The Philippine Army seized assorted firearms hidden by New People’s Army (NPA) rebels in Tubungan town, Iloilo province this week.

Troops belonging to the 61st Infantry Battalion (61 IB) were able to find the hidden firearms at Sitio Parapada of Lanag Norte village largely due to the information given by a former NPA rebel.

The troops recovered an M16 rifle, two improvised shotguns, two 30-round and a 20-round magazines for an M16 rifle, a magazine for an improvised shotgun, and an 83-round magazine for 5.56mm, and bandoliers.

“The recovery of the arms cache was not made possible without the cooperation of our former rebels,” admitted Lieutenant Colonel Harold Garcia, commanding officer of the 61IB.

The former rebel once served as a political guide for the Sibat Platoon of the NPA’s Southern Front Committee in Panay Island.


With this development, Garcia urged other former rebels who have rejoined the folds of the government to cooperate with authorities by providing information either on NPA comrades or location of armaments.

Former rebels in NVizcaya given govt relief

BAYOMBONG, Nueva Vizcaya: Financial and livelihood assistance were given to four members of the New People's Army who surrendered to government forces in this province.

Col. Ranser Evasco, Philippine National Police provincial director, said the former communist rebels were given livelihood assistance such as welding equipment and organic production kits worth P30,000 each through the Department of Labor and Employment.

Evasco said the former rebels whom he did not identify for security reasons were from the towns of Villaverde and Bagabag.

"We surely believe that this assistance from the government will help them become responsible and productive in their respective communities," Evasco said.

He said this assistance allows the former rebels to live a peaceful and decent life with their families.

Evasco thanked various government agencies for their assistance to the former rebels to become law-abiding citizens.

The awarding of livelihood assistance to the former rebels was conducted in support of the National Task Force to End Local Communist Armed Conflict.

16 NPA cadres surrender in Agusan del Norte

The dwindling support of their leaders that led to severe hunger has forced 16 more communist-New People’s Army (NPA) rebels from various parts in Agusan del Norte province and Cabadbaran City to go back to the folds of the government, a police report said on Sunday afternoon.

“The lack of empathy and support from the leftist movement has led these former rebels to abandon their ill-fated revolution, and the community relations approach by our law enforcers has enlightened them to return to the fold of government to live a peaceful and productive life,”
claimed Police Regional Office 13 (PRO 13) Regional Director P/Brig. Gen. Romeo M. Caramat, Jr.

The former NPA rebels came from municipality of Nasipit, four of them from Remedios T. Romualdez, two from Las Nieves and the rest from the municipalities of Carmen, Santiago, Kitcharao, Jabonga and Cabadbaran City.

Some of the 16 returning rebels were members of Sandatahang Yunit Pampropaganda (SYP) Guerilla Front (GF) 21-C of the CPP-NPA North Eastern Mindanao Regional Committee (NEMRC).

They served as former Team Leader of GF C-88 NEMRC. Others were former Militia ng Bayan Member under GF16A, GF16, NEMRC, and SYP Kingdom, GF 4-A of the CPP-NPA North Central Mindanao Regional Committee (NCMRC), Squad medic, of Squad 3 of SYP Kingdom GF 4-A, MGF 4-A Purchaser, Militia ng Bayan (MB) member ‘NPA sa Barrio’ (Tigpaniktik/Supply Courier) under GF 16-A, NEMRC.

A former MB surrendered a 12-gauge shotgun with live ammunition.

“They are tired of running, sleepless nights and hunger. These led more to come down and more are sending feelers to go back to the fold of the law and avail the government’s peace and development program,” also claimed PRO 13 Regional Information Officer Maj. Dorothy M. Tumulak.

As of press time, authorities are now working hand in hand with them (former rebels) to avail the Enhanced Comprehensive Local Integration Program (E-CLIP) benefits.

NPA surrenders in Mountain Province

An alleged New People’s Army (NPA) leader has surrendered to the military in Mountain Province.

Jerome Calsiyao, alias Dennis, of Tinglayan, Kalinga, turned over two rifles to the Army’s 7th Infantry Division (ID) over the weekend.

Calsiyao was reportedly a squad leader of the NPA’s Komiteng Larangang Guerrilla-Abra-Mountain Province-Ilocos Sur (KLG-AMPIS).

The surrender was facilitated by personnel of the 1st Provincial Mobile Force Company and the Army’s 69th Infantry Battalion under Lt. Col. Marcelo Valdez Jr.


Maj. Gen. Andrew Costelo, 7th ID commander, welcomed the surrender, saying it was a positive development in the government’s efforts to put an end to the country’s insurgency problem.

“We welcome the decision of alias Dennis to surrender to authorities. There are benefits under the Enhanced Comprehensive Local Integration Program that he can avail himself of. Our call remains for those KLG-AMPIS members to surrender and give peace a chance,” Costelo said.

Meanwhile, in Central Luzon, two suspected rebels have also surrendered to authorities.

Brig. Gen. Matthew Baccay, Central Luzon police director, said the surrenderees were members of the Arcadio Peralta Command based in Nueva Ecija and Milisyang Bayan of the KLG Sierra Madre based in Baler, Aurora.

The surrenderees truned over their firearm to the police.

U.S., Philippines train to counter weapons of mass destruction

Firefighters from the Philippine Bureau of Fire Protection participate in the U.S. Defense Threat Reduction Agency’s two-week training course on countering weapons of mass destruction, which focused on the risks that first responders face when encountering a Chemical, Biological, Radioactive and Nuclear incident.

