Mariing kinukundena ng NDF-Mindoro at buong mamamayang Mindoreño ang walang patumanggang pambobomba, panganganyon at pang-iistraping mula sa ere ng SOLCOM at 203rd Infantry Bde. sa kabundukang bahagi ng Brgy. Lisap, Bongabong, Oriental Mindoro.

Noong Pebrero 26, 2022 sa pagitan ng ala una at alas dos ng madaling araw binomba ng dalawang (2) FA50 ang mga pamayanan ng pambansang minoryang Buhid sa pagitan ng Alyanon at Nalbong, mga sityong nasasakupan ng Brgy. Lisap. Sinundan ito ng artillery shelling ng hindi bababa sa 10 bala ng Howitzer pagsapit ng alas 5 hanggang alas 7 ng umaga. Nang umagang iyon, sumahimpapawid ang dalawang (2) Blackhawk helikopter na nangligalig, nang-istraping at nagbaba ng tropa ng dalawang beses.

Kinabukasan, Pebrero 27, dalawang beses pang binomba ng Howitzer at muling nang-istraping ang dalawang (2) Blackhawk helikopter sa So. Gaang, Brgy. Lisap bandang alas-12 ng tanghali at naglapag ng tropa.

Noong Marso 1, pinulong ng mga berdugong militar ang mga pamayanang saklaw ng barangay at sapilitang pinasusuko ang mga minoryang Buhid. Tinakot na paliliparan ng kanyon ang mga sityo/pamayanan kapag hindi sumuko. Mala-batas militar ding kinontrol ang pamumuhay ng mga minorya nang takdaan sila ng curfew —maaari lang lumabas sa baryo tuwing alas-8 ng umaga hanggang alas-3 ng hapon. Napakalaking epekto nito sa buhay at kabuhayan ng mga katutubo.

Mahigit isang buwan na ang walang puknat na mga operasyong militar sa mga bayan sa Timog Mindoro laluna sa mga bayan ng Bongabong, Roxas, Mansalay, San Jose at Rizal. Upang kamtin ang ibayong pagsinsin at pagtindi ng mga operasyon, idinagdag ang berdugong batalyong 68th IBPA at isang bahagi ng 80th IBPA.

Nangangarap ng gising ang mga pasista na malilipol nila ang rebolusyonaryong kilusan sa isla ng Mindoro bago magtapos ang pasistang rehimeng US-Duterte. Napakalaki ng interes ng mga naghaharing uri na dambungin ang likas na kayamanan sa isla sa Mindoro. Nais nilang bigyang laya ang operasyon ng mapangwasak sa kabuhayan at kapaligirang malakihang pagmimina, pagtatayo ng mga dam sa tabing ng diumanong Tamaraw Reservation Expansion Project. Batid nilang napakalaking sagka ang rebolusyonaryong kilusan sa mapandambong at mapangwasak na malalaking proyektong ito sa kalikasan.

Karapatan ng mamamayang Mindoreño at pambansang minoryang Mangyan na mabuhay nang mapayapa at malaya. Hindi nararapat na magdusa sila sa terorismo ni Duterte, na gamitin laban sa kanila ang mga modernong armas at sasakyang pandigma ng AFP habang hinahayaan nitong agawin ng mga dayuhan ang teritoryo ng West Philippine Sea. Hindi makatarungan para sa mamamayan na patawan ng walang kapantay na pandarahas kung mayroon sa hanay nila ang namumulat at lumalaban para sa kanilang mga karapatan, kung mayroon sa hanay nila ang hindi na makatiis sa kahirapan, pag-aaglahi at pagpapabaya ng inutil, kriminal, magnanakaw, sinungaling, pasista at tiranong rehimeng US-Duterte.

Ang rebolusyonaryong kilusan sa pamamagitan ng CPP-NPA-NDFP ay nagsikap para sa isang makabuluhang usapan upang lutasin ang ugat ng armadong labanan sa pagitan ng GRP at CPP-NPA-NDFP. Subalit walang pakundangang sinabotahe ng tiranong rehimeng Duterte ang usapang pangkapayapaan at tinugis ang mga konsultant ng CPP-NPA-NDF sa “peace talks”. Sukdulang ipinataw ang EO 70 upang buuin ang Inter-Agency Task Force (IATF) na de facto umaaktong hunta militar para sa walang sagkang panlulupig at proteksyon sa pansariling interes ng imperyalistang amo nito at ng sariling pamilya at kroni ni Duterte.

Nananawagan ang NDF-Mindoro sa lahat ng mamamayan sa isla, kasama na ang mga makabayang lingkod ng bayan na buong lakas na labanan ang terorismo at pandarambong na isinasagawa ng rehimeng Duterte sa isla ng Mindoro sa pamamagitan ng SOLCOM, 203rd Bde. at PNP-MIMAROPA. Tinatawagan rin ang mga panggitnang pwersa at tagapagtanggol sa mga karapatang-tao—mga institusyon, organisasyon, propesyunal at indibidwal na makipagkaisa sa mamamayang Mindoreno laluna mga pambansang minoryang Mangyan upang ilantad, tutulan, itigil at panagutin ang mga salarin ng terorismo ng rehimen laban sa mamamayan. Kailangan na idagdag ang mga pandarahas na ito sa 126,000 biktimang Mindoreño sa mga paglabag sa karapatang pantao at internasyunal na makataong batas ng GRP-AFP-PNP sa nakaraang tatlong taong (2019-2021) pananalasa ng JCP-Kapanatagan.

Gawing inspirasyon ang makasaysayang pagkakaisa at sama-samang pag-aalsa ng mamamayan sa EDSA noong Pebrero 25, 1986 na nagwakas sa 14 na taong teroristang paghahari ng diktadurang Marcos.

Ang tumitinding terorismo ng rehimeng Duterte ay nagpapatibay lamang sa pagiging makatarungan ng pambansa-demokratikong rebolusyong bayan.

Nararapat na kondenahin, labanan at singilin ang pasista, kriminal at tiranong rehimeng US-Duterte at ang mga pasistang heneral sa kanilang krimen laban sa 126,000 Mindoreñong biktima ng paglabag sa karapatang pantao at internasyunal na makataong batas sa nakaraang tatlong taon.

