CPP/Ang Bayan: Protest actions
Aid for Odette victims. Democratic organizations protested at the Boys Scout Circle, Quezon City on December 29, 2021 to demand the regime to immediately provide aid for the victims of typhoon Odette. They condemned the criminal negligence of the regime during the said typhoon which devastated provinces in Visayas and Mindanao, and several towns in Palawan.
Justice for Tumandok massacre victims. Relatives of victims, and human rights organizations commemorated on December 30, 2021 the first year of the brutal massacre of 9 Tumandoks and the arrest of 17 others in Panay. Programs were mounted at the Pastrana Park in Kalibo, Aklan, and in front of the Commission on Human Rights in Quezon City. They said that justice remains elusive for the victims. In addition, militarization of Tumandok communities persists wherein deployed military units are relentlessly sowing terror.

CPP/Ang Bayan: Challenge to scientists and technologists: Serve the people and revolution
Agham Bayan (People’s Science), the official publication of the Liga ng Agham para sa Bayan (LAB or People’s Science League,) came out with a new issue last December 2021. The publication first came into circulation in the 1970s but was stopped in the 1990s. Agham Bayan is back to popularize and promote the analyses, programs, campaigns and revolutionary activities of revolutionaries in the science and technology sector.
In this issue, revolutionary scientists and technologists stood firm against the return of the Marcoses and the perpetuation of the Dutertes in power through the 2022 elections. They described the science and technology outlook under the current system as “bleak.”
“Research and development (R&D) and science, technology, engineering, and math (STEM) education continue to be the last priority of the government,” according to the paper’s editorial. “Brain drain will persist as scientists and engineers are forced to go to other countries because of the lack of jobs and opportunities in the country,” it said. At the same time, projects and research that help develop the local economy and truly serve the people are disregarded.
Second Congress
The paper also wrote about LAB’s Second Congress held in December 12, 2020. The Congress’ theme was “Expand and Strengthen the League of Science for the People, contribute to the Development of Revolutionary Mass Movement and Armed Resistance in the Countryside.” It affirmed its belief that only through the victory of the national democratic revolution with a socialist perspective will science and technology fully develop and truly flourish in the Philippines.
The Congress approved the summing up of experiences and practices of organizing scientists for the past two decades. The three-year program of LAB, formed from the lessons of the summing up documents, was presented and approved by the delegates. The three-year program’s strategic call is to “Further advance the anti-fascist, anti-feudal and anti-imperialist movement and defeat the fascist Duterte regime.”
LAB aims to organizing organize tens of mass organizations with hundreds of members. Presently, it has chapters in government agencies, academe, and industry with several hundreds of members. Among LAB’s tasks is to daringly organize and to develop understanding of the science and principles of revolution.
The Congress reviewed the LAB Constitution and orientation and elected a new set of officers. It elected Trinidad Ramirez as its president for the next three years. On his part, Ramirez hoped for more fruitful years for the league.
The LAB is an allied organization of the National Democratic Front of the Philippines (NDFP) among scientists, technologists, engineers, environmentalists, science educators, students, and advocates. LAB was founded on December 26, 1975 by members of the Progresibong Samahan sa Inhinyerya at Agham and Samahan ng Makabayang Syentipiko. It became a part of the struggle against the Marcos dictatorship.
It weakened towards the latter part of the 1980s, after it was affected by revisionism and sectarianism which afflicted the entire revolutionary movement then. Among its major errors was sectoralism and legalism. It also failed in expansion and consolidation.
Together with the entire revolutionary movement, LAB reaffirmed the basic principles of people’s democratic revolution during the early part of the 1990s. In 1996, it held its First Congress to revitalize and expand the organization.

