The New People’s Army (NPA) suffered another blow when soldiers killed its new leader in Mindanao during an encounter in Bukidnon, less than a month after he assumed the post, the military said on Tuesday, January 25.

Military authorities identified the rebel leader as 72-year-old Pedro Codaste, said to be the head of the Komisyon Mindanao (Mindanao Commission) of the Communist Party of the Philippines (CPP) and New People’s Army (NPA) chief in Mindanao.

Brigadier General Adonis Ariel Orio, commander of the Army’s 402nd Infantry Brigade, said Codaste and his aide, only known as Ka Zandro, were found dead after a 30-minute exchange of firepower between government and rebel forces in Sitio Guiling-Guiling, Barangay Kalabugao in Impasug-ong town, Bukidnon on Friday, January 21.

Orio said villagers were the ones who informed the military about the sighting of Codaste and at least 15 other rebels in the forests of Sitio Guiling-Guiling, prompting the Army’s 16th Infantry Battalion to send troops to the area.

They clashed with the rebels at around 5:30 am on Friday, he said.

“We had to fire several rounds of 81mm mortars to get to the rebels,” said Orio.

He said the rest of the rebels fled, leaving the two bodies behind.

Orio said soldiers found an AK-47, a caliber .45 pistol, an anti-personnel mine, and three backpacks with documents from the encounter site.

Brigadier General Oliver Veslino, acting commander of the 4th Infantry Division, said Codaste had just taken over the leadership of the CPP’s Mindanao commission following the January 5 killing of Menandro Villanueva during an encounter in Mabini, Davao de Oro.

Veslina said Codaste rose in the commission after the deaths of Jorge Madlos and Villanueva.

Codaste, who hailed from Barangay Fili, Bayugan, Agusan del Sur, was elected as a member of the CPP’s Central Committee during its 2nd plenum in 2016. He had also served as a consultant of the National Democratic Front (NDF) during the peace talks with the government in Oslo, Norway.

After breaking off with the peace talks, President Rodrigo Duterte ordered the arrest of Codaste and other NDF consultants.

Seven years after the deadly Mamasapano clash, the Philippine National Police (PNP) commemorated the 44 Special Action Force (SAF) troopers who died in Maguindanao on January 25, 2015.

The tribute ceremony was led by Justice Secretary Menardo Guevarra and PNP chief Police General Dionardo Carlos at SAF Headquarters in Camp Bagong Diwa, Bicutan, Taguig City. The commemoration was based on President Rodrigo Duterte’s Proclamation No. 164 declaring every 25th of January as national day of remembrance for the SAF 44.

In a pursuit to target Malaysian bomb maker Zulkifli Abdhir, also known as “Marwan,” members of the PNP’s elite force were killed in a clash with Muslim rebels. The operation was originally called “Oplan Exodus.”

The killed troopers were posthumously awarded the Medal of Valor and the Order of Lapulapu – the most prestigious awards given to uniformed personnel and officers.

Justice Secretary Guevarra said the courageous act of the SAF 44 was “etched in our collective memory.”

“To the families they left behind, they were sons, brothers, husbands and fathers. To the people and country they served, they were and are heroes whose devotion to the nation proves more powerful than death itself. The plight of these 44 heroes is a story inked in history and etched in our collective memory,” Guevarra said.

Carlos, in a separate message, said the tragic fate of the fallen troopers was “a lesson we must not forget.”

“Never again are we going to allow history to repeat itself. The tragic loss of SAF 44 is a lesson learned we must not forget. Their lives are irreplaceable. Like generations of warrior heroes before them, our SAF 44 gave everything they had, not for glory, nor for any gratitude, but for something greater than themselves,” the PNP chief said. –

Government troops have retrieved more anti-personnel mines and explosive ordnances in the outskirts of Puerto Princesa City and Roxas municipality believed to be part of the local New People’s Army (NPA) munitions inventory in northern Palawan.

The 3rd Marine Brigade (3MBde) said the arms caches were found in a remote area of Barangay Tinitian in Roxas municipality and in Sitio Tinistisan, Brgy. Langogan on January 19 and 22, respectively.

Recovered were five improvised hand grenades, an improvised claymore mine, improvised anti-personnel mine, anti-personnel mine switch, rifle grenade, round cartridge, 40mm HE, 413 rounds-Ctg, 5.56 mm ball, 193 rounds-cartridge, 7.62 mm ball, 68 rounds-cartridge, a Cal 45 ball, 17 M16 short magazines, M16 long magazine, an improvised M16 long magazine, an M14 long magazine, bandolier, a Cal 45 holster, and a CNT Mao Caps on January 19.

On January 22, they recovered three improvised hand grenades, 179 rounds-ctg, 5.56 mm ball, 40 mm HE, a rifle grenade, an improvised claymore mine, nine M16 short magazines, six blasting caps, a radio antenna, a roll wire, chest rig, a magazine pouch, two battery clips, and a dummy load.

Brigadier General Jimmy Larida, commander of the 3MBde, said the information about their locations and other details came from former rebels and sympathizers.

“These informants realized that they were victimized by the lies and deceptions of the Communist Terrorist Group (CTG) that has ruined their lives and families. That’s why they are very eager to pinpoint the location of hidden war materials and revealing vital information about the CTG and other personalities supporting the Communist NPA terrorist,” he added.

Previously, AFP chief of staff General Andres Centino ordered Larida to capture Sonny Rogelio, alias Ka Miggy, the last known NPA leader in Palawan, in five months.

“For the one person remaining, I think five months is enough,” Centino said.

Robredo vows stronger relations with US

Vice President Leni Robredo vowed to strengthen the country’s “traditional alliances” with the United States as a cornerstone of her administration’s foreign policy if she is elected president.

“Ang atin ay atin. Meron tayong dalang armas at ito ‘yong panalo natin sa arbitral tribunal. Kailangan magamit natin ‘yon para magbuild tayo ng coalition of nations na pagtulung-tulungan natin ‘yong protection ng West PH Sea,”
Robredo said in a virtual meet and greet organized by Team Leni Robredo -Palawan volunteers on Friday afternoon.

Robredo’s stance represents a turnaround from the current administration’s China bias, ushered early on by President Rodrigo Duterte’s anti-US rhetoric.

