PUERTO PRINCESA CITY, Philippines — Philippine Navy personnel assigned in the West Philippine Sea resupply mission figured in a fight with bolo-wielding China coast guard (CCG) using their “bare hands.”

This happened despite the presence of firearms inside the Filipino resupply boat bound for BRP Sierra Madre in Ayungin (Second Thomas) Shoal, Armed Forces of the Philippines (AFP) chief General Romeo Brawner Jr. revealed on Wednesday.


“With their bare hands, tinutulak nila ang RHIB ng (rigid hull inflatable boats of) Chinese Coast Guard. They were preventing Chinese Coast Guard from hitting them,” Brawner said in a press conference in Puerto Princesa, Palawan.

“Despite the absence of weapons to defend themselves ay lumaban po sila (they still fought),” he noted.

AFP Western Command chief Rear Admiral Alfonso Torres said that the CCG personnel also punctured Filipino’s RHIBs using their bolos.

Torres also confirmed that seven firearms were seized by CCG, but they were “inside gun cases” and were not used during the resupply mission.

Brawner said: “We have arms, but we did not use those. Ayaw po natin magkaroon ng giyera. (We don’t want to start a war.)

During Monday’s mission, a sailor lost his thumb while a number of naval personnel also sustained minor injuries, the AFP confirmed.

CCG rammed, towed, and even boarded Philippine ships, only deeming it as “control measures” in line with its claim of sovereignty in almost the entire South China Sea, including most of the West Philippine Sea.

The claim comes, despite a 2016 international tribunal ruling effectively dismissing its claims stemming from a case filed by Manila in 2013.

MANILA – Several human rights groups condemned the extra-judicial killing of the 16-year-old Lumad student in Senator Ninoy Aquino town in Sultan Kudarat on June 8 in a military operation.

The victim, Kuni Cuba, was a Manobo-Dulangan youth and a recipient of the Indigenous Peoples’ scholarship program of the OMI Indigenous Peoples Mission.


Cuba was an incoming Grade 10 student.

According to reports, Cuba, his brother, and three others, including a 13-year-old child were heading home from a community event in Sitio Kiluding, Barangay Kiadsam, Sen. Ninoy Aquino (SNA) at around 5:00 a.m. when they encountered soldiers from the 7th Infantry Battalion of the Philippine Army (IBPA) who were purportedly conducting a military operation.

They were immediately fired at and accused of being part of the New People’s Army (NPA), said rights groups in a statement.

His friends survived the incident by hiding in the cornfields, but Cuba was killed.

said soldiers have branded the victims as rebels in media interviews, claiming that they recovered a Caliber .30 Garand rifle.


The family denied the accusations of the military.

“These civilians are made out to have been killed in fabricated encounters between military or police forces and the New People’s Army (NPA),” said Cristina Palabay, secretary general of Karapatan.

Karapatan highlighted how civilians are being killed in what they referred to as fake encounters, having documented 67 victims under the term of Ferdinand Marcos Jr.

As it stands, local news MindaNow Sentinel reported that Cuba’s parents and the 7th IBPA settled through the intervention of their town mayor, who attended the funeral of the victim along with church people from Oblates Mission, village officials, and soldiers of the 7th IBPA.

Karapatan said this is an “apparent admission that the boy’s killing was a mistake.”

“It is a 180-degree turn from a statement made by 7th IBPA commanding officer Lt. Col. Tristan Vallescas to Bombo Radyo Koronadal just hours after Cuba’s killing, that his troops had allegedly encountered an NPA group with eight members led by Cuba,” Palabay said.

The rights groups called for a swift, impartial, and unobstructed investigation by the Commission on Human Rights and other relevant agencies, with particular focus on the military’s use of excessive force.

This is not the first time that the military resorted to falsely branding minors as “child soldiers.” Similar incidents have been documented in the case book of the International Committee of the Red Cross (ICRC) since 2001, highlighting these children as civilian casualties, which are blatant violations of International Humanitarian Law (IHL). TACLOBAN CITY — The Armed Forces of the Philippines deployed additional forces to Eastern Visayas to help eradicate the remaining members of the Eastern Visayas Regional Party Committee (EVRPC) of the New People’s Army.

The 8th Infantry Division welcomed the arrival of the First Howitzer Platoon, Bravo Battery, 7th Field Artillery Battalion (7FAB), Army Artillery Regiment (AAR) of the Philippine Army at its headquarters in Catbalogan City on Friday, 14 June.


Brig. Gen. Perfecto Peñaredondo, 8ID assistant division commander, said the arrival of the platoon marks a significant moment in the ongoing campaign to bring peace and stability in Eastern Visayas.

“The (Joint Task Force-Storm) is steadfast in our commitment to decimate the remnants of EVRPC through decisive actions and relentless operations. Our approach focuses on neutralizing the Communist Terrorist Group, while creating opportunities and welcoming those who will choose the peaceful way and return to the folds of the law,” Peñaredondo said.

The Philippine Army’s 7th Field Artillery Battalion (7FAB) is based in Carmen, Cotabato.

Meanwhile, the 8th Infantry Division Commander, Maj. Gen. Camilo Z. Ligayo expressed his confidence that the 1st Howitzer Platoon will significantly boost the current gains of 8ID and the JTF-Storm in the fight to end insurgency in the region.

“The significant accomplishments in your previous assignment speaks of your dedication and hard work in accomplishing your mission. Now that you are here in 8ID, I am confident that you will be able to help us boost our campaign of totally eradicating the remnants of the CPP-NPA,” Ligayo said.

The deployment of the 1st Howitzer Platoon, Bravo Battery of 7FAB, AAR with their 155mm M114 Howitzer will bolster the current firepower capabilities of the division for the total eradication of the remnants of EVRPC, the Communist Party of the Philippines-New People’s Army’s umbrella organization in the region.

The 155mm M114 Howitzer is one of the largest artillery assets of the Philippine Army.