CPP/Ang Bayan: The masses and people’s army overcome military lockdown operation
The many years since comrades last set foot on Nuevo in Southern Tagalog (ST) did not become an issue insignifant when Red fighters returned to the area amid the pandemic.
Residents here are not new to working with and helping the people’s army. Red fighters were delighted with the residents’ warm welcome, especially because most of them are belong to a new generation of Red fighters, and most of the Red fighters whom the residents’ knew were already martyred or have long been gone even before the 1990s.
While analyzing and studying the particular economic issues faced by residents of Nuevo, the Red fighters helped the masses in production in their swidden farms. They serve as lawyers and mediators when issues cannot be be resolved by local barangay officials, teachers of students who cannot understand their modules, and frontliners in explaining Covid-19 and the importance of having every one vaccinated.
In the evening, youth, peasant, fisherfolk and women groups conduct secret meetings to unite Nuevo in order to improve their economic conditions. Revolutionary mass organizations were established, and the local Party branch was established.
The masses are highly supportive of their army. Even without being asked, they voluntarily give the people’s army food supplies and other forms of support.
However, it cannot be denied that the long absence of the people’s army enabled the AFP and PNP to plant their assets and other bad elements in the community. These individuals are typically those who have records of theft, syndicated crimes, and land grabbing in the area. The NPA adapted to this condition.
One evening, five Red fighters went to the community to facilitate a mass meeting and educational discussion. The following day, two columns of soldiers and police patrolled the barrio. They declared a lockdown, claiming that someone in the community has been infected with Covid-19 but is asymptomatic. This was supposed to be the first case of Covid-19 infection in the community, but residents knew that state forces are only using this as a pretext to justify the lockdown. Later on, it was revealed that the individual whom they claimed was infected was actually in Manila. Actually, The real targets of the lockdown are the Red fighters who were in the barrio.
The soldiers mounted a checkpoint and flew drones, while patrolling the community
They forcibly entered the houses of residents. Little did they know that the Red fighters were in one of these houses.
The masses took the initiative to conceal the comrades to avoid a defensive. They quickly passed information among themselves. The youth secured their hangout spots and houses. Residents prepared a getaway vehicle so the Red fighters could elude the enemy.
The exit of the Red fighters was delayed by a day, and policemen and soldiers entered entered the house where they were waiting. The owners took them to the back of the house, and told the enemy that they know nothing about reported sightings of Red fighters in the area.
Nuevo residents worked together to facilitate the comrade’s exit without being detected by the soldiers. One by one, the masses helped them withdraw until they were able to regroup with their unit.
The lockdown in Nuevo is one of the cases of how the Duterte regime is using the Covid-19 pandemic to serve its repressive war. It is exploiting the health crisis to further sow terror in the countryside.
However, this incident proves further that the close link between masses and the people’s army can defeat all deceptive schemes employed by the military and police amid the pandemic. On numerous occasions, the masses have proven time and again that they are the true heroes. Without their courage and love for their army, the armed struggle will not flourish and advance. CPP/Ang Bayan: #MagpunyagiMakibaka (Persevere, Struggle): Revolutionary forces celebrate Party’s 53rd anniversary
Celebrations mounted by various units of the Party and New People’s Army to commemorate the 53rd anniversary of the Communist Party of the Philippines (CPP) on December 26 were lively and full of lessons. These were successfully held despite relentless attacks by the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP).
“Simple yet something to be proud of.” This was how the NPA-Agusan del Norte described their celebration which was attended by the masses. Celebrations were also held in Bicol, Central Luzon, Negros, North Central Mindanao and Cagayan Valley. Friends of the revolution and peasant masses attended these events.
Ilocos-Cordillera. According to the National Democratic Front-Ilocos, the revolutionary base remains strong and continues to expand across the region, contrary to claims by the AFP that it has cleared it of NPA presence. Kasama-Cordillera Peoples’ Democratic Front noted a 28% growth in the number of its members who are mobilized in various forms and levels. Key to this was the continuous conduct of council meetings, as well as individual and group discussions.
Cagayan. In West Cagayan, the NPA furstrated the combat operations of the 501st IBde in 2021. Without being detected by the enemy, the NPA was able to conduct two batches of Advanced Party Course, while there were continuous discussions on the Basic Party Course in local Party units. A series of Basic Politco-military Course were also mounted, as well as harassment operations against military units.
Southern Tagalog. Revolutionary forces and Party members continue to overcome challenges brought about by military operations. The massses continue to support the people’s army despite relentless enemy attacks.
Celebrations were held in Batangas and Quezon, wherein many youth forces from the cities who participated decided to enlist as full-time Red fighters.
Negros. The towns covered by the area of operations of the NPA-Central Negros increased by five. The membership of mass organizations increased by 10%, and agrarian revolution and 28 armed actions were carried out.
The NPA-Northern Negros led the establishment of communal farms and fishponds, and the systematization of aid distribution. In response to the pandemic, the NPA conducted medical trainings, distributed herbal medicines, and educated the masses on the importance of vaccines against Covid-19. It also conducted in person classes, and helped students with their modules.
Panay. The NPA-Panay paid tribute to eight Red fighters who were slain by the brutal AFP bombing in Barangay Alimodias, Miag-ao, Iloilo on December 1, 2021. The Party, NPA, and revolutionary masses were able to preserve their strength despite more than a year of intensified attacks in the region.
Eastern Visayas. In a statement, the CPP-Eastern Visayas paid tribute to 22 Red fighters who were martyred last August 2021. At least 16 AFP and PNP battalions are currently deployed in the region. Despite this, the Party was able to consolidate its mass base, strengthen mass organizations, and mobilize the masses to assert their democratic rights. Even in barrios with military camps, revolutionary forces were able to coordinate with the masses. The casualties sustained by the AFP in the region mounts is equivalent to a company.
North Central Mindanao. The CPP and NPA have been further steeled by the life and death struggle in the region in the past year. Lessons from these experiences will serve as foundation to further advance the people’s war. The region paid tribute to 20 Red fighters who were martyred in 2021. During the year, the NPA was able to mount 55 armed offensives, inflicting company-sized casualties against the enemy.
Local Party committees in Bicol, regional chapters of Makibaka, Kabataang Makabayan chapters in Southern Tagalog, Southern Mindanao, Cagayan and Negros, Liga ng Agham para sa Bayan and Compatriots-Asia Pacific also issued their statements.
In Canada, the Friends of the Filipino People in Struggle mounted a postering campaign in Ontario. The Communist Party of Australia (ML), Communist Workers Union (MLM) in Colombia, Communist Party of Turkey (ML), Communist Party of India (Maoist) and Freedom Road Socialist Organization in the US also expressed their solidarity to the celebrations. CPP/Ang Bayan: Military forces Odette victims to repair detachment
The New People’s Army-Central Negros reported on December 28, 2021 that elements of the 62nd IB harassed and made residents of Guihulngan, Negros Oriental prioritize the repair of a military detachment damaged by typhoon Odette. This was while the villagefolk were not still able to repair their own houses which were also damaged. Instead of helping them, soldiers accused residents who were helping each other to reconstruct their communities as NPA supporters.
In Tapaz, Capiz and Calinog, Iloilo on December 14-27, 2021, soldiers and policemen returned to barrios they attacked in 2020 where nine Tumandoks were massacred. The fascists peddled a threat that there will be a second round of massacre. They also threatened to arrest known indigenous leaders. Out of fear, more than 160 households evacuated from their communities.
In Gonzaga, Cagayan in the early morning of December 25, 2021, suspected elements of the 77th IB gunned down peasant leader Ray Basquez while celebrating Christmas with his family. The victims was outside his house in Barangay Flourishing when he was gunned down. Basquez opposed plunderous black sand mining operations in their community.
Soldiers of the 901st IBde also killed 40-year old coconut farmer JB Bon, resident of Barangay Baya in Ragay, Camarines Sur on December 12, 2021. CPP/Ang Bayan: Menacing civilians as tactic of the terrorist state
During the Christmas season, the Armed Forces of the Philippines perpetrated widespread attacks against civilian communities under the pretext of preventing celebrations for the 53rd anniversary of the Communist Party of the Philippines (CPP).
Soldiers of the 75th IB attacked a Lumad wedding at Sitio Katabadan, Barangay San Roque, San Miguel, Surigao del Sur on December 24, and fired at 30 residents who attended the ceremony. Businesswoman Vilma Tawede was shot and killed, and four others were wounded. The military made it appear that Tawede was a member of the New People’s Army (NPA).
In Sta. Teresita, Cagayan, it was reported on January 4 that 98th IB soldiers burned down three peasant huts at Sitio Bungcag, Barangay Luga. Afterwards, the military peddled a lie that the crime was perpetrated by the NPA.
In Northern Samar, the 8th ID shelled four times farmlands along the boundary of Barangay San Miguel, Las Navas, and barangays Osang and Hinagonoyan in Catubig, on December 26, 1 a.m. In the afternoon, the 20th IB, forcibly assembled residents of Barangay San Miguel, made them carry anti-NPA placards, and took photos of them to make is appear they voluntarily participated in rally against the CPP/NPA/NDF.
The 9th ID shelled the vicinity of Sitio Campo Nueve, Barangay Del Carmen in Lagonoy, Camarines Sur on December 28 and 29, 2021. The shelling lasted overnight, wherein at least 10 artillery shells were launched by the military. This resulted in the forcible evacuation of 100 residents from their homes. They sought refuge at a small chapel in the barangay. The attack was perpetrated after a failed offensive by the 83rd IB against an NPA unit wherein a soldier was killed, and two others were wounded. CPP/Ang Bayan: Resist the brutal attacks against civilians in the war against the people
Systematic attacks against civilians committed by the fascist reactionary state in its war against the people are becoming more and more and vicious. This reveals both the Rodrigo Duterte’s malevolent and bloodthirsty policy, and the desperation of the entire ruling classes to suppress the Filipino people and prevent the advance of their national and democratic struggles. Anticipate that these attacks against civilians will further intensify in the face of the US-Duterte regime’s desperation to show “victory” in its declaration of “crushing” the New People’s Army before its term ends in May 2022.
Acts that endanger or directly aim at civilians by the armed and coercive instruments of the reactionary state violate the principles and policies of international humanitarian law (IHL). These laws and principles must be recognized or applied with the objective of protecting the lives and welfare of civilians amid wars, such as the current civil war in the Philippines between the ruling state and the armed revolutionary movement. Humanitarian law also covers the welfare of captured combatants or those who have been rendered incapable of fighting.
Aiming at or armed suppression against civilians is a brutal counterinsurgency strategy of the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP), in line with doctrinal teaching of the US military. This is promoted by the National Task Force (NTF)-Elcac, Duterte’s civil-military junta, which practically runs the country. They are obsessed with the failed fascist dogma of “draining the waters” where the armed revolutionary forces swim, to justify their relentless armed suppression of peasants, workers, the pettybourgeoisie and other progressive classes and sectors. They are blind to the fact that the wellspring of the masses’ support for their people’s army does not dry up, and that the more vicious the terrorist typhoon of the AFP and PNP’s fascism, the more that the people’s flood of support and the tide of resistance rises.
The attacks of the AFP and PNP are most barbarous against civilians in rural areas as they wage their war against peasants. Fascist state agents aim to crush the peasant masses through intimidation, make them bow to military power, smash their organizations and force them to surrender their struggle for land. The anti-peasant war of the AFP and PNP is a war to pave the way for the plunderous and destructive mining companies, for establishing and expanding plantations and ecotourism, energy and infrastructure projects of big business.
These attacks are relentless especially in the hinterlands, far from media coverage, where communication is slow and where the military control the flow of information. In many areas in the countryside, there is no law but martial law. The military and police do not respect legal processes or the justice system even under the 1987 reactionary constitution, moreso the provisions of international humanitarian law and declarations of human rights.
Contrary to the principle of distinction to differentiate civilians from armed combatants, the AFP and PNP target civilians in its armed and psywar operations. The military and police employ brutal and illegal weapons against civilians in its war against the peasants.
It employs red-tagging or the arbitrary accusing entire communities of supporting the revolutionary movement to justify suppressing and terrorizing civilians. Contrary to humanitarian law, they occupy and place entire communities under military control on the pretext of “community support” and “barangay development.” In violation of humanitarian law and human rights, the AFP and PNP imposes blockades on food and commerce. Checkpoints are illegally set up and communities are fenced off to control to entry and exit of people and subject to search anyone passing through. The AFP and PNP bring great suffering and hardship by prohibiting peasants to tend to their land or swidden farms for weeks or months on end.
The presence of armed soldiers shatter community peace, especially when they go on drunken sprees, gambling, cockfighting and promoting drugs and pornography. There have been countless cases of indiscriminate firing of weapons in the middle of the night to terrorize the people and establish their tyrannical rule in the communities. They also aim to terrorize people when they go around in the middle of the night, enter homes and interrogate civilians and force them to leave their organizations.
Even without lawyers or legal representation, civilians are forced to “admit” to the military and police accusations. Thousands have been victimized in this terrorist campaign to intimidate the masses to “surrender.” Large numbers of people have been deceived to join rallies or assemblies organized by the military supposedly for distributing subsidies or relief goods. People are forced by the AFP and PNP to join the fake organizations they set up.
Relentless aerial bombing and strafing and artillery shelling in communities are brazen violations of international humanitarian law. These clearly target farms and villages with the objective of enveloping people in terror and paralyzing them with fear. Civilians suffer hours of noise emitted by drones encircling above their communities. Over the past years, tens of thousands of peasants have been forced to leave their homes due to fear of indiscriminate bombing. On a number of occasion, people have been driven away to declare their communities as “no man’s land” making anyone left fair game for the military.
Fascist attacks against civilians must be resisted thoroughly and firmly. The people must unite to demand an end to the AFP and PNP’s total war. The masses in the countryside must strengthen their defense of their rights as civilians under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) and other laws.
All attacks against civilians by armed agents of the reactionary state must be untiringly exposed and condemned. Presently, most of the cases are not being reported. Employ every means of informing the public about every violation. Mobilize the people to expose in mass media and social media all the military and psywar operations of the AFP and PNP that bring terror, violence and burden on the masses. Exert all effort to inform the international community of the attacks against civilians and bring together the broadest opposition against aerial bombardment, artillery shelling and other forms of state terrorism.
Especially in the coming months, the Filipino people must strengthen their resistance and show the entire world that they will never bow or kneel before the US-Duterte regime’s fascist onslaught.

