CAMP AGUINALDO, Quezon City – Members of the Armed Forces of the Philippines (AFP) and the U.S. military successfully completed the 37th iteration of the Exercise Balikatan on Friday, April 8.
Nearly 9,000 Filipino and American service members trained shoulder-to-shoulder from the northern coast of Luzon to Palawan over the last two weeks, focusing on maritime security, amphibious operations, live-fire training, urban operations, aviation operations, counterterrorism, and humanitarian assistance and disaster response.

Present in the closing ceremony held at the AFP General Headquarters in Camp Aguinaldo were General Andres C Centino, AFP Chief of Staff; Major General Charlton Sean M Gaerlan, PH Exercise Director; Brigadier General Joseph Clearfield, US Exercise Director Representative; and Defense Undersecretary Cardozo Luna.
 
“This year’s Balikatan is a testament to the resiliency of the Philippines-United States alliance as we remain strong partners even after the various challenges we have encountered in the past two years,” said General Centino.
 
“The experience gained from the Exercise Balikatan complimented our security cooperation endeavors and help enhance existing mutual security efforts. Although there were limitations brought about by the pandemic, it is highly commendable that the exercise pushed through and generated a favourable outcome,” said MGen Gaerlan.
 
The U.S. Embassy in the Philippines Chargé d’Affaires ad interim Heather Variava attended as Guest of Honor and Speaker.
 
“After two years of a global pandemic, U.S. and Philippine forces have come together to complete one of the largest Balikatan exercises ever held. This is a testament to the strength of the U.S.-Philippine alliance and the shared priorities of our countries,” said Ms Variava.

FORT BONIFACIO, Metro Manila – Army Vice Commander Maj. Gen. Henry M. Doyaoen, who recently served as Acting Commanding General, Philippine Army (ACGPA), visited the home of the 7th Infantry “Kaugnay” Division (7ID) troopers in Fort Magsaysay, Nueva Ecija on April 4, 2022.

7ID troops, led by Division Commander Maj. Gen. Andrew D. Costelo, led the arrival honors for ACGPA.

“True to your moniker ‘Kaugnay,’ you have shown in every occasion your capacity to link the Army here in Central Luzon with the communities and other stakeholders towards our common aspiration of inclusive peace and sustainable progress,” the ACGPA said in his “Talk to Troops.”

Maj. Gen. Doyaoen reiterated the Army leadership’s commitment to fully support the division in accomplishing its mission objectives. He also expressed confidence that the Army, together with its peace partners, will emerge victorious against state enemies.

“As I bow out of military service this May, I thank you all for being a part of our transformed Army – a disciplined, professional, capable and responsive Army that we are all proud of,” the ACGPA concluded.

Camp Navarro, Calarian, Zamboanga City – Brig. Gen. Freddie Dela Cruz, Commander of the First Scout Ranger Regiment (FSRR) visited the Western Mindanao Command on April 7, 2022, to pay a courtesy call on Lt. Gen. Alfredo Rosario, Jr., the unit commander.

Foyer Honors was rendered to the distinguished visitor upon his arrival at the WestMinCom Headquarters at Camp Navarro, Calarian, this city. Brig. Gen. Arturo Rojas, WestMinCom’s Deputy Commander for Operations represented Lt. Gen. Rosario, Jr. and received Brig. Gen. Dela Cruz at the Laong Laan Hall of the command at nine in the morning.

Brig. Gen. Dela Cruz thanked the WestMinCom family for the warm welcome while Brig. Gen. Rojas conveyed the message of gratitude of the WestMinCom Commander to the distinguished visitor for taking the time to visit the command.

Brig. Gen. Dela Cruz is a member of the Philippine Military Academy “Tanglaw-Diwa” Class of 1992. He assumed as the Commander of FSRR on October 13, 2020.

First Scour Ranger Regiment is a Philippine Army unit specializing in anti-guerrilla jungle warfare, raids, ambushes, close-quarters combat, urban warfare, and sabotage. Here in Mindanao, Scout Ranger Battalions continue to perform their sworn duties in the different provinces under the command and control of WestMinCom.

