MANILA, Philippines – Philippine President Ferdinand Marcos Jr. said on Wednesday, March 22, that four new military bases under the Enhanced Defense Cooperation Agreement (EDCA) with the United States would be located in various parts of the Philippines, including in a province facing the South China Sea.

Marcos last month granted the United States access to four sites, on top of five existing locations under the 2014 EDCA, which comes amid China’s increasing assertiveness towards the South China Sea and self-ruled Taiwan.

“There are four extra sites scattered around the Philippines. There are some in the north, there are some around Palawan, there are some further south,” Marcos told reporters on the sidelines of the Philippine army’s founding anniversary.

EDCA allows US access to Philippine bases for joint training, pre-positioning of equipment and building of facilities such as runways, fuel storage and military housing, but it is not a permanent presence.

The Philippines and the United States would announce the locations of the bases soon, Marcos said, adding the sites would boost the country’s ability to defend the “eastern side” of its largest island, Luzon. Luzon is the closest main Philippine island to Taiwan.

China’s foreign ministry on Wednesday reiterated its stance that the U.S. side was increasing tensions by strengthening its military deployments in the region, adding countries should be “vigilant” and avoid being used by the U.S..

“We generally believe that defense cooperation between countries should be conducive to regional peace and stability, and should not be aimed at third parties or harm the interests of third parties,” spokesperson Wang Wenbin told reporters at a regular news briefing.

A former Philippine military chief has publicly said the United States had asked for access to bases in Isabela, Zambales and Cagayan, all on the island of Luzon, facing north towards Taiwan, and on Palawan in the southwest, near the disputed Spratly Islands in the South China Sea.

Some leaders of local governments at the potential EDCA sites have opposed Marcos’ decision, worried they would be dragged into a conflict if one arose between the United States and China over Taiwan.

But Marcos said his government has discussed with them the importance of the expanded US access and “why it will actually be good for their provinces.”

Washington has committed $80 million worth of infrastructure investments at the five existing sites – the Antonio Bautista Air Base in Palawan, Basa Air Base in Pampanga, Fort Magsaysay in Nueva Ecija, Benito Ebuen Air Base in Cebu and Lumbia Air Base in Mindanao.

Speaking before Philippine troops, Marcos told them to be vigilant as he said that the external threat to his country’s security was becoming more “complex” and “unpredictable.”

“Be vigilant against elements that will undermine our hard earned peace, our hard earned stability, continue to improve relations with your counterparts overseas,” Marcos said.

Marcos said he was aware of an “emerging threat” to his country’s territory, which he said would require “adjustments in our strategy.”

The Philippine leader did not give specifics, but he has previously cited the need to look beyond internal threats to security.

“The external security environment is becoming more complex. It is becoming more unpredictable,” Marcos said.

Philippine Navy (PN) flag officer in command, Vice Admiral Toribio Adaci Jr., recently visited Pagasa Island and other outposts in the Kalayaan Island Group to reach out to personnel deployed there.

“On March 19, Vice Admiral Adaci Jr. flew to the Kalayaan Island Group and reached out to the personnel stationed at Pagasa, Parola, and Likas Islands,” Naval Forces West public affairs office chief, Navy Lt. Joseph M. Ison, said in a statement late Tuesday.

He also visited the Naval Forces West (NFW) and 3rd Marine Brigade headquarters in Puerto Princesa, Palawan on March 17.

“The FOIC (Flag Officer in Command) PN also inspected the naval stations located at Macarascas and Ulugan Bay of the same city on March 18,” Ison said.

Adaci also led the ribbon cutting and blessing of the newly constructed administrative and research building at Parola and Likas islands.

The 2nd Special Operations Unit-Maritime Group (2nd SOU-MG) in Palawan was adjudged as the “Best Special Operations Unit of the Year” for its achievements in 2022.

Unit commander P/Lt. Col. Rae Charles DR Enrile personally received the award and recognition on March 21 from P/Maj. Gen. Jonnel Cabrillos Estomo during the 32nd founding anniversary of the PNP Maritime Group held at the PNP Multi-Purpose Center in Camp Brigadier General Rafael T. Crame in Quezon City.

“I am earnestly grateful and dedicate this award to the whole 2nd SOU-MG personnel. This award will not be possible without your persistent efforts, hard work, cooperation, and dedication to our service. Again, congratulations!” Enrile said in a post.

In connection with the event, the Maritime Group recognizes meritorious personnel based on their exceptional accomplishments over the calendar year 2022.

The theme of the anniversary was “Yaman ng Inang Kalikasan Ating Alagaan, Malasakit ng Kapulisan, Simbahan, at Pamayanan ang Kailangan Tungo sa Kaunlaran.” (R. Rodriguez)

Army battalion returns to Negros

The Army’s 47th Infantry Battalion is back in Negros Island.