The U.S. Defense Threat Reduction Agency (DTRA) concluded its two-week training course with the Philippine Bureau of Fire Protection (BFP) on countering weapons of mass destruction (CWMD) on May 13.

This training, which involved more than 100 participants from each region across the Philippines, focused on the risks that first responders face when encountering a Chemical, Biological, Radioactive and Nuclear (CBRN) incident. A CBRN incident can be accidental or intentional, and BFP officers use their specialized equipment to ascertain what type of chemical or other material is present.

The CWMD Operations course enabled the students to analyze an incident, plan the initial response, and implement defensive actions to include: the selection and use of personal protective equipment, air monitoring and sampling, technical and mass decontamination, victim rescue and recovery, defensive product control, evidence preservation, and illicit laboratory and improvised device awareness.

The CWMD Technicians course allowed tactical leaders to analyze a problem, plan and implement a response, evaluate progress, adjust as needed, and assist in terminating a WMD incident.


“This CWMD Technicians course and the provisions of much-needed tools and equipment from DTRA will surely enhance BFP’s Special Rescue Force’s (SRF) capability to respond to CBRN incidents, especially with the newly created Hazmat and CBRN Teams in Cagayan de Oro and Puerto Princesa,” said SRF Director Chief Supt. Romel Tradio. “This strong partnership fosters security and progress.”


The participants to the U.S. Defense Threat Reduction Agency’s two-week training course on countering weapons of mass destruction from the Bureau of Fire Protection.

DTRA has been a longtime partner of BFP, enabling both the U.S. and the Philippines to learn best practices from each other. As the premier CBRN response agency in the Philippines, BFP continuously holds refresher and sustainment training on the tactics, techniques, and procedures necessary to stay ahead of the emerging risks and threats to the Philippines.

“This training was significant in enabling us to support the Philippine firefighters in their mission,” said DTRA Director of Onsite Inspection and Building Partner Capacity David L. Musgrave. “Since 2013, DTRA has worked closely with a number of Philippine units by providing training and equipment to enhance their ability to respond to incidents involving chemical, biological, or radiological material. We are very proud to support the efforts of our Philippine partners to bolster the safety and security of their nation.”

Plans for future DTRA capacity-building activities in the Philippines include training on a new mass-casualty decontamination system that was donated to the Southern Philippines Medical Center in Davao, additional virtual trainings for CBRN awareness, and opportunities for BFP officers to travel to the United States and other countries for multinational training events once travel restrictions are lifted.

DTRA works continuously to enable the U.S. and partner nations to counter and deter WMDs as well as other emerging threats to human life.

In April, DTRA also held a training in Tuguegarao City to boost the Philippines’ capability to detect diseases and reduce biological threats. This training was built off of a longstanding cooperative partnership between DTRA’s Biological Threat Reduction Program (BTRP) and the Philippine Department of Agriculture Regional Animal Disease Diagnostic Laboratory (RADDL) network.

It focused on improving capacity to safely detect, map, and report zoonotic disease, specifically targeting improvements in the biosecurity and biosafety practices necessary to effectively manage anthrax—a naturally occurring pathogen in the Philippines that has the potential to cause disease in animals and humans. It additionally supported the capability of RADDL II to characterize and map local disease burden, enabling improved risk assessments and bolstering it as a central line of defense against biothreat agents.

The 3rd Marine Brigade (3MBde) stationed in Palawan was once again adjudged as the Best Brigade of the Philippine Marine Corps, making a historic three-peat after winning the award for three consecutive years from 2020–2022.

The award was presented during the 124th anniversary celebration of the Philippine Navy on May 20 at its headquarters on Roxas Boulevard in Manila.


In winning the award, 3Mbde was cited for its exemplary performance in administration and triad operations that immensely contributed to the accomplishment of the mission of the Philippine Marine Corps and the Philippine Navy through excellent leadership, command, and management of its personnel and resources.

3MBde commander Brig. Gen. Jimmy Larida received the award, which was personally handed by Defense Secretary Delfin Lorenzana and V/Adm. Adeluis Bordado, PN Flag Officer in Command.

“This achievement is dedicated to all the officers and personnel of 3rd Marine Brigade and its OPCON (Operation Controlled) units, to the partner government agencies and stakeholders, and especially to the trust given to us by the people and the community we serve and fight for,” Larida said.

“My heartfelt gratitude to the previous commanders of 3rd Marine Brigade, Maj. Gen. Charlton Sean Gaerlan and Maj. Gen. Nestor Herico, as predecessors for the best marine brigade for the years 2020 and 2021. 3 soldiers wounded in clash with ASG

THE military reported that three soldiers of 100th Infantry Battalion of Joint Task Force (JTF) Sulu were wounded during an encounter with members of the Abu Sayyaf Group in Barangay Tumatangis in Indanan, Sulu on Sunday.  

Although the soldiers were not identified, the report said they were in stable condition at a local hospital.

Maj. Gen. Ignatius Patrimonio, commander of the Joint Task Force (JTF) Sulu and 11th Infantry Division, said the encounter took place after the soldiers were informed of the presence of the ASG near the community.

Patrimonio said the encounter lasted for about 30 minutes as the ASG members immediately left the place.

“Of the 3 wounded-in-action soldiers, one has been evacuated to Camp Navarro in Zamboanga City while the two are in Camp Bautista Station Hospital. They are all in stable condition,” he added.

Col. Giovanni Franza, commander of 1102nd Infantry Brigade, said the unit deployed to block the escape routes of the armed groups even recovered sack of rice, four liters gallon of water, kitchen utensils, and personal belongings.

BALER, Aurora-The Philippine Army’s 91st Infantry “Sinagtala” Battalion continually strengthens its information drive in order to counter communist terrorist groups (CTG), a top military official said on Saturday.

