the communist insurgency,” he added.

Likewise, 403rd Brigade Commander Col. Edgardo de Leon said the task force needs to continue discussing and defining some complexities in identifying and addressing the root causes of insurgency to help the government win the war versus communist terror groups.

De Leon lauded Gov. Zubiri’s support which he said is crucial to the implementation of CAPDev programs and other peace and development efforts in the province and the entire region.

“We are very optimistic that we can address the root causes of insurgency and other forms of conflict here in Bukidnon because we are finally on the same page,” De Leon said.

Gacal, on the other hand, said the activity was a prelude to the creation of Provincial Task Force-ELCAC, which, in turn, will spearhead the implementation of CAPDev in the province.

“We are glad that the Whole-of-Nation Approach—along with our ‘Peaceful War’—is rapidly gaining traction among our stakeholders. We are now seeing positive results in our peace and development campaign because of the concerted efforts from the Regional, Provincial, Municipal and Barangay level.

We would like to commend Governor Zubiri, the mayors, barangay captains, LGU planning and development officers, and all regional line agencies for showing their commitment and cooperation to this endeavor,” Gacal added.

National Economic and Development Authority (NEDA)-10 regional director Mylah Faye Aurora Cariño, meanwhile, said this maiden event marked the beginning of a series of Peace and Development campaigns in three other provinces of Northern Mindanao namely Misamis Occidental, Lanao del Norte, and Misamis Oriental for the next few days. A total of 81 soldiers of the Philippine Army in Negros Occidental were awarded the Military Commendation Medal (MCM) for demonstrating exemplary performance of duties in combat operations against the New People’s Army (NPA).

The recipients included 43 troopers of the 79th Infantry Battalion (IB) based in Barangay Bato, Sagay City in northern Negros, led by Lt. Col. Emelito Thaddeus Logan. The 38 others belonged to the 62nd IB headquartered in Barangay Libas, Isabela town in central Negros, headed by Lt. Col. Egberto Dacoscos.

The awards were bestowed by Brig. Gen. Benedict Arevalo, commander of the 303rd Infantry Brigade, in separate rites held at the soldiers’ respective headquarters on Tuesday.

Arevalo said in a statement on Wednesday that he recognized the soldiers’ commitment to the service, as well as their hard work and bravery, in fighting the NPA.

“As their commander, I ensure that their morale is high. Well-motivated and appreciated troops perform more than what is expected” he added.

On May 4, troops of the 62IB encountered communist rebels in Sitio Dawhan, Barangay Buenavista in Himamaylan City, resulting in the reported death of five NPA rebels and the apprehension of a member, who is a minor. They also recovered an anti-personnel mine, seven backpacks, personal items, and subversive documents.

Soldiers of the 79IB also engaged the rebels in Sitio Puting Tubig, Barangay Minautok in Calatrava town on May 15. The Army said reports from the people indicated that five terrorists were killed. The troops found a magazine with eight bullets for a Garand carbine rifle, foodstuff, and personal belongings.

In April, a total of 40 troopers of the two battalions also received the same awards for their successful operations against the communist rebels in Bindoy, Negros Oriental and Barangay Marcelo in Calatrava.

The Communist Party of the Philippines – New People’s Army is considered a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Police and military authorities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) said the congregational prayers across the region to mark Eid al-Fitr on Wednesday were peaceful and solemn.

Brig. Gen. Marni Marcos, BARMM police director, said that since Wednesday morning, no incident has disrupted the solemn observance of the end of Ramadan, the month-long fasting period of the Muslim faithful.

“So far, so good,” Marcos said about the Eid al-Fitr celebrations.

Thousands of Muslims in the BARMM provinces joined the congregational prayer in open spaces, city and provincial capitol grounds, the BARMM provincial satellite compounds, and public-school grounds to perform the obligatory prayer rituals.

Major Gen. Cirilito Sobejana, commander of the Army’s 6th Infantry Division, lauded all stakeholders in his area of operation in the provinces of Sultan Kudarat and Maguindanao, and parts of North Cotabato and Lanao del Sur “for the successful and peaceful Eid al-Fitr feast.”

