International observers, usually Maoists or other like-minded leftist individuals, are linked up with Philippine-based CPP front organizations to conduct human rights investigations targeting government security forces. <br /><br />The International Solidarity Mission is much like the local "fact-finding missions" that CPP front groups routinely carry out. These missions are usually conducted in contested areas where the Philippine military is challenging the influence of the New People's Army (NPA), the military wing of the CPP, and the ability of communist front groups to organize people at the local level. <br /><br />As with the local fact-finding missions, the outcome of the ISM is predetermined.
