BAGUIO CITY (PIA) -- National Defense Secretary Gilberto Teodoro Jr. advised the Philippine Military Academy (PMA) “Bagong SINAG” Class of 2024 to listen to their seniors on the field, regardless of rank or age, for cohesion and effectiveness of the unit.

“There is wisdom in seniority. Not rank seniority, but field seniority and experience in the field. Your corporals and your sergeants, your senior enlisted personnel will be the best sources of mentoring for you as you join them in the collective leadership of your units,” Teodoro told the class that graduated on May 18, and commissioned as new lieutenants and ensigns of the Armed Forces of the Philippines.

He noted that several times, the after-battle reports indicated that teams led by freshly minted lieutenants were ambushed, causing deaths and casualties because these officers would not listen to more experienced enlisted personnel and would not follow troop leading procedures.

It is very important that the new graduates who will be deployed in the various areas of assignments, listen to their corporals, sergeants, and senior enlisted personnel who are the best sources of mentoring for them, he emphasized.

Teodoro stressed the significance of humility among the future military officers, and emphasized the value of listening to experienced non-commissioned officers in the field. He cautioned against complacency , and stressed on the critical role of leaders in ensuring the safety and effectiveness of their units.

The Defense Chief emphasized the evolving operating landscape of the AFP, stressing the importance of preparing for multi-threat scenarios and embracing technological advancements.

“I encourage you to take further educational opportunities in order to immerse yourself in the emergent and developing technologies, which may be necessary for our country to develop on its own since we cannot rely totally on any other country for our whole defense picture," he said.

He affirmed the commitment of the Department of National Defense to continuously forge partnerships with foreign institutions, to broaden educational opportunities for PMA cadets.

Teodoro led the awarding of outstanding cadets and units of the Cadet Corps – Armed Forces of the Philippines at the Fort Del Pilar in Baguio City on Friday, May 17, 2024.

Class valedictorian Cadet First Class Jeneth Elumba led the awardees of the “Bagong SINAG” or “Bagong Henerasyong Gagampanan ang Tama: Serbisyo, Integridad, at Nasyonalismo ang Aming Gabay" Class of 2024.

The class is composed of 278- 224 males and 54 females.- with 143 joining the Army, 62 to the Air Force, and 73 in the Navy. (JDP/RMC-PIA CAR)

The Philippine Navy recently commissioned two new fast attack interdiction craft (FAIC) into service.

BRP Herminigildo Yurong and BRP Laurence Narag are the fifth and sixth in the Acero-class, which are variants of the Shaldag-class patrol boats built by Israel Shipyards. Specifically, the Philippine vessels are examples of the Shaldag Mark V variant, which was designed to be the largest member in the Shaldag family to allow for greater carrying capacities while guaranteeing extended range and improved seakeeping.

The two vessels were delivered to the Philippines in late 2023.

As with their earlier sister boats, the two new FAICs have been named after Philippine Marine Corps personnel who were posthumously awarded the Medal of Valor, the Philippines’ highest combat decoration.

Each vessel’s armament consists of a Bushmaster 30mm autocannon, two Browning M2 12.7mm machine guns, M60 7.62mm general purpose machine guns, and Rafael Spike NLOS anti-ship missiles. The autocannon and the 12.7mm machine guns are mounted on Rafael Typhoon remote weapon stations while the 7.62mm guns are manually operated.

LUZON, Philippines –

U.S. Marines with 3rd Marine Littoral Regiment, 3rd Marine Division, alongside Philippine Marines with 4th Marine Brigade and the Coastal Defense Regiment concluded Littoral Zone Reconnaissance Cobra, ending a week-long bilateral command post training exercise aimed at enhancing interoperability, refining tactics, techniques, and procedures, and supporting combined and joint maritime domain awareness, in Luzon, Philippines, May 24, 2024.

LZR Cobra took place during Archipelagic Coastal Defense Continuum, a series of bilateral exchanges and training opportunities between U.S. Marines and Philippine Marines aimed at bolstering the Philippine Marine Corps’ Coastal Defense strategy while supporting the modernization efforts of the Armed Forces of the Philippines.

On May 20, U.S. Marines with 3rd MLR’s headquarters element and 1st Air Naval Gunfire Liaison Company, alongside Philippine Marines with the Coastal Defense Regiment demonstrated cooperation and interoperability by establishing Combined Joint Task Force – Luzon for the purpose of the exercise. The U.S. and Philippine Marines kicked off LZR Cobra with an orders development class to synchronize planning procedures among participants.

The class began when Capt. Mario Desalvo, a primary staff officer with 3rd MLR, addressed the room to brief the Marines on the scenario they would be operating in for the next week. He pointed to a screen projecting a map of Luzon with the LZR Cobra problem set depicted.

“The mission for the scenario is for CJTF-L to conduct unified actions to deter adversarial aggression, ensure Philippine sovereignty, and, if deterrence fails, to conduct decisive action in support of regional security,” said Desalvo. “Together, we will develop an operations order for the simulated execution of sea control and power projection within the Luzon area of operations, calling upon interoperability, refined tactics, techniques, and procedures, and combined command and control to successfully deter the adversary.”

As the CJTF-L Marines in southern Luzon collaborated to develop a comprehensive plan to preserve Philippine territorial integrity, U.S. Marines with 3rd Littoral Combat Team and Philippine Marines with 4th Marine Brigade gathered in Northern Luzon to contribute their capabilities and assets to the scenario. This distribution of forces added realism and complexity to the problem, significantly enhancing the training value.

At Camp Cape Bojeador, a Stalker VXE30 small unmanned aerial system performed its signature vertical take-off capability and departed for the littoral zone surrounding the Batanes island group. Using a videogame-like joystick to control the system’s movements and flight pattern while watching the Stalker’s visual feed on computer screens, U.S. Marines demonstrated their sUAS-enabled intelligence, surveillance, and reconnaissance capabilities with their Philippine Marine counterparts to provide the CJTF-L near real-time maritime domain awareness. On Naval Base Camilo Osias, 3rd MLR and 4th Marine Brigade Marines doubled down on collection efforts by employing a second Stalker VXE30 and a Skydio X2D sUAS.

For the subsequent four days, the headquarters element of the 3rd LCT fueled the scenario by passing a combination of real-time and supplemental intelligence reports to the CJTF-L. Between bilateral subject matter expert exchanges, the U.S. and Philippine Marines with the CJTF-L reconvened to update and refine the exercise operations order with the information provided by the outstations.

“LZR Cobra increased the proficiency of 3d MLR, Coastal Defense Regiment, and 4th Marine Brigade Marines,” said Lt. Col. John Strange, an operations officer with 3rd MLR. “Together, we executed preparatory classes, detailed planning, and multiple scenarios utilizing a combined U.S. and Philippine Marine Corps Combat Operations Center. The scenarios focused on our combined ability to facilitate maritime domain awareness and execute littoral defensive operations. All the units participating learned valuable lessons that we will capitalize on during future training events this year and next year.”

At the Philippine government’s request, the U.S. Marines with 3rd MLR remained in the Philippines after the conclusion of Balikatan 24, an annual combined and joint exercise between the Armed Forces of the Philippines and the U.S. military, to continue bilateral training with their Philippine Marine Corps counterparts throughout the month of May under ACDC. In early June, both groups will transition to Marine Aviation Support Activity, a bilateral exercise conducted in the Philippines between the U.S. Marine Corps and the Philippine Marine Corps to enhance capabilities, interoperability, and coordination focusing on aviation-supported operations. These bilateral training exercises demonstrate both nations' commitment to enhancing interoperability and highlight their dedication to realistic and persistent training opportunities that build on previous iterations.