Sa imbing layuning durugin ang rebolusyonaryong pwersa, ang mamamayan ang grabeng pinagmalupitan ng pasistang pwersa. Mula 2019 hanggang 2021 walang patid ang pananalasa nila sa 23 bayan o 92% ng kabuuang 25 bayan sa dalawang probinsya ng Mindoro: 14 sa Oriental Mindoro at siyam (9) sa Occidental Mindoro.

Pangunahing salarin ang berdugong 203rd Brigade at mga pangmaniobrang tropa nitong 76th IB, 4th IB, Division Reconnaisance Company (DRC), kasama ang Regional Mobile Force Battalion (RMFB) at Provincial Mobile Force Company (PMFC) ng PNP-MIMAROPA. Inaasahang titindi pa ito matapos ibalik sa isla nitong Enero2022 ang berdugong 68th IBPA at idagdag ang isang kumpanya ng 80th IBPA.

Ang mga atrosidad ng Focus Military Operations (FMO) at Retooled Community Support Operations (RCSPO)

Isinagawa ng FMO ang “shock and awe tactics” o mga taktika upang sindakin ang mamamayan. Bahagi nito ang pambobomba at istraping mula sa ere, panganganyon, walang habas na pamamaril at pagkontrol sa mga komunidad. Ipinailalim sa RCSPO ang 81 pamayanan sa 14 na bayan sa dalawang probinsya at hindi bababa sa 70,000 katao ang direktang apektado. Ginawang baraks ang mga bahay, eskwelahan, barrio hall at iba pang pampublikong pasilidad. Paulit-ulit na nagaganap ang pang-aabuso at paglalapastangan sa karapatang-tao na labag at hindi katanggap-tanggap sa makataong lipunan.

Ibayong pinatindi ang mga FMO at RCSPO na gumagamit ng 10 kolum na laking platun o higit pang pwersang AFP-PNP-CAFGU. Paulit-ulit nilang ginalugad at niligalig ang maraming pamayanan sa dalawang probinsya ng isla. Dahil bigong kamtin ang target noong 2019-2020, idineklara ng SOLCOM ang Mindoro na “eye of the storm” ng kampanyang supresyon sa TK noong Enero 2021.

Isinakatuparan ang makahayop na indiscriminate bombing, artillery shelling at indiscriminate firing na bumiktima sa 18,510 katao. Hanggang ngayon, hindi pa maalis ang trauma ng mga pagsabog at putok ng baril sa mga biktimang residente ng Brgy. Panaytayan ng Mansalay, Brgy San Vicente ng Roxas, Brgy. Monteclaro ng San Jose, Brgy. Lisap ng Bongabong, Brgy. San Cristobal at Loyal ng Victoria.

Pinairal ang batas militar at population control sa 81 pamayanan na nilunsaran ng RCSPO. Nililimitahan ng mga pasista ang mga bibilhing pagkain at iba pang pangangailangan ng mamamayan. Nilimitahan din ang oras ng pagpunta at pag-uwi mula sa mga kaingin. Idinidikta maging ang mga isusuot, dadalhing gamit at aktibidad ng masa. Pwersahang pinapagiya ang kalalakihan sa mga operasyong militar. Araw-araw silang sapilitang pinagbabantay, pinagpapatrolya, pinaghahakot ng bigas, kagamitan at suplay nang walang kumpensasyon.

Ipinaiilalim ang mga sibilyan sa hindi makatarungang mga interogasyon. Marami ang tinurtyor at pwersahang pinasusuko. Pinag-iinitan, tinitiktikan, tinatakot at ginigipit ang mga kilalang aktibista at lider-masang nagtataguyod sa mga lehitimong interes at nagtatanggol sa mga karapatan ng mamamayan. Umabot sa 1,079 ang sapilitang “napasuko” sa balangkas ng Enhanced Comprehensive Local Integration Program (E-CLIP).

Ginawang gatasang-baka ang E-CLIP ng mga korap na opisyal militar kasabwat ang mga tiwaling opisyal ng gobyerno. Ilang salop na bigas, ilang delata at nudels ang natanggap ng mga “sumuko” samantalang ipinangalandakang P65,000 ang matatanggap ng bawat isa sa E-CLIP. Iilan ang nakatanggap ng Ph 15,000 o kaya P65,000 bilang showcase na pang-akit lamang sa masa.

Gatasan din ng mga korap na opisyales ng gobyerno’t militar ang Barangay Development Program (BDP) na pinundohan ng Ph16.4 bilyon. Diumano’y may P20 milyon ang bawat isa sa 17 cleared barangay kung saan nadurog na raw ang rebolusyonaryong kilusan. Subalit nakapakong pangako ang ipinapangalandakang mga proyekto ng BDP at nananatiling sadlak sa kahirapan ang mga mamamayan dito.

Naitala ang anim na kaso ng extrajudicial killings; 20 kasong iligal na pang-aaresto at detensyon; 19 kasong paniniil at paninira ng mga pribadong pag-aari; 73 kasong pananakot, panghaharas, illegal search, pisikal na pang-aatake at pamumwersa; 3 kasong pagpapakamatay ng katutubo dahil sa hindi matiis na mental torture; 12 kasong paglapastangan sa bangkay ng mga Pulang mandirigma na nasawi sa mga labanan. Habang mahigit sa 100 kasong red-taggging sa mga karaniwang mamamayan.

Masahol ang ginawang pagdukot ng 203rd brigade sa apat na taong gulang na batang si Mj upang pasukuin ang mga magulang nitong pinaghinalaang miyembro ng NPA. Dalawang buntis naman ang naagasan dahil sa pwersahang paglikas at panghihimasok ng mga pasista sa kanilang bahay. Samantala, anim na bahay ang sinunog ng 76th IB dahil pinagdudahang nagpahimpil sa mga NPA sa Brgy. Tuban, Sablayan.

Paglaban sa maruming gera ng rehimeng US-Duterte

Sa tatlong taong delubyong dulot ng FMO at RCSPO itinulak ang mga Mindoreño na lumaban.