FORT BONIFACIO, Metro Manila – The Philippine Army (PA) and the U.S. Army Pacific troops conducted a combined call-for-fire exercise on April 5, 2022 at the 7th Field Artillery Battalion Gunnery Range, Barangay Palale, General Tinio, Nueva Ecija.

The Bravo Company of the PA’s 92nd Infantry Battalion, 2nd Infantry Division and the 6th Mechanized Battalion of Armor Division together with the U.S. Army Pacific’s 3-7 Field Artillery Battalion, 3rd Infantry Brigade Combat Team conducted the call for fire drill exercise using both digital and degraded target locations. The exercise is geared at deepening interoperability between both forces and building confidence in infantry leaders to coordinate and employ indirect fire assets.

The exercise is part of Balikatan’s Combined Interoperability Exercises (CIOE) between the Philippine Army and the USARPAC, jointly called the CARFOR. Balikatan provides broad training opportunities to deepen interoperability and capabilities of both the Philippine and the U.S. armed forces across a spectrum of military operations.

FORT BONIFACIO, Metro Manila – Army Vice Commander and Acting Commanding General Maj. Gen. Henry M. Doyaoen lauded Special Forces Regiment (Airborne) for its role in the Army’s quest for lasting peace and sustainable development in his official visit to the regiment’s headquarters in Fort Magsaysay, Nueva Ecija on April 4, 2022.

SFR(A) troops, led by Acting Regiment Commander Col. Eliglen F. Villaflor, rendered arrival honors for Maj. Gen. Doyaoen, who currently serves as the Acting Commanding General, Philippine Army (ACGPA).

“I have witnessed how vital the role is of the Special Forces troopers in our quest for lasting peace and sustainable development. You have been instrumental in successfully dealing with various security threats through your conduct of unconventional warfare and other special operations,” Maj. Gen. Doyaoen said in his remarks.

ACGPA also conveyed the Philippine Army leadership’s commitment to fully support SFR(A) and its battalions deployed in conflict-affected areas in Luzon, Visayas, and Mindanao. “While you continue winning against our enemies, rest assured that the Headquarters Philippine Army will also continue to provide your unit with the necessary equipment and resources to accomplish your mission,” Maj. Gen. Doyaoen said.

FORT BONIFACIO, Metro Manila – The Philippine Army Aviation Regiment troops learned cold load techniques during the U.S. Army Pacific’s 3rd Combat Aviation Brigade (3CAB) cold load demonstration on the sidelines of the Balikatan exercises in Fort Magsaysay, Nueva Ecija on April 5, 2022.

3CAB troops utilized a 3-47 Chinook helicopter and UH-60M Black Hawk helicopter in the said demonstration to newly assigned privates of the regiment.

Cold load is an overcurrent condition that occurs when a distribution circuit is re-energized following an extended outage. The cold load demonstration allows soldiers to enter and exit a helicopter while the vehicle is not in operation. This training aims to set the soldiers to enter the aircraft within 15 to 30 seconds and exit within 15 seconds or less.

The Philippine Army is beefing up its Aviation Regiment’s assets to bolster its capabilities to fulfill a multitude of ground-support missions. The regiment is also conducting a wide range of training exercises among its personnel to enhance their skills and further capacitate the unit.

CAMP EVANGELISTA, Cagayan de Oro City – The Communist Terrorist Group (CTG) operating in the boundary Bukidnon – Lanao del Sur suffered a major blow anew in a bloody encounter with the troops of 1st Special Forces Battalion under Task Force Peacemaker, 403Bde, 4ID, Philippine Army on April 6, around 5:30PM, in Brgy Tikalaan, Talakag, Bukidnon.

The firefight resulted in the death of four (4) high-ranking leaders, namely Carlisio D. Sumalinog, Jovilito D. Pontillas, Gary I. Juliana, and Jelly A. Sugnot and the seizure of 16 high-powered firearms (HPFAs), consisting of seven (7) M16 Rifles, one (1) M203 Grenade Launcher, two (2) R4 Carbine Rifles, one (1) M653 Rifle, three (3) M1 Garand Rifles, one (1) AK47 Rifle and one (1) M14 Rifle.