“With every iteration, we continuously leverage the valuable insights and expertise gained to ensure regional security and stability,” said Maj. Gen. Marvin Licudine, Philippine exercise director for Balikatan 24. “The successful execution of this exercise underscores the strengthened cooperation between the Philippines and the United States in defending our shores.”

15th Marine Expeditionary Unit

PUERTO PRINCESA, Philippines – Elements of the 15th Marine Expeditionary Unit completed their participation in Archipelagic Coastal Defense Continuum May 24 on the island of Palawan, Philippines.

The 15th MEU participated in bilateral training events as part of ACDC alongside the Philippine Marine Corps’ 3rd Marine Brigade from May 13-24.

The 15th MEU’s forces consisted of Marines and Sailors from Battalion Landing Team 1/5, Combat Logistics Battalion 15, and the MEU's Reconnaissance Company assigned to the amphibious dock landing ship USS Harpers Ferry (LSD 49).

ACDC is a series of bilateral exchanges and training opportunities between U.S. Marines and Philippine Marines aimed at bolstering the Philippine Marine Corps’ Coastal Defense strategy while supporting the modernization efforts of the Armed Forces of the Philippines.

During the exercise, the 15th MEU and 3MBDE conducted two large-scale coastal defense mission rehearsals.

The first mission rehearsal featured the rapid movement and emplacement of a coastal area defense against an impending enemy beach landing at a distant location. U.S. Marines from Weapons Company, BLT 1/5, and CLB-15 partnered with Philippines Marines from 3MBDE to conduct integrated planning, reconnaissance, small-unit rehearsals, and a confirmation brief before what would be the largest combined military convoy to date on Palawan, covering 54 kilometers with 17 vehicles and over 80 mounted personnel.

“This was the first time we’ve had U.S. and Philippine tactical vehicles conduct such a large movement across the Island of Palawan,” said 1st Lt. Robert Lebron, a platoon commander assigned to CLB-15, 15th MEU, and the lead U.S. planner for the convoy. “The exercise was a demonstration to the people of Palawan not only of the strong relationship between the Philippine and U.S. Marine Corps, but also of the desire and the commitment to continue working on our ironclad alliance.”

U.S. and Philippine Marine Corps representatives also conducted numerous bilateral subject matter expert exchanges covering a wide range of topics such as defensive tactics, weapons employment, obstacle emplacement, unmanned aerial systems (UAS) integration and countermeasures, tactical combat casualty care, motorized operations, support to maritime domain awareness, noncombatant evacuation operations, and more.

“Through working side by side with the Philippine Marine Corps, we learned how to refine our own tactics, techniques, and procedures to more effectively integrate with our partners,” said Sgt. Michael Panagos, a section leader assigned to Combined Anti-Armor Team 1, Weapons Company, BLT 1/5, and a participant of an urban operations subject matter expert exchange. “Being able to learn and share knowledge in realistic training scenarios allowed all of us to come out sharper.”

During the second combined mission rehearsal, and the culminating event for the 15th MEU during ACDC, U.S. Marines assigned to Alpha Company, BLT 1/5, and the MEU's Maritime Reconnaissance Platoon partnered with Philippine Marines assigned to 3MBDE to act as a combined mobile striking force for retaking key terrain from a recently landed enemy. During the event, the partner forces conducted a combination of sea and land maneuvers supported by 3MBDE patrol boats, combat rubber raiding craft, and light armored vehicles to isolate and contain the enemy forces at their landing site. Once ready, the combined force assaulted with U.S. and Philippine infantry to regain the key terrain.

The training exercise was capped by a warrior’s night for U.S. and Philippine Marines near the 3rd Marine Battalion headquarters at San Vicente, a closing ceremony at Philippine Marine Base Rodolfo in Puerto Princesa, and a tour for 3MBDE and local government leaders aboard the Harpers Ferry.
“Our forces, our capabilities, and our shared professional culture are highly complementary. When our two forces come together, train together, and learn together, as we were able to do here, the result is a combined force that's even stronger than the sum of its parts,” said Lt. Col. Nicholas Freeman, commanding officer of BLT 1/5 and the commander of exercise forces on Palawan Province during ACDC. “Every time we train together, we learn how to better integrate even further, and I think we really advance our shared ability to provide the U.S.-Philippine alliance with a well-tested combined force. Now, as we continue to develop our integrated coastal defense and counter-landing capabilities, I'm very excited for what we'll be able to do together.”

The training conducted by 15th MEU and 3MBDE during ACDC has enhanced the readiness of U.S. and Philippine forces to address future crises, contingencies, and disasters while also strengthening both nations’ abilities to collaborate closely in protecting their mutual interests.

The 15th MEU is under the command and control of Commander, Task Force 76/3, which the U.S. 7th Fleet employs to cooperate with allies and partners to preserve a free and open Indo-Pacific.

The Armed Forces of the Philippines (AFP) has re-organized the senior ranks at the Western Command (Wescom) based in Palawan

Palawan News learned from a source within the command that after the relief of Vice Admiral Alberto Carlos as Wescom chief, key officers followed suit and have received their reassignment orders.

On Tuesday, May 28, the first to be relieved were the command’s Chief of Unified Command Staff (CUCS), Assistant Chief of Unified Command Staff (ACUCS) for Intelligence, Operations (U2), Plans and Programs (U3), and Financial Management (U5) (U10).

Aside from the five already relieved, five other ACUCS are also on their way out, the source added.


The Deputy Commanders for External Security Operations and for Internal Security Operations are also awaiting to be relieved.

The ongoing reorganization comes in the wake of the command structure’s reported dealings with China over resupply missions in Ayungin Shoal.

The controversy emerged after Beijing claimed it had made a “new agreement” with ground forces on the manner or providing supplies to BRP Sierra Madre that serves as one of the country’s military outpost in the West Philippine Sea.

MANILA, Philippines — The Armed Forces of the Philippines (AFP) on Thursday said the shake-up in Western Command — the unified command in charge in West Philippine Sea territories — occurred as some officials are due for reassignment while others will undertake schooling.

AFP public affairs chief Col. Xerxes Trinidad said the move is a “standard administrative procedure” which came on the heels of the replacement of their former commander, Vice Adm. Alberto Carlos.

“Some of the officers concerned were already due for reassignment while others will be undertaking further schooling to enhance their skills and competencies,” Trinidad said in a statement.


Simple ceremonies were held on Monday and Tuesday in Puerto Princesa City, Palawan for the turnover ceremony for several key posts in Wescom, according to a Philippine Daily Inquirer report.

Navy Capt. Mateo Carido replaced Air Force Col. Gerald Naldoza as chief of unified command staff (UCS); Navy Capt. Oliver Obongen succeeded Cmdr. Mark Francisco as assistant chief of UCS (ACUCS) for intelligence; Navy Capt. Flitzerald Cañete replaced Capt. Brix Dumanig as ACUCS for operations; Navy Capt. Ariel Nicomedes Torres replaced Cmdr. Antonio Bosch as ACUCS for plans and programs; while Cmdr. Michael Anthony Ubaldo replaced Cmdr. Roderick Gemino as ACUCS for financial management.

These former staff were already given new assignments, the Inquirer also learned.

Trinidad also said the reassignments were already planned prior to the installation of Rear Admiral Alfonso Torres Jr. to replace Carlos as Wescom commander.

“This underscores the continuity and forward-planning inherent in our personnel management system,” Trinidad also said.