Naghuhumiyaw ang mga karaingan ng mamamayan na lumaya mula sa mga bilangguang kampo-militar ng RCSPO. Tinututulan ang sapilitang treyning at pagrerekrut sa CAFGU. Sama-samang hinaharap ng mamamayan ang interogasyon sa kanila ng kaaway. Dumulog sila sa mga institusyon, organisasyson at opisina ng gobyerno na may kakayahang tumulong sa kanilang paghahanap ng katarungan. Nagsagawa sila ng delegasyon, petisyon at paghahapag ng reklamo sa mga opisina ng kanilang barangay at munisipal na pamahalaan.

Kongkretong nailantad ng kanilang karanasan ang mabangis na katangian ng pasistang estado. Tumaas ang kamalayan nila sa pagtatanggol ng kanilang mga karapatan. Pinatalas ang pag-unawa nila sa pambansa-demokratikong rebolusyong bayan. Ipinaglaban nila ang mga kagalingang tinatamasa nila sa ilalim ng demokratikong gobyernong bayan.

Buong giting na tinugon ng LDGC-NPA-Mindoro ang panawagan ng mamamayan na parusahan ang mga pasista. Sa tatlong taong nakaraan, nailunsad ng LDGC-NPA-Mindoro ang 61 taktikal na opensiba at mga aksyong militar na puminsala sa 149 pasista, 58 sa mga ito ang killed in action (KIA), 87 ang wounded in action (WIA) at 4 ang naging prisoners of war (POW). Ang walang pakundangang karahasan at pananalasa sa kabuhayan at nakasisira sa kalikasan na mga proyekto ng rehimeng US-Duterte ang dahilan ng patuloy nitong pagkahiwalay sa masang Mindoreño. Ang namumuong galit ng mamamayan ay sasambulat sa kanilang mukha sa tamang panahon.###

Nagpupugay ang Melito Glor Command (MGC)-NPA Southern Tagalog sa lahat ng palaban at nakikibakang kababaihan ngayong ika-111 taon ng Pandaigdigang Araw ng Kababaihan. Sa harap ng patuloy na paghahasik ng pasismo ng rehimeng Duterte, patuloy na sumusulong ang kababaihan para ipagtanggol ang kanilang karapatan at ng buong bayan.

Pinakamataas na parangal ang iginagawad ng MGC sa mga dakilang martir ng rebolusyon sa rehiyon noong 2021 na sina Charity “Ka Rise” Diño na naging kagawad ng Komiteng Tagapagpaganap ng Komiteng Rehiyon at Cristina “Ka Billy” Estocado mula sa uring manggagawa na pataksil na pinaslang ng estado sa isang reyd sa Laguna at sa iba pang mga dakilang martir ng sambayanan. Inspirasyon sila ng malawak na mamamayang Pilipino at Pulang mandirigma sa Timog Katagalugan upang patuloy na isulong ang rebolusyon hanggang tagumpay. Kasabay nito, pinagpupugayan din ng MGC ang daan-daang kababaihang Pulang kumander at mandirigma ng BHB na magiting na hinaharap ang bangis ng atake ng kaaway. Larawan sila ng katatagan at katapangan sa gitna ng napakaraming sakripiyo at kahirapan.

Sumisigaw ng katarungan ang buong bayan sa mga krimen ng rehimeng Duterte at AFP-PNP. Sa rehiyon, lalong pinaigting ng rehimen ang kontra-rebolusyonaryong gera laban sa sambayanan para lamang sa hibang na pangarap na lipulin ang rebolusyonaryong kilusan bago matapos ang termino sa Hunyo 2022. Nahihibang si Duterte na gumagamit ng todo-gera at terorismo para pigilan ang paglakas ng rebolusyon at putulin ang ugnayan ng masa at Hukbo.

Buktot na ginagamit ng AFP-PNP ang Anti-Terror Law upang maisagawa ang pasistang panunupil nito sa ngalan ng “paglaban sa terorismo”. Hindi rito pinalalampas kahit ang mga kababaihan. Noong 2021, may naitalang anim na kaso ng karahasan sa kababaihan at mga bata sa Timog Katagalugan. Kabilang dito ang kaso ng isang buntis na naagasan sa Brgy. Monteclaro, San Jose, Occidental Mindoro dahil sa matinding takot at sikolohikal na stress ng iligal na panghahalughog ng mga nag-ooperasyong sundalo at pulis sa kanilang tahanan. Bukod pa ang mga babaeng biktima na naitala sa iba pang mga kaso ng paglabag. Noong Marso 7, 2021, kasama sa pinatay ng rehimen sa Bloody Sunday si Chai Lemita, kasapi ng organisasayong pangkalikasan na Ugnayan ng Mamamayan Laban sa Pagwawasak ng Kalikasan at Kalupaan (UMALPAS KA) at iligal na inaresto sina Elizabeth “Mags” Camoral, tagapagsalita ng BAYAN-Laguna at Nimfa Lanzanas, kasapi ng KAPATID-TK. Kasama rin ang kababaihan at mga bata sa libu-libong lumilikas sa tuwing nagsasagawa ang AFP-PNP ng pambobomba sa himpapawid, panganganyon, pang-iistraping at walang puknat na FMO at RCSPO sa buong rehiyon.

Sa kabila nito, patuloy na nilalabanan ng kababaihan ang pasismo ng estado. Nagpupugay ang MGC sa katapangang ipinamalas ng kababaihan sa harap ng pasistang pang-aatake ng AFP-PNP. Kakapit-bisig nila ang malawak na hanay ng mamamayang nagsusulong ng anti-pasistang kampanya laban sa teroristang rehimen.

Nitong Enero, matapang na isiniwalat at inihabla ng isang menor-de-edad na babaeng biktima ng panggagahasa ng isang CAFGU at pagtortyur ng mga elemento ng 59th IBPA noong Hunyo 2020 ang kahayupan ng mga militar. Sinampahan nya ng kasong rape, serious illegal detention with rape, violence against women and children ang isang kasapi ng CAFGU na si Leoven Julita. Kinasuhan din ng biktima at kanyang mga kaanak ng paglabag sa Anti-Torture Act sina Gen. Antonio Parlade, hepe ng SOLCOM noong panahong iyon, MGen Arnulfo Burgos, dating kumander ng 2nd ID at Lt. Col. Edward Canlas ng 59th IBPA na may responsibilidad sa pangyayari bilang mga namumuno. Nagtamo ang krimen ng AFP ng kabi-kabilang pagbatikos, maging ng internasyunal na komunidad na humantong sa pagpataw ng US ng sangksyon sa mga sagad-saring pasistang heneral na sina Lorenzana, Esperon, Año, Sinas at Parlade. Nararapat itong tularan ng iba pang mga biktima ng paglabag sa karapatang tao, laluna sa hanay ng kababaihan.