COTABATO CITY - Residents urged for a deep probe on Tuesday night’s bombing of a fuel station in Lamitan City, convinced it was not a terror attack, but meant to embarrass the officials who declared all of its 45 barangays as Abu Sayyaf-free earlier the same day.

Gov. Hadjiman Salliman, chairperson of the Basilan Provincial Peace and Order Council (PPOC), officials of the Army’s 101st Infantry Brigade and the Basilan Provincial Police Office declared Lamitan City on Tuesday morning as cleared from presence of the Abu Sayyaf as a result of the cross-section peacebuilding initiatives.

Mujiv Hataman, different Army and police units and the League of Mayors in the province, all of them reintroduced to mainstream society, now thriving peacefully as farmers and fishermen.

AN IMPROVISED explosive device (IED) went off in a gasoline station in Lamitan City in Basilan hours after the city was declared free from Abu Sayyaf bandits.

A police report stated that the explosion happened around 6:55 p.m. Tuesday, June 18, in a gasoline station in Barangay Matibay, resulting in the injury of a bystander.

The injured individual was immediately brought to the Lamitan District Hospital for immediate medical attention.

The police said the owner of the gasoline station, Noel Mateo, claimed that last April 2024, he received an extortion letter, threatening to blow up their store with a bomb if they fail to give extortion money.

“Further, ongoing information gathering and coordination with intel counterparts were undertaken whether the said incident is connected to ASG (Abu Sayyaf Group) activity,” the police report stated. (TPM/SunStar Philippines)

Dangerous disinformation by the Pentagon against China's Sinovac, condemned

At least 2,200 American troops from the US Marine Corps, US Army, US Special Forces and US Air Force are in the Philippines for MASA 2024. Meanwhile, only 975 Filipino soldiers participated in it. MASA 2024 activities are being conducted in Batanes, Ilocos Norte, Pampanga, Tarlac, Metro Manila, Cavite and Palawan.

Many of these provinces were also the staging grounds for war games by 11,000 US military troops from April to May in the largest Balikatan war games in history.

Chinese forces retained possession of the firearms they seized from Filipino soldiers, whom they prevented from entering Ayungin Shoal on June 17. This day marked the first instance of a foreign military boarding a Philippine vessel within its territorial waters.

Palawan News’ trusted source stated that Filipino troops on the resupply mission exercised utmost restraint thereby preventing a hostile confrontation when Chinese forces boarded their vessel, became physically aggressive, and took their guns.


“Yung mga baril na nakuha ng Chinese hindi nabawi. Andoon sa mga Chinese ang mga armas. Nakaalis ang mga sundalo natin sa Ayungin, pero hindi na nila nabawi ang mga baril nila. Hawak pa rin ng Chinese, tapos papalabasin nila na nabawi? Hindi yon ang totoong nangyari,” the source stated.

“Kinaladkad [ang] mga sundalo natin—grabe kaagresibo nang ginawa nila sa mga sundalo natin. Teribleng pagtitimpi ang ginawa ng mga tropa para hindi na magkagulo doon. Pero talagang agresibo sila, at tayo—hindi tayo lumaban,” the source added.


He said this happened despite Chinese soldiers striking Filipino troops, pointing fingers at them, scolding and yelling, and brandishing a bolo.

“Dinuro duro sila, pinaghahampas, at yong itak, bahala na lang kung sinong sundalo natin ang tatamaan. Grabe ang pagtitimpi ng mga sundalo natin,” the source described.

The source claimed that Filipino soldiers tried to negotiate the return of the firearms, but the Chinese forces refused, taking the guns away after storing them in a single bag.

On Monday, Chinese forces intercepted and thwarted a Philippine effort to deliver supplies to the BRP Sierra Madre outpost in Ayungin Shoal. They overpowered the rubber boat operated by the Filipino soldiers and seized their firearms.

It was during this confrontation that a Philippine Navy personnel from the Naval Special Operations Group (NAVSOG) suffered injuries, resulting in the loss of his right thumb.

Several other personnel were also injured and are now being treated at the military hospital inside Wescom.


This was admitted by the China Coast Guard (CCG) in a story that came out in the China Daily, a state-owned media. The CCG said they boarded the Philippine vessel, inspected it, drove it away for entering Ren’ai Reef in the South China Sea.

In a statement, the Armed Forces of the Philippines (AFP) confirmed that one Philippine Navy personnel sustained a severe injury after the CCG’s “intentional high-speed ramming” during the RoRe to the BRP Sierra Madre (LS 57).

“The CCG’s continued aggressive behavior and unprofessional conduct towards a legitimate humanitarian mission is unacceptable. They must restrain themselves to avoid escalating tensions in the West Philippine Sea (WPS),” it said.

General Romeo Brawner Jr., in his own statement, strongly criticized the CCG for its displays of violence, stating that it lacks the authority or legal basis to interrupt the Philippines’ resupply operation and harm assets within the country’s exclusive economic zone (EEZ).

“This reckless and aggressive behavior has caused bodily harm and constitutes a blatant violation of international maritime law, Philippine sovereignty, and sovereign rights,” he said.

“The AFP strongly denounces these actions, which not only infringe upon our maritime rights but also pose significant risks to regional stability,” he added.

Allies of the Philippines, including the United States, have condemned China’s recent actions that disrupted the latest resupply mission. U.S. Ambassador MaryKay Carlson explicitly criticized China’s aggressive and dangerous maneuvers near Ayungin Shoal, which resulted in injuries to personnel and damage to vessels.

She stated that China obstructed legitimate maritime operations aimed at delivering food, water, and essential supplies to personnel stationed within the Philippines’ EEZ.

“We stand by our allies in support of a #FreeAndOpenIndoPacific,” she said.

More countries issue statements after China’s actions on June 17 ‘severely injured’ a Filipino soldier and damaged a Philippine ship

MANILA, Philippines – Japan and Canada on Tuesday, June 18, joined the Philippines’ treaty-ally the United States and strategic partner Australia in expressing support for Manila following the latest – and worst, thus far – incident between Chinese and Filipino personnel and vessels in the West Philippine Sea.