Carlos is at the center of controversy for supposedly agreeing to a “new model” with China over rotation and resupply missions to the BRP Sierra Madre in Ayungin (Second Thomas) Shoal, which he denied during a recent Senate hearing.

The regular resupply mission in the BRP Sierra Madre, a naval outpost grounded in Ayungin Shoal since 1999, became one of the flashpoints of tension in the West Philippine Sea, as Chinese vessels resorted to usage of military-grade lasers and water cannons which even injured Philippine navy personnel.

This move is in line with Beijing’s assertion of sovereignty in almost the entire South China Sea, including the West Philippine Sea, even if such a claim has been effectively invalidated by a July 2016 international tribunal ruling that stemmed from a case filed by Manila in 2013.

FORT MAGSAYSAY, Philippines – The U.S. Army has deployed the Joint Pacific Multinational Readiness Center-Exportable (JPMRC-X) to Fort Magsaysay, located in central Luzon, from June 1 to June 10 as part of Exercise Salaknib 2024. This deployment is a significant milestone that helps the Armed Forces of the Philippines establish Combat Readiness Training Area (CRTA) locations within the Philippines.

JPMRC was established almost four years ago to provide realistic training opportunities for U.S. service members and like-minded partner nations in the Indo-Pacific. This year, the Philippines' JPMRC rotation will combine with the Philippines Army’s Training and Doctrine Command (PA TRADOC), the 25th Infantry Division, and the 196th Infantry Brigade from Hawaii to execute the first rotation in the Philippines.


The JPMRC-X rotation in the Philippines will help build readiness in the theater and support the development of the Philippine Army's CTRA. The PA TRADOC intends to gain valuable experience operating a CRTA to fight against any adversary in a jungle environment. The development of a CRTA in the Philippines supports the United States Army Pacific’s overarching campaign plan to strengthen the Philippine Army and its commitment to the region.

"The integration of JPMRC with the Armed Forces of the Philippines during this year's iteration of exercise Salaknib underscores our unity and collective commitment to a safe, stable, and secure Indo-Pacific," said Gen. Charles Flynn, commander of U.S. Army Pacific. "This not only fortifies our mutual defense capabilities but helps to deter present and future challenges in the region."

JPMRC-X will showcase its distinctive capabilities by employing a wide range of sensors, systems, and processes to furnish leaders with essential data through training in an archipelagic and jungle operating environment. JPMRC is founded on the principles of learning how to fight, teaching how to train, and creating readiness. The program simulates combat scenarios by placing significant emphasis on every aspect of warfighting.

"JPMRC-X enables U.S. and Philippine Army leaders use of real-time data collected through Observer, Coach Trainers, and sensors located throughout the training area to help a training unit see themselves across the Warfighting Functions," said Col. Bryan Martin, Joint Pacific Multinational Readiness Center operations group commander. "JPMRC-X offers a great opportunity to improve our partnership and enhance our Army professions by collaborating in a challenging environment."

The training and educational opportunities provided by Salaknib and JPMRC-X enhance unit readiness and equip U.S. and Philippines Soldiers and leaders with the cultural awareness and the understanding needed to operate in the Indo-Pacific.

"The activities that our U.S. and Philippine Soldiers will face during JPMRC-X are the most immersive and realistic training environments that we can possibly create," said Martin. "This training allows us to enhance readiness in environments and conditions where our combined, joint force may one day have to operate."

The Joint Pacific Multinational Readiness Center-Exportable rotation directly supports the U.S. Indo-Pacific Command’s and U.S. Army Pacific’s efforts to enhance bilateral U.S. land power capacity and capabilities for joint operations. This end state is achieved by bolstering collective readiness alongside the Armed Forces of the Philippines, contributing to a free and open Indo-Pacific.

MANILA – On the 25th anniversary of the Visiting Forces Agreement (VFA) between the United States (US) and the Philippines, more countries have joined the military exercises in attempts at “containing China and maintaining US hegemony.”

From 2018 to 2024, research group Ibon Foundation has seen the most number of participating countries through the Balikatan Exercises. In this year’s Balikatan, 17 countries participated — a large number compared to the 2018 Balikatan which only involved four countries.

“The US’ military encirclement is one of its most heavy-handed ways to contain China’s expanding influence and to maintain its imperialist hegemony. The US is involving more and more countries to control more foreign armed forces, legitimize its military presence, and promote US arms sales,” Ibon Foundation said in a statement.

They also added that these military exercises are being portrayed as promoting stability and security, but in reality, they would only worsen regional tensions and increase the risk of conflict.

The US also has the most number of military bases than the rest of the world combined: 742 military bases in 82 countries and territories. This, for the Ibon Foundation, exceeds the reasonable defense needs. Russia has 52 military bases, while China has 29.

Given the rising tension in the West Philippine Sea, Ibon Foundation said that Filipinos need to be critical, not only of China but also of US involvement in the region.

Activists have been holding protests against the VFA, citing the unequal privileges between the US and the Philippines in the agreement. The VFA allows an unlimited number of US troops and does not specify the activities they may engage in.

“This has resulted in US troops participating in counterinsurgency operations in active war zones,” said progressive formation Bagong Alyansang Makabayan (Bayan).

Bayan also added, “The VFA exempts US forces from passport and visa requirements. US vessels and aircraft are also exempted from paying landing or port fees, navigation or overflight charges, or tolls or other use charges, including light and harbor dues.”

The agreement was not ratified by the US Senate, unlike its ratification by the Philippine Senate in 1999. Bayan said that it is only passed through a “certification” by the US Embassy.

The VFA was also invoked following the murder of the Filipino transwoman Jennifer Laude in 2014. She was drowned to death by Joseph Scott Pemberton, a lance corporal in the US Marine Corps in Olongapo, Philippines.

“The benefits from these agreements are grossly one-sided – in favor of the US imperialist agenda of becoming a Pacific power. There is no other just option but to scrap these agreements,” Bayan said.

At the cost of human rights violations, environmental destruction, and prostitution, the progressive group called on the Filipino people to reject US intervention.

“The VFA has taught us that Philippine sovereignty can only be upheld by Filipinos, not by any foreign government and that our national interests are not identical to US imperialist interests. There is no mutual benefit nor mutual interests between an imperialist superpower and its neo-colony,” Bayan ended.

FORT MAGSAYSAY, Philippines – Following two months of comprehensive and deliberate exercises designed to build combined joint capacity and readiness during Exercises Balikatan and Salaknib 2024, U.S. Army forces aligned to the Indo-Pacific and elements of the Philippine Army now prepare to conduct the first-ever Joint Pacific Multinational Readiness Center Exportable (JPMRC-X) exercise west of the International Date Line at Fort Magsaysay, Philippines from June 1-10.

JPMRC-X, the U.S. Army's combat training center capability for the Indo-Pacific, enhances interoperability and fosters collective readiness among participating forces. In this iteration of the exercise, JPMRC-X will challenge U.S. and Philippine Army participants with complex tactical scenarios set in remote, rigorous, and austere conditions.

During the Land Forces Pacific Symposium 2024 (LANPAC) in Honolulu on May 14, the First Corps Commanding General, Lt. Gen. Xavier Brunson, made clear the importance of conducting exercises like JPMRC-X because of the unique challenges and unexpected opportunities they presented.

"There are certain frictions that don't occur within the National Training Center, that don't occur at Fort Johnson, that don't occur at 21 Palms," said Brunson. "They occur in the region."

Elaborating on the opportunities that JPMRC-X provides, the I Corps Deputy Commanding General, Maj. Gen. Matthew McFarlane highlighted the importance of ensuring that soldiers aligned to the Indo-Pacific have ample opportunities to train with and learn from allies and partners at their bases and training areas.