In a statement, Maj. Gen. Wilbur C. Mamawag, 4ID Commander, lauded the troops of 1st SF Bn under TF Peacemaker, 403Bde for pressing the fight, which brings us closer to our goal of defeating the CTG before PRRD’s term ends.

He added that this accomplishment is a by-product of the convergence efforts of Task Force to End Local Communist Armed Conflict (ELCAC), which somehow embolden community folks to report on the presence of terrorist group in their locality.

It can be recalled that the same circumstances, a tip off from civilians, befell the recently neutralized top CTG leaders George Madlos, Pedro Codaste, Loida Magpatok, and Ramil Banawan in Bukidnon, which also led to a series of surrenders and successful encounters.

A prominent lawyer and business leader in the Bangsamoro Autonomous Region in Muslim Mindanao on Thursday escaped a slay try by still unidentified suspects who peppered with high-powered firearms his bulletproof car.

Ronald Hallid Dimacisil-Torres, chair of the newly formed Bangsamoro Business Council, and his unnamed companion were not hurt after the strafing of the young lawyer’s white Toyota Land Cruiser protected with a Level 7 bulletproof armor.

Torres’ car was about to enter his compound in Jasmin St, Rosary Heights 6 here at past 4 p.m. when gunmen aboard a blue pick-up truck peppered it with automatic rifles, hitting the right and the back portions of the vehicle, police investigation showed.


It was too late for the attackers to realize that the car used by Torres is bulletproof. They immediately left the area after attacking their target.

Colonel Rommel Javier, city police director, said that they were still investigating and seeking more information to identify the suspects and the motive of the attack.

In a Facebook post, Torres thanked his friends and relatives for the prayers for his safety.

“Ya’ Allah, Alhamdullilah for the second life,” he wrote.

On Tuesday, Torres attended the opening of the Ramadhan Trade Fair inside the Bangsamoro Government Complex sponsored by the Ministry of Trade, Investment, and Tourism.

He pushed to enhance the business and tourism potentials of the region.

Meanwhile, at noontime Thursday, a driver of mayoralty candidate Datu Nokman Sangki, bet of the United Bangsamoro Justice Party (UBJP) in Ampatuan town in Maguindanao, was killed after a chasing-and-shooting incident in Purok 5, Poblacion Ampatuan.

Police Lieutenant Reynaldo Samson, Ampatuan police chief,
identified the victim as Casmin Angeles, a Balik-Islam.


“The suspects were riding-in-tandem and armed with a.45 caliber pistol. They chased the victim until he was cornered and shot him,” he said.

“We are looking at two motives. First, it could be a vengeance to his role as a negotiator for the surrender of Bangsamoro Islamic Freedom Fighters or BIFF to the military. Second, it could be work-related as the driver of the mayoralty candidate. We are still digging deeper in our investigation,” Samson said.

The police were shocked to learn that the motorcycle used by the victim is red-plate registered, or government-owned, since he was not a government employee, the official added.

Lawyer Naguib Sinarimbo, UBJP deputy secretary-general, condemned the attack on their party member.

“We condemned in the strongest possible words the brutal killing. From the deliberate destruction of our party’s campaign materials in Maguindanao, now it has turned more violent. This should not be tolerated, especially during this holy month of Ramadhan,” Sinarimbo said in a statement.

The UBJP urged law enforcement agencies to bring justice to the victim.

THE UNITED States and the Philippines concluded their joint military exercises dubbed as “Balikatan 2022” which involved nearly 9,000 soldiers, the largest ever mounted by the two allies since 1991.

Balikatan, which literally means “shoulder-to-shoulder,” is a longstanding bilateral exercise highlighting the deep-rooted partnership between the United States and the Philippines.

The bilateral exercises, which began on March 29 from the northern coast of Luzon to Palawan, focused on maritime security, amphibious operations, live-fire training, urban operations, aviation operations, counterterrorism, and humanitarian assistance and disaster relief. The U.S. Navy and Philippine Navy played key roles providing sealift and off-shore support.