“Japan reiterates serious concern over repeated actions which obstruct freedom of navigation and increase regional tensions including recent dangerous actions that resulted in damage to the Filipino vessel and injuries to Filipinos onboard,” the Japanese Ministry of Foreign Affairs (MOFA) said in a statement late June 18.

On June 17, a Philippine military mission to bring supplies for and rotate troops assigned to the BRP Sierra Madre in Ayungin Shoal was disrupted by Chinese maritime personnel.

The Philippines’ National Security Council (NSC) said China used “dangerous maneuvers, including ramming and towing” in disrupting the mission. The Armed Forces of the Philippines (AFP), a day after the incident, confirmed that a soldier was “severely injured” because of China’s “intentional ramming.”

Japan and Canada are the latest countries to issue statements in support of the Philippines after the June 17 incident in Ayungin Shoal. The US State Department and Australia’s Department of Foreign Affairs and Trade also earlier released statements from Washington and Canberra, respectively.

In its statement, Japan said that issues in the South China Sea are “directly related to the peace and stability of the region and is a legitimate concern of the international community.”

“Japan opposes any unilateral attempts to change the status quo by force as well as any actions that increase tensions in the South China Sea,” said the MOFA.

Japan also reiterated its concern over “unlawful maritime claims and steadfastly opposes the dangerous and coercive use of Coast Guard and maritime militia vessels in the South China Sea.” A similar statement was made following the historic trilateral meeting between United States President Joe Biden, Japanese Prime Minister Fumio Kishida, and Philippine President Ferdinand Marcos Jr. in April 2024.

Tokyo said it “appreciates” Manila “for having consistently complied with the [2016] Arbitral Tribunal’s award,” and for its “commitment to the peaceful settlement of disputes in the South China Sea.”

Japan and the Philippines enjoy close economic, political, diplomatic, and security ties. Japan has helped the modernize the Philippine Coast Guard, among the units in the frontlines of the Philippines’ push to defend its sovereign rights and claims in the West Philippine Sea.

The two countries are also in the process of concluding a Reciprocal Access Agreement, a deal that would set terms for visits and deployment of troops to each others’ territories.

Canada also scored China for its “dangerous and destabilizing actions” against Philippine vessels during the June 17 resupply mission.

“The PRC’s use of water cannons, dangerous maneuvers and ramming of Philippine vessels is inconsistent with the PRC’s obligations under international law, including the UN Convention on the Law of the Sea [UNCLOS],” said Global Affairs Canada in a statement on its website.

“Canada opposes escalatory and coercive actions, including the unilateral declaration of authority over disputed features. Disputes must be resolved through dialogue rather than through force or coercion,” added the North American nation.

“We call upon the PRC to comply with its obligations, including implementation of the 2016 UNCLOS arbitral tribunal ruling, which is binding on the parties.”

Ayungin Shoal is among a flashpoint in tensions between China and the Philippines. The June 17 incident is the first confrontation between the two since China unilaterally imposed a new “regulation” for its coast guard that allows it to detain for up to 60 days persons they deem as “trespassers” in waters they consider theirs.

Canada is among a growing list of countries that have been eager to further improve ties – particularly covering defense and security – with the Philippines. It recently gave Philippine maritime agencies access to its dark vessel detection system.

Ottawa is also keen on forging a visiting forces-like agreement with Manila, following the signing of a defense cooperation memorandum in January 2024. – Rappler.com

CAGAYAN DE ORO, Philippines – Felisa Perez stood silently as she watched hundreds of police officers in full riot gear accompany workers to demolish their homes inside Camp Evangelista, the headquarters of the Army’s 4th Infantry Division, on Tuesday, June 18.

“It’s too painful. I raised my two children in that house 20 years ago,” the 52-year-old Perez told reporters.

Perez said most of the affected residents are families of former soldiers who served in the Armed Forces of the Philippines. They knew that eventually the Army would take back the vast tract of land when they settled there decades ago.

Families have lived there for at least 20 to 30 years, and some even longer.

Perez said they had hoped that the government would be compassionate and grant them land titles because of the service their husbands provided to the country.

But the Philippine Army has other plans for the more than 100-hectare property.

Major Joseph Say, chief of the Philippine Army Real Estate Office, said the military property would be used for barracks and improvements that the 4th ID badly needs.

Say said the ongoing demolition of more than 400 houses inside Camp Evangelista is in compliance with a Supreme Court decision on November 20, 2013, in favor of the Army’s rights over 103 hectares around what used to be called the 4th Military Area, a military reservation on the outskirts of Cagayan de Oro.

He said the ongoing demolition covers 42 hectares of communities of former soldiers residing inside the military reservation.

“We know the families of the soldiers will be hurt by our decision to demolish their houses, but the Philippine Army also needs this land for our barracks and training facilities,” Say said.

Captain Gregor Alfonsin Pondoyo, Judge Advocate General Services assistant legal officer, said the 2013 SC ruling quashed all petitions filed against the Army by claimants, including their ownership claims.

Pondoyo said the lawyers of some residents had filed petitions to stop the demolition, but the Court of Appeals rejected them twice because of the 2013 SC ruling.

He said the SC ruled that the land titles presented by residents as proof of ownership were considered “derivative titles” and were ordered canceled.

A displaced resident, 38-year-old Ronnie Fernandez, said his family had a clean title for a parcel of land on which he built a store.

Fernandez said his family would file a case against the Army because a demolition team proceeded with destroying their property despite the title.

“They demolished our houses without giving us financial assistance. There is not even a relocation site for us,” he said. – Rappler.com

TAIPEI, Taiwan – The US State Department has approved the possible sale to Taiwan of drones and missiles for an estimated $360 million, the Pentagon’s Defense Security Cooperation Agency said.