"We need to understand the challenges our friends, partners, and allies face when training at home. But we also need to understand the unique opportunities that we may not be aware of until we are actively training on the ground, in this environment with them," said McFarlane. "The U.S. Army has a lot of talented soldiers, but we also need to occasionally remind ourselves that we don't always have all the answers, and that is what JPMRC-X is about. We want to know what we don't know about operating in the Indo-Pacific, and who better to show us than our partners who live and train in the region every day."

JPMRC-X stands as a crucial testament to the unwavering dedication of the U.S. to its allies and partners in the region. This milestone marks the inaugural exercise in the series west of the International Date Line, showcasing the depth of commitment. Notably, this training also bolsters the Philippine Army's and the Armed Forces of the Philippines modernization efforts. Participating units include the Philippine Army's 7th Infantry Division, the U.S. Army's 25th Infantry Division, and the 196th Infantry Brigade.

Speaking on the importance of how the exercise further develops the combined force's ability to operate across all warfighting domains, the 25th Infantry Division's Deputy Commanding General of Operations, Brig. Gen. David Zinn shared that one of the critical advantages of conducting JPMRC-X forward in the Philippines is the ability to better understand human interoperability across procedures, languages, and cultures.

"Relationships are important, but they need time and energy to grow and sustain. What we're going to achieve during this JPMRC-X is the fostering of a relationship between the U.S. and the Philippines that has endured close to 75 years by introducing U.S. and Philippine Army soldiers to some very tough and realistic training that's designed to challenge them tactically, as well as across language and procedural barriers that many of us aren't used to," said Zinn.

"This is how soldiers learn and units get better."

As the first JPMRC-X conducted in the Philippines, this exercise will prepare U.S. Army soldiers to respond as part of a combined joint force to potential future crises, contingencies, and natural disasters.

Calling back to the start of this iteration of Philippine-focused exercises three months ago, the 25th Infantry Division Commander, Maj. Gen. Marcus Evans' message from the opening ceremony still carries purpose as JPMRC-X is set to begin.


"Through our shared hardships, we enhance our capability to collaborate effectively, working shoulder-to-shoulder to protect Philippine interests and support local populations," said Evans.

"As we commence this training exercise, we will do so with determination, diligence, and a spirit of cooperation to get one percent better every day."

As JPMRC-X prepares to begin, soldiers forward in the Philippines continue to train, collaborate with partners, and seek to better the profession to achieve just that.

BEIJING/MANILA (Reuters) - China's defence ministry on Thursday strongly condemned the deployment of a U.S. intermediate range missile system in the northern Philippines during military drills in April, saying it "brought huge risks of war into the region".

Defence Ministry spokesperson Wu Qian told a press briefing in Beijing that China remained highly vigilant and opposed the deployment, the first in the Indo-Pacific region.

"The United States and Philippine practices put the entire region under the fire of the United States (and) brought huge risks of war into the region," Wu said, adding it "seriously undermined" regional peace.

"Intermediate-range missiles are strategic and offensive weapons with a strong Cold War colour," Wu said.


China deploys its own advanced intermediate-range missiles as part of an extensive conventional ballistic missile arsenal.

The U.S. said last month it had deployed its Typhon missile system to the Philippines as part of their Balikatan or "shoulder-to-shoulder" military drills.

Philippine military official Col. Michael Logico said in April that the missile system, which can fire Tomahawk land attack and SM-6 missiles, was brought to Laoag city in Ilocos Norte province in the northern Philippines.

But officials did not say if the weapon system was transported elsewhere, or if it remains in the Philippines.

The Philippines and U.S. military did not fire the missile system during the exercises, but Logico said it was shipped to test the feasibility of transporting the 40-ton weapon system by air.

A Philippines military spokesperson could not be reached for comment on Thursday.

The annual drills this year involved around 16,000 Filipinos and U.S. soldiers, some of which were staged in northern Philippine islands near Taiwan and in western waters facing the South China Sea, where China is in dispute with the Philippines and other regional claimants.

The exercises irked China at the time and it warned of destabilisation when countries outside the region "flex muscles and stoke confrontation".

Philippine and U.S. officials had said the exercises were meant to improve interoperability between their forces and were not directed at any third country.

The 27-year-old alias “Dinler,” a resident of the town’s Barangay Cabunga-an, was a former member of the NPA’s Southern Panay Front, Komiteng Rehiyon-Panay (SPF KR-Panay).


He turned himself in to Police Captain Paul Joseph P. Oberio, officer-in-charge chief of the San Remigio Municipal Police Station (MPS).

Dinler is now under the custody of the San Remigio MPS and undergoing custodial debriefing./PN

In a significant victory against lawless elements, police forces have recovered a substantial arms cache believed to be owned by members of the New People’s Army (NPA) in Barangay Tablon, Oas, Albay.

Acting on crucial information provided by local residents, a coordinated operation was launched by the Philippine Army in cooperation with the Bicol Police Regional Office and other law enforcement units in Albay.

Police Brig. Gen. Andre Dizon of the Bicol Police Regional Office emphasized that the recovery of these weapons has pre-empted potential threats to innocent civilians. He also praised the local citizens for their vigilance and the operating teams for their performance in this critical mission.

SEVEN New People's Army (NPA) rebels have surrendered to government authorities through a successful negotiation of the members of the Modified Community Support Program (MCSP) Team deployed at Sitio Ulayanon in Barangay Kalabugao, Impasug-ong, Bukidnon, the military reported.

According to the report from the 4th Infantry Division, the rebels were identified as 65-year-old Tataw Manghomosay Tingkayan, 58-year-old Erna Panhayan Tingkayan, 52-year-old Crisanto Borgios Ligayna, 50-year-old Jodelyn Castillo, 23-year-old Crisante Mantadayun Ligayna, 20-year-old Gena Abansa Altuhan, and 19-year-old Jonardo Manabudan Mantadayun.

All of them are members of the Headquarters Force NEO of the North Central Mindanao Regional Committee (NCMRC), mainly operating in Bukidnon, Misamis Oriental and some areas of Caraga.


Lieutenant Colonel Marc Bien Stevens Deslate, the commanding officer of the 8th Infantry Battalion, said that the rebel's decision to voluntarily surrender was because of their experience of extreme exhaustion and hunger due to the successive focused military operations in their area.

"After the successful negotiations of the MCSP, we successfully extracted the CNTs from Sitio Malungsagay, Barangay Minalwang in Claveria, Misamis Oriental through the joint efforts of the 23rd Infantry Battalion," Deslate said.

The seven surrenderees yielded five high-powered firearms: four M16 rifles and one AR18 rifle.

Bukidnon Governor Rogelio Niel Roque, who was in attendance when Deslate presented rebels, assured that the returnees will receive the benefits under the Enhanced Comprehensive Local Integration Program (EClip).

"Once again, thank you for your trust in returning to the government. If you endured 40 years of rebellion, hopefully, you can endure 3 years living with the government, and see the government's livelihood program become successful," Roque said.

LIEUTENANT General Fernando M. Reyeg Jr., commander of the Visayas Command (Viscom), visited the 3rd Infantry (Spearhead) Division on May 27, 2024, at Camp General Macario B. Peralta Jr. in Jamindan, Capiz.

Reyeg's visit aimed to highlight the importance of operational readiness, discipline, and professionalism among troops in their fight against the Communist Terrorist Group (CTG) or Communist New People's Army (NPA) Terrorist (CNT) in Western and Central Visayas.