The Philippines military and U.S. military also conducted multiple humanitarian and civic assistance projects, including the renovation of four elementary schools, multiple community health engagements, and the exchange of advanced emergency rescue and lifesaving techniques. These construction projects, health engagements, and community relations events improved local infrastructure, facilitated the exchange of lifesaving medical skills, and strengthened ties between local communities and Filipino and American military forces.

Four communist New People’s Army (NPA) combatants were killed during an encounter with state forces in Talakag town, Bukidnon, police and military authorities said Friday.

Wednesday's afternoon clash in Barangay Tikalaan resulted in the death of NPA fighters Carlisio D. Sumalinog, Jovilito D. Pontillas, Gary I. Juliana, and Jelly A. Sugnot, reports from the Bukidnon Police Provincial Office (BPPO) and Army's 403rd Infantry Brigade (403Bde) said.

It also led to the seizure of 16 high-powered firearms consisting of seven M16 rifles, an M203 grenade launcher, two Carbine rifles, an M653 rifle, three Garand rifles, and an AK-47 and M14 rifles.

In a statement, Col. Jun Mark Lagare, BPPO director, said troopers from the 1st Special Force Battalion (1SFB) were conducting an operation in Barangay Tikalaan when they engaged some 30 rebels in a two-hour gun battle.

Lagare said reinforcements from the police’s 1004th Maneuver Company of the Regional Mobile Force Battalion-10 and the Talakag municipal police station arrived minutes later to secure the encounter site and set up a choke point.

When the smoke cleared, troopers rushed the four wounded NPA rebels to the Talakag Provincial Hospital but were declared dead on arrival.

The rest of the NPA fighters splintered into small groups and withdrew to various directions, Lagare said, adding that government forces did not incur any casualty.


The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF) has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

At least nine New People’s Army (NPA) rebels have voluntarily surrendered and were welcomed on Thursday by the police and army authorities in Barangay Rangas in Juban town, Sorsogon province, a police report said.

Maj. Malu Calubaquib, chief of the Police Regional Office in Bicol (PRO-5), in an interview on Friday said the decision of the former rebels to surrender is a result of the government's relentless Retooled Community Support Program (RCSP).

"The efforts of the police together with the army to end insurgency in the Bicol region have reaped new success.
Those who surrendered included a member of Gabriela-Sorsogon who hid under the name alias ‘Kim’, six members of Larangan 1, Komite ng Probinsya 3, BRPC, and two members of Milisya ng Bayan," Calubaquib said.

"The former rebels also surrendered one .38-caliber pistol with seven bullets and one MK2 hand grenade,"
she added.


The former rebels will undergo debriefing session and will be among those who will be assisted with the Enhanced Comprehensive Local Integration Program (E-CLIP).

The PRO-5 and the Philippine Army will continue to convince and encourage other rebels that were blinded by the NPA ideology.

"We will work together to prevent the recruitment of innocent civilians by the said rebel group, especially the youth," she said.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF) has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

A key official of the Philippine Army in Negros Oriental on Friday vowed to continue relentless combat and non-combat operations to prevent the defunk South East Front (SEF) of the New People’s Army (NPA) from succeeding in its recovery efforts after it was dismantled last year.

Lt. Col. Roderick R. Salayo, commanding officer of the 11th Infantry Battalion based in Siaton, Negros Oriental, told the Philippine News Agency that the seven “remnants” of the dismantled guerilla front will not stop until they can recover their foothold in areas they once “controlled”.

Salayo’s statement came following a 20-minute gunfight on Wednesday (April 6) between his troops and the seven SEF-NPA members at Sitio Igang, Barangay Nagbinlod in Sta. Catalina, Negros Oriental.

No one was injured in that encounter but the suspected rebels fled, leaving behind a gun, personal belongings, and subversive documents.


“The skirmishes in Barangay Nagbinlod, Sta. Catalina is part of our mandate to neutralize the remnants of the South East Front and the combat operation was supported by intelligence that got a break from civilians who provided information on the presence of CPP-NPA (Communist Party of the Philippines-New People’s Army) in the area,” Salayo said in mixed English and Filipino. "We will continue going after these remnants."

