Philippine Navy hosts Exercise SAMASAMA

CAMP AGUINALDO, Quezon City—The Philippine Navy is set to host this year’s iteration of the PH-US Exercise SAMASAMA that is scheduled from 02 to 13 October 2023 at the Naval Forces Southern Luzon (NFSL) Area of Operations.
 
SAMASAMA is a bilateral exercise between the United States Navy (USN) and the Philippine Navy (PN) that aims to further strengthen international defense cooperation and advance a rules-based international order.

The exercise activities were designed to further enhance the PN’s naval warfare capabilities as the country’s offshore combat force for maritime security operations. They will cover the fundamentals of anti-submarine warfare, anti-surface warfare, anti-air warfare, and electronic warfare. The interoperability exercises with the USN will focus on warfighting serials. The training will also strive to further improve maritime integration and combined interoperability with the Japan Maritime Self Defense Force (JMSDF), Royal Australian Navy (RAN), Royal Canadian Navy (RCN), and the United Kingdom (UK) Royal Navy through subject-matter expert exchanges (SMEE) and humanitarian assistance and disaster response (HADR) table-top events.

LOOK | The Naval Forces Western Mindanao (NFWM) successfully conducted a Joint Naval Gun Test Firing and Capability Demonstration in the vicinity of Dasalan Island, Basilan on September 23, 2023. The exercise involved multiple naval assets, including BRP General Mariano Alvarez (PS38), BRP Nestor Acero (PG901), BRP Domingo Deluana (PG905), BRP Florencio Iñigo (PC393), and 1st Boat Attack Division's BA485 and BA487.

The main objective was to evaluate the effectiveness of naval weapons and the participating ships' overall operational capability. The exercise also sought to assess the efficiency of the gun crews and the efficacy, precision, and operation of all naval combat equipment with activities such as as live gunnery exercises, swarming tactics, and coordinated maneuvers. Asoldier was killed while two others and three police officers were wounded in armed actions mounted by the New People’s Army (NPA) in Masbate and Negros Occidental in the past weeks.

A people’s militia unit fired upon a police counterinsurgency unit at Sitio Kampoon, Barangay Batuhan, Masbate City on the night of September 3. At least three police officers were wounded in the armed action.

The said barangay and adjacent communities in Masbate have long been subjected to military and police control. They occupy barangays under the veil of the Retooled Community Support Program. This causes extreme distress to the peaceful livelihood of peasants and residents.

In Negros Occidental, Red fighters of NPA-Central Negros fired upon 62nd IB troops operating at Purok Tumpok, Barangay Riverside in Isabela on August 30. The said troops were resting when they were attacked by the NPA around 9:30 p.m.

NPA-Central Negros reports that a soldier was killed while two others were wounded. Terrified, the troops of the 62nd IB scampered in various directions. They also concealed the number of casualties among their ranks.

Meanwhile, NPA-West Cagayan reported the death of eight 17th IB soldiers in an encounter in Barangay Sicalao, Lasam, Cagayan on July 23. The NPA unit safely maneuvered away after the armed encounter.

The National Task Force-Elcac was was cut down to size in its own press conference on September 19 when Jhed Tamano and Jonila Castro bravely exposed their abduction, detention, threat and coercion by the military to “surrender.”

Environmental activists Tamano and Castro were abducted in Orion, Bataan on September 2. According to witnesses, the two struggled against armed men forcing them to board a van. One even attempted to climb a nearby house’s gate but failed to escape. Only their slippers were left as hint of their violen abduction. Inside the van, soldiers introduced themselves as surveillance agents of the 70th IB. For 14 days, the military denied having the two in custody.
Shattering the lies

“The truth is we were abducted by the military,” Castro and Tamano fearlessly declared, stupefying the 70th IB commander beside them. “The contents of the affidavit (that we supposedly surrendered) are false as they were prepared and signed inside a military camp.”

Even at the onset of the search by organizations for Tamano and Castro on September 4, police clearly had full knowledge of their whereabouts. PNP Orion blocked Castro’s mother Rose from filing a blotter report and refused to sign the Desaparecidos Form signifying they do not have the two in custody.

According to the elder Castro, authorities knew how to contact her daughter as they frequently visit her introducing themselves as soldiers and NTF-Elcac agents to get her to convince her child to “surrender.” She asserts her child’s innocence and supports her activism which merely helps her fellow people.
Struggle against reclamation

Castro and Tamano were investigating the effects of the Manila Bay reclamation project on the livelihood of fisherfolk and on the environment. Castro decided to be a full-time AKAP Ka Manila Bay volunteer after suffering the difficulties of studying during the lockdown. Tamano is a volunteer of the Ecumenical Bishops Forum who finished business economics but skipped graduation rites because time with the community is more important for her. Both know the community residents’ difficulties brought about by projects like the San Miguel Corporation’s New Manila International Airport in Bulacan.

They were preparing for relief operations in Bataan before their abduction. Rapid flooding in Bataan became more conspicuous during the past two typhoons. Apart from this, fisherfolk in Bataan have long been suffering from low income due to offshore and seabed quarrying.

Last June, the Bataan provincial council approved the 235-hectare Mariveles Bay reclamation. Through the Premium Megastructures, Inc., the largest “transshipment hub” will be constructed.

“We need to focus on people’s issues, the end to reclamation and the defense of fisherfolks’ livelihood in Manila Bay”, Castro asserts after expressing gratitude to the campaigners and supporters for their surfacing and release.

According to the group Kalikasan, the abduction and fake forced surrender of Castro and Tamano aim to cover up the destructive effects of projects by the government and large corporations. But the state failed to crush the dedication of environment defenders to expose this truth.
‘Surface the Desaparecidos’

“We are not the sole desaparecidos. Thus we raise the call for the surfacing of all the victims of forced disappearance because we know the perpetrators of this scheme,” said Castro in the press conference held in the Commission on Human Rights after they were released from military custody. The two were welcomed by other activists, lawyers, human rights defenders and their families.

At present, eight adbucted individuals remain missing and unsurfaced. Those surfaced were also being made to parade as fake surrenderers like Castro and Tamano, and Dyan Gumanao, Armand Dayoha and Steve Tauli.

To manifest the people’s indignation over continuing fascist abuses by the 31st IB in the barangays of Donsol, Sorsogon, youths launched “oplan pinta” (painting slogans) along the roads at the center of Donsol.