The 3ID's mission to defeat the NPA terrorists in Western and Central Visayas was based on organizational and individual virtues, with only one remaining weakened guerrilla front and seven out of 10 provinces declared as Stable Internal Peace and Security (Sips).

Reyeg underscored the importance of building strong relationships with local communities and collaborating with other government agencies, local leaders, and the private and religious sectors.

This collaborative approach aims to strengthen the Command's peace and development efforts.

Reyeg commended the 3ID's achievements and expressed his unwavering support.

Reyeg expresses happiness and pride over the accomplishments of 3ID in recent months and over the past fifty years.

"To our troops, continue to do good things in accomplishing your mission, maintain your professionalism, your dedication to the service, and just follow the chain of command and I’m sure we will accomplish our mission," Reyeg said.

Reyeg said Viscom is committed to providing comprehensive support to all operational needs.

During the visit, Reyeg awarded deserving members of the 61IB for their exceptional contributions and bravery in counterinsurgency operations and community outreach initiatives.

He commended the battalion for its role in promoting peace, stability, and development within conflict-affected areas.

ZAMBOANGA CITY — The military here on Sunday reported that soldiers from the Joint Task Force Central (JTF-Central) encountered an undetermined number of members of the Bangsamoro Islamic Freedom Fighters (BIFF), killing one of them during a five-minute firefight in Datu Salibo, Maguindanao del Sur.

JTF-Central commander Maj. Gen. Alex Rillera disclosed that soldiers were conducting a military operation in inner forested areas of Barangay Butilen in Datu Salibo when they encountered several members of the BIFF on Saturday.

He added that the military recovered several explosives used by the BIFF, a .45 caliber pistol with five magazines and a Nokia Analog cell phone at the encounter area.


According to Rillera, the military operations were in response to reports from the local community about the presence of BIFF members in the area, adding that many of them had existing warrants of arrest and were engaged in extortion and other lawless acts.

The 6th Infantry (Kampilan) Division, in collaboration with the Philippine National Police and concerned local government units, is also bent on ending the terrorist threats in its Area of Responsibility.

Rillera said the military operation’s primary objective is to protect and secure the populace from security threats posed by local terrorists.

Over at Isabela City in Basilan Province, the 101st Infantry (Three Red Arrows) Brigade mediated and resolved a longstanding conflict between the families of Abdurasid Absara and Abdulbasir Anuddin in the island Barangay of Sibago in Hadji Muhammad Ajul, Basilan province.

The feud, which stemmed from the alleged destruction of the Payao, had severely impacted the economy, education and social harmony of both parties involved and the community.

Both parties embraced the spirit of unity and understanding by signing a peace covenant and a symbolic handshake, committing to peace and reconciliation.

An alleged member of the Bangsamoro Islamic Freedom Fighters (BIFF) was killed in an armed encounter on a weekend in Datu Salibo, Maguindanao del Sur.

Troops of the Joint Task Force Central were conducting military operation when they engaged several BIFF members in a firefight that lasted for about five minutes.

The military seized a caliber .45 pistol and several explosives from the clash site.


“These hazardous materials put the lives of innocent civilians at risk if they were eventually used by the BIFF for their terrorist activities,” the 6th Infantry Division (6ID) said.

“This operation was initiated in response to reports from the local community about the presence of members of terrorist groups in the area, many of whom had existing warrants of arrest and were engaged in extortion and other lawless acts,” 6ID added.

SURRENDER

Meanwhile, at least eight BIFF members have turned themselves in to the 57th Infantry Battalion in Upi, Maguindanao del Norte.

One of them belonged to the BIFF-Karialan Faction while the rest were members of the ‘Bungos’ faction. They were provided with immediate assistance by the government.

They also handed over their firearms, including an 7.62mm M14 rifle, an 7.62mm SLR rifle, a caliber .30 M1 Garand rifle, a caliber .30 M2 Carbine rifle, a caliber .45 pistol, an 9mm Uzi-type pistol, a rocket-propelled grenade; two M79 grenade launchers; four 12-gauge shotguns; and two improvised explosive devices (IEDs) with detonating cords, Various magazines and ammunition.


"These FVEs were on our list, and their decision to return to the fold of the law and renounce armed struggle is a welcome development. This step provides them with the opportunity to start anew," 603rd Infantry Brigade Commander, Brigadier General Michael Santos, said.

The military said the eight were allegedly involved in multiple atrocities, including bombings, harassment of military bases, ambushes, and planting of IEDs, within the area of 57IB.

6ID Commander, Major General Alex Rillera, lauded the former violent extremists for their decision to return to the folds of the law and commended the operating troops.

COTABATO CITY — Soldiers killed a member of the Bangsamoro Islamic Freedom Fighters and confiscated 26 improvised explosive devices in an air and ground anti-terror offensive in Barangay Butilen, Salibo town in Maguindanao del Sur on Saturday.

Major Gen. Alex Rillera, commander of the Army’s 6th Infantry Division, told reporters on Monday that the calibrated anti-terror operation was launched after residents of Barangay Butilen and their municipal officials reported the convergence in the area of BIFF members, as if bracing for an attack.

Soldiers dispatched to clear the area, after the aerial maneuvers by Philippine Air Force attack helicopters and fixed-wing bombers, traded shots with BIFF terrorists at one spot in Barangay Butilen, killing one of them in the ensuing encounter.

Villagers told reporters that the slain BIFF member, who had two names that they believe were fictitious, Ahmed Samsudin and Jivin Ansao, was an expert in fabrication of improvised explosive devices that can be detonated from a distance using mobile phones.

Community leaders said that the companions of the slain BIFF bomb-maker immediately escaped, carrying four wounded companions when they sensed that more soldiers were closing in.


Soldiers found 26 explosives in the makeshift shelters in the scene of the encounter. These are now in the custody of 6th ID's bomb disposal experts.

The BIFF and its ally, the Dawlah Islamiya, both have a reputation for bombing business establishments and passenger vehicles if owners refuse to shell out “protection money” on a monthly basis.

GOVERNMENT troops have recovered a sizable number of war materials following a five-minute firefight that resulted in the death of a member of the Bangsamoro Islamic Freedom Fighters (BIFF) in Maguindanao del Sur, the military said Monday, May 27, 2024.

The Army’s 6th Infantry Division (ID) said the firefight happened the early morning of Saturday, May 25, in Butilen village, Datu Salibo, Maguindanao del Sur.

The 6ID said the clash ensued when the troops encountered several members of BIFF while conducting military operations in Butilen village.

The 6ID said the military operation was launched in response to reports from the local community about the presence of members of terrorist groups in the area, many of whom had existing warrants of arrest and were engaged in extortion and other lawless acts.

The troops recovered a caliber .45 pistol with five magazines, a cellular phone, and several explosives used by BIFF.


“These hazardous materials put the lives of innocent civilians at risk if they were eventually used by the BIFF for their terrorist activities,” the 6ID said in a statement.

The 6ID is bent on ending the terrorist threats in its Area of Responsibility in collaboration with the Philippine National Police and concerned local government units.

Major General Alex Rillera, 6ID commander, has assured the community that the military operation's primary objective is to protect and secure the populace from security threats posed by local terrorists.

Rillera also reassured the populace that the operation was far from the residential areas, despite attempts of local terrorists to evade the government troops and seek refuge in the populated communities. (SunStar Zamboanga)

COTABATO CITY — A suspected bomb-maker of the Bangsamoro Islamic Freedom Fighters (BIFF) was killed in an air and ground anti-terrorism operation in Barangay Butilen, Salibo town, Maguindanao del Sur.