Robredo promised to “rigorously uphold” the final and binding decision of the Arbitral Tribunal in 2016, which ruled in favor of the Philippines.


She said that the tightening of partnerships with regional and international communities like the emerging security partners, Japan, South Korea, and Australia and the revival of the US Defense Treaty would help the Philippines assert and protect its sovereignty, especially with the continuous threats and “bullying” that the country is facing from China.

“Kung ako ang mamumuno, hindi po pwede na papasok ako sa pakikipag-usap na madedehado ang ating bansa,” she added.

Robredo also committed to strengthen the capabilities of the Navy and Coast Guard.

Responding to a question about her plans for the tourism sector, Robredo vowed to initiate measures to usher its full recovery from the pandemic.

“Mahalaga ang turismo sa pag-unlad natin. Plano natin ay palakasin at paunlarin ang buong industriya at lahat ng kabahagi nito – empleyado, negosyo, at komunidad,” Robredo mentioned.

She said that it is important to invest in social protection amid a pandemic, level up service standards, push through “greener tourism,” develop a culture of safety among the sector’s micro, small, and medium enterprises (MSMEs) by providing them with low-interest loans, so businesses can start and get the economy rolling once again.

Robredo also noted the lack of safety nets among tourism workers. She promised to implement the wage subsidy program and unemployment insurance to aid in the recovery of the businesses during the lockdowns.

“Ang daming tourism workers na nawalan ng trabaho at walang safety nets.’Yong ayudang binibigay ay kulang na kulang. Kaya kailangan natin ng maasahan na social protection plan gaya ng wage subsidy program at magkakaroon na rin tayo ng unemployment insurance para mas makabilis makabangon ang negosyo habang nagrerecover sa lockdown,” she said.

Robredo has proposed a P100 billion stimulus package for MSMEs that will be utilized for the upscaling of human resources through skills and business development.

Robredo also urged local governments to invest in infrastructure, which means better ports, roads, and public transportation systems, so tourists will be more encouraged to visit their places.

THE military seized war materiel, including firearms, during a series of encounters with the New People’s Army in the shared boundary of Amai Manabilang, Lumba-Bayabao, and Maguing, all in Lanao del Sur on Jan. 20.

The report said among the clashes was when concerned citizens informed soldiers of the First Special Forces Battalion of the 403rd Brigade of the presence of about 30 armed men. They soldiers have been running after the rebels in the area.

The two-hour firefight resulted in the recovery of five firearms, ammunitions, communication equipment, medical supplies and personal belongings.


The military report said no one among the soldiers was hurt, but the team found blood stains as it suspected that some of the rebels were wounded.

The brigade has sent teams to conduct operations against the rebels as the battalion previously encountered members of the same group that resulted in the death of its top official and the seizure of more guns.

Lt Gen. Greg Almerol, Eastern Mindanao Commander chief, the NPA has been fleeing Bukidnon to other areas like Lanao del Sur after communities in their previous bases refused to support them anymore.

“After years of intimidation, the people have finally turned against the terrorist movement and are reaping for its benefits. Although their remnants are still on the run, lack of familiarity in the new terrain and support from communities made them easier to be pursued and engaged by our troops,” Almerol said.

Assorted firearms and explosives hidden in a cave were recovered yesterday by troopers of the Regional Mobile Force Battalion 7 in Sitio Bacong, Brgy. Bala-as, Manjuyod, Negros Oriental.

The recovery of firearms and explosives cache was an offshoot of joint a combat operation of RMFB 7, 2nd NOPPO Provincial Mobile Force Company, Regional Intelligence Unit 7 and Manjuyod Police Station, following a tip from residents in the area.

The ownership of recovered firearms and explosives are still being determined by the police, as of this time.

CAGAYAN DE ORO CITY (MindaNews / 25 Jan) – The military said a top rebel leader was killed in an encounter with Army soldiers in Bukidnon, less than a month after he reportedly assumed the leadership of the “Komisyon Mindanao” (KOMMID) of the Communist Party of the Philippines and New People’s Army.

Brig. Gen. Adonis Ariel Orio, commanding officer of the Army’s 402nd Infantry Brigade, said Pedro Codaste, 72, and a companion only known as “Ka Zandro” were found dead by soldiers after a 30-minute encounter in Sitio Guiling-Guiling, Barangay Kalabugao in Impasugong town, Bukidnon last January 21.

Orio said it took a while to establish the identity of the slain leader and check if he was not infected with COVID-19.

Orio said villagers informed the military of the presence of Codaste and 15 other NPA rebels in the forests of Sitio Guiling-Guiling.

He said troops from the Army’s 16th Infantry Battalion went to the village and clashed with the rebels around 5:30 a.m. on January 21.

“We had to fire several rounds of 81mm mortars to get to the rebels,” Orio said, adding that the rest of rebel group have fled, leaving the bodies of Codaste and “Ka Zandro.”

Orio said the soldiers found an AK-47, a caliber .45 pistol, an anti-personnel mine and three backpacks with documents from the encounter site.

Veslino said Codaste, who hails from Barangay Fili, Bayugan City in Agusan del Sur, was elected to the Central Committee of the Communist Party of the Philippines during its second plenum in 2016.

Codaste also served as consultant of the National Democratic Front during the peace talks with the government in Oslo, Norway.

POLICE ON Tuesday remembered the 7th anniversary of the so-called Mamasapano massacre where 44 members of the elite Special Action Force were brutally killed by Moro Islamic Liberation Front rebels in Maguindanao province.

Various police headquarters in Mindanao commemorated the anniversary calling it a National Day of Remembrance in honor of the heroism and sacrifices of the slain commandos.







“The officers and men of Police Regional Office 11 commemorates the National Day of Remembrance for the heroism and patriotism of 44 PNP Special Action Force Troopers, who died in the anti-terror operation in Mamasapano, Maguindanao seven years ago.

PRO 11 will continuously honor the departed SAF troopers. We will always remember their heroism as they sacrificed their lives in Mamasapano. We pray that ultimate justice be served to the families of our late heroes who paid the ultimate price in defending our country against terrorists,” the Police Regional Office in Region 11 wrote on its Facebook page.