The United States is bound by law to provide Chinese-claimed Taiwan with the means to defend itself despite the lack of formal diplomatic ties, to the constant anger of Beijing.

China has been stepping up military pressure against Taiwan, including staging war games around the island last month after the inauguration of Lai Ching-te as president.

The sale “will help improve the security of the recipient and assist in maintaining political stability, military balance, and economic progress in the region”, the Pentagon agency said in separate statements on Tuesday in the United States.

The sale includes Switchblade 300 anti-personnel and anti-armor loitering munitions and related equipment for an estimated cost of $60.2 million, and ALTIUS 600M-V drones and related equipment for an estimated cost of $300 million, the agency added. Loitering munitions are small guided missiles that can fly around a target area until they are directed to attack.

Taiwan’s defense ministry expressed its thanks, especially for US efforts to increase arms sales to the island. Taiwan has repeatedly complained of delayed deliveries.

“In the face of the Chinese communists’ frequent military operations around Taiwan, these US-agreed-to arms sales items will have the ability to detect and strike in real time, and can respond quickly to enemy threats,” it said in a statement.

Peace and stability in the Taiwan Strait require goodwill from China, the ministry added.

MANILA, Philippines – China must avoid actions that would endanger sailors and vessels in the South China Sea, the Philippine foreign ministry said on Wednesday, June 19, adding peace cannot be achieved if its words do not match its behavior in the disputed waters.

The Philippine foreign ministry said it “denounces the illegal and aggressive actions” of Chinese authorities that resulted in personnel injury and vessel damage during Manila’s routine resupply mission in the South China Sea on June 17.





“In line with the Philippines’ commitment to pursue peace, the Department has been exerting efforts to rebuild a conducive environment for dialogue and consultation with China on the South China Sea,” the ministry said in a statement.

“This cannot be achieved if China’s words do not match their actions on the waters.”

MANILA – Seven Filipino soldiers were reportedly hurt in China’s alleged aggressive action against Filipino personnel performing rotation and resupply mission to Ayungin Shoal on Monday.

From the seven injured soldiers, one had his finger cut off, in a melee with Chinese personnel, as stated in a report by Joseph Morong of GMA Integrated News.

The Chinese personnel also reportedly seized eight high-powered firearms from the Filipino soldiers, while their rigid hull inflatable boat (RHIB) were also punctured.

The report further said that four Philippine RHIBs were “hostaged” by China but were later released following negotiations.


The Armed Forces of the Philippines (AFP) reportedly had used a different style for the resupply mission, deploying six vessels from different entry points, but none reached Ayungin Shoal due to China’s aggressive actions.

The China Coast Guard (CCG) said on Monday that ships of the Philippines and China have reportedly collided in the waters adjacent to Ayungin Shoal earlier that day.

The CCG said the Philippine ship illegally intruded into the waters adjacent to the Second Thomas Shoal and ignored China’s repeated solemn warnings.

AFP Public Affairs Office chief Colonel Xerxes Trinidad, however, denied the incidents, saying that they would not dignify the misleading claims of China.

For months, China and the Philippines have traded accusations over dangerous maneuvers and collisions at Ayungin Shoal, an atoll in the Philippines’ exclusive economic zone.

Several incidents have happened when the Philippines deploys resupply missions for Filipino soldiers living aboard the BRP Sierra Madre, an aging warship there deliberately run aground to protect Manila’s maritime claims.

The Ayungin Shoal, which China calls Ren’ai Reef, is located 105 nautical miles west of Palawan and is within the country’s 200-mile exclusive economic zone and is part of its continental shelf./PN

DOST turns over support to Philippine Army

PIKIT, Cotabato Province (PIA) — The Department of Science and Technology (DOST) in Region 12 recently turned over some P1.5 million worth of solar-powered equipment to support the Philippine Army 90th Infantry ‘Bigkis Lahi’ Battalion in Pikit, Cotabato.

The DOST’s support was provided through its Community Empowerment through Science and Technology (CEST) program.

According to information from DOST, the recipient organization received Starlink, solar lights, and a solar-powered water system, which are seen to intensify not only the battalion’s operations but also benefit the communities near its headquarters.

Meanwhile, the DOST said that Starlink and solar lights will be able to enhance the military’s operational capabilities and improve coordination during community development activities.

“Ang 90th IB, dako kayo ang pasalamat na isa kami sa mga unit na na-grant ng ganitong at nabigyan ng pagkakataon na masuportahan ng DOST,” said Battalion Commander Lt.Col. Rowel Gavilanes.

BORONGAN CITY, Eastern Samar – For Daniel Belicario, his 62nd birthday is the most meaningful celebration after he reunited with four other family members who also joined the armed struggle in the forests of Samar Island as members of the New People’s Army (NPA).

The simple party happened just a month after he, his wife Iluminada, and son-in-law Ariel Gaspe surrendered to the government. He served as a political guide and combatant of the NPA operating within the boundaries of the Samar and Eastern Samar provinces for nearly four years.

Two of his children, Merian, 28, and John Carlo, 25, also yielded to authorities in September and October last year. The family resides in upland Osmeña village in General MacArthur, Eastern Samar.

On June 10, the Philippine Army’s 78th Infantry Battalion served roasted pig, fried chicken, pasta, cake, and bread to celebrate the man’s birthday in a resort in Locso-on village here. Also in attendance are 22 other former rebels who belonged to his platoon.

“This is really a happy birthday for me now that I am living peacefully with my family. There’s nothing that bothers me now,” Daniel told the Philippine News Agency.

His decision to join the NPA as a full-time combatant in late 2020 was not well planned, although he admitted that he used to subscribe to communist ideology as a member of the Yunit Militia.

“My son-in-law and I joined other men in our community in a meeting about farming. When we heard that there were soldiers patrolling nearby, we were told to run to the mountains and leave our families for fear of getting caught in a crossfire,” Daniel recalled.

In the mountains, they were trained to embrace the NPA’s ideology and use firearms.

