Filipinos went to the polls for the national election on May 9th this year amidst a perceived threat of electoral violence and extremism coalescing in Muslim Mindanao. Although this hasn’t manifested this year, the 2025 regional elections may pose a more serious threat.

Conflict is deep-rooted in the southern Philippines. Historically, it has been the site of a long-running insurgency to (re)assert Moro nationhood on behalf of the region’s thirteen Muslim ethnolinguistic groups. The insurgency began in the early 1970s, but is embedded in the discourse of a pre-existing religious struggle that began when the Spanish first colonised the Philippines in the sixteenth century.

Since the subsequent American colonial rule, perceptions of an inherent incompatibility between the Philippines’ majority Christian and minority Muslim communities have prevailed in Manila. The Americans tried to circumvent this by incorporating Muslim elites into the Philippine state with the belief that their traditional authority over their Muslim constituencies would integrate the latter by proxy.

Although appeals to traditional authority have largely been exchanged for coercion, this relationship between national government, local government, and the population in Muslim Mindanao has persisted in the modern Philippine state. Local government positions provide a lucrative intermediary source of patronage vis-a-vis the national government, fostering oligarchy as an unfortunate side effect of efforts to govern areas that some in Manila considered ungovernable in recent decades.

Political and economic power are both at stake in local elections, and violence is often used to win or defend it. Private armed groups (PAGs) are accordingly a salient feature of political contestation in the south; in 2018, seventy two of the country’s seventy seven private armed groups were in the Autonomous Region in Muslim Mindanao (ARMM). It has also been the site of the country’s worst electoral violence. In 2009, a PAG linked to the Ampatuan clan attacked the convoy of a Mangudadatu family gubernatorial rival attempting to submit their candidacy, killing fifty eight in what became known as the Maguindanao Massacre.

The government has stepped up efforts to combat PAGs, especially since the 2015 establishment of the National Task Force for the Disbandment of Private Armed Groups in the Proposed Bangsamoro and Adjacent regions. The task force announced that in 2021 alone they had disbanded fourteen central Mindanao PAGs, further claiming that only three remained. Yet it is also important for policymakers to consider potential, latent PAGs, at the fringes of which are entities like the Maute Group.

The Maute Group was originally an appendage to the Maute clan’s political endeavours before gradually morphing into a key Islamic State affiliate in the Philippines by 2016, first through the instrumental adoption of Islamic State iconography and a later consolidation driven by the allure of attention and funding. They reached their height in mid-2017 when they, together with other Islamic State affiliates such as the Isnilon Hapilon-led Abu Sayyaf faction, occupied Marawi City for five months. Yet they have stagnated since then in the face of dwindling outside funding, a growing alienation from local communities because of the Siege of Marawi, and the sustained military efforts of the Armed Forces of the Philippines.

In the context of such existential threats, officials suggested that the Maute Group posed a “definite threat” to the 2022 elections, as they might take the form of a PAG-for-hire to fill their resource vacuum. Yet this was not the case, for reasons relating to both would-be patrons and the Maute Group themselves.

For politicians, the prospect of enlisting the Maute Group as a quasi-PAG is too unsavoury even for those experienced in coercive politics, an untenable association in both the eyes of officials and local constituencies since the Siege of Marawi. For the Maute Group, they may not be as financially constrained as anticipated and thus not compelled to offer such services. Officials estimated that the Maute Group could have looted up to two billion pesos (USD39 million) in the course of occupying Marawi. This is enough for long-term financial sustainment if mounting military operations and an absence of community support don’t scupper them altogether.

Although the Maute Group used financial incentives to garner support and mobilise fighters before Marawi, they have turned to clan networks and disillusioned members of the rebels-turned-rulers Moro Islamic Liberation Front (MILF) to replenish their ranks. This has rendered the potential financial gains of a PAG-for-hire role even less useful.

While this limited the incentive to joining the political fray in 2022, it could be a different story for the first regional elections of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), which replaced the ARMM in 2019.

These elections are now set for 2025 and will determine whether the reigns of regional governance remain with the MILF—who transitionally govern as part of their peace deal with the government—or return to the hands of more traditional politicians who dominated the preceding autonomous region.

The 2025 elections are likely to be more combustible than this year’s because there is even more at stake; the BARMM has essentially renegotiated the modus vivendi of regional politics and patronage, and 2025 will be the first time it is tested by the democratic process.

On one hand, local politicians won’t want to surrender too much power to an empowered regional government. On the other, as MILF defection to the Maute Group shows, it is difficult to deliver on promises of inclusive peace, and exclusion often manifests along ethnolinguistic lines. Renegade politicians, threatened by encroaching regional governance and feeling their ethnolinguistic interests are marginalised by the BARMM, might see ad hoc collusion with the Maute Group as another coercive means to defend their power as both parties’ exclusivist narratives coalesce.

The resource scarcity or convergent interests that could drive the Maute Group into the fray of electoral violence seem absent, or at least not acute, this election season. Although the elections were far from bloodless and overlapping membership between PAGs and extremist groups continues, electoral violence this year is politics superseding—rather than converging with—extremism. Events this year are thus not indicative of what may come in the 2025 BARMM regional elections, where the conditions for a pernicious coalescence are more likely.

The creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and the Anti-Terrorism Act are two of the major legacies of the Duterte administration in eliminating the threats of terrorism and the decades-long insurgency.

During the Duterte Legacy Summit in Pasay City Monday, Defense Secretary Delfin Lorenzana said the Anti-Terrorism Act of 2020 allowed law enforcement agencies to protect communities against terrorism.

The NTF-LECAC, created through Executive Order 70, also uses the whole-of-nation approach in addressing communist insurgency.

Lorenzana said through its Barangay Development Program (BDP), the NTF-ELCAC provides development projects to barangays such as farm-to-market roads, schools, sanitation systems, irrigation or water projects, health stations and livelihood programs in former conflict ridden communities.


Latest data show that around 822 barangays have benefitted from the BDP as of 2021.

For 2022, another 1,406 barangays are targeted to benefit from the BDP, Lorenzana added.

He said at least 56 New People's Army (NPA) guerilla fronts have been dismantled or cleared from the start of the Duterte administration in 2016 until April this year.

"Sa dako naman ng AFP, tayo ay nagsasagawa ng mga operasyon laban sa NPA at ibang local terrorists, nalinis natin ang limampu't anim guerrilla fronts (ng) NPA (On the AFP, we have conducted operations against the NPA and other local terrorist groups, we have so far cleared 56 guerilla fronts of the NPA)," Lorenzana said.

Lorenzana, who is also chair of the Security Justice and Peace Cabinet Cluster, said neutralized were about 314 key and ranking leaders of the communist terrorist group; 1,544 members of the extremist Abu Sayyaf Group, 971 Bangsamoro Islamic Freedom Fighters and 1,427 Dawlah Islamiyah members from 2016 up to 2021.