CPP/CIO: Protest Duterte’s fascist and stupid vaccine mandate
COMMUNIST PARTY OF THE PHILIPPINES

The Filipino must condemn and protest the Duterte regime’s nationwide vaccine mandate. It is patently discriminatory, unlawful, fascist, burdensome, and above all, useless and stupid.
Duterte’s vaccine mandate is practically another lockdown. It aims to impose on the people the burden of controlling the pandemic and exculpate the government for its refusal to shoulder the costs of mass testing, contact tracing, ramping up health facilities, treatment of infections and economic aid for the millions of economically dislocated people. Its 2022 budget for health remains grossly insufficient.
Duterte’s vaccine mandate is downright discriminatory against more than half of the Philippine population who are unvaccinated, mainly by lack of vaccines and the cost and inaccessibility of vaccination (due to “no work, no pay” loss of income for standing in long queues, transportation costs especially for people in rural areas and other factors).
Duterte’s order prohibiting unvaccinated people from leaving their homes, moving around and accessing economic and other public services is an outright violation of people’s social, economic and civil rights. It is outrightly illegal that Duterte passed the burden on local governments to come up with ordinances to arrest, detain or penalize people.
Duterte and his big business apologists must be denounced for fanning the anti-unvaccinated fascist hysteria. Some sectors, largely among the middle classes, are being made to ride this mainly undemocratic bandwagon. Getting vaccinated, like any other medical option, is a choice of every individual. It is the responsibility of the state to conduct a comprehensive education campaign to help people overcome their vaccine hesitancy, and provide the conditions to make vaccines accessible.
Duterte’s order to restrict and punish people for not being vaccinated is fascist and authoritarian and a violation of people’s basic health rights. People who hestitate getting vaccinated have the legitimate right to ask questions and should be met with scientific explanations and not arrests. People who want vaccines but cannot have them (primarily because of lack of supply or because they cannot afford to skip work or pay for the travel) should be assisted and not punished. There should be more compassion and understanding for the majority of Filipinos who have yet to be vaccinated.
The Party and revolutionary forces promote vaccination as a scientific way of protecting people from getting infected or suffering from severe symptoms of diseases. In line with this, the Party demands that the monopoly of big pharmaceutical companies be broken up in order to make vaccine research, development and production open-source and democratic, to make vaccines more widely available and cheaper, and to raise the people’s trust and confidence in the vaccines. Vaccination must be made accessible not only by providing them for free, but also by unburdening people who want to go to vaccination centers by providing them transportation and paid work-days.
Above all, Duterte’s order is utterly useless and stupid. It has been proven that vaccination will not stop the spread of the Covid-19 virus, as many vaccinated people can be infected and become carriers, although the risk of getting severely infected and hospitalized is lower. Duterte’s lockdown order will create widespread chaos and burden on the people, as police impose checkpoints to allow only those with vaccination cards to pass through, even though the police don’t really have no idea how to determine which are genuine. This will only generate business for those selling fake vaccination certificates.
Prohibiting more than half the population from becoming economically productive will only further collapse the economy marked by business closures and bankruptcies, widespread unemployment, loss of income, dislocations, supply disruptions and cause the further deterioration of the people’s overall socioeconomic conditions.
Amid a new surge of infections believed to be propelled by the new Omicron variant, and with the efficacy of the Covid-19 vaccines waning in the coming weeks, and less than 2% receiving booster shots, the demand for more effective public health measures and greater access to Covid-19 vaccines is mounting. There is widespread clamor for government to realign public funds to provide free mass testing, especially for workers and students, intensify contact tracing, hire more health workers, improve and expand health facilities, retrofit schools to allow safe in-person classes, and so on. There is demand to suspend the costly debt-driven infrastructure projects and realign the billions that are set to purchase new military aircraft, a warship, cruise missiles, bombs, rockets and artillery.
The people’s rage is seething over the new lockdown measures and oppressive policies of the Duterte regime. The people must act now and manifest their outrage against the Duterte regime’s worsening anti-people response to the pandemic.