Among the brave words painted by the youth are “31st IB out! Murderers!”, “AFP terrorists”, “Oust Marcos Jr!”. This lends voice to the Donsol people’s opposition to the fascist troops’ operations in their town.

According to the youths, this is their response to the shooting by the 31st IB on August 4 on the house of Barangay Alin Captain Erwin Vista who is also president of the Association of Barangay Captains (ABC). Soldiers conducted an RCSP operation in the said barangay last August.

Apart from combat operations in Donsol, soldiers also launched RCSP operations in Barangay Migabod and Barangay Catamlangan in Pilar town.

State agents abducted Bea Lopez, peasant organizer, and Peter Agravante who drove the tricycle she hailed in Sipalay City, Negros Occidental on September 15. According to reports, the two were travelling towards Barangay Gil Montana when they were blocked by armed men and forced to board a white van. The tricycle was also loaded onto a pick-up truck.

A day later, residents found the remains of Agravante dumped by the road side in Satori Cliff in Barangay Nagbo-alao, Basay, Negros Oriental. His hands and feet were bound by duct tape. He was also gagged using duct tape. He had a gunshot wound on the head.

Meanwhile, a lawyer and another peasant was reported summarily killed in the past two weeks.

In Abra, Atty. Maria Saniata Alzate, a lawyer providing free legal services to indigent defendants, was shot dead in front of her house in Bangued on September 14. She is the third lawyer killed under the Marcos regime.

Alzate was known as a lawyer for a client who filed a writ of amparo petition. This client was abducted, tortured and illegally detained by police in Bangued, Abra this year. The court concurred with the petition and placed six of the eight involved police under investigation.

In Masbate, three state elements summarily killed 67-year old peasant Naldo Canama at Sitio Angkay, Barangay Tubog in Cawayan town, on September 7. According to reports, the three perpetrators who gunned down Canama were riding a motorcycle. Canama is the 19th victim of extrajudicial killing in the province under the Marcos regime.

Arrest. Police and soldiers arrested peasants Judy Blazer, 61, and Junjie Camanso, 30, at Sitio Mainit, Barangay Santol, Binalbagan, Negros Occidental on September 10 over trumped up charges of murder and attempted murder. They are accused of having links with the revolutionary movement. Blazer was arrested despite being nearly blind and unable to walk due to old age.

Bombing. The 82nd and 12th IBs shelled Barangay Cabatangan, Lambunao, Iloilo eleven times on September 15. The bombing lasted 2 hours with some bombs exploding just around 100 meters away from house clusters.

Apart from this, over 200 military troops continue to ransack and sow terror in the peasant and indigenous communities since September 3 in the towns of Calinog and Lambunao, Iloilo.

Shooting. The 94th IB sowed terror by firing an M203 grenade and raining bullets in Barangay Buenavista, Himamaylan City, Negros Occidental on August 17.

Soldiers fired five M203 ammunition at Sitio Cantupa-Pisok, Barangay Buenavista. This traumatized the Martinez and Mariano families in the community, including 11 minors.

After this, soldiers ransacked the Martinez household and occupied it for several hours. Amid the wailing of children, soldiers fired shots while making wild noises. The family members of the Mariano family were also maltreated and threatened.

More than five decades have passed, still the country remains under the dark shroud of martial law imposed by Ferdinand Marcos Sr on September 21, 1972. The darkness grows thicker amid relentless fascism and corruption under the government of the dictator’s son, Ferdinand Marcos Jr, while Filipinos undergo severe sufferings, with plummeting living standards and gross violations of their rights.

Corruption today by leading officials of the Marcos-Duterte regime is brazen. They have zero recognition of responsibility to the people. They show complete contempt, disregard, or distort the laws of the reactionary system. Just as it was under the Marcos dictatorship, “democracy” under Marcos Jr is cheap trimmings to his power that recognizes no limits.

The Marcos-Duterte clique has the entire government machinery in their hands. Their main instruments of social control are the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) and the brutal, bloody and utterly illegal tactics of terrorism and repression against the people. It uses the National Task Force-Elcac, established by Rodrigo Duterte, to place all government agencies under strict control, under pain of being accused of supporting “terrorism.”

All branches and agencies of the reactionary Marcos government merely follow his dictates. The Marcos and Duterte supermajority dominates congress, both the Senate and the House of Representatives. The voice of the handful of minority oppositionists are drowned by Marcos and Duterte’s minions, to railroad whatever Marcos and Duterte wants.

Since Marcos Jr assumed power, a number of cases involving close to ₱1.7 billion of Marcos stolen wealth were dismissed by the Supreme Court and other courts.

Under the reign of the dictator’s son, Marcos Jr, power and public funds are used with impunity. Although questionable, immoral or outrightly illegal, a policy, program or measure is affirmed and offered to Marcos and Duterte. This is the “loyalty” proferred by minions of fascists and dictators, in exchange of course, for funding, favors or positions. This is now starkly demonstrated on the issue of “confidential and intelligence funds” (CIF) that are set to be allocated anew to the offices of Marcos (nearly ₱5 billion) and Sara Duterte (₱650 million). These are public funds that Marcos and Duterte secretly spend without accountability to the people. In the same way, Marcos’ minions railroaded the ₱500-billion Maharlika Investment Fund which will give Marcos the power to funnel public funds to the pockets of his favored big capitalist cronies.

While daily the toiling masses suffer and try to feed their families with meager incomes, Marcos and his family and officials jet-set and live the life in one foreign trip after another, purportedly to invite foreign capitalists to invest or visit the Philippines. Marcos’s close to ₱1.5 billion travel budget for 2024 is nearly three times bigger than that of 2022, and 5,000% bigger compared to 2021.

Marcos’ ₱5-trillion proposed 2024 budget is a gargantuan budget for corruption. The largest part will go to infrastructure projects (bridges, roads, rails and others) which is the source of hundreds of millions of pesos of kickback that line the pockets of bureaucratic capitalists, in connivance with big businessmen, and foreign banks and corporations. Many of these projects drive people away from their land and homes, plunder and destroy the environment and cause ever greater disasters.

