CAMP NAKAR, Lucena City, Quezon – The police and military unearthed a New People's Army arms cache in Sariaya, this province, on Friday, August 18.

Quezon police director Police Col. Ledon Monte said the 1st Quezon Provincial Mobile Force Company (QPMFC) and the 59th Infantry Battalion
discovered two improvised explosive devices, two firearms, and assorted ammunition in a forested area in Barangay Castañas, Sariaya.

On the other hand, a former NPA rebel surrendered a caliber .45 pistol with bullets, a rifle grenade, and explosives materials to the police and military in Catanauan, this province.

Monte said that the arms cache was owned by the NPA Southern Tagalog Regional Party Committee in Quezon.

He said the discovery of the weapons stash was a result of the police campaign to free this province from the clutches of the NPA.

Monte urged the remaining NPA to surrender and live a peaceful life.

THREE members of the New People's Army (NPA) yielded their guns and surrendered to the government troops in separate military operations in Agusan del Norte and Misamis Oriental on August 14, 2023.

The rebels who voluntarily surrendered were identified as
Jaime Manpinsahan “Wave” Manseliohan, a political officer, and Jolano Baja “Bren” Ramos, a member of Platoon 2, Sub-Regional Sentro de Grabidad (SRSDG) Sagay, both under the Sub Regional Committee 3 (SRC3) of North Central Mindanao Regional Committee (NCMRC); and Jalyn Mantensahan “Analyn” Capitan, a medic of SRSDG, MTJ Eagles, SRC1, NCMRC.

According to the military report, Manseliohan and Ramos surrendered to the 23rd Infantry Battalion in Barangay Alubihid in Buenavista town, Agusan del Norte; while Capitan surrendered to the 58th Infantry Battalion in Barangay Poblacion in Claveria town, Misamis Oriental.

"The CNTs surrendered two M16 Rifles and one AK 47 Rifle. 

According to them, they are now experiencing organizational collapse and leadership crisis after the death of Dionesio "Muling" Micabalo, the Regional Secretary of NCMRC, during an encounter with our troops last July 26," Commander of the 402nd Infantry Brigade, Brigadier General Adonis Ariel Orio said.

Orio added that apart from "immense demoralization" within their ranks and the hardships due to relentless combat operation of the government troops, the three rebels surrendered due to longing for their families.

Meanwhile, the 23IB troops launched a joint intelligence operation to locate an arm cache in the hinterlands of Pangantucan, Bukidnon.

ZAMBOANGA CITY: Two Abu Sayyaf fighters surrendered as the military declared 14 municipalities in the southern Muslim province of Sulu as Abu Sayyaf-free after decades of fighting.

The handing of cash assistance in a ceremony was held on Thursday, August 17, and witnessed by senior military officials led by Maj. Gen. Ignatius Patrimonio, commander of the Philippine Army's 11th Infantry Division, and municipal and provincial government officials headed by Vice Gov. Toto Tan.

Patrimonio said that 14 out of 19 towns — Jolo, Maimbung, Talipao, Indanan, Patikul, Omar, Luuk, Kalingalang Caluang, Panamao, Banguingui, Panglima Estino, Pata, Lugus and Tapul — are now free from the Abu Sayyaf group.

He said the mass surrender of Abu Sayyaf members through the Community Support Program Preventing and Countering Violent Extremism and efforts of the provincial and municipal leaders resulted in the improved peace and order situation in Sulu, one of six provinces under the Bangsamoro Autonomous Region in Muslim Mindanao.

Tan congratulated the military and municipal mayors, including the religious sector and other stakeholders "for their roles and sacrifices and for a job well done in achieving this excellent result."

The governor said he is fortunate to have witnessed the varied condition and significant situation in the recent past, up to the present status that Sulu has today.

"I am very grateful for the opportunity given to me to have witnessed and to experience more than five decades of various sociopolitical conditions and significant events in Sulu's timeline," he said.

TWO former members of the Abu Sayyaf Group (ASG) in Sulu have received cash assistance from the government in order for them to start new and progressive lives.

The 11th Infantry Division (ID) in a statement Friday, August 18, said the recipients of the cash aid were
Adzmir Makiji Siri of Talipao town and Aifer Heirala of Patikul municipality.

Siri and Heirala surrendered recently to the government as they wish to live peaceful lives together with their families.


The 11ID said each of them received a total of P65,000 cash aid consisting of P50,000 livelihood assistance and P15,000 immediate financial assistance.

The two former ASG members received cash grant through the government’s Enhanced Comprehensive Local Integration Program (E-Clip) implemented by the Department of the Interior and Local Government and Ministry of the Interior and Local Government in the Bangsamoro Autonomous Region in Muslim Mindanao.

Sulu Governor Abdusakur Tan personally handed over the financial assistance in checks to the two former ASG members in a simple ceremony at the provincial capitol on Thursday, August 17.