Lt. Col. Julito B. Recto, Jr., said in an interview that the Alpha (Alakdan) Company led by 1st Lieutenant Jevie J. Sagragao together with representatives of different agencies, namely: Imelda V. Macapillar-SCIS DepEd, police executive master sergeant Arnel Mendizabal-municipal community affairs development Municipal Police Station Dingalan, Fire Officer 1 Rachelle E Subiaga-Bureau of Fire Protection (BFP), Barangay Councilor Erwin V. Hidalgo, Coast Guard Seaman Second Class John Kelvin-Philippine Coast Guard (PCG) wherein they discussed the plans and programs of their respective offices/agencies.

Sagragao also conducted a lecture on CTG’s Youth Infiltration Awareness to the 150 students of grade 10 and 11 of Cabog Integrated School, Sitio Cabog, Barangay Matawe, Dingalan, Aurora on Friday, May 20, 2022.

The troops also distributed 50 enhanced local integration program (E-CLIP) leaflets so that the students will learn more about the benefits offered by the government to former rebels (FRs) and 50 Army Recruitment Leaflets for those who want to become a part of the Armed Forces of the Philippines (AFP).

The soldiers also offered free haircut services to 14 indigenous people (IPs).

A signing of a memorandum of partnership (MOP) was done for the projects and programs of the School in partnership between the school and 91st IB.

On the same day, Recto also said that the Charlie (Cougar) Company led by 1st Lieutenant Hamilton D. Dawaton and 1st Lieutenant Zamzamyn K. Dimasidsing-Executive Officer conducted a lecture regarding the CTGs Youth Infiltration Awareness and Army Recruitment Process to the students of Rosauro R. Tangson National High school headed by Marcelo Gonzales, School Principal.

The activity was held at Covered Court, Barangay San Isidro, San Luis, Aurora to a total of 85 Senior High students.

Recto said that the 91st IB would continue to the fullest level of its info drive to maintain the province’s peace, security, and progress.

“We address issues with rebels and unmask them to prevent youth and our children from being recruited by members of organizations linked to the Communist Party of the Philippines-New People’s Army and National Democratic Front (CPP-NPA-NDF),” Recto said, pointing out that they should not allow the young minds of their children to be swayed by the sweet-talk of CTG recruiters.

He added that E-CLIP is a government program that aims to help the CTGs and Militia ng Bayan to restore their allegiance to the government.

“Through our government’s program, they can be reintegrated back to the community, be with their families, and start over with their new, normal lives. let us all be united to the call of the government to achieve lasting peace in our community,” Recto said.

MALITBOG, Bukidnon – A New People’s Army (NPA) commander recently yielded to the 16th Infantry (Maglilingkod) Battalion under 402nd Infantry (Stingers) Brigade last May 18, 11:00 PM at Brgy Kiabo, Malitbog, Bukidnon, following the successive focused military operations and intensified intelligence operation launched a week ago.

Said high-ranking personality is identified as Alias Ka “Jayto”, 26 years old, the commander of the SRSDG EAGLES, SRC1 of Northern Central Mindanao Regional Committee for four years and is considered a High Value Individual due to his position in the local NPA hierarchy.

It can be recalled that his wife, a medic of the same committee, returned to the folds of law last May 12 and left the communist group ahead of him. Prenatal demands coupled with sleepless nights, fatigue, and extreme hunger ushered the surrender of Renchie. Already a mother, she resolved on fostering a nurturing environment to raise her child away from the violence which is the only thing the NPA offers.

Accordingly, Renchie since departing their group remained in contact with Jayto. Thus, the 16th IB facilitated negotiations to vehemently compel the surrender of the subject.

Similar to Renchie’s reasons for leaving the armed struggle, Jayto said that his longing to be reunited with his spouse and child fueled his courage to leave his group in the mountains. After being amongst the government’s enemies for ten years, the realizations of the deceptions and propaganda of the communist CPP-NPA-NPF and his immense desire for a normal family life pushed him to find his way back to the mainstream.

“Lisod ang panginabuhi, lisod ang pangita’g pagkaun, sige ug tago sa mga sundalo ug mga pulis, nahinay-hinay nako nasinati sa kadugayon nako sa kabukiran na ang akoang gikatuuhan diay kay walay padulngan. Ug nakonsensya sa akong asawa na nanganak na, naa nami bata, ug pangandoy niya na makompleto mi sa among pamilya.”

Finally after, being reunited, the family is currently under the custody of the unit undergoing the usual process for returning rebels. The unit is providing, initial assistance such as livelihood aid and skills training, and their enrollment to the Enhanced Comprehensive Local Integration Program (E-CLIP) to start anew is now being facilitated.

The 16th IB is once again calling all members of CPP-NPA to lay down their arms and realize the futility of their armed struggle. With the number of regular red fighters who are now abandoning the NPA movement nationwide, it is only a matter of time before the CPP-NPA collapses and sustainable peace and development is finally achieved. Under the banner of NTF-ELCAC, the unit will continuously intensify efforts to support the government’s thrust to end the decades-long insurgency.

MAWAB, Davao De Oro – The 10th Infantry “Agila” Division unearthed an arms cache that contains six (6) high-powered firearms and war materiel at Brgy Sinaysayan, Kitaotao, Bukidnon on May 20, 2022.

Two (2) M16A1 rifles, two (2) M4 Carbines, one (1) M653 rifle, one (1) M14 rifle, four (4) M16 magazines, and four (4) bandoliers were recovered by the troops of the 72nd Infantry “Gabay” Battalion stationed in Arakan, North Cotabato.