This is because Bohol, where the 47IB and 302nd Infantry Brigade used to be assigned, has been declared as insurgency-free, disclosed last night by Lt. Gen. Benedict Arevalo, the commander of the Armed Forces of the Philippines Visayas Command.

The remaining troopers of 47IB and its equipment arrived on Monday night at the Dumaguete port in Negros Oriental, on board Navy ship BRP Bacolod.

Maj. Cenon Pancito, spokesman of the Special Joint Task Force Negros (SJTFN), yesterday said that the 47IB, which forms part of the task force, will have its temporary headquarters in the boundary of Kabankalan City, Negros Occidental, and Mabinay, Negros Oriental.


The SJTFN has been tasked to account the suspects in the assassination of Gov. Roel Degamo, dismantle private armed groups, and to help return normalcy in Negros Oriental.

The return of 47IB to Negros Island brings to six, the number of Army battalions assigned in Negros Island, which are under the supervision of 302nd and 303rd Infantry Brigades.

A battalion sized unit is composed of about 500 men.

Pancito believes that the SJTFN contributed to the surrender of the remaining suspects in the armed attack and killing of Gov. Degamo and eight others on March 4, inside his residential compound in Pamplona, Negros Oriental, where 17 others were also injured.

Following the return of 47IB to Negros, Task Group Bohol was organized by VISCOM, which is composed of a mixture of Army’s Special Forces troopers and Citizen Armed Forces Geographical Unit, to maintain the gains of the AFP in Bohol island.

Prior to its deployment in Bohol several years ago, the 47IB headquarters were in Brgy. Tiling, Cauayan, Negros Occidental, which is currently occupied by the 15th Infantry Battalion.

One of the four suspected New People’s Army rebels who died on March 1, in a gun battle with Army soldiers in Brgy. Carabalan, Himamaylan City, was identified by the Philippine Army as a resident of Brgy. Sicaba, Cadiz City.

In a statement issued by the 94th Infantry Battalion, the slain rebel was identified as Andre Cose, 43, whose cadaver was positively identified by his sister, in coordination with the Himamaylan City Social Welfare and Development Office.


Four cadavers, including that of Cose, who were left behind by their fleeing comrades at the encounter site, were buried by the 94IB and CSWDO of Himamaylan, after they were left unclaimed several days after the gun battle.

The encounter also yielded two M16 rifles attached to M203 grenade launchers, two AK47 assault rifles, a hand grenade, four rounds of M203 grenade launcher ammunition, four M16 magazines, seven AK47 magazines, and assorted ammunition.

Lt. Col. Van Donald Almonte, 94IB commander, extended his sympathies to the family of Cose, and said he is hoping that the death of four NPA members will serve a reminder to rebel remnants that their choice to join the armed struggle is a “dead end”.

MANILA – Philippine Navy (PN) flag officer in command, Vice Admiral Toribio Adaci Jr., recently visited Pagasa Island and other outposts in the Kalayaan Island Group to reach out to personnel deployed there.

"On March 19, Vice Admiral Adaci Jr. flew to the Kalayaan Island Group and reached out to the personnel stationed at Pagasa, Parola, and Likas Islands," Naval Forces West public affairs office chief, Navy Lt. Joseph M. Ison, said in a statement late Tuesday.

He also visited the Naval Forces West (NFW) and 3rd Marine Brigade headquarters in Puerto Princesa, Palawan on March 17.

"The FOIC (Flag Officer in Command) PN also inspected the naval stations located at Macarascas and Ulugan Bay of the same city on March 18," Ison said.

Adaci also led the ribbon cutting and blessing of the newly constructed administrative and research building at Parola and Likas islands.

"Part of the activities in the island stations are the talk to the troops and handover of emergency kits and foodstuffs," Ison said.

Adaci was accompanied by NFW chief, Navy Commodore Alan M. Javier, on his visits to these island stations.


"The FOIC, PN commended the efforts of our sailors and marines in the different island stations, as well as the Philippine Navy ships and aircraft in the Kalayaan Island Group within the Western Command joint area of operations, in accomplishing their mission and upholding their duties as Defenders of the Western Frontier," Ison added.

Adaci also lauded the Western Command through its commander, Vice Admiral Alberto Carlos, for highlighting the PN’s efforts as a multi-capable naval force responsive to the country's defense and development.

Thanking troops

Meanwhile, Navy spokesperson Captain Benjo Negranza, when asked about Adaci's message to naval personnel deployed in these West Philippine Sea outposts, said the PN chief "expressed his gratitude to the troops stationed in the various islands for their unwavering performance of their duties in guarding our island territories."

