MANILA — Only one out of 89 known guerrilla fronts of the New People's Army (NPA) remains active in the Philippines, the military said Monday.

“When before there were 5 active guerrilla fronts, these are now reduced to 1. We had the dismantling of 2 guerrilla fronts and weakening of 2,” Armed Forces of the Philippines (AFP) spokesperson Col. Medel Aguilar told reporters.

While the military was still pursuing 2 more fronts, they have already been classified as "weakened" and "unable to implement programs" of the Communist Party of the Philippines (CPP).

The remaining active guerrilla front is located in the northern part of Samar, Aguilar said, adding that the AFP expects it to be dismantled at the soonest possible time as NPA rebel forces continue to decrease.

As of July, only some 1,800 communist rebels are still bearing arms.


“If we are talking about the 2,008 members of the CPP-NPA in the end of 2022, now, the strength of the CPP has been reduced to 1,800. We have accounted more than 600 neutralizations but some of these are not listed because many belong to what we call legal organizations. When they found out that there was no way out, they surrendered,” Aguilar said.

“What we want to achieve is not just strategic victory, but a total victory. When you talk about total victory, there will be no organized crime group like the NPA that the party can use its political objective. That’s why, we have to remove the mass pieces they have started. We have to recover them. We also have to clear barangays and sectoral front organizations that they have established so there will be no sources of support and additional recruits,” he explained.

With the “successful” internal security operations (ISO) against communist terrorist groups, the AFP would shift its resources to external defense operations.

Aguilar also noted an increased capacity and capability brought by the AFP modernization program.


“As far as the modernization project is concerned, we have already completed 36 percent of the projects in terms of number and many are being implemented,” he said.

“With the pronouncement of the President that he will continue to support the modernization program at the same time make sure our human resources are able to develop their skills, then we can expect more support from the national government. This is good for our people and the country in advancing national security," Aguilar also said.

The Philippines has the world's longest communist insurgency, which has been going on for more than five decades since Jose Maria Sison founded the CPP in 1968.

MANILA, Philippines — Two alleged members of the communist New People’s Army were killed in separate encounters in Surigao del Sur and Bukidnon over the weekend, the Philippine Army said on Monday.

On Saturday, July 8, elements of the 36th Infantry Battalion of the 901st Infantry Brigade clashed with eight suspected NPA members in Sitio Libas, Barangay Sibahay in Lanuza town, Surigao del Sur.

This led to the death of a suspected rebel identified as Risam Gonzales Gam also known as Kim or Miguel. Troops
also captured one M653 Assault Rifle at the encounter site.


On Friday, July 7, the 43rd Division Reconnaissance Company of the 403rd Infantry Brigade also figured in two separate encounters with elements of suspected communist rebels in Barangay Bontongon, Impasugong town in Bukidnon province.

The firefights which lasted for about 30 minutes each resulted in the death of an unidentified male communist
and the capture of one M4A1 5.56mm carbine rifle and one M14 7.62mm rifle.

FROM a peak of 24,000 in the mid-'80s, the number of active "fighting" members of the New People's Army (NPA), the armed wing of the Communist Party of the Philippines (CPP) and National Democratic Front (NDF), has dwindled to 1,800, the Armed Forces of the Philippines (AFP) said on Monday.

"Indeed, we have achieved strategic victory as far as countering the communist insurgency is concerned," AFP spokesman Col. Medel Aguilar said during a virtual press conference hosted by the National Task Force to End Local Communist Armed Conflict (NTF-Elcac).

Of the 1,800 members of the NPA, 400 have been identified, are facing criminal charges, and are the subject of "focused military operations."

"They should think of getting back to their families and to the folds of the law," Aguilar said.

He said some of those identified NPA fighters hold key positions in the CPP-NPA-NDF.

Aguilar said that in the past few months, more than 600 NPA members were either killed in combat operations or voluntarily surrendered to the government, further reducing the figure from more than 2,400 in 2008.

He said military operations are now focused in Northern Samar where the remaining active guerrilla front is operating.


"We are focusing there to prevent and suppress the violence that could be coming from this remaining active guerrilla front," Aguilar said.

He said dismantling the politico-military structure of the CPP-NPA-NDF is the key objective of the AFP to achieve a total victory.

This can only be achieved "when the CPP is no longer capable of mounting atrocities or violent activities that will harm our community and disrupt our progress."

"Now, this also calls for the clearing of all affected barangay or even those threatened," Aguilar said.

He said the NPA's weakened forces can no longer sustain their operations and advance political strategy, as residents and local executives are turning their backs on them

Aguilar said the AFP has dismantled the NPA's mass bases and removed sectoral organizations as sources of funds and recruits.

The Maguindanao Police have filed a murder case with the provincial prosecutor's office against a leader of the Bangsamoro Islamic Freedom Fighters (BIFF) and 15 of his followers who are said to be responsible for ambushing the police that killed two in Shariff Aguak, Maguindanao del Sur last June. 14.