CPP/NPA-Central Negros: LPC-NPA issues warning to all politicians for the 2022 national elections

The Leonardo Panaligan Command of the New People’s Army in Central Negros warns all reactionary politicians regarding the campaign season for the 2022 elections to:
Consult with nearby Party Committees or NPA units when campaigning in guerilla fronts and zones;
Strictly avoid vote buying, bribery, intimidation, and other forms of electioneering; and
Not to use the AFP, PNP, NTF-ELCAC and other paramilitary groups and goons when entering areas of the NPA.
Under the absolute leadership of the CPP, the NPA is directed to monitor the campaign period in their respective areas to ensure the safety and well-being of the masses. Red political power through the People’s Democratic Government and revolutionary organizations is established in the countryside, and disrespecting such authority of the people by not heeding the aforementioned warning or doing related violations will be subjected to revolutionary justice, such as disarming, disallowing of further campaigning, and confiscation of monies by the NPA to be used for social services like education, medical assistance, relief & rehabilitation, and other needs that cater to the basic rights of the people. Instead of vote buying, politicians are encouraged to contribute to revolutionary mass organizations to augment livelihood projects and other needs of the masses especially that Central Negros is severely damaged after the typhoon.
Furthermore, it is no secret that political violence is common in the countryside. Particularly in Moises Padilla, Isabela, Binalbagan in Negros Occidental and Vallehermoso, Canlaon, Guihulngan, La Libertad, Jimalalud in Negros Oriental, several cases of cold-blooded killings of politicians and their supporters have occurred during the past election period. Some of these cases have resulted to trumped-up murder charges against the victims and survivors while their murderers are at large with blood on their hands. The LPC-NPA will continue to pursue revolutionary justice for the victims of extrajudicial killings and other human rights violations due to intense political rivalry in Central Negros.
The upcoming elections is but a reflection of the rotting semifeudal and semicolonial society bound by worsening socioeconomic crisis, along with the global pandemic maximized for treacherous aims of the US-Duterte regime for either a fraudulent elections or a martial law declaration to postpone the elections. Additionally, the AFP’s declaration to launch decisive battles will surely result to intensified militarization and gross human rights violations. The CPP, NPA, broad united front of patriotic and progressive forces and the entire Filipino people are determined more than ever to face the tyranny of the regime and topple the ruling system. ###

CPP/NPA-Central Negros: AFP Intel assets punished in Negros Oriental

Last January 4, 2022, around 5 pm in the afternoon, Itchoy Bariga, an active military informant was punished in Sitio Mag-ubay, Barangay Maniak, Guihulngan City, Negros Oriental. The next day on the same time, Manolito Sombito, also an intelligence asset of the AFP, was punished in Sitio Tambakan, Barangay Puan, Vallehermoso, Negros Oriental.
Bariga was responsible for leading the AFP towards NPA camps in 2009 and November 9, 2014. Prior to the 2014 encounter, Bariga was also involved with the brutal murder of Ka Jaguar who was tortured and burnt alive by the fascist troops. Meanwhile, Sombito also actively monitored NPA movement, in the guise of buying chili leaves in Guihulngan, Vallehermoso, and other suspected NPA areas despite living in Canlaon, a place rich in chili. He was later seen guiding AFP operations after ‘buying chili leaves’, most recently in December 24-25, 2021 in Sitio Payao Dako, Barangay Malansa, Vallehermoso. Both Sombito and Bariga also are responsible for red-tagging civilians as NPA, resulting to various human rights violations (such as illegal detention, intimidation, torture) and military hamletting. As active intel agents, they are legitimate targets of the NPA.
The AFP’s network of spies should take this as a warning. They should seriously consider quitting being pawns of the US-Duterte regime’s counterrevolution, or risk being targeted by the NPA. Like the AFP, PNP, and NTF-ELCAC’s budget, their meager rewards as assets are taken from the money of the people and are dwindling as the regime’s grip on the reactionary government is loosening and their mastermind Duterte’s reign is coming to an end.
As proven many times over, once the AFP is done using their assets, they dispose of them immediately or leave them behind as they hurry to corrupt loot for themselves. This shameful audacity of the AFP and its officials continue despite the pandemic and calamities affecting the people, like their forcing of civilians in Guihulngan to help in the rehabilitation of their military detachments while the masses are hungry and homeless absent proper assistance. After the reparation of their detachments, the AFP continue military operations that victimize the masses as they grow more impatient to wage decisive battles to destroy the NPA, to the point of disregarding international humanitarian law. This is evident in a recent interview of 3rd ID commander Arevalo’s threat to the NPA in Negros to surrender or else face what happened in their overkill through aerial bombing of 500 pound bombs in Miag-ao.
Moreover, just recently, troops of the 62nd IB open fired at civilians Macario Fat and Yoling Landisa in Sitio Anahaw, Barangay Trinidad, Guihulngan City, Negros Oriental last January 5, 2022 in the evening. This strapping incident is yet another addition of their huge pile of human rights violations in the area, insensitive and ignorant to the plight of the people affected by the aftermath of Supertyphoon Odette. While collective rehabilitation efforts of the NPA along with local Party committees and revolutionary mass organizations continue, there is truly no rest for the wicked as military operations that result to crimes like these continue.
The desperate and brutal anti-insurgency campaign of the AFP/PNP/NTF-ELCAC combine under the whims of their ailing commander-in-chief Duterte will not falter the revolution, but instead intensify it. With the semicolonial and semifeudal crisis worsening amid the Covid-19 pandemic, natural disasters and little government aid with blatant corruption, and the despair of Duterte and his alliance to the infamous Marcoses, Arroyos and Estradas to cling to power either through a fraudulent 2022 elections or the postponement of such election by a so-called ‘force majeure’ excuse, the broad masses of the people along with their NPA and guided by the CPP, are compelled to boldly resist and intensify the revolution to overthrow the ruling class of big landlords and comprador subservient to imperialism. ###