On non-combat operations, joint efforts of the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), government agencies, the provincial and local government units and their task forces to End Local Communist Armed Conflict (TF-ELCAC) continue to give “high-impact” projects to these areas.

Salayo cited an all-weather road project in Sitio Omol and Sitio Avocado that connects to Tamlang Valley in Barangay Talalak that will provide better access to residents and for their farm produce to be transported to the town proper.

Tamlang Valley was once a haven for CPP-NPA “rebels” and tagged by police and military as a “no man’s land” in the late 80s to the early 90s.

The provincial government is also building a community primary hospital in the Tamlang Valley as part of the joint efforts to end the insurgency under the whole-of-nation approach of President Rodrigo Duterte, the Army official said.

Asked why the SEF-NPA remnants are still in the area, Salayo said they do not want to leave or join other guerilla fronts as they are what the NPA call “territorial forces” and most members are “local”.

They are being led by a leader sent by the NPA’s central committee to help re-organize their stronghold through recruitment in the hinterlands, where poverty and other social issues are prevalent and are exploited by them,
Salayo said.


The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

Two members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) were arrested in separate joint military and police operations in Himamaylan City, Negros Occidental on Thursday.

In a report on Friday, the Philippine Army’s 94th Infantry Battalion (IB) identified the suspects as Jayson John Gazon, 30, a resident of Purok 2, Barangay San Antonio; and Kenneth Nabong, 31, of Sitio Uwakan, Barangay Buenavista.

The two, who served as couriers of the NPA’s Sentro de Grabidad Platoon of Central Negros Front 2, have warrants of arrest for murder.


Records of the incident, where the two were involved, are still being checked by the authorities.

Lt. Col. Van Donald Almonte, commander of 94IB, said the government forces found Gazon and Nabong based on the information provided by the locals, prompting the Himamaylan City Police Station to act swiftly to capture the two suspects.

“We are grateful for the timely and accurate information from the residents. We also laud the Himamaylan City police for their fast cooperation and coordination,” he added.

Almonte said the CPP-NPA has no place in central Negros, and the safest choice for the communist rebels now is to surrender.

“The security cluster of Himamaylan City Task Force to End Local Communist Armed Conflict will always hunt you down,” he said.

Hunger, abandonment, and pressure from the community led seven communist New People’s Army (NPA) fighters to surrender on separate occasions in Davao del Norte and Davao de Oro.

In an interview Friday, Capt. Mark Anthony Tito, spokesperson of the 10th Infantry Division (10ID) said rebels surrendered in Davao de Oro and Davao del Norte on April 4 and April 5, 2022, respectively.

Tito identified four of the NPA surrenderers only by their known aliases: Jisie, Eljen, Wanwan, and Dencio—all from the NPA's Guerilla Front 2. They surrendered to Army’s 66th Infantry Battalion (IB) in Barangay Macagong, Maragusan, Davao de Oro on April 4.

The following day, he said troops from the Army's 60th Infantry Battalion facilitated the surrender of three other NPA members, also known only by their aliases: Bernon, Gorio, and Yanyan.

Tito said the surrenderers brought along with them two M16 rifles, assorted medical paraphernalia, and war matériel when they surrendered in Barangay Gupitan, Kapalong, Davao del Norte.


“They are currently under the custody of 66IB and 60IB,” Tito said.

Bernon told military officials that they can no longer suffer the hardship, lack of supplies, and support from their mass base.

Bernon added that their surrender became easier through the help of their former comrades, who assured them that the military would take care of all their needs, including legal requirements, and help them connect with their families and loved ones.

“They are currently undergoing custodial debriefing. They are done with their medical check-up, and they are being processed for the Enhanced Comprehensive Local Integration Program,” Tito said.

Troopers from the Army’s 93rd Infantry Battalion of the 802nd Infantry Brigade (802Bde) have assisted a pregnant New People’s Army (NPA) fighter who surrendered in January this year, until she gave birth earlier this week.