He also said Adaci's visit was also meant to boost the "morale of our personnel in the frontlines. Also, to see firsthand the situation in the islands."

Negranza also said the visit is not meant to raise tensions in the area.

"The visit is not intended to add to tension. Troop visit is a commander's prerogative to check on his troops and equipment and their readiness to perform their duties," he added.

MANILA – Philippine Army (PA) chief Lt. Gen. Romeo Brawner Jr. on Wednesday expressed confidence that ongoing intelligence driven operations will lead to the complete dismantling of all remaining communist guerrilla fronts in the country.

This as the PA works tirelessly to achieve its organizational gains and operational milestones, he added.

"Most significant of these are in the intelligence driven military operations against communist and local terrorist groups where we see the imminent complete dismantling of the remaining guerrilla fronts," Brawner said in his speech during the PA's 126th founding anniversary at its headquarters in Fort Bonifacio, Metro Manila.

The military earlier said that out of the 89 New People's Army guerrilla fronts recorded in 2016, only 23 or 24 are left with only five still capable of conducting any actions.


He added that these "successes" are shared with their stakeholders whose solid cooperation has magnified the impact of PA's whole-of-nation approach against these security threats.

"This in turn has encouraged the voluntary surrender of former rebels and their eventual reintegration into mainstream society," Brawner said.

Bolstering ties with allies

As this developed, the PA chief said Army personnel are "untiring" in bolstering their international defense and security engagements with allies and foreign counterparts.

"Even as I speak our troops are testing their mettle in Exercise 'Salaknib,' the latest edition of the joint training exercises with our partners from the United States Army," he added. "Salaknib" started March 13 and will end on April 4.

Around 3,000 Filipino and American soldiers are participating in these military exercises.

"Our humanitarian and disaster response capabilities are tested and always on the ready. Most recently we sent an urban search and rescue team to Turkey as part of the multi-agency earthquake response team of the Philippine Government," Brawner said.

He also pointed out the PA's role in President Ferdinand R. Marcos Jr. food for all program and the planting of 1 million fruit bearing trees.

"In early March we embarked on the initiative of planting 1 million fruit bearing trees that serve to help provide for our people's needs and protect the environment as well. Another food security initiative is the 'Hardin ng Lunas', a greenery program for all military camps all over the country that transforms vacant areas in our camps into productive vegetable and herbal gardens," he added.

Brawner also the PA has developed an 18-year strategic horizon plan with a singular objective which is to become "world class, multi-mission ready, cross domain capable by the year 2040."

"Your PA is 126 years old. We are strong in combined arms and soldiers' tested grip and willpower, we are united and resilient against all odds, anchored on enduring camaraderie and synergy and we are reliable under any circumstance or challenge with dynamic collaborations and partnerships founded on our soldiers' sincerity and selfless service," he added.

MANILA – President Ferdinand R. Marcos Jr. on Wednesday said the government will implement a pilot shelter program for the country's soldiers and police officers with the construction of 1,000 housing units in Cavite.

In a media interview after attending the Philippine Army’s 126th founding anniversary in Taguig City, Marcos said this is part of his administration's efforts to invest in the well-being of the country's uniformed personnel so that they, in turn, could concentrate on effectively performing their duties.

“We have to help them with their housing because again, I, in my view, whatever it is, whatever efforts we put into this is an investment. It’s not a financial investment. It’s just an investment in the well-being of our uniformed personnel,” Marcos said.

Under the pilot program, Marcos said around 500 housing units will be built for the military, and the other 500 would be for the Philippine National Police.


He pointed out that the government has to craft a financing scheme suitable to the police and the military because of their frequent transfer from one area to another, adding the details are now being worked out.

“Ang naging – hindi naman problema ‘yung pagtatayo kung hindi papaano ang magiging financing scheme (The problem, somehow, is how financing scheme would be done),” he said.

Marcos met with Philippine National Police chief Gen. Rodolfo Azurin Jr., Armed Forces of the Philippines chief of staff Gen. Andres Centino, Housing Secretary Jose Acuzar and Cavite Gov. Jonvic Remulla in Malacañang Tuesday to craft a scheme or system for the housing needs of soldiers and policemen.

“We are starting now to put together the system wherein they can be included in the financing system not only with public banks but also with private banks for this,” Marcos said.

Marcos said there is available land for the program but the government has to work on a scheme to get others onboard.

Acuzar earlier said the planned financial scheme aims to “mobilize more private partners, such as developers, banks and other financial institutions to invest in housing production.”

MANILA – Department of National Defense (DND) chief Carlito Galvez Jr. expressed hope that the holy month of Ramadan would serve as an opportunity to foster peace in the country.