Worried about what happened to her husband, Iluminada also went to the mountains to find Daniel. They met in early 2021 with the help of some villagers who were supportive of the NPA.

“Because of my love for him, I stayed with him even if life in the mountains was very hard and dangerous. While there, I was indoctrinated by their commanders and eventually joined the NPA,” Iluminada said.

August 2021 firefight

An intense firefight between government forces and rebels in the forest of Dolores, Eastern Samar, on Aug. 16, 2021, was a turning point for Merian, one of the couple’s eight children.

That armed confrontation that killed at least 19 rebels hiding in a lair was considered one of the most successful operations of government forces against the communist terrorist group.

“I was sleepless for several nights because I thought that my parents were among the dead. I was really determined to find or learn about them. I was happy when a relative in Hinabangan, Samar, told me that they saw my parents and they’re still alive," Merian told PNA.

She then left her two small children under the care of her sister. She and her younger brother, John Carlo, traveled three hours to an upland village in Hinabangan town. An NPA supporter led them to the couple’s hiding place.

The siblings hiked for four hours until late at night, climbed the mountain, and crossed several rivers.

“Our plan was to check their condition and stay there for only two days, but NPA leaders told us not to leave since there were patrolling soldiers and it’s very risky to walk out of their hiding place. We believed them,” Merian added.

Like their mother, the NPA made all efforts to indoctrinate them until they were convinced to join the armed rebellion. John Carlo became a combatant, while Merlie served as the organization’s logistics officer.

Merlie found the opportunity to return home in September 2023 when asked to buy food supplies for combatants.

Fatigue and hunger prompted John Carlo to join other squad members to return home in October 2023.

Even if they’re in the same platoon, they don’t see their parents often since they belong to different squads. A squad has 10 to 15 members, while a platoon with 30 to 40 members has three squads.

Returning Home

Daniel recalled how hard life was in the mountains running from government forces.

He recalled that their longest sleep was three hours since they were always scared of patrolling government forces.

“Our common meals are root crops and fruit trees. We are lucky enough if we get the chance to eat rice once a week,” he said.

With a lack of support from the villagers, Daniel, Iluminada, and four other comrades planned to mine gold in the mountains of Eastern Samar for them to raise money to buy food.

"Our leaders supported the idea, unaware that it was our way to leave the organization," Daniel recalled.

For several days, the group mined PHP3,000 worth of gold. Instead of turning over the cash to NPA leaders, they used the money to start farming again.

They formally surrendered and turned over long firearms on May 24, 2024.

The major factor in their decision to surrender was the letters from their children pleading with them to return.

"I got letters from my children telling me of the benefits if we surrender. They also told us that the NPAs are lying about their claims that former rebels are being tortured and jailed by the Philippine Army," Iluminada told PNA.

Local Engagement

Sending messages to active NPA members is one of the initiatives under the Friends Rescued Engagement through Their Families (FReE Families) program.

The program optimizes the local government’s efforts to link and convince the remaining NPA members through the active participation of the rebels’ families to work for the peaceful surrender of their loved ones and take advantage of the benefits through the Enhanced Local Integration Program.

The family is among 22 former members of the NPA's Apoy Platoon who supported peace efforts in the southern towns of Samar and Eastern Samar by convincing 16 active rebels to return home.

“With the launch of Project Apoy, which stands for Advocating Programs that Promote Reconciliation and Optimizing Gains Yielding Peace, these individuals are set to become key allies in advocating for peace and reconciliation,” said Lt. Col. Joseph Bugaoan, commander of the Army's 78th Infantry Battalion.

The series of surrenders of these former NPA fighters resulted from the follow-through of the government-led local peace initiatives and the FReE Families program. Currently, only 16 members have remained in the platoon.

Brig. Gen. Noel A. Vestuir, commander of the Army's 802nd Infantry Brigade, said the 22 former NPA members would take an active role as peace advocates within their communities.

“These former NPAs were rescued from the deceptive ideology of the Communist Terrorist Movement and are living testaments to the transformative power of unity and reconciliation. Their journey from conflict to collaboration embodies the hope for a brighter, more peaceful future in Eastern Samar and the whole of the region,” Vestuir added.

It can be recalled that upon deployment of the 802nd Infantry Brigade in Samar Island on June 1, 2023, the brigade was able to reduce the manpower of Apoy Platoon from 47 to 27, and its firearms from 43 to 31 at the end of 2023. Seventeen of these personnel and nine firearms resulted from the FReE Families program.

In the first half of 2024, another 10 former NPAs heeded the call of their families to embrace peace, bringing six high-powered firearms with them.

MANILA – China's dangerous and reckless behavior in the West Philippine Sea (WPS) will "be resisted" by the Armed Forces of the Philippines (AFP), assured Defense Secretary Gilberto Teodoro Jr. Monday night.

He issued the statement after the China Coast Guard (CCG) claimed that a Philippine replenishment ship illegally entered Ren' ai Reef (Ayungin Shoal) on Monday, forcing its officers to take appropriate actions.

"Their behavior contravenes their statements of good faith and decency. We will exert our utmost in order to fulfill our sworn mandate to protect our territorial integrity, sovereignty and sovereign rights," Teodoro said.

The CCG alleged the Filipino ship ignored its warnings and approached Chinese ships unprofessionally, causing a collision.

Teodoro emphasized that it has been clear to the international community that China’s actions are the true obstacles to peace and stability in the South China Sea.


In a separate statement, the National Task Force for the West Philippine Sea (NTF-WPS) confirmed that Chinese "illegal and aggressive actions" have disrupted a routine rotation and resupply mission for troops manning the BRP Sierra Madre (LS-57) in Ayungin Shoal.

"The People’s Liberation Army-Navy, CCG and Chinese Maritime Militia vessels engaged in dangerous maneuvers, including ramming and towing. Despite the illegal, aggressive, and reckless actions by the Chinese maritime forces, our personnel showed restraint and professionalism, refrained from escalating the tension, and carried on with their mission," the task force said.