Nararapat na tumindig ang mga kababaihan para ipagtatanggol ang kanilang mga karapatan. Kailangan nilang makiisa sa buong sambayanan sa paglaban sa pandarahas ng pasistang rehimen. Suportahan nila ang armadong rebolusyong isinusulong sa kanayunan at biguin ang anti-komunistang gera ni Duterte at ng NTF-ELCAC. Bukas ang mga yunit ng MGC na tanggapin ang mga makabagong kababaihang naghahangad ng pagbabago at nagnanais lumaban at ipagtanggol ang kanilang sarili sa pasistang estado.

Lagi’t laging kasama at katuwang ang kababaihan sa pagtatayo ng tunay na gubyerno ng mamamayan sa kanayunan at iba pang base ng rebolusyonaryong kilusan. Dito itinataguyod ang interes ng mga kababaihan at ang karapatan at kagalingan ng buong sambayanan para sa isang lipunang malaya, masagana at pantay-pantay.###

Mala-demonyo ang rehimeng Duterte at AFP-PNP sa paghahasik ng karahasan at pagpapalaganap ng kultura ng impyunidad sa bansa. Isang taon na ang nakalilipas mula nang maganap ang Bloody Sunday noong Marso 7, 2021 sa Timog Katagalugan (TK) subalit nananatiling mabagal ang pag-usad ng hustisya para sa mga biktima at kanilang mga kaanak. Pinakamasahol ay ang paggawad ni Duterte ng pabuya at proteksyon sa mga sangkot dito. Nararapat pagbayarin nang mahal ang rehimeng Duterte at AFP-PNP sa krimeng ito at iba pang inutang nilang dugo sa bayan.

Tinaguriang Bloody Sunday ang singkronisadong operasyon na Coplan Asval ng PNP-CALABARZON na pumaslang sa siyam na aktibista sa Cavite, Laguna, Batangas at Rizal noong Marso 7 ng nakaraang taon. Buktot na pinalalabas ng rehimeng Duterte na ito ay isang lehitimong operasyong “kontra-terorismo” gayong pulos mula sa mga ligal na organisasyon ang mga biktima. Maanomalya pa ang mga warrant na ginamit sa operasyon dahil wala ang rehiyon sa saklaw ng hurisdiksyon ng mga bayaran at pasistang huwes na nag-isyu nito. Lalong hindi kapani-paniwala ang ipinalalaganap ng mga berdugo na “nanlaban ang mga biktima kaya binaril” na sirang plakang palusot ng estado. Hindi ito katanggap-tanggap lalo sa mga kaanak ng biktima na saksi sa karumal-dumal na pagpatay.

Sa isang taong nagdaan, lalong nagpupuyos sa galit ang mamamayang ng TK at mga kaanak ng mga biktima ng Bloody Sunday dahil bukod sa hindi pa nakakamit ang hustisya ay nagpapatuloy pa ang kabi-kabilang paglabag ng AFP-PNP sa karapatang tao. Binubudburan pa ni Duterte ng asin ang kanilang mga sugat sa pagbibigay ng promosyon kay General Felipe Natividad na utak sa likod ng Bloody Sunday. Lalong namumuhi ang mamamayan ng rehiyon dahil malaya ang PNP-CALABARZON na magsagawa ng pasistang krimen nang walang pananagutan.

Samantala, malaking karuwagan ng AFP-PNP at rehimeng Duterte ang paggamit ng dahas ng estado laban sa sambayanan sa ngalan ng ipinatutupad nitong anti-komunistang gera laban sa CPP-NPA-NDFP. Desperado ang rehimeng Duterte na makamit ang pangarap nitong malipol ang rebolusyonaryong kilusan sukdulang idamay nila ang mga inosente at di-armadong mamamayan. Nais din nitong ikintal sa puso at isipan ng taumbayan ang takot at teror para supilin ang anumang lehitimong pakikibaka para sa karapatan at demokrasya. Ginagawa pa nilang tropeo ang mga biktima upang may ipagmalaking resulta sa marumi at madugong gera nito laban sa mamamayan.

Ang nagpapatuloy na terorismo at kawalang katarungan sa ilalim ng rehimeng Duterte ay lalong nagtutulak sa mamamayang tahakin ang pambansa-demokratikong rebolusyon at hanapin dito ang tunay na hustisya. Sa halip na matakot, nagngingitngit ang buong bayan sa pasistang diktadura. Kailangang patuloy nilang palakasin ang mga anti-pasistang kampanya upang labanan ang puting lagim ng estado. Dapat din nilang suportahan ang armadong rebolusyon bilang sandigan nila laban sa kamay-na-bakal ng estado.

Bukas ang mga larangan at yunit ng MGC-NPA ST sa mamamayang naghahangad ng katarungan at nagnanais na ipagtanggol ang sarili laban sa teroristang rehimen. Makakaasa ang malawak na sambayanan sa MGC sa paggawad ng rebolusyonaryong hustisya sa mga krimen ng AFP-PNP at ng rehimen. Pursigido ang mga Pulang mandirigma ng MGC na parusahan ang malupit na estado at labanan ang terorismo nito.

Patuloy na ilulunsad ng mga yunit ng NPA sa rehiyon ang paparaming bilang ng mga taktikal na opensiba para durugin ang kaaway at tanggalan sila ng kakayahang lumaban. Tangang inspirasyon ang mga dakilang martir ng sambayanan, determinado ang NPA-ST na itaas ang antas ng digmang bayan at isulong ang armadong rebolusyon hanggang tagumpay.#

Kinukundena ng Bienvenido Valleber Command – NPA Palawan ang katatapos na Marine Exercises 2022 (MAREX22) ng Western Command (WesCom) at United States Marine Corps mula Enero 27 hanggang Pebrero 2. Bahagi ito ng pagpapahigpit ng kontrol ng imperyalismong US sa Pilipinas at pagtitiyak ng presensyang militar nito hindi lamang sa bansa kundi sa buong rehiyon ng Indo-Pasipiko para kontrahin ang mga pagsisikap ng China.

