THE military reported that a top official of the New People’s Army was captured in Davao Oriental, while two others surrendered in Agusan del Sur on May 12.

Captured in Brgy. Simulao, Boston, Davao Oriental was Cayetano Santos Jr., squad leader under Regional Operations Command and Regional Headquarters of the NPA, while those who gave up were Jessica Q Agustin, a medical staff of the Sub-Regional Sentro de Grabidad Southland (SRSDG-SL) of the Northeastern Mindanao Regional Committee, and Romel O. Damarillos, a member of the Squad 2 of the same group.

Based on the report, members of the 10th Infantry Division and the local police collared Santos along with an anti-personnel mine. He also yielded a Carbine rifle, a Garand rifle, a shotgun, a grenade launcher, a sub-machine gun and another rifle.

Based on the report, Santos decided to lie low because he could hardly walk after leaving his group in Brgy. Badiangon, Arakan, North Cotabato in 2018.

A composite team among members of the military units and local police forces under the supervision of the 701st Infantry Brigade launched an operation against him that resulted in his arrest.

Major Gen. Nolasco Mempin, 10th Infantry Division commander, commended the team for the success of the operation.

Rebels who have yet to surrender, Mempin said,” cannot forever stay in your hideout.”

“Surrender now while you still have a chance, don’t wait for the government forces to catch you,” he said.

In the case of Agustin and Damarillos, they decided to surrender to the Third Special Forces Battalion following a series of encounters in Prosperidad, Agusan del Sur

First Lieutenant Kirk Lee Amigos, Civil-Military Operation officer of the battalion, said the two also brought with them a rifle and a handgun.

Amigos said the two were part of the group that clashed with soldiers in Surigao Del Sur.

Three soldiers were wounded in a clash with Abu Sayyaf Group (ASG) bandits while on a security operation in the Sulu municipality of Indanan, military officials said Monday.

Maj. Gen. Ignatius Patrimonio, Joint Task Force (JTF)-Sulu commander, said
the firefight Sunday morning in Barangay Tumatangis, Indanan, broke out while the troops were checking on the reported presence of ASG bandits in the area.


“While on their way to the area, they encountered an undetermined number of ASG bandits under ASG leader Radulan Sahiron,” Patrimonio said.

Patrimonio was unable to release the identities of the injured soldiers but said they belong to the Army’s 100th Infantry Battalion.

One of the three injured soldiers was taken to Camp Navarro General Hospital in this city, while the other two were admitted to the Camp Bautista Station Hospital in Jolo, the province's capital.

All three soldiers are in stable condition, Patrimonio said.

Col. Giovanni Franza, the Army's 1102nd Infantry Brigade commander, said the troops recovered a sack of rice, a gallon of water, kitchen utensils, and personal belongings at the clash site.

Franza said government forces are continuously tracking down the fleeing ASG bandits, some of whom were also believed injured.

The father of this year’s top graduate at the Philippine Military Academy (PMA) said that the Philippine Navy will be the "military branch of the future" as the Armed Forces of the Philippines (AFP) puts a focus on defending the country's territory.

In an interview on the sidelines of the PMA graduation ceremony on Sunday, Col. Nicanor Quemado Jr., father of PMA “Bagwis-Diwa” class valedictorian Ensign Krystlenn Ivany Quemado, said the country's military operations have been transitioning from internal security to territorial as the defense of its borders has become the government's top priority.

The older Quemado, who also graduated from the academy in 1993 and is now with the Philippine Army, said “the Navy plays a vital role in the mission of the AFP to safeguard the territory.”

The Navy is one of the three branches of service that aspiring servicemen can join, along with the Air Force and the Army.

“The Philippine Navy is very fortunate to have the top of class 2022 join the ranks. When this batch becomes senior officers later on in the AFP, I know that she will be an asset to the organization,” he added.

The older Quemado said that while they did not push their daughter to join the Navy, he gave her daughter some things to consider when choosing which branch to join.

“At first she wanted to be with the Army but I told her nasa Army na ako, alam ko gaano kahirap lalo at babae siya (I am already in the Army and I know how difficult it is for a woman),” the colonel said.

He also said that the Air Force and the Navy are equipment-based professions in the military and that her mental ability coupled with more experience and training will be useful in either branch.

“Good luck, you are joining the future branch of service. I know that the Philippine Navy will take care of you,” he said.