Despite the incident on August 5, where Philippine supply vessels were blocked, subjected to dangerous maneuvers and water cannon, the Armed Forces of the Philippines is duty-bound to ensure the well-being of its personnel on the BRP Sierra Madre.

We are, therefore, committed to the conduct of another rotation and resupply (RoRe) mission for our personnel and to maintain our presence in Ayungin Shoal. This exercise of our sovereign rights and jurisdiction is a testament to our firm belief in the rules-based international order that underpins regional peace and stability.

Ayungin Shoal holds a strategic importance for the Philippines and a fishing ground for our fishermen. Beyond its practical purpose, the RORE mission to the shoal is a clear demonstration of our resolve to stand up against threats and coercion, and our commitment in upholding the Rule of Law.

As we continue to pursue this humanitarian undertaking and defend our rights over our maritime zones, we also affirm our support for the peaceful settlement of disputes. We, therefore, call on all relevant parties to abide by their obligations under international law and respect the Philippines' sovereignty, sovereign rights, and jurisdiction over its maritime zones. ///

I respectfully express concern regarding the Substitute Bill approved by the House of Representatives – Ad Hoc Committee on Military and Uniformed Personnel Pension System.

First, I do not subscribe to the proposed blanket mandatory contributions for military personnel, especially for those who have already completed at least twenty (20) years of active service. The President envisions a carefully transitioned introduction of any pension reform plan so that those in active service will be impacted in the least possible way. The imposition of mandatory monthly contributions without a transition phase will definitely have an impact on our soldiers.

Second, as Secretary of National Defense, it is also incumbent upon me to look after the welfare of our military pensioners. It has been my position that their pensions and entitlements, including 100% automatic indexation, shall remain unchanged. Ensuring the non-diminution of their retirement benefits is the least we can do in recognition of their sacrifices to the country.

Finally, allow me to stress the substantial distinction of the Armed Forces of the Philippines (AFP) from all other uniformed personnel. The AFP performs a sui generis mandate emanating from the 1987 Constitution: to secure the sovereignty of the Philippines and the integrity of our national territory.
 
Despite wearing uniforms and ranks similar to that of other uniformed personnel, there is no uniformity in terms of the nature of their duties and responsibilities. The risks they face and the multifarious roles they play in nation-building and in times of crisis are well known. Furthermore, they receive no additional financial support from Local Government Units, unlike some of the other services. They are governed by strict rules of military law from the moment they first train until the last day of their service.

The AFP continues to obtain the highest approval, satisfaction, and trust ratings. Adding to their burdens will only serve to distract them from focusing on their crucial mission.

The free fallers and airborne qualified soldiers jumped at an altitude of 6000 ft and 1500 ft. and successfully maneuvered towards the target area in Brgy Liwayway, Sta Rosa, Nueva Ecija.
 
The jumpers boarded the two USAF C-130s and one RMAF C-130 together with a number of jump masters and other air crew members from the PAF, USAF, Royal Malaysian Air Force, Indonesian Air Force, and Japan Air Self-Defense Force (JASDF).
 
The personnel airdrop exercise demonstrated air force interoperability and improved troop capabilities in precise and accurate paradrop that can be used during various missions like troop infiltration and insertion of para-rescuers during Humanitarian Assistance and Disaster Relief Operations.

DARWIN, Australia - The Philippines-Australia (PH-Aus) Exercise Alon 2023 officially kicked off on morning of August 14, 2023 in an opening ceremony held at the Flight Deck of HMAS Canberra with the Commander, Indo-Pacific Endeavor 2023, AIRCDRE Tony McCormack.

The Armed Forces of the Philippines (AFP)-Australian Defence Force (ADF) bilateral Cooperative Amphibious Serial conceived as “ALON” or “waves” is part of the Indo-Pacific Endeavour (IPE) activity for the year 2023. 

The term “waves” signifies the characteristics of amphibious warfare and emphasizes the projection of ground and air power onto a hostile or potentially hostile shore. 

The IPE23 is Australia’s flagship international engagement activity in the Southeast Asian and Indian Ocean region. 

IPE aims to promote security, stability, stronger partnership through bilateral and multilateral engagement training, capacity building and humanitarian efforts.