Ang MAREX ay isang taunang magkatambal na ehersisyong militar sa pagitan ng Pilipinas at US Marine Corps na may layuning paunlarin ang mga pinagsamang operasyon sa dagat at lupa. Kalakip nito ang pagsasanay sa pagpapagana ng mga kagamitang militar ng katambal na bansa, pagpapalitan ng mga eksperto at paglulunsad ng mga integradong operasyon sa dagat tulad ng search and seizure operations at taktikal na pagmamaniobra. Kabilang sa mga kalahok sa ilalim ng WesCom ang 3rd Marine Brigade (3MBde) at Marine Battalion Landing Team 4 (MBLT-4) na kapwa nakapakat sa lalawigan ng Palawan.

Lalo lamang pinalalala ng US ang matagal nang tensyonadong sitwasyon sa South China Sea sa pagitan ng China at mga bansang may lehitimong claim sa mga teritoryo rito kabilang ang Pilipinas. Inilalagay ng US ang Pilipinas sa balag ng alanganin sa paglulunsad ng mga kahalintulad na aktibidad para tuluy-tuloy na udyukan ang China na lalo namang nagpapalakas ng presensyang militar nito sa mga inaangking teritoryo. Sa halip na itulak ang China na dumaan sa diplomasya sa pagresolba sa mga sigalot, pinapaypayan pa ng US ang militaristang hakbangin ng China na lalong nagpapainit ng tension sa rehiyon, tulad ng ginawa niyang pang-uupat ng gera sa Europa sa pagitan ng Russia at Ukraine. Ito ay sa ultimong layunin ng US na tiyakin at pangalagaan ang geopulitikal na interes nito sa Asya-Pasipiko.

Samantala, mistulang tuwang-tuwa pa si Maj. Gen. Ariel Caculitan, komandante ng Philippine Marine Corps sa pagsasabing “lalahukan ang MAREX ng ating dayuhang counterpart at ating pangunahing alyado, ang United States Marine Corps, na malaon nang nagsasanay kasama natin at kabahagi natin sa tungkuling pangalagaan ang kapayapaan at seguridad sa rehiyon.”

Sa tabing ng pagpapaunlad ng pagresponde sa mga natural na kalamidad at pagpapalakas ng kakayahan sa mutwal na depensa, tiyak na nakabalangkas din ito sa pagtugon sa gera kontra “terorismo” ng imperyalismong US at rehimeng US-Duterte laban sa rebolusyonaryong kilusan at mamamayang lumalaban.

Samantala, takot at pagkabahala ang idinulot ng MAREX sa mamamayang Palaweño. Paulit-ulit itong nagpapalipad ng mga helikopter sa bayan ng Brooke’s Point. Hindi rin ipinabatid ang nasabing ehersisyong militar sa mga residente na nagulat na lamang sa mga sasakyang panghimpapawid. Masahol pa, kinasangkapan ng mga militar ang lokal na gubyerno ng probinsya upang maisakatuparan ito.

Dapat mariing kundenahin ng mga Palaweño ang mga ehersisyong militar ng US sa Pilipinas! Ginagamit lamang na kasangkapan ng imperyalismong US ang kolonya at malakolonya nito para masunod ang imbing layuning maglunsad ng digma para sa kanyang kapakinabangan tulad ng nagaganap ngayon sa Europa sa pagitan ng Rusya at Ukraine. Maging mapagmatyag tayo sa mga maaaring maging aksyon ng US at pagkasangkapan nito sa Pilipinas para udyukang maglunsad ng gyera ang China. Kasunod nito, dapat igiit ng mamamayan ang isang malayang patakarang panlabas at ang pagwawakas sa mga tagibang na kasunduan ng Pilipinas at US na nagpapahintulot sa paggamit ng US sa Palawan at iba pang mga base militar sa bansa bilang forward military base at huling prontera ng imperyalistang dominasyon nito sa Timog Silangang Asya.

Kasabay nito, dapat patuloy na tutulan at labanan ng mamamayang Palaweño ang pagpapaigting ng FMO at RCSPO ng AFP-PNP sa kapinsalaan ng mamamayan sa probinsya! Wasto ang isinagawang pag-iingay at pagkwestyon sa social media ng mga Palaweño laban sa MAREX22. Bukod dito, dapat na tuluy-tuloy na makibaka ang mga Palaweño laban sa paghahasik ng terorismo ng estado, at pagprayoritisa ng rehimen sa paggastos sa modernisasyon ng AFP sa halip na para sa serbisyo sa mamamayan. Determinado ang BVC-NPA Palawan na patuloy na magpunyagi para labanan ang brutal na gera kontra-rebolusyon ng rehimeng Duterte. Wawakasan ng pagsusulong ng demokratikong rebolusyong bayan ang pagiging malakolonya ng Pilipinas sa US at siyang magbibigay ng malakas na bigwas sa imperyalismo!

Brawner, Jr., the Commanding General Philippine Army (CGPA), graces Groundbreaking Ceremony and Inauguration of the National Housing Authority (NHA) Housing Project in Pamalihi Indigenous People (IP) Village, Brgy. Samay, Balingasag, Misamis Oriental on March 4, 2022.

As a proud member of the IP community, Lt. Gen. Brawner expressed his support to the housing project and his intent to extend assistance to the IPs who wish to join the Philippine Army. He also pledged the assistance of the 52nd Engineer Brigade (52EBde) for the duration of the project construction.

The Municipal Mayor of Balingasag Hon. Atty. Alexis Quina, Department of Human Settlements and Urban Development (DHSUD) Secretary Eduardo del Rosario, National Commission on Indigenous Peoples Commissioner Atty. Pinky Grace Pareja, 4th Infantry Division Commander Maj. Gen. Wilbur Mamawag, 52EBde Commander Col. Francis Wong, Pamalihi Representative Datu Cesar Asapon, DHSUD Regional Directors, Technical Education and Skills Development Authority Regional Directors, and Local Chief Executives were also present during the activity.

In his message, the CGPA extended his appreciation to the community and requested their support for the Army’s future endeavors.