Neutralized refers to terrorist members who was surrendered, captured or killed by security forces.

Lorenzana added that the largest effort by the Armed Forces of the Philippines against local terrorist groups took place during the siege of Marawi City in 2017.

The summit promotes the landmark programs and achievements of the Duterte administration.

Some Cabinet officials presented to the public their accomplishments, policies, and projects that improved the lives of Filipinos over the past six years.

THE Philippine National Police (PNP) on Friday said that they had identified the suspects in the bombing incidents in Isabela, Basilan, on May 30, 2022.

Police Regional Office 9 spokeswoman Maj. Shellamie Chang said a witness approached them to help identify the suspects in bombing incidents at the bus terminal and fast-food chain.


"The Police Regional Office 9 is running after the suspects responsible for this incident in Isabela City. We are using our resources to hasten the investigation and arrest as we have been conducting a thorough investigation, and if arrested, the suspects will be immediately charged," Chang said.

Chang said that based on the witness account, the first male suspect had a height of around 5'3" to 5'4" and was wearing a red shirt, jeans, and a black hat.

She said that the suspect took a ride on the D-Biel Bus from Lamitan, Basilan, bringing with him a box that supposedly contained the explosive. The suspect stepped out of the bus in Isabela, leaving the box in the bus.

A second suspect was caught by CCTV leaving a suspicious-looking object in a parking lot of a fast-food chain. He was wearing a yellow shirt, jeans, and a white hat.

Chang said they had launched a manhunt operation to arrest the suspects now that they have a clearer picture of their identities.

She made the statement even as the Armed Forces earlier said that they eyeing the terrorist group Abu Sayyaf as behind the bombing at a bus terminal in Isabela City in Basilan.

"We suspect it's the ASG. The most probable suspect is (Abu Sayyaf)," Lt. Gen. Alfredo Rosario Jr., commander of the AFP Western Mindanao Command (WestMinCom) said.

PNP mobilized to find bus bombing suspects

"We've been saying that they are already small (in membership in Basilan), so they are trying to remain significant," Rosario said.

The bombing occurred at around 6:15 p.m. at the terminal of D'Biel Bus in Barangay Lapiedad, causing minor injuries to a security guard and a female storekeeper.

Thirty minutes earlier, an explosion occurred at a branch of the fast-food chain Jollibee in Barangay Isabela Proper, about 800 meters away from the bus terminal. No one was hurt in the incident.

WestMinCom spokesman Maj. Andrew Linao said the post-blast investigation showed the explosion at the Jollibee outlet was caused by a faulty wiring.

Rosario said the bombing at the bus terminal could have been perpetrated by a group of extortionists "whose intention is not really to inflict casualty."

CHR condemns bombing

Meanwhile, the Commission on Human Rights (CHR) condemned the recent bombing incidents in Mindanao and Isabela City, Basilan.

On May 26, an improvised explosive device (IED) went off inside a public utility bus in Koronadal City, South Cotabato, and another blast occured at a bus terminal in Tacurong, Sultan Kudarat.

"CHR strongly condemns these incidences of violence and indiscriminate bombings, which run counter to the principles of international humanitarian law. CHR reiterates its strong condemnation against any act of armed rebellion that seeks to terrorize and sow discord in the lives of people. These attacks run counter to the peace and security efforts of the government and are inimical to the country's national development," said CHR executive director Atty. Jacqueline Ann de Guia in a statement.

"We pray for a quick recovery for those hurt in the blasts in Mindanao. CHR for its part will be conducting a motu proprio investigation through its regional offices and coordinate efforts with the Bangsamoro Human Rights Commission in the conduct of its parallel investigation with local authorities in pursuit of justice for the victims hurt in these incidents."

Basilan blasts: Persons of interest identified

Police have identified two persons of interest in the twin bombings in Isabela, Basilan on Monday that left two persons wounded.

Philippine National Police (PNP) spokesperson Col. Jean Fajardo said a manhunt for the two, whom she did not name, is underway.

She said
the two have links with the Abu Sayyaf, and were believed to be behind the bomb attacks in a parking lot of a fastfood chain in Barangay Isabela Proper and at a transport terminal in Barangay La Piedad.


Fajardo said initial investigation showed that the bombs were detonated using cellular phones.

The PNP had earlier placed all its units on full alert to prevent more bombings and other acts of terrorism.

Two persons were also wounded when an improvised explosive device went off in a public utility bus in Koronadal, South Cotabato on May 26.

Another blast occurred near a bus terminal in Tacurong, Sultan Kudarat on the same day.
CHR probe

The Commission on Human Rights (CHR) has initiated a parallel probe into the bombings in Mindanao.

“The CHR strongly condemns these incidents of violence and indiscriminate bombings, which run counter to the principles of International Humanitarian Law,” CHR spokesperson Jacqueline de Guia said.

”These attacks run counter to peace and security efforts of the government and is inimical to the country’s national development,” she said.

“We pray for quick recovery of those hurt in the blasts in Mindanao,” De Guia said.
Abu bandit nabbed

As this developed, Abu Sayyaf bandit Jamar Julaid, 39, was apprehended in Barangay Seit Lake in Panamao, Sulu on Thursday.

The Criminal Investigation and Detection Group (CIDG) said Julaid has a pending arrest warrant for violation of Republic Act 10168 or the Terrorism Prevention and Suppression Act.

The CIDG said Julaid is among those responsible for the kidnapping of 10 Indonesians in March 2016.

The suspect allegedly received P1 million as partial payment from the ransom of P25 million that his group demanded from the families of the kidnap victims.

Government troopers foiled a bomb attack in Basilan yesterday as government troopers recovered three improvised explosive devices (IEDs) planted by the roadside in Tipo-Tipo town.

Personnel of the 18th Infantry Battalion and K9 and Explosive Ordnance Disposal unit discovered the bombs in Sitio Limbu Urot, Barangay Tipo-Tipo Proper at about 5 a.m.

Brig. Gen. Domingo Gobway, Joint Task Force Basilan and 101st Brigade commander, said the troops detonated the IEDs designed as anti-personnel mines.

The military conducted an intelligence-driven operation after police said the remaining Abu Sayyaf bandits based in Tipo-Tipo were behind the twin explosions in Isabela City on May 30.


The bombs went off in the parking lot of a fastfood chain and the motorpool of a bus terminal, leaving two persons wounded.

Also in Basilan, two persons were wounded in a gun attack in Maluso on Friday night.

Maj. Basiri Hassan, town police chief, said Alvin Amat, 42, a member of the Barangay Peace Action Team, and Shermhan Ansay, 34, were under a waiting shed of the wet market in Barangay Townsite when they were shot.