The Police Regional Office in Region 12 also posted this on its social media page and told the public not to forget the heroism of those who perished in the dangerous mission. “REMEMBERING THE #FALLEN44: Let us not forget the heroism, the courage, the sacrifice, the nationalism, the love of country, and people, that they demonstrate every day that they perform their duties, that they provide honor and bring glory to our country,” it said.

“#SAF44: FALLEN BUT NOT FORGOTTEN. On this day, we remember the SAF 44 who died a meaningful death on the side of justice and righteousness. The gallantry of the “SAF 44” is an inspiration to the PRO-12 personnel as they continue to fulfill their mandate to serve the country and defend the Constitution. Let us remain steadfast in fighting the injustices perpetrated by terrorists and lawless groups in the Soccsksargen region,” it added and the statement was followed by these hashtags: #PNPKakampiMo #WeServeAndProtect #TeamPNP #TeamPRO12

The police commandos were on a clandestine mission deep inside MILF territory to capture Malaysian bomber Zulkifli Abdhir, who was eventually killed in the operation in Tukanalipao village on January 25, 2015. The commandos were on their way to re-join their more than 300 SAF members waiting on the highway when MILF forces, aided by Bangsamoro Islamic Freedom Fighters, attacked them and sparked daylong clashes.

Zulkifli, alias Marwan, was also wanted by the United States which offered a $5 million bounty for his capture dead or alive. He was suspected of leading the Kumpulan Mujahidin Malaysia, being part of the central command of the Jemaah Islamiyah, and of involvement in the 2002 Bali bombings in Indonesia.

At least 18 MILF and five BIFF were killed in the fierce fighting that the Aquino government later claimed was a mis-encounter so as not endanger the peace accord it signed with the rebel group on March 28, 2014.

Barely a month later after the killings, the MILF which signed an interim peace deal with Manila, surrendered at least 16 specialized automatic rifles it took from slain commandos. The weapons were handed over to the police, but SAF sources claimed the rifles had been tampered and that many of its parts were either taken out or replaced with defective mechanisms.

Kin of police commandos previously demanded that MILF leader Murad Ebrahim, now Chief Minister of the Muslim autonomous region, to surrender those behind the gruesome murders but he strongly refused.

Because of the killings, lawmakers shelved the Bangasamoro Basic Law (BBL) until investigations into the deadly clashes between SAF and MILF were completed. The BBL was eventually passed in the current administration of President Rodrigo Duterte, who even provided MILF members with over P1 billion in financial aid for their livelihood skills training to help them integrate into mainstream society.

ESPERANZA, Sultan Kudarat – Two alleged bombers have been killed during police pursuit operations along the national highway here, the police disclosed Tuesday.

In a statement, Capt. Jetro Doligas, municipal police chief, said the two gunmen ignored police officers at an election gun ban checkpoint in the borders of Sultan Kudarat and Maguindanao past 4 p.m. Monday.

Doligas said the police and soldiers manning the checkpoint flagged down the vehicle driven by Guialudin Kasan, 30, of Macasampen, Guindulungan, Maguindanao.

However, Guialudin ignored the law enforcers and decided to speed away toward Isulan, Sultan Kudarat, which prompted the police to give chase.

“The police caught up with them along Barangay Sagasa,” the police official said.

Doligas said the two traded shots with pursuing police officers that left the suspects critically injured.

Police rushed Kasan and his companion, identified only as “Bronx” to the hospital where they were declared dead on arrival.

Scene of the crime operatives recovered from the suspects a .22-caliber pistol, an improvised explosive device (IED), 37 sachets of suspected shabu, a multicab vehicle, ammunition, and mobile phones.

Douglas said police investigators are still trying to determine where the two suspects were supposed to bring the IED and the illegal drugs.

The remains of the suspects have been turned over to relatives who showed up at the Esperanza police station.

A New People’s Army (NPA) high-ranking leader in Mindanao and a cohort were killed in an encounter with Army and police troops in Bukidnon last week.

In a statement Tuesday, Brig. Gen Oliver T. Vesliño, acting 4th Infantry Division (4ID) commander, said combined forces of the 16th Infantry Battalion (16IB) and the police’s Special Action Force killed Pedro Codaste alias Gonyong/Serv, the deputy secretary of the NPA's Komisyon Mindanao (KOMMID), and a certain alias Zandro, an NPA member.

Vesliño said the duo were killed in an 30-minute encounter in Barangay Kalabugao, Impasugong, Bukidnon on Jan. 21.


In his report to the 4ID, Lt. Col. Neil Armstrong Batayola, commanding officer of 16IB under the 402nd Infantry Brigade, said they responded to the complaint of citizens regarding an armed group conducting atrocities in the area, which resulted in an encounter against 15 rebels and the recovery of two dead male bodies, and the seizure of two firearms -- one AK-47 rifle and a .45-caliber pistol.

Vesliño lauded the joint forces for the successful operation which resulted in the death of Codaste as he was considered to succeed the top leadership in Mindanao.

“Codaste was considered as the acting KOMMID chairman after the death of Cabanatan alias Kuba, Madlos alias Ka Oris, and Villanueva alias Ka Bok. He is a member of the Communist Party of the Philippines (CPP) Central Committee and consultant of the National Democratic Front (NDF),” Vesliño said.

He added that the slain NPA leader was also the former secretary of the Guerrilla Front 4A (GF4A) in Agusan del Sur during the early '90s then later became secretary of the North Central Mindanao Regional Committee in 2009.

Codaste was elected to the Central Committee during the CPP's 2nd Congress in 2016, Vesliño further said.

Facing multiple cases with warrants of arrest, Codaste was one of the most wanted fugitives for murder, double frustrated murder, and attempted murder.

“We have once again delivered justice for our people. While we extend our sympathies to the families and friends of those killed, Codaste’s death is a tangible reminder that injustices that brought suffering and numerous deaths will forever haunt us. A clearer manifestation of the people in rejecting the CPP-NPA-NDF,” Vesliño said.

He urged the remaining NPA leaders and members to avoid the same fate that Codaste had by availing of the government’s Enhanced Comprehensive Local Integration Program and to peacefully return to their families.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

BALER, Aurora – A former rebel of the New People's Army (NPA) who surrendered to authorities in Dipaculao town, this province, last week has reunited with his family whom he has not seen for 12 years.