The motive for the attack appears to be revenge for the killing of the alleged ISIS emir Abu Zacaria in a law enforcement operation in Marawi City on June 12.

First condemned by Police Col. Joel Sermese, Maguindanao del Sur police director, the attack on his staff.

The police believe that the Islamic State-inspired BIFF local terrorist group is responsible for a series of bomb attacks and killings of several government officials and staff in Central Mindanao in recent years.

The manhunt operations of government troops continue against Abu Turaife and his men who are believed to be hiding in Liguasan Marsh.

Isang masaklaw na war games o pagsasanay sa gera ang binuksan ng mga pwersa ng US sa teritoryo ng Pilipinas noong Hulyo 6, kasabay ng Cope Thunder na kasalukuyang inilulunsad sa Clark Air Base sa Pampanga. Magtatagal hanggang Hulyo 21 ang dalawang war games.

Binuksan ang Marine Aviation Support Activity (MASA) 2023 sa Taguig City ng mga upisyal mula sa US Marines at Philippine Marines. Lalahukan ito ng 2,711 personnel at 43 air assets, at sinabing isinasagawa para sa “mahigpit na integrasyon ng mga kagamitang panghimpapawid bilang suporta sa mga ground forces.”

Kabilang sa mga isasagawa sa war games na ito ang live fire na pagsasanay, bilateral air assault at pagsasanay sa pag-agaw ng mga paliparan, joint forward arming and refueling, at ibang aviation support operations. It coincides with the ramping up of construction on five previously agreed upon military bases under the EDCA, and the opening of an additional four locations.

Naghain ng reklamo ang grupo ng mga abogado na National Union of Peoples’ Lawyer (NUPL) kasama ng iba pang grupong nagtataguyod ng karapatang-tao sa Camp Aguinaldo sa Quezon City noong Biyernes, Hulyo 7. Ito ay para magsilbing babala at paalala sa buong pamunuan ng Department of Defense (DND) at sa bagong kalihim nitong si Gilberto Teodoro na tigilan na ang paggamit sa Anti-Terror Act para labagin ang karapatan ng mga kliyente nilang bilanggong pulitikal.

Ayon sa NUPL, “Simula unang hati ng 2023, naging kapansin-pansin ang lumalalang serye ng paglabag sa karapatang-tao sa mga bilanggong pulitikal na sinampahan ng gawa-gawang kaso ng terorismo at iba pang kaso na may kaugnayan dito sa Southern Luzon. Sila ay inakusahan ng pagbibigay diumano ng materyal na suporta sa mga terorista sa ilalim ng Republic Act No. 11479 dahil sa pagtulong sa mga manggagawang-bukid, katutubo, at biktima ng militarisasyon. Umabot na ang bilang sa 13 nakabimbing mga kaso, ayon sa mga abugado.

Ilan sa mga inarestong nagtataguyod ng karapatang-tao ay itinatago sa mga kampo militar at pinagkakaitan ng karapatang mabisita ng kanilang pamilya at mga abugado, bagay na labag sa 1987 Philippine Constitution at Republic Act No. 11479 (Rights of Persons Arrested, Detained, or Under Custodial Investigation). Nanawagan ang mga abugado sa estado, laluna sa DND, na ipatupad ng mga nasa hanay ng pwersang panseguridad nito ang batayang karapatan ng mga detenido nang walang diskrimasyon at respetuhin ang kalayaan ng mga abugado na tumugon sa ligal na pangangailangan ng kanilang mga kliyente.

“Nakatala sa amin ang bawat pagyurak ninyo sa kalayaan at karapatang-tao sa mga sibilyan at pagtaas ng mga kaso ng tortyur, karahasan at hindi makataong pagtrato na humahantong sa pagdami ng pwersahan at pekeng pagpapasurender na binabansagang ‘rebel returnees.’ Ang maling paggamit ng mga batas laban sa terorismo sa pamamagitan ng pagsasampa ng mga gawa-gawang kaso ng mga militar ay pagsugpo sa kalayaan at pagsikil sa espasyong sibiko,” anila.

Nagpadala sila ng sulat sa DND na naggigiit sa sumusunod:

1. Lahat ng mga naaresto, detenido, o bilanggo, anuman ang estado, ay dapat bigyan ng sapat na pagkakataon, oras at pasilidad na mabisita at makipag-ugnayan at kumonsulta sa isang abogado, nang walang pagkaantala, pagharang o pangsesensor at nang may buong kumpidensyalidad;

2. Ang mga abugado ay dapat pahintulutang maglakbay at makipagkonsulta sa kanilang mga kliyente nang malaya at hindi dapat magdusa, o bantaan ng pag-uusig, administratibo o iba pang mga parusa para sa anumang aksyong ginawa alinsunod sa kinikilalang mga propesyonal na tungkulin, pamantayan at etika; at,

3. Dapat iwasan ng militar ang pagsasampa ng mga gawa-gawang kaso ng terorismo at mga kaugnay nito laban sa mga taong nagsasagawa ng mga gawaing makatao at mga lehitimong aktibidad ng malayang pananalita at pagpapahayag, tulad ng adbokasiya, protesta, at pagtutol…

4. Ang mga tauhan ng militar at mga kumander na responsable sa mga nabanggit na insidente ay dapat agad na imbestigahan at pagbayarin sa kanilang mga paglabag sa karapatang-tao.