Camp Aquino, Tarlac City – Three former members of the communist terrorist group who surrendered last February 20 tipped-off location of remaining firearms to government troops in Kalinga in the morning of March 4, 2022.

“In a report submitted by the 95th Infantry Battalion led by Lt. Col. Carlos Sangdaan Jr, in coordination with their police counterpart, they have successfully facilitated the voluntary surrender of four M16 rifles, two M203 Grenade Launchers, one AK47 with (1) long magazine loaded with sixteen 16 rounds of ammunition, which were located at the vicinity of Diwagao Complex, Brgy Tappa, San Mariano, Isabela,” disclosed Lt. Gen. Ernesto Torres Jr., Commander of Northern Luzon Command.

Joint Task Group Liberator Commander Brig. Gen. Danilo Benavides furthered that the former terrorists who gave the information were identified as alias “Sartay” who was a Vice Squad leader of the terror group unit, alias “Joey,” and “Deo,” both members of the dwindling terrorist group Komiteng Probinsya (KOMPROB) Isabela, Komiteng Rehiyon Cagayan Valley (KRCV) who decided to return to the fold of the law last Feb 20 due to relentless military operations and Community Support Programs conducted by the troops in the area.

Alias Sartay revealed that they are the sons of the late alias Davao, Squad Leader of Section Guerilla Unit (SGU) of the Central Front Committee (CFC) who died in an armed encounter in Diwagao Complex, Barangay Tappa, San Mariano, Isabela last October 29, 2021. “Nung namatay po si alyas Davao na siya pong ama namin, ako ang pumalit sa kanyang posisyon. Nang mga panahon na ‘yon, nagsanib-pwersa ang mga natitira pang miyembro ng Regional Sentro De Grabidad (RSDG) na nabuwag at ang SGU. Pero dahil sa kawalan ng suporta ng RSDG sa aming unit, lumayo kami sa kanila. Kaya noon pa man, doon namin napagtanto na ginagamit lang nila kami para sa kanilang mga kasakiman at makasariling hangarin.”

“Kailanman ay hindi naging maganda ang pagsasama ng mga natitirang miyembro ng RSDG at ng SGU kaya sobrang mababa ang moral ng mga naiiwan pang regular na miyembro ng NPA. Wala silang nakukuha na anumang suporta mula sa kanilang mga kadre at maging sa mga mamamayan. Kaya ito pong pagsurrender namin ng mga baril ay isa po talagang napakalaking kawalan sa panig ng teroristang NPA.”

Meanwhile, Maj. Gen. Laurence Mina, Joint Task Force Tala Commander said that the troops immediately found the location of the firearms with the help of the residents who also guided them during their search.

“We have again saved lives because you entrusted us these arms cache. I thank you for choosing peace over violence. I am again urging the remaining members of the CTGs to return now to the folds of the law. Surrender your firearms and rest assured that you will find peace and progress with the government side,” Maj. Gen. Mina added.

Similarly, Lt. Gen. Torres lauded the troops’ accomplishments and the public’s ardent desire for peace saying that “this accomplishment wouldn’t be possible without the genuine desire for peace of the former terrorists and of the locals who have helped us,” and urged the remnants of the communist terrorist group and their sympathizers to hear the government’s call for peace and reconciliation and return to the folds of the law as productive citizens of our country.”

FORT BONIFACIO, Metro Manila – Army Vice Commander Maj. Gen. Henry M. Doyaoen and US Army Pacific (USARPAC) Deputy Commanding General Maj. Gen. Matthew W. McFarlane tackled the proposed 2023 activities between the two armies during the 10th PA-USARPAC Executive Steering Group Meeting on March 3, 2022 at Fort Bonifacio, Metro Manila.

The areas of engagement between PA and USARPAC will focus on Army-to-Army capability development, interoperability, and military professionalization and development. Maj. Gen. Henry M. Doyaoen and Maj. Gen. Matthew W. McFarlane serve as co-chairmen of the PA-USARPAC Executive Steering Group.

Maj. Gen. McFarlane is scheduled to visit the Army’s 7th Infantry Division, Artillery Regiment, and the 1st Brigade Combat Team which are all based in Fort Magsaysay, Nueva Ecija. He is also set to grace the Salaknib Exercise opening ceremony on March 5, 2022.

Salaknib—which means “shield” in Ilocano—is an annual bilateral combined exercise that aims to enhance the defense readiness of Filipino and American troops by developing tactical interoperability. The 2022 and 2023 editions of Salaknib focus on the capability development of BCT, the Army’s primary combined arms and rapid deployment unit.

Paquibato District, Davao City – The 27th Infantry (ACTION) Battalion, together with the 1003rd Brigade, 3012nd AISS PAF, Paquibato District PNP and PNP Forensic Unit 11, facilitated the exhumation of the skeletal remains of Mr Ritchel Daydayan @Toto Seloy at the forested vicinity of Pintoy Hill, Purok Banban, Brgy Lumiad, Paquibato District, Davao City on Friday, March 04, 2022.

Mr Ritchel Daydayan @Toto Seloy is a Former Rebel residing at Purok 11, Sitio Kibalatong, Brgy Paňalum, Paquibato District, Davao City and was a victim of the CTG “Kangaroo Court” or so-called “Hukumang Bayan” under the leadership of Leoncio Pitao @PARAGO, CO of PBC1 operating in the Paquibato District. He was 35 years old when summarily executed in 2013.

The discovery of the skeletal remains of @Toto Seloy was made possible because of the informations provided by the Peace Builders and the Barangay Lumiad community. The exhumation was witnessed by the Local Officials of Barangay Lumiad headed by Hon Celso Bughao, Chairperson; Peace 911 representative, Mr Archie Bughao; Daydayan Family and by media personnel providing coverage during the actual exhumation.

Analyn Daydayan, wife of Ritchel Daydayan, condemned the CTG for the killing of her husband. “Sa mga kauban niya (Ritchel) na mga NPA kaniadto na ilang gibohat sa iya na unta tarungon na nila ang ilang mga gibuhat sa tao na patyon nila na walay hustisya. Maluoy mo sa mga tagtungod, na undangon niyo ang mga paghimulos sa mga katawhan.”