The Philippine government is seeking to broaden its current relations with Japan from trade and development issues to include defense and maritime security. Meeting with Komeito Party Chief Yamaguchi Natsuo in Malacañang on Wednesday, President Ferdinand R. Marcos Jr. said the Philippines now sees the need for a broader relationship. “In the past, it could be said that the largest part of our interaction between our two countries were always in terms of trade, in terms of development, in terms of ODA (Official Development Assistance). But I suppose that now times have changed and those agreements have gone beyond just trade, just business, just investment. And we now have to concern ourselves with issues of security and defense in our region,” Marcos said. Marcos said Japan’s help to the Philippines in terms of security and defense in an effort to preserve peace in Southeast Asia and with neighboring countries. “We must acknowledge the very important contributions that Japan has made to the Philippines in terms of not only training, not only in terms of equipment, but also in the agreements that we have been able to forge between our two countries in terms of cooperation, in terms of preserving the peace and allowing the free conduct of trade and shipping the South China Sea,” Marcos said. Marcos expressed concern over North Korea’s “actuations,” taking a series of missile launches and weapons tests in recent months that has put Japan on heightened alert. “We consider it a critical issue that, really, we in the region must work together very, very hard to try to alleviate the tensions, to try to make all the proponents of peace in the region be the dominant voice,” Marcos said. On the matter of partnerships in investment and development, Marcos said, had highlighted the shared democratic principles that underpin their political structures. Meanwhile, Natsuo said that Japan’s Komeito Party is open to more cooperation with the Philippines, not only in its traditional partnerships but also in defense and maritime security cooperation. “So Japan actively supports Philippines into entering the upper-middle income countries, public and private sectors, and also we would like to see many [cooperations] not only in defense [cooperation], but also maritime security [cooperation], also agriculture areas,” Natsuo said. Natsuo said that since Japan’s relaxation of restrictions on foreign defense equipment and technology transfers in 2014, the Philippines had benefited from various acquisitions and procurements of defense assets under a Transfer of Defense Equipment and Technology Agreement signed on February 2016. Natsuo said that some of the transfers made include UH-1H helicopter spare parts and maintenance equipment in 2019; HADR equipment in 2021, Air Surveillance Radar System; continued TC-90 maintenance support and sustainment program, and sale of TC-90 ground support, spare parts, and maintenance equipment. Natsuo said that Japan also helped the Philippines to strengthen its capacity in maritime surveillance, particularly through the provision of radar systems for the Philippine Coast Guard (PCG). The PCG is also set to receive a state-of-the-art satellite communication system from Japan that would help improve its capacity to monitor and obtain a better picture of the Philippines’ vast maritime jurisdiction, particularly in the West Philippine Sea.

MANILA, Philippines – China should not meddle with Philippine affairs in Ayungin Shoal, an Armed Forces of the Philippines officer said on Saturday, August 19.

“They should not interfere with our RoRe (rotation and resupply) mission,” Colonel Medel Aguilar, AFP spokesperson, said in press conference when asked how Chinese forces should behave.

When asked what would the military do if China would not follow the demand, Aguilar replied: “We will see, we will see what will happen.”


In a statement on Saturday, the military also said it was “duty-bound” to ensure its personnel’s well-being despite the August 5 incident, where Philippine supply ships were blocked, and were “subjected to dangerous maneuvers and water cannon.”

“We are, therefore, committed to the conduct of another rotation and resupply mission for our personnel and to maintain our presence in Ayungin Shoal. This exercise of our sovereign rights and jurisdiction is a testament to our firm belief in the rules-based international order that underpins regional peace and stability,” the AFP said.

Aside from the fact that Ayungin Shoal holds a strategic importance for the country and serves as a fishing ground for the Filipino fisherfolk, the rotation and resupply mission also shows that the Philippines stands up against threats and coercion, the military said.

“As we continue to pursue this humanitarian undertaking and defend our rights over our maritime zones, we also affirm our support for the peaceful settlement of disputes. We, therefore, call on all relevant parties to abide by their obligations under international law and respect the Philippines’ sovereignty, sovereign rights, and jurisdiction over its maritime zones,” the AFP added.




On August 6, the military said one of its supply vessels was harassed and water cannoned by a Chinese coast guard (CGG) vessel on its way to Ayungin Shoal (Second Thomas Shoal). The military immediately condemned the “excessive and offensive” actions committed by the CCG.

Ambassador Huang Xilian, China’s top diplomat in Manila, had been summoned by Manila’s Department of Foreign Affairs over the incident. The Philippines also protested the incident.

Historically, the Philippines in 1999 intentionally grounded the BRP Sierra Madre, an old and rusty navy ship, in Ayungin Shoal to stand the ground of the Philippines in its territorial waters. However, China, in various instances, harassed Filipinos near the shoal.

Ayungin Shoal is 105 nautical miles west of Palawan.

In July this year, Philippine Coast Guard boats were “constantly followed, harassed, and obstructed by the significantly larger Chinese coast guard vessels” during a resupply mission to Ayungin Shoal. Prior to that, in November 2021, three CCG vessels blocked and used water cannons on Philippine boats en route to Ayungin.

Clarification from Arroyo

On the allegations that the Philippine government promised China to remove BRP Sierra Madre from the shoal, former president and now Deputy House Speaker Gloria Macapagal Arroyo said she never made such a promise to China, nor any other country during her tenure as chief executive.

As the president, Arroyo also said she did not authorize any government official to make such a promise to China. The former chief executive added that she only recently became aware of the claims when it “surfaced in public discussions.” – With a report from Dwight de Leon/Rappler.com

CLARK FREEPORT — More than 500 military personnel led by Philippine and US teams participated in drills simulating aerial evacuation in a mass casualty scenario in a former US air force base in Pampanga province.