One of the most important religious holidays for Islam, Eid al-Fitr signals the end of 29 or 30 days of the fasting season.

During Ramadan, Muslims fast from dawn to dusk as a religious obligation and focus on charitable works, the forgiveness of others’ wrongdoings, and prayers.

President Rodrigo Duterte earlier declared June 5 a regular holiday to allow the solemn celebration of Eid al-Fitr nationwide.

The Western Mindanao Command (Westmincom) has honored 14 soldiers who recently fought Abu Sayyaf Group (ASG) bandits in the province of Sulu.

Col. Gerry Besana, Westmincom information officer, said Wednesday the awardees belong to the Army’s 11th Infantry Division who "ferociously engaged" the ASG bandits led by Radullan Sahiron in more than an hour of firefight in Barangay Pansul, Patikul, Sulu on May 31.

Besana said they were awarded the Wounded Personnel Medal (WPM) by Lt. Gen. Arnel dela Vega, Westmincom chief, who visited them at the Kuta Heneral Teodulfo Bautista Station Hospital in Jolo, Sulu on Tuesday.

The awardees are Cpl. Arsenio Upaco Jr.; Cpl. Sonny Jumoc; Pfc. Dietherben Rabe; Pfc. Harry Boy Calapiz; Pfc. Abduhasad Bakadji; Pfc. Edwin Yurong; Pfc. Joevert Ramirez; Pfc. Edison Alom; Pvt. Albert Daligdig; Pvt. Dominic Osorio; Pvt. Jeric Peñaredondo; Pvt. Ramil Diaz Jr., Pvt. Chovie Mar Almodel; and Pvt. Ramord Balambao.

Dela Vega said the series of military operations "debilitated the manpower and strength of Abu Sayyaf militants, who are unable to endure long and successive battles initiated by the Joint Task Force Sulu in known bailiwicks of terrorists.”

“Just like other personnel who were wounded in our previous operations, I congratulate you for doing your part in the accomplishment of our mission. By this time, we have no high-profile kidnap victim so we can sustain our momentum and defeat the
Abu Sayyaf. Remain focused and employ whatever you learned from our previous offensives to ensure your safety," he told the awardees.

The Joint Task Force Sulu earlier this week received an augmentation force that comprises soldiers from the Philippine Army’s 1st Brigade Combat Team.

Former Philippine Army Captain Oliver Almonares, then Commanding Officer of the 15th Scout Ranger Company Special Operations Command, launched his book “THE RESCUE: God’s Amazing Grace” here on Wednesday, detailing how Abu Sayyaf captives were freed during 2002 operations.

Almonares, who hails from Alimodian, town Iloilo, led the operations to rescue the hostages from the bandits.

Among those rescued was American missionary Gracia Burnham, who told her experience of being held captive of the terrorist group in her book “In the Presence of my Enemies”.

Gracia and his husband Martin were captives of the Abu Sayyaf for more than a year.

Martin was killed during the armed encounter between the government troops and the terror group in Basilan, Gracia narrated on her video greeting to Almonares during the book launching at the Central Philippine University (CPU) in this city’s Jaro district.

In an interview, Almonares attributed his book to his fellow scout rangers. “This is a story of my own transformation. This is historical, and the same time spiritual,” he said.

The 270-page book highlights the “action-packed” chapters of military operations, the spiritual transformation of Almonares, and the blossoming of friendship between Almonares and Burnham.

“My main focus is to write this book as an instrument to tell that the greatest rescuer of all times is Jesus Christ, the King of kings,” Almonares said.

Aside from being informed of the historic rescue of Burnham, Almonares said the readers will also be informed of the work of the soldiers, particularly the Scout Rangers.

Almonares said the connection to God is important in the life of every soldier because in every armed operation, the possibility of “not coming back (to family)” is present. “We always need Him every time,” he said.