LTC ALLAN M TESORO, Acting Commanding Officer, 27IB expresses his deepest sympathy to the family of the victim. “While we condemn this cruel act of the Communist Terrorist Group, we extend our utmost condolences to the family of @TOTO SELOY particularly to his wife, Mrs Analyn Orel Daydayan who is present here today. This is a testament of the brutality of the Communist Terrorist Group. They have no regards for human lives, killing even their fellow comrade. It is contrary to what they are advocating that they are respecting human rights. And with this exhumation, we are now reuniting the family with their lost loved ones – allowing them to render decent burial of their deceased loved one and allowing them of the healing process from the wounds of this terroristic act,” he said.

Meanwhile, BGEN CONSOLITO P YECLA MNSA PA, Commander, 1003rd Infantry (RAPTOR) Brigade, also conveys his condolences to the bereaved family and condemns the CTG for the unjust killing. “It is very disappointing that the life of our fellow citizen was lost because of this inhumane prosecution”. He then reminds the community about the culture of security, “Do not be swayed anymore by the propaganda of CPP-NPA-NDF. Report all suspicious people and unnecessary activities that may happen in your place – kung may makita, magsalita. Let us not allow the CTG to recover the areas that were already been cleared from CTG influence. Let us all work together to sustain the peaceful situation that we are having right now here in the 1003rd Brigade’s Area of Operation.”

Armed Forces of the Philippines (AFP) chief of staff General Andres Centino reminded the Western Command (WESCOM) of two important tasks that needed to be accomplished in the first semester of the year 2022.

Centino was the guest of honor during the 46th founding anniversary celebration of WESCOM on March 4.

“Let us take note of our two most urgent tasks. First, to end the armed conflict before the president’s term ends in June this year. Pagtulungan natin na matapos na ang problema ng internal security dito sa Palawan. Nag-iisa na lang siya,” Centino said in his speech, referring to Ka Miggy, the remaining New People’s Army commander in the province of Palawan.

During his visit last January, Centino also challenged the 3rd Marine Brigade to capture or make Ka Miggy surrender, within five months, a challenge openly accepted by Brig. Gen. Jimmy Larrida, the brigade commander.

“And the second task is to ensure the safe, accurate, secure elections this coming May. These two are the tasks and additional duties and responsibilities which we must perform with utmost impartiality and integrity and a lot of hard work, he added.

Meanwhile in his speech earlier, newly promoted WESCOM chief Vice Adm. Alberto Carlos also aired the same call along with other commitments.

“We will eradicate the last remaining CTG in our area of operations before mid-year 2022; (and) we will protect the sanctity of our ballots and ensure the conduct of a peaceful 2022 election,” Carlos said.

ANOTHER New People’s Army (NPA) group operating in Davao de Oro collapsed following the surrender of their leader and members to the 1001st Infantry Brigade in Purok 4, Barangay Kidawa, Laak, Davao de Oro on Feb. 26.

The military identified them as Renard Galos Catarata, commanding officer of Guerrilla Front 3 Sub-Regional Committee 4, Southern Mindanao Regional Committee (GF3, SRC4, SMRC), together with 12 others.

Capt. Mark Anthony Tito, the 10th Infantry Division Public Affairs Office (DPAO) chief, said

upon their surrender, they also brought 12 assorted high-powered and low-powered firearms, several rounds of ammunition of different calibers, and subversive documents.

The series of negotiations were conducted by the combined elements of the 60IB and 25IB under the 1001st Infantry Brigade, which led to the surrender of the 12, Tito said.

He added that the relentless focused military operations were conducted within the boundaries of Laak, Davao de Oro, and Loreto of Agusan del Sur since October last year resulting in a series of armed engagements against the communist rebels, which eventually cause their surrender.

According to Catarata, their food supplies and physical strength were exhausted due to the relentless military operations in the area. “Wala na mi padulngan, wala nay pagkaon. Wala napud masa nga muhatag (We have nowhere to go, no food supplies coming in. The masses also refused to help us),” he said.

“Low moral na akong mga tao kay bisan asa nga prente, puro kapildihan ang naangkon. Sige lang hilak akong mga sakop. Wala napud insakto nga lider nga nagdala sa SMRC, mao nagdesisyon mi nga mo-surrender nalang – kaysa mahurot mi kamatay (The state of morale of our troops is very low due to setbacks suffered by the movement in every front. SMRC further experienced a leadership vacuum, and we have no one to seek guidance to, that’s why, we decided to surrender to avoid certain death),” he added.

Brig. Gen. Jesus P. Durante III, the commander the 1001st IB, lauded the troops’ accomplishment. “This is yet another milestone to our campaign in ridding of the five-decade-long deceptive and terroristic acts of the CTG. I congratulate all the members of Team Pag-asa Brigade for painstakingly accomplishing the missions given to us. After all, this is not just our accomplishment but also of the government and the peace-loving people we ought to serve,” he added.

Moreover, Maj. Gen. Nolasco A Mempin, the 10ID commander, said that “this will have a huge impact to the CPP-NPA, noting that Guerrilla Front 3 is one of the pioneer guerrilla fronts in the entire country, this will have a domino effect in the whole area of responsibility of 10ID, especially to the few remaining guerrilla fronts.”

Mempin said that this mass surrender is a crystal-clear manifestation that indeed, Agila Division is winning against the communist Insurgency here in Southern Mindanao while thanking all the stakeholders, especially the Task Force in Ending Local Communist Armed Conflict for the overwhelming support and contributions.

Meanwhile, the rescued personnel immediately underwent medical check-up and swab tests to ensure the good condition of their physical health.

President Rodrigo Duterte has approved the recommendation of the Security, Justice and Peace Cabinet Cluster (SJPCC) to maintain the status quo on the membership of the 80-member Bangsamoro Transition Authority (BTA).

In a joint statement on Friday, Defense Secretary Delfin Lorenzana, Interior Secretary Eduardo Año, Secretary Carlito Galvez, Jr. of the Presidential Adviser on Peace, Reconciliation and Unity and National Security, and Secretary Hermogenes Esperon, Jr. of the National Security Council announced that Duterte approved their recommendation last February 21.

The SJPCC made the recommendation as only three months remain before the next President takes over the reins of government on June 30, 2022.