Alongside barefaced corruption and plunder of people’s funds, the Marcos regime carries out relentless political repression and employs dirty tactics to silence its critics and eliminate all obstacles to corruption and anti-poor and anti-people programs. There are intensifying attacks and hamletting of rural communities, bombings and shelling, forcing civilians to “surrender”, killings and massacres. There are increasing cases of abductions, torture and disappearance of activists who work for the welfare of the masses.

There seem to be no bounds to the terrible darkness of Marcos Jr’s tyrannical power and reign of state terrorism. But in fact, fascist brutality and unbridled corruption under the Marcos regime are signs of the further degeneration of the ruling semicolonial and semifeudal system. These accelerate further the deterioration of the ruling system, and sharpens the people’s awareness of the need to act to defend their interests and rights, and advance their aspiration for revolutionary social change.

Now, more than ever, the Filipino people need to sweep away the darkness with which the entire country is being enshrouded by Marcos. They must dispel all the fear which the terrorist state is planting on their chest. Like in the years of martial law, the fascist reactionaries want the people to be gripped by fear and anxiety to crush their determination to fight back.

Thus, courage, determination and ardent militance are needed to tread the path of resistance, whether in the city or countryside, on the streets or on the path of armed resistance. In order not to allow the evils of the Marcos regime to reign, all democratic classes and forces must rise and fight.

Martial law in 1972 was declared by the US puppet state as a war against the Filipino people. Like in the struggle against the fascist dictatorship, armed struggle today is the most important form of struggle for the people to combat state terrorism, alongside all other possible forms and methods of collective struggle to fight corruption, fascism and subservience of Marcos Jr.

The Communist Party of the Philippines serves as the core, backbone, and leader of the widespread resistance of the Filipino people. We must consolidate and strengthen the Party, including its leadership of the New People’s Army, to ensure the all-sided advance of the revolution and march at the forefront of the people’s struggle to attain a prosperous future where democracy and freedom reign.

Napakatigas ng mukha ng imperyalismong US na maghangad ng dagdag pang mga base militar sa bansa sa harap ng paglabag nito sa soberanya at karapatan ng mamamayang Pilipino. Kasabay nito, kasuklam-suklam ang malugod at kakawag-kawag ang buntot na pag-aakomoda ng mga tutang sina Ferdinand Marcos Jr. at Sara Duterte sa kahilingan ng US.

Wala pa mang pormal na deklarasyon, malinaw na inihahanda na ng US ang pagdaragdag ng mga base militar sa bansa. Inamin mismo ng kumander ng US Pacific Command na si Admiral John Aquilino na may mga pag-uusap na hinggil dito ang US at AFP sa pamamagitan ng hepe nitong si Gen. Romeo Brawner.

Hindi katanggap-tanggap sa mamamayang Pilipino na madagdagan ang presensyang militar ng US lalo’t ito ay para sa pag-usad ng pakana ng huli na iputok ang gera laban sa China sa alinmang bahagi ng Asia Pacific. Isasapanganib nito ang buhay ng mamamayan kung saan oras na magka-gera, ibayong maghihirap at magdurusa ang bayan.

Perwisyo sa mamamayang Pilipino ang presensya ng pwersa ng US dahil inaabala ng mga ehersisyong militar ang kabuhayan ng mamamayan. Ilambeses na pinagbabawalang lumapit sa mga base ang mga Pilipino. Hindi makapalaot ang mga mangingisda sa sariling karagatan kapag nagrerekurida ang mga ito. Pumipinsala rin ang mga aktibidad ng US sa flora at fauna ng bansa.

Nagpapasimuno rin sila ng mga anti-sosyal na aktibidad kagaya ng prostitusyon. Malakas ang loob ng mga tropang Amerikano dahil protektado sila ng Visiting Forces Agreement. Ginawa nitong inutil ang reaksyunaryong batas sa pagpapanagot sa krimen ng mga sundalong Amerikano. Saksi sa kasaysayan na nakatakas sa pananagutan sina Lance Corporal Daniel Smith na nanggahasa kay Nicole at si Lance Corporal Joseph Scott Pemberton na pumatay kay Jennifer Laude.

Gayundin, makatwiran ang pagtutol ng mamamayan sa mga base militar at patuloy na presensya ng US sa gitna ng laganap na kahirapan at kagutuman. Pera ng bayan ang inilalaan ng reaksyunaryong gubyerno para sa konstruksyon at iba pang akomodasyon ng mga tropang Amerikano. Sa kasalukuyan, may siyam nang base militar ang US sa bisa ng Enhanced Defense Cooperation Agreement kung saan apat dito ay bagong talaga lamang sa ilalim ng ilehitimong rehimeng US-Marcos-Duterte.

Samantala, pangita ang mga pailalim na galaw ng US kagaya ng paggamit ng presensya ng China bilang sangkalan para isakatuparan ang mga dagdag na base. Pinatatambol mismo ng mga ahente ng US sa Department of National Defense at AFP-PNP ang sunud-sunod na panghaharas ng China sa mga Pilipino at paninira sa kalikasan ng West Philippine Sea (WPS). Hindi nalilinlang ang mamamayan sa kasinungalingan ng US na “ipagtatanggol” nito ang bansa laban sa China. Katunayan, matagal na panahong kibit-balikat ang US sa pagtatayo ng China ng mga istrukturang militar sa WPS.

Niyuyurakan kapwa ng US at China ang pambansang soberanya ng Pilipinas kaya malaking kahangalan na iasa sa una ang pagtatanggol laban sa huli. Ang US ang pangunahing imperyalistang kumukubabaw at nagpapahirap sa sambayanang Pilipino. Kaagaw nito ang China sa hegemonya sa Asia Pacific at daigdig. Sa desperasyon ng US na manatili sa tuktok ng kapangyarihan sa pandaigdigang saklaw, ginagamit nito ang mga malakolonyang kagaya ng Pilipinas para sa mga gerang agresyon.

Kasabwat ng US at China ang mga lokal na naghaharing uri sa bansa kagaya nina Marcos at Duterte. Nakikinabang ang mga lokal na papet na ito at ahente ng US sa AFP-PNP at iba pang mga ahensya sa mga pondo, proyekto at ayuda ng imperyalistang US at China. Nagpapakabundat sila sa pangungutang at pamumuhunan ng dalawang imperyalista habang iniiwang naghihirap ang mamamayan at wasak ang kapaligiran.