"This celebration is a perfect opportunity for us to come together in our collective efforts to bring peace and prosperity to our country. Let inner reflection, prayer, self-sacrifice, and charity encourage us to maintain our faith and well-being," Galvez said in a message Wednesday, ahead of the start of the holy fasting month for Muslims.

The DND chief also hopes that the observance would remind everyone to be instruments of peace.

He also enjoined Muslim Filipinos to contemplate and reaffirm a sense of optimism and dedication in "carrying out our responsibilities to our people and communities".

"May the spirit of harmony and understanding according to the teachings of the Islamic faith inspire us to live and face the challenges ahead. Ramadan Mubarak from your One Defense Team!" the DND chief stressed.


Meanwhile, the Muslim community in Cebu said it would offer special prayers and sacrifices for the peace of the world and an end to the war in Ukraine when Ramadan starts on Thursday.

Ustadz Najeeb Razul, an Imam and Islamic law expert in Central Visayas, advised Cebuano Muslims to observe Ramadan with the people suffering in countries experiencing armed conflict in their minds as they recite their prayers and perform an act of kindness during the celebration.

“Our congregational prayers would usually have an invocation for world peace. Everybody will pray for peace and at the same time participate in their own way a special effort in the global perspective in solving conflicts between countries,” Razul told the Philippine News Agency (PNA) in an interview.

He said he would pray for “sober minds to be considerate, to play cool, and talk among themselves to discuss things to avoid war.”

Ramadan, one of Islam's five pillars, is the ninth month in the Islamic calendar which serves as a time of worship, fasting, prayer, charity, community spirit and spiritual development.

Eid'l Fitr, one of the two most important Islamic celebrations, is observed by the Muslim community three days after the month-long Ramadan fasting.

MANILA – President Ferdinand Marcos Jr. on Wednesday reiterated his commitment to continue the military's modernization to enhance armed forces’ capabilities to deal with national security threats.

“As your Commander-in-Chief, I am assuring you that we remain committed to modernizing the Armed Forces so no threat will be impossible to handle," Marcos said during the Philippine Army’s (PA) 126th founding anniversary in Fort Bonifacio, Taguig City.

“We will continue to invest not only in modern equipment and material but also in your training, so you can keep abreast of concepts, doctrines and strategies that we now need in the modern battlefield,” he added.


Marcos said the country's army must be vigilant amid a more complex and unpredictable external security environment, especially the increasing geopolitical tension in the region, as well as the advancements in technology that will dictate the future of warfare.

“That is why the army must always be fully prepared and capable for any contingencies, especially considering you are the country’s last line of defense against any external security threat,” Marcos said. “Be vigilant against elements that will undermine our hard-earned peace, our hard-earned stability."

He also urged the Philippine Army to strengthen its ties with its counterparts overseas through sharing of information and learning from the best regional practices.

Marcos expressed confidence that the Philippine Army, with more than a century of experience, will be able to rise up to the task of adjusting its strategies amid the emerging threat to the nation’s territory.

Meanwhile, Marcos emphasized the need for a recalibration of the Armed Forces of The Philippines’ (AFP) military doctrine in dealing with internal security threats as the country’s half-a-century’s fight with communist insurgents is coming to an end.

He noted that the army must be the catalysts to the rebels’ surrender and disarmament, as well as peacemakers that will work under a whole-of-nation-approach.

“It is a critical task as it is only through achieving internal security that we will be able to foster development and address equally important security concerns. It now behooves upon you to ensure that these areas will not fall onto the hands of those who intend to sow fear, discontent, and terror,” Marcos said.

This year’s Philippine Army anniversary celebration carries the theme, “Army@126: Strong, United and Reliable.” The monthlong celebration of the PA’s Founding Anniversary is geared towards achieving a world-class, multi-mission ready and cross-domain capable Army in the service of the Filipino people.

Aside from viewing the static and kinetic displays of the Army’s land assets and equipment during operations, Marcos also led the presentation of awards to selected uniformed and civilian personnel of the Philippine Army.

MANILA – President Ferdinand R. Marcos Jr. said Wednesday the four new additional Enhanced Defense Cooperation Agreement (EDCA) sites will be located in the northern and southern parts of the country, and Palawan.

In a media interview after attending the 126th Founding Anniversary of the Philippine Army in Taguig City, Marcos said Filipino and American officials have already identified and agreed on the new sites under the EDCA and would soon make a formal announcement.

“So, there are four extra sites scattered around the Philippines. There are some in the North, there are some around Palawan, there are some further South. So iba-iba talaga (They are really in different areas),” he said.