Teams from the Philippine Air Force (PAF), United States Air Force (USAF) and contingents from other countries loaded people on stretchers into a USAF C-130 plane in a simulation of medevac during a volcanic eruption.

The rescue plane flew to Mactan-Benito Ebuen Air Base in Cebu to simulate in-flight medical response and transfer of casualties.

The exercise was part of the week-long Pacific Airlift Rally, which the PAF co-hosted with the US Pacific Air Forces (PACAF) for the first time. It aims to enhance multilateral airlift training and interoperability between Indo-Pacific nations.

“Training in aeromedical evacuation response is very important because sometimes it’s the only way to reach the far-flung areas affected by disasters,” said Capt. Julian Argillas of the PAF.

“The Philippines is the epicenter of a lot of disasters,” he said.


“This is a reality we’re currently living in and it’s something that we practice everyday and we’re happy to share our best practices learned from dealing with real life problems in disaster response to other nations,” Argillas said.

Maj. Andre Bostic, of the PACAF, said it was important to train with partners to prepare them for future emergencies better.

The drills involved 578 participants from the Armed Forces of the Philippines, 109 from the USAF, and 92 others from Japan, Bangladesh, Brunei, Canada, Maldives, Mongolia, Nepal Singapore, Sri Lanka and Timor-Leste.

Maj. Gen. Virgilio Villanueva, a PAF C-130 pilot, said the PAF could send 578 men to the exercise because it was held in the Philippines.

“We have limited resources to send everybody to train overseas. But since it was held here, we could send more to learn from their counterparts,” said Villanueva.

Other activities at the week-long exercise involved flight training and other drills.

ILOILO City – An alleged Revolutionary Proletarian Army – Alex Bongcayao Brigade member and suspected gun-for-hire was arrested after five years of hiding.

The 60-year-old
Noel Cafe of Barangay Pamuringao Garrido, Cabatuan, Iloilo was cornered around 9:40 p.m. on Thursday, Aug. 17, in Barangay Tambal, Janiuay, Iloilo.


Authorities were armed with arrest warrants signed by Judge Mauricio Gomez of the Regional Trial Court for murder, attempted murder and violation of Republic Act (RA) 10591 or the Comprehensive Firearms and Ammunition Regulation Act, with a recommended bail bond of P120,000.

“We immediately went to the area after nakabaton kita information nga ara sya sa area. Gin–serve naton dayon iya warrants,” Captain Alwin Salmon, chief of Janiuay Police Station, told Panay News.

A 12-gauge shotgun with ammunition was recovered from Cafe’s possession.

His murder and attempted murder charges happened in Cabatuan town sometime in 2021, while his illegal possession of an unlicensed firearm charge was filed sometime in 2018.

“Basi madamo pa iya kaso sa iban nga banwa kay amo lang ini amon nauyatan nga warrant,” Salmon said.

The suspect will face another charge for violation of RA 10591 for failing to show a license for his 12-gauge shotgun.

The Philippine Army reported yesterday the apprehension of a Yunit Militia member of the New People’s Army, in Sitio Cunalom, Brgby. Carabalan, Himamaylan City, by virtue of an arrest warrant for the crime of homicide.

The arrested suspect was identified by the 94th Infantry Battalion in a statement it issued, as
Romeo Balsemo.

It further disclosed that Balsemo was involved in a previous encounter that took place in Sitio Camuag, Brgy. Carabalan, Himamaylan City, on April 19, 2020.


The apprehension of Balsemo was made through collaborative efforts of the Philippine Army tracking team and troopers of the Regional Mobile Force Battalion 6, according to Lt. Col. Van Donald Almonte, 94IB commander.

“The arrest serves as a reminder that perpetrators of the heinous crimes will be held accountable for their action, no matter how much time has passed,” Almonte said.

The renewed call of Negros Occidental Gov. Eugenio Jose Lacson for members of the New People’s Army to surrender will not address the root causes of insurgency problem in Negros, rebel spokesperson Ka Maoche Legislador claimed.

That was the reaction of Legislador to the statement of Gov. Lacson, who is pushing for the implementation of more ELCAC (Ending Local Communist Armed Conflict) activities, enticing their followers to surrender and abandon the armed struggle.


While those “hardcore” leaders of the NPA will not heed to our appeal to surrender, Lacson said the focus should be on their followers.

Through ELCAC, we have proven that those surrendered were given a new opportunity to start all over again, with some of them integrated into the PNP, CAFGU and Philippine Army, the governor said.

In a statement, Legislador mocked Gov. Lacson’s “so-called new opportunity” as a wolf in sheep’s clothing.

The recent terror activities of the rebel remnants in northern Negros have claimed the life of a policeman who was among those responded to investigate the summary execution of two civilians on August 9 in Sitio Icogan, Brgy. Minapasok, Calatrava, Negros Occidental.

Legislador further claimed that the “people’s war is for just and lasting peace,” underscoring the attacks of the AFP, PNP, National Task Force -ELCAC, and other force multipliers as “the number one recruiter of the NPA.”