Lt. Col. Reandrew P. Rubio, commander of the Philippine Army's 91st Infantry “Sinagtala” Battalion (9IB), said on Tuesday the 37-year-old Berboy Calara Aviendo, alias Ka Jr/Berboy/Joey, finally saw his parents whom the troops transported to the 9IB's Alpha Company Headquarters in Dingalan town all the way from Bulacan on Monday.


Rubio said he was happy seeing Aviendo’s family was complete.

He said one of their goals is to bring together former rebels and their families after a long separation and give them an opportunity to lead peaceful and happy lives which was taken away by the exploitation and recruitment of the communist terrorist group.

“Everyone is born into a family. We need support and love that is why our troops transported the surrenderer’s parents inside our camp. They embraced each other, signifying that they really love no matter what happened. Family’s love and care are there that bring great joys to Aviendo,” Rubio said in an interview.

The former rebel surrendered to Joint Task Force Kaugnay’s 91st Infantry Battalion on January 17 and turned over his firearm the following day.

Aviendo, who has distanced himself from the organization since April last year, yielded an M14 rifle, along with a magazine for M14, and nine rounds of ammunition.

“Una sa lahat nagpapasalamat ako sa mga tumulong sa akin. Unang una sa Philippine Army na sila talaga yung pangunahing nagasikaso sa akin at lubos akong natutuwa sa mga nangyari sa akin ngayon dahil sa tinagal tagal po ng panahon na ako ay nasa kabila at ngayon ay nakita ko na mga kapatid at mga magulang ko kaya lubos lubos akong nagpapasalamat sa Philippine Army lalong lalo na sa lahat ng kasundaluhan dito sa Aurora (First of all, I thank all those who helped me. First to the Philippine Army that mainly took care of me. I am very happy with what is happening to me now because for it had been a long time that I was with the other side and now I have seen my siblings and parents, thus I am so thankful to the Philippine Army, especially to all the military troops here in Aurora)," the former rebel quoted as saying.

Rubio reiterated his appeal to the remaining members of the terrorist group to lay down their arms and avail of the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

Under the E-CLIP, a former rebel is entitled to receive immediate assistance of PHP15,000; livelihood assistance amounting to PHP50,000; and firearms remuneration, PHP12,000 to PHP500,000, among others.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front, meanwhile, has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973.

The Police Regional Office in Bicol (PRO 5) on Tuesday remembered the heroism of the 44 Special Action Forces (SAF) personnel who were killed in an anti-terrorist operation in Mamasapano, Maguindanao seven years ago, saying their death was a strong manifestation that police officers are always ready to carry out their mission despite the odds and difficulties along the way.

Lt. Gen. Ferdinand Divina, chief of the Area Police Command-Southern Luzon, who was the guest speaker during the PRO5's observance of the National Day of Remembrance at Camp Simeon Ola here, delivered the message of Philippine National Police Chief, Gen. Dionardo Carlos.


He said putting one's life at risk in order to protect freedom is an act of valor since it is done without expecting any payback.

"Today, we pause to remember all those who made the ultimate sacrifice for this nation especially the 44 fallen brave SAF commandos. This commemoration is the day where we ought to reflect for their unselfish deeds for our country which symbolizes the heart of a true warrior," Divina said.

He also said the fallen lawmen had to sacrifice their lives just so the people could live in freedom in the safety of their homes.

"The tragic loss of SAF 44 is a lesson learned we must not forget. Their lives are irreplaceable. Like generations of warrior heroes before them, our fallen SAF 44 gave everything they had, not for glory, nor for any gratitude, but for something greater than themselves," he added.

Addressing the families of SAF 44, Divina expressed deep sorrow and said the PNP will continuously pray for the souls of their kin and be thankful for their noble deeds.

"May the memories of the Gallant 44 serve as constant inspiration to strengthen our faith in God and continue our sworn duty to protect the public from lawless elements, criminal acts, terrorism, and anti-illegal drugs that ruin the future of our children," Divina said.

Maj. Bon Billy Timuat, PRO5 assistant chief for operations division, and classmate of three of the slain SAF troops reminisced the old times with them.

"It was seven years ago when you made the ultimate sacrifice, but you are true heroes that will never be forgotten. Special deeds of men like you will not just fade away," Timuat said as he remembered Senior Inspectors Max Jim Tria, Sr., Getnad Tabdi and John Garry Erana, his classmates in the Philippine National Police Academy (PNPA) Kaisang-Bisig Class of 2009.

The PRO5 held a wreath-laying ceremony and Holy Mass and rendered a 21-gun salute for the SAF heroes.

BALER, Aurora – Lt. Gen. Ernesto Torres Jr., newly-installed commander of the Northern Luzon Command (Nolcom), vowed to sustain and strengthen efforts on addressing the internal security and even territorial defense challenges confronting the country.

When he formally assumed the new post as the 32nd commander of Nolcom on Monday, Torres committed to exerting his utmost efforts in leading the command as one of the key units of the Armed Forces of the Philippines (AFP).


“I commit to doing my level best to live up to the expectations that this position entails, all in God’s graces. This is what is expected of me, and rest assured that I shall give nothing less,” he said during the virtual change of command ceremony.

Torres replaced acting Nolcom chief Major General Andrew Costelo, who is now the commander of the 7th Infantry “Kaugnay” Division, Philippine Army.

Through the whole-of-nation approach spearheaded by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), he said the Nolcom will continue to aggressively support the programs to end internal dissension through a progressive and sustainable campaign that would address its root causes.

He called for the support of the local chief executives, non-government organizations (NGOs), media, civil society groups, and other stakeholders for continuous collaboration and cooperation toward ending local communist armed conflict.

“I humbly ask for your untiring and unwavering support, cooperation, dedication, and commitment. Through these efforts, we can collectively put pressure on what remains of the communist terrorist groups (CTGs), and other armed groups, to shun the use of arms and violence, and replace such a culture of violence with a culture of security, peace, and development,” Torres said.

Aside from addressing the country’s internal security, he likewise stressed the importance of securing the sovereignty of the state and the integrity of the national territory.