No other details were provided.

"The Philippines is committed to pursuing peaceful and responsible actions in accordance with international law. It is our expectation that China, as a member of the international community, would also do the same," the NTF-WPS said.

MANILA – It would not be rational for China to fully commit on enforcing its anti-trespassing rule in the West Philippine Sea (WPS) as doing so may affect Beijing’s public standing and trigger sanctions that will hurt its economy, an expert said Monday.

China has empowered its own Coast Guard to detain for up to 60 days without trial foreign trespassers who will cross what it claims are its borders, including those overlapping in the West Philippine Sea (WPS) which are within Manila’s exclusive economic zone.

China’s unilateral rule reportedly took effect on June 15.

Political analyst Dr. Froilan Calilung said China may think twice in enforcing its self-imposed maritime rule as it may produce “massive international condemnation” that may affect its image and economy.

“I firmly believe that China, though medyo alam naman natin may pagka-bully talaga itong bansa na ito, naniniwala ako na mayroon pa rin siyang (I firmly believe that China, though it has a tendency to bully its way, I believe this nation still has an) international image,” Calilung said in a Bagong Pilipinas Ngayon public briefing.


“Mayroon siyang (It still maintains an) international image that’s somehow she’s also trying to protect not only from a political and military standpoint but more importantly from economic perspective,” he added.

Nonetheless, Calilung acknowledged that China’s declaration has a chilling effect, especially on Filipino fishers in the WPS.

“Hindi ma-iaalis ang takot at pangamba (We cannot discount fear and alarm), and right now, I think, many of our fishermen are already feeling it,” he said.

That’s why, Calilung said, it’s important for the Philippines to continue its “confidence building measures,” citing the patrol operations of the Philippine Air Force and the Philippine Coast Guard.

In 2016, the Philippines won a landmark international arbitration case against China, invalidating its ambitious nine-dash line claim that owns the entire South China Sea, a court decision Beijing has vehemently refused to acknowledge.

MANILA – The Department of Foreign Affairs (DFA) on Monday night rebuked China for its “provocative behavior” at sea, including the enforcement of its domestic laws within the Philippines’ maritime zones, an apparent swipe at Beijing’s new Coast Guard rules.

“The Philippines urges China to stop its provocative behavior and distortion of the facts, including through enactment and enforcement of domestic laws and regulations that overreach into the legally-settled maritime zones of the Philippines in violation of international law,” it said in a statement.


“We call on China to show sincerity in working together to de-escalate the situation, in the spirit of dialogue and the peaceful settlement of disputes,” it added.

The latest DFA call was included in its lengthy statement welcoming the G7 leaders’ recent rejection of China’s “dangerous use of coast guard” in the South China Sea.

It also came hours after the National Task Force for the West Philippine Sea confirmed that the People’s Liberation Army-Navy, Chinese Coast Guard, and Chinese Maritime Militia vessels have engaged in dangerous maneuvers, this time, involving “ramming and towing” during Manila’s conduct of regular resupply mission to the BRP Sierra Madre in Ayungin Shoal on June 17.

Beijing’s newly released law enforcement procedure for the Chinese Coast Guard (CCG) took effect on June 15, allowing its Coast Guard to board, inspect, and detain foreign vessels or individuals in waters that China considers under its jurisdiction for up to 60 days.


To date, Beijing consistently asserts its claims over a huge swath of the South China Sea, including areas that fall within the Philippines’ exclusive economic zone.

The DFA earlier warned that China would be in “direct violation of international law” should it enforce these new regulations in the waters within its “illegal, null, and void” 10-dash-line in the South China Sea.

MANILA – United States Ambassador to the Philippines MaryKay Carlson condemned on Monday night China’s aggressive actions near the Ayungin Shoal that caused “bodily injury” to a Filipino.

“The US condemns the PRC’s (People’s Republic of China’s) aggressive, dangerous maneuvers near Ayungin (Second Thomas) Shoal, which caused bodily injury, damaged Philippine vessels, and hindered lawful maritime operations to supply food, water, and essential supplies to Filipino personnel within the Philippine exclusive economic zone,” she said in a post on X.

“We stand by our allies in support of a free and open Indo-Pacific,” she added.

The National Task Force for the West Philippine Sea confirmed that Beijing, through its Navy, Coast Guard, and maritime militias, has conducted dangerous maneuvers, which involved “ramming and towing” during the country’s routine resupply mission to the BRP Sierra Madre in Ayungin Shoal on June 17.

However, it has yet to provide specific details on the number of personnel injured during the mission.

Also on X, the ambassadors of France, Japan, the Netherlands, and the European Union expressed deep concern about the latest incident.

French Ambassador Marie Fontanel reiterated France’s call for respect of the United Nations Convention on the Law of the Sea and freedom of navigation.

“We oppose any threat or use of force contrary to international law and recall the importance of resolving disputes through dialogue,” she said.

Japanese Ambassador Kazuya Endo said Japan stands with Manila and would cooperate with like-minded countries in “maintaining and enhancing the free and open international order based on the rule of law”.

Dutch Ambassador Marielle Geraedts said, “Irresponsible maneuvers that endanger the safety of ships and crews call into question the freedom of sea routes guaranteed under international law.”

“(The Netherlands) considers it of utmost importance that the 2016 arbitral award is fully respected and implemented,” she said.

EU Ambassador Luc Veron echoed the same concern and took note that China’s activities have caused harm and damaged Filipino vessels within the Philippine exclusive economic zone.

“The EU opposes coercion and intimidation in the South China Sea, or anywhere. We support international law and peaceful dispute resolution,” he said.

MANILA – The Philippines, through the Department of Foreign Affairs (DFA), on Monday night hailed the G7 leaders for opposing China’s “baseless and excessive claims” in the South China Sea (SCS).

“We highly appreciate the G7’s opposition to China’s baseless and excessive claims in the South China Sea," the department said in a statement.