FORT BONIFACIO, Metro Manila – Commanding General, Philippine Army (CGPA) Lt. Gen. Romeo S. Brawner, Jr. on Monday, January 10, directed troops to dismantle private armed groups to ensure peaceful and orderly national polls on May 2022.
“In order for us to achieve peaceful and orderly elections, let us look into dismantling private armed groups,” the CGPA said in the first Army-wide command conference for 2022 at Headquarters Philippine Army, Fort Bonifacio, Metro Manila.
“Let me remind you of our two solemn duties in the coming elections: vote and ensure peaceful and orderly elections. We will not tolerate partisan politics and military adventurism,” the CGPA remarked.
In his visit to the Maguindanao-based 6th Infantry Division last week, Lt. Gen. Brawner tasked troops to dismantle private armed groups and other peace spoilers that present as security threats to the conduct of elections. He also told politicians to avoid paying the “permit to campaign” to CPP-NPA Terrorists during the campaign period.
“We will closely partner with the Commission on Elections and other concerned agencies to provide an atmosphere of safety and security so that the people can vote freely, thus upholding the sanctity of the ballot,” Lt. Gen. Brawner said.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- A former rebel tipped off the location of two high-powered firearms to the troops of 17th Infantry Battalion on January 08, 2022, in Sitio Daligan, Barangay San Juan, Rizal, Cagayan.
Alias Frank- who surrendered on New Year’s day revealed the location of the arms cache to the said troops. Upon verification, the troops recovered two M16A1 Rifle Elisco 5.56mm wrapped in plastic. According to alias Frank, the said firearms were entrusted to him by his comrades in Komiteng Probinsya (KOMPROB) Cagayan-Komiteng Rehiyon-Cagayan Valley (KR-CV). “Mas mabuti na pong isuko ko sa kasundaluhan ang mga baril na yan kaysa sa magamit pa ng mga teroristang NPA para manakot at kumitil ng buhay.”
The said firearms are subject to remuneration and will be processed through the help of the Department of Interior and Local Government. The firearms were brought to the headquarters of 17IB for proper disposition.
MGen Laurence E Mina, Commander of 5th Infantry Division, thanked alias Frank for helping the troops attain peace and development in the community by tipping off information contributing to the campaign’s success against insurgency. “The government values the life of everyone. Surrendering these firearms means peace and justice. Peace for laying down firearms to not be used for inhumane and terroristic acts of the CTGs. Justice for helping the troops in giving justice to all the victims of atrocities of the CTGs.”

Kuta Heneral Teodulfo Bautista Jolo, Sulu – July 4, 2021 C-130 crash first responder Erham A Awaluddin now a soldier of the 11th Infantry “Alakdan” Division.
After their oath of special enlistment, last December 9, 2021, 22-year-old Awaluddin and 298 other individuals officially joined the ranks of the 11ID soldiers as privates.
To recall, Awaluddin once caught the nation’s attention after a photo of him assisting a crash survivor (later known as PFC Ganney C Ligayan) circulated all over the internet.
Two days after the C-130 mishap, officers from the Alakdan Division recognized Awaluddin in the queue of applicants about to take the AFP Service Aptitude Test at Mindanao State University – Sulu. From then on, the officers guided Awaluddin throughout the application process.
In recognition of their bravery, all C-130 first responders were given medals and certificates on July 15, 2021. It was also during that occasion that 11th Infantry Division Commander MGen William N Gonzales personally assured Awaluddin that his heroic actions will have merit in his application to be part of the Philippine Army.
Yesterday, PFC Ligayan and now Private Erham Awaluddin share light moments over coffee and junay (local rice-cake delicacy) at Kuta Heneral Teodulfo Bautista in Jolo, Sulu.
In an interview Pvt Awaluddin, expressed his heartfelt gratitude that his dream came into reality. “Maraming-maraming salamat po sa naparakaming tao na tumulong sa akin – sa mga nagpaabot po ng magagandang salita sa ginawa kong pag-rescue, sa mga tumulong po para maging sundalo po ako.”
“Hindi ko po sasayangin ang pagkakataong binigay sa akin. Tutulungan ko ang aking ina at sisikapin ko pong maging isang mabuting sundalo. Marami naman po ang nagbibigay ng advice sakin gaya ni Sir Ligayan,” he added.
This coming February, Pvt Awaluddin is set to undergo Basic Military Training at Mastal Division Training School in Camp Bud Datu Brgy Tagbak Indanan, Sulu. Meanwhile, he and his batchmates are getting a taste of military life in performing army dozen exercises and road run and undergoing lectures and on-the-job training at various offices inside the camp.

Government troops from the 17th Infantry Battalion of the Joint Task Force (JTF) Tala discovered a food cache owned by the Communist Terrorist Group (CTG) of the New People’s Army (NPA) in the vicinity of Sitio Darigan, Brgy San Juan, Rizal, Cagayan around 5:00 in the afternoon of January 4, 2022.
According to Acting Commander of the Northern Luzon Command (NoLCom), Maj. Gen. Andrew Costelo, the military discovered the enemy’s food cache following a tip-off by concerned local residents of Barangay San Juan in Rizal, Cagayan.
“The local residents of Barangay San Juan sought the help of our troops by reporting the food cache after they were sicked-and-tired of the lies and deceptions of the communist terrorists in their peaceful communities,” said Maj. Gen Costelo.
On a report submitted by Brig. Gen. Steve Crespillo, Commander of the 501st Infantry Brigade, the troops recovered a total of 40 kilos of rice believed to have been forcedly taken from the local residents by the members of the communist terrorist group operating in the province of Cagayan.
Meanwhile, Maj. Gen. Laurence Mina, Commander of the Joint Task Force Tala mentioned that “the willingness and active participation of the local residents and the community to end the local communist armed conflict led to the discovery of the food cache.”
“I commend the active participation of the community and partner stakeholders in ending the local armed conflict. You rest assured that JTF Tala will always be on your side on our quest for lasting peace in our region,” Maj. Gen. Mina added.
Maj. Gen. Mina also commended the troops of the 17th Infantry Battalion led by Lt. Col. Angelo C Saguiguit for going an extra mile with their civil-military cooperations and intensive information-gathering that led to the discovery of the food cache.
Maj. Gen. Costelo continues to call out to the few remaining members of the dwindling terrorist movement to yield to the government.
“We will be relentless with our offensives as we continue to press on the remaining terrorists to yield and start anew,” said Maj. Gen. Costelo.
“Now is the time for you to heed the call of the government to abandon your useless armed struggle, return to the folds of the law, and have a chance to rebuild your lives with the help of the government’s Enhanced Comprehensive Local Integration Program,” Maj. Gen. Costelo added.

MAIMBUNG, Sulu – The 41st Infantry (Partner for Peace) Battalion Troopers under the leadership of LTC JAMES ERASMUS F GAGNI INF (GSC) PA, Commanding Officer represented by CPT ARNEL T QUILLOPE (INF) PA presented eight (8) ASG returnees to the Maimbung Municipal Task Force-Ending Local Armed Conflict (MTF-ELAC) headed by Mayor Hja. Shihla A Tan-Hayudini at Municipal Hall, Maimbung, Sulu on January 4, 2022.
The eight (8) ASG returnees were identified as @Almijin/Almejen, 47 years old; @Bas, 43 years old; @Jis, 25 years old; @Jul, 32 years old; @Derong, 35 years old; @Kar, 45 years old; @Al, 35 years old and @Ap, 35 years old are all residents of Maimbung, Sulu.
@Almijin/Almejen expressed his gratitude to the Partners-for-Peace troopers, 1101st (GAGANDILAN) Brigade, 11ID, PA under BGEN EUGENIO BOQUIO PA and especially to the Local Government Unit (LGU) of Maimbung headed by Mayor Tan-Hayudini saying “Humihingi kami nang kapatawaran sa lahat ng nagawa naming labag sa batas na nagdulot nang gulo sa ating bayan, una sa lahat , taus puso kaming nagpapasalamat sa mga tumulong sa amin at tinanggap kaming muli na magbalik-loob sa pamahalaan na walang iba kung hindi sina Hja. As part of the program, BGEN EUGENIO C BOQUIO PA conducted information briefing on the operational framework of 1101st Infantry (GAGANDILAN) Brigade, 11ID, PA and subsequently delivered his message saying “Nakikita ko na later on wala ang mga baril na ito, na ibebenta na nila ang mga ito para gamitin na pangkabuhayan nila para tuloy-tuloy ang pag-unlad dito sa Sulu. Sana pangalagaan natin ang kapayapaan.” said by BGEN BOQUIO.
Mayor Hja. Shihla A Tan-Hayudini said that peace and security issues are everyone’s concerns. She encouraged and inspired the eight (8) ASG returnees to help in firming the peace and order in the municipality of Maimbung, Sulu.
The Maimbung MTF-ELAC provided cash assistance to the ASG returnees as part of the ASG Reintegration Program. Said assistance will be used to establish their livelihood.