Lieutenant Colonel Jose C Regonay Jr., Commanding Officer of 72IB, said that the location of the arms cache was revealed by Mayunie Man-inday Sayad alias “King”, 31 years old and a full-time member of Guerilla Front 57, who surrendered to their unit on May 19. He also said that Sayad surrendered because of fear and hunger caused by the sustained Focus-Military Operations (FMO) conducted by the troops. He added that it was Brgy Chairman Thelma Hilaria of Brgy New Kabalantian who helped Sayad in surrendering peacefully to the government forces.

Moreover, according to Sayad, they decided to bury the said firearms due to exhaustion from carrying it while they were escaping from the FMO launched by 72IB.

Meanwhile, Agila Division Commander MGen Nolasco A Mempin lauded 72IB for their relentless effort to end the Communist Insurgency in their area of operations. He also thanked the community, especially the local leaders in the area, for their continuous support to the government forces.

“To the remaining Communist NPA Terrorists, we again call for your surrender. Just like Sayad, you can choose to peacefully surrender and avail of the Enhanced Comprehensive Local Integration Program. However, if you choose otherwise, rest assured that 10ID will use its military might to destroy the Communist Terrorist Group that brought violence and fear to our countrymen for the past five decades.” MGen Mempin added.

CABADBARAN CITY, Agusan del Norte – After a series of clash between the troops of the 29th Infantry “Matatag” Battalion and the members of the Communist Terrorist Group (CTG), a wounded CTG leader was rescued after he was abandoned by his comrades at the hinterlands of Brgy Bangonay, Jabonga, Agusan del Norte on May 19, 2022.

The series of encounters between the operating troops of 29IB and the CTG operwting at the boundaries of Surigao del Norte and Agusan del Norte led by Rolando Leyson Jr led to the discovery of the enemy hideout. While scouring the perimeter of the said hideout, army troops found a heavily wounded CTG member hiding behind a huge rock.

The wounded NPA terrorist is a notorious CTG member who was identified as Elgelbert Bongaos, CTG Squad Leader, and was left behind by his fleeing comrades during an intense firefight.

With respect to the International Humanitarian Law (IHL) and the value of life, the wounded CTG member was immediately treated and brought to the nearest hospital by the 29IB medical team.

Bongaos is also facing multiple charges for alleged commission of heinous crimes. He has standing warrants of arrest for multiple attempted murder, multiple attempted homicide, kidnapping and serious illegal detention, and other charges issued by the courts in the province of Agusan del Norte. After being appraised of his constitutional rights, Bongaos was properly turned over to Regional Intelligence Division 13 (RID13) for his proper disposition.

In a statement, Col. Jason M Saldua, Battalion Commander of 29IB said, “I commend the troops for immediately aiding the wounded CTG member to save his life. With that, we want to show the remaining CTG members who wish to surrender that, this is how we treat a former rebel who is now under our care. Needless to say, how much premium we give respect to humanity, we will always respect human life and treat the wounded even during armed conflict. Rest assured that the Matatag troopers will always abide by the stated policies, guidelines, and procedure on human rights in all their operations against known enemies of the state to respect and protect the rights of the Filipino citizen.”

“To our brothers and sisters who are still in the ranks of Communist Terrorist Group, lay down your arms, avail the Enhanced Comprehensive Local Integration Program (E-CLIP) benefits, and start a peaceful life with your family and loved ones, ” he added.

Alfredo Rosario, Jr., Commander of Western Mindanao Command said military troops under the 602nd Infantry Brigade, together with the drug enforcement group, conducted a law enforcement support operation against an armed group under a certain Ebs at Sitio Calumpangan, Barangay Balacayon, Pigcawayan, North Cotabato.

The operation resulted to a brief firefight between the government forces and the armed lawless group. While conducting clearing operations, troops recovered two enemy cadavers and several war materials including two M16 rifles, two cal. 45 pistols, one M14 rifle, one bandolier, one Kevlar helmet, assorted empty shells, one M14 rifle lower reciever, one bulletproof vest, one cal. 45 magazine with seven ammunition, two M16 magazines, nine M14 magazines, and two ID cards.

Col. Jovencio Gonzales, Commander of 602Bde identified the two slain enemies as Datu Romah and Malang Mastura, both comrades of alias Ebs. Col. Gonzales revealed that alias Ebs is an escapee during a jailbreak at Cotabato Provincial Police Office which transpired sometime in 2017. The fugitive then organized an armed group that was reported to be providing logistics support to the Bangsamoro Islamic Freedom Fighters operating in the Cotabato area.

Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central, commended the troops of the 34th and 90th Infantry Battalions and 1st Scout Ranger Battalion for this significant accomplishment. He also attributed this success to the good coordination between the military and other security agencies such as the PDEA.

Lt. Gen. Rosario, Jr. said that the Western Mindanao Command, through its Joint Task Forces, will continue to intensify its security operations to eliminate the menaces of the society and ensure the safety of the people and sovereignty of the state.

Camp Navarro, Calarian, Zamboanga City – Five members of the communist terrorist group yielded to the troops under the Joint Task Force Central on Wednesday, May 18, 2022. Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command said the former rebels submitted themselves to the troops at Headquarters, 57th Infantry Battalion, Edwards Camp, Barangay Mirab, Upi, Maguindanao.

Surrendered personalities handed over their firearms including one 5.56mm rifle, one cal. 30 M1 Garand rifle, and three 12-gauge Shotguns. They also disclosed the locations of arms caches at Mt. Tred in Barangay Bual, Isulan and Barangay Chua, Bagumbayan, both of Sultan Kudarat. Recovered in the arms cache were two 5.56mm M16 rifles, one 7.62mm M60 general-purpose machine gun, and assorted magazines and ammunition.