He said the goal is to defend the country’s eastern coast, noting that the Philippines’ continental shelf on Luzon’s eastern side was also put into consideration.

When asked if he has reached out to local government officials who are opposed to having the EDCA sites in their localities, Marcos said he talked to those officials and explained the importance of the EDCA sites in their jurisdictions.

“Yes, we explained to them why it was important that we have that and why it will actually be good for their province,” he said. “And mukha namang naintindihan nila (I think they already understand) because most of… those who had interposed some objections are really right now, naintindihan naman nila (they understand) and they come around to support the idea of an EDCA site in their province.”

Marcos last month granted US troops access to four more Philippine military camps, on top of the five existing locations under the EDCA.

Finalized after eight rounds of talks in August 2013, the EDCA, which was signed in 2014, allows US troops access to designated Philippine military facilities, and the right to build facilities and preposition equipment, aircraft, and vessels, but rules out permanent basing.

Under the EDCA, the Philippine government is working with the US to build the future facilities in Cesar Basa Air Base in Floridablanca, Pampanga; Fort Magsaysay Military Reservation in Nueva Ecija; Lumbia Airfield in Cagayan de Oro City; Antonio Bautista Air Base in Puerto Princesa, Palawan; and Benito Ebuen Air Base in Cebu.

The EDCA is a key pillar of the US-Philippines alliance, which supports combined training, exercises, and interoperability between Filipino and American forces.

MANILA – Senator Jinggoy Estrada on Wednesday announced that the Bicameral Conference approved to raise the retirement age to 57 years old of the members of the Armed Forces of the Philippines (AFP).

In a media briefing, Estrada said they approved Senate Bill No 1489 and House Bill 6517, on the amendment of fixed term of ranking of AFP officers and personnel from the present retirement age of 56 years old.


Estrada, chairperson of the Senate Committee on National Defense, said most of the time, retired AFP officers and members ended up employed in private companies after reaching the age of 56.

The AFP chief of staff, according to Estrada, will have a maximum tour of duty of three years except if he is removed by the President while service commanders of the Philippine Navy, Air Force, Army and Superintendent of the Philippine Military Academy (PMA) will have a fixed term of two years.

Estrada added that the term of an appointed officer who are 56 years old can be extended until 59 years old to complete the 3-year maximum duty.

MANILA – Senate Bill 2034 or the Reserve Officers' Training Corps (ROTC) Act reached the Senate plenary on Wednesday sponsored by Senator Ronald dela Rosa as chairperson of the Senate Sub-committee on ROTC.

In his sponsorship speech, dela Rosa emphasized the youth's important role in nation-building and the State's mandate to protect their physical, moral, spiritual, intellectual, and social well-being.

"The State shall also inculcate in the youth patriotism and nationalism and encourage their involvement in public and civic affairs," he said.

Dela Rosa cited the need to prepare the youth for the task of building the nation to its full potential.


"Kaakibat po ng pagtataguyod sa bansa ang pagtatanggol nito (Part of nation building is defending it)," he said, noting that no less than the Constitution states that “the Government may call upon the people to defend the State and, in the fulfillment thereof, all citizens may be required, under conditions provided by law, to render personal military or civil service.”

"And so, yes, an important aspect of mandating ROTC for our youth is ensuring that they are fully equipped to heed the call to defend the nation, when the need arises," he added.

Dela Rosa said the reinstitutionalization of ROTC would also prepare the youth in responding to disasters and instilling empathy among them.

Under the measure, students in higher educational and technical-vocational institutions will be required to undergo basic military and police training to motivate, train, organize, and use them for national defense preparedness or civil-military operations, and law enforcement.

It also aims to enhance their consciousness in the ethics of service, patriotism and nationalism, respect for human rights, appreciation of the role of national heroes in the historical development of the country, strengthen ethical and spiritual values, and develop personal discipline and leadership.

Dela Rosa said it would reinforce in students the values of civic mindedness, volunteerism, and genuine service to others to be active participants and volunteers for the development and improvement of ecology and environmental protection, human and civil rights awareness, and law enforcement.

He said it would provide the students with practical and applicable knowledge and skills that are necessary, essential, and ideal for survival, and extend service in times of emergencies and disasters, including disaster response operations, skills for search, rescue and relief operations, and early recovery activities.

He also assured that a Grievance Board in every ROTC unit and a National Grievance Committee would be established to ensure that no abuse, violence, or corruption in any educational institution implementing the mandatory ROTC program will be committed.

Dela Rosa recently came to the defense of the proposed measure amid calls to scrap the proposal due to the death of hazing victim Matthew Salilig, calling them a "desperate move from anti-ROTC leftist groups."