“While much of our efforts are focused on internal security, we shall not lose sight, however of our constitutional mandate of protecting the people and securing the sovereignty of the state and the integrity of our national territory,” he added.

As defenders of the nation, Torres asked all the joint task force commanders and task group commanders components under Nolcom to always be abreast of the regional situation and development.

“As we remain steadfast in our internal security operations and ever vigilant in securing the territorial integrity of our national territory, we should be also prepared to confront an unseen adversary such as climate change and the current pandemic we are facing,” he said.

Torres encouraged everyone to be good and professional at all times.

“As your commander, I call on every soldier, airman, and sailor to always maintain a balance by developing a character that is, “loved by the people but feared by the enemy,” he said.

Torres is a member of the Philippine Military Academy “Makatao” Class of 1989.

Fresh from the Philippine Military Academy, he served as a platoon leader and a personnel officer in the 44th Infantry Battalion of the 1st Infantry Division in 1989.

His tactical proficiency and brilliance were recognized by his alma mater when he served as an instructor and a tactical officer in Philippine Military Academy in 1995.

In 2002, he became the deputy to the assistant chief of staff for Intelligence G2 in the 2nd Infantry Division.

In 2013, he became the assistant chief of staff for Operations G3 in the 7th Infantry Division.

Torres also assumed various civil-military operations positions.

He led the Research and Special Studies Branch of the Plans and Programs Division of the Office of the Deputy Chief of Staff for Civil-Military Operations J7, AFP in 2000.

He also became the operations officer in East Timor in 2001 as a part of the Philippine United Nations Contingent.

In 2006, Torres was appointed as spokesperson of the Philippine Army as well as the chief of the Office of the Army Chief Public Affairs and eventually, chief of the Public Affairs Office and spokesperson of the AFP in 2008.

In 2009, he headed the Civil Affairs Division of the Office of the Deputy Chief of Staff for Civil-Military Operations J7, AFP.

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) welcomed the Senate’s decision that favored the granting of amnesty by President Rodrigo Duterte to members of the Moro Islamic Liberation Front (MILF), an official of the regional government said Tuesday.

“Under the Constitution, the power of the President to issue an amnesty will require the concurrence of the Congress, and because we have a provision under the Comprehensive Agreement on the Bangsamoro (CAB) for such purpose, the national government complied to that in a form of a proclamation granting an amnesty,”
lawyer Naguib Sinarimbo, BARMM’s interior minister and concurrent regional spokesperson, said in an interview by reporters here.

In its session Monday,
all of the 18 senators present voted “yes” to adopt House Concurrent Resolution 12, which is in concurrence with Presidential Proclamation 1090, series of 2021, granting amnesty to the MILF members.

Sinarimbo described the amnesty as a very significant milestone, especially for the members of the MILF.


“Everyone knows that majority of the MILF members who fought against the government have incidentally committed violations to the law in pursuit of their political beliefs,” he said.

“Since the national government recognized the legitimacy of their cause, we have this amnesty,” Sinarimbo added.

Section 4 of Proclamation 1090 states that the amnesty “shall extinguish any criminal liability for acts committed in pursuit of political beliefs, without prejudice to the grantee’s civil liability for injuries or damages caused to private persons whose right to be indemnified is fully recognized therein. The grant of amnesty shall also effect the restoration of civil or political rights suspended or lost by virtue of criminal conviction.”

However, Sinarimbo stressed that the amnesty excludes MILF members’ personal offenses.

“The amnesty will not cover personal offenses of individuals that have nothing to do with their political pursuit as recognized by law. Amnesty will only cover those legitimate offenses like possession of firearms which is a natural consequence,” he said.

BUTUAN CITY – The Police Regional Office in Caraga (PRO-13) held a memorial ceremony here Tuesday for the National Day of Remembrance to honor the heroism of the 44 members of the Special Action Force (SAF) who were killed during a counterterrorism operation in Barangay Tukanalipao, Mamasapano, Maguindanao on Jan. 25, 2015.

The activity, led by PRO-13 director Brig. Gen. Romeo Caramat Jr., was held at the headquarters of the PRO-13 at Camp Col. Rafael C. Rodriguez in Barangay Libertad.

The commemoration was graced by Brig. Gen. Ronaldo Olay, the Philippine National Police (PNP) acting director for logistics, who also served as the guest of honor and speaker.


Caramat and Olay also led the wreath-laying ceremony in honor of the SAF 44 at the PRO-13 Law Enforcement Memorial inside the headquarters.

“Through the celebration of the National Day of Remembrance, the Filipino people, particularly in Caraga region, will continue to honor the lives and heroism of the 44 members of the police force which made the supreme sacrifice to fulfill their duty, that is ‘to serve and protect’,” Caramat said.

In February 2017, President Rodrigo Duterte declared January 25 of every year as the National Day of Remembrance for the SAF 44.

Caramat stressed that the nation must remember the exceptional brand of gallantry and love of the country that the SAF 44 had shown during the counterterrorism operation in Mamasapano.

“Their gallantry and heroism should be engraved in the minds of Filipinos not only today but also in the future,” he said.

Olay also conveyed the message of PNP chief, Gen. Dionardo Carlos, during the occasion.

“This commemoration is the day where we ought to reflect for their (SAF 44) unselfish deeds for our country which symbolizes the heart of a true warrior and that the country owed their families a debt of gratitude that cannot be repaid,” Olay said.

The slain troopers were part of a 475-man SAF unit that successfully raided the secret hideout of Zulkifli bin Hir, alias Marwan, a Malaysian terrorist and bomb maker, in Barangay Tukanalipao, Mamasapano, Maguindanao.

Four police personnel who died in action, including those who died of coronavirus disease 2019 (Covid-19) while serving as front-liners, were conferred with posthumous awards as the Nueva Ecija Police Provincial Office also remembered and honored on Tuesday the 44 Special Action Forces (SAF) troops who were killed in Mamasapano, Maguindanao seven years ago.

Col. Jess Mendez, acting Nueva Ecija police director, led the giving of recognition to Senior Police Officer 1 (SPO1) Marlon Francisco, intelligence operative of Santa Rosa Municipal Police Station; SPO1 Gregorio Jacinto Jr., supply and range officer of the Provincial Public Safety Company; Staff Sergeant Roy Empaynado, front-liner of Peñaranda Police Station; and Master Sergeant Baltazar Sacro, front-liner of Jaen Police Station.