Major Gen. Alex S. Rillera, commander of the Army’s 6th Infantry Division, told reporters on Monday that the calibrated anti-terror operation last Saturday resulted in the seizure of 26 powerful improvised explosive devices (IED).

He said the offensive was launched after municipal officials reported the convergence in the area of BIFF members, as if preparing for a large-scale attack.


Soldiers dispatched to clear the area, after the aerial maneuvers by Philippine Air Force attack helicopters and fixed-wing bombers, engaged the BIFF terrorists in a gunbattle that ended in the death of the suspected BIFF bomb-maker. — John Felix M. Unson

CAMP SIONGCO, MAGUINDANAO DEL NORTE — The military launched on Saturday dawn air and ground assaults against suspected Dawlah Islamiyah terrorists in the marshland of Maguindanao del Sur.

Abdulrashid Tanto, a resident of Datu Salibo town, said he and his family were awakened by explosions, prompting them to immediately evacuate their home.

“May binobomba, sabi ko sa misis ko, kaya’t bakwit kami agad,” Tanto told the Inquirer in an interview. (There’s bombing, my wife said, so we immediately evacuated.)

Tanto and several other residents of Barangay Butilen have fled to safer grounds beginning at 5:30 a.m.

Barangay captain Datu Nash Sandigan helped his constituents cross the marshland from the village while strikes continued from helicopter gunships and artillery.

He said about 50 families have fled to nearby villages, bringing valuables and work animals.

“Air strikes have stopped but the residents still refuse to return home,” Sandigan said.

Lt. Col. Roden Orbon, speaking for the Army’s 6th Infantry Division, confirmed the air strikes but stressed these movements were far away from communities.

“The operation is in response to the reports of the people in the communities regarding the presence of local terrorist groups in the area,” he said.


“We are assuring the people in the community that the local government and the military will protect and secure them,” he added.

There were reports on the ground that one sub-leader of the Islamic State-linked Bangsamoro Islamic Freedom Fighters was killed and several firearms were recovered in the military operation.

The Army spokesperson has yet to receive official reports on this information.

On Friday, eight BIFF members surrendered.


They turned over 15 assorted firearms, grenade launchers and improvised bombs to the Army’s 57th Infantry Battalion in Upi, Maguindanao del Norte, headed by Lt. Col. Guillermo T. Mabute Jr.

Maj. Gen. Alex Rillera, commander of the Army’s 6th Infantry Division, said those who surrendered belong to the BIFF’s Karialan and Bungos factions, which are rabidly loyal to the IS.


“Due to intensified and decisive military operations, as well as hunger and exhaustion from continuous hiding in the mountains, eight former members of local terrorist groups have surrendered,” Rillera said.

Brig. Gen. Michael Santos, commander of the Army’s 603rd Infantry Brigade, said the former BIFF gunmen admitted to their participation in multiple atrocities including bombings, harassment of military patrol bases and a series of ambush.

Over the past year, the United States and the Philippines have reaffirmed their mutual defense agreement and strengthened their economic and security partnership, which had become strained during the Presidency of Rodrigo Duterte. With increasing Chinese aggression in the South China Sea, President Ferdinand Marcos Jr. has recognized the threat posed by an expansionist China and is cooperating with the United States and Japan on initiatives to promote economic growth; upgrade and modernize strategic infrastructure; and increase the number of United States military bases in the Philippines from five to nine. This is a marked shift away from the pro-China track pursued by former Philippine President Rodrigo Duterte and a resumption of the prior strong relationship that the U.S. and the Philippines enjoyed for over 70 years.

In April 2024, the White House announced a joint initiative between the United States, the Philippines, and Japan, which promises investments toward the upgrading and modernizing of Philippine rail networks, ports, vessel traffic management systems, smart grids, aviation infrastructure, semi-conductor supply chains, as well as a submarine cable system. According to the Department of State, the United States, the Philippines, and Japan are also partnering to develop the Luzon Economic Corridor, which would improve connectivity and strategic investments in infrastructure across four core economic zones on the northern island of Luzon: Subic Bay Freeport, Clark Freeport, Batangas, and the capital city, Manila. Initial projects include the Subic-Clark Railway Project, an expansion of Clark International Airport, and the development of the 158-acre Clark International Food Hub. Additionally, the U.S. Agency for International Development (USAID) and the Philippines have launched the Green Energy Auction Program, which will result in the development of 5200 megawatts of renewable energy projects over the next two years.

Over the past decade, China has taken an increasingly aggressive posture in the South China Seas, including building artificial islands and constructing military outposts on the territories it controls. The United States sees it as imperative to construct a coalition of like-minded forces to deter China and to embolden weaker states, like the Philippines, to hold firm against Chinese encroachment. In April and May of 2024, American, Filipino, French, and Australian forces participated in the annual Balikatan Exercises, training together at sites throughout the Philippines on amphibious, maritime, aviation, and information and cyberspace operations. According to defense journalist Aaron-Matthew Lariosa, the joint forces tested their ability to defend the Batanes islands, only 125 miles away from Taiwan, while U.S. Marines drilled on deploying maritime awareness censors at the northernmost point of the Philippines, some 88 miles from Taiwan.

This is not the only time the United States, Japan, and the Philippines have come together in joint exercises over the past year, however. According to the White House, the U.S. and the Philippines conducted the first-ever combined intelligence, surveillance, and reconnaissance (ISR) mission over the South China Seas. Also, the U.S., the Philippines, and Japan have engaged in joint Coast Guard exercises. Furthermore, to upgrade Philippine cybersecurity capacities, the United States, the Philippines, and Japan have developed a joint cyber-defense network, and the Philippines has also joined the International Counter-Ransomware Initiative, the largest cyber partnership in the world. The sum total of these initiatives and training exercises has put the Philippines in a stronger position vis-à-vis China, enabling it to leverage its allies' training, cyber, intelligence, surveillance, and reconnaissance capabilities in order to defend its territorial integrity.

The newly revived Enhanced Defense Cooperation Agreement (EDCA) between the United States and the Philippines has designated four new locations for military bases, in addition to the pre-existing five locations. These bases serve dual purposes: deterring China and supporting disaster relief and humanitarian relief efforts. One can see these twin functions by examining base locations. The original group of five bases had been scattered around the Philippines, in large part, to facilitate timely crisis response. In contrast, the four new ones have been clearly chosen to deter China. According to Asia expert Felix K. Chang, three of the bases are located in the Northern Philippines near Taiwan, while the fourth base at Balabac Island is situated only 330 kilometers from the disputed Spratly Islands in the South China Sea, where China has built artificial islands to support their claims of ownership. The U.S. is also in the process of upgrading the infrastructure, technology, and military hardware at the original five bases, all of which are designed to send a clear signal to China about the readiness of the United States to prevent further Chinese expansion.

The United States-Philippine security relationship has not only focused on deterrence, but also on supporting Philippine efforts to combat terrorism. In 2002, U.S. and Philippine servicemen collaborated as part of Operation Enduring Freedom-Philippines to eliminate the threat posed by the Abu Sayyaf Group on the island of Basilan. In 2006, Philippine and United States forces cooperated again in Oplan Ultimatum, to launch decapitation strikes against Abu Sayyaf leaders. The Institute for the Policy Analysis of Conflict (IPAC) notes that, in the aftermath of these joint operations, Abu Sayyaf Group attacks had dropped by 50% and by 2014, the number of Abu Sayyaf fighters had dropped to a low of 400 members. However, one should not assume that the Abu Sayyaf Group had been irrevocably decimated or that their capacity for lethality had diminished. This became apparent with the 2017 siege of Marawi, where an Abu Sayyaf faction under the leadership of Isnilon Hapilon played a decisive role.