The young Quemado, who graduated summa cum laude, topped her class composed of 214 members and received several awards, including the “Best Overall Performance Award,” which is given to a cadet who excelled in both the academic and tactics side of their four years of military education in the country’s top military institution.

She is one of the 40 female graduates out of the 57 who are joining the Philippine Navy.

Troops under the Army’s 30th Infantry Battalion (30IB) overran a communist New People’s Army (NPA) lair following an encounter in the peripheries of Barangay Pungtod, in Bacuag town, Surigao del Norte, Sunday.

In a statement Monday, 30IB said soldiers were deployed to check on reports about NPA harassment of civilians in the area.


“The NPAs were sowing fear among the residents in the area by forcing them to provide food,” the 30IB said.

Before reaching Barangay Pungtod, soldiers were fired upon by the insurgents, resulting in a 30-minute skirmish.

Citing intelligence reports, 30IB said the undetermined number of rebels belong to the Sandatahang Yunit Pampropaganda 16C2 and 16C1 of NPA Guerilla Front 16, Northeastern Mindanao Regional Party Committee.

The rebels were led by Alberto Castañeda and Roel Neniel, who immediately abandoned their hideout after the gunfight.

Recovered from the NPA camp were an AR15 rifle, an M203 grenade launcher, 30 AK-47 rifle ammunition, and 20 ammunition for an M16 rifle.

An improvised explosive device detonating mechanism, subversive documents, and personal belongings of the rebels were also seized.

Lt. Col. Ryan Charles Callanta, 30IB commander, underscored the importance of civilian reports to "help us drive away these rebels from your communities and the rest of Surigao del Norte."

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

At least two soldiers were wounded when they clashed with members of the New People’s Army (NPA) in the hinterlands of Mapanas, Northern Samar on Monday.

Capt. Jay-ar Cuevas, operations officer of the Army’s 803rd Infantry Brigade said there was “strong resistance” from 10 members of the communist terrorist group during the 20-minute gun battle in upland Siljagon village in Mapanas town.


“We are still gathering information from the community on the number of casualties or wounded from the enemy side. We are thankful for the locals who informed us about their presence. These NPA members had been frequently monitored terrorizing and extorting the people of Mapanas, Palapag and Gamay towns in Northern Samar,” Cuevas told the Philippine News Agency (PNA) in a phone interview Tuesday.

The clash happened past 6 a.m. on Monday. The encounter site is only a kilometer away from the community. The official declined to name the injured soldiers.

“The challenge is these rebels blend with the community. In response, we have deployed our Community Support Program team to raise awareness on the deception of NPA and facilitate development in these areas,”
Cuevas added.

In a statement sent to reporters on Tuesday, the military said
the terrorist group encountered by the government forces is part of the Front Committee 15 of Sub-Regional Committee “Arctic” of the Eastern Visayas Regional Party Committee led by alias Tara.


“The terrorist group also wanted to show the populace that they are still a force to reckon with after having lost their mass base support among the locals,” the statement added.

Col. Perfecto Peñaredondo, commander of the Army’s 803rd Brigade thanked locals for being supportive of the anti-insurgency drive by providing information that led to the encounter with the terrorist group.

He also encouraged the members of the NPA to lay down their arms and avail of the Enhanced Comprehensive Local Integration Program and the Northern Samar Local Social Integration Program in order to attain inclusive peace and sustainable development in Northern Samar.

Northern Samar is considered a hotbed of the communist terrorist group due to its thick forest and poor road networks.

The high incidence of poverty makes people in upland communities vulnerable to the persuasion of the Communist Party of the Philippines-NPA-National Democratic Front (CPP-NPA-NDF).

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council was also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

The unpopularity of the communist New People's Army (NPA) in Davao Oriental could be attributed to the cooperation of the public and barangay officials with government security forces, the provincial governor said Tuesday.

Davao Oriental Governor Nelson Dayanghirang, speaking over the "Tagged Debunking Lies By Telling the Truth" program aired at SMNI, said the NPA's rejection in the province was also due to good governance.


"The people realized that we have a working government providing good services to them," he said.

In addition, the outgoing governor said the sustained presence of the military and police units in Davao Oriental has also led to the complete dismantling of the Communist Party of the Philippines (CPP)-NPA in many parts of the province.

In fact, Dayanghirang noted that the Armed Forces of the Philippines (AFP) has not recorded any extortion case from the NPA during the elections.