57IB Commander, Lt. Col. Jonathan Pondanera subsequently presented the former rebels and their surrendered firearms to Joint Task Force Central Commander, Maj. Gen. Juvymax Uy. Lt. Col. Pondanera revealed that the ex-communist terrorists were members of the Sub-Regional Committee Daguma of the Far South Mindanao Regional Committee.

In his message, Maj. Gen. Uy said that the decision of the former rebels to return to the folds of the law brought joy not only to their family but to the municipality of Lebak as well. “Rest assured that the 6th Infantry Division together with the local government of Lebak will continue to support you as you reintegrate into mainstream society,” he added.

The presentation was witnessed by Col. Michael Santos, Commander of the 603rd Infantry Brigade and Lebak Mayor Frederick Celestial. Col. Santos expressed his admiration for the former terrorists who finally decided to abandon their armed struggle. “They made the brightest and life-changing decision not only for themselves but also for their families and most of all for their fellow Filipinos,” Col. Santos stated.

During the initial debriefing, the former terrorists said that they experienced a lot of hardships due to the limited food supply and the continuous combat operations of the military. These compelled them to surrender.

Lt. Gen. Rosario, Jr. attributed this success to the unified efforts of the military troops, the local government unit, and the community.

Since January 2022, a total of 62 CTG members yielded to the government forces in the central part of Mindanao.

CAMP GERONA, Murcia, Negros Occidental – Brigadier General Inocencio Pasaporte, 303rd Brigade Commander together with Lt.Colonel J-Jay Javines, Battalion Commander, 79IB and Mayor Renato Gustilo, SanCarlos City and Local TF-ELCAC head conducted ocular Inspection of the ongoing TF-ELCAC Support to Brgy Development Program (SBDP) projects at Brgy’s Nataban, Codcod and Quezon all of San Carlos City, Negros Occidnetal on May 17, 2022 (Tuesday).

It can be recalled that last November 23, 2021, Insurgency-Free San Carlos City Villages to include the three above mentioned barangays inaugurated it’s Road Concreting Project in a Ground Breaking Ceremony attended by LGU, DILG, 303rd Brigade, 79th IB and PNP.

Brgy Codcod, Nataban and Quezon, all of San Carlos City are among the Communist Terrorist Groups (CTGs) cleared barangay beneficiary in the City of San Carlos which received PHP20 million pesos fund from NTF-ELCAC Support to Barangay Development Program (SBDP).

Meanwhile, BGEN Inocencio Pasaporte, Brigade Commander said that, “The role of the AFP is to support the NTF-ELCAC thru SBDP in sending out teams to find problems with these affected areas to see the interventions needed. We proposed interventions in terms of development projects and these interventions aimed at addressing the root causes of insurgency such as lack of development projects and poverty, among others.

Under the SBDP, communities cleared of New People’s Army influence and presence received five core programs worth PHP20 million per barangay which include farm-to-market roads, school buildings, water and sanitation systems, livelihood programs, and health stations wherein these remote villages in San Carlos City are the chosen beneficiaries,” BGEN Pasaporte added.

CAMP MONTECLARO, MIAGAO, ILOILO – The Army’s 61st Infantry (Hunter) Battalion seized the arms of the CPP-NPA Terrorist cache in Sitio Parapada, Brgy. Lanag Norte, Tubungan, Iloilo on Tuesday, May 17, 2022.

This, after the troops of 61IB immediately acted on the information about the location of the arms cache given by Alyas Dino, a former Political Guide of Sibat Platoon, Southern Front, Komiteng Rehiyon – Panay, and Local Cadre Team (LCT).

The troops recovered one (1) M16 Rifle, two (2) improvised shotguns, two (2) 30 round M16 magazines, one (1) 20-round M16 magazine, one (1) magazine for improvised shotgun, eighty-three (83) rounds of 5.56mm, Ball and one (1) bandolier.
Lieutenant Colonel Harold E. Garcia, 61IB Commanding Officer, expressed his gratitude to Alyas Dino for giving such vital information. “The recovery of arms cache was not made possible without the cooperation of our FRs,” he added.

Further, he encouraged other FRs to divulge any information they may gather from their former comrades who are still active NPA members to locate their whereabouts and prevent their evil plans.
61IB already directed its operating troops to continue scouring and searching in the area where said seized arms cache was seized.

FORT MAGSAYSAY, Nueva Ecija – A member of CNT from the Barrio or Milisyang Bayan of the Communist Terrorist Group (CTG), belonging to the Komiteng Larangang Guerrilla – Abra- Mt. Province- Ilocos Sur (KLG-AMPIS) surrendered with two rifles and ammunition to the 69th Infantry (COUGAR) Battalion, Philippine Army led by LTC MARCELO F VALDEZ JR on May 16, 2022.

MGEN ANDREW D COSTELO PA, Commander of 7th Infantry (KAUNGAY) Division, Philippine Army firmly identified the CTG personality as Lito Lumiwag Idong alias ‘Lito’ a resident of Brgy Kili, Tubo, Abra.

He brought along with him one Elisco M16A1 rifle, one Garand rifle, one short magazine, and nine Cal. 5.56mm live ammunition.

The submission was facilitated by the joint elements of the aforementioned unit together with 702nd Infantry (DEFENDER) Brigade under the leadership of BGEN KRISHNAMURTI A MORTELA PA and 71st Infantry (KAIBIGAN) Battalion headed by LTC MICHEAL BAUTISTA.