"We appreciate the G7’s call for China to cease its illegal activities, particularly its use of coast guard and maritime militia that engage in dangerous maneuvers and the use of water cannons against Philippine vessels.”

The DFA said it “profoundly welcomes” the grouping’s commitment to upholding a rules-based international order and the rule of law in all parts of the world, including the South China Sea.

“The Philippines shares the G7’s vision of a stable and secure Indo-Pacific region, and stands firm against any actions that undermine international security and stability,” it added.

“We continue to value the G7’s support in confirming the universal and unified character of the United Nations Convention on the Law of the Sea (UNCLOS).”

The Philippines shares the same commitment to UNCLOS and its processes, as manifested in its recent submission for an extended continental shelf in the Western Palawan region of the West Philippine Sea, the DFA said.

It said it also appreciates the G7’s reaffirmation that the 2016 Arbitral Award is a significant milestone and a useful basis for the peaceful management and resolution of differences at sea.

The G7 leaders issued the communiqué on June 14 following a summit in Apulia, Italy.

The group represents the world's leading industrialized democracies – Canada, France, the United States, Germany, Italy, Japan, and the United Kingdom.

MANILA – Naval vessels of the Philippines, Canada, Japan, and the United States held a second multilateral maritime cooperative activity (MMCA) within the West Philippine Sea (WPS), the Armed Forces of the Philippines (AFP) announced on Tuesday.

AFP public affairs office chief Col. Xerxes Trinidad, in a statement, said the collaboration of warships from the Philippine Navy, US Navy, Japan Maritime Self-Defense Forces (JMSDF), and Royal Canadian Navy on June 16 during the MMCA was a success.

"The multilateral operation included the AFP's Gregorio del Pilar-class patrol ship BRP Andres Bonifacio (PS-17), the US Navy Arleigh Burke-class guided-missile destroyer USS Ralph Johnson (DDG-114), the Japan Maritime Self-Defense Force (JMSDF) 'Murasame'-class destroyer JS Kirisame (DD-104), and the Royal Canadian Navy Halifax-class frigate HMCS Montreal (FFH-336)," he added.

Meanwhile, AFP chief Gen. Romeo Brawner Jr. noted that the exercise highlights the commitment of the AFP and its allies to maintain peace and security in the Indo-Pacific Region.


"This collaboration enhances our capabilities and interoperability with allies and partners, enabling us to effectively address common maritime challenges and demonstrate our shared dedication to upholding international law and the rules-based international order, as well as ensuring a free and open Indo-Pacific," he added.

The first MMCA took place in April, which involved the PN, US Navy, Royal Australian Navy, and the JMSDF.

MANILA – The State Department has reaffirmed the United States’ commitment to the Mutual Defense Treaty (MDT) following China’s latest actions in the West Philippine Sea that involved a Chinese Coast Guard “ramming and towing” a Filipino vessel.

During a call about the June 17 incident, Foreign Affairs Undersecretary Maria Theresa Lazaro and Deputy Secretary of State Kurt Campbell ”shared concerns” over China’s activities and agreed that its “dangerous actions threatened regional peace and stability”.

Campbell said Article IV of the 1951 United States-Philippines Mutual Defense Treaty “extends to armed attacks on Philippine armed forces, public vessels, or aircraft – including those of its Coast Guard – anywhere in the South China Sea”.

In a separate statement, State Department spokesperson Matthew Miller described China’s way of disrupting Manila’s resupply mission as “escalatory and irresponsible”.

“PRC (People’s Republic of China) vessels’ dangerous and deliberate use of water cannons, ramming, blocking maneuvers, and towing damaged Philippine vessels, endangered the lives of Philippine service members, is reckless, and threatens regional peace and stability,” he said.

“This escalatory incident is the latest in a series of PRC provocations to impede critically needed supplies from reaching service members stationed at the BRP Sierra Madre,” he said.

He said Beijing’s actions shows its “consistent disregard for the safety” of Filipinos and for international law in the South China Sea.

In a post on X, the New Zealand Embassy in Manila also called these actions “escalatory and dangerous”.

“Escalatory and dangerous actions by Chinese vessels at Second Thomas Shoal damaging Philippine vessels and obstructing assistance to injured personnel are of great concern,” it said.

“These threaten lives and safety. New Zealand calls for peaceful resolution of disputes in full accordance with UNCLOS (United Nations Convention on the Law of the Sea),” it said.

The embassies of South Korea, Germany, and Australia also shared the “grave” and “serious concern” over the incident.

“Australia shares the Philippines’ deep concern at dangerous & illegal actions by China’s vessels near Second Thomas Shoal, causing injury, damaging Philippines vessels, and endangering lives & regional stability. States must act consistently with international law, including UNCLOS,” Australian Ambassador HK Yu said over X.

The South Korean Embassy, meanwhile, reiterated that South China serves as a “critical sea lane of communications” for countries using it.

“The Embassy of the Republic of Korea in the Philippines expresses grave concern about the recent dangerous actions in the South China Sea that caused serious damages to the Philippine vessels and especially bodily injuries to a crew member,” it said.

“We reiterate the importance of upholding peace, stability, safety and rules-based maritime order in the South China Sea, a critical sea lane of communications for all countries that are using it,” it said.

The United Kingdom and Canada also joined several foreign missions that condemned China’s actions and called for the peaceful resolution of disputes at sea.

PH, Australia troops wrap up warfighting drills

On Monday, the Philippine Army (PA) and the Australian Army concluded the month-long "Exercise Kasangga" in simple rites at the 5th Infantry Division headquarters at Camp Melchor Dela Cruz, Upi, Gamu, Isabela.

In a news release Tuesday, PA spokesperson Col. Louie Dema-ala said 100 soldiers from the 86th Infantry Battalion, 5th Infantry Division trained together with 50 personnel from the 1st Battalion, Royal Australian Regiment in various warfighting exercises.