Hassan said the suspects engaged responding police and members of the Citizen Armed Forces Geographical Unit in a shootout, wounding militiamen Glendon Mengyaw and Ricky Villarin.

The suspects managed to escape.

The Armed Forces of the Philippines said the Abu Sayyaf Group (ASG) was likely responsible for the twin explosions that rocked Isabela City, Basilan on Monday.

"ASG ang nakita nating suspect although wala pa kaming report talaga kung sino ‘yung suspect at ano ‘yung motive nila," Western Mindanao Command commander LtGen. Alfredo Rosario Jr. said on Tuesday [Translation: We are looking at the ASG as the suspects, although we do not have a report yet who the suspects are and what the motive is.]


He added it could have been an attempt at extortion by the ASG or another group.

Isabela City Mayor Sitti Djalia Turabin confirmed the blasts in a Facebook post, adding that no one person was hurt in the incident.

The explosions happened in two separate areas in the city — one near a fast food restaurant and the other at a bus garage.

Rosario said the police were confirming the cause of both blasts and working with the military to get to the root of the incidents.

Meanwhile, in a separate interview with CNN Philippines, NCRPO Regional Director MGen. Felipe Natividad said the national capital region remains on "full alert" as the election period is still in effect.

"We don't have any threat related to the explosions in Isabela City, Basilan," he said on Balitaan.

BASILAN, Philippines – The military on Wednesday, June 1, linked the Abu Sayyaf to bomb attacks in Isabela City even as the police identified several persons of interest.

This came even as investigators concluded that the explosion outside the Isabela branch of the popular fast-food chain Jollibee on Monday afternoon, May 30, was the handiwork of bombers, and not an accident.

The first explosion, between 5:33 pm and 5:45 pm, was initially dismissed as an accident that resulted from faulty electrical wirings until investigators obtained CCTV footage that showed it was deliberate.

The bombing was followed minutes later by a powerful explosion inside the garage of the bus company D’Biel Transportation in Barangay La Piedad.

The second explosion hurt two people and damaged a truck and several parked buses.


Police said the garage explosion was traced to a box that was left behind by a passenger.

Task Force Basilan commander Brigadier General Domingo Gobway earlier said the passenger was a woman who allegedly entrusted the box to a bus conductor.

Lieutenant General Alfredo Rosario Jr., commander of the military’s Western Command, said the military sees the Abu Sayyaf as the group behind the bomb attacks.

Colonel Junpikar Sitin, police chief of Isabela City, told Basilan-based broadcaster DXNO that police have identified four persons of interest in connection with the bombing outside the Jollibee branch.

Sitin said investigators got hold of CCTV footage that showed a man placing a plastic bag in the parking lot of the fast-food restaurant.

The plastic bag, according to Sitin, was believed to contain the crude bomb that went off.

In a separate statement, the Philippine National Police (PNP)’s information office said the man, wearing a yellow t-shirt and a cap, was seen leaving the plastic bag with a small container just outside the establishment shortly before the explosion.

Sitin, however, said police investigators were still digging deeper in their investigation into the twin bombings, and would rather not pin the blame on any group at this time.

Police have so far established that the bombers used improvised explosive devices in the attacks, he said.

“We are still finding out exactly what the motive was,” added Sitin.

In a statement, Lieutenant General Vicente Danao Jr., acting PNP chief, said, “Our investigators are doubling time to identify the culprit of these two incidents and to establish the possible connection of both.”

Police and military operatives arrested Monday dawn a suspected supporter of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in La Libertad, Negros Oriental, and seized from him an explosive, a firearm, and ammunition.

Armed with a search warrant, government security forces nabbed Jerry Tapales Fabillaran, 43, of Barangay Manluminsag in the said municipality, at his house around 4:35 a.m., a report from the Negros Oriental Provincial Police Office (NOPPO) said.


Acting Presiding Judge Anthony Dumpilo of the Regional Trial Court Branch 64 in Guihulngan City, Negros Oriental issued the search warrant.

Authorities found a hand grenade, a .38-cal. revolver, and three rounds of live .38-caliber ammunition during the search of the Fabillaran’s house.

In an interview, Lt. Col. Ruben Verbo Jr., NOPPO public information officer, said based on the intelligence report, Fabillaran is “an active supporter of the NPA and is monitored to have his residence (used) as a meeting place for the mass base of the insurgents".

Fabillaran allegedly provides food and accommodation to the insurgents operating in the first district of Negros Oriental, Verbo said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

A wanted high-ranking official of the New People's Army (NPA) operating in Albay was killed by police and military operatives over the weekend as troops were about to serve him warrants of arrest.

In an interview on Monday, Maj. Malu Calubaquib, Police Regional Office in Bicol (PRO-5) spokesperson, identified the suspect as Antonio Abadeza alias "Flattops", a resident of this city.

She said Abadeza was the vice commanding officer of the communist terrorist group under Komite ng Probinsya 3, Platoon 3, Komiteng Sangay sa Platoon operating in Albay.


The suspect had standing warrants of arrest for attempted murder (Criminal Case No. 12063); homicide (Criminal Case No. 12029); robbery with homicide (Criminal Case No. 12010); attempted murder (Criminal Case No. 12064); and murder (Criminal Case No. 12267).

Calubaquib said police and military authorities went to Zone 7, Barangay Anislag in Daraga town on Saturday after receiving information from a civilian that Abadeza was in the area, extorting money from a small businessman.

"Operatives proceeded to the area and confirmed the presence of the suspect, who, while on board a motorcycle, noticed the authorities positioned along the road. They tried to stop the suspect but the latter suddenly drew a firearm and fired upon the troops. Sensing imminent danger, government troops retaliated which resulted in the killing of the suspect. On the other hand, no one was hurt on the government side," Calubaquib said.

Recovered from the scene were a firearm of unknown caliber loaded with eight pieces of ammunition; one extra magazine loaded with six live ammunition; four pieces of fired cartridge cases; one black sling bag containing a pouch bag with flash drive; eye drop; 11 pieces of live ammunition; and three pieces of "permit to campaign" sticker.

Calubaquib added that other items recovered from the suspect were a brown wallet containing PHP11,710 cash and assorted subversive documents.

The inventory of the recovered pieces of evidence was conducted in the presence of barangay officials in the said place and its custody is now at Regional Field Unit 5, Camp BGen. Simeon A. Ola here for ballistic and laboratory examinations.

"I humbly laud the efforts of our team and our counterparts from the Philippine Army for another successful operation. We also thank the community for their cooperation and support in our endeavors to solve the problems caused by these rebel groups. With this, we remain firm to do our part with the hope to create a violence-free and peaceful community," Brig. Gen. Mario Reyes, PRO-5 director, said in a statement.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

The support of villagers in Northern Samar in the fight against the New People’s Army (NPA) has contributed largely to the government’s bid to end the communist armed struggle.