“I would like to commend the 69IB for their untiring efforts to convince the remaining members of the KLG-AMPIS to surrender and also to the community who have been very cooperative in our endeavors. Patuloy ang aming panawagan sa natitirang miyembro ng NPA na bumaba na, panahon na. Huwag hintayin na magbuwis kayo ng buhay sa walang katuturang idelohiya ng mga kumonista. Lumapit lamang sa pinakamalapit na kampo ng Army o estasyon ng pulis sa inyong lugar,” said MGEN COSTELO.

Alias ‘Lito’s’ surrender was prompted by hardships and a personal realization that the terrorist organization will neither give his community peace nor development that they have persistently longed for decades.
“Nagsurrender ako dahil nakita ko ang kabaitan ng mga sundalo at sa sensiridad ng ating gobyerno lalo na sa pagpapatupad ng balik loob program,” he said.

Furthermore, LTC VALDEZ JR said “this is the result of information operation in the area that put pressure on the enemy and in close collaboration with different Local Government Agencies and Local Government Unit. We also encourage the remaining members of the CTG to return to the folds of the law and avail the government program through Enhanced Comprehensive Local Integration Program (E-CLIP), and live a peaceful life with their families.”

Camp Aquino, Tarlac City – May 17, 2022A Communist terrorist group member peacefully surrendered to government troops of the 69th and 71st Infantry Battalion around seven o’clock in the morning of May 16, 2022, in the vicinity of Sitio Banat, San Ramon East, Manabo, Abra.

According to Commander of Northern Luzon Command Lt. Gen. Ernesto Torres Jr., the surrendered personality was identified as alias “Lito”, a resident of Sitio Bana, Brgy Kili, Tubo, Abra and a member of the Milasyang Bayan of the weakened Communist terrorist group, Kilusang Larangang Gerilya-AMPIS, Ilocos Cordillera Regional Committee (ICRC) which operates in the areas of Abra, Mountain Province and Ilocos Sur.

Alias Lito disclosed that his surrender was spurred by “hunger and exhaustion caused by fighting the lost-cause battle of the Communist movement.”

In a separate statement, Brig. Gen. Krishnamurti Mortela Commander of Joint Task Group Defender revealed that based on the report submitted by 71IB Commanding Officer Lt. Col. Michael Bautista. “Lito surrendered bringing alongside with him one (1) Elisco M16A1 rifle, one (1) Garand rifle, one (1) short magazine; and nine (9) Cal. 5.56mm live ammunition.”

Meanwhile, Maj. Gen. Andrew Costelo, Commander of Joint Task Force Kaugnay hailed the peaceful surrender of Lito to his genuine desire to come back to the folds of the law and live as a productive citizen of the country.

“I also commend the non-stop efforts of our troops on the ground who continuously perform their duties in extending the arm of the government to those who are willing to embrace the government’s reforms for peace and progress,” said Lt. Gen. Costelo

Furthermore, Lt. Gen Torres echoed his call to the remaining member of Communist terrorist groups to “abandon their armed struggle, and heed the call for peace and development of the government.”

“Our security forces will further intensify their efforts to completely eradicate Communist terrorism in north and central Luzon, that is why I enjoin the remnants of the dwindling and fleeing terrorist groups to surrender to the government as a new beginning awaits all of you through the Enhanced Comprehensive Local Integration Program,” the NoLCom Commander concluded.

ECLIP is a flagship program of the Duterte administration that seeks to address social healing and national unity toward the higher objective of attaining a just and lasting peace. The program which is closely supervised and monitored by Task Force Balik-Loob, aims to provide social equity to former members of the CPP-NPA-NDF and the Militia ng Bayan to reintegrate them into mainstream society.

FORT MAGSAYSAY, Nueva Ecija — As an initiative to raise awareness among the youth sector on the deceptive recruitment and infiltration of the Communist Terrorist Group, the 91st Infantry (SINAGTALA) Battalion, Philippine Army conducted lectures to Senior High School students of Mariano D. Marquez Memorial National High School (MDMMNHS) in Brgy. Simbahan, Dinalungan on May 13, 2022.

According to LTC JULITO B RECTO JR, Commanding Officer of 91IB, the activity aims to educate and warn the High School students about the dangers brought by the misleading recruitment of the CTG among the youth sector.

“Our youth are very vulnerable to false ideologies since they are innocent and easy targets for manipulation. They must be educated enough to avoid being recruited by the CTGs who have disguised tactics for development and reform, but their real agenda is to destroy the government and the future of the youth, especially those residing in depressed and isolated areas,” LTC Recto said.

He further emphasized that the 91st IB will continuously engage the youth from different schools through campus peace and development fora to further strengthen the advocacy against communist groups.

Meanwhile, the Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army MGEN ANDREW D COSTELO PA, lauded the continued information campaign of the 91IB at the grassroots level.

“We would like to thank the school administration for being our partner in our information campaign activity and to the students for their participation. Asahan ninyong ipagpapatuloy namin ang ganitong aktibidad upang mas mapalawak pa ang inyong kamalayan sa tunay na motibo ng teroristang grupo,” said MGEN COSTELO.

IPIL, Zamboanga Sibugay – Military offensives launched by the 102nd Infantry (IGSOON) Brigade led four communist New People’s Army (NPA) terrorists (CNT) to surrender in Zamboanga del Norte.

Three CNTs voluntarily surrendered to the combined troops of the 42nd Infantry (TAGAPAGTANGGOL) Battalion and 44th Infantry (AGILE N STABLE) Battalion in Barangay Tiogan of the same municipality on May 14.