"This means that we are closer to the dismantling of the CPP-NPA in the country. I hope the next admin will continue its fight against them to stop their atrocities," he said.

Dayanghirang vowed to continue supporting the peace efforts of the government to ensure that NPA can no longer recover and conduct grassroots influence campaign.

The Army’s 53rd Infantry Battalion (IB) and the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) of the Zamboanga del Sur town of Dumingag have facilitated the return of the remains of a rebel to his family.

Lt. Col. Jo-ar Herrera, 53IB commander, said Tuesday that Rolando Maglasang, former commander of the defunct Guerilla Front-BBC of the NPA's Western Mindanao Regional Party Committee (WMRPC), was killed in an encounter with government troops last May 12.

Herrera said Maglasang's body was abandoned by his comrades during the encounter in Barangay Midatag, Leon Postigo, Zamboanga del Norte.


“Our humanity and professionalism do not stop even after our enemy is neutralized. Even though they're dead, we still accord them respect,” Herrera said in a statement.

Meanwhile, Brig. Gen. Leonel Nicolas, 102nd Infantry Brigade commander, condemned the rebels' “blatant disrespect” for basic human rights.

“This is the treacherous tactics of the leadership of these CTGs (Communist Terrorist Groups), they abandon their fallen comrades just to save themselves from the might and power of our government forces,” Nicolas said in a statement Tuesday.

Mayor Joan Abejuela, chairperson of Dumingag MTF-ELCAC, said that the municipal government will provide financial support for Mobin's family.

Military and police authorities in Northern Mindanao have signified intention to help the region’s Commission on Human Rights (CHR-10) against the reported extortion of personalities claiming to be part of the New People’s Army (NPA).

In an interview Tuesday, Maj. Francisco Garello, the Army’s 4th Infantry Division spokesperson, said they will cooperate with CHR-10 officials as soon they are ready to share information on the incident.


"First, we need to receive their report and discuss with them the incident," Garello said, adding CHR's cooperation is crucial to verify if the suspected extortionists are legitimate members of the NPA.

In a statement, CHR Executive Director Jacqueline de Guia said CHR-10 and their counterpart office in Region 12 recently received calls from unknown personalities claiming to be NPA members and threatening the regional staff.

One caller demanded PHP200,000, De Guia said.

Lt. Col. Michelle Olaivar, Police Regional Office-10 spokesperson, said they are ready to conduct an investigation to identify the extortionists once CHR-10 allows them to do so.

"What we ask is cooperation from the concerned people to help us, particularly if they have (valuable) information," Olaivar said.

In recent years, the 4ID has filed complaints before the CHR-10 accusing the Communist Party of the Philippines (CPP) and the NPA of violating International Humanitarian Law, especially on their practices of recruiting children as combatants.

Filipinos are aware and continue to be watchful of the deceptive tactics of the Communist Party of the Philippines (CPP), National Security Adviser (NSA) Hermogenes Esperon Jr. said.

In a statement posted on his Facebook page Sunday night, Esperon said
any move by the CPP and its allies to instigate anarchy after the elections has failed.

"Our countrymen are aware and watchful of every move it makes to divide our people. THEY WILL SURELY FAIL AGAIN," he added.

Earlier reports claimed that the CPP and its allies are planning to infiltrate electoral protest actions of the supporters of losing presidential aspirant Vice President Robredo and other militant groups.

"We can expect the CPP to hatch another agitation, organization and mobilization plan again, maybe in June, August and September this year but it is on its own," Esperon said.


He added that these plans have been neutralized after Robredo called on her supporters to respect the will of the majority.

Based on unofficial count, Robredo lost to presumptive president Ferdinand "Bongbong" Marcos Jr. by a huge margin of about 17 million votes. Marcos garnered over 31 million votes while Robredo only about 14 million.

"Hindi pwede na tayo pa ang maging dahilan sa lalong pagkawatak-watak ng ating bansa (We cannot allow ourselves to be the reason for the divisiveness in our country). This was the message of Vice President Leni Robredo after she encouraged her supporters to respect the will of the majority. With all certainty, I can declare that the insidious plan of the CPP to foment anarchy, the very intent of the 'Black Friday' movement, has failed," he said.

Earlier, the Armed Forces of the Philippines said it was ready to counter attacks or violent activities that might be carried out by New People's Army (NPA) in the countryside following reports that militant groups will stage protest actions last May 13.

He also assured the public that the military is in "control of order", especially against the NPA.