Lt. Col. Joemar Buban, commander of the Philippine Army’s 20th Infantry Battalion, said former NPA allies in the community have been sharing valuable information that led to the discovery of NPA lairs and recovery of rebels’ firearms. They also convinced some NPA members to surrender.

“Their show of support to end local communist armed conflict (ELCAC) is a manifestation of their rejection to the atrocities of the communist terrorist group in their areas,” Buban said in a phone interview on Monday.


Clashes happen in some parts of Northern Samar as soldiers respond to information from villagers about the presence of armed men.

“Because their organization have been weak, the NPA resorts to use of banned explosives since they have no capability to face soldiers in an armed encounter. You will notice that recent encounters only last for few minutes since NPA fighters are outnumbered,” he added.

Buban said validation is ongoing to declare some 81 remote villages in Northern Samar as cleared from infiltration of the NPA.

These far-flung villages are in the towns of Las Navas, Catubig, Mapanas, Gamay, Lapinig, Palapag, and Laoang.

“Cleared means that all supporters in a village have already surrendered. Sightings are still expected since they will attempt to return, but we have soldiers and trained Citizen Armed Force Geographical Unit in the area to neutralize them,” he said.

Citing accounts of former rebels who recently surrendered, Buban said there are only 30 active NPA fighters roaming around in these seven Northern Samar towns.

Northern Samar is considered the hotbed of the communist terrorist group due to its thick forest and poor road networks.

The NPA organization has been attempting to control some remote areas in Northern Samar since it is one of their fund sources for their armed struggle, according to Buban.

The high incidence of poverty in Northern Samar makes people in upland communities vulnerable to the persuasion of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF).

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

The Philippine Air Force (PAF) said Monday the scattered parts of the unmanned aerial vehicle (UAV) or drone that crashed in Bukidnon province will not be removed until the investigation is over.

Lt. Col. Harold Hernando, commander of PAF’s Tactical Operations Group-10, said this is a standard protocol in order to identify the factors that caused the Israeli-made Hermes 900 UAV to malfunction mid-air.


“The crash site has no houses in the vicinity and there are no people,” Hernando told reporters in an interview.

The UAV crashed in Barangay Pualas, Baungon town, and investigation is ongoing as government troops continue to secure the crash site despite Monday's rainy weather.

According to the PAF, the UAV took off from the Lumbia airport to perform a “functional flight check” but it “lost contact” during descent shortly before noon on Saturday.

It was not immediately known if the UAV was damaged beyond repair, but Hernando said the drone did not cause injury to any civilian when it crash-landed.

Col. Menard Mariano, PAF spokesperson, said a combined team of police officers and Army and Air Force personnel is keeping watch over the UAV.

“The UAV is still in the area, this is being secured by the Army, the police, and the Air Force,” Mariano said in a text message Sunday.

Witnesses said the UAV had circled the several times in the air then it began to nosedive, and grazed a tree before crash-landing into a thickly vegetated ravine just a few hundred meters away from a mountain resort in Pualas.

Jonie Binalhay, 30, a driver of a construction company, said he and other workers were taking a break when they saw the drone going down.

“When it got nearer to the ground, we can hear the sound of its engine. It flew past us then we heard a booming thud when it crashed. We didn’t hear any explosion or see any fire or smoke emanating from it,” Binalhay said in the vernacular.

Hernando said they will retrieve the crashed drone “the soonest possible time” and to bring it back to the Lumbia airfield.

He also said the drone has been at the Lumbia airfield, but it “has been deployed here for a while.”

Based on information available online, the Elbit Systems Hermes 900 is an Israeli medium-size, multi-payload, medium-altitude long-endurance UAV designed for tactical missions.

The website Israel Defense said the PAF received in August 2020 full delivery of nine Hermes 900 UAVs and four Hermes 450 UAVs as part of a contract worth approximately USD175 million.

A total of 22 former Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels in Negros Oriental are now awaiting enrollment in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

These FRs comprised the batch covering the 2nd quarter of this year for E-CLIP enrollment, Capt. Marco Antonio Cardinoza, Civil Military Operations Officer of the 302nd Infantry Brigade said in an interview on Monday.

E-CLIP is the government’s program for rebels who have surrendered, to help reintegrate them to the community.


Cardinoza said the FRs have previously surrendered to different Army units under the brigade and are now being processed for inclusion in the E-CLIP.

Meanwhile, records at the brigade show that a total of 491 FRs in Region 7 under its coverage have surrendered and availed of the E-CLIP’s immediate assistance of PHP15,000 and the livelihood assistance of PHP50,000 from 2016 to 2022.

Those who received immediate assistance totaled 345 FRs while 146 others received livelihood assistance.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

The Task Force Davao (TF Davao) has increased patrols within the borders of the city to ensure the safety and security of Dabawenyos amid recent blasts in nearby provinces.

TF-Davao commander Col. Darren Comia said they have also strengthened the bus border operations, thoroughly checking passenger buses entering the city.

"In Davao City, we have not received any direct threats from terrorists, but we will not lower our guards. That is why we have increased our men patrolling our entry points and borders,"
Comia said in an interview Monday.


On May 26, an improvised explosive device went off at the rear section of the Yellow Bus Line along a busy part of the GenSan Drive in Koronadal City, South Cotabato hurting two persons.

Some 30 minutes later, another IED exploded at an empty lot in Tacurong City in Sultan Kudarat. Nobody was hurt in the incident.


Comia said initial investigations showed that the bombings were motivated by extortion.


"Per (initial) assessment, we found out that those [bombing] events are extortion attempts. Some terror groups have sent threats to the bus companies," he said, noting that investigations are ongoing.

Meanwhile, Comia announced that the city government issued temporary guidelines for bus lines that include the city in their routes.

"For now, they are only allowed to load passengers at the Davao City Overland Transport Terminal (DCOTT) so authorities can have their baggage checked," he added.

He clarified, though, that the passengers can still get off at their points of destination.

"Our DCOTT is equipped with facilities that will ensure the security and safety of the passengers and residents of the city and neighboring provinces. We are issuing this temporary guideline until further announcements," Comia said.

The Philippine National Police has already created a special investigation task group for the recent bombings.

Some three indigenous people (IP) leaders and nine of their followers have surrendered to military authorities, claiming they were “duped” into joining the communist rebel movement in Sultan Kudarat province, the military said Monday.

The 12 former New People’s Army (NPA) guerrillas, who are members of the Manobo-Dulangan IP community, decided to leave the rebel group on Sunday afternoon to seek government help.

They also turned over assorted firearms to the government forces.

Their surrender was facilitated by Col. Michael Santos, commander of the Army’s 603rd Infantry Brigade, and Lt. Col. John Paul Baldomar, commanding officer of the 37th Infantry Battalion.