“Only the armed revolution can bring about genuine and lasting peace to our society, not band-aid solutions nor obvious cash cow schemes by mercenary brigands in the reactionary state,” he also stressed in the statement.

On the other hand, Estrella Banagbanag, spokesperson Rachelle Mae Palang Command – New People’s Army Southeast Negros Guerilla Front, claimed that Rene Janayan, who recently surrendered to Negros Oriental Gov. Manuel Sagarbarria recently, is a farmer and not a rebel.


Janayan, of Zamboanguita, Negros Oriental, also surrendered a .45 caliber pistol and a rifle grenade to authorities.*

DAVAO CITY (MindaNews / 19 August) – The US military is not bringing in nuclear warheads under the Enhanced Defense Cooperation Agreement (EDCA), US Ambassador to the Philippines MaryKay Carlson declared in an interview with reporters at Park Inn by Radisson Davao on Friday.

Carlson was reacting to the statement of former President Rodrigo Duterte that the US military could bring nuclear weapons to the locations identified under EDCA.

“There are no nuclear warheads in the facilities that are managed by the US in conjunction with the Philippine military,” she said.

She said those EDCA sites belong to the Philippines, and that participation of the US military is to provide assistance in modernizing the host country’s armed forces.

“Let me go back to what I just talked about EDCA, these are Philippine bases. These are Philippine territories. These are American projects or American investments in collaboration with Philippine counterparts, our Philippine allies,” she said.

The diplomat added that the US is not asking for any territory within the Philippines but that they are here to work with their Philippine counterparts as “equal sovereign nations, to do what’s best for our people, to protect lives, and to protect livelihoods.”

She cited that during his 2nd State of the Nation Address last July 24, President Ferdinand Marcos Jr. assured the Filipino people that he would not cede even one square inch of the country’s territory to any other state.

“I think he might have been talking mostly about the West Philippine Sea but we, in the US, take him at his word. We’re not asking for any territory within the Philippines. These are not US bases. This isn’t a US attempt to gain a sort of foothold or sovereign territory within the Philippines,” she said.

In his interview during “Gikan sa Masa, Para sa Masa” last June 26, Duterte urged the Marcos Jr. administration and the US to inform the Filipino people about the “US military bases” under EDCA that have actually been established in the country, as he warned that the country would become a battleground if war erupts between US and China.

Duterte, who disallowed EDCA during his time as President, said the US could bring nuclear warheads to its military installations in the country.

He feared that the “the next war or wars will be fought mainly using nuclear warheads.”

“We don’t know because of EDCA, they are bringing in some right now. There is no accounting of the weapons in the hands of Americans to use against China if war breaks out. But we can be sure and it would be stupid for us or so naive to think that there is none,” he said.

He said the consequence of a US attack on China would be a retaliation with nuclear arms against the Philippines.

Carlson said the US government is investing in the facilities that are jointly designated by both the Philippine and US militaries, including the $26-million investment on the Basa Air Base in Pampanga, one of the existing sites of EDCA.

“It’s what our partners in the Philippine military have strategically looked at where projects are needed to help modernize the Philippine forces and improve Philippine readiness that also improves alliance readiness and enhances our interoperability,” she said.

The original five EDCA sites include Lumbia Air Base in Cagayan de Oro, Fort Magsaysay in Nueva Ecija, Basa Air Base in Pampanga, Antonio Bautista Air Base in Palawan, and Macta-Benito Abuen Air Base in Cebu.

Meanwhile, there are additional sites included under EDCA such as the Naval Base Camilo Osias in Sta. Ana, Cagayan; Lal-lo Airport in Lal-lo, Cagayan; Camp Melchor Dela Cruz in Gamu, Isabela; and Balabac Island in Palawan.

Carlson said it’s possible that more locations would be developed in the future “as threats and concerns are also evolving,” including natural disasters such as earthquakes, flooding, and typhoons.“

It’s quite possible that there will be more EDCA projects that are developed over time. I would imagine that there would be in the same way that our Mutual Defense Treaty, as President Marcos, has said, is always evolving,” she said.

SULU - Two Abu Sayyaf fighters have surrendered to the government as the military declared 14 municipalities in the southern Muslim province of Sulu as Abu Sayyaf-free after decades of fighting.

The ceremony held on Thursday was witnessed by senior military officials led by Maj. Gen. Ignatius Patrimonio, commander of the 11th Infantry Division; and municipal and provincial government officials headed by Vice Gov. Toto Tan.

He said the mass surrender of Abu Sayyaf members through the Community Support Program Preventing and Countering Violent Extremism and efforts of the provincial and municipal leaders resulted in the improved peace and order situation in Sulu, one of six provinces under the Bangsamoro Autonomous Region in Muslim Mindanao.

Tan congratulated the military and municipal mayors, including the religious sector and other stakeholders “for their roles and sacrifices and for a job well done in achieving this excellent result.”