BALER, Aurora-The Department of Environment and Natural Resources (DENR) Secretary Roy A. Cimatu visited the province of Aurora to push people-centered agenda in pursuit of environmental protection and sustainable development with full support of the citizenry.
DENR Secretary Cimatu shares his significant moment on what the departments have achieved something significant together with the Provincial Environment and Natural Office (PENRO) headed by Alfredo Collado, Community Environment and natural resources offices (CENROs), Aurora Police Provincial Office Provincial Director Police Col. Julio Lizardo, Jr., 91st Infantry “Sinagtala” Battalion, Philippine Army Commander Lt. Col. Reandrew P. Rubio and other concerned agencies in the province of Aurora.
He personally lauded the efforts of the personnel of DENR as a whole in the province in the fight against illegal loggers to carry out the tasks of protecting the environment and ensuring sustainable use of the province’s rich natural resources in the face of climate change amidst the pandemic.
The secretary also commended the full support of the PNP Aurora and the 91st IB in the mission of the DENR.
He also called on the public (citizenry) to continually support the DENR in the protection of the environment wherein the Aurora maintains clean air, water, rivers, and a clean environment.
During the program, the 91st IB headed by Rubio personally thanked and accepted the motor Banca which will use in the internal security operations of the Philippine Army; humanitarian assistance, disaster response operations; law enforcement support operations; it could also be used in the coming national elections in the transport of ballots, and maritime operations in the 337 kilometers coastline barangays from Dingalan to Dilasag towns (Maria Aurora town is landlocked).
“We vowed to continually exert our best effort to return the favor through providing peace, order, and public safety. Just I have said before, floating asset is very important because 45% of the total barangays in the province of Aurora are situated in the coastal areas, moreso, the enemy build-up is in the coastal. The terrorist group was already dismantled,” Rubio said.
He also reported to Sec. Cimatu that the 91st IB has confiscated 12,500 bd. Ft.
Rubio added that the 91st IB already conducted 5-day maritime law enforcement operations training together with the other security forces from the PNP, Philippine Coast Guard, Reservists.
“Rest assured that we will take good care of the motorboat Banca, we will maintain it because not all battalions had floating asset unless you assigned in the riverine battalion under the special forces regiment,” Rubio said.

A top New People’s Army (NPA) leader in Palawan has surrendered to government authorities, 3rd Marine Brigade (3MBde) commander Brig. Gen. Jimmy Larida told Palawan News on Monday.
The rebel leader was identified as Jose Maria Masong, alias Ka Degret, a resident of Sitio Barongbong, Barangay Port Barton, San Vicente. He reportedly surrendered during a military intelligence operation in Barangay New Cuyo, Roxas.
Ranked by the military as the second-highest wanted rebel leader in the province, General Larida said Masong’s surrender left a certain Sonny Rogelio, also known as Ka Miggy, as the group’s last remaining leader in Palawan.
Larida said Masong had already been sending “fillers” indicating his intention to surrender even before the December 10, 2021, encounter in Barangay Tinitian in the same municipality, where Remil Padilla Rodriguez, alias “Azumi,” was killed, and female rebel fighter Justine Kate Raca surrendered.
Larida said that Masong was already “disillusioned” with the NPA’s local organization Bienvenido Vallever Command (BVC) due to disagreements within its internal leadership.
He said that even his known close friendship with Ka Miggy had deteriorated as a result of the BVC’s leadership disputes.
“Noong encounter noong December 10, napahiwalay siya sa grupo. Dalawa sila noong [member na] alyas Japhet na napahiwalay, pero ever since talaga may plano na si Degret na sumuko dahil sa hindi pagkakaunawaan sa organisasyon,” Larida claimed.
“So, yong opportunity na nagkahiwa-hiwalay sila noong encounter ay nag-take advantage na siya. Siya yong standing second-highest rebel leader ngayon ng grupo nila. Nag-start na lumabas yong balita na disgruntled na siya noong sumuko si Ka Rhian. Doon din namin nakuha ang balita na halos lahat sila gustong sumuko maliban kay Ka Miggy,” he added.
Masong has been linked to the killing of Gilbert Baaco, Provincial Disaster Risk Reduction and Management Office (PDRRMO) and Rescue 165 programs head, in Barangay Barong-Barong, Brooke’s Point in April 2017.
He has a standing warrant of arrest for murder signed by Judge Ramon Miranda with no bail recommended.
“Yong isang kaso na identified sa kanya yong kay Gibert Baaco,” he said.
His photo was among the most wanted rebel personalities that were put out by the Palawan Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC) a few years ago.
Masong is currently under the custody of the 3MBde and will be evaluated for admission into the government’s Enhanced Comprehensive Local Integration Program (ECLIP), which provides support to former rebels and others who voluntarily surrender.
“First phase ng enrollment sa ECLIP interview muna. Then pa fill-up siya ng enrollment form, then validation — yan yong first two weeks. I-a-apply naman namin sa kanya kung ano yong nakalagay doon sa Administrative Order No. 10 yong sa ECLIP. Sa ngayon, series of interviews pa lang kasi siyempre, alam niyo naman, pabago-bago yong sinasabi,” he said.
Manhunt
“He has no other choice except to surrender, as we are all focused on getting him. Hangga’t hindi siya sumusuko, enemy of the state pa rin siya,” he said.
They suspect that Rogelio, believed to be from Batangas, is hiding in a house in the hinterlands of Tinitian. “Both overt and covert, tuloy-tuloy ang operation to find him”.

He added that Rogelio’s co-leader, Ka Rise, whom they had previously pursued, is no longer in their area of operation and has been reported to have tuberculosis.
Larida pointed out that while the NPA ranks in Palawan had been decimated, they believe the rebel group will attempt to re-establish its presence locally.
“According kay Masong, hindi daw talaga iiwanan [ng NPA] yong Palawan. Baka may manggagaling din talaga sa ibang lugar na pupunta ng Palawan kaya kapag sumuko si Ka Miggy, matinding intel work talaga,” he said.
Larida emphasized that the assistance of all local government authorities is necessary to ensure the NPA is unable to recruit again and establish a new BVC.
He also said that the assistance of the Bureau of Fisheries and Aquatic Resources (BFAR) will be required to monitor the coastlines and fishing boats that dock at all ports and other entrance points.