The leaders were identified as Datu Gawa, Datu Ume Digan, and Sultan Tirso Gantangan who personally informed Brig. Gen. Eduardo Gubat, the acting Army’s 6th Infantry Division commander, about their plight when they were recruited to join the NPA.

The surrenderers said they were misled into joining the NPA organization with the promise of protecting them from logging firms damaging their ancestral domains.

“We were used as foot soldiers, we received only lip service,” Datu Digan said in a statement Monday.

Digan vowed to work with the government in putting an end to the NPA movement in the hinterlands of Sultan Kudarat.

Since January this year, more than 80 NPA fighters surrendered to military and police authorities in Central Mindanao.

A former teenage fighter of the Communist Party of Philippines-New People’s (CPP-NPA) in Negros Occidental is looking forward to finishing her studies and train to become a soldier.

“I want to be like them, to be a soldier,” said Rachelle, who is now under the tutelage of the Philippine Army's 303rd Infantry Brigade, in an interview over the Capitol’s Radyo Negrense on Monday.

Rachelle, who returned to the fold of the law four years ago, said she also wants to help her family, whom she abandoned when she decided to join the armed struggle at 17.


“While I was being brainwashed, I chose the organization over my family,” she said.

Rachelle said her mother was clueless about her activities, especially when she joined the Kabataang Makabayan at the age of 15.

Before she formally became a cadre, she underwent a year-long process of taking part in the activities with the CPP-NPA’s legal organizations.

When she decided to join the armed struggle, her superiors instructed her to tell her family that she was hired for a job in Cebu, but she actually stayed in Negros Occidental and was deployed to the hinterlands of the Himamaylan City.

She was only 17 when she joined the NPA’s Komiteng Rehiyon-Negros, and a year later, a comrade, who was a vice platoon leader, sexually molested her.

He pointed a caliber .45 pistol at her, she said, adding that after the incident, other comrades ignored her situation, and she learned that she was not the only victim of sexual abuse within the movement.

She later realized that the armed struggle was no longer what she thought it to be, and she surrendered to the government in 2018.


Rachelle feels bad whenever there are minors who get killed during encounters, but only the CPP-NPA should be blamed for what happened to them.

She appealed to parents to keep watch over their children to prevent them from being lured to join the CPP-NPA.

Through the Army’s assistance, Rachelle became a “living testament” that a better life awaits those who want to surrender and avail of Enhanced Comprehensive Local Integration Program (E-CLIP) for former rebels.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Two explosions rocked late Monday Isabela City, the capital of Basilan province, a top military official said.

Brig. Gen. Domingo Gobway, Joint Task Force (JTF)-Basilan commander, said no one was injured or killed in the twin explosions that happened one after the other.

However, Ronda del Basilan posted on his Facebook page quoting Lt. Col. Julpikar Sitin, Isabela City police chief, said the second explosion injured two persons.


Sitin could not be reached for comment.

Ronda del Basilan is the Facebook page of Richard Falcatan, the station manager of the lone radio station in Isabela City.

Isabela City Mayor Sitti Djalia Turabin-Hataman said on her Facebook page that one person, who sustained minor injury, is being treated in the hospital.

The first explosion happened around 5:45 p.m. at the parking lot of a food chain outlet in downtown Isabela City.

“Initial assessment said the explosion was due to alleged faulty wirings,” Gobway said in a text message.

The second explosion happened around 6:15 p.m. at the bus station of D’Biel Transport Company along Valderosa Street, Barangay La Piedad.

Hataman urged the Isabeleños to remain calm but vigilant.

Ernesto Torres Jr., head of the Northern Luzon Command (Nolcom), said on Tuesday security personnel of the 3rd Mechanized Battalion under the operational control of Joint Task Force Kaugnay received information from a concerned citizen regarding the location of the arms cache allegedly owned by the NPA's Komiteng Larangan Guerilla Tarlac-Zambales (KLG TARZAM).

Torres said the recovered items included a Galil rifle, two M16 rifles, an M203 grenade launcher, a shotgun, a long magazine for Galil, four short magazines for M16, 71 pieces of 5.56mm ammunition, and 18 pieces of 40x46mm grenade launcher ammunition.


“The continuous discovery of CTG’s (communist terrorist group) arms cache is a way to deplete them of their resources which prevents them from performing hostile attacks in the north and central Luzon,” he said in a statement.

He said Nolcom’s series of operations against the terrorists will continue to intensify as they aim to further constrict “the CTGs of their operating spaces, limit their movement, and disable them from their ability to recruit and deceive our countrymen.”

Meanwhile, Maj. Gen. Andrew Costelo, commander of Joint Task Force Kaugnay, lauded the troops’ accomplishments in their area of operations and at the same time, hailed the continuous success of their mission with the “active participation of the people which is vital in sustaining and ensuring the peace in the area.”

The Davao de Oro provincial government turned over Tuesday four completed Barangay Development Projects (BDP) to an insurgency-free barangay in the area.

In a statement, the provincial government said Gov. Jayvee Tyron Uy led the turnover of two farm-to-market roads (FMR), a barangay health center, and a water system to Barangay Golden Valley in Mabini town.

Last year, the province received PHP1.3 billion from the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) intended for the BDP, PHP20 million of which was earmarked for each of the 65 barangays that were cleared of communist insurgency.

A hallmark program of the NTF-ELCAC with the end goal of bringing development to former conflict-prone communities, the BDP forms part of the government’s whole-of-nation approach in
fighting the rebellion waged by the Communist Party of the Philippines–New People's Army–National Democratic Front (CPP-NPA-NDF) in the countryside.


The program aims to eradicate the root causes of the insurgency, poverty, disease, lack of education and opportunities, and social injustice in remote communities across the country identified to have been influenced by the communist ideology.

“This aims to help residents have accessible roads for easy transport of agricultural goods and services, free healthcare services, and clean access to drinking water,” the governor said.

In 2021, the BDP targeted to rehabilitate and develop 822 geographically isolated and disadvantaged areas formerly influenced by the CPP-NPA-NDF in many parts of the country.

This year, 1,406 barangays have been identified to benefit from the program.

Two New People’s Army (NPA) rebels with standing warrants for murder cases were arrested while three others surrendered to police authorities in Masbate on Monday, the Police Regional Office in Bicol (PRO-5) said Tuesday.

Maj. Malu Calubaquib, PRO-5 spokesperson, said in a report, the police and military
arrested in Cataingan, Delmo Moneno, 53, and Arthus Abejuela, 48, both of Barangay Nadawisan.

"They are charged with the crime of murder issued by Regional Trial Court Branch 49, Cataingan, Masbate," she said.

Calubaquib said the suspects are members of Larangan 2, Komite ng Probinsya 4 under the Rogelio Suson Command.