Ginagamit ng estado ang pasismo upang panatilihin ang malakolonyal at malapyudal na lipunang Pilipino. Hanggang pinangingibabawan ng US ang bansa, mananatili ang ganitong sistema. Tanging sa landas ng demokratikong rebolusyong bayan makakamit ang paglaya sa paghahari ng imperyalismo, pyudalismo at burukrata kapitalismo.

Nararapat na balik-aralan ang mayamang kasaysayan ng paglaban ng mga ninunong Pilipino laban sa dayuhang pananakop. Unang naging matagumpay ang pagpapalayas sa mga Espanyol sa pagtatanggol at paglaban nina Lapu-Lapu kina Ferdinand Magellan. Magiting na hinarap hanggang sa ginapi ng KKK ang mga Espanyol; nina Heneral Antonio Luna ang mga Amerikano; at ng rebolusyonaryong kilusan, Hukbalahap at mamamayan ang mga Hapon. Nakikiisa ang NDFP-ST sa panawagan ng malawak na mamamayang Pilipino na buwagin na ang teroristang NTF-ELCAC at ilipat ang pondo ng ahensya pati ang mga confidential and intelligence funds sa higit na kapaki-pakinabang na mga programa at serbisyong panlipunan sa bayan. Marapat na patuloy na magbuklod ang mamamayang Pilipino para igiit at ipaglaban ito sa harap ng walang puknat na panunupil at kampanyang supresyon ng ilehitimong rehimeng US-Marcos-Duterte.

Dapat itong ipatambol lalo ngayong nalantad ang papel ng NTF-ELCAC sa pagdukot, panghaharas, pagtotortyur, pamimilit na sumuko at iba pa sa mga aktibista na pinatotohanan ng mga biktimang sina Jhed Tamano at Jonila Castro. Matatandaang nawawala sina Tamano at Castro mula Setyembre 2 at inilitaw noong Setyembre 19 sa isang press conference na pinangunahan ng NTF-ELCAC at 70th IBPA sa Plaridel, Bulacan.

Taliwas sa inaasahan ng AFP na ipresinta ang dalawa bilang mga “sukong NPA”, matapang na isinalaysay nina Tamano at Castro ang totoong nangyari sa kanila. Sinabi nilang sila ay dinukot ng mga militar at habang nakapiit sa loob ng kampo ay sapilitang pinapirma ng deklarasyong pagsuko sa isang affidavit. Kahanga-hanga ang ipinakitang katatagan nina Tamano at Castro sa gitna ng pang-aatake ng militar. Dapat silang tularan ng malawak na nakikibakang mamamayan.

Batay sa independyenteng imbestigasyon ng mga taong simbahan at grupong tagapagtanggol ng karapatang tao, dinukot sina Tamano at Castro ng apat na armadong lalaki habang naglalakad sa palengke ng Orion, Bataan gabi ng Setyembre 2. Inilahad ng mga saksi na binantaan sila ng mga lalaki na papatayin kung tutulungan ang dalawang babae. Isinalaysay pa nila na naiwan pati ang mga tsinelas ng mga biktima nang sila ay dukutin.

Sa pagkalantad, kasuklam-suklam ang pakana ng AFP-PNP at NTF-ELCAC sa pagdedepensa ng kanilang krimen at pilit na pagbabaliktad sa salaysay nina Tamano at Castro. Sila pa itong may gana na kasuhan ang mga biktima sa harap ng maliwanag pa sa sikat ng araw na katotohanan ng ginawang paglabag sa karapatang pantao ng mga militar na ito. Walang naniniwala sa mga pambabaluktot ng AFP. Malinaw sa mamamayan ang modus ng militar na pagdukot sa mga aktibista, pagtortyur hanggang sa piliting sumuko o patayin.

Pinatunayan sa kaganapan na hindi kinakailangan ng mamamayan ang magnanakaw, mandurugas, iligal na nang-aaresto, kidnapper, mamamatay-tao, sinungaling at manggagantsong AFP-PNP at NTF-ELCAC. Sila ang totoong banta sa kaligtasan ng bayan, lalo ng mamamayang nakikibaka.

Hindi dapat tustusan ng pera ng bayan ang mga kriminal na operasyon ng NTF-ELCAC. Dapat ding tutulan ang paglalagay ng mga lihim na pondo ng militar sa loob ng mga ahensya dahil malamang na ginagamit ito para ipahamak ang mga sibilyan gaya ng nangyari kina Tamano at Castro. Maaaring ginagasta ng AFP-PNP at NTF-ELCAC ang pondo sa mga sikretong pasilidad at iba pang mga gastusin sa kanilang mga pailalim na operasyon para tiktikan, dukutin hanggang patayin ang mga nire-red-tag na aktibista at iba pang nakikibakang mamamayan.

Patuloy na palakasin ang panawagang alisan ng pondo ang NTF-ELCAC at ilaan ito sa serbisyong panlipunan. Malinaw na walang patutunguhan ang alokasyon nitong P9.7 bilyon mula sa 2024 pambansang badyet kundi sa ibayong karahasan. Nananawagan ang NDFP-ST sa mga tunay na lingkod-bayan na pakinggan ang kahilingan ng mamamayan at ilaan na lamang ang pondo ng militar sa iba pang mga serbisyong kapaki-pakinabang sa bayan.

Nararapat na magkaisa ang mamamayang Pilipino para patuloy na ipanawagan ang hustisya sa mga paglabag ng estado sa karapatang tao. Palakasin ang mga kampanya ng pagpapalayas ng mga pwersang militar sa mga komunidad, pagpapanagot sa mga kriminal na AFP-PNP at iba pa.###

The Armando Sumayang Jr Command of the New People’s Army Southwest Negros Guerrilla Front (ASJC-NPA) condemned in the strongest terms the massacre of its medical personnel, a rebel couple on medical leave, and a tricycle driver on September 21, around 7:50 in the evening at Sitio Lubi, Brgy. Tabugon, Kabankalan City.

According to Ka Andrea Guerrero, ASJC-NPA spokesperson, the noncombatants were on board a hired tricycle and were travelling along Sitio Lubi when fascist soldiers belonging to the 47th Infantry Battalion (IB) suddenly indiscriminately fired on them.