Philippine Army troops exchanged fire with New People’s Army (NPA) rebels in Sitio Masnang, Barangay Marandig, Calinog town on Sunday.
The encounter lasted for some 25 minutes until the rebels withdrew.
The Army troops belonged to the 82nd Infantry Battalion (82IB).
There were around 15 rebels. They were believed to belong to the Southern Front Committee of the NPA in Panay Island.
None from the government troops were injured or died, and they believed they have wounded or even killed some rebels, citing trails of blood along the insurgents’ withdrawal path.
Recovered from the encounter site were an anti-personnel land mine with some 30-meter long tripwires, four short and one long magazine of an M16 with ammunition, four backpacks, medical paraphernalia, subversive documents, and personal belongings.
“I would like to commend the collaborative effort of the 82IB and Calignognons in safeguarding their communities from the cruelty of the NPA,” said Major General Arevalo, commander of the Army’s 3rd Infantry Division under which the 82IB belonged.
“Let us continue working together towards a peaceful and NPA-free Calinog and Panay island,” Arevalo added.

Six passengers, including three children, were injured in a bombing incident of a passenger bus in North Cotabato early morning Tuesday, reports said.
The bomb placed at the rear portion of a Mindanao Star bus with body number 15511 from Davao City to Cotabato City exploded around 8:15 a.m. while the bus was cruising along the highway in Purok Narra, San Mateo, Aleosan, North Cotabato, the Cotabato Provincial Police Command said.
Police said they still have to determine who were behind the attack and what the motive was.
The victims were brought to the Aleosan District Hospital for treatment.
Police identified the victims as Benjamin Solaiman, 5, of Datu Odin Sinsuat, Maguindanao; Masid Benjamin, 25, single, also of Datu Odin Sinsuat; Haron Solaiman Sr., 24, married, of Kidapawan City, and his 3-year-old daughter Yushra, 3, and five-month old infant, Haron Jr.; Rodolfo R. Castillo, 67, married, of Toril, Davao City.

SECURITY FORCES across Zamboanga City hailed Mayor Beng Climaco for going out of her way in visiting soldiers and government militias and distributing “Noche Buena” packs and sacks of rice as a token of her appreciation, and at the same time boosting their morale.Climaco, accompanied by City Administrator Mike Saavedra, lauded and thanked security forces for their hard work in preserving peace and protecting residents amid the Covid-19 pandemic. It has been the mayor’s Yuletide tradition to visit soldiers and CAFGU or Citizen Armed Force Geographical Unit members and distribute food packs to them.
Even troops in far-flung areas, including the Santa Cruz Island, were visited by Climaco to personally thank them.
Soldiers and CAFGU members likened the mayor’s visit to a “mother who always looked at their children.” CAFGU members said it was only at the time of Climaco that they got to be visited by a mayor.
Climaco has largely supported the police and military forces here and donated various equipment and vehicles as part of her priorities on security, health and education. (Zamboanga Post)

INDONESIAN PROSECUTORS demanded a life sentence for a top terror suspect who eluded capture for 18 years and accused him of masterminding a series of deadly attacks in the world’s most populous Muslim nation.
Aris Sumarsono, 58, whose real name is Arif Sunarso but is better known as Zulkarnaen, sat impassively as the prosecution announced the sentencing demand before a panel of three judges in East Jakarta District Court in a session that was held remotely due to the coronavirus pandemic.
Police and prosecutors say Zulkarnaen is the former military commander of Jemaah Islamiyah, a Southeast Asian militant group with ties to al-Qaida. The group is widely blamed for attacks including the 2002 bombings on the Indonesian resort island of Bali that killed 202 people, mostly foreign tourists, as well as attacks in the Philippines.
Zulkarnaen had eluded capture for 18 years after being named a suspect in the October 2002 suicide bombings of Paddy’s Pub and the Sari Club in Bali. He was arrested last year in Lampung, a province on the southern tip of Sumatra. Police were tipped off to his hideout after interrogating several suspected militants arrested in earlier raids.
Zulkarnaen argued that he was a leader of the network’s military wing but was not involved in the operation of the Bali bombings, as he was focused on organizing his squad for sectarian conflicts in Ambon and Poso and in the southern Philippines.
During his trial, which began in September, other convicted militants in the 2002 Bali bombings, including Umar Patek and Ali Imron, who were sentenced to 20 years and life in jail, respectively, supported Zulkarnaen’s claim, saying he knew about the plot but did not play a role in its operation.
The sentencing demand was initially scheduled for Nov. 24 but was postponed several times.
State prosecutor Agus Tri told the court that Zulkarnaen’s acts had resulted in deaths and injuries and that there was no reason for leniency.
“The defendant was involved in the Bali bombings plan,” he told the court. “He also instructed his group’s special forces led by him to save Jemaah Islamiyah’s assets, including weapons and explosives.”
Police previously said Zulkarnaen masterminded church attacks that occurred simultaneously in many Indonesian regions on Christmas and New Year’s Eve in 2000 that killed more than 20 people. He was also the mastermind of a bomb attack on the official residence of the Philippine ambassador in Jakarta in 2000 that killed two people, and the architect of sectarian conflict in Ambon and Poso from 1998 to 2000.
Conflicts between Christians and Muslims in Ambon, the provincial capital of the Molluca islands, left more than 5,000 people dead and half a million displaced. The Muslim-Christian conflict in Poso, known as a hotbed of Islamic militancy on Indonesia’s Sulawesi island, killed at least 1,000 people from 1998 to 2002.
Zulkarnaen, a biologist who was among the first Indonesian militants to go to Afghanistan in the 1980s for training, was an instructor at a military academy there for seven years, Indonesian police said.
Since May 2005, Zulkarnaen has been listed on an al-Qaida sanctions list by the U.N. Security Council for being associated with Osama bin Laden or the Taliban.
The Security Council said that Zulkarnaen, who became an expert in sabotage, was one of al-Qaida’s representatives in Southeast Asia and one of the few people in Indonesia who had had direct contact with bin Laden’s network.
It said that Zulkarnaen led a squad of fighters known as the Laskar Khos, or Special Force, whose members were recruited from among some 300 Indonesians who trained in Afghanistan and the Philippines.
Zulkarnaen was appointed the head of Camp Saddah, a military academy in the southern Philippines established for fighters from Southeast Asia, the Security Council said. He spent a decade at the camp training other Jemaah Islamiyah members.
He became operations chief for Jemaah Islamiyah after the arrest of his predecessor, Encep Nurjaman, also known as Hambali, in Thailand in 2003. The United States’ “Rewards for Justice” program had offered a bounty of up to $5 million for his capture. He was the only Indonesian on the list.