"The group is responsible for the violent acts and extortion activities launched against government officials, businessmen, and innocent civilians in the 3rd District of Masbate," she added.

Meanwhile, three barangay officials also in Cataingan returned to the fold of the law after a series of negotiations.

Calubaquib said the three were also members of the Rogelio Suson Command who served as the lookouts of the rebels in the area and provided financial support and food supply to the group.


“We assure the public that in the coming days we shall continue to embark on our programs and initiatives to rip to shreds the insurgents and foil their hostile acts," Brig. Gen. Mario Reyes, PRO-5 director, said in a statement.

The Philippine Army has welcomed the investigation of the Commission on Human Rights (CHR) on the killing of a civilian by the New People’s Army (NPA) in an upland village in Carigara, Leyte.

Capt. Kaharudin Cadil, Army’s 802nd Infantry Brigade spokesperson, said in a phone interview Wednesday they are very supportive of the ongoing investigation as part of the soldiers’ promotion, adherence to and respect of human rights.

Cadil said they accompanied on Tuesday a team from the CHR regional office led by Raquel Barastas that launched a special investigation on the killing of civilian Jesus Sarcilla, 61, by members of communist terrorist group led by Juanito Sellesa.

The NPA killed Sarcilla on Dec. 7, 2021 as witnessed by the victim’s daughter, Zosima, 26, “despite the goodwill he extended to the said terrorist group by providing them food and shelter.” He was shot multiple times outside their house in Binibihan village in Carigara town.


“According to the CHR, the case was already filed before Branch 48 of the Regional Prosecution Office for International Humanitarian Law violation. The CHR came in to identify human rights violations and demand accountability. Through this investigation, we will be able to prevent future atrocities, targeting innocent civilians,” Cadil told the Philippine News Agency.

The town of Carigara has been the focus of military operation against the NPA in Leyte province in the past three years.

Between 2019 to 2020, NPA remnants have moved to the mountains of Carigara after soldiers cleared the infiltrated areas in Ormoc City and Kananga, Leyte.

Carigara is about 48 kilometers northwest of Tacloban, the regional capital. It is a 2nd class town with a population of over 51,000.

The Army has facilitated the “healing and reconciliation” between former New People's Army (NPA) fighters and Indigenous Peoples (IPs) in Davao and Agusan provinces, resolving decades-old conflict wrought by the communist rebels' atrocities on tribal communities.

“Rebels who returned to the fold of the law want to redeem themselves by asking for forgiveness from the tribes that fell victims of their crimes in the areas where they used to operate,” the Army's 10th Infantry Division spokesperson, Capt. Mark Anthony Tito, said in an interview Wednesday.

In three separate events last month, Tito said the Army's 60th Infantry Battalion organized meetups between former rebels and tribal communities in Davao del Norte, Davao de Oro, and Agusan del Sur.

He said the gatherings afforded former rebels under the now dismantled NPA Guerilla Front 3 to meet IP members in person and ask forgiveness for past atrocities.

Former NPA commander Maximo Catarata, who joined one of the “healing and reconciliation” sessions, underscored the importance of "repairing the broken relations” between the tribes and former rebels.


This was necessary, Catarata said, to achieve lasting peace and for former rebels to atone for their past abuses.

Catarata, who used to lead the Guerilla Front 3 of the NPA, surrendered on March 31 this year along with 18 members of his group. They yielded 33 high-powered firearms.

Lt. Col. Merrill Sumalinog, acting 60IB commander, said Catarata and his colleagues have been enrolled in the government's Enhanced Comprehensive Local Integration Program (E-CLIP).

“We initiated the reconciliation of the exonerated communist-terrorist groups with the communities that they previously victimized," Sumalinog said in a statement.

He said they have facilitated "healing and reconciliation sessions" between former NPA fighters and the Ata, Langilan, Manobo, and Dibabawon tribes of Kapalong, Davao del Norte, Laak, Davao de Oro, and Loreto, Veruela, and La Paz in Agusan del Sur.

“With their sincere acts of surrender, we are looking forward that the former rebels will live the rest of their lives productively in their respective communities and be able to work and send their children to school free from fear,” Sumalinog said.

Samar province is eyeing to reverse its reputation from conflict-stricken to a peaceful and developed area with the completion of a peace house and a training facility for former members of the New People’s Army (NPA).

The two major projects complement the Local Social Integration Program (LSIP) to encourage more rebels to yield to the government and be productive, Samar provincial social welfare and development officer Alma Austero said Thursday.

“For decades, Samar has been known as a province affected by armed struggle. Through this approach, we want to change others’ perception about Samar,” Austero said in a phone interview.


Austero said officials from the national and local governments inaugurated on May 31 the PHP4.5-million peace house conceptualized in 2017. The facility is inside the Philippine Army’s 8th Infantry Division compound in Catbalogan City, Samar.

It will serve as a one-stop shop for the processing of Enhanced Comprehensive Local Integration Program (E-CLIP) and LSIP beneficiaries.

“A former rebel will stay in the peace house for one to three months provided with appropriate social-economic interventions, quality programs and services to help them restore their psycho-social functioning,” Austero said.

Imelda Bonifacio, manager for Eastern Visayas of the Office of the Presidential Adviser on Peace, Reconciliation and Unity, said their office funded the project to cater the increasing number of surrenderers.

The peace house has four rooms that can each accommodate six to eight occupants. Qualified to stay are either regular members or staunch allies of the communist terrorist group in Samar who have yielded to authorities.

“Their stay in the peace house is necessary to expedite their reintegration process in mainstream society. The journey of peace is not an easy task, we may experience all the hardships and challenges but now is not the time to stop. We are now succeeding and reaping the gains of peace,” Bonifacio said.

After their stay at the peace house, they will be transferred to a training center in Fatima village in Hinabangan, Samar, also inaugurated on May 31.

At the training center, the Office of the Provincial Agriculture, Department of Trade and Industry, Department of Labor and Employment, Technical Education and Skills Development Authority, and other agencies will be capacitating former rebels.

“They will be provided with skills enhancement training and kits in an effort to hasten the reintegration process. The provincial government will shoulder all their expenses while undergoing skills and livelihood training,” Austero added.

After the training, former rebels will have the option to return to their village or move to the government’s socialized housing project in Pinabacdao, Samar.

These projects, Austero said, have been the priority of Governor Reynolds Michael Tan as part of the whole-of-nation approach to end the local communist armed conflict in the province.

Samar Island is considered as one of the strongholds of armed rebels due to the densely forested mountainous areas, high poverty incidence, and issue of widespread landlessness, based on a 2013 study of William Norman Holden of the University of Calgary in Canada.

The NPA launched its first tactical operation in the country in Calbiga, Samar in 1974, when its members ambushed an Army scout patrol and seized several weapons.

In 1976, the NPA gained popular support among the inhabitants of Samar following its actions against cattle rustling gangs.