Francisco died when he was hit by a bullet during the successful rescue of a hostage victim on June 6, 2017, while Jacinto was killed in an anti-illegal drugs operation that resulted in the arrest of a "most wanted person" on Dec. 14, 2014.

Both serving as front-liners in the government's fight against Covid-19, Empaynado and Sacro succumbed to the virus on May 14, 2021, and Jan. 14, 2022, respectively.

Their respective widows received the certificates of recognition as they joined Mendez in offering wreaths for the SAF men who died in a firefight with Bangsamoro Islamic Freedom Fighters on Jan. 25, 2015.

"It is but fitting to pay tribute to them, including our comrades in Nueva Ecija Police Provincial Office who offered their lives as they battle against criminality and the dreadful Covid-19 disease," Mendez said during the event.

He also said while the battle against criminality and the virus continues, policemen are now also faced with the huge task of securing honest and peaceful local and national elections in May.

"The greater challenges ahead of us remind us to be alert, dedicated, and truthful," he added.

Government troops recovered over the weekend a cache of war materiel comprising two M16 rifles, two .38-caliber pistols, two anti-personnel mines, and a plastic containing at least 15 kilograms of shrapnel in Barangay Maalo, Juban town in Sorsogon province.

In a statement on Tuesday, Maj. John Paul Belleza, 9th Infantry Division (9ID) spokesperson, said government troops of the Philippine Army (PA) and Philippine National Police (PNP) were conducting security operations in the area when they spotted a suspicious-looking man who fled when they are about to approach him.

The joint team found the war materiel as they scoured the area.

"Suffering from a continuous exodus of its members, the communist terrorist group (CTG) no longer has the manpower to carry its remaining firearms and war materials," Belleza said.


Lt. Col. Nelson Mico, commander of the 22nd Infantry Battalion, warned rebels of the intensified operations of the Army and PNP which leave no room for the atrocities that they may be planning.

Brig. Gen. Aldwine Almase, commander of 903rd Infantry Brigade, said "this only means that the terrorist group continues to lose its manpower while at the same time losing its firepower along with the sympathy of the masses.

“Sa mga natitira pang miyembro ng CTG, sana mabuksan na ang inyong mga isipan na kahit gaano pa kayo katagal na manatili sa kabundukan, walang mararating ang inyong ipinaglalaban. Bumaba na lamang kayo at makipagtulungan sa amin dahil tiyak, may patutunguhang mabuti ang inyong buhay. Nagsasayang lamang kayo ng panahon sa walang saysay na kilusan (To the remaining rebels, I hope you will open your minds that no matter how long you stay in the mountains, your ideology will go nowhere. Just go down and cooperate with us because you can be sure that you will have a good future. You're just wasting your time with a nonsense group)," Almase said.

Brig. Gen. Jonnel Estomo, regional director of Police Regional Office-Bicol (PRO5), assured the remaining rebels that their police stations are open should they decide to return to the fold of the law.

“Gayahin po ninyo ‘yong napakaraming dati ninyong kasama na nagbalik-loob na sa pamahalaan dahil sa loob ng kilusan, kung hindi kayo maaresto ng ating mga tropa baka po mapatay kayo sa mga engkwentro.‘Yan lamang po ang dalawang kapalarang naghihintay sa inyo (Emulate the former rebels who returned to the fold of the law because when you are with the organization, you would be arrested if not die in an encounter. Those are the only two possibilites that await you)," Estomo said.

Maj. Gen. Alex Luna, commander of Joint Task Force (JTF) Bicolandia, attributed the recent accomplishment to the intensified military operations in Bicol.

“The extensive operations of the security sector coupled with the effective implementation of the Whole-of-Nation Approach led by our partner agencies and the growing support of the Bicolanos have brought us to these successes," he said.

The families of the 12 Philippine Air Force (PAF) personnel killed in the crash of the C-130 transport aircraft in Jolo, Sulu last year received around PHP261,000 in cash from the Philippine Navy (PN) on Monday.

"The Chief of Naval Staff, Rear Adm. Caesar Bernard Valencia handed over the check donation amounting to PHP261,543.75 to Air Force Vice Commander, Major Gen. Arthur Cordura in a ceremony held at the Agunod Hall, Villamor Airbase on Monday, January 24," Navy spokesperson, Commander Benjo Negranza said in a statement.

He added that the funds came from the one-day subsistence allowance donated by Navy personnel.


Negranza said this effort conveys the PN's appreciation and utmost respect for the selfless service rendered by their comrades and an earnest way to lessen the burden of the bereaved families.

A similar activity was conducted last week for the benefit of Philippine Army (PA) uniformed personnel who survived, as well as for the next of kin of those who perished in the same accident.

During the activity, the PN donated some PHP1.83 million to the next-of-kin and PA personnel who survived the mishap.

On July 4, 2021, a Lockheed C-130 "Hercules" aircraft flew from Cagayan de Oro City to transport newly trained soldiers from the Army's 4th Infantry Division to Sulu to bolster the military’s campaign against Abu Sayyaf bandits.

The plane crashed after a landing attempt, resulting in the death of 38 Army troops, 12 PAF personnel, and three civilians.

Some 46 military personnel and four civilians were also injured in the mishap.

With the increasing Covid-19 cases in the provinces, President Rodrigo Duterte told the New People's Army (NPA) rebels to allow the government to conduct the Covid-19 vaccination program in the far-flung communities that they have infiltrated.

"Pero kayo, mga NPA, ito ang utos ko sa inyo ha. Hindi ito—utos ito, ang order ko sa inyo na hayaan ninyo ‘yung gobyerno mag-implement ng itong order ko ngayon for them—for the itong mga tao diyan sa bukid-bukid na nasa baba ngayon kasi walang bahay, you allow them to go around at bakunahan ang mga tao (But you, NPA rebels, this is my order to you. This is an order, I order you to let the government implement my orders for the people in the remote areas, on-ground, because they don't have houses, you allow them to go around and vaccinate the people),"
Duterte said in prerecorded Talk to the People aired on Tuesday.