Perwisyo sa mamamayan at kalikasan ang muling paglulunsad ng live-fire exercises ng mga pwersang militar ng US at Pilipinas sa Barangay Canantong, Laur, Nueva Ecija noong Hulyo 7. Nagpakawala ng 20 rocket ang US sa tinaguriang PH-US Army Artillery Rocket System Subject Matter Expert Exchange (SMEE) gamit ang mga High Mobility Artillery Rocket System (HIMARS). Bago nito, naglunsad na rin ng kaparehong pagpapasabog ang US noong Marso, sa ilalim ng war game na Balikatan.

Ang Rocket SMEE ay bahagi ng PH-US Combined Exercise Salaknib 2023 na inilunsad para palakasin ang kontrol ng imperyalismong US sa papet na Armed Forces of the Philippines (AFP). Dumalo sa partikular na aktibidad bilang mga obserber ang humigit-kumulang 500 pwersang militar ng AFP.

Katulad na pagpapasabog ang inilunsad ng US at Pilipinas noong huling linggo ng Marso bilang bahagi ng Balikatan. Ang gawang-US na multiple rocket launcher ay ginagamit ng Ukraine sa gerang inudyukan ng US laban sa Russia. Sinabi kamakailan ni Philippine Army chief Lt. Gen. US-made multiple rocket launchers are being used by Ukraine in the US-instigated war against Russia. Philippine Army chief Lt. said recently. gen. Romeo Brawner Jr. that it plans to buy HIMARS, anti-ship cruise missiles and air-defense artillery in the coming years as part of the AFP "modernization program" that it is consulting with the US.

This activity is part of the 500 US activities planned to be launched in the Philippines this year. Apart from tightening its control over the Philippine army, these activities aim to justify the permanent presence of US troops in the country.

Camp Lapulapu, Cebu City – The CPP-NPA in the Visayas region is grasping for survival, as Team Visayas Command (VISCOM) deals the terrorist group with devastating losses for the 1st Semester of 2023.
 
In a Command Conference conducted by VISCOM and attended by all the Commanders of the AFP units in the Visayas, it was disclosed that a total of 156 NPA terrorists were neutralized from January 01 to June 30 of the current year. 103 of whom returned to the folds of the law, 42 succumbed to their death during encounters with the government troops, and 11 of whom were apprehended during joint law enforcement operations. These are apart from the 223 firearms and 82 anti-personnel mines that were seized by the government troops for the period.
 
The neutralized NPA terrorists include 12 high-value individuals, including Rogelio Posadas, the notorious Secretary of the Komiteng Rehiyon Negros, Cebu, Bohol, Siquijor (KR NCBS) who died in an encounter on April 20 in Binalbagan, Negros Occidental between the combined elements of 94th Infantry Battalion and 62nd Infantry Battalion against the NPA terrorists under KR NCBS.
 
Lieutenant General Benedict M Arevalo PA, the Commander of VISCOM commended the members of Team VISCOM for a job well done for the period, “I would like to congratulate everyone for a very good job for the 1st Semester of 2023. The exceptional performance that you have shown manifests your strong desire and motivation to serve and protect our people and end the local communist armed conflict in this part of the country."
 
It was in the month of April and May that the terrorist group suffered the most devastating defeat. For the month of April, a total of 21 NPA terrorists were neutralized, and 25 firearms were seized. Notable incident during the said month was the encounter on April 30 at Brgy Santander, Bobon, Northern Samar between members of the 803rd Infantry Brigade and the NPA’s Sub-regional Guerilla Unit (SRGU) under Sub-Regional Committee ‘Emporium’ which resulted to seven (7) NPA terrorists killed, one (1) surrendered and the recovery of four (4) high-powered firearms.
 
Likewise, for the month of May, a total of 40 NPA terrorists were neutralized, and 54 firearms were seized. This was highlighted by the series of encounters in Moises Padilla, Negros Occidental and Guihungan City, Negros Oriental between members of the 62nd Infantry Battalion and the remnants of the NPA’s weakened guerilla front, the Central Negros 1 under the Komiteng Rehiyon Negros, Cebu, Bohol, Siquijor (KR NCBS). The incident resulted to a total of nine (9) NPA terrorists killed, two (2) surrendered, and 14 firearms seized by the government troops.
 