The NPA, which has been engaged in a five-decade armed struggle, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the ATC on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

BALER, Aurora – A total of 16 former rebels of the New People’s Army (NPA) in this province received cash assistance under the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

Lt. Col. Julito B. Recto Jr., acting commander of the Army’s 91st Infantry (Sinagtala) Battalion (91IB), said on Thursday six of the rebels got PHP65,000 each while the 10 others got PHP5,000 each, which could help them start their lives anew together with their families.


“The six rebels surrendered to 91IB before and received PHP65,000 as start-up capital for their chosen livelihood,” Recto said in an interview.

He said the cash aid for the other former rebels came from the Department of Social Welfare and Development under its Sustainable Livelihood Program.

“I am advising them to wisely use the cash assistance they received as seed money to start a small business and earn a living to support their respective families,” Recto said.

He is hopeful that the former rebels will help the government by informing their relatives, friends, and fellow rebels, who are still in the communist organization, to lay down their arms and avail of the E-CLIP.

The E-CLIP is a complete package program for individuals who have decided to abandon armed struggle and rejoin mainstream society.

It is a peacebuilding social protection program that provides interventions for former rebels in becoming productive citizens of society.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

A suspect linked to the series of recent bombings in Central Mindanao was killed while another was arrested during a law enforcement operation in North Cotabato, the military said Thursday.

Killed during the joint military-police operation in M’lang, North Cotabato on Wednesday was Monir Lintukan, while his cohort, Randy Saro, was arrested.

Lt. Col. Rommel Mundala, the Army’s 90th Infantry Battalion commander, said the two suspects are members of the Dawlah Islamiya, a faction of the extremist Bangsamoro Islamic Freedom Fighters.

Col. Jovencio Gonzales, the Army’s 602nd Infantry Brigade commander, said an operation was immediately launched against the suspects after reports confirmed their presence in Barangay Dungguan, M’lang, North Cotabato.

“A 30-minute firefight ensued before the rest of the terror group withdrew,” Gonzales said in a statement.

Government troops recovered an M16 rifle, 41 rounds of M16 ammunition, and an improvised explosive device at the encounter site.


Citing intelligence information, Gonzales said the suspects were involved in the recent Koronadal Yellow Bus bombing, the Tacurong bombing, the bomb attacks in M’lang and Aleosan towns in North Cotabato.

They have also been linked to the bombing of the Rural Tours Bus in Parang, Maguindanao, recently.

Gonzales said the extortion group is led by Dawlah Islamiya commander Almoben Camen Sebod and Omal Kamsa, a member of the BIFF-Karialan faction.

Brig. Gen. Eduardo Gubat, the Army’s acting 6th Infantry Division commander, vowed to pursue the group "until they will be neutralized."

The Surigao del Sur Police Provincial Office (SDSPPO) has filed robbery charges against a New People's Army (NPA) leader.

Col. Joseph Boquiren, SDSPPO director, identified the suspect as Roderick Bensing Maco, the platoon commander of Sub-Region Sentro de Grabidad 21 Westland of the NPA's North Eastern Mindanao Regional Committee.

“Maco was involved in a robbery in band that transpired on April 28, 2022 in Barangay Siagao, San Miguel, Surigao del Sur,” Boquiren said in an interview Thursday.


He said they filed the case before the Provincial Prosecutor’s Office on May 30.

At the height of the election campaign on April 28, Boquiren said the NPA insurgents under Maco forcibly broke into the house of San Miguel Vice Mayor Rolmar Basalan, a mayoral candidate in the area.

The rebels searched the house of the victim and took a .45-caliber pistol and an airsoft gun.

Basalan's wife also told police that before the incident, the NPA rebels called them and demanded “permit to campaign” fees.


She said they refused to give in to the demand of the guerrillas.

Boquiren assured the police that they will launch a manhunt as soon as the arrest warrant against the suspect is issued by the court.

ZAMBOANGA CITY – An alleged Abu Sayyaf Group (ASG) bandit already detained here for kidnapping charges got a third arrest warrant for the same offense, an official said Thursday.

Col. John Francis Encinareal, Criminal Investigation and Detection Group-Region 9 (CIDG-9) chief, said the latest arrest order against Suhud Salasim was for four counts of kidnapping for ransom and serious illegal detention.

A court in Jolo, Sulu recommended no bail. The arrest warrant was issued last May 6.

Salasim has been jailed since March last year following his capture when government troops rescued three of the four Indonesians that the group held captive off Pasigan Island, South Ubian, Tawi-Tawi, in January 2020.

Prior to his capture, Salasim had pending arrest warrants for his alleged involvement in at least two kidnapping incidents.

Salasim's group seized the five Indonesian fishermen on January 15, 2020 off Lahad Datu, Sabah, and brought them to Sulu.

Authorities said the bandits killed one of the five Indonesians who tried to escape amid a firefight with government troops on September 29, 2020 in Patikul, Sulu.

Encinareal said Salasim, a native of Isabela City, Basilan, was involved in the August 20, 2002 kidnapping of Florida Montulo and five other members of the Jehovah’s Witnesses in Patikul.

The bandits beheaded two of the victims– Leonec Mantec and Lemuel Montulo– on the same day they were captured.

Encinareal said Salasim was also involved in the April 23, 2000 kidnapping of 21 people, mostly Europeans, at a resort in Sipadan, Palau, Sabah.

The Police Regional Office in Bicol region (PRO-5) said 62 New People's Army (NPA) rebels were nabbed while 72 have returned to the fold of the law as a result of the government’s retooled community support program from January to May this year.

In an interview on Friday, Maj. Malu Calubaquib, PRO-5 spokesperson, said
during the conduct of internal security operations, 10 died among the 62 rebels arrested.


"In keeping up with its mission of maintaining peace and order, ensuring public safety and internal security, Bicol police remains stern to suppress and wipe off the existence of the NPA in the Bicol region," Calubaquib said.

The support program, she noted, enabled the Philippine National Police (PNP) to establish a rapport with the rebels and paved the way for encouraging them to mend their ways and begin a new life.

Along with this, PRO-5 also persists in introducing the whole-of-nation approach embedded under President Rodrigo Duterte’s Executive Order 70 to victims of the false ideologies of the rebel group as the organization helps to reintegrate them into mainstream society, Calubaquib said.

Brig. Gen. Mario Reyes, PRO-5 director, said in a statement, “We are certain that through our non-stop operation, we shall be able to further weaken these lawless elements until none of them continue to exist. PRO-5 has done much and shall carry on its efforts to sustain the momentum."

A New People’s Army (NPA) rebel surrendered amid an intelligence-driven law enforcement operation by government operatives against NPA remnants in Zamboanga del Sur, a top military official said Friday.