The U.S. advisory and training role resumed with Operation Pacific Eagle-Philippines, and by its conclusion in 2020, the threat posed by terrorism appeared to diminish once again. While due in part to the efforts of joint U.S.-Philippine operations, changing circumstances on the ground should be acknowledged. Notably, the 2019 establishment of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM), which created an autonomous homeland for Moros within the Philippines, as well as the abject failure and widespread popular revulsion brought on by the Marawi siege, altered the decision-making calculus of many of the fighters. The costs of continued engagement outweighed any potential benefits. Should peace hold and surrenders continue, the United States may be able to reallocate funds away from supporting counter-terrorism efforts toward supporting peace maintenance as well as other areas of Philippine need.

ZAMBOANGA CITY , Philippines — One of the three police Special Action Force (SAF) members wounded in an encounter with an Abu Sayyaf bandit in Tawi-Tawi on Tuesday died while being treated in a hospital in this city.

Interior Secretary Benhur Abalos announced the death of Pat. Iam Valdes as he and Philippine National Police (PNP) chief Gen. Rommel Marbil visited the wounded troopers in a private hospital here yesterday.

Valdes as well as Master Sgts. Alberto Olbis and Mohammad Lee Aharul of the SAF’s 51st Special Forces Company and PNP intelligence operatives were serving an arrest warrant for Udon Hasim in Tandubas town when the shootout occurred.

Hasim died in the firefight.


Marbil said the two wounded troopers, who will undergo surgery, would be transferred to a hospital in Manila.

Abalos and Marbil pinned on Olbis and Aharul the Medalya ng Katapangan, which was also posthumously awarded to Valdez.

ZAMBOANGA CITY, Zamboanga del Sur – Interior and Local Government Secretary Benhur Abalos paid a visit to three wounded members of the police Special Action Force (SAF) at the Ciudad Medical Center on Thursday morning.

“We stand before you with heavy hearts but resolute spirits as we visit our brave SAF troopers here in Zamboanga City who were wounded during the recent operation in Tandubas municipality, province of Tawi-Tawi,” Abalos said after his brief talk with the family members inside the hospital.

The three were wounded in a clash with armed men in Tandubas last Tuesday afternoon while serving 21 arrest warrants against a certain Udon Hasim, also known as Utoh and Kah, a former member of the Abu Sayyaf terrorist group under Idang Susukan and Alhabsy Misaya.

On Thursday morning, Patrolman Ian Valdez, a newbie in the police force, died while being treated in a private hospital here.

Valdez and colleagues Police Master Sergeants Alberto Olbis and Mohammad Lee Aharul were seriously wounded in the clash.

Olbis and Aharul are set to be airlifted to Manila for further medical attention.

All three are natives of Jolo, Sulu.

MANILA – The Armed Forces of the Philippines (AFP) joined the United States Embassy and other dignitaries in the commemoration of Memorial Day, highlighting the long-standing military ties between Manila and Washington, D.C.

AFP public affairs office chief Col. Xerxes Trinidad said the event held at the Manila American Cemetery and Memorial in Taguig City on Sunday honored the valor and sacrifices of the American and Filipino soldiers who fought together during World War II.

AFP chief Gen. Romeo Brawner Jr. led the Filipino military delegation.

"Despite inclement weather, the ceremony included the laying of wreaths, a moment of silence, and firing salute and taps that echo the enduring alliance between the United States and the Philippines," Trinidad said in a statement Monday.

Memorial Day is a federal holiday in the United States that honors military personnel who died while serving in the US Armed Forces.

The Manila American Cemetery and Memorial, the largest of its kind in the Pacific, is the final resting place for over 17,000 American and Filipino service members.

MANILA – The Philippine Space Agency (PhilSA) said debris from a rocket that North Korea is launching between Monday and midnight of June 3 is likely to fall east of the Philippines.

PhilSA Director Marc Talampas told the Philippine News Agency that the country usually gets notifications about rocket launch through a Notice to Airmen (NOTAM) since rocket launches could impact the airspace and flights.

"Based on the published NOTAM, there is a drop zone to the east of the Philippines. We are still confirming how much of the drop zone is within the EEZ (exclusive economic zone), but the edge of the drop zone is approximately 200 nautical miles to the nearest land feature of the Philippines," Talampas said.

Debris usually fall within minutes after a rocket launch, he said.

"The risk of debris falling onto populated areas is very low. There is a possibility that the discarded rocket debris may float around the drop zone area and may wash towards the coasts," he said.

PhilSA advises the public to inform local authorities if any suspected debris is sighted at sea or land.

Talampas said PhilSA would be issuing a public advisory as soon as the launch is confirmed to have proceeded.

According to Yonhap News Agency, the debris will fall in three areas -- two west of the Korean Peninsula and the other east of Luzon.

Pyongyang has made public a plan to launch three more satellites this year following its military reconnaissance satellite launch in November.

MANILA – The Philippine government on Monday protested China's imposition of a unilateral fishing ban in the South China Sea (SCS) as it includes the maritime zones over which the Philippines has sovereignty and jurisdiction.

In a statement, the Department of Foreign Affairs (DFA) said the fishing moratorium from May 1 to Sept. 16 in areas of the SCS north of the 12 degrees north latitude is a violation of international law and an impairment to the country’s maritime rights.

“The Philippines called on China to cease and desist from the conduct of illegal actions that violates the Philippines' sovereignty, sovereign rights, and jurisdiction in its maritime zones,” the DFA said.

The agency also urged Beijing to comply with its obligations under international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the final and binding 2016 Arbitral Award; and to adhere to its commitments under the 2002 Declaration on the Conduct of Parties in the South China Sea.


Earlier, China empowered its coast guard to detain foreign trespassers in the SCS after the Philippine civilian mission to the West Philippine Sea (WPS) was completed on May 17.

According to a South China Morning Post report on Thursday, a regulatory document of Beijing that would take effect in June empowers the China Coast Guard to detain trespassers without trial for 60 days.

The DFA emphasized that the unilateral imposition of the fishing moratorium raises tensions in the WPS and the SCS.
“[It] directly contravenes the understanding between President Ferdinand R. Marcos Jr. and Chinese President Xi Jinping to manage differences through diplomacy and dialogue and to de-escalate the situation at sea,” the DFA said.

Citing Paragraph 716 of the final and binding 2016 Arbitral Award on the South China Sea, the DFA added that China’s moratorium on fishing "without exception for areas of the South China Sea falling within the exclusive economic zone of the Philippines and without limiting the moratorium to Chinese flagged vessels” is illegal.

The agency said the ban "breached Article 56 of the 1982 UNCLOS with respect to the Philippines' sovereign rights over the living resources of its exclusive economic zone."

The Chinese Embassy in Manila has yet to respond to the issue.

MANILA – President Ferdinand R. Marcos Jr. on Tuesday morning headed to Brunei Darussalam for a two-day state visit and Singapore for a defense summit.

Marcos will be in Brunei until Wednesday upon the invitation of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah.

The President is expected to hold bilateral meetings with the Brunei Sultanate and visit the Filipino community there where an estimated 25,000 Filipinos are residing.

In his departure speech, Marcos said he would meet with Sultan Bolkiah upon his arrival in Brunei to “review the progress of our bilateral cooperation and explore mutually beneficial partnerships and collaborations.”

He said he would also discuss defense and regional security with the Brunei leader.

“I will discuss with His Majesty ways for further cooperation with Brunei in ensuring the defense of our countries and of our region,” the President said.

A Memorandum of Understanding on Tourism Cooperation will be signed during his visit, which coincides with the 40th anniversary of diplomatic relations between the two countries, he added.