Lt. Col. Peter Garceniego Jr, Commanding Officer, 42IB identified the three as Dionesio Jaictin alias Dondon, an Executive Committee member of the Western Mindanao Regional Party Committee (WMRPC); Rodel Alawi alias Bunso and Maureen Ocnip alias Katty, both are members of the defunct Guerilla Front Feliciano Alpha.

“One of our former rebel is a relative of Alawi, who assisted us in establishing contact and negotiating their surrender,” said Lt.Col. Garceniego.

Subsequently, the wife of Rolando Maglasang alias Mobin — slain during the encounter last May 12 — identified as Jenelyn Lapas alias Em-em, former finance officer of defunct Guerilla Front BBC, initially surrendered to 53rd Infantry (MATAPAT) Battalion in Barangay Midatag, Leon B Postigo, Zamboanga del Norte on May 15.

“The immediate assistance we can give Em-em today is to give her an opportunity to grieve for the loss of her husband, Mobin, who is now just added to the statistics of Filipinos died due to this futile armed struggle,” said Lt.Col. Jo-ar Herrera, Commanding Officer, 53IB.

The four CNTs are part of the combined remnants of the defunct units of the WMPRC that was engaged by government forces on a series of encounters last May 5, 9 and 12, 2022 in the municipality of Leon Postigo.

“Our troops have immediately provided medical assistance and tended to their needs such as food and clothing,” said Lt.Col. Filven Noche, Commanding Officer, 44IB.

The 102Bde and its units are now facilitating the documentary requirements for their enrollment in the Enhanced Comprehensive Local Integration Program.

“We appreciate that Em-em and others finally decided to choose the better path and returned to the folds of the law,” said Brig. Gen. Leonel Nicolas, Commander, 102Bde.

“This is a manifestation of our commitment together with our stakeholders in the Regional Task Force to End Local Communist Armed Conflict 9 to save as many victims of communist ideology while sustaining our military posture to protect and insulate our communities from their terroristic acts,” Brig. Gen. Nicolas added.

The former rebels will receive Php15,000 immediate cash assistance and Php50,000 livelihood assistance once their enrollment to E-CLIP has been completed.

Nangyari ang sagupaan habang nagsasagawa ng patrolya ang mga tropa ng 30IB pagkatapos makatanggap ng sumbong mula sa mga residente hinggil sa presensya umano ng teroristang grupo ng NPA kung saan sila ay nananakot at sapilitang nanghihingi ng pagkain sa mga mamamayan sa nasabing lugar at nang biglang tambangan sila ng armadong grupo na nagkakampo sa nasabing lugar, kung kaya agad namang gumanti ng putok ang mga kasundaluhan na umabot sa mahigit kumulang na trenta (30) minutos ang palitan ng putok.
Pinaniniwalaan na mula sa Sandatahang Yunit Pangpropaganda (SYP) 16C2 at 16C1 ng Guerilla Front 16, Northeastern Mindanao Regional Party Committee (NEMRC) na pimumunoan nina Alberto CastaƱeda @JD at Roel Neniel @ Jacob ang grupo ng NPA na nakasagupa ng tropa ng pamahalaan na umatras din pagkatapos silang makubkob.

Nasamsam ng kasundaluhan ang isang Cal 5.56mm AR15 rifle, isang M203 Grenade Launcher, labin-tatlong (30) pirasong mga bala ng AK47 rifle, labin-dalawang (20) pirasong mga bala ng M16 rifle, isang detonating device para sa iligal na pampasabog o improvised explosive device (IED), subersibong dokumento at mga personal na kagamitan ng mga rebelde.

Kung matatandaan, kaparehong grupo ng teroristang NPA ang nakasagupa din ng kasundaluhan ng pamahalaan sa karatig na lugar sa Brgy Payapag, Bacuag, Surigao del Norte nitong ika-28 sa buwan ng Abril 2022 na kung saan nakuhaan din ang NPA ng mga iba’t ibang kagamitang personal at pandigma.
Muling nagpahayag si Lt Col Ryan Charles Callanta, ang pinuno ng 30IB sa kanyang pasasalamat sa mga mamamayan na tumutulong sa pagbibigay ng mga impormasyon tungkol sa kinaroroonan ng mga Teroristang NPA.

“Nagpapasalamat po ako sa tiwala at suporta ng mga mamamayan sa walang humpay na pagbibigay ng mga impormasyon na kadahilanan upang palagi nating matunton ang grupo ng mga teroristang NPA kahit saan pa sila magtago sa anumang lugar dito sa Surigao del Norte”.

“Nagpapatunay lamang na ang mga mamamayan ay sawang-sawang na sa pangingikil at pananakot ng mga NPA. Kung kaya’t habang maaga pa, ina-anyayahan ko rin ang mga natitira pang miyembro ng NPA na kung maaari bumalik na sila sa kanilang mga kapamilya habang may pagkakataon pa sila. Sana huwag na nilang hintayin na huli na ang lahat.”

In a statement, Maj. Gen. Ignatius Patrimonio, Commander of the Joint Task Force (JTF) Sulu and 11th Infantry “Alakdan” Division, said “Based on a report submitted by Col. Giovanni Franza, Commander of the 1102nd Infantry Brigade, operating troops of the 100th Infantry Battalion received an information of ASG bandits presence near the community. While on their way to the area, they encountered an undetermined number of ASG bandits under ASG leader Radullan Sahiron. Firefight lasted for about 30 minutes, and thereafter, the enemy withdrew towards north.”

Maj. Gen. Patrimonio further narrated that the encounter resulted to wounding of three (3) soldiers, while undetermined on the ASG bandits.