“This is a clear violation of international humanitarian law on treatment of noncombatants, particularly the Geneva Conventions of 1949 and their Additional Protocols, and is considered a war crime,” Guerrero said in a statement today.

Guerrero identified the six victims as Ka Rekoy (Bobby Pedro), Ka Goring (Mario Mullon) and Ka Joyce (Janice Flores) who were medical personnel of the NPA; Ka Bravo (Alejo delos Reyes) and wife Ka Diane (Melissa dela Peña) who were on-leave as Ka Diane was six months pregnant; and tricycle driver Robin Gaitan.

The ASJC-NPA does not discount the possibility that those who survived the first wave of bullets were finished off by butcher soldiers of the 47th IB especially that some victims sustained gunshot wounds to the head.

Meanwhile, Ka Bayani Obrero, spokesperson of the National Democratic Front (NDF)-Negros, said in a separate statement that ‘encounter’ narratives peddled by the Armed Forces of the Philippines (AFP) are cover-up for their crimes.

He further said that it is high time for Negrosanons to fight back and resist the systematic violence committed by state forces to force their narrow interests upon the people.

Obrero also mentioned the abduction of Bea Lopez along with tricycle driver Peter Agravante in Sipalay City last September 15, with the latter dumped a few hours after the said abduction at a cliffside in Basay, Negros Oriental.

The ASJC-NPA expressed rage on the increasing cases of merciless killings of civilians and hors de combat revolutionaries in Negros under the Marcos Jr regime, stating that including the recent killings there are already 32 civilians, mostly farmers, and 19 hors de combat killed by elements of the 302nd Brigade and 303rd Brigade of the Philippine Army, and the Philippine National Police.

It offered a Red salute to revolutionary martyrs and heroes “who gave their lives to liberate the people from oppression and exploitation by the ruling class using the mercenary AFP and PNP.”

Ka Bayani Obrero, on the other hand, urged human rights defenders and their organizations to launch independent investigations and fact-finding missions on the recent incidents in Negros Occidental.

“State forces should be made to face justice after these brazenly brutal and cowardly acts they have perpetrated over the past few months,” Obrero ended.

Tuluyan nang pinakawalan ng 2nd Infantry Battalion at 96th Infantry Battalion-Phil. Army sa atas ng Filminera-Masbate Gold Project ang 46 na bomba gamit ang bagong Howitzer 105 mula sa kanilang kampo sa Barangay Panicijan, Uson upang wasakin ang bundok Bagulayag.

Una nang binomba ng militar ang bundok Bagulayag na nagsimula nitong Setyembre 23-24. Araw at gabing niyanig ang bundok sa malalakas na putok ng bomba.

Magkahalong takot at galit ang naramdaman ng masa dahil sa ginawang pagwasak sa kanilang sanktwaryo at pinagkukunan ng kabuhayan. Maraming hayop ang napatay at nagkandabuwal ang mga kaniyugan at punongkahoy.

Subalit, mawawala lang ito sa isang iglap dahil sa pagwasak ng militar at kumpanyang Filminera at kawalan ng aksyon ng gubyerno at mga lokal na upisyal.

Si Marcos Jr at Sara Duterte ang utak sa pambubomba. Sa halip na ayuda sa mga magsasaka, nilaan ang pondo ng taumbayan sa mga kagamitang tulad ng howitzer cannon. Sang-ayon ito sa bagong National Security Policy na naglalayong mas patindihin pa ang terorismo ng estado sa tabing ng kontra-insurhensya.

Ipinasaksi mismo sa mga alkalde ng ikatlong distrito ang panganganyon bilang umano’y hakbangin laban sa NPA.

Saanmang ligal o moral na batayan, walang katwiran ang naturang panganganyon. Labag ang naturang panganganyon sa internasyunal na makataong batas.

Palibhasa, makikinabang sila sa anumang mahuhuthot na kayamanan ng Filminera-MGP Masbate kahit ikakapahamak at ikakawasak ng buhay at kabuhayan ng masang Masbatenyo.

Tiyak na ikinatuwa ni Gov. Antonio Kho ang ginawang pagbomba sa bundok ng Bagulayag. Isa si Kho sa nagbigay pahintulot sa ekspansyon ng Filminera-MGP. Takam na takam na ang gubernor sa makukuha nitong suhol at kurakot mula sa naturang mapaminsalang mina.

Tanging ang sariling pagkakaisa at lakas ng masang Masbatenyo ang kanilang sandigan upang labanan ang tuluyang pagwasak sa kanilang kabuhayan at lugar. Walang makapagsasalarawan sa takot na malamang ay nararamdaman ninyo ngayon. Nasasaksihan niyo ang unti-unting pagwasak sa mga bundok ng Bagulayag at Uac. Malamang ay naghahalo sa inyo ngayon ang pangamba at galit sa bawat dagundong ng bomba na ikinakanyon ngayon ng militar sa naturang mga bundok. Malamang marami sa inyo ngayon ang tumatangis matapos mawalan ng kabuhayan at mapalayas sa inyong tinitirhan. Ilang puno ng niyog ang nagsipagbuwal, ilang alagang hayop ang namatay, ilang sakahan ang nabungkag dahil sa kanilang terorismo.

Hindi rin masusukat ang pighati ninyong may mga kaanak na pinatay ng militar at pulis. Taos-pusong pakikiramay ang ipinapaabot ng rebolusyonaryong kilusan sa inyo. Walang mas sasakit pang makita ang ating mga pinakamamahal sa buhay na ituring na mas masahol pa sa hayop.

Masahol, hindi na maibabalik pa ang pinsalang idinulot ng kaaway sa ating buhay.

Tunay na terorista ang militar at pulis. Sila ay mga tutang sunud-sunuran sa kanilang kumander na si Marcos Jr, Sara Duterte at sa Amerika. Walang pinipili ang kanilang karahasan at pagpatay. Naghahari-harian sila ngayon sa ating prubinsya. Hindi ang mamamayan ang kanilang totoong pinagsisilbihan. Sa halip, itinuturing lang nila tayong hayop.

Sa katunayan, malamang ay pumapalakpak ngayon si Gov. Kho at si Bongbong Marcos sa patung-patong na krimen ng tutang militar. Nagpipyesta ngayon ang Filminera sa ginawang pagpapasabog sa Bagulayag at Uac.