Meanwhile, during the conference, it was also revealed that a total of 942 people’s organizations were established, redirected, and coopted by the Community Support Program (CSP) Teams of Team VISCOM in the entire Visayas region. 600 of which are in Western and Central Visayas, while 342 are in Eastern Visayas.
 
Lt Gen Arevalo emphasized that “The support of our people is vital in our campaign to end the reign of terror in the region. As we sustain our focused military operations to prevent the CPP-NPA from taking advantage of the upcoming Barangay and SK Elections, let us also continue engaging our people. Let us enlighten them on the evils brought by the CPP-NPA. Let us encourage them to cast their vote to someone who advocates peace and development, who values the ideals of family, and someone who can lead them to prosperity and progress. Not those who sow terror and violence and support the false ideology of the CPP-NPA.”
 
Lt Gen Arevalo concluded as he urged the members of Team VISCOM to sustain their gains and continue exerting their best efforts, “The way I see the things that you have been doing for the past six months, I can say, that you have done your best. Let us sustain our gains and continue doing our best to end the local communist armed conflict in the Visayas region, at the soonest possible time.”

In partnership with the Technical Education and Skills Development Authority - Region 13, the 23rd Infantry (Masigasig) Battalion launched a 1-day community-based training on Aqua Culture and Food Processing to the People’s Organization in the far-flung sitio of Brgy. Simabalan, Buenavista Agusan del Norte on July 07, 2023.

Sitio Antipolo Farmers Association of Buenavista ADN Incorporated (SAFABAI), an organized POs of the unit benefitted from this refresher training. The activity was part of the continued support of the Philippine Army alongside the Local Government Unit to the communities in geographically isolated and disadvantaged areas as an overall effort under the banner of NTF-ELCAC to provide sufficient skills and sustainable livelihood programs with the aim of nurturing socio-economic development and eliminating the influence of the CPP-NPA-NDF.

This cumulative effort was an offshoot of unit's campaign to empower the citizenry, usher in sustainable development and entice the remaining insurgents to lay down their arms and instead become productive members of the community.

CABADBARAN CITY, Agusan del Norte- After several years in the communist movement, a Communist Terrorist Group medic reunites with her family on July 4, 2023.

It can be recalled that on July 2, 2023, Marilyn Mandag alias Milca together with her live-in partner Dindo Kusong alias Kalibo voluntarily surrendered at the 65th Infantry (Stalwart) Battalion. Marilyn is the last member of her family who surrendered to the government. Her parents left the CTGs and returned to the fold of the law way back on January 16, 2020, and her sister Rudilyn Mandag surrendered last September 18, 2021.

Upon receiving a phone call from their daughter, her parents Roberto and Lisa Mandag requested the 29th Infantry (Matatag) Battalion to visit their daughter who is under the custody of 65IB.

Tears flowed down the face of Mandag Family as they reunited. Marilyn on her statement said “Nalipay man ko nga nakitan-an nako ang akoang ginikanan, mga igsoon ug mga mahal sa kinabuhi, kay sa katong didto pa mi sa sulod kay wala man mi gihatagan ug katungod nga makatawag sa akoang pamilya ug makita man lang sila kay wala sa amoang doctrina. Sa pagkakaron dako nakong pasalamat nga nakita pa nako akoang pamilya nga buhi paman diay, kay didto sa kalihukan gihiloan mi sa amoang kumander nga si AKA Mackoy/Dindo nga patay na akoang mama ug ang akong papa gibutang sa tangkal sa baboy pag surrender pero karon makapamatuod nako nga bakak lang ang sulti ni Mackoy/Dindo. Ge propagandahan rako sa NPA para mas mainganyo ko ug daghan pako ma ilad nga mga kabataan ug masa.” She added “Dako pud akong pasalamat sa mga sundalo sa paghatag sa higayon nga magkita mi sa akong mga pamilya.”

Lisa, the mother of Marilyn said “Dako nakong pasalamat nga nakababa nagyud akoang anak ug nacompleto nagyud amoang pamilya, ug di nako magkabalaka permi nga kami maayo na among kahimtang tapos si milca naa pagihapon sa bukid. It narrates the relentless efforts of the Command that led to the declaration of the Davao Region as insurgency-free and the successful conduct of intensified military operations, which resulted in decisive accomplishments.

DAVAO CITY — The triumph of the Eastern Mindanao Command in defeating the communist New People’s Army can now be seen in a documentary film dubbed as “BUKHAD KALINAW: Ang mga Tagumpay ng Eastern Mindanao Command.”

In a statement, LtGen. Greg Almerol, commander of EastMinCom, said the I-Docu of John Paul Seniel shed light on the invaluable contributions of the EastMinCom in attaining peace and security within its joint operational area comprising regions 11, 13 and parts of Regions 10 and 12.