He said that those participating in these actions, especially their leaders, must be aware of the identities of people or groups joining them to prevent infiltration from CPP-NPA members and their allies.

Abu now 4th highest in PNP

Lt. Gen. Manuel Abu was named as chief of the Philippine National Police (PNP) Directorial Staff, the fourth-highest position in the force.

In an order dated May 14 and released on Monday, Abu, former director of the Directorate for Integrated Police Operations (DIPO-Northern Luzon) is designated to head the unit.

He replaced Lt. Gen. Vicente Danao, who acts as officer in charge of the PNP after Gen. Dionardo Carlos retired last May 8.


Abu, a member of the Philippine Military Academy (PMA) “Makatao” Class of 1989, will supervise the 11 Directorial Staff in administering functional operations of all National Support Units and Police Regional Offices.

The revamp took effect on May 15.

Better communication and partnership between field units of the Armed Forces of the Philippines (AFP) and local leaders have effectively reduced attempts of the New People's Army (NPA) terrorists to carry out their extortion activities during the recent election season.

In a virtual press conference of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Monday, AFP spokesperson Army Col. Ramon Zagala hailed the local leaders for their understanding of the issues and knowing that dwindling resources of the NPA mean the eventual resolve of the insurgency problem.

"I think we have better communications now. We are able to explain well, especially our field units, sa atin mga (on our) candidates, ating mga (on our) political leaders, they are now our partners in finding solutions in defeating insurgency and uplifting the lives of our countrymen affected by the insurgency," Zagala said. "With these communication(s), it significantly lowered the ability of the NPA to collect permit-to-win and permit-to-campaign (extortion schemes)."

Since the NPA is now lacking popular support, Zagala said these communist terrorists are unable to move as freely as they want and carry out their extortion rackets such as permit-to-win and permit-to-campaign schemes.

"We believe in the Armed Forces that constant communication, partnership with our local chief executives is one of the key successes that we have, that is why the NPA are not able to collect," he said.

He attributed the "success" to the ongoing efforts by security forces and the NTF-ELCAC to address insurgency by reducing or destroying the remaining NPA strongholds.

Interior and Local Government Secretary Eduardo Año earlier said there were no reports of politicians or local government unit officials paying permits-to-campaign fees or any form of aid to terrorist groups in this year's elections.

The Philippine Coast Guard (PCG) has deployed its newest and largest vessel, BRP Teresa Magbanua, on Monday to participate in the Regional Marine Pollution Exercise (MARPOLEX) 2022 in Indonesia next week.

In a send-off ceremony, PCG Admiral Artemio Abu said BRP Teresa Magbanua will be joined by BRP Gabriela Silang, BRP Malapascua, and BRP Cape Engaño in the exercise, to assess and improve the oil spill capabilities of the Philippines and Indonesia, with Japan joining the event to “guide improvement.”

“They will also enhance cooperation and capability in firefighting, rescue, and oil spill recovery operations through planning, command and control, and the conduct of integrated operations,”
Abu said.


He said oil spill companies in concerned countries will also be “encouraged to combat, control, and recover oil spillage” to accomplish the objectives of the Memorandum of Understanding on the Association for Southeast Asian Nations (Asean) Cooperation Mechanism for Joint Oil Spill Preparedness and Response.

The maritime exercise will be held off the waters of Makassar, Indonesia from May 22 to 29, with the PCG joined by Indonesia’s Directorate of Sea Transportation (DGST) and the Japan Coast Guard (JCG).

The MARPOLEX is held every two years between the PCG and the DGST. The previous exercise was held in July 2019 in Davao City.

On May 7, the PCG formally commissioned the 97-meter multirole response vessel BRP Teresa Magbanua as the newest and largest ship in its fleet.

The ship is one of two such vessels procured in Japan under the Duterte administration, with the second ship, to be dubbed BRP Melchora Aquino set to arrive in the Philippines in June.

President Rodrigo Roa Duterte has signed a new law that sets the term of the chief of staff and other senior military officers holding key positions in the Armed Forces of the Philippines (AFP) to three years.

Republic Act 11709, signed by Duterte on April 13, sets a fixed three-year tour of duty for the AFP chief of staff, vice chief of staff, the deputy chief of staff, the major service commanders (Philippine Army, Philippine Air Force, Philippine Navy), unified command commanders, and inspector general "unless sooner terminated by the President."

Under the law, the President may extend the tour of duty "in times of war or other national emergency declared by Congress."