Alam naming bagamat karamihan sa inyo ay lugmok sa pangamba, malamang na sa kaibuturan ng inyong puso ay ang pagnanais na makamit ang hustisya. Walang ibang paraan upang makamit ang katarungan kundi ang magrebolusyon.

Isa lang ang itinuturo sa atin ng kalupitan ng kaaway: hindi natin maiiwasan ang gera. Kung hindi tayo magrerebolusyon, tiyak papatayin nila tayo sa takot at gutom. Walang puwang para sa pananahimik at pagkakanya-kanya. Kailangang lumaban para mabuhay.

Pangako ng Bagong Hukbong Bayan-Masbate at buong rebolusyonaryong kilusan na samahan kayo sa laban para sa hustisya. Patuloy na isusulong ng NPA ang armadong pakikibaka upang pagbayarin nang mahal ang kaaway sa inutang nilang dugo.

Handa ang bawat mandirigma ng NPA na harapin ang sakripisyo, hirap at ialay ang lahat, kahit sariling buhay, matiyak lang na maipagtagumpay ang rebolusyon at makamit ang katarungang inyong inaasam. Ilang taon man ang abutin ng ating gera, hindi tayo titigil. Hindi namin kayo pababayaan. Walang iwanan.

Hindi magiging madali ang ating kakaharapin. Malahalimaw at walang puso ang kaaway. Asahan nating mas lulupit ang kanilang atake at pagwasak sa ating pagkakaisa at determinasyon. Asahan nating marami pang bomba ang kanilang ibabagsak. Asahan nating marami pa silang dadahasin at papatayin.
Kaya kailangan nating isulong ang digmang bayan. Digmang bayan ang gera nating inaapi’t pinagsasamantalahan. Sa digmaang ito, nakasalalay sa inyong buong pusong paglahok at pagkilos ang ating paglakas at katiyakan ng tagumpay. Anumang lupit ng kaaway, hindi niya matatalo ang mamamayang nagkakaisa at armadong lumalaban.

Suportahan natin ang armadong pakikibaka para sa katarungan. Humawak ng armas, sumali sa New People’s Army! Hinihintay namin kayo.

September 23, 7:00 in the morning, more than 20 troops of the 62nd Infantry Battalion (IB) conducted a military operation at Sitio Palasan, Barangay Guba, Vallehermoso, Negros Oriental. Simultaneously, another operation by the same military troop was conducted in Sitio Binil-iwan, Barangay Calupaan, Guihulngan City, Negros Oriental. Around 20 soldiers forcibly entered the houses of resident farmers.

Meanwhile, from September 19 until today, September 23, 14 troops of the 62nd IB remained encamped near Sitio Kambairan Elementary School in Barangay Trinidad, Guihulngan City. During night-time, military troops would go inside houses and threaten residents.

Since September 13, also up to today, September 23, 150 troops of the 62nd IB continue to conduct military operations in Barangay Santol and Barangay Amuntay, all of Binalbagan, Negros Occidental. The troops are currently located in Sitio Tambo, Barangay Santol and Sitio Nabirasan and the Barangay Hall of Barangay Amuntay.

More than 100 troops of the 62nd IB are still present (as of September 23) in Sitio Aguntilang Uno, Dos, Tres, and Sitio Camandagan, all of Barangay Riverside, Isabela, Negros Occidental since August 30. Similar to aforementioned military operations, the soldiers forcibly entered residences, and harassed and threatened residents. “Ipinauubaya ng Protocol II (ng Geneva Convention) sa mga patakaran at tuntunin ng bawat panig na naglalabanan ang pakikitungo sa usapin ng mga espiya. Sa bahagi ng rebolusyonaryong kilusan, itinuturing nitong mabigat na krimen ang pang-eespiya at sa pangkalahatan ay may kaparusahang kamatayan kapag napatunayan. Gayunman, umiiral at mahigpit na ipinatutupad ang makatarungang proseso sa sinumang nabihag o nadakip na may kasong pang-eespiya. Matatamasa pa rin nila ang mga saligang garantiya ng rebolusyonaryong batas katulad ng mga takdang karapatan ng isang akusado at makatarungang paglilitis.”

Dagdag pa sa Article 2, Section IV ng Patnubay para sa Hukumang Bayan, “Ang parusang kamatayan ay ipinapataw sa mga salarin sa mga kaso ng pag-eespiya, pagkakanulo at pagtataksil, pamamaslang, panununog, panggagahasa, malakihang paglustay, marahas at malakihang pagnanakaw at pagnanakaw ng kalabaw at iba pang hayop na pantrabaho. Lalong ipinapataw ang parusang kamatayan kung sapat at paulit-ulit nang gumawa ang mga mamamayan at may kapangyarihan ng babala sa mga krimeng nabanggit.”

Nasa isip at puso ng rebolusyonaryong kilusan ang interes ng mamamayan kung kaya’t mahigpit na tumatalima ang NPA sa mga internasyunal na makataong batas lalo na ang pangangalaga sa mga sibilyan at sa mga hindi tuwirang kalahok sa digma. Kaya higit pa sa alinmang batas na pandaigdig ang mga layunin, may adhikain at mga prinsipyong sinusunod ng rebolusyonaryong kilusan, partikular ang Tatlong Pangunahing Alituntunin sa Disiplina at Walong Puntong Dapat Tandaan ng Bagong Hukbong Bayan. Ito ay higit pa sa mga itinatakda sa mga pandaigdigang batas ukol sa kondukta ng pakikidigma.

Sa kaibuturan, ipinagtatanggol ng Partido at mga pwersang pinamumunuan nito ang sambayanang Pilipino mula sa anumang klase ng pang-aapi, saanman ito nagbubuhat. Kaalinsabay, minumulat, inoorganisa at pinapakilos sila para sa rebolusyon. Ang adhikain ng demokratikong rebolusyong bayan para sa makauri at pambansang paglaya ang balangkas ng pagtataguyod nito sa mga indibidwal na kalayaan at karapatan.