In a previous statement, he said he hopes to deliver his sponsorship speech on the proposed ROTC bill before the Senate adjourns its regular session on March 25 and possibly ratify the measure before the end of the year.

MANILA – The Philippines is expected to play a “big part” in this year’s iteration of the Australia-led Indo-Pacific Endeavor (IPE), according to Australian Ambassador to the Philippines HK Yu on Wednesday.

The IPE 2023 is an annual regional engagement activity organized by the Australian Defence Force (ADF) as a show of Canberra’s commitment in working with regional partners to ensure a secure Indo-Pacific through military exercises, training and workshop, among others.

“For Indo-Pacific Endeavour 2023, which is going to be happening at the end of August, the biggest part of it is going to be the Philippines,” Yu told the Philippine News Agency in an interview in Makati.


“To make sure it's a huge success, we already had a team on the ground, sitting down with the Philippine side, designing together, how all those exercises will look, and what other activities we are going to do in the margins of it,” she added.

Yu said joint activities with Manila would likely focus on humanitarian assistance and disaster response and potentially involve the Philippine Air Force and Army aside from the Navy.

The IPE 2023, she said, also seeks to include the Philippine Coast Guard and various agencies during workshops, some of which might cover the law of the sea and how it applies to Manila’s territorial rights.

“It actually targets the whole Indo-Pacific that's why it's called Indo-Pacific Endeavor. It will travel through a number of countries but this time, it's not just the warships,” she said.

“We are expecting the air force to also do a lot of fly in and fly out for different activities. And it will be much kind of bigger in scale than perhaps what you saw in 2022,” she added.

The IPE in 2022 involved about 1,800 members of the Royal Australian Navy, Australian Army and the Royal Australian Air Force who engaged personnel from 14 nations, including the Philippines.

As part of the initiative, the Australian maritime task group of HMA Ships Hobart and Stalwart docked in Manila harbor for a five-day port in October 2022.

Manila’s participation this year comes as Australia seeks to advance its defense cooperation with the country amid a “complicated strategic environment” in the Indo-Pacific, home to what analysts describe as potential flashpoints— the South China Sea and Taiwan Strait.

MANILA – The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) on Thursday expressed hope that Filipino Muslims commemorate the holy month of Ramadan with healing, forgiveness and reconciliation.

In a statement, OPAPRU acting chief Secretary Isidro Purisima said the agency is one with Muslim brothers and sisters in this year's observance of Ramadan -- one of Islam's five pillars which serves as a time of worship, fasting, prayer, charity, community spirit and spiritual development.

"This blessed month holds much significance to the members of the Muslim faith, especially at this time when nations across the globe are facing major challenges in the peace, security and health front," Purisima said. "As you devote the coming days in fasting and almsgiving. May your mind, body and spirit be renewed, as you go into deep prayer and commune with Allah."

He expressed hope that Ramadan would inspire all to further strengthen the bond and act as beacons of hope, solidarity and sustain the gains of peace throughout the nation and beyond.


"Let us seek inspiration from the Holy Qur’an, which says: 'The Believers are a single Brotherhood: So make peace with your brethren. Ramadan Kareem!'" Purisima said.

MANILA – Filipino and American troops participating in this year's "Salaknib" exercises trained themselves on a series of maneuvers aimed at protecting battlefields from enemy breaching attempts.

In a statement Thursday, Philippine Army (PA) spokesperson Col. Xerxes Trinidad said the exercises at the 1st Brigade Combat Team (1BCT) demonstration range in Fort Magsaysay, Nueva Ecija last March 20 include the Army's 51st Engineer Brigade and combat engineers from the US Army Pacific.

"PA combat engineers and US Army sappers trained side-by-side in anti-personnel obstacle breaching system, lane marking standard, and Battle Drill 8 during the said activity which is part of the ongoing 8th iteration of 'Salaknib'," Trinidad said.

Battle Drill 8 refers to maneuvers in dealing with "mine wire" obstacles.

Army signal experts and their US counterparts also held a signal operations subject matter expert exchange.


These activities are part of "Salaknib,” an Army-to-Army bilateral training exercise which aims to deepen interoperability of Filipino and US soldiers in a spectrum of military operations.

"Salaknib" means shield in Ilocano.

Around 3,000 Filipino and Americans troops are participating in these exercises which started March 13 and will end on April 4.

PARANG, Maguindanao del Norte – Twenty-two members of the extremist Bangsamoro Islamic Freedom Fighters (BIFF) operating in Maguindanao del Norte province have surrendered to police authorities, an official said Wednesday.

Brig. Gen. John Guyguyon, police director for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), welcomed the BIFF surrenderers who also turned in their high-powered firearms on Tuesday afternoon.