After his Brunei visit, the President will proceed to Singapore from May 30 to 31 to speak at the International Institute for Strategic Studies’ (IISS) Shangri-La Dialogue.

The IISS Shangri-La Dialogue is an annual intergovernmental security forum, which is participated in by defense and military officials and experts, as well as business leaders to discuss critical security challenges around the globe.

Marcos will be the first Filipino president to deliver a keynote address at the dialogue.


During his Singapore visit, Marcos said he would invite the city-state’s new Prime Minister Lawrence Wong Shyun Tsai and new President Tharman Shanmugaratnam to visit the Philippines to further strengthen bilateral relations.

“Hangad ko po na sa aking pag-uwi dito ay may hatid kaming pasalubong na magandang balita mula sa aming pagbisita sa Brunei at sa Singapore (I hope to return with good news from our visit to Brunei and Singapore),” Marcos said.

MANILA – The Philippine Navy (PN) will not be deterred in carrying out its mandate by China's unilateral fishing ban that includes maritime zones where the Philippines has sovereignty and jurisdiction, an official said Tuesday.

"The PN does not recognize this provocative statement nor will we be deterred in performing our mandate of securing the welfare of Filipinos wherever he/she is - on land or on sea," PN spokesperson for the West Philippine Sea (WPS) Commodore Roy Vincent Trinidad said in a message to reporters.

This came as China announced a fishing ban that takes effect from May 1 to Sept. 16 in areas north of the South China Sea north of the 12 degrees north latitude.

"Overall, (our) patrols have been increased in the entire WPS, to include BdM (Bajo de Masinloc), and our northern islands," he added.

Trinidad said this increase in patrols took effect shortly after President Ferdinand R. Marcos Jr.'s announcement that the country would be shifting from internal security operations to external defense.

This was further heightened after Defense Secretary Gilberto Teodoro Jr. earlier announced that the Armed Forces of the Philippines will be adopting the Comprehensive Archipelagic Defense Concept to further protect the country's vast territories, including its exclusive economic zone, along with its interest.

From May 21 to 27, the PN also reported that 122 assorted Chinese ships were spotted in eight WPS features.

These vessels were detected and broken down into the following locations: Bajo de Masinloc, five China Coast Guard Vessels (CCGVs) and 14 Chinese Maritime Militia Vessels (CMMVs); Ayungin Shoal, five CCGVs and 17 CMMVs; Pagasa Island, one CCGV, one People's Liberation Navy (PLAN) ship, and 34 CMMVs; Kota Island, one CMMV; Lawak Island, one CMMV; Panata Island, three CMMVs; Patag Island, two CCGVs and two CMMVs; Sabina Shoal, two CCGVs, four PLAN, and 30 CMMVs.

Meanwhile, no Chinese ships were spotted in the vicinity of Parola and Likas Islands and Julian Felipe Reef.

MANILA – Former Armed Forces of the Philippines (AFP) Western Command (Wescom) chief Vice Adm. Alberto Carlos on Tuesday maintained that he did not negotiate with China regarding a "new model" agreement that aims to reduce tensions at Ayungin Shoal at the West Philippine Sea (WPS).

In an exclusive interview with state-run People's Television (PTV), Carlos also emphasized that he did not give permission or consent to the Chinese military attaché, whom he identified as Col. Lee, to record their conversation.

Carlos said he met Lee during his job as Wescom commander, which sometimes entailed meeting with foreign representatives in diplomatic activities.

"I've had a very open discussion with him in plain view, several times, so we exchanged numbers so when I received that call, I knew it was him so I received the call from him, although I did not give my consent to be recorded," he added.

Carlos also maintained that he and Lee only had an "informal casual conversation."

"New model, definitely, we did not talk about that. Internal understanding, also we did not talk about that, and there is still no long-term agreement. Hindi naman ako (I am not) authorized to negotiate a long-term agreement, so definitely non-existent as far as I'm concerned, (and) no, I did not engage in any discussion on involving secret details. No secret deals and whatsoever. There is no agreement," he added.

Carlos also maintained that he did not compromise the country's territorial integrity.

"I have not given up our sovereign rights and entitlement. I am a soldier for the Filipino. I remain a loyal servant of the Republic," he said.

Earlier this month, the Chinese Embassy in Manila claimed that Carlos, with the approval of ranking government officials, has agreed to enter into "a new model" agreement as part of easing tensions, which have been heightened by Chinese harassment of Philippine resupply ships and their escorts in Ayungin Shoal.

Carlos also expressed concern for his troops at the Wescom as tensions seem to be escalating in the WPS, given the series of water cannon attacks against Philippine ships that have resulted in damage and injuries to the Filipino side.

He was referring to the March 23 incident in Ayungin Shoal where a resupply mission and its escorts were heavily pummeled by water cannon blasts by the China Coast Guard and the April 30 humanitarian and patrol mission in Bajo de Masinloc (Scarborough Shoal), which was also subjected to heavy water cannon attacks.

"I'm really worried about my personnel in Wescom, especially those involved in the RORE (rotation and resupply [missions]). Sa mga kasamahan ko sa Western Command, alam kong napakarami pang hamon ang ating haharapin, marami pa tayong gagawin dyan sa West Philippine Sea. Alam kong kayang kaya natin yan (To my comrades at the Western Command, I know we are facing a lot of challenges and we still have a lot to do at the WPS. I know we can do it)," Carlos said.

MANILA – A sub-leader of the terrorist Abu Sayyaf Group (ASG) was killed in a counter-terrorism police operation in Tawi-Tawi province early Tuesday.

In a media interview at Camp Crame, Philippine National Police (PNP) chief Gen. Rommel Francisco Marbil said Udon Hasim was killed in a 30-minute firefight with members of the PNP Special Action Force (SAF), Criminal Investigation and Detection Group (CIDG), and Intelligence Group (IG) in Barangay Lahay-Lahay in the town of Tandubas at about 5 a.m.

Hasim opened fire on the arresting team, prompting them to return fire which led to an encounter.

Three police officers were also wounded in the firefight.


Hasim is wanted for four counts of frustrated murder and 17 counts of murder.

“On July 28, 2013, involved siya sa (he was involved in an) ambush which killed 23 civilians and wounded 14 others in Talipao, Sulu. Hindi lang siya member ng (He is not only a member of the) ASG, na-involve na rin siya sa (he was involved in) illegal drugs last month, April 2024 in Bongao, Tawi-Tawi, yung tao niya na involved sa illegal drugs, namatay din (his followers who are also involved in illegal drugs were also killed),” Marbil said.

Seized from the operation were several plastic sachets containing shabu, an M14 rifle, an M16 rifle, assorted magazines and ammunition for M14 and M16, and a bandolier.

The suspect's cadaver was brought to the Tandubas Health Unit, while the wounded personnel were brought to Ciudad Medical Zamboanga for medical treatment.

Ranking NPA leader falls

In a related development, CIDG director Maj. Gen. Leo Francisco said a ranking leader of the New People's Army (NPA) was arrested in a manhunt in Cagayan province.

The suspect, alias "Bladdy", was arrested in an operation by the CIDG Regional Field Unit 2 in Barangay Santa Cruz in Ballesteros town on Tuesday afternoon.

Bladdy is the Commanding Officer of the Front Operational Command (FOC), West Front, Komiteng Probinsya (KOMPROB) Cagayan, and Komiteng Rehiyon-Cagayan Valley (KRCV) of the NPA.

The suspect is wanted for murder by the Ballesteros, Cagayan Region Trial Court Branch 33.