The new law also provides a tour of duty of four years for the superintendent of the Philippine Military Academy (PMA) “unless sooner terminated by higher authority.”

Except for the position of chief of staff, the PMA superintendent will not be eligible for any other position in the AFP and will be compulsorily retired after completion of the fixed tour of duty or upon relief from office.

No general/flag officer who is more than 58 years of age will be appointed as PMA superintendent.

The law sets to 56 or the accumulation of 30 years of satisfactory active duty, whatever is later for those in the grades of second lieutenant/ensign (0-1) to colonel/captain (0-6).

It also sets to 59 or the maximum tenure-in-grade as defined in this act, whichever comes earlier, those in the grades of brigadier general/commodore (0-7) to lieutenant general/vice-admiral (0-9).

RA 11709 prohibits a retired or resigned military officer from being appointed as Secretary of National Defense within one year from the date of the officer's retirement or resignation.

The law is expected to enhance professionalization in the organization by strengthening the merit system, allowing the new leadership a longer period to implement reforms, and institutionalize sound policies that will redound to the improvement of the AFP.

It also aims to promote the most qualified officers to higher ranks; obviate revolving door accommodation promotions to successfully create a new culture of excellence in leadership and accountability in the AFP, and refine and improve the rules on retirement and commissionship.

Law to bring stability

The AFP also welcomed Duterte’s approval of the prescribed three-year fixed terms for key military officials.

"The AFP is confident that the newly-signed law will bring stability in the military organization as we continue to fulfil our mandate as protectors of the people and the state," AFP spokesperson Army Col. Ramon Zagala said in a statement.

He added that the AFP is very grateful for the support of the administration as well as the Senate and the House of Representatives in ensuring the continuity of its programs and operations.

"This shall make the AFP a more efficient and effective organization and will contribute to the realization of our vision of a more credible Armed Forces which is a source of national pride," Zagala said.

‘Game changer’

Muntinlupa Rep. Ruffy Biazon said the new law is a "game-changer" as it will enhance stability in the leadership and provide a focused effort in developing the armed forces.

"I thank President (Rodrigo) Duterte for finally closing the revolving door that has long put the Armed Forces of the Philippines on constant short-term reset and making it prone to politicization due to the constant jostling for positions, especially at the higher ranks," Biazon said in a statement.

Biazon noted that the proposal has been pending for more than two decades, although it could have been passed into law in the 16th Congress had it not been vetoed by President Benigno Aquino III.

"I am thankful that after filing and refiling it since my first term in 2001, it has finally become a Republic Act. I see this bill as a game-changer for the AFP," he said.

The measure was passed by the House of Representatives as House Bill No. 10521 on Dec. 6, 2021 and adopted by the Senate as an amendment to Senate Bill No. 2376 on Jan. 17, 2022.

The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) has achieved significant milestones in its pursuit of the comprehensive Philippine peace process because of the invaluable support and contributions of its partners from government agencies, non-governmental organizations, and peace warriors.

OPAPRU chief, Secretary Carlito Galvez Jr., said the unwavering support of their partners helped in the effective promotion and implementation of peace initiatives.

“Through the partnerships, we have established and nurtured over the years, we have implemented programs and projects that are uplifting the lives of our beneficiaries, particularly former combatant, their families, and communities,” Galvez said in his speech during the Peace Partners’ Recognition Day at Philippine International Convention Center in Pasay City.

He said OPAPRU’s collective vision of achieving lasting and sustainable peace development has become attainable with firm commitment and steadfast support from its partners.

These partnerships, he added, gained the dividends of peace and development, particularly in the southern part of the country.

“Once again, to all our peace partners and stakeholders, thank you for supporting and helping our agency, especially during the most difficult of times. We shall forever be grateful,” said Galvez.

Election watchdog Kontra Daya is made up of active urban operators and infiltrators of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF), a former cadre of the communist terrorist groups said on Monday.

In a statement, Jeffrey “Ka Eric” Celiz claimed that the “Kontra Daya group is known among former rebels, cadres, and organizers of the CPP-NPA-NDF” as “nothing but a special project of the communist terrorists' urban operators and infiltrators”.

Celiz identified one of the core leaders as Danilo Arao, a University of the Philippines professor and who identifies himself as a journalist connected with Media Asia, Kontra Daya, Bulatlat, Pinoy Weekly, and Kodao Productions.

Arao, Kontra Daya convenor, said the May 9 election was the worst in automated election history.