Itinulak at isinuong ng AFP si Asuncion sa panganib nang pinalarga siya sa erya na may umiiral na Pulang kapangyarihang pampulitika upang mag-espiya sa masa at mga rebolusyonaryong pwersa. Tulad ng ginawa kay Asuncion, kinikitil ng AFP ang pangarap ng mga kabataan sa pamamagitan ng pagtutulak sa kanila na labanan ang sarili nilang uri, ang uring api at pinagsasamantalahan. Ginagawa silang mga pambala ng kanyon sa pagrerekrut sa kanila bilang mga aliping CAFGU, mga ahente ng Barangay Intelligence Network (BIN) at iba pang organisasyong nakabalangkas sa gera kontra-insurhensiya ng estado. Ngayong kinakaharap ng rehiyon at ng buong bansa ang papalaking panganib sa pagputok ng gera sa pagitan ng imperyalistang US at China, ang mga anak ng magsasaka ang gagawing pawn ng US at AFP laban sa China sa oras na maisabatas ang mandatory ROTC.

Samakatwid, dapat puspusang labanan at biguin ang gera kontra-mamamayan ng estado sa balangkas ng gera kontra-insurhensiya. Dapat puspusang imulat ang kabataan sa tunay na papel nila sa lipunan bilang “pag-asa ng bayan” at iyon ay sa pamamagitan lamang ng paglahok at pagtataguyod sa dalawang-yugtong rebolusyon upang makamtan ang tunay na demokrasya at panlipunang paglaya.###

MANILA – Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. on Tuesday reminded all naval personnel to continue fighting for the country's sovereign rights and territory.

The military chief made the remark during his visit to the Philippine Navy (PN) headquarters at Naval Station Jose Andrada in Roxas Boulevard, Manila to check on the morale and welfare of the soldiers.

“Let us always bear in mind our own interests. We are Filipinos, and we will fight for the Philippines’ rights, our sovereign rights, and our territorial integrity,” Brawner said.

He also reminded PN personnel of their important role in the defense and development of the country.

At the same time, Brawner hailed the PN for their unwavering commitment in protecting the people and securing the state and urged all naval personnel to continue working for the fulfillment of the AFP's mandate.

MANILA – The House of Representatives approved on third and final reading on Tuesday morning a consolidated bill providing for a pension system for military and uniformed personnel (MUP).

House Bill 8969, which was approved with a vote of 272-4 with one abstention, also provides for a guaranteed 3 percent annual salary increase for MUP for the first 10 years from the time the proposed law takes effect.

Speaker Ferdinand Martin Romualdez, one of the principal authors of the measure, said the proposed law rationalizes the system of granting monthly pensions and other benefits to personnel of the uniformed services in a way that is fair to them and the national government.

"This landmark legislation demonstrates our unwavering commitment to the men and women in uniform, who risk their lives daily to maintain peace and order. It provides a robust, sustainable, and fair pension system that recognizes their invaluable service to our nation," Romualdez said in a statement.


"With this reform, we're not only prioritizing the well-being of our MUP but also ensuring the country's economic stability. It is a testament to our commitment to national security and fiscal responsibility."

The proposed Military and Uniformed Personnel Pension System Act covers “all employees of the government who wear uniforms, with ranks, may be armed or unarmed, primarily involved in national defense, enforcement of laws, and in the maintenance of peace, order, and security and who belong to any of the following services: Armed Forces of the Philippines, Philippine National Police, Philippine Coast Guard, Bureau of Fire Protection, Bureau of Jail Management and Penology, Bureau of Corrections, and commissioned officers of the hydrography branch of the National Mapping and Resource Information Authority who were transferred from the Bureau of Coast and Geodetic Survey.”

Under the measure, the mandatory retirement age is 57 years, or upon accumulation of 30 years of active service, whichever comes later. MUPs may voluntarily retire after 20 years of service.

For key officers, retirement is upon completion of a tour of duty or relief by the President.

MUP killed in action or wounded in action resulting in total disability, as certified by their respective services, shall be considered compulsorily retired for purposes of computing their benefits.

The proposed MUP pension law further provides that for those already in active service before the enactment of the measure, their monthly retirement pay shall be 50 percent of the base pay and longevity pay of the grade next higher to the salary grade they last held in case of 20 years of service, increasing by 2.5 percent for every year of service beyond 20 years to a maximum of 90 percent for 36 years of service and over.

The retiree may opt to receive in advance in one lump sum his retirement benefits for 36 months and get his monthly pension after three years or receive his pension as it accrues after his retirement.

In the case of MUPs killed or wounded in action resulting in total permanent disability, retirement pay is computed at 90 percent of their base pay plus longevity pay, regardless of years of service.

For new entrants or those who entered or reentered the service after the enactment of the proposed MUP pension law, retirement pay will be 50 percent of their base pay plus longevity pay in case of 20 years of service, increasing by 2.5 percent for every year of service beyond 20 years to a maximum of 90 percent for 36 years of service and over.

The pension of retired MUP and survivorship pension of qualified survivors shall be automatically indexed at a rate not exceeding 100 percent of the increase in the base pay of active MUP holding the same rank during the same year.

The proposed law also creates two MUP trust funds – one for the Armed Forces of the Philippines and another for uniformed personnel services – and an MUP trust fund committee chaired by the Secretary of Finance to administer the funds.

It designates the Government Service Insurance System (GSIS) as manager of the trust funds.

Financing sources for the trust funds shall include mandatory monthly contributions from new MUP entrants at the rate of 9 percent of their salary, with the national government contributing 12 percent; augmentations from unprogrammed appropriations in the annual national budget; proceeds from lease, joint development and disposition of government properties; and government savings.

MUP trust funds will be exempt from all taxes, assessments, fees, charges, or duties of all kinds.

The trust fund committee is mandated to assist indigent pensioners.

The MUP pension bill punishes the commission of fraud, falsification, misrepresentation of facts, collusion, or any similar anomaly in the issuance of any certificate or document for any purpose connected with the proposed law with a fine of not less than the amount defrauded but not more than three times such amount, or imprisonment of six months and one day to six years and perpetual disqualification from holding public office and practicing any profession licensed by the government.

The finance secretary, in consultation with the secretaries of defense, interior and local government, justice, transportation, environment, and budget, as well as the GSIS president and general manager, is mandated to issue the implementing rules and regulations.

MANILA – The Philippine Navy (PN)'s warfare capabilities are expected to get a boost in a two-week drill with its US Navy (USN) counterparts, the Armed Forces of the Philippines (AFP) said Wednesday.