Duterte said excess Covid-19 jabs can be used to vaccinate the members of the NPA, the armed wing of the Communist Party of the Philippines (CPP) listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.


"Ngayon, pagka may sobra, kung may sobra lang, hindi kayo puwedeng unahin kay kalaban kayo sa gobyerno. Tingnan lang ninyo at kung may sobra, ‘di ano. Duterte earlier urged the communist rebels to allow the government to operate in the NPA-infiltrated areas as the country continues to grapple with serious problems such as the Covid-19 pandemic and calamities.

"I am directing this [message] to the Communist Party of the Philippines. This time of our national life, we are having a serious problem. If you cannot cooperate, if you cannot help, then, maybe you can stand aside and allow the government to operate," Duterte said.

In his report to Duterte, Health Secretary Francisco Duque III said while Covid-19 cases in Metro Manila and nearby provinces are beginning to decrease, infections in many areas particularly in Mindanao have started to increase.

“The rest of Luzon nakikita po natin dito, nag-umpisa na rin pong mag-plateau. Hopefully, ito bumaba na rin in the coming days. Pero ang inoobserbahan po nating maigi, binabantayan natin ang Visayas and Mindanao. Itong color blue line ang Visayas, tapos ito namang Mindanao ‘yung orange ay pataas po ang mga kaso. (We can see the rest of Luzon, they start to plateau. Hopefully, it will go down in the coming days. But we are carefully observing Visayas and Mindanao. Color blue line is Visayas, and Mindanao is orange that has started to increase),” Duque said.

On Tuesday, the DOH reported 17,677 new Covid-19 cases, the lowest since January 6 when the country logged 17,220 infections.

The new cases brought the Philippines’ caseload to 3,459,646, including 3,158,597 recoveries, 247,451 active cases, and 53,598 deaths.

As of Monday, the country has already administered 123,866,249 doses since the vaccination rollout started in March last year.

More than 57.5 million Filipinos are now fully vaccinated, including 5.6 million who received single-shot Janssen jab, while 6.4 million have already received booster shots.

The country will be forever indebted to the 44 members of the Philippine National Police- Special Action Force (PNP-SAF) who sacrificed their lives for peace and freedom, Justice Secretary Menardo Guevarra said on Tuesday.

“They paid the highest cost for the priceless gift that we enjoy today, the gift of living with peace and liberty far from harm and free from fear,”
Guevarra said during the commemoration rites for the fallen troops known as the ‘SAF 44’ at the SAF headquarters in Camp Bagong Diwa, Taguig City.

Guevarra said the fallen troops’ heroism and devotion to the country are “more powerful than death itself."

“The plight of these 44 heroes is a story ink in history and etched in our collective memory”, he added.

Guevarra, who served as guest of honor, was joined by PNP chief, Gen. Dionardo Carlos and other ranking PNP officials in this year’s observance which carries the theme, “The Dedication and Sacrifice of the Men of Valor is the Pinnacle of Patriotism”.

Aside from the SAF 44, the PNP also paid tribute to 126 police officers who succumbed to coronavirus disease 2019 (Covid-19) during the ceremonies.

Carlos also paid tribute to the bravery of the SAF 44, adding that the incident is “a lesson we must not forget.”

“Never again we are going to allow history to repeat itself. Their lives are irreplaceable. Like generations of warrior heroes before them, our SAF 44 gave everything they had, not for glory, nor for any gratitude, but for something greater than themselves,” he added.

On Jan, 25, 2015, the SAF 44 died during an anti-terrorism operation dubbed as ‘Oplan Exodus’ in Mamasapano, Maguindanao, which led to the neutralization of Malaysian terrorist Zulkifli Abdhir alias Marwan.

Proclamation No. 164 signed by President Rodrigo R. Duterte in 2017 declares January 25 as a national day a remembrance for the SAF 44.

Return to the fold of the law in exchange for a new and normal life.

President Rodrigo Duterte issued anew the offer to members of the New People's Army (NPA) during the pre-recorded Talk to People aired Monday night, saying the military will welcome and assist them.

"This is my order to the military: If they want to surrender, give them the chance to surrender properly and if they surrender the firearms, the next trip downstairs from the mountains, you accompany them,"
Duterte said.

"I’ll give you a house, I’ll give you a job, temporary, may suweldo ka na (you'll get a salary),"
he added.

Duterte said they can also acquire livelihood knowledge from the Technical Education and Skills Development Authority (TESDA).


"Kung wala kang alam sa skills, mag-enroll ka muna kay General (Isidro) Lapeña at magturo sila ‘yung TESDA, magturo sa iyo kung anong klaseng trabaho gusto mo, technical, turuan kayo (If you don't have skills, you can enroll at Gen. Lapeña and TESDA. They will teach you, you can learn based on your preferred technical skills. They will teach you)," he said.

Duterte told the NPA rebels they must end the long-standing fight with government troops and just surrender because the government will help them.

"May suweldo kayo, may bahay kayo at you know, tapusin na natin ito. Tutal sinubukan naman natin ‘yang barilan. Wala mang nangyari. Pinatay mo lang ang Pilipino (You'll get a salary and house. You know, let's end this, since we already tried gun-fighting, nothing happened. You just killed Filipinos)," he said.

"Mag-surrender kayo. Makinig kayo, totoo. Marami naman nag-surrender, marami nang nabigyan ng bahay, nabigyan ng trabaho, nagbagong buhay na. Wala nga lang baril (Just surrender. Listen to this, for real. Many has surrendered, and they have houses and given jobs. They already have a new life but without a gun)," Duterte added.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

In December 2018, President Duterte signed Executive Order No. 70 creating the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which is tasked to “provide an efficient mechanism and structure for the implementation of the whole-of-nation approach to aid in the realization of collective aspirations for inclusive and sustainable peace.”

There is also the Enhanced Comprehensive Local Integration Program (E-CLIP) that grants financial and livelihood aid to rebel returnees and their beneficiaries.

Help cut fallen trees for ‘Odette’ victims

Duterte urged the NPA and “small-time” illegal loggers to help cut fallen trees in areas ravaged by Typhoon Odette last month.