Rutchelle Ilad, whose rebel unit belongs to the Eastern Visayas Regional Party Committee, said she was six months pregnant during her surrender on January 13 in Buruaen, Leyte.

Along with her husband Rene Boy De Paz, Ilad said they were treated well and not neglected by the troops until she gave birth to a healthy baby girl on April 3 at the St. Mary Birthing Center in Albuera Leyte.


“Thank you very much for helping us out,” Ilad said an interview with John Paul Seniel Reports aired online on Thursday.

In the same interview, Col. Noel Vestuir, the 802Bde commander, vowed to guide the couple for them to attain a new, peaceful life along with their daughter.

“We will make them realize that this government is concerned with people like them,” Vestuir said.

“Whoever surrenders, we vowed to help them and take care of them as we abide with the International Humanitarian Law. We firmly believed that the couple was just victims of lies and deception of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF),” he added.

Vestuir also urged the remaining NPA fighters to surrender and return to the folds of the law.

Thankful

De Paz, meanwhile, thanked the 802Bde for their help from preparation stages until her wife gave birth.

“I am thankful for their help for my wife’s safe delivery as we welcomed our healthy baby girl,” he said in vernacular.

According to the couple, they choose to surrender because they wanted to start a family, and they could only do that if they leave the armed group.

They also admitted that their mass base has already withdrawn support for the NPA after the series of immersions and economic interventions by government troops and the Provincial and Municipal Task Forces on End Local Communist Armed Conflict (ELCAC) in the barangays.

405 policemen deployed for Zamboanga poll duty

At least 405 policemen undergoing specialized training have been deployed to different parts of the Zamboanga Peninsula for election duties.

The police teams include 241 Basic Internal Security Operation Course (BISOC) trainees, 100 Public Safety Basic Recruit Course (PSBRC) trainees, and 64 Reactionary Standby Support Force (RSSF).

The police trainees were turned over Thursday by the Regional Training Center to the Police Regional Office-Zamboanga Peninsula (PRO-9) as part of the security preparations in the region for the May 9 national and local elections.

Maj. Shellamie Chang, PRO-9 information officer, said Friday the policemen will be deployed in Isabela City, Zamboanga Sibugay, Zamboanga del Sur, Zamboanga del Norte, and to the RSSF.


“They are now in their respective places of assignment,” Chang said.

“The RSSF personnel will be a ready force to be deployed in areas where the trouble may arise on election day,” she added.

The 64 RSSF members—composed of three police commissioned officers and 61 non-commissioned officers—are personnel assigned at Camp Col. Romeo Abendan, home of the PRO-9 headquarters in Barangay Mercedes here.

Brig. Gen. Franco Simborio, PRO-9 director, reminded the policemen to remain apolitical in carrying out their tasks.

Meanwhile, Chang said that the Regional Joint Security Control Center (RJCC) has yet to review and update the data of the places tagged as election areas of concern in the region.

The RJCC has earlier classified 15 areas in the region under the red category; orange, 14; and yellow, 15.

The red category are election areas of grave concern, while the orange and yellow categories are election areas of immediate concern and election areas of concern, respectively.

The US Marine Corps Forces Pacific (MARFORPAC) has expressed its interest to conduct exercises with the Armed Forces of the Philippines (AFP) aimed at enhancing the capabilities of both militaries in littoral combat operations.

US MARFORPAC deputy commander, Brig. Gen. Joseph Clearfield conveyed this to Philippine Navy chief, Vice Adm. Adeluis Bordado in a courtesy call at the PN headquarters on Thursday.

"Joined by his select staff from MARFORPAC, Brig. Gen. Clearfield expressed their interest in working with the Armed Forces of the Philippines on future exercises focused on enhancing capabilities for littoral combat operations," PN spokesperson Commander Benjo Negranza said in a statement Thursday night.

Littoral operations are defined as "operations in and around the littoral zone, within a certain distance of shore, including surveillance, mine-clearing and support for landing operations and other types of combat shifting from water to ground, and back."

A littoral zone refers to nearshore or part of a sea, lake, or river that is close to shore.