“It narrates the relentless efforts of the Command that led to the declaration of the Davao Region as insurgency-free and the successful conduct of intensified military operations, which resulted in decisive accomplishments,” Almerol added.

Part of their feat was the total dismantling of five Sub-Regional Committees, 15 Guerilla Fronts, six Vertical Formations, and two Independent Platoons of the NPA’s Komiteng Mindanao, including the reduction of its components by capturing 1,158 high-powered and 223 low-powered firearms, neutralizing 1,382 NPA regulars with 135 killed, 176 captured, and 862 surrendered, as well as 209 Milisyang Bayan from March 2021 to date.

“The film is a testament to the effectiveness and efficiency of our strategies, the resilience of our troops, and the support of our communities. We will take a journey into the heart of our campaign against insurgency, showcasing the milestones we have achieved, the lives we have transformed and the hope we have restored,” Almerol added.

Demoralized CTG Members Surrender 6 High-Powered Firearms in Surigao del Sur

Lianga, Surigao Del Sur – In a significant victory against insurgency, two (2) Communist Terrorist Group (CTG) members voluntarily surrendered at Headquarters, 3SFBn, Brgy St Christine, Lianga, Surigao del Sur on July 8, 2023. The joint efforts of 3rd Special Forces (Arrowhead) Battalion and 75th Infantry (Marauder) Battalion, Philippine Army, led to the successful neutralization of members from Regional Sentro De Grabedad (RSDG), NEMRC.

The surrender of @KR and @JONG-JONG, who had been operating in the hinter areas of Agusan del Sur and Surigao del Sur, was made possible due to the relentless focused military operations conducted by the Philippine Army that resulted to series of armed engagements. The said former rebels later revealed the location of an arms cache, resulting in the recovery of two (2) .50 caliber sniper rifles, four (4) AK47 rifles, seven (7) AK47 magazines, and two (2) .50 caliber magazines with 27 rounds of caliber .50mm ammunition.

The former rebels are currently undergoing custodial debriefing and legal processing, initiating the formal process of integrating themselves back into the mainstream society. They will receive immediate assistance from the Provincial Social Welfare and Development Office (PSWDO), amounting to Php10,000.00. Moreover, cash assistance of Php10,000.00 from the Provincial Office and Php5,000.00 from the City Mayor’s Office will be provided. Additionally, the Department of Social Welfare and Development's Livelihood Settlement Grant (LSG) will offer a livelihood assistance of Php20,000.00.
BGEN FRANCISCO F LORENZO JR PA, 401st Brigade Commander, commended the courageous decision of the surrendering individuals and conveyed the government's message of reconciliation to the remaining CTG members. He urged families to encourage their loved ones to surrender, emphasizing the government's sincere commitment to ending the local communist armed conflict in the country.

BGEN LORENZO JR PA acknowledged the efforts of 3rd Special Forces Battalion, led by LTC PAULO F BAYLON INF (GSC) PA, and 75th Infantry Battalion, led by LTC JAN B MOLERO INF (GSC) PA. He encouraged them to maintain partnerships with various agencies to ensure peace, reconciliation, and development within their respective areas of operations, in line with the Whole of the Nation Approach of the Government.

Together, we are making significant progress towards lasting peace and security in our Area of Responsibility BGEN LORENZO JR added.

The Western Command (WESCOM) continues to gear up reservists to play a more active role in its operations as around 300 reservists from the different branches of service of the Armed Forces of the Philippines (AFP) participated in a two-day Mobilization Exercise (MOBEX).

Dubbed Pagpapakilos 2023-01, MOBEX was aimed at strengthening their role in the command’s joint area of operations, particularly in the external security operations in the West Philippine Sea (WPS).

WESCOM spokesperson, Commander Ariel Joseph Coloma, said aside from the exercise at the Lawak Gymnasium and the capability demonstration at the parade grounds, the MOBEX 2023-01 included a community outreach program held in Brgy. Bacungan while three reservists also joined an areal maritime patrol in the West Philippine Sea (WPS) aboard Philippine Navy islander NV312.

“We have around 185 physically present and we also have online participants so we have accounted around 300,” Coloma said.


He also explained that while the focus of the exercise is more on the humanitarian assistance and disaster relief (HADR) operations, they also want to assess and evaluate the capabilities of the reserve forces in their competency and readiness to be integrated to the regular force.

“So we are maximizing our goals and efforts for all possible learning opportunities for our reservists. So we are really focusing here in this exercise is the integration with our regular forces,” Coloma said.


Naval Forces West (NAVFORWEST) chief Commodore Allan Javier meanwhile said the need for the reservists to be ready is of high importance as they play a critical role in the nation’s defense as they possess a unique set of skills, expertise and experiences.