The remaining there-mont period, the joint statement, said, “will provide the incumbent members of the BTA the time to complete their crucial tasks.”

Moreover, maintaining the status quo in the BTA will enable the incumbent President to focus on ensuring that the key aspects of the transition process in the Bangsamoro, such as building the capacity of the BTA parliament and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Cabinet for good and accountable moral governance, are effectively carried out, it added.

The BARMM was created in January 2019 following the plebiscite that ratified Republic 11054 or the Organic Law for the BARMM. The following month, Duterte named the members of the BTA, led by Ahod Ebrahim, popularly known as Al Haj Murad Ebrahim, chair of the Moro Islamic Liberation Front (MILF).

The creation of the Bangsamoro region is the major component of the Comprehensive Agreement on the Bangsamoro, the final peace agreement signed by the government and the MILF in 2014 after 17 years of negotiations.

In a resolution passed in October 2021, the BTA requested Duterte to allow the incumbent BTA members to continue carrying out their mandate in order to preserve the gains achieved under the body’s various programs, projects and legislative measures.

In the same resolution, the BTA emphasized that their appeal to the President to keep the status quo is being made “in view of the diverse ethnic-cultural and professional background of the body’s membership; their policy advocacies and accomplishments; and the extensive trainings on governance they have received from academic and other development institutions.”

The BTA likewise issued a resolution last month appealing to Duterte to give primary consideration to the re-appointment of BTA members who are nominated by the national government, “as this will ensure a smooth transition process without the possibility of any political disruptions taking place.”

The President also approved the 41 MILF nominees for the BTA as submitted by Ebrahim.

Although the SJPCC recommended maintaining the status quo in the BTA, it must be noted that the President has the authority to replace those members who may be elected into office during the 2022 national elections, the joint statement said.

The status quo in the BTA will be done in the exigency of public service, it added.

“Undoubtedly, the BTA has over the past two years played an instrumental role in uplifting the lives of the Bangsamoro people and unleashing the economic potential of the region. Given these major accomplishments, its current membership must not only be given due recognition, but must also be given the chance to complete what it has started,” the SJPCC members said.

“By keeping the status quo in the BTA, we are not only building on and sustaining the gains of the Bangsamoro peace process; we are laying the foundations where genuine development and long-lasting peace can take root and flourish, and where our Moro brothers and sisters can look ahead to a better and brighter future,” they added.

Military troops exhumed the skeletal remains of a communist New People’s Army (NPA) rebel at the forested area of Pintoy Hill, Purok Banban, Barangay Lumiad, Paquibato District here on Friday.

In a statement on Saturday, the 10th Infantry Division identified the remains of Ritchel Daydayan, alias Toto Seloy, a victim of the NPA’s “Kangaroo Court” or “Hukumang Bayan” under the leadership of Leoncio Pitao, alias Parago, operating in Paquibato.

He was 35 years old when summarily executed in 2013.

The statement added that the discovery of the skeletal remains by the troops of the 27th Infantry Battalion (27IB), 1003rd Brigade, Air Intelligence and Security Squadron Philippine Air Force, and Philippine National Police Forensic Unit 11 was made possible due to the information provided by the Peace Builders and the Barangay Lumiad community.

Analyn Daydayan, wife of Ritchel, condemned the killing of her husband.

"To his comrades who did this to him, I hope you will have your conscience and realize your wrongdoings. Have pity on the families of those you have killed,” she said.

Lt. Col. Allan Tesoro, 27IB acting commanding officer, expressed his deepest sympathy to the family of the victim.

“This is a testament to the brutality of the communist terrorist group. They have no regard for human lives, killing even their fellow comrade. It is contrary to what they are advocating that they are respecting human rights,” he said.

Tesoro added that the exhumation reunited the family with their lost loved one, allowing them to give him a decent burial.

“This would also allow them to heal from the wounds of this terroristic act,” he said.

Meanwhile, Brig. Gen. Consolito Yecla, commander of the 1003rd Brigade condemned the NPA for the killing.

“It is very disappointing that the life of our fellow citizen was lost because of this inhumane prosecution,” he added.

Yecla reminded the community about the culture of security with its tagline "Kung may makita, magsalita".

“Do not be swayed anymore by the propaganda of CPP (Communist Party of the Philippines) - NPA - NDF (National Democratic Front). Report all suspicious people and unnecessary activities that may happen in your place. Let us not allow them to recover the areas that (have) already been cleared from their influence,” he said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

The Task Force Bangon Marawi (TFBM) on Saturday vowed that Marawi City residents can now have a more peaceful environment following the neutralization of the remnants of Daesh-inspired terrorists in Lanao del Sur.

This, after a successful military operation against Daesh-inspired terrorist Maute group in the upland area of Barangay Ilalag, Maguing town in Lanao del Sur last Tuesday.

During his visit to Marawi City Thursday, TFBM chairperson Secretary Eduardo del Rosario dropped by at the 103rd Brigade of the Philippine Army in Kampo Ranao headquarters to check and see the more than 40 high-powered firearms seized by government troops from the recent pursuit military operation against the terrorist remnants.

Among the seized items were .50-caliber machine guns, M203 grenade launchers, thousands of various ammunition, and five kilograms of shabu.

“I think this is great, great news for the people of Mindanao, especially [those] in Marawi City. We now see that the enemy of the state – the Islamic State and Maute terrorist groups – were really organizing and training combatants, but we were able to neutralize them and now their fighting capability is minimized," Del Rosario said on Saturday.

Del Rosario, who is a retired military general, said the recent encounter has instead brought a positive impact on the residents of the war-torn city.

"This, I think, will bring further peace in this part of our country, especially with the coordination of local residents to the government authorities,” Del Rosario said.

"The encounter would mean good news for the rehabilitation that we are now doing in Marawi City, and it reassures us and the residents that the peaceful environment will be attained and achieved [in the city],” he added.

Del Rosario also called on the public to continue working hand in hand with the government to finally put an end to terrorism in the conflict-riddled areas in Mindanao.

"I enjoined Mindanaoans to further assist the government in its fight against terrorism by continuing to provide information to the military and police forces so that once and for all, matigil na natin ang karahasan at terorismo at magkaroon talaga tayo ng (terrorism and violence will be stopped and we can have a) peaceful environment," he said.