The idea of coming up with a book on the rescue has struck Almonares when he attended "The Voice of the Murders" at Chesterton, Indiana in 2017 where Burnham was invited as the main speaker.

“THE RESCUE: God’s Amazing Grace” is sold at the Registrar office of Doane Baptist Church in this city.

Almonares said he does not intend to produce the book for fame or financial gain as part of the proceeds will be donated to Silent Ranks Foundation, which helps wounded soldiers in the country.

The 3rd Infantry Division (ID) of the Philippine Army on Wednesday expressed its full support to make the Reserve Officers' Training Corps (ROTC) program mandatory for senior high school students.

Capt. Ceno Pancito, chief of the 3ID Public Affairs Office (DPAO), said in a press conference the army division joins the clamor of Filipinos to revive the ROTC program.

He cited that almost all of the army personnel and media practitioners present in the press conference at the DPAO office, Camp Delgado had been shaped “on who we are today because we had gone with the ROTC program.”

Pancito said the army is one with the vision of the government in instilling patriotism and discipline to the Filipino youth.

The ROTC Program will also produce “reserves” to help the government troops in any situation in the future, he said.

“We are looking at this program as preparation in our armed forces and the government. In times of emergency or crisis, we can always mobilize these people (as products of ROTC program),” Pancito said.

Pancito was a former Assistant Chief of Staff for Communication, Electronics, and Information System of the 3ID.

He assures to harmoniously work with the media to link the 3ID with the people in the Visayas region.

House Bill 8961, approved with 167-4-0 votes by the House of Representatives on third and final reading, seeks to amend Republic Act 7077 or the Citizen Armed Forces of the Philippines Reservist Act.

Under the proposed measure, ROTC training would apply to “all students in Grades 11 and 12 in all senior high schools in public and private educational institutions.”

Government troops recovered an arms cache belonging to Abu Sayyaf Group (ASG) bandits in an island off Sulu province, a top military official said Wednesday.

Major Gen. Divino Rey Pabayo, Joint Task Force Sulu commander, said the arms cache was discovered in Minis Island, Patikul, Sulu at about 7:45 a.m. Monday.

Pabayo said troops of the Army’s 6th Special Forces Battalion, backed by Barangay Peacekeeping Action Team (BPAT) members, were on security patrol when they discovered a cache of M-14 rifle, an M-16 Armalite rifle with several rounds of ammunition, and military and police uniforms.

He said another high-powered firearm, an M-16 “Baby Armalite”, with an attached M-203 grenade launcher, and hundreds of ammunition for M-16 and M-14 rifles were also recovered in the same location at about 3:35 p.m. on the same day.

“The said firearms were cached by surviving Abu Sayyaf members under aka Jackie Chan during the encounter with the Philippine Marine Ready Force last Dec. 13, 2018. The recovery was a result of the continuous Community Support Programs and the utilization of BPATs on the island,” the military official said.

He said the recovered firearms and war materiel were temporarily kept at the headquarters of the Army’s 6th Special Forces Battalion.

Meanwhile, Lt. Gen. Arnel dela Vega, Western Mindanao Command (Westmincom) chief, vowed that “more successful operations are coming our way” with the support of local government units and Sulu residents.

As Filipino Muslims celebrate Eid al-Fitr or the end of Ramadan, Department of National Defense (DND) Secretary Delfin Lorenzana urged every FIlipino to continue to work together to ensure the successful implementation of the Bangsamoro Organic Law (BOL).

"In observance of Eid al-Fitr, we also celebrate the spirit of social healing, reconciliation, and unity. Let us, therefore, continue to work together as one nation to ensure the implementation of the Bangsamoro Organic Law," said Lorenzana in a message forwarded Tuesday night.

The BOL, which was ratified early this year, established the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

He added that the DND, through its One Defense Team, is helping in the transition from a life of division and differences, to a life of lasting peace and prosperity.

"This is our chance to make our present situation better. We shall pass on a more prosperous Mindanao to the next generation. Let us make history together!" the defense chief stressed.