"I am encouraging the illegal loggers, ‘yung mga (those) small-time, go back there. Somebody will take a census or whatever and make it a formal document at ako ang magbayad sa trabaho ninyo (and I'll pay for your works). I’ll get it somewhere sa opisina ko. Opisina ko na ang magbayad para madali (from my office. My office will pay for it so it will be fast track)," Duterte said.

He said the NPA rebels who wanted to surrender can also help cut the trees to be donated to the typhoon-affected families who need to rebuild their damaged houses.

“Sabihin mo sa sundalo, magsurrender ako sir, may dala akong ano dahil magtrabaho ako na I cut trees. Baka I will accept you, walang kaso, wala lahat. Wala akong ifile sa inyo. Bumaba kayo. (Tell the soldiers, ‘I will surrender sir, I will work to cut trees.’ I may accept you without filing a case. I won’t file anything against you. Just go down from the mountains). This is my order to the military: If they want to surrender, give them the chance to surrender properly,” Duterte said.

Duterte said owners of chainsaws or portable sawmills may go to the office of the Department of Environment Natural Resources (DENR) to get a permit to operate and cut fallen trees.

"Huwag ‘yang hindi pa putol ha, baka putulin ninyo ‘yang hindi pa naputol. Iyong naano lang, ‘yung nahulog (Don't touch those not fallen trees, you might cut those. Just work on the fallen trees), the trees that have fallen during the typhoon. If you commit to use that, we will pay you sa trabaho ninyo (for your work)," Duterte said.

"If you go there to cut trees also for the fallen trees for the benefit of the people there, I’ll pay you," he added.

Last month, Duterte issued a directive to procure tarpaulin sheets and lumber from uprooted coconut trees as the “fastest” way to make temporary shelters for “Odette” victims.

Malacañang hopes the next administration will sustain the gains of the government against the communist insurgency, through the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Executive Order 70 signed in December 2018 created the NTF-ELCAC that institutionalizes a whole-of-nation approach in obtaining exclusive and sustainable peace, giving the government an effective solution against communist terrorists.


"Sana iyong next Pangulo, sinuman iyon, ay kaniya ring ipagpatuloy itong naging matagumpay na accomplishments ng (We hope the next President, whoever that is, will continue the successful accomplishments of the) NTF-ELCAC," acting presidential spokesperson, Cabinet Secretary Karlo Nograles, said in a Palace briefing on Tuesday.

Nograles also cited the Enhanced Comprehensive Local Integration Program (E-CLIP), the second track of the localized peace agreements, as crucial to pushing a holistic and inclusive approach to address development and security issues affecting former rebels and indigenous peoples within communist-infiltrated areas.

Under E-CLIP, former rebels get safe houses with free livelihood assistance and skills training.

"Marami na po ang nagbalik-loob sa pamahalaan. Marami na pong nagbalik-loob sa gobyerno (Many rebels have already surrendered to the government. Many have returned to the fold of the law)," Nograles said.

The NTF-ELCAC is also implementing the Barangay Development Program that implements government projects in conflict-afflicted and geographically isolated villages that have been cleared from the influence of communist rebels.

For 2022, the BDP has identified 1,406 barangays nationwide entitled to PHP20 million each for farm-to-market roads, classrooms, water and sanitation systems, health stations, and livelihood projects.

A party-list group composed of former high-ranking officials and members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) is supporting local peace engagement and localized peace initiatives.

In a statement issued on Monday, Abante Sentrong Alyansa ng mga Mamamayan para sa Bayan (SAMBAYANAN) said the overall strategic direction of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) should be anchored on a clear peace mechanism.


The group said the central and core objective of Executive Order 70 in December 2018 that created the NTF-ELCAC institutionalized a whole-of-nation approach in obtaining sustainable peace.

Appropriate, responsive, and peace-founded approach mechanisms are important in the success of the entire mission to achieve lasting peace, the group stated.

“The strategic direction therefore of our peace approach mechanism is a peace process that is centrally-directed, nationally-coordinated but locally-implemented peace mechanism approach, where the dynamic implementation of local peace engagements and localized peace initiatives are being given emphasis and premium,” their statement read.

They said the CPP-NPA-National Democratic Front (NDF) asserted old and obsolete mechanisms to continue their pretensions that they are promoting the peace agenda.

Using their “distorted mechanisms”, Sambayanan said the CPP-NPA-NDF did not end armed conflict in the country.


“They do not accrue nor subscribe to the real and sincere mechanics of attaining disarmament, demobilization, and reintegration of the NPA, and they do not even subscribe to the unitary and sovereign authority of the Republic of the Philippines,” Abante Sambayanan stated.

At this point, they said that the most strategic path that the NTF-ELCAC should take is direct community-based and local government-supported peace initiatives through dialogues and peace exploration methods at the local levels.

Lacson for localized talks, too

Presidential aspirant Senator Panfilo Lacson, meanwhile, clarified that he has always supported localized peace talks rather than holding a dialogue with exiled CPP founder Jose Maria Sison.

During a television interview on Tuesday, he said he suggested the idea years ago to then-Presidential Adviser on the Peace Process, Jesus Dureza, and Labor Secretary Silvestre Bello III, who was part of the government panel.

“Earlier I suggested to localize the peace talks. Why? Because pa-ikot-ikot lang ‘pag kausap si (It’s is a never ending dialogue with) Joma Sison,” Lacson said.

He said that localized peace talks are more practical as not all regions, provinces, or towns have the same insurgency situation.

“Walang mangyayari sa pakikipag-usap kay Joma kasi may agenda 'yan, malevolent 'yung agenda niya para maka-buy ng time at the same time, nagbi-build up ng forces sa ground (Nothing will happen if we hold a dialogue with Joma because he has a malevolent agenda and they just want to buy time while building up their forces on the ground),” he said.

Lacson added that Sison seems to have lost control of his people on the ground because while a ceasefire is in effect, the CPP-NPA fighters are violating it.

In a television interview of presidential candidates on Saturday night, Vice President Leni Robredo, Lacson and fellow senator Manny Pacquiao, and Manila Mayor Francisco “Isko Moreno” Domagoso answered “yes” to the question on whether they would continue the peace talks with the CPP-NPA-NDF.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.