Rear Adm. Toribio Adaci Jr., commander of the Naval Forces Western Mindanao (NFWM), said
Rubin Enlab Daano yielded to authorities Tuesday in Josefina, Zamboanga del Sur.

Adaci said Daano, of Barangay Dilud, Dumingag, Zamboanga del Sur, was recruited into the NPA by Rolando Maglasang.

Daano served as lookout and courier of the Barrio Revolutionary Committee under the NPA Guerrilla Front Big Beautiful Country of the Western Mindanao Regional Party Committee.

He was also a member of Salabukan No’k G’taw Subanen, one of the underground mass organizations of the NPA in the Zamboanga Peninsula,
Adaci said.

Daano, who handed over a shotgun and a grenade, took his oath of allegiance in the presence of Josefina town officials, police, military, and operatives of the National Intelligence Coordinating Agency.


Gen. Andres Centino, the Armed Forces of the Philippines chief-of-staff, who was in Zamboanga del Sur Wednesday, commended the troops for carrying out successful operations against the NPA in the Zamboanga Peninsula.

Since January this year, some 615 NPA and other terror group members either surrendered or were neutralized by government troops in the region.

At least 30 former Communist Party of the Philippines - New People's Army (CPP-NPA) rebels have signified their interest to occupy the socialized housing project of the government in Pinabacdao, Samar as they strive for normalcy after years of armed conflict.

Samar’s provincial social welfare and development officer Alma Austero said in a phone interview on Friday these former members of the New People’s Army (NPA) have no plan to return to their villages.

“They just completed the skills and livelihood training. Aside from the free house, they will also be provided with farm lots for them to become productive,”
Austero added.

The Peace and Prosperity village, where 144 houses will rise, is in Catigawan, an upland village in Pinabacdao town.

The site is about 3 km. away from the national road.

The lot was donated by the Department of Agrarian Reform while the construction of houses will be funded by the National Housing Authority.

She said land preparation is ongoing and the building of housing units will kick off within the year.

The project is part of the whole-of-nation approach to end local communist armed conflict.

Austero said she has no available information on the cost of the socialized housing project.

Samar province is eyeing to reverse its reputation from being conflict-stricken to a peaceful and developed area with the completion of a peace house in Catbalogan City and a training facility in Hinabangan town meant for former NPA fighters.

The two major projects complement the Local Social Integration Program designed to encourage more rebels to yield to the government and become productive.

After staying at the peace house and undergoing skills and livelihood training, former rebels have the option to move to the Peace and Prosperity Village in Pinabacdao or return to their old communities.

A total of 151 former New People's Army rebels from Iloilo province are expected to receive their livelihood settlement grant from the Department of Social Welfare and Development (DSWD) before the end of June.

The DSWD annually allocates funds for 164 formers rebels on a first-come, first-served basis under its Sustainable Livelihood Program (SLP) as part of its commitment as a member of the livelihood cluster of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).


This year Iloilo has the biggest endorsement of 151 former rebels.

“They are certified former rebels. We only entertain if they have an endorsement from the E-CLIP (Enhanced Comprehensive Local Integration Program) and a joint AFP (Armed Forces of the Philippines) and PNP (Philippine National Police) intelligence clearance,” SLP Regional Program Management Office head Mary Ann Masculino said in an interview on Saturday.

Masculino said each former rebel is entitled to cash assistance of PHP20,000 for a proposed project.

The target recipients are coached to help identify a project and ensure income generation.

“Most of the proposals that we received are animal-raising, like hog-fattening, and carabao-raising; corn production; and furniture making. Hopefully, we can serve them before the semester ends since there are already approved proposals,” she added.

She said should their chosen project fail to prosper, the cause of their failure would be assessed.
If necessary, the beneficiaries would again be referred to other social services.

After the assessment by the E-CLIP, the former rebels will be referred to the PRLEC if they need livelihood intervention.

“The case manager is the local government unit and we only augment at the DSWD for them to engage in a productive activity,” Masculino said.

Some 24 mass base supporters of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) have withdrawn support for the communist group and took their oath of allegiance to the government in General Tinio, Nueva Ecija on Friday.

Col. Jess B. Mendez, acting provincial director of the Nueva Ecija Police Provincial Office, said Saturday the personnel of the 1st Provincial Mobile Force Company and other police and military units conducted a special intelligence operation that resulted in
the withdrawal of support of three members of the Kalipunan ng Damayang Mahihirap (Kadamay) and 21 mass supporters of the communist terrorist group under Komiteng Larangang Guerilla (KLG) Sierra Madre.


Mendez said the operating units also conducted social investigation and dialogue with mass base members and explained to them the government’s program about ending local terrorism.

As mass supporters, they served as contacts and couriers and facilitated the procurement and delivery of supplies, food, and medicines to the terrorist group.

They also acted as the eyes and ears of the communist terrorist group by monitoring the presence of government forces in the area and identifying possible targets for recruitment.

“I am encouraging the remaining supporters of the CPP/NPA/NDF out there, this would be the perfect time to return to the government’s side. Let us reunite and make our country free from any kind of terrorism,” Mendez said in a statement.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Regional Task Force to End Local Communist Armed Conflict in Western Visayas (RTF-ELCAC 6) reaffirmed its commitment to continue interventions in the region’s insurgency-cleared barangays beyond the term of President Rodrigo R. Tizon, director of the regional office of the Technical Education Skills and Development Authority (TESDA), said on Saturday he does not see any reason for the next administration to end the ELCAC, given the impact of the interventions, especially in remote areas. TESDA is the lead agency of the PRLEC.

“That is our anticipation and that is our hope and because there was already a pronouncement from the incoming president that the good programs of the current administration will continue, especially the national NTF-ELCAC. Assuming that it will stop, the cluster members will continue doing their job to also uplift the lives of our constituents, especially in remote areas,” Tizon said in an interview.

The PRLEC is present in the majority of the barangays that were cleared of insurgency in 2021 and this year, they hope to extend interventions in at least 45 of the 90 villages.

A total of 72 barangays in Western Visayas were cleared of insurgents in 2019, while 93 more were cleared from 2020 to 2021.

He added though that they were unable to capture all the programs and activities of the PRLEC although their member agencies have had so many accomplishments in the past months.

Most of the accomplishments were in the pre-implementation, off-grounding, and sustainable stages.

“Data will show that we have not reached the exit stage because it is supposed to be a concerted effort and not just for one agency. When we say exit stage, majority of the cluster (members) would be able to deliver programs and interventions that would make the covered community stand on their own with little intervention,” Tizon said.

During Friday’s meeting, TESDA Deputy Director General Aniceto Bertiz III of the Partnership and Linkages, said they are “hoping and lobbying” for the next administration to continue the program.

Bertiz said former rebels availed of skills and livelihood through the whole-of-government approach under Executive Order 70 that created the NTF-ELCAC.