Lorenzana also extended the agency's warmest greetings to all Filipino Muslims on this occasion.

Screen actor and Philippine Army (PA) reservist and probationary, 2nd Lt. Matteo Guidicelli, formally started his 30-day Leadership Development Course (LDC) at the First Scout Ranger Regiment, Camp Tecson, Bulacan Tuesday.

Army spokesperson Lt. Col. Ramon Zagala said the yearly training is conducted to sharpen the leadership skills of PA officers and graduating cadets of the Philippine Military Academy.

He added that the LDC opening ceremony was presided by 6th Infantry Division commander and Medal of Valor awardee, Major Gen. Cirilito E. Sobejana, who is also a Scout Ranger himself.

"We admire the spirit of volunteerism displayed by Matteo Guidicelli. Our country needs more like-minded inviduals who put the interests of the nation before their own. He certainly embodies the ideals of a disciplined and mission-oriented soldier of the Philippine Army," the 6th Infantry Division commander said.

Guidicelli volunteered in the Army Reserve Force this year and has since been campaigning for more volunteers to become reservists themselves. He has also visited Maguindanao and the Davao region as a peace ambassador to inspire the youth to support the government’s peace initiatives, especially with revival of the Reserve Officer Training Corps.

Veteran actor Robin Padilla has also recently expressed his desire to join the Army Reserve Force.

A proposed bill is now pending in Congress to make the Reserve Officers Training Corps a mandatory course for Grades 11 and 12 to train and prepare the youth in the defense of the country and to assist during national emergencies and natural calamities.

Since 1995, the ROTC has produced 1,744,209 graduates.

4 senior PNP officials reshuffled

Four senior officials were included in the latest reshuffle of the Philippine National Police (PNP) that took effect on Monday.

Brig. Gen. Carlito Feliciano, former executive officer (Ex-O) of the Directorate for Integrated Police Operations (DIPO) - Eastern Mindanao, will be the directorate’s deputy director.

Brig. Gen. Dennis Agustin of Police Regional Office 7 (Central Visayas) has been designated as acting director of the Anti-Cybercrime Group (ACG), while Col. Ronaldo de Jesus, from ACG, has replaced Feliciano as acting Ex-O of DIPO-Eastern Mindanao.

Meanwhile, Col. Ildebrandi Usana will be acting deputy director for administration of PRO-7. 


PNP chief, Gen. Oscar Albayalde, approved the new designations upon the recommendation of the PNP Senior Officers Placement and Promotion Board.

President Rodrigo R. Duterte is keen to have mandatory Reserve Officers Training Corps (ROTC) for Grades 11 and 12 as soon as possible, a spokesperson of the Department of National Defense said Wednesday.

"We can recall that reviving mandatory ROTC was one of PRRD's thrusts during his first SONA (State-of-the-Nation-Address) and he made it a priority of his administration. The intention of the President is to put mandatory ROTC back at the soonest possible time," Arsenio Andolong said in message to the Philippine News Agency (PNA).

In a letter to Senate President Vicente Sotto III dated June 3, Duterte urged the Senate to certify the immediate passage of Senate Bill No. 2232, which institutionalizes ROTC in senior high school.

“Pursuant to the provisions of Article VI, Section 26 (2) of the 1987 Constitution, I hereby certify to the necessity of the immediate enactment of Senate Bill No. 2232,” Duterte said in his letter to Sotto.

The President said the measure is expected to “restore basic military and leadership trainings for the youth in order to invigorate their sense of nationalism and patriotism necessary in defending the State and to further promote their vital role in nation-building”.

On May 20, the House of Representatives voted 167-4-0 to approve on third and final reading its version of the ROTC measure, House Bill 8961.

Under House Bill 8961, ROTC training would apply to “all students in Grades 11 and 12 in all senior high schools in public and private educational institutions” and shall be a requirement for graduation.