“Kung may mas mababa pa na grado sa singko, ‘yun ang ibibigay ko sa Comelec (Commission on Elections) pati na sa (service provider) Smartmatic (If there is a grade lower than 5, that goes to Comelec and even Smartmatic),” Arao said at the media forum "Balitaan sa Maynila" on Sunday.

The country's first nationwide fully automated election was held in May 2010 using the Precinct Count Optical Scan (PCOS) machine.

Celiz said Kontra Daya is a CPP project being used to manipulate electoral public opinion.

He added that opinions, instigation of electoral fraud, and party-list manipulation are among the standard propaganda operation lines of the CPP-NPA-NDF and passed on by Kontra Daya as political analysis.


“Though there may be some interesting insights regarding how the influential and wealthy families try to dominate the party-list groups, yet the bogus Kontra Daya group maliciously and consciously avoids and brushes aside the exposition on the very obvious fact that the CPP-NPA-NDF, which is the main operator, is the one that really continues to infiltrate, hostage and sabotage the integrity of our electoral process, including their deceptive and manipulative ‘Kamatayan party-lists’ which are the vehicles for the communist terrorists' government bureaucracy infiltration," he said.

The obvious and intentional slant of Kontra Daya, Celiz said, covers up the actual electoral and bureaucracy infiltration operation of the communist terrorist group, “an act that is premeditated and orchestrated by the leadership of the CPP-NPA-NDF”.

Celiz, the top nominee and secretary general of Abante Sambayanan that participated in the recent elections, said their group has been one of the victims of prejudiced and partisan public opinion manipulation, which he called a “mind frame game and conditioning modus operandi”.

Kontra Daya participated in post-election protests and rallies, including the so-called “Black Friday Protest” on May 13.

The election watchdog called on the Comelec to investigate the alleged electoral fraud in the recent polls.

The Armed Forces of the Philippines (AFP) lauded the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) for resolving many problems in the so-called "geographical isolated and disadvantaged areas" (GIDAS), which greatly help in neutralizing the Communist Party of the Philippines-New People's Army (CPP-NPA) in the countryside and resulting in their failure to extort from politicians in the just concluded elections.

"We thank the NTF-ELCAC because a lot of the problems that our 'kababayan' (countrymen) face in the GIDAs were solved via the programs of the NTF-ELCAC. A lot of the barangays in these GIDAs were addressed and this resulted (in) the inability of the NPAs to conduct any more tactical offensive nor collect ‘permit-to-win’ or ‘permit-to-campaign’," AFP spokesperson Army Col. Ramon Zagala said during the NTF-ELCAC virtual presser Monday.

Some NTF-ELCAC projects include the Barangay Development Program (BDP) and the Enhanced Comprehensive Local Integration Program (E-CLIP), the task force's whole-of-the-government approach to addressing development and security issues affecting former rebels and indigenous peoples (IPs) within communist-infiltrated areas.

The NTF-ELCAC and its regional counterparts have been implementing BDP that aims to deliver various government projects to about 1,406 barangays nationwide identified as conflict-afflicted and geographically isolated villages that have been considered "cleared" from the influence of communist rebels.

Each barangay is entitled to PHP20 million worth of farm-to-market roads, classrooms, water and sanitation systems, health stations, and livelihood projects.

Zagala said these initiatives by the NTF-ELCAC can be credited for laying the "foundation of peace" in these communities which also helped in ensuring that the just-concluded elections are peaceful and orderly.

"It was generally peaceful and we attribute this really for laying the foundation of peace through so many years of NTF-ELCAC, and also our campaign, and the good governance and good interaction with our local chief executives," he said.

And with the NPAs on the decline, Zagala hopes that the insurgency will end soon so the AFP can focus on its national defense missions.

"Hopefully, we are on the road to peace, and that we, in the Armed Forces, can finally put an end to the insurgency and focus on more important things such as our national defense," he said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

Meanwhile, Department of Interior and Local Government spokesperson Undersecretary Jonathan Malaya said the failure of the CPP-NPA to extort politicians in the just concluded elections can be attributed to the efforts of the NTF-ELCAC, AFP, and the Philippine National Police.

"So, maganda po itong development na na-monitor natin nitong mga nakaraang eleksiyon (What we saw in the just-concluded elections is good development) This is not simply the accomplishment of the DILG, this is an accomplishment of the entire NTF-ELCAC, our colleagues from the PNP, and of course, our colleagues from the AFP," he said.