“In this mobilization exercise, we witnessed an opportunity to evaluate our preparedness, identify areas for improvement and strengthen a bond between active duty forces and reservists. It will showcase the integration of professionalism and teamwork that are crucial in any military operation” Javier said.

He also explained that the exercise capacitated the reservists in accordance with Republic Act 7077 or the Reservist Law of 1991.

The reservists will play a big role in the future, not only in terms of military operations but especially in HADR, now that we are facing El Niño and we are expecting stronger typhoons,” he said.

The Western Command is alarmed by the sudden surge in the number of China’s maritime assets near the features that the country is occupying in the West Philippine Sea, surpassing a staggering count of 200 in an exceptionally short period of time.

Commander Ariel Joseph Coloma, spokesperson of the Western Command (WESCOM), said Saturday that during an aerial surveillance conducted on July 3, over 200 Chinese civilian and military vessels were observed lingering in the area.

This represents a significant escalation from the previous sightings on June 30, which WESCOM reported to be a swarm of 48 Chinese militia vessels near Iroquois Reef, located south of the resource-rich Recto Bank.

“We are monitoring more than 200 Chinese fishing vessels and maritime law enforcement platforms right now,” Coloma said in a media interview on Sunday.


“They are scattered in different areas, including those reported that were first monitored near Iroquois Reef and Sabina Shoal,” he added.

These recent observations validate earlier intelligence surveillance and reconnaissance flights conducted in the area, confirming a growing trend of Chinese fishing vessels with their number increasing from only 12 in February to 47 as of June 12.

WESCOM said while the ships were identified as fishing vessels anchored in groups of seven, no fishing activity were observed and they simply loitered near Philippine-occupied islands.

“Of course, as part of the military force in the western frontier, we are also concerned, we are alarmed by the [sudden] increase, sa pagdami of Chinese fishing vessels and their maritime law enforcement platforms in WPS. Let us all remember that this is our territorial waters, this is part of our EEZ (Exclusive Econimic Zone), our territory, and we have sovereign rights over these areas—we should be the ones benefiting from it,” Coloma explained.

“But what we are seeing is that they are the ones who are present in the area that’s why it’s really very alarming, especially for us here in WESCOM,” he lamented.

Coloma also said that they have already submitted reports of the recent developments to their higher headquarters and are waiting for further instructions.

“We are just on standby for other measures that will be [given] by the national leadership, one of which is this will form part ng ating filing of democratic protest,” he said, adding that they are always ready whatever the national government would order them to do.

Right now, he said they are continuously monitoring the movements of the Chinese vessels.

“Our ships are conducting monitoring and sovereignty patrols round the clock to also assert our presence there. That’s why we are also asking for additional assets so that we can expand our presence in the area, he said.

He further explained that the issue over the disputed region should be settled through peaceful means, “WESCOM will not back down in our mandate in protecting WPS.”

“The president is very clear, we will not lose a single inch of our territory so our AFP WESCOM will stand by our mandate,” he said.

Army soldiers and policemen have discovered and seized assorted guns, explosives, and communication equipment of the New People’s Army, in series of follow up operations on July 8 in Calatrava and Himamaylan, Negros Occidental.

Acting on information relayed by civilians, troopers of the 79th Infantry Battalion, troopers of the PNP Special Action Force, Regional Mobile Force Battalion 6 and 1st Provincial Mobile Force Company, retrieved a hidden arms cache of the remnants of the dismantled NPA Northern Negros Front in Sitio Bandol, Brgy. Maaslob, Calatrava, Negros Occidental.

Army spokesperson 1Lt. Analyn Lonjawon disclosed that government troops recovered an M14 assault rifle with a magazine containing ammunition, four magazines of M16 rifle, several clips for M1 Garand rifle, three commercial two-way radios, and subversive documents.


Troopers of the 2nd Provincial Mobile Force Company of the Negros Occidental Police Provincial Office also recovered a hand grenade, a homemade shotgun, a medical kit containing assorted medicines and needles for acupuncture, as well as personal belongings, in Sitio Sakasak, Brgy. Carabalan, Himamaylan City, also on Saturday.

The recovered war materials are believed to have been left behind by about 10 NPA rebels encountered by 94th Infantry Battalion soldiers on July 7 in Sitio Pangi, Brgy. Carabalan, Himamaylan City.

A still unidentified NPA member also died on Friday, in a series of encounters with 94th Infantry Battalion in Sitio Pangi, Brgy. Carabalan, Himamaylan City, according to Lt. Col. Van Donald Almonte, 94IB commander.


Pursuing Army soldiers also discovered more bloodstains along the rebel withdrawal routes, which indicated that more rebels were injured in the series of gunbattles, Almonte said.

Aside from the cadaver of slain rebel, Army soldiers also recovered a Remington R4 assault rifle, two backpacks containing extortion letters, and personal belongings at the three encounter sites.