The governor said he is fortunate to have witnessed the varied condition and significant situation in the recent past, up to the present status that we have in Sulu, today. “I am very grateful for the opportunity given to me to have witnessed and to experience more than five decades of various socio-political conditions and significant events in Sulu’s timeline,” he said.

The military earlier declared the province as Abu Sayyaf-free.

COTABATO CITY - Local Muslim militants allied with the Islamic State launched simultaneous attacks anew against the former rebel group Moro Islamic Liberation Front in the restive southern Filipino province of Maguindanao.

The Middle East Media Research Institute (MEMRI) which monitors, tracks, translates, researches, and analyzes cyber jihad originating from the Middle East, Iran, South Asia, and North and West Africa reported the attack mounted by fighters of the Islamic State East Asia Province (ISEAP). It also released a photo showing an automatic rifle and magazines, including a radio communication set seized by ISEAP from the Moro Islamic Liberation Front. An ISIS flag was prominently displayed along with the seized weapon.



A MEMRI report, some portions are redacted, says local ISEAP fighters mounted attacks on Moro Islamic Liberation Front targets in Maguindanao province in southern Philippines and seized an automatic rifle and magazines. It was the second attack against the Moro Islamic Liberation Front since May.

The report was contained in the weekly ISIS newsletter Al-Naba' and obtained by MEMRI which was released only this week. "On August 10, 2023, the Islamic State (ISIS) released its weekly newsletter Al-Naba', Issue 403, which included an exclusive report claiming that fighters of the Islamic State East Asia Province (ISEAP) carried out an attack in the Philippines targeting the Moro Islamic Liberation Front, group based in Mindanao which reportedly made a peace agreement with the Philippine government," MEMRI reported.

The Moro Islamic Liberation Front has not released any statement on the ISIS claims.

In May, the MEMRI reported that ISEAP fighters also simultaneously attacked Moro Islamic Liberation Front positions in Tuayan village in Shariff Aguak town in Maguindanao, a stronghold of the former rebel group which signed a peace deal with Manila in 2014. At least three reports from various international sources confirmed the raids after ISIS posted the attacks on its website on Wednesday, May 17.

ISIS reported that ISEAP members attacked and engaged former Moro Islamic Liberation Front fighters and eventually drove them out from their camps which were also torched by the militants. "Islamic State East Asia Province (ISEAP) claims attack against Moro Islamic Liberation Front Positions in Philippines," MEMRI announced, but the report was exclusive to its members only.

This was first reported by SITE Intelligence Group, an American for-profit consultancy group that tracks online activity of white supremacist and jihadist organizations. “In Rare Communique, ISEAP Reports Clash with Moro Islamic Liberation Front Fighters in Maguindanao,” it said, but just like MEMRI, its reports are exclusive to its paying members.

The leader of the Moro Islamic Liberation Front, Ahod Ebrahim, who now sits as Chief Minister of the Bangsamoro autonomous region, has also not released any statement of the previous and latest attacks.

The MEMRI and ISIS reports did not say who led the recent attacks on the Moro Islamic Liberation Front, but the news magazine The Diplomat reported that ISIS has named Esmael Abdulmalik, also known as Abu Turaife, the leader of the Turaife faction, one of the two pro-ISIS factions of the Bangsamoro Islamic Freedom Fighters terror group in the southern Philippines, was touted recently by pro-ISIS media channels as the new emir.

It said Abu Turaife allegedly stepped up to the regional IS top spot after the killing of his predecessor, Maute Group leader Faharuddin Hadji Sattar, also known as Jer Mimbantas and Abu Zacharia, in a Philippine military operation in June of this year.

The Diplomat also quoted a Philippines-based analyst Georgi Engelbrecht as saying that Abu Turaife’s appointment was unexpected but still logical. "Last year, he was very sick and this has led some to believe he actually died. Not many jihadists from the last seven years are alive, so if there was a choice, then Turaife is natural – combining credibility as a preacher, fighter and someone who already became a name," said Engelbrecht, senior Philippines analyst at the International Crisis Group.

"Most of his fighters are relatives and as a Maguindanaon, he may not have a lot of soft power over Maranaos or the Tausugs. Given the Abu Sayyaf in Sulu is in disarray in any case, and the Maute remnants are also without a leader after Abu Zacharia’s killing, we can probably expect each theater to focus on their own issues," explained Engelbrecht, referring to the two major ethnic groups in Mindanao.

Engelbrecht said the position of emir is highly symbolic, but in terms of operational capabilities, the militants are under serious pressure as they would need more adaptive and creative leaders. "Turaife is old school and an old guard, so we know it will be difficult for him to both operate on his own in central Mindanao, let alone control fighters elsewhere," he said.

MANILA – President Ferdinand R. Marcos Jr. is scheduled to hold a bilateral meeting with Australian Prime Minister Anthony Albanese in Manila on Sept. 8 to discuss priority areas of cooperation, Malacañang announced on Friday.