The new law that sets a fixed term for the Armed Forces of the Philippines' (AFP) chief of staff and other key officials will end the disservice to the military leadership entrusted with the security and defense of the country.

Republic Act (RA) 11709, signed by President Rodrigo Duterte on April 13, sets a fixed three-year tour of duty for the AFP chief of staff, vice chief of staff, deputy chief of staff, major service commanders (Army, Air Force, and Navy), unified command commanders, and inspector general "unless sooner terminated by the President".

Senator Panfilo Lacson, who chairs the Committee on National Defense and Security, said on Tuesday the law will end the "revolving door" policy in the AFP.

"The leaders of our AFP will have the opportunity to implement their legacy programs instead of staying in office too briefly," he said in a statement.

Lacson, principal sponsor and a co-author of the bill, said RA 11709 will ensure the implementation of merit-based promotion and attrition systems that will assure the AFP of a continuous pool of qualified and effective leaders.

"The measure, which strengthens professionalism and continuity of the policies and modernization initiatives of the AFP, stemmed from a long-standing clamor from the military and should address the issue of stability and continuity of military leadership as some AFP chiefs of staff had terms lasting less than seven months," he said.

Senator Richard Gordon made an emphasis on the continuity and stability in AFP leadership for the defense and security of the country.

He hopes the law will expand to provide the President more choices in appointing the most qualified, not only officials who are about to retire.

“As defenders of our land, we desire to have military leaders that have vision for the improvement of our armed forces. Changes need to be made because the status quo is clearly not working,” he said in another statement.

With Republic Act 11709 officially a law, only the best officers in the Armed Forces of the Philippines (AFP) can assume the highest posts in the military, Defense Secretary Delfin Lorenzana said on Tuesday.

"The principal objective of this law is to allow general officers sufficient time, i.e., three years time-in-grade, to do their jobs. If they are not promoted to the next higher grade, they are retired. This ensures that only the best officers ascend the ladder of leadership. This also puts an end to the revolving door system in the AFP leadership that resulted from the retirement law passed in 1979," he said in a statement.

President Rodrigo R. Duterte signed the law last April 13. Republic Act 11709 or "An Act Strengthening Professionalism and Promoting the Continuity of Policies and Modernization Initiatives in the Armed Forces if the Philippines, by Prescribing Fixed Terms For Key Officers Thereof, Increasing the Mandatory Retirement Age of Generals/Flag Officers, Providing for a More Effective Attrition System, And Promoting Funds Therefore".

"We would like to thank the members of Congress, especially Sen. Dick Gordon, Sen. Ping Lacson and Cong. Boboy Tupaz for advocating and espousing this law throughout the legislative process," Lorenzana said.

Under new law, the AFP chief-of-staff, vice chief-of-staff, deputy chief-of-staff, heads of the major services (Army, Navy and Air Force), unified command commanders and inspector general will have a three-year term of office "unless sooner terminated by the President."

The President may extend the AFP chief-of-staff's tour of duty in times of war or other national emergency declared by Congress.

The law also gives the Philippine Military Academy superintendent a tour of duty of four years, "unless sooner terminated by higher authority."

Meanwhile, the law also provides for the compulsory retirement of military personnel at 56 or 30 years' satisfactory active duty, whichever is later -- for those in the grades of second lieutenant/ensign (O-1) to colonel/captain (O-6).

For those in the grades of brigadier general/commodore (O-7) to lieutenant general/vice admiral (O-9), the retirement age will be 59 or the maximum tenure-in-grade, whichever comes earlier.

Officers or enlisted personnel may avail of optional retirement upon accumulation of at least 20 years satisfactory active duty.

The law also provides that officers and enlisted personnel shall be retired one rank higher from the last rank held, provided that retirement benefits shall be based on the permanent grade last held, though this will not apply to those still in active duty prior to the effectivity of the law; and provided that the said retirees will form part of the Reserve Force.

Republic Act 11709 also limits the number of general officers to 0.01 percent of the AFP's total strength and will reduce the number of its general officers from the present 196 to 153, which we believe is the optimal number of generals to efficiently and competently lead the AFP.

"Lastly, we thank President Duterte for signing it into law RA (Republic Act) 11709, which caps his vision and programs -- higher pay, more troops, more brand new equipment, and improved health services -- for a better and professional AFP that he implemented during his term," Lorenzana said.