Lt. Gen. Benedict Arevalo, Visayas Command (VISCOM) chief, said that there will be no let up in their focused operations against NPA remnants in Negros Island.

“We will never stop until justice is served for our people, and just and lasting peace in this part of the country is achieved,” Arevalo said, in a statement issued by the VISCOM.*

MANILA – Filipino and American combat aircraft engaged in a "defensive counter-air" (DCA) exercise over the military training area east of Luzon as part of efforts to enhance interoperability and cohesiveness between the two air forces.

Philippine Air Force spokesperson Col. Ma. Consuelo Castillo, in a statement Sunday, said the DCA took place last July 8 and is part of the second iteration of the ongoing Cope Thunder exercises between the PAF and the US Pacific Air Forces.

The Cope Thunder exercises started on July 2 and will run until July 21.

"The objective of the DCA is to enable coordinated air operations among aircraft of different types, encompassing airspace control, threat identification and engagement, and mutual support," she added.

Castillo said the PAF deployed four FA-50PH light jet aircraft while the US contributed four A-10 "Warthog" tank buster aircraft and F-22 "Raptor" stealth fighters in the exercise.


"The exercise commenced with the aircraft taking off from Clark Air Base in Mabalacat City, Pampanga, and conducting simulated DCA operations in the military training areas east of Luzon," she added.

Castillo said the aim of the DCA is for the "participating forces aimed to enhance their interoperability, refine tactical approaches, and bolster their overall effectiveness in countering airborne threats."

The first iteration of Cope Thunder for this year took place May 1 to 12 and focused on mission planning capabilities and execution of defensive and offensive counter-air operations utilizing fighter and cargo aircraft.

Meanwhile, the ongoing drills consist of subject matter expert exchanges and field training exercises to be held at several PAF air bases, including Basa Air Base and Clark Air Base in Pampanga, Col. Ernesto Ravina Air Base in Tarlac, Brig. Gen. Benito N. Ebuen Air Base in Lapu-Lapu City, Cebu, and General Santos City.

The original Cope Thunder exercises, which provided regular flight training for US pilots and those of allied nations, were first held in 1976 and continued annually in the Philippines until 1990.

President Ferdinand R. Marcos Jr. earlier said his administration's commitment to the Armed Forces of the Philippines (AFP) extends beyond the acquisition of modern equipment.

He made this pledge during the graduation ceremony of the 106 graduates of the Officer Candidate Course (OCC) "Gaigmat" Class 58-2023 last July 7.

“Be assured that the government’s dedication to your advancement and welfare goes beyond providing modern equipment alone. We continue to prioritize retooling and retraining to arm you with intellectual fortitude, tactical prowess, and strategic acumen to thrive on the modern battlefield,” Marcos said.

MANILA – The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) thanked Albay Rep. Joey Salceda for supporting the peace agenda of the administration of President Ferdinand R. Marcos Jr.

“I thank and commend Rep. Joey Salceda for throwing his full support behind the national government’s peacebuilding efforts. This only shows that the good congressman shares our vision of bringing a just and lasting peace to our nation,” OPAPRU Secretary Carlito Galvez Jr. said in a statement over the weekend.

He also added that since his appointment to OPAPRU, the agency has been working closely with Salceda's office and other members of the House of Representatives in pushing forward, sustaining and building on the gains of the comprehensive Philippine peace process.

During their meeting on July 6, Galvez and Salceda discussed possible areas of collaboration, particularly in carrying out initiatives that will bring greater peace, security and stability in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Salceda committed to helping the Bangsamoro Transition Authority (BTA), the interim Bangsamoro government, in ensuring the passage of vital legislation such as the BARMM’s Revenue Code and Investment Code.

The two also talked about the implementation of projects being implemented under the Payapa at Masaganang Pamayanan (PAMANA) Program nationwide on how to “unlock the dividends of peace”.

The PAMANA Program is under the oversight of the OPAPRU.

“Our discussions with Rep. Salceda (were) very productive. We identified possible areas of collaboration, particularly on how we can enhance the delivery of our peacebuilding initiatives in the Bangsamoro and other conflict-affected areas in the country,” Galvez said.

The OPAPRU chief also thanked Salceda for supporting his re-appointment as peace adviser.

“I extend my deepest gratitude to Rep. Joey Salceda and his team for supporting my re-appointment as peace adviser. This means a lot to us as civil servants and peace workers.”

Galvez first served as presidential peace adviser from November 2018 to January 2023. He was then appointed by the President as the officer in charge of the Department of National Defense.

On June 21, Marcos reappointed Galvez as OPAPRU chief.

MANILA – The Armed Forces of the Philippines (AFP) on Monday said that "strategic victory" has been achieved over the New People's Army (NPA) as the insurgents only have 1,800 members as of this time, compared to the 24,000 during its peak in the 1980s.