“Of the 3 wounded-in-action soldiers, one (1) has been evacuated to Camp Navarro in Zamboanga City while the two (2) are in Camp Bautista Station Hospital. They are all in stable condition,” Maj. Gen. Patrimonio added.

Col. Franza said that they immediately deployed additional forces to block possible escape routes of the ASG bandits.

“We deployed additional forces to pursue the fleeing ASG bandits. We alerted all nearest military and police patrol bases to conduct blocking and checkpoints,” Col. Franza said.

Col. Franza added, “while scouring the encounter site, the troops recovered the following items: one (1) sack of rice; four (4) litrs gallon of water; kitchen utensils, and personal belongings.”

Meanwhile, Maj. Gen. Patrimonio commended the troops for their gallantry and sacrifices in tracking down the ASG bandits. He also thanked the support of the community, and attributed the encounter to the communities’ ardent desire for peace.

“I commend the courage and sacrifices of our soldiers on our efforts to neutralize the ASG bandits who continue to sow terror in a peaceful communities of Indanan, Sulu. The tipping-off of the ASG bandits’ presence by the community of Barangay Tumatangis, which led us to encounter these bandits, demonstrates their support to our peace and security campaign. I urged you to continue our efforts to neutralize the remaining ASG terrorists and deny them to execute their hostile plans.”

“To the ASG bandits, we will be relentless to hunt you down. We have the support of the community and we will not cease until we bring lasting peace and sustainable development in Sulu. I therefore appeal for you to peacefully lay down your arms, go back to the folds of the law, start anew, and avail of the government’s reintegration program,” Maj. Gen. Patrimonio concluded.

The Philippines and Australia are set to elevate their bilateral relations to strategic partnership "at the end of the year," Australian Ambassador Steven Robinson AO said.

The envoy said this was the result of a series of talks and high-level engagements between the two nations over the past years, particularly the August 2021 Philippine-Australia Ministerial Meeting.

"What they did in August 2021 was to set up a pretty ambitious program, which talked about the areas of development that were involved in: peacebuilding, economic recovery, trade, security cooperation and the like. And what that has resulted in is that we're going to elevate our bilateral relationship to what's called a strategic partnership at the end of this year,"
he said at a reception hosted at his residence in Makati City on Tuesday night.

Robinson said this does not only reflect the expansion of cooperation between the two nations but also how Australia regards the Philippines as a close partner in the region.

Canberra and Manila's bilateral relationship is centered on development, education, people-to-people links, trade and investment, and defense.


This year, it also celebrates over 30 years of law enforcement partnership, focused on countering child exploitation and terrorism.

On education, Robinson said Australia is investing at least 90 million Australian dollars between 2017 and 2026 to help strengthen basic education in the Bangsamoro region.

"Peacebuilding too is important to Australia and what we do down in the south, in the BARMM really matters. We're a strong supporter of peace and development in Mindanao," he said.

"And that's going to be important in the future in terms of the stability not only of the Philippines but also the entire region," he added.

To note, more than 50 percent of the annual PHP3 billion Australian aid program goes to Mindanao to support the peace process, normalization, education, and conflict reduction.

Robinson said Australia would continue this close engagement with the Philippines under the incoming administration.

"I think it's pretty much as we have before, I don't think there's much change in the way in which we'll focus on the Philippines. The defense relationship is really important, the development assistance, the trade and investment is growing," he said.

Robinson said there are "enough reforms" by Manila in the last few years that would likely attract Australian investors to come in.

"What I'm seeing is lots of Australian companies wanting to come to the Philippines that haven't been here before, so I think that's an area of potential focus," he said.

Despite the pandemic, commercial ties between the two countries have flourished, according to Christopher Lim, Senior Trade and Investment Commissioner at the Australian Embassy in Manila.

For instance, agri-food exports from Australia to the Philippines rose 90 percent to 1.5 billion Australian dollars from 2020 numbers. Lim said the embassy has received many inquiries from Australian companies eyeing partners in the Philippines.

"The Australia-Philippines trade and investment relation has reached new heights, and we look forward to working with the business community to scale even greater heights for the full potential of our bilateral relationship," he said.

The Philippine Navy (PN)'s communications capabilities got an upgrade following the activation of its Naval Operating Reporting System (NORS) giving the service the ability to monitor the status of all its deployed naval ships, aircraft and marine units.

"NORS was created to assist in reporting individual status and operating conditions of all deployed naval ships, aircraft, and marine units, providing the leadership with timely situational awareness and a common operating picture for effective decision-making,"
Navy spokesperson Commander Benjo Negranza said in a statement Wednesday.


NORS was activated last May 16 during short ceremonies at Navy headquarters at Naval Station Jose Andrada along Roxas Boulevard, Manila and is part of the PN's 124th founding anniversary highlights this coming May 20.

"NORS’ unit reporting, asset tracking, and event management systems collect daily accomplishment reports and operational updates, monitor the Navy’s air, surface, and land assets, and log spot reports and maritime incident reports for data analytics," Negranza said.

Another PN communications capability unveiled at the same time is the enhanced Electronic Document Management System (EDMS).

"The enhanced edition of EDMS, on the other hand, now includes naval correspondences (naval, military, and civilian letters) and radio messages, further widening its scope in the Navy’s field of communications," Negranza said.

EDMS allows the PN Headquarters personnel and staff to electronically route communications or correspondences to and from the PN headquarters staff and the Navy flag-officer-in-command.

"The Navy’s move towards updated cyberspace capacities is in line with the organization’s modernization efforts, enabling the organization to become a multi-capable naval institution," the PN spokesperson said.