"The US Marine Corps’ 3rd Marine Infantry Regiment’s transition into what is now the 3rd Marine Littoral Regiment was also discussed, where Vice Admiral Bordado supported the corps’ goal of maintaining a mutually supportive role as they move forward with deploying small maneuvering units to the South Pacific region as part of the Commandant of the Marine Corps, General David Berger’s Force Design 2030 initiative," Negranza added.

Born in Bethesda, Maryland and a graduate of Harvard Business School’s Advanced Management Program, Clearfield served as the platoon officer and executive officer of the US Marine’s Company F, 2nd Battalion, 2nd Marines during Operation Uphold/Restore Democracy in Haiti and Operation Assured Response in Liberia attached to the 22nd Marine Expeditionary Unit (Special Operations Capable).

Armed Forces of the Philippines (AFP) chief, Gen. Andres Centino said this year's "Balikatan" exercises served as an opportunity for Manila to showcase and test the capabilities of military assets that it has acquired and developed in the past few years.

Speaking at the closing ceremony of this year's exercises on Friday, Centino said these include the new air assets of the AFP like the S-70i Black Hawk and the AgustaWestland helicopters, the FA-50 jet fighters, the "Super Tucano" attack aircraft, and naval assets including the new landing dock, and the ground assets like the newly refurbished armored personnel carriers and artillery.


"I am sure that both Armed Forces have mutually benefited with you learning from our experiences in dealing with insurgents and terrorists and us learning from your skills in the use of modern technology," the AFP chief said.

He said the annual military drills between participating Filipino and American troops highlights the importance of cooperation and interpersonal relationship between the two militaries.

"Our drive to train and work together solidifies our friendship and allows our forces to succeed together, more so to learn from each other and build camaraderie that I am sure will last even beyond this exercise," he added.

The AFP chief also called the annual "Balikatan" exercise one of the country's proactive measures in dealing with unprecedented and real-world challenges.

"This exercise effectively capacitates our Armed Forces as we fulfill our respective responsibilities in maintaining peace and stability in the Indo-Pacific Region," he added.

"Balikatan" which means “shoulder-to-shoulder” or “shouldering the load together” is an annual joint and combined exercise hosted by the AFP and US Indo-Pacific Command conducted to strengthen bilateral interoperability, capabilities, trust, and cooperation built over decades of shared experiences.

Participants in this year's "Balikatan" exercises are 3,800 members of the Armed Forces of the Philippines (AFP) and 5,100 US military personnel -- the largest number of combined personnel of the two militaries in the annual exercise since the start of the coronavirus disease 2019 (Covid-19) pandemic in 2020.

Aside from Centino, also present in "Balikatan" closing ceremonies in AFP general headquarters at Camp Aguinaldo, Quezon City were Maj. Gen. Charlton Sean Gaerlan, Philippine Exercise Director; Brig. Gen. Joseph Clearfield, US Exercise Director representative; and Defense Undersecretary Cardozo Luna.

“The experience gained from the Exercise 'Balikatan' complimented our security cooperation endeavors and help enhance existing mutual security efforts. Although there were limitations brought about by the pandemic, it is highly commendable that the exercise pushed through and generated a favorable outcome,” Gaerlan said.

US Embassy in the Philippines Chargé d’Affaires ad interim Heather Variava attended as a guest of honor and speaker.

“After two years of a global pandemic, US and Philippine forces have come together to complete one of the largest Balikatan exercises ever held. This is a testament to the strength of the US-Philippine alliance and the shared priorities of our countries,” Variava said.

Meanwhile, Clearfield, who is also US Marine Corps Forces Pacific deputy commander, said the completion of this year's "Balikatan" is a clear example of both militaries’ shared commitment to advancing peace and stability in the Indo-Pacific region.

“As a result of our mutual efforts, our militaries have grown together in friendship, and we are better prepared to respond as one cohesive team to any crisis or challenge,” he added.

The Philippine and US exercise forces employed more than 50 aircraft, four ships, 10 amphibious craft, four high mobility artillery rocket system launchers, and four Patriot missile systems during "Balikatan" 20222.

This year’s exercise also included approximately 40 personnel from the Australian Defense Force.