“I welcome you to the mainstream. I admire your decision to be with your respective families,” Guyguyon said in a statement, referring to the surrenderers that included two potential private armed group (PPAG) leaders.

The two PPAG leaders, whose names were withheld for security reasons, belong to the Sali Group and Tonda Group, both known private armed groups in Maguindanao del Norte.

They turned in eight homemade .50-caliber Barrett sniper rifles, a Garand rifle, three homemade rocket-propelled grenade launchers, three M79 grenade launchers, a 60mm mortar round, an RPG ammo, two homemade explosive devices, and two .45-caliber pistols.

A surrenderer who requested anonymity said he decided to yield to live a normal life with his family.

“Life is hard out there; we cannot even eat three times a day,” he was quoted in the statement as saying, even as he called on other comrades still fighting the government to turn themselves in.

TAGUM CITY, Davao del Norte – Datu Tungig Mansumuy-ut, the last indigenous people (IP) "bakwit" (evacuee) leader in the United Church of Christ in the Philippines (UCCP)-Haran, has surrendered to authorities on March 14 to witness the government's efforts to uplift the lives of his fellow IPs in Talaingod town.

In a press briefing on Wednesday, Mansumuy-ut, who is also the secretary-general of the Pasakkaday Salugpongan Kalimuddan (Pasaka), said that while he was initially hesitant to surrender, he changed his mind after seeing how his fellow "bakwits" who surrendered were happy and productive with their families in their communities.


The group has been holed up at the UCCP Haran facility here since 2015, amid allegations from the military that its members are being exploited by the New People's Army (NPA) to pressure government troops in abandoning hinterland areas under the rebels' influence.

Mansumuy-at expressed gratitude to the Army's 1003rd Infantry Brigade and 56th Infantry Battalion for ensuring their safety and providing food for him and his family during their stay.

He also vowed to help the government's peace programs.

Col. Marion Angcao, the 1003IB commander, said they have been monitoring Mansumuy-at's group during their stay in Haran and eventually lost contact when the group left the facility. However, one of their scholars helped facilitate their surrender.

Governor Edwin Jubahib thanked Mansumuy-at's group for responding to their call for peace and urged them to convince other IPs who remain at large to return to the government.

"We are assuring your safety during your surrender," Jubahib added.

Jubahib handed over PHP50,000 in cash assistance to Mansumuy-at during the press briefing.

BONGAO, Tawi-Tawi – The Philippine National Police (PNP) dismantled another Private Armed Group (PAG) after its members surrendered to authorities in Tawi-Tawi.

The surrender of the Ahaja group's seven members on Tuesday was part of the government's campaign against private armies and loose firearms, according to Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao.

Verceles said the members of the Ahaja group are armed with various firearms and served as the security escort of incumbent Sitangkai Mayor Tiblan Ahaja and Vice Mayor Serbin Ahaja.

The group consisting of Adurahman Ladja, Mabbul Amil, Said Asmad, Muktar Hussin, Aljiber Ibrahim, Mannan Talikan, and Assi Tawasil, surrendered around 3:05 p.m. in Bongao.


Verceles said they took their oath of allegiance at the Provincial Mobile Force Company headquarters in Barangay Poblacion, Bongao.

They handed over an M-16 A1 rifle with four magazines of ammunition and .45 caliber pistol with ammunition.

After debriefing, the group was released to the custody of Sitangkai Councilor Allan Ahaja and will be continuously monitored by the police in Tawi-Tawi.

Verceles said the Ahaja group is the second private armed group dismantled in Tawi-Tawi this week.

The first was the Alsaggab Mohammad Ali group based in Barangay Baldatal, Sapa-Sapa, which was dismantled after its members surrendered to authorities on Monday. The group served as armed guards during Ali's incumbency in 2007.

Sapa-Sapa Councilor Ampusuhum Lipae, the son of Ali, facilitated the surrender of the group.

Sitangkai and Sapa-Sapa are municipalities in Tawi-Tawi with populations of 37,319 and 33,580, respectively, according to the 2020 census. Tawi-Tawi is the southernmost province of the Philippines, located near Malaysia and Indonesia.

LEGAZPI CITY – Face-to-face classes have been suspended in elementary and secondary schools in four towns of Masbate province due to ongoing clashes between government forces and New People's Army (NPA) rebels.

In a press conference on Wednesday, Department of Education in Bicol (DepEd-5) Regional Director Gilbert Sadsad said schools in the affected areas will be closed for in-person classes until the situation normalizes.


"I got the information from the school superintendent, about the series of incidents.. hindi lang doon, halos sa ibang barangay nagkakaroon ng encounter..(not just there, but also in other barangays where encounters are monitored). So I instructed the superintendent to suspend the classes and give the self-learning modules (SLM) to be answered in their respective homes," Sadsad said.