The Presidential Communications Office (PCO) announced the schedule in a Facebook post, as it confirmed Albanese’s official visit to the Philippines on Sept. 7 and 8.

Marcos and Albanese are expected to discuss the possible advancement of their cooperation in key sectors, including defense and security, trade, economic development and maritime affairs, the PCO said.


“The Philippines and Australia share a rich history of friendship and collaboration, which has flourished through the decades,” it said.

“The President’s meeting with Prime Minister Albanese on 08 September is anticipated to reinforce this partnership, ushering in a new era of closer cooperation across key sectors, such as defense and security, trade, economic development, and maritime affairs,” the PCO added.

Last week, Albanese announced his scheduled visit to the Philippines to discuss with Marcos his intent to advance cooperation on defense and maritime security.

Albanese will be the first Australian Prime Minister to visit the Philippines since 2003.

His official visit followed a series of high-level engagements between the Philippines and Australia earlier this year, underscoring the shared commitment of both nations to advance the trajectory of their multifaceted partnership.

On Monday, the first amphibious exercise between the Armed Forces of the Philippines and the Australian Defense Force formally opened in Australia's northern city of Darwin. The drills would run until Aug. 31.

In May, Australian Foreign Minister Penny Wong also expressed Canberra’s openness to providing drones, skills training, and other technology to improve the Philippines' maritime domain awareness activities in its waters.

Apart from technical assistance, Australia also opened its doors to possible trilateral partnerships with the Philippines and other like-minded nations for joint patrols against the backdrop of changing security environment in the South China Sea.

MANILA – The Department of Foreign Affairs (DFA) on Friday warned foreign vessels from conducting illegal fishing activities on Philippine waters as China concludes its unilaterally imposed "fishing moratorium" in the South China Sea.

The ban annually imposed by China runs from May 1 to Aug. 16 encroaches on areas situated on Philippine territory and exclusive economic zone (EEZ), including the Bajo de Masinloc.

"We urge China to take active measures at port to prevent its fishing fleets from encroaching into our territorial sea and EEZ," the DFA said in a statement.

"The Philippines is ready to take law enforcement measures on illegal fishing activities in its waters," it stressed.

The DFA reiterated that Manila does not recognize China's fishing ban, which has been the subject of its diplomatic protests in the past.

The agency said it will continue to register Manila's formal opposition to it.

"It is an illegal exercise of state authority in so far as they cover the Philippines’ maritime zones," it said.


DFA Assistant Secretary for Maritime and Ocean Affairs Maria Angela Ponce told the Philippine News Agency that a diplomatic protest was lodged when China announced its 2023 ban in the first half of the year.

Paragraph 716 of the 2016 Arbitral Award states that China, by declaring its fishing ban in the South China Sea “without exception for areas of the South China Sea falling within the exclusive economic zone of the Philippines and without limiting the moratorium to Chinese flagged vessels, breached Article 56 of the 1982 UNCLOS (United Nations Convention on the Law of the Sea) with respect to the Philippines’ sovereign rights over the living resources of its exclusive economic zone.”

MANILA – The Armed Forces of the Philippines (AFP) is set to visit the Ayungin Shoal in Palawan province anew for a rotation and resupply (RoRe) mission, its spokesperson said Saturday.

Col. Medel Aguilar did not give a specific date on when the RoRe would be conducted at the contested portion of the West Philippine Sea (WPS) but reiterated it is “a clear demonstration of our resolve to stand up against threats and coercion, and our commitment in upholding the rule of law.”

“Despite the incident on Aug. 5, where Philippine supply vessels were blocked, subjected to dangerous maneuvers and water cannon, the Armed Forces of the Philippines is duty-bound to ensure the well-being of its personnel on the BRP Sierra Madre,” Aguilar said, based on the AFP statement he read at the Saturday News Forum in Quezon City.

“We are, therefore, committed to the conduct of another rotation and resupply (RoRe) mission for our personnel and to maintain our presence in Ayungin Shoal.”


At the same time, he urged all parties to respect international law and respect the sovereignty of the Philippines.

“As we continue to pursue this humanitarian undertaking and defend our rights over our maritime zones, we also affirm our support for the peaceful settlement of disputes,” Aguilar said. “We, therefore, call on all relevant parties to abide by their obligations under international law and respect the Philippines' sovereignty, sovereign rights, and jurisdiction over its maritime zones.”

The AFP’s presence, he said, is an “exercise of our sovereign rights and jurisdiction is a testament to our firm belief in the rules-based international order that underpins regional peace and stability.”

Another guest at the forum, analyst Richard Heydarian, said the WPS should not be politicized and Filipinos should be united on the issue.

“I hope the WPS will not be used as a partisan issue. It is not going to help the case of our country. Unity is what we need and also appreciating validity of what we are doing based on the prevailing international law,” Heydarian said.

MANILA – The Embassy of the United States in Manila has valid reasons to raise concerns about reclamation projects in Manila Bay, foremost of which is security.