The AFP and US military also conducted multiple humanitarian and civic assistance projects, including the renovation of four elementary schools, multiple community health engagements, and the exchange of advanced emergency rescue and lifesaving techniques.

Department of National Defense (DND) Secretary Delfin Lorenzana on Thursday met with Japanese Defense Minister Nobuo Kishi in Tokyo, ahead of the inaugural Philippines-Japan Foreign and Defense Ministerial Meeting (2+2) scheduled on Saturday.

"Secretary Delfin N. Lorenzana and Minister Nobuo Kishi met in Tokyo on 07 April 2022. Having been able to meet twice through virtual channels due to the restrictions of the pandemic, this is the first time that both Ministers have met in person," said DND spokesperson Arsenio Andolong in a statement Friday.

During their meeting, both defense ministers exchanged views on the regional security environment and discussed ways to further enhance bilateral and multilateral cooperation.


"Secretary Lorenzana highlighted the Philippine position with regard to the situation in Ukraine and reiterated calls on all parties to resort to the 1982 Manila Declaration on the Peaceful Settlement on International Disputes," Andolong said.

On the situation in the East China Sea and South China Sea (West Philippine Sea), both defense chiefs agreed to further strengthen collaboration between Manila and Tokyo in order to address maritime security challenges.

"Both sides also shared the same view that freedom of navigation and overflight, peaceful resolution of disputes, as well as respect for international law should always be upheld in the said areas. The same view was also held by the two Ministers regarding the situation in the Taiwan Strait," he added.

Andolong said the two defense chiefs also called for the complete, verifiable, irreversible denuclearization of North Korea.

With regards to Myanmar, both officials highlighted the importance of the implementation of the Five-Point Consensus.

Both sides noted the increase in defense cooperation activities between the Philippines and Japan despite the coronavirus pandemic.

They also agreed on the need to explore other frameworks of cooperation that would further expand defense relations between the two countries.

"On multilateral cooperation, the two Ministers concurred on the significance of continuous cooperation under the ambit of the Asean Defense Ministers' Meeting (ADMM)-Plus as well as other Asean dialogue platforms and the need to maintain Asean centrality. Both officials also discussed other prospects for trilateral cooperation with like-minded nations," Andolong said.

He also added the meeting ended with a strong sense of commitment to further expand overall bilateral defense cooperation between the Philippines and Japan to include defense industry and logistics cooperation.

The Office of the Presidential Adviser for Peace, Reconciliation and Unity (OPAPRU) cited the major contributions of the International Monitoring Team (IMT) in sustaining the gains of the Bangsamoro peace process.

OPAPRU said the IMT-Mindanao 16 (Malaysia) and 17’s (Brunei) official tour of duty in the southern part of the Philippines will end in June.

The IMT was launched in October 2004 to oversee the on-ground implementation of the ceasefire agreement between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF).

It is tasked to, among others, monitor the security, humanitarian, rehabilitation and development, socio-economic assistance, and civilian protection aspects of the agreement

The neutrality of the IMT as a third-party monitoring team is crucial to creating and strengthening the gains of the Bangsamoro peace process over the years, OPAPRU said in a statement on Friday.


“The IMT has become the government’s effective partner for pushing peace efforts and resolving various ceasefire-related issues in Mindanao, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM),” GPH-MILF- Coordinating Committee on the Cessation of Hostilities co-chair Butch Malang said.

On Wednesday, OPAPRU awarded the IMT delegates, including M-16 head of mission, Maj. Gen. Datuk Hamdan Bin Hj Ismael, with certificates of appreciation.

“In a few more weeks, the Malaysia Contingent of IMT M-16 and the Bruneian Contingent of IMT M-17 members In Shaa Allah will leave this wonderful Mindanao. We have observed and monitored the peace process in IMT AOR, specifically in the BARMM area. Your continuous support and cooperation are greatly appreciated,” Ismael said during the ceremony.

The IMT also assists in the compilation of all signed agreements between the GPH and MILF Implementing Panels from August 2016 to date.

Three IMT teams are stationed in Cotabato City, Iligan City, and Zamboanga City.