Police intensified the operation against lawless groups and at the same time called on civilians to report the presence of criminals in their areas following a recent firefight between security forces and gunmen in North Cotabato’s Pikit town that left five people dead and four cops wounded.
Brig. Gen. Alexander Tagum, the regional police chief, said they have intensified operations against lawless groups and criminals, especially those wanted by the law in an effort to protect innocent civilians from violence.
“Our unwavering commitment and dedication to duty is a manifestation that we are serious in eliminating all forms of criminality and illegal activities in our community. May this serve as a warning to all law offenders, as they will not be tolerated, and will face the charges that they deserve,” he said.
Tagum said the regional police force has also intensified the implementation of Oplan (Operational Plan): Iron Clad Region XII, which aims to deter the occurrence of crimes and ensure the safety
“In following the law, no one is excused and must therefore obey them especially when it concerns life and property. Once you violate, accept the consequence you have to face,” he said.
Police and soldiers clashed with gunmen on December 29 after security forces tried to serve a warrant to arrest Joel Manampan alias Maula Manampan, who is allegedly wanted for various crimes and has a P175,000 bounty on his head.
Manampan managed to escape arrest and is being hunted by security forces. The suspect was involved in illegal possession of firearms and explosives, carnapping, gun-for-hire and proliferation of illegal drugs in Pikit and nearby towns, according to the police, but one gunman was captured in the clash.
During the operation, security forces seized assorted weapons and over 400 motorcycles in a makeshift warehouse. The motorcycles were believed stolen after over a dozen owners came forward to claim their motorcycles.
Tagum has questioned village officials whether they were aware of Manampan’s presence in the village and his involvement in illegal activities aside from being wanted by the police.
“Relationship between government and community is essential and the cooperation of the community is needed to facilitate the apprehension of criminals, especially if they are in the wanted list. Do not be afraid to cooperate with the police and we want to ensure that your security is protected,” he said.
Datu Turno Sultan, Sr., President of the Association of Barangay Captains in Pikit town, also told journalists during a news conference on January 5 that gunmen opened fire on security forces as soon as soldiers and policemen arrived in the village of Gokotan to arrest Manampan. The attack sparked a gun fight that lasted three hours.
The former rebel group Moro Islamic Liberation Front has suddenly questioned the law enforcement operation, claiming security forces should have coordinated with MILF leaders because the area is considered as their “territory.”
It was unclear whether the MILF is protecting Manampan or if he is a member of the group. Civilians in North Cotabato have thrown their strong support at the police and military forces in their campaign against crimes.
Col. Henry Villar, the provincial police director, flatly rejected the MILF claims and said the area where Manampan operated is a haven of lawless elements involved in carnapping, gun-for-hire and illegal drug trade.
Villar said the only recognized MILF camp in North Cotabato is Camp Rajamuda located in the village of Rajamuda in Pikit as agreed upon by the government and stipulated in the 2014 peace deal.
“Our target based on two warrants of arrest and listed as Most Wanted Person-National Level with reward amounting to P175,000 covered by DILG Memorandum Circulars dated June 11, 2021 is criminal gang leader Joel Manampan alias Maula Manampan. Satar Kabunto alias Expander was the one who fired at us first even though we used a police marked vehicle and Joel Manampan, the subject person of the warrant of arrest, who was able to escape from the operating troops,” Villar said.
Lt. Col. Ruben Ramos, Chief of the Philippine National Highway Patrol Group in North Cotabato, said at least 20 motorcycle owners came to the police headquarters to claim their motorcycles. “Some 20 motorcycles from the 400 recovered in Pikit had been reported carnapped after the owners showed up to the police provincial headquarters and brought pertinent documents which proved their ownership over the stolen vehicles,” he said.
Two motorcycle owners also appeared during the news conference and claimed that their motorcycles were forcibly taken from them by motorcycle gunmen in Kidapawan City and Tulunan town in 2019 and 2020.
“Galing ako sa South Cotabato at papunta ng Roxas going to Tulunan, huminto ako para uminom lang sana ng tubig ng may huminto at likuran ko at tinutukan ako at sinabihan ako na relax lang, at nakita ko sa aking unahan na may bumaba rin at nakita ko na may dala rin itong baril at tuluyan ng tinangay ang motor ko,” one of the victims told journalists.
Police were still tracking down the owners of the other motorcycles as investigators prepared charges against those involved in the carnapping and people who sell or buy stolen motorcycles.

COTABATO CITY – Police disrupted an improvised explosive discovered by villagers at a riverbank in the southern Philippine province of Sultan Kudarat, officials said Monday.Officials said members of the Provincial Explosive Ordnance Disposal and Canine Unit recovered an anti-personnel claymore mine, one electric blasting cap, and one so-called “seismic” explosive, and different sizes of metals after disrupting the explosive.
Col. Tom Tuzon, the provincial police chief, lauded the efforts and cooperation of the citizens in reporting the presence of explosives in the village of Tinumigues in Lambayong town. He said civilians phoned the municipal police office on January 8 to say that a suspicious sack was abandoned at the of the Allah River
Tuzon said police forces led by Maj. Jenahmeel ToƱacao rushed to the area and immediately informed the Provincial Explosive Ordnance Disposal and Canine Unit about the explosive which was carefully disrupted.
“All recovered pieces of evidence were brought by Sultan Kudarat EOD office for technical identification and proper disposition. While continuous in-depth investigation and intelligence monitoring were conducted to determine the identity of the suspect and their motive,” Tuzon said.
“We encourage everyone to immediately report suspicious personalities and activities observed in your areas to prevent crimes, and let us work together for a more peaceful and safer Sultan Kudarat province,” he added.
No individual or group claimed ownership of the explosive, but various rebel groups and criminal gangs operate in the province and nearby areas.

ALEOSAN, North Cotabato – At least six persons were injured when an improvised explosive device (IED) went off inside a traveling Mindanao Star Bus (MSB) in Barangay San Mateo here Tuesday.
Col. Henry Villar, provincial police director, said investigators were still at the blast site conducting a post-blast investigation following the 8:10 a.m. explosion at the rear portion of the Cotabato City-bound bus.
Initial reports showed six of the 20 passengers were taken to various hospitals in Midsayap, North Cotabato. Among the injured were minors.
The police identified the injured victims as Masid Benjamin, 25, Rodolfo Castillo, 67, Haron Solaiman, 24, and the three children, aged five, three, and five months, who all sustained shrapnel wounds in different parts of their bodies.
One of the passengers said the IED was planted at the back portion of the MSB unit with body number 155.
No one has claimed responsibility for the attack, which came two days after the police imposed stricter checkpoint operations for the implementation of the election gun ban.

FORT MAGSAYSAY, Nueva Ecija –The Philippine Army’s 7th Infantry Division (7ID) has installed very small aperture terminals (VSAT) in four far-flung detachments to strengthen and enhance communications among military troops and even for students having online classes.
Major General Andrew D. Costelo, commander of the 7ID, said on Tuesday the systems were installed at the Patrol Base of 24th Infantry Battalion in Sitio Talipugo, Barangay Buneg, Lacub Abra; 91st Infantry (Sinagtala) Battalion in Barangay Dimanayat, San Luis, Aurora; 70th Infantry in Sitio Macua, Barangay Kabayunan, Dona Remedios Trinidad, Bulacan; and 84th Infantry Battalion in Sitio Bin-bin, Barangay General Luna, Carranglan, Nueva Ecija.
The first VSAT was installed on Oct. 13, 2021 while the last was put up on December 21.
Costelo said the newly installed communication equipment is also a big help to students having their online classes as it gives free internet access to the communities.
“Natutuwa ang inyong kasundaluhan dahil hindi lang nagagamit ng tropa ang VSAT para sa mabilis na pagbato ng impormasyon sa mga battalion headquarters in terms of their operations, naging malaking tulong din ito sa mga estudyante at guro na ngayon ay kinakailangan ang internet para maipagpatuloy ang kanilang pag-aaaral (The military is happy because the VSAT is not only being used for faster delivery of information to the battalion headquarters in terms of their operation but also a big help to the students and teachers who need internet for schooling),” he said in social media post.
The installation of the communication equipment is part of the implementation of the Army Modernization Act that aims to improve the performance of the troops in its field operations.