He also instructed DepEd Masbate to conduct debriefing or psychological first aid intervention for the learners affected to address their fear as a result of the encounters.

"When we say suspend, we suspend the face-to-face classes only but the learners will need to study and answer the SLM given to them," Sadsad said.

Mayflor Marie Jumamil, DepEd-Bicol information division chief, said the affected local government units (LGUs) are the towns of Placer, Dimasalang, Uson and Cataingan.

She said the affected schools, as reported by the school division office (SDO) Masbate, are the "towns of Placer and Dimasalang -- all elementary and secondary schools; for the town of Uson -- the elementary schools of Eugenio C. Clores Sr., Badling and Miaga; and for the municipality of Cataingan -- all elementary and secondary schools located in the barangays of Aguada, Concepcion, Curvada, Domorog, Gahit, Madamba, Malubago, Matayum, Mintac, Pawican, Poblacion, Quezon, San Pedro, Sta. Teresita, Sto. Niño and Tagboan."

In an interview, Maj. Frank Roldan, 9th Infantry Division Public Affairs Office (DPAO) chief, said the clashes started last Monday.

On Wednesday morning, he said two soldiers of the Philippine Army's 2nd Infantry Battalion (2IB) were wounded in an encounter with more or less 11 NPA members at Barangay Locso-an in Placer town.


"The wounded soldiers are now in stable conditions. They are Private First Class PFC Mardie J. Lumapag and Private Angelito G. Tabanao. The gunfight happened after the 2IB troops responded to residents' information regarding armed men's posting paraphernalia about the NPA's upcoming anniversary on March 29. But even before they even got close to the area, five improvised explosive devices exploded which caused panic among the residents and students in the area especially since the scene of the incident was near a school," Roldan said.

He said the NPA intentionally carries out attacks in public areas, particularly near schools, which results in trauma, especially among the youth and not mindful of the possibility that innocent individuals might get hurt.

Lt. Col. Malu Calubaquib, Police Regional Office-Bicol (PRO5) spokesperson, said two police officers were wounded in an explosion incident that also resulted in an encounter in Dimasalang town.

"The victims were identified as Police Staff Sergeant Leo P. Almario II and Patrolman Jasper R. Gigante of Dimasalang Police Station, while on mobile patrol upon reaching Purok 2, Barangay Gaid, Dimasalang, Masbate, they suddenly stopped upon seeing a tarpaulin of a communist terrorist group (CTG) at the side of the road. A sudden explosion occurred followed by a burst of gunfire from the unidentified CTG members. The firefight lasted for more than five minutes," she said.

Calubaquib said personnel of the Dimasalang police station together with the Provincial Mobile Force Company in the area are now conducting a pursuit operation.

Early this week, a soldier was killed in a clash with NPA rebels in Barangay Villahermosa, Cawayan town, also in Masbate province.

DATU ODIN SINSUAT, Maguindanao Norte – A soldier was killed while his companion and a civilian were wounded following a drive-by shooting by gunmen on board a minivan in Mamasapano town, Maguindanao del Sur province on Wednesday morning.

Brig. Gen. Oriel Pangcog, the Army’s 601st Infantry Brigade commander, said the victims were manning a checkpoint in Barangay Libutan when attacked around 9 a.m.


He identified the slain soldier as Private First Class (PFC) Jorey Abibas of Libungan town, North Cotabato province; and the wounded as PFC Jonathan Nacion of Pigcawayan town, also in North Cotabato.

A civilian identified by police as Asidza Bayao was hit by stray bullets.

The two soldiers both belong to the Army’s 23rd Mechanized Company of the 2nd Mechanized Infantry Battalion.

“It was a terroristic attack. The suspects on board a heavily tinted minivan slowed down while passing by the checkpoint but suddenly pulled their rifles and fired at our troops,” Pangcog said in a radio interview.

Pangcog said the attackers are believed to be members of the outlawed Bangsamoro Islamic Freedom Fighters (BIFF), in retaliation to the recent death of BIFF’s Abdulkarem Lumbatan Hasim alias “Commander Jacket.”

Hasim was killed with his companion, Mahmod Lumbatan, during a law enforcement operation on Feb. 18 at a bus terminal in Tacurong City, Sultan Kudarat province.


Colonel Roel Sermese, Maguindanao police director, agreed that the BIFF was likely behind the attack.

Citing a police investigation report, Sermese said the attackers were led by Tong Aban Amang, a BIFF-sub leader under Commander Jacket.

Joint police and military operations against the suspects are ongoing, Semese said.