Lt. Col. Enrico Gil Ileto, AFP public affairs office chief, said this year's "Exercise Samasama" slated from Oct. 2 to 12 would be held at the Naval Forces Southern Luzon area of operations, with the opening rites at the PN headquarters in Naval Station Jose Andrada in Manila.

"'Samasama' is a bilateral exercise between the USN and the PN that aims to further strengthen international defense cooperation and advance a rules-based international order," he said in a statement.

Ileto said these naval activities are designed to further enhance the PN’s naval warfare capabilities, including the fundamentals of anti-submarine, anti-surface, anti-air and electronic warfare.


These capabilities are now being provided by the two Jose Rizal-class missile frigates, the BRP Jose Rizal (FF-150) and BRP Antonio Luna (FF-151), which are considered the PN's most modern warships to date and were delivered in 2020 and 2021, respectively.

Interoperability exercises with the USN will focus on warfighting serials, he added.

"The training will also strive to further improve maritime integration and combined interoperability with the Japan Maritime Self Defense Force, Royal Australian Navy, Royal Canadian Navy, and the United Kingdom's Royal Navy through subject-matter expert exchanges (SMEE) and humanitarian assistance and disaster response table-top events," Ileto said.

The exact numbers of participants and naval assets will be announced later, he said.

He said the French Navy and Royal Australian Navy will send personnel to join the SMEEs while the Royal New Zealand Navy and Indonesian Navy would join as observers.

BUTUAN CITY – The Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) in Eastern Mindanao is backing the move of Agusan del Norte Gov. Maria Angelica Rosedell Amante to speed up the cases of former rebels (FRs).

In a statement on Monday afternoon, OPAPRU Eastern Mindanao Director Elisa Evangelista-Lapiña said the move seeks to entice the remaining New People’s Army (NPA) rebels in the province to lay down their arms and surrender.

“The remaining armed combatants are apprehensive about returning to the folds of the law due to their pending court cases,” Lapiña said.

OPAPRU data showed that as of Sept. 25, around 122 FRs in Agusan del Norte have pending cases in courts.


“To achieve our goal, there is a need to strengthen the coordination between the other government agencies, such as the Public Attorney’s Office, the Provincial Government of Agusan del Norte, and volunteer legal partners that would actively monitor the progress of cases of FRs,” Lapiña said.

Ka Adel and Ka Rosa are among the ex-NPA insurgents who were thankful for the move.

Adel, who is facing murder and frustrated murder, yielded late last year and is now processing his benefits from the government’s Enhanced Comprehensive Local Integration Program.

Meanwhile, Rosa, who surrendered January 5 this year, is facing attempted murder cases.

“The move to help us fast-track the resolution of our cases is a relief. The cases we face are among the burdens we continue to carry as we recover to reintegrate into our communities,” Rosa said in a phone interview on Tuesday.

The resolution of cases, she said, will also help FRs start anew and become productive members of their communities.


Last week, the provincial government and the OPAPRU opened here the Kagawasan 143 Peace Center in Barangay Bancasi.

The peace center, touted as the first-ever in the country, aims to build bridges of understanding and support for FRs who have chosen the path of peace and reconciliation.

The center will also provide FRs with the necessary resources and opportunities to reintegrate into society.

BACOLOD CITY – The Philippine Army’s 3rd Infantry Division (ID) has dismissed claims of human rights violation as it welcomed any independent investigation on the clash that claimed the lives of six Communist Party of the Philippines-New People’s Army (CPP-NPA) fighters in Kabankalan City, Negros Occidental last week.

Maj. Gen. Marion Sison, commander of 3ID, said soldiers “strictly follow” the Armed Forces of the Philippines (AFP) rules of engagements “at all times” and are “reminded to always observe and abide by the provisions of the International Humanitarian Law and the Rule of Law”.

“We are confident and we firmly believe the said encounter was a legitimate one. We welcome any inquiry to this effect by any independent party,” Sison said in a statement Monday night.


He added that the investigation would “eventually clear and vindicate” them from various allegations of human rights violation.

On the night of Sept. 21, troops of the 47th Infantry Battalion engaged a group of communist rebels who fired at them in Sitio Lubi, Barangay Tabugon, the 3ID said in a previous report.

Soldiers responded to the reported presence of armed men demanding food and money from the residents, it added.

Sison said the claims against the soldiers are “mere propaganda designed to discredit security forces and purposely crafted to ignite the ire of the populace against the government.”

“Those who died in the said encounter were top cadres of the communist-terrorist group. Their long record of notoriety is well-known in southern Negros or the CHICKS (Candoni, Hinobaan, Ilog, Cauayan, Kabankalan, and Sipalay) area,” the Army official said.

The fatalities, all from NPA South West Front (SWF) Squad 2 of Sangay Yunit Propaganda Platoon 3, were identified as Alejo “Peter/Bravo” de los Reyes, squad leader, and his wife Melissa “Diane” de la Peña; Marjon “Kenneth” Alvior, vice leader of Squad 2; Bobby “Recoy” Pedro, vice leader of Squad 3; and Mario “Reco/Goring” Fajardo Mullon, medic of Squad 1.

The sixth fatality, a female, has yet to be identified.


Information released by the 3ID showed that in the past three years, the group was responsible for various atrocities, including the killing of church pastor Lonie Lahaolahao, the ambush of two soldiers, and the burning of construction equipment in Sipalay City; the ambush of two other Army personnel in Cauayan; torching of construction equipment in Kabankalan City; and shooting to death of an Ilog resident.

One of the firearms recovered by troops after the encounter was a caliber .45 pistol, with serial number 005075 AFP issued to Sgt. Regie Glindro, one of the two soldiers executed by the NPA rebels in Sipalay City in November last year.

Sison enjoined Negrenses to be “more discerning about the (CPP-NPA) narratives.”


“We should not simply accept and believe their messaging hook, line and sinker. We appeal to the public to exercise discretion towards this end,” he added.

On Monday, Vincent Parra, officer-in-charge of the Commission on Human Rights in Negros Occidental, said their team will proceed to Kabankalan City this coming Sept.28 to start an investigation into the encounter.

“We have to know who were the six who died. We don’t have information on it yet. There is a claim that the six were ambushed. We have to validate it. All these are still allegations,” he told reporters.

Parra said they also have to conduct a motu proprio investigation since among those involved were from the vulnerable sector, particularly women, one of whom was believed to be pregnant.