During the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC)'s "Tagged Reloaded" press conference Monday, Aguilar said of the remaining 1,800 NPA members, 400 of them are already identified and facing criminal charges.

He added that all of them are the subject of "focused military operations".

"They should think of getting back to their families and to the folds of the law," he added.

Aguilar said some of those identified NPA fighters are holding key positions in the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF), a factor that must be considered, as they are the ones holding their comrades not to surrender or "waiting to be given graceful exit."

He said that over the past few months, more than 600 NPA members were either killed in combat operations or voluntarily surrendered to the government, further reducing the figure from more than 2,400 back in 2008.

"Because of that, we have reduced the number of guerilla fronts. When before there were five active guerilla fronts, this is now reduced to one, with the dismantling of two guerilla fronts, and weakening of two. That one active guerilla front is located, operating somewhere in (the) northern part of Samar," Aguilar said.

The AFP spokesperson also said that they are now focusing the necessary forces there to prevent and suppress violence that could come from this guerilla front.

Dismantling the politico-military structure of the CPP-NPA-NDF is the key objective of the AFP to achieve a total victory.

This can only be achieved "when the CPP is no longer capable of mounting atrocities or violent activities that will harm our community and disrupt our progress."

"Now, this also calls for the clearing of all affected barangays or even those threatened to make sure that when this shift is focused on territorial defense operation (TDO), there will be no ISO (internal security operation) problem to look back, and by that... we expect that with the guidance and direction given by the President, we will be moving for you will be shifting to TDO. All of us are united towards that purpose," Aguilar said.

Aguilar said the AFP is not abandoning its mandate for peaceful resolution of the local communist armed conflict as President Ferdinand R. Marcos Jr.'s "bringers of peace" and as a potent instrument of unity.

"What is important is to win them back," Aguilar said, noting that the AFP is very much open to recommending that "amnesty" should be offered to the insurgents.

"Amnesty is one way to end the insurgents," he said, but to the leftist rebels, all the AFP spokesperson could recommend is to surrender and be one of their former comrades who was enlightened by the many interventions the government has done to them and their supporters since the inception of the NTF-ELCAC.

Aguilar said the NPA's dwindled and weakened forces could no longer sustain their operations and advance political strategy, as even the residents and their local executives are turning their backs on them.

"They (CPP-NPA-NDF) were declared 'persona non grata'," Aguilar said, referring to most places the Communist Terrorist Group have infested but were cleared by the 'focused military operations' that drove them, and where the NTF-ELCAC poured projects for the development of these communities.

"We want to achieve total victory, for them not to be capable of carrying (out) atrocities again," Aguilar said, echoing the directives of the President to the AFP.

"We should end the local armed conflict now; we cannot let them stay for another 50 years," he said, echoing the AFP top brass' call to eliminate this year the remaining active front.

Aguilar said the AFP has been successful in dismantling the NPA mass bases and the removal of sectoral organizations as sources of funds and recruits. Most importantly, Aguilar said, those efforts being made by the NTF-ELCAC in rallying national government agencies and local government units (LGUs) to bring basic social services to far-flung communities vulnerable to NPA influence.

"For the LGUs, they should be giving spaces for the NPA to launch their tactical offensives. This is total victory," Aguilar added.

Earlier, AFP chief Gen. Andres Centino said the successful ISO against the NPA insurgents and local terrorist groups will allow the military to shift its resources to external defense operations or missions concerning territorial defense.

“The AFP under the banner of ISO continues with the aim of totally defeating the CTG and other local terrorists. Our efforts have resulted in success with the significant reduction of their numbers and firearms and the clearing of areas where they used to maintain presence; and those countering their propaganda, and suppression of their financial and logistics support,” he added.

Centino said the AFP's success in ISO was highlighted by the fact that of the five NPA guerilla fronts known as active in 2022, only one is active as two were reported dismantled while the other two are weakened.

"With these, we have safeguarded the safety and welfare of our fellow citizens. Thanks to the tireless efforts, support and cooperation of government agencies and different sectors of society,” the AFP chief noted.

With significant gains in ISO, Centino said a shift to external security operations (ESO) is on the horizon as the AFP strengthens its security posture with the increased conduct of aerial and surface maritime patrols, employment of air surveillance radar systems, monitoring of sea lines of communications and redeployment of naval special operations units and the Philippine Marines Corps.

Also, he noted an increased capacity and capability and professionalism brought by the AFP modernization and transformation programs.

“We have improved our capabilities and our presence in strategic locations with the increase in the number of naval vessels and the effective presence of our maritime detachments in the Batanes group of islands and the West Philippine Sea,” he added.

“These are complemented by partnering with our ally and strategic partner armed forces from our global and regional allied countries that enables leveraging of capabilities through information sharing, subject matter expert exchange, and joint and combined maritime patrols. All of these are with the help of an interagency-wholistic effort through the National Task Force-West Philippine Sea," Centino said.