The following students may, however, be exempted: those who are physically or psychologically unfit; those who have undergone or are undergoing similar military training; those who are chosen by their school to serve as varsity players in sports competition; and those who may be exempted from training for valid reasons as approved by the DND, upon recommendation by an educational institution where the student is enrolled.

The proposed measure also strictly prohibits the use of ROTC training for “political” objective and for teaching and instilling a particular political ideology on students.

House Bill 8961 also bans hazing and other forms of physical or mental abuse.

PRRD vows continued support for soldiers

President Rodrigo Duterte vowed continued support for soldiers during his recent visit to Sulu, saying he was willing to die with them, Malacañang said on Wednesday.

"Sa panahon na kailangan ninyo ang inyong (At the time you need your) commander-in-chief to be with you, beside you, and to die with you, nandito ako sa mga panahon na 'yan (I will be there during those times),” Duterte told soldiers in Camp General Teodulfo Bautista in Sulu on Tuesday (June 4).

Malacañang, in a statement, said Duterte also vowed to shoulder soldiers’ hazard pays for the recent months.

Last year, Duterte approved a pay hike for soldiers, police, and other uniformed personnel, citing their critical role in maintaining national security.

Duterte was in Sulu to visit 11 soldiers wounded during the May 31 encounter with the Abu Sayyaf Group at Barangay Pansul, Patikul, Sulu.

During his camp visit, Duterte also conferred to them the Order of Lapu-Lapu with rank of Kampilan.

The Order of Lapu-Lapu is given to persons in government or private sector who have rendered extraordinary service or have made exceptional contributions to the success of the President’s campaign or advocacy, the Palace said.

On the other hand, the Kampilan medal is conferred on persons who were seriously wounded or suffered great loss of property as a direct result of their participation in such action.

Recipients of the Order of Lapu-Lapu were Cpl. Arsenio Opaco Jr., Cpl. Sonny Jumoc, Pfc. Edwin Yurong, Pfc. Edeson Alom, Pfc. Abduhasad Baladji, Pcf. Joevertt Ramirez, Pvt. Dominic Osorio, Pvt. Jeric Peñaredondo, Pvt. Raymund Balambao, Pvt. Ramil Diaz Jr., and Pvt. Albert Daligdig.

Two other soldiers, Pfc. Haliboy Calapiz and Pfc. Dieth Sarabe who sustained major injuries, were airlifted to Camp Navarro General Hospital in Zamboanga City.

Duterte awarded the Gold Cross Medal to Lt. Col. Abdulmoel Alamaia, Lt. Col. Ronaldo Amteo, 1st Lt. Romel Pacer, 1st Lt. Geronimo Vergara, Cpl. Ariel Sanchez, Cpl. Engelbert Tañan, and Cpl. Reylan Busmeon.

He also led the donning of ranks to Brig. Gen. Divino Rey Pabayo and Brig. Gen. Andres Centino.

Armed Forces of the Philippines (AFP) Chief-of-Staff, Gen. Benjamin Madrigal expressed hope that the military would further strengthen its relations with the Muslim Filipino community in promoting lasting peace and in combating violent extremism.

"As we give reverence to the holy feast, we hope to further strengthen our relationship with the Muslim community as one Filipino nation in promoting lasting peace for our country and in fighting against violent extremism," Madrigal said in a message forwarded to reporters Wednesday, as Muslims all over the world celebrated Eid al-Fitr, marking the end of the holy month of Ramadan.

He said the AFP is one with its Muslim Filipino brothers and sisters in the peaceful, joyous and festive celebration of Eid al-Fitr.

"In the spirit of unity, the whole AFP will remain supportive and committed in the just implementation of the Bangsamoro Organic Law (BOL) which shall pave the way for a just and lasting peace and development in the South," he added.

The BOL, which was ratified early this year, established the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

"Setting aside social, cultural and spiritual differences, we as Filipinos can make history by passing on a better and more prosperous Mindanao to the next generation," the AFP chief added.

Madrigal said the AFP's relationship with its Muslim brothers and sisters, which is built on trust and respect, will continue to bear fruit as the country starts its journey to peace.