Lawyer Jay Batongbacal, University of the Philippines Institute for Maritime Affairs and Law of the Sea director, said as host country, the Philippines has a responsibility to ensure the embassy’s safety.

“What probably concerns them, first, it’s a historical area and second, they will now be surrounded by people, Chinese casinos or malls, and other buildings. The area is no longer secured,” he said during the Saturday News Forum in Quezon City.

“They will probably make some adjustments. They have no choice. We can’t stop them from raising such concerns,” Batongbacal added.

In a statement sent to reporters Aug. 2, the US Embassy said it is concerned that the projects have ties to the China Communications Construction Co “which has been added to the US Department of Commerce’s Entity List for its role in helping the Chinese military construct and militarize artificial islands in the South China Sea.”


“We continue to support high quality, sustainable, and transparent investments to benefit the Filipino people and will continue to engage with the appropriate authorities on this matter,” the embassy said.

Similarly, neighboring provinces have rights to be alarmed, especially fisherfolk whose livelihood is threatened, according to Batongbacal.

“People will no longer be able to fish, obviously because the area will be reclaimed, the body of the water is being transformed into lands,” he said. “The coastal areas in Cavite that are rich in producing seafoods such as oysters, mussels, will all disappear, as these areas are being reclaimed.”

Department of Environment and Natural Resources Secretary Maria Antonio Yulo-Loyzaga announced in a press briefing in Malacañang on Aug. 10 that 22 reclamation projects in Manila Bay are under review and temporarily suspended.

She said the DENR is currently looking into the compliances under which the Environmental Compliance Certificates and area clearances were issued for the projects.

The suspension came after President Ferdinand R. Marcos Jr. went to Pampanga and Bulacan provinces on Aug. 7 to assess the flooding situation. He later announced that he ordered the suspension of all reclamation projects in Manila Bay except for one, pending review.

COTABATO CITY – Three members of outlawed Bangsamoro Islamic Freedom Fighters (BIFF) and three New People’s Army (NPA) guerrillas have surrendered to police authorities in Sultan Kudarat province, officials said Friday.

In a statement, Col. Christopher Bermudez, Sultan Kudarat provincial police director, said he welcomed on Thursday afternoon the surrender of the three BIFF members under the Karialan faction who turned in an improvised explosive device and a Carbine rifle during their surrender in Isulan town.

Bermudez identified them only through
their aliases as “Kandatu,” 42, “Alex,” 28, and “Taniks,” 22, all of Barangay Ganta, Shariff Saydona Mustapha, Maguindanao del Sur.


“One of them told me that they were duped into joining a struggle they do not know about,” he added.

On Thursday, three members of Platoon Dos, NPA Sub-Regional Command-Daguma Range, Far South Mindanao Region, also surrendered to police in Kalamansig town.

Bermudez said the communist rebels turned in a pistol and ammunition.

He said the rebels admitted they have been tired of running away from government forces that have been hunting them in the mountains of Kalamansig and Lebak towns.


They will be enrolled in the Enhanced Comprehensive Local Integration Program in coordination with the Kalamansig Social Welfare and Development Office.

Soccsksargen region comprises the provinces of North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani; and the cities of Kidapawan, Tacurong, Koronadal, and Gen. Santos.

TACLOBAN CITY – The Philippine National Police (PNP) has deployed at least 900 cops to help sustain anti-insurgency efforts in 14 villages of Northern Samar.

Police officers assigned for “confidence-building” mission under the Revitalized “Pulis sa Barangay” (R-PSB) Program will stay for six months in the villages of Palapag, San Roque, and Mapanas towns earlier cleared from the threats of the New People’s Army (NPA).

PNP Eastern Visayas regional director Brig. Gen. Vincent Calanoga said in an interview Friday that 318 personnel were deployed late Thursday in Osmeña, Bagacay, Capacujan, Sangay, and Cabatuan villages in Palapag town; and Naparasan and Quezon village in Mapanas town.

In mid-July, the PNP also deployed 583 police personnel to Coroconog, Balnasan, Balud, Pagsang-an, Malobago, Lawaan, and Bantayan villages in San Roque town.

“We selected the best policemen for deployment since this is a sensitive operation. This is about confidence-building in communities previously influenced and are vulnerable to the persuasion of NPA,” Calanoga said.

These police personnel in 14 teams are skilled in farming, nursing, engineering, teaching, plumbing, electrical, and healthcare since their mission is to develop communities, he said.


Maj. Gen. Edgar Allan Okubo, the director for police community relations at the PNP main headquarters, led the send-off ceremony of personnel to Palapag and Mapanas late Thursday at the police regional office here.

“We will ensure to sustain the campaign of the Armed Forces of the Philippines against the NPA in Northern Samar since the province is the last bastion of insurgency. We will prevent the resurgence of insurgency in remote areas as well as insulate the unaffected areas,” Okubo said.

The R-PSB program was first launched by the PNP several years ago and is now being revived to support the thrusts of the local task force to end local communist armed conflict.