"PA training participants and their Australian counterparts shared techniques, tactics, and procedures in jungle and urban operations, breaching operations, tactical casualty care, jungle survival training, mortar and drone operations, logistics, signal operations, intelligence, surveillance, and reconnaissance operations," he said.

Dema-ala said the drills, which kicked off on May 13, also involved sharing operational experiences in countering and conquering terrorist groups and external security threats.

Livelihood aid

Senate Majority Leader Francis Tolentino urged the Bureau of Fisheries and Aquatic Resources (BFAR) to work with the local government units (LGUs) to provide alternative livelihood projects to fisherfolk affected by the WPS dispute.

He made this appeal after visiting Masinloc and the towns of Sta. Cruz and Subic, both in Zambales province, to have a dialogue and to provide assistance to some 500 fisherfolk.

“We will explore what alternative means of livelihood can be provided, and I promise to press government agencies to assist you,” Tolentino said.

At the same meeting, Masinloc Mayor Arsenia Lim denied reports that the municipal government is preventing local fisherfolk from sailing to Bajo de Masinloc following the reported June 15 enforcement of China’s new Coast Guard regulation authorizing them to detain “trespassers.”

MANILA – The Armed Forces of the Philippines (AFP) on Tuesday confirmed that a Philippine Navy personnel sustained severe injuries after the China Coast Guard's (CCG) "intentional ramming" of the vessel he was aboard during the rotation and resupply (RORE) mission in Ayungin Shoal in the West Philippine Sea (WPS) on Monday.

"The injured personnel had been safely evacuated and received prompt medical treatment," AFP public affairs office chief Col. Xerxes Trinidad said in a message to reporters.

No specific details on the extent of the Navy personnel's injury and its cause were provided.

The AFP did not provide other information on the damage sustained by the ship rammed by the CCG during the RORE mission.

"The CCG's continued aggressive behavior and unprofessional conduct towards a legitimate humanitarian mission is unacceptable. They must restrain themselves to avoid escalating tensions in the WPS," Trinidad said.


He added the AFP remains committed to maintaining the country's presence in the WPS, "adhering to international law to protect our seas, our rights, and our future."

Many countries have already expressed grave concern over Beijing's actions in the WPS and called for the peaceful resolution of disputes at sea.

MANILA – House of Representatives Speaker Martin Romualdez and Japanese Speaker Fukushiro Nukaga have committed to enhancing the defense and security cooperation between the Philippines and Japan, as well as to expand trilateral cooperation with the United States.

In a statement on Tuesday, Romualdez said the defense capabilities and overall security of the Philippines have significantly improved due to the country's closer ties with Japan during his meeting with Nukaga in Tokyo.

“Our relationship is at an all-time high with the recent signing not just of the trilateral agreement, but of our relationship, of our strategic partnership,” Romualdez told Nukaga.

Romualdez said a key highlight of this cooperation is the Official Security Assistance (OSA) from Japan amounting to JPY600 million, or roughly PHP235.5 million.


The OSA was signed on Nov. 3, 2023 during Prime Minister Fumio Kishida's visit to the Philippines.

This assistance includes new Coastal Radar Systems, which are expected to significantly enhance the capabilities of the Armed Forces of the Philippines by providing advanced intelligence, surveillance, and reconnaissance functionalities.

“Japan has provided not only radar systems for our Coast Guard but also choppers and ships to expand our maritime assets for the Coast Guard and the Philippine Navy due to the archipelagic nature of our country and many, many miles of shoreline,” Romualdez said.


Nukaga, for his part, acknowledged the close relations and cooperation between the Philippines and Japan, saying he is “very glad” that the two countries have “very good bilateral relations.”

He said Japan and the Philippines share the same values, stressing the importance of collaborating on numerous areas, such as defense and security.

Nukaga said the “rule of law” should be the basis of security and protecting and upholding democracy, as well as securing the international order.

Romualdez and Nukaga also discussed in their meeting the trilateral cooperation between the Philippines, Japan and the US, citing its crucial role in maintaining regional security and stability.

This comes in the wake of the successful inaugural Trilateral Summit held in April 2024 in Washington, D.C., which laid the groundwork for deepening collaboration among the three nations.

These included enhanced cooperation in economic resilience and security, inclusive growth and development, climate change and maritime cooperation.

Romualdez said the Philippines recognizes that trilateral cooperation plays a pivotal role in maintaining regional security and stability, particularly in ensuring a rules-based order in the region.

Nukaga, meanwhile, deemed the trilateral agreement as “very important to promote cooperation among the three countries” for the security, safety and stability of the region.

MANILA – Armed Forces of the Philippines (AFP) chief General Romeo Brawner Jr. scored China for its latest act of "reckless and aggressive" harassment that targeted a rotation and resupply (RORE) mission for Filipino troops manning the BRP Sierra Madre (LS-57) in Ayungin Shoal in the West Philippine Sea (WPS) last June 17.

In a statement Tuesday evening, Brawner said the Chinese Coast Guard (CCG) has "no right or legal authority to interfere with our legitimate operations or damage our assets within our Exclusive Economic Zone (EEZ)."

"This reckless and aggressive behavior has caused bodily harm and constitutes a blatant violation of international maritime law, Philippine sovereignty, and sovereign rights," he said.


Earlier, the AFP said the intentional ramming by the CCG on the Philippine ship involved in the RORE mission severely injured one Navy personnel.

However, the military did not give more specific details on the injuries and damage caused to the vessel.

"The AFP strongly denounces these actions, which not only infringe upon our maritime rights but also pose significant risks to regional stability," Brawner said.

Earlier reports, citing unnamed sources, said that at least eight Navy personnel were hurt, with one losing a finger, when Chinese maritime forces boarded and punctured their rigid-hulled inflatable boats, damaging the craft, aside from confiscating several items onboard.

The AFP has yet to comment and confirm this allegation as of posting.

Department of National Defense Secretary Gilberto Teodoro Jr. earlier said China’s dangerous and reckless behavior in the WPS "shall be resisted by the AFP."
